002it stands one nation under God indivisible with liberty and justice for roll call please stellner here veric here Keller Peterson Amman here cundy here Hansen here uh recognizing the administrative team oh thank you for all sitting in a nice group we have Mrs Dr Larson Mrs Nat Mrs micheler Dr mad m Mr maner Mrs Horvath Mr Katie Mrs DD and Mr jerbec all right and now is the time for open Forum I have one speaker Adam erens good evening I was just uh looking at the agenda today and gave a little call to my uh friend on the New London school board and I asked him about uh the resolution from last year and this year uh the save uh women's sports resolution and it's just simply stating that there should be no biological males
003in girls Sports I was just wondering I think Mark you're the representative for the Wisconsin area school board right so I was wondering how you voted on that last year because it was broughten up last year it did fail last year and I was wondering how you're going to vote on it this year um also I was just curious about the policy meeting last week or two weeks ago cuz I stuck around for a little bit but your guys's meeting went a little long so uh I didn't go to it because it was just waiting too long so appreciate if maybe just so we know when it's going to be to to not do that till it's after the meeting because we don't know how long if you could just have it beforehand going forward
004if there's a reason that you can't do it beforehand just maybe reschedule it please um and then also I was just walking in I just wanted to say I saw some of the signs walking in thought it was really great for the um Christian Fellowship group saw those signs around so that was nice to see all right thank you thank you um president Hansen can I comment to his sure um Adam last year that did come to the floor it never was voted on it did not make two-thirds vote at the resolution uh delegation and this year it has not came out of resolution committee as of yet as well um whether it will come for a vote it will take a two-thirds vote from the delegation to become come up as well it be
005discussed okay with that I will close the open forum and move into the Open Session entertaining a motion to approve the consent agenda so move second motion by cundy second by uh verage to approve consent agenda any questions or comments from the board yes I have a quick one sure um as far as their itinerary for the sustainable agricultural trip mhm uh I mean of course they're underage but I thought it'd be interesting if they could fit in a uh a winery tour I don't know if that's in the agenda I don't even know if that's permitted yeah I don't know how we could I don't think we can approve that approve that oh okay all right I will take roll call please verit hi Amman Hi cundy I stellner hi Hansen I and um
006approval for new high school course proposals um there are three courses that are proposed one is sculpture one two and three soup SA and sandwiches and baking and pastry arts I move to approve all of these uh new course offerings I'll second motion by veric second by stellner to approve the new high school course proposal um and know it looks like some of these are replacing older that apparently are not attended or okay and when you take one class and divide it into two scheduling that all works with the oh I see sure okay thank you uh roll call please veric I Amman I cundy I stellner hi Hansen I uh review the WV resolutions uh that are in your packet we'll turn that over to you Mr cundy um each year at the wasb
007convention we have the delegation for Resolutions um being on the state resolutions committee we met in September and in November and what was sent uh in your packet is what we have approved from committee to come up to the floor for delegation approval uh at the January wasb convention there also is in the packet as you saw resolutions that were submitted by school districts um that did not make it out of committee um after the delegation votes on those resolutions that were brought forward there is an opportunity and a chance for those resolutions to come to the floor for approval which would take a two-thirds vote and then discuss on any of those the resolutions that are in your packet as well as those that didn't make the floor um if there's any questions otherwise
008um looking over them as a committee they all brought them forward and came forward with approval and then until the delegation votes on them at the WB convention in January will they be then uh submitted for WB resolution I was really glad to see the one resolution about about the act and just using achievement we kind of touched on that before so um right away when I saw that I called Dr mashad with Glee and put an explanation point by it so we're hoping that one can go through any question oh I'm sorry no go ahead oh just any other questions or comments from the board on the resolutions uh yes I think Mark can answer this um I was really excited about uh the uh the resolution for fast tracking pair of professionals to
009help out with the shortage of Staff U but the problem was I looked up that bill 608 and it that was vetoed by the governor May 14th so I'm wondering what's going to happen with this resolution then um on that resolution the discussion surrounded of course lure um and uh each district um specifically to the request of the pera in placement and as far as your question that was not discussed although it's a good point to bring up and that is one of the reasons that we do put uh the resolutions in our packet so if there's a direction from the board at all um I can take that for discussion at the uh delegation okay thank you and as well um after the uh convention and a delegation and so on is the following
010um meeting or so we do um come back and review if there's any questions from the convention on the way the delegation did vote to move forward and or any communication or discussion that took place thank you um and we have four policies that we need to review and um discuss so I'll turn it over to you mark the policy committee did review um the policies that are brought forward uh with the recommendation for approval the first policy um 5330 administration of medication emergency care this policy is revised to include the option of a student receiving nonprescription drugs that are provided by the school consistent from the school supply with parental instructions dosage instructions or health care provider instructions um 8-3 as you see the first part of that policy language there was a a
