to order we'll start with a roll call laurano kamacho here Nate Colborne here Joy Corona here Mike matz here Betsy Ross here Melissa Samborski here Wayne tronjo all right stand for the pledge I pledge allegiance to the flag of the United States of America and to the for which it stands one nation under God indivisible with liberty and justice for all okay so up first we have the math curriculum for special education followed by the science curriculum for special education uh we we have two guests with here uh with us here tonight Courtney Youngblood and Felicia headstrom to talk about these two proposals um the materials in the board packet they're put together but the board can take action on them separately so I've got them as SE a separate action item so the reason
they're here tonight is um they are proposing the district purchase some additional curriculum materials that would be the main instructional materials in Philly's classes and that requires board approval because they're the main instruction material so I'll turn it over to them can I don't who to share it to because I didn't know Jess wasn't here today so who should you presentation so did you did you change it from the one you shared with me the other day um do you have our power plate I don't okay I'll share I uploaded the PowerPoint that you shared with me the other day as a PDF is that it right there no click out item a there yep it's the one on the right new new curriculum all right okay um we put both of them in one
the science and the math I brought the sample of the science curriculum what so I'll just pass it around if you guys want to look at it and we um asked them to expedite the math curriculum it's just not here yet it is a good time of year to ask for shipping right but it just didn't work out that we got it yet so um class has kids in it who are considered to be like significantly behind so we have kind of this odd mix of kids where some of the one of the students is participating in the alternate assessment which is um the essential standard and the rest of the students are in the grade level standards and so we have a need for a curriculum that would address the grade level standards but
isn't um written so that the kids can't access it if that makees sense so she did researching I told her keep looking she found and she went and she found um some curriculums that she thought would meet her needs and I told her we'll try some out and if we want to buy more of them we can um because right now she really doesn't have anything concrete that she can teach from we do have a dlm curriculum but it does it only addresses one of the students in the class what's Deone um damic learning so it's basically the alternate assessment okay so typically students will be identified as cognitively disabled um in order to take that test there's like an IQ marker for that test and the students that she have has in her class
they don't all that criteria so some of the students are still taking the ACT um and so she still has to kind of teach to both if you will so um so yeah so the physical science is the one that you guys have that's coming around they're both like a paper based or consumable which is nice because we don't need to worry about updating technology we keep it she can run reproducibles and then they also come with workbooks I believe this one have a bunch of different like a journal workb Journal student text and the teach guide and then the the transparencies but I know not many people use those probably use it onam I said I actually like I use um so it's aligned to the grade level standards but it's written for a
thir through four grade level reading so students can access it the you'll look through the text it's pretty easy to navigate I think and then the other product which we don't have today um it's called explore algebra right that's where you are yeah um it's beneficial to both U Billy's class and then we actually have a need in the building for something to supplement algebra as well um and this one's nice because I can use it to supplement for our um self-contained math class for I counted it was 26 other students in nth grade who are currently enrolled in the special ed setting General Ed curriculum um algebra class and so this allows us to some flexibility and support um these students and I did take a look I I could pull it up and
show you what is it's actually quite a nice curriculum so it's still teaching that same the same Concepts that are covered in algebra the text is just written in a in a manner that allows so like it will say x + 4 = 10 and then underneath it it will use a different color it will be x + 4 - 4 = 10us 4 so you can see what you're doing and how you're moving the numbers around and then it also that same um and it gives you a whole page right and the same thing gives counting blocks so it allows flexibility in how you teach your kid right so for how we teacher students so she wanted to work with a onetoone correspondents because maybe they're not at the point where they can do
addition and subtraction we can do one to one counting and if they are then they can use those to help them and if they need a calculator they can do that as well it just gives us a lot of flexibility so we can use that for both her kids and then also for the kids who are in our algebra classes gives us a little bit more range and that's another consumable too and I'm familiar with and that one's not that comes with the teacher guide and then and that one is I think a dis that allows you to it would be a one time so it's not we didn't want to talk try to give you all the information you guys have questions about it so the algebra is for the 9th through 12th so
do you need additional curriculum because you said most of your students are below grade level like is there still a need for an additional curriculum we do have other math curriculums for attainments um I choose which ones I'm going to use wherever the needs of the student according to like their levels of learning so I have one kid working in like my actually two kids working in the team that's for geometry right I'll primarily use this for my freshman yeah those are the two main ones and then by the time they're juniors and seniors I really try to move towards like budgeting and stuff so they can gather those life skills so I'll tie those in together um so we also have that from the payments as well the life skill payments okay so you
have the other okay can you give a general overview of the you said you have it uh just the general the algebra one yeah or whichever the one that you said that but we did There's samples online the samples look really cool um it tells us the standard that IT addresses per chapter per lesson um it tells us it gives us an instructional breakdown um and then of course like we can modify as needed attainment does a really nice job I've purchased a lot of things from attainment like when I was a classroom teacher very visual it's a very visual which is very helpful for a lot of students and we should have samples for the board to review by the 20th I can bring them to the board meeting and if you're interested in
seeing them before then just let me know what's the cost to it the um the IAL science set is a little more expensive there's more materials in that one um and that one's 510 and then the um algebra one is $3.99 and it's a onetime purchase and it's that includes all of them so it's I think it's pretty fair fairly priced and for um Philly's needs she the nice thing with tainment specifically the math one is we can run copies of anything so she really doesn't need to buy any more replacement books and then we did look um for the science if you wanted to buy like a new Journal $6 a journal so she could go back in and buy more journals if she wanted or or books I think it's like 2326 for
