I will call the meeting to order. This is a meeting of the Winn County Community School District Board of Education. It is November 3rd, 2025 at 6:30 p.m. We are in the Winn County Middle School Library. Meeting notices are sent to members of the press, members of the school board, and were posted on the front doors and/or in the vestibules of district school buildings. This is a meeting of the board and public for the purpose of conducting the school district's business and is not to be considered a public hearing. There may be a time for public comment as indicated in the agenda. The meeting will also be available to watch live at www.youtube. at youtube.com/winnani. Please stand and join me in the pledge. I pledge allegiance to the flag of the United States of America
and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Roll call, please. >> Stallesnner, >> here. >> Calartz, >> here. Veric >> here. >> Aman >> here. >> Harder >> here. >> Kundi here. Hansen >> here. Uh recognizing our admin team, we have Dr. Hughes, Dr. Larson, Mr. Maner, Mr. Katie, Mr. Jerbeck, Mrs. Horvath, Dr. Mashad, Mr. Pitch, Mr. Shrader. Um, and visitors. Um, I did see that some of you signed in. if you haven't, there is a sign up sheet uh in the back for you to sign into, please. Um, and now is the time for open forum. And there is no one on the list to speak, so we will move on. Um, and I would entertain a motion to approve the consent
agenda. So >> second >> motion by Cindy, second by Harter to approve the consent agenda items A through K. Any questions or discussion from the board? >> Just one correction on the minutes of the annual meeting on one of the votes. Each of these votes for the annual meeting of course are certified and the copies that were certified were correct. with the roll call on IB-3. Um the motion that was proposed of October 19th um by myself and seconded by Harter to authorize the school board to reschedule the annual meeting as necessary. The vote was actually 31 to zero in favor. Uh the correction is 31 to zero, not 31 to 30. There was 30 residents in attendance until at a certain time and there was 31. So if you do see within the minutes
of change of 30 to 31 um when we do the meetings I take a head count and those numbers have to be certified for the annual meeting. So that is the correction. Okay. All right. Anything else? Roll call, please. >> Stner. >> Hi. >> Cowarts. I >> Veric. >> Hi, >> Ecman. >> Hi, >> Harter. >> Hi, >> Kandy. I Hansen, >> I uh request for proposal chapter 3. >> In your packet, you had regarding the request for proposal chapter 3, the district's facilities finance. I don't know if you want to add anything. Um, sure. This is really just the very very very early preliminary stage of to continue our planning for our facility needs. Um, as uh you may have gleaned from the the board notes and and information from Peggy, uh the road
getting to uh the remodeling of the middle school was a very long road. Um, and so it's just good to to have that planning in place. It does not mean we're going to be going to our voters anytime soon for a referendum or anything like that. It's just allowing us to start uh do another deep dive into our facilities, see what our needs are, see what the longevity is that we have, and and go from there. I'd like to just add a bit to this. Um, for those of them that are relatively new on the board, um, as well, our journey to the future started, I believe, way back in what 2016, 2018. And that before that >> as far as >> 2010 >> as far as the the the facilities yes even before that
but the latest that we've been talking when we did the middle school started in 2016 2018 at that time if you remember when we talked about the phases within our campuses and buildings we literally had a vision and and placard boards as far as looking to where we could facilitate our facilities in the phases and the stages and each one of those as we've taken at that time to start with our elementary whether it was the fiber optics or putting in the heating and air conditioning even as far as when we did the steam and the art center and so on. All of those were in phases and stages within our vision of our journey to the future. We've seen this before and now we're at the point of of looking at another stage of
a vision or facility updates within our district at our at our campus for elementary. So what we see here is is not really new to a lot of us. Um those of you that are newer on the board um you know this is the time if you have questions um because you may not have seen or been a part of some of that that visionary uh study and or mission that we've looked at as far as our journey to the future. Um but at the time when we did even the last phase we talked about the the expectancy of our current elementary school at potentially 10 years and beyond but for sure 10 years depending upon of course the updates and as well I've heard comment out there I can assure you as long as
I've been on this board and our facility manager and so on they have done an utmost job to maintain our facilities and they've done the job that we expect as a board. I've heard comments out there that well the board and and the district isn't keeping up their facilities that's why they're looking at this. That is not correct. I can assure you for the time I've been on the board that has been one thing to maintain facilities as you may have seen at our annual meeting uh the comment was made for instance the skylights in the high school. I was a strong proponent to make sure that those were protected and taken care of to look at the budgeting and the monies for those. That was an item for sure when you want to talk