011number of omissions and as we go through that policy then you'll see the new language um that comes up within that policy so 8-3 8-4 and halfway through 8-5 is where you'll start to see the new language under administration of medication Emergency Care policy 5330 um 8-5 any questions again as we go through these policies um watch closely um there are a number of checkpoints and a number of places where we check as far as processes or procedures that we use within our district if I happen to miss one please let us know um or if there's questions cuz there are a number of them as we go through these policies tonight 8-6 yes I have one okay um now as far as a bottle of non-prescription medicine um I.E acetamin or Ibuprofen I understand
012uh the pharmacy's name will be on it the dosage but um what's written here what's highlighted and the students name now if it's nonprescription how does the student's name get on there you you're not allowed to write on the bottle are you oh can you um please point out we're on 8-6 is that where you're at or where are we starting as we go the policy the the big paragraph right below administration of nonprescription drug products by School staff so in that paragraph non-prescription drug products may be administered to any student during school hours is that where you're talking in that paragraph that's that's correct with the prior written consent of the parent where we have a check mark in where it says health [Music] room I'll read through the paragraph and then come back
013to your point okay okay such documentation shall be kept on file in the health room substances are not FDA approved natural products food supplements and then we will have a check mark will require the instruction of a practitioner and the written consent of the parent and then as we walk through the policy procedure here uh check mark where it's non-prescription drugs that are provided by the parent may be administered by School staff only if the non-prescription drugs are supplied in the original manufacturers package which lists ingredients recommended therapeutic dosage in a legal format and the student's name and as well will have a check mark If a parent has completed the appropriate form authorizing the school to administrator excuse me administer non-prescription drugs aamine ipren dienal frame the student may receive such drugs from the
014school supply consistent with the parental authorization and the prescription drug dosage information any dosage of non-prescription medication other than that listed on the medications packaging must be authorized in writing by a medical practitioner so your question is with the student's name on the bottle correct um there's no way to type it on there obviously so I I think what that's getting at is so just for your information the the health rooms have a stockpile of like ibuprofen acetaminophen badril ant acids that every year when we register our kids for school you can authorize those to be administered this is for other non-prescriptive drugs what that might be I don't know but um I think the thing is the kid it the child's name needs to be labeled someplace on that so that the health room
015knows who's it is and who's it going to so obviously you know we can't get the manufacturer to do that right and and a Pharmacy's not going to do that I think it's just you know either a label or a Sharpie or something is what that's intending okay yeah Jill your spot on so if a parent wants their to take a leave specifically then that student's name just has to be in marker on there because we might not have a leave in our stock pile but that parent prefers that to be administered so they would fill out the form and make sure the student's name is on the bottle then the end of the year then it all gets returned to families too excellent that's all I have but if the parent fills out the
016form they can take it from the stock that's in the health room okay does does that answer your question Dean yep sounds good okay um we're going to go back up to the start of um 86 uh before any prescribed medication may be administered to any student during school school uh hours the board board shall require the written instruction from the child's practitioner accompanied by a written authorization of the parent such documentation shall be kept on file in the health room there is a check mark um there uh indicating the health room as we go down through the policy under student possession of medication you'll see uh where we are opting to check the option two a check mark in option two and then the last paragraph of that on 8-6 as you see there
017is two areas for check marks we will be check marking um and prescription medication and then we will be checking responsible students in grade K8 any further questions on 87 um you'll notice the check mark um was put in by CBD products at schools we will not have a check mark there no check mark there going down through the paragraph policy here um we will check option number two there will be a check mark Mark and option two and then as we go through the drafting note after the drafting note use of essential oils there will be no check mark by essential oils following on down through the sentencing um option two a check mark by option two um we will have a check mark in there any further questions on 8.7 88.8 the very
018second paragra I should say First full paragraph where it's indicating parents May administer medication at school or at school sponsored events there will be a check mark there the next paragraph where it states no student is allowed to provide or sell any type of medication to another student there will be a check mark in the area where it states violations of this rule R will be considered violations of the student code of conduct and policy 5530 the very next full paragraph I'd like to read always I like to indicat so the understanding of time periods no medication will be sent home with the student once it is brought to the health room unless Arrangements have been cleared with school nurse any all medications not picked up by a parent and or Guardian one week after
019discontinuation or one week after the last day of school will be disposed of by the school nurse and witness as we go further down 8-8 about halfway down um there's a a paragraph that starts with any bus driver staff member or volunteer authorized in writing there will be a check mark the board the district administrator or by a principal all three are authorized by Statute but could be limited by the board is a immune from liability for their Acts or omissions in administrating medication including but not limited to those three areas we will be having a check mark uh the next uh paragraph which starts out with a check mark indicating the board shall permit there is a check mark in that paragraph there the board shall permit the administration any further questions on 8-8