if we needed more consum consumables I I would figure we probably won't kids don't typically take materials home and to school you know so it's roughly around 900 hours yeah for the two of okay that's very reason know and how many kids would you have using it so for the science she has about six students that work with her um I did extend the offer out to our we have a special a teacher who does chush Services we don't have self-contained science um in in our building but we do have a special teacher who works in the science um classes and I offered out to her that she could use it supplemental um so once the materials are I think her and Philly were going to just kind of connect and see if it was
something how that would look the algebra one for sure we can hit the ground running with and that would impact more students so there's 26 kids in the contained algebra classes or um math classes and then we have six different but that's just this year they'd be used again next year with more students exactly that was our goal with finding the reproducible stuff so that way we wouldn't have to go through the headache of trying to find something new and updated again so you can run as many copies as you want you don't have to pay a loyalty fee or anything like that okay I know it's crazy they still like that but it's a unique me right so when you look at this curriculum it makes sense that it wouldn't be super expensive because
I mean we should technically really have a very small percentage of students who need this curriculum so that's why I think they can't really Market it at a higher price like what we would use for that sense do you guys have any questions for we can send you the link there's nice websites that you can look at and if you want to and take a look at them so this will be up for approval on Wednesday the 20th if you're interested in bringing the materials home and looking at them in Greater detail you're welcome to do that um and then if you would just please drop them by my office in case anybody else is interested I can keep them there as well and then we'll share the math ones yeah they should be and
then the purpose of the tabs um there's like it's split up into different there's like the worksheets the teacher demo labs and then like an actual lab for the student go through and then the test so you guys can easily find each part of and we be purchasing them what's the recommendation to purchase them right now MH for use in the upcoming semester yes and there's a budget line item we can pay $1,000 out of that'll cover it yes I was like trying to get it to her before that's why we rushed a little bit she found it and then I don't want her have her baby strategic timing here little bit of push that's why we wanted to like he was like you can do it later in the month I was like no
we need to do it now do couple weeks right I'm do the 17th so she will not well then I'm not approving it I might make it there thank you very much thank you than yes thanks ladies okay up next on the agenda I have the 2024 2025 school year new and revised course proposals uh so this is interesting uh not a surprise we don't have a lot of uh recommendations for new courses you know we've we've had a lot of conversations over the last year with the staff reductions of potentially offering some classes every other year so we don't have a lot of departments that want to put more classes in the mix however social studies has four recommendations that they're making for new classes now this doesn't mean that we would offer all
four of these if you worried about you know kind of diluting the the social studies pool you know we're still going to provide the the course catalog to students they'll select the classes that they want to take and we'll we'll base our offerings on what the students want so um just because you know these are out for approval if the board approves them doesn't mean they'll run this year but they'll be on the books should there be more interest in the future or they might all run and other things might not that's just kind of the nature of how things how things go so there are four recommendations out of the social studies Department recent American historical events um key uh details about this one semester along course uh the prerequisite would be intro to
Sociology teacher feels like that that's an important um um field to understand the topics that are going to be taught in this course uh the second one US military history 1900 to Modern this one I'm really interested in I I think there's going to be some kids that are really excited about this course uh so so this one is a half credit semester along course as well um and no prerequisite for that one although it is listed as grades 11 and 12 so students will know have other social studies courses on their transcript at that point um and then the next one here is AP US Government and politics combined with ap comparative government and politics some schools offer one or the other or both we're talking about combining those two into one year-long course
for one credit the prerequisites here would be AP World or AP Human Geography or a instructor's recommendation and the reason for that is this is very rigorous coursework being at the college level want to make sure that um students are prepared to to take a class like this and then the last one is sociology to study of social issues our intro to Sociology course is is popular and this would allow those kids that are interested in that field to to get more of of you know what they're interested in learning about this would be a semester long elective are there any questions so some of the courses we weren't able to offer with due to um staff constraints they're still in the book so they don't need to be added this is just it wasn't
even an option to consider in your staffing needs right correct okay yeah so some of those courses uh that didn't run this year may run next year if there's student interest because they're already in there so we don't need to okay yep and and just let me ask you you know is there a limited amount of time that you know courses stay in our catalog without running before they may be eliminated or are they permanently in there until the board may take action they will be removed and added to like the course Guide online every year as it progresses but it's always in Skyward so no they'll always be able to brought back as far as I understand so there's no interest in say sociology for three years in a row we might run it
the fourth year if there's a group of students that wants it absolutely okay so these will be up for approval at the December board meeting and then following that the next item on the agenda is the 2024 Summer School courses um you know based on our conversations we really uh Tred to promote adding additional Summer School courses with the staff um we know that number one it's good for kids to to be engaged in the summer we have a lot of kids that are interested in summer school but but it's also good for us financially as well um to increase our enrollment in the summer so we did get five recommendations here uh ancient history electricity and magnetism foundations of leadership science survey and act skill Builder and sewing 101 uh so this is in
addition to the classes that we offered last year and again it's the same situation you know if there's interest we run the course if there's not enough interest we don't uh so you know it remains to be seen how many on this combined list we'll be able to do but but the first one ancient history you're looking at a um a class in the uh social studies Department that would be open for students 9th through 12th grade half a credit in the electricity and magnetism course that falls within the science department again 9 through 12 half a credit no prere on that one either uh foundations of leadership that one isn't necessarily aligned with the department but I think it'll be taught out of the business department because we do have a leadership course right
