001yes thank you well we've uh we have a great uh work session CED up I know there was some questions about uh some other things we've talked about It's Our intention to bring the meeting difficulties kind of slle Dyslexia uh work session um at our next uh work session so that'd be like June 3 so just a little update on that from where we talked last time um but tonight are in for a real treat um we have the intersection point between instruction and technology and so so it's so easy to think about the two as having very different roles um certainly the department of technology is what's keeping our internet running and what's keeping our software up so payroll happens but there's that other uh piece where it Bridges with instruction which we would
002uh call instructional techn te ology so we have a lot of guests in the room tonight who are going to be our helpers as we um as we go through um uh a little demonstration of some of what our kids get to experience and if you're anything like me you might think about the role that technology plays purely through the lens of what maybe your own kids or uh friends of your kids um are doing with it and sometimes that can be just a very narrow slice of all the great opportunities that are out there for our kids so uh without any further Ado I'll let Kyle introduce his team and get us started we're gonna have a little Hands-On event here tonight but uh there will be no poking fun of anyone's technology limitations
003and there will be no quiz at the end so with that Kyle it's all yours thank you Steve um so as we're nearing another refresh of iPads we thought it'd be a good time to to uh as Steve said you know talk about where the rubber meets the road with technology we obviously have a whole lot going on in the realm of technology in the in the district um arguably maybe the largest Network in the state there's a whole lot of stuff behind the scenes that's supp course learning in the classroom and uh today we kind of wanted to go over some and let you guys use the iPads of course we'll be get new ones so the latest and greatest here soon but um this is an opportunity for for us to show you
004some of the benefits of these devices and then obviously the cool things they can do to really engage students and really help them learn and demonstrate their learning and uh I know we have a lot of items to hit here so I'm G to turn it over to Mr Lee and he's one of our TI we have four TI here and um and we have Pam who is our Apple professional learning specialist she's an apple badge employe and she helps the the tis and our and our teachers across the district as well so that's Le what's you picking well hello my name is Jeff and as I said we're pis and um we had a little bit of H presentation for you um a little bit of uh work to do not really work we're
005gon we're g to explore the an animal cell you ready for that and um and then we have we want to show you some student examples of kind of how this is you know actually hitting the classroom and and the the true benefits that we have from using something like an iPad a mobile device in the classroom and so um without further Ado I want to start with something called Apple classroom and apple classroom is uh an app that we have on all the that can manage a classroom so um when the students open up their iPads they can the teacher can keep track and do certain tasks I'm going to show you some of that as you see we have some iPads out for you if you wouldn't mind um cracking those open and
006um the password or pass code for this is 2810 if you hit the home button on the right that'll s so on my iPad I'm I need to stop on my iPad I have an app down here that's Apple classroom and so I'm going to tap into that app and all of the iPads in my class have popped up on the screen if you can recognize what yours is looking at I see there's some oops I hit a wrong button there there's some cameras going on there's some people on their homepage so a teacher with very very easy um and quick access can can kind of see what's happening at a glance I can see everybody's screen and if everybody's supposed to be in a certain app then I can quickly see that um so
007what I'm going to do first is I'm going to for iPads into an app and I think not not a r and you can e get out of it um except the teacher has the ability to lock that app open while the students are working on it so if I want you to be working in one single app I can flip this little toggle here and that would um keep you in that app so you're not so the first thing I'm going to do is I'm going to force your uh um for your your iPads into the camera app so now everybody's camera and I can see that and the next thing I could do is we're going to be using a numbers um file here in a few minutes and I can force everybody
008into that so I can quickly with just a simple glance I can see who's on the right page and who's not um you know best practice for a teacher is to be walking around and seeing what everybody's up to um but in ibly with screen some of them are faced their wrong direction so this is a really handy thing um right now we have this broadcast up on the board but typically a teacher wouldn't have that broadcast on the board it would just be on on their iPad only while the students are working and they can they can be set the things but you could also use this so that if I wanted to show student examples or so the kids wanted to share at the end their presentations that' be a way that I
009could individually show their screen so that everybody could see what's happening I guess that's a really good good point so thanks I didn't bring up any of the other cool things that we can do so I can I can push out a I can push out an app and that opens up your app um with this button here I can push out a website so instead of writing up on your whiteboard www.in forand plus3 and trying to have the students type that out I can just bring that up on mine and Usher it out to everybody and they will all be on on the exact same page um I can can click on to student number 11 and I get a list of options that I can do with this particular iPad one of them
010is is that open app I can push another app if if a student accidentally meanders off of what they're supposed to be doing I can gently remind them without saying a word just pop that app back up um I can you know help them get back to the website where they're supposed to be I can view their screen which is kind of a neat one it turns my screen into their screen and I don't know which one is student 11 but one of y'all oh yeah sure enough there it is looked similar so then yep so then it's a little bit different um I can hide it from my view I can lock that's a a really handy feature in fact teachers use that all the time there's a a classroom lock as well so
011if if we're working for five 10 minutes and I have something to say to the class you know you can say one two three eyes on me but you could also um tap on this and all of the screens would lock at the same time I'm not going to do that because then have to put passwords back in but um that it's just kind of a neat little function and when with some training you know the students quickly understand okay as soon as that goes locked then look up at the screen but you could also have individual lock if there's a single student that I want to lock there's I could do that um a lot of times when we're working with media and we're building things we're going to be doing showing some cool
012examples um some of the students will have theirs um very loud in the classroom get it's you know pretty noisy that way so we can we can mute I can mute all of them I can mute some of them um so those are some of the the really neat control options that out give teachers tools to manage that classroom more efficiently and uh and effectively yes come with yours or the the iPads no well not they don't come with them but yeah we we have them most classrooms have sets and schools certainly and uh yeah there's headphones it with microphones um yeah yeah that screen that you were just on for the classroom management when a teacher looks at that will it show like names associated with the iPads are just numbered no it does
013y so these are just numbered but it would it would give names y it gives name you can see that quick see that quickly yeah okay so moving on um whoops need to press play keep this going um the first thing I want to talk about is some augmented reality I think one of the True Values of having a mobile device as a Computing device in the classroom um yeah we can access the internet and yeah um we can read on here and we can write on here we have a keyboard that's neat but these mobile devices like your phones and cool functions including Ford facing and rear facing cameras they have extel in there so it can tell which way things are tilted and which way you turn and um you know there's all
014sorts of other things in here that we can use so one of the neat uses of these devices is augmented we call it AR and you know it's different there's a lot of little acronyms there's AI for artificial intelligence there's BR for virtual reality and AR is augmented reality so we're going to see reality but with some augmentations and so that the First with that the first one I wanted to talk about is the translate app so so I'm going to open up mine I gotta keep going in and out of this presentation but that's all right my translate app is where it open just so I'm super ready for you okay so again this is reality you can see I'm I'm looking at the desk um recently I was in Germany for spring break
015I got to go to Germany and um I don't speak German and so on my phone I had a translate app as well and I was able to read packages read menus and read road signs so um oh did I not I wanted to show you this road sign first because it really it really cracks me up so this is a German road sign that that we saw and I didn't know I what are they even trying to tell me right that's not helpful at all so um Paige has that up and my my translator and so if I hover over over that it says have it threaded which also translates as allow threading and apparently that's the word for letting people merge in and out of traffic and switch lanes threaded so allow allow
016threading is what that one this one I it was it was a sign um you can see the sign it was like a french fry in the parking lot and it says always stop to eat um the bottom part is not transl see if I can get it distraction increases the risk the accident risk right so I I saw that little poster and I thought like what is that French F thing so I had to pull out my translate so students could use something like this on on whatever assignment that there is or if they're looking at research or any that type of stuff to immediately translate and so I can see that being used in in a large number of costs um a lot of times the language teachers don't especially like that that
017app because students are using that to translate but if you're using that for you know I was an art teacher and if I if I had students looking at an artwork that had some words on it or something that might be something valuable for them to to kind of check out and one of the things I work at with uh the DLI program at Hobs and so I I've seen the kids use that in kindergarten where they're trying to learn words and so the same been able to use that to be able to translate what word they're trying to use in Spanish or vice versa what what is the Spanish word versus to the English word so they've been able to use it that way and if we get invited back maybe sometime we could
018talk about the different types of accessibility these devices have that I that's in apple in particular they have all sorts of translations and ways to help people with from for very various reasons um with all sorts of stuff and there's we have several translate kind of options that are that are built into the iPad as well so um the next thing I wanted to show is another augmented reality that's just built into the iPad and it's it's a measuring app it's just a simple measuring and I don't know how it does it um maybe someone from Apple could explain it to me but I think it's kind of so I'm looking and if you can see there's a little circle with a circle dot inside of it and if I go to the edge of
019this table and I press it and I draw a line to the other edge of the table if you can see it thinks that this is approximately 29 and a half inches this dusk is and it has the feet and and uh fractions inside that so it's a it's a pretty neat little uh app if you put it I said he can do my height he J it doesn't measure weight from from a far I six that's I got big shoes on oh yeah earlier when she had smaller shoes on she was 5'5 so yeah so I don't know I'm sorry I'm probably standing any that's kind of a neat little uh a little thing again it's reality but but we're augmenting it with some kind of Cool Tools so that brings me to my
020Apple classroom and it looks like everybody's still in this um numbers file so if you wouldn't mind um turn your attention now to your own screens and I'm going to open mine up you should have it kind of centered front and centered we kind of tried to get that but this part should say part three explore the 3D model and so what we're going to do is we're going to click inside of that and I get a little black bar that pops up above that a menu and we're going to view in 3D oh one thing I am gonna mention sorry J uh we did use apple classroom to get these on your devices beforehand this is a something that teachers would do sometimes beforehand because sometimes air drop has issues but we did this
021to make sure that we didn't have any issues and that it happened beforehand so we wanted to mention that yeah yeah get it to go faster without any problems so that's why everything's already all loaded so some of you are already seeing this this Aug I can walk around this cellular structure and see it from different angles and investigate something that's completely fake Paul was just showing me while we were waiting for the meeting to get started and had an elephant pick it up when it first comes open it's going to be Giants as you can pinch and zoom and make it bigger and small and you can also drag it to a different space yeah so students can now get up and like actually walk around their um cell that they're looking at and
022see all the different components you get in close again this is augmented reality so we still see reality but we can augment it an application that I use on my phone again when I was in Germany is you can do augmented reality for the area around you and so I could bring up my camera and look at all the storefronts and it would tell me what were places of interest what are places of history and I could look around and and uh can see through the lens of my camera with some augmentation all right so if I was a teacher and I was going to use something like this my next step would be I would have this students take a screenshot we're not going to do all of that but I could take a