about updates and keeping our facilities that we maintain this board um to maintain our facilities, make them useful and safe. >> And just to piggyback on that, um that's why there was a determination to address this building, the middle school, which was quote unquote newer than the elementary school based on the the structural needs of the building. But um also being involved in just this chapter 2 uh the the board involved at that time which went back to 2018. I mean we're extremely cognizant that we uh live in a very fiscally conservative community. Um and that is always at the back of our minds when it comes to things like this. um you know, our first referendum failed and and we we took that to heart to get this this building uh renovated. So, um,
>> I think the other thing, too, is is I'd like the community to know as as with the the previous phase two and even with phase one, we send out surveys to the community um to get input from the community and and what they would like to see. Um, after the first referendum failed, we sent out another survey and asked the community, you know, what what what would your what would your threshold be? And so from that we were able to move on to the middle school. So we are um historically and presently I feel like we're uh pretty good at sol soliciting the community input and I don't I don't see that changing. I think we'll continue to do that and and um get input from the community about um different paths we can
take. So, >> in light of all that's been said, I would like to to make a motion to amend tonight's agenda to remove item six, request for proposal for chapter 3. I am making this motion because the closed door committee meeting held on October 6th did not fully meet the requirements of holding a closed door session according to Wisconsin statute 19.85. 85. The exceptions in this statute are very narrow and based on discussions with attorneys. What you published on the agenda did not meet these rules. Therefore, any discussions or outcomes of this meeting do not meet the legal requirements of a closed dooror meeting and are considered null and void. It is my understanding that the topics of this meeting must be reviewed at an open forum meeting or if the RFP topic meets the
requirements of a closed meeting, it will need to be clearly identified in more detail on the agenda and will need to be held at a separate meeting. I continue to believe that this topic does not meet the statute. As stated at the last board meeting, this meeting is also considered null and void. As two sitting board members were denied access to this meeting, which also violates Wisconsin statute 19.89, which clearly states that no dulyeleed member of a governmental body may be excluded from any meeting unless their present conflicts with the lawful purpose of the closed session. I don't believe our attendance at this meeting would qualify for this exemption. Therefore, I move to remove item number six from the agenda. >> I'll second that. >> Okay. Motion by um Aman, second by Kowarts to remove
uh item number six, request for proposal for chapter 3 from the agenda. Any other questions or discussion? A roll call, please. >> Cowards. >> Hi. >> Veric. >> No. >> Aman. >> Are we voting? >> Yes. >> On on the motion that you made. I >> Yeah. Carter, >> no. >> Kundy, no. Stellner, >> no. >> Hansen, >> no. >> Okay. >> I move >> to approve the request for proposal for chapter 3 for the Winn County Community School District. >> Second. Motion by Veric. Second by Hansen to approve moving forward with the request for propo proposal for chapter 3. Any other questions or discussion? >> I can I say something else? >> Sure. >> Um it's just I just can't believe the speed of this. Um it's like I don't even know if we
ever had a lessons learned session or meeting about this last construction project. What worked? what didn't work, what would be different done differently. Um, and then the my other big problem is with big or unreversible decisions once a building is renovated or rebuilt, I think it should be done by a committee. Um, it's just human nature. If you only have one or two people making a big decision, if a mistake is made, well, not only do I feel bad for that person, but how do you reverse a very expensive problem? I mean, let's say our our little short lockers here in the hallway, we're going to be living with those for 20ome years. I mean, it's too late to say sorry now. I'm not sure if this is a really short process though >> because
this is going to take most likely a few years if I'm not mistaken, right? And involve the community as well as a large number of people including multiple board decisions between here and there. >> Correct. This isn't So just to clarify our committee process, the committee process is whether or not to bring it to the general board. And so the committee said yes, bring this to the general board for discussion and voting. So once if this is approved, um bids it we'll go we'll get the the the request for proposal out to the major contractors in the community and then at that point there is um a committee that meets that comes back to the board when decisions need to be made. So this isn't I mean the the chapter 2 we hired my right
