001okay our work session tonight and I'll preempt a little bit and then I'm sure that the team will go over it as they go through um based on support interest we are bringing forward um if you think about that multiple two multi-tier system support um we are bringing the entire umbrella and then spending some time in the area that was specifically asked for um Mr Fraley and Mr Slagle have done an incredible job alongside um RV Parker first part was our special education director I'm having some work um and they are here to answer questions and provide information and then at the end of the meeting I just want to let you all know that we hope to have some students who are in the future participating in the board um kind of council that
002we've talked about and they may be able to get here assuming that they can get out of work and some other things that they introduce themselves right at the end of the meeting so that you can make a connection face to face so with that I will turn it over to Mr praley thank you very much excuse me so I was at the meeting too today right yes they are here and there okay thank you um members the board and trustees online I hope you can hear me and if any time feel free to raise your hand or or just blurred in and we'll um try to get your Tech issues figured out or any questions you may have so I know it's difficult it's a little bit different and awkward online um thank you
003for the opportunity to share the great work we're doing in the district around student behaviors and uh more more specifically the mtss like Dr Chris Paul said the multi-tier systemic supports um a framework that we use in order to address a lot of the students uh issues with behaviors and academics tonight we're really going to focus on um the behavioral side because that was the in response to to your request a couple weeks ago we put together this work um and uh really highlights a lot of the work we've been doing and that's why Matt is here as well and um let me just thanks Matt uh go to the next slide um to tie in the strap line uh with uh our work around multi-tured system of supports and if you look at the
004student Readiness uh bullet point where I've highlighted um this is the work that we want to to help our students seamlessly transition across any environment they're coming from and going to and so a lot of the sports that I talk about tonight are because students are in need and they they struggle and they have challenges and so they'll need those uh opportunities when they present those opportunities to us as we have some preventative measures we have some um some measures that we react to quite frankly and we we look to address but everywhere if you think about a transition that a student goes through it could be a transition from a classroom to a classroom or out of District to District to our district and so did you plan to align a lot of those
005resources the second one is community engagement we can't do this alone we need a partnership with parents we need Partnerships with communities resources like HealthWorks DFS we've got a long long-standing partnership with many of those agencies around our community and we need those to build that vibrant educational structure our other two bullet points in healthy environment speak directly to the work that you'll see tonight and that multi-tiered system of supports that Foster that social emotional the intellectual although we won't spend a lot of time in the academic and intellectual the behavioral and that mental side of reaching each student and then the second piece there that you can't see I'll just kind of over this way to provide that environment that Fosters the intellectual mental social emotional or all staff because they if they're wanting
006if they have if they're hurt they'll sometimes need some help as well and so we want to build those supports and that training per step as well so they can help our students in in unique ways when they see those challenges and so I wanted to make sure that it's all connected and and that it's you'll understand when we get into some of the data some of the interventions and preventative measures that we talk about tonight that you understand it's all to a purpose jurisdiction strategic plan uh so we're going to under student Readiness um do we currently have some kind of a plan where if you change one class or another or one school or another within our district that this whole stuff goes with that student it's a great question we have a
007um Infinite Campus system that that's their educational record and so all their behaviors their attendance their Flags uh so to speak that any principal and teacher when they get that student and they have that educational need to dig a little deeper into their needs so when they transfer school to school we'll be readily available for them what do we typically see for a student transferring from another District or one who just hasn't been in school you know then there is a gap um you know if there's another District or another state they're coming from there is a lag in time we hope they bring some of those records with them or tell the story uh parents usually of uh where they may have some challenges and some strengths that that may lie within them so
008we can then develop some some support around them that's not always the case and so we'll have a little bit of lag time to try to figure this student out make sure there's some accommodations if we're seeing some um but for the most part um we we get those records pretty quick and we could put those interventions into place so do we request those records or did parents have to take care of getting those centers yeah another another question uh good that's good and that we have um a system where our record splurks would then reach out through formal process and either fax a form or email or form uh to the school that they came from to request records right away that first started they enroll into our schools now if somebody is suspended
009from another school district do we accept them if they're long-term suspended uh we that's a that's a good question we would we would not I mean we would definitely look and and try to seek why they were first of all to see if it um but uh we would have to do a little more background and see what supports where they were going to if it was a placement out of District placement um that they were coming from um you know we would need to do some more background so I can't answer that yes or no uh for sure because every student varies and needs so can I let me just uh jump in there are two other factors that could often be involved one of them is called the safe schools check so if
010you're enrolling a student and you're like well it might be going on here no matter where they are in the country you can call um that District right then and there and do safe schools there are certain factors that the student is uh if the parents disclose that those students are on a plan of some kind IEP or whatever we would certainly enroll them um because you have it as 24 hours we want to make sure that we're meeting the needs of the students that are coming in as well as meeting the sleeping security for the entire school you know whether general education special education or otherwise and often families will disclose that um and if and typically when we're having conversations there are indicators that would let us know if that isn't the case
011although we can uphold an expulsion um and say you can't come into the school assuming that you were through an engine full expulsion program which looks a little bit different in other states than it does here especially in lcsd1 but certainly those we would figure out what it where they're coming from and what that looks like for an expulsion or a long term and then we would address the needs as required through the state so there are a variety of options can I go into the annex can they go to our Annex they were in a suspended thank you the placement is our placement so we make the decision on where they're going to be placed yeah I'm sorry yes I was going to go back to the original question about when kids transfer from
012school to school we've done a lot of work starting last year and this year to make sure Mr sicarelli always talks about a funding Cliff we've identified we want to make sure we didn't have an intervention clear so if a student was receiving an intervention in one school we wanted to make sure that we would be able to implement that intervention at the the receiving school so we didn't have a cliff where a student could be successful in one school not another thank you very very interruption anybody answer any questions so we're gonna we're gonna take a look at three areas of mtss tonight we're going to review kind of a broad overview of what multitude system and supports is Matt will do that I'll get into that we're going to look at current data
013Trends in our district and then supports you put into place and in forthcoming um a school year as well so Matt with that level thank you Mr really excited for the opportunity to visit tonight um you know returning board members you've probably seen some of these slides before but I think it's really important for us to go back to to the foundational component and say what is a multi-tiered system of support and I I think about this in a lot of us in schools call us multi-tiered system of success for students we want to make sure that we are recognizing unique academic social emotional um and and behavioral needs of all students and so in order to do that we're putting evidence-based practices into place now the graphic here on the right is the one
014that as soon as we when we say mtss people kind of give us a bewildered look sometimes but when we show them the graphic they go oh I've seen the Pyramid of interventions before and so this is the pyramid that we've used for the last couple of years um one of the things that I would note on this pyramid is the line right down the middle and Dr Burkhart back there always says to me that she doesn't like the line and it makes a lot of sense to me and I want to just point that out that the line is really in place on the left-hand side we have our evidence-based academic content and on the right hand side that's where our behavior supports but we don't do one without the other it's kind of
015the chicken or the egg right do we have a behavior issue because we're not really understanding the academic content or does the academic content cause the behavior so we're not going to teach math stop doing that and then do an evidence-based Behavior program we intermingle these things together all of the time so while the line is there it really just separates that for our text but I want everybody to know that that's we're doing those all the time simultaneously together so at the bottom of the pyramid that's our tier one or our core content that's what we make sure that every student gets and we're going to test my knowledge since I can't see my numbers off to the side I'm just kidding I got these but our tier one really does need to meet
016the needs of 80 of our kids when we think about a pyramid like this we want to use the best first instruction model so that students get exactly what they need the first time they get it in the first instructional opportunity so we want to make sure that 75 to 90 of our students research says 80 of the kids get that um on the the academic side that's where we're going to talk about things like foundations and hegarty and our geometry curriculum all of those things that everybody who's taking the class are going to get on the right hand side what you're going to see listed there for those behavior supports those are going to be sources of strength PBIS survey a second step all of those things we make sure that every student gets
017along the way now we know from experience and from research that not everybody's going to get it during that best first instruction model and so we need to be prepared in order to provide some additional supports for kids that's our tier two I also want to make sure that we say that all students who get tier 2 still have access to that tier one curriculum and material so it's not like you don't get your PBIS because you're not getting tier two in a in a check in check out intervention you get all of those along the way some people call it the core plus more the core plus more plus more but really what we're doing is we're making sure that we're meeting the needs of kids in the moment that they exhibit those those
