mrs larson i'm nothing new to report at this time okay thank you uh journey to the future hitting the road video premiere i think mrs ledoux is going to introduce the video that was created yeah well we actually have something kind of fun and entertaining tonight um we have had some hard-working people in the district including um dave jerabek and peg and i'm not and steve katie and a number of other individuals work on sort of a reboot of our journey to the future and our our facilities our future facilities planning as we all know that got kind of circumvented during covid and the district uh while other districts chose to move forward with referendum this district chose to back burner that and muscle through covid which we did but actually deering covid these creative

minds got together and created a just sort of a video instead of having discussions and meetings again which we all had before kovitch struck this is a really nice recap of where we're at where we were and where we're hoping to go and we're thinking of using this in a variety or we're hoping based on what people think to use this in a variety of capacities maybe starting some some community meetings at various clubs and organizations and also potentially considering an august event where we would unveil this to the community so this is we got to preview it corey and bob and i for a pr marketing meeting and we really had very little constructive criticism we thought it was great and so we're bringing it to you all tonight woody county community school district

has been on a journey to become a destination school district we strive to make our school a great place for students family staff and a source of pride for our community chapter one of this journey started in with the science technology engineering art and math renovation and edition as well as the building of our winning county community arts center chapter 2 started more than a year ago and was interrupted when the coven 19 pandemic closed our school buildings however the facility needs are not going away so we decided to hit the road again the road ahead as we plan for the next leg of our journey the board of education identified four primary challenges facing the district aging building systems last year independent contractors conducted an in-depth study of each building the study found that

while the schools have been well maintained many of the major building systems have exceeded their useful life resulting in inefficiencies and ongoing costly repairs school capacity the elementary and middle schools are operating at capacity creating operational challenges as a result schools are using spaces and rooms for functions other than their intended purpose including instructions in hallways and storage spaces enrollment growth during the past seven years student enrollment has increased by 275 students based on a recent study the district is anticipating steady residential growth improve educational spaces teaching and learning have significantly changed in the last 50 years requiring different types of classroom configurations and support areas two one provides space for student collaboration and small group instruction and two create flexible spaces that allow for project-based learning in 2012 the community supported a new boiler

and plumbing system for winneconne elementary with this came the promise of our elementary building structure lasting for more than 20 years in 2015 our community voted to improve our high school to include our beautiful winneconne community art center an upgraded steam area and a new business education classroom the community also supported the operations of the additional 40 000 square feet these spaces and compass now in 2021 our elementary school is over capacity we need to creatively renovate some current spaces to add additional learning areas our elementary entrance is not secure we need to better monitor our building access our middle school was built in 1975 many of the building systems although properly maintained are simply worn out the building is also at capacity in order to provide 50 more years of life to this building

we need to renovate the current space and add capacity as well as add an additional gymnasium our new high school was completed in 1998. the reality is it's no longer new it's 23 years old the building has enough capacity to accommodate future enrollment based on current projections some systems are in need of upgrading so we promised in april 2020 we would revisit this journey our road ahead where would this road take us we hope you will help us decide very nice any comments from the board don't seem like that many years go by since we built the high school i know i still call it the new high school and the reality is it's not new but i still call it that so i think we all probably do in some regards so well thanks

for listening um this all kind of start well it did start because steve wanted to put together a comprehensive five-year plan but obviously as you learn more about our buildings and what we learned through our survey and just the studies that were done by um our contractors there's a lot of costly repairs and in order to do a five-year study obviously it depends on what our community wants to do with these buildings so i would like steve would like you guys to understand that his plan going in is essentially what we need to do but it does not include any referendum dollars so if there were to be some change and we decided to take on some projects obviously this will impact the five-year plan but for now he's going to present it as we

know it today and walk through that with all of you you have a copy at your seat as well so if you want to talk through your headings and all that stuff sure oh i didn't hi everybody steve well this is it the big five year uh we painstakingly went through the systems of the school i talked to my maintenance team we got some history on when things were replaced and we came up with this now if you take a look at this uh along the top it lists the years that we'd like to do the replacements of the things listed on the left side of the screen if you look over here fun 41 takes care of uh a couple of things uh roof replacements and um like i said the categories of 2021

