002of America and to the Republic for which it stands one nation under God indivisible with liberty and Justice for All call please here veric here Keller here Peterson here Amman here cundy here Hansen here recognizing the administrative team we have Dr Larson Mrs Horvath Dr M Dr mad uh Mr manir Mr Katie Mrs dad m Mr jerc believe that's it all right and visitors if you we have the sign up sheet I hope everyone signed up um and then it is time for open Forum first up is Carrie flag Thank You Again Carrie flag Larson Wisconsin win count School District Parent I listened to the policy meeting last week and was wondering what policy board was taking on gender identity or student name changes and pronouns arrowhead's policy is simply for student name changes and
003pronoun use is this what gender identity policy is to win a county I'm confused by the listed policy on the committee meeting from two weeks ago that says gender identity policy to the new name of student name change in pronoun policy that's listed on today's agenda being reviewed by Neola if this is considered the same policy there is a serious communication problem on what the policy is and what it's for and if the example policy from Arrowhead is supposed to be adopted the wording must be amended this is in regards to the terms like May or shall this verbiage must be changed to ensure and it must be a must for Parental involvement and lastly I was wondering if and when the board was going to make a motion to resend the revised Title 9
004attorney reading said anyone can make a motion to agenda a amend the agenda minutes and make a motion this should be done Kent K I'm sorry go read your writing cruel okay my mother was a fourth grade teacher she was not very popular with the kid oh Mrs cruel um I just had a a quick question I came from from a small community of about 2,800 people so it's relatively the same size as this and they always publish the school board's agenda in their weekly paper the week before the meeting and then the minutes after they were uh finalized after the meeting and that was very beneficial to the community because then everyone in the community knew what was on happening and what was going to be decided um I thought well that's strange maybe
005so I called the new owners of the winon paper because they have a small town paper here very similar to what I'm familiar with and ask them why don't you publish the uh school board's agenda they said well we'll publish it if it's a responsibility of the administration to get it to us well then I see on the agenda it always says that it's um been given to the Press so I'm not sure what press that's given to but that the the local community paper doesn't seem to want to print it so that's all I had it's I think it would help everyone if the whole Community knew what was going on knew what was being discussed at the meetings and what was coming up to be discussed at the meetings so that's all I
006had Mrs Hanson are you okay if I just respond to that quickly sure um otherwise I just call you but then other people don't get the answer so we do our agendas um they're usually we try to get them to board members on the Thursday before the Monday meeting so they're not done weeks out cuz things change change and get added so what we do is um that Thursday hopefully the board members get their packet and I'll be honest sometimes it's Friday if things get delayed but and the winning County News doesn't come out until that Wednesday so it would be delayed information for the community so that's the reason why but we do give it to them again it's just too late for them to publish because it's delayed so yeah I'm not sure
007why I'm sorry I'm not sure why must just yeah I don't know if they had a daily paper or what you know I don't know the circumstances but that's the reason for the wi it's not in the winai news so thanks for the suggestion though I think it's good one can I add one more thing sure to the question of as far as the minutes the minutes are are put in the paper so the minutes are in the paper as soon as they're approved they're very small very small print very small print yeah but otherwise yeah they are in as soon as they're approved or put in uh Adam erens good evening I'd like to start out by sharing a statement made by oshar school board member Dr Timothy hes and quote the Wisconsin school
008report card system is broken with with the lowering of the cut scores this summer educational achievement appears to have gone up significantly throughout the state even though likely very little changed the data then feeds in the Department of Public Instruction school report cards that we have seen a lot in the media recently the scores that are presented to the public can entirely can be entirely misleading take for example even with these new lowered cut scores there are 27 schools throughout the state where less than 20% of the students are meeting Prof icy in either English language arts or mathematics yet the dpi's official rating of this school is exceeding expectations a parent in these schools has every right to be appalled by this performance but somehow though what may be described as statistical torture or
009through uh our state educational leaders have us believing all as well our kids deserve so much better if less than 20% of students meeting proficiency exceeds expectations it is time to change our expect ations I also see that uh the school report card or end of quote right there but I see that the school report card is on the agenda tonight so I'd like to know if either Peggy either of the peggies could comment on a few items that I have questions about regarding this topic um I was wondering if the tests were the same as previous years were schools notified that results would be different I would like some insight on the process that DPI took to recalibrate the tests DPI is misleading parents and they've done it many times over the years by
010changing the testing score system and looking at this year's test results for Winan I believe it is statistically impossible to go from 55.6% to 675 67.5% proficiency for English and 62.2% to 76.8% for math previous scores have been within a few percentage points from each year compared to the previous in a memo to school superintendent's DPI stated you will not be able to comp compare previous year's stats to this year does that sound transparent to any reasonable person this is all smoke and mirrors to the best of my knowledge last year's test did not change from previous years and we did not change our curriculum or have an Intervention Program last year that would account for increase in results I would also like to comment on Dr larsson's administrator notes from last week's winning County
011news and I quote you we always strive to provide the best education possible for all our students Although our report card is very good we will continue to strive for continuous Improvement end quote and I agree with that statement and I share your views on striving for continuous Improvement I believe sometimes people understand my objectives but for one I have I have fought hard for my kids to go to winning County and I went what's best for them and others so do you really believe that DPI standards to gauge our kids learning is what's best for them thank you Adam when we get to the report card just help just interject to make sure I answer or attempt to answer your questions and Katie karts hello um Katie Cowarts I live in the village of
012wine County um I'm going to talk about something tonight that's probably not talked about very often um but it's something that happens to be super relevant in my life currently um and I did notice that it is the agenda item 5330 on the policy committee tonight um administration of medication and Emergency Care um and it just so happens I spoke with you this morning Peggy regarding this um my kids have just been hit with just a bad respiratory illness um and my oldest over the weekend she's 11 all of a sudden had this episode of I cannot breathe and gasping for air pale like I you know finally got her inhaler and you know we ended up in the ER and the whole bit um and she's had two more instances of this and they're
