002much for having us present the student of the week we're really excited this um see one of the first people to recognize our 11th grader Keeley Henderson she is an amazing student here at South High School and her parents Mark and Deborah are also here and before we begin I'd really like Deborah and Mark to stand please can you real quick for recognition now I'm only going to say a couple words because I brought up for a teacher of recognition Miss super who's an AP teacher but as far as I know she's an amazing student a ray of sunshine I think was a quote from one of her teachers additionally not only does she take AP classes at South she's also trying to get her associate's degree before she graduates South High School so she

003has many accomplishments right now and she's a passionate young lady so we're thankful to have her as a student good evening my name's Ellie Zuber I've taught in this yeah Keely will you please come up here my name is Ellie Zuber I've taught in the South Triad for over 30 years during my tenure I've had the pleasure of working with many wonderful kids many of which were amazing in a variety of ways recently I had the immense pleasure of having Keely Henderson in my AP Psychology class she is among the finest of young people I have had the pleasure to work with and get to know Keely is an amazing student and learner whose desires to gain command of the content are Limitless many kids will ask questions about what they may have missed often

004an effort to approve a grade but Keely asks for clarification because she genuinely wants to learn she wants to know and understand why in addition to being one of the most amazing students I've ever had Keeley is among the most wonderful humans with human with whom I've had the pleasure to work she is kind genuine altruistic and gives her all in all that she does I'm very proud to introduce to you Keely Henderson she will continue to do amazing things and make us all proud at Laramie County School District number one I just wanted to say thank you for this recognition recognition it means a lot to me I work hard in my studies and I try to display the hurt values and just show my appreciation for my school I know how much my

005family gives to me and all of our teachers and it just means a lot that I can be a part of a positive change in our community so thank you don't go back yet you got to stay up here sorry over to the side so we need to get a picture and we have some more Awards to give you also okay our next person the student of the month is from Kerry Junior High School it's it's a my profound pleasure and honor to introduce Kerry Junior High's First Student of the the week this year um that's Ashley moot I say wrong every time I've been nervous all weekend to say this right you want to say it for me Alice please stand up I'd like to give you guys some recognitions you know a couple

006of things that I would share um being the new principal at Kerry Junior High the selection committee has nominations for our student of the week came up we started to put the pictures up on the board um one I don't know all the students names yet and we have a lot of amazing students but two it just helps all of in the committee recognize the students and and know them a little bit more than just their name and when uh her pitcher came up on the board it was resounding she's the one that was it there was no other discussion about the other seven students um and I'm sure they'll get recognized at some point but that was on a Friday afternoon at about 4 30 and I needed to get the name in and

007I didn't have a chance to tell her yet so Monday morning I go to where Ashley sits every day and if you've ever been to a Junior High cafeteria at 6 45 on a Monday morning it isn't always the most mellow place and I walk up to where she sees um and I want to tell her this great news like I'm brimming with excitement I get a little excited um and as I walked up to the table she and her peer were having a conversation and I heard I heard words like square root and the radicand and things that I had to go back and look up because she embodies everything that it means to be an incredible student in Laramie County School District number one and then also at Carey junior high so thank

008you very much um I would also say that when I said and you get to bring your favorite teacher to say some kind words about you just as quick as our committee got to say Ashley is the one she said Ashley Garcia is the one so I want to have Ashley Garcia say a few kind words about Ashley as well [Laughter] I'm sorry Ashley Garcia I teach seventh grade geography at Cary Junior High um so I actually had Ashley last year all year long so I think that um what I wanted to do was tell you guys a couple stories about Ashley that really stuck out in my mind when Mr Schlagel was like well can you talk about her and I was like absolutely how much time do I have um but a couple

009stories about Ashley um we had just finished a district assessment and she's like okay I think I missed two what would my grade be and I'm like not good at math geography we'll figure it out like okay you have a 96. she's like great when can I come retake that test and I was like I'm not very good at school so in 96 sounds really good to me and it's seventh grade so most kids are like a c cool not Ashley Ashley wanted to make up those couple points um Ashley was always one that you know hey that's that's a really good okay well I want really great so she would come in a couple times in the morning she'd be in my room she'd be in math and she was trying to turn those

01096's into 100 so I think that was really cool again I'm not I wasn't very good at school so to see somebody want to get four extra points on a GBC really stood out to me because again most kids are like no I'm okay that's good enough and she's like not for me and I thought that was really special and my last story for about Ashley is um I think that I relate to kids because I know that they're not just students they come sometimes from a really hard weekend really hard morning maybe they don't have breakfast and so I like to treat the students as the kids that they are and it wasn't until I realized that Ashley was treating me as a human I was not just the teacher I would be walking

011down the hallway and I'd hear Miss Garcia why are you following me and Ashley's behind me and she's cracking a joke and I'm like oh yeah I'm allowed to laugh I'm not just here to teach you know again joking about that 90 well I don't think she was joking about that 96 but those little things and talking about hey Miss Garcia how was your weekend hey Miss Garcia what are you doing after school those reminded me that I wasn't just a teacher that I was a human too and it's it's students like Ashley that really touch my heart because I'm not just there to teach them I'm there to connect with them and she was a student that I feel like I had a great connection with because she treated me like I wanted to

012be treated too and so I thought that was something you know the grades are great but it's the the citizen at the end of the day that I think makes the student of the week and Ashley was again a unanimous Perfect Choice so congratulations Ashley good evening everyone my name is Ashley Madel I'm 8th grader at Kerry Junior High I am very excited to be to be standing here tonight after being selected as student of the week for love me country let me country District number one it is such a blessing to be standing here today as student of the week and to be given an opportunity to talk about my amazing experience this year at Kerry Junior High the thoughts of writing this speech and speaking here today made me feel nervous but I

013know I'm surrounded by people by people who support me every day from looking at everyone I feel much more calm this year started out tough as I had to change my schedule a couple of weeks after the start of 2023 to 2024 school year nevertheless I am pleased with the support I have received my teachers that have helped me maintain my good grades I have also been active an active member of the National Junior Honor Society as I continue to keep myself dedicated to improve myself socially and academically I moved here four years ago from Africa and I began my education as an English language learner today as I stand here before you I take pride in how much English I've acquired over the couple of years a big shout out to all my English

014teachers that have helped me be where I am today outside the school outside the school during my free time I enjoy playing volleyball gaming writing and cooking I would like to thank my parents Mr and Mrs Ramsey and my brother for always being my supporters I would also want to thank the selection committees for seeing greatness in me finally I would like to thank all the Kerry teachers staff and parents and the principal for all they do for us but most of all Miss Garcia she goes above and beyond for all her students and is an easy going teacher that will do anything to meet the needs for the for all her students thank you so Mrs Garcia I'm glad you had your lanyard on you came up because I'm sure you blend in very

015well to Junior High School well you're wearing your hot bath so that's a good idea to have that and next we're going to have Mr leaping come up and I do want to say that uh I think it was four years ago when I asked Mr Lee green whether he'd like be willing to sponsor they stood the month he immediately said yes jump with the chance a couple years later I came back again because I said would you be willing to give something for the teacher that's selected by the student and he again jumped at it and a third time I couldn't even asked him again if he'd be able to sponsor the um the kids that do the the or give something to the teacher for the kids to do the Pledge of Allegiance