0112122 those are the years and the in the dollar amounts that we're going to hopefully schedule to replace things now the big thing on this document that you should take note of would be the columns of numbers listed underneath the x's now these are things that we need to replace but we either well most of it is we just can't afford it or it would be replacement to middle school systems that we're in limbo with because the community will have to decide what it would like to do these would just be patch fixes it wouldn't address any of our space needs or anything else we're just talking about just getting by so that's what's underneath the blue x's now i could sit and go through every single line of this but i think you all

would probably want to look at that on your own and if you have any questions you know take a look at it and let me know and i will expand as much as i can on it steve how much of this become somebody if you decide to go ahead with something what's going on clearly the biggest pieces there that you're showing are the the electrical uh panel uh piece along with uh replacing some grounding and so forth and uh remove and and replace cast iron sewers and probably followed by a number of other other issues some of that would come handily with some of the things that we've talked about in the past yes if if the community decided to remodel the middle school pretty much almost everything underneath the blue x column would go

underneath that that renovation and with the renovation you would also solve the space needs that we've been talking about for quite a while now um and uh the things that you will not find on here except for one one thing i have the middle school ceiling tiles they're just a mess but we aren't talking about putting up pretty wallpaper or changing the design on the floor i don't care about that kids can learn on the floor that's you know that's carpeted or not carpeted the important thing is a kid can't learn if it's not warm and a kid can't learn if there's not running water and these are the types of nuts and bolts things that we're talking about here that's it with our current elementary school for the next five years you have everything

in here that you see if we would not do anything yes the nuts and bolts part of the elementary school you wisely took care of before i ever ever came here now we have to maintain what we have so there has to be talk pointing we have to do regular window examinations you know things like that that we would do and there are some small budgetary things that would just go under my regular budget that i would take care of over there and we have to be responsible keep an eye on that but did you inquire about the middle schooler no i did the elementary school elementary school okay because for five years out with our current elementary school what you've got in here i appreciate the fact that we've spent the money and done

what we have over the years but i want to make sure that we're not missing anything or that you didn't for five years didn't put anything in here you know everything in here based on five years that's quite a period of time if we unfortunately don't do anything we want to make sure we have it all here correct but it doesn't address the overcrowding overcome and that's understandable i understand that structurally as well as you know the the building i want to make sure that everything that you can see in the next five years is here and that's the key for this entire thing it's what we can see so right we come in and the the let's say the boiler goes out in the middle school i i can't predict that that's like anything

that's used every day we don't know when that's going to happen but i totally agree with you mr cundy we should be proactive about these things right i don't need to come here begging for money because something already broke i'd like to talk to you about spending money for something that i think might break down in the future and that's why i'm here today that's why i asked the question to make sure that so i'm looking at this upcoming year and there is a significant amount of work to be done at the middle school and so if that's done and i think this was bob's question more so than what um you answered if that's done and let's say a year later we or we go to referendum next year and a year later construction

is done to to expand do what needs to be done to this building are we losing money by doing that work and that's the key okay so i did put that in there and i'm only guessing and believe me this is a guess that if they came in here and they did renovations that they would not be touching the outside structure so that's why i wrote it like i did now i could be wrong but it's something that really should be done you have dania for the parking lot at the high school as well the roofs realistically what is your thought on one that should really be looked at i mean we've been piece working things and the parking lot is many of us know is not in the greatest shape so what is your

vision as far as thinking that we really need to before we start spending you know money ridiculously instead of going to complete replacement of the parking lot and or finishing the roof well the the roof is on fun 41 and we've set up a plan that we we replace sections of it every year which i think is a good idea i don't think it'd be in the district's best interest to write out a check for god knows what to do with the entire roof at one time and then in the future when you maybe don't have the finances that you have now have you write out a check for a massive amount of money so i like that system that was set up before i was here now as far as the parking lot it

kind of depends a little bit on the future of the village if they decide to expand then the parking lot project might come it might come before you we might have to talk a little bit more seriously about it um but i do not want to stick a dime into that parking lot just maintain i think he has a patchwork actually done today on it i want to maintain it as best as i can but i don't want to stick a lot of money into it because kind of the whole subject that we have today i don't want to put money into something that's going to be replaced or redone well i know we did the borings for that parking lot and so um what we're seeing here is your estimated cost is just an

