to order for the pledge of allegiance. Continue to sign to the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all. Um the school board will convene to executive session tonight to consider the employment promotion compensation and performance evaluation data of any public employee over which the government has jurisdiction or exercises responsibility for particularly employee benefits. Um is there a motion to approve the consent agenda? So move second. >> Questions or discussion? All in favor say I. >> I. >> Opposed? Motion carried. Um that includes donations for the senior class party, the $500 from the electronics, $250 from Kim Canary Marine, and $250 from Sandra Anderson. Um, we also received resignations were Linda Ja, a custodian, Chris Irwin as the varsity boys

basketball assistant coach, Julie Jorns, and Willie Shartner as co-assisted varsity softball coaches. >> Um, do we have one administrator here? Do you have anything you'd like to highlight, Mr. Bills? >> I do. um something that was not cuz they didn't know it uh at the time I submitted the uh report for this month. Uh the Department of Public Instruction came out with um schools that they wanted to recognize. Basically, they took a look at the top 10% of schools that met a number of criteria and Sylvester Pool was one of those 10. Um at your seats, I did put u a chart with a little bit more analysis there. Um, as I said, it was uh the top 10% u in achievement for reading and math. And then out of those 16 schools, I took

time to take a look at all of them based on their state report card score and we would be 10th out of that list. Uh we are number five when you look at the economically disadvantaged percentage. So we are fairly high in that group. And then uh the one thing that I did find extremely interesting is that we are number one in the reading acquisition percentage by third grade. >> What is it? Reading acquisition. >> So that means by the time the kids are in third grade that uh they have acquired the skills that are required uh by act 20 uh in order to move on. So, uh, we're at 85% and I think, uh, the next closest is 84 and then we start dropping down into the 70s. So, uh, very impressive work by

our staff, uh, to get our kids ready, uh, for the world beyond elementary school and even beyond high school. So, >> yeah, I love it. Outstanding. >> So, it's really, really exciting. Um, quite frankly, I think this is one of those recognitions that we should have gotten the last couple years, but I'm glad that we're on that list at this point. Google. >> So, how do we let the world know this? How do we let our community know that their tax money is supporting a school that is not screwing things up? >> We have sent this out to all families so that they're aware. We put it on the Facebook page. Uh we sent out a uh press release and I'm hoping that the local media picks that up in the next couple days to

be able to put some new stories out there. I know other communities, Green Bay kind of down that way have already picked up on this. Um, not ours specifically, but just the the DPI information. So, I'm hoping that that that gets out there that way. I don't know if you anybody seen it, but on on television they've been reporting that I think Louisiana is the number one state in the nation for recovery and reading a math after co >> Oh, >> is that >> I have not seen that specifically. >> True. >> Um it depends on what uh stats or data that you're looking at. So, for example, um if you were, we'll just say if you were at a one and you've done some good work and you've been able to bring that up

to a two, you've done a nice job of recovering uh since CO. However, you already were at a three before CO and you've been able to get back to that level even though you might not have grown that much to get back to a three is pretty significant. And I know that we were in that position. We had really high scores before and uh we've gotten back to that. So, we haven't had as big a bounce as some schools, but that's because >> they didn't reference the bounce. They referenced this is number one in the nation. And I just >> But like I said, it depends on how you want to look at those. The state down there, the real turnaround is like Mississippi, >> especially Mississippi. That's where we came from. >> Well, it

was down there. It's >> Alabama, Louisiana, and Mississippi. They've been they used to be like the bottom of the barrel. Now they quite they made a big jump. Are they a lot better than California? >> Well, anyway, >> congratulations Sebast. >> Um, we all have the athletic director's report. Um, and report superintendent. Do you have anything for us this evening? >> Good evening. Everything that we're going to talk about is already on the agenda. Thank you. But I if I can just take a moment um just to shout out to our staff, our students, our families and community. Um the celebration from DPI's recognition of our high high achievement is phenomenal. Doesn't come lightly and it it comes with a lot of hard work, a lot of um diligence, passion that's shown not only from

our teachers, but our administration team and our families to the commitment to a high quality of education. So huge shout out to everybody who touches the children's lives to achieve that achievement. >> Okay. Thank you. Um we don't have a school board member here tonight. I do not have anything. Um the finance committee, we were all I think we were all at that meeting. So we really don't have anything to report. Thank you. >> Um building and grounds. Um >> I I can give Oh, sorry. Go ahead, Jack. >> Okay. Well, I think we just we set some priorities regarding the locker room uh renovations. Um certainly the issue that we had to deal with was the uh sagging support team in the high school library and that was the first priority. Um, but it's