now taught by Mr Urban trout uh open for kids in 12 10th through 12th grade half credit the science department is also looking to offer science survey and act skill Builder I think that that that's going to be a great addition um science is an area in our ACT scores that we really like to see improv so hopefully this will help with that open to students in 9th or 12th grade quarter credit for this one no prere and then the last one is sewing 101 our our new fax teacher Hannah brendell has an interest in sewing we know that we have a lot of students that are also interested in this based on the number that wanted to take fashion design this year which you know we weren't able to offer but hopefully we will
in the future so I think this one will be really popular as well we're looking at half a credit in the summer any questions about the additional summer school offerings can you remind me what summer school class we aren't offering anymore that affected our report card because that class wasn't in there computers for professionals and we're not going to we still AR we offered during the school year but there's been significantly less interest in it because it's not a graduation requirement any longer in fact to the point I think we're down to what less than four sections computer for professionals do you know two yeah yeah yeah is there something else that can be offered that might be more appealing that would help with that even though it's just a number on a paper that
we know isn't an accurate reflection yeah I actually I actually don't think you're going to see that decrease um sustain over time because we have added so many transcripted classes I think that was a bit of an anomaly there plus you had Co in there right you know less participation in summer school so uh I'm not really worried about that I would like to see more students enroll in our business classes you know we've seen a substantial reduction over the last I don't know five six years probably it's a the department with declining enrollment um but interests are are changing with kids too so so I don't think it's necessary to replace that class for the purpose of dual credit attainment any other questions okay this will be up for approval on the 20th as
well thank you okay the next item on the the agenda is administrator contracts and and I really just wanted to talk through with the board in case you're wondering what the process is for Renewal or non-renewal of Administrators uh and and I'm going to preface this by saying you know looking at the Timeline the key date comes in January and it is my intent to um renew all administrators whose contracts are up there are a couple exceptions to that Mr bets is an interim and then also miss Youngblood who we who we uh re uh excuse me who we hired this past year uh she's the only one that would be one year into a two-year contract everybody else is up so who we're talking about right now is the district administrator business um typically
a business manager but not this year uh director of instructional technology principal associate principles and the athletic activities director um and and and we're not here to talk about anybody's performance or any particular employee I just want to make sure that you know new members on the board you understand how the process works so uh contracts are mandated ated by State Statute and they can be one or two years in most cases they are two years um the the law allows for a rolling two-year contract so to speak um we currently don't do that in our district although it's something that we could consider if the board would like to there are some key deadlines coming up so if uh the district were to intend to non-renew an administrator they would have to inform that
person 5 months before the end of the contract so that key date is January 30th that person then would have a month to request a hearing front of the board and then the board would give that final notice of renewal or non-renewal by I know it says February 30th yikes um but it should be the last day in February I mistake I know there's not 30 days in February we'll get that fixed and then administrators you know if if nothing happens we don't we don't inform them one way or the other the contract automatically renews and then they have up until March 30th to accept or reject that contract so that's the way it works okay um I do have some information in the exhibit here that talks about what that preliminary notice must include
so really think about it this way by by by that January 30th date if we do nothing they renew for two years okay the board has the option of renewing for one year but we've got to inform that person um and likely they would probably leave um because that's typically only done as a as a way to you know kind of inform that person that they've got a year to maybe change you know how they're approaching their job um or the board can send a letter of non-renewal by that by that 30th date I also have a link in here for more information if you're interested it takes you right to the state statute so are there any questions about administrator contract renewal or non-renewal you said you have in mind renewing them all yes
yep I am confident in our team and and I like the work that we're doing okay thank you okay the next item on the agenda is future support staff wage increases so last de December the board uh implemented what we called a shares program for support staff wage increases and by support staff I mean we're talking about administrative assistance ER professionals building and grounds fitness center staff and a few other employees um the community outreach coordinator is support staff for example there's a couple couple kind kind of oneoff position so so we're not referring to teachers here we're not referring to counselors social workers psychologists administrators it's it's everybody else okay so last December the board moved to a shares plan and and this was really to align increases with performance so we evaluate all
of our support staff employees once a year it's a fourpoint scale and the better the evaluation the higher the increase so there's the incentive to to do a better job to do a great job right makes sense um so I asked Dave to prepare four different scenarios and I'm looking for direction on the board on what the share will be so if an employee earns the highest rating on their evaluation they qualify for three shares if an employee earns the second highest rating on the evaluation they qualify for two shares if they earn earn the third highest rating they qualify for one share and if they have the worst rating then we're not going to continue employment with them so the options are really one two and three okay so if you look at the
document that's called base wage costing it's an Excel file here there's four different scenarios now last year the share amount that the board determined was 25 cents which was modest but we were also in a in a tough financial situation we are now as well um but but we also have to keep in mind that you these folks have faced substantial inflation um and some of them also had a freeze for a year so I have higher amounts than that this year that I'm recommending so there are two different percentage amounts here one and one and a half and if you look at the different sheets here each row is a separate employee doesn't tell you which one but it'll give you an idea of how it you know impacts the person based on their
