001good evening oh hey good evening and welcome as president of the Board of Trustees of the San Angelo Independent School District my name is Taylor Kingman and I would like to welcome all of you who are present at tonight's regular board meeting I also Al welcome all of those of you who are watching the recording of this meeting online or on our Public Access channel number channel four we appreciate your interest in the activities of our students and The Business of saisd all items that will be discussed at our meeting this evening have been posted as required by state law also as you may be aware our board meets a minimum of two times per month and most of not all the items on our agenda this evening have been previously discussed at our earlier

002pre- aggenda board Workshop as members of the sasd Board of Trustees we are here to set goals listen to reports from our superintendent approve budgets contracts and Personnel appointments and to make policy for the district please keep in mind that our meeting is a meeting of the Board of Trustees held in public and not mean of the public however we have a public comment item on every one of our media agendas that allows anyone present who wishes to speak to our board team on an item not on our action agenda or an item on our action agenda the opportunity to do so please provide your name and contact information and the specific topic you wish to address on a public comment form located at the back of the room should you want to speak on

007that thank you Dr keeman Dr Moran Board of Trustees come on ladies you're going to follow coach mcclaflin there you go honored to recognize tonight our state qualifiers from the central swim team over the year as a team uh they placed first in the Midland invite the St Angelo invite and were District champions for the fourth time uh in a row they finished third as a whole at the Regionals um for the third year in a row the 200 medle relay and 400 relay qualified for State the first time that's happened in the last 14 years Elsa real uh finaled uh individually at state in the 200 IM and in the 100 breastroke finishing 12th in both over the year there were six school records that were were made the 200 medley relay was all

008state honorable mention and Els seral was all state second team 200 I and 100 breast and I'd like to introduce each and every one of them first off we have Mackenzie blunier a freshman 200 medley relay there you go wave good job pton Brandt Jr 400 free relay mallerie Manning senior 200 medley and 400 free relay Zoe Moore Senior 200 medley and 400 free relay and last Elsa a junior 200 medley relay 200 IM 100 breaststroke and the 400 free relay head coach was Matt mcclaflin assisted by Michelle Smith this year and again ladies we just want to congratulate come on again congratulate them on outstanding season again you know we've got um two seniors and three underclassman so a lot of great things to happen in the future so again these are your state

009qualifiers in swimming for the Central High School swim team hold on hold on Matt let's take a picture real quick [Music] Matt y yep just start right here and shaking each other's hands there you go something [Music] all right next we're going to do recognition of Central High School and Lake View uh selected to Texas All State musicians and Tiffany's gonna help us with that hi good evening board members and superintendent um let me go ahead and ask our All State musicians and their teachers to come on up please stand right up here where our athletes were okay I am thrilled to introduce you to our tmea All State musicians for band choir and Mariachi performing at the all state level is more than just a performance students I'm I'm like choking up here hold

010on okay performing at the state level is more than just a performance students work alongside nationally and internationally recognized conductors as well as practice and perform along the best of the best from all high schools in Texas there are many many rounds of competition and hours of practice to achieve this honor is something we're celebrating I would like to introduce you to our five State musicians from Lake View High School take a little wave right there this is Isaac Cales Rodriguez Isaac is a senior and this is his second consecutive year to play trumpet in the state Mariachi Ensemble there's only three trumpets across the state so it's yeah um After High School Isaac plans on attending the University of Texas at the Rio Grand and becoming a music educator he is joined here with

011rendo Ramos who's been his instructor since gosh sixth grade Okay so so next from Central High School we have Jaden wiha Jaden is a senior go ahead yeah Jaden is a senior and plays the clarinet in the All State concert band we're excited by the way I heard their concert they were great um we have another one from Central High School this is Ian kabahu did I say that right everybody clap Ian is a sophomore and he played the clarinet in the All State concert band if you notice we have two sophomores it's a pretty big deal to make it to All State as a sophomore we have another from Central High School band this is Sophia Underhill Sophia is also a sophomore and played the flute in the All State concert band these Tre

012talented musicians are joined by their band director Jason Jones from Central High School we have Merritt Shelton this is Merritt's second time to perform at the All State Choir Merritt is a tenor singer who made first chair in his voice type and he just came back from the American coral Directors Association where he was invited to sing with top choirs from around the world he is a joined he's joined um by Miss Sunday vot and Mr Gil is not here because he is in wiah Falls judging for UIL oh and I forgot to tell you Meritt is planning on attending Oklahoma Christian University and he's majoring in computer engineering with a music minor so um before we give everyone a round of applause again I want to also thank some other people in the audience

013I want to take this moment to honor those in the audience who supported these Allstate musicians many of you have had first row seats to see how many hours and hear hear and see all the hours of practice and competition so would you please stand up if you supported any of these State musicians and from all of us Isaac Jaden Ian Sophia and Meritt many may this amazing experience last your entire lifetime I know they will cherish those memories and in your heart and we just are so very proud of you guys thanks [Applause] see you tomorrow [Music] no now I know all right next up on recognitions good um we have Dr Gomez is going to recognize our District's Communications [Applause] team did we switch the camera they do not want a picture but

