001board meeting to order if we could stand for the pledge of allegiance please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all welcome clean would you do roll call please excuse me johnson kirsch we have a quorum six present looking for a motion to approve the adoption of the agenda as presented second rude eye motions been made by long seconded by rudai all those in favor aye aye opposed hearing none emotions carry item six moving on to public comment we'll have a time for public comment if i have three people on the list so far for public comment just a reminder that the public comment is directed towards the board the board doesn't
002respond to any comments and you have a time in limited three minutes so i'll start with john there you are good evening my name is jonathan marin i am proud to announce the completion of an idea the band room where i teach has several east-facing windows and at various times of the year i have to adjust the blinds to keep the morning sun from shining my students faces i was walking downtown one day and passing michelle arnott's diamond rock glass studio it occurred to me that it would be unique if there were stained glass windows for the sun to shine through so i stopped in her shop and said i have an idea over the months michelle created six music themed windows and i'm happy to announce that last friday afternoon with the assistance of
003brian arnott preston arnott and dennis herron that the windows were installed michelle graciously donated her time and materials to this unique project so if you get a chance feel free to stop by the bandwidth and check them out thank you thank you very impressive k ulster bird are you super did i say that right okay um my name is kate oxford um and what's on tonight's agenda i'm going to um agenda number 10 later tonight i know it's wisconsin state standards just wondering what those standards are because as parents we hear on tv we hear other districts we hear about this critical race through this gender ideology that's happening and i guess parents want to have some kind of reassurance something to know that our small community and our tomahawk school district is not going
004to be threatened by these horrible marxist ideologies and teachings i was looking through the i did i did a search on the instruction on what the academy standards were and they were talking about kindergarten through 12 having english arts math and science they didn't list critical race theory but they didn't indicate there was social and emotional learning which you would think teaching a kid social and emotional learning however in reading through some of that keywords such as social justice and equity popped out and those are key words for critical race theories um another word to look for is woke and white privilege culturally responsive teaching and equity so gender ideology is also something that even the madison well that's madison um school district and a much larger school district but there's been school issues there
005where parents are totally unaware of what's being done and the policies that the school board is hiding stuff from the parents it's going on for two years and they have gone through courts and um i'm just concerned as a parent that this kind of stuff doesn't come to our community so what are the standards we're really looking at those are some of the questions that i have and i know that you can't address any of that but what really bothers me also is that the state superintendent carolyn taylor who approves and sets these state standards you can find her on twitter on twitter on twitter under inspirational warning where she and anthony muhammed are talking about striving for hashtag equity and hashtag all means all had a wcass in 2019. if you search under the
006hashtag equity you'll also find out there's coaching for equity and white fragility books for instructors and so on so our state superintendent is full on board with the critical race theory and in 2012 she even had published a paper where she said that she's she commits to creating space to attention listen to our families and leaders of color we must diversify wisconsin's educator workforce because 98 of our teachers in wisconsin are white so clearly our state's superintendent appointed by governor evers is a racist and i don't want that racist theories coming into our school and poisoning our children's minds even at the trains which makes me wonder these trains that the teachers and staff attend what are they going to what are they teaching somebody said i see one coming up for social studies this
007particular person likes to go in there and have to have the teachers talk about the kids being genius because genius only specifies a certain group and that's not equity everybody's genius even though she even states that uh we have to ask is critically is my lesson plan or unit helping students become woke to understand expression race racism sexism and it goes on so i think that um it would be nice to know what trainings our kids our teachers and staff are going to every meeting i go to and this is my last one every meeting that i come here i hear our commanding voice or concerns of the school board and we all see and hear what's happening around the state country to our children and yet the school board doesn't respond to our concerns
008are you the board you've been listening to our concerns are they going unchecked and investigated when i send emails to the board they are sent to every member not just individuals the last email i sent out i received a basic reply from two board members basically thanking me for the information after my ongoing interest and to those two members i say thank you so the rest i'm still waiting for a response at board meetings who say you cannot engage in discussion yet previous meetings concerns are never revisited or addressed or added to the agenda to update the public as to what's going on are you even listening or you're just like okay let the parents do their little spiel and we'll go to ours it's our concern thank you thank you kate you're past your
