001[Music] I will call the meeting to order this is a meeting of the win County Community School District it is Monday November 4th at 6:30 p.m. uh we are in the uh win County High School large group lecture uh meeting notices were sent to members of the press members of the school board and were posted on the front doors and or in the vestibules of District school buildings this is a meeting of the board in public for the purpose of conducting the school district's business and is not to be considered a public hearing there may be a time for public comment as indicated in the agenda the meeting will also be available to watch live at www.youtube.com Winan please rise if you're able and join me in the pledge I pledge allegiance to the flag

002of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all board members roll call please stellner here veric here Keller here Peterson here Amman here cundy here Hansen here recognizing the administrative team we have Dr Laren Mrs horbath Mr manir Dr mad Mr jerbec okay and visitors please please make sure that you sign in on the sign up sheet we do need to have that on record for the district um and before we start the open Forum um I just would like to have a moment of silence we were notified this morning of a tragic death of one of our middle school students um this is never easy on the district um we're all here for kids and and this death

003is unimaginable um thoughts and prayers are with the family and friends of this young student so um if you wouldn't mind we'll pay our respects with just a moment of silence thank you all right and moving into the open Forum um just a reminder um you're limited to 3 minutes um when you do approach the microphone please State your uh name in the um Township or Village that you're in um and first up is Jenny koser Jenny coer um town of Winn count um I'd like to address the statement that Schoolboard president Donna Hansen made at the October 7th meeting when the school board passed revised Title 9 it created a Tipping Point for many people in this community the community began to talk to each other and we realize that there are many things

004going on in this school district that are concerning from the gender transitioning of children to inappropriate topics in the curriculum to the frequent changing of the grading system the people are angry and we have a right to be certain members of the school board and the administration have behaved badly the statement that was read by schoolbd President Hansen used diversionary tactics and gaslighting in order to make it appear that the people are the ones who are in the wrong and that the school board and administration are the victims for example it was stated that the people have created a quote an atmosphere of constant scrutiny and distrust well actually it was the behavior of the school board and administration who created all of this including that atmosphere your actions caused us not to trust you

005also and here's the gaslighting part it was stated that the the school board made attempts to meet the people halfway including by removing gender terminology from revised Title 9 and by bringing in an attorney from outside to answer questions I was at that meeting with the attorney the week before and I know that President Hansen was there as well because she was sitting right next to the attorney so I will assume that she heard the attorney answer when he was asked about whether removing the gender terminology from revised Title 9 does anything he said that it does nothing but a week later in the statement that President Hansen made she said that one of the attempts to meet the community halfway was to remove the gender terminology which according to that attorney really does nothing

006that's called gaslighting well if the school board and administration would stop lying to the people and playing the victim then maybe there wouldn't be an atmosphere of constant scrutiny and distrust your behavior is what caused this thank [Applause] you Diane koser I'm Diane koser town of win count um I'd ask that the board consider creating an email list for any subscribers who would like to have the current meeting agenda emailed to them our County Board does this and it works great a lot of people have been having problems finding the agenda on the website um after listening to Don Hansen's statement on October 7th I would like to know who wrote it and whose opinion it represents it seemed the statement was intended to Target the many parents and citizens who strongly disagree with with

007the policy that this board adopted Donna statement chastised parents and citizens which will surely create an even greater divide in our community rather than lessening it the statement referenced Relentless attacks on staff and Community yet isn't that exactly what your statement was an attack on the citizens who disagree with you while defense of staff and students is at times a necessary part of your job I do not believe that defending community members who are afraid to speak out is your responsibility Donna Hansen stated that our foremost commitment is to provide a safe and appropriate learning environment by adopting revised Title 9 you have done the exact opposite as a result many parents and citizens feel the need to protect wi aani students from you and your policy they will not back down they want to

008be represented and served thank you for [Applause] listening Dian I have one question for verification when you're asking for an email list are you saying all agenda and/or committee meetings or can you verify I would prefer that committee meetings be included in that um I don't know that the County Board does that part but it is really really convenient to have that email with the agenda come into our email boxes um and it would get a wide variety of people who wouldn't normally even look for it you know if they sign up so yeah committee meetings would really be advantageous to the citizens too Diane did they um put that out like in a newspaper article to get that out to people or how did they how did people know to sign up do you