018issues so in tier two that's targeted supports for small groups of kids we take students who might be experiencing similar issues whether that be academic or behavioral and they say what's the easiest thing that we can do that's evidence-based it's going to meet the needs of these kids and then we use our progress monitoring tool that I'll talk about in a few minutes to see how they're responding to that work that we're doing and then if you continue to need some additional support we can provide that into tier three and we we call that a more intensive intervention typically what that means is that we take the size of the group and make it a lot smaller that might be one student to one adult and then we're going to increase the time so instead
019of you know twice a week for 30 minutes we might start to meet with a kid for um you know 60 Minutes four times a week however the intervention tells us that we need to follow that for Fidelity of that intervention my whole child yes can I ask a question on this your percentages sorry my voice is not um the percentages are these based on what is actually happening or those like the ideal model percentages and is there something different that's a great question what I have up here right now those percentages that's what we would ideally like to see is that 80 of the kids get their needs met in tier one then 10 to 15 and tier two and you know five to seven percent in tier three um we can I would
020tell you that when the numbers get bigger than that it gets really really difficult to manage um if you could imagine a school where you know if we're talking about Behavior here at night primarily if you know fifty percent of your kids need tier two or tier three supports that really puts a large burden on the the system to really make sure that we're getting all those academics that's why tier one is so absolutely critical um that we get that through that best first instruction model great question and and I would say and I I could get this information um our most recent Savers Administration the winter Administration Falls pretty close into this model [Music] next I want to talk about those key elements of a multi-tiered system of support again through through research um
021real quick I do want to add because I'm pretty happy and proud of this word we have been working with our parent advisory committee and we've created an mtss handout that has a different graphic than that when you see it but we've got a lot of feedback from parents to say what is a parrot friendly version of a multi-tiered system of support so we've adjusted that language so we're not using all the acronyms that we use in education really making it easier for parents to understand okay um so I'll talk a little bit about these seven key elements and again these apply for academics as well as behavior and then when we get into Behavior I think it'll it'll clear up a little bit but um the first one that I would talk about is
022our Universal screening we do that three times a year the beginning of the year the middle of the year and the end of the year really helps us gauge and take a quick glance at who is at risk for a poor learning outcome so students take that academically using fast bridge and they take it Forward Behavior academics and excuse me social emotional behavior on our Savers assessment three times a year um we can use that also to gauge just the overall health of our tier one system in the winter Administration the most recent time that I looked at it was last week we were right about that 80 percent of kids showed in that low risk range saying hey we're right where we need to be and then we can dig into that to take
023a look at that but it's really just a screener to say okay who is it that we really need to focus on right now and make sure that we're doing what we need and that's one piece of data and all schools use a risk verification for that that encompasses a little bit more robust system than just a one screener in time we're going to look at grades we're going to look at Behavior referrals we're going to look at attendance to see do we really have a kiddo who we need to apply some interventions for um Fidelity of implementation this is a huge one force in our district um and I think about myself as a young principal we've implemented a reading intervention and the reading intervention was designed for one adult and three students the
024first thing I did when I looked at the data is I said wow I have way too many students who need reading help so I put six kids in that reading group and guess what I didn't see I didn't see the results with the manufacturer had done the test and the study with so I didn't see the results of those so inadvertently while trying to get more help for kids I put us a little bit further behind because I didn't implement the intervention with Fidelity and this is one of the biggest ones in our district that we've really focused on this year when we have an evidence-based intervention we want to make sure that what we're implementing is going to make a difference for kids we have to do it the way that it's designed
025with the research shows us to do um before you go on I mean talk about there being more kids that needed it what happened to that situation instead of going what is six what would you do well I think what I would do if I had more kids who needed it is I would work inside of my database teams and making database decisions to say here's the students that we need how who need an additional intervention how can we get them that and so that team gets together and takes a look at it now one of the things we might identify is we have a tier one problem right now so if we have too many kids our tier one's not meeting their needs and so we might need to add some things to our
026tier one system and if that doesn't work if we say no in tier one we've done everything we we can right now right now we just have a few more kids then as a team we would begin to say all right how can we get creative to meet the needs of these students can that mean saying I need some more staff I think it could but I think you know ultimately we want to make sure we're utilizing all the assets both tangible and intangible inside of our building first um but I think the next couple really bear that out and really honor our PLC process to say as a group of people what are the issues that we're facing and how do we solve them and then how are we using database information we're in
027Tableau all of the time looking at that work that Trevor sending us we're looking graduation reports we're looking at assessment scores all the time to make sure that we're making these database decisions for our entire District we're not saying well I think we need this and our school Improvement plan this year let's try this really trying to do um some good work in that area and then um the one that research shows that we struggle with the most Across the Nation is progress monitoring we need to be checking in on a very regular basis on how kids are performing both academically and behaviorally um and one of the things that we've really been working with this year is if you're in a tier two intervention we would like a temperature check every two to three
028weeks to see how you're doing it and if you're receiving a tier 3 intervention that most intensive you know that that small that one-on-one small group extended time we want to make sure that like once a week we're checking in are are you gaining ground in the area that we're providing the energy for um and then reporting that back to parents reporting that back to the PLC team are we doing that Mr seiple right now is that part of our across the board that everyone 's something I wouldn't say at this point in time everybody's been told and expected to do that we're working towards that um in some of our work in our building intervention teamwork putting that dialogue and information into place to create that system um but I I would say on
029the behavior side we're really a lot further ahead than I originally imagined that we were or thought we were um to say that every two weeks those data teams are reflecting on all data identifying hey is this making a difference do we need to intensify this and likewise how do we move back down the Pyramid of interventions so if I'm a student who was receiving some tier three supports and I'm on week four five or six and I'm really rocking it how do we as a staff begin to one look at the data and identify when is it time to go back down because that's the ultimate goal right is to get everybody back to tier one so we're looking at that data making a decision and then how are we fading off that intervention
030so students still successful to answer your question yeah so are you working on a name processor handbook or policy what are you what are you doing to try to get there yeah so Department of Instruction we've been working on our bit paperwork and so that's one of the first places that we identified that that would be a good place to to do that with and then through some of the professional development we did this year we created data teams at every building to start to take a look at that data and provide that information back any other questions okay so the three main goals that I shared last year that we'll dig into here in a little bit more in depth um the first goal was to increase literacy rates and academic achievement in all
031areas providing students the behavior intervention that they need in order to um have success in their academic areas I think is important goal number two is increase student engagement or participation with all schools it was all School Community leading to increase positive behaviors at all levels and that third one is really honoring that site base knowing that all schools need to dig into a multi-tiered system of support and have some unique characteristics that really meet the needs of their buildings so schools are building their own pyramid of interventions using District information and then adding to it for their student population and I think as Mr Fraley then now moves away from that MTS mtss overview excuse me really digging into that behavior now thanks man any questions for Matt before I get a little more
032specific into into what we're really here about and that's that's your request on looking at specific behaviors across our district and what we're doing in response to those I just have one general question but with the universal screening three times a year those two different assessments is that all grade levels yeah so even at the high school level you're assessing every student yeah three times a year so when I say fast words we have fast Bridge license for all students um now when we look at those Universal screener percentages there are fewer kids at the high school that are taking that Universal screener okay so they might not be taking the fast Bridge some groups of students are required to at this one time but certainly case six all students are taking passbridge and then
033all students K-12 are taking Savers and then some schools are elected to do the my Savers Universal screener as well and that's where the student provides information and feedback on how they think they're doing socially academically emotionally as well when is that done at the secondary level is set in advisement or how do they so yeah that's a really good question and we've struggled with that a little bit because we want to make sure that the teachers have a really good knowledge of the student um and so what we've done is we've picked one class and then we've identified that so I think this year was their English classroom English teacher takes that um and when those students you know we wait about 30 days at the start of the school year and those teachers
034go in and they take that and then where we struggle at the secondary level is when classes change it's making sure that the teacher who's administering that survey has an ample time in order to do them yeah thank you so English because every student takes English right yes otherwise when you open it up there's 900 kids and it's really hard so what do you do for students whose parents opt them out of surveys then I know that's a huge challenge but how do you assess them at that point if their parents done a waiver and said no you know with it being a universal screener and a part of our assessment uh calendar we haven't had any parents that I know of opt out of it okay um across the district I know when we