00930 minutes how much time it's three minutes oh i thought you said 30 minutes sorry i'll keep going but i will be sending an email requesting um information as to what has been added to our library and our grades okay i just want simply yes or no if you're teaching critical race theory and gender ideology okay thank you reagan could you introduce yourself too i'm sorry i forgot to add that introduce i live yourself the talmud school district i have um here with me a lot of liability vaccines administration to minors this is your official and personal levels of liability i will be handing this out to parents please pass this on to other parents your children's friends and this is to let you know that the nuremberg quote purified into u.s federal law perhaps
010forcing or coercing anyone under any circumstances to participate in a medical experiment as a quote states the voluntary content for the human subject is absolutely essential and you can find this under the nuremberg code look it up on your websites and that's all i have to say thank you anyone else for public comment sue please state your name thank you again for the opportunity we just celebrated independence day here in tomahawk and that walks a big deal with hollow days and everybody was out enjoying especially this year celebrating you know the parade all the gatherings the parks family gatherings and our fireworks and it was a great so it was a great time for us to get back off celebrate our freedom our kids this summer i've been enjoying this summer pardon anyone any anything
011they have been doing has been requiring them a mask they've been enjoying playing with friends cousins sleepovers ball games bikes for most churches family reunions music in the park inside and out shopping community events all summer most kids have not worn a mask and are just living life normal no worries about masks just being kids as they should and i'm very happy for these kids and i love seeing them it is my hope and prayer that comes september 1st you don't change that by requiring a shot and if not and make the kids that don't wear a mask that would be like the kids walking to an oppressive twilight zone after enjoying the normal life seriously just one day and everything can change and not be about the fifth day for most kids they do
012not want to wear masks anymore if you choose to implant implement mandatory shots i'm asking you you will just take away freedoms that were just celebrated and we're pretty much snuffing out the fire of all our fireworks that we just had you'll be marking each child and you will most likely lose students as there are parents now that are not going to put up with it this year this this is really teaching kids division segregation i cannot even imagine calling us that would go on in the school if that were to occur i seen a taste of what these kids can do when these kids were peacefully protesting after school some kids with masks walked past them and taunted these kids and even took mass off their face and threw them at the kids guests
013who picked up the biohazard trash and it wasn't the kids that threw the masks i can't even imagine that just a little taste of what could happen last i checked there was only two new positive cases in lincoln county according to health department foreign ida zero and price taylor and langley the risk is extremely low according to the lincoln county website there's only been one hospitalization in this county for children between zero and 19 for this entire time and there's more and more studies confirming the bacterial and viral load on these kids masks that can cause them they're finding more and more other viruses and pathogens than they are even finally coping so please as you enjoy the rest of the summer think about the kids and how these masks the mask man gates and
014mandating shots or not or having to wear a mask will be a bad day for them come september 1st surely you want them to have a positive educational experience i sent one more common question and i was just wondering why the second comment public comments section has been taken off the agenda in the last couple meetings as it was in the past so people don't have public's not having an opportunity to express comment after your business is taken care of or anything that's voted on i'm just asking if you would please put that on thank you very much thank you sue anyone else probably comment okay hearing none we're moving on to item seven the consent agenda items looking for a motion to prove the consent agenda items presented label item 7a to d with
015the minutes from the june 22nd 2021 meeting invoices for the last month on employee contracts adjustments replacement staff above pay and new clubs is there any discussion on concerns of any of this i just had a quick question on the new club the usa skills will that work collaborate with the youth apprenticeship program with the it's through the technology and it's part of it seems like a place for the good club to form and we haven't had anything like that before have we no okay looking for a motion to approve it unless there's any other discussion consent agenda i'll move to approve the consent agenda i'll second motion has been made by zimmerman second by velou all those in favor opposed hearing none motion carry moving on to item eight the school nurse report trina