016and again he very graciously said yes so thank you for all you've done and continue to do for us because thank you very much Tim um first of all to to our two wonderful students um I don't think I can say anything else other than congratulations it is phenomenal to see I do have a script but I'm not sticking to it it's okay I never have so yeah but it is absolutely phenomenal to see young wonderful adults like YouTube in this community the effort you're putting in it's absolutely phenomenal we love seeing that it fits you know great you know working hard in education is so you know founded in our Charter and where we are Financial education is really important to us and it's amazing the work you guys are putting in sounds like

018together the move for art Elementary to their new home I'm not sure who's going to leave this okay Mr Dolphins going to leave they tried to do this to me skill and we have a little mix up dude so I go with this um two weeks ago we were going to recognize facility team for a move that they made to get our Bell Elementary over into the old East Ridge building over here so at the last board meeting we weren't quite ready and I asked principal Stephen Lloyd if you would like to speak at this or if you'd like me to and he said absolutely I will I think he missed the memo that it was tonight um I want to recognize our supervisors here they'll have John Radford come up he's our supervisor for

019our Building Systems Blake Davis supervisor for mechanical systems and Larry Malcolm who could not make it tonight as our supervisor for grounds and integrated trades which are all the moves so we had a move last year as many of you know from ARP Elementary out here in anticipation of uh replacing and rebuilding Arc Elementary School and we had an overcrowded situation out there that we chose to move them to the East Ridge facility up here was a facility that was not being used currently at the time and these guys are the ones that put in all the work to get it ready to go so they maintain and and update all of our mechanical systems do a lot of remodeling in the building we built some extra rooms in there and finished them as well

020as getting all the grounds and then of course getting everybody moved into the building so I think uh as principal Lloyd last week was telling me he said it was very smooth transition and they were a lot of help and these guys come through they're kind of behind the scenes out there they come through when we get a school that gets taken down by a storm or if we have uh you know any type of any type of situation that's in the labor cereal and we have to um put in a lot of extra Manpower and time these are the guys that do it usually behind the scenes at night weekends in addition to their normal normal job that they do all week so I want to thank them a lot for them and their

021Crews and um I'll hand these out afterwards but these are the certificates for all of their Crews and it combined with 20 three of them there's about 70 guys over there that um maintain and and keep track of all these schools so thank you guys for everything you do thank you foreign resolution for recognition of national custodial worker day October 2nd 2023. whereas custodians provide a safe and sanitary learning environment for students in working environment for staff which is an important component of ensuring the well-being and academic success for all Laramie County School District number one students and whereas custodians help to create a welcoming environment at our schools and are an integral part of our Laramie County School District number one community and whereas Laramie County School District number one Board of Trustees honors

022and recognizes all lcsd1 disordial staff for the work that they do to keep our schools and other facilities well maintained for high quality instruction to take place now therefore be it resolved that the Laramie County School District number one Board of Trustees hereby recognizes October 2nd 2023 as custodial worker Appreciation Day adopted in Cheyenne Wyoming this 25th day of September 2023. a second here we have motion a second to recognize our custodial staff here in my district all those in favor say aye aye those opposed though votes and passes I mean we give a round of applause for all worker studies they're probably not here they're probably not playing their abilities but if there's anything happen here um please stand okay now we're moving into information reports so we're going to go to item from

023visitors we have a few people signed up to speak on agenda items so just a reminder make sure you state your first and last name keep your comments to three minutes whether it's have how to voice their comments so we do keep a timer up there for you keep your comments General nature not directed at specific individual individuals and suitable to nine winch concept for K-12 grade students any additional information and make sure you add additional information to protective try not to be redundant so our first person will be Peter Howard okay members of the board Dr Newton my name is Peter Howard at the last meeting the draft Library policy was put up on the screen and a discussion was had about proposed changes I was flabbergasted for two primary reasons one the draft

024policy looked to still be incomplete and not easily workable parents have repeatedly asked for something simple that everyone can understand what I started instead was an overcomplicated procedurally difficult overly bureaucratic proposal fraught with trap doors that would make the policy not only difficult to Institute and enforce but also prone to invite conflict and absurd results this is part by Design and part by necessity as a core tenant here is the access to information and ideas is considered a protected First Amendment right and the board can't limit access to such a dangerous thing as different ideas without looking out for such things as due process and standing after all you do have to use more supports when you build on unstable ground two the policy and subsequent discussion revealed that the apparent conceit the apparent can

025see that the policy in supporting commentary are antithetical to its stated goals and much worse at accomplishing the goals of Parental discretion and control than the current policy which allows total parental control and discretion how does having a government body defined by Fiat difficult and sensitive terms give more power to parents how does a new administrative procedure run by bureaucrats give parents control over their kids access how does lumping together students in vastly different stages of development allow parents the flexibility to account for what is acceptable for their first grader versus their eighth grader the idea that you can teach about puberty without teaching about sex is absurd members of this board have been interviewed by pastors and lobbyists on YouTube saying parents are the primary clients of an education system and now they are

026arguing for the community neighbors grandparents parishioners to have input on what books deserve to be branded as inappropriate that sounds more like the theme of Hillary Clinton's it takes a village than expanding parental control parents have said that reviewing all the books is too time consuming and that they would rather have this government curated list again antithetical the actual parental discretion that is handing control to the government entities because you hope share your ideology because you don't want to do the work this has all taken a tremendous amount of time and resources I ask that the board and everyone interested take a hard look at the proposed policy and ask how does this actually allow for more actual parental control and discretion than the current opt-out policy I think you will find it does not

027I think you will find it expands government control and bureaucratic involvement in confusing ways and further deteriorates true parental discretion in the manner entirely contrary to its stated purpose thank you next we have Todd Reynolds hi um I'm Todd Reynolds a parent of two children actually attending lcsd1 in the Great American novel To Kill a Mockingbird the innocent Tom Robinson is wrongly convicted by a jury afterwards Atticus Finch says those are 12 reasonable men in everyday life Tom the jury but you saw something come between them and reason there is something in our world that makes men lose their heads they couldn't be fair if they tried here we are trustees tonight you are that jury and our libraries and books are our Tom Robinson something has come between you and reason something has made

028you lose your heads you don't unfortunately though you don't seem to care you don't care about chapter one section four board policy on ethical conduct you don't care about trustee government Spano chapter 1.3 on Code of Conduct you don't care about Wyoming state statute 164403 though you do seem to care about what a quorum is you don't care about the difference between patrons of the district and community members about how this is a parent's rights issue then only actual parents and guardians of actual students in lcsd1 should be heard you don't care because you were told not to care and those anti-government extremist groups they told you what to do and what to think will again guide you tonight as you make this policy worse you will add amendments that you are told to add

029you are both the way that you've been told to vote and you will censor them down what you've been told to censor and ban trustees how are we to deal with the board so fundamentally opposed to its own Independence something has come between you and reason the truly sad part though is that you are delusional enough to think that you are the Atticus Finch in this situation but Atticus is portrayed that way through the barely educated naive Eyes by father worshiping little girl and go set it watch when he's viewed through adult eyes and his hypocrisy is exposed so you may be Atticus just the Atticus from go set a Watchman trustees I will make one final plea to you unlike you apparently many parents can in fact work full-time and talk to their kids

030about what they read in the libraries and what they do in their classes unlike you apparently many parents can in fact contact their children's teachers and principals and Librarians and learn what's happening in schools unlike you apparently many parents don't need or want the government to mandate or inhibit their children's book choices because those parents are not scared of books and those parents can talk to their own children about books unlike you apparently some parents can actually be parents without the government assistance or control something has come between you and reason I'm here asking for one thing I want my girls to have the basic freedom to read but you have your script and you'll convict our libraries and our books and like the jury to Tom Robinson you will unleash vigilante justice on this

