002stellner V here Keller here Peterson hman here cundy here Hansen here uh recognizing the admin team we have Dr Larson Mrs mler Mrs God Mr M Mr Katie this Dr M oh sorry Dr hes Mr jerbec I miss anybody okay and um visitors we hope that you signed in on the visitor sheet in the back um and we're doing things a little bit differently tonight with the open Forum so we're going to start this segment of the open forum for any comments that would be related to anything other than Title Nine and then Title Nine we will take open um public comment at later on in the agenda so I have a few people that signed up for this part um we'll start with Melissa Traer so if you would come to the microphone state

003your name and your Township for where you live hi my name is Melissa treer I live in the town of ashkash but would count School District um I'm a proud parent of two boys a seventh grader and a freshman I'm here on behalf of my freshman son my son is funny smart kind unique and brave I speak before you tonight to address the harassment my son is getting due to his disability my husband and I have been in contact with Mr doer Mrs mad and Lauren D no response from mad and D did let us know to let doer know about the harassment dner said he would look into it who is the compliance officer to report harassment to this has happened in the cafeteria in class rooms and in hallways and who knows where

004else there should be at least three rep reports made but there but there should be many more than that as this is a happening daily d his disability he isn't able to advocate for himself so the kids doing this stop my son deserves respect he wouldn't her a fly why do you find making fun of a young man's life amusing his life is already hard in this crazy neural neurotypical world we live in thank you to the parents who reached out to me and said Melissa my kids have seen this they see this in the hallways they see this in the classroom this is happening to your son to the admin do better and to any special ad appearing out there watching speak up to people that are getting bullied parents you got to speak

005up these kids have to speak up and I just want to read this poem uh from U autistic Professor what is wrong with that boy he does not really Express Joy he flaps his arms and lets out a squeal good Lord what is his deal he goes off alone and Spins Wheels he never tells us how he feels he actually rarely ever says a word it is mostly gibberish that cannot really be heard he screams when they cut his hair and taking him to the store is very rare he does not like a crowd nor can tolerate noises that are loud what is wrong with this boy and did you ever think maybe this boy flaps because of Joy his squeal is one of delight we all would be frustrated by a light that is

006too bright he may not use speech but that does not mean he is beyond reach he communicates in his own way he may be a part but still likes to play maybe you can enter his space and with kindness and understand the struggles he may face he may not always like being with a peer but that is nothing to fear we can simply guide him at his own pace his development is not a race because his feelings he cannot always share does not mean that we should not care his language we must begin to know this will truly be the means in which he will grow what is wrong with this boy many ask without exception rather what is wrong with our perception thank you good evening it's been been a little while um don't

007want to sound too cheesy but I just wanted to start the night off by saying happy School Board appreciation month um thank you guys for everything that you do and serving our community um my question would be um I know and I know there's been several questions over the last couple months regarding this um I know next week we have a community listening session for the 29th um I would like to ask that a topic of discussion be some of the changes in the grading standards with DPI as far as the standardized testings go um has been brought to my attention that we had an 11% increase in test scores from the 2223 school year to the 23 24 school year um like I said I know there have been a lot of questions and

008I'm sure you guys are still trying to figure this out with DPI Ever Changing um but I would love to understand this better so and I know there's not an agenda usually for the community discussion but I was hoping if I gave you a heads up maybe we could have some kind of information to discuss that thank you thank you lady hanky hi hanky I live in the town of w count I'm going to start off by reading one of my favorite parts of our constitution I just worked the polls in April and in the v Village alone 67% of our voters were constitutional conservatives so the vast majority of our community because the numbers were even higher in the town are constitutional conservatives and I don't feel like our voices are being heard so

009one of my favorite parts of our Constitution states but when a long train of abuses and usurpations pursuing invariably the same object evinces a design to reduce them under absolute depois it is their right it is their duty to throw off such government and to provide new guards for their future and their security you guys are the guards we are here to continue to fight for the rights of all children in our school district to be treated equally those rights are given to us by God himself one of the things that I wanted to touch upon was we've had far too many people misconstruing what us as parents are trying to say we had a teacher write a very scathing letter in the newspaper not that long ago and he did not tell the whole

