003sex education um I had opted out on August 28th and it was sent to three staff members and it just so gotten um looked over um and I filled it out for all three of my kids sent it to three staff now here's what I'm frustrated about is that so just so happen to get lost in the emails um and the forums that I was giving for was from moms for Liberty so what's the difference of the winnon form and also emailing it over how am I supposed to know that that's not going to get lost as well in email um and also I have specific personal reasons why I wanted my daughter opt out and Peggy Larsson is aware of that the email that I got back from her was stating that I should
004have contacted teacher why when I've already I've already messaged these August 28th prior to school to you as well and the email that I got back was have you had a conversation with the teacher a I shouldn't have to when I've already sent it to the staff and um anyways going forward all I got was the message back from Peggy was understood period no sympathy no I'm sorry the only one I got a response one was Cari very sympathetic she always is and she's a wonderful wonderful staff member um I'm I'm very upset because my child was already exposed to how how they have babies boy girl parts I am absolutely you have no idea you have no idea what my kids have gone through too but either way that's not even it's what I
005wanted and you still after three staff members still got lost in email this is unacceptable beyond in order to solve this I think there should be an optin form because how many other parents has this happened to how many how many more lawsuits would you like this this is this is unacceptable how many other parents have their kids in there that have opted out that nobody is aware of because they got lost in email that's all I have to say G plag Carrie flag Larsson Wisconsin resident in the Winn count School District thank you for offering the open Forum as usual many have heard the expression hindsight is 2020 I believe we've just witnessed this through the election cycle some may go back to the August 5th board meeting at 1 hour and 37 minute
006marker where board member Peterson brought up to table the revised Title 9 policy until after the November election that motion failed but here we are hindsight indeed attorney reading said at the August 5th board meeting that we can resend the Title 9 at any time that marker was 1 hour and 39 minutes into that meeting last meeting November 5th student gender identity policy failed this was due into the part that the failure to mention the parents will and shall have the say in their involvement in their child's life and education this is the way it should be parents are in charge of their children until the age of 18 no one else this is federal and most state laws now the board should make a motion to resend the revised Title 9 and all the
007other policies regarding student gender identity there is already an all-inclusive non-restrictive Title 9 originally passed in 1972 that protects everyone without bias in 62 days the new president will fix this conflict the original title 9 will be reinstated and potentially the school board may be off the hook for now but the spring elections will likely bring a more parent-friendly School Board all in all we must come together with transparency we can lead our children with cooperation however when there are policies passed that divide the parents from their children this is where we the parents must draw the line I don't believe that I speak only for myself when I say that overall Winan is a decent and kind community and District together we need to find commonality between mandatory policy and the reality of parenting
008this is best done with truth and moral guidance the parents of Winan are willing to hear but we need to be reassured that we will be heard thank you Laura Ean good evening Laura Amman LaRon Wisconsin moms for Liberty at the last board meeting after the I think it was after the board meeting it was brought to my attention that with the recent Middle School Remodel and with the high school that urals REM were removed from the boy's bathroom that kind of seems like a silly thing that should be brought up to the school board but I find it very questionable as to what the intent was behind such a thing there are urals in all men's and boys bathroom and for a very good reason and yet we chose to remove those and and
009if I'm wrong please let me know um from the bathrooms which in my mind says is that because we're getting ready to let girls into the boys bathroom so they have made it more private I would I realize you can't talk to me tonight about it but I would ask this board to bring it up and have it as a topic either at a listening session or talk to us at the next board meeting and give us an explanation as to why that was done I'm pretty sure most parents never saw that in any of the plans that were shared with them thank [Applause] you John lexander thank you L I didn't know that either uh you guys I'm going to be real Frank about this uh the parents have been loudly expressing themselves to
010you for months and months now on on how they feel about this whole transgender situation the policies the title 9 revisions these more than just these people but you've had months we've had rallies you've seen it we've gone back and forth on television with the news people I mean let's get it through our head The Village the county the state and the entire country has now voted on these issues so overwhelmingly that it's being called a mandate okay in two months the federal law is going to have radical sweeping changes and you all know this dumping all of the transgender nonsense the boys in the bathrooms and sports and so on you know this is coming down the pipeline and since you worry so much about the law the law the law and you always

012schedule in Conflict so I couldn't come but I heard it was moved till after is that correct okay thank you um I wanted to thank I think it was you Jill that said you were the first one that kind said that that policy wasn't exactly what we had been asking for and um you seconded that I think Earl and as well as Megan and Mark well most of you um so I want to say thank you like for um listening to us and taking our input in that policy um there is a policy it's more gender identity not specifically labeled parental rights um that the Watertown district is actually voting on tonight um and I meant to get email out to you guys and I didn't I didn't get time um but I really loved