013not quite sure frankly exactly what's causing it right now something lingering um but then it led me to thinking of what staff are trained in CPR in first aid um and so that led me to a conversation with Mrs crowy and only one staff per grade level and I guess I'm only speaking for elementary school I'm not aware of the other statistics for the middle and high school um that's not enough staff to me um I have a history I've worked in early childhood for 10 years and every staff member in every daycare you have to renew both of those every two years or you just don't have a job it's a requirement um so it's crazy to me that two teachers can have eight babies and you both have to be certified every two
014years it's required but one teacher could have a whole grade level and when somebody can't breathe seconds matter so when you're having to call for the I understand there's a a medical team when you're having to call them and a child can't breathe like that's too long to me and I understand it takes funds for the training um but it's to my understanding Mrs crowy is trained she could provide this training there are many days throughout the year for extra training for staff um I feel like if there's money spent the health of our kids should be top priority um I would love for this to be considered tonight at the policy committee meeting thank you thank you all right that concludes our open Forum move into Open Session and I would entertain a motion
015to approve the consent agenda so move second uh motion by cundy second by Hansen to approve the um consent agenda any questions discussion from the board roll call please stellner I veric I Keller hi Peterson hi Amman hi cundy I Hansen hi wall of Honor system used to recognize our students I believe that's you Mr Lee so I I put in the um admin reports just some links of different examples of of these types of boards in in other schools um and then I just emailed after school today so you may not have seen it yet just uh kind of the tidbits and some things to highlight um that you can click through look at and then um there's some quick videos I I took to of our our current uh displays when it comes
016to our our trophy cases which are I I love them they're they're nice but what not everybody knows is in our Up Storage St storage of the of the high school and the gym there are shelves and shelves of old trophies and totes of all the plaques that are just there um and it was brought to my attention when we were the middle school was getting renovated this this summer and Steve mentioned just the pallets of of trophies because there's not a a trophy case in there and then what are we can do with these trophies and well don't get rid of them yet but let's put them in storage and that's when I went up there and saw all all the different trophies from all the um historical um accolades of of people in
017our school at one time um just sitting up there in storage so that's what got me thinking about this and and researched it a little bit and and initially the the touchcreen the 65 in recognition board can do just that it can it can basically catalog all those trophies um we'll take some time in the in the front end here of taking a lot of pictures of trophies and um but the the company itself is is going to help with the organization of those um so it'll be nice inter and it's an interactive board it's touchreen you can if I really wanted to know how the 1987 football team did I can just hit football hit 1987 and find out that they only had two losses you know um or whatever year I want to
018do um see how the 2003 High School group as a whole did in in athletics or extracurriculars you can filter that as well um so I think it's a very organized way and it can be right outside of our comments that people can um look through and again interact with the screen uh as far as the recognition go goes um there's also a QR code there's a online interface as well so if the screen is really popular and there's a lot of people around it you can just scan the QR code and do the same interaction um on your phone as well and I think that is just kind of scratching the surface of the of the board it's very customizable and and flexible I think Athletics and extracurriculars can just be a start but
019could very easily also highlight academics um theater brochures uh the scholarship night you can have something on there um possibly even uh local Community member anything you want to put on that board you can and and talking to Tim a little bit something he wanted to tackle and didn't quite get to it by the end of his career here was a a hall of fame for winning cayen I know people in the community have talked about that as well and I think that would take it's a big task it take a big committee to do but the touchcreen could be a way that something like that could be um used for de demonstrative purposes to of the of a Hall of Fame okay so it's again um very interactive Dynamic tool that can be uh
020easily seen by anybody that is visiting our school um and those community members I especially think of the the ones that their trophies may not be displayed anymore but they can still um see them recognize and U I may even need some community help in the future of this project just for records different historical data um that I wasn't there for that that maybe alumni can help out with um as well to to display or get those people recognized too so and this would Encompass the uh liberal arts end of it too the music the band the theater yep and you can um organize it however you want I mean it almost looks like some of those examples almost look like folders where that homepage could be academics Athletics liberal I mean whatever you want
021to organize as and then then it can be broken down into more folders beyond that as well subfolders if you will as far as the photos go um will the system be backed up let's say if the it would crash um you wouldn't have to ref photo these trophies again then would you corre yep yep so I mean it is just a basically a computer behind the touchcreen itself that that runs it but it's also um online interface as well so it is backed up yes any other questions for me will there be a bid coming forward or do we know what Co what the cost is or yep so it um typically the screen itself it was like 4500 I believe but the start of the school year it was um down to 1,900
022for the 65 in screen so we use W Club funds that we use for concessions and things like that that where we get that money and um to purchase that part of it and then the subscription is400 a year but if you lock into so many years it it that comes down so I'm looking at the our extracurricular endowment that a lot of that money comes from the um the golf outing we have every summer to help pay for that I think that's a great because that's supposed to highlight all extracurriculars too so I thought that was a great fit for that yeah so as far as the district goes it won't no cost to the district no okay awesome no okay yeah and in the bathrooms by The Commons if you look right across
023the hall there's just a b basically just brick right now so that's where we're thinking of of putting it and then and then um part of our partnership with BSN and Nike we got paired up with a a campus branding that also chipped in money to entice us to do this partnership so working with campus branding a little bit to fancy up that brick area before we put the the screen on it so just kind kind of going through some designing right now to make that look nice okay yeah questions for me awesome thank you appreciate your time there Tyler uh 23 24 um report card awesome um yes in your um package of information on a report card um I will say um Peg meller is our resident expert on the statistics behind the