016yeah so last year i created a school nurse report mostly for my own benefit just so i could see the year in review um the year goes so fast that sometimes you get to the end and it's kind of like what what even happened so i started keeping data and figured you guys might find this useful too so if you flip to the first page i'm not going to read it verbatim since you each have a copy but just to hit the highlights um i listed my duties um as they are every year but the most notable noticeable change this last year was contact tracing for culpit notifying families and then working on policy and procedures and that was a large portion of what last year entailed we also did a colvid clinic for vaccinations
017for staff as well so in addition to the list there that was new as of last year if you look at number one state of health chronic health concerns you'll find a chart on the second page and the way we come up with tracking these conditions the national association of school nurses does an annual report out on data from school nurses around the country and these are the conditions they look at so it gives me a good benchmark of what data we can track here at school that's helpful to the national system as well so i listed those there for you and the numbers this year are pretty similar to what they were last year in terms of anaphylactic allergies asthma diabetes and seizure disorders so you'll see those listed there in letter b another
018big big chunk of my early school season is doing immunization tracking so this involves going into our wisconsin immunization registry checking student immunization schedules and then communicating with parents to either get updated immunizations on file or if a child is having an immunization waived making sure that we have that paperwork on file as well as far as health services go i just mentioned in here that i primarily see students but i do also take staff questions as well probably the most common staff question is can you take my blood pressure so i did a lot of blood pressure this last year and sometimes it's just can can i just come take a break in your office which is fine also um in terms of health room visits you'll see i broke apart by school the
019number of scheduled office visits so this came out to 36 scheduled visits a day that doesn't include when teachers call if there's an injury on the playground the student all of a sudden doesn't feel well if an insulin pump malfunctions if a student who's diabetic needs a snack those are not included in this 36 so daily visits almost always are more than 36 a day um on the following page you'll see a bulleted list i do see a handful of students right off the bus before they even get down to their classrooms and most often when i ask those students you know why are you here you don't feel well these are the excuses i get a lot of times it's you know a parent gave a medication at home and it just hasn't had
020time to kick in yet or maybe the student was in a hurry and didn't get a chance to tell their parents so a lot of triage happens in the morning before they even get into the classroom in in regards to medication administration you'll see a chart just below that section which breaks apart the number of students who have daily medications last year along with the number of as needed inhalers in the health room and epipens keep in mind that some students do carry their own inhalers and epipens on them if both a parent and provider allows them to do so and those would not be reflected in these numbers because i do not store them the student carries them on their person um i also record out on any medication errors this year there was
021one error and it's almost always the same type in which a student comes to school but they don't have any medications here usually it's because the parent or the student has forgotten to bring the refill in most often times the parent can drop it off during the day and we can avoid that whole situation this year it ended up being that with our sky alerts sometimes they go into the spam folder for parents and that was the case this year so moving forward we've learned just to use our tomahawk hatchet email versus the skylers when communicating with parents to avoid that going forward and in section b you'll see screening programs our timeline really changed this last year in regards to screening we do hearing screenings vision screenings and dental screenings in the past we've
022always tried to do the vision and hearing right away at the beginning of the school year so that those kids who need referrals can be addressed early on that wasn't the case this last year we just couldn't do it with covet protocols and precautions but i was pretty excited when the lions club decided that come spring they were able to come back in so we did manage to complete a hearing screen a vision screen and a dental screen this year just wasn't in the timeline that it normally is and those numbers are broken down for you in the charts as well we ended up screening 188 students for vision had 22 referrals hearing screens we screened 130 students had 11 referrals and our bridging brighter smiles dental screening program screened 115 students which was a
023marked increase from last year um the bridging brighter smiles team assumes that because a lot of the dentists office were closed this last year this might be the only dental care students we're receiving at this point in time so a lot of parents really took advantage of it this next section i just mentioned and like i said i'm not going to read this verbatim but every school year i send out trainings for staff on how to use the epi pens and then for any staff who could potentially be casting medications which is primarily our office staff they have trainings on how to pass oral medications topical creams and the other common forms of medications could be ear drops eye drops and and the like and that way if there is a situation where i'm busy