031District all because something some pre-written script or predetermined hatred has come between you and reason and we all know that you like Tom Robinson's jury could not be fair if you tried thank you experts news rainbow Cox foreign Wilcox and I'm here to show support for the current changes within the library policy however I never thought as a parent that I would have to convince other adults that exposing children especially children none of theirs sexually explicit material is wrong that I as a parent would have to argue with another adult that what I choose for my child is really none of their business but I guess that's what happens when we live in a world that no longer cares about God values but instead who chooses that sexualizing children is okay exposing children especially those

032who are not yours to sexually explicit material as it has been very well exampled by many incidences in which I will not repeat because I do see that there are children under the age of 18 in this room which seems to be a lack of respect that this District shows for other children this is not even close to showing love and harmony for people that choose different lives has argued many times if it was we would talk about the actual people and the groups not the sexual orientation of that you see if a stranger were to come up to children and read the material that we know are all available to underage children in the libraries every parent in this room might for once all agree that this action would be wrong and that charges

033should be warranted yet this is exactly what's happening but apparently is accepted because it's the school this makes it even more sickening the materials in these books have been repeated several times by other parents in which they have been told they cannot speak about it because the language is inappropriate and they have been shut down I have sat in these meetings and listened to other parents and adults cheered that these parents have been shut down for inappropriate material yet stand up right before you and promote the same material for children I guess sometimes hypocrisy can be hard to see instead of protecting only some children maybe those who prefer to preach about love and harmony should actually practice this and protect all children this is why I support the current changes to this policy thank

034you next person is Dylan Ford you can raise it up too if you need to control that's very exciting you have to stand closer though uh Mr chair members of the board my name is Dylan Ford and I'm a teacher in the district um whenever I stand up to speak my it's my goal is always to build understanding uh but for an issue like a library policy that touches so many people on a deep emotional level uh achieving any kind of understanding is really really difficult um and much of that difficulty comes from how separate our worlds are in the social media era nobody in this room can claim to have perfect vision on this issue because there are some things that depending on our role we don't really get to see parents don't get

035to see that moment when a student finally finds a book that they like and in that magic it's truly magical moment they become a lifetime reader teachers don't really get to see a student's background and how exposure to some content could legitimately cause harm members of the community don't really get to see the inside of a classroom and see how children from so many different worlds are all somehow all so wonderful even the ones who came from Worlds or from parents that we think are crazy and these wonderful kids from the full spectrum of different crazy worlds that we give them deserve adults who at least try to understand before making decisions on their behalf I would like to present uh what I think is an underrepresented perspective in this conversation to improve misunderstanding and

036instead of teachers before the Amendments requested last week most of the teachers were pretty cautious about the proposed Library policy but only its indirect effects uh like emboldening parents to try and cancel all the books that we're trying to teach and things like that but it didn't seem like it would directly harm our classrooms but with these new amendments now there's just legitimate fear uh just mentioning that teachers have access to the parental choices now implies that ignorance are the ones who are forced to check uh the parental Choice forms every time a student asks to borrow a book from the classroom Library this will disrupt every English classroom every day it also unloads the liability of this legally very complicated policy onto the shoulders of teachers who are now going to be the ones

037ultimately who have to decide if a student can read a book or not I'm asking the board not to place the burden of enforcing this policy on teachers and Librarians and to just let us teach thank you thank you Dylan for teaching the district and also for your comments next person is Barb cook I guess I hold it thank you for allowing me to speak again this evening I'm Barb cook I retired from teaching six years ago but I'm fortunate enough to continue to volunteer in a school I keep a prize to school situations through my observations and conversations with my educator friends my hope is that you take into consideration my thoughts as you vote on this upcoming policy I believe some of you think that if you say something long enough loud enough

038and scary enough people will go along with your thoughts and think there's a policy problem in the school district however you have sadly spent months trying to tweak a solution to a problem that doesn't exist there is an opt-out policy for parents to utilize if they believe that there are books in the school district that aren't healthy for their child to read or have access to to implement four confusing options for a parent to choose from is silly all they need to do is choose the opt-out policy that's already in place can you imagine how difficult it would be for an English teacher at a junior high or a high school to help their students on a research paper in the library thinking that student has option one that student has option two and have

039to keep that all straight and in the effort and time you've gone to to solve a non-existing problem could have been spent on some real problems in the school district off the top of my head I thought of there's classrooms without teachers when I was applying for a teaching position I was lucky to get an interview but there now our empty classrooms the trustees need to be concentrating your efforts on attracting great candidates to lead our children and your support would go a long way to build up current teachers morale that seems to be lagging I'm not sure if when it happened but teachers in the media have become the bad guy perhaps dwelling on non-existing problems is not time well spent there's also problems of students assaulting teachers in the elementary school that's a

040real problem and students choosing suicide over living that's a real problem I'll close with this analysis if for you to make a decision about certain books not being acceptable or available for every student in this district is as senseless as me saying I don't want my child to have sugar so no store should sell cookies or candy that's silly parents must be the best make the best decision for their child not you as a school board and I'm curious how we will find out if this policy does pass what the comments were in this 45-day period so if you could address that at some time but thank you for like allowing me to display my this my displeasure with this new policy Patricia McCoy the online foreign excuse me please raise your hand no I

041said Patricia if you unmute see if we can hear you okay I think I got it sorry I can hear you okay good evening members of the board and Dr Newton thank you for a few moments of your time my name is Patricia McCoy mother of four children who have all attended lcsd1 since 2007 and sadly I'm back again for the same reason as before it seems we cannot take the necessary actions to protect our children and instead have to have meeting after meeting over the library policy that has yet to even be fully approved by the board nor is it anywhere near ready to be implemented and it's already the end of September a month into school you have a minority of people who think that they can convince you that they are the

042majority and that they can get you to continue to delay this process and delay taking action or stop you from taking action at all they want you to think that parents are totally fine with Smart in our schools they want you to think that the current opt-out policy works just fine and we should continue with the same old same old but if I can't read a book that your school librarian put in my child's hand at the age of 14 to you as adults because you deem it too inappropriate then why is it appropriate to be in our school libraries and in the hands of a 14 year old child asking for a catalog rating for library items should be a no-brainer and no it isn't calling for a book ban either there are already

043ratings for music movies and video games so why can we not have the same ratings for systems for books these forms that people keep saying are so great and work so well are not just for library books they're also for class Curriculum lesson plans classroom books PDFs and other instructional materials that your child will be exposed to in any particular class now I would like someone just one of you to explain to me how this opt-out policy works so very well for our district when it took me two and a half weeks into the school year multiple phone calls and emails to even begin receiving any of the requested materials from my child's teachers so now that he's been given two plus weeks of instruction with which I have not been given to review nor

044given an option to opt out of I do have good communication with my school I do speak to the librarian I speak to his English teacher as well as his geography teacher I did finally get the information that I was requesting however had we had an opt-in system I could have been able to opt him in to what he should be appropriately viewing in school without having to jump through all of these hoops and his teachers shouldn't have to jump through those Hoops either this new policy for often helps the teachers and the parents and every teacher that I have spoken to has been in support of the changes coming they have been open and helping me with my son this year and I know that there are others just like the ones that I

045deal with at other schools too so I don't think it's right that we listen to a minority saying that but all's good just keep it the same as it was thank you we're going to forget to thank Barb cook for both for continuing work in the school that she's doing right now on a voluntary basis also years of teaching the district um next person is Kaylee ring you can move it down if you want or you can hold the microphone oh there you go okay hello my name is Kaylee ream um and I wanted to make it clear that I do have two children in the district um sounds like that's been a problem lately um but I have reviewed the updated book policy and I appreciate the idea of making an opt-in versus opt