024report card but Adam I think I can answer some of your questions and I'm going to tap Leah too I know she's really good at this so put you on the spot a little bit Mrs mad but um otherwise if I don't answer any of your questions regarding the statistics U Mrs micheller will have GL they have a conversation with you so first of all um we are really proud of our report card because it measures us and regardless of the feelings about the cut scores which we have no control over that's a DPI thing we're compared in a similar manner to all the other schools and we're really proud of the fact that we're number one in the valley so we listed all those schools however I do understand what Adam's saying because actually
025probably every one of those or I shouldn't say everyone many of those district report cards have different weights to them so there are four categories that measure the report card targeted student growth um achievement um or Target group outcomes I'm sorry growth and then on track to graduation those for districts can be all weighted differently and I know that sounds odd but that's the way it goes it's based on different Dynamics within your school so for example we like right now I'm just looking at our achievement is weighted at 33 point or 35 . 3% a neighboring school that might be weighted at 25% so it's just different based on the school um we actually have had conversations with DPI about the report card what's really hard is the elementary and middle school students use
026what's called a forward exam to be that's their evaluation tool that test is completely different than what the 9th 10th and 11th graders have to take in the ACT okay so Ford exam is an exam that you can essentially have as much time as you need there's some accommodations that all kids can get then you get to high school and Wham you got a test your junior year that's four hours timed very difficult if kids aren't used to that system so we do try to work with our kids but all that's all treated as kind of similar test and so we strongly disagree with that process and we've even gone so far as to say listen our high school achieves 88% higher than any High School in the state of Wisconsin yet we just meet
027expectations but how can we achieve at 88% or better than any other school so and it's basically because of the diff different testing formats and our middle schoolers do amazingly well as you can see so when you're at 100% achievement how can you even grow so lots of Dynamics in there that we are working with DPI and actually I should follow up now that the report cards are all public to say now assuming you're going to be looking at how you're scoring for next year um and we wanted to be a part of that conversation so we asked this woman when you start talking about that please invite us to that conversation so I need to follow up with her um all that being said we are still really proud of our achievement again our
028schools are achieving at high levels as compared to other districts um yes I understand the comments about DPI cut scores that's all in their deal like I I wait probably not I don't wish I could own some of that but that's just what's dictated to us from DPI so um and it is true you can't compare report cards we haven't been able to compare a report card to one another and probably a couple years they're constantly changing the tests in the high school and it's just been difficult but it is what it is too right everybody else is in the same boat there's no school district that's not being is not under the same parameters so um Adam I don't know if I answered everything okay sure but if there's something else just feel free
029to email me or whatever so um Leah any or any other resident experts in state report but we are really proud of it like it's too despite everything everybody's under the same umbrella right and we do very well thanks to our awesome staff and can you answer the question he asked about the test the same test as previous years they are every test it's it's not you mean the exact same test yeah no the ACT every year no I'm saying from 2022 to 23 and then 23 to 24 was it the same type of test yes same same type the forward exam is the forward exam so our third through eighth graders take that and it's similar not same questions same with the preac what's or preac secure preac secure and then you go to
030the ACT it's that same format but not the same test so he was which is the scores are significantly higher even though the test didn't change so the recalibration of how they're counting everything in the across the board all schools it has significantly increased the percentages which goes to this point of that's a little bit misleading to parents because your child might not have improved at all but the scores look like to have improved well I know our ACT score has been very that we've stayed in a range of so I'm not like the forward exam the cut scores yes have changed but I don't think anything with act as far as SC because our scores have been relatively the same throughout the process but I understand your point about the forward exam and again
031I'm not trying to Slough my hands but we just don't control that that's something in dpi's hands and I would recommend you contact DPI regarding that again it's one measure like yeah it's one measure we have so many other measures in elementary school and middle school to help see where your kids are at like some parents in the room might hear of I ready testing does that sound familiar and then little ones are constantly being screened about their reading level Middle School us as I ready unfortunately high school there's not a lot of different measures to measure kids progress as far as I'll say General like uh Running Records set an old school kind of thing it's difficult um but we do have tons of other assessments to gauge our kids progress as well this
032is just one the state requires us to do and we have to publish results so hey P could you just speak real quickly to the fact that like how much work the district has put in thus far and is continuing so that as a district we will have parallel things to compare amongst ourselves not so much with Statewide or even valleywide or whatever but the work that the district is doing so that we do have stuff to compare against our own so I would say I ready testing across the district is something that the elementary middle school people use quite often um just and you can show growth in that area you can also show where some kids need some strong remediation that comes through our interventionists so that we can bring kids up to
033speed in those areas and we are working really hard to help our kids learn how to take a test like act not because sure we care about the score for them but they're missing out on opportunities potentially scholarships and things so we're trying to give lots of um testing tips and strategies because I don't know if any of you had a junior recently in high school it's a really stressful day it's four hours of here we go and it's so the rules are really rigorous meaning what we're allowed to do in the classrooms and what we're not allowed to do and that day is also a day where no other kids but juniors are here that's how the test is grueling on those kids right wrong or indifferent I mean we'd love something else because
034Act is not a test to measure academic performance it's a test to say see if you're ready to go to college and not that's not even some kids don't even that's not their deal and that's okay so um again we want to work with Epi we've asked to partner with them in the future to um just learn more about how they feel they scoring report cards because we don't feel it's it's accurate to be honest with you especially in our high school Peggy I agree with you talking with other school districts across the state as well they're dealing with a lot of the same thing and understanding um as well well really understanding DPI as a whole as I was reading here I think in 2025 or 2026 coming up they're looking again to look