024i'm pulled away i just i can't get to a student they can help out and feel confident doing so accomplishments for this last school year i've been trying to utilize the emr the electronic medical record more than it has been in the past because that allows me to pull data like this to present to you guys and for me to use for my own benefit it's really hard to flip through all those paper pages and come up with good graphs and data so using the emr has been a struggle in learning how how to manage it and where to put data since it's kind of new to us but it's been really useful for pulling reports like this so copies of individual health care plans were put in this year and that made it easy
025to track if we needed to update something or you know somebody needed a copy or if a parent wanted to revise it it was easy to go back and fix that and find it monthly aed checks were completed and in doing so we found that a new aed was needed for the school so we avoided a potential catastrophe there um covid19 again just a big part of last year all around protocols were developed weekly reports were sent to the lincoln county health department a covid spreadsheet was created to track all of our positive and quarantined covid cases colleen had the pleasure of updating our school website with those numbers and they are listed here for you so that spreadsheet was broken apart into positive elementary cases positive middle school cases positive high school cases positive
026staff students and staff quarantined as a result of a positive case and then those quarantined by the health department those numbers are all listed there for you as well as you can imagine that that was a time sucker um i have to give a shout out to wendy and all of the office staff who helped me with contact tracing and figuring out class schedules and who was where and doing what and making sure that we contacted everybody that we needed to they really helped immensely and kari krieger was able to help return this year and help me cover middle school and high school so that i did have time to make those phone calls and again kudos to her because i kind of done it without her this year opportunities for this coming school year
027again the school days get really busy and really hectic so the more help that i have the better um whether that's additional training for the office staff or an aide or somebody like hari who's just there to fill in you know the really busy days has been just amazing there's always opportunity to expand the hearing and vision screens to cover more of our students the hang up there is usually just the time or the bodies to do so what we're doing now is sufficient but there's always room for expansion one thing i would like to see is medical emergency drills to be conducted throughout the year we do have severe weather drills so something along the lines of that were practiced and just ingrained in our staff so that if an emergency does happen we
028have a plan in place and it's not something we have to be reactive to it's something that we're prepared for and then just lastly seeking opportunities to like i said expand on the electronic medical record it's something that wasn't used as our primary charting system until last year so we're still figuring out the nuances of it but like i said so far so good because it allows us to pull information like this so it can be shared with the community i believe that's all i have for you guys unless you have questions for me so you do track how many miles you put on five to six miles a day i know when i volunteered and covered it was there's a lot of walking you get your stuff yes i really appreciate trina the report
029very comprehensive you know i was looking at page four the last paragraph um is that a concern that you know the first sentence you say that the number of office visits are under underreported and it sounds like there's a different way to record it with the elementary and middle school using skyward and high school using paper is that a concern for you that it's just kind of yeah it is so using the electronic medical record like i said is still new um so it's something that we're all kind of learning together as i learn things i pass it on to the office staff and when i say underreported you know a student may come in and pull a band-aid out of my band-aid box and i never even see them or you know a student
030comes in and says can i have ice and you know they grab it and they run out so those types of things may not get reported that makes sense so i think the more we learn about the medical records system online and the more we can teach how to use it i think we will start encompassing those kids who are coming in and right now aren't being tracked that makes sense well you certainly have made a lot of progress it sounds like we're getting there but i'm sure this last year for stat of staff and and yourself and the whole school has been very stressful and um i applaud what you've done i think it's great thank you yeah i just want to extend my great appreciation that trina has just done an outstanding job
031you know she's our contact with the county and everything else and her help and making all the plans and everything else has been greatly appreciated she went over and above any any call of duty and like she said wendy uh as well and all the office staff did just a tremendous job and a lot of extra hours that they they put in yeah wendy in the office stamping curry krieger definitely deserve a kudos just just as much yeah could you give me an example or some examples of uh what are what types of medical emergencies would require drills for students so we have multiple students who are type 1 diabetic and we've had a couple instances where kids are in different buildings so for example there's a student in elementary whose blood sugar is dropping