035do the my saver since the students are taking that and that's not done with everybody we do send home um something that reminds us this this is what we're going to be doing here's the reason why we're doing it here's how to use the information and we have had some parents who said I'm not really interested in my student taking my Savers but the one that the teachers complete um to my knowledge we haven't had anybody opt out of that so it's important as we process this the Sabers piece although has the feel of a survey actually isn't as part of the assessment model it's not like a typical hey do you like this or not like this it's based on Research that allows for us to know how they're where they're assessing on on
036that assessment it's just the other part of that NTS assessment if I reflect on on chairman boland's question about when these kids transfer from one building to the next they are beginning to accumulate quite a bit of historical information to be able to transfer from one building to the next so when a school gets a kiddo they can look at all of the fast food results academically over the years as well as how they've been rated by different teachers and themselves so that's a really nice information back here when the student comes into the building to look at to say wow this kiddo is really doing a good job sees himself doing a good job or just the opposite to say wow here's a kid we really need to get on to on right away
037to make sure we have things in place for them so who is it that would be looking at obviously the teacher of the student does anybody else would be looking at it yeah the data teams inside of the building are looking at it to see if tier one is meeting the needs of 80 of the kids and then teachers are looking at that as well I mean just the one to transfer again yeah I think inside of every building I know that in my building it was a group of us who got together with the classroom teacher School social worker myself kind of the data team to take a look at how the kiddo who comes in what are some things that we need to make sure that we're paying attention to right out of
038the bat I remember as a teacher we could go down look that up but it was always our responsibility to go down and do that so yeah I'm hoping that maybe that's a little different now yeah Transitions and it's not it's not stored inside of a cube folder where nobody wants to look at it so it's easier right now it's it's the same class like where we can pull that up and get a quick limit I want to Highlights uh thank you Matt um some of the work that uh RV Burkhart and her Department are doing as well because it's in conjunction with the student services department that we when students transition not only within a school to receive more accommodations but also um you know or change accommodations but also within District you know
039so their their IEP is thousand and the system um they can look at amending that they can look at holding an annual meeting but all of the all of the adjustments that are made when students have challenges um are in lockstep with our special services department right now I just want to point that out as well as we move forward give reminders like for example if you have an annual meeting coming up that you have to have with a specialized student well I give a reminder to the teacher yeah so each student has a case manager that is responsible to make sure that if they're annual or their tri-annual but we do have some checks and balances to make sure that the administrative level that there's some oversight is there as well good question um
040So currently this year I wanted to just capture where we're at at this snapshot in time we have students as you can see are our highest offenders are using um or have possession of unlawful drugs and that's that's where most of the students are are finding themselves long-term suspended or expelled and you can see going down the list of um occurrences this year where we've long-term suspended here expelled students and so when you're looking at about I think that's roughly 50 students um that's the breakdown of of behaviors that are leading to that now leading up to that it's not just the one instance that's doing that there are several Flags along the way which I will get into we also note that through some Trend data looking at where um you know some of
041the students are having some issues with transitioning with uh you know being ready for that next level six to seven seems like a big one and then eight to nine and so we're we're constantly rethinking and doing a lot of planning around around those transitions but also school to school from the educational Annex like like Tim you brought up to back to school we have supports that we're we're looking at and we are improving in that process to try to help students when they transition both from their home school to Annex and actually the home school or or a boundary waiver situation where a student may need a fresh start and we've put some supports into place that Matt talked about their building intervention teams bit teams at the secondary it's called hope teams it's
042a similar acronym it just stands for the same type of work um different acronyms same type of work where their team would get together and take a look at the specific needs of those students and so when we we look at this data we can make some assumptions that we have we have work to do here but keeping in context you know we have nearly 14 000 students when you're looking at eight of those seventh graders out of 1100 that's still a pretty small percentage that we're talking about in students that are actually getting to that level of long-term suspension or expulsion it's doubled in in eighth and Ninth Grade or their box and then dropped significantly in in 10 to 11th and 12th grade so we know where we need to focus that attention
043and that's where our intervention teams are really looking at preventative models and reactionary things that we need to do to help students that I'll get into pretty soon well I'm hoping that the drop from ninth to 10 11 12 is not because we're losing those students to a crap out situation yeah currently um it's a good question currently we are tracking that data with more attention uh we we get a weekly or a daily report we take a look at uh if those those dropouts raised lower even off cohort students that are are maybe flunking your class and that puts them behind their cohort and so we take a look at that data um and our data teams and our graduation coaches and our principals and counselors to make sure that they can make that
044that quick contact with that student that may be struggling so that's another one that Matt talked about a little earlier with graduation data that gets into more of the nuts and bolts I was going to ask about um if you could give us some examples of what you're you're thinking for these transition grades um because it seems like you can't predict necessarily who's going to show up with drugs or be high or something like that um but you do have predictors that it's the transitions between Elementary and Junior High to high school so are you thinking widespread communication or programming or something for those sixth graders moving into seventh grade and those eighth graders moving into ninth grade or how what what can you give us a few tangible things your sandwich yeah yeah you
045bet we'll get into that and that's that's exciting work we're doing because you can't identify am I correct you can't really pinpoint who it's going to be I mean sometimes there's signs but other times a kid just shows up with a water gun and they get suspended um so yeah there's there's that but there are reflex there are certain pieces in their life that are telling the story and uh with with attention to that we can hopefully pair books and preventative pieces in place and that's what I'll get into kind of what we're doing uh but you're right there's there's obviously that human nature side of what students make a choice and get themselves into and so there's that for lack of better term Rehabilitation piece too whether they are you know have counseling um
046you know they have a brush with the law and so we have to go through the court system and so there's a each each of those have their own story to tell and um we worked through those like I said about 100 per year to work through the same thing I'll also add but I think one of the things that we recognize in this and and Mr friendly will talk through this is the rest of the slides but also the fact that developmentally that that eighth of tonight grade year is um kind of that last Hall of the brain development prior to adulthood so your brain function is totally different than it is before or after that we see similar transitions from hinder to first and then again once uh you get to early 20s
047but this chunk of time it is not unusual to see this type of I'm super impressed it's only 18 but that level of like oh I didn't even think through that single event that might have caused me XYZ because there are some of those in there that are single something happened you know my I jumped first versus this long kind of seven or eight events as we look to open our second five six goal do we see any difference between the ones that are going from the from metal Arc to the junior high compared to anybody else you know it's a hard comparison because then you're taking such a large you know group of 250 students uh give or take um and and trying to compare it to another set of 250 ish uh to
048a different to maybe a McCormick instead of a carry and so it's uh we we would have the ability to track some of that uh but they're um you know they're at Meadowlark or say Coyote Ridge coming up they would have a lot of different the same types of interventions that we could uh take a look at that comparison data in the future that would pull true to 2056 School foreign so I want to highlight some Trend data for you and this is uh this is me um I think I when we look at last year's 97 students said it would be long terms to spend the New York spelled uh comparison here today we have 49. um their rate of referrals is higher so we're looking at about 10 and a half to almost
04919 referrals uh for those students this year that tells me that our our stock are pulling out of those students and doing more intervention with them for longer that they have an opportunity to try to restore some practice to get them in some tier one two or three level programming that they have different ways to try to reach students um but ultimately looking at the data and saying yeah we we still have 49 students that even when we are looking at some intervention we still have 40-minute students that need to be long-term system here as well um so there's that piece that you know it doesn't look like a good optic and a good rate I see it as a as an opposite I I see it as our staff are wanting to hold on
050to them they may be doing some some they have some leading indicators to say yeah they're going down the wrong path but I don't want to take them you know to long-term suspension yet so um we do see some increases this year that from last year we still see them increase in drug use drug use and possession as well well as threatening behaviors toward each other or adult toward adults but we also but we see some decreases in weapons violations and in fighting and in defiance as you can see pretty significant 70 percent of those students that we've only been suspended have referrals and defines this school year it's really interesting so if you think it Defiance it's more of a uh relationship so when you're talking about trying to make the students social emotional
051needs they're angry for some reason they're defiant they're not compliant they're not following a directive or um you know not not following through with something they're they're have defined behaviors so we've pinpointed that pattern from those students and and Diving deeper into that with our with our teams so interesting Trend David I that I wanted to share with you Mr Farley I'm a little confused by your comments around referrals um just looking at the Optics if I'm not reading it right let me know but the number of expulsions last year was 97 with 10.5 is that a percentage in referrals right it's a rate of uh so approximately 10 referrals for each of those 97 students somewhere higher similar but on average oh okay so that's what you mean that they're keeping them up to