035at priority areas and the criteria to determine really uh report card as well District by District so it's an ongoing continuous change that districts are are trying to you know understand and give DPI information so that we as districts can understand where they're coming from and really how to analyze and assess each of our students it's a good thing the question that uh Megan did ask we as a district do our own in in District studies and Analysis and and so on on each of our grade levels so we can inhouse do an understanding of each of our children's assessment and achievement anything else from the board okay despite all of it we are really part of our kids and our teachers they did an outstanding job all right 25 26 school year um in
036your packet um board members you have two years worth of calendars the 25 26 school year and the 20 um 627 school year um this calendar is generated in um cooperation with our district leadership team which is representative group of um teachers across the district and admin um and they put together work together to create these calendars um some tweaks happened along the way but in um we finally kind of hashed things out both Calenders have 170 days for students that's why you only have one set of hours of instruction because it's the same for each school year so um the DT and admin are hopeful that you will approve both of these uh school calendars so we can get them out to parents uh I have a quick question um these are still put
037before the policy committee for initial glance and yes I did email yes okay was there given and just I'd like to hear from the committee members um was there any thought G I I I guess I was a little surprised that there's a two full weeks of off school in December um would it and then we get out June 4th um Memorial Day is the 20 th of May um was there any thought given to maybe not this one having that much vacation in December like going to school maybe the 22nd and maybe the 23rd and then allowing the kids to get out out of school sooner uh I'll respond first and then maybe the other members can as well as Peggy did send this out to us um looking at this of course my
038take on calendar was and has always been hoping to get our children out of school before the 1st of June I I just always have agreed and thought that it's good to get our our children out before the 1st of June looking at these calendars um there was an area that I wanted to question and that was the same area that uh Mrs Hansen brought up um looking at the calendar to have two consecutive weeks there where potentially we could look at the 22nd and 23rd in both of the school years that week in the 2025 2026 calendar the 22nd 23rd and in the 26 27 calendar the 21st and 22nd that would would potentially give us a chance one year to have the students out of school by uh June 1st and and one
039towards the end or the so of May that was a thought that I had had um I'm not sure what the other members thought as they reviewed this but maybe they can chime in as well I guess I I understand that the administration and the district leadership team kind of puts this together um so especially that the district leadership team has some input into this and has helped put come up with this um you know I'm okay with it I think for the last several years our kids have not been out by June 1 or right on June 1 um so I don't if if this is what our leadership team is putting forth that they want I don't have an issue with it the question was directed as well to the committee as far
040as policy um what are the thoughts of any other policy members my personal preference is that we don't go to school enough I think we're off too long in the summer but I I reserve that to myself because I I've thought that I've questioned that many years as far as the summer or the break in the spring and so on but I I align with the leadership team yep I'm good all right um so I would entertain a motion to approve the 2526 calendar so move second motion by Keller second by verage to approve the 25 26 school year calendar roll call please Peterson hi Amman Hi cundy I telner hi veric hi Keller hi Hansen I and um you have the 26 27 calendar as well if there are no questions I would entertain
041a motion to approve that calendar with again a two full week Christmas vacation so moved second motion of a verit second by uh Peterson to approve the 2627 school year calender any questions from the board roll call please here hi cundy ice telner hi veric hi Keller hi Peterson hi Hansen hi and uh the facilities long range plan Mr Katie hi hi we never see each other anymore it seems like uh so uh this is the other part of the plan we mistakenly left off from the um the last meeting that we had and uh just want to touch base don't need to take a lot of your time here but um so this is the the long range plan or the 10-year plan um a lot of the things in this plan are here
042as bookmarks so it reminds us that we need to start thinking about how to fund this and also checking on the condition of different things uh we need to keep it bookmarked in our school plan to um make sure some of these things get in if not all of them in this plan A lot of these things also at this point are unfunded I can't tell you what Financial shape the district's going to be in 10 years from now and a lot of the prices on here I can't tell you how much it's going to cost in the steel Market to build something 10 years from now so we put a we put a number in there as a placeholder and then examine it when we get a little further so just hitting the highlights
043it's uh broken down by building in by District so I have uh tuck pointing at the elementary school the Elementary School uh track getting uh re resealed and uh striped and uh we were thinking possibly we could get some help with the from the PTA to do that um we also have a complete rebuild of that of that track uh put in here we don't know which way that we want to go um these are things that we would have to discuss but we need it in there as a placeholder so if we decide to go that route we can uh parking lot on the East uh the east side of the building at the elementary school to replace uh that's difficult because we don't know what the future of the elementary school is and
044uh I don't want to be the guy to put in a brand new parking lot and then all of a sudden three years down the road we we level the building so that just wouldn't be a good necessarily a good uh use of District money so once again these are things we're going to have to talk about in the future same way with the parking lot uh we were thinking about uh the south parking lot kind of over by the the business office putting in 150 vehicle parking lot there um the future we don't know what's going to happen over at the elementary school but we needed it there the best page in this whole report is the Middle School longrange plan because it's empty so that's awesome so if there's something uh in this
04510-year plan at this point uh I'm not doing my job and you guys should let me go today the high school long range plan I'm and I've said this before and I know you guys are sick of hearing this but I am really fortunate that the facilities directors before me did such a good job maintaining the district I don't have nearly the things on this plan that other districts do and that's because they were Johnny on the spot when it came to repairs and thinking about the future so as good of shape as the facilities are right now that is not due to me that is due to people that were here before me and they did such a good job so really the high school the big thing always in the high school is