014they too get a picture so Dr Kingman Dr Moran and members of the board it is our honor this evening to recognize our seisd Communications team this team was honored with 11 star awards at the 2025 Texas school public relations Association tspra conference the award-winning Communications team includes Jack Wilcox always behind the scenes creative director Abba Bonos secretary Sun Chaw director of community relations and Shannon Schwarz executive director of communications together the team received two best of category Awards eight gold star awards and one Silver Star Award the awards honored work from the previous school year and were announced at tesa's 63rd annual Star Award celebration held on Wednesday February 9 19th in San Antonio Texas tpr's annual star awards recognizes outstanding communicators in school districts for their work in the areas of print electronic

015and Visual Communications we appreciate Jack soon Abba and Shannon's outstanding work and helping to tell the stories of our students and Educators and Shining a light on the great things going on in seisd we also want to thank Molly tur for her contributions as the executive director of communications during the time these stories were told videoed and captured job well done seic Communications team please if you will come up with Dr Moran for a very quick picture [Applause] it [Applause] all right next on our agenda is item five which is public comment and Alexander Looney has comment on curriculum hi my name is Alexander lenning and I live in District 5 and I have two kids at saisd um I'm here to talk about blue bonnet learning yet again I'm sure you're sick of hearing

016about it but um I am really concerned about the dismissive conversations surrounding this curriculum unfortunately the bottom line is this curriculum is unconstitutional politics and Austin have enough influence in our lives already and we've invited more influence right through the front door if the big questions about blue bonnet learning are too much to stomach the lack of age appropriate material and uninspiring lessons should be disqualifying enough what brand new reader wants a piece of printer paper instead of a book what seven-year-old cares about the War of 1812 Dr Kingman I read the recent interview you gave regarding Blue Bonnet you said you understand Blue Bonnet may not install instill a love of reading but the goal is to teach kids to read not to love reading the thing is children learn so well when they

017are engaged and enjoying themselves my daughter is in second grade and she struggled to learn to read she's a lucky kid though she not only has wonderful teachers but she has parents with time resources and skills to instill a love of reading in her that was her path to literacy Mr dendle Dr Mills you've made comments about the need for parent involvement in children's education I agree with you but do you know that there are s sisd students with parents who can't read what if my daughter was one of those students what if her dad and I didn't have time to spend hours working on her reading skills every week does my daughter still deserve to learn to read every member of this board must understand the education of many children and C Angelo does

018begin and end at school you can hate that fact it can make you sad or even angry but it's the truth and blame does nothing to fix it honestly I wasn't sure what I wanted to say tonight the only thing I know for certain is I'm struggling with a feeling of betrayal something I've heard echoed regarding many issues in this community many like me as they poured over the curriculum hoped it wouldn't be a big issue maybe a Bible verse here or there unfortunately that's not the case very specific religious ideology is woven throughout this curriculum at every great level the worst part is the conflicting information from these meetings first star is not written to align with blue bonnet star is written to align with tees there are three pages of sboe approved hqm

019options also aligned with tees if Blue Bonnet really is the key to Star those scores are affected by more than curriculum what about socioeconomic status education is a path out of poverty the educational value of blue bonnet is questionable what about a sense of community and belonging Blue Bonnet will alienate students that don't fit into its ideology not to mention there are conflicting statements about the course content at one meeting Dr G said we couldn't replace all the religious texts with alternatives on another it was said seisd likely won't use all the materials so is it the key or not public school is supposed to serve all students the only District in the city no longer fulfills that promise well I do want to see this decision overturned most of all I just want to

020see the leaders in the S Angelo remember there are people in the city who live different lives than you their children are the future of St Angelo and this country as a whole thank you Mrs lenning all right next we're going to move forward with information items and Dr Gomez is going to help us with our middle of the Year academic report Dr Kingman Dr Moran and members of the board this evening's report provides an overview of our middle of thee assessment data from M class and NWA map again there are a lot of acronyms in education so as a reminder map stands for measures of academic progress results from these assessments indicate student growth Trends across grade levels highlighting strengths and areas for targeted support mclass data reflects early literacy progress with notable gains

021and foundational reading skills NWA map results show overall growth in reading and math with specific attention to students meeting or exceeding projected growth targets the data from these assessments is used to inform instructional strategies interventions and professional learning to ensure continued progress through the remainder of the year so for slide one it's a reminder of the 2425 board superintendent goals adopted in September these were the two academic goals goal goal one talks about our summer academic programming and we'll discuss that in Greater detail in our April regular board meeting goal two is the goal we're going to specifically address in this evening's report as a reminder that goal was that St Angelo ISD would increase the percentage of students meeting the expected growth measure for nwaa map testing for grades 3 through 8 reading English

0221 and English 2 by 8% and grades 3 through 8 math and Algebra 1 by 10% map is different from the star test our state assessment because unlike standardized test map growth is administered three times a year during the school year beginning of year middle of year and end of year end of year and it adjusts to each student's performance rather than asking all students the same question question s what map does for teachers is it lets teachers know where a student strings are and where needed help is so teachers can then use this information to help them guide instruction in the classroom so I just wanted to point that out because there was a very specific reason that map was selected for the academic goal over the state assessment this first slide here is