05218.7 referrals before they recommend them for absorption okay on average so some kids like you mentioned may bring a weapon to a school who admits they maybe had two or three liberals well that's going to lower your rate where some kids they have 20 referrals now they may be you have a defiant nature maybe cursing maybe running in the hallway something is some indicators of behavior that are leading to this so the schools are holding on to them trying to intervene put them in a program and so that's why I try to try to look at that side of things and why do you think that the schools are holding on yeah to them longer I think our intervention um our adventures to be put into place this year um are they're trying they're trying
053a little bit longer with these students there are more interventions for them with our tier two and our tier three um supports are a little more I don't know if it's robust they have a little more training than they used to have so um I'll go through the training slide later so they're they feel a little more skilled to be able to handle some of these behaviors I see and so I'm kind of looking at this in a in a positive or optimistic way because they want it sense of belongingness for these students they want to hold on to them and say no you're ours you're not going to do good we're going to try to help you through this so I think one of the things also with that is data teams begin to
054look at referrals and reason for the referrals they're beginning to make those database decisions and it doesn't feel like or this this student has 18.7 referrals all in the last week and I'm overwhelmed in the Behavior now it's time to move for long-term suspension I think we're starting to really say okay we had one referral here and then it was three weeks and it was for a different thing and they're really starting to get academic around the work that they're doing and and being able to reflect on the results and how the the student is you know that progress monitoring piece that I talked about it doesn't feel like all of a sudden we have to do this it's kind of over time we see some some progress from students historically the number of long-term
055suspensions and explosions is there a time of year that is for those type of things to be happy I mean we're we're now in early April and we're at 49 is is the next month and a half a busy time or do we sort of do we calm down a little because the end of the I do do you understand what I'm asking I mean is Christmas time busy or is that is there any kind of trend there is some Trend uh I'll take a look at that over the last 10 to 12 years and typically uh right before spring break we see uh kind of a peak in this of activity and long-term suspension data right around February March April but then it tends to taper off toward the end of the year so
056we will perhaps be celebrating again that's right the wrong way didn't I I wanted to take a look at this data just to show you um when when these students have offenses it impacts our district right when they so when when we're we're tracking long-term uh suspension and expulsion data for the number of kids for the past four years uh not inclusive of this year because they're we're not at the end of it we don't have some of this data back uh but our graduation our attendance rates are lower um for students that we long-term spend or expel our dropout rate is uh is higher although last year it wasn't as high as previous years and then our act um our why top scores are significantly lower across the district so we know like Matt
057said uh shared that these two mailed the academic and behavioral side you can't neglect on and try to boost the others that you have to really bring these two out of balance because they typically go hand in hand and so when we take a look at behavioral offenses these are students that as you can see where I've highlighted per 100 students they have a rate of uh last year 4.47 Behavior referrals after that intense intervention whether it be counseling when they're long-term suspended whether it be you using new Volterra base or some wraparound services that we've provided after their long-term suspension I'm not saying it's it's perfect because they still have you know about half of the behavior referrals when they get back to their their home school but I'm saying it there there are
058when we pay close attention to some of this data there are some some slow lines what we're finding is that so much of it is about building the capacity of a relationship so that they have the anchor that that wanting to complete or wanting to meet the needs of what they have set out for themselves and a lot of that is where you see that where the dropout rate is improved the completed rate goes up that graduation rate you're you're looking for that anchor to keep kids connected and in school um you don't see that if the attendance rate continues to go down and they're also not graduating and they're also not competing what we're trying to do is find more intensive ways of getting them there so the difference in graduation leader rate is
059graduation rate is support for your cohort and the other one is people that do a Beyond whether it's by GED or just graduate fifth year seniors or GED High sets yeah so how does this this is just expulsion or is this about some food students that go to the Internet okay I wanted to give you some examples of what we've been doing for the past couple of years it's uh you know pardoning but it was offensive um and I just wanted to highlight some bullet points of what we what we see in our schools and some some real real world examples of this uh this was the first one on the left is the a couple years ago it was at a school that was found with about 60 to 70 of these cards and
060we're being and um the next one was this year you could order these on online from Amazon and so uh those were those were confiscated and still trying to build that capacity was to improve the student to understand oh this is how this is abusive toward others um how this is discriminatory so we we take a look at that up first one is abusive language but we also see these these other issues throughout the year Defiance drugs threats um students not coming to school they find more and more vape devices in the drug therapy area um they're getting access from from outside the school and bringing into the school and then some weapons that you have to suspend around the person on the left were there ones who actually filled your names on them you
061know we didn't I didn't see any names uh but I I know they were passed out but we got on at that first thing they were recovered quickly yes when they ordered these they ordered with their names like well maybe not necessary but a real name maybe yeah I don't I didn't see any with any student names on them um I knew it came through Amazon through a generic website sorry and I thought these are just examples so the behaviors because those two cards so were those found at once or was that sort of a super white thing two different schools junior high levels okay foreign gets into kind of our our what we've done in the past about this this time a little before this time last year we saw this type of behavior
062who saw some and social media transgressions we saw some some of the behavior that I shared so we came out we tried to uh come out and try to get ahead of it and I think we're fairly successful I think it really aligned us um to some of the work that we we try to do and we had a call to action that can recall uh so this letter came out to uh and we went through it with all of our administrators I was a public-facing document so a lot of people I think appreciated what we were trying to do and these four areas were highlighted um or excuse me three areas were highlighted here in that uh if you see something say something that's one of our posters that are out in our schools
063uh tell your child's principal tell teacher or counselor SRO if you see something that's going on say something they can also do that through safe to tell and then Intel parent Your Guardian to call contact the school right away we want our our principles to communicate to act swiftly to re-engage into an act and that's really trying to empower the students so that's kind of where our sources of strength came from is where a lot of the things that the kindness campaigns are coming from that they want to get ahead of us to prevent some of these things from happening um and so that was the call to action that took place as you can see beginning of March last year that just gives you a little more context other things that we've done throughout
064and we've tried to to improve upon is making sure when they see something and Define what it is so let's just take abusive exam abusive language as an example abusive language means that students deliver that for an intend to harm because they they see this opportunity those two cards were put in hands to harm kids and so they call that abusive language so it's clearly defined this is just a snapshot of you know the a to the D's right there on our extensive list to Define behaviors let's call it what it is let's define it make sure and and so make sure we know what it is and we can use that with counselors with teachers and principals they're all on the same page and know this behavior is and that's found out from the
065investigative process and and those pieces undefined so uh that's a big piece that's important in our district at all at every school so all our workers have turned in the background you said this tool so that's a behavior descriptor and then when it comes to consequences you know some uh you know some principles years ago I was one of them you know a lot of subjectivity in our decision making this makes it very objective this makes it okay if a student has some abusive language they have their first offense that's very honorable very hurtful we can use ISS your OSS you can say second offense third fourth uh we take a look at that so this is what we call our consequence of behavior Matrix so it gets into some consistency across our history what
066administrators would use as far as the consequence it's not the only thing because what they're telling us is that we need a restorative piece because we can't suspend them for life if we don't want to we want we're an educational entity we want to educate so bringing them back in a restorative piece along with that as well that meets the context of the students need it's a Savers piece that they need if it's a uh you know student to student the peer issue having some restorative practice there and our teachers are going through that training it's getting close isn't it is exciting so we put a lot of these pieces into place we have behavior solutions training that dealt with culture climate Communications and curriculum in our schools is this the robust uh training that
067you're giving your tier two and tier three years two yes tier one and tier two uh we had this in August for all of our schools and all our school leadership I should say are real behaviors so principals psychologists this is and uh a group a pair came out called the hangins and they went through a lot of these these pieces with binding behavior solutions within tier one and tier two um obviously we utilize a great mou partnership with CPT and rscp CPD and our sros um we did some culturally responsive environments uh training with Robert Jackson and he highlighted 10 areas and working with staff and students how to meet reach our marginalized students and our students are really struggling we use the ASCA model with our counselors our social workers our graduation coaches
068and of course our Behavior Matrix team when we look at defining those behaviors and our consequences is this working let's look at this data so if we look at that with these groups of folks Harvey's done a great job in learning training so bringing along our special ed teachers because they're they're you know boots on the ground this is what we're doing with behavior plans a functional Behavior assessments those types of things that really speak to that support model this year as you well know we started the school support model where we saw an increase in behaviors and so we have that going on in a robust PBIS sources of string and utilizing freshman supports academically and behavior so a lot going on district-wide or we're supporting our students out there here's our behavior solutions