046roof repair so we replace a section or two sections whatever our money allows um we try to do it every year we try to do some and that depends on how much money is in fund 41 whether we can afford what we can afford to do um so I have the roof replacement in there the fire alarm we have these things called duct sensors so they're there are these little probes that are inside the Ducks throughout the building and if it's sens of smoke it uh sets off the fire alarm well as uh Dr mashad will attest that's not great when it's cold outside and they go off randomly because they're full of dust and these aren't things that you can just dust off in the wood shop these are things that have to be
047replaced there's some cleaning that you can do but after a while you have to just throw them out and start over and that's going to be a process that we're going to have to start on in the future uh the high school basketball court as we talked about in The Five-Year Plan um is going to have to be resurfaced that's about every 10 years or so after a while you know it's like you're running on putty because there's so much there's so much clear coat on the court so it has to be sanded down and at that time we'll have to talk a little bit more about um about what we want to do there and as I said before we have to I'm sorry but we're going to have to get rid of the
048trees in the gym I know that's a very controversial topic but uh we got to repaint that gym and I think the pine trees that are painted on the wall will probably go I don't know but um uh I can also say happily that I will not be the person that decides if they go or not so uh Forest is um Forest is really it's tough out there uh there's so many different things that we'd like to do but you know money doesn't grow on trees and I got a funnel the money where the most amount of kids get the biggest bang for it and while we do maintain the forest and we do do improvements out there we just put in a bubbler we put in some other things uh this is just a
049list of things that if the world were a great place what would we do out there uh I predict that in the future we will have to have you know some sort of a kind of like a p plan like you did with the middle school but we're going to have to have some long range planning when we can afford it to go out there and say okay stop peac mealing this thing together what's your mission what do you want to do let's get a road going and go on it so um I don't need to go through all the aspects of this but uh you can look for yourself everything from replacing the septic system to the roof on the house eventually is going to go we know that to putting in uh concrete
050flooring in the in the uh what used to be the Machine Shed but now is a classroom the facility long range plan mostly involves Big Ticket like vehicle items a forklift which we might possibly get with the renovation only because we did not expand the school so we're going to have to start storing stuff up and not out because the school's the same size so we might need a forklift to achieve that put in some racking and store stuff very high um uh the scrubber that'll wear out the cargo van you know over time the the the Sprinter which is the mail van and now the Food Van um over at the elementary we have to replace the Jacobson Mo which is the biggest Mo that we have it's a very big complicated piece of
051Machinery it costs more than my car um of course we have in there to purchase land for new elementary school don't know where don't know how much but we got to have a bookmark in there and uh our good old Expedition we've had that for quite a while and it's starting to show its uh show a little wear so we're going to have to um think about replacing that in the future so that's basically it um nothing real spectacular I think I've talked to all of you before about this there's just a few items that have been added over the years but over this year but anybody have any uh any questions uh thank you Steve as of course um I'm always one that's looking at our maintenance of our campuses and Facilities because of
052the cost and everything and of course I do understand budgeting with school funding and so on and so forth uh and of course your budget is always one that's looked upon as far as you know I hate to cut it um but of course in most areas it's an area that sometimes don't get looked at probably as much because of the cost of everything um so the detail in depth that you you've went into is is what I've been sort of asking for because as we go forward of course we know there's major uh items that have to be done with and we we do need to know how to and and where to we can fund and and afford to do these so I appreciate the report and the detail um that you put
053into this because uh you never know in a roof you never know you know as far as that is Norbert rich I believe when we did the middle school we had survey it was part of our survey I think at that time um and so uh being that that was you know given to our district we want to maintain it and we are utilizing that at a pretty level high level of degree for education so it is important that we look at maintaining that um and so on so I appreciate the the numbers that you gave us I have a question on um getting back to the elementary school mhm so are two of the reasons to replace it would it be the shape of it you know being worn out or not feasible to
054repair or is it space or is it both like lack of space it is both um they're teaching kids in the hallways there um or or doing individual learning in the hallways we have cap classes which you guys have heard about before that we can't even open and roll anybody in cuz there's no room now that aside does the roof leak no um and uh do we have heat yes is the facade in uh in one of the entrance doors starting to pull away from the building yep and is there anything we can do about it no not without rebuilding the building to put the facade the the doors all back on uh it's just old building problems you know uh that building was built really really well and we're so lucky that we got
055so much time out of it and it was maintained really well but the time is going to come on that building and we're going to have to talk about that in the future and it's not a surprise to anybody in this room but uh as long as we're keeping it open we're going to keep it maintained yeah we've pulled that Elementary School along for a long time you know along for a long time and we have talked about it in our very very long range plan and our our phase of working on the buildings in our campus so that'll be in the F you know in the near future probably to talk about what we want to do with that building so yeah and I always feel kind of guilty about it because like I
056said I I'm not going to let the thing fall apart but then you also got to think to yourself okay so this building how long is it going to be here how much how much do we really want to replace on it or really put into this and that's I guess that's a question for the future I can appreciate your take on that Steve it's like anything you decide whether you're going to push uh good money after bad or not but it's like all of us we look at replacement costs and when and where can we do it um and so that's how we've we've maintained this and I appreciate and really do thank the staff and custodial staff for maintaining that building so that we can get continuous life out of that building any
