okay [Music] we address substitutes in all these meanings here but and it would have been 2020 because code well and so i came i can't remember if i came both on wednesday november or like the work meeting and then my second month and i just remember what huh um well it i mean it's not the end of the world it's just whatever it is because we can't be anyone that our biggest ground but school district in service training 30 hours of classroom observation so what's this 24 hours of school district and service training i don't think it's a rule that we could set i think that's what i was thinking that's what i thought that we were going to because there's an alternative path that says hold a high spoke completely they couldn't come back
and you were closed so they went up oh oh yeah yeah i know i was stuck in nebraska then that's my problem i don't we can have it thank you there it is right here what's up it says emergency substitute training what are you looking for did you find it the yeah you know you can search the minutes in board docs too like you can do substitute and just do minutes and and agenda and it'll just bring up every item for that we just figured specifically yeah [Music] emergency substitute training will be offered in jesus offered through boces oh those that's right it was under general oh yeah jerry was not a thing yeah [Music] totally unfair for the rest of the county yeah everybody is you think yeah i'm excited to see everybody here
tonight let's call this meeting daughter if you rise for the pledge pledge allegiance to the lag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right is there a need to amend the agenda steve uh the only thing no no nothing of substance but tina is driving back from casper and she has the dubois educator report she'll be here right around 6 30 she thought so we may have to skip her and come back and pick her up but that would be the only adjustment that i would have okay i have a motion to approve the agenda don't i'll second uh any discussion all in favor so we have one two three four five to zero okay next
we have approval of the minutes if i could entertain emotion for that remove to approve the minutes of our october 19 regular schedule board meeting and our november second board retreat second we have a motion in a second any discussion all in favor say aye aye the same sign five zero now we have a consent agenda that has the vouchers um approve the district plumbing um do you need any commentary on that or just just the annual uh the district has to post that annually they advertised uh accordingly and then solicit um you know vendors to come in and provide us with that the uh approval of the coach for the middle school the the timing of that was such that we we got him uh right after the last board meeting so it's a
formality he's already been coaching for us and doing an excellent job as a middle school wrestling coach and then we have the district fundraiser list for your review there as well under consent now on board drops it says middle school basketball coach okay it is middle school it is wrestling and then the district fundraisers so can i entertain motions we'll prove the consent agenda i'm going to uh there you go i move to approve the consent agenda as presented there we go the motion in a second any discussion all in favor aye aye aye opposed and we have an abstention yes okay so uh four and one abstention yeah i'll abstain from the one i'm sorry i'll have to abstain from the plumbing when i can't vote on that one well we didn't pull it
out so we're just joined the whole concern agenda yeah we have one we'd have one abstention from the consent agenda all right we have um presentations do we have a pta report yeah we got all kinds of reports tonight uh recognition so excited to see an audience here tonight yeah it's good to see kids and moms and dads it's good to see you uh here as well so the first thing that we need to do is we we had some really special uh middle school volleyball success this year and with that i think i'll turn it over to tad to make some introductions okay so i hope i get this correct because tina was going to do this but i believe that this is the first time that our girls middle school girls volleyball team
has won conference and tina said at least in the time i've coached i think is what she said wow if i got that wrong i'll correct that on facebook tomorrow anyways and team has been here a long time so if i could go ahead and have the middle school girl volleyball team come on up and um just line them up let's do it this way because then parents won't be awkward to come up here this way so we'll have and this is i don't know if i would say most of the team but anyway this is the representation here tonight first time middle school girls volleyball team has won the conference championship in let's just say many years [Applause] congratulations congratulations [Applause] and then so so so we got we tonight's volleyball night right this
is all about volleyball so we have a couple of high school ladies volleyball players that had some very special recognition this year okay turn it over so uh tonight we're going to recognize all conference um we had a i would say a season that's on uh and so um our final record and i guess i'm going to include forfeits because um i think our final record was seven and seven our conference northwest conference involves metis burlington um ten sleep and dubois right now next year i believe basement is coming in to add a little pizzazz to the situation and so um as the conference coaches would meet we nominate players um i learned a lot nominated their entire starting lineup i didn't know that was a thing just um so we nominate players and then
the different coaches this year's players from our team that were voted on by um [Applause] nice job [Applause] i believe it was our all-conference has voted for ava and kinsey and kenya is that correct yes all right come on up and get another [Applause] do you have to get picture or not everybody hurry up okay we have a stupa report okay mr cayman blind president all right good evening everyone my name is here i'm here to just update you guys on what student council is doing um some ideas that we have was a school store uh we would probably have it open in the mornings in the concession stands selling healthy drinks and snacks and possibly merchandise some figured that out yet we also talked about the rantastic awards that we had last year the
cards that were given to students were doing good things throughout school as a form of currency to get snacks and drinks at the school store we also have talked about doing school activities during months we don't really have anything going on like january there's not much going on there we talked about a school talent show a school one a talent show oh nice nice a school hangout night or a walk-in of some sort where students could come to school and we could watch a movie play dodgeball have snacks do karaoke um and then during the holidays christmas and so on uh involvement with the little kids elected high school making cards with the little kids reading books to them and the cars would go to the retirement home or to just businesses around town and
honestly i think that's all we got right now but that's a lot good that's great yeah oh and right now we're doing the food drive for thanksgiving um we have it set up with every classroom as a box as it has been before and we also added a box for the staff to donate food as well which i don't know before so great that's great so caleb how far along on some of those are you uh the school store we are setting up where we're gonna get our snacks and drinks from so once we get that we should be able to start setting it up and ordering food and drinks and finding people to work in the morning those are our next steps um for the activities that i mentioned we haven't really set those
for certain dates we're still trying to figure out with sports where we can put those and trying to get teachers to stay for those school hangout nights or lock-ins and things like that and yeah that's that's about where we are i heard that mrs bowles can really knock out a good karaoke song too that's what i i've heard this rumor thought i'd put that out there oh it's really okay all right we're good thank you well thank you thanks very much [Applause] and we're going to skip over the dubois educator report until tina gets here and we have committee reports um now sweat recreation board we um were scheduled to have a grant meeting last week but because we're in between directors for the record we hadn't advertised properly in the paper and nobody's organizing
anything so we did receive a couple grant requests but we postponed our meeting until december 8th at 4 15 at which time we'll award the grants and at that time cwc um feels like there will be a new person in place thank you for coming for the outreach thanks guys appreciate it bye so that's where we're at with that who was the director of melanie melanie and she oh she did the wreck board too oh yep and she resigned and they've just been slow to get somebody in there to replace her oh so on that note i have an update on that oh outstanding do you think i wouldn't yeah do you have anything sean should contribute i do okay but not to the rec board thing right now go ahead i'll do mine with
my i have a few things well we had the facilities meeting and we've had a lot of stuff going on um oh let's see we talked about a while ago about how the gym audio and the live stream thing that worked very well for the graduation last year um caleb's working on getting that engineered so it's better sound better video all that stuff um and we should have something back november slash end of november december sometime um let's see here they have been having a problem with the roof over at the little ram building over there leaking and they've tarred it and they don't know if they got all this ceiling on it correctly or whatever but we're gonna have tucked a fat foam that does the spray insulation because they do like roofs that
way so they're going to come in this week and take a look at it and give us idea if they can do anything with it um tiles out on the cte building they're going to try to do that this spring that keeps getting pushed back pushed back so hopefully this spring they can get that done um what is this the removal of the little house on tan riverton street over by the bus bar has been completed that's all done um we just need to talk at some point about what the board wants to do for a structure there for employee housing whether it's going to be a modular stick framed or something that we need to come up with some idea you'll have a you'll have an invoice that'll be be considered for approval in
the december board meeting get that get that paid up there is probably also in the december meeting if we're going to do uh uh if we're gonna if we're gonna take some steps to try to put something or some things in its place um i think you're gonna wanna have some of those kind of conversations so that we have some sense of direction on what you want to look at there is i was at down there this evening and uh you know there there could be a couple of different options to take a look at down there so at any rate it's it's something i think you're going to want to have some won't be anything discussion wise but i think you're going to want to have some pretty extensive discussion not action a discussion
around what you want to do do you want to stick build do you want a modular do you want to just sit on it housing is not getting any easier to find so i think that there is uh an urgency the other thing that that i am noticing in looking at uh some of the flyers is that price for lumber if you chose to stick build something that prices is coming back down it's not back where it was a year 18 months ago or two years ago but it's coming down and so maybe that maybe that opens the door to something else so i think it's just it will be important for this body to have that conversation and give us a sense of direction so that we can then pursue that uh get some
estimates get some things drawn up and then make some decisions on what we want to bring forward so that you guys can ultimately bless you know whatever the end product will be so what are the funding issues for that where would that money come from amanda oh one second please please maybe it's an unfair question right now she'll be able to answer that sorry sorry the heater in this room is turning on and i can't hear anything so i just shut it off what was the question amanda the question was so as the district starts to take a look at what construction replaces the home that was just tore down what fund will that come out of it would come out of special depreciation and the other thing i would remind you also is we
