005we'll start the public forum first on the list is Tim Vanderloop my name is Tim vandero and I live in afan Wisconsin I am the grandfather of five pinicon students sir could you you turn around and address the board please I am here to speak on behalf of my grandchildren about a month ago this Bo board voted four to three to approve the new title 9 rules from Washington DC the public needs to hear and know about what these new rules mean this means that transgender students in school can do certain things and I quote from an article from Spectrum news which is on the internet which I have the website if you need it it says the new policy applies to trans gender students in locker rooms and school bathrooms and quote during the
006the vote last month this board could have tabled this vote but instead they didn't want to postpone this then the high officers of this board they chose to pass this the these Title Nine uh new 20,24 rules the four high officers the board president the vice president the clerk and treasury the public needs to hear and know who voted for this and instead we have to do something about this or should be done the high officers they could have postponed this another month and a half before the November election which might have changed many many things in this world my grandchildren and I are for voting in the new school board members soon thank you sir Carri FL [Applause] hello my name is oop sorry K go ahead my name is Carrie fle I a
007taxpaying American citizen of the wi count School District thank you for taking the time and the opportunity to let me speak as many of you know last month's Schoolboard meeting the board chose to Omit certain language from the proposed executive order titled N9 parents and Community do not be fooled this has changed nothing if you can change or omit certain language why can't you reject the order completely like so many other school districts including the university W system in Wisconsin attorney Lacy said last month there's only a remote chance that Federal funding would be removed if we chose not to implement the order how is changing or omitting the language okay and legal but rejecting the order not it it makes no sense you have voted to Omit specific verbage to appear that you have
008done something but you have done nothing the executive order will still remain with the omitted language which again doesn't make sense and you have the community and the parents still wondering why ask yourself what is stopping you from listening to the people who elected you you are supposed to speak for them and represent them finally at last month's meeting certain members of the board wanted more facts rather than feelings Well Community here are just a few we said the Pledge of Allegiance a few minutes ago the word Republic was used we are a constitutional republic the school board is elected and not appointed the school board election is coming in April and we the people the voters decide I implore you to listen to your community take taxpayers and parents and reject it completely not
009with your revised language to appease the situation but to reject it wholly and completely to unite our [Music] community Kelly c r thank you for the time to speak today I would like to talk about the school board's decision to eliminate gender identity um specifically from the federal Title 9 protections the actions taken by this board whether intended or not create hostile learning environment for win County Community School District for transgender gender and non-binary Kids when you do that you're also creating a hostile environment for every kid because there are lgbtq plus students in win County they are watching you make these decisions and so are their friends and peers what are you telling them when you take a vote specifically to eliminate their protections you're saying they're not worthy of protection and that's wrong
010two organizations have already filed a federal civil rights complaint against another Wisconsin District last week for creating the same kind of hostile environment I would not like to see complaints filed against wi County School District and I don't want to gamble with school funding when the board has already stated these protections exist for transgender students in the district policy please correct your messaging for these children the facts are that trans kids are far more likely to skip school because they feel unsafe at school why because when you feel unsafe you try to leave trans kids are also far far more likely to attempt suicide there is no question in my mind that for the same reason they do not feel safe in this world and try to leave we need to make them feel welcome
011in this world I have the data here um it's a survey from Wisconsin high school students that found 39% of trans youth tried to kill themselves last year that's two out of every five kids if Winne count has five trans or non-binary students in attendance two of them have may have tried to die last year it shouldn't matter if they were trans they're kids we should be sure to make them know they belong they're welcome in our schools and they're protected from discrimination I know you believe in that for all kids in our school district and I just want you to remember that all kids includes trans kids too thank you thank you Jessica friling and just a reminder please take your name and [Music] address I live in part of the W count School
012District I did not grow up in W count I'm what they call a transplant when my husband convinced me to move to win count the school system was his biggest Leverage as they say as any sane parent would I only want what is best for my children as of this year I've become quite disappointed in the win count school system on such items as Title 9 I'm not totally against Title 9 as a whole but where it hits home for me is that when it comes to making the school a place for our kids to have to walk on eggshell as much as you say it is for a safe place for all students it is now a safe place for anyone that identifies as a gender other than what they were born it is
013no longer a place that is safe for children who identify as what they were born we now know Peggy's feelings about it as she inserted herself in the parents meeting last night to ensure she was heard I would tell you that she took more than 2 minutes to make sure her thoughts opinions rebuttle and rebuttal were heard the other thing that has come to my attention is the absurdly low test scores and numbers of graduates that can can perform at an appropriate academic level please for the sake of the children their Futures and our Elder years put your focus where it belongs back into the education the world we will be in when we are old and dependent on them depends on how they are influenced now thank you B one [Music] second good evening
014and thank you for the opportunity to speak my name is Bob Bron and I live have lived on Sor Whitey Road for over 30 years I like others I'm here to address the turmoil regarding our annual Title 9 confirmation and my comments will be to the board Administration staff Ms for Liberty and the community community at large to you the board I can only offer my warmest commendations having been a board member for nearly 11 years I know full well that the position you are in when dealing with issues may become controversial and uncomfortable I applaud your actions in approving the most recent Title 9 uh confirmation it seeks to protect our students it does not support the woke agenda at least in practice in wani congratulations on setting your individual agendas and stances aside