069this is really powerful this is one thing we shared with one of our groups this year a student struggling to read is not sent home an expected return read in one of them so struck why is that is students struggling to behave is sent home an ex and expected to return return behaving decided that's where our preventative and our proactive approach to behavior is coming from that mentality um and so they wrote a book don't suspend me we highlighted some of the some of the academy approaches to um to meet the needy little students this year but also here's the book from the hannigans that they uh that they author um to try to work on our tier one two two and two three interventions in a robust consistent way across our seasoning Mr Fraley
070I think I think one of the things I'm interested in in maybe learning more about what you're doing in this idea but you know I think sometimes students learn from the environment they come out of and they bring that of course we all bring our own environment into our different situations um and so they're bringing it into school and if they don't have an environment at home where they respect authority or they have to sit still or whatever it is that is causing behavioral issues at school they need to learn how to be in school and I know that um RV Miss Burkhart just recently briefed us on how they're doing some intensive classes for young ages in certain schools to teach kids how to be in school and behave the way they need to
071so that everyone benefits from the teacher the teacher has the respect and platform they need to teach the curriculum and hopefully get more educating done in the process and then that student comes along and learns how to what the expectations are and that there won't be any compromise in that area and so it's great to understand where they're coming from and I kind of agree with that clothes but what can we do for the older kids to teach them that be certain behaviors are not acceptable if you go to the movie theater you're expected to be quiet and sit in your seat right that's just everybody accepts that we buy a ticket we all accept that behavior so we go to school we have rules we have dress codes we have all these things what
072are we doing to kind of deal with let's get these kids conforming to what the rules are I think it's a it's a variety of approaches first I think our job is to teach so that they can go to the movie theater and behave appropriately and be quiet and all those things because that's their future right whether it's at work or in movies or at the mall so part of that no matter where their age is is to make sure that we're providing those systems so that they're successful now there are times where that isn't the case and they still continue to for whatever the reason um not conform used and for us it's about okay then what because at the end of this entire graduation experience whether the living credits or they need a
073job or whatever you want to make sure they have that success rate and that came out really clearly in a strategic plan about making sure that those transition points that we're talking about are dips along the way so that when a student in kindergarten isn't um isn't finding success that we're providing a programming if that's happening in fourth grade or fifth grade or sixth grade or even older and and as an example the annex is part of that because it does a student is long-term suspended or their own stipulation agreement they are then going there for that time to figure out how to come back to that General School population we're going to continue to enhance that and over the last 18 months you've been really strategic about where do we need to start right
074so where is it epic right we want to start with the younger kids so that we're not repeating this over and over again and then when we have those moments more robust how do we provide social emotional like sources of strength many of you have gone through that those are Baseline pieces so that we're starting that exact piece like this is where you need to be this is what's acceptable and not acceptable so that there are less of that of those situations happening on a regular basis and then when it does come up quickly we're able to address it as it happens with the idea of teaching it because often they may not come with that understanding you've never been to the movies Seattle movies you don't know that so that's what we're trying to
075work on and I think that Jim and the team and Matt and RB and everybody are constantly working on how to improve that when we think about programs and systems that will meet kids where they are because they're not coming to us you know as you know like in a cookie cutter they're coming to us like this one's gonna walk you this way and this one has this situation how do we meet their needs um and that's what we're trying to work on is this comprehensive model about ncss so we have four minutes which I hate to do on a board meeting night I want to say thank you um if you have questions and you want to filter them like you know gyms respond we'll we'll coordinate those and then we can come back
076and do a next phase there's mtss people think about like mcss is something else mtss is the work we do it's academic and behavioral and it's all of the things for each individual child so it is a really deep conversation that we can spend you know a whole graduate degree on so when you tell us you're done we will stop telling you about it otherwise we'll just do the scheduling look at that four minutes if you have to use the facilities thank you very much for presenting you guys with Victoria [Music] um just it's a lot to us [Music] please join me um parts foreign consent agenda on routine matters I don't know Mr chairman I move that we um a second this is Justice agenda any further discussion you know we do have two

079now all right so our next thing is going to be our student of the week and our first one is from Johnson High School so uh so we're celebrating from Johnson it is my absolute honor to introduce to you is Aiden pear so a fun story we have about upwards of 700 students in our building and about a couple of months ago I decided to apply for the head principal position and on that interview panel was Aiden he did a great job and I was super proud of him within that whole process some other awesome things about Zayden um he always is giving 110 percent that he's always being kind he's always giving others a smile to make sure that they can smile within the hallways and in the classroom And he as of right
080now would like to become an elementary teacher so yeah and then like to introduce you to Mrs Robin Porter this is the teacher that he chose as his favorite teacher to help Greg on him a little bit more tonight good evening um first of all I want to thank Satan's parents because I get the pleasure of having Satan in class every single day and he is one of those students that when your energy is down a little bit or things have been happening and it kind of pulls the energy away from you just having Zayden in class helping you helping other students helps lift up everyone he um he's an amazing technology person and so when we have virtual days and I'm having trouble at home connecting to the internet he is emailing me and
081telling me hey Mrs Porter did you try this and usually it's something that really does help me and if other kids are having trouble either on Virtual days or even in one classroom they will ask me and if I'm busy with another student they'll ask Zayden Zayden is one who when he helps the students he doesn't just say give it here and do it for them he points at the screen or wherever they need to be he walks them through it like a true teacher to have them learn to do it on their own but he helps them I when I nominated him for student of the week I actually nominated him for student of the century because he is that amazing in my in my mind hi my name is Aidan Perry and I

088received a second place in junior division at the Wyoming state science fair she received second place Junior Division and she's a sixth grader okay foreign his teacher is Jennifer billavent and his principal is Rhonda Lovato's he uh competed in plant science and his his um project was a heat plant project at the regional science fair he got first place in the junior Division and at the Wyoming state science fair he received a special award from ncar cils Jr and a geode Finance award congratulations what Michael echipere is a student at Prairie Wind Elementary his teacher is Dana Erickson principal Brian Aragon today's project was a physics project called don't shoot your eye out he won a regional science fair first place in the junior division at the Wyoming state science fair he received first place
089in junior Division and he will be one of two people from the state of Wyoming to go to the regeneron international science and engineering uh Fair uh he is a 2023 Fisher Junior invitation challenge uh person which is really like I said only two from Wyoming and he's one of them also a sixth grader Khan made it uh this evening that she had a biomedical and Health Sciences award she received the first place in a junior Division and second place at State she earned a lenelson early inventor prize as well as an encarcel's Junior math computer science special award then her brother Abdul Khan a Central High student had a Robotics and intelligence project machines and systems software he created an assist student an assisted walking device to Aid Mobility he got first place in
090the senior Division and then at the Wyoming state science fair first place senior Division and then a senior division inbre honorable mention and then last but not least Shelley who work who is a student at East High School she had an Earthen environmental project called deficiencies of plant essential nutrients as anions and cations in an overgrazed riparian area conventional science fair award should received first place in the senior division at the Wyoming state science fair she received first place in the senior division she was an AWG special award an ncar Sills honorable mention award a Laramie Rivers Conservation District special award and an air and waste management association as well as a Rocky Mountain State second place senior award you are Lily Aiden Michael Sarah Abdul's or Shelby's teacher would you please stand thank you

093his first day on the job was his first day my third day as a child so he just learned how uh he just learned how to turn on the lights and whatnot how to run the facility pretty much and I was sitting there on stand um after my writers with our manager and this guy's swimming he's been there all day apparently with nothing to eat so that's a big reason why he passed out on us like he did a 25 and then a 50 completely underwater when he made it back he passed out and I was unaware if that was a part of his training or anything so I just turned him our manager and said hey is this uh is this normal and uh yeah so after that Kim and I came over and
094we helped assist to extricate him out of the water I called 911 Lucas assisted him in trying to resuscitate him and just keep him stable until First Responders got there and he made a full recovery he's doing great and yeah I will never agree so with that thank you very much again I cannot impress upon you how important it is to have our students anyone uh perform a life-saving event but um thank you so much for our students for being Forefront and ahead and being able to um save this person's life so thank you very much and um I'm going back for my seat while Mr Bowen announces the next through the week I'm really enthused about introducing our student of the weekend when he wasn't here he's such a great kid but I knew

096part of the East High ROTC program I'm a student leader there so that means I need a handful of kids throughout the program help them learn discipline honor integrity and personal courage a few things that we do I've also loved taking advanced classes I've taken most not almost all the AP classes that South High offers and I've also am in concurrent enrollment classes with eligible c as well because some more about my junior ROTC is that I'm a national level Marksman last year I placed 98th in the nation for all ROTC Marksman and I'm soon enough where I'm heading out to uh Utah to participate in another Regional Marksmanship competition I'm I'm recognizing Mr Thompson as uh throughout my uh student career at South High School he's dedicated his time effort to keeping the school
