003meeting so um Mr cundy okay um as we've been talking on policy and bringing policy revisions forward uh we met uh Dean and I and Dr Larson a week ago to go over some policies that are going to be approved tonight on the agenda and one is to start with copy of public comment at board meetings and as I read it through um we point out some of the changes and some of the revisions that uh we discussed and brought forward for approval tonight and 10- A-1 public comment at board meetings the board recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on District matters agenda item any person or group who would like to have an item put on the agenda shall
004submit their request to the district administrator no later than seven business days prior to the meeting and include name and address of the participant group affiliation if and when appropriate topic to be addressed such request shall be subject to the recommendation of the district administrator and the board president in this particular SE section here we maintain the fact of the 7day no later than 7day notice prior to the meeting and as you see your policies um continuing with the name address of participant group affiliation if and one appropriate as well as topic to be addressed as we move through the policy public comment section of the meeting to permit fair and orderly public expression the board the board May provide a period for public comment at any regular meeting of the board and publish rules
005to govern such comment in board meetings the presiding officer of each board meeting at which public comment is permitted shall administer the rules of the board for its conduct the presiding officer shall be guided by the following rules public comment shall be permitted as indicated on the order of business before the board takes the official action on any issue of substance Andor the discretion of the priding officer anyone having a legitimate interest in the actions of the board May comment during the public portion of a meeting attendees must register intentions to comment in the public portion of the meeting upon their arrival at the meeting participants must be recognized by the presiding officer and will be requested to preface their comments by an announcement of their name state if they are a Winnie County Community
006School District resident or nonresident and group affiliation if and when appropriate and in this letter the new addition to this is state if they are a wani Community School District resident or non-resident uh letter e each statement made by a participant may be limited to 3 minute duration and will be monitored previously it stated 2 minutes and we are recommending to be changed to 3 minutes no participant may speak more than once on the same topic unless all others who wish to speak on the topic have been heard participants shall direct all comments to the board and not to staff or other participants participants shall address only topics within a legitimate jurisdiction of the board all statements shall be directed to the presiding officer no person may address or question board members individually the presiding
007officer May interrupt warn or terminate a participant statement when the statement is too lengthy personally directed abusive obscene or irrelevant request any individual to leave the meeting when the person does not observe reasonable decorum request the assistance of law enforcement officers in the removal of a disorderly person when the person's conduct interferes with the orderly progress of the meeting call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly cont conduct of the meeting as to Warrant such action wave these rules with the approval of the board when necessary for protection of privacy or the administration of the board's business letter K the portion of the meeting during which the comment of the public is invited shall be limited to one hour unless extended by
008a vote of the board when we took a look at the average amount of speakers that we've had at our meetings within the range of 15 to 20 Within that area of speakers we looked at the 3 minutes to determine we thought the duration of 1 hour would be sufficient the board May authorize Administration to arrange for the recording filming photographing broadcasting or live streaming of an open session of board meetings signage banners or other material which impedes any person's view of the proceedings including a board members view shall be relocated so as to not obstruct views recording film filming or photographing the board's open meetings by Third parties is permitted pursuant to statute 19.90 Wisconsin statute recording filming or photographing the board's closed session is only permitted pursuant to the law or bylaw of
009167-20 session the person operating equipment should contact the district administrator prior to board meeting to review the possible placement of the equipment and must agree to abide by the following conditions no obstruction are created between the board and the audience no interviews are conducted in the meeting room while board is in session no commentary adjustment of equipment or positioning of operators is made that would distract either the board or members of the audience or otherwise disrupt the meeting while the board is in session those are the modifications that we're recommending with the changes that I've addressed any questions or so if not I believe I will go ahead I move to approve this new Open Session policy second motion by marriage second by um Keller to approve the revised open Forum policy as discussed was

011and then we can go that way just a follow just a follow procedure sorry so noted thank you uh roll call please ster verage Keller hi Peterson hi Atman hi cundy I Hanson I and then before we uh move into the open Forum I have just a quick statement I'd like to read um the wi County Community School District has a longstanding tradition of excellence and has long been a Cornerstone of our community our graduates go on to become contributing members of society and many return here to raise families of their own we fully appreciate the concerns surrounding the recent title nine revisions and understand it is a highly charged issue however it is important to acknowledge not everyone will be in full agreement with every decision made these differing opinions are natural in any