still have a renovation that's happening on apartment two and then we haven't started the renovation apartment one yet those are good things to remember i was just wondering yeah so that hasn't started yet yeah is that something that our facilities um the head of facilities tackles when that happens or is that some totally a different yeah that'd be part of that duty and responsibility yes yeah so do you know they oversee it or they might um there would be there would be oversight to that there would be uh you know if we're going to work with contractors if we're going to go and uh develop uh sort of blueprints you know that they would they would have that responsibility to to uh to pull in part to pull all that together so did you have
anything else on that no no i don't think so that was in a nutshell thanks um we haven't had a meeting we've gone to quarterly meetings i did ask um steve barlow who is with cwc for an update on hiring the new um cwc adult ed director um he said they completed the zoom interviews last time i had talked to him i think there was eight applicants which i was super excited for and he's like really that's amazing for dubois he goes i guess i'm just used to having like 150 for a sports director and i'm like no we're good with eight we're good if we have a choice we're good um so they have the pool narrowed down to three people um that they're going to be interviewing in person on monday and he
said he's certain that with those three that they're interviewing they'll be able to find an acceptable candidate to start hopefully as soon as the week after thanksgiving so they've been i know they've been working really hard we do have brad who is a part of our board that is sitting in on all of those interviews just so that we have some representation since we do pay for part of that salary and use them frequently so um so that's an update on that the only other thing i have is i got this second hand today they called the clinic actually but it's through cwc and boces um and i'll leave it with somebody to maybe advertise help too that um cwc has a phlebotomy training going on it's january 11th through february 24th um the only
bad thing is is it does fall during the school day because i was immediately thinking of jewelry but anyways um so it's tuesday thursday from noon to three and they have gotten a grant so anybody who wants to apply for this has to be done by november 30th but it's a hundred percent paid wow so it's essentially free training to be a phlebotomist if anybody is interested they just need to call down to cwc and get their application in so he said there's absolutely no cost um and it's going through um the wyoming department of workforce services um training grant so if anybody is interested in that no it's gonna be down in riverton and that's the hard part because i could think of quite a few kids that would like to take it or
at least get them ready to go but the way it falls um they'd be missing too much school but could they assume that it does say that there is some online learning and there is some in-person learning obviously so um for that kind of they just have to call and find out what those hours are going to look like um and all that i know they do a lot of online like a lot of their class classroom time online but there is some in-person stuff and i'm not sure what timing they have in for that so two days a week tuesdays and thursdays from noon to three for about what six weeks give or take for those of us that i should but i don't what's a lobotomy a phlebotomist is people that drop blood
so working in a lab drawing blood every day um that kind of stuff you know in a in a hospital setting big meat that kind of thing um clinics too i mean in fair places it would be a great job to have so and it's completely free for the training so does it say minimum age it does not nope so we just have to call cwc or a fremont county bow season i have those numbers or anything and i printed one out that we can i have more of these too i can email it to anybody but if there's any interest in the community this is a really really good opportunity and it's completely free why don't you send that to ted9 we'll get that out perfect yeah i'll forward it on and so to
see the applicants for the cwc thing would also be um the rec board director that yes yep that's part of that job description also so they're aware of that coming in and yeah that's part of their their duties also so yeah but they sound like they had a really good pool of people so that's great yeah it's encouraging yeah did you have anything for me and i don't have anything for virtues our meeting is going to be the 22nd so 15 to make it oh okay she was she was like 10 minutes out okay all right we can go ahead and move down and we'll just circle back around sure are there any visitor comments no all right then we go to administrative reports here's 10. here we go now i airplaned this 20 minutes
ago it works i'm gonna do mine all the time okay this is okay so we already did our kudos and our congratulations and the way this works i can't see on my computer so i've got to look at that uh our students in a month for october were jeremiah rosendale mary baker luke sullivan and brianna gervais i'm going to break right here and i'm going to read that and then i have asked jim bowles to go and explain kind of some of the positive changes that we have done in our ram time this year i think you'll find it very interesting um and so back up at ram time we are continuing to develop our ram time ram times tier 2 intervention time where students receive re-teaching or learning targets that are not mastered through
first teaching and with that i will put this aside and let you know which i need space hi um so as mr ramsay said we are mixing up our ram time this year um in response to the ytop scores uh we've created three kind of bands of intervention that we're doing we have intervention extension and enrichment and all students seven through twelve have been assigned into those bands based on their combined scores from both last spring and this fall with the way that with the updates to the ytop data we're able to look back at a student's performance from fourth grade on uh for some of them and so looking at their performance over time we were able to identify the students in need of either intervention extension or enrichment um and then we're also
able to break it down into sub skills so instead of just looking at the eighth grade class was proficient or so and so was proficient instead we can break that down into individual sub skills in language arts that would be language and vocabulary reading literature reading information or math statistics probability so we can look at the actual skills and how they did on each one of those over time and using that data we created the intervention group first we created two rounds of intervention the first round is for students who scored low and below those in highest need of of intervention in terms of those skills they then went into um the first round of intervention that we just finished last week in a round of intervention they were given a pretest instruction and a
post test zero percent of them passed the pretest 80 percent of them passed the post test and these are those kids who are the most in need as identified by those scores um and my judge won skill only but it was overall hugely successful for those four students who didn't pass their post test last thursday they then go into that same skill intervention again and now they're combined with the students who didn't uh were not proficient on their white top but they were closer so we're no longer in the red students we're in the yellow zone those four who didn't pass their post test are in with the yellows and get another round of instruction then they'll get another post test at the at the end um running concurrently to that we have the extension
kids those are the ones who were proficient over time demonstrated immediately they were also our juniors and seniors we don't take the laptop and they've been assigned to classrooms that are math focused but rigorous yet engaging and so we have really awesome opportunities for them uh there's one group who's doing a zombie how to escape a zombie outbreak and they're looking at critical thinking and research and data analysis and problem solving um looking at chernobyl um we also had a group who learned salsa dancing and music appreciation and that group is looking at uh making educated guesses an estimation which is not one of those math skills we're lacking um for some of our students and somehow belly dancing was involved and the only math i can think of is the time it would take
me to get off the floor um there was also an art contest for camouflage they were looking at patterns and reference patterns and repetition distribution which ended in a contest that i haven't seen the pictures of yet but exist where they had to hide something around the school and then we also had a group who was investing in stock market cds and after 20 years who's the richest so they're looking at percentages um problem solving savings et cetera the third um tier of intervention so we have intervention extension and enrichment on fridays we're doing enrichment activities and that's all 712 together working on team building problem solving we did a great activity last week where the groups had to navigate a map that they couldn't see and see if they could get through it um
some struggles i'm supposed to talk about the good part some struggles that we're having it's a big cultural shift for us um buy-in from juniors and seniors is tough when they've already passed the test why do i have to learn belly dancing and so how do we frame that in the way of this is school we learn lots of things that make us good well-rounded human beings and then there's also this shift if 80 of our students can pass that post post test after three weeks of really targeted intervention why can't we do that in people what is going on and it might be just one skill and it's it's immediate but these are the these are the questions that we talked about yesterday in our plc of why can't we replicate that when it
matters um the one that goes in the paper so we've got another round of data coming in january when they take their winter white talk we'll we'll redo the groups at that point as we lead into that april test and see long term how our groups are doing but the first round was a success i think and it was rather enjoyable sounds fun questions so jen how do you coordinate how do you like identify you know the groups that each kid goes in and then what happens in each class i mean it just seems like a scheduling nightmare it is um on a personal side i am in the middle of my internship for admin and my main task so far has been data analysis so it has been going back into the data from
fourth grade on putting it in that spreadsheet and then just starting to crunch it where where are the patterns and how is that aligning at our last professional development day we were all working together in the ox gym we then took these huge color-coded spreadsheets and started identifying those skills in those groups once we were able to kind of pluck out the skills based interventions we needed for the intervention group then the rest of them trickled down into that extension group where they started the other teachers the non-course so right now the intervention is me as english sam greg and david as math and those are the innovations for different skills interventions so then all of the other teachers then become tasked with looking at those students what can we offer them in a three-week
mini unit to still support the skills that they need your question but it involves like page spreadsheets looking at that data over time then again on a personal note i found it really interesting to to look at kids specific so i can look at oh as a fourth grader as a fifth grader sixth grader on up and where did it start to the change in content you know the math content changes every year so that tests they took in in august or september i was on a skill it's on a skill they've never seen before 7th and 8th grade have the same skills the 9th and 10th completely different skill set so does it do us any good to look at spring 9th grade nitrate spring scores when it's done instead the 10th grade scores