010truth and nothing but the truth in that letter we as parents have said many times that 99% of our teachers and our staff we are very happy with and we are very proud to be living in this district and having our children attend this school so when a teacher then doesn't tell the whole truth and nothing but the truth but writes a nasty letter in the newspaper we as guards need to call those things out in addition to that we felt many parents that I spoke to and again this is going back in time the letter that was written by our um that well I shouldn't say Donna wrote the letter nobody told us who the letter was written so I felt that was very um disrespectful uh to come up and read a letter

011and again basically accusing all parents um who are speaking out of being nothing but haters and causing problems and and um that's not what this is about um so I really feel that with today a great day we know that there's going to be a lot of changes and you are a part of the board and we are constitutional conservatives in our community it showed it in the last election and how people voted and I think that if you continue to not want to listen to our voices and make the changes that we're asking for I can tell you that the guard is not going to go anywhere we will continue to show up we will continue to speak out we will continue to come up for your positions you won't be having the votes

012we will get somebody else in thank [Applause] you hello flura atan and I'm with moms for Liberty as you know did not know there was a listening session so just I'll tie into what I wanted to talk about I just um wanted to touch Bas with the school board on the results of the recalibrated scorecards for win eony I've been tracking the last six or seven years and and I know DPI has changed the scores and the mechanism several times so it's hard to track some of that but I've been able to look back at least the last four years so in 2022 and 2023 the district fin finished uh the E Ela with 55.6% proficient in uh in ela and in 23 24 because of the recalibration of the testing um it it jumped

013up to six 67.5 in 22 23 for math it was 62.2 and miraculously in 2324 math jumped up to 76.8 so a significant so Ela went up 15 points and math went up 16 points and yet my understanding is that both the test and the curriculum really didn't change um the previous years three years previously so every year your scores really our scores haven't really moved more than two or three points to Al all of a sudden they have a 15 and 16% uh it's because they've changed and recalibrated and I realized that's not the board that is DPI right um but it doesn't help because it really distorts the facts of what is going on at our school so while it is not at the school's discretion it is your purview to educate parents

014that these numbers are inflated and that there is an increase in their child's um abilities in other words it's not accurately uh reporting where they really are standing from a a proficiency rating the constant change in score card information and our grading systems Mak it very difficult for parents to truly understand how their kids are performing and again I I realize that's coming all these changes are coming down from DPI but if the boards and our representatives and the parents never complain about it we just you know we can't live with what's going on and we're here to help argue that point with DPI but giving the parents a false sense of improvement is wrong on so many fronts I don't know what other districts are doing to communicate these changes to their parents but

015I hope that our board our administrators and our teachers have a plan on how to be transparent with a plan on how to educate parents so they truly understand what that impact is for our kids because if if they're really reading at at a low at 40% and now it shows at 55 that could give the parent a false sense like oh we really improved I don't have to be concerned anymore but they still might be you know look reading or doing math at that lower level and a parent has a right to to want an intervention or something summer school or something so I appreciate what you guys do but uh we need to fight what's going on in DPI thank you and maybe that's something like Katie had indicated if we can devote

016a whole listening session to that topic I bet your parents will come because they want to be interested in this and it is complicated thank you okay so um that concludes uh open Forum number one uh so we'll move into the Open Session and um yeah yeah um I would like to make a motion to um remove letter J of the consent agenda into close session I can that motion by tell second by Hansen to remove consent agenda J and move that into close session reasons we will talk about in close session did I have a vote please stellner hi veric hi Keller hi Amman hi cundy I Hansen hi um and then I would entertain a motion to approve consent agenda a through I and K so move second motion by quy second by

017Amman to approve consent agenda a through I and K any discussion roll call please St hi ver hi Keller hi Amman hi Cy Hansen hi and approv minutes from December 16th of 2024 regular school board meeting I'll make a motion to approve second I cling second by I'm sorry motion by hands and second by Cy to approve December 16th regular school board meeting um rule call please far hi kelleron Amman hi cyer hi hon hi and approve minutes from special school board meeting of December 20th move by second by sker to approve December 20 2024 specials for uh minutes call please Keller Atman cner ver hi um number eight policy 2264 non-discrimination on the basis of sex and education programs or activities um as we have always said should the law change we would review

018this and make changes as appropriate and with that I will make a motion to resend policy second Mo by Hansen second by tell to resend policy 2264 nondiscrimination on the basis of sex in education or activities any discussion roll call please Atman hi Cy I dner veric Keller Hansen I now we will have the open for Forum uh with regards to title N I have Adam arand no you're good okay and Diane hoser I'm not going to thank you for doing that because that should never have been passed in our district to begin with when we raise our kids we teach them at least I hope most parents do that when you do something wrong you take responsibility for it and you try to make it right that's what I try to do in my