in 20 I think it was before 2018. >> Yeah it was. >> And we started having meetings in 2018. They did um the building the facility study which that took a while and it was very informative. And then um we didn't do a survey until 2020, right before CO or right after CO. >> The first survey I believe was in April of 2020. >> Yeah. So we're we're talking that was two and a half three years from hiring Myron at which time I don't believe we make any payments to my or or or the contractor I shouldn't say my I don't want to misspeak um but for chapter 2 and I mean we didn't go to referendum till 2023. So, this isn't something that um you know, we're we're throwing a dart at a dart
board and and and having at it so very quickly. It is a very thoughtout process. >> I' I'd like to add I sat on the advisory committee in 1998 when we built the high school. That's quite a few years ago. when we want to talk about the process and putting things together, we had an advisory committee that was um part of the community, parents, teachers, adviserss of the school. Um when we did this with the middle school, we actually went to every section within the school to sit down with each of those groups and the sections to determine space, the layout of the the rooms and the buildings, just like we did with the high school. And we built that way back in 1998. Um that was a process that high school when we built
that we had I have still the records being the recording secretary of that we had over a hundred meetings before we move that high school forward to build way back then I can't imagine that it would move any faster uh as we go through for the elementary if there are any updates that would be coming forward the process is going to take time gathering and putting together you know location size facilities sections and so on so forth. Um at some point in time we need to put something in place to at least start looking at facilities. Um I sat on the board here when we determined sections within our grade levels of the elementary. You know having six sections we have a list of of waiting of waiting parents with children that want to come
into our school. we have to physically videotape um and take and pull numbers or names out of a hat for some of our grade levels. Um looking at that as it has been at least for the last four or five years, what is that doing for parents and students that want to come into our school district as far as our open enrollment numbers which we're going to, you know, review tonight as well. um you know at 800 and some school students at the elementary and space and so on um I can't imagine why we wouldn't go forward and look at something to uh facilitate our district to move forward to maintain numbers. We can be very lucky in our district that we have not had the declining numbers like other districts have across the state.
But as we look at enrollment and so on and so forth down the road that potentially could be coming um that will affect our budget um with our open enrollment. We have well over $2 million benefit at this current date and those are numbers that we look at very closely um when we determine whether or not we want to build or move forward and even our operational budget. So, um I I just caution you to to think that the board is not going to be transparent, which we hear a lot out there that we're not being transparent. Um we're giving and telling you everything that we can. I can assure you that. And if you have questions as you're moving forward, you know, come to our meetings like you are and I appreciate the attendance
we have, but the process is not going to move fast. I can assure you. And it's going to be inclusive to all of of the survey as as President Hansen mentioned and so on. Mark, just to correct you, um, we have seen declining enrollment at Winn County uh, school district, just not to the extent that it might be seen throughout the state of Wisconsin. So, I I just don't want anything to be misunderstood um, or misrepresented, right? >> Um, and and next year we do we are graduating a very large class. What 150ome students? >> Just about. >> Yeah. So, that's going to make a difference. But, um, you are correct. our our elementary school is busting at the seams. Not to mention in tonight's um facilities report, we're having some issues with some plumbing
and um you know, >> out of curiosity, is the RFP is this going to be something where we are trying to purchase a building for or is this just looking for next steps to take? >> This this is just to lay out options. Um, and we need someone who um a general contractor or general manager, project manager to oversee the the process and to make sure that those that know schools and and can look at things through different lenses give us the most appropriate options. And we did that with the middle school um you know when we were we were looking at what to do with this >> and then we can adjust what we're doing based on what the community wants. Right. >> Absolutely. Absolutely. This is just the very very beginning of the