023screenshot of this and then I could ask them to take out their handy dandy stylus and they can annotate this and um label the different parts and that type of stuff so I can imagine students are going to be putting them on one another's head taking a picture and having some fun creating that personal connection and using these this type of technology to kind of explore and you know deepen their understanding of of of all what they're learning is this things you want to J and then later they could then do a recording of their learning and explaining it so that later the teacher could see what their what they actually learned or their deeper learning as far as or they label and then explaining it to somebody else you you guys are about to
024see some kind of cool examples of of just that but what what if I WR down from the top right uh I have a record button right there so it'll record anything that's going on on the screen whenever I want and I and it'll record my voice as well so I could talk my way through it one way that I used in half similar to that as an art teacher is I had students create an art gallery and it was in the common area at McCormack and we the the students were able to put artworks on the walls and they walked around and showed each one and talked about it and walked to the next one and showed each one and talked about all the time they were screen recording so they kind of became
025a curator for their own little Museum and they got to choose the artwork and it it was kind of a neat situation for in that okay I think I'm I think my time here is limited yes it is so these are just some examples that have been happening in our in our district and how we've been using iPads so this is a kindergarten example and this was how uh chicks are developing inside of the EG up until they actually hatch and so the this is at Hobs and this is a kindergarten classroom with Miss the green and the what the kids did was they watched the eggs in an incubator and then once they hatched then they took pictures along the way I mean they took pictures from a source and then they put these
026into iMovie or and then they were able to record over as far as each of the developmental stages so I will let you watch and we're not gonna watch the whole thing we'll just show you you li but no pretty oops wrong way day one tissue day one that's good heart starts to day three blood vessels start to form so it I think there were 12 days something so 21 21 so they they actually had that the the whole experience in their classroom but then they went into some deeper learning and really analyzed what did happen each day as those chicks were developing and then when it actually hatched what did happen as that as the chip was developing as far as when did the feathers start coming when did the scales come on its
027legs and then to actually put it into iMovie and really analyze how did that chick even become a chick so and then the whole question of did the chicken come before theg all that but okay so then this is a third grade example and Pam and I actually did this lesson with h will burns on Friday and so uh we worked with him on looking at landmarks in Cheyenne and uh just the four like we had them in four five different groups and they each had four different landmarks that they were analyzing and they became tour guides and they're going to te take this to a younger grade level and teach them about these different landmarks and so they used the maps app on the iPad and they just did like a flyover and there
028is actual fly overs I did this with uh Ashley Garcia at Carrie last year and she did this in World Geography so it can be adapted to several different grade levels and then what they did is they went in and started looking at like restaurants in other countries and then they furthered on their project but this one on Friday they went in then the kids did a voice over they put it into iMovie did a voice over and talked about facts about the different l Mark so show you this one oh sorry can't seem um one really cool thing about this particular project is he has a Spanish speaking student that does not speak any English so we were able to use the translate app and take the what the English speaking student said and
029then she was able to participate by using that trans L out so we also have an example of that in this project as well branching on the high ples became seven years before the territory would join the union in state and so it is makes you a little busy excited with their fingers but we love to spin uh this this next project is using green screen and uh Hobs decided to do a uh newscast and is like a weekly thing and it started off with the teachers kind of being the ones in charge it is now developed where the kids are running the script they are doing all the filming the kids are doing all of the editing and the the teachers just kind of sit back and watch they're doing the facilitating and just
030making sure that there's not any behaviors happening but this was the very first weather that happened and uh so you'll just kind of see is was all about when I mean perfect for today so uh this was just the first one but it's it's so neat to see how it started last year we actually started about this time last year and it was uh Holly the Apple specialist at the time we went in and showed them all how to do it and then just kind of a gradual release of responsibility went to the teacher doing it and then bringing in the kids and now it's all completely run by the students so that is all with the green screen and we did screen recording on the iPad and put that background in over the green
031screen uh this is a sixth grade project with Jen pilant and this is with the stop motion app app and so it's it's just all pictures and so then what it does is they take pictures and then it turns it into a movie and what they did was they took a historical character and then came that person and talked as that character at over the top of the sty stop motion video so this one is a queen from Japan and I don't remember the name but I'll let you watch this most of the famous people history tells us about were commemorated for the great deeds and well know even though I was a great Queen and very significant my tale is unbeknownst to many and lay mystery to most my name was Amigo and I
032was the first queen of Japan my father was the 11th emperor of Japan named s my unknown mother gave birth to me in Circa 170 ad with a brother following years later As I Grew Older my father gave to me a sacred mirror of the sun guys which was also an emblem of the Imperial family IED at my temple of e which worshiped my favorite deities and my childhood was short and and as you can see these are taking a lot more um thought than if you just wrote an answer a standard answer to a question they're really engaging with the material thinking critically about it and applying it um and it's also fun yeah it's a product that they are amazingly proud of you know when they can turn in a paper and papers
033writing papers is changing these days um but you they could turn in a paper that's something that they looked up or you know once they use this these tools to to try to create something of their own they're obviously super proud of them and well and and truly with education changing and having chat GPT at their fingertips they could just have it spit out a a project in this in the queen speaking but now they're having to really critically think about you know what would it be like to have been this queen and what would her movement I mean and this project goes on I mean and that's like hundreds of little Snippets because every little movement is a picture and so really what she had to really critically think about what did this person
034have to do and live and then to take that and put that into Legos and build the actual Legos and then I mean it just the think behind that I mean and I say simple project because when we first started talking about this we were like oh this will be fun well then when we got into it and listening to those the narrations that those kids came up it was Unthinkable the stuff that they created I mean that was not something we even thought was possible that they came up with and so without having this tool in their hands it would have never happened it would have been a paper that they submitted and the teacher would have read it spent their weekend reading it and instead we had tears coming out of our eyes
035going wow we didn't know these kids I mean we knew they were capable but okay yeah that wasn't very nice me to say that I mean really going they did like take our take the moment away from us just going I can't believe they did that you know and truly tears coming to our eyes and celebrating that and the kids learning that from each other and hearing each other speak like that was I mean and some of them were awesome I mean they had the actual Accents in their voices so it was it was really awesome did they take all the pictures in the classroom or did they some of it at home um no it was all all at school and uh there was actually a a maker space that we did all of
036the pictures and because it was uh they did the voice over it didn't matter if it was quiet or not and it was not quiet so right now we have primary keeps their iPads at school so they only take them on snow days or virtual days so yeah so that that is something potentially that the older students could take home and do as a homework kind of an assignment with their with their devices okay so this project is with John Anderson at kry and he is a PE teacher and so he was looking at doing a project with his students on on making their volleyball skills increase and he wanted to have them analyze how he was saying you know I'm I'm struggling with their they're not like I can show them but they're not
037really improving and so what we did is we took the apps the Clips app and so what we did is we had them record themselves without any instruction and so it was with the forearm pass and so they would do the forearm pass and then they actually watched his instruction and he had this all in canvas and then they record themselves again after having seen the instruction and then they analyze the two so that's what this next project is so this is the passing and I pass to flat and so there was three in the group so one person was recording and then this final one is something I did in my history class when I was still teaching and we did podcasting with GarageBand we did it during our Cold War unit and everybody
038was required to interview somebody who was alive during the Cold War it could be a family member or a Community member somebody at the school and they used the knowledge they learned from the unit and then the interview to kind of analyze it together and give context but also that individual human perspective of it um so hello everybody it's a beautiful day here on May 16th 2022 I'm Sophia tras and I'm aah Brooks and today we're talking about the Vietnam War I had the chance to record a conversation with three American citizens who lived through the war Keith Jean and Shirley Brooks all had different experiences while living through this time in their lives so um Aaliyah can you explain how old they were during this time yeah um so these two did there's kind
039of like um Two Hosts going back and forth and although you don't hear it here um weaved throughout this is clips from the interview that they dided the interview and all the questions they went through it all and determined what they were going to leave on The Cutting Room floor and what they were going to keep and then um created a podcast oops using Garage Band the app it's pretty cool and it was a way to really get them to engage because they were talking to like their grandpa or their Grandma um you know somebody that they knew and learning that story oh I guess we have one more thing but I don't know if we have time we we're just a couple minutes I let's go fast we've been kind of working our way
040from kindergarten and the C eggs to some more high school stuff um I I don't even know what's going on here but I'll let the video speak for itself uh but it's from a high school science action potential sent down spinal cord the thresh of ination so this is using animate in keynote and then a voice over screen rectial sends the neur transmitter down the Aon to the next node of the process starts all over again so there's some some high level science medical stuff where the kids are understanding how the plus 35 MV equals something and so yeah like like she said they use the the keynote app and the keynote isn't necessarily made for um you know movie making not like some of the other ones that you saw um but with they
041are able to to um animate each thing so they can take the shapes and move and then again then they're talking their way through it and building these little um models to U visualize the things that they're learning it's a another way to use kind of manipulators Yeah question I have two questions first of all are all these apps available on all of the iPads yes of them yeah most of them are um with the exception of stock motion that one is the only one that be an iPad need but the them but it's available they can download it so then my next question what sort of training do we offer them for um instructors but also for the kids to be able to use these so um yeah we are kind of that front
042line of of training the instructors and then if if and when um teachers have um questions or you know a lot of times what we get is Teachers come to us and say um you know I want to do something neat What can you help with or I want to engage kids in this way or or I have this activity and I've done this same thing years year and year after you know what can we do so we work together and sometimes the teacher says okay I got it and we might just you know visit them that that day when they're doing that and we just sit in the back and and other teachers are um help me please which is really fun I love I love that because then you know we can you
043know scale from from actively helping to to even demonstrating the first time you know so so we can send front of the class and and show and work with the kids but I think the best um version of that is when we're working together and we have several adults or a couple adults at least working and we can you know work with the kids and help and and I would say it's mostly just Hands-On in class is is the best way that they that they're learning and we were working with Will um on Friday we were showing him something new he hadn't done of the board um and he was very willing to have us come in but then as we were doing we almost co- teing where he was teaching the content and we
044were teaching the tech side we were helping the students with the tech we were helping him with the tech um and when we left he said his his ideas were just rolling in his head of how many how many different things he could do with the activities that we had shown him that day so and we always off we're like let us know we have to come back and help with any of those projects and when you have Littles it's kind of nice to have an here and we have a regular train we offer and online courses um and then these folks also work with along with Pam with principles that come up with um their their plans for the year so they did that this year they'll go back next year and set up
