uh call the june meeting of the board of educate board of education to order please uh please stand for the president allegiance i pledge allegiance to the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all believe we have a quorum uh adoption of the agenda entertain a motion to approve the agenda as presented we'll need to do broker for a quarrel we can if you want okay uh got you the agenda curse second okay motion a second to approve the agenda as presented any further discussion changes deletions hearing none all those in favor signify by saying aye aye opposed motion cares public comment any public comment this evening my name is regan kobachik and i urge the school board to put

on next month's agenda the plan on securing the safety of all at the schools because this is following the school shootings in texas and elsewhere and i would like to see a draft of your security agenda on the next fourth meeting or july thank you thank you anyone else okay we'll move on uh seven consent agenda items is prove the minutes from the special meetings on may 4th and 9th approve the minutes from the regular meeting on may 10th approve the minutes from the closed sessions on may 4th 9th and 10th approve the minutes from the finance meeting on may 10th approve the invoices from may 11 to june 14th and employee contract contract and adjustments which includes replacement staff resignations and independent contractor and early graduation uh entertain a motion to prove uh the

consent agenda blue i so move second because we will fall second a motion a second to approve the consent agenda as presented uh all those in favor signify by saying aye opposed motion carries staff reports he wants to go first uh so i don't have um too much in addition to my written report but i did want to add one thing we did have uh recently found out that we had four students committed to upward bombing so every year about this time i always find out what our commitment you know how many actually committed to it and so this year's four we've in the past had upwards of nine but um before is a good number for this group so so other than that um is was there any questions or anything on anything any

questions wendell okay could you refresh my mind on upward bound sure so upward bound is sponsored by uwsp um it's a program where students engage in summertime activities it's fairly extensive they go they actually stay on campus so each year they send representatives to present to our eighth grade and as students get in high school they'll participate in this each year and basically what they're guaranteed is acceptance if they go through the program they will be accepted into a four-year program at uwsp doesn't it progress if they keep going every year they get a couple more weeks they go one week the first year and then a couple weeks in the next year and that type of thing it just introduces them to college life there's stipulations on being accepted into the program but but

it just prepares them for the rigor of what they're going to experience being out on their own and being an independent learner in a college environment good any other questions thank you so the only addition that i have in addition to the written reports giving you the summer work that we're doing for people services and special ed and where some numbers where we're at is we received an announcement from the rti center pbis network that the middle school has received the silver in behavior and reading for the award for this year and then high school got bronze in both reading and math did elementary qualify i did not this year okay are any staff doing the mental health first aid training did you know we sent it out but nobody has signed um your 41

initial evaluations yeah do you have a breakdown of that like the grades for the the ages of those students no that was just district-wide i could i can break it down for you you know if people want to just wondering is this a lot of move-ins is this that's about the average so typically we have more at elementary um and then as we get older because usually they're identified younger rather than later but we did have a couple handful of middle school high school um maybe one initial high school and two or three initial middle school and the rest would be elementary i mean those are within one or two but primarily we had um um i can tell you something we found through our child languages through doctors teachers parents reporting we have 34

through child time that were referred and then 20 of those were initial evaluations so 20 would be through child fine two or three at the middle school one or two at the high school then the rest of the elementary so at least half is like our youngest foreigners do you have any idea of the number of homeless students do we have any count on those is it going to happen but i don't have it with me tonight but i can get it for you for next time do you know if it's going up or going down um it stays about the same okay and the majority of those are like living with relative ones not like moving out of cars or that it's more transient like where they'll stay with one friend or family member

and then move to a different one anyone else how did the situation work out do you know what the school nurse with all the diabetics that she had this year did things uh any issues six or seven um we just met and went over some like care plans and best practice and through gpi resources and national um resources and looked through to prioritize what she needs to focus on things that office staff can do things that we can train teachers on making sure that classroom staff paraprofessionals any staff to come in contact have any training that they need to start a school here so that they can identify and help with that too we've also um one of these also started talking about making sure that staff has the opportunity to be first aid and

cpr trained if they would like to so during coleman we did it with marion and anybody that wanted to when people had all those you know off days but when they were in the building they could do that so we're going to offer that again this summer along with coaching staff um to give any staff that would like to be trained in those areas the opportunity to do that just here as well thank you hello hello i just want to take a little bit of time to communicate some information at the end of the year events and activities that we have to highly involve our community and i really wanted to extend a thank you to all of our different community partners who financially contributed to our students future and their further education through the