015to do what's right for parents students the district as a whole and our community frankly I'd expect this as any board member quickly learns that they aren't on the board to support any agenda that doesn't meet that criteria to Dr Larsson and the staff my hat is off to you for continuing to function at a high level shrugging off personal attacks and P maintaining the high level that wami Community School District is known for please continue to set high standards of learning and PAW achievement and know that the words and actions of the few do not represent the views of many to the moms for Liberty and those uh affiliated with them well I didn't mention in my introduction that I am a Christian and a conservative I seek to actively model both in life
016words are very important but so are actions this means in all likelihood that my personal views on gender identity and sex sorry thank you John lexander the board ah oh if the board doesn't have any objections I'm going to give my time to Cynthia on my name is cynia when count parent and Resident member of moms for Liberty I attended an informative webinar recently regarding legal matters pertaining to the 1500 page Title 9 final ruling document and its impact on our school district in consult with a team of attorneys specializing in Title 9 I have confirmed that our school district does not have to implement the title line final ruling changes with multiple children whose parents and or legal Guardians are active members of moms for Liberty the injuction currently in place provided our school
017district the option to vote it was the role and duty of the legal council paid for and provided by our district to explain this to our board members we are not nor were we ever required to implement the contents of the 1500 page final ruling document we didn't even have to vote for it that means that every one of the four members of the school board that voted yes did so willingly and knowingly at the last board meeting multiple parents spoke to express concern and reasoning for our request to vote no or hold off on a vote until the final ruling was passed down by the Supreme Court our board listened to our words with selfish and deaf ears ignoring the needs and the safety of the majority of the children for whom they were
018sworn to protect in the end it was their decision and their decision alone we had further advised that each and every one of our children regardless of their sexual orientation or sexual identity is afforded due process protection according to the 2020 regulations which specify the grievance process to be followed according to that grievance process the protections are in favor of our children that file complaints against the school district where the student student both male or female feels their privacy was violated in a manner that resulted in their feeling unsafe threatened or even just ill at ease due to biological males or biological females entering opposite sex facilities with that being said I further ask you today are you prepared to accept the fact that these complaints could result in lawsuits by the majority of our
019children knowing or even Discerning today that the current grievance process in effect favors the majority of our children indicates casting any further yes votes down the road until a further ruling is determined by the Supreme Court for provides a lack of respect for not just our children but true law Elizabeth [Music] Clemens Elizabeth Clemens hi my name is Elizabeth we moved here from when uh 3 years ago me and my three kids we chose wi count because we the great reviews that I was given from a few friends of mine that attended the school a few years ago the day my three nervous kids walked through the halls of the new school our two guide promising them a new and bright future what I didn't expect was my kids will be bullied and ostracized by
02090% of the school and its teachers I kept telling my kids to hang in there and that they would find somewhere to fit in first I'll start with my daughter she graduated from this school year this past spring a proud mom I was standing there watching my little girl walk across the stage or her grand parents aunt and uncle and her two brothers by my side they didn't know how hard it had been for my daughter to fit into this school but I did you see ever since day one my daughter started in this school she was bullied one girl filled her water bottle up with toilet water yes toilet water I was absolutely disgusted and outraged she didn't want me to say anything because it would only make things worse for her for the
021next two years she was picked on by another individual her hair pulled rumors started care her chair being kicked she asked so many times we moved only to have her request denied and be told just to deal with it kids in her class would take her stuff and hide it multiple times they would laugh and Snicker when she couldn't find it she talk to the teacher and have him laugh along with the rest of the kids and say yeah they're just having fun with you having fun with somebody means that the person is having fun as well she was in fact not having fun the point of the story is that my daughter had a Lifeline to me and that being her phone she could tell text me at any time when she was having
022a hard time in class and I know that if she would have been able to do that she would not have stayed I had to beg her and bribe her most days just to finish school her time here was miserable my two boys they're 14 they have a hard time adjusting your life in Wisconsin but they have had quite a few difficult years prior to moving here they have learning disabilities and learn at a different pace than most the kids but that doesn't trying their best thank you ran [Applause] ad hello good evening thank you very much for the opportunity to speak this evening I have a couple things I want to share with you and it covers a variety of topics I'll try to stay within the two minutes you can cut me off
023if you have to thank you first of all I want to thank the athletic department the school and especially Mr Lee for inviting Mr binsky from the 180 uh project uh to speak last month at the August 14th and August 21th student athlete pair of meeting we have freshman volleyball players so it was my first time going to be able to attend one of those and I truly hope that we make this part of our ongoing Athletic program I think it's been there before but it was amazing as far as apparent the much needed message of Victory with virtue was refreshing inspiring a g both parents and athletes a great example of sportsmanship not just winning at all costs so thank you very much for that aome speaker in the event thank you to Mr
024Lee for helping make that happen secondly secondly I wanted to thank the board for taking some action at the last board meeting the step towards the changing of some language I know it's not ideal I understand that that it's not what a lot of people want but I do understand it is a step towards something so I do want to say thank you for that I don't know what it means um in in complete the big picture but I do know that it sent the message to me that there's possibility that we can come to some common ground I don't know what that looks like right now but thank you lastly regarding the last board meeting and by the way that was my first board meeting so uh thank you for indulging me that opportunity