a matter of getting some quotes back uh from vendors to see what exactly we're we're going to be uh looking at for costs for the locker rooms and um I think that was probably anything else. >> Would you would you like to add anything about the library or the water system? Superintendent. >> Um sure. I know that the insurance um CM regions was out today to do the inspection of the two poles that we put in the library, but I haven't seen that report yet to be able to provide an update. And then we are um in the process of working with uh securing two um bids from engineer companies to help design um the water mitigation system for our for our well working with the DNR. there's a grant out there that um will

hopefully cover a 100% of that cost to be able to put that water filtration system in. So, I hope to bring that back to the board in May, the two proposals. >> Okay. Thank you. Um and we have policies. Oh, yeah. We have some policies to look at tonight. So, the policy committee with Lindsay can um is there anything you need to report tonight, Sue, that directly affects Sebastical? >> Yes. Um if you checked your email today you from WSB you saw that uh they have come out with a great new document called setting the record straight. Uh when I read the u newsletter of one of the legislators a couple weeks ago, I was furious because this person was talking about how the private schools are providing a much better education than the public

schools. Uh this person also failed to tell all of the facts. Uh so I would recommend everybody look at setting the record straight. It is a great document. It deals with seven myths that are out there. Some of these myths are put forward by legislators. Some of them are put forward by parents. Some of them are put forward by private uh school organizations. So, uh do take some time to take a look at those. and WD is encouraging everyone to really use this document and get the word out to the public about the great work that the public schools are doing. Uh when I contacted Dan Roseller after I read that newsletter, Dan said, "We're working on this and we talked about it at our WSB board meeting last week and today this document came

out. It's a great resource for us. I would also just like to mention the um lawsuit that is going on um the uh legislation uh dealing with private school or with public school funding and uh it uh has had a response and asked to be dismissed. Uh that's not going to happen. U there will be a pursuit of that. I did, as I mentioned in my report, have the opportunity to hear from Jeff Mandel, one of the attorneys who is uh with Law Forward, which is a nonpartisan legal firm. And uh Jeff talked about the important things in that lawsuit and how we need to continue to support that in whatever way we can. We did talk about it at our WASP board meeting um Friday night and Saturday. Uh we will be pursuing it

again in June for further discussion. Um it's something that we need to monitor closely. I asked Jeff Mandal, what about the reaction of lawmakers if we support this officially? and he said, "Sue, what we've been doing hasn't worked, so we need to do something else." And >> this is something else. >> What's that? >> And this the lawsuit is something else. >> Yes. Yes. Exactly. So, um I'll continue to monitor that. The National Rural Schools Education Group is lobbying uh in Washington on behalf of school districts and our uh Wisconsin rural schools group is involved with that. They were in Washington on March uh 23 and they're advocating for title one and career tech education funding, title 2A for educator training, fully funding IDA, fully funding IDA, um cyber security, broadband, home connectivity, and prioritizing

students health, wellness, and safety for academic success. success. So, uh, some great work going on there on behalf of our rural schools in particular. >> Okay. Thank you. Um, new business, we need to appoint the C the seven annual annual convention delegate. >> Um, Sue usually takes that. I presume you want that again. >> Yes. Make that motion. >> Second. All in favor say I. >> I oppos. Motion carries. Um then next year would you like to comment on this superintendent the student representatives? >> Sure. I'm really excited to present to you both a next year junior and senior two girls and Taylor Kakansky. I apologize for the the name. um they both had letters um that you've received on their interest of being the school representative for students on the school board. Both outstanding

um girls and I look forward to bringing them on next year pending your board approval. >> Okay. Is there a motion to approve um these young ladies? I'd make a motion to approve some >> we read that I thought they're competing >> do they come opposite Randy or do they both come at the same time >> they both come on s at the same time the way that you guys designed it last year is that really hoping that that um that junior has a two-year tenure so really taking then as a senior that junior under their wing and building their capacity. So really a mentor relationship, peer mentor relationship. Also this year, unfortunately, we only had one student apply for the the role, but next year then now Selma will actually stay on for two