057other questions anything else okay thank you Steve thank you um approve High School girls wrestling coach for the 2425 season um which is going to be if approved Mr maner so I really would like to thank you for stepping up in this interim um appreciate that so so moved second uh motion by second by Hansen to approve Mr maner as the high school girls wrestling coach for the season any questions comments um I don't have a comment but wanted to thank Mike again for stepping in um obviously extremely qualified for the position um I also wanted to just kind of make note that um there is a young lady that has wrestled here in the in the past um who will be volunteering as available right with time she just has too much on her
058plate to commit but um kind of nice to know there will be a female for the girls to go to if they need it so roll call please verit hi Keller hi Peterson hi Amman hi Cy I stellner hi Hansen I uh approve uh the job description update for the elementary school health room Aid sl4k through2 clerical assistant uh that job description was posted in your packet uh any questions or comments from board members just a quick question Peggy and the employment terms school year calendar plus summer school um is there additional contract for summer school or or will this be all in one contract for the individual or how is that done um sorry support staff people don't get a contract so they get an hourly rate so the person will be paid hourly
059during summer school based on Summer school as well okay thank you and and the person obviously by reading the job description will be made aware that they do have summer school responsibility absolutely that's why there's two separate ones just so we know that Elementary person is responsible for summer school okay um I take a I'll make a motion to approve the elementary school health room Aid sl4k through2 clerical assistant second motion by Hansen second by quindy to approve H4 job description Lo call please Keller hi Peterson hi Amman Hi cundy I stellner hi veric hi Hanson I and um h4a job description for the district health room a again this their home base will be and high school but um we do have the flexibility to move them around as needed um think that was
060the major change right M okay any questions okay motion so moved second motion by veric second by Peterson to approve the h4a job description update of the district health room Aid roll call please Peterson hi Amman Hi cundy I stellner hi veric hi Keller hi Hansen I um and policies turn that over to Mr cundy okay we have a policies listed for tonight for approval uh these policies were reviewed at the policy committee meeting and with the policy committee meeting uh having met these were brought forward in agreement and consensus to be brought forward for approval by the committee the first uh policy 5505 um academic honesty this policy is revised to incorporate concerns regarding emergency AI technology and its impact on academic Integrity additionally this policy is updated to include optional language regarding the
061use of artificial in intelligence such as generative tools by students in the completion of their schoolwork adoption of this language or a similar version of the language that identifies use of AI tools to create work as a form of academic dishonesty except when authorized is strongly recommended policy 5505 academic honesty on 14-4 any questions on that from the the board you can read the new language that was put in as well as any deleted uh language on the bottom of 144 you notice we do have a check mark um under use of artificial intelligence natural language processing tools for schoolwork 14-5 the very first paragraph as you go through through it uh we do not have a check mark where you see policy 7540 08 artificial intelligence any other questions with that policy our next
062policy policy 5430 class rank this is again in a revision this policy is updated to incorporate the class ranking requirements districts must Implement for students to participate in the University of Wisconsin systems guaranteed admission program the requirement for grades for grade 11 class Rank and notification to the top 10% first applies at the end of the 2024 2025 school year with guaranteed admissions in 2025 26 school year adoption of this revision is recommended and required for any District who wishes to participate in the guaranteed admission program or the Wisconsin academic Excellence scholarship program which of course we do on 14-6 policy class rank 5430 any questions as we go through the very first part the board authorizes a system of class ranking by grade point average for students following the completion we do have a
063check mark grades 9 10 11 and 12 as we go halfway down through you'll see the letters a b c d all the way to H we do have a check mark in D E F G H on that particular page any question with that language uh not so much with the language but with the practicality of this um so so now and some of you in the audience might know the University of Wisconsin system is doing automatic admit top 10% of class uh W Madison I believe is top 5% if you looked at last year's graduation we had 17 kids with a 4.0 which exceeded probably 10% of the class so how are you going to make that distinction because I read this several times and I still don't know how you're going to
064make that distinction funny you should ask um so uh Mrs Dr mad went through um the kids and had to determine what impact that 5% actually had we are going to have to have a public hearing for for us to allow us to use the tiebreaking procedures that we currently use for the academic Excellence award this is one of those wonderful things put in place by legislators who didn't think through it no disrespect it's all a great idea but um it's been a process and we've worked with our attorney too to help us through this we're not the only ones in this boat so we're likely to have a public hearing I guess we'll say and we're trying to figure out the impact on our students thank you you're welcome I have one question um
065are we going to be going to a weighted and unweighted GPA not at this time okay why not yeah why not um that goes against the whole purpose of our grading system like even class we kids know their rank but it's not something we publish um we're trying to instill the love of learning into kids not just fighting to be that top a student all the time we want them to continue to learn if you are one of those valorian Kudos is great for you but we want kids to continue striving for learning also I mean this is I I'm speaking for myself I haven't pulled the admin team if somebody is going into the trades I think that's very Noble just because they didn't take AP classes or cap classes or something I don't
066think their grades should be weighted any less than somebody else but but we're talking about the top five and 10% and kids who might benefit from that direct admit who may not have thought otherwise um and their classes that those universities are going to want to see those kids taking so you know and I get what you're saying I I'm not suggesting we punish or anything like that but um I'm wondering if there's a consideration given what's been thrown at districts now with this new system um of looking at waiting some of that I mean I it's it's it's this I have never been vocal about this it's been a beef of mine um there are kids who have complained about taking harder classes because it ruined their GPA and our system shouldn't that goes
067against our system right um there are classes that I know it's very easy to get a three or an A in um by virtue of what the class is so waiting might encourage kids to take some of those tougher classes um know knowing that that grade means more you know an AB in a chem 2 class versus an a in a music class you know I and I don't know how you do it that's for everyone else but um and there's pluses and minuses I know I I've talked with other uh District administrators on or Administration teams um but I just think it's something to consider yeah absolutely I would say too um so what likely will happen again we're just working through the process of the public hearing and whatnot is we'll use the