019life and many many people in our community told you how they felt about what you were going to implement with the revised Title 9 policy it wasn't okay we won't forget it and I'm wondering if any of you who voted for it will actually try to make things right the people in our community deserve to be heard not just heard but having what they want taken to heart and acted upon I think that's probably I've got to say right now but I hope each of you will give it some thought how can you make this right the victims in this are really the kids and every citizen who can't doesn't feel any longer like they can trust you trust this board as a whole thank [Applause] you I'm good thanks Works hello kaats um I

020live in the village of w County um I guess I'm looking just for some clarification from you guys I know you probably can't answer me right now but you can reach out in the future um it's my understanding that tonight we're resending policy 2264 which would be Title Nine correct um I've been looking at L online at some of the policies and there are several that are titled very similar similarly and read very similarly um like policy this tonight what was just rescinded um was 264 and it's titled non-discrimination on the basis of sex and education programs or activities um there is also 2266 which is non-discrimination on the basis of sex and education programs or activities in parentheses the board's policy and grievance procedures to responding to sexual harassment alleged to have occurred prior

021to 81 of 24 and then there was also 226 which is nondiscrimination and access to equal Educational Opportunity um I know that a lot of the language and all of those is very similar there is transgender language in 2260 um are those going to stay standing as they are or will they be resented or amended in the future thank you just a quick answer about 2266 thank you that was the title 9 policy prior to 2264 which we now revert to that policy per procedure if there's a title line complaint okay thank you and K just to add to the 2266 and the 2260 like a number of our policies within the district as the revisions or the changes come to statute and our law we do review those and the language has to be

022updated and it's a recommendation that we follow the statute of course as well as the law when our committee as far as our policy committee meets on these policies we review them we bring them to the board with the revisions and or the changes for the approval and over the years of all of these policies as we've brought them forward if there is question from the board we go back to Neola who we work with with some of our thoughts and suggestions whether or not we approve or disapprove of some of the language um for direction for direction is if we do approve the policy and the statute of the law as is presented or if not what are we in for as far as liability for the district right so we do follow those

023and look at that procedure for all the policies that we review within our district as the changes and revisions come forward thank you for answering that I appreciate it you're welome and and there may based on this this resending there may be some revisions to the um 2266 we're not sure yet so we're just kind of waiting to see where this is all going at this point sounds good thank you uh Laura Atman Laura Amman Larson Wisconsin I want to spend just a little time going over what has occurred in this lawsuit because everyone in the audience orline might not really be aware of it one of these lawsuits was filed in the US District of Eastern Kentucky and the court found on the uh on that that the rule the final rule is vacated

024for the following reasons the Department of Education exceeded its statutory Authority in other words they do not have the authority to change the meaning of male and female under the sex the final rule um also violated the Constitution and the final rule is arbitrary and capricious it's important to note that the final rule under question is vacated in its entirety new requirements for handling grievances training recordkeeping and processing complaints the entire final Rule and corresponding regulations are invalid and must be set aside this finding prevents the federal government from enforcing the 8124 ruling returning the rule to its uh Provisions that were in effect on 73124 therefore compliance with the Biden final rule is no longer required to to protect our District's access to Federal funding as a result it is important and advisable that

025we maintain our current policies to comply with the title 9 as it existed on 73124 however for wi coni I would ask the board to consider improving the previous policy the board does not discriminate um on the basis of sex including sexual the policy I'm sorry the policy does not discriminate on the Poli on the basis of sex including sexual orientation or gender identity that's how our previous policy read I respectfully ask you to remove gender identity from this policy Fredo law does not recognize gender identity and Wisconsin state law does not recognize gender identity um sexual orientation for purposes of Wisconsin law is heterosexual homosexual bisexual while we understand the Whitaker case precedent still exists we also hope Common Sense will prevail if the case of a male wanting to use a female private

026space offer them a single space option or offer them the staff facilities where at least exposure will be to adults and not minor children this exposure can cause M this exposure can cause minor children trauma which school authorities seem to ignore across the ation if you did this it would at least show Good Will that you made an attempt to accommodate that individual by offering a separate solution while protecting the opposite sex which would be the majority so if a boy go wants to go into a girl's bathroom and I know I got one more sentence the reality is school boards are going to be SE WP it up please I am sued no matter what you're either going to get sued by the parents of the trend trans gender individual or you're going to