045if they want to have kind of group professional development at certain times or they have certain goals by the end of the year they want to meet and they'll help support So building leadership as well all the way down into the classroom and down student and the the classes that we offer a lot of them are self-paced and we offer them every semester and so teachers can sign up and learn about the thing that they want to learn about so for example the iPad if they want to really get to using the iPad more and know those native apps we have a class called iPads for educators and they learn about the app and then they apply it and create some kind of lesson activity for their classroom and do it and it's pretty amazing
046the things that they come up with um through through those courses too so we kind of offer lots of options and opportunities for teachers to learn and and apply these skills what kind of percentage would you say our teacher are actively using this sort as with your students I would say it's it's real high you know but I would also say there's a Continuum you know some are using it um in ways that makeing page cry easy to do though right right and and there's probably a few in the district who have Dage dra you know and um I'd say in terms of the students you know we're at 100% um but in terms of the you know the different teachers there is that kind of variability within the district and trally our job is
047to meet teachers where they're at yeah so we we feel like we don't want teachers to be intimidated by it so we say you know if a teacher comes to us I don't want to touch it okay let me come in and model a lesson let's get let's get this device in the in the students hands because of as you can see the power in in what the students are creating and the deeper understanding and and the knowledge that the students are gaining and able to do and and create so so if they aren't that comfortable that's what we're there for and then there are some teachers that are just rolling with it and and ultimately two heads are better than one so we go in there and help and and just be an extra
048hand sometimes so so is there an expectation like through the evaluation that the principal does for that they should be starting to do something with the I mean I don't think evaluations are standard across buildings necessarily yeah I think I know some schools that again there's a like where principles are at and within buildings and so on and of course we're there to support them as well um and a lot of them they they put a lot or a lot of importance into their teachers attending trainings and and making sure to meet with their tis and um and doing walkthroughs and wanting to see you know students using iPads and doing things um and others not so much right so but I don't there's not a standard because you would like to see our teachers
049eventually all be using this right so that every student has can well thank you for presentation tonight all the hard work that goes behind it and what you do each day and Mr chair that's the end of our book session topic for this evening thank you for welcoming still e e e okay it is 6 pm and I call this meeting of the lman County schools on Board of Trustees order and our first order business is the Pledge Rel which today is going to be done by the Rossman Elementary fifth grade Nancy blumberg and Mara Baka and you can join with him or you can just listen go one two 3 gota make sure it's over I didn't catch what they said I was had turned around already um it's it's always great start meetings

051sponsors of the award and also do we have representatives from Rossman Elementary here hey next up we have our student of the week and we're going to start first of all with cor Junior High School trustees my name is Tian trout and it's my absolute pleasure to introduce Achilles Ward I'm Achilles was selected um as the student of the week for the week of April 29th and our selection committee chose Achilles for his infectious optimism and his genuine kindness to his peers but most importantly we chose him because at McCormick Achilles is known as the weather guy and every single morning Achilles shares his joy for weather and brightens each of our day with his daily weather report I will tell you that when Achilles misses school the first question I have to answer from
052students and staff is where's the weather guy they miss him so we're going to do something a little bit different tonight and achilles is going to share with you his weather report Achilles has chosen Miss Stewart as his favorite teacher so she'll have some words also but I want to recognize his family they're all kneeling right here um Mom Sarah dad Jesse and his family for your continued support of Achilles he's amazing we love him so um I'm I'm going to tell you guys the weather report for today so for today the average temperature for today will be 48° um the average wind will be 33 miles per hour from the west and it will feel like 43 degrees cooler than the actual temperature in the windchill and this morning there will be occasional or
053rain and drizzle otherwise cloudy skies are going to be in today's forecast with winds gusting past 50 mil per hour the wind for today will correspond to the high wind warning issued also the rain and drizzle will not bring a lot of accumulation the average CLA cover for today will be around 97% tonight strong winds will subside with partially cloudy skies strong winds will weaken overnight but we ramp back up tomorrow the average CL cover for uh the average clock cover for tonight will be around 36% which means tonight may be fair to good for stargazing after clouds break up tonight will be chilly too otherwise a high wind warning has been issued from 8:00 a.m. today to 9:00 p.m. tomorrow last Winds of 35 to 45 mph with gusts up to 70 M hour
054is expected this warning will include Cheyenne stay safe and have a great day we've learned we've learned Achilles is actually more accurate than most weather stations so miss St have the wind right I feel so honored to get to be up here with this remarkable young man um I thought rather than just share my own feelings which are plenty um that I would share what all of his adults that work with him have to say about him Achilles is a bright light he is kind and caring Achilles is hardworking and dedicated he's a pillar in the mccormic community he has positive attitude and an undeniable positive spirit Achilles is relentlessly optim Mystic Achilles accepts challenges he sets his own challenges and then he works to meet all of those Achilles is accepting of everyone and
055supportive of his classmates um he has a love for learning that is celebrated by his fellow students Achilles has a heart of gold he is Gen he genuinely cares about those around him Achilles is kind and polite Achilles brings joy to everyone around him Achilles is interested in learning for learning sake when Achilles is in the hallway I get the privilege of walking with him in the hallway and when Achilles is in the hallway so many students say hi to him happy birthday his birthday was on Friday yeah and and he's so popular we have our own celebrity Achilles um his love of learning and His Kind spirit and generosity with his talents is contagious and it makes McCormack a better place finally we all love Achilles weather reports and and they're so well searched
056and special to us we can't wait to see what you have next in your life okay next up we have East High School it's my pleasure to introduce Isabelle Floy and um Isabelle is a senior in our building um she's had a lot of adversity and shown a lot of grit and just done a tremendous job all four years at East and she's a great classmate um always smiling and uh just really been a leader in our building I'll let Bella tell you a little bit about what what she's her interests have been where she's going in the future and then she'll introduce uh Mr pivel hi I'm Bella Floy I'm a senior at East High School and I am an IB certificate student I participate in student council and I High School Rodeo so
057I'm on the laramy High School Rodeo team um I want to say a little bit about Mr prevel I actually came to East High School my junior year I knew no one I was starting from scratch from Burns so I walked into Mr pre's class not knowing anything about IB and he made me feel so welcomed I've learned so much from him and I really think I've grown academically because of him a few of my favorite words from Mr prevel are throwing spaghetti during discussion and make sure to get me a mocha from Starbucks um thank you Mr pidel so Bella made the mistake of picking an English teacher so I'm g go English teacher on you for a minute um today I'm going to talk about the lit device of theme she knows why
058i w share um theme is universal message complete sentence opinion provable and when I think of it for the rest of my life I'll think of Bella every time uh because of uh let's say she struggled a little bit to identify theme but she finally got it so my theme when I think of Bella is sometimes as a teacher you are truly blessed to have awesome kids walk into your class and you get to teach them and that's Bella now Universal my opinion complete thought but let me talk to you about why that's true of Bella first of all Bella is um one of the kindest most uh good-natured and happy kids I've been around she uh puts up with a lot of grief for me including the fact that I bet she's stunned I've
059called her Bella so many times tonight because I don't call her Bella um she's a rodeo person as you heard she has a horse named pickles soon as I heard that and I thought that was the coolest name I've ever heard so she's been pickles for several months um secondly Bella is just one heck of a student as she mentioned she came in in 10th Grade or 11th grade and joined our class but she undersold it a little bit she uh I have the luxury of teaching 10th 11th and 12th grade IB at East and she joined in the 11th grade with a bunch of kids who already knew each other had already had me for a year can be kind of clickish and uh we would speak to each other in Shand that Bella
060didn't know now some students will come in and not do well and make an excuse of it she did the exact opposite she came in she made friends immediately and she picked up on things quickly and she is an excellent student she never let not being there from the beginning be an excuse for not being a responsible brilliant and um hardworking student but then the last thing about Bella that proves my theme of how blessed I am is that I'm standing here um I'm going to be retiring in about a month and uh lots of honors in my career that have meant a lot but the big ones are like this when somebody as awesome as Bella picks me um I'm the lucky one and uh I will take this into retirement with me because
061somebody as great as Bella thought enough to put my name on that blank um so thank you Bella and congratulations I know B's parents are here tonight would you please stand to be recognized thank you for being here tonight he want Mrs quas up again wow how to follow that incredible incredible kids but I but I will invite Leanne back up um she has a few words to say and then some presentations to make thank you for having me tonight um I am Leanne S I am a member service officer with Western Vis the credit union and I am so proud on the verge of tears to be representing Western Vista and ziggies to present these Awards to these two amazing kids that your futures are going to be so bright and the teachers that
062inspired you we are so proud to be awarding you tonight and we just can't wait to see what you guys are going to do in the future the phone's h you're not done yet you have to come up here we have restarted the process of shaking hands so he this next awards are gonna take a little while because we have a lot of recipients so this is for the World Language sealed by literacy winners and it's great we have this many in our district good evening um I'm Sarah Evans I teach French at Central High School um but I am also a teacher on special assignment for World language in our district and as part of that I am our seal of by literacy coordinator this year so let me tell you a little bit
063about what is the Seal of biliteracy if you are not familiar um so the Seal of biliteracy is an award given by a school a district or a state in recognition of students who have attained Proficiency in two or more languages by their High School graduation um it's a nationwide movement that at this point all 50 states uh have officially adopted just as of this year actually um Governor Gordon signed our Wyoming state seal of biliteracy into law in March of 2022 um and lcc1 has offered a district seal of biliteracy since 2018 uh we are thrilled to be now offering our stud a chance to earn this state recognition uh so to qualify for this award students must demonstrate their Proficiency in both English and an additional World Language by means of a cut
064score um on one of several possible standardized Le tests of language proficiency those include the ACT AP and IB exams as well as the stamp language test which most of our students took to qualify uh they must also meet Wyoming State graduation requirements and the students achievement is now going to be formally recognized through its inclusion on school transcripts um in the form of a physical seal that goes on their diplomas um and it is an honor that carries weight in many contexts Nationwide and is beginning to be rewarded with college language credit by major universities um so tonight we will recognize them with certificates provided by the district as well as certificates provided by the Wyoming Department of Education um we'll be recognizing two levels of awards tonight um those who earn the sale
065of biliteracy and those who are in the Seal of biliteracy with Advanced distinction which requires testing one additionally level high in all language skills um to give you an idea of what an accomplishment this is the students who are receiving this Advanced distinction have tested only one level of language proficiency lower than what's required to be certified as a teacher of roal language in the state of Wyoming so this is um quite the accomplishment they've done phenomenal work and we are immensely proud of them um we're going to announce our awardees by school and by language we're doing everything reverse alphabetical tonight um we have one or more teachers from each school that are going to come up and share that school's Awards um as we announce names we'll have you hold your applause until
066we have each School group up in front of us um and let's see students not many of them can hear me yet we're going to have students stand in a line across the back and probably make a couple lines um as we call them up um and we'll stay a moment for pictures at the end um and if you're a parent of a seal recipient uh once we've recognized anybody here we're going to proceed out down that Hall and hang a left I'm and go to our reception in the art space back there and we'll have more photo opportunities there if you don't get a good one okay okay um so I am going to begin by asking Kristen seagull to come up and present for our South High School students hi thank you for