097a safe environment as well as letting the students take advantage of these programs as AP or intern enrollment thank you very much as a teacher I didn't talk about walking the reason I put him up here is because I can't remember all the things he has done he is a tremendous young man so I'm going to tell you a little story and I want to thank Mr marriage in the East ROTC program because our kids go east and are part of it well they recognized our kids at an eastbound basketball game and it is the East rocc program which we're very proud of our students and as they enter this walker okay he turned to the South crowd away and you stood and watched and the reason I love Walker so much is the exemplifies

100Side chapter we took 12 students and out of those 12 students 10 of them qualified to go to the National leadership conference which we will go to at the end of June this year in Atlanta so these six plus one that's missing um actually earned the state championship and one or more of their events that they competed in so they will start and I have to have my teach for their events so down on the end Neil Touchback um he competed in digital video and website design and it's first place in both of those events and will compete in website design at Nationals um Ray Sparta he competed in I don't know remember your test but his first place events were a sales presentation and introduction introduction to business presentation so they will compete at
101Nationals and introduction business presentation they can only do one again if National Jaden Rutherford was a little bit of an overachiever but um he competed in four events placed firstly in three of them he did political science international business and sales presentation and he will compete at Nationals and international business and that's what they got their first place in so they will go to National good night they had another event they put second in but they'll do social media at Nationals and then Aiden Cabrera down here was the Super rubber achiever you place first in all four of his events which included introduction to business presentations digital video with Neil um introduction to information technology and computer problem solving so he and Grace will become competing in introduction to business presentation and then I had
102one other she couldn't make it tonight Caitlyn she had driver's ed which they can't miss so she was unable to make it tonight she also placed first the website design with Neil so they will be going in there so I'm very proud of these young people they worked hard and competed hard and we will go to Atlanta this summer and compete some more and have fun um as always I want to thank the South High staff and our administration because they're so supportive of FBLA in our programming everything that we do we keep busy throughout the year doing community service and partners even bringing in doing a lot of different things when the staff is at the board of Earth as is the school district and the school board so thank you all very much
103for everything FBLA is a National Organization that employers and colleges recognize and acknowledge the importance of the skills that they're learning through does um any parents yeah your parents here I think there's some standing right there too thank you by the way because the FBLA team has been tremendous over the last couple years and this isn't the first time they've been to Nationals and they are just a phenomenal group of people to work with so I really wanted them to know how much I appreciate um all right our next one is when we eat High School good morning individually by him along with Dr Crisco and the department of knowledge that they recognize the basketball players you also recognize anybody that helped funny interviews coach Rusty before his lead he's going to introduce the state
104championship basketball team coaching I'd like to thank Dr Crespo and the board for having us tonight Who's celebrating our basketball team state championship we had a great group of young men and had a great season and you know for the first we were ranked number one throughout the whole year and that usually doesn't happen very often where you rank number one especially with the state the way it was but um credit to these young men because uh they just battled every week they went 10-0 in conference and then they uh broke the school record at 24 and three and is one of three teams to win the state championship at each time um in what 65 years or whatever and I'm just really proud of them um for for all their accomplishments I'll introduce the
105coaching coaching staff and then kids um coach Paul Garcia's our JV coach Todd Howard is our assistant varsity coach coach Sly Johnson is our sophomore coach coach Marty Jackson's our Aid coach and Coach Loveland is our B coach the student the student athletes here and when I say student athletes you know they they do a great job in the classroom as well um so we're very proud of them there as coaching staff we never really want to worry about um poor grades or poor decisions or anything like that but this group of young men has just been so much joy to work with all year long um we got Kaiser Jolly he's a senior this year he was all conference and uh second team All-State kid uh we've got Colter Mack in La um you
106guys probably heard his name from baseball also he's a really good baseball player um he's a senior too Holter was one of the he was a three-year starter of course but he broke his arm this year foreign a conference game early in the season and so we never did get him back um but but what a great kid because uh he was at every practice um and he's probably a better Coach than I am anyway so we put him in that job but uh he did a great job for us um Garrett slabs uh Garrett it might take all night to list his uh all the all the things that he got but it was all conference all state um Wyoming Player of the Year Defensive Player of the Year and uh Laramie County basketball
107player of the year also and Robin and then we're in a Bowman uh Brendan is a junior then we have soccer who is a senior we have Andrew Hayes who is a junior we have uh Gavin Popham who's a junior or a senior I mean we have kale lisman who's a junior we have Nathan Mary she was a junior we have Brandon Denson who lives in Junior and we have drew Jackson um and then so that's the whole basketball team we are missing three individuals Joey rail Mari Henry and uh to us Angela Bonner okay so we're mixing three individuals um tonight but uh we'd like them to be recognized also so very proud of these young men sure appreciate all the support um this town gives us and the parents have given us um

110nights to get here and just brag about these amazing students what you're looking at really is some of the best teaching the big kids in the entire country um not just in Wyoming our local region but this came right here and some of these kids behind me are ranked in the top 10 in the entire nation the team itself is top 25 out of 3 500. it's all because of how hard these kids work on a weekly basis so I am just absolutely thrilled to be able to be here and think everybody think the parents think our school think Mr marriage our Administration uh to think the admin the district the school board everybody that contributes to the incredibly rich soil that allows these kids to grow in this activity it is truly an amazing
111thing they're representing the school and our city incredibly well I'm going to call each kid up and tell you just a little bit about what they did but these teams this group of kids uh handful of them took first place in our national qualifying tournament uh the sweepstakes award goes to the team to contributed the most overall points and so we have speed sweeps thanks debate sweepstakes overall sweep things these kids want it and at the state tournament they're the 2023 4A state champion team so really pretty cool I'll recognize a few of these kids we'll have them walk up and get a certificate so we'll start with Patrick Coggin he's a national qualifier in public forum debate and a finalist of the state tournament second place in public forum 4A uh here is your

116with the day I didn't even compete in high school so really just hitting the ground running with these kids and you couldn't ask for a much better group of kids to work with I've had the privilege of working with a handful of them for a couple of years now every single one of them is very academically gifted they all work extremely hard and the thing is they're all involved activities which just kind of speaks to what they do the inside and outside the classroom um tonight we have our state champions with us we actually have more kids but a lot of them have like I said other activities going on um but yeah what really what we want to do is they the administration of the East High School make the school board thank everybody
117for allowing us to do what we do both inside and outside of the classroom so um up first we have Ella ellenson and Ella she won principles of marketing here at our estate competition uh next we have Ayanna Bailey she won apparel and accessories and marketing series uh she also won see I gotta get my notes right project management sales project as well great job all right Camilla Rivera she won Human Resource Management that's one of our toughest competitions Mr Anthony quick he won Automotive Service marketing series and and no oh just that one uh Sarah works she won integrated marketing campaign product s he won integrated marketing campaign events hi Mr Bunny I could talk about these guys all day but it's just a phenomenal group of kids uh we actually head to Orlando
118next week for Nationals we're very excited we're taking about 12 13 kids in total um so we have just a phenomenal group of kids you can't we can't thank you all enough for your support allowing us to do what we do so thank you how many members or students please please stand up so we can recognize you thank you for your support foreign delbridge principal at Central High School and I'd like to introduce our athletic director and Mr Tad Whitworth so as she said I'm the athletic director at Central I've been there for about 11 years um and we are here tonight and we want to thank the board and Dr Crespo for giving us a few minutes to recognize these two coaches who will be inducted into the Wyoming coaches association Hall of Fame
119this summer I believe it's July 21st in Casper is is with ceremonies so we have coach Mark Miller who was um our head swim coach men's and women's for 22 years I believe um in that time he won two women state championships and one male state championship and then had I believe 11 runner-up finishes as well um and so this award I mean this honor for them isn't just about longevity and success it's also about dedication and a lot of other things when they apply for this the one thing that always impressed me about Coach nowhere and really all of our swimmers is he's there at five o'clock every morning for morning swim and then he stays after our practices are completed to have Club come in and help those youth and help them develop
120to kind of feed this program and I think that's the time and dedication that he's put in um is incredible and I certainly appreciate that as as a as a former coach and as the athletic director but also you know as somebody who has a kid in athletics the dedication that these two guys have put in and all of our coaches is certainly appreciated and I want to congratulate and more thank him for his time and effort to our school foreign men's outdoor coach for about 19 plus years he also is our head indoor coach which is not separated so in that time coach mowery had to leave as two out north bay championships with our boys and four Indoor state championship with our boys as well as 70 Indoor state championships with our girls
121team um again just the time and dedication indoor track hasn't been sanctioned as long as everything else and Coach Mowry was coaching in our program when it was basically do it for free they'd have a couple meets around a year and and but he did it because he again wanted to develop our kids and and help them be ready for the outdoor season the other thing that I appreciate about Coach Mallory is it's not just about track and field in the fall coach Mowry also appreciates football and it just shows you the things that our coaches and the people in our district will do to help our kids and to allow them to compete and do do what it is that they want to do and so for that I thank coach Mallory for his