estimate depending on how long we wait to do it that could escalate or not depending on of course as we know costs go up and down we've been hearing of course some of those are going to start to come down but you know keep in mind that this is just an estimated cost and the longer we do wait on these projects of course it's going to potentially cost us more correct uh however as far as the parking lot is concerned i don't think it'd be advantageous to the district to uh build a new one now because i don't know what they're going to do with the street out there and if they need a little bit of our parking lot or we decide to do other things in that area it might change the shape

of the parking lot and i don't want to build a new one just to tear it apart to change it for whatever the expansion would be right and that fun 41 we put 100 000 in there each year correct any other questions from the board okay thank you thanks to you thanks steve uh indoor air quality report information that's you as well right it's all your meetings okay so um i guess it is a um it's a policy that we have that i talk to you about um the health and safety things going on in the school i could send you a report that's three inches thick about all the inspections ranging from fire to asbestos to you name it because we have it however i included in your packet the log on information to

this site now we hire these people to do exactly what you're looking for they collect safety data just hours on this site and they lay it out into different categories so you're able to maneuver through this site to take a look at what you want i'm not going to go through every single category tonight because um uh i don't think there's a need but uh let's say you're wondering about i don't know science chemical hygiene for instance do we have somebody that's running chemical hygiene in science and that would be you know taking care of disposing chemicals storing them properly you just don't have joe blow walk off the street so who's running the show over there so we click on that it tells a little bit about the whoops a little bit about the

chemical hygiene program i gotta scroll down here come on wow my big finish here and i can't even it just it's not working for me well anyway underneath here there will be a highlighted area and um in that highlighted area you click there and show you the two certificates of the two people that we have as chemical hygiene officers so it's on their shoulders to make sure that the science portion of the chemical stuff is taken care of so along with that you can find out kind of what our staff is trained for at least in my department you know like bloodborne pathogens and how to handle situations like that and you know just general health and safety there's also a huge section on asbestos we get us we get tested for asbestos constantly and

uh all those reports are on here so it's just something if you know if you feel like digging into it sometime you know feel free if you have any questions let me know and it's continually being updated because we're continually having these inspections done so if you really love inspections this would be the place to go so without going through every one of these is there anything alarming that we need to be aware of or is that something that was something alarming you'd bring into our attention immediately oh yeah it's always best to tell first yes you would know right away who's responsible for maintaining the uploading of the most recent tests and evaluations of the district buildings emc and me so some of it lands on my shoulders some of it's on theirs they

do a lot of the asbestos testing in-house so they'll load that stuff right on there and then i have to put on some other reports and you know some other things like that just for your reference to it was policy 8405 that we just updated the last meeting so we thought we'd just get it taken care of so that we all can kind of check it off our list because it's often difficult to stay on top of those things okay thank you 2021 seclusion and restraint report um in your packet you have several reports and actually none of them require board approval it's information for the board so that you can see our report on how many seclusions and restraints we have done this year so that's number 10. i'd be happy to attempt to

answer any questions that you may have on that report anybody okay the next one's a report just stating um the people who have served as the lea at an iep team meeting and essentially an lea can allocate funds and just ensure that the iep is followed so those are the various people who have served in that capacity so that's the number 11. so that's how actually how many meetings were held not that they attended that many meetings but then were the actual numbers okay right how did lor and dad do anything else yeah yeah that's a lot of meetings yes um the next report is our bullying report and i'll be honest i was surprised at some of the numbers and we talked about it today in our administrative meeting but essentially all the way

through february we had hardly any disciplinary concerns i think just less bodies in the building more space between everybody just allowed for i'll just say a lighter environment and so um it was good news to hear that so that is the bully report yeah that's definitely less than what we've seen in the past for sure yeah and the last report is um mrs jennifer krause's very thorough nursing report for 2021. um she's very thorough at what she does her year as we all know looked um very different than previous years but good information to have so any questions on any of the reports okay admin reports do are there any additions to what was provided in the packet i just wanted to shout out and give kudos to the athletic directors update this being the