067your time tonight I'm Kristen seagull I'm one of the assistant principles at South and we have two students to honor um and we actually had five students four of them got the advaned seal and one of them the Seal of biliteracy our first student tonight is Mia ernandez Romero she's recognized for the sale by literacy in Spanish then we have Al NES caparon and she has been recognized for advanced in Spanish our other students that couldn't be here are Ashley Martinez Jimenez Kimberly pocano Lopez and na Natalia Santiago and they all received advanced in Spanish next off we have um Mason M and Jenny Anderson who are going to share our awards for East High School and students can kind of start filing up this way he lost the children it's actually really hard on
068the hallway you can't hear very well so the those students receiving the Wyoming Sy by literacy in Spanish from East are going to be Alexa Basset shaho kayy googi couldn't be here tonight but she also got the wiing S with her seat Natasha Graf Ethan Hall H hoel Maya McQueen who couldn't be here tonight but also is receiving the Wyoming seal by literacy uh Janie Merritt Francis Scott the following are receiving the Wyoming s by literacy with Advanced distinction Luis asua Valdez Ayanna Bailey Sophia Fitzpatrick Caleb Miller a Milano OS uh he couldn't be here tonight but also received the seal adidi Ramesh Eric rindes who also couldn't be here tonight and Caleb Bruff in order bu and next up Max Vega is going to present for our uh Central High School Spanish students all
069right so um these are our Central seal by literacy uh kids and so first of all uh I want to announce the Wyoming sealed by literacy and first one is Madison Kaufman uh Sarah CI who's not here Ruben Harper Maguire he told me to tell you his middle name uh Vincent Redford pick card also told me to tell you his middle name Taran pots who couldn't be here Malia Samson and Nathaniel Thornell who's also who also couldn't be here and our advanc uh distinguished are Aspen custus who couldn't be here Mia Garcia and Isabella paa thank you guys all right and Mary Johnson is going to present our German students for east and south high school as well as um our uh exchange students for East High School hi I'm Mary Johnson I teach uh
070mistake this teach Spanish and German uh I have the pleasure of presenting the last four seal of bil literacies to Kensington dobler Olivia gay inz inz Rano and Eris Shank Aris Aris is really amazing Aris has joined us for four years of German having to come from South High School every other day for two years so real dedication there the last one I have to present is our exchange student from Spain from Valencia oh palom Palomo um and Paloma qualified for both the English seal literacy and the Spanish Sea by literacy both of them Advanced Distinction on the Spanish right and lastly back with me I'm going to present to our uh Central High School French students and our Central High School exchange students and I may ask somebody to help me here with certificates
071all right um so first off we have our students who are receiving um the Wyoming St literacy in French and in English those are Rachel Nichols Emilia rickley mallerie Smith Ava oh excuse me um and our next group of students are receiving the Wyoming seal L by literacy with Advanced distinction in French and in English and those are Ava Collins hi LA brelli and Sim wey all right and lastly I get to recognize our exchange students from Central High School um and uh so these students get a slightly different honor with us tonight because they're not meeting our Wyoming State graduation requirements that said most of them are testing substantially higher in both categories and even what they need for this Advanced distinction um many of them are testing in the advanced category in both
072uh in both languages which really testifies to the work that they've done on their English while they have been here and the Fantastic progress that they have made and uh they should be getting also recognized here soon with a global seal of biliteracy um and same thing for uh Paloma so um and those students are uh F Michelle in German German and English I should say uh Michael sampul in mandrin Chinese and in English I need to I need to brag on Michael for just a minute because um neither Mandarin nor English is his first language uh his first language is Indonesian we were not able to test him in Indonesian which is our fault not his um and so really he is here um Tri literate in front of you so Bravo Michael all
073right um then we are going to recognize uh Martina plish in Spanish okay and kiaa um in Polish and in English all right so this is our whole class of our class of 2024 SE of biliteracy recipients um guys uh smile for a minute and maybe try and you know angle so that your face is not directly blocked by the person in front of you we'll let parents take a photo for the moment Bravo and if you are a parent of a student that is receiving the S by literacy tonight would you please stand so all of you would you please take three big steps forward and then we're going to have a really nice receiving line so folks in the back you're going to peel off from that side first and double around and
074uh greet all of our board members we're going to congratulate you and then once that line finishes we'll follow with the next line is that clear for everybody all right here we go congratulations conations conratulations thanks for all your work conat talk to you some okay our language teachers are doing a great job out there it's kind of sad to see our audience kind of gradually leave but you're all welcome to stay for the entire meeting if you like okay next up we have um South High School um these are their Deca champions have somebody hear yeah I think they having a hard time getting down the truth yeah South still up for DEA Mr chair while we're waiting celebration first I want to see if Ann Mirad is in the building because she's our
075Deca sponsor okay well with that said we're here to announce some State Deca Champions today it looks like we have a principal of management and business administration for Caleb Brewer is he in the building today I'm wondering if this didn't get on our agenda today let's honor them on another evening make sure we can get there want to make sure that we're here want to check out I'm gonna go check out there real quick sorry move on he next up we're going to have the East High School um 4A State FFA Champions sorry for the confusion we do want to make sure they're here for the recognition if they can we I will introduce Mr Joe Allen sponsor of our FFA and he'll introduce the students for their Great accomplishments this past month a few
076weeks ago we had the state uh the Wyoming FFA association's State Convention held here in cheyen I think uh the number was somewhere around uh 12 or 1300 kids from around the state came in and um participated in lots of career development and leadership development events and uh those are all contests everything from um Agro science fair stuff to a lot of judging contests and so forth and so uh got a few kids here we had a few kids that couldn't make it because of some soccer practice and and things but um the the folks we have here um we'll start off with Cali Rosner and Callie's uh contest that she participated in or one of them was um she's a state proficiency winner and so she was identified as the state champion in Goat
077production so that was based on all of her records so she raises uh she breeds goats and raises those goats and sells them for show goats and she also shows her own and and so she was identified as the the top goat production manager in the state of Wyoming and also like her recordkeeping for that so huge accomplishment for her and then um we also a lot of our students participate in an agroscience fair so students have to get a project a science fair type of project but it's AG related um and they work on it in class and then they uh take it to the state contest and that contest was actually in February up in Casper and uh we had several I think we had I took five different projects up to State
078and we had all of them were state finalists meaning they were the top three in the state and we actually had two of them two of those projects that ended up being state champions one was Shelby Huer and she's not here today but she had an outstanding one this she's actually her third time in a row now of being a state champion in that area and uh she's um gotten to go out to like she was in Washington DC actually during our State Convention because she was getting recognized for that project in a national stem deal so she's doing some amazing amazing things there and then also we've got Reagan Allen and Brody Medina and they did a um they were partners and did a a team project on studying um in the social systems
079um looking at like mental health and mental like in the agriculture field so that was a super cool one with surveys and stuff so congratulations to those two and then um we also have um Reagan Brody and Gage Gage broa um they were part of a team and also Haley Brookner was also on that team and she um had to work tonight but uh that team of four was the state champion meet evaluation team and uh so this team has to do everything from identifying retail ID like so it's a retail line of I think it's 30 cuts that they have to identify and pretty incredible they have to look at a cut of meat and they have to identify um first off what species it is so beef sheep or pork then they have
080to identify what part of the carcass so the wholesale where it came from off of the animal then they have to identify the retail cut like what you and I would buy in the store and then they also have to identify um what the cookery is like how what's the best preparation method to cook that cut of meat um and Brody um I don't were you the only one in the state one of two students in the state that had a perfect score on retail ID so pretty incredible that and then as a team they also go through and they place um everything from carcasses to individual cuts of meat to wholesale cuts um they have to do uh yield grading so they they actually grade them and determine like the quality of the the
081meat um and then they also have to answer lots of questions so after they've studied a class then they have to go in and answer a bunch of questions about them so um these kids you want to go shopping with them if you're going to the meat counter so um really like I think it's probably one of the coolest contests very consumer-driven from the idea that like these kids are probably going to start fights at meat counters because they're going to tell butchers that maybe that's not really that cut so um but super knowledgeable and really excited that they're going to have the opportunity to go represent um our state um back in October um in Indianapolis at the National FFA convention so congratulations to them as well and then we also had um we
082also o had uh another um student that wasn't able to be here today but Anthony quick is a senior in our program and he uh went through it's a pretty grueling process to go through the like become a state officer and he was elected as um our state reporter and so he will serve his first year in college next year representing our state and representing our chapter at the state level um being a state officer and so that was pretty cool um for him to do that so congratulations to Anthony as well and I would also just like to um recognize we've got a few parents in the back so you guys you're already standing but wave so like to thank them and also thanks to um just such a great support system from um
083administrators in our local school Mr Mir and then also just um Administrative building we've had a lot of help from um like um Lindsay St and um her office in just helping get our kids prepped for some stuff so just it's been a it takes a village to get these kids going and and um the kids have done awesome with um representing our chapter so really proud of them this year con conratulations than thanks all right we're going to stay up here with East High schol with fbl Awards my pleasure to introduce Miss Liz D Kroger sponsor of ATA and I also want to congratulate Liz she's retiring after 19 years in the district and how many years is sponsor 15 15 years of sponsor so we really appreciate her hard work with the kids
084throughout the year so congratulations and all let you tell them about the accomplishments of these youngsters thank you thank you we're from East High School and uh we had our fpla state leadership conference in March March 13th 14th and 15th over in larmy the College of Business does a really nice job um facilitating that while the college kids are on spring break so we get to immerse ourselves in the college campus and uh especially the College of Business so um they're great support for us as well we uh the kids competed against about 700 um students and fbaa has about 65 different events that kids can pick um so there's something for everybody in those and um our students um I asked them to compete in three events while they're there and so some of
085them have placed in more than one event that um allowed them to go to Nationals so um our students here tonight are the students that placed and earned the right to go to the National Conference and we will be doing that the end of June to the beginning of July um this summer and going to Orlando Florida so um they're going to compete um there nationally so our first um certificate of accomplishment goes to Laura true and Laura placed first in two events she placed first in advertising and she placed first in business plan and she really had an a a really great thorough uh professional business plan so um they were very impressed with that and so she's going to go and compete um nationally in that um her business plan was what's the
086name of your business madley fresh and she was creating a cafe with uh organic smoothies and and things like that and uh it was it was just really awesome it was a really great thing so thank you and Laura here um we also have um Ashley Smith and Ashley um also placed um in two events um they have to pick one they can't go to Nationals in both so they have to pick one and um Ashley placed in intro to business Communications and she also placed um with her partner who isn't here tonight uh Eli Ander and the two of them as partners placed in uh data analysis and um their topic everybody has the same topic and theirs was to um go through uh tons of data for the electric auto industry and um
087decide whether a dealership should invest more Capital into electric cars or stay with combustible engine so they have to um make a decision on this based on all the data that they collect and um present okay so congratulations to them um Reese beill Rees is um uh placed at in accounting too I've had the pleasure of teaching recent accounting for a couple of years now and so U last year he competed in accounting one and this year accounting two and he earned the right to go to the National Conference that is an objective test only and um it's those objective tests are very rigorous so he did a really great job and um and I think he's interested in maybe doing something with accounting I know that in his work um he uh the owner