122time and congratulations foreign I want to thank the district for recognizing me and Coach Mowry tonight thanks to the administration they support everything that we do on a day-to-day basis um this I was actually in coaching for 32 years uh my price spent as much time coaching as I did swimming um through that that long haul a lot of stupid crazy hours as Mr Whitworth said but I was also blessed I'm extremely blessed I was blessed as an athlete and as a coach because I had tremendous assistant coaches through all my tenure and then I had amazing athletes to work with they had a lot of all Americans throughout the years my coaching and uh just you know without their support and family support it wouldn't have been possible so thank you tonight for allowing
123them to recognize us greatly appreciated that's the famous Administration for all the years I've been doing this been a long long time I've also had the opportunity besides coaching track preparing I go to high school football junior high wrestling Junior High girls basketball and the relationships that I've made with kids and families and administrators and just the gamut of people that I've met and gotten to know the coach people in the coaching fraternity it's that's what this is all about is building those relationships helping kids to grow into a great young business and a great older adults now so which end up going through that um that's what it's really about and uh I'll reiterate because Miller's had been very blessed to coach um have great coaches that brought me along some of the best
124and then got to coach some of the greatest kids you ever want to know not only the all-americans we've had but conversations I've had and some of the kids that really have very little talent but have to work ethic of of nobody else and those those kinds of kids in those kinds of relationships have created the build is what it's all about and I really appreciate that opportunity for all of you but I'm a little side note um Lucas Sutton was honored earlier I've actually had two swimmers that I co-share or Larry County School District through Central High School that have actually saved lives while on the Lifeguard stand so that being said everybody should be CPR and first aid certified not only as an adult but children can do that as well and it's
125an amazing life skill so awesome marriage is a very good teaching career here in Cheyenne and I'm kind of surprised [Music] you've gotten a little worse all right we now have a couple of resolutions Mr chairman I moved to approve a resolution of recognition which commemorates April 2023 as month of the military child whereas many of the students in our district have parents who are in active duty in the National Guard or members of the reserves immersed children and families of our service members strive to achieve greatness and academics as well as in many other aspects of their lives even at times when their parents serve away from home and family and where is it of both bidding and proper that special recognition be given to ensuring military children both safe and supported in our
126schools and communities so that their parents can focus on the challenges and make them they face in the line of duty now therefore be it resolved that the Laramie County School District One Board of Trustees recognizes April 2023 this month of a military child and encourages lcsd1 schools and communities to celebrate this recognition with activities to honor the contributions of our students and military families chairman I moved to second resolution recognized April as the loan for a military child in her concession all the paper say hi hi Roosevelt any military here and very online a move to approve the resolution and recognition of April 2023 is counseling Awareness Month whereas school counselors are an important part of this District providing a variety of services to our students and whereas school counselors are a source of
127emotional stability when students need it and resource for help in planning academic and career choices and where is the district outline to help the environment as part of its 2022-2027 strategic plan and counseling plays a vital role in creating an environment in which students can focus on their academics and threat now therefore be a result of the Laramie County School District 1 Board of Trustees recognizes April 2023 as counseling Awareness Month [Music] aye um foreign visitors and make sure you state your first and last name in your comments two or three minutes comments keep your comment Federal nature not directly these individual or individuals in a single language the content from K-12 thank you all right first person will be strong around here trustees my name is Steven Scar and I'm a Cheyenne resident why
128are we wasting time energy and resources on creating a definition of sexual workers no president because this in this nation that a definition will be legally since that is the case why are you trusting class and the three who widely follow asking District Council and the superintendent to do something that is illegal to line it up in court if the plan is to ultimately begin removing books that make this indefensible definition there does exist precedence that shows the unconstitutionality of such a moon surge County Public Schools issue unconstitutional order to remove sexually explicit books from library if you'd like to see the expensive and illegal paths might go down the current lcsd1 Library policy has served this District well including the opt-out portion that allows parents to limit what books they deem inappropriate for their

131everything else that educational system freedom of inquiry should be the norm should be the protected value lost my place I love that now your new system prioritize theocracy of a minority becomes a norm and our students suffer an intellectual Wasteland in this way education is dominion and devalue students no longer have the right not to believe because small minds from the school and and intellectual firmer monitor the books when the education system represents a denial of inquiry with arbitrary definitions and Theocratic policies there is no chance for a family to opt in to what should be a necessary trait of high quality education so censorship becomes a standard practice meaning that all students are denied their freedom of inquiry of course nobody want this you've openly called restriction of freedom for the destruction of inquiry

133having to maybe you can read those little notes on your phone hi guys I'm uh Dylan Ford I'm a teacher here I've been teaching in Oklahoma or sorry in the school district going together for about five years uh I've been a teacher overall for eight um and let me tell you about my job right now so this week I'm getting evaluated um which is highly stressful okay in addition to that part of that evaluation is that advocacy observe teaching and unfortunately they're 12 and 13 year olds pretty unpredictable okay uh in addition to that uh there's 26 impacted doing pretty small room it's kind of hot okay in addition to that uh working on IEPs to do that correctly it takes a lot of work and if you do it wrong you're breaking the law
134and in addition to that I deal with Angry Kids on a daily basis and in addition to that I deal with angry parents on a pretty regular basis and in addition to that I'm prepared kids for high stakes testing and all of that kind of thing so this game's kind of hard guys but this is what I kind of signed up most of them but more recently it feels a little bit different because I'm getting attacked uh it feels like from behind my community and it feels sometimes like I'm getting attacked by this so uh by the school board and the reason for that is because when we're talking about books and we're just throwing our terms like sexually explicit and pornographic um it really paints this picture that your English teacher a Librarians are
135talking ourselves with porn what we're not doing okay it's we're not doing that but the problem is members of our community believe you when you say this and so then that leaves us wide open for attack um and so what we're seeing is and this used to just be relegated to the internet where we harassed online like whatever but now that I'm starting to pour over into real life because and with that thing if you don't know what that is that's basically uh somebody goes online they find out every detail about you they find out your name they find out where you work they find out where you live they find out your family they find out where your family lives and so you know like just me coming up here that understanding that I

139protect against an open records requests end quote there was a brave whistleblower Purdue School District in Larimer Larimer County Colorado who decided to ignore this circumvention of public records request that was in the process of being filed by the family of an autistic spathead child Miss belaru plays dirty and isn't here to protect Spanish I'm sorry so I want to stop using do that again I'm sorry what you're not supposed to mention memes uh this is from your guys's agenda you're going to extend her a contract okay she's here to circumvent spedded Ida laws in an attempt to save a sink and Ship by agreeing to extend a contract to her you're simply putting a Band-Aid on a bleed out that will have dire monetary Monumental catastrophic consequences for families but most importantly it will
140not fix the ongoing concerns non-compliance Ida laws already plaguing our district this contract extension is essentially an attempt to cover up this shame and stain that is vetted in lcsd1 let me read you more from that Denver Post article the woman later testified that she wanted to eliminate quote duplicate copies of information end quote since they might cause quote confusion according to the judge ruling however and she wanted to ensure confidential California records were destroyed in the event the child did not enroll into the district a judge found her testimony quote not credible end quote and said her primary intent was to prevent the family from getting the material I decided to dig a little bit further into this person in her career history turns out she has an awful history destroying these records across
141several different states in fact she is named in several different idea disciplinary cases of similar same actions it would be a disservice and a their elective Duty on the behalf of this board to follow the recommendation to extend the contract to this woman at the expense of us taxpayers instead parents dime while I agree we need a professional to come in and fix the issues concerns and rampant I'm sorry can you wrap it up everybody sure um while I agree that we need someone to come in and fix these issues this woman is not the answer please consider speaking to our spathead parents and professionals we know the industry we've worked with the industry people like Autism Speaks and uplift I've spoken to the district spread Ed director about creating a district spreaded parent group
142and we'd like to move forward with that I asked the board to please form that group immediately and to not extend it the contract extension to this woman want to do of course even better and you're going to have to take that microphone out or adjust it good evening uh Dr creslow and Board of Trustees my name is Lori Brandt and I'm a local my child is no longer in the school but I raise my son here in Montgomery County School District number one I attended here before to speak against the changing of the book fallacy and that is here tonight um we went through this all last year and I thought we had resolved this issue but it seems to be like a Perpetual uh solution in search of a problem even though there
143are parents that are not using but they don't because they trust our local school librarians and school teachers to review the professional materials and use their professional judgment to do to choose books for our community if parents don't like that they can of course opt their students out of having those books read the reason I'm here today is to really give you some language from a case from the United States Supreme Court of 1969 it's called Tinker free G Des Moines Independent Community School District and this case really talks about the values that come from uh on the First Amendment and the values in an American School and so I just I know that your attorney will be looking at these things and trying to come up with this new definition that you're wanting to