046out policy I understand that this policy is trying to give more freedom to parents to make decisions for their children however the policy implies that this helps make choices about a child's education make no mistake sexually explicit material as defined in the policy has nothing to do with education the board has a duty to set policy not to make everyone happy why are we letting a minority decide that children should have access to sex sexually explicit material yes in theory this new policy helps my children but what about the children whose parents who would allow sexually explicit material in the hands of minors please protect all students not just my children this policy still gives access to sexually explicit material in school and the policy is implying there would be an appropriate reason a parent

047would allow a minor access to sexually explicit material there is really no need for all of the continued conversations committees parent nominations of books the board was elected and has the ability to set policy please do not let potential lawsuits or other outside factors make you scared to set policy that you know is right if it comes to that the board will be praised for finally setting legal precedence in Wyoming courts the proposed policy is too complicated and there is currently not a good plan of execution in place for the policy ten thousand dollars per book is insane when the board can identify something sexually explicit within a few seconds of it being read in one of these meetings the Board needs to be brave enough to take the common sense stance that sexually explicit

049uh in our day and age um pornography has become a more common consumption for for minors for a lot of people a lot and so there's some serious health consequences to allowing people to have access to this that's such a young age first and foremost um it's gonna have uh an effect where you're going to have trouble finding a relationship later in life because your expectations are not going to be met with an actual partner fantasy you know I mean these books bring fantasies to people's minds and the reality of it is just that it's simply just not there I mean if you want to look at the divorce rates that are happening in this country I'm going to say that a lot of it has to probably do with the porn consumption that we're

050seeing with all the people at such a young age another thing that I've got to say is uh in my opinion with the fact that it's crazy to me that I have to come up here and have an argument about the fact that I don't want to see kids having access to this stuff I mean you know this is just you know what I truly believe is happening with this is uh they're trying to normalize pedophilia and I mean when you give kids this stuff at such a young age you're gearing their brains to where they're wanting this type of this type of behavior to happen and so I mean that you know for an adult that might be a predator I mean you're making that kid very very uh susceptible to being a victim

051to that so-called Predator so I just want to let you guys know I am in favor of the new policy and I know you guys are getting beat up all the time I know School Board is probably a very uh tough job I I sit on the executive board for the Laramie County Republican party and I am so thankful I I it's a hard job for me just with what I'm doing over there but I mean I do hear a lot like this is a very hot topic with our community as well and so uh and that's the reason why I'm aware of it I guess is just because of the voters that have came and brought the issue to me so I thought I needed to come up here and speak on this but

052I appreciate what you guys are doing and you're doing a very good job and I know that you probably don't hear it enough but you're you do have the right the right thing you guys are doing the right thing so with pushing this forward so thank you I'm gonna head to work now thank you there you go thank you thank you um anybody else in the bathroom good evening thank you all for your time my name is Lindsey henlan and I went to school here K-12 and um when I was 18 my classmates and I took a trip down to the county clerk and we registered and we voted in our first ever election uh it was very exciting uh we even made the local news and we were told by representatives of the district

053to savor that day and how important it was um because it was the first time among many that we would be able to make our voices heard and to take part in the Democratic process and today I just want to speak to you about the Deep damage that many of you have done to the faith I have and the faith that many people in Laramie County have in that Democratic process um how much you have cheapened the lessons that I was taught on that day in some of you sitting out there want a plurality of the vote and then say that you have a mandate from the people as if you want a majority everyone who was elected in 2022 was asked at least once and often multiple times how are you going to represent

054everyone in your District you all have really really good answers I like them and most of you have violated the spirit of those answers since that election I cannot accurately Express how disheartening it is to send emails with our thoughts and letters and receive smart or bad recognition or even nothing in response uh to pour our Howard out out pour out our hearts in these meetings I know that nothing that we're saying is going to make any difference to read messages between the trustees who are supposed to represent us and see them reassuring their peeps that no matter what the public response is to a policy the fact that you have a majority on the board means that a minority opinion will get pushed through I am standing here aware that what I want to

055see happen in this district is probably not going to happen I know that I'm wasting my time and that probably the most I can help for out of my day is to waste them with everyone else's time too but I hope that as you make decisions this term you think about those students that you're supposed to be speaking for and the message that you were sending them about what it means to be a citizen in this district and how much you will listen to or ignore their voice thank you thank you anywhere else nothing can stop me no no I can move around right um Aaron waskowitz um like many people have said um they have said I actually have kids in the district I have two kids that did actually go in the district

056for several years I pulled them out in 2020 and I continue to come to these meetings to see when I feel comfortable sending them back to the district um so there's a couple things that I want to say tonight um I actually agree with many things that have been said here the policy is way too complicated at the current length of seven pages the average person is not going to read it there's too many choices um and I do think that we've spent way too long crafting this policy this should be a no-brainer for all of us um the analogy that a person made with um not wanting your child to have sugar and then you know saying well we must remove all the sugar the difference between sugar and books is that there's labels

057on sugar and it tells us exactly what's in there and on books you don't get that same thing um when my child was in the fourth grade she came home she loved going to the library always really excited about bringing home the books and I went upstairs to check on her while she was reading and she was just really sad and the book was down and you know I said what's wrong what's wrong she didn't want to tell me um and then she pointed out that there was the f word repeatedly throughout this book that she got in the fourth grade so I went to the principal in the librarian and I said hey my daughter came across this book they had no idea and they apologized profusely so the other thing that um that

058I wonder about is um that everybody's been arguing about is that the opt-out policy works if we don't know what's in a book how how could I have opted out of um books with the f word in it for my fourth grade daughter I couldn't have that's not an option for the opt-out policy I can't say opt my child out of X Y and Z I have to have specific names of books and that's not an option um so there are tons of other things that need to be looked at in the district I would love to see the proficiency scores go up in our district you guys all know that they're super low and they could be a lot higher we need to get back to academics and focus on that um so yes

059let's get this Library policy wrapped up let's um let's get it a little bit more concise so it's uh more readable for the average person but thank you for what you're doing I really appreciate the difficult position every single one of you are in foreign thank you and I hope that we can earn your trust to get your students back soon so anybody else greetings again Jen Solis mom of three in the district uh happy to be here tonight um hoping to plead with you one more time to do the right thing and maintain the policy as is um again uh one of the things that's been so disheartening about this long and grueling years-long debate uh is the pervasiveness of the misinformation um there is no pornography in any of our libraries pornography is

060a very specific legal definition I'm sure your legal counsel has advised you of that uh that's not what's in our schools we've heard people say you need an ID to purchase pornography at a gas station so why do they give it to our children in schools they're not doing that it's absurd that this pervasive misinformation has been used to politicize books in our district I know these are frustrating times I know that there are books that challenge us I know that there are books that you some people do not want their children to read and I will support that parent's right to restrict access for those books for anyone I will do whatever um why not have an information night for parents where we help folks fill out their forms why not do education through

061social media why not work on I think that local groups who want to yes ban books I know you don't want to call it that and that's fine but they have developed some incredible lists of books that they don't like um I know this because I've read most of them at this point uh it's a great reading list if you need something to read um since they're written for young people they're fast some of them are crude and I don't like them so much most of them when taken as a whole are lovely and teach our children and our young adults something valuable as I've said I have many times I have three kids um proud to be in this District also had to homeschool them uh during the pandemic for different reasons however um