023ouri M class class or Dibbles information which we've shared with you previously as a reminder mclass Dibbles is a comprehensive all-in-one system for Universal screening dyslexia screening and progress monitoring of early literacy skills and it's the assessment saic uses for Kinder or 2 grade rla and then for early mathematics so the First Column the way this assessment breaks up data it breaks it up into four categories students that are well below the Benchmark level students that are at below the Benchmark level students at The Benchmark level and students at above the Benchmark level we've had ongoing conversations about students when they enter scisd in kindergarten and the lack of early literacy skills in being ready for school the boy District data is St Angelo isd's data from this school year so specifically you can see

02452% of students that entered SE in kindergarten the Boi administration were we be well below the Benchmark level we've added and I want to highlight our curriculum team for this information because while we always look at our district data it's good to have the national levels as well so you know where you compare so I want to thank them for their work on giving us the national comparisons so right off the bat we can see that the national well below Benchmark level Boi is 45% where students entering sisd are coming in below that level so that's just I wanted to point out that First Column for boy but the information this evening is for thei testing window so while 52% entered kindergarten well below by the middle of the Year testing that had decreased to

02540% we're still not at the national Moi level of 31% then as you go over you're going to see some adjustments look at the Moy District data so in the beginning of the year we're at 18% Moi 20% that's because some students move from the well below to the below level then you can see the at level when you look at that at level students coming in scisd and Kindra were about 14% where the national level was 16% we've known that we have a greater need due to economic status and P prior experiences before entering school we had a greater percentage of students striving in the area of early literacy and then you can see the Boi above benchmark seisd was 16% National was 20% and then againi District above Benchmark level 16% as compared

026to the 27% so I want you to take just a second to look at that and then I want us to look at the gains made when students are in the system from kinder first in second grade so yes we acknowledge and have a very intense plan for students students as they enter the district that are in needs of intervention when students are in the system receiving solid instruction those gaps for striving students are closing and the district is nearing the national averages I'm going to move on to three through five and then we'll answer questions as we go along okay so again that mclass Moi is early literacy so map as we discussed at the beginning is the measure of academic performance and it's different from a standardized test it's attached to each individual

027student and their growth and their needs with this school year the district began giving map data for second grade prior to that it only started in third grade so as I stated this assessment is administered three times a year you see the fall the Boi as compared to the Moi Administration and then this measure is all around meeting or exceeding growth so as we go all the way across there again in the area of math you are seeing student growth at all levels now there are some grade levels where the growth is not as high as others we do acknowledge that as well also um the Middle School level sixth seventh and eighth grade math has not had a new instructional material and so that was on prior instructional materials 3 through five math had

028new instructional materials this year and Algebra 1 had new instructional materials this year this is just another way of looking at that in a chart form from your students meeting or exceeding their growth measure we also have historical data from the transition from elementary to Middle school where the trends show less growth the first year of middle school with that transition there are several variables that go into that most often students leave Elementary with having two possibly three teachers and go to secondary where they have seven or more teachers and also shorter instructional blocks please stop me if if I'm going too quickly on the algebra 1 slide I want to point out that sometimes there's misconceptions about who takes Algebra 1 Algebra 1 is not administered just specific to a grade level algebra one

029in the area of State assessments is an end of course assessment that has to be passed before a student can graduate now typically students take albra one in e8th grade or ninth grade but you have students that do advance that still are working on their Algebra 1 end of course so you'll notice in 2324 the data was specific to 8th and 9th grade beginning with the 2425 school year the district wanted information on any student still needing to take the algebra 1 end of course which yes that is a separate assessment but where map is different again from that standardized test is it gives information to teachers that can form their and guide their instruction so while 12th grade looks High we did have student growth we're happy for that those are students at the

030very end of their school career that are needing to pass that EOC but what this does is it gives us a way to track each individual student that is still working to grow in that subject area I pointed out specifically instructional materials in middle school because 6th 7th and e8th grade math had not had new instructional materials so this is just another way of looking at the data you can see again that there is growth at those levels some have higher growth than others you also have to keep in mind that those aren't the same groups of students so you'd have to look at cohorts there but want to point out the algebra 1 at the very bottom of the 2324 column where it says there were students missing prior to this year with the

031administration of map the district did not have a way to see if each student that needed to test tested we put new protocols in place so that we have attendance rates and accountings of every student testing that was a big change for our high school campuses and those protocols made it very similar to a standardized assessment from the state so that's the reason why there were some missing from 23 24 we saw that as an area of needed Improvement so again a sixth seventh and eth grade did not have new instructional resources in the area of secondary Mathematics Algebra 1 was the group that did so in a semester of instruction the growth points was an average of 8.5 five for an overall increase of 62% student growth in one semester of new resource real

032quick the blue is the entire school year um the blue yeah for the 23 24 that's yes sir it's the well it's the school year from the comparable data we had yes sir because we did not have boii and eoi for all students last year okay so now map data for rla reading language arts again this assessment starts in third grade in elementary I'll pause so you can see the boy Administration to thei Administration and the growth grades three four and five did have new instructional resources 6 through English 2 did not there was professional learning around their adopted resource to help teachers at the beginning of this school year when I talk about historical data showing from fifth grade to sixth grade less growth in elementary school students have 120 Minutes for reading language