068same tiebreaking procedures which is kids with a 4.0 the first tiebreaking measures look at their English subscore or tell me what is it compos score oh composite score thank you Leah then it goes to ELA I should just let Leah talk about this go ahead comp and subject area their next highest score so two students have a 35 and test and which again I mean kind of it goes to waiting I mean the the kids going to the trades aren't going to be getting 35s and 36s on their act I well I I'm just saying I mean it's the same concept really and and there you're rewarding kids who know how to take an act I mean we have some pretty bright kids who are horrible test takers yep um so just something to consider
069yep thank you I appreciate it and this this discussion we did have in our committee as far as you know where we were going with waiting and unweighting and in a grade point with this and so I appreciate the questions Jill and the rest of the board on this anything else on 146 147 uh the top of the page check mark a system using GPA there is a check mark there our next policy policy 5460 graduation requirements this policy is revised to reference the newly enacted half a credit five credit requirement in financial literacy for high school graduation additional credit earnings options are added as options as well note that any course approved for credit towards High School graduation in a state law required subject matter such as social studies math science physical education Health
070English and financial literacy must be approved by the board districts who opt to offer a GED 2 option program must obtain prior approval of the program from DPI the addition of financial literacy as a credit graduation requirement is required by state law effective with the class of 2028 meaning that students entering High School in the 2024 2025 school year will be required to complete this requirement once the board approves the revisions to this policy it must be submitted to DPI per Wisconsin edmin code pi1805 in parentheses 2 adoption of this revision is required as part of the board's responsibility to adopt the curriculum so policy 5460 graduation requirements on 14-9 um quick question on that the financial literac literacy at what at what point are they going to be taking that do they have an
071option to take it at any point during the we recommend Juniors to take it but um they can take it their Senor year to generally it's a class that gets filled up so freshman software have to wait but you may recall we've also had that requirement for several years this is not new to us and this will the curriculum stay the same or is there a whole new curriculum that's coming with this okay I mean they update it you know as things change but it's been our same curriculum so again we've had that as a requirement seven or eight years already I'm happy to see that we're not pulling a half credit out to even it I'm glad that we're going up to 23 credits I think our students are perfectly capable of that if
072not more so 1410 any questions on there 1411 any questions our next policy copy of search and seizure policy 5771 um Mark before we I'm sorry um I just wanted to so I just have a couple questions on this um your the memo um on the L system um we no longer report the class rank but we're going to keep track of it is that correct correct okay and when you say no longer reported reported to who it used to be on students um report cards or whatever okay so it's not on there anymore they still have access to it when needed okay okay so some universi still want that some don't you know okay and then the academic Excellence scholarship that's not something that we award is that awarded by the state then right
073state of Wisconsin right but we or that we have to determine who it is or or how many there are based on enrollment so okay okay and then is is that is that the one that is a four-year college and the one um tech school right yes okay yes okay and enrollment over 500 we get two students at for each award two for each yeah two for each okay thank you you're welcome oh no thank you I meant to to mention that uh policy 5771 the next policy search and seizure this policy is revised to make it easier to follow and to specifically note that a student search may be directed by an administrator other than the principal adoption of this revision is recommended on 1414 of the policy 5771 on the very first full
074paragraph um where we'll see the check mark at least annually as an example uh students with written notice of this policy at least annually and the routine inspections be done at the discretion of the principle of such storage places there's a check mark there mark are you saying there's a check mark because that there's not a check mark at least annually it's at the discretion of the principal yes I'm sorry uh where I I'm sorry I stated where it's indicated at least annually the check mark would be at the discretion of the principle of all such storage places I'm sorry thank you y 145 the new language where it starts accept there will be a check mark you'll see in the very last part of that paragraph where it states whenever feasible the administrator May
075secure the assistance of a school resource officer and conducting searches 1415 any further question 1416 our next policy policy 6325 procurement federal grants funds on 1417 any question on 1418 as we go forward 1420 1421 1422 and 1423 our next policy property inventory as you notice in the new language the dollar amount there for cost that equals to or exceeds 5,000 $5,000 in both areas within that paragraph uh $5,000 anything else on 1425 little more than halfway down to policy where it starts saying on letter C there uh is no check mark for administrator guideline 7310 disposal of nine nonfixed asset property 1426 with the new language about halfway down I always like to point out when there's timelines and if you read that there a physical inventory of the property must be conducted and
076results Rec Rec iled with property records at least once every two years and that is new language anything else on 1427 use of social media this policy is updated to provide additional language to address the continuously evolving environment of social media and the potentially dangerous circum ances in which school staff interact with students through social media and related forms of electronic communication selection of options here is recommended so policy 7544 use of social media 1427 any questions 1428 as we go down just a little more than halfway you'll see the first paragraph the district is committed to protecting the Privacy rights of students parents Guardians staff volunteers board members and other individuals on District approved social media sites District employees and volunteers are prohibited from posting or releasing confidential information about students employees volunteers District
077Operations through social media without appropriate consent you'll notice there where we start to put in check marks and um we will put a check mark in identification of a student in any there will be a checkm mark in that area and just to say that uh there will be never any time where a release of confidential information will be uh will be released according to when we're seeing it in policy prohibited from posting or releasing confidential information about students employees volunteers or District Operations through social media never will that happen Mark going back to that paragraph where you did the X in front of the identification of a student in any there's no check mark in front of social media post and then it's kind of cut off and then says public publication and or