062I was pleased to get them back into our school district our teachers are incredible our Librarians are incredible they do a great job the books are rated you want to you want to say the books aren't rated they are rated The Librarians have a rating system call they'll love to tell you about it I've learned so much about Library process in the past two years it's been a phenomenal experience at the end of the day my husband and I are raising three Americans they're going to be challenged and offended by ideas that they hear things that they read things that they see every day of their entire lives that's the trade-off free people read freely and we have to pay the price for that with our own discomfort our Founders never intended for us to

066I'd like to talk about is the Elevate Sports in our district I was privileged and got to go last Thursday to see some South Triad flight football the game started at 4 15 and I really didn't get out of work until about that time and so I was late and it took me over 20 minutes to find a place to park which I thought was fantastic because there were so many parents and grandparents and aunts and uncles out there cheering on their their children grandchildren their schools Sunrise has two teams and I think that easily goings and Rossman could do that also but haven't but just the smiles on the kids faces the chairs from the parents I'm telling you it was all worth it and for those of you I see sitting in the

067back row that helped make that possible I just want to say thank you it was an amazing intro on Thursday night to the program and thank you to you for sharing the schedule for the South try it but with the rest of us and I think we now have a schedule for all three triaths and we'll have that so we'll only get out and see some of those um new our new style of uh competition that we're going to have anybody else ever yeah I do but only if Alicia's not a young person what's that are you going to talk about the run I was going to but go ahead they'll just fill in okay uh so a few of us joined the run for number one um it's been a long week so I

068think it was less not this immediate last Saturday and Saturday before um it was fantastic we had great participation I think they had over 200 people registered um I don't know that there was quite that many actual Runners some of us signed up and stood and watched and waved um but uh uh trustee Claussen and trustee Smith were both there as a trustee Clawson actually participated trustee Smith and I cheered it was great um but it was very good I and she may have some final numbers on what was raised through that event for the teacher grants back to the district yeah So Lisa do you have some Deb I do um I actually had two things do you want me to do both or just let's start with the the Run yeah sorry the

069Run go ahead and do your second one okay so yeah I'm thrilled to give an update for that run it was held um trustee Ashby was right it was um just a week ago Saturday on September 16th in Lions Park um not all of us ran but there were 252 registered participants this year when I announced this at our board meeting um two weeks ago we just had over a hundred people registered so um thanks to all that registered and came out and were there to either run or walk or uh just cheer everybody on but great participation and I have final numbers um through that race um the Cheyenne schools Foundation raised 43 433.85 for that Foundation which then will be you know in the future uh given to um grant winners from different

070different schools in the in the district we'll be doing presentations to the winners of each race category um and recognizing the 2023-2024 grant winners from our district at the October 23rd board meeting so tune in then to um to to learn more about it that race was a huge success and just a shout out to the the board and everybody that came out to make that a huge you know just the Cheyenne schools Foundation board um and everyone who came out to make that just a great success this year it was awesome um and then the second thing um chairman Boland that I just wanted to share is um first of all thank you for allowing me to participate on Zoom I am actually in Gillette this week Monday through Wednesday for a rescheduled State

071High School tennis competition this is the kids from all over the state are here all three of our Cheyenne high schools are here competing for their varsity teams anyway our kids from Cheyenne are just they're really doing incredible up here after day one um you know if you if you lose twice and you're out but after day one from Cheyenne we still have um I believe this count is correct I was trying to do it before a meeting but 12 boys who will be competing tomorrow from the representing all three high schools and eight girls from Cheyenne um and they're all moving on in the competition tomorrow so really a great standing and a great showing up here for Cheyenne kiddos and that's all thank you anybody else I know trustee Clausen has somebody up

072there competing also right she's she's here representing Laramie County at the board instead of watching that which I'm sure you were up there for the weekend during the rain right oh I'm going tomorrow okay great all right so no other comments all right so reports from the superintendents now thank you Mr Bolin just have a couple of brief updates I'm highlighting some of the efforts of our adults to help the kids in our district we began our principal leadership program this past week this is a new program designed by our Department of Instruction to work with both new and aspiring principals to better prepare them to lead our schools at this very first meeting we had 24 principles aspiring leaders and mentors in attendance to build their skills as young principals the division of instruction

073has also resumed the practice of holding monthly academic Council meetings with the principals at our meeting on the 13th the topics included focusing on high quality instructional practices maintaining safe and healthy environments and developing interventions to assist our struggling students so our our principles and and the division of instruction are certainly zeroing in the focus on how to improve the academics of the students in our schools um our schools are also busy finishing their building level needs assessments based on their academic performance data from this last year and will be releasing their school Improvement plans in the next four to five weeks I should note that we are required to put forward a board motion for specific approval of the plans for six of our schools who have been designated to receive additional support from

074the Wyoming Department of Education this year this is a statutory requirement for districts across the state if it seems like we haven't done this recently recently it's because the uh the accountability reports were suspended by the state during the covet years when we didn't have ongoing summative data that was being reliably produced and reported all of the schools will post their plans on their website so the public will be able to see them and they'll just need to cut those remaining couple of weeks to get those polished up um and lastly I would certainly be remiss if I didn't mention this we do have a lot of students perform very performing very well in our fall Sports and activity Seasons as trustee Smith mentioned State tennis is happening right now but on Friday night a

075South High School Place kicker named Keelan Anderson kicked a 61-yard field goal lots of people have kicked 61-yard field goals very few make them and he made it not only did this break the state record but it is only five yards short of the current NFL record so congratulations and what they're going to give this recognition for that at the board yeah and it's officially 60 yards longer than any field goal I ever kicked so on that high note Mr chairman that's the end of my reports for the evening thank you and thank you for the changes you're making with the academic Council bringing that back I think that's important for our principals it's kind of like the uh same kind of thing that we do with our plc's with our teachers so I'm supposed

076to get a chance to do the same thing and sharing what's going on with with each other so I think it's a great thing to bring that back yes all right thank you Mr chairman I just also wanted to Concur and say thank you um to Acting Superintendent Newton for the regular meetings to support our principals the intervention the focus on interventions for our students that need the most and um that safe environment that's a really important those are very important issues to me and I know to a lot of us on the board so thank you very much for doing that and he has been upgraded to internships I'm sorry and he's actually moved into the superintendent's office now so if you haven't had a chance to go over and see that it's he

077has I didn't recognize the room the windows that he had the lines up so it's actually sunlight coming in that River I don't think I've ever seen before and he said that I didn't want anybody think I was napping in here with all the lights coming in there and he also has a much neater desk than I ever had when I was teaching myself as he probably knows and he was one of my supervisors at 1.7 all right and if anything else okay so we're going to go to the consent agenda and all items listed with the designation of Sea Air considered to be routine items by the governing board and will be enacted by one motion there'll be no separate discussion on these items in having removed from the consent agenda will be considered

080new library policy I'm assuming we have a discussion but we had a question during came up earlier about how will they see comments that Conlin during the 45-day review so that one before we get started um absolutely Mr chair uh the 45-day review process We Gather the public comments um internally within the district and we go through those comments and if you request um as a member of the public under statute if you request and the public comments we can make those available or um if the board prefers we can just go ahead and put those um on when you take the policy up for final adoption if you talk about like putting them on the website or something right so we could add those to the board documents public facing what the the public