scholarship program so you can see that i noted in local scholarships alone over 130 000 was was distributed to our class in 2022 and i think that's just a great um you know example of how our community really values students and their education their future and wherever that you know may lead them they want to support them in that pathway so i obviously that's not the total amount but local scholarships alone that's a pretty large number and so i just wanted to highlight that and again thank all of our community members who contributed to that program and supported our students in that manner the other thing i definitely wanted to do was thank all the various groups that were involved in conducting the graduation ceremony and so obviously there's our guidance department maintenance student groups

such as nhs you know all the different kinds of uh music departments whatever it might be it's a lot of different people working together a lot of coordination that goes on for a couple of months leading up to the graduation ceremony things always come together really well for our families and our students so i just want to thank all those people for their efforts each year putting on something that we can connect with our students and celebrate their successes and bring that forth to the community as well so wanted to thank all those different groups and then each year i always try to give you a highlight on some of the things going on with our dual credit programs and some of the benefits so i included some information from nicolet alone that does not

include the coursework and things that our students are taking through north central technical college that information just wasn't available yet but you can see that our students uh taking dual credit courses through nicolet saved the total tuition of almost fifty thousand dollars this year that's a number as far as the number of credits that students earn continues to grow it's a focus point for a lot of things that we're doing with curriculum and the different kinds of opportunities that we want to provide for students with academic and career planning how they can prepare for that next step and for a lot of them it's advanced coursework that they can take care of here in high school the great thing about dual credit is it doesn't cost our students anything it's that partnership that's going on

with the technical college where they can get that jump start where they're in high school credit and college credit at the same time and you know i thought that there's other opportunities as well through for example like our project lead the way pre-engineering program where those students are in duo credits our advanced placement courses all those things come together to give a lot of students those benefits that they can use later on when they leave when they leave high school so um you know i'll continue to revisit those bits of information with you but that's something that we're really working hard uh maybe just one other thing to mention is in the past a lot of these dual credit courses would come through courses that are more career focused so for example welding or some

kind of a technical program an area that we've really been able to expand upon because our teachers are supporting it through their further training is coursework in the core areas so for example psychology and we're looking at trying to do more things in english and mathematics so you know we just want to continue to build upon that for our students and you can see the benefits and the form of dollars and credits i have one ryan i think i think it's great you're doing that and expanding on it is there i would believe a certification process for the teachers there is it can get pretty extensive but ultimately in a lot of our technical areas they can work directly with the staff at the technical college to go through different types of professional development to

certify them so they can teach the course at the same level as the technical colleges when it comes to coursework that would be in what we call the core math science english social studies there's a few additional requirements that make it a little more difficult dealing with some credits towards a master's degree in the exact subject area which is not as common for high school teachers so we've been fortunate where teachers are willing and able to continue with that coursework for example on a master's in math so that they can meet the higher learning commission credentials so again those things don't happen if teachers aren't seeing the value in it for students and wanting to go that extra step to earn those credentials so i'm assuming there's a cost to the teacher there is but

we've been able to take advantage of some state programs as well that you might see through your board work where um right now there's some funding available for teachers that are getting credentialed to teach dual credit classes okay they can get a reimbursement through that state program for the tuition costs we've had a teacher take advantage of that program and i don't want to give you the wrong number but i was in the ballpark of two thirds of their of their master's degree was covered through that that grant program for the state wisconsin great so please continue to support that because absolutely nice very nice how many students are you say 326 credits well how many students would you say is there and is it mainly seniors or through uh no it's it's various ages

primarily juniors and seniors by the time you get to those courses but some are a little bit younger but i think nicolet has roughly 90 students or a hundred um tomahawk students that were involved in the dual credit classes do you have any idea how many for ntc um this is just a while yes maybe 50 50 okay something like that how much does it cost the school for each of these because we have to pay for those credits don't we no we don't okay it's not the school district anything it's just the partnership with our technical colleges so i noticed with a career tech ed presentation there's like um a collaboration with like milwaukee school of engineering is that part of that duel that'll be with our project lead the way uh engineering program