027get sued by every parents who whose daughters were exposed to that in the restrooms thank [Music] you all right boys hockey colop um I think you had a nice explanation in your notes from Mr Lee um the athletic director about um recommending that we continue the co-op we have uh some students that are involved in it and have been in the past few years and he would like to um see support for that to continue I just have a good question um how many years total have we been involved in that quite a while Jo it started I don't believe we started at that time and we haven't always had kids participate but we like to offer the opportunity well I would move to approve uh the new comment for the hockey Co-op oh I

028have a question too can you hold on a second we'll have a discussion in just a second okay do I have a second second motion by quy I'm sorry motion by V second by Cy to approve the boys H Coop um now did you have a question no I'm passing oh okay any other discussion from the board okay roll call please Amman hi Cy I stellner hi veric hi Keller hi anen hi um act 20 student testing demonstration I believe that's Dr H good evening I did email you the presentation because they're going to put it on the screen but then you might have a sore neck by the time we're done so if you want to look at it on your computer um it might so as Donna said we are here to give

029you some information about act 20 um it's very confusing it's long it's all of that so we are going to try to present uh a shortened version and just give you some of those highlights so first I want to introduce uh Tammy Jagger Tammy's in the middle here she's an interventionist at the elementary school and she has been the one to sort of spearhead and and get everything organized and help us put it all together and then Diane Collins is to Tammy's right and she is our literacy coach and then Megan PO is our other instructional coach it's like focus on math so these people are amazing um we've been going to see some meetings for planning um then we come back and we meet um Tammy even has asked questions to see so that

030they didn't know the answers for and then they'll ask us like oh can we use your Google slide to ask this question to our peeps so um I am extremely proud and honored to work with these people because they're awesome and they have led our staff through a really rigorous training and and testing process so take it away girls can you talk in the mic please we gave you guys sorry a parent letter or a black folder in it you'll see the parent letters we home to parents and there also will be some reading plans in there for you to look at also just want to let you know that's what Happ thank you so our agenda we're going to talk about the training that we did with our staff um the testing process that

031we went through how we created and um did some of the personal reading plans and then literacy instruction and including our debl that we have um entered into our grou now so training with teachers um we started in a four phrases or four phase training system because there was a lot of pieces to this um all 4K through third grade teachers were trained um we started off talking about the requirements of act 20 and how we would use our database of educ climber and um as web plus which is our testing database that the state had decided to use um we were very fortunate that our interventionist already used or already used G web plus so we had a little bit of um stake in the game and already knowing some of the that program

032so that was helpful um first we just introduced and talked to all the teachers about what was act 20 what was that going to look like for them as teachers and their students and then each grade level had a different set of tests and different steps that they had to take so we trained each um grade level and their own specific what they needed to do and what that was going to look like and how the timeline would um work itself out through that process um the second phase was really teaching them how to um navigate G web plus and that is the program that we did use to have all of our testing done um they had to create usernames learn their class lists in there how to access all the tests um I

033wish you could say it was easy um but there are a lot a lot of different stepbystep directions that we created for them with pictures and um just a lot of on learning the teachers really um dug deep into it so it was really great to see everyone come together um then we talked or taught them how to administer each test so each test had different sets of rules um discontinue rules how long the test took um after you did this part where do you go next so that was a whole another phase of testing and our final phase in our testing was talking about how now with our data what do we do with that and based on act 20 um re requirements who would receive a personal reading plan and then who is

034your team that's going to write that personal reading plan so that was already um that we started that back in I'd say October and we have been working through um with all of our teachers and staff on that and it's been a a successful Journey um our upcoming trainings that we're really looking at a lot of our team up here has done a lot of behind the scenes of um progress monitoring our students weekly creating personal breeding plans in um Ed climber also creating and setting goals within as web and then getting those two programs to link together and to talk to each other has been just a beautiful web of amazing right Peg yeah we but we we're getting there so um I think as a whole team we've worked really hard at training