081comments were received well I guess it's all we're talking about electronically right yes Mr chair so it wouldn't matter that probably since this has been such a how do you probably a good idea to do that so if you wouldn't mind doing that before we do the final book all right any I'm sure there's going to be some discussion so discussion on this side they want to bring up the you want to go through with us um I'm happy to Mr chair um that's your preference yeah uh can we bring it up I assume is that okay with the rest of the word to go through it all right do we need to it didn't really change that much I was under the impression we were well we had some changes that were made last

082time that have now been put in there so um maybe just had like where you changed it um sure Mr sure um the changes that were um made since the last uh version of this wrap that you you saw um were really pretty minor and they related to clarifying language that was pointed out and you know in our definition section we talk about sexually explicit content and then got a little lacks when we continue to use that and we refer to sexually explicit materials and the the distinction there I think is an important one and so I appreciate uh trustee Claussen bringing it up that um we're not labeling the material itself is sexually explicit we're just notifying um that the material contains sexually explicit content as defined within board policy um that's pretty subtle

083but I went we went through um identified all of the um language within there and and tried to clarify that piece so that is the major change that happened from um the previous board moment excuse me the previous board meeting and that was kind of a non-substantive change the rest of the changes that were discussed in addition to a couple others that have been brought forward would be um made at this time as an amendment to the policy um so we need to make amendments to bring some of these things in then is that what you're saying uh yes Mr chair okay so does anybody have any amendments sure okay thank you Mr chair um I moved to amend the draft policies definition of sexually explicit content to read sexually explicit content means textual visual

084or audio materials that depict sexual conduct or describe technical conduct using more than a passing reference such as the use of a sex related expositive or Illusion you want to talk about what the difference is uh sure the original the original language had um well I said up there uh yeah I'm just reading from the paper that we had so you can see that what was what was crossed out that we discussed last meeting and um the purpose of getting rid of gratuitous and pervasively vulgar was just the criticism that it's it's vague and what does that mean so we're trying to be as clear as possible okay we have a motion give a second a second okay so we have a second a motion a second any further discussion so I I understand that

085theoretically it's supposed to make it clear I actually think taking those words out makes it broader and less clear as to what that is um I I don't you think it takes us farther away from sort of the legal definitions of it so it's not my preference any other comments right Mr chair I should have noted this that I think um Amy correct me if Miss Paulie correct me if I'm wrong but I think when you say legal definition I think you might be referring to the obscenity law because identity isn't yeah that's used that language is used there and the discussion last two weeks ago was that we don't necessarily have to follow that language we are a school district just trying to identify content so we have no obligation to follow that language

086so that's why um Mr chair I will see if she can answer first go ahead Mr chair trustee thoughtson so correct the the gratuitous are pervasively vulgar language does come generally from a definition of obscenity um if you think about sexual content on essentially a scale and you have sexual content and obscenity of Adipose and ends and this would be something that would not be um obscenity obscenity again remember as a criminal statute um not a civil statute so this would be identifying materials that don't raise to the level of sexually explicit but are just or excuse me of obscenity but contain sexually explicit content so you don't necessarily need to include that language within it okay I'll just say that if you by taking that out I think that increases the likelihood that people

087will nominate material uh that has a very small amount of something that they consider sexually explicit and will increase the number of books that are restricted from our students unnecessarily any food comments okay so we're building on the amendment proposed by Rusty possible all those in favor say aye so let's see and those opposed note no okay motion passes all right so we've passed one Amendment any more amendments to propose chairman Bolin yes um is it okay if I have an amendment now yes okay um I well I moved to amend the draft policy to include limiting access to nominative materials in the no access to materials containing sexually explicit content definition or category we um under the parent Guardian limited access we have a sentence um that reads parents or Guardians may also utilize

088this option to limit their students ability to check out Library materials that have been nominated as meeting the definition of sexually explicit but that have not been formally reviewed my sense is that if a parent or Guardian is going to choose no access to identified sexual explicit materials for their child at registration that that also should include materials that have been nominated through the process so I'd like to have that last sentence of the parent Guardian limited access also used as a last sentence under no access to identified sex explicit materials Mr chair a second before an amendment so what we're doing is we're taking the last sentence of the second thought and putting it at the bottom of the first item edition is that what I'm hearing yes okay so that currently reads District

089staff can also assist well let's start with no access to materials being exactly explosive content means the student will not have access to checkout any Library materials that have identified as containing sexual content as defined in this policy and then we're going to go on District staff and also assist parents and Guardians in creating an individualized lists of Library materials that meet their students needs so that's what you want to add to the first bullet correct no I'm sorry it's not the District staff sentence it's the last sentence that says your guardian may also limit their students ability to check out Library materials that have been nominated as meeting the definition of sexually explicit but that have not been firmly reviewed so it's the third sentence in the parent Guardian limited access definition or option

090and it would be repeated as a second sentence for the no access option yeah is everybody clear on what we're voting on yes go ahead so chairman I I don't have any this is the direction we're going I don't have any theoretical issue with that um or am I understanding that we're putting it in both sections and I don't know how that procedurally works oh he's just letting them know two ways they can limit their access well so like are we giving is the first bullet then going to give them two options they can opt them out of the approved list or the nominated list or Mr Mr chair I'm just not sure Mr chair I had recommended we move that sentence to the other bullet but then I got to reading it again and

091I thought that was not a good idea so I proposed we put it back into the no access to materials containing sexually explicit content as trustee Smith just just recommended us emotion and take it out of the parent Guardian limited access because my understanding is the parent Guardian limited access is allowing parents to curate sure right and so I think it fits more appropriately under no access to sexually explicit content if that is your choice because then you can get that list as well as the nominated list where which is where it was before and before it was moved okay so it's just the first one I I would recommend I would agree with you that it should just be in the first okay okay so we have it in the first one is now

092is that correct I'm making option to add it to the first one we'll probably need another motion then to delete it from that second parent Guardian limited access that the motion now is to add it to the first okay would we agree that that would be a friendly Amendment to remove it from the second one sure sure okay looks like we have a friendly Amendment so now we're we're doing now we're building on whether to take it out of the second one and put it into the first one everyone clear at what we're voting on okay all those in favor say aye those opposed note synthesis all right any others um Mr chairman yes I moved to amend the draft policy to allow parents and Guardians to nominate any librarian materials um to read parents

093or guardians of lcsd one students May nominate materials that they believe contain sexually explicit content as defined in policy nominations must include a minimum the title and author of the library material where the library material is located and what provisions of the material the parent nominating the material deemed sexually explicit if you're taking something out during that amendment is that what you're saying for taking outwards as parents and Guardians the only nominate materials that their child May access that's correct the rest of it stays the same that's correct so we heard from someone tonight and we we had a discussion last week Mr chairman that um oh originally the idea was to try to get as many books to help identify these books so we can put our list together because we were told we

094didn't have a lot of time our staff didn't have a lot of time to do that um so we had a discussion at the last meeting to see if we could include the community as well and I think this amendment falls in the Middle where we're allowing parents and Guardians to to identify uh books that they think have sexually explicit content but um the sentence that we're taking out here would allow them to nominate books whether they're in their child's library or in a different library in the district and also different levels too you might understand I've never heard one comment from somebody some of the comments that I've had last week or so that uh um you know for example if you're in elementary right now and you see one of these eventually your

095child is going to be in one of those other uh going up so they may want to take another two set so levels and other military so that's reason for removing that any further discussion Mr chairman did we get a second the second thank you now we have a motion secondary further discussion all right so remote we're voting on removing the sentences parents and Guardians may only nominate materials that their child May access all those in favor say anything all right I suppose no no right so another amendment Mr chair I moved to amend the draft policy to remove the requirement that nominations include the location of the nominated Library material to read nominations must include at a minimum the title and the author of the library material and what provisions of the material the