they haven't had that instruction yet so that's where we started to have those conversations of which data do we need which data is showing stability and which ones are showing instability that they really need to focus on to intervene and change that is this middle school as well seven seven seven seven through ten seven through ten is tested okay grand time is her yeah and that's why i was talking about the cultural shift where it's really hard for the 11th and 12th graders who don't have to take blacktop again yeah to find their place at this point i think in terms of our physical and mental capacity we are we are doing what we can as as that gets better we can then start to open it up to additional test prep college courses uh
sure essentially getting ready to go out to the world um at this moment we're primarily focused on that intervention what do we use to assess like 11th and 12th graders i mean if we're not using white top scores all other figures require the act we can use those scores and yeah and then determining college-bound career-bound um more individual directions [Laughter] and also not everyone needs the financial literacy that one of those classes i was talking about um everyone needs that but in terms of our seniors going out to the world next year let's focus there let's make sure that they can do what they need to do yeah thank you could you tell me again that your three categories intervention and enrichment what was the second extension extension don't ask me if i'm in a
hurry that's right that just sounds awesome to me i think it sounds great are there any other questions thank you thank you articulated that so well and your enunciation pretty much all day to get that done and it really doesn't do it a lot of justice in the amount of time that she's up here but just the amount of work that they put into it to make that model that has been in the boardroom forever you can read some of that stuff i don't really need to say out loud i guess but our current enrollment numbers right now are 164 overall and so it just goes from kindergarten you can read that so at this time last year this exact board feeding last year we had 151 students um i know we're getting four students
next monday so that's going to jump to 168 by next monday so what are like the pink boxes are they gaining students losing so that is your kindergarten i don't know why this one is pink but for a second i was thinking maybe they had a change in number or something and that could be i just copy and paste this from joellen's weekly report she tracks this all year long so every student that leaves is in there every student that comes and i just copy and paste the very last very natural uh so our attendance numbers from a course so i take from the day after the previous board meeting up to when i submit the report which was last friday uh k5 attendance 90.4 68 92 51 and 912 um 9306 is pretty close
to what we were in 2019 before coded when we started our push but with quarantines and that this year i mean that goes in there so yes are any of those four new students high school so i think there's two high schools and a middle school and an elevator so it wouldn't push us up to 50. and then she already said but we'll take the white topic um questions on anything that was in the report thank you thank you and superintendent report yeah real quick just a couple items uh one um one of the things that as we were working through strategic planning wanted to bring your attention one of the tasks that we didn't have a chance to get done was to to have some conversation around brainstorming some of those large target eye
areas that we want to focus on uh that's coming uh we'll want to have some conversation uh maybe as early as the december work session so uh you might reference that it's under tab 12 or the notebook that i gave you so give that a once over and kind of work through that it's a single page document but you'll definitely want that uh one of the things that that came about uh the if you haven't read it or heard about it seen it in the news the emergency temporary standards osha we got a so we got received several communications the first one came out of the superintendent's state superintendent's office on the 8th basically in a nutshell wyoming has an approved osha state plan and so by virtue of that fact uh wyoming schools fall
under that osha plan and so one of the things that that is important to a couple things to to to highlight here one paid time for workers getting vaccinated and allow recovery from any side effects from the vaccination two we would we would be tasked with determining the vaccination status of every employee and obtaining acceptable proof of vaccination and then have to maintain a roster of that uh the third part that that comes about uh and and i think we're in we're in good shape with regards to this employees required to provide prop notice when they test positive uh or receive a diagnosis and we've had good response from our staff if they've had uh have had instances where uh either there's not feeling well or they're they've been in close contact with we've we
feel good about where that might be we were we would be required to remove them from the workplace and here's the one of the one of the many questions that i have is that regardless of vaccination status until they meet required criteria but i haven't yet seen what required criteria is defined as next item on that next bulleted item under that order is ensure that every worker not fully vaccinated is tested weekly and that in most uh circumstances uh any individual who is not fully vaccinated wears a mask indoors or when occupying a vehicle so that order came out november 8th that i got that uh email almost immediately uh within a matter of a day or two fifth circuit court u.s fifth circuit court issued a stay of that so what that has done
is place that in that emergency uh temporary order in a in a holding pattern the the lawyers and the litigants will uh have a window of time where they prepare uh the things that need to be prepared and then courts will rule i assume that that's probably something that they will have some window of time and then the clock to implementation would then start testing requirements are within 60 days most of the other pieces would fall within a 30-day window so at as you and i we collectively sit here today uh it is out there uh but it is in it is in uh litigation and uh that is as clear as we can make it today i don't know one of the things that was was brought up in in some of the superintendent's
conversations was was what would happen if if wyoming would withdraw from the osha requirement and here again is where we would have to have some greater definition it reverts back to federal requirements and so what i don't know is do their federal require are the federal requirements as imposing as this or less imposing uh or are they more imposing i don't i don't can't define that for you today uh a lot a lot of conversation but at at this juncture uh you know that's that's what we have and we and we would collectively so you know there wouldn't be a district this is this would not be a fremont county 2 initiative this is something that uh that we would inherit as a result so much more probably to come on that initiative but just
know that that's that's out there did they mention exemptions in that they did not mention any exemptions uh i don't know um i i again i don't know what that would look like if there would be um allowable exemptions and if so what would who defines that and i think i think that's the piece that you know when you when you think about that uh that particular part about uh where it says until they meet required criteria you know there's a there's they make this the statement or the uh action that would have to be taken but there's some devil in the details kinds of things that we just don't we don't have a good sense of today as we as we sit here and talk about but it's there uh it's it's we know
that it's out there we just we don't have any uh actionable information beyond that uh the third part and this is something that i'm sorry who was that amanda mr can i add something real quick sure in one of my meetings today was for wiz bates at the board meeting and what we had discussed was um essentially our health insurance plan will have to make a decision of whether or not it just goes into play and it's something that school districts have to comply with our wiz base the board will have to make a determination of whether or not um employer testing is covered by our plan because it's not as a medically required testing it's more of an employment required testing um so that was something that we had discussed we didn't actually discuss
whether we were going to do it or not but that's the thing that we'll be talking about in the future if it comes through that legislation is required for our district and just fyi those pcr tests are running 150 bucks a piece so of course they are uh-huh thank you amanda uh the third item on uh the third item on the list is uh sr-3 funds so we we communicated this previously the the district received about 1.6 million in sr3 or arp funds 20 of that or roughly 326 000 as a minimum has to be set aside for academic learning loss the balance of that the balance of those funds have to be spent within the statutory requirements so there's a list of items you've got it in your presentation where the 1.3 million and
change could be spent so the the first step that we'll have to that we've done or we'll have to do this week i've got to upload our uh pandemic plan to the state i will have between now and i think the date is 18 the 18th of january to submit a plan for how we would like to expand the 1.3 million dollars so part of the requirement that i have um as far as the application is concerned is that we've got to put that out to stakeholder groups so the board is getting the list tonight uh if you have ideas of how that might be allocated then i would encourage the board to to respond and offer some sharing of that the friday or the spotlight will go out to staff probably tomorrow so all
of our staff will receive an email and this same exact breakdown of the sr-3 funds will be offered to them as well all staff regardless of position or responsibility we'll include a parent communication uh i don't know if we'll get that out tomorrow if that'll be maybe by the end of the week uh but we'll want to shoot that out to our parents one of the things that uh is going to talk to lydia about is getting on the next stuko agenda because student groups are part of the stakeholder groups that could be engaged with some of these kinds of conversations when you think about 1.3 million dollars it is a huge sum of money but i think the other couple other things that we want to think through is number one we would have
until september of 24 to expend those dollars so it's nothing that's got to be spent today number one number two i think we want to think about how the dollars can be expended in such a way that make substantial and meaningful inroads to things that we need so for example i might want a book for my class that would help me but i could sure use a new curriculum adoption big difference between an entire adoption as opposed to a particular book and so when we think about those larger ticket items um it would be really it would be really nice if we are able to use that uh you know 1.3 or the 325 to really make some some meaningful purchases or hires because personnel is part of that part of that equation where we
can make some some significant inroads as far as the district is concerned so we're trying to think a little bit bigger and we're trying to the encouragement will be to think a little bit bigger and to think outside the box don't don't don't frame yourself in so quick try to think about uh you know think about academic learning loss we have summer schools but how what what could we do differently to help support academic learning loss we've got brilliant individuals that work in this district uh that i think would have some some input if given the opportunity to do that so we'll send that out and then we'll start to whittle away at the list of suggestions and try to make sure that we can we can make it fit in the statutory requirements and