009know what I'm saying like we just had to ask okay but how did how did they get that information for you to even know how to ask like could I put it in our community newsletter that will come up in a couple months or if the board wants to do that or I'm just trying to see like how do you get that info so people even know to sign up if I think we signed up on their website I think they offered it there didn't they we'll have to see if the board wants to do that I was just curious how to do that because it's even a signup sheet at the desk when you come to the meetings would be nice somehow people will find it thank you Laura Amman Laura Amman LaRon Wisconsin

010moms for Liberty I'm confused as to why you've chosen to create policy 2268 which is on the agenda tonight called student gender identity based on your intro on the policy you indicated it is recommended but not required so why are we doing it it seems to me that the content in this policy is redundant to coverage in other policies so why are we making a special policy for transgenders when we protect them the same as all children and I think as all the parents have stood up here week after week we continue to say everyone should be safe everyone should not be harassed no one should be bullied so why are we creating separate policies I strong strongly disagree with the language that the district shall make efforts to involve the students parents that is

011unacceptable the parents have the right to be involved in all aspects of raising and making decisions regarding their children I believe you have knowledge of the Wisconsin court case TF versus Kettle Marine School District where they prevailed where it states school districts cannot supplant a parent rights of control to control the healthcare and medical decisions for their children I.E social transitioning of a child against a parent wishes I feel like the board is continuing to try and complicate the process all three win scho wi County schools are covered but with the injunction which prohibits the doe from enforcing the new title n policy or withholding funds that that fact the fact that you chose to implement the new policy a few weeks ago and then this policy um I don't understand it because you're already

012covered I feel like you are wasting time money and resources I think that the parents have made it clear that they are concerned about losing their parental rights via some of these policies and this policy continues down that slippery slope just because a child indicate indicates that their parents will not agree to something or not be supportive does not indicate a child will be unsafe and it is not your role to determine this there are many things that parents will not support their children doing and our Constitution and the courts have confirmed the authority to raise their children and until adul adulthood which in this state is 18 thank [Applause] you Ro excuse me raky Rodriguez good evening uh my name is Rocky Rodriguez and I'm with the to Triple win con coach after leader

013for gays against groomers and so I'm basically here today to let you guys know um as a gay man I have always been protected by Title 9 Title 9 is there to protect whether they're transgender gay lesbian straight whether they look different act different come from a different country they're all protected this whole thing that's going on is complete nonsense a waste of time a waste of taxpayer time a waste of everybody's time when they could be actually focusing on things that actually matter like preparing your students how to live the life in the real world balance a checkbook get a loan apply for a house apply for a job Le how to do a resume I don't understand what your motive behind this is but I'm letting you know not only is it affecting

014your school count numbers is affecting your trust within the parents in the community but you're actually making harder for people like me to walk life every day because of the decisions you're making on this board it's affecting actual gays and lesbians because now parents are assuming that all of us are the same and are pushing and wanting to push this type of ideology and sexualized materials on the kids the main focus for you guys I think should be asking these children that identify as non-binary they them this and that go to the core issue of it which most likely is a mental health issue and Co really opened up parents eyes to everything that's happening because they saw the curriculum that was being passed and I'm not saying all of you on the board are

015100% let's go for it all the way but just going along with it does not make you look any better there's just a lot more for you guys to focus on and this just isn't it it's a waste of time and I don't know how you guys can't see that by now you already had your lawyers stating that the pulling out the gender descriptive words are labeling doesn't change the fact of the bill you already have something protecting every single one of these students and that's the original Title Nine so this whole thing is either intentionally to waste parents' times or you guys really don't even know what the original title line does because you're assuming you're going to get lawsuits if you can name me one District that lost funding I would like to

016know like if you have one because my recollection is none of them have been sued and a lot of them don't even have the new title 9 revision it's completely the same and um regarding October 7th I just want to make it clear you guys are voted in by the people you are paid by the people so the people can say whatever they want about you I'm sorry you're feeling a certain way but just imagine how these parents feel to know that people like you are taking away their rights to control what their kids see what they listen to and what they're around you just made it even harder for yourself so have a good night [Applause] Adam erens I also just wanted to address uh the board president's October 7th statement and I just