process to know. I mean you know I don't I don't know if we should build if we should buy land if we should renovate if we should raise and rebuild. you know, I don't think any of us know that we need someone um to spearhead that and to take a look at things from an objective scope. >> Out of curiosity, Dean, would it be possible to instead of cancelling this uh vote, decide to go and postpone till next week when you can have a meeting with uh finance? We >> we have a a vote on the table right now. >> Oh, sorry. >> Yeah. >> Move to vote. I just had one more comment. >> Yeah. I have a question as well. You can go ahead. You were >> first. I mean, I didn't even
know what an RFP was until Saturday. I was out of town. >> So, that's why I'm so alarmed. This is just so sudden. >> I mean, >> it's not though, Dean. It's not. >> How about How about our new business director? Has he even had time to look at the numbers? How do we just came out of a referendum? We have we even paid any of the debt down and we're already looking at another debt. >> We're not we're not looking at going to referendum. We are it's a planning stage. It's a process. >> Mhm. >> So I mean like as as I mentioned the the last RFP started in about 2017. We didn't go to referendum successfully till 2023. That's six years. And there was a lot of planning in the interim and um
and it's you know another great thing that came out of the last one was the facility study really showed us what we can address with our funds. Um we we can't close a door if you just closed a door. We can't close doors. >> Yeah. >> Because it's an opening. >> It's an open meeting. So we can't close doors. >> Yeah. We just have to live with >> Yeah. the background noise. Um, so we're not this who knows if this even ends up going to a referendum at some point, you know. That's that's not the goal of this here. >> Yeah. I mean, I'm not against new schools. I I love it. I mean, I love new shoes, a new car. I mean, you know, I'm not against it. It's just the timing just seems
unbelievable. It's like, where did this come from? >> Well, if you if you look at the the timeline, the chapter one, that referendum was in 2016. They built the STEM and the the um >> art center and that same year if not within a year they hired they went out for another RFP to get the contractor for this phase which was the middle school build. So it's it that piggybacked and if you'll notice we didn't really go for this referendum till we knew those monies were falling off because knowing we're in a fiscally conservative community. So, it's it it I understand where you're coming from. It seems quick, but the process is nothing. It's far from quick. >> So, if if we're getting bids, how can this even work? How can a contractor give us
an accurate bid if it's not going to be started for three or four years? >> It's not for a bid >> for construction proposal. >> I recommend you actually read the RFP again. This talks about a whole facility studies. It outlines everything we're asking them to do. We're not asking for prices on a new elementary school. We're asking for a document that was emailed to all of you with all of the facility issues that they identified previously. This is what we'll get from them or something similar. We're not asking for bids for a new building. We're asking people to study our facilities, show where are some serious or grave potentially harmful things in our school, i.e. maybe um a furnace isn't working properly and we're going to have to replace that system. I don't believe
that to be true, but that's where they do all this work. Nobody's asking for a bid for the elementary school. That is all outlined in this RFP. and I would just suggest you just review it again because that's not a part of it at all is asking the cost for a new elementary school. >> Um, so I have a few things. So historically, chapter 1 was a referendum in 2016 for $12.5 million. Chapter 2 was in 2023. It was a referendum for $28.3 million. So, I think to say chapter 3, which is what we're discussing tonight, to say that it doesn't eventually lead to a referendum, I personally would find that hard to believe just looking at what chapter 1 and two were. Also, um, we're still currently paying on both of those. Do I'm
sorry, I know this is kind of out of the blue question. Does anybody know what the how long those will be on taxes? >> I believe the um >> I know. I'm sorry. I >> you should have asked before. Yes, I would appreciate that. Um I believe one of the debts falls off in 2032 and we're very cognizant of that. We like to keep the levy steady all at all times. We're very cognizant of those sorts of things. Um, again to I think it's really presumptuous to assume it'll end in a referendum. Like I've told anybody who's asked, I have no clue how this ends, but all I know is we if we don't start this process sooner versus later, we could really find ourselves in a lurch and I don't want to be forced
or rushed into any sort of um now we must do something and we don't have a place for 825 kids. >> The other thing I'm sorry, >> I'm sorry. No, I just want to respond to your the other referendums. We didn't proceed with those until we had good input from the community. So, it's not like we went out and said, "Oh, we're going to do this and we're going to do this." We had very good input from the community when we proceeded with those uh chapter 1 and chapter 2. And we knew when we started chapter 1, we knew there would be a chapter 3. >> Uh that's all been in the planning. I don't know if you went back historically that far. It's quite a few years, but that's all been in the planning.