032and their alarm goes off so i get down there but there's also a student in the middle school whose alarm is going off and i can't be in two places at once so having somebody who's at least aware enough on how to respond to that to help keep them stable until i can get there um okay so you're talking about this uh the response team mm-hmm yep yeah okay i was confused i was thinking you were talking about the whole school all the students doing some kind of training no just just the response team as far as okay okay thank you and is the are the entire staff considered the response team or is there certain individuals so right now when there is a medical emergency those who typically show could be myself wendy officer
033susa but in my head if we had a response team where everybody had a designated role or you know those in that group had a designated role nobody would have to question okay what are you going to do what are you going to do you know it would be trina is going to do the medical officer seuss is going to call 9-1-1 wendy's going to chart the time you know everybody would have a designated role so that it goes smoothly coordination and team effort sounds like yeah very good great report thank you appreciate that you are busy yes and i can attest to it okay anything that you need from the board [Laughter] she always complained about that or she didn't complain she stayed in shape okay moving on to item 10 or 9 the
034financial report the finance committee met earlier and basically i just updated them on a few items again the end of the year june 30th is the end of our school year so we're trying to close out all the books in june and so the financial court basically kind of has that end of the year information that we have everything really we're going to end up with the surplus for our fund balance again a lot of it is because of some of the the covid situation throughout the year that uh we didn't expend uh you know certain dollars in certain areas because of that because of the travel and in those situations but overall the the the end of june the revenues coming in that you uh would have noticed we had open enrollment in those
035were dollars that we received from other districts for students that live in those districts and i have opened a role into our district and then we also received some equalized aid payments that the last one for the the school year and then in expenditures basically again the biggest part was the roof that we completed this spring and also the open enrollment out so as a district we have students that open and roll out and so we we have to pay those districts as well so on the positive side we do we have more students openly rolling in than out so that's a good thing and that's been consistent over the years but other than that again the end of the year things everything is is going very well that one any questions on that no
036okay and then the next portion of it is approve a preliminary budget uh 2122 budget and because of the the lateness of the governor just signed the budget last week late last week and so we have still had there's a lot of unknowns of what he actually signed as a bill and what that means for each of our districts so we are going to delay this approval for the preliminary budget until the august meeting we should have more answers and and again i think some of the what i'm hearing is legislators may be reconsidering additional dollars may or may not and so we're instead of providing just a guess of what the numbers are and whatever we approve in that preliminary budget goes to the annual meeting for approval and we'd rather have more solid
037um more accurate information in that budget that goes to the annual meeting before we do that so i'm just saying that we don't have a budget for you to prove tonight then and we'll have one for you in august that makes sense and then any questions about the financial report okay we have to do that designate the boat yeah yeah we have item nine nine b to destinate the following depositories the tomahawk and merrell community bank and local gov government pool and this is a yearly thing that you just have to approve and these are where we do all our depositories so i'm looking for a motion to approve the tomahawk and merrill community banks and local government pool as the time out as the school district designated depositories for 21 22e school year hersh
038motion's been made by kirsch is there a second rudi second redis second all those in favor aye aye opposed motion carried item 10 affirm the the previous adapted wisconsin state standards as the district 20 21 22 student academic standards and again this is a yearly item that we were required as a district the legislators passed the law i don't know maybe five six years ago that we basically had to designate the state standards or the standards that we will be following each of the school years and so we most districts basically do the wisconsin state standards because you either you have to either create your own or you develop or pass the state standards in most schools don't do that because of the financial impact that it would cost to do such a thing and
039and so that was a decision a long time ago on that but the basically the wisconsin state standards you can you know they are on our website you go to the curriculum page and there's a wisconsin state standard hit that takes you to the dpi site and that they basically list all the state standards that our teachers are required to follow and implement so but again it's mainly something we have to approve each year any questions that terry on this you've had a chance to look at that like that's some details curriculum it's under the yeah it's uh teresa teresa's uh curriculum page new teaching okay okay i'm looking for a motion to approve the wisconsin state standards as the district's 20 21 22 academic standards iso move below their second second kirsch's second dead