035our staff and supporting them along the way and reminding them that it is definitely progress um over Prof ction and then we just have a couple examples of our testing materials that we provided so each grade level had a um a act 20 guide that talked about each steps and what they would take their student through um the second picture is just those stepbystep tutorials that we provided for each teacher and then um just our slideshow of our act 20 information quick question if you would just explain for those of them that are here as well the edge of climber really what it is is a tool to use sure um edge of climber is our database so any of our grades and any of our testings um go into Ed of climber it is

036um we can bring up class lists we can uh look at different groups of students that's where we house our interventions um we have different attendance tracking pieces in there um office referrals um so it's a comprehensive database that we can go to a teacher can go in and see a whole child snapshot across the board um prior to edimer we had Google Sheets um you know Diane had a couple for reading and then there was a math one and then the office had this one and we were Google sheets everywhere and we couldn't find anything so edimer puts it all in one beautiful place and as teachers we can go we can click bring up a Class A student and it's right there our fingertips so it is so powerful to help us um

037Drive our instruction and conversations around students thank you you're welcome Ed Ed Climer is also used to create our personal reading plans as well so um like Tammy alluded to before in October we created a template that's specific to our district and then that's what we're using now to create our reading plan so in your folders you're actually going to see what our wi County um personal reading plan looks like so like Tammy said we have really been supporting our teachers um a lot throughout this process so this is just one of the pictures um that we took um this was one morning before school um quickly before inside recess because we've had a lot of those lately so they had to quickly get all the information and then Scurry off to their rooms before

038their kids were coming in uh because we had learned something new the day before 4:00 and they needed it that day when they came to school so they have been really fabulous at being flexible and learning new things and going with what's happening on a daily basis sometimes hourly basis um so as for the testing um we have allotted a sub for all of our teachers to complete the these assessments like um Tammy said every grade level has a different um list of Assessments that they have to give and whether a kid um Flags per se they have to take additional so in just a second you're going to watch a video of um two different students um doing some of the testing um that we have been giving us and they are mostly oneon-one

039so most of our assessments are given oneon-one and that's what you'll see in here the spelling we were able to give as a whole class um for second and third grade students um reading comprehension and there was one other one vocabulary that we were able to give as a full class and they did on their computer um but otherwise it's oneon-one so it's taking a lot of time our teachers are really grateful for that time to get to know them and they're learning more about them um but it's taking on average between 15 to 45 minutes per kid so I mean it's a it's a lot of time um one of the wonderful things that we were able to do throughout this experience is we were able to provide an hour of coaching to each

040teacher that first time that they sat down with the kid so uh Diane Tammy or myself with them for that first hour and we started and we problem solved and worked through some of those Kinks so that has been really helpful just to be able to provide that coaching and that ongoing professional development which we all need so next I have a video it is about and a half minutes again you're going to tell me the letter names on the page okay are you ready you may begin f f j t i g u b c z m j m u l p s r a o [Music] F to point to some pictures on the page okay so you're going to point to whatever I tell you on the top page and then we're

041going to turn and we're going to look down here at number two and then we're going to jump up to number three okay are you ready okay point two pair point to Raccoon point to Cactus point to Branch reading elbow at the top and then I will tell you when to step okay is s in the a the cat lives with an woman he naps in his read down the page and then you'll jump back up and read down this page and if we have time we'll flip it over and read the words on the back okay but you just read as many as you can okay when you're ready you may begin about I'm going to say a name okay and after I say it I want you to tell me the sounds you

042hear in that word okay so if I say C what sounds do you hear in cat C good okay so you're going to tell me each sound separate ready tube those Hill you say that one more time Throne mom Mark the Spotted Cow he is juggling the tractor moves through the cornfield the baby she smiled at was wrapped in a blanket the baby smil that was wrapped in a BL the girl's brother is helping her bake an apple pie start reading aloud at the top of the page read across the page try to read each word are you ready [Music] so you may have noticed in the video that we had this smart or we had the board touch board set we just did that so you could see what the teacher sees on their

043screen so typically that is not a normal situation for testing right but we wanted to be able to show and we wanted to be able to use this as a teaching opportunity um as they kind of went through we use that also to train our trainers as well so when Tammy did it we we actually watched her administer them in the first couple mons we okay um after each student was tested um per our act 20 we have um per test it tells us what would plag a student for a personal reading plan um so for kindergarten it would be letter word sound fluency and letter naming fluency and then for students in first through third grade it is their oral reading fluency score So based on their scores that we um gathered from our