We knew it was going to be one, two, and three. And if you, you just said yourself in 2016, we did the STEM and the WCAC. In 2017, we started the process for chapter 2. So, there there wasn't a big gap in there. So now knowing that we were going to have chapter three now we we want to move on that. >> I understand that. I just I want to keep our I apologize Dean. >> Um I want to keep our taxpayers in mind like especially I don't know what all the municipalities are but I know it can be quite quite high for those that live in the village. Um so I want to keep that in mind. Also, I of course I want the best for our kids at the elementary school and our
students at the elementary school. I have kids there. Most of the people here have kids there or in that building. So, it's not that I don't care for that. Um I just I want to be careful. And I think also having just you being newer and there are several of us that are newer and haven't gone through this yet. Um we just got this Thursday afternoon. Personally, I'm uncomfortable with going forward with it just without knowing more about the process, I guess, if that makes sense. You know, just it's it was it's a lot just to that seems to kind of have come out of the blue sky to me and we only had, you know, got it Thursday afternoon and now we have to make up our mind on it and I I would
just love some more background information on it before I have to make that decision. Yeah. The other thing for me, it just doesn't make any sense. We have three contractors lined up. Your timeline on the packet says December 15th should be the the picking day. Well, how in the world can we pick a contractor if we haven't talked about any money? What What if they have some crazy bid? This doesn't make any sense. >> There's no money involved. >> Yeah, but we're going to pick a contractor by December 15th. >> Yes, but that doesn't involve any money. >> Well, it better. That's a lot of money. >> No, they don't. The process is they >> they >> will will submit a response to the request for proposal with the understanding they're going to guide us
through this process. And if we go to referendum, they're the they're the contractor and it's at that time they get they that's where their money's come would come into play. But if we don't I mean just for instance we in what was it 22 we were unsuccessful at referendum. This board could have said we're done and that could have been it. We didn't say that because this building needed needed some work. Um but I mean that that there's no guarantee that that contractor's going to get paid at the end of the day if if there's no referendum. >> Yeah, I understand that. I'm just saying if we pick we go and pick one. Well, what if their prices are just way out of line with with the industry? I mean, then what do you do?
You start all over again? >> They go to bid. What if we were to build something, renovate something? >> There's a whole bidding process that happens. >> So, this contractor is only for >> the current paperwork you're looking to receive. Correct. this. So the yes they are going to facilitate all everything outlined but if we were to do something whether that's a renovation um fix a boiler even you know something or or if it is building a new building they would be the contractor but then they always go to bid as well. So when that process worked to happen, but we don't know what the outcome is going to be. >> If I can ask something, would it be like if I was going to build a new house there and I want them to
come and look at my current house and they would tell me, "Well, you need this and you need this. I recommend you build new." Or otherwise they would say, "Oh, all you got to do is fix this, do a little, you know, add a new roof and this house will be good for another 10 years." Is that kind of what they're going to do? And then they might put a plan together on what facilities I really more detailed on what facilities if it's to renovate the house I have or put a plan together and say we recommend you build a new house for 2500 square feet instead of 3000 3,000 square feet. Is that more what we're trying to do here? Does that make sense to you Dean and Katie? It's not that we're going
to referendum now. We're not getting bids for prices. We're just kind of getting a feeling of where we are at now. And I am not a professional that can go look at the elementary school and say, "Oh, that's not good or that would work for another 10 years." I would need a somebody that is trained to do that to tell me their thoughts instead of me just kind of guessing. So, I don't know if that explains it a little better for you. We're not doing going to referendum. We're just picking a manager to kind of go through those initial steps to let us know this is what they recommend. They've studied it and they recommend we fix it or they recommend we build new and this is how big we build and things like that.