088has gotten some software for accounting and Reese is his go-to person to help him through that so he's really learned a lot and he's done a great job so congratulations to ree um Braxton mono and braon is a freshman which is a really cool thing that he placs to go to Nationals as a freshman and um Braxton um placed an intro to business procedures that is also an objective test but that is a hard test that is a little bit of everything business from technology to you know grammar to you name it it's just a little bit of everything and he did a really great job with that and I never I've never seen anybody smile so much when he got up stage onto stage and realized that he gets to go to National so
089congratulations to our freshman I have two students that are not here tonight they're working and that is um Mason RS Mason is um also a freshman and he placed an intro to marketing concepts and um I have Mason in my marketing class so um also Mason and Braxton as partners um placed and went into to finals for um marketing so they had to do a role play and they did very well but he gets to go to Nationals in intro to marketing concepts and last but not least our Junior Tanisha Perez um she placed um in a financial statement analysis and um they are given a topic and she had to um comb through all information for Intel Corporation and look at their prior and Current financial statements um retrieve from that um the analysis
090of how that company is doing right now so she looked at their income statements their balance sheet and their statement of stockholders Equity along with some other ratios and stuff like that so she did a really great job on that and she's going to go to Orlando with us too I'd like to thank um Mr merriage for all his support um with our all of our organizations in the school and fbl um I love fbaa because there's all kinds of different people it's not one kind of a per of a student that joins fpla it's all kinds of students so we have a really diverse group of of kids and they all get along really great and they become a family and and we now we're going to get to travel together so I appreciate
091the support from our school always have and also from the district um these kinds of things are really important for the kids and give them some great opportunities that sometimes they otherwise would not have so thank you very much if there are any parents or family members here of these students would you please stand and be recognized conations thanks for next up we not only recognize our students we also recognize some of our staff members and so trusty cl's gonna come up she's our representative on the um education support person support personel of the Year committee and she's going to talk about the people that were nominated and also the winners and it's been a big secret stuff thank you trusty bowan good evening everyone it's my pleasure to be announcing the winners of this

100time ever into the U gym at Carrie Junior High and we hired a DJ under the pretense that we were having a ytop assembly if you can imagine 900 13 and 14 year olds trying to get them jazzed up about WTOP um that's kind of an adventure right although they did really really good on but when I got up there and started speak about ytop after the DJ got done playing you could just see the energy in the audience start to go down right um but we had this sign and and they were doing a cheer and a wave and it was let's go wide toop and we had this thing going on well a couple of things when they talk about Ramon's dedication that's absolutely true because during the assembly we had him pretty
101close to the door because we're going to bring him in but when it's time to bring him in Ramon had gone back to work so we couldn't find him but then then we changed the signs on the students so it's let's go why top and then it was let's go Ramone and the students had no idea and this 900 kids in this hush kind of Falls over the crowd like what's going on and we get to bring Ramon into the the gymnasium and it just erupted like everyone of the students every one of the staff members they finally knew what they were there for I and it was in the 25 years I've been in education one of the most touching moments that I've ever had because everybody there truly loves Mr Ramon that's how
102he's known at Carrie Junior High so I can think of no other cand it more deserving than Mr Ramon thank you everyone um I'll just ask if there's any relatives that or friends that came with our uh finalists and our winners tonight please stand up if you'd like you and then um I'd like to have you all take a picture fost there she is she would like to get a picture of everyone and then we'll have you um the board would love to uh congratulate you excellent good work thank you thanks for all your hard work congratulations for all your hard work congratulations thanks for your work conratulations than congratulations okay well that kind of concludes the most fun part of our meeting during the day have say it's not the most exciting just very
103pleasure to reward all the hardworking students and staff on our district all right next thing coming up is items from visitors and this is where you're talking about agenda items we have three people tonight U just to remind you you need to State your first and last name when you come up keep your comments two to three minutes we will have a timer up here and you can see it right as you're speaking to us you can see it right behind you uh or in front of you keep your comments General in nature not directed at a specific individual or individuals and suitable in language and content for K through 12 grade students add additional information or persective try not to be redundant over things that have already been said all right with that our
104first person will be Patricia McCoy oh got to turn it around for you you can take it off if You' like oh I want to break it oh you got have the phone there good evening board members and superint Newton my name is Patric McCoy and I'm here to say thank you and of course as usual bring up concerns that I still have uh this time in regards to the um discussed policy changes about um the new law um Senate file 009 uh parental rights and education as a mother who had her child influenced for two years at her school here in this town I was very vocal during our legislative session because the protection of our children and our rights as their parents should not be trumped by a school a district local state
105or federal government we have legislators and teacher unions telling everyone that these types of things aren't happening here it's just it's everywhere but here but I have proven more than once that they are I've stood before you here and been told that I can't read a book from our school library because it's inappropriate but it's still in the library on the Shelf today they say that our children are safe and we should trust those Who oversee educating them blindly without any questions asked but some not all we have several amazing teachers but a few bad apples are trying to spoil the bunch I do not see anywhere in the newly U proposed parental rights policy regarding the communication to parents should their child wish to make a change in their gender or sexual identity or
106their name if my daughter's story wasn't good enough to show you how they are going after our children then maybe this most recent incident at South High School will be as you have recently been made aware it was brought to the parents attention this is my children's School I've seen it myself there are flyers in the school promoting a certain club which I will not name that has QR codes on it one of them will take you to a survey with Highly Questionable questions asked and the other will take you to a form with two questions giving you the option to change your name on the PBIS system now it doesn't seem scary at all unfortunately parents have no access to that there was no access unless you had a student district ID email in
107order to access that my question would be were those parents notified that their kids filled it out where did that information go has it been deleted what there's so many questions I could stand here and ask for probably the next half an hour um but I don't want to just say bad things I don't I know everybody comes up here and they complain our children are not doing well our school tests below State average in every category but we have clubs like this coming after our kids and going behind the parents back where are our rights being protected in all of this so I leave you with this thank you to Dr Newton for your Swift response to all of us parents who were concerned and thank you for ensuring us that it would be
108taken care of we greatly appreciate it and your efforts to ensure that the principles were going to walk and remove them from the school I appreciate you taking it seriously and acting swiftly it is very very important thank you thank you next up is Marilyn Burton who was here to recognize her nephew tonight but he was one of the ones that didn't get notified so he'll be back next time yes and it's a family trait we like to talk about that good evening Dr Newton Mr Bolan and school board members my name is Marilyn Burton and I'm a substitute teacher for the school district and I have been a substitute teacher off and on for the district since the fall of 1992 two 19 1992 um yes I'm old um as I reviewed the information
109surrounding the survey um at South High the lens I used was my Air National Guard career experience for over eight years I served as an equal opportunity adviser and training officer training included the prevention of discrimination based upon race gender religion color national origin age and disability additionally our office also did training on the prevention of sexual harassment and all um the other ones on are based on the Civil Rights Act of 1964 um I advised Army and air Colonels and Generals and I even advised the governor once he didn't listen to me but anyway that's another story um in addition to the other concerns brought forward this evening what stood out to me is a discrimination projected through the exclusive concerns of only one small group of students at the school when I administered
110and analyzed uh Department of Defense surveys for over 1200 Personnel they were Anonymous and voluntarily voluntary um to protect the identity of members against retaliation and reprisal these surveys also provided leadership with information to improve the work environment the challenge for the school district leaders is protecting all students staff family and community members from discrimination in the above mentioned protected categories for example honoring one person's request for use of pronouns has the potential to violate the religious freedoms of another and vice versa additionally as a community member I find it unsettling that one Club gets tremendous support and it took me over four months um to get an and an email to Dr Newton and Mr Bolan to get a Bible Club started at the same high school um pertaining to the survey um my
111question is as a community member um will there be consequences for current staff involved and will there be consequences put into place should this happen again because without consequences anything that you do um anything put on paper is completely meaningless um if stool School staff and administrators have concerns pertaining to bullying school safety and other topics I will gladly work for the district part-time this summer to with the title n staff to develop um a survey and it would be uh need to be transparent to parents and Guardians and it would need to be anonymous and voluntary thank you for your time thank you and obviously we can't discuss any kind of personnel thing so next person would be Kaylee re if I pronounced that correctly yes hi everyone my name is Kaye ream I
112want to wanted to speak on the board policies for parental rights and education my understanding is that the board is updating the policies to include the new law passed by the Senate um many have been made aware that this new Law relates to the incident that happened in Rock Springs where the school had helped a child transition genders without the parents knowing the law that passed is important because it ensures transparency with parents unfortunately we are seeing incidents that would violate the new law in our own District District last week it was discovered that there was a poster at South High that provided QR codes to a survey about children's sexuality and was only able to be accessed by students transparency and communication with parents matters I know that parents have been told that the
113data collected from these surveys has gone to a teacher who was previously in charge of GSA but how is that data being stored and how is it being used I feel that there needs to be further investigation if that is not already taking place um I want to ensure that the new policy addresses how and when parents will be informed of surveys and other health matters regarding students I think it is important that the policy also addresses consequences for not following the policy safeguards are needed for a reason if the policy is violated by School staff I think it is safe to say it would be purposeful I would also encourage a process in the policy for admin review of of any poster survey or materials provided to students the principal at South took the
114situation seriously and has implemented protocol for this type of review this should be the standard going forward in all schools I want to thank the district for their quick action regarding the poster but I want to feel like there is accountability so that parents gain trust and comfort sending their children to school thank you yeah I don't I want to thank the parents and who brought the attention the the board the district about that because we can't take care of those things unless we know about so obviously we're not in every school every day so um is there anybody else who'd like to speak on one of the agenda items for today that's here or online if you're online please raise your hand on Mr chairman there no oh sorry okay Mr chairman my name
115is Nathan winners I actually signed up I I think it's toward the very end and so it is on this topic though so I was just uh I didn't know for sure they had you on the second list which is the non-agenda item but if it's on this agenda go ahead very good thank you Mr chairman Nathan wyers board I so thankful for all the work that you guys have done uh on this topic right here and the Swift response you've had a few years ago uh in my other capacity what I do as president of Wyoming family Alliance we had to address this particular board uh it was a different it was constituted of a different group of people on uh a student climate survey is what it was called everywhere else it was