years. >> Okay. Thank you for blowing the cobwebs out of my brain. >> There's a motion and a second. Any further discussion? >> All in favor say I. I. >> Opposed? Motion carried. Um then we will look for approval with the girls soccer co-op renewal. We do that with Jibralter. >> Um I make a motion to approve our renewal for this. >> Second. >> Are there questions or discussion? All in favor say >> I. Opposed. Motion carried. Um and then we will look for um approval on the policy. Are these are these first are these policy readings first readings or amendments to the policies. >> These two policies we have are they first readings or are they amendments? Uh, I believe they're first readings. Yes. >> Okay. So, we'll vote on them tonight and then

they'll come back at another meeting. >> Right. >> Um, can I >> I would approve to uh move to approve the first reading of U act 57 updates as listed. >> Second. >> Are there questions or discussion? All in favor say I. >> I. >> Opposed. Motion carries. Um then we need to approve the annual notice of access to school authority discipline records per act 57 and if you want to interject on any of these superintendent please do. >> Thank you Lisa. Um this is just date required based on legislation that was passed in December. the board needs to take action and then this notice not notification goes up on our website and in our annual notifications that moving forward. >> Is there um a motion? >> I would move that and approve the annual

notice access to school employee discipline records per act 57. >> Second. >> Questions or discussion? All in favor say I. >> Opposed? Motion carried. Um, then we have the school nursing services job description. As we know, DCMC doesn't provide the nurse anymore. We need to provide our own nurse. Um, so we're looking for approval on this document. And again, if you have something you'd like to interject, superintendent, please do. >> Thank you. Um, as you know, we've had the position posted for um over a month. I think about six weeks. Unfortunately, we have not had applicants and so as a district, we know that we need to have um RN services provided and so looking at another option, I was able to get a proposal from Bellon that would provide a nurse 4 hours a

week. Um and then what we would do internally to cover those additional hours actually would we would have 24 hours of nursing services instead of 20 which we currently have. um we would we would post internally for a nurse aid/instructional aid. So what I'm seeking tonight is your approval to go in this direction and to approve the job description that was in your board packet and that would be an internal posting only. And so this is in addition to RN coverage. It's not a replacement of >> four hours a week of the RN coverage and then we would have 20 hours of the nurse aid and whoever internally um if they are not certified we would then support their certification as a CNA. We don't have and and I can share those with you. We

do not have a high need student population. Um and when you look at the nurse reports, we believe um we're able to cover that with with that four hours a week for the health plans and the oversight. And then is the resource officer? I'm just like looking at emergency services like when a kid has a seizure or like you know like medical training. I just um I know some in the office have former medical training. Um but uh I just like a a new kind of right behind the year CNA doesn't is not the same as a nurse. Uh and so you know it like obviously the school resource officer has you know some emergency medicine training and uh that I don't know if that would then like if you'd want to beef up the

training of the teachers and the school administrators for emergency situations. But it's that's just a big difference than having even 20 hours a week with the RN in the building. So, we talked about that as a leadership team and we all um want to increase the training of the leadership team so that we have that go-to person that's on site. Um there is the potential that we may have a employee that is actually a certified RN just not using that license. Um, so >> I think you're going to have to review your policies regarding all this because this is a real different change, >> right? >> You're not going to have somebody here uh to make on the spot decisions. So, you're going to have to review it and make different procedural changes regarding actually

going to have to be willing to shift to urgent care or ship to the ER much sooner than you did in the past because trying to do this by phone is can become a disaster especially to call them there's no way at the other end the phone. Um, so I think you need to I think you need to look at all your policies regarding in this area and reddraft them because you're going to be sending I I assume hope you don't have to, but you'll be sending kids more often to facilities than you would with a nurse here on >> Randy. Where was the um opening for that nurse posted? I know it was in the >> I'm gonna let Heidi jump in on that. >> It was post It was published in the Peninsula