then think about then timeline is it something we do today is it something we do in the spring is it something we do next fall you know what is that what does that timeline look like so that is all i have all right well thank you shall we go back to the dreamers educator report thankful that you made it here safely yeah you didn't uh no hood ornaments oh my goodness no money spots from here but that is really a very very special group of girls i mean it's one talent is one thing um but this group has a unique mental toughness they've come from behind i've seen it in basketball uh you know we've been down in volleyball in games and they don't get rattled they just play the game and i'm super excited
to watch them over the next few years because it's going to be they're going to do great things um mrs swestinger and i are cones senior sponsors i just wanted to start by giving you a little background we're here to talk about graduation speakers um and i kind of started this chaos so that's kind of why i'm here in 2000 the class of i was the senior sponsor of the class of 2015 and at the time through the national um activities association they had a a program where they had speakers that were available and i had just by chance looked at that there was a gentleman from nebraska grew up in a small town played six-man football ended up playing in the nfl and i thought wow that would be cool so i contacted him
um i through some the kids our class fund kicked in some money we went to the op shop got some money to pay for his fee it was i thought it was pretty spectacular no no uh no thanks to me but you know it was just it worked out really well and at the time the board bradley saw it was impressive to have someone from out of town come in and talk to our kids and talk to us it was great so as the time has gone by um it's been a struggle i think those of us who have been class sponsors it's a struggle um this is miss hoy found locked out and fun and what we paid him was it was just the things that he grew up in jackson and he was
kind enough to say i give it but that's really enough to say to somebody who on average gets ten thousand dollars and the board had after that after 2014 the board had said we're willing to put up 1500 here is my hour and two cents each whatever personally and i told my children this already graduation is kind of funeral give them 15 minutes and work out you know we want to visit it's about the kids and correct me if i'm wrong but spending to me even spending 1500 for someone to come and give a 15-20 minute address that's my personal opinion um so what we're asking is one of two things either we're going to have to up the annie so that we can attract people and it's very very tough the kids aren't invested
they kind of want people they know um or are you going to give us the latitude to let that occur i don't think we're looking for an answer tonight it might be a discussion item for your work sessions or something um but it is it's more and more of a struggle to find a speaker it's a struggle to get them to decide on colors but a lot of speakers so do we have it written somewhere that it has to be somebody from the outside no it was just a request from the board they they just really enjoyed that at the time and it should be we've had some good ones and then we've had a couple that were i guess we're just looking for a little direction um i think it's the kids graduation they
should get big that's my my thought me too i think we picked ourselves one of those absolutely directions rather it's they only graduate once so if the class posts they want a speaker from outside and they can find one raise the money let them have it if they've got somebody internal or yeah they want to have something internal and they agree on it let them do it but it should be it should be up in the class you know they're the ones who graduate and i don't i don't disagree i think that sometimes i think we would want to make sure that we collectively understood that while the class may may want to decide or may want to have that input it ultimately in many instances comes down to depending on the cohort that's graduating
the sponsors to to do all the heavy lifting to get that that individual uh to be there so what i'm hearing is that you have the flexibility to get with the class and see what their pulse is and if you've got somebody internally or somebody in our community that they are sold on that they want to have come in that you've got the flexibility to be able to do that i i would love you know if finances are available you know maybe keep that money available if needed you know while we have it if it's tight you know that would be something that we could cut but he was in my opinion he was worth everything he was he was phenomenal we've all had those university presidents is does the principal have final approval oh
absolutely yeah we usually run it by somebody you know and i think that's the thing i mean i think the senior class doesn't want to hear mr spiegel right talk for 20 minutes hey i could go two hours you she said she says give me an extra 5. giving you an extra five minutes yeah yeah it it and it is it you know you you could have somebody that that is right around here that doesn't wouldn't cost you anything that would just knock it out of the park and you can spend fifteen hundred dollars and oh my you can't get out of there fast enough kind of thing there's an amazing group of people around here yeah i think it i mean this is my opinion everybody asking that we can leave that money where
it is it's budgeted it's already there but essentially it's you know let the kids decide what they want to do and sean said if they need to raise some more money to get somebody in particular great that puts them that much more involved in their graduation and their day but if they want to have their first grade teacher super i think that's great because we can all relate to that so i think it's their decision but we can leave that money where it's where it's sitting it's budgeted and it's not going to hurt anything you got enough you got enough to go on yeah okay yeah we appreciate that absolutely because sometimes it's like full of teeth i guess my question would be so we get this group through they don't spend the fifteen hundred
dollars you need that fifteen hundred dollars where it is and then the next year are we adding to that or is that fifteen hundred dollars through someplace else because maybe the next year if we had the three thousand we could say we really could get somebody new or if somebody good kids wanted so that's kind of nice i think as long as they're all getting the same opportunity i don't think it's a big deal i don't know if you could carry that over but that'd be a question for amanda yeah i don't know i i think it's a good point that's a good point lori that budget does not get carried over year to year i did just as an email to tina and mr speaker just indicating that maybe that's something in the budget
um you know i know you're not gonna know what a speaker's gonna require for a fee when you're setting your budget for the next year but if 1500 isn't doing it then maybe that's a request that needs to come in through the budget during budget uh needs assessment thanks amanda some of what you what you find when you go do your homework now might help be able to give some guidance to that if it's if it's something that we need to do a budget adjustment of some kind looking ahead and we have that we have that time now to think about that so and it's time i mean when mitchell graduated from the university wyoming in 2015 i want to say uh lori nichols gave an outstanding address to the college of education and i
contacted her the next week and like in two years will you you know i had her all lined up and then of course she got she left yeah yeah she got replaced but so even when you plan ahead sometimes it just doesn't just pronounce it thank you all right thank you thank you appreciate it glad you're home safe thank you me too all right alex you're we have it in our workout i always wonder why everybody leaves for the most exciting presentation right it's kind of weird like these two yeah i'm almost offended sean that you don't want to sit i'm almost offended that you don't want me to speak for two and a half hours of graduation i don't know how to take that i would say to heart [Music] this would be life
i have sat through some of those remind me was it us or somebody else that had lula gardner one time it must graduation than once too he didn't graduate around here somewhere he's not that expensive he wasn't well he came to penn state [Music] there you go he's in st george right now he's coaching uh high school wrestling and second george i couldn't even tell you who my high school speaker was i can tell you who mine was awful it was awesome jerry spence stood up there and told our class that he didn't think we should ever have to work a day in our lives yeah with this full moon or something yeah it on board docks you can go ahead and sorry work your way through that okay so they've got they've got the
they've got electronic copies yeah that the governance letter they have okay um if you don't mind if you want to pull up but i'm gonna okay do you have any new board members this year i don't know uh yes me okay and maybe junior the junior would be too but yeah [Laughter] so okay so our governance letter is basically our summary of our audit results for the year um if you haven't had a chance to go through it i'll kind of summarize it real quick um kind of goes over what our responsibility is the honors are and then um which i'm going to go through and detail a little bit later in a different report then we talked about if there's any significant changes in your accounting policies there was one major change there was
a new gasby standard that was issued and implemented in the current years gatsby at number 84 and what that pronouncement is is you're supposed to evaluate all of your fiduciary activity funds and last year you had two which was student activities in your adult education and management evaluated those two funds and based on the criteria the new criteria through this new standard they're now classified as special revenue government and so that's one change that you're going to see so typically what we recorded last year is you just report the assets and then we just call the rest of it as a liability due to student activities or due to adult education activities but now you're required to report all of that actually to all the ins and outs and all the expenditures associated with those
should also be approved through the normal forward approval process which i don't think could have could have been happening in the past but if it's not that is definitely one thing that probably should have been going forward so um but yeah so that's the only significant accounting policy change um there's no changes changes to any significant accounting estimates that we described on the next page all missed statements that we identified that were corrected through the audit there was no disagreements with management and then we also received the representation letter for those that don't know what that is representation whether there's a letter from management to us saying they are taking responsibility for these financial statements a lot of people like to say the auditors that are your numbers but no they're your numbers and we're
just issuing and so we just make sure before we issue the final report that you are comfortable with the numbers and you take full responsibility for those numbers they're in so um and that was signed by stephen amenta skipping on to the next page other significant matters findings or issues we did have one finding that we'll address later this is any findings that that will be determined more significant and i'll describe later what the difference is um the rest of those findings that are kind of minor that we don't really need to bring to your attention we'll discuss with management which we typically do here here so we've determined that they're not significant we'll talk to steve about them we'll talk about about them if you guys want to understand what those um conversations are
you can post them on time so um and then that's pretty much that report is there any questions on the government side pretty straightforward so the next report i'm going to jump to the actual financial statement report it's page one and this is our report over um that has our opinion on the financial statements and they kind of changed the format of this report before our opinion used to be at the very bottom of the report and now they put the dessert at the beginning yeah they want to make it all exciting they didn't want to make you know look through this whole thing to find what it is so i'm just going to read our opinion right in the first so it says we have out of the financial statements of the governmental activities