they're directly associated with milwaukee school of engineering and then the state of wisconsin and the wisconsin technical college system has an agreement with msoe of how those credits will transfer into programs at the various wisconsin institutions the public sector the public schools okay thank you it's great yeah ryan it's been a while since i i've dealt with the dual credits but those credits uh uh only apply to other than what you just talked about will only apply to the state system um i wouldn't for example does it apply to private schools will they apply to uh i don't think they apply out of state though do they well it depends on i guess it's not a simple answer yeah when it comes to the agreements within the wisconsin system the credits will transfer right once

it goes out of the wisconsin system that's what would be up to an individual agreement with depending on where the school is like there tends to be more that will transfer into the minnesota state program correct correct it's not a simple answer that you can look up but within the wisconsin system of four-year universities and technical college systems they transfer right okay that's what i thought it was but i couldn't remember yeah it's been a while and the rules change on that quite a bit but they're going in a very positive direction it's all about promoting our students being able to get that jump start on the future sure excellent for our kids thank you anyone else okay thanks ron so at the elementary level we had a very good end of the school year

muffins with mom jones with dad red white and blue day fifth grade graduation kindergarten graduation teachers really made it special so i want to thank them for doing that for the students we had a good end of the year and now we're into summer school we started summer school yesterday i gave you the names of the different classes we're having and the staff that's doing it so the students are pretty happy i think right now um we're hovering um i wasn't in the building today but uh i believe we're hovering right around 90 for our summer school and we're kind of shuttling them back and forth between swim lessons and the classes that we offer running at uh nine o'clock to uh at three o'clock so it's been a very good experience so far the

kids seem to be enjoying it so i don't know if you have any any questions for me i guess we'll have to wait and see if all this weather holds if they'll still enjoy in a couple days yeah yeah we uh well yesterday we had the paddle and they weren't able to go out because it rained most of the day so they're watching the movie but hopefully they got out today i'm hoping they did good thank you anyone else joe i just got a couple things yes uh thank you and i just had a couple things and then i want to just go a little bit further if i could but uh staffing wise there were 11 vacancies in the district all throughout the spring and uh seven have been filled and there's still currently

i believe four that are open and this idea of staffing is getting to be uh you know fairly serious uh because there just aren't the applicants and i know that's been noted here before just aren't the applicants for positions that there used to be and i don't know board members get the information from the state of wisconsin in terms of reporting on you know things that are going on in different school districts but a lot of districts like i noted a couple today around the suburbs of milwaukee west allis and i believe it was menomonee falls where their resignations have accelerated and so it's a concern all over and i know for some positions i i guess the principals can speak to that better than i can but maybe you've had six applicants or so

some maybe a couple that sort of thing so uh there's there's a there aren't many for some positions at this point so that's going to be an ongoing thing i think for for a while um another thing uh as i watch like looking at the front door after school got out it's interesting because there's just a lot of traffic there and i'm saying that because that's a great thing if you look at the you know parents going in and out because of summer school parents going in and out whoever because of swimming the fitness center uh the number of kids that are in there uh you know i think the school in this community is is is certainly a community center and i know you want to do additional things in that regard down the

road but it's just great to see those facilities being used as much as they are in in the summer time and finally i just want to you know some thank yous because this is my last regular meeting here so i just want to say a few things that i want to thank some people first of all the board i want to thank you for giving me this opportunity i never thought you know after being off for a while i'd be coming back but there was something about tomahawk that i in in my mind in my heart i guess that i sensed when i was here back in 2015 and i just think it's a great community and i really appreciate the opportunity that i've had here this last 10 months also i want to thank

the administration for their cooperation you've got a great group there and their willingness to work with me i never felt like an outsider from the first day i came in the door maybe that's because when i got there the first morning there were three principals waiting for me in regard to a particular issue i don't i don't remember the issue but anyway that's the way i felt since the day i came in and i really appreciate that the office staff working with colleen and jackie in sandy's been great they're very knowledgeable they're very professional and uh i think we've been able to you know run run the office uh together as uh efficiently as as we possibly could and i know uh going forward uh that group will be there uh when wendell takes over

and they're very supportive and a real plus for the school district i've mentioned that at other times too all the teaching staff you've got a very dedicated teaching staff here and they work very hard for these kids and i know they're appreciated as well i also want to thank the community as we went around you know different meetings or whatever i really enjoyed interacting with with people and and listening you know to their sides of the story many times uh sometimes not you know maybe not the same views but that's that's a good thing uh because you need to hear you know what what people are thinking and i really appreciate being able to do that and i guess finally i would just tell the parents that uh you know there's there's there's great things