033Arts where class periods in secondary are around 45 to 50 minutes the students were still growing but when I show you the next chart we had great concerns about the amount of growth specifically in sixth and seventh grade this chart shows that description so our growth in sixth and seventh grade in the 23 24 school year was actually inverted so that's been flipped and there is Now growth however the growth is not to the degree we would like it to be and we're having further conversations about sixth and seventh grade rla and blocks and again when you see the 11th and 12th grade on the 2425 school year the same is true with English one and English 2 all students are not not freshmen or sophomores that take the assessment and so we wanted a

034way to track the data for all students who still needed an English one or English 2 EOC so teachers had information for their instruction so we've had prior conversations about this but seeing the data presented in a chart form or a graph sometimes gives a clear overview and going back to the superintendent board goal of increasing the percentage of students meeting the expected growth measure by 8% or 10% our professional learning to support administrators instructional coaches has been all around meeting growth and then those leaders take that back to their teachers some of you have secondary students or elementary students in the district dist some of you work with students and may have heard more conversations about individual conferences with teachers and students so that students have accountability and they're directly involved in their learning

035in the areas that they need to focus on individually for their strengths in their areas of needed growth and that's just the overall General overview I'm happy to answer any questions at this time any questions for Dr Gomez I do Farah the algebra 1 kids that are seniors so if they did take it twice they've already taken it six times right good so what are we doing what's happening with those kids because they're obviously they're a senior they're not taking outs for one so where are they where are they continuing to learn the skills to hopefully pass that because that and you and I know that these when they're in middle school they still think it's a star so we go over and over how many eoc's you have to pass and even though you

036pass algebra you can go to Geometry but if you don't pass theoc it's still hanging over your head so what are we doing to help our seniors Juniors that still need have to pass that so there are several different um routes to provide support for students both high schools have an intervention period period in their schedule that's one uh regular time block that students receive intervention even though they might not be enrolled in the current course and then while that's ongoing through the course of the year and also a part of our house bill 1416 support for striving students we also have additional small group instruction in the month of June before a final retest okay thank you I just I wanted to make sure everyone understood that we're not just letting them hang hang

037out to drive ma' and um I want to just say about middle school cuz the grades drop and it could have changed but sixth grade there's a lot of new material being introduced for the first time I think that's important to know the difference let's look at third and sixth grade you know sixth grade um is just a whole different world plus a whole lot of new they've never seen before for Content so their growth may not be as much so I think it's really important when if anyone really is studying this to understand the curriculum that's involved in each of these grade levels is a factor also um and you know I guess that's what I was going to say just um I don't think we can compare six to Second six to third

038just um make sure that we understand 678 8 is pre-algebra you know they're Introducing Algebra in e8th grade seventh grade is everything tied in sixth grade they're introducing integers I don't know how reading is but I'm sure it would be the same so in middle school we may not not making excuses it's just reality see the type of growth you see at an earlier grade level m not I know that wasn't a question but a comment but I will say um that at every grade there are multiple variables so you can't just look at the data as a flat narrative you have to look at the multiple variables for example the teacher and I've said multiple times there's no perfect resource there are great teachers the resource is a variable and how solid is the

039resource for the teacher plc's as you know we believe in professional learning communities where more minds are better than one I know you've stated this before you might have a really good good way to teach specific Lite integers whereas you might need some help with slope and intercept um but when you're able to communicate and collaborate with your co-workers then we can have stronger plans to benefit our students so multiple variables for sure you're going to give us another one at the end of the year another report on this yes sir on this ex same stuff okay I just had a quick question about the I guess the Young Reading like the one of the first slides you had yes sir what do you attribute are well I guess the you're happy with the growth

040numbers is that right we're happy that we're making progress when they stay in our system um we always want students in a structured environment at the earliest age possible to have those experiences so for us specifically prek um for families that are El ible provides those structured settings before kindergarten because we do feel that that well below grade level for kindergarten is high and that does create some extra hurdles that have to be jumped through but yes as you I would say that we are happy that the growth is being it's moving up it's trending up cuz they're on they're on amplify as soon as they start kindergarten yes sir and do you feel like as the teachers get more comfortable with that it's helping I think I think anytime regardless of the resource when

041you have more experience using the resource your comfort level increases you think that's going to change much with with the blue bonnet changes um I I think the the benefit of moving from amplifi to Blue Bonnet is Teachers know the structure they know internalization and the process and really digging deep and so it's less of a transition for our teachers most certainly had they only had amplify like K2 had there been a switch to another resource this year that's learning all over again there's a learning curve for any professional when you implement something new yes excellent thank you um you go up to the back to the map data this one's fine so when on both reading and math our winter numbers if you I know it's not exactly a cohort but know that you