044testing we compiled um a team together and we wrote personal reading plans for each student that um had flaged so we provided some examples um as a team there was usually the um a coacher and interventionist and the classroom teacher and then any other teacher that may be a part of that child's daily instruction was a part of that team um we came together we dug deep into the data to see what was the child's greatest need and how we could use that to help them close that Gap and then we talked about strengths um what are they currently doing and how we can build off of those and so we wrote the personal reading plans um the great thing is at our school in the elementary school we are doing so many of these

045great um small group instructions and phonics and systematic um approaches and so it was I would say fairly easy for our teachers to write these plans because they're already doing these things um so it was you know just putting that on paper and then kind of do what we already doing but um it's been it's been a pretty good process and the teachers are learning and it's good to talk about each kid in depth and kind of look at how we can help move them forward the other the other thing you're going to notice is on the personality plans all of those graphs that are on there that's all pulling right from a Climer itself so Peg was able to do a beautiful job of putting that into program exactly what data points we want

046for each grade level so each grade level is pulling just the assessments that we do for those kids um and then the last one is where the teachers dig deeper to write those goals for students one they need them are AP going to tell you that it's showing up as one dot as of right now but as we it's because it's our very first one as we collect more data points you'll see that turn into a trend line so um like Tammy just said um after doing this we've been doing this now for about three weeks we are seeing that um most of the the scores that we're getting on our reading plans are mirroring what we had already been seeing with our students so our teachers now are thinking about their small group literacy

047instruction and what we found out is what we're doing in most of our small group literacy instruction is meeting the needs of our students so when we think about um how going to move forward with this the the plan will give us lots of information but as we got together with teachers to write the plans they already knew so much about their students and this was just something to um be another data point that they could say that this is is the what we're seeing so we're thinking about now going into um what small group literacy instruction will look like and there's been one shift that we've made and that has been adding decodable readers to our book room Dana and her staff have been so amazing getting these in because as we know act

04820 has only been um about a year in um where when we found out we were going to be doing this but one of the components that can help support us in the areas of phonics with our students are decodable readers um so one thing that we needed to beep up was a decodable reading section in our book room which we have started to do so um we had added 240 decodable titles to our book room section and we had to create a whole new section for that so teachers were also super flexible because this is not something that could be done overnight it's quite a process for the library to get these in and it is not as easy as putting in our guided reading books that would give us like where sections they

049would go in we actually had to look at what skill each decodable reader was then teaching our students and at what level it is is it a kindergarten level or a third grade level doing the OU and ow sound so it really made a difference in how they could start to catalog them into our library so that is something that is still growing so as if you look there you can see the titles are on the one side you can see what they look like inside um they guide our teachers a little bit with some um phonics guidance to see if that will meet what we have seen in our personal reading plan and then you can see we're adding them into our book room as we speak so it's been pretty amazing we're hoping

050to get some non-fiction decodables um coming up in the next couple years as we go along so we'll continue to add to that um 240 titles in ad kids isn't quite as enough yet to support this in the we would like it so that is also something that probably will need to be added to so those of you that are like my age decodables is just a fancy word for c-spot run so everything does really uh come and go and you know whatever so um I'm just really happy and I'm really impressed when I go in teachers classrooms um um we have a really strong structure in place so our teachers are really used to teaching a mini lesson and then having small groups of students and regardless of what you're teaching that structure is

051extremely helpful so I think for wiy teachers we've had that structure in place now it's just a matter of kind of tweaking what we're teaching during those small groups the other thing I feel like we've always been cognizant of here is that we've never solely gone to one resource um we'll adopt a resource but we always look at it with a critical eye of it's not all or nothing like we know this might be a great resource but we also recognize we might need to supplement with phonic so fortunately we've been supplementing with bonic over the last 10 years so I think other districts that have not functioned with with the similar structure they are probably struggling a little bit more um but our teachers right now there's not an expectation that you have to

052implement this or that we're all about trying it out and all these classrooms I've gone into to watch they are all rock stars they're teaching kids short bows long bows phonics um and we're going to make tell those fancy terms like diagraphs and phones and um so yeah currently the other cool thing I know we've heard about parent communication every student that is assessed we have 10 days to send information home so whether you have a personal reading plan or you flew through everything with flying colors every single student that was tested gets a letter home via snail mail and so and of course on there it says you know if you have questions please reach out but we are really trying hard to make sure that communication is there and then I've been kind