to look forward to uh in this school district and i think uh right down the line from the board administration staff whatever the school district is in good hands and i would say to parents that tomahawk schools is a place you want your kids to be so again thank everyone and i guess that would conclude my report well thank you joe i think the board definitely feels uh i feel very appreciative of you also and i'm sure the staff does too in the administration so with that we're going to present you with this tomahawk high school state of wisconsin the board designates josephine as honorary lifetime hatchet so you have no choice in recognition of his invaluable contribution to the excess of the students staff and families of the school district of tomahawk we are

eternally grateful for your time effort and energy to help us navigate in extra extraordinary and uncertain times and signed by me and nk thank you so much you're welcome i appreciate it [Applause] i will treasure it i guarantee you that thank you and you can always stop here on your way up to your cabin i just just pulled that one home i wasn't expecting gifts wow i've been admiring these since the day i got here and i do like to play cribbage so well there's a deck of cards in there and a card too and there's little hatchet pigs oh okay and the kids engraved it for you on the planet oh my goodness well thank you so much i didn't expect and you didn't have to do any of this but uh again i

will treasure this thank you so much you're welcome thank you and don't forget to stop and visit us going through oh yeah okay very good anybody else with uh from the staff report okay uh item nine annual dpi agr report guy i guess you're gonna present that so we do the agr report twice i did it back in february and this is the second time i report the teachers give me the information to put on this report and as i was putting the report together um i had a conversation with the second and third grade teams and then i and the kindergarten team um and the thing i noticed with those conversations and then what i did not talk to the first grade team but i noticed that they put on you know what areas

they're already looking at for improvement over some of the things they want to do next year with the help of the interventionist so i feel like i was really happy to see that to see that those teams coming together and working towards the students getting better with the second and third grade teams they weren't pleased with their their data for the spring they thought that their students could have done better um i guess that's a good feeling to have i didn't see a real issue with their data but i was happy to hear that they're looking at strategies and ways to improve so i don't know if you have any questions for me tonight about the information i have for you well i guess that most of you have probably heard me enough time say

that my my goal is always continuous improvement so it's nice to hear that they're looking to ways to try to make things better too so i appreciate that yeah anyone else coming thanks guy yeah and the library board report paula i don't really have anything to add other than what i gave you other than you know that i am continually trying to improve so today i sat at a six-hour session sponsored by the dpi and it is uh concerning intellectual freedom and really looking at our policies and procedures for challenged books because that's a hot topic right now so that's where my professional development is going to be headed this summer and then my goal for next school years to really know those policies inside and out and find any loopholes that we might have

and really firm that up now that i have kind of a better understanding of this job sort of not really but i'll fake it till i make it no um i don't want to bore you with all the details i could have given you tons of data but i wanted to pull um like the major things as far as our my professional or the growth plan for the library board plan um this intellectual freedom and collection development and the leading aspect of how do we choose books to be weighted and how do i choose which books to order i really want to get a policy not a policy but a procedure in place and a clear definition of this is why these books are chosen this is why these books sit on the shelves and

this is why these books were chosen to be discontinued so that's that's the goal i have in place for the next couple years as far as circulation rebound after last year so that's always a good thing to see any questions for paul i have a question with your enrichment days do the kids do can anybody who wants to come in and sew or play privilege do that or is it a recommendation by teacher or how do you pick those students okay um so just probably a good question to back up on is why do i do some enrichment stuff in the library there's a big movement or push in the library world for what's called a maker space well given a 30 minute turnaround with elementary lessons there is no time to have problem solving

steam enrichment activities so that is why on fridays then that's when i do all my battle of the book meetings with my students and practicing for the questions and the tests and then as far as the enrichment at the high school level they did it through flexi schedule where they would sign up and it was just sign up there at the middle school it was did they sign up on paper i don't know how they did that the classroom teachers kind of handled it and we met on tuesdays so any tuesday any middle schooler that wanted to come the first part of the year was the sewing stuff and then once my privilege boards got made from the tech ed department then we were focused on privilege and at the elementary level um i did

it by paper pencil so there's a big bulletin board that kind of divides the library in the hallway and i did it for third fourth and fifth grade just the realm of my enrichment better suited those individuals where k12 would not have been able to handle beginning sewing and privilege and so it was just strictly i didn't announce it anything and i had 55 kids sign up for sewing and 40 some for cribbage and it was just they saw the sign up sheet on a board and it was old-fashioned and i had a pencil with the you know pencil there and that's how they signed up i tried not to choose based on ability because i want the library to the whole vision my goal of the library is everybody is welcome our volunteers welcome