042yeah our winter 25 if you look at the following grade levels fall of 24 how do those compare because in my mind nine growth of nine in six months in one semester is higher than we've traditionally been but I don't but I don't have that data in front of me so how does our winner to our fall numbers of the following year how do those compare to previous years does that make sense I know SL backwards for sure um you again it goes back to cohorts of students and so that we do look at that and track that and we have some cohorts that are growing at faster and higher rates than other cohorts um but the overall data for all grade levels is showing an upward Trend thank you Mr President I've got a

043couple comments to make if you don't mind uh first of all uh Universal prek has been talked about across the state and we know that that would be really helpful to S Angelo lasty we've got a lot of kids we don't get to touch before they hit kindergarten and we'd love to do that um so we're going to keep beating that drum and uh look at ways to pull in more students who are prek AG uh the second is you know as we talk about our scores we're not satisfied I mean we've got a lot of work to do but I know from experience that uh if you if we can create a Baseline and really diagnose the system and we're in we're in the middle of that if we need a full year at

044the end of this year we'll have one full Year's data which we have never had before we've had some schools test some schools not test everyone's testing at the end of the year we're going to get a real clear picture of where we're strong and where we're weak but at the end of the day um it's not about the curriculum it's about the teacher in the classroom and so more important than a curriculum is going to be us working very hard to expect more out of our staff we've got great teachers but we have some weak teachers and those weak teachers at a campus with one or two or let's say two or three in a grade level if you have one week Teacher it can sink a campus with with regard to State performance

045and we know that and so we're going to have to work hard as a district to put our best physicians with our most needy students if you will and um and we're working on that so you know something else to think about there but this whole map data conversation is influenced by the teacher incentive alignment because the teachers that are in the subjects that are eligible for a bonus if they see growth then they will qualify and so there's a little motivation here and we're trying to expand that to include far more teachers uh you know we got of got in the game late we just applied last year so we're in the data collection year and um uh it'll take another year and a half for the checks to start rolling out I think

046I've got my dates right but it it takes it takes about two to two and a half years to apply uh uh do your calibration and then do your data collection and then for the state to say yes those people qualify or not but we're well on our way to getting that done for our teachers um so higher expectations this curriculum that we're implementing no doubt about it from my discussions with teachers it the rigor is far more than we have in the past so it's not rocket science but it it does take intentional uh effort and I think we're heading the right right direction we'll have to make course Corrections along the way I'm sure but I'm anxious to see after a full year where we land and then I think I'll feel better

047as a superintendent to look at you all and say all right here's where we are and here's where we're going throw some summer school uh interventions in there that we really haven't done I I think we're putting things in place that are going to really help us plus you get these kids in second third and fourth grade that have had this Foundation as they roll through the system they're going to start it'll be a Snowball Effect they're going to start performing better and uh my final comment is it doesn't matter where kid's from how wealthy or poor they are what they look like every kid can learn and do well we just have to put the right systems in place to make sure that we're giving them the right support it is more challenging when

048you have students in poverty but all of Texas has that generally except for Pockets most of Texas uh is is suffering from the same challenge as we are so there are no excuses it's just a matter of doing what needs to be done Dr man the first designation period for teachers under Tia this year 6 through eight math and reading English one English 2 and Algebra 1 if they were to designate they would receive the compensation in August of 2026 yeah Dr Maran you mentioned prek um in the legislative thing how are they sitting on that how's that look I don't think the state can afford to do it we can do it it'd be great you know we get half day funding for students who qualify and then uh if we chose to do

049a full day we pay for the other half but um there are some creative ways that we can get more kids that are pre kindergarten enrolled in our system and we're working on those and we're going to bring you some uh thoughts on that the coming months okay thank you be bet any further questions for Dr Gomez I had a question um going back to the uh kindergarteners who were not 52% or whatever were not ready um I was wondering if if the data separates out the kids who did go to prek compared to the kids who didn't and see what kind of growth they've had because I mean the ones who obviously weren't didn't go to prek are going to have a much bigger growth curve than uh and the system it doesn't we

050have to hand gather that information yes ma'am all right thank you yes ma'am that's a that's a great point though and those are things that we definitely look at there are other variables too such as retention um how many schools a student may have attended attendance multiple factors can I make one more comment of course Sor one more question more comment uh Dr Gomez mentioned retention I think it's worth stating that this school year alone we've had about 800 kids withdrawal from our district and more than 600 I don't know 650 have come to us that's a tremendous turnover and you know when we talk about educating a kid I think people think well we get them as kindergarten and they move through the system and the truth is we have a lot of kids

051leave and a lot of kids come some come back some leave multiple times and if you think about that and the challenges that that creates in a system you can have the perfect system great teachers but if you have kids leaving and then they're gone for 6 Months 8 months to homeschool or whatever because they got in trouble in high school and then they come back that's a challenge and so there's a lot of there's a lot to this conversation but I'm just thankful we're we're putting the big pieces in place any other questions or comments for Dr Gomez Dr Gomez thank you appreciate that report and um we'll keep working at it so appreciate all your heart and your team's hard work and all the teachers hard work on getting this done so I

