Aye. Hanson. Aye. Okay, the motion has Item number nine is with agenda item request from Mr. Acklin, and this is regarding the vision and audiology services that we provide with other related special education services. Um, do you want to start off the discussion? Uh, yes. The big thing to understand with the almost monthly checks we write to CESA, um, which for the people who don't know what that is, that's the, um, Cooperative Educational Service Agency. There's 12 in Wisconsin. And ours, uh,

Oshkosh. So, we we have a contract with this nonprofit. Um, now my question is, we also contract with the School Nurses of Oshkosh and the Lions Club of Winchester. And one does vision, one does hearing. So, that's what I'm trying to figure out. We have seven IEP students. And I want to find out, uh, which who's servicing who. You know, unfortunately, I can't share the logistics of what students are receiving what services. Um, we contract with CESA 6 because those staff members, the itinerant staff members, are licensed by the state of Wisconsin to deliver those services. Nurses are not able to do that in terms of equipment and any rentals from Lions Club, we can't utilize those supports or services because we utilize that with our audiologist who maintains all of the equipment for our

students. So, is CESA taking care of our IEP kids? Yes, they're servicing our seven students who you had questions about. Okay. So, school nurses of Oshkosh and Lions takes care of the rest of the population. >> I don't I don't know about that question, but in terms of the services required in students' IEPs, the itinerant service providers from CESA 6 do service our our seven students who need that. Team Weaver, we have our own district nurse. We don't contract with CESA for that. >> But, don't the UW Oshkosh come in as part of the public health rotation? Yes, that is a that is a separate entity. So, they'll come in and do community service hours under the oversight of Jenny Krause. Um, but that's not necessarily related to our students with disabilities and the services

they require. And the Lions Club, they come in voluntarily every year and do the elementary students' free vision screening. There is no cost. They do it at an annual service for our district and they've been doing that for a number of years. And that's the same with the UW Oshkosh they come in for community service our community health hours and they coordinate with Jenny Krause to be able to accomplish those, but she's overseeing that in the year. And just for a point of clarification then, >> [snorts] >> um I mean, is CESA kind of our only option to address the students with the IEP and the audiology vision issues? >> Good question, Joel. Yes, because these are low incident disabilities that we don't have enough of a population to have on staff, an audiologist or

um deaf and hard of hearing teacher and a vision impairment teacher. Those are very niche positions. Um so, we utilize CESA just because, like other districts in the area, they need somebody very um in a very minor capacity, but we still are required to give those services to the students. We've talked about um sharing costs with districts in the past. A few meetings back, we approved a contract with Amro for shared services. And like a lot of our smaller school districts, we cannot afford That's why we we go with CESA for services, as well as we we do reach out and talk with other school districts for shared services, so that it's a benefit for for both of us. Oh, yeah. I understand that, Mark. Um so, back to CESA 6. So, to date, for

this year, we've already spent $52,300. I understand, quote, "We're hearing aids are expensive." Um I'm just wondering why, I mean, January 2026 is $18,800. February 11th, it drops down to $12,270. March was $6,215. Then for this month, it jumped up to $15,000. So, I'm just wondering what what is is going on? Are we having different cycles of testing? Or all of a sudden, someone's hearing aids coming due? Um so, I'm just looking at the itinerant services schedule or the the bill that we have, and it's not matching the same records as yours. So, I'm wondering if there's a lumping of CESA costs, because we're not at that point. Um so, we can talk about those financials later on. I just don't know if it's being combined, cuz it shouldn't be that. But in regard to

um I guess costs fluctuating, we do have students who are evaluated for special education services, and we need, in order for them to for to determine if they qualify, we need the specialist from CESA-6 to be a part of that evaluation to determine if the student does meet that impairment area. Okay. Lauren, can you talk about as well beyond the means as far as some of the mandates that we are we have to offer in some of the areas? Yes. So, um for a student with let's say um who qualifies under deaf and hard of hearing, um that student usually is working with the deaf and hard of hearing to um offset some of the things that a typical student wouldn't need to. So, um they work on compensatory services, assistive technology, um they're often