116known as a student Equity survey and in that survey was asking essentially the same kind of questions but again without the parental consent sadly we had to go to adjudication on that and we won on all five of those accounts I am so thankful for the response you guys have uh in trying to address this issue and when we look at this the the question we ultimately have is how is this data being stored uh what will it be used for uh who can access it and what prevents Bad actors from getting a hold of this data and so in your uh investigation of what occurred there uh in this particular instant uh incident I would ask that you would take a careful look at the data and and where that's going because this is
117something that could follow the child for a very long time and so I'm very appreciative of what you've done to this point and I would just encourage you in your investigation to find out where that data went thank you okay and I'm sure that's being done but so everyone uh I believe my name was on the list I don't know if I called too late to get my name put on there what is your name Jean clemetson on the original list is this what you want to talk about yes same topic okay uh I am a substitute also in in Cheyenne school district and uh is again regarding the same topic I have been out here for two years I moved here from the New Jersey New York area and this type of thing uh
118that is going on here uh I am not expecting to see it here I'm used to seeing that back in New Jersey um and it is a concern to me and for everyone that needs to know I'm the one that took the picture so when I saw when I saw this poster in the classroom I was very disappointed because I know how it works I was not aware of what was on the QR codes but uh I don't think I really have a question but I just wanted to give a strong opinion about this is that panny appears in many different ways and I do not want to see Wyoming turn into New York and New Jersey or the Northeast Colorado or California because this is how it works it tyranny works by separating the
119children from the parent in clandestine ways and with this particular topic I will say that it is grooming because it has been seen in New York and New Jersey where I come from and what ends up happening with that tyranny is that things follow for example compelled speech which may not be a law but may be something that a principal at a particular High School on the east side of town might escort you out of the building for from non compliance you do not fit in with the culture here because you did not comply and said you are not welcome here anymore because you do not comply and I'm going to report you to the administration because you did not comply so these things have dangers that are um that are innocuous that may appear
120innocuous on the surface that this is just a club but there is uh there are repercussions of a tyrannical nature that can come from this that one step at a time non-compliance you did not agree to call some a student by an unofficial name so we're going to escort you out of the building because you did not comply is not right so therefore I would say as someone from a tyrannical section of the country do not let it happen here in cheyan that is my simple request I don't know if that's a question but thank you for listening to me thank you all and the lady was on there but maybe I was also all over to L you were also you same topic yes okay you were you were moved to the second list
121to so oh okay thank you lemon County School District number one uh trustees thank you for all that you do my kids went through Hobs bori and Central High School the Great they're all married gone great job uh sheach is are really excellent all the way through we have no really complaints but I'm here to talk about the uh this particular topic for the GSA Club there seems to be no parental permission slip why is the case for the GSA Club but for other clubs it is necessary the safe space posters have a QR code that only students can access as previously mentioned it seems that there are School Personnel other than great ones that are out there uh teachers counselors staff that apparently do not trust parents with their own children and let go
122behind the parents back keeping the parents in the dark regarding all the LGBT issues and situations this would be wholly unacceptable why should parents trust those types of school staff when the school staff do not trust the parents the parents went through the uh the public school system they were trained by public school system but now they're not trusted by the by the school system uh if a teacher or counsel is also a parent is that teacher a parent considered then trustworthy or Not by the other school sta why are the sexually inappropriate material being introduced to the students without the parents knowledge and permission versus a school teaching academics if parents want to have their kids exposed to that they need to know if parents don't they also need to know I think that
123teaching virtue instead of vice and licentiousness is definitely appropriate respect for one's sexuality is important we all have to have sex we have to have kids we have to have Society all right it's very important topic needs to be treated properly books are not being banned do we ban movies no we don't they're rated for for appropriate audiences they're rated G PG PG13 r nc17 x Etc so is that movie is that movie Banning no it's just rating proper some literary material as movies are are inappropriate for younger children anyone can access any book via Amazon Etc if certain parents want more sex sexually explicit literature for their children they can go online access PornHub only fans acquire stion to playboard P or Hustler or similar magazines which all have explicit sexual contact all authored
124all published and all distributed by adults schools really are for academics as all the awards that were here that was fantastic not indoctrinating students to ative social agenda or political ideologies and again thank you for all that you've done my kids went through the schools they're they're perfect sort of but appreciate all that you've done thank you very much than St Malia all right anybody else here or anybody else online at this point same topic I yes okay I think it was probably put down for on agenda but this is the same topic I'd like to speak about so you're Lorraine Stevenson okay yeah you're on the second list thank you so I don't think we have anybody speak us the second time unless you want speak both sets go ahead so I'm here tonight
125of course to speak about the same thing my name is len Stevenson but maybe tonight I want to identify as a Schoolboard member but I guess I seem to think that maybe I'm just don't fit that age limit here's the problem the problem is is that whether those posters and flyers were old or not they were still available to students and students only those questions were inappropriate my question to you is if a child decided to change their name would the parents be made aware if they chose to change their identity would their parents be made aware Because unless those pictures were taken parents wouldn't have known I can assure you that every parent in this room no matter what they stand on has no doubt what our parental rights are unfortunately due to what
126is going on in our school districts around the world and especially in Wyoming we can see the lawsuits occurring and laws that need to be passed again I can assure you it's not because the parents lack in the knowledge of what their rights are it is because specific people in power decided that they have more rights to our children than we do I do not need permission from anybody on this board the governor the president senate or anybody else to tell me what my parental rights are as a parent I have every right to know every single survey and any subject other than the core subjects that my child will be subject to in that being said my child requires my signature and my consent children are unable to call themselves out of school under
127the age of 18 take medication from the school nurse without parental consent that tells me that the school district absolutely recognizes that these children are under the age of 18 and have the inability to make adult decisions that would include changing their gender or their name I would really hope that this school district continues to keep the parents notified and to take action to make sure that these fers are not available without parental consent if there has to be trust between parents and the board member and the school district there has to be transparency and when things are hidden and they have to come out in the way that they do that shows that there's a hidden agenda and that it points to nothing but indoctrinating young children thank you anybody else still have one
128more name on The Late list in case I wanted to speak of that also anybody else online raise your hand no one okay so we'll move on then and the next part of it is the board Communications and reports upcoming meetings and events we got a along list here uh May 20th 4:30 to 5:30 p.m. will be the employee recognition reception in story gym that's right before the board meeting uh May 20th 6m regular board meeting in the boardroom May 23rd 4 pm Triumph High School graduation which will be in story gym um it's nice we have story gym is a great place to have graduation still May 24th 9:00 a.m. East High School graduation ceremony which will be at Frontier bark uh May 24th at 1M is the Central High School graduation at Frontier
129Park and May 24th at 5: PM is the South High School graduation at Frontier Park again we we thank the frontier days committee for providing that for us they first did that in 2000 when our students were probably not going to have a graduation if they didn't so and we continue with it there it's a nice place with great parking and in case of our sometimes very weather here it's covered the stands are covered so um and May 31st probably a very important day for a lot of our students is the last day of school event and sta to okay individual board Communications and reports anyone go ahead thank you chairman ban Saturday I had the pleasure of attending the district robotics tour it was held here at story JY I want to give a
130huge shout out to Julie Caulkins our science coordinator for setting that all up we had 23 teams that came and we had several schools pioner Anderson Fairview Gilcrest that all had multiple teams a common theme from all the students that I saw throughout the morning was how much fun robotics is Julie Caulkins uh walked with me and we were in several of the different judging rooms one of them being core values and it was great to hear how all of the the the students in the individual teams how they worked together who did what part of making their their Lego pieces work and uh it was just great to hear in those teams every single one said how much fun it was so if you are a if you are a coach of a team
131I thank you if you were one of those that that judged I thank you it took a lot of people to get this done again 23 teams so at least 23 coaches plus judges and Julie Caulkins once again I give a huge shout out to because it was seamless I mean just like clock work it was wonderful that's competition seems to grow every year so that's great that we have that many kids that anybody else um there's a couple of things that I wanted to bring up BBE discuss um you got a A summary from me about the wsba board meeting in Riverton is there anything that anybody wanted to discuss on on what I had there yes right I don't really want to discuss anything but I just wanted to say thank you it's
132the first time I'd ever in my five years got notes on a meeting where we sent a representative to participate so thank you so much chairman ban for um your continued leadership had to show something for that long drive to Riverton exciting place um one of the things I'd like to talk about on there is U couple of things that were at the end there um w w Schoolboard Association has a representative of the Wyoming High School Activities Association so always get a report on the new things that are coming along and one of the things where couple of things that are going to happen there is that the golf competitions are now going to be moved to Monday Tuesday and Wednesday and the reason for that is because the golf providors around the state
133were upset that they were losing business to the public on the pain public on on those days when they held a tournament there so hopefully that won't cause too much inconvenience for our schools but they are going to move into Monday Tuesday Wednesday to make it so that the golf courses can be used on the weekend by the regular patrons and next year they're also going to have the woming high school activity Association uh State Track Meek on Memorial Day weekend and the good thing about that one is Memorial Day weekend is early that year so it looks like we have a spot for graduations the following week so it probably should not I'm sure our staff is looking into that um one other thing that uh um that came up with that meeting is
134that uh um the executive director for R school assciation is Brian farmer and he went and met with the governor about the fact that the governor had uh defeated the proposal about getting rid of these gunfree zones and the governor's anticipating that's probably going to come back in next year's session and so he was asking that the school boards um either look at um developing a policy um or um concealed carry by our staff members or at least have the public form about that so um I brought that to the attention of the board here and we'll be having some discussions about whether we want to do that or not in the future so bring up there okay the other things that I did okay I was at the chamber lunch this past Friday and
135Dr Newton was there with me but had to leave rather quickly for something happened in the district um we we were um the speaker that day was Brigadier General Colin Connor and he is the person that's been put in charge of the new Sentinel missile system he's the very top person and he really couldn't give us any details right now but I did find out each time I hear they talked about it I hear a couple of new things one of the new things that he told us about there was that the when the new missile systems are going to put in they're going to be put in the same sight that they originally were on however everything will be new they're not going to use the sidal like they've done in the past when
136they they just reinforced them some they're not going to use any of the facilities underground or facilities above ground so they're going to completely be brand new missile sites and that's going to take a little longer and uh one of the things he mentioned was that they didn't do very good recording back in the 1960s when they built those originally so they don't really know a lot of details about how it was done so it's taking a lot of research but by the end of the summer he said they will probably have a plan in place a schedule for when it's going to take place waren Air Force Base is going to be the first place where we do that the the ones that are controlled by waren Air Force Base and so and there'll