040all those in favor aye aye opposed motion carried item 11 the national school vaping litigation participation again our politic our liability attorney contacted schools that they represent and basically they're providing a uh i think they call it a mass action lawsuit for the the jewel vaping company and basically and so they're asking for participation of schools and as i indicated they in the information i provided is that there's no cost to the district the districts really the only part that they have is to fill out a questionnaire regarding vaping in the schools what what they've seen etc and and so if they're the litigation is basically a positive result the the finance financial impact the schools would receive dollars to basically set up programs for vaping information and and detection type sort of things so
041it's a kind of a win situation for the district no matter what then again with very little time and no cost who's responsible for for doing that for filling us out the the survey or the survey the survey will be a combination of the the principles and whatever information we have because they they basically have the information in skyward if there's been any contact during this and the trying to see schools that have signed up so far they're they're they're anticipating about 50 schools locally wise i mean there's crandon is part of it um see judah lake mills mcfarland milton new glaris verona wisconsin dales so there's a lesson again they they contacted all the schools that they represent too so so i'm not sure what all schools have they're here do we need to
042make a motion on this um yeah i guess i would appreciate that okay do you have a recommendation terry yeah i recommend that you move forward i i again if it's just a matter of if we receive some funds to help education-based information for our students i think it's a win situation i think it's a very good idea i think the epidemic of vaping is very prevalent i got a granddaughter that's going to be a sophomore not at this school but in a school that's not very far from here and she won't even go to the bathroom during the day because in the bathroom is the vaping happening and so i'm 100 behind this because we need to address it okay then we're looking for a motion to approve um participation with the national school
043vaping i so move okay bonnie's made the motion i'll second opposed hearing on motion carried item 12 board referrals um you know kay and ron and i met the other day and basically talked about you know engaging the community a little bit about the you know the needs of the district and also you know with the referendum uh information and everything else and the one thing that i reminded them about was that we already have kraus anderson when they did our capital project study facility study we you know part of the agreement that we have would be that they would be involving the community with the information and also help with referendum information and all that so really we've already an agreement with the group and i did talk to kraus anderson and they they
044would be you know i've arranged for them to come back at the august 12th uh i think it's 12th meeting or 10th 10th or 12th um to just kind of kind of cover what they would be able to help us with what they suggest we you know provide you know create some community groups to start this process so we were going to do it last spring but before when kovet started everything kind of shut down and we we just couldn't complete that process so we've been kind of waiting for a time where we can get groups together and you know this certainly is a time that we can do that so so they would be coming in and helping with that information and trying to help with that process good i was wondering about that
045with kraus anderson because i remembered that yeah i'm saying that they would help yeah they have a lot of experience with doing this that sort of thing and that'll be kind of follow-up from our board to retreat then that'll tie in with that so yeah it certainly ties in with what you know michelle you know was recommending and everything else it's very similar deb you had a workshop that you attended anything especially wanted to report on the community engagement um let's see that was like a panel discussion on community engagement and they just had several bullet points of how the community doesn't feel engaged i was looking more for how you know case specific for the times and they had one situation where there was a just a gross discrimination in their school district and
046that was their example they used but i did get some ideas of how the community doesn't feeling like they're not being heard or i think because of the pandemic year it's that threw everything in a a difficult situation to work with so but it was interesting um like i had mentioned to you okay i i learned a lot of whys but not i was looking for the how how to and that but there was one woman that's just a mediator for different school districts and working through conflict and that so i do have her name and um but that was that was about the sum total of what i learned but it was it was worth it i just was looking for a little more okay thanks and charlie you're going to be attending one
047coming up july 24th in green bay wcrb's leadership day down in green bay so we'll go in oh i saw what they have to share and what good ideas they can bring back for us okay and then if you want to bring back and share with us at the next meeting any other concerns board referrals anything else jared no okay we'll adjourn the meeting