working on self-advocacy skills, making sure that they understand the ADA law. Um so, that's a big part of the service. Audiologist does a lot of the I would say hardware, if you will, um making sure that our students' FM systems, teachers', um mics are working. A lot of that is just maintenance of the of the equipment just to make sure that our students are getting what they need um in terms of sound and and quality that way. Um for the vision, a lot of our students are um receiving support in um technology so that they can access certain components of of instruction um just so that it's accessible to them because of the vision impairment. So, all these are federally mandated, so um we we're grateful for the support of CESA-6 just because we wouldn't

be able to um provide those services without their support. So. Okay. Well, I don't want to beat the horse the dead horse anymore, but um the last thing I wanted to ask if we can ask CESA, can we have a general breakdown of charges? Just a little bit of nomenclature there just to describe you know, that'd be great. I mean, that would be a paragraph just Well, and and I think yes, and I think um at CESA, they have different centers, right? That kind of manage their the services and supports they provide the district. So, I work out of one center that, you know, houses the itinerant service teachers, right? So, I get billed for that and, you know, there might be a different department within our district who gets a different bill. So, um

I think that's where the numbers might be off is just because different centers are operating in a different way. Mhm. Well, you mean my numbers might be off? I'm thinking they might be because they're not matching the breakdown of the itinerant service teachers that we're we're discussing Oh. Cuz I had the actual check numbers and everything. So, you know, that's what I'm going off the actual check numbers written. And then I'm wondering if it's a coupling of other CESA 6 services outside of the teachers that we were talking about today. There might be other charges from >> services that we put a CESA 6 for us. >> Yeah. Yeah, but if you could just you know, [clears throat] so I don't have to keep bugging anybody, if you could include a little more nomenclature, that'd

be great. I will ask them to I have it in my notes staff meeting. >> Okay. Thank you. Okay, so is there anything else um on that? Okay. Moving along to Alice drill report. Is there any discussion? Yes. Um I have some questions on this. So, um this report Who actually came Who actually developed this report? Who actually came up with this report? Was this a report that um we as a school as a whole came up with? Who Who was the input that came up with it? >> After um I I got it. Sorry, I didn't have that page yet. Sorry. Nope, that's okay. Um You're talking about the report I'm submitting to you for approval. Yeah. We get feedback from the teachers. So, after the drills are done, we say, "How did they

go? What worked well? What needs improvement?" Hence why you got um the end there, the request to have vests in the backpacks. That was an elementary request, the bright vests so they could cross our kids more safely at Main Street. Um what was the secondary request? Do you have any Sorry, I still don't have that picture. Um so neon vests, uh do both drills in the fall. Yep. Oh, yeah. And they say do both drills like we did other conversation drill initially and then this drill, they actually walked to their designated areas. So suggested that we do both [clears throat] drills again in the fall. And we don't have to vote on that like I had asked you. We just implement the changes. Exactly. But we do need to vote on the actual report cuz

it needs to get submitted to the DOJ. Okay. I move to approve the Alice drill report. Um I have a pause so I I have more to discuss on this now. Um I So my concerns with this is I mean we're we're going to submit this and you know, I'm very I'm very um vested in um the safety of our children. And how What have we thought about um or have we presented this to our school resource officer? Um has he reviewed this? Has he given any thoughts to this? Has he had any input into this? >> very involved in all of our drills. Has he given any input into this? Not this specific one cuz I think he feels the drills go very well. There's other times where he's helped us through this entire

process. If you recall um I'm trying to think how many years ago the Appleton West or excuse me, the Oshkosh West incident was where the students there was this the stabbing of the I believe I'm very So we had We probably spent weeks updating our policy, re-looking at things cuz previously we had gone to the Kimberly Aquatic Center as an evacuation site for middle school and high school. When we saw what happened at Oshkosh, we knew that site was no longer appropriate. We needed to barricade ourselves at um it's called 20 Park still, I'm sorry. The park down here. So, he's very engaged in this process with safety. Now, what is the criteria? So, we have to Let's just start from the Let's help me understand. Obviously being new to this, um help me understand.