wage I do have the units the shares under the units column this is assuming that everybody earns three shares now that that's probably not going to happen it didn't happen last year approximately 2third of the support staff earned three shares okay if you scroll down to the Bott bottom you'll see the current cost so in column C the current cost is the total wages for the support staff group at the bottom column G would have that total plus the recommended increase and then under the budget column that's the total of the recommended increase so at 1% if all support staff employees earned three shares the increase to the district would be $ 51,52 that's how you read that okay column two I'm sorry spreadsheet two is 1 and a half% now I chose one and
a half% because we're we're expecting CPI to be right about what 4.2 Dave yeah 4.2 so one and a half if an employee received three shares would be a little bit more than CPI there's there's the incentive of to to earn that excellent rating and also keeping in mind that these folks Reed less than CPI in the past couple years okay so so that amount gives them a little bit more than that uh sheet three would be if we assigned a certain dollar amount and that one is listed at 35 cents a share and then sheet four would be 50 cents a share so you've got percentages and you've got dollar amounts Dave is there anything you wanted to add add to that explanation no okay questions about why we might choose a percentage versus
a dollar yeah that was going to be my question yeah do you want to speak to choose percentages over a dollar amount um I think on percentage basis when you're talking about that you're talking about a person's cost of living and generally percentage increases take that into consideration so are earning a higher amount might have a higher cost of living because they they may have more more bills than somebody that is earning a lower wage and so providing that percentage raise then maintains that cost of living for all the employee groups are there other questions are you going to present all four options are you looking for one are you going to recommend a specific one did you want our Direction right now I would like Direction right now and then I would recommend a
specific one at the meeting so of the four what's your recommendation one and a half% Dave how impactful is that one and a half% going to be added to what we have to budgetary that falls in line with what we have built into the budget forec model for that first year that we went through the last okay so it's right in line with exactly what we put in there okay I like it do you want to do a straw P benefit yeah let's do straw pull then for uh if you're good with the one and a half% I'm okay with that me too mhm yep yeah cross board okay I will have that for approval in December and so you know um the increases start to take effect once the employee group has been evaluated
every member so likely we'll start with administrative assistance that's what we started with last January um building in grounds right around that time followed by fitness center and then pair professionals at the end of the year and the reason the par professionals are after everybody else is because they they didn't take a pay frees at the same time those other groups did so tried to kind of balance that out as best as we could last year okay okay the next item on the agenda is uh period substitution rate so pull this up here so as you know we currently employ two full-time substitutes the board has allotted three positions we have one that's unfilled um we do have an interview soon uh last year we had had four positions we cut one uh in April
after the referendum failed it's not enough positions to cover all of the staff absences as you can imagine so what ends up happening is Teachers sub for each other on their prep periods and it happens very frequently on days next to weekends so Fridays and Mondays particularly but you also get some Thursdays in there as well and back in4 the district changed their practice from paying an hourly amount of about $33 an hour to giving staff the choice of $25 an hour or one six of a personal day and that personal day is awarded once they've done six okay uh at the end of the year if if they've only done four for example then then they get paid out we don't roll over partial days teachers well professional staff receive four personal days per
year per contract okay there's no current limit to what amount of personal days teachers can earn for subbing for each other so what's happening is teachers are subbing for each other and taking personal days and then more teachers are subbing while they take their personal days days and then more teachers are subbing while they take their personal days and you can see how this cycle goes on and on and on because we don't cap how many personal days some of them are earning quite a few the other document that you'll have in your folder is a spreadsheet that shows the number of earned personal days uh that different teachers have earned so if you would pull that one up for me please Danielle it's 22233 earn personal days spreadsheet so this is our this is
our data from last year each yellow row represents a teacher who has subbed and earned personal days for other teachers so on the left most column total hours earned is 24 that means that that top teacher earned three extra personal days on top of the four awarded by contract the third column is the total hours used so this person didn't use all of them and they used a total of 3.47 so currently if they don't use them all then they roll into sick days in previous years before the board changed the retirement program in the summer or spring of 2022 it rolled into a retirement account so there was an incentive there for people to save those days that incentive no longer exists because now we have the HRA program so people are using the
days they've earned okay I'm not faulting teachers here as we're having this contract they earned them you know so don't interpret this that way they've eared them it's a great benefit that no other District provides and and they're taking advantage of it like I would too if I was a teacher the problem is it's it's not a great thing for kids let's just be honest okay um so so you know as you look through this you can see right there for example row 72 that's a teacher who took 13 personal days last year we're not counting you know perhaps if that teacher had sick days or bereavement or professional days on top of it right that's a substantial portion of the school year almost almost 10% right um we don't want our teachers out of
the classroom that many days I definitely don't and I don't think our parents do either so I'm recommending a a change to the program the other piece to keep in mind too as as you're thinking about this is this has really only recently become an issue because the district used to contract with teachers on call and then when Co hit they lost all their subs right and they have not been able to build up their their staff yet to to really manage the amount of absences that their clients have uh I looked into Recon Rec Contracting with them last year you know they said yeah we we can work with you but we can't guarantee that we can give you the subs that you need we're working on it like everybody else I'm not confident
they're going to find a bunch of people to sub so I I'm not interested in going back to them at this time so it's become a bigger problem because we don't work with teachers on call so I did bring this uh concern to the leadership team um and and um you know I asked them for some proposals I wanted to know you know if we made changes you know what would you recommend and and and um these two ladies are part of that team um the team was great I gave them a couple weeks to think about it they came back with a couple proposals and and what I'm recommending to the board is that we we do a couple different things a little differently than we currently ly doing number one capping the number