absolutely okay you're gonna take on one of the students yeah and the special programming with kayla helps children they don't ever get to go to a library so once a month if you saw them on slide i would take library to them in her classroom and worked it out during her language arts enrichment time so one time we did a breakout box you know at their level you know for dr seuss week and then one week or the next month was um learning how to code the robots you know stuff that i would my lower kids and all my other kids and get enrichment in the library but since they never get to come to a library really with a class or a group i bring the library to them once a month and that's

been really successful it's a very nice report that you have i appreciate that anyone else thank you okay item 11 uh recommendation to compete can mit 2.5 million for payment of future post-employment benefits joe can you want to talk about that a little bit yes this is something that the district needs to do and what it is is it's an estimate of health insurance benefits that the district will pay to current employees but also for current retirees but also future interns for future employees as well and uh this basically just shows the large amount of money that the district has has to designate or will pay out for for those particular things and uh of course you know the district has a fund balance which is a large amount of money but it's just kind

of a reminder that a lot of that money is already designated for something so in this case the post-employment benefit is estimated to be two million five hundred and sixty thousand eight hundred and twenty dollars and the board should make a motion to uh designate that for those purposes that are more money any questions for joe no okay entertain a motion to commit the two million five hundred and sixty thousand eight hundred and twenty dollars to post employment benefits usb so second second okay motion a second to approve that commitment to post employment benefits any further discussion hearing none all those in favor signify by saying aye aye opposed motion carries 12 recommendation to commit a beginning balance of 110 138 dollars and 60 cents plus or minus any revenues and expenditures in school forest

location by june 30th 2022. joe you want to come in so this is uh this is something that is similar uh to the a post-employment benefit obviously a smaller amount but by june 30th the district needs to designate money like in for the school of forest purposes if that's you know where you want the funds to go or to be and again this is an annual thing that the board should make a motion to approve and there will be additional funds from time to time to go in and go in and out of that account but the amount designated right now would be 110 000 130 860. and my understanding is that that has accumulated over a period of time based upon you know sales for logging and different things like that that's where the

money has come from okay any questions for joe then i'd entertain a motion to commit a balance of hundred and thirty 110 dollars and sixty cents to the school forest location 701 iso move school ball second okay i have a motion a second to approve that balance to commit that balance any further discussion bring none all those in favor signify by saying aye opposed motion carries thank you okay next is all the policies and i guess before we get into approving any of the first readings and second readings and so forth is there any comment from the participants in reviewing these policies the committee or anything okay were you part of that yes any comments on any of those any parts of it or that you feel more needs to be aware of no i

think a lot of this is pretty standard that we have we've got quite a few several new policies i do have one comment though on policy 15 under 15 policy g policy 3160 it is missing a paragraph and i've got that that i brought that along just needs to match up with the other two that go along with that 4160. but basically it comes to us from this is when jeffrey and bonnie were here and we reviewed all these policies and bring them forward we've got one more batch to go through in july and then we'll be colored with last year's policies we have a few other things on the books okay yeah i just would like to comment too i said in my memo that this was a catch-up with all the policies but

uh i was reminded and uh that actually i believe the policy committee has gone through all those but then there will be another batch coming to the war uh next month and then that would catch up i believe yeah seeing until the ola sends some more so there's 20 policies in the next batch and everybody should have access to that so you don't have to wait until the friday before correct clean that they all it's on a shared drive so you can look at those ahead of time you don't have to spend your fourth of july we can do it again okay anything else k no any questions for k comments okay then uh 13 to prove the first reading of the following policies uh criminal history record check and employee self-reporting requirements physical examination

missing and absent children waiver school fees or fines and entertain a motion to approve the first reading iso move second wrong motion a second to approve the first reading of the four policies any discussion hearing none all those in favor signify by saying aye aye opposed motion carries they're approved approve the second reading of the following policies conduct in virtual classroom disorderly conduct student activism and expression and public performances by students entertain a motion to approve the second reading of those policies i'll make a motion to approve the second reading second balloon second okay motion a second to prove the second reading of the policies listed uh any discussion hearing none all those in favor signify by saying aye opposed motion carries approve the second reading prove the revisions to the following policies electoral process