Every year, we have to submit this to the DOJ. And this is our report to them that says that we had an ALICE drill and this is what happened from it. How What is the process of this? Please help me understand this so that we know. Well, we only have to do it once a year. We actually do it twice cuz we always do it during the fall and the spring or we choose to do that. It's required of us because Or what is >> Five years ago, we got DOJ money. So, there's a grant available and we were able to um submit our grant requests for some dollars uh in regards to safety and they supplied us with uh safety film. film for our windows. And what is the DOJ requirement? To do the

drills. >> do the drills. and do the drills and get it approved. That's the only requirement that they have. Yep. It's just to do the drill. Yep. Practice the drill. Make sure our kids know what to do. >> this paperwork and that's it. Yep. It's uploaded to the DOJ. No requirement as to a minimum that your drill has to include XYZ. No requirement whatsoever. Not that I'm aware of, no. We've been doing this for How long has this been? >> [clears throat] >> Four or five years and um they've accepted our paperwork and When we originally submitted for the grant, we put all of our procedures in place at that time so that we could get the grant money and it was specific to safety. Um Mrs. Werch did make a motion to approve this.

Was there a second? No. No. Um in addition to this, um I understand she has a motion on the floor now. In addition to this, I would like to, in the future, um look into reviewing this with um with the school resource officer, just to make sure that we are doing as much as we possibly can with the kids to make sure that they are at the optimal safety and to make everything that we possibly could. Um would you like him to be part of the Yes. >> I would appreciate that. >> Definitely. We'd definitely like to Yes, definitely definitely make sure that he he is in um getting his input on just just hearing what he has to say. Um even if he would just give like some kind of a of a little

bit of a breakdown of what he would think of anything that he could possibly have to offer on this. Just uh just to clarify So, I I just I think this is a separate matter from what Mrs. Autumn is bringing up. This is approving the drill. It sounds like she's looking at an agenda item about perhaps clarification clarification on the whole drill drill process with then Officer Homer's input. >> Yes, thank you. Okay, thank you. That'll be great. Thank you. I'll second the motion to approve the Alice drill report. Thank you. Um so, motion by Barrett, second by Hanson to approve Alice drill report. Roll call, please. Ackman. Aye. Autumn. Aye. Coney. Aye. Flagg. >> Aye. Calvert. Aye. Barrett. Aye. Hanson. Aye. Okay, our contract with Peel School District I make a motion to approve

the uh contract. Second. Okay, I have a motion by Hanson, second by Coney. Is there any questions or discussion? Just uh I just want to make sure, Peggy, you said look like it's changed from prior years? Amazingly, it's not. Okay. I even said to Carrie at the last meeting I assumed it would go up in price. And I apologize for having that handbook on last week and the contract. I just wasn't aware it was coming so soon. But there are no changes. Again, very surprised but very happy. Okay. Anything else from the board? Roll call, please. Um I Kuhnly? I. Blake? >> I. Calvert? I. Barrett? I. Draeger? I. Garrison? I. Okay. Open enrollment in for 2026-2027. Anything from the board? I'll make a motion to approve the open enrollment for the '26-'27 school year

as presented. I'll second that. Motion by Hanson, second by Was that you, Mr. Patton? Um Any other discussion? Roll call, please. Kuhnly? I. Blake? >> I. Calvert? I. Barrett? I. Draeger? I. Garrison? I. Hanson? I. Okay. Motion passed. Moving on to number 13. State of Wisconsin school funding update. I believe we are hearing from Mr. Siebert. But our hopes and dreams have been shattered. I just wanted to bring you some good news. As was mentioned earlier, you know, there was good talk last week about potential changes to funding over this year but uh larger amounts for next year. It was positive Monday, Tuesday, Wednesday, and then by Thursday it had failed I think Wednesday night, late Wednesday night. It would have increased this year's special ed aid almost $140,000. Next year uh almost $380,000. And