012Community especially a community such as ours where people are passionate and engaged our formost commitment however is to provide a safe and appropriate learning environment for every single one of our students and staff our policies are designed with careful thought thought and collaboration to reflect both legal requirements and core values of inclusivity and respect that Define our district we always have and will continue to prioritize the well-being of our school Community allowing our students to thrive academically socially and personally the ongoing negative comments and name calling on social media about our teacher teachers and District are truly disheartening and are severely impacting our learning environment this atmosphere of constant scrutiny and distrust is pushing some of our teachers to consider leaving the district sadly the sphere isn't just limited to our staff community members who
013want to speak up are hesitant worried they too will become targets of these Relentless attacks our staff and Community deserve better the negativity since August has been both overwhelming and exhausting we have made attempts to meet halfway removing gender identity hosting a community conversation with an attorney selected by concerned citizens and revising our open Forum policy it is time for us to move forward rally around our teachers and staff and focus on working together to close any learning gaps thus providing the best possible education for every child every student in our district deserves to thrive in a positive and encouraging environment our school district is widely recognized as one of the top districts in the Fox Valley the Board of Education Administration and staff have worked tirelessly to achieve and maintain this status however the
014recent divisiveness within our own Community threatens this reputation along with the shared commitment that has always driven our success as a district please it's time to refocus our energy on supporting our students staff and schools to ensure all students receive the Ed and support the need to succeed thank you and with that I will open it up for the open Forum first to speak is Adam erens excuse me all right well thank you for uh changing the rules um that's kind of what I was going to talk about so I'm kind of just add living here but um I did send an email a couple hours ago from the Wisconsin Institute law and Liberty and uh they released a couple months ago the 2024 model School Board policies um I know had conversations with Mark
015and you know about niola a lot so it's just a different perspective I I hope you would just look at them um in the spirit of what we've been talking about and you know people see this I get but like behind the scenes we all have a good relationship and um you know it's not contentious as far I personally for me anyway but I don't know how other people are but so I was going to um read off one of them but I'm just I'm not going to do that I'll just discuss it with you guys um because we were talking about the parental rights policy and they have a good policy on there so would like you to look at that it's uh policy number 32 um all right that's all thank you Adam

017bit thank you there you go you're welcome and please just a reminder to state your name and if you are a resident of the district um my name is Christina a I'm in third grade and I have a question about why can't girls like us have our own privacy and who also cares about me too [Music] that's what I want to [Music] say okay thank [Applause] you okay we got Laura Amman Laura Amman and I do live in the win count School District uh a few weeks ago a friend of mine from Milwaukee sent me some materials uh that he had been reviewing um on the DPI website as it relates to the Ford exam changes as you know we've had lots of conversations about um specifically Proficiency in math and reading especially for the
018high school students here at wiam I hope once the board and administrators understand all the changes and the significance of these changes about uh that are coming forward that we would be able to have a listening session where could we could actually talk through in Fairly detail about the new grading structure and what that will mean for parents and students I know we requested that last year and we were told we we wouldn't be talking about it any further um DPI recently um put out a press release and they stated For the First Time The forward exam includes a district reading assessment and corresponding student score I would ask that this information be explained I don't understand what that means I don't know if we didn't have individual scores before um but I would want
019to understand in detail again what do they excuse me what do they mean by that I also read the letter that was sent to District administrators and in that particular document it says one important result of these improvements is that current forward assessment results in ela in mathematics are not comparable to previous year's results this is similar to what happened when the assessment standards changed in 2012 and 13 2014 and 15 and then um in the 201819 um that is very frustrating to me because I actually tried to do a 10-year look back to understand what has been the results for win count and other school districts even to try to see what the trend is and was and how the reading and math scores have declined has that been an ongoing thing but because
020every three or four years DPI changes the how they assess and how they score you cannot do it and I even talked to a data mathematician guy and he said don't even bother I've tried and you can so the fact that they are once again making significant changes whether it's for the better or for the worse um the fact that you can't compare last year's to this year's is not acceptable and I'm not targeting you saying it's your fault what I'm doing is asking for the board and administration's assistance to stand up to DPI to say that's not realistic when a business changes Financial numbers or significant um how they rate things they always build a bridge how do you go from what it used to be to what it is now and I think