There's no, like they said, there's no money involved at this point until we decide on the referendum part, which could be two years from now. By the time we get to that part, >> it would it would more than likely be a lot longer than two years. >> The uh report that Peggy showed at that time when we did that was of all of our facilities. I looked at that like a wish list. Boy, if we could have done all that, >> honestly, I think those of us that did, I mean, if if in a crystal ball we had that kind of money to do all of what that reports said to us, we would have. We certainly couldn't have. >> And also, Mark, that that facility study really highlighted some some positives and some
negatives. And one of the negatives, >> we we sold >> being the Winchester school, you know, which >> um >> but a positive uh it really highlighted how well-maintained our high school was at uh >> what 25 years old when they reviewed it. I think it got a an A minus rating, which is is kudos to Steve and his crew. So, um there's there's a lot that comes out of it and um and it's not a fast process and it's it's a very slow process. And and Dean, you mentioned our the the gentleman replacing Monica. Um one of the things interviewing him, he had experience with referendums and things like that. Um which is a a a plus. So, you know, um >> yeah, I mean that's the way I looked at it. I go,
I would not go to a used car lot or new car lot, look at the car, pick it out, and then say, "Oh, sorry, salesman. I have to go home, check my bank account, check my other documentation, see if I can swing this." You know, it's like we have the cart before the horse. I just don't understand it. But we but we need that information in order to decide what is going to fit within our means. We need that information from professional architects, construction so that we know um >> Okay. So that means we will get a bid then so we can go with our business administrator and say will this fit the budget? >> Well, we would get a bid if we decide to go to referendum. The the bid the bid is down
the road quite a ways. Okay. Okay. I'm going to close the discussion on this and I would uh there is a motion by Veric, second by Hansen to approve moving forward with the request for proposal. Um roll call, please. Veric. I >> Katherine >> I >> Carter >> I >> Hundner >> I >> Cowards >> nay. >> And Hansen >> I All right. That motion is approved. U moving on to our enrollment update. >> Yes. I'll let everybody get there. In your packet, you have enance numbers for September, 2025, February, 2024. >> Yep. >> Okay. Sorry. All right. So this how we figure out these numbers. Um the numbers up on top are all the students in those grade levels and that includes students who are open enrolled in. They refer to we call butts
and seats. So the actual kids in our buildings and you can see that um in September we had 1737 students in our school district as compared to 1741 last year. Then what we do is we take out the open enrollment students, okay? Because they're not our resident. We include the open enrolled out because they are our resident students. And that's how we get today's number of 1465, last year's number of 1466. So again, we take out the open enrollment in because they're not truly our residents. So that this year says 3:45. We add in the kids who are out. Those kids did not have their butts in a seat up here, but they are resident students. So we count them and that's how we get our number. So as you can see, we're one less
student than last year. Okay, questions or comments? I'd like to point out what I had brought up earlier and that is the benefit of of the chance that we have to maintain the open enrollment that we currently have. With an open enrollment in benefit of $3,200,000 and with an open enrollment out of $620,000, that gives us a benefit of $2.5 million for open enrollment. I mean that is huge. Talking to other districts around us. They they are like wow you know we'd love to have that. Um I know the question came up at the annual meeting. You know the reasons for in and out and so on so forth. I didn't say nothing about what I thought about it but I think wow that tells me we have an excellent school district and I appreciate
uh what we have to maintain these numbers. It does make us the chance of being able to operate when we have these kind of numbers of open enrollment in anything else. >> Okay. All right. Um number eight, remove policy 5310.01 from the table. >> So moved. >> Okay. Motion by Veric, second by Harter to remove policy 5310.01 01 from the table. Any discussion? Roll call, please. >> Veric. >> I. >> Ecman. >> Hi. >> Harder. >> Hi. >> Kandandy. Stellar. >> Hi. >> Calartz. >> I. >> Oh, I'm sorry. I I'm sorry. I had it wrote down as an I and 70 already. I apologize. >> That's all right. Um policy 5310.01, >> Mr. Kundi. >> Um yes. Uh the question on this policy was whether or not with the language a licensed physician. And