017find it very interesting that you brought up the um the atmosphere of constant scrutiny and distrust as other people had mentioned and I had no coordination with them but I just interesting how we see things differently I guess and how people are worried to speak up because I've been worried to speak up at times but I still do it because I've also been on the other end of I've been on an end of Relentless attacks from people within the community from people on the school board uh there was just an email that was found from someone's open records requests where you made a false uh Claim about me and I never would have known that if I wouldn't have seen that open recu request and then we have uh other board vice president confirming that

018or saying how awful it was and I was like that never I didn't even say it I didn't even have anything to do with it so I mean it happens on both sides and if you're not willing to stand up for what you believe in then I mean scrutiny comes with that so and we all know that so uh also just wanted to point out um and that the policy that's being voted on tonight where it says the board policy is to support each student and where appropriate each student's parents and where appropriate what is who defines what it appropriate is that's pretty concerning um what makes your definition of what's appropriate different better than what the parent believes is appropriate so and I I guess I just have to say that as long as

019we have a board president who is so out of touch with what the majority of this conservative Community wants there will always be division there will always be divisiveness um you know tomorrow's an election guess what 65% of this community is going to vote for Donald Trump I highly doubt 65% of the people in that Bo are going to do that so I mean that has a lot to do with it also is where people are coming from your understanding of even just talking about gender identity it's it's literally a madeup thing I mean do you think the majority of this community cares or believes about any of that so thank you Katy carts good evening um Katie Cowarts I live in the village of wani um I'm going to be honest I'm struggling a

020little bit tonight I feel a bit out of place um after what you spoke on at the beginning of the meeting Donna with that poor family I I just feel out of place um rather be hugging my babies at home I think I speak for all of us when I say that we're thinking and praying for that family and if they need anything um excuse me I'm sorry I an 11-year-old and so I just very it just hit close to home um I know our community would be there for that family if they needed anything um I'm going to keep this short and sweet um it's been touched on quite a few times already um about the policy up for a vote tonight um 2268 um I think you guys were off to a good

021start I was at the meeting the policy committee Mee meeting last week um my opinion would be that it could use a bit more work so I guess I would suggest it go back to committee and have some language removed reversed um I'd like to see parents in there a bit more often um you know we re we requested a parental rights policy and this one in particular just doesn't quite seem to be exactly what we were looking for so I would love to see it go back for some more are revising thank [Applause] you all right I will close the uh open Forum at this time and I would entertain a motion to uh approve the consent agenda so move second motion by cundi second by herit to approve consent agenda any questions or

022remarks from the board roll call please stellner hi veric hi Keller hi Peterson hi Amman hi cundy I Hansen hi um High School youth apprenticeship program update I believe we have Mrs scoon over here to talk to us about that no worries well as this is getting set up here um I am Stacy scoon over I am the aupr presip coordinator here for Winn County Public Schools I sorry three minutes man I'm so sorry I can talk fast I was a teacher but it's okay um and so I have been working with the community um district for the last three years as the youth apprentiship coordinator um and with Leah and the counseling staff to help grow the program and so we thought it was appropriate to give a little update here tonight um so

023I worked for cesa 6 but contracted um for the school district as the coordinator did I um all right so youth prip just a little background has been around since 1991 um if you maybe have been involved with youth the prorip a little bit it has significantly grown over the last three years um it is prevalent in 16 different career Pathways and 83 different career areas uh most recent Pathways added were Barbara cos mology fire protection um law enforcement and government official along with education so I just give a little data on the state of Wisconsin like I said youth apprenticeship has grown significantly over the last um years just last year alone shy of 10,000 students across the state of Wisconsin we're in youth apprenticeship programs on the right here um these are the

024pathways that were heavily involved and if you look at Winnebago County and the Winn County area um this really reflects our community as well so at the ca 6 area we supported just uh about a quarter of the students in the state of Wisconsin and if you're curious on cesa 6 where do we cover um for youth apprenticeship from Green Bay down to Milwaukee Princeton to Lake Michigan so specifically for Winn Connie um we pulled the data a little bit to show that growth and it is amazing and I'm so proud of our community um and the staff and our administrator for supporting youth apprentiship um and supporting kids and getting into their career Pathways because this tells us right here um that we're helping kids to get ready for After High School and so