096parent deemed sexually explicit taking out where the library material is located a second okay so you're a motion in a second any further discussion that we want to explain okay um has to explain it if she wants to well I think the purpose of this one was so that the parent wouldn't have to go and say oh this is located in aisle Dean section whatever the library but if that if I misinterpreting that incorrectly and it was actually supposed to specify what school the book was found then maybe we can change the wording to say um what building this book was located or something like that to specify that a parent doesn't have to know where in the library is located but just which building it's located in um Mr chair Trump Rusty Humphrey that

097was the intent was to only require the the parent or Guardian too um identify the building where the book is located not the physical location we're in the library sort of the way it's written out or with taking that part out it's still okay that they still have to have which Library it's in chairman Bolin yes I believe I brought this up uh at our last meeting my intent was that parents would not have to specify which Library the book was located in um my high schooler can check out books for many of the three high schoolers or actually even the lower level schools um so by by doing this it's it's a very quick search for our District staff to see exactly where that book is located um it actually could be a multiple

098Library so this is just removing that requirement that on a nomination form that you would have to tell exactly which libraries included that title so that sounds like that is exactly what this accomplishes yeah the possibility of having um it be optional people are looking up the books they may have it right in front of them they know which buildings they're in you can write it down I don't know that that needs to be in policy but it could potentially go for well it says at a minimum so if somebody wants to include that they could and it could be included on the form without being in the same Mr chair that's correct okay all right so what we're voting on now is an amendment to take out those words but we're also thinking that

101the junior high anyway I actually know there are um and we have X whether we believe it or not we have experts that are rating books and have given age categories and if there are one or two books that people think have some words in it they don't like that that have been rated for in junior high level I think they should stay in the junior highs any further discussion yes thank you Airman bowling um again junior high students have gone through puberty junior high students are dealing with issues uh that do sometimes involve things that may have sexual content as uh deemed by certain people and so I think removing these books will restrict uh the books that the Junior High kids are able to read in a unnecessary level and these books have

102been rated for these students and some of these issues are important for them to read and so restricting them is not appropriate at this age if parents don't want their kids to read it great don't read it but I think removing it from a library is uh restricting their access to these books in a way that could be deemed Banning the books any further discussion I have a question so I just want to clarify that the proposed amendment would I mean essentially put Junior High at the same level of Elementary where so okay so if it's not if we don't prove this in them and if it's left elementary schools would be separate in any sexually explicit material that's found would be removed correct but the policy would still uphold at the junior high level

103where the parent has the option of one through four okay we're talking out of material here we're talking about the ones that have been actually taken out of the elementary libraries and may still be in the junior high libraries so we're not talking about the ones that have been nominated necessarily we're talking about ones that have somebody did a protest against it it was actually removed or were the Librarians recognized that it wasn't appropriate for elementary it was actually removed so I believe that's what we're talking about here rather than the yeah but then we need to clarify because that's not what I'm understanding yeah I'm confused any book that's nominated or approved as sexually explicit content will be removed from Junior highs that's what the statement says okay so the elements are going to

107respectfully that we're not trying to take these books and make a determination a judgment on whether or not we think it as a whole which would be the legal obscenity litmus test I think it's the Miller test um we're not trying to do that here I think we're just trying to tell parents if you have concerns and you want to opt out of sexual content then here's our definition of what that means and I think you can easily as as other trustees have pointed out in the past point to that section and read the definition and determine so I I respectfully disagree with your continued motion or a recommendation that we all read these however many books there are because we might read some of them but we might not read all of them but

108I think that we're able to determine because we've spent the time we put in the work to create a definition and we've very specifically tried to just say if it has this content so you can point to it and so you can identify it quickly that's the whole purpose of this exercise and so I would just say that that's that's a counter argument for you and that that's your opinion I I understand that however if we are going to act as a hearing board to uh change to potentially change the superintendent and the committee's determination we should be required to read the book any other questions well my comment to that would be we don't have the superintendent required to read the book we don't have the midi required to read the book so putting

112real quick um I know at one point we were talking about we were going to try to get all the books that were in teachers classrooms as a part of our list of books that were available students kind of on a library basis so how far along are we in in doing the cataloging of those ones that are in teachers classrooms thank you for clarifying uh chairman Mullen um trustees and chairman and uh [Music] um I think I remember the discussion that that was brought up but I don't think I was ever directed I don't think we ever directed to do that and asking um a teacher to to take time away from um the important work they're doing with students um to catalog every book in their in their classroom seems like an inordinate

113amount of work um and it seems like that would uh potentially have very real effects for student achievement um partly because our teachers um speaking when I was a teacher in in at Cary Junior High um I wanted my students to have access to um the best books that I could get them um and as many books as I could get them so that our teachers that our students had choice right because we know um in the ELA world that we have literacy literacy is attached to students reading a lot right and choice matters in that and so um my building was not always allowed not always able to provide provide a lot of money for me to buy books although they did do that sometimes and I was able to build a library of

114someones in that way um but I also um you know went out and spent my own money on books to try to get students to try to get my my students books and so um so I'm trying to put my my myself in a teacher's shoes here right so they're they're grading papers on weekends they're um they're spending a lot of time after school calling parents and doing a lot of things here and ask them to catalog every book that they have um that they have a master or some of them through 20 years of a career um seems like an enormous ask now I'm what I'm what I'm not saying is I'm not saying that our our teachers don't know what's in their library right they do they spend time with those books every

115time they've been asked to move classrooms which happens uh that back them up and reevaluate that and then bring them back out and every time you do that you do the same thing that a librarian does is you weed out books that are that no one's reading that are um worn out they do know what's in their library but to ask them to have a catalog and to put that in Destiny that's not something that we have the capacity to do while still meeting student need um does that does that kind of answer your question it does in other words we haven't done anything with it again is that great we have not cataloged books since in classroom libraries is this a superintendental developing process to ensure so that means that that would be necessary

116it wouldn't have to happen tomorrow we're going to have a process to make sure that that's going to happen eventually because I think parents have a right to know what's being lent out of the classroom libraries as well as the school libraries I think you know that's probably maybe even a bigger more enticing place to give them from since they're right there in the classroom more than they're in the library so I think that's an important thing that we need to get done at some point I don't think it has to happen immediately we could maybe spend give some interesting time in the summer that could be part of the process to to do that kind of logging so I think it's not necessary something that has to be done immediately but if we pass

117this today it's going to be a process it's going to have to be done eventually and in your opinion is that something we could do I mean obviously obviously a teacher must have some kind of a process where they check the books up and make sure they got them back I mean they've got something that they do right now with that because they wouldn't want to lose that collection of books so do you think this is doable under a process somehow so so I think there's a lot of different ways we can interpret process right so um so when I first saw this um my thought coming from the classroom would be that there's a process to communicate this to the the teachers right so the teacher could have a list of each student's each

118student's op dance options right so so if a teacher knows that the students x y and z um have have zero access great that's easy right I know I don't check out books to that student right um whereas if a student has access to uh or has you know um you know the various options they can kind of monitor that um another thought that I've had as far as what that process looks like is um is that um part of my job I think in this as this is is happening part of this communication is that um that list of identified books um I would think that part of my job would be communicating that to all of the um all of our ELA teachers and our well we wouldn't have the books in the