021that's acceptable that they have to the Bri thank you thank you ka karts good evening so sorry I'm terrible with microphones um my name is Katie Cowart um I am a resident of L County um what I was going to say you touched on a little bit Mark with your new um open Forum policy so I apologize if it's a little bit redundant I guess um it will kind of just request a slight revision to it um in the end um so um first of all I'd like to thank all of you and Peggy for allowing that conversation last week and bringing in Mark um I thought it was a good opportunity to talk you know under less stressful environment such as this and you know actually ask questions and have them responded to which
022I really appreciated so thank you um however I did feel a little bit of the time you know we only had the hour was wasted I guess you know there was some bickering and things which so I thought that was a little bit frustrating um I do feel that since you have to be a resident of this District to vote for Schoolboard members that our Schoolboard members should not be influenced by those that live outside of the district or that do not have children who attend here so I guess my request to a revision of that policy um would be to change it to to be required to speak at Community conversations or board meetings you either have children who attend here or you be a resident of this District that's all I got tonight
023thank you okay thank you uh Kelly C right hi I don't know if I can start with a question because I don't live in the district but I have a child who goes here so I just wanted to update that with a caveat please include me um anyway uh I wanted to just thank you all for having the additional meeting this week um with another attorney it seemed that all of the parents there and all the people there were um in agreement that we need to be fair with all students and we want to protect all students celebrate all students and uh really take care of our community thank you for your additional statement and hoping that we can all move on from this because the the value of repeating ourselves over and over again
024is exhausting like you said so um I do urge that we move forward by correcting the language to adhere to Title 9 once it's final the injunctions then whatever is cleared we do the right thing there um and that you know we can look forward to having an updated parental policy be discussed and uh distributed to everybody so that those concerns are also alleviated and um yeah I'm I also wanted to say that um we want to make sure that all of us or I want to make sure that all of us remember that each one of us including transgender students care about the safety and privacy in restrooms and locker rooms which is why it's important to know that it's already illegal and against policy for anyone to enter these facilities to harm or
025harass someone or invade someone's privacy so with that I thank you again for your time and attention to this matter thank you Chris C good evening my name is Chris kabat yes I am part of the school district uh area I live in Larson um I just wanted to say thank you over the last uh couple months um thank you thank you specifically to Mark kundi and Megan Keller uh over the last couple months uh my wife and I have reached out to the board and uh G up several issues obviously well obviously but regarding the title 9 issues um and safety of our children here in school so specifically thank you both for actually accepting that and providing feedback to us I know that takes courage on your side to to actually report back
026to us and uh keep those conversations going so thank you very much um on top of that I do still have safety as a concern for my children here um like this young gal does here so thank you with that we will move into the um business portion of the meeting and we have a consent agenda to approve so I would entertain a motion to approve the consent agenda so move second Mo by cundi second by Peterson to approve the consent agenda um I just do have one comment we do have on the consent agenda to approve the retirement of a longstanding high schooled science teacher and that is Mr Brad Thomas I'd like to openly thank him for his years of service as a a teacher a coach he's he's impacted many many students
027with his um positive uh approach to teaching and coaching so uh we will miss him we appreciate his is his tenure here and uh wish him well in his retirement our roll call please veric I Keller I Peterson I Amman hi hyner hi Hansen I uh proposed personal communication device policy revision presented by whs student for this is Rebecca Williams she's a senior at our high school hi welcome Rebecca hi um like said before I'm here to talk about the personal device policy a few students have uh written some letters that I was informed that you guys have um if you haven't please take the time to read them we would like our uh concerns address and uh I have some statistics um provided by Dr LaRon for the first month of school we've had
02864 violations of the personal device policy 55 of those have been from the high school and 21 of those 64 total violations have been from repeat offenders nine students total and um I would just like to say through the high school 55 out of at least 400 students We are following the rules and we were asking for a little bit of leniency specifically for during lunchtime or during Merit study hall uh specifically for merit study hall one of the rewards of being on Merit is being able to be on our personal devices it's a time for us to relax or get done what we need to get done and if we're on Merit we are responsible enough to do that um another thing that was addressed for the personal device policy was bowling online we
029were having a discussion in class about negativity online in and in reality you will only find negativity if you are looking for it you're not going to find it if you are looking for the happy stuff and personally I have not found any negativity if I have not been looking for it and bullying online isn't as huge of an issue as it is thought to be personally since writing my letter I have transferred online due to bullying and personal issues in class comments made in the Halls comments made at lunchtime comments from other students and you may ask well why don't you report this buling to the administration it only last for a second or two and there is no way for me to collect evidence to record this bullying I cannot use my personal