025here this year we have just and actually um this is incorrect we have 28 students another student just added this week so um 28 students 25 employers and eight different career Pathways um which is outstanding so um how does it help students well I've said it a couple times here it helps students get jump start their career um sometimes it's finding out what they don't like um but more often than not what they do like um builds those mentorships within the community um and with our Community Partners and businesses um also helps those students to build those career skills um all the students when they apply for youth apprentiship have to have a resume they go through an interview process with local employers um in fact we just helped students get prepared last week having

026mock interview days um so really helping those students build upon those skills and as Juniors and seniors and earlier as freshmen and sophomores then there's that financial gain um because these students are employees of these companies and these businesses um so it's kind of fun sometimes we say you're earning as you're learning um because you're earning credits here at the high school while you're earning dollars in your pocket um and so those students are not only earning credits but they're earning credits potentially for college industry recognized credentials so some of your students are earning those college credits right now as Juniors and seniors um but also they're going to graduate with a proficiency diploma or certificate from the state of Wisconsin that certifies their occupational proficiency um depending on what career pathway that they're in

027but it certifies and says yes these students have skills they've been mentored in this um career pathway and they are ready to go out there and then last but not least it helps those students transition in a couple different ways into that Workforce it may be that they're going to go full-time um and they have a partnership connection with that um business or a business in within that field um it may be that they're Bridging the Gap into registered apprenticeship or it may be that they're going into technical school or four year um some of our students are getting college credits for their youth apprenticeship um and so it's a great way again for those students to learn some of those skills prior to graduating so real quick how does a student get involved with

028this well they have to be a student of our school district um or a school district in the area um but hom school students can also be involved with youth apprentiship they're juniors and seniors they have to be able to work during the week now it says up there 10 to 15 hours because if the student's an athlete um and the business is able to be flexible with their schedule that does allow and we really strongly encourage it because hey they're only high school students for once or for a short time that they're involved with their High School Community but also their Community as well students have to be on track for graduation and passing classes and then they have to be able to get two and from as we all know it's very important

029that you actually show up for work more important that you show up for school um so attendance and being able to get yourself to and from places is um part of those requirements so once a student is in youth apprenticeship youth apprenticeship is a class it's an alternative class for them they have to complete 450 hours of work experience that's doubled if they're a two-year student so meaning they're a senior they have to complete uh classwork so yes even though youth apprenticeship is a class for them they're taking classes either at the high school here um or they may be taking related cours work um at the technical college or an alternative um class that relates to their career pathway um but those Career and Technical education classes um and higher advanced classes those are

030a part of Youth apprentiship as well and then where their class standards are coming in they have specific uh technical skills checklist that they must complete um if you go to our website ya wisconsin.org and click under career Pathways you can see all 83 checklists for those students so it's very similar to like in math class there are standards for students to complete there are standards in youth apprentiship according to the career pathway that students must complete as well and that's where they're mentored on the job to build those skills and then just enrollment as a ya coordinator I'm monitoring all of that throughout the year helping students to grow and watch uh and supporting their growth and their skills currently right now um going out and seeing students on the job site working with

031them and their mentors to build upon their goals and checking where the development of their goals are and their skills checklist and um supporting them as they learning their skills throughout this year so students can apply as sophomores and juniors they meet with me as their coordinator and their school counselor to develop what their goals are in youth apprenticeship they go through that hiring process and as soon as they are connected and hired by a business that starts their youth apprenticeship skill development so if students are interested or want to learn more um we do have information again on our website ya wisconsin.org along there with that there is information about um this excuse me the student learner identification for students that are in career pathway such as construction manufacturing where sometimes that age requirement

032becomes um questionable we help those businesses um to identify what skills can students do and what they cannot so it all goes under the uh DWD equal rights um along with employment of minors so making sure that the students are always always safe and just thank you um any questions from the board just a quick question I have and I appreciate uh your presentation thank you you you mentioned as far as industry recognition and completion and so on um and of course the completion for a graduating senior would be the diploma at the end of their success uh as far as completion what is the U more than we could do as a district as far as recognizing uh students that have been involved in a two-year program at the end at graduation time is