Pulse >> and it was it was published in the Peninsula Pulse. It went to um the job center in Sturgeon Bay. It was featured in their job fair that they had last month. Um but and then internally here that was it >> and Facebook I believe. >> Okay. I guess my question Beth would be um do you know of any other way we could post this to maybe get some interest? Is there similar to like the where teaching positions are like is there like a like online forum and I'm just asking like is there for the school nur nursing or I obviously the hospital doesn't want nurses published there and nursing shortage too. Um, so >> we lost our hospital. >> So I want if I if I could jump in on a couple of

things. Um, what I'm proposing does meet all of the requirements by state statute in the state of Wisconsin. We already currently don't have a nurse on site from 7:30 in the morning to 4 4:30 in the afternoon or 3:15 when our students leave. So Deb is only here 20 hours a week. So we already have that opport, you know, that time within the day that we don't have an RN on site. So to Dr. Ga's point, what we talked about is the leadership team is really training um core first responders inside of our buildings for those medical emergencies and that it's an it's an automatic call to 911. um we would not go with the TEDoc um section inside of that Bellon proposal as I had conversations with the nurse from Bellon that you run

into some complications with that because of the the HEPA and um just data privacy piece that by the time you you get that information it it just it's not very functional. So what we would be looking at is a 4hour RN. She would come in four hours a week and we would have a staff member on site with a minimal training of a CNA. But I'm very optimistic that we actually would have a staff member that is an RN on site for the whole day. So she would be 20 hours as the RN. So now we've increased that RN capacity of the district by four hours a day. Plus, we the with the current RN services, we don't have her here during the busiest time, which is recess and um you know, over the lunch

hour and then the additional recess that they have in the afternoon. By bringing that position internally, making it a full-time position, which would be half-time instructional aid, half-time nurse aid, the flexibility is there so that if they we did have a um health emergency that person is on site and has skill set at a minimum like I said a CNA but very optimistic about the RN to be here immediately on site where right now we don't have that. So I really think that this is better service to our students and to our families being that we are 15 minutes away from any ambulance you know that's able to get to us just because of our location of our district. So, um, unless we want to go to a full-time RN and try to post for

that, I think we'd be able to probably fill a full-time RN. Um, but we just that halfime, it just has we just have not had applicants for the half time. And then the the nurse that you're the RN that you're optimistic, do they have an active license or does that have to be reactivated? >> I can't ask answer that. I believe Dr. Ba that it is active. >> Okay. >> Is my understanding. Can we look upon this as just a temporary type move, but our long range plans kind of go back where we were because this is a decrease in the quality of care that we have available to our students. You really believe you agree with that, Dr. >> Well, I just I think registered nurses are just so like >> there's no there's

no comparison, >> right? I just >> I was a I could be a various assistant. I was an orderly one. So that's I'm at the same level. So >> it's it's just like >> you're saying that she's optimistic better than we had before. So I guess >> Yeah. I'm just saying like as a board though as a school we look upon this as we have decreased the level of care and our goal is if we can ever find a way to put the pieces back together, we do that. Well, I think I think we're kind of I think we're kind of stuck right now to have this >> and that the administration should keep a >> that the administration should keep a close eye on it over the next school year. >> Right. >> I'm

just saying we don't accept this as the norm. >> Well, right. I I think Yeah, we can keep something posted for >> Yeah. You really want a nurse. There's other places to go looking for nurses than where we, you know, if you don't look at the or county advocate or whatever and all that stuff. >> Yeah, I suppose somebody's willing to commute. >> Even in the even in the county, I don't I don't >> I would think if on social media or whatever, I would think retire people in the county would have word of it. I mean that's just an assumption maybe not but um obviously not on Zip Recruiter and >> I agree. I think social media that wasn't it on the district website or the Facebook feed. I I remember seeing something that

okay as a nurse you may not look at the district website you're going to get it through conversations like oh I didn't know that they were looking for that. I I think the challenge and this is another assumption but I think that finding a point five a half-time person in today's it either has to be a retiree or or somebody that doesn't I mean most people that are in nursing field need a full-time job. So I mean that's why we're losing the one that we have because it's not a fulltime job. And maybe we just keep it out there for the next year because there are different people moving into this community all the time that come >> out of careers and look for a second job. >> I think should be a permanent posting

after that. >> Did we have a motion Heidi? >> So I wrote the motion to post the job description for school nurse aid/instructional support assistant as presented and direct staff to seek proposals for related nursing services as discussed. Is there a second on that? >> Second, unless I made a motion. >> We had a motion in a second. >> Oh, I'm sorry. I read you the motion I wrote, but we need a motion. >> Would someone like to move? >> I would make a motion to approve what she just said. >> Thank you, Heidi. Sure. Is there a second? >> Second. >> Other discussion? All in favor say I. >> I. >> Oppos? Motion carried. Um then we have the gym floor resurfacing. >> You have two goods in your board packet and administration is