excuse me business type activities each major fund and the aggregate remaining fund information of the district as um before the year of june 30 2021 and the related notes in our opinion speaking to the next paragraph uh the accompanying financial stables present fairly non-material respects uh the receptive financial position of the government with investment activities and business type activities for each major fund and aggregate remaining fund information of the issue so in essence there's a lot of accounting for like verbage there it just means we issued a clean opinion and there was nothing that we noted that modify so um it talks about here it's presented fairly um that doesn't mean the financial statements are perfect so we perform a risk assessment procedures to determine okay what are our material transactions and transaction classes and
we want to focus on those to make sure those material amounts are properly stated skipping down responsibilities and management like i discussed earlier you are responsible for financial statements then discusses um our responsibilities with auditors so as our responsibility we are responsible to express an opinion and a lot of people don't know kind of what goes into it but essentially we perform a risk assessment sorry i need some water right throw up a lot of talking sorry no [Music] probably made it problem um so perform a risk assessment and then after that we perform procedures to address those risks so that we can you know reduce those risks down to an acceptable level the examples of some of the procedures that we do for farmers we perform analytics we send out confirmations to third parties
and we review bank reconciliations we can fund your revenues with outside sources and then also we detail test expenditures by vouching a sample of doctors to make sure the approval process is due recording english transactions and then we discuss some of the required supplemental information that um that you're required to present under government accounting standards and then they also present some supplementary information that i'm not going to go over but the next section is some of the reports that we also issued we also issued a report over internal controls and then we also issued a report over a uniform guidance which we call the single audit and so i'm going to jump over to your report over internal controls which is found on page 26. and that's out of the report so because this um
audit is performed in accordance with auditing standards they require us to evaluate your internal controls but we don't express an opportunity and however we are required to if we identify deficiencies in internal controls were required to report them this year we did identify one deficiency in the internal controls that we'll give to one of the following pages if you want we can skip over that page which is going to be on page 50 where we summarize our schedule findings and question costs so you can see that we break this out into two parts because we do have a single audit um internal control over functional financial reporting we did identify a significant efficiency that we did not consider it to be a material weakness does anybody know you guys know the difference between those two
are significant efficiency materials why don't you go ahead and explain that okay so material weakness is a deficiency in internal controls that we think merits that's significant enough that the current control that you do have in place might potentially be exposed to material misstatements in your financials we didn't have any of those a significant deficiency is less of a concern but we do think it merits attention to you guys and so we did find one and if you want to skip to the next page there's a description of that that binding it's finding 2021-001 and so it's called grant programs fund balance so the grant programs fund should be reconciled on an annual basis this includes analyzing deficit or excess balances by grant for grants that are paid so what we found during the year
was that your grant program fund at the end of the year about all of these balances in your own balances that have positive balances for grants that were complete in a previous year and that typically shouldn't happen so most of your parents are a cautionary personal basis so whatever you spend you're going to receive money for when that grant is complete that point balance should be zero but for some reason these are all old grants there's large not large but there's balances in there so what that's telling us is that you know those probably weren't reconciled when they were closed properly and we didn't dig into why so our recommendation is that you look into that and i imagine what could have happened is that you received revenues that perhaps weren't for a grant maybe
it was general employment of you or however they got tagged to that grant and some created this you know surplus and that grant balance the other option is that maybe some of the expenditures that were foreign and so i imagine those other seasons that happen um so amanda steve will go through each one of those try to figure it out and then we'll come up with a plan and why wouldn't have it have been something that was caught sooner yeah it was mainly because of the single audit because with the single audit that we do we're required to receive us and every year we have different risks right so we don't do the same thing every year oh and honestly this is a low risk because these grants are you know they've been completed a
long time ago and so our focus was really current your stock and not stopping in the prior year but once we got diving into the single audit we're trying to try out everything and make sure all those balances are correct [Music] and then we discovered like there was no reason for these balances to have this surplus balance this funds to have that balance so yeah and so we've determined um even though it could be a larger balance there some of the assumptions was maybe in the past you know business manager wanted to supplement from the general fund some money because usually you spend money first and then you get the money later and if you don't have the money in there to spend it you're gonna have to borrow from some fun and so maybe
they borrowed it and just never provided it back to them yeah so maybe that's what's going on with us yeah and then we're going to skip back to our uniform guidance report which is our single auto report what page is that oh sorry uh page 48. so the threshold for a single audit is 750 thousand dollars and you guys spent 758 thousand dollars nothing to worry about i think it actually came out good because you've never have something in the past and we know you're going to have some uh going forward with all this extra money all this character money and so it's a good thing that we kind of dive into this a little bit so we can compare those features to the audience and i don't want the spine to like scare or
be like a softball risk for anybody it happens i mean we haven't had to deal with it in the past and so we just hope this is a positive um you know recommendation for you guys to look forward to see this a lot of different districts a lot of different entities we that are smaller than your size so this is very common and so we're just here to help make those small improvements so that there's a little bit more transparency out there so for this year the major programs that we tested were the karazhak cfga number 84.425 and there was a hundred thirty thousand seventy seven and expected to come to that grant um then the other grant major program that we tested with the throne virus cfda number 21.019 and the expenditures on the
diagram was 200 000 and so that gave us enough coverage because this is your first audit you're technically a high-risk audit um and that means we just have to test more of your grants you have to test at least 40 percent of your total expenditures so that's probably why two the answer best um in the future because we didn't have any findings over major programs you're going to be a low risk most likely and we only have to cover 40 so keep that in mind probably next year um but yeah so it talks about pretty much management's responsibilities our responsibility is to go in test for compliance and our opinion is that we did our opinions the district there at the bottom of this first page comply within all material respects with all types of
compliance requirements referred to your involvement and that's pretty much any questions on that one why did they make fiscal years july to june just always wondered that well i mean like a lot of fiscal years or july to june and um many organizations and i just never understood why i think a lot of it is just a fun cycle um because the federal funding cycle is a [Music] anybody else have any other questions and then i usually don't go over a ton of your financial highlights right here um honestly it was pretty similar to the prior year the only difference was you receive more federal funding you know so well thank you yeah is amanda still there yeah amanda did you have anything you wanted to add i am here um i just wanted to
say the simple audit um i was a little bit nervous because i never after all these years i've written grants and be apart been a part of grant funded fully funded organizations and never done a single audit before but it was actually not too difficult in fact i have to say all of our work in the business office that we've done the last few years to become paperless actually was actually to a benefit to us through this process uh really easy to be able to find things and upload them for for the auditors um so the process went really well um as soon as alex ever brings something to me i always dig into it and try to try to understand it or figure it out and i did spend some time to research the
issue where we had the finding and have preliminary ideas of things that we need to do to fix it already some of it i've already some of it was a settings issue inside of the software um and i'm still a little digging to do on some of it but i think it's going well and i don't think the single audit process next year will be as stressful because we know what we're getting into all right well lastly i just want to say thank you like we really appreciate amanda and her staff and everything they do i feel like this year look pretty seamless you know they're able to write a lot about documents electronically which helps with the efficiency of the awning and then while we're outside you know where we get through everything super
quick so um with just a small hiccup we weren't planning on doing a single auto until probably the very end but because your record's already because we're able to do that that's great awesome yeah thank you so yeah and thanks to see you thanks yeah i didn't do anything yeah i just signed signed a letter yeah thank you so much yeah thanks yeah look out for those deer you want me to hit you out no amanda we skipped your financial report we want to go back to that sure we just uh get career i'm at here if you look at the business office report for october um the expenditures that we're looking at are about 33 so then when you go to the expenditure report by function it looks down the percentage of the budget
spent everything's going well in that in terms of the percentages you know when you look at the overall percentage um the other thing in the business office report that i highlighted um is through our health and our entire vision insurance changes which will take clarity place january 1. we are moving from a self-funded plan where all employees receive reimbursement up to 500 per year to bst insurance company and that will be managed by umr um i'm not sure how the rest of our employees feel about it i'm pretty excited about it actually because um with dsp you actually get more providers in the area that that and i know andrew boyce we have one provider um but if somebody were to go to land or jackson or riverton they would have the opportunity to maybe