053of feeding things into those weekly Wednesdays so it's a lot of new terminology vocabulary and things of that sort but there is communication built right in um that's an expectation of act 20 so and our teachers I think do a really good job of communicating whether or not act 20 said you have to so um yeah so if you guys have any questions or want to know more um let us know I I knew that when I saw this coming it was going to be a major change I mean this is what we did when I was in school so but I I don't think what I realized is how much time and effort is is being put into it I so I appreciate that now that you've given the presentations yeah and and honestly

054our teachers have been really creative also with you know sometimes we don't have subs and so I know team one did some creative grouping so that they could free up one teacher and I mean everybody has just been you know working hard and learning the process and and really doing a great job so thank you so much antivirus and cyber security protection program Mr jerbec hi everyone um I brought uh our one of our new employees name Carol who's part of our it team he's might expound if you guys have any specific questions on this but we currently use aast as our antivirus software so if any teacher would happen to click on something and accidentally download a virus that's the program that will find it and hopefully prevent it from spreading through our Network

055now it's a very basic barebones program and one of the things they did kind of reviewed our whole cyber security um procedures in the course of the last couple months which is pretty amazing and one thing that he found out through our partnership with uh National and federal programs is that we get a discounted rate for uh Internet Security Programs and one of the industry standards is crowd strike it's like what all the Airlines use and although I think they had an issue with uh a virus few months ago now they have it all figured out with a program like crowd strike and one of the benefits with it is it offers endpoint detection so if there's a computer out there um it'll identify that virus way and it can isolate it prevent it from

056spreading throughout the network um and one of the benefits with crowd strike too is that they offer a sock which is a security Operation Center did I get the right name yes and it's basically a team that monitors your network 247 so if they do spot something kind of iffy they can isolate it right away too so you also get a basically a team of three people additional for um a very minimal cost uh over what we're paying right now now so for a vast I believe it's a $2,500 per year expense to get something like crowd strike for a business of our size if we were in the private sector would be over $250,000 but since we're a public entity it's only fraction of that cost so an entire Year's worth subscription for Crow

057strike would be about $20,000 pro rated to the end of this year would be about 12 or 13,000 so I was just coming to the board to get your blessing on it if it helps you decide anymore we found out last week that am was hit with uh ransomware and shut down their Network for a day but thankfully they had really good backups I was talking to Chad and within a day I believe they were back up and running so they only had a internet outage for a day so the teachers had to go back to pen and paper but they were back up and running fairly quickly but um I think that highlights the importance of having good software protection since it's such an integral part of our whole school from operating our door

058locks our HVAC system which from my understanding that's how they got into omro system they went through the HVAC so um am I forgetting anything NE about Crow strike all right so would this be in place of what we currently have or in addition it would be replacing the vast so it does Everything bass does and like 10 times more and so the I miss the cost differential it's like $15,000 difference or I mean yeah or yeah probably around 16 to 17 more per year but but it's something that I already kind of have that room in my budget so it's not like I'm going to have to come and ask you for more it's just if you guys see a price t for like this much just kind of like giveing you guys heads

059up and hopefully it's okay that we go about doing this it's totally in the best interest of students of the district I believe well and I think this is um you know certainly certainly a good idea to move forward with this and I think in the past you have done an adequate job on finding some Savings in other places so appreciate that and um yeah that's all it's like so Mr Jer um yeah you did a great job like four months ago when you saved all that money with the new firewall so is the firewall is this considered a firewall sorts um fire strike a firewall no I mean would it be interacting with our firewall at all I I don't think it would our firewall is basically what's filtering the traffic as it comes

060into our district crowd strike is is basically a program that you install on every single computer that's within the district that lives on there and then it's kind of watching every thing that happens to it so it can pinpoint if so we're we're keeping our firewall yes okay yep yeah that was great all that money you saved um another question um so let's say if the costs are creeping up on this cuz you know next year it be 25 Grand in so of this year's 15 um when you get alarmed when you start shopping for another vendor when you get 20% more or 30% or I'm always shopping I've always trying to find the best deal and we were just lucky with I believe it's the centet center for Internet Security it's this Federal organization

061and um they negotiated this deal for public sector sector entities like us um whether it's like a village or city that they can get this discounted rate so I believe that should be their at least for a good amount of time but if that ever did change we obviously shop around and look for a comparable service thank you so Dave what you gave us actually for the pration for the remainder of the year of seven months is around 134 and that's with if we started in December so now we're already into January because we didn't have a board meeting until now so I'm assuming that is going to even be you know less from where that is and you did indicate um potentially it could be 25,000 a year per year yes so this will