137be also some structure I think it's already being done right now on the Bas help to help with that so thank you that they did that he also said that the amount of money they're going to spend on they don't know for sure right now what it's going to cost but they should have a better grasp on that by August also so look for August for some announcements about that um we also need to decide on a date for the ribbon cutting for the new Coyote Ridge Elementary and the week that they've suggested to us is August 12th through the 16th so you look at your calendars we can come up with the date now or maybe just be better to have darling send out to us probably by a survey but somewhere in the
13812th or the 16th want to do a ribon cutting for that brand new building I got a chance to go on tour last week I missed the tour that the rest of you were able to do back in December but uh great new facility it's all got all the furniture in there now and not only did I get to see the facility but I got to meet most the teachers that are going to be there and these are teachers from the district and from um some surrounding districts also so it looks like we got a great staff on there and they seem to be very very excited about the new building so that's all I have anybody else okay now we're going to go to reports from superintendent thank you Mr chair just a couple
139of uh brief uh things to share this evening um lots of great recognitions this evening um so so wonderful to see so many get recognized I just thought I would throw in a little piece of trivia um I uh was here when we were when we first started this well in advance of the state coming on board in 2018 when we started the Seal of Biol literacy here in the district as my memory serves me I believe we honored eight students and tonight as I counted up the list I believe we had 46 students so um it's it's obviously the goal of this District to get better and better and um and as it's measured by the number of kids finding success in that particular program I think that speaks volumes um the uh this
140week of course is natural National Teacher Appreciation Week May 6 through 10th with national teacher day tomorrow on May 7th and the board is well aware of this as they um put into gear a part-time job today of delivering cookies and thank yous to all of our buildings but uh on behalf of the district I certainly want to express my appreciation to all of our teachers um we simply couldn't um well we wouldn't exist without the work of the teachers and those of us who um who take teaching and learning very seriously knows that um of all the things that are within our control nothing matters more than the quality of the teacher in our classrooms and um so I hope you'll all join me and in thanking um our teachers um for natural national
141teacher appreciation week and the last thing i' I'd like to to share is most of uh the folks in attendance and the board as well probably received my me message late last week um noting our efforts to comply with the new state statute on parental rights uh we certainly have a board motion tonight um in that regard but I'd also like to remind and reaffirm our district stance um that uh we will not and have not uh intentionally been surveying our students independent of parents knowledge or involvement um for the last 20 years in this District we've given the PNA survey the prevention needs assessment um and for the first time um this year in February we made a decision that we would not be surveying students without an active opin by the parents um
142we value our parents as educational partners and we seek greater and greater transparency and communication um as we work together and I would stress the importance of working together to help our kids more and more better and better each and every day and with that Mr chair that's the end of my reports and thanks for reminding me about the the the delivering of the cookies my afternoon was spent doing that because I had some things in the morning and my last two places to go to were two of our rural schools um Gilcrest and claen and Clon is a long way out there and on a day as windy as it was today as bad as it was in town it got worse and worse the further I drove out there too there so I
143was not I'm going to apologize I was not able to get to gilr uh today but they will be out there sometime tomorrow to get get your goodies there to and Not only was there cookies but we decided in the larger buildings we'd also give fruit for those people maybe who couldn't have a cookie so that was something new and maybe we can do that on a bigger scale in the future so that's it's a great to get out to the buildings and to see them um I got to see the new entryway into Henderson a great addition to that school makes it much more secure and the new office that they have is great too so go ahead Mr chair I'll just mention that um I now know why Prairie Wind is called what
144it's called yeah you the perfect day to go there I'm sure so anything else did you have any other reports no Mr chair other than to say it appears there's a lot more leftover fruit than leftover cookies not a surprise okay looks like we're going to go to the consent agenda now so all items list with the designation of c are considered to be routine items by the governing body will be enacted by one motion there'll be no separate discussion on these items any item removed from the consent agenda will be considered its normal sequence on the agenda was any board member request to remove a motion from the consent agenda you know I think in my time doing this I think that's only happened once or twice since we started doing this about 10
145years ago all right so we know Mr chairman I move to approve all motions listed as consent agenda I second okay we have a motion a second to approve consent agenda all those in favor say I I those oppose no motion passes okay now we're going to go to new business Mr chairman I move to approve placing the proposed revisions to chapter 9 section 16 parental rights and education and chapter 2 Section 10 complaint procedure for violations of chapter 9 section 16 out for 45-day public review and comments the proposed revisions are in response to the 2024 Senate enrolled act nine and delineate how School staff will handle discussions related to student well-being when and how parents will be notified of changes in their students health or well-being when parental permission is required to participate
146in instruction well-being questionnaires and health screening tools when and how parents will be know notified a routin healthare services offered by the district and the ability to withhold consent for those services and a procedure for complaints the proposed revisions will be available for review from May 6 2024 to June 20th 2024 at 4M on the district website www.one.org in the Board of Trustees link to the board docs or in the administration building at door number one2 810 house Avenue comments may be submitted directly online at the district website or via email to rebecca. Gill laramie1.org second gave a motion and a second to approve this I'm sure there's gonna be some discussion I just want to say this happened very very quickly because it was passed towards the end of the legislative session they put
147a deadline in there for us to have our policies in place by July 15th which seems kind of crazy to force us to do something that quickly but um with great work from our Council Amy and she also volunteered to work with wami Schoolboard Association so that they could kind of co- develop one that could be used by other districts in the state too so thank you for your work with them now discussion go ahead thank you chairman get over to the microphone so I have two proposed amendments I'll start with the first one I move to amend the draft policy language in chapter n section 16 in the second paragraph to read the district shall notify parents at least two days prior to any planned instruction on sexual orientation or gender identity notification methods
148may include and I would like to take out course syi letters and then the or other announcements Through official channels to read notification methods may include District messaging app or email okay do we have that so we can bring it up and look at it I don't know we don't have it oh we do have it and so and so my my point in all this is is that and this is my own opinion is that the more ways of contact you have the harder it is for a parent to find it and if you simplify it to just two methods that the teacher has to notify parents then the more obvious it should be on Page Six is that's different that's different than the one we got though the amendment yeah that right remember
149I said that there were two right so we didn't get the second one so you didn't get this one but you have the next one okay I just so I'm just trying to simplify the process for teachers to notify parents and I'll read it one more time the district will notify parents at least two days prior to any planned instruction on sexual ual orientation or gender identity notification methods may include and I would like to take out course syi and letters and then or other announcements Through official channels and just have it read District messaging app or email and that's on page six in the second paragraph may ask question okay so you're proposing an amendment correct right okay is there a second uh I'll I'll second for conversation okay so we have motion of
150second okay now it's up for discussion okay um looking through this I see I believe two places where we have parental permission so it seems like perhaps that should be if we make the change to am I looking at this correctly if we make the change to one it probably needs to be both there's one for participating in instruction and one for routine healthare Services um and actually routin healthare Services may not delineate the ways but um because we also approve Health Care Services through enrollment yeah um so my only question um trusty ederton about changing the notification methods I I agree that maybe making that more concise or very specific about how we're going to do it is is good but we may have some families that do not use the technology um you
151know my thoughts on one of our not well our notification system and how overwhelming it is for me with multiple children and multiple like tons of messages daily but um if we have a parent who does not use the the remind system um and perhaps does not have or use email or access that regularly I and we're really limiting if those are the only approved methods for notifying I worry we might be cutting some parents out of that equation if we say that that's it that's my I don't any other discussion yes yes um thank you chairman um trustee ederton um I think this will be quite um onerous on the teachers um this is going to be falling on the teachers anyway um and to limit to two different things uh two days before
152uh will not um it will be quite honorous for them to have to uh if there is a discussion which you know believe it or not this doesn't come up every single day it's not something that we're doing all the time but if they teach a course where these things do come up um I think trying to make sure they do it in one of those two ways is quite onor and so I don't think we need to put anything more on teachers than we already have and I think um if it's a course where these um ideas come up in a regular basis having in the course us that most parents have to sign anyway I know I had to sign them when my kids were in school um so that the you know
153maybe the parent actually has to read it um or letters I had English teachers who would send home letters about books that they were reading in class um I think those are um reasonable ways to get information to the parents and to limit to those two ways seems to be owners to both parents and teachers okay any other discuss good I'm not sure that I agree with trusty hle that it would be honorous on the teacher to just have a couple of different methods from a parents perspective trying to check multiple different ways that a teacher might send information that is what my thoughts were with being onerous to just try to have a simple just just trying to simplify any other discussion okay since you don't have any discussion we're going to be voting
154on whether to do this amendment so all those in favor of this amendment say I I those oppos no no it looks like that one did not pass okay so you have a second one I do okay and the Second Amendment I move to amend the draft policy language in chapter 9 section 16 related to the parental permission to participate in instruction as follows on page six in the section entitled rental permission to participate in instruction after the first sentence insert parents who grant their child permission to participate in the training course or class must notify notify staff either one electronically via District messaging application or email to in writing any permission delivered by a student will be confirmed with the parent by staff so what [Music] changed just verifying that the student didn't bring
155in their own written note I think is what she that that they didn't just sign their parents signature I know but it says it above that too on that right that's the change and that's how it will read down below so then the change would read in order to ensure transparency and respect for parental rights when providing instruction on sensitive to topics the district will obtain written or electronic parental consent at least one day prior to any training course or class that addresses sexual orientation or gender identity parents who grant their child permission to participate in the training course or class must notify staff either one electronically via District messaging application or email or two in writing any permission delivered by a student will be confirmed with the parent by staff so that's how it
156would so she added the sentence yes any discussion you have a second oh I'm sorry yes we need a second second okay right motion of second any further discussion on this one Mr chairman what happens if they can't get a hold of the parent because it says they have they can do it up to what two hours before the question the class you know one day a day one day I think the the yellow part is talking about what the parents are doing right not what staff was doing well if it has to be confirmed by staff oh last part yes may I just ask a clarifying question so really the only time that we would be asking our staff to reach out in that in that short time frame is if a student student
157has come with written permission signed by a parent correct so if it's been if a parent confirmed electronically no problem at all but if if a parent were to send their child with a handwritten note saying yep you know this is my kids great to to sit in on this then that would need to be followed up on by staff to make sure that a parent did actually write that note correct or sign a permission for okay and do we do that for every other signed thing we have a kid bring in we may not have state laws regulating all of those I mean at this point we're I don't think there's a state law that says that this particular R has to be verified just because I mean if we're sending out notification it