go to different people and not have to pay so much money out of pocket so that's that update and then you'll just see in the the balance sheet i highlighted all of the fun balances for you and if you go to page if you can on the balance sheet go to page and that is our fund 22 balance sheet for special revenue these are the things that alex was talking about and if you scroll down you'll see i highlighted and green the fun balance and then if you scroll down just a little bit you'll see all of those things that are kind of a pink or each color those are the grants all of those things there are the things he was talking about but there are balances in there that need to be cleaned
up and this actually goes back to your 2012 2014 like it goes back several several years you can actually see some of those in there now it's pretty normal to have a fun balance so you see some of that stuff for 19 20. maybe the previous year is potentially going to have a we're still we're between funding years on some of those so we don't just get a grant one year and then it gets all the way extended down in that same year it can't cross things so we're looking at things if you go down to page four when you look at things like i teaching from 1516 i see something that says zero nine and ten so that's in 2009 and 2010. 10 and 11 11 and 12 12 and 13. all of those
issues have to be resolved so um i i have a plan to get that going but that's when you can see some of those things in there and that's all i have if there's any any questions anybody have any questions all right well thank you appreciate that yeah okay we move on to um discussion items upcoming work sessions and training opportunities yep so you've got a you got a december work session that i believe is slated for uh the seventh um trying to kind of think about where we are and what what might be on the docket that night uh i think one of the things that uh maybe the board had discussed previously was my my evaluation would be maybe part of that evening i also indicated that you could spend some time with
just thinking about your home and how you want to fill that that that space uh there's also some strategic planning work that we could do and then the other that i have listed is just some of the things that you guys did a year ago and what i don't know is if that was in anticipation of all the work that you did as part of the superintendent search or what have you so those are the things that i've kind of come up with as far as agenda items for december i guess do you have anything that you want to want to do you don't want to do if there's something that's not on that list that should be what is it uh and then maybe look at december 7th and double check and make sure
that that's still a good a good date so anybody have any ideas i think we should do the superintendent evaluation piece because we're a little behind on that anyways and i'd like to still work on setting our our sights on our strategic plan goals so those are the two things there's a probably take up the whole thing yeah these two that works for me so one and one and three on the from the commentary so the superintendent eval and just strategic planning so the the eval part of that whether it's at the beginning or the end would be uh an executive session so you have to you have to have that part of it uh in there but otherwise we can uh we can get that worked out and get that ready and the preliminary
plans for that district cabin i'm i'm ignorant on how much space we have there and what would fit there and that that kind of thing what it's huge yeah it is huge or if we want to do anything yet yeah i mean i think i'm looking at it just because i happen to be there one day and i don't know my vision just you could put a pretty good size duplex there even in half two to one but it's it's it's a good space yeah deceiving you know now that it's cleared out yeah and it's kind of long one direction not so much on the street but on the one direction and you know the way i envision it is if you had a duplex you could have parking from the cyber center and then
parking from so it could potentially be a pretty nice facility if you had two people living it would be this you know separate parking and all that so yeah you could it's a big space you could go even so far as to take out the remaining two sheds there and there's a partial three yeah three sheds there i think there's three buildings they're from there to the corner you could be wrong i think maybe what i'll do just to help maybe plant the seed is i'll have a aerial do a google map and kind of trace that space out so that you can kind of have some visual about what we're talking about and then maybe try to get some some rough dimensions about what could be there uh and then you guys can uh
kind of have that as maybe a food for thought i'll try to have that ready for the december 7th meeting it's easily probably not quite that whole cyber center or that where all of our apartments are now no not quite that whole thing probably but pretty darn close it's easily [Music] it's just going to be for housing or something else maybe you know on another academic building there maybe you know it could be a lot of things yeah it's a big space you know well we need right i think we need housing for employees that are going to move here that can't find a spot and they want a teacher but they obviously there's nothing here for them to stay i mean that's what's going to push them away i brought steve or facilities meeting
too is if the board decides to go with a stick framed house whether it be a stick frame house or duplex whatever we decide it would be perfect time to see if we had any kids in the school that were interested in trade schools whether it be plumbing electrical carpentry or whatever if we could hook up with one of our local contractors whoever won the bid find time for their day out of the school to work with these people that are doing the work here that way they could know if they're it's a good fit you know if that's what they want to do or not and it could be could be a good intro to a summer job i think it'd be beneficial for us to do look at it like that instead of
going with the manufactured home where everything's already done in set when we can provide education a learning tool for those guys over there that aren't college bound that's something we can talk about down the road yeah that sounds like that could be a hard work session right cause i've also heard those other housing development ideas circulating in town we don't want to i don't know there's a lot to think about yeah there is and i think so yeah i'd love to start talking about it sorry guys but for this work session we'll do one and three yeah all of that um all of the town parking the district owns that as well that's right so you would not be limited to just that area where you just removed the house you you actually could open
yeah and you take over half that parking space or something like that if you needed to yeah and all that stuff and all that space behind the apartments now there's just a big grassy area that essentially is kind of a big i mean there's a huge opportunity there yeah so okay we should start okay some dialogue all right can i just reiterate so i have student evaluation i have three right now but you just want to do two yes evaluation and the strategic plan and the other the the diagramming and stuff i'm just going to have is a handout that they can take and kind of contemplating so no no action or discussion there okay we can move on to the delicate assembly voting items yeah so there's five five resolutions and you've got copies
of the uh wsba resolutions uh sanders got those loaded uh what what you as a body will have to do is kind of give her marching orders so to speak on how to vote on each one of the resolutions that are at hand i've broken those down you know i think that that across the board the first three the first one is curriculum in the in the primary grades uh you know the focus this is on this uh particular resolution is uh k3 reading and math uh i think that that part of the issue that i'd want to make sure that we or hopefully comes out is that we would want the control to be able to decide what best curriculum we ought to be adopting in some instances and some of this has been
brought on by conversations at a federal level around uh dyslexia that you know sometimes there's there's this one product that you should buy because it does everything and i don't know that that's necessarily the case and i want the ability to have a team sit down and take a look at that and make a good decision uh as far as that is concerned but you know i think that i think that uh having that focus is not necessarily a bad thing it also i guess in the in the language the removal of the foreign languages at the primary level would come off i think foreign language instruction is important but i think what we're talking about is a group of students who are struggling with the fundamental the foundation of reading and i don't know
that uh adding the uh foreign language component to that would be productive when we're just trying to get the the foundation and the basics it would seem like it might be counterproductive the health standards uh 23.2 suicide prevention training basically would embed that in the pe health curriculum did speak to tina i bottom line is we have a we have a tragic statistic in wyoming and the fact that we are in the top five states for teen suicide uh i this is a no-brainer this is something we should wholeheartedly support as part of the layers of things that we ought to be trying to do to to support that so 23.3 recruitment retention uh this is it's different state to state right i i was a coach for a number of years different sports uh
sometimes just being just playing the sport was the qualification that i needed to be able to to do that uh in wyoming there's a quite a lengthy list of things that you've got to to do and ptsb is the governing body that oversees that and so i think that that at a time when we're struggling to get people to want to do that there are a ton of barriers some of them costly and some of them based upon availability that are preventing potentially good candidates from filling that need and i think that that's something that we could manage internally we can make sure that we have a staff that's got first aid and cpr there could be some fundamental things that we would control that i just don't know that i i don't know if
this is the best mechanism to make sure that we've got coaches and sponsors to fill that need so i support the resolution i think that's a good thing the next two i i think and i tried to be be descriptive in my commentary the next two i i i struggle with the process not necessarily with the um the intended action but but more so with the process of how we get to uh point a and point b so in social studies 23.4 social studies curriculum and materials transparencies districts are going to be encouraged to make them social studies curriculum and materials and activities readily available the goal is well so our standards are are available for anybody to pull up and take a look at my my process pro and as a social studies teacher
i i think that we in this district have established a process where uh through whether you're the classroom teacher the principal the superintendent of the board we've got a we've got a a an agreed upon sort of a hierarchy of who's going to do what and how that stuff is going to be reviewed and how that if you're if you're purchasing material that that's going to be uh that that's going to be done and there's responsibilities associated with that so i on one part i'm looking at this and i'm thinking number one why why social studies why is it not if you're going to do this why isn't everybody so why why are we doing the one subject thing and then i think the the other piece is that it almost it almost has a
tone of we've lost a trust so we're being forced to put this in place and i don't know that we've lost that trust we have followed the processes and the responsibilities that have been adopted by the board and i don't know that it would seem like you're putting this out there and they're taking away what we collectively as fremont 2 have established as how we want to manage the business at hand so i i again i i it's it's in more to me about the process and it just i don't know that i as a superintendent uh would i would have a hard time supporting that resolution for those those reasons as i've as i've kind of laid out can we put stuff on the web yeah i don't if we're missing something we could