062just get us through uh July 1st and then we would uh look at getting purchasing the full year then at the calendar year the school okay thank you other questions okay thank you I would entertain a motion to approve so Mo second motion by very second by to approve the antivirus and cyber security protection program as presented um call cundy telner I veric I Keller hi aan hi Hansen I and the 2025 26 open enrollment for regular and special education in your packet you have information about um open enrollment for regular as well as special we have to do this annually during um one of our January meetings so as you can see each grade level how many openings there are available please note in elementary school we always save eight spots for potential move

063in students we have not had that happen but we always want to make sure there's enough room for all of our residents so again you can see in the elementary school um the numbers there same with middle school we say five spots in sixth grade and two and seventh and 8th we don't have as many movein and as well as high school we have combined um our 11th and 12th graders together due to electives want to make sure they get all their opportunities because they need credits for graduation so you can see each number available spots at each grade level and the same is true in each category in special education uh two separate motions no we can be one motion okay I have the requested Motion in the packet and Mr you see how

064thank you I'll make the motion to approve 81 regular education open enrollment seats 12 seats in the cross categorical special education program for the 2025 2026 school year based on the criteria in the board open enrollment policy number second motion by cundy second by Hansen to the 2025 26 open enrollment for both regular education and special education I I just have a clarification question a current student that's open enrolled is that subject to these limitations is that correct if you are student who's currently open enrolled in the district you remain in the district correct thank you and does that also include additional siblings are they figured somewhere within here as they in is three and 4K if you so automatically if you have a student in 4k who open en rols and they have a

065younger sibling as they move into the district it's an automatic um that they are accepted as well any other questions or discussion call please staler verage hi Keller hi Amman hi cundy I Hansen hi and the uh data in your packet regarding the personal um devices is for review um sometime in the near future I believe the policy committee will be reviewing the policy yes February 3rrd okay any questions on the data presented and admin reports those are in your packet any additions from Administration questions from the board I have a question the genitori we to have problem with retention is there a reason why or is that something we could look into I know it's very hard finding staff now and just wondered if there was something more to um Mrs Van takes care

066of all those exit interviews um I can definitely okay uh board reports um Communications I have one from Jenny Hell she's a middle school secretary and data enrollment coordinator her brother pass passed away and it was his second brother that passed away this year dear Peggy and wi County Community School District School Board of Education I want to personally thank you for the generous donation in memory of my brother your kindness during this difficult time truly touched my heart with your support we have established a college fund for Xavier his his grandson with sincere thanks Jenny Hiller and I would just like to know who from the board would be available for the community conversation next week Wednesday correct I have Mr cundy Mr Amman and Mrs Keller okay in the past we've avoided the

067Corum but I can certainly post it as a quum of the board is attending it will be Oh I thought you had four sorry mror I have just one question moniker for you and I apologize for not asking earlier on the bonding we had the first Bond issuance for a little over 20 million is there a procedure that we have to come back as I'm seeing the buy down or the money spent can you just kind of go over that quickly as we're getting close to that first2 million bond that we put in place you got so I I just had my first meeting with the bond people on Friday we're proceeding for that second round of bond proceeds um so we're in the right direction we don't need they're going to send us a

068resolution for that next issuance but um it's still going to be within the original parameters of the approved uh referendum that the community approved so we're in the process of doing it because to your point I'm starting to get a little tight on cash yeah no thank thank you and I appreciate everyone watching it and I thought there was a procedure as we approved the first 20.8 million to go on for the further yeah and based on the conversation on Friday we think that we're going to have proceeds probably either in April or May from that second second round okay thank you the amount we have should get us through to them okay thank you all right uh committee reports each and finance uh we have not met but we meeting scheduled for a week

069from tonight and it'll be a closed meeting uh marketing and public relations nothing at this time okay and policy uh we will be we will be having a policy meeting coming up on February 3D at 5:30 in the high school library and those that are on the policy committee we did get our packet tonight and I have a couple other ones as well Peggy I'll riew with you that came in from the community and some thought so go through them in our next meeting okay and with that I would entertain a motion to move into executive session ster to move into executive session under State Statute 1985 to approve executive see you later