vacancies board member behavior and code of conduct officers notice of meetings criminal history record check and employee self-reporting requirement and physical examination and kay uh commented on that last one correct okay correct the 3160 and i'll get that to clean it basically i think it was just one of those type of things that it's standard across the way i'll give that to colleen so she sees what i'm talking about okay all right uh i'd entertain a motion to prove the revisions to those policies as listed second blue second we have a motion a second to approve the policies as presented any further discussion hearing none all those in favor signify by saying aye aye opposed motion carries they're approved approve the revisions uh 16 approve proposed 2223 employee handbook changes uh any ques joke comment

on this yes uh so you received a copy and the editions are outlined and of course the deletions are crossed out so um i can just comment if you look on like on page 15 there's a change recommended has it's in regard to both spouses employed by the district and receiving benefits the district has always paid out retirement benefits in regard to health insurance and dental insurance but the handbook wasn't specific enough it wasn't felt that to spell that out so that's that's spelling that out it doesn't change the policy or what the district pays it just indicates it'll be health and dental as well there's another one on page 15 it says the district will prorate the employer portion of the premium to be paid by the employee based on the last day of

actual work the previous handbook said that like if you worked any part of a month the premium was the premium was paid in full for that month uh so we did have a couple of employees that maybe worked a day or two into the month and then of course received you know the full payment of premiums what this says is that that's going to be prorated now so if you work five days into the month you know the district will pay for five days but not pay beyond that for that particular month so that's a clarification there and a change as well okay on page 17 language regarding bereavement leave was revised and the really in terms of the the district offices interpretation of the leave it hasn't changed but the language supposedly helps clarify

it for employees basically what an employee receives is bereavement leave up to three days per year and there was has been some confusion about about that uh it wasn't clear to employees whether it was three days per year or three days per you know per uh situation so the idea that bereavement leave change is to clarify it again it doesn't change what the district's interpretation was but i hope the language hopefully helps clarify it further so everyone understands they actually get three days annually not three days each each situation there are some other exceptions to that in extenuating circumstances the you know the district administrator can allow additional time and there's there's language in there for that on page 18 to help clarify that as well um on page 19 there was a change a

lot of employees not a lot but some seem to request a lot of leave without pay and as benefits are um you know part of an individual's contract this is new language that would prorate the benefit based upon how many days of leave without pay one takes so that would be a change on page 19. page 23 just has the list of compliance officers for uh discrimination and harassment uh complaints and that sort of thing page 24 just lists various policies related to non-discrimination that's an addition uh joe on that page where you talk about non-discrimination i would recommend adding the two policies reporting relating to the support staff for employing anti-harassment and i've got these marked down to 43 62 and 43 62.01 those will match up with the professional ones because they're both

related to okay what were those again those numbers 62 that'll match with the 3362 okay and the 4362.01 i've got this selling i'll give this um all right we can do that and then uh on page 29 there was a a change uh that indicates that if a staff member is on a plan of assistance which means you know there's some difficulties in terms of performance and that sort of thing that they would not receive for that particular year an increase in pay while that plan is in place so that would be something different other than that just minor couple minor how long has that planned typically that be in place for one year or is it could be a two-year process or generally it'd be one year but can you answer that yeah our

plan of improvement would typically and then another the last thing would be that on the back of the previous handbook there was a detailed addendum in regard to pandemic workplace protocols and uh what we're recommending is that be eliminated at this time hopefully the district would never have to implement such things again but at this point it would be taken off so with kaye's addition i guess those would be the changes okay i have one other comment too joe on page 11. it has a section that says above pay and co-curricular assignments and i know there's co-curricular because we've had this discussion will be on the definitions next time co-curricular extracurricular and non-curricular and it refers to seeing the appendages and i would recommend just probably calling it um extracurricular because the appendages are listed

as athletic assignments and extracurricular but you can combine those and got these together in a note 2 for appendage d and e i believe it is okay i think the book is great the way you've got to put together the links that go through there the only link that doesn't work where it says return to table of contents it doesn't go back to the beginning on the bottom of the pages which would be nice one of those glitches any other questions comments okay then i'd uh entertain a motion to approve the 2223 employee handbook changes with the additions that k has presented iso move second second 20. okay i have a motion and a second to approve the proposed 2223 employee handbook changes with the additions that kay presented any further discussion hearing done all