we could put more out there i don't think that that's the the problem but i think it at face value based upon what that has been provided to me to evaluate i don't know that i have a uh a position to support that that particular recommendation the the final is the uh and it's been in the news 23 3 the critical race uh theory uh piece of that i i think again what we're talking about here is a process issue legislatively they've said that there's a basket of goods that every student in a wyoming school district should have accessibility to the state board approves all of the all of the standards that we regardless of grade level and subject area are expected to follow and as tad and jen pointed out you know we're assessed
on on some of those so i i think that again those are those are transparent they're vetted they're [Music] they they solicit i know from a state board standpoint they solicit feedback they post all of those things again i think that it's it's more about a process in how we do that and what we're doing with this may end up being used to circumvent that process at some later time if that makes sense so again i think it really is we we are following an approved practice and a process and i don't think that there's to my knowledge from what i can see i don't think there's anything that is lacking in transparency or that we're trying to hide something so again i just i those are the two that i have the problem with
and it's it really boils down to a process issue based upon and all i have is what the recommendation the resolution that has been offered the same thing that you guys are looking at those two pieces so that's that's my breakdown of uh of those um so the way that i appreciate that that commentary but the way that that would work is that wsba is um recommending in a consent agenda to affirm the first four and deny the last one and so if we wanted to vote against that fourth one uh we would have to be one of four other districts that would vote to pull that out to discuss it otherwise it's not discussed so yeah so are you recommending we do that then well i don't know if you'll get anybody i don't
know it implies that sometimes there would be other individuals like-minded but again i don't i think that i i think that there could be some merit to that fourth resolution but based on what we see i i have more questions that i have answers and i don't it would just seem to me to fly in the face of what we we have accepted as good practice here well i'm happy if there are four other districts that want to do that i always think if there's districts that want to discuss it it's good to pull it out and discuss it and it should be clear this is this is a board action so you you may take a path that you would like to be able to take so so do we have to vote on
each one of these laurie as a board um that's how we've done it in the past yeah when we get down to the action items we probably that's what we'll do yeah did you have any other questions on these anybody i thought it was interesting the the last one they didn't even provide a rationale is that right i thought that was interesting um on that fifth one but anyways they did let's down below it was the wsba did yeah but there's nothing but not oh a rationale for the people who proposed it that proposed it i got yeah it was kind of weird but anyways okay so next is the district email okay um so long story short caleb and the um i don't know if it's just area or if it's statewide test tech
directors have encountered [Music] where districts have you know on the home page where you can pull up the superintendent you can get his his or her email address where hackers and individuals who uh just are not doing very good things with that information they're pulling that out of websites and so based upon you know the the the need to try to protect the technological infrastructure uh caleb has requested and he's uh he's given you a pretty uh thorough i think explanation that we've attached to that to remove basically our email addresses from the district website you know you think about that that's a pretty typical way for many to communicate but i think about i think about lydia and tina they've got a they've got uh a handout that they give to their classes that
is part of their course syllabus and so their email is is part of that if they have conferences with parents they can provide that so i don't think from the standpoint of communication i don't believe that that is prohibitive of us to be able to communicate i think there's other mechanisms to distribute that we're just not going to make it real easy to hit our website and if you want to call you know if you get called here and talk to sander you talk to joellen at the at the k-12 building you know we you know if we got a parent that needs to touch base we can give you that information i mean we can we can do those things i just think that in this day and age i don't i i gotta
call i gave him a hard time i got a i got an email from jerry wanted me to go out and buy him a gift card a music uh music gift card and said hey i'm in the middle of something nancy came over and said hey i don't i'm right here why wouldn't you ask me to do you a favor she got an email said i needed a favor at some such a time well i never never sent her that if i needed something from her i just walked down the hallway yeah so it's it's here i think the goal is simply not to make that accessible to people who want to do malicious things with it before before came we had it wasn't published remember do you remember that published for a long time
though yeah i worry about how the community is going to get a hold of us you know i mean we just had somebody get a hold of the board they're able to go in there and email everybody at once yeah so i just we just need to sure there's enough people that have people's phone numbers and text messages the way it was handled before when we didn't publish um email addresses there was a part on the board that said contact the board and you just clicked on that and it didn't publish the emails it just said it was like the board of education yeah right but it was yeah the other thing i was wondering is there that information is in the student handbook the email addresses student handbook staff handbooks yeah i i don't
know that i don't know that i our our phone number is is very much readily available and i and i think that if if we have uh you know a vendor that needs to get a hold of rob and say hey i got i got a new product i want to try i i think he calls or she calls robin and says i got a new product i mean i don't know that that by pulling the email down we to me the gain is worth the whatever we would lose in that process and the loss would be potentially just very temporary what other forms of contact are going to have to be you know available i think i mean are we going to put our phone numbers instead i get enough crappy calls i don't
need it i think we need to wait for a week or two because paul from the bank of nigeria is going to put 10 million 750 000 in my account you want to wait a week that's what i'm thinking okay so see what happens let's let things play it out i think if somebody really wants to get a hold of one of us they know how i mean just like in my other job if anybody in the world needs to get a hold of me they'll find the channels to get ahold of me and we have the perfect channel of call the school and we'll give you your their email that's fine take mine up i got a big sign with my number on it i don't need it you never answer your phone there's
a reason for that we need to be available to our constituency i mean to staff to parents and to people in the community that don't know us but want to talk to us do you not get any of those crappy emails do i get them sure again but i'm just saying i don't mind getting rid of the emails but we have to find ways to make it easy for people to contact the board if they'd like that's all i'm saying christine you had something you wanted to say i have that tool that you're talking about the one that you used to be able to click on one if you wanted to contact me with all of you and nothing was revealed i mean i used that yeah before and that's probably caleb at least on
yeah that would be a good idea to ask if he could just do that amanda had something too oh amanda you had something you wanted to say yes thank you um another one of the meetings i attended today was our surf meeting which is our school risk and retention program where we hold our cyber crime insurance and oh my goodness you guys it is so scary what's going on in our world right now of cyber attacks are hitting education all across the country um there is a 400 percent increase in the number of cyber impacts from uh march last year from 2021 and here's the really scary one 6 000 percent increase um from march of 19 19 and 19 star i'm sorry 19 2019 and 2020 so over two years it's a 6 000
increase people are home and the pandemic have too much time on their hands there's big money when you think about what you can hold hostage and download i mean our our property casually i mean that that's a big deal and i think it is and i think that it your your uh two-step authentication is going to be uh potentially something that's coming it's already something that we were recommended in the business office and i think it's going to be coming for all staff i mean it just there's it's it is moving in that direction and that's not going to be the end that's going to be just the next next step in that process i i i do think to hear jill out i think it would when we do this if you if you
vote to move forward it will be imperative for us to put a communication together that is sent to our parents that sent you know we can post that to the web and offer because i think number one we want to offer some explanation for the why and so then what are the tools that we have at our disposal how can you reach out and create that opportunity so i if you choose to go down that path the onus will be on us when we cut that particular part off to add this other in so same with faculty like everybody there won't be a there would not be an email address on the website is how i understand that unless we decide to have one yeah unless you put something like the tool yeah in play
kind of a piece and i don't know what that looks like i don't know how there's some back end stuff that i don't like yeah right so any other questions if we can move to the pandemic lead education workforce stabilization payment yeah a lot big a lot of worry there so you you basically have two documents um the the first is a is the uh i don't know if i'm if i'm going to speak in order i'm looking at my commentary let me grab that real quick the the stabilization uh payment so what districts across the the state excuse me and to some degree i think even across the nation are seeing a uh a need to with the with the current workforce and the workforce that may not be there part of a part
of the issue is how do we keep the the workforce that we have and so as part of our efforts to try to do what we can to support a really good staff that we have that they are our greatest asset what we would propose is if if us individual was employed by the district in the as of the end of the school year uh there would be a 500 payment uh if they are employed currently and we're not a part of the staff last spring there would be a 500 payment if you carry forward there would be a total of a thousand so for example [Music] sandra was employed by the district at the at the conclusion of last school year she stayed with us she stuck it out despite the new superintendent she's
still here so she would be eligible for under this plan that work for stabilization that would be a thousand dollars so we have a new new teacher that was hired to start this fall stayed with us stayed after it uh they would be eligible for uh 500 again when we think about this we're thinking about it through the lens of a couple of things one this is this is not a general fund expenditure this is a esser fund single expenditure that's why it's a set up in the manner and the fashion that it is number two we we have untold instances where we have individuals who have stepped up above and beyond the call of duty every day to try to do everything that they can in their role and their responsibility to help us
do the best that we can in educating our kids um you know i i just think that that there is there is good merit and good recognition for uh for that piece the second document that you have in front of you is pandemic leave and what we've found again is that if we listen to our staff we have staff who are concerned because steve may come in and say you're a close contact you've got to go home you got to follow our district protocol if i'm a new staff i i've burned up all the leave that i'm eligible to get that doesn't cover me if i've got a dental appointment or doctor's appointment or whatever we had pandemic leave previously it went away as part of that when the closure of the federal part of