033there anything more we talk about recognition um in in quite uh some degree in depth so can you give me an idea as far as what other school districts may do yep and something that Winn County does is that during the Vex program the students are recognized during the Vex um Awards night and I apologize if I have the wrong title of that but it's Awards night for the Vex program um other school districts are honoring students during their scholarship night um or their senior Awards night as well um to recognize their academic achievements um oh I forgot to mention this as well um students also do get chords um that they can wear after the graduation ceremony as well thank you for that and I think we all know a quite widely across industry

034and so on how important this program is and how it's really growing so as a district I would suggest that we look into and even give some recommendation to um additional recognition for graduates of the ya program I have a question how who so you work with staff here how do students know what's available to them through this program yeah that's a great question um Miss Hansen um so students are working with their school counselors to have wolf chats um and it is Wolf chats Miss shot right okay okay don't I also work with Amro so you know trying to keep everybody correct um but they help with the wolf chats um and all the counselors have been really great um actually utilizing much of the information I I gave you guys today and looking

035at the career Pathways um especially as the career Pathways have expanded um to align to their Career Technical education classes and what their career classes have been over the last few years along with we do have information sessions so every month we have a virtual information session that parents and kids can attend um and working with the school counselors to hopefully host something here at the high school um and working um with the chamber as well um so I've been doing a lot of work within the community on both sides the business side and the parents and kids side to get more involvement in um connecting with youth apprenticeship um I agree with Mark on the recognition um that'll kind of cue into to parents that this program is out there but I think parents

036are key to being involved in this and knowing that it exists because I've been through four soon to be five wolf chats and you go in there and the kids's like well I know I know and a parent you know has an idea of what their kid might their strengths might be and you know it might not be sitting in a classroom so I would like to see some more recognition out towards our parents that this is an option for our students and I'll just put it out there too you know the youth apprentiship program that I support is really Geared for I would say second half semester of sophomore years Junior and seniors are kind of in that realm um Winn count is a really great partner with the Inspire Wisconsin program which is

037meant for freshman and sophomores to do that exploration so um it's helping students get connected with businesses that career exploration so that's where W County had sophomores last week doing Mach interviews um and then just just trying different careers um so it's uh been fun and to see supporting kids um because I I hear it too I don't know what I want to do um and providing kids with their resources so we also have a virtual platform for inspire Wisconsin to help those freshman sophomores and juniors and seniors get connected and experience before they're leaving the doors and go oh my gosh I have this great diploma in my hand but what do I do next quick question for you um when a student determines their career path and of course there's a number of

038businesses within the plumbing area or the health care area do you determine who they go to or do the businesses are they tied to somewhat automatically or do the students actually have a chance or a choice or yeah great question and one that we get very very frequently so um as the prip has grown tremendously we have a very lengthy business um I would almost say like a dress book um or um resources for students and we do share it with them but absolutely any business that wants to be involved we work with that business to help verify that they would be meeting the mentorship um and the students can come with their own um business or job as well um we do not Place students we do not do any of the hiring but

039we are there to help businesses and students if they need help prepare for the hiring process or um know what to do next and if a student is lost part of my role in helping support the student is to provide guidance on that um helping them to research businesses helping them in those early steps of job finding other questions just a quick one um as far as the counselors go are they actively seeking out these students or do they wait for the students to come to them both um especially as students are doing um Inspire Wisconsin events um I I see it more and more that all of a sudden they'll attend an event or they'll do a Mach interview and they'll get connected with a a business owner or a business professional and go

040oh aha right that light bulb goes off um or it's connections with their parents right a light bulb goes off and so they may come to the school counselor and say hey I'm really interested in XYZ career pathway or during those wolf chats or any interaction that they have go hey I'm really interested in this screw pathway and so the school counselor will then encourage them and help them get connected to me um I did not mention this I'm actually at school every week so I'm always in the library very very accessible for students um generally have some sort of signage um I look back at Dana because we've had it often times that students go who's youth apprenticeship lady so we started with some signage now um so I'm here every Tuesday with students

041um available to talk with students just about career Pathways and interest um along with getting them connected with inspired Wisconsin help them with resumés job applications um there's times we even Practice phone calls I know it's so silly um but kids today they don't talk on the phone um in fact one of my students we just had a goal that said hey I need you to have five- minute conversation twice this week and next week so so it's having some of those career skills and practices that we never thought we would have to do because our Generations we did those things but now things like checking your email answering your voicemails um picking up the phone are all skills that we have to take a step back a little bit and teach kids how to