of days that they can earn at two so that would give them a total of six personal days for the school year um increasing the number of periods they sub to earn a personal day from 6 to 8 it's six right now because they teach six I'm saying eight because there's eight periods in the day we're talking about plan periods and those are important periods too same that second one again sorry increasing the number of periods required to earn a personal day from six to eight increasing the hourly rate to $35 an hour uh that amount was chosen for two reasons one it's more than the amount we were paying in 2014 didn't want to go less than that um and two uh it's a little bit under what we would pay our full-time Subs
when you take in their wages and their benefits into account okay so kind of in that sweet spot there and then um the teachers had asked if they could be paid in a lump sum at some point in the year um that's definitely doable so allow the teachers to either be paid bi-weekly when they earn it they get it or we would hold on to it and they would get paid in a lump sum at the end of each semester and really with the first semester we could do it before Christmas if if that's what people wanted you know for for shopping purposes and before the holidays I should say not specifically Christmas so so that's my recommendation um just a quick question yes how many teachers are in that circumstance of the uh the
RO 72 that you were mentioning because if I understand correctly The Proposal is being made based on some of the pictures that are probably not using the wisest Choice there so how many do we have in that situation so if you if you scroll through there kind of slowly Danielle um you'll be able to see those are four or five if you look on the if you look on the column B is how many days were're earned column D is how many days were taken now there is a benefit to allowing teachers to earn some extra ones particularly with newer teachers and female teachers because they turn into sick days right um newer newer teachers don't have a lot and if something were to happen you know they could potentially have to dip into a
sick bank or or or just take unpaid days and you our females tend to take more days if they have children so that I want to want to leave some flexibility because I think that's important um but but we also have to be conservative because we want our teachers in the classroom so so scoll through there you can kind of get an idea of you know how many days are are getting earned and used and and it could vary from year to year too based on a teacher schedule you know one year a teacher might earn five extra days because their schedule allows for more subbing whereas the next year might be three you know it just kind kind of depends on a lot of factors to be honest with you um and and so
the board is aware you know uh we couldn't find any other districts and the teachers looked I should say they they couldn't find any other districts um that have a policy as generous as ours the closest one that they reported to me was Central and and and this is still more generous than what central does so we earn two person we get two personal dates and there's no earning of nothing and that's what most schools do right so yeah this this is fabulous but I can understand I know what it's like when I have a sub in my room and it's not the same and I want my teachers here taking care of my kids because you're missing out it's as good as it's going to get and they're just going to batten down the
hatches and hold for it so that the kids are all safe but that's about it so yeah I want him here as much as possible well and and ultimately Ely you know we want to improve our academic performance so we're going to look at the things that might be undermining that and and our teachers not being in the classroom enough is one of those things so while it's probably unpopular with our staff you know I feel like I need to make this recommendation taking any measurements I don't think that will happen no because they're used to this this is a perk of the job and I get that it's a perk it's a very nice perk I like it I think it would be fabulous but that's what I mean that attracts teachers that decide
to stay and do a better job and bring awen that look what you have don't lose it because you know know district is yeah I don't I don't know if it would be enough to to recruit teachers but but it's certainly something that current teachers like and enjoy for sure how do how is it that some of them have uh they're taking more they earned is that because of the two additional I think this is just the total extra earned above their base the four they get four additional days so it would be four plus like the top person would have seven technically four plus the three so they so they rolled about three and a half into into their sick total they used three and a half and they rolled three and a half
in the past they would have got that paid out into a retirement account but we no longer do that let he go and I'm just going to go devil's advocate here is this still too generous as I look at both of you because you're here presenting in an Essence can I yeah it's a working session that's can you can you stand by the thing though just so that if somebody's watching they can hear she'd prefer not but please as long as you're in as long as you're in well I know I um I feel it's very generous yes um I am on that number I sub whenever I can exactly um do I use those days no I can guarantee you I rolled over eight personal days into sub into sick days last year um
my reasoning behind it I have I'm the only one of a with a father my dad is the only one I have um he gets sick it's me so I need the days I want I want a bank cup granted I'm never going to have a baby so I don't need him for that purpose but I see that reason why you know we do have a lot of young staff um Philly who was just here she hasn't been here long enough now she's going to be on maternity leave and that affects a lot so it's a great way to kind of build up that sick B for a lot of people um it took me five years before I got the H situation because I had to take some sick days and I used some
personal days for things so I was subbing to build that bank back up and I mean I've already subbed so like if you approve this I'm already done because I've already earned three days this year so mine will roll over will it affect if I accept sub jobs for sure it will because I mean when I'm subbing that I'm losing a prep as well yes so I mean it takes away from my my prep time to get ready for my class but I also know the importance of having a teacher in the room especially because that's important for the kids so if I can sub in a classroom especially I you know they try to give us English classes so I can sub in an English class and the lesson actually gets taken care of
you know so I mean I also do math and I've done Tech ad and you know I've done it all but I mean I will accept subjects but now it it will be less and less with this the new policy coming in to be honest and so you guys know how that works you know we ask teachers first for volunteers and Don is great about it we have a number of teachers that are great about it uh if we don't have enough people then we go through rotation and they get mandated typically we don't have to do that because of this but it could come to that you know when the policy changes you know we'll just have to go through the rotation and it's based on class period you know there's more teachers that