recommending to go with the pipe system. Um that is the lower bid of the two and it's a company that we have worked with in the past and are very satisfied with their services. >> I make a motion to go with the recommended bike system. >> Second. Other questions or discussion? All in favor say I. >> I. >> Oppos? Motion carry. Um then we have the middle school athletics officials pay for 2627. Um Mrs. Tank did an analysis of our middle school athletic official pay and per your board packet you will see that we were um we needed to make some adjustments. So administration is seeking approval on the adjustment for the middle school athletic pay for the 26 27th school year to keep us competitive and to keep our officials on the fields. >>

Move to approve the middle school athletic officials pay for 2627 as presented in our packet. >> Second. >> Other questions or discussion? >> All in favor say I. >> I opposed. That motion is carried. Um then we have the spring spring sport schedule. >> Thank you. I just um seeking your approval to be able to schedule um competitions on Wednesday if necessary due to the wonderful spring weather that we have had and our ability to get in our conference schedules. >> I make a motion to approve the spring. Second >> questions or discussion >> does that conflict with any >> any like uh >> I'm thinking I can when I lived in Oaklair I think Wednesday night was when all the class and churches had their >> Wednesday usually >> Wednesday is a church but

but but I think that if kids have to make a decision the parents should that >> as far as the Protestant churches, they're >> they're usually >> their high schoolers aren't affected. It's it's the middle school that are instruction on Wednesday night. So, they're the middle school kids aren't affected by this. >> I I can't speak for >> I think the Cath usually have confirmation done already, too. >> They aren't here yet. >> I switched to the >> So, I Maybe some >> I ask >> there may be sad that there couldn't be some conflict. >> There could be conflict with there is >> but I think there's there was there a motion on it. Dave, did you move by >> the spring sports has been motioned and seconded? >> Other discussion? >> All in

favor say I. >> Opposed? Motion carried. Um, and then Jack John Shortner is going to take the assistant varsity softball coach position. >> Move to approve the hire of John Shortner as the assistant varsity softball coach. >> Second. >> Questions or discussion? All in favor say I. >> I. >> Opposed? Motion carried. Um, and then we have a special board meeting date to schedule. I'd like to propose a special board meeting um tentatively on May 8th to discuss the insurance uh proposals from Compo. >> That's a Friday. >> What day of the week is that? >> We have an activities committee meeting scheduled at 4:30 that day. So, we'll make it we'll make we'll provide dinner for those that are on >> athletic committee and special board meeting if that would work for We were

just told you really mean May 6th. >> Wednesday. May 6th. >> May 8th. >> Sorry. >> My apologies. >> May 6. We could do a Friday. >> What time? >> 6 p.m. >> Okay. >> What other meeting is it? >> Uh >> I think we have an athletic committee meeting. Yep. Yep. Yep. That's right. I I guess we need a motion. I don't think we need Well, let's take a motion just in case we do for the May 6th meeting. >> I make a motion to have a special meeting on May 6. >> Second. >> All in favor say I. >> I motion carried. That would conclude our regular business. Um a receive a motion to um convene to executive session. >> Move to convene to uh executive session. >> Second. >> Roll call. Vote.

Two. >> I. >> Motion carried at 6:35 p.m. So we can have the motion. >> We seconded the motion. No, we're going back. I want the motion to go back into regular session. We need the motion go back in regular session. Second by you. >> Yes, >> Keith. >> Thank you. >> Okay. >> And we'll take a motion on the the the matter that we discussed in close session. >> Move to grant the staff member the use of uh accumulated sick leave uh up to 10 days for a emergency at home. and beyond that if exceeds that >> right >> to work with the superintendent >> and beyond 10 days to uh coordinate with the superintendent the school >> second question or discussion all in favor say I opposed motion carried um we then have

that meeting on May 6th um our next meeting is May 20th um something everybody should think about all the note of is um representation at 8th grade graduation and high school graduation. I think high school graduation is May 31st and 8th grade is maybe the week after. So, um just know that you have those opportunities. They'll send the dates out. Is there a motion to adjurnn? >> Move to adjourn. >> Second. >> All in favor say I. >> Opposed? We are journ at 6:50