015at what point or so or what cost are we looking at or at what point do you feel as though that we have enough enrollment to uh cover that cost and secondly is this going to be a a separate contract with Transportation or how are we going to be doing that it's not definitive yet um as I stated in there we're going to start our enrollment process sooner so we can get those kids signed up so we know more about them and then see if transportation is something that um parents are interested in so we can have more students participating in our summer school program so I guess it's kind of dependent right now but yes it is a separate contract with Lamers it's not something that's built into our current school year contract with
016them um and it wouldn't be uh it would be like various drop off points it wouldn't be like like you know two blocks from your house kind of thing it might be dis points where kids are dropped off and picked off picked up so it be a little bit different than the schol year Transportation but again we're hoping for more kids to have that opportunity to participate in summer school because we think Transportation can sometimes be a deterrent do you have some numbers in mind that you're thinking um that we will be having to get to it it just depends on how many kids sign up and then based on that how many want Transportation then we can do the math but right now I couldn't tell you you know exactly without knowing the numbers
017of signups and even locations of where kids live because we might have kids way out in poan and in Larsson so we just have to figure that all out but we don't know a lot of the Dynamics until that March signup date happens then we'll be working through those but we think it we we've heard in the past that Transportation was something that parents wanted I I just don't know if we can provide it exactly how it looks during the school year either and make it financially you know feasible for anybody I just have a couple little questions um are parents persuaded by email or mailer to do this how does the word get out we summer school um it's emailed like our weekly email there's a big catalog of choices teachers recommend kids lots
018of different ways okay all right and the last one um if teachers are encouraged to offer more classes does this increase the hourly payroll I'm assuming it's hourly for summer school yep um yes but the opportunity for more student participation also helps the district out with FTE that I explained so us summer school students okay so it kind of cancels out then yeah we and some classes don't run because they don't get enough enrollment because then it would be financially responsible of us to run that okay but we think some more opportunities for choice too would be outstanding so I I'm not the Crea most creative person but I kind of listed like a games course yoga course things that teachers are interested that kids might want to try so keep kids busy in the

020can tell that the new language that was in as we've highlighted the new language as well as highlighted the language that would be taken out any question on 7-1 we'll move on to 7-2 as well the new language as we go through these policy just keep in mind a lot of this is on reporting and compliance and audit as we put these uh in place as far as how things are managed and the dollars and the cents and in the programs for recording all of Within These policies that we go through 7-3 7-4 about 3/4 not quite so down the page here I just wanted to point out that the district shall retain all federal award Rec s for 3 years from the date of submission of the final financial report or longer if required
021by the board adopted retention schedule I know at times there's questions on what documents or legal documents as a school district or so that we have to retain and maintain for the length of period of time 7-5 any questions on that policy all all of the reporting that takes place is that is that done in the annual audit is is that where that happens all the reporting for the funds all the documentation for the funds is that we keep Internal Documentation on internal control yes okay and they test it when they AIT okay okay um next policy 6111 internal controls on 7- six any question and 7-7 again uh the new language and realize I know there's a lot of acens within a lot of these policies which are all followed with the full name
022of whatever agency or whoever has the controller of these areas as you read through policy 6112 cash management of Grants 7-8 any questions at all from the board 7-9 any further questions on that policy policy 6114 cost principles spending federal funds 7-10 7-1 7-12 7113 714 and 7:15 any questions on any of that policy with the new language or the omitted language policy 7310 disposition of personal property 716 as you notice about 3/4 of the way down we do have xed right after the 10,000 to replace and does not lose its identity when incorporated into more complex unit 717 and that's the policies for approval and I would ask that uh we have approval for motion and second that we could approve these all in one motion I'll make a motion to approve policies 6111