026legal representative as to whether Title 9 is a mandate or a law I would like that answered and also do you have to follow a mandate I understand you do have to follow a law I asking the board to seek legal representation with expertise in this area and better represent the community and fight for our kids against a mandate versus a law I do not see how any of you with daughters or granddaughters can be okay with any male being able to be in a girl's bathroom or locker room it may not be prevalent today but you are opening the door for that to happen happen and by then it'll be too late you are also causing additional anxiety to all the students now and spending resources that should be spent on proing improving education

029routine or novel issues the agenda or regular meetings or special meetings shall be accompanied by a report from the district administrator including information and recommendations on agenda items as deemed appropriate by the district administrator so I did email the board and the district administrator this week um twice about an agenda item about the socially transitioning of kids that school which has been happening in bu County by the way uh I talked to a parent 16-year-old who had pleaded with Peggy and the board and or with you at least I know that and they she pleaded for them to stop transitioning her kid including changing their name in the yearbook to the opposite sex against parents wishes I would like that on the agenda it was denied I would like this needs to be in policy

031a girl who identified allowed not only into the boy's locker room but also into the boy's bathroom I've actually just spoken to two of the other parents who also said this girl also allowed herself into the athletic locker room I don't know who gave her permission to do that but she allowed herself also into the athletic locker room we were not informed ahead of time that this girl was going to be allowed to have more rights as to where she goes and where she wants to be so our son and many the other Sons uh who attended the school had no option but to have her in their space watching them using the urinals watching them take off their clothes and I'm sorry but anybody who thinks that that's okay you need to like seek
032extra I don't know pray to God I mean we we've had a board member past talk about how they're a Christian as a Christian males are males and females are females we have never stated as a group that we want anything bad to happen to any person who identifies our mission has always been that the kids are treated fairly we have heard from one of the other persons that the children who identify they they feel like it's a hostile environment that it's an unsafe environment that it's an unfair environment that it's an uncomfortable environment that they fear coming to the school well guess what we don't want them to feel that way but on that same note why did my kid and several of the other boys who were in that gym class as well

034our families who wish to remain anonymous and to others who are afraid to speak out in fear of backlash it feels as though our voices are trying to be silenced but please know that we will not be um as mentioned before there are families in this District who have come forward privately stating that the school has allowed their child to use different pronouns at school than the family believes to use at home even when one family pleaded with the district to stop doing so as it was hurting the mental health of their child they were told it was the legal obligation of this District to follow the child's Wishes the district even went as far as to change this child's real name which was that of a male to a different female name in the
035yearbook without this family's consent this is in proven in emails this is not okay what happened to parental rights these are our children to raise under our beliefs and values as a parent we have to sign a permission slip for a child to go on a field trip but is but is okay for you to change their name in the yearbook without our permission many parents have concerns about their rights over their own children being infringed upon by The District in an attempt to address this issue a letter was sent to members of the board and the administration requesting a policy be put on the next Schoolboard meeting agenda addressing parental rights this request was denied our motto is learning today leading tomorrow we are not leading at all we We are following what few
036believe to be right we are supposed to be one of the best districts in this state why not show everyone that we are different we can operate by our community's core values and not those dictated by the federal government let's actually be leaders not followers to wrap things up we need change immediate change we would like to reiterate that we come in peace and love we are not hateful of any children and we speak we are here to speak for all children thank you i' to take the time to announce myself as candidate for board in April that the that have signed up for um the public forum so we will now move into the business portion of the meeting I would entertain a motion to approve the consent agenda so Mo second wish cundy

042school board as we are part of in each year uh this fall coming up for region 7 there'll be a two of the board members attending uh the 26th in Nina on behalf of region 7 for Wisconsin Association School Board and then the last thing I just want to note if you haven't noticed we are now a Nike school so shout out to Coach Lee and all of his hard work working with uh a sporting goods company to make us one of the first small schools to be fully sponsored by uh a major brand so shout out to coach Le doing his work if you don't know Nike's kind of a Powerhouse and so thank you co for all your hard work anything else all right uh board reports any Communications I do not have