042do that and so that's some of the things that I do as well um when I'm here I don't have any questions I just wanted to thank you for your time nice to hear of things that are going on in the district so thank you I very much appreciate all of your time as well thank you thank [Applause] you uh personal communication device um you to get an update in your packet with um the um violations and the frequency of of those any questions or comments from the board I myself was not real happy with the data and the violations that we're seeing hopefully that will change all right um Community listen listening session dates so there's a couple of proposed um dates I believe [Music] in um I just propose January 29th 29th and

043April 30th yeah so if this is acceptable to the board I would need a motion to approve those two dates I'll make a motion to approve the two dates for the community sessions January 20 help me 20 2019 April 30 and April 3rd thank you I'll second okay motion by Keller and second by veric to approve January 29th and April 30th 2025 as the community listening session dates just a quick question are we going to determine then from the board or so who break it up but we usually have a couple board members at each session yeah we can assign that as we get a little bit closer to to the dates I mean anyone's welcome to go of course but we do like to have a minimum minimum of two board meet two board

044members there and just to verify Donna 6:30 to 7:30 again are we thinking uh 6:30 yes thank you and the location will be determined as we get a little bit closer roll call please verit hi Keller hi hi Peterson hi aan Hi cundy I dner hi Hansen hi um and then we um have a new uh varsity girls soccer coach that we need to approve that's in your packet so moved second okay okay second it motion by very second by Hansen to approve the head vars city girls um sucker coach questions roll call please veric hi tell hi Peterson hi aan Hi cundy I stellner hi Hansen hi and moving on to policies Mr kundi okay we are bringing policies forward that the committee had met at the last board meeting we had a policy

045meeting before our board meeting and generally we have been now holding our committee meetings just at 5:30 prior to our regular meeting the uh first policy that and and the policies that have been brought up have been reviewed by the committee in agreement to bring forward um if there are questions of these policies as we move forward uh please uh we'll discuss that and bring it forward forward the first policy student gender identity uh policy 2268 with this policy here um it was brought to us or um a concern from the community that we would start to be bringing a policy forward and as we had mentioned at a number of our regular meetings we had been working on that and we had policy as well as uh illustration from other communities that we were

046looking for to search for and with what we did come up with with from New London as well uh we came up with information from the uh student uh policy uh from the Wisconsin Institute for Law and Liberty so when we come together and talked with this all of these were parts of what was discussed to bring this together on on policy 2268 on student gender identity as we read through it the board is committed to affording every student equal access to District's programs and activities irrespective of a student gender identity the intent of this policy is to further the following goals and as we go through this policy I'm going to indicate some of the omissions or additions and so on and if there is any questions as we go forward through it uh

047please uh bring them up or stop me or we can discuss it as we go the first letter a foster an educational environment that is safe welcoming and free from stigma harassment and discrimination for all students the additional language that you see in this party or policy regardless of sex sexual orientation gender identity or gender expression was determined to be taken out letter B facilitate compliance with local state and federal laws concerning student rights while attending school and facilitate student extracurricular participation including application of the Wisconsin at elastic Athletic Association of the WIA transgender participation policy as we go down further to the end part of the policy where we're under student focused attendance plans and we further down through under privacy and confidentiality and further down to letter B access to gender segregated activities

048and Facilities the plan shall incorporate the students usage of particular restrooms in the school and usage of locker room facilities for participation in physical education classes as well as participation in athletic programming as we go through the second page of this policy under C use of preferred pronouns in name and classroom D access to activities with overnight accommodations e dress code F bullying and harassment support each of those areas in this policy it was agreed that they all should be checked as we go through the policy under school records official Student Records shall remain in a student's legal name and gender until the school is provided with evidence of a legal change or a court order directing a change to the records changes to Student Records will be a perspective unless the district is provided

050honestly I don't think this does it um someone mentioned it in Open Session but if you go back to first page under student Focus attendance plans the second paragraph it says in each in instance the distance the district shall make efforts to involve the students parents in the process I I mean I I think just should say the district shall and take out make efforts um unless there is truly uh an an event or a uh something taking place at home that the student truly is in danger um I mean I when we were all younger there's things we did and we'd say don't tell my parents they'll kill me parents are going to kill you you know they're not going to hurt you but I do I I agree the parents need to know