that program went away when we listened to our staff you know we've got we've got mamas and daddies that have had a had a baby and they've taken taken maternity and paternity leave we've got staff that have health issues ongoing or had had you know recurrence of health issues and i think that that when you or they're brand new to our to our district i think if you if you think about this the basic uh the basic premise is that we would using rsr funds which would cover the cost associated with the substitute for just this school year we don't know what next year brings and any implications but we're trying to address concerns in the right here and the right now uh there'd be a one-time allocation of those 10 days where you could
have you could have that that coveted leave available to you whether you've got it you've had to be home we've got an instance or two where that has been the case or we've got individuals that have had to be sent home because they've been the close contact it's a one-time deal you can't carry it forward i can't if i don't use them up by the 20 whatever 7th of may i don't get to dump those into my sick leave bank if i didn't end up using them i just count myself blessed that i didn't have to to contend with that if if uh for example we've had a staff member that that had it early had it in september we all of this would take in to take effect where if you approve it the
staff member would see it in the december payroll so they'd be able to look at things okay so if for that individual that already had it we would uh they would have that's their ten so we would give them back the ten that they the sick lead days that they had they would see that show back up in their account what they would start the school year with um so it's retroactive to the very first day that everybody was under contract the cost associated with that would be paid through the yes for funds it's an acceptable and allowable expenditure the cost really for us is in the substitute associated with that um anyway i both i think are um again if i look at the if i truly look at this through the lens of
our staff and them being the most significant asset that we have it looks like to me that both of these would go a long ways to demonstrate number one we we we've heard we've listened to the concerns uh ins that you've brought up and i think the second is they're they're all just working really hard to try to do the right thing and there'd be some recognition of that so if you're looking for that pandemic leave document it's under the action items on that it's up in the other one too it is um who keeps track of the leave and why like i'm going to be gone for i mean these three cova days who actually is keeping track of that nancy's got the she's going to have the charge everything would flow through so
i couldn't just call it be like i'm gonna be sick for two days i think it's covered i'm gonna stay home no and i think what we've what we've the lens that we viewed this through is i i've had to send aaron home 10 days yeah you got to follow my you got to follow the district protocol that's been approved by the boom that the only when we think about banking if you will might be a situation as follows aaron finds out three days before the christmas break right that she's got to go home okay she's out the three days that leaves seven because the balance of that ten you're doing at home right so that would be one way where that unused might be carrying forward just because of that particular circumstance so at
that point in time we'd be sitting down with them and that and the plan the leave plan really entails aaron sitting down with tad and or i and saying okay where are we at what do we got what does this look like i think i think it's great i mean there's been a lot of places that have been doing this anyway because a lot of people have been getting these funds and i mean my own workplace they've gotten funds just for this and very similar situations um and i can tell you personally it's been really nice that i didn't have to use 10 days out of my own personal pto um when i had to be home so i think that's great as long as we have a good monitoring place and our monitoring thing
in place i think we've i i you know we put this information out we've tried to be as transparent about the leave tried to answer questions tried to think through and it's it's undergone uh revision from its inception just because well should i had thought about right and so i i i think that we've tried to convey uh to to staff that in listening to that concern there's gonna have to be some parameters and so i think what we've tried to encompass within that document is those parameters right to the best that we can so i have a question on the empty stabilization payment uh the the two adulted employees should this board be making that decision or should the adult be making that decision employees of the school still yeah they're still technically employees
of the school they get well i take that back we have one employee that's technically a school employee right well they all are because they all get paid out of well they get their dad we're the fiscal agent i think that i think that if you the cleanest way to do that would be for in the december adult ed board meeting would be for that board to act or consider the same action that you're doing now because we're just that we're just that fiscal agent so it would would seem to me that if you want to do that that that would be the board that would approve because you're approving the the hiring of that person you're approving the right the job description the duties and and the things associated with that so that that
would maybe appear to be the better place for that so amanda would that with the adult education same esser fund same all of that stuff if we approve that at adult ed no it'll have to come out of your mill levy because um essentially my understanding is the essence funds are not for adult education but i think you do you would have the ability in your cash to to consider that yeah you have more more than enough cash on hand to be able to do that right okay that's something that we will talk about then okay any other questions erin can i also say um because this would be in the december payroll when is your board meeting oh is it in december i think it is in december it is in december but i
don't remember what the date was we usually do the it's usually right around our work session i think it's the first week in december okay that would be great um because we usually have our payroll completed it's usually by the beginning of that third week so as soon as you guys were to make a decision if you just let me know we'll get it included in payroll okay that sounds great thank you thank you okay the next item for discussion is the pandemic update yeah that the structure really is as far as uh what you've seen before there's no change to the to the structure we've just simply updated the data uh appreciate sanders work to contact the hospitals and get that that information there i have gone in and updated the wyoming statistics you
know one item of note under the wyoming statistics is that the uh under the age of 18 has moved from number three to number two in the in the rankings in terms of the number of cases you can kind of get a handle on that the there are some [Music] you know if you take at face value there are some uh some statistics that are uh showing some signs of improvement the total number of active cases statewide we've come off of that really hot period in october you know we've we've managed to make it through the the halloween holiday uh if you will there's been a significant uh decrease in the number of hospitalizations we were way up in the mid-200s and again this is all make sure you understand it's a snapshot as of
what was printed in the paper on the on the 11th of november case counts are coming down i think that there are improvements in the numbers in terms of those selecting uh vaccinations or boosters and and and so on and so forth so anyway just it's nothing that uh again that you haven't seen before but we wanted to make sure that you had the most current update and we'll communicate this information out to families once i get my letter put together for them so anybody have any questions about that if not we can move to action items so action item a is approve the 20 20 21 audit entertain motion to approve that i make a motion to prove that 20 20 20 21 audit for a second okay dirty discussion hearing their discussion we'll
take a vote uh others in favor say aye aye aye next action item is the district email um removing the email addresses from the website with uh some sort of accommodation for a generic board yeah we'll go back and i need to know what what that is with caleb uh once i have that down then i'll i'll convey that information okay entertain a motion to um approve the the proposition on the district email second any further discussion on paper all right the wsba recommendation resolutions how would this board like to act on 2023-1 curriculum for primary grades we have a hmm how do we do this consensus yeah just go around and ask opinion and go with sensitive consensus like we usually do okay the easiest way to do it do you have an opinion
on that on number one um i i go with the wyoming school boards what if they do a farmit okay yep yep i have from the first 20 23-1 or 0.1 i agree okay uh uh let's do 2023-2 house standard suicide prevention training hey firm okay um 2023-3 recruitment and retention of extracurricular and co-curricular staff or coaches jill um i'm i'm torn on this one but i'm gonna affirm it okay uh 2023-4 social studies curriculum joe um torn on this one too i'm going to affirm tonight let me go with their firm as amended confirm as amended there is what they're recommending yeah i didn't know what that amended meant assuming that there was a different there was i'm assuming there was a different rationale and then they had fixed it but i don't know
what that previous one was i'm going to say deny just to give it an opportunity to be discussed i'm with you i i think i'm going to go with tonight too because i think it needs to have a little bit more discussion since it is just social studies that makes me question what we're really you know why isn't it all for i mean if we're going to do it let's do it if we're not okay 2023.3 critical race theory and one of the schools jill um i'm going to deny that tonight hello you're shaking your head do not deny okay all right so i would entertain a motion that we um approve one two and three and deny four and five some of them is that is that how you understood it okay any further
discussion all right all in favor say aye all right the same sign five zero all right uh pandemic leave education work force stability stabilization payment i moved to a group those as presented second any discussion does that include um um eliminating the two the adult the adult okay okay so we are you so you're making a motion to approve this without the adult ed included in that is there a second second i just sean oh sorry i'm sorry um all in favor sign 5-0 is there a need for an executive session yep there is and then there will be action after that there will all right can we take a five minute break sure did tina leave is it the eighth i thought it was the first first wednesday right okay when i looked up
there at one point i was probably supposed to do that right yes yeah so if you can get it to me just in the next few days fine you have one we got it but the you did the works at the board retreat okay but do you have it if you don't have oh [Music] that's right cool submitted the only thing i don't think i think what i'll do [Music] and go to greenwood maps we'll show you what's it called greenwood maps okay and then if you go to like so when you what you what you clicked on so when you when you did that you pulled that out it that's the dimension of what's in that yellow square range in that yellow square okay so then like yeah you can zoom in so that's
right there and then if you go to overlay it will show you the actual buildings so like right now it'll show us where i'm standing nice all right sure good thank you okay so is that really what you charged per hour good i was going to ask you what you charged yeah you're going went up [Music] and then but as a