158doesn't state that we have to have verification discussion okay so we're voting on this second uh Mr chair thank you Miss uh edaron would you consider an amendment to your Amendment yes all right I I'm just going to propose an amendment to the amendment to um to delete any permission delivered by a student will be confirmed with a parent by staff so what do that read so it would just take away the extra step of the teacher confirming that the letter is actually um legit you're still leaving that or two in writing partment you consider that a friendly Amendment I consider it a friendly but you you want to vote up and down on her original one yes okay so you you don't consider just no so do I vote on the amendment the amendment
159for we don't have a second for that though do we there's no second all right so we're back to voting on this amendment any further discussion on the amendment as presented okay now we're voting on this amendment all those in favor say I I I so we have three those opposed no no you have three three nose and we do a show hands okay those in favor okay those opposed okay so we have a three to three tyes I'm make you have to have three you have to have four votes to pass so this amendment is not going to pass That's My Prerogative as the chair so we'll go back to the original anybody else want to propose an amendment do you want to go to yours Christy Clon do you want to propose the
160change you propos uh sorry Mr chair I don't have the original Oh wait I do have original uh I don't have an amendment Mr chair you want to you were proposing taking off the just just uh I thought it might be more palatable the other Amendment if we took out that sentence okay so so you're no longer want to do that that's right okay so now we're back on anybody else have any other mends they want to propose so we just have these two okay so now we're voting on whether to put this out for 45 day review is I correct or we are Mr chair yes can I make a comment in general sure okay thank you Mr chair I'm going to be a no vote tonight um I do want to say thank
161you to miss poie for drafting this so quickly as superintendent or maybe you it's you Mr chair that mentioned um we're on a tight dead line and I understand that I just felt when I looked through the the policy over the weekend that there was just a lot of questions I had about the actual language what does this mean what does at me how does this apply how does that apply and I feel like um I I understand the importance of a time frame but I also think it's very important to put forth a clear policy um and and this one's just a little too vague for me so I just wanted to explain my no vote thank you yes um before we vote um I was wondering um if Miss Paulie might be willing
162just to talk about that 45 day process but specifically with the input that we receive um during that 45 days and this comes up before us again and then we will have the opportunity to take a look at the input that's been received can you just talk about how that works before we would actually vote to make a policy um sure Mr chair uh truste Smith so the 45-day policy would run tomorrow or excuse me the 45 day a public comment period would start tomorrow um during that time the public is is welcome and invited to make comments and suggestions and give their opinions on the policy based o upon that public comment period there may be proposed amendments that this board wants to make and and would vote up so what what you look
163at is not necessarily like are you just changing like you know we missed a comma or we um you know use the wrong aect versus e for example it's really the test um that we looked at from um Federal guidance in particular um because we don't have in case I directly on point but we would look at whether or not the changes are a logical outgrowth of what was um originally proposed and what was provided your in your public not public notice that goes out so um depending on what that looks like you could either vote that in um as an amendment and and adopt that formally um at I think it's the the last meeting in June um the other alternative that you would have is if if you did feel like there were
164significant changes that they weren't necessarily A logical outgrowth um under the Wyoming administrative procedures act there's a process for um enacting emergency rules so emergency rules would go into effect without a public comment period and they are only in effect for 120 days with one additional 120-day reup so what we what you could do is you could um modif ify the policy based on your the feedback that you received during the 45-day public comment period adopt that as an emergency rule to make sure that we are in compliance with all the statutory deadlines um you could then put that same so the emergency role would also go out for a 45-day public comment period um you know your your 120-day period is is running at the same time you should have plenty of time I
165mean you could even get two separate public comment periods in there if you're um making a lot of changes um but you would have the policy in place so you would be in compliance with statute um as you're working through getting kind of a finalized version in at that time so you'd really have two options um at your next at the not the next board meeting but the the last board meeting in June where you could either um three options so you could adopt the policy as written you could adopt the policy with amendments that it would be considered a logical outgrowth of of what was originally proposed or you could adopt a different policy that you didn't feel was necessarily A logical outgrowth but do that on an emergency basis put that out for
166a 45 day public comment period um and go from there ask one question so if we receive feedback that a that a section of this um maybe is too big or our our wording is off or we're just not specific enough on something we could take that as a olical outgrowth and make that change when we discuss this again and then still vote on it and put it into place that night if if ever I mean if we had to right if if you um if you know it's it's hard to anticipate what your public comments will look like but if it's something that if it's a clarification if it's um you know something that that is originally proposed but just changed slightly those would all be considered logical outgrowths you really look take a
167look at it on a case-by Case basis but yes then whatever you amended could be um for formally adopted at that last meeting in June okay any other comments okay so we're voting on whether to put this new policy off for 45 day review all those in favor say I I those opposed no no okay so it sounds like we have 4 to two Okay anybody calling for hand Vote or Okay so so um motion so wait oh okay Mr chairman I move to approve a contract with Great Western installations for additional playground equipment at Coyote Ridge Elementary in an amount not to exceed 17,32 781 with a 10% contingency a second okay we have a motion to a second any further discussion all those in favor say I I those opposed no Mr chairman
168I move to approve the administrator contract on the attached list for the 20124 2025 school year and to place them on the appropriate step of the administrative salary schedule second motion a second any further discussion all those in favor say I I motion is oppose no motion passes Mr chairman I move to Grant permission to purchase Logitech reged combo cases for iPads from go connection for an amount not to exceed 1,433 4940 I second can I yes have a motion to secondly approve the discussion is it 1, 413,000 or 1, 418,000 what did I say 13 so that's what this motion says online it says 18 can we get clarification on that yeah it is 18 okay I was like I don't know what this okay okay so we have a correct uh no what
169I read is incorrect would you read to again Mr chairman I mooved to Grant permission to purchase Logitech rugged combo cases for iPads from Gob connection for an amount not to exceed 1,418 34940 I second okay we have a new motion on the second any further discussion yes how many iPad cases are we buying for $1 and5 million I have Mr mcken come up mrny Mr mckin if you could share with us some of the added information on that motion uh Mr chairman trusty Smith uh it's 15,1 110 cases so that's for all students and staff iPads can you talk a little bit about why it's we're doing this separately now sure so um we were uh going to work through our equipment vendor um and and looking at the costs they were giving us
170versus what we were seeing we thought it was worth going out to bid to make sure we could get the the best cost possible um and uh by by doing that we saved over $320,000 um so a huge savings uh these are the the cases if you haven't seen them they're uh I mean they're they're they're pretty important to the IP so they have a a trackpad keyboard obviously and um they do a great job protecting the iPad which is other large Investments we want to make sure we have quality cases on them thank you Kyle yes just want to confirm that the stylists are included uh Mr chairman trusty Humphrey no the styluses are not included but our existing styluses will continue to work perfect thank you those probably don't go bad or break
171as easily as the actual computers and cases any other discussion all those in favor say I I those oppose no future business next regular board meeting will be held on Monday May 20th 2024 at 6 p.m. uh the business of the district is done and before we go on was there an administ you wanted to Miss Thompson might you have any information on the administrator that uh was up for approval this evening good evening board um chairman Bolan Dr Newton um that administrator is a new school psych psychologist for next year so they are on that schedule so we're trying to get them through as quickly as we possibly can thank you thank you awesome okay so at this point we'll come the second public comment gr and we only have one person I mean
172now that we have scratched off no I'm sorry I think we have two no we just have one okay so h good evening board superintendent Tam Hill um I have a few titles to me but I'm speaking here as a mother grandmother and Auntie at the moment um my kids are in house district 44 my grandkids go to elementary school in that District I have a nephew that goes to Johnson and my daughter goes to South I'm been a resident of that side my home entire life and I'm seeing some very very um disturbing things in my community actually and um in the accounting world I had this saying that when there's chaos in the books there's money to be lost so I'm looking at the schools I live right by the greenway I see
173kids walking every day I love it actually I put things out there to mess with the kids you know put dogs out in my yard that are fake but they think they're real so just to watch the reaction fun um so when there's chaos in the classroom and in the schools there's kids to be lost and I'm very concerned because my schools are Title One schools so they seem like the Devil's Playground to the federal government and the agendas that are being pushed um what recently happened at South is pretty disturbing and sad but it's nothing new because we have had a teacher do it a few years ago with a class and um it's just seems to be getting worse if you guys put things into the policy where we're not to hold things
174from parents that was already done at a Schoolboard level but yet we still have teachers doing this in the classroom and it's wrong but what I also want to talk about is the violence in the schools and I don't know if maybe your schools are being run like this because you have new Young administrators that don't know what they're doing um two weeks ago I got a call from two different parents at Johnson that their kid two different kids were going to be jumped and were harassed all through school at that same moment I'm letting my dogs in and there just two girls beating up a boy and this is right after school so I want to know what are your administrators doing to discipline these kids I walk the elementary school halls and I
175see kids cursing profanity sitting in the office this is Elementary calling people fmb's uh just claim disrespectful I go to the junior high I see the same thing you guys need to pay attention to these teachers that are Bad actors and not doing their job and I'm grateful to those that are and I see it every day when I go to South Johnson goings and Cole so thank you and please do something about it thank you is there anybody else here who wanted to speak on a non-agenda item either online and raise your hand here online or here in NE H Mr chairman there is a hand raised okay go ahead and what I need is your first and last name um can you hear me Carol matiah we can kind of hear you try
176again you hear me now yes you hear me now yes that's great I feel like Verizon okay uh my name is Carol maiah um in a letter to the editor it of the white yomi chimy Eagle it was said that qu sexually lured stories are not cautionary tals end quot I agree with this statement but the writer is making the same mistake that many of the commenters at lcsd1 Schoolboard meetings make this is that lcsd1 libraries contain lured stories none of the books acquired by the certified school librarians are lured in content obscene in content nor pornographic in cont content as has often been implied by this writer and others Google the Miller test and then go to www.justice.gov site and you will see that none of the books currently on the list of lcsd1
177sexually explicit books meets the standards of obscenity lurd nor pornography as some people in the community continue to insist the site States quote the standard of what is harmful to minors May differ from the standard applied to adults harmful materials for minors include any communication consisting of nudity sex or excretion that first appeals to the puent interests of minors second is patently offensive to proving standards in the adult community with respect to what is suitable material for minors and third lacks serious literary artistic political or scientific value for miners the writer of the letter to the editor States that quote one might just as well obtain subscriptions to Playboy for K to6 penthouse for 7 to9 and Hustler for 10 to2 as these Publications have excellent articles and appropriate sexual instructions that could be seen
178by the social political left as having social educational sexually redeeming qualities the writer is making this a left right political issue there are many on the right who also believe in the First Amendment rights of students also we we know that lcsd1 certified Librarians would never have Playboy Penthouse nor Hustler magazines in their libraries as they do meet the Miller test and would not be appropriate thank you thank you anybody else online or here Mr chairman there are no other hands raised okay so we'll close that section and one oh our next meeting next regular meeting will be held May 20th 2024 at 6m here in the boardroom and a motion Mr chairman I move to go into executive session at this time prior to adjournment for the purpose of possible student long-term suspensions and
179expulsions Personnel legal advice and litigation I second here a motion second to go in to Executive session copies listed all those in favor say I I those oppose no motion passes we will be an executive C and we will reconvene in public session