those in favor signify by saying aye aye opposed motion carries thank you uh 17 approve restricted funds for getting kids ahead grant there you go yes this is something that just came up here within the last month or so where dpi distributed funds to school districts it's called the getting kids ahead grant and the the funds were distributed districts based upon the size of the district so tomahawk received 25 157 dollars and so rather than you know try and hurry up and spend the money by june 30th so it doesn't impact state aids and those sorts of things dpis recommend recommending that the district by board action put the funds in reserve and by putting the funds in reserve uh they wouldn't need to be spent until i think it's december 31st of 2024. so

obviously this gives the district lots of time to uh you know consider how to spend the funds but what that does then is by putting it in reserve it does not impact uh state aids or any part of the the state aid formula so that's what they're recommending and so the board would need to take action to do that okay any questions for joe on that item then i'd entertain a motion to approve the restricted funds for getting kids ahead grant some moves 20 long seconds okay motion is second to approve the restricted funds for getting kids ahead grant any further discussion hearing none all those in favor signify by saying aye opposed motion carried okay uh operations and finance committee report dave i think you're giving that report is that correct yes um the

operations and finance committee met yesterday to just kind of start looking at some of our long-term projects i believe colleen added the fund the current fund 46 list that's kind of the first thing i wanted to mention we discussed the fact that we have a fund 46 right now that we're not necessarily utilizing because it basically as i understand it had to come to maturity before we could start designating funds for that um but in order to put funds into it and then spend funds from it um we have to have an updated fund 46 list so that's just something that the committee is going to continue to work on developing and make sure that we're maintaining an adequate fund 46 list so that if we have things come up that we get that money

from that fund if we start moving money into it so that was kind of topic number one to discuss um gdw the other question that came up during our meeting and something that i just wanted to bring to the board for discussion and well this discussion frankly is the fact that we certainly have an extensive list of uh of outstanding capital projects that need to be dealt with um you know our own is going to work on putting together a prioritized list for us so that we don't have any unexpected failures or equipment or we can try and mitigate those as possible but the long and short of it is that we've got a lot of expenses so we need to begin having a discussion to decide whether the board has an appetite for considering

a capital referendum um as well i know obviously just coming off of a referendum nobody really wants to discuss that because it was such a bargaining pass but it is an important discussion that needs to happen so basically just want to start getting everybody's thoughts on the merits of even having a capital referendum anytime in the near future what sorry all right if if we were to put forth a capital referendum what dollar figure would we be considering we haven't gotten that far honestly it was more just a decision or discussion right now on whether or not it should happen period and if we thought maybe it should then we could go into further discussions about amounts and lengths and when and things like that but i think what the committee ron what the committee

recognized is is that the district will continue to need to have operational referendums in order to maintain existing academic programming and extracurricular co-curricular activities retain quality staff and provide the students of this district with a superior education unfortunately or i guess normally we also have parking lots that need to be repaved we need entire buildings whose windows need to be replaced we need we have entire walls that need to be insulated we have a total revamping if you look at your list of the air handling system in the district and so on and so the committee simply as dave has very accurately stated the committee is recognizing that it's going to be very difficult to try to get these significant capital expenditures completed if in fact we continue to put them under an operational referendum

which as we did just recently was for the programming the academic programming of the school district and its staff and so on so i think the the question that we're simply asking is at this point is not that we would have a referendum but you know does the does the board see do do we understand as a community and do we understand as a board that maintenance of our facilities is a requirement we have i think i can't remember on the list seven rules that need to be replaced so i think it's extremely important that as a board we begin to seriously think about if we're not going to uh in any way uh diminish the work we're doing on the academic side how and how in fact are we going to accomplish uh these

significant financial investments any comments questions i had a report from cross anderson you know not that i recommend going with that but we do did have a priority list of projects and i think you need to investigate that much further and identify what the priorities and probably bring that back i would say we'd have to do much more education with the community before we even talk referendum we've got to get that word out there for them to understand how this works um you know where the referendum is going now i am not ready to start a referendum are you dead well i would like i just feel when you bring up a capital project referendum i just feel like i need more information what were we able to do this past year i think there

and i what can we do with the approved operational budget and it's unfortunate you know when you meet with arlen and get a better sense of what we can and can't do i know the needs are huge i get that um part of like the referendum messaging was you know some maintenance in there so and i think the our stakeholders are in tune to that um i'm thinking like inflation and gas and things like that but i maintenance is huge with me and passionate about it so it's not that i'm not um but i feel i need more there's more work to do before we go talking referendum especially after the state of this economy i just think we have to take a step back and look prioritize and be realistic people are being bombarded