then general school aid would have gone up uh over 560,000. I'm not here to say, "Hey, look what you didn't get for Christmas morning." I'm here to say maybe this isn't dead yet. There was some news reporting just today that I don't know if they're talking. I don't know nothing other than hopefully this isn't done, so you know, there's still a lot of time left. I don't think their session is done until maybe next month. And uh it seems like there was enough interest cuz if only two people had two people just change a no to a yes, it would have passed. So, if there's that much interest, I would think there's at least some discussion going to be going on between now and hopefully July or August. And they've made later deals than this,

too, much later. For our new members, why that special education so funding is so important cuz essentially we're transferring money from our general fund into special education. So, by not doing that, we're not having to do as much, our fund 10 is able to keep that money in its fund. >> [snorts] >> I think it's safe to say that we're all >> [clears throat] >> bummed out by that one. Um anything else on >> [clears throat] >> state funding? Well, okay. We're moving along to admin reports. Should I open and our packets? Was there any questions from the board? I just wanted to point out that I had given uh Mr. Katie a call as you saw in your board package probably within the last few meetings. We installed those skylights and there was some

issue as far as sealing and leaking, and I reached out and we have it uh solved. The company has been very good about coming back and making sure that they're sealed, and as of the last rain, according to the report that Steve gave us is um everything's sealed. It looks like they're not leaking, so that was my concern when I reached out to you. I was glad it was under warranty. I just would like to um recognize Mr. Jerabek and thanking him um for what he how he's educating our students on the AI chatbots and how that can be detrimental. Um he shared that in his report and that's very important um moving into this new territory that we're all experiencing today. So, thank you, Mr. Jerabek. You're welcome. Anything else? Um I do have

something if I could add at this point. Um we did get a quote for the new desktop phones for our entire school district. Since we're ordering I think 220, the entire bill for this purchase for our district is going to be around $22,000. I know that's, you know, above the threshold. It was part of our original budget for this year. So, I believe it's something that doesn't necessarily require board approval at this point, but I just wanted to keep you guys aware that we'll be proceeding with that upgrade since we weren't able to finish the whole server renovation project this year. So, it's all within our budget, but just keeping you guys aware when you see that big ticket item of $22,000, it's part of our new phone purchase. Thanks. Appreciate the heads-up. Mhm. Um

anything else for admin reports? Okay. Moving on to board reports. Um any communications? There was none. Okay. I just would like to add one thing um and congratulate all of our senior students that received a scholarship last week uh Wednesday. I believe it was um scholarship night for our seniors with all of the Ashwaubenon Foundation, the Winnebago County Foundation, as well as all of our our local groups and entities, as well as the school scholarships, and so on. Um in the relative area of around 100 and some thousand dollars was handed out. So, um we have a lot to be proud of here in Winnebago County, and certainly support from all of our donors in our community, and so we have certainly appreciate that ongoing. So, thank you. Okay. Um committee reports, human resources and

finance. Um we did not meet. I did though uh sit in on the assistant principal uh for the elementary school interviews, which will be discussed discussing in the closed session. Okay. Marketing and public relations. Nothing. And policy. Nothing at this time. Okay. I would entertain a motion to adjourn open session and move into closed session pursuant to the statute 19.851c for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specific topics to be discussed, review recommendation for the position of assistant elementary school principal. So moved. Second. Motion by Hanson, second by Blake. Roll call, please. Blake. Aye. Halverson. Aye. Harris. Aye. Jacobson. Aye. Jacobson. Aye. Kuhnly.