051and and if the parents aren't happy with it they can address it and and and make a decision but um I don't think this Rises to the level that we were asked with implementing this policy the protecting the parents involvement so Jill are you saying then it should read in each instance or I would say in each in instance the district shall involve the students parents in the process of developing the students education plan and to assist as supporting the Student Success at school now if there is truly a legitimate safety concern then obviously that's an exception I don't have any issue with um changing that language to read which Jill just had read if anyone else I serve on the policy committee and and I just want to reminder my obligation is always to

052just draft the best non-biased policy that would support our purpose of providing a system of free public education for children in grades Early Childhood DEC through 12 but I'm also obligated to kind of follow the philosophy of the board which is to represent and Implement statutory requirements pertaining to the public education but also for meeting the demands of or the desires of the residents and I don't think we've met it in this policy so I think the policy itself is solid but I don't think that we've done what the community has asked us to do and that's to put together a solid parental rights policy and for that I you wouldn't find my support in in approving this because I don't think it does what it's supposed to or what was intended I um also

053had the same part that Jill um made mention of circled um also in the paragraph above that where it says the board's policy is to support each student and where appropriate each student's parents take out where appropriate we are here to support each student period doesn't matter um I find this policy extrem extremely redundant I feel like almost everything in here applies to all of our kids regardless of their gender identity transgender all of the things um and I also did not quite understand why at the very end of the policy if this is something that we are going to bring to people's attention bring to the Limelight whatever we're doing here um we did not choose to check the box that says training and professional development um if this is something that we are

054going to bring to the light why are we not educating our Educators about it I just think a a better policy I guess if if you want to give it a title and and maybe just needs to be reworked I I mean I think it was we were asked to come up with a a protecting parents rights or knowledge or whatever's going on and I so um again reiterating someone who spoke I think this is a good start um but I I don't I'm a little confused as to why it is entitled student gender identity um because I think parents should be involved in all aspects of of the child's education and what's going on um CU it may not be a gender identity issue it could be an abuse issue you know so um

058added new language exclusionary discipline is appropriate to address serious misconduct or one Alternatives such as in school discipline or restorative practices have been ineffective to address the students repeated refusal or neglect to obey school rules and we are going to put a check mark there where it states the board supports utilizing developmentally appropriate interventions and supports rather than exclusionary discipline for students in second grade or below that's the recommendation from the committee is to put a check mark in the last sentence that I read under suspension as we further through the policy the very first full Poli or paragraph under suspension the district administrator any principal or a teacher designated by the district administrator May suspend a student for up to five school days or in a notice of expulsion hearing has been sent for

060conference with the student and parent the meeting will be scheduled during the students in initial suspension participation in this process to avoid an expulsion hearing is voluntary if the student and the parent of a minor student refused to participate the district administrator May instead move forward with the expulsion hearing which this is a current practice and as we move through disciplinary cases that may be taken to a pre-exposing conference include the following and each of these as you see there a being under the influence or possession of alcohol as a firsttime offender while on school premise where while in any board owned or contracted vehicle or at school sponsored activities being under the influence or possession of small amounts of marijuana or any other illegal drug as firsttime offender while on school premise while in

061any board owned or contracted vehicle or at school sponsored activity being in possession of drug paraphernalia as defined by local state and federal statutes as a first time offender while on school premise while in any board owned or contracted vehicle or at school sponsored activities repeated refusal to obey board policy and school rules other conduct that meets the criteria for potential exposion but which the administration believes is appropriately addressed through a pre-exp salion process and appropriate re-entry plan each of those we uh suggest or recommend that the board approves having a check mark on each of those listed as we further through the policy there are no other additional changes of language any questions on the first page the second page as well listed under re-entry plan there are no additional new language or omissions

066but the waa holds um you know the ability to not allow a home game for level three based off of field conditions so just a huge shout out to Steve Katy and the maintenance team for maintaining the field in pristine condition because there is a a very stringent approv proved hosting something that they go through and to be able to have a grass field at level three is is generally unheard of there's a lot of schools that have to use a neutral field so just shout out to them for doing a great job um committee reports human resources and finance we have not met okay marketing and public relations nothing at this time and policy uh we will be we will be meeting um 5:30 on the next board meeting is 18th um to review