right now with a lot of situations in their personal situations i just think that the timing's not right right now i think ireland would be able to update this list that you have because it's from 2016. i know at least five of these projects are done so um having him do that you're gonna that's gonna take some time yeah and then to can we can go into that capital right now okay that's the next term and the next step like we talked about is up getting that list updated not only updated but prioritized obviously not necessarily from chris anderson's perspective but from arlen's perspective as well yeah correct you know and trying to make sure that we're identifying any of those any of the equipment that can be a critical failure um and shut down

school we want to make sure that's being funded but some of those things are really big ticket items i know they are you know so and there's other projects out there you know we have been discussing for years the possibility of you know putting a walkway between the you know in the courtyard for example so that an effort to open up the rest of the school so there's just there's a lot of things out there and that's what the committee is intending to do and again bringing it before the board tonight was really just to kind of feedback and understand thoughts and where everybody was at so i appreciate the information and feedback and then if you're aware there was a even a drawing from msa quite a few years ago probably about 10 years

ago of a parking lot with the whole traffic situation out there with a roundabout and all that stuff in there so i mean there's stuff that we brought up in the past and just seeing where it's what's going to affect make the biggest impact for the school i think the committee is very concerned about student safety i think within the existing budget within the operational referendum which has been passed i think we see things that are on this list that relate to the security of our students uh i think the committee is very supportive of doing those as soon as possible i think when we see activities that would benefit our students for an example a new sound system and lighting system in this room i think the committee is very much saying that those

are the kind of expenditures which are not 150 000 expenditures and those kinds of expenditures we think certainly can be done within the operational referendum thought process but when you do think about the major issues like roofs windows air handlers those type of those type of expenses will be extremely difficult to accomplish those within an operational referendum mentality or onset anyone to see a priority else along with some classes and that's before we start even thinking about a referendum i think we have a lot of community building that we've achieved we took huge strides forward this rank and i think if we jump too soon we're gonna lose that and i think we need to keep building the community and we need to keep you know building that ownership of the building of the our

facility um we're going down the right path i totally believe that you know when i think of the school being the hub of the community i think we're heading that way but i don't think there yet and i think to go too fast it would be an error we also talked about the difficulties in getting what you need to take care of these projects how long it takes to get the pieces of equipment or you know it's not just about the money it's about getting the equipment to get it done that's all part of it right now too so yeah but as far as the referendum i i support eventually but i think right now is too soon and i agree with mr school ball here that with everything that's going on right now out

there with inflation and the struggles i think it would be a mistake to move way too fast and that would we need to be careful because we have to pass another referendum and it's going to be larger dollars so we don't want to get everybody in a panic in the community because we're going after more money right now again after just passing a referendum so priorities we talked about our list of priorities what's urgent ireland needs to get on board and let us know maybe the teachers can give us some feedback on what's what they're saying more has to be done it's more studying i know the needs are there yeah i don't doubt that i've seen many of them anyone else thank you everybody i guess uh i'll go last that's okay i think

that uh i think the theme that i hear coming from the board at this point in time is to continue to move forward and get an itemized list what can we accomplish through the operational funds and this is something we cannot get done and then what's the priority in getting those things done and then i think we could actually make a decision as to what it's how to go forward to get those things done because as dick says there are some big ticket items out there that are going to going to be expensive and that's something we're going to have to look at and i guess that's something i would throwing wendell's lap going forward here i know i've talked with wendell i know in july he plans on meeting with businesses and getting to

know people and stuff like that that might be an opportunity to bring up the thought process what do you think about trying to get a referendum for capital projects because these are some big ticket items that we see it may be something we can discuss in the community and then be able to come back with more of an intelligent uh conversation if that's if that's okay with you guys so i'm not saying stop let's keep going forward but let's let's get more information okay anyone else okay very good thank you anything else dave from the committee uh any other communities that aren't listed i know any other committees that met okay okay then uh next item is to go into closed session uh pursuant to wisconsin statute 19.85 1c entertain a motion to go into

closed session and a second school ball second okay motion a second to go into closed session roll call please kirsch yes kissinger wolf yes long yes scuba yes swenty yes lulu yes yes