best spring and summer season ever for wcsd high school sports with regional sectional titles state qualifying and state championships that's just amazing in this year so all those coaches deserve huge props and the athletes that are involved in these programs as well we know we've got some exciting state track coming up okay and board reports communications yes i have one to the winning county community school district thank you so much for the contribution toward the gus thompson memorial scholarship in memory of our mother it's much appreciated and we've and would have meant a lot to my mom who was so very proud of the scholarship a sincere thank you donna hanson on behalf of janine thompson family and committee reports hr uh nothing to report financial planning and public relations we had that meeting and

presented that video so that's it at this point and then mr smith has oh just bring the microphone back not as apparently as tall as steve is i don't realize that uh just uh quickly connected to the pr uh subcommittee i had gone to their last meeting and just briefly talked to them about uh if you ever heard like critical race theory is a huge topic that is floating around the news nowadays and i know some of several of our board members as well as i have gotten questions and staff members have gotten questions about it just want to make sure the whole board was kind of aware in general we had discussed um the first thing being it's important to know that we in women county we don't teach critical race theory it's something

that's been around since the 1970s and 1980s and while it is new to some people it's definitely certainly not a new concept but it's not something that we teach so if you get questions about that it's important for you to be able to say no it is not part of our curriculum i've gotten questions then about some of our curriculum it's important remember all of our learning targets are on our website and i even went through them myself and did a quick search and critical race theory does not appear in any of our learning terms so if you get questions about that it's important you can be able to tell people that no in fact we do not teach about critical race theory here in the wooded county community school district that being said we

are continuing to grow and learn in the area of equity and our equity learning leadership team is going to meet for the first time starting next week where we're looking to continue to grow and make sure we are welcoming an inclusive place you know for staff and for students here in winnicott and so that like to me there are two separate things that are function like in in the news and in other places you see critical race series popping up we're not teaching that to our students like we said something that's primarily at the university level but we are on the flip side you know continue to grow and learn in our area of equity and as we continue to grow so any questions that board members have about that though so soon i know

one or two more members have maybe gotten questions but if you do we want you to be able to respond with you know no we do not teach it but equity is still an area we're already looking to learn and grow in anything at all this here ends my presentation thank you thank you in policy i have none for tonight on policy oh okay but i do have one thing i'd like to mention um we had held our cesa 6 convention last wednesday night for season 6 here in oshkosh and i went to the meeting and we had group a b and c and how they break up the groups is determined upon enrollment within our district we're in group b within at 1700 and so many students berlin had moved over their enrollment has

actually went down and so now they're in group c that's under around that 1300 student bodies and some of the services of course we always look at contracted services to determine you know is it for us or not and we do look at the cost of our contracted services and i appreciate don talking tonight on a little bit of diversity and equity because one of the new programs that cesa is offering whether we take a look at it or not one of their programs is on diversity and equity so it might be something that you just look into to see what their program is a part of and how it's delivered for each district there was a number of new services that they talked about that that is one of them that really caught my

eye um within our group and our enrollment numbers within our districts within our group we had three seats that were up for election fortunately or maybe i'm certain fortunately not unfortunately um i was nominated and elected to the border controls for cesa 6. so for our district here in winning county we have a three-year seat under border control we'll see how how that's exciting and goes and it is very interesting to to meet and learn new people uh see how districts and what they're doing and all over the the thesis six area as well as the legislative part of it and so on what sisa does and it is important as we talk about budgets and so on to be in contact with our legislatures as we've been reading some of the uh conflicting thoughts

and concerns as far as our budgeting goes for public education so i look forward to it and excited to sit on that board it's a meeting a month so it's 12 meetings a year um and so i appreciate the opportunity thank you congratulations thank you congratulations all right with that i would entertain a motion to move into executive session motion by verage second by zeller to move into executive session under 1985 to approve the executive session minutes and wisconsin statute 1985 sub 1 sub c and sub g for the purpose of discussing personnel matters related to the employment of an individual over which the school board has jurisdiction or exercises responsibility more specifically dates the board will move into open session and may take action on items discussed in closed session any discussion roll call

please zeller hi ledoux aye ronk condi eyes telsner aye hanson aye foreign