078social media posts it looks like there's you need to check one or the other of those sections and I'm just curious as to what was decided according to the record I have we didn't put any CH Mark in there did we Peggy well it's incomplete without it so I'm not seeing I guess I'm looking to see for guidance on that CU I have no uh we just didn't talk about that or we put one in I didn't mark it please uh committee help me through that or what our thoughts were I apologize for not having a check mark well I I think I mean it makes sense if a publication Andor social media posts as opposed to just social media I agree I would agree with that if the rest of the board is in
079agreement I apologize for it being cut off she's right okay social media okay anything else on that policy on 1428 and and Peggy as well um when we go through this and Julie gets it to make sure that we have have that checked um so we don't miss it 1429 and policy student name changes and pronoun usage um this policy here currently does not have a number it is not numbered um if the approval is given by the board of the policy then it will go back to Neola for a number um a little understanding on this policy it was reviewed with the committee this policy did come from another school district um Arrowhead and to look at and to approve policies from other school districts of course with copyright we did go through to
080talk with um Arrowhead School District as well as Neola to get the approval for reviewing and or approving this policy and they did give us that approval I believe um Earl you are are one as well that brought this forward to us for review so policy on student name changes and pronoun usage policy number will be given to us um as I've stated once and or if it is approved or not student name changes in pronoun usage uh 1430 any question on the first page page understand that the discussion from the committee is um when reviewing this policy you probably have some handwritten language um that was sent along with you it was a little bit hard to maybe read but referencing policy 8462 um is a policy that we have referenced as well um
081remember that we do have policies in place for uh like harassment and bullying and so on the hand language that was written there if there's any question on that um it just illustrates and references policy 8462 that's on mandatory reporting though the 8462 yeah right right yeah we we made that note as a reference to that that policy would supersede this one as in the um if there was you know a threat to violence at home there is some words in here that you know I think was brought up in open form that says may or shall inform the parents well we have a policy the 8462 that would supersede this that says we wouldn't if we felt that physical harm uh could come of notifying the parent but we would then notify and follow
082that policy before notifying the parent so that's why we wanted to make sure that that note was in there okay thank you um policy 1431 uh I do have a question on that um under if you go to in addition where that starts with the five uh bullet points or um on number four um in the second line it says the district shall make a reasonable attempt to contact all parents what what is deemed reasonable attempt is that one phone call is that five phone calls is that can we take that out and just say shall contact all parents I think that's gray uh if are you asking for my my thought on that I just wanted to know if the committee discussed that or um yes that was discussed as the committee and there
083was a a change to that um and the change is before approving the modification of the school records of such a minor student in order to reflect a change in a student's legal name and unless prohibited by applicable law the district will contact all parents or legal Guardians so that language shall make a reasonable attempt to contact UM that language is taken out and it will read the district will contact all parents or legal Guardians who are known to the district okay thank you any further question on 1432 okay um any further questions on other of the policies uh if we had approval for these in one motion that would be what I would suggest instead of a motion for each policy as long as it's noted in the motion that there was a change
084slight change to 7554 and a slight change to the student name changes in pronoun usage yes I would entertain a motion make the motion to approve uh policy 5505 academic honesty 5430 class rank in Kuma Kuma 5460 graduation requirements 5771 uh search and Caesar uh 63 325 procurement um 755 7544 use of social media 7450 property inventory with changes and the policy to be numbered later with changes for student name changes and pronouns the the change was for 7554 the use of social media and not the property inventory correct for that correction okay is there a second I'll second motion by Peterson second by Amman to approve the policies as reviewed with the designated changes to policy 7544 and student name changes in pronoun usage any other discussion from the board roll call please Act
085Hi cundy I stellner hi veric hi Keller hi Peterson hi Hansen Hi and then in your packet you have the updated um uh cell phone uh data update um as an FYI I have a question so there's 132 for the high school violations and then I look over at the reoccurrence violations I did my math right there's 32 and then there's one with five plus are you saying that there's maybe there's you know a couple people with just one violations but I'm assuming and hopeful that the one student that has five plus violations is not 100 okay I just wanted to clarify that's how the numbers were adding out I it was sorry it's just thanks for the clarification and just for clarification also this is a cumulative um rather than new violations so so
086when I first saw this I'm like whoa but all right okay um admin reports those were available in your packet um any additions from Administration questions from the board okay um board reports any Communications I have just one and that is on behalf of the Wisconsin Association of school business officials um it's their pleasure to congratulate the Winnie County High School concert band for being selected to perform at the opening General Session of the Wisconsin State education convention on Wednesday January 22nd and with that involvement they're enclosing a $500 stien to help offset travel to the be Center in Milwaukee congratulations to Mrs Ron and her her band um to go down to Milwaukee all right and committee reports human resources and finance uh we haven't met marketing and public relations nothing at this time
087okay and policy we will be meeting after the regular meeting meeting tonight or after closed session okay more to come huh yes and I would ask if it's okay we have the closed session in here but I think it was posted for the policy meeting to be in the library um if it is okay with the committee Andor the attendance of the individuals in public meeting that we would just host that here since we've got the table set up um since it's not closed session for policy we could just have that in here after close session Peggy is that okay yeah absolutely okay all right and with that I would entertain a motion to move into executive session so move second motion by County second by Keller to move into executive session under statute 1985
088to approve executive session minutes from November 18th 2024 um statute 19.85% G legal council for governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved specifically legal matter before an administrative agency and statute 19.85% preliminary consideration of specific Personnel problems or the investigation of charges against specific persons except where paragraph B applies which if discussed in public would be likely to have a substantial adverse effect upon the regulation of any person referred to in such histories or data or involved in such problems or investigations regarding a student issue the board will move into an open session and may take action on items discussed in close session roll call please cundy I stellner verit k