if you did see within the notes that uh uh Peggy provided um Mr. Zeller uh would be our medical advisor and previous and prior he had been our medical advisor and he is a licensed physician. >> Is that something we need to vote on or no? Okay. >> Just the policy now because um >> because we did on >> Mrs. Verto is correct in that a licensed phys position actually means a DO. can't be a nurse practitioner um or a nurse with an advanced degree. >> I move to approve policy number 5310.01. >> Second. >> Motion by Bar second by Kundi to approve policy 5310.01. Um and that is emergency nursing services. >> Any other questions or discussion? And the point that I brought up was the only question of that policy um why it
had been tabled and voted to take off the table for approval was the question of the fact that we had no one indicated as far as being a licensed physician. >> Um the communication with Mr. Zeller has taken place and he's agreed to be the medical adviser for the district. >> Um why does that not come to the board? Just out of curiosity. Who are you talking about? Who the medical director is? >> Yes. >> And this is no disrespect to Dr. Zeller by any stretch imagination. It's an unpaid position. He essentially writes our scripts for the um EpiPens. And Donna, I always forget the name of the other device. >> Oh, the Elbuterol. >> Yes. Thank you. um every once in a while he might be involved in a student with special needs medical
plan, but we don't have any of that severity of situations right now. So again, it's we need the role. We have to have the role. >> Yep. I understand that. >> And honestly, because it is an unpaid position, we there aren't a lot of people that are professionals that jump at the opportunity for this. So, >> it's a good point. Um, roll call, please. >> Ecman, >> I. >> Harder. >> Hi. >> Hund. Stellner. >> Hi. >> Calartz. >> I. >> Veric. >> I. >> Hansen. >> I. >> Um, creation of a part-time middle school custodial position. Um, in your packet, we have a um explanation and rationale by Mr. Katie for this position. Um there is an additional work with the um extra offices and classrooms and this would be a part-time position 4
hours per day. Um any questions, comments? I'll entertain a motion. >> So move second. Motion by Kundi, second by uh Harter to approve the creation of a part-time middle school custodial position. >> Roll call, please. >> Harter, >> I. >> Kundi, Stellner, >> Cowarts, >> I. >> Veric, >> I. >> Hecman, >> I. >> Hansen, >> I. >> Um, administrative reports uh are in your packet. Any additions from administration? Okay. Any questions from the board? >> I I just want to add um I was at the cross country meet, state cross country meet this past weekend. Our kids did fantastic and the soul boy Grant Winslow took fourth at state and um put down a a pretty darn good time. So just congratulations to Coach Western and Coach Winslow and their entire team. All right,
>> Mr. Katie, can I ask you something? >> It's the building we're in now. I just kind of remember this with the talk months ago about the rubber flooring. Did Did they find a good resolution to that with the scuffing and all that and extra maintenance? >> So, we changed how we clean the floor um with a different type of a pad. We also have a different kind of machine and that seems to have helped. And also what they said is true. The longer you have the floor, the more wear on it, the easier it is going to be to clean. And it what they said was true. >> Oh, okay. So they're what? They're running that machine like every other day or every day or I'm just curious. >> Every other day depends on
if I have a full staff or not. Depends on if they could get through all the rooms then they'll do the floors. Thanks. >> I have a question for you. Um >> the elementary school is is that have you had a chance to investigate the the plumbing issue or is that kind of a still happening thing? >> We did get a camera down there and we looked at uh the I'm sorry, but I got to go up to the microphone. >> I got cranked. I mean, if you >> It would probably help. Oh, that's all right. So, we did manage to run a camera um into the wastewater pipe from I think it was the second grade bathrooms. Um it was not broken. Yay. Because if it's broken, we either have to line it or
we got to dig the floor up along the second grade hallway. So, we lucked out there. It's heavily scaled. Um there were deposits that they we had to actually get a plumber in there. He got those deposits off. Things seem to be pretty good. So, cross my fingers. I don't know what the rest of it's like, but that one is going to be usable. So, yeah. >> All right. Board reports. Any communications? >> There is no communication. No, no communication. >> Okay. Uh committee reports. Um HR and finance. Uh, we have not met since our last meeting, but we have topics to discuss in close session tonight. Uh, >> marketing and PR, we have not met. Policy, we have not met. >> Okay. And with that, I would entertain a motion to move into executive
session. >> Second. >> Motion by Harter, second by Stellner to move into executive session under 19.85 85 to approve executive session minutes from October 6, 2025 in Wisconsin statute 19.85 sub 1 subc considering performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for administrator compensation. The board will convene in open session and may take action on items discussed in executive session. Roll call, please. Kundi I Stellner. Hi >> Cowartz. >> Hi >> Faritch. >> I Aman. >> Hi >> Harter. I Hansen