have one or have a prep one period than another so you know kind of depend basically just going to mandate and mean it in the nicest way but mandate a teacher to potentially get three days in essence potentially we could CH as well like a lot of teachers who do something they don't choose to bank their days they'll choose to take their money I just never chose the money because they the sub were F and far between so when I would get it in a paycheck I'm like why is my check like off $10 or whatever it would be so wasn't worth the time now obviously with inre it maybe but yeah some had said you know $25 isn't really motivating for me by the time you take taxes out you know so the hope
is that $35 you know maybe something they're like okay that that is worth my time Dave random question and and maybe if you were ballparking what would you say is the uh maybe across the board average hourly rate for a teacher I guess where I'm going with this is where where's $35 at salary salary plus benefits no just salary just salary just yes salary $50 40 to 50 it's like double it's like time and a half yeah because they're getting they they didn't lose the pay for the hour that they're subing so it's like yeah4 an hour so in an Essence our teachers who sub potentially and I'm just going to use the person who's in front of us if you're subbing for math or English the kids are going to benefit more than if
you sub for a tech ad because you don't really know what they need to cover technically technically but I also I mean I have done it I mean yes and I have been in um I've been in a welding lab and the kids are welding and I'm reading the directions and I'm going around am I nervous yes because I have these children in classes as well and I'm like I'm not so sure but they do do I mean they they prefer to be learning yes so if I'm willing to go into the lab with them they are appreciative about that and I'm willing to go into Labs I mean I've done baking I've done you know Foods I've done you know a lot of it and we try to schedule them ahead of time you
know if if the sooner a teacher can let us know they're going to be out the better because then you know Lisa can go to the department and say Hey you know we've got an English teacher out on Friday you know is anybody interested in taking these periods so you know that that works out some of the time okay that we approve the propos a later uh knowing that this uh this choice is kind of really popular the teachers like it how many we foresee that decide not to continue next when you say not to continue what do you mean resign say I don't like it I don't think any teachers will resign over this decision Dave how many teachers do we have like teacher teachers that this would apply to we have we have
some teachers who don't sub at all no but I mean like how many teachers like there's 27 that earned more than two days last year so I'm just trying to decide what percentage of teachers we have so we have 80 teachers 80 88 teachers and we have in the 60s teachers there are some employees also who who really can't earn additional days like our coun right right right I'm just trying to see what percentage of teachers took advantage of the over two that earned over two days l year we probably have out of 60 so you have 60 actual like teachers right okay so it's like 50% of the staff that's what I was trying to figure out there so 50% of the staff earned more than the two a lot it but they would
still be paid for that right so if they earn over two it's not like they can't continue subbing they would just have to take a monetary over yes okay it would automatically it would automatically $35 period sure yeah are we allowed to talk am I allow in a working session as a citizen or a High School parent um let me confer with a I think if you asked for citizen input it could occur I don't think they can ask I think you have to solicit citizen input if I'm correct I believe does that sound right Wayne you might be the better Roberts rules than me but I help but I think you have to solicit it you do have to Sol you have to solicit it now you know that she's the comments would come
through the chair right so you have to solicit comments from the audience I don't have a problem with that but I think that's the proper way is there anybody that has takes issue with it no no I I just want you to understand I'm I'm I'm I'm a rules guy so I want make sure no offense I just want to make sure I'm on the Schoolboard at T walart so I get that there's rules to this um so my thought was what about the idea of allowing people to bank them but not necessarily use all of them so you can keep collecting them but you can only use so many I don't know what would happen with the bank hours like if that would be an at the end type thing or if that would
be a an extenuating circumstances type thing so I so I think what Miss quaint is suggesting is allow them to earn up to two personal days then they could earn sick time after that right because that's what a what a bank day would turn into if it went unused or cash gets a little complicated it does get a little comp I mean the other thing I thought would be that you could minimize single days so you're not getting the Mondays and Fridays off and Force if you're going to use over that you would have to use it for like within a week block or something where it's a pre-planned Vaca uh vacation because that's not what we're advocating maternity leave uh Family Matter you know so that it's somehow so so you're eliminating the casual
days off and allowing them only to be used for what Dawn for instance is accumulating them for which is like an emergency or what Philly would need for a maternity but not for Monday after a Sunday night Packer game day off so that's also complicated right it is complicated but I mean yeah so let me ask you this because this is something we run into with federal employees is they'll Bank six sick hours um they'll Bank sick hours and when they get to the end of their career then generally if they have those sick hours to use they use those sick hours and um so is is so that's actually another uh discussion or discussion for another day so when the HRA was implemented the board increased the number of sick days that employees could
have banked from 50 to 120 we're not there yet but we're going to be in a couple years and what what's going to happen is if people get to that 120 they're going to some will treat them like their personal days like they're their days to use right you know so um we'll have a couple years before that becomes an issue but but it's something I think the board will re will need to revisit at some point I mean I mean I agree I I work in the public works department and we deliver utilities facilities and infrastructure that's what we we do and whe whatever day the phone rings whatever the temperature is whatever that's what we do and that's like that's known that that's what we do so I I understand but but I
so I understand the the advantage of having the teacher in because it just it does seem like a vicious cycle if somebody's out and you're subbing for somebody and then you're earning days and then you're can it just seems like it just keeps going and um but at the same time if you are earning $35 an hour and you get a check every semester or whatever the deal is um and stick that in account I mean Dave like like a soft estimate of what can you earn on that I mean to because to me the whole thing is if you're taking sick leave ultim timately it's to cover your paycheck right yeah okay be homesick okay so if you're putting that money into something so that you are home for you know leave without pay
or or whatever FMLA or something where you're not in a pay status but you've been banking said money I mean it it's hard to predict what the cost will be that if that's where you're getting at because we're expecting teachers to be present a lot more often right so there'll be a less need for Subs so if you're looking at this you can't really predict well this is how many hours they earned I'm going to multiply that by 35 it should be substantially less and the whole goal here is to have our teachers in the classroom became an issue postco because Paul they filled almost all of the subing opportuni we didn't have a lot of period subing at that point and so really we be by paying we'd be going back kind of to