024I believe required by law that I go over it with you so um I'm going to start with a fiveyear plan sorry to interrupt I'm sorry I did not put the long range the further oh really I did not so I apologize that is my bet I can certainly include it in the next meeting that that's fine I I'm Sor I can kind of tell you what it is your it's what our goals are in the future you know it's kind of like a place marker so that you don't go surprise we need a new roof you know that doesn't happen so everything and I'm sure you could send that to us I appreciate that yeah yeah we'll send it to you so anyway uh The Five-Year Plan so uh uh tuck pointing at the
025elementary school uh we're looking at doing that in 2425 uh replace curb and parking stops in the elementary school we have that in uh the 2029 budget and um let's see golf cart replacement these are all you know pretty mundane things replacement of uh roofs uh5 and 7 we did that this year uh replacement of high school roof 9 and 12 we got that in uh the 2526 budget and uh replace High School rle 4 and 10 we have that in the 26 27 budget high school track rep Paving so that track has a shelf life you just can't put a track down and you know call it a day uh after I believe it's 10 years the manufacturer recommends that you get it uh resurfaced and um we just have them come out and
026it's like a $100,000 to resurface that track so if we don't we roll the dice cuz once it gets a crack in it it's junk you have to start over so it's cheaper to to keep up on the maintenance so uh that's one thing that's coming up in the 2526 budget uh high school basketball court and high school gym repaint so the basketball court uh that also has a life like the track so we've put so many coats on it that after while you have to grind it down and start over from the beginning um and uh I would normally repaint the gym because of course we all love those big pine trees from 1998 painted on the walls but hey uh but the problem is is we've had it's called effervescing so water has
027infiltrated the wall blowing the paint off the wall behind the bleachers and making it all crumbly so we got that repaired but now we're left with this hokey paint job that the paint's coming off so if we're going to redo the floor you might as well paint the gym uh cu you know they both kind of Go Together High School uh fire alarm we have some money in there uh to replace the duck sensors these are sensors in the duck that if there ever is a fire they send off alarm they're you can blow the dust out of them but after a while they just need to be replaced they're uh for the most part original replace a high school skylights we had a company come out look at the skylights we can do them
028in in chunks and you can see I have it spread out from uh 2425 school year finishing up in the 2728 school year um our poor old Ford Expedition it's seen better days it's taken a lot of kids to a lot of places uh I can't even remember what year it is but uh it's it's getting up there in age but anyway 25 26 I I fear that we're going to have to say goodbye to it and move on to something else uh our scrubber um it's just come to the end of its cycle you know its life cycle so we're going to need to take a look at uh replacing that the Jacobs and moow that's that big huge mower with the big wings that come down and it's really complicated and expensive looking
029and that's because it is expensive but that uh in 2728 when you have commercial equipment like that at a certain point it's almost cheaper to replace it than it is to deal with the downtime and just start chucking money in for parts uh let's see and the vent track mower uh that is uh apparently very old I think we got that in like 2010 something like that and that's that's kind of a specialized mow I believe we use that on the football field so anyway uh that's kind of kind of the 5-year plan breakdown I don't know if I can go into long range because long range is isn't necessarily on your agenda I don't know how to do that what would you like me to do we just had the fiveyear plan out just
030a fiveyear okay yeah so I can definitely add the okay then the longrange plan for next if we could just send the long range to you and then if you guys have any questions just let me know and I'm happy to answer it sure uh Mark is there any questions I uh I'm just questioning you put down here I'm always concerned about the additional items at times that could be 10 15 you know 8 10,000 and so on and so forth um I know our budgets are running quite tight and uh so I'm always concerned about our shortterm our intermediate and our longterm um because of the financial with the fact of you know our budgeting our state budgeting as well as our enrollment and so on so I don't want to have any surprises
031and of course we never know when some of those things are coming up so um I'm always concerned about our our facilities to make sure they're maintained in the long run so I appreciate what you put together for us there's two numbers here Steve that I'd like to have um just noted because I think they were asked at our annual meeting and and one is on our fund balances fund 41 and fund 46 as you've got down here on the paper um our fund balance for 41 is a little over $700,000 and remember that's collecting us at around3 ,000 a month interest so with us putting $100,000 in there each year if we can that's how that account was established the first I think it was at the time the first five years we had
032to wait to take out of that account if I remember right um and so I just wanted to point that out the other thing is the fund 46 balance was questioned and the amount of dollars in there is a little over $868,000 so those questions I think were asked and again I just like to point them out since I have you Steve um I had a couple I had one main question from the beginning of the month um it was a couple I was looking through the checks and there's a couple checks for vending machine parts I know it's an off-the-wall question yeah it said vending machine and I'm and I'm like well the companies that I know of you know they own their machine and they maintain it so I was wondering what that
033was about are you sure he came out of my budget uh I I don't have I wrote the budget down I don't have it with me okay I don't own any vending machines uh know of and uh that might be vent track Parts maybe there if I could just inter I know the FFA as an example has um because they have milk yes and they have milk that comes in and that could be where that might have came in as a cost for the milk that Mr Melby has in his vending machine that's exactly what it is we had to replace some parts for him and I believe that that was charged back over to him okay great that's a good question yeah great uh just one more um okay uh for the elementary school
034you know since I'm new you know I mean I haven't walked through the school yet but I can tell it's you know it's getting probably near the end of its life are there any talks for to at least start in the next five years for uh replacing it well I believe that the district has a plan of in the future to purchase some land and then from there we go at the direction of the board so that's as much as I know I don't know where and I don't know how much there was there was um before we went to referendum for the middle school there was an extensive background planning um decisions were made to focus on the middle school over the elementary school you know in a perfect world we would have loved
035to do both at once obviously um but there is I don't know if that information is still online from the 2018 when we did all that planning for for Dean to to access on his own to review or if Peggy you could shoot him an email with that information okay well and that's part of fund 46 too is this for for land purchase so we're trying to bank a little money so that we can um consider that in the future okay Steve just one quick question about the Expedition yeah um when we purchased two minivans last year correct you we purchased one oh did we approve budget for two we did yeah but they don't give them away right correct I'm just wondering if that budget would essentially eliminate the need for the Expedition or