0208-9 as we start on the very top of that policy the School nurses there is a check mark in the area the School nurses opioid antagonist I'm sorry just clarification in um this might be a question for Peg school nurse does that is that limited just to Jennifer or can the school the AIDS um assist in that that as well I think I'm not 100% positive I believe Jen Jennifer is responsible for all the health plans and I don't my my gut tells me that an aid would not that wouldn't be in their realm of responsibilities it would be Jens so we should probably just change it to nurse okay yeah I just I I didn't some of that obviously is for the nurse some I didn't know if that was delegated thank you yeah
021I agree I think it should be the school nurse okay so we'll um make the school nurse not nurses correct for that there okay under and just to clarify I mean we have one school nurse but I think we often refer to the AIDS as the school nurse too so great under o oade antagonist plan the very first paragraph there um we will have a check mark the district's emergency nursing Services plan shall State whether and to what extent the district so we will have a check mark there under epinephrine Auto injectors the very first paragraph uh we will have a check mark where it indicates the school nursing staff in consultation with the district administrator to develop a plan that meets the following and with the letters that are lifted are listed underneath there
022if we go down to letter G is published on the district's website or the website of each school there will not be a check mark there where indicates is made available to any person upon request until such time as the district has website on which it can be published there will not be a check mark there indicating that anything else on 810 I just have I just have one question um back where it says the student may possess the medication does that mean they can carry it on their person yeah that's new oh sorry that's new as well so all of these policies like Jennifer reviewed them all obviously so when she deems that responsible student that can carry a Tylenol in their pocket she is allowing them to do that but that is something
023new for us in the past that wasn't allowable okay so I'm just concerned about them sharing it with fellow students yes and um honestly I think kids do carry tyl lenel in their purses or backpacks and if somebody somebody has a headache I think they do not condoning that but I think it was a battle that Jen you know said yes my kid kids are responsible most kids can do that if she feels that it can't happen for some uh person in the building then she would not allow them to be able to do that okay and and prescription medications if it's yeah if it's um I think it is the word responsible in there I think it says which I know is kind of ambiguous um high school students May possess and self- administer
024their own nonprescription medications and prescription medications at school if the appropriate medication authorization form is filed in the school office responsible students in grades k through eight may be permitted that's a little scary to me but we can certainly do hover the board wishes I mean I know Jen like I said Jen reviews all these and I generally speaking don't make those decisions for her but yeah I think the um as far as the prescription meds I'm sure that's in haers um you know cuz someone doesn't having an asthma attack obviously it's not going to be conducive to get down to the health room um I do know as far as the prescription ones the doctors have to sign off on it in addition to the parents so you know there's that piece to it
025I don't know if that makes you feel any better Donna but um I do agree I with uh can be a little Loosey Goosey and hopefully the the students understand they're not supposed to be sharing right right okay so I appreciate your questions are you okay with us checking that then okay okay any further questions on that policy uh we'll go to the next policy um policy 8500 Food Services this policy is updated to streamline the dietary accommodations language and to reference the appointment of a special dietary accommodations coordinator as required by regulations also added is a required grievance procedure related to the disability related dietary accommodations process a grievance procedure is required by federal regulations code of Federal Regulation 7 CFR 150 excuse me 15 b-6 on 8-11 of policy 8500 Food Services if
026you skim through the first page of this policy 8-11 the very last paragraph where it indicates the district administrator is responsible for implementing Food Service program in accordance with the adopted nutrition standards and shall provide a report to the board at one of the regular meetings annually regarding the district's compliance with the standard we do not have a check mark there um where it indicates that the district administrator shall assure that the district's vendors Andor Food Service management contractors provided a copy of this policy and any implementing guidelines and that any pertinent Agreements are consistent with this policy and any implementing guidelines so we do not have a polic a check mark there on that policy page 8-12 the first full paragraph an adult student if you go to the end of that paragraph where
027it indicates the request must contain the following information we do have a check mark there following information and must be submitted on DPI form Pi 6314 medical statement for special dietary needs working our way down through that page um the next paragraph that we have a check mark in starts with a special dietary accommodation for a student who has a disability that restricts the student's diet must be supported by a medical statement for special dietary needs which should be submitted and we do have a check mark then to the food service director who shall serve as a special dietary accommodations coordinator that is the check mark that we have in that paragraph the very next paragraph where it indicates a student with the disability may have an IEP as you read through that paragraph Just
028prior till the end where it indicates or upon request to the district food service director we do not have a check mark there any further questions on 8-12 8-h 13 the very first uh full length paragraph letter A if an initial request for accommodation in the form of substituted meals is denied the student or parent May request review of that decision by the building principal we do have a check mark there by the building principal as we read almost to the end of that paragraph where it indicates if the initial decision is reversed including doe the additional information provided on review the dietary accommodation shall be implemented without delay if the initial decision is affirmed we do have a check mark where it indicates the decision may be appealed to the district administrator whose decision