119elementary um but um to my high school teachers where these books would uh might be is communicating this list to them so that they would they would know exactly which books um are on that that identified list and so um so part of what I thought of the process when I thought of this and I thought how can I execute this right because that's that's my job in this right is to try to operationalize this um my thought on that is that the teacher knows their library and the teacher knows their kids and they have a list that they're keeping track of and when they're when a student comes to check out a book um they can check the two lists right here's my any book that's on my list on in my library that's

120on the identified list and here's the kids that I know that have um some kind of restriction on their their access and they can cross check that list to make sure that they're not matching a kid with the book their parent doesn't want them to hear um does that make sense as a different kind of process um that sounds like a good start to process my only concern is that there may be books in a teacher's library that parents don't know about that they may not want their kids government have access to and say what no to put it on the list so I think we eventually need to work towards having some we're going to put all of our library books on the the on the district website we need to have every book

121that kids have access to sometime and I don't think it needs to happen immediately because I understand that we're teaching right now and will be for you know the next seven months but at some at some point we need to start working that process and get that out there so that we know what's there so okay Mr chairman but I understand that the process could mean that of just exactly what you're describing at this point um but eventually maybe working towards the other okay Mr chairman can I can make one more comment um is that um District resources and teacher teacher time are have never been stretched thinner since my time being with the district um we're working on a lot of different initiatives trying to get our teachers up to speed and and our

122teachers are on their planning period they're being called almost almost daily to cover another class because we don't have an we don't have a sub to take that spot um I have teachers at Central that have 170 kids and they and no break during the day because we lost teachers so they had to go into those so um I know that you're uh you're saying this can happen over years um I I struggle to see how that is in any way even logistically possible um in in in several years I just I just don't see how we can have the time and the resources to pay our teachers um and to get our teachers who are burnt out and spent um to do that I understand that um if the board requires us to do

123that we will have to find a way but again those resources I don't know where those resources are going to come and I'm afraid they'll come in expense of training our teachers to meet student needs [Music] I just want to clarify that with this um the superintendent will develop a process to ensure limitations are communicated um it was to be that simple as you explained like okay well how do we make sure that the teacher knows what the parents of these students chose um not necessarily that there would be their Library would be on Destiny or I think so to make clear that develop a process might be a little wordy because I think it just needs to simply be communicated what a parent chose for that student to the teacher Mr Evans when there's

124an AP or an honors class and there's this syllabus that's given out at least I hope there is as far as what's read are or would there be something like that where if there's a book with sexually explicit content with an asterisk and then they can send that home and the parent can call and talk to the teacher could it be as simple as that uh trustee Anderson can I clarify just to make sure I understand what you're asking so you're asking is um at the beginning of the year when we're communicating what what's going to happen in the class which we're going to be reading um could we include something that that um where the this the teachers would report things that are in their classroom library is that is that what you're asking

125if they had something like that in their in their classroom yes and I would say that because I know that there are teachers that teach college level courses that may have those things in there and I think that's part of unfortunately taking a college level course but still I I'm I would like the classrooms to be transparent and so if there were something just as simple as a little asterisk by a book title that the Q a parent wants to just call and get more info and then and then they could go that route perhaps so am I I think we're talking about two different things though now I think we're talking about curriculum books and then the broader classroom libraries teachers generally have a series of books that don't necessarily directly related to their

126curriculum right and so so I think we can I'm just not sure that making that decision here is necessary is necessarily directly related to this policy right I was just using that as an example of something that they can put the list out right so I I understand the intent and I understand the desire to make sure that the teachers are using or that have the knowledge they need to understand what the preferences are a man it makes me nervous for all of the reasons we've heard um about adding to the teachers and not necessarily trusting them to make sure that that you know that they're doing the best they can without this in extensive list um I you know they do know what's in their classrooms and I um I I'm fine with the

127way this is worded if we can come up with a process that is not going to create mass chaos in the classrooms and require removal of the books your comics chairman bowling yeah yeah let's go ahead we'll go with you and then we'll go okay thank you um my thought is that how this is actually implemented uh would be up to our superintendent um and other administrators as they develop the administrative regulations I don't know that we have to decide all of that tonight I think the point is this is just that amendment that um you know the teachers will somehow are going to ensure that kids who have restricted access whatever that looks like will not also I mean that they won't have access to those books from their classroom teachers and it's probably

128not all classroom teachers that would have those titles but I would think that through administrative regulation that are very capable administrators could figure out what that looks like and how to do it let's go ahead as has been stated a couple of times tonight um I do believe that putting restrictions further restrictions on future further um administrative level processes further um evidence that the teachers themselves aren't trusted to know what their students should and shouldn't read and what they may be interested in or not interested in is going to further erode our teachers ability to teach number one their desire to teach number two and will most likely remove most teacher libraries from their classrooms and our whole point of educating our students is to try and get them to be more literate and to

129be more educated and to be more well-read and not less well-read so I think this will restrict that ability and the teachers will no longer have the desire to work with the kids to try and get them to read so our kids will suffer and so the more processes we put on these teachers the less our kids will have access to any books and the less they will enjoy reading and the less they will read and the less educated they will be and the worse our communities will be give me a break you know the comments I just like to add one more thing and that is that we're planning on putting a list on our life our website that says any new books that are purchased for libraries would it be possible to that

130if a teacher puts a new book into their collection then we can add that to that list also that way we wouldn't have to go back and look at all their other collection which is large if they add a new into it we could just ask that they let you know they added one and it's the list of things that are new uh chairman bowling can I repeat back to you just to make sure we're understanding each other um so what you're saying is in lieu of reporting an entire list of what what you know the the 200 books that a teacher has in their Library they could report to me if they buy new books and add them and then we add that to the same procurement list that we have for the libraries

131right and it wouldn't necessarily be you know as you said you purchased some books on your own with your own funds so any books that are being added to their Library whether they're purchase the school funds or not um they should be letting you know by an email or whatever and you can add them to the list that's on the website um trustee bowling and I would say that that is that is of course possible um it is um uh as trustee Hinkle said that asking more of teachers right now is a [Music] there's a thin line we can walk there they will stop buying books is what they will do we just uh there's teachers walking away from us in and it's uh not from us necessarily lcsb1 although we're seeing that too um

132it is very difficult to get teachers in the classroom right now we're in a teacher shortage and a sub shortage um and asking one more thing of them um even even that that seems small but for them that may just mean they don't buy books for their kids um so is that possible yes that's that's possible um but whether it's whether it's Advantage for for our kids and for the goals of the district um I I don't think it is because I think it's a necessary strain on futures Cameron Bowen let me get back to the actual Amendment and vote on that I'm just trying to make sure that the amendment is doing what we had intended to do so you get a chance to ask questions and make comments I'm making myself um I'm

136to those four options that parents will choose at when they register their student S I do hope though that um there is some education for the general public because not everybody has paid attention to this process as we have um and not every parent who will be making that choice will know exactly what all these things are talking about so hopefully there will be some resource that they can go to that tells them what all these things mean yeah agree with that I'm not sure uh trustee nickel yes so um I don't know that we have a full mock-up yet of what what that process is going to look like but um we'll have the ability to um link to the actual definitions within policy so that parents are clear on what their what those

137options means and this will not go and go full effect until registration next year even though we're going to ask people to meet their selection this year correct is that the intent um Mr chair yes so um online registration or the registration opens up this spring and I can't ever remember exactly when that date is but it'll be um it'll start in Mr McKenna do you remember it's late January January February right so we're not planning on doing anything for this unit um the ability to make your option will be available once this policy goes through the 45-day public comment period that'll be as um we'll communicate that out to parents through um all the various methods that the district communicates with parents so that parents can start making those choices and we can start