030device to record it and the school cameras do not capture sound only video and again this only lasts a few seconds but after it happening multiple times a day it it adds up in its way um i' also like to that 48 of those 64 violations happen during class time where phones are not supposed to be and I am not suggesting that we completely eliminate the rule of no phones at all but just recommending leniency during times of non-educational purposes so when we're not in class I completely agree phone should not be in class they are distracting and they are not relevant to the learning but when we are not in class I feel that we should be able to do what we can with our own personal time and students and teachers alike with
031eight hours a day and some of us don't have friends directly in school we have friends outside of school online through other districts for me personally I was not able to contact friends or family for 8 hours straight I have two maybe three friends in school and if I'm lucky I get to see one of them walking in the halls and that is all I do not get to talk to them during the day I do not have in classes or lunches with them but yeah I was uh asking that we recommend leniency specifically for lunchtime or marage study hall thank you thank you Rebecca it's um thank you for your input it's it's you know it's always good to hear from a different perspective um so the board can discuss you know what what
032we want to do with this we won't take any action tonight but I guess the options would be now we are we are a month into this if if that you Knowle few weeks um and we and we did I feel put a lot of thought into the policy there was a lot of discussion um as usual we we didn't all agree with everything but we came to a consensus so um I does the board have any any thoughts I do um thank you so much not only for your letter but being brave enough to come up and talk to us um as even others who've talked many times it is intimidating and not the most Pleasant situation um when we passed the policy we did say that there is room to to take another
033look at it I think as a board we we maybe need to give it a little more time um because we are just a month into the school year um the other thing that I just want to point out and this is it doesn't work for you because you said you don't have a lot of friends here in in the building but what I've heard not only from staff but visitors coming into the building is that all of a sudden lunch hours a little louder because kids are actually talking rather than on their phones communicating and doesn't work for you um but I kind of see that as a positive but I really do like your recommendation about the Merit the the the leniency with Merit because uh you guys have earned that so I
034would recommend to the board that we at least when we do revisit this continue to see how it's working in the schools and and perhaps consider that and I do believe that was really a strong point like a number of our revisions and so on that we bring forth that we do annually revisit and look at things um in many different areas so thank you yeah I would I think we should put this on on for probably after the first semester there's some valid points from both a couple of the things that we've read I I really like the line at the end where uh Rebecca put strict parents don't create disciplined kids only sneaky ones so just because you know the number that you read off you know those are only the ones that
035got caught so I'm assuming that there's probably some there too but I agree with my counters here is we need a little bit more data I think it is working I think there is also room for improvement we're always looking to improve that so please continue to hold us accountable to re revising that and bring continued feedback on what you're seeing on literally the class so thank you I would like to take that just a step further and again thank you for for stepping up and doing that that's awesome um um I would like to put it on our admin teams to collect some kind of data towards the end of the semester that we could use to hopefully make some decisions in this fluid policy as promised we'll continue to give you monthly feedback
036so it'll be similar to what You' got tonight and what I gave Rebecca on Wednesday and unless you want something different just let me know yeah I think um what we have you know after three weeks or four weeks of school um I I agree with Mrs veric I think we need a little more time and a little more data collection before we can start massaging the policy not not to say that we won't look at it we kind of knew that that this was a starting point and we would most likely at some point revise it or make some changes um so we will we will make sure that we we do that so thanks again for having the courage to bring this to us Mrs Michelle just wants to say something to sorry
037dut as okay I'll give in real quick um let's not forget the um all the surveys that Peggy did we must have had I looked through eight different pie charts which cover teachers parents students so maybe that's what we have to do do another survey now after this thing settles in we actually already started collecting some of that data at the high school aside from the I'll say disciplinary data we asked all the teachers and staff at the high school to give us feedback what's going well what positive impacts have you seen are there things we could do that would make this run better um we actually discussed it in groups at our staff meeting this afternoon and I'll say um the consensus was that we don't have consensus as far as if we had
038a suggestion for the board other than we don't want them hallways that was the only consensus that we kind of came to we talked about lunch we talked about study halls um and our plan was to discuss more as our building leadership team and then also to collect that same data again in November to kind of see where things are at once we've had a little more time in school so I just wanted to let you know we're we're already doing that thank you right indicator eight d good evening um I'm excited to share with you um the indicator 8 data that we receive um in the world of special education there are um several indicators that we utilize to determine if we um are helping our students with disabilities um achieve great outcomes um