029is final 813 any further questions on that policy page I'm sorry okay oh I'm sorry okay all right all righty 8:14 any questions on 814 8:15 816 next policy copy of wellness policy 8510 this policy is updated to include the department of agricultures required non-discrimination statement as well as the reminder that Under The Heading policy leadership at least one choice is required for compliance these two changes were made pursuant to Wisconsin Department of Public Instruction District audits in which these requirements were identified by an auditor in addition the content of the entire policy was reviewed by a workg group which included members of the Wisconsin Department of Health Services DPI and the University of Wisconsin Health Systems the resulting draft of all this work was then further reviewed by NE by Neola Wisconsin based legal
030council for proper legal compliance adoption of this update is strongly recommended to be in compliance with the current auditor expectations 817 the first page on copy of Wellness 8510 as you have seen on the very bottom wellness policy on the very bottom part of 817 uh we do not have check marks under wellness policy leadership the very first full paragraph starting with the district administrator there is no check marks within that paragraph any questions on 8817 so with no check mark on either spot that means this whole paragraph is null and void there is more to this um Dean as we turned page 817 that's going to put a check mark and allow our process or procedure for that under wellness policy leadership if you see on the very top of 818 the design official
031for oversight of the wellness policy is Peg mitchler director of learning the official shall convene the wellness committee and lead the review updating and evaluation of the policy and I do believe if I'm not mistaken on our other policies we put the position in without the person's name is that what we have decided Peggy um I believe some policies require the name okay I'm just wanting to point that out to make sure that we're consistent or if we can or can't and where we can or can't so we're consistent okay anything else on 818 819 as you notice this policy is a lot of new language 820 oh I do have a question mark on which page uh it would be 819 halfway down it's just a one sentence um an organized wellness program shall
032be available to all staff which is great I'm just curious for learning purposes does this lower the insurance premium of the whole District if you have a certain amount of people on that program we wish it did we have a really great group of people coordinating a wellness program but it does not result automatically result in lower health insurance premiums okay any further questions on that policy no 820 8-21 as you see that language has been all omitted with the new language that was put in policy 8531 free and reduced price meals this is a revision this policy is updated to incorporate additional Federal regulatory requirements regarding student participation in the free and reduced meal program and to add an option for districts that are a part of the commodity eligibility provision whereby a district
033or specific schools within the district can obtain free meal eligibility for all students for a 4-year cycle if the school or District meets certain requirements typically sustained individual eligibility of free and reduced me meal s that is 25% or more of the student population consideration of this update is also recommended 8-23 uh under 8531 free and reduced price meals the very first full paragraph option one option one we do have a check mark where it indicates free and reduced lunch eligibility option which should be the option selected for any District participating in the federal school lunch program that has not re receive districtwide approval for the commodity eligibility provision described in option two below so we are checking option one any further questions as we go through 8-23 8-24 um as you see we do
034not check option two with us indicating that we are checking option one so there is no check mark there the first paragraph after end of option two unless exempt by the DPI annually prior to a date established by the Department of Agriculture and or the DPI you'll notice that we do have a check mark by food service director shall notify DPI of any school in a district that has 25% free and reduced lunch eligible or that has less than 25% but more than 15% of identified student percentage any other questions on 8-24 and 8-25 and those are the policies that we had from our last uh policy committee meeting with the suggestion that we do recommend of approval and if we can have those in one one motion that would be perfect I move to
035approve policy number 53 330 administration of medication emergency care as discussed in with the indicated change to make nurse sing nurses singular policy number 8500 Food Service policy 8510 wellness and policy 8531 free and reduced price meals I will second motion by VAR second by Amman to approve policies as presented roll call please Amman Hi cundy I stellner hi fic Hansen hi all right administrative reports any questions from the board or additions from Administration I just have one um after the holidays the Middle School's kitchen and servery is opening up as well as the art room probably within the next couple days as Mrs Shane needs to get organized and move her things in but we do have a scheduled tour for you then on the 20th at 5:45 to see those awesome news as

037we have not met and policy what we presented Tonight is the last packet that we have gone through um we do have some now that have came to be reviewed for our next upcoming meetings but we will start those now then probably the January 20th meeting as a policy committee meeting after or before our regular meeting okay and with that I would entertain a motion to move into executive session so move second motion byy second by Hansen to move into executive session under State Statute 1985 to Pro to approve executive session minutes from December 2nd 2024 and state statute 118.1 125 for the purpose of discussing requests by students including eligibility issues related to the same for early graduation the discussion of such requests is likely likely to make reference to to the specific academic
038performance of the students making requests for early graduation the board will move into Open Session may take action on items discussed in close session roll call please Amman hi cundy I stellner I verich I Hansen I