052know it's not easy to get all these tests done and get the data collected so appreciate it definitely big lift to the team and to campus leaders and teachers to to get all that in thank you Dr Kingman all right next we're going to have a legislative update from Dr Moran and thison long this won't take long uh the 89th legislature is underway uh there's a lot of discussions about bills over 1,400 bills are being tracked that deal with education and that's not unusual a lot of them will fall off the table early or never even make it uh to a a Committee hearing or even you know any kind of a discussion but uh there are some major ones House Bill 2 is the school funding bill and there's a lot of discussion around

053that bill in regards to increasing the basic allotment by a couple hundred bucks or more and uh you know what kind of allotments they're going to give for Safety and Security are they going to increase special education allotment all of these things are going on the question really comes down to uh if they increase the basic allotment what percentage will they say or require districts used to increase teacher pay because I think it was 30% they're talking about 50% and if they give us you know if you get a 100 bucks but you have to spend spend 50 on teacher pay increases we're all for teacher pay increases but we do have a lot of other people in the district that work that are not teachers and we would need to also address that so

054there's a lot to that but uh the house bill to school funding bill is um is being uh uh worked on there's there's some comments there that you'll see a sub a substitute is expected uh soon as changes are being made House Bill three uh also is the scho SCH uh voucher Bill and that one uh has caught a lot of traction Statewide you know the elections were influenced by that whole conversation um and so we'll see where that goes but there's a a big push to address special needs kids homeschool uh and then uh the those that are in poverty and it's interesting though when they talk about in poverty U it's up to 500% of the poverty level which is 160 $5,000 a year which I mean that doesn't seem like poverty to

055me but uh you know that's included so there's a lot of uh there's a lot of uh room for wiggle in that bill and a lot of conversation we'll see where that goes um there's some other ones in there that you'll see but uh last week I was fortunate enough to talk to the uh house public education committee about House Bill six which is the teacher uh teacher rights or teacher Bill of Rights which is student discipline and really giving local districts more flexibility to address the unusual circumstances that uh are often uh addressed by student discipline one of those specifically is a three-day limitation on in school suspension right now the a student could get in trouble and um the school might want to put them in an in school suspens i setting for

056more than 3 days so they're not out of school suspended or not at an A and the law doesn't allow that and so that's kind of a hot button issue with uh with House Bill six so we'll see where that takes us as well um Senate Bill 1925 deals with truancy uh 1871 is a a really big Bill that is kind of the the uh companion to House Bill six the student discipline bill but it looks a lot different so um early in the process but there's a lot going on in Austin I think generally there's an appetite to do something financially to fund Public Schools but we'll just see how it all fleshes out and uh so there's a lot to that I've given you guys some notes you can look at but and

057some of those bills won't even they won't even make it uh you know uh to the finish line but it's worth being aware of all right thank you any questions for Dr Mor what's the HB 2207 about bonds okay so there yeah there's a a movement to say to uh local districts if you fail a bond uh you can't try for another bond for two years there's another version that says five years and there's also a push to only allow uh Bond elections in November and um so I you know I don't know where that came from but you know that could cost local districts a lot more money um you know if the taxpayers want to go out for another Bond or approve it that ought to be a local decision not a state

061and needs to be replaced in conjunction with Park Hill and RFP was released for the replacement of the sanitary sewer line in the building from the cafeteria to the city bids were received and three contractors submitted pricing for this project precis Precision Plumbing Solutions LLC of San Antonio has proposed all three methods their specialty is Excavating under the slab and replacing the line from below the slab and filling the tunnel with flowable fill at this time the administration recommends option three and Contracting with Precision Plumbing Solutions LLC of San Antonio for the replacement of the sewer line at Oak Central for a total price of $334,800 contingency is included in this price do you all have any questions over that this is this is going to be going from the back if I'm correct from

062the back of the building to Oak Street all the way it run completely under the whole building it runs pretty much from the front of the building all the way through the kitchen and then it goes out the back and across the parking lot across the park to connects to the city the city's line comes from the street to about 34 of the way into that parking lot in the back of the cafeteria is it Oaks or Magdalene Magdalene Magdalene okay okay Jason are they um this is all complete subfloor is there anything that they're doing above floor to a certain to a certain level little bit they're doing a little bit of there's some floor drains and they'll be making connections to those so there may be a little bit of cut to get

063those drains in there but the majority of it's going to take place under and the plumbing fixtures in the bathroom are they going to come up to I'm not sure if they're on carriers or not are they going to get that yes they're going to connect to all the all the new drains are going to collect to all the all the way all the way to the fixture yeah okay I was just curious there were other bids that were less why did we why did we go with Precision pling the the way that these bids are scored is there's a a rubric that we go through and it has several different criteria and we score each one of them individually there's a group of us that scored it myself uh Tony with maintenance uh also

064assisted and certain areas you score higher and certain areas they scored lower and that's what ended up making the Precision Plumbing uh I think their experience with this type of construction scored them higher the price only the price difference was very small once you do the point system and the uh their past experience with this sort of project is what pushed them over also they were it looked like their completion days was 30 compared to 90 of the other which absolutely that's another huge factor I have a question um I know that we've talked about Plumbing issues at this campus in the past is this the main plumbing issue or are there others that we'll have to look at in the future this is the main plumbing issue this is the one that we had