the old way of of I mean there were still opportunities right teacher left you had to leave early because they were feel good have a sub but not nearly as much as we have now we only have two in house subs and everything else is good hand for period well and in reality what's our staff count 110 roughly not including to here right or you know so in reality only 50% of our staff is being able to acrew more vacation or personal time than the other St too right because not everyone can sub like Jess for instance you don't have the opportunity to accumulate more so it's in some respect an unfair Advantage for our staff that can't accumulate additional off days and I have heard that from from people we tried to take care
of that before on an average with who Subs who doesn't what is did we ever figure out what the average days off a teacher has can you read so like you have four days you're given with the subs in there when you average what's subbed what not subbed what they take what's the average that's taken in a school year period is it 4.5 five days there's 10 sick days teachers get 10 personal so they 14 allocated at the beginning of the year and then anything that they would earn so I don't know what know the number I don't and and that data is not necessarily reliable either with with Co in the last couple years you know because and it would be higher just because we've had people earning and then using right so it
just be higher than it had been it's hard to say yeah I guess my only other thing is I I I don't want to I don't I don't want to create something that is super complicated on what is the formula or or who gets what I I mean to your point about the number of people to me there's perks to doing certain jobs um and and I get it um but at the same time I I don't want to create uh you know a whole another series of rules you got to sift through on things it seems like Simplicity would be make the most sense but I also want to make sure that I I get it that people need time here and there um and I feel like the uh cabinet especially with the
you said we're like the only District that does this mhm I it's a perk I get it but you're still allowing two days and then if the $35 is a time and a half or or or time and three whatever it equals out to I don't know I see the as long as the 35 I feel like is a balance it's it's a good return on investment for the some the person that's giving up their prep time and it seems generous then well and and uh you know this is the proposal you know the board can know suggest adjustments to that as well what number did your what what did your leadership team come back and request what was The Proposal like not your proposal but do of theirs I do and we okay oh
I have a separate question go please cap personal time earned at 3 days increased the sub pay and Bank it by month or paid out all at once or at the end of the school year and then they also included that Central um pays $263 per class period their teachers can earn one additional personal day by substituting 10 class periods so it's still substantially more incentive than Central and according according to the teachers um they weren't able to find anybody else that allows teachers to earn additional personal days I don't know how many schools I looked at but a few a few in our conference at least do we know how many Central kids at the start of the year it doesn't say does your budget projection allow for full four fulltime Subs next last
year or did you use the two but didn't we have three this year and we couldn't fill it so then one more would be four we only budgeted for this St we actually right okay so it would be three for next year cut one no no no it's it's three this year we have two out of three positions that's what I thought so we four in the in the operating referendum proposal we have adding back one of the you know additional position four yes have Bud for four we have have a vacancy right now not buil into the budget I budget for only stff that we currently have yeah last year we had four and then we cut a position when the referendum didn't pass down to three we currently have two on staff but
there's we have a like you could hire a third because it's already budgeted we just don't have one on we couldn't hire I don't have we have third a lot or three a lot I guess but it's not but it's not in your modeling doing that and that might have been my mistake I just didn't realize no and that and that's kind of why I'm bringing it up is where you know because in theory you'd get back up to four so then some of this would be mute because you don't go out to the teachers until you you don't go to a volunteer first right you use the full-time sub before for you yes but these numbers that you're looking at here were from last year when we had four people oh okay well that's
a wrinkle are we seeing a change that we are going to get a sub a third sub is we have we have a candidate oh good we'll see but it's been open pretty much all year that's probably why it's not in the budget because we haven't been able to fill it all year I think we had somebody allotted for that position and then a pair of position open and that person moved into that stad it's more stable you know what you're doing every day yes I like that better sure okay I'm just GNA go with it is there a reason um she's talking sorry no no you're good no you're I can see that you went with two instead of the three obviously primarily because you want teachers in the class more but that's the
reason so I think yeah as negotiations tactics Go I mean it's reasonable that there'd be some give take into the optimum request well and I told them it wasn't going to be a negotiation you know perhaps a compromise yeah compromise I guess not negotiation but compromise was probably a better word when we just look at this kind of as a I guess it's not necessarily a trial but we'll learn a lot if the board approves this because to me that $35 might incentivize more people to raise their hand and say yeah I'll do it for 35 and take to pay versus the time off I I would I like making money I like saving money I like spending money so I never I never take additional time off I would always take pay um and
and I think not person people that the extra $10 will be enough incentive to say yes I will take that and I will take pay for it and then we look at this like if everybody earns the extra two days then maybe that pays not high enough it's that Continuum of if we offered $1,000 per period everybody would but if we only offered a dollar nobody would but somewhere in there is the right number where we have enough people saying I will do it that I will take the pay and then we know where to good step in that direction but maybe it's not the perfect solution but it's probably better than what we have been doing and then we look at it again six months down the road or next year and say we're
closer but let's tweak it a little bit more I agree with Dave except our older Generations wants money our younger generation wants time off they're more incentivized by a day off than they are about money but I agree get no I agree I know it's 195 I do believe also this might also change this numbers because when and how we can use days has changed as well this year like we can no longer use it before our breaks um and we can no longer um use three days in a row so that affect this because I know some of those numbers on there were staff members who like took a full week Thanksgiving week off what Thanksgiving week off that's two days no like the whole week before spring break days five days be nice