040Oshkosh and it was brought up that one of the leaders there ran a similar like Christian Fellowship club at their own high school when they went to high school and I was like inspired by it cuz me and like a lot of students agreed that it would be awesome to have a place to gather and share our Christian like beliefs together and so I can explain it a little bit so the purpose and rationale for the club in wnne County High School many students express interest in a faith-based club to create connections and promote Fellowship between students this proposal aims to create a Christian Fellowship club where Christian students can gather and share their faith together the club's purpose is to Bri provide a supportive Community for Christian students the intended outcome for students is
041to have a place of faith-based community and fellowship in Winne County High School for participation any student freshman through senior can participate the club's guidelines will not impose strict requirements for participation allowing the students to participate in club meetings when they have time the plan of operation the club meetings are planned to take place during Focus time on Thursdays in D in room d113 which is Mr skogen's room the cost of the club the Christian Fellowship club will not incur any cost to the district persons in charge Mr scogan would serve as the teacher adviser and ISAC Cru myself would serve as the president if the club feels that it would be beneficial in the future a board of officers including POS positions such as vice president and secretary secretary sorry may be establish ablished
042later and I can answer any other questions or clarifications do you have any idea the number of students that would be interested in this um I have like a small list and I think right now there is like 15 people on the list but that was just from the people in my church and I know of other people that I've just like kind of like talk to like in my classes and stuff that would be interested that do go to other churches and the club would not be closed to people who don't go to church if someone was curious they could attend just to see okay in our board packet we were given a policy that we have and it follows accordingly um to our policy so so was this all your idea or is

044are there any plans on having any I don't know if I want to say guest speaker or you know somebody to come in give a motivational talk or uh or guidance at the moment no I guess we haven't really talked that far but we do have like I think the first couple of meetings are really going to be opening it up to like the students to see what they want from the club as well and like what they would want to see in a Christian Fellowship club I don't have any questions for you just thank you for presenting your information and um I think this would be something awesome as it grows to potentially filter down to our middle school as well because I know there's a large number of our middle schoolers that attend

046please Amman hi cundy ice dner hi veric I Keller I Peterson I Hansen I next we have the um communication regarding the audit so that lengthy document was in your in your packet um the initial communication kind of summarizes that um one of the questions I had for Mrs nap is she had indicated in her administrative report that there was a uh sufficient significant deficiency um and my question to her was um given the explanation that she provides that we're a small district and um don't have all the staff did that more or less pardon us from that deficiency and she indicated that it did so there's no penalty correct you want me to talk about it yes uh certainly yes um okay so the significant deficiency we typically get that every year and almost
047every school district in the state of Wisconsin gets it um we just don't have the resources to have a segregation of Duties between people that handle cash and actually um do reconciliations and I'm not going to hire somebody just to do a bank reconciliation right so that's why it's important and I put that in my notes that you you do look at those cash dispersements and the credit card reports as well typically school districts get two sign ific deficiencies um it's for not preparing the financial statements and segregation of Duties but we just have it for segregation of Duties and it's it's nothing it's not a material statement um as you can see in the audit report they found no audit adjustments at the end of the year to uh get our books up to
048what the financial statements reported so we're good thanks any questions or comments on that are we doing more questions on the audit also um yeah you can go ahead okay sure I I mean you probably don't know the page number it's page 80 yeah and they don't send anything on paper anymore they only s okay well you'll recognize the question I guess it's under the plan scope that was page 81 um what respect to significant risks identified by us that's how it read you don't even have to read the rest of it yeah so that's just standard audit language that they have to put in every report because we have they what they do is they identify major programs and those are the programs that they test for um internal control it's just an audit
049language report in there it's pretty standard oh why do they call it a risk because they have to assess the risk of each program so what an auditor does is he comes in he looks at you know based on finding that they may have had in the previous year or um the amount of money like Esser funds when we were receiving Esser funds that's considered a highrisk program just because of the volume so every year they look at all of our money and then they determine where the money is coming from and then they'll do the they'll determine what the risk is it's not risky based on anything that we've done it's just the risk that's established by audit standards okay was that it anything else H oh well okay since you're there um for

051this page we have a little document container file here anything that gets uploaded into this you can subscribe and get it an automatic alert so just this little subscribe with the Bell icon button click on that and you can title it whatever you want um agenda notice that's basically what's going to be the subject title of the email that you receive type in your email address you can get a summary daily so if we have multiple updates of documents in there um you'll get a summary at the end of the day you can get an immediate alert so if there's multiple documents you're going to get an email for each one or if you're slightly less concerned about all these you can get a weekly one at the end of the week you'll just get