065bid out previously uh in uh 23 and now we're going to come back and finish it up any other questions or comments regarding the bid 25-1 I I think um just for clarification because I know we talked about fixing it not fixing it but I think we need to clarify we're fixing it because even though our freshmen aren't there anymore what will be housed there next year I think that's important to clarify I'll be glad to speak to that so we're taking our special ed staff from Sam Houston to the second floor our pays students from Black Shear to the first floor and then our Carver students to the annex the old Junior College side in the front um and they'll all use that plus we've got the 2our CTE courses in the back that'll

066still be using that as well and that'll free up Sam Houston and a lot of maintenance on those other three campuses and uh so it it should be a good move long term for us any other questions or comments regarding the sewer line replacement assuming we approve this this evening Jason I know they said that I see that it's a 30-day turn days to complete when was there estimated start date they were pretty much ready to start when I talked to them once they can mobilize so it very uh with by the end of the next month easily so being finished by the summer to move into that facility for those um the relocation shouldn't be a difficulty no okay any other comments or questions all right do I have a motion Dr kman I'd

068grade level or subject course or expanding implementation of the product to additional camp CES and Andor grade levels so while the transition plan is a new requirement for the district um the pieces of the transition plan are not new for our teachers in grades K through five and Algebra 1 because they've been using a resource specifically I'd like to highlight SD's transition plan for meeting all requirements first the time family access to print materials and related manipulatives the district will submit their order as soon as we are allowed that is with the timeline I reminded you that emat the ordering system closes at the end of this month and does not reopen until miday they shut it down for approximately 6 weeks in the prime ordering time so as soon as the district can submit

069our order we want to be at the first of the queue because it's essenti that teachers have those materials for our summer work another component of our transition plan is sufficient planning and instructional time so the district has developed systems and processes for all campus principles when they submit their master schedule the process includes the involvement of the principal managers and curriculum and instructional staff this is essential because there must be devoted time on the campus Master schedules for teachers to implement and use the instructional resource can't ask a teacher to do something if they're not giving the allotted time um sas's plan also includes clear expectations for the implementations of the materials the protocols and the assessments the way s Angelo ISD sets those clear expectations is not just from a group at the

070administration building you need multiple stakeholder perspectives involved in that process two summers ago the district reinstated teacher voice in the use of instructional materials and assessments so continuing for the third summer in a row applications for what are called Unit collaborators those are the staff teams made up of Staff serving in the role of teachers instructional coach or interventionist because those staff members are closest to the instructional resources being used as they directly serve our students those applications are open to any staff currently serving in those roles and they close by 5:00 p.m on April 25th those teacher teams provide input and that input clarifies the protocols for all staff because all staff won't be able to due to other commitments sign up to serve on those roles and that information is shared in August

071professional learning um additionally our SD transition plan includes the um clear communication and public posting if materials have been modified now we haven't been in front of all of these teacher teams yet to post this but this will be posted on the SD curriculum and instruction website and scroll no that one's the one no other one kind of Scrolls so this is an example you can kind of go go back sorry so for example what's required for the transparency in the stakeholder input is if anything is modified from the curriculum that has to be posted for the public and for parents to see so for example in kindergarten here you can see the units in the curriculum and if there was any action taken now this is still in draft form this is the initial

072work until those teacher teams meet to look at the materials in June you can see for some units The Proposal is no action taken to use the resource as presented you can see in others for example unit 7 that lesson the recommendation has been to remove that lesson then you can see in unit 11 the unit has been removed in its entirety that's due to the district's local pacing and the number number of days on the instructional calendar and that does not impact the standards alignment for the Integrity of the curriculum and the tis can still be covered because those tees were addressed previously and then you see the same thing Mr oh I can scroll that was a kindergarten example you can see a first grade example follows the same format second grade and

073so forth that's in our transition plan for that stakeholder communication Dr GES can I ask a question want and this in P excuse me not patients teachers that um we're planning on signing up for uh teacher voice yes for unit collaborators for unit collaborators thank you um they were I believe so I got the email in the in the all district email like they were given these draft versions of What would the link to these draft versions correct yes and just for um community members if a teacher chooses to sign up to be a unit collaborator we do pay those teachers for their Comm that is in the month of June so that's extra duty pay at The District's extra Duty rate of pay thank you yes sir okay additionally for stakeholder um transparency on

074the cni website after um campus principles and other campus instructional leaders and teachers are able to provide input SD's uh FAQ for curriculum is also made available for stakeholders additionally with the transition plan there's a requirement for sufficient professional learning now this goes back to Dr Mill's question about um will it be easier for teachers well professional learning uh all of us in our craft should stay current and we always have room to grow so there will be professional learning SD host what's called a learning paloa every summer we have that already scheduled and that information has gone out for save the date the course selections for learning paloa go out Friday of this week and our learning Pala is July 15th and 17th so we have specific professional learning sessions during that learning paloa