be nice um but I mean that may change it it could affect the change because now that is not an ability they can have so that would I mean obviously that would affect if they're going to sub or not because they were subbing so they could have that extra if their kids are on a different school system than their kids you know then then they have to take that weak spring break that their kids might have different so that's five days so that might be a different effect now because of us having no that ability no longer to do that and the fact that we can't use three days without asking for approval from the district administrator me I know that I didn't even ask this year for because I was like it's not a
once in a lifetime it's not worth it I'm not going to ask for those days off so I'll be honest I think this is they they've hit it on the head I think where this is something new we can present it see how it flows through yes M and it always can be Revisited because we have the group that has can go back and say this we new process went in place and now we see this is occurring or Dr CL can come back and say we are struggling this has to change and it's possible that um the reason the the switch and think you for reminding me of the not before a holiday not more than 3 days was an attempt to get to this issue that the teachers weren't in the classrooms enough
so it's possible by switching this that that policy can be Revisited because you know the the attempt in the first place was to try to get teachers in the class more so clearly maybe that hasn't changed enough you know and maybe this modification is really what fixes the solution and then we could allow a Friday before because teachers are in the classroom 90% of the time now and you could have that other perk back right you know and and and so it may actually be advantageous because this will be the solution not what we thought was the solution and I mean I know that we always took a Thanksgiving vacation so I would put it in as soon as the fiscal year changed July 1 it wasn't like I waited like in secret or anything
no I was like July 1 I need the Monday and Tuesday off before Thanksgiving we leave for vacation right granted a hurricane destroyed our condo so that was n n void for now but it may be back right so I you know I knew every July soon calendar switched and those days were in there so before school even started I had already knew I burned two days right so I was like I need to want I want those days back just in case right so that was the other subbing thing that I did is that I was like oh great before I even leave for Thanksgiving I've already earned those two days back so I'm good right so so I guess my one other caveat to this or thought on this would be back to
the like comparison with Public Works is we have people that are on call so someone has to answer the phone after hours so if I'm assigned on call and I want to go on vacation or go wherever then it's on me just hey can you cover me for these days or whatever and I'll you know I'll cover you later on or whatever the deal is somebody's still answering the call just like I mean I I I I do feel like the the thing I just keep going back to is the problem is people not being in the classroom and the focus of the reason we're here as much as I want everybody to be able to go on vacation whenever they want to go or or or you know whatever you got going on um
but it's we're here for the kids and not just some kids all the kids um in the district so um I want as much as I want to make sure we're taking care of the teachers and being generous with the hourly rate I I I we're here for the kids and I mean that's why I'm sitting here on a Monday night at 5:45 so just like the reason you guys are here I think the happy mediums there it can always be re Revisited so I'm happy to move on if everybody else is no well well said we got to do what's best for the students at the end of the day we know We Know by contract it's already more generous than anybody else with the four days so we're talking about above and beyond
that here like what's best for the kids so okay well then I will bring that recommendation forward on the 20th thank you guys share with the staff thank for talking thank you okay the last item on the working session agenda we're a little late on our special meeting we start that when we're done here is the wasby delegate assembly resolutions so so the wasby conference is coming up here in January and Mr tranjo uh so graciously volunteered to be the delegate representative for our district so just a reminder the way this works is he's not actually voting on anything that will be in policy he'd be voting on uh the position that wasby would take toward policy at the state level so wasby is going to say you know this is how our constituent feel
about you know this particular thing that particular thing right um so there's there's a bunch of resolutions in here um and you know Mr trano have the option of you know making his position known on these either through talking Andor voting or he can abstain you know and some of these sometimes appear to be kind of ticky Tac language things and some of them can be pretty significant you know so for example there's a a recommendation in here to make um School meals universally free for students right that's a substantial position to take there's another one that has to do with uh preventing biological males from competing in Wisconsin K12 Public Schools all female sports so transgender students participating in in the sport of their gender identity okay so there's some significant ones in here
um and and really the board's not taking any action here but this is an opportunity if you want to voice your position on any any of these topics to Mr trono um on how you'd like him to consider to to vote when it comes to the delegate assembly so I believe when I had the pleasure of doing this last year I gave a cliff notes version of all of them and then allowed when is the meeting is it in j January it's in January yeah so if maybe Wayne would love to give a cliff notes to see if there's any particular ones we'd want rather than everybody reviewing all of them that would be my vote recommendation I want free lunch that's what I want it's seven bucks a day here I'm being selfish so
there we go fre lunch for children thank you would you be willing to highlight just whatever is Cliff note or yes probably be in December 13th or 14th time so yeah perfect I figured you had it covered okay shall I put an item on the December board meeting agenda then for Wayne to give some Cliff Notes you can they You' always just turned loose that's fine you know what I'm good with I mean unless that's fine I already told one that's my personal biggy unless there's any real hot ones I have full faith in you I'm good with that too anybody else want to hear the you can do hard things um I I I would say put it on the agenda that if anyone wants to review everything and we have something we want
to present to Wayne we can but I have full faith in Wayne I mean I read it but I'd read it a different aspect now knowing truly was needed to read through all that that if we could have it on there that if we have any questions or anything we can present it at the board meeting but if not we can just pass right over it going no one has any action taken or actions needed on it opportun nice if that's okay with everyone sure guys good with that yeah all right I will make a note of that it'll just be an agenda item if there's anything that you want to discuss that'll be your opportunity to do it otherwise we'll turn Wayne loose yeah have it okay and that's everything I have for the
working session thank you move to a journ i second it right all those in favor ofour let's take a quick five and then