039and so this survey is given every five years to our families of students with IEPs in our school district um and the data is just very overwhelming and I wanted to humbly brag about our specialed teachers I hear so often how you know how supportive they are of our student they go above and beyond they're dedicated passionate people and it's really cool to see um that reflected in the data and how our families feel about how um we're serving their students so uh just wanted to give a shout out to the special team but any questions for you guys I have a question why is it only every five years is that a a DPI thing yep that's a DPI time um and then with the response rate um this time we had almost three
040times the respondents um so we worked with cisa just to kind of up our Communications um just because I felt like 18 wasn't very representative of our population so um we did increase our Communications to to get a better feel for what they're thinking Lauren I just want to mention of all the reports and assessments and so on this was really an exciting one actually um you know that we're supporting all education and the fact that I saw the changes in the percentages first of all the respondents uh compared to five years ago uh was was was absolutely awesome to see but looking at the welcoming environment and the respectful environment and especially the supportive environment as I read this through and the changes of acceptance and the family involvement and how we are really
041connecting and and answering a lot of their questions and giving them what they're looking for and not only that we concerned as well for the future of those students as they exit and so on and and preparing them for their future as well as their education needs so looking at this I'm not sure how the rest of the board felt but this was really an exciting assessment to read absolutely I couldn't agree more and um I I actually met with the special ed team um our last PD day just to share with them this good news um but then also to let them know that I was going to share this with you all um but our next steps are you know how do we continue to have this great data and this great feedback
042from from fam so um we'll be putting together kind of a family engagement team just to ensure um we can continue to have this great data but then also to address any of those other areas we feel like we need to improve upon so that's it yeah and the improvement over the five years was pretty pretty phenomenal pretty significant so so yeah it was very positive so thank you yeah kudos to the team I would like to just my mic is hot sorry um just kind of piggy back up them as well that's the numbers are awesome the charts are really cool just to kind of point out to the audience that no not everybody sees this but one of the things um School staff include my child hope hopes and interests for Life After
043High School in their educational program and it went from 71% to 100% so that's pretty awesome just to continue that for everybody that can't see this the lowest score that they have is 80% so overall it would be an a average for the respondents which is standing and so just kudos to the team right the one out of 22 questions was an 80 everything else was 85 to a 100 most hundred so outstanding job yeah so kudos to the team thank you thank you just a reminder two thanks for playing without being girl so on our new agendas everything is linked in there so when you actually go on the agenda um on our website if you click on something blue that'll give you all data so if you're interested in seeing more that's how
044you can always see everything that they're giving as well I to see that right just so everybody knows if if you haven't looked at our agenda since posted so okay academic support teacher um the former high school tutor position um as you reviewed your packet you could see that we've tried to fill the position that Mrs Marie Nikas had previously we are having much difficulty doing that at an aid level so the request is to move this to a teacher's role to see if we can fill that position and support some of our students to to be to succeed Dr Larson yes um so anybody need any additional information we also had some movein move out of special education so we are if the board were to approve this position into a teacher position we
045would swing one of our teachers right into that position so we have somebody readily available um to do that position again if the board were to approve this opportunity and I think what's important to recognize is um students at risk in our high school that's um very concerning about graduation and as you know our previous person really worked miracles to help kids and it's about relationships and you know understanding the content but again it's just about having that safe place for kids too and we really feel this teacher replace her very well too is this a full-time position yes well school year yes school so if we would move the ship the pur side that wouldn't leave the that would be okay with the Department yeah we've um some move movein and outs have occurred

048remind ourselves the fact that these are revisions and when revisions come through we always bring them for approval um with the revisions that come to the statutes and so on um and the language and it might be just simple one or two words but it may change the meaning of the statute or the policy so those revisions are looked at um and of course this we have quite a few each year that come forward for policy review so um we usually bring about five to six policies forward enough that the board has enough to read when they get time of course um but yet limited till that uh we we certainly pay attention to what the revisions are the policy that we're bringing forward next is policy 2131 educational outcome goals and expectations and this
049is a revision this policy is updated to include the additional language added by 2023 Wisconsin Act 266 which amends Wisconsin statute 118-1 2c8 to include reference to M Americans and asian-americans act 266 does not contain a specific implementation date accordingly this will need to be incorporated into the curriculum for the 2024 2025 school year adoption of this revision is recommended to have compliant policies and note that this uh is a revision and it is not adopted the requirement is state law and and still must be followed if it is not accepted or adopted 2131 educational outcome goals and expectations on 10 B-1 on the first page any questions at all um 10 B-2 under letter H is where the first change of language comes an understanding at all grade levels of human relations particularly with