075also there are other offerings that are made available to staff if those dates do not work for them um that will also qualify for trade day credits and as a reminder on the adopted District instructional calendar there are two trade days for a required 12 hours of Trade Credit so um that is in the summer professional learning we know that um it's no different than the instructional day with students so teachers are not on contract in July so they may or may not attend due to other obligations but when all staff are back on contract in August the August District professional learning days do address necessary professional learning for the resource and again teachers in grades K through five and Algebra 1 will have less of an implementation curve from being familiar with the resource

076for the open education resource transition plan um they are locally maintained by a school district they uh don't have to be submitted to the Texas Education Agency but they could be requested if the commissioner wanted to see them and school districts report completion of the plans through the emat system and that's just the overview of SD's transition plan meeting the required components before ordering opens any questions for Dr Gomez about our open education resource transition plan so the the like you said um on the kindergarten rla um you have like unit 7 removed Unit 8 removed and then now is that what's going to be done or is that just s suggested to be done this is a suggested draft to Educators and who's that from That's from the team of Educators in the district

077that have deeply reviewed the curriculum um but again it's not just one group making those final decisions and that's why it's opened and so as Dr Kingman was asking for staff that were interested in those grade levels to apply to serve as a unit collaborator this information went out so they had an idea of what they would be working on should they serve in that role in the month of June so is each unit collaborate are they is the the teachers for that grade responsible for that for deciding a lesson or can any teacher from any level have to be in the current grade level because they're going to be the ones closest to the resource except interventionists and instructional coaches work with a grade span across all the grade levels but to be a

084uh I mean those are I I don't know if that's 15 plus years in the van hols um and then now we have one that um is having issues with the air ride suspension uh that they've had worked on twice uh so um we purchased two Bluebird buses uh we you saw one out front this evening we hope to have the other one by the end of this week those are for two of The Replacements for Van hul we have an opportunity to purchase the ultra coach liner was coming out as a demo um I think to get specific uh the company uh sends one bus for uh bus for school shows uh tssa tasby things of that nature and then they have a line Ultra Coach line that they would send out uh 56

085passenger uh to more of a luxury line for um um travel right uh around the country so they're only going to make one bus now and it's this one is not going to be the one they're going to only Market demonstrate the 56 we have an opportunity to purchase the 51 passenger and can have that on site in 30 days uh there is a uh the new Ultra coach liners are going to be priced at 425,000 uh you see from the pricing at 373 we get about a $50,000 discount uh with this coming out as a demo uh and it would be a direct replacement for um one of our van hols that is not in service so we would purchase this a student travel bus regardless it's just that we can't touch one for

08610 to 12 12 months from now so this is an opportunity that we can have this in-house and be using it in Spring Sports within the next 30 days if we don't have it we're going to charter buses anywhere from $5 to $8,000 per trip uh to finish out the year and then roll into next football season so you can see the cost savings over time uh when some of those trips uh are as high as $8,000 just to Charter a bus for one event there's a couple of sorry couple of slides uh three things that have been improved on the ultra coach liner from uh our freight liners that were purchased in 2021 um air conditioning system has been upgraded uh the underneath storage capacity has been upgraded and then the ride suspension air

087leveling suspension going down the road has been upgraded as well uh this model does come with uh 17in seats I mean 19 rather than 17 uh than the ones that were purchased in 2021 and so you can imagine with some of our junior senior football players they would appreciate uh that extra bit of room uh traveling as well um you have the the sheet it was hard to get on just one page so I've separated that uh it is a tips uh purchase uh 3 73550 uh we can have that the wrap done on that locally for about half of what it would cost at the factory uh and it would take them you know another 30 plus Days by the time they go through the design back and forth and then actually making it

088happen so we can have that done here over the summer so that we can go ahead and put it in uh in route within the next 30 days and then we'll wait and then as we slow down in June and July then we'll have the W applied and I know I've my impression is that our coaches students and transportation department have been happy with our coach liners that we bought in 2021 um yes I ask uh lee Mr Livingston is at a conference uh tonight so he's on a national uh policy uh conference and so the uh I've asked his opinion and then he would say the same the couple of things that we would change would be underneath storage and improvements to the the air conditioning and so both of those have been upgraded

089uh the company is also the our bus that was wrecked in Fort Worth somebody else's fault uh we still don't have back yet uh but we have moved it to Oklahoma to the factory that built the coach liner and so they've already upgraded the air conditioning system and that bus for free Dr Brandon I noticed the quote says it's good for 15 days and we're just outside of that is still still available are they waiting on us or yes it is still available and available at that price and it would be a general fund purchase and we budgeted for buses this year but this bus would be coming out of that budget we bought this would be fund balance no this would be out of fund balance okay sorry that's just yeah but as you

090were saying earlier we just had another one another one of our van hols go down uh for for yes sir it's in the shop it's it's been in the shop probably for about 30 days now we've had a repairman out twice a mechanic twice and okay it can't seem to fix whatever is wrong with the airbag system that lifts the bus up and down as it's being loaded yeah and the other benefit of the coach liners is my memory from a couple years ago is that we get the engines worked on locally correct as opposed to having to send the the van hols we were sending to Dallas right to Dallas Dallas and you PID for the tone to get it over there yeah yeah no even pay the towing to get it over and