144use but I really ask and urge you to remain keep the policy the same and just you know continue on with the actual obscenity law which even as it applies to minors which is the current law of this land um in this case the court said First Amendment rights applied in light of the special characteristics of the school environment are available to teachers and students it can hardly be argued that either students or teachers shed their constitutional rights freedom of speech or expression at the schoolhouse gate the court goes on to talk about and say the 14th Amendment and that and now protects the citizen against the state itself and all of its creatures Boards of Education not accepted these have of course important delicate and highly discretionary function but none that they may not
145perform within the limits of the Bill of Rights that they are educating the young for citizenship is reason for scrupulous protection of constitutional freedoms of the individual we are not to strangle remind at its source and teach you to Discount important principles of our government as mere platitudes the cord goes on there's just so many good what's in here that I'm just going to keep giving to them that's what they talk about in particular is in our system State operated schools may not be unemployed about totalitarianism school officials do not possess absolute authority over their students students in school as well Club on Persons under our our Constitution and they have possessed a fundamental rights which the state must respect doesn't thank themselves not disrupt their obligations to our state in our system students may

148well-written bio to see the bigger picture with more and more qualified people and organizations in the state of Wyoming why are you still spending so much money to out-of-state groups especially ones that at best Pedal questions will pass I know at least three qualified Wyoming organizations that have offered to do PD and never been allowed this is almost eighty thousand dollars the administration wants to give to a woman who should have a criminal record I've also been unable to receive any kind of straight answer about what she's actually doing within the district under this contract and who she is directly working with we've already paid her nearly 20 000 but because this dollar amount comes to you for approval you have every right to tell them no and protect the money of the taxpayers you

I'm here to address the obvious red herring at hand the claim that there is a problem with library books that needs to be addressed
150by policy trustees are charged with the general operation of the public schools of the district by excuse me nowhere does it state that board members can advance their own political agenda in fact it states the opposite to quote an individual member of the board does not have authority to act on behalf of the board unquote and yet the push for Library policy changes is just that a few individuals in a small group attempting to address an imaginary problem there is no evidence to suggest that the current Library policy and opt-out process are ineffective in fact data shows the opposite less than one percent of families utilize the opt-out form as a board you are charged with issues of importance to the entire District not a small faction you are delegates of the entire city I
151encourage you to use existing data to inform your decisions that are actually important and necessary to our district the political pursuit of restricting access to books has caused and is causing real harm to the professional Educators in our community who deserve our respect not our vilification hours and hours of time have already been wasted on this Pursuit with many more yet to come with school budgets getting smaller and smaller it makes little sense to spend precious taxpayer dollars on political efforts that very few actually support please be better stewards of our resources and focus on the actual problems our district is facing like teacher retention and Recruitment and declining literacy rates complicating access to books for our diverse student body is fiscally irresponsible if a parent wishes to restrict access for their own child there

153that needs to be addressed in fact the district report card on the agenda this evening shows quite the opposite every tested grade level in ela shows scores have dropped every year since 2019. there are members on this board who have served during that entire time frame our scores are dropping you have been in charge and this is what you are spending time energy and resources focusing on something that there is already an effective policy for where is the urgency in kids being able to read and increasing those scores in ninth grade only 38 percent are proficient or Advanced and you are actively working on policies that take books out of the students hands in that same letter from the chairman on the website it says that you will always focus on what will provide the
154best educational opportunities for our students this is such a disappointing departure from that goal I urge the entire board to use data that shows where we actually need to spend our time and begin focusing on real problems in the district thank you Mr chairman it is Abby kircher hello yes go ahead perfect um hello chairman Bolin Board of Trustees and Dr Crespo um you guys all heard my name you know me you heard me at every other board meeting I'm at every board meeting I speak at every other one you know that I'm for the current book policy it works it's done its job it doesn't take away rights from other kids so I was just going to be short and sweet but I also feel like I need to say that I've had the
155privilege to work with Sarah blue she's really a brush a breath of fresh air I've really enjoyed working with her she truly understands special ed law which is something much needed right now for us as a special ed teacher we have a long way to go um she's willing to have a conversations with us in a way that makes us feel like we can have conversations with her every time I've met with her in a meeting or had trainings with her she has made it a point to make time for my team to help make things better for every student that I work with so I just wanted to also say that I support Sarah blue and please keep the current board policy thank you guys for all you do Mr chairman no other hands
156are raised okay so we'll go on to the board Communications and reports I do everything so last Monday I went to the Triumph High School third quarter graduation that was short but as always they make such a great effort to recognize their graduates so I just wanted to give them a shout out and then I wanted to say thank you to the Central High School boys soccer team last Friday my three-year-old granddaughter attended a like a mini skills Camp they had six different stations set up at North Park the fields were totally saturated so I'm sure every soccer player there they were so by using end of it but they were so good with all of the three-year-olds that were at least 100 maybe more than that but I just want to tell them thank
157you thank you for their just care and the kindness that they showed to all of the littles um hopefully you all can hear me I had the opportunity to attend the national school boards Association conference I did not go to Casbah because it didn't fit with the timing of spring break this year but um I came home with the cold that's why I'm not coughing on you all tonight um I it was a it was a good conference there were some really um interesting topics that I think we will um eventually need to hear about um or discuss as a board including the rise of artificial intelligence in education there was a big time that was a Hot Topic um it has grown more substantially that technology has grown more substantially than any other technology
158that they've released including Instagram Facebook those kinds of things um there was also discussions on how we talk about how we are a good school or a good district and what that means um and uh so I had a chance to do a lot of things and got to hear from Jenna Hager formerly Jenna Bush so it was a very good conference I do encourage I'm a big fan of continuing education not necessarily from nsba but in general and so if if school board members have a chance to go to any of them in the future I highly recommend um and then trustee Bolin or president Bolton did you want me to talk about the um bylaws here yes um the board was uh um trusty Bowen also sent out um a couple times to
159the board the suggested revised bylaws for the Wyoming school boards Association there's only one line they are suggesting changing and it has to do with adding in Casbah because that was the big part of that conversation is making sure that they were making gauging both of those and they want to continue to do that I don't there hasn't been any further discussion about voting on either one of them but they want to make sure that they can be engaged in both so I wanted to see we wanted to see if anybody had any feedback on that particular piece to take back to the board the next board meeting is the end of April okay [Music] foreign I didn't really know that what the edits were so I looked through the bylaws and just read them
160for the first time um since I've been on the board and learned a lot so I appreciate the chance to look at them I did notice the typos so I didn't know if we wanted to make a suggestion for them edits because I just thought we were looking for edits um but it's on page two four are you there yeah I'm here sorry I'm pulling up my notes um right in the middle of that paragraph it there's a sentence that says this section is intended to allow member schools the ability to designate delegates up to the maximum number of their board and equivalent to the number of votes allowed yes I think what they meant to say or what they should say is this section is intended to allow member school districts the ability to
161designate because I believe that everywhere else they refer to us as industries that is true I will take that back to him I point that out to them but that was just um it's nonsense not substantive okay yeah the line that has changed is on page six um bullet six in red but if you printed it it wouldn't be in Red so I certainly hope so by then four four and a half years I learned a lot about what we can and can't do as members of the Wyoming school boards Association um and how different districts might participate differently and I'd love to have a conversation at some Future Days with the board about our participation and basically um you know in the past we've just sent one delegate and we can send as many
162delegates as we want I know other member at that time is the last board wanted to participate and be you know be a part of that and they you know we just have one delegate so I'd love to have that conversation about um letting people on board participate as they want um and I think that would be good to hear from other board members and then also you know we pay membership dues and thousands of dollars every year and I think that we need to have more transparency for our public and how our delegation represents our district um on upcoming votes maybe have the board be more involved in in directing how those votes should go on different issues as long as they're not privileged and also on results of those how our delegation voted

164uh we're into one of the speakers they were saying Congressman don't have more members than National coupon Association does from our state member so I think you're a 24 at this point so there's an indoor organization right now but they're growing all the time and it was a little bit smaller conference I've been used in the dashboard Association one of the things I missed from was they haven't been into any school visits this year which is something that I really enjoy doing and I've actually seen Innovative contents in schools and I certainly Let Brian know who's kind of initiative our representative with all the top people in our cosplay because he was he was a penny he spent the first few days in conference and then my car went over to Orlando to and the
165other conference so I let him know that I'd like to see those in the original pass that one so um as far as the conference itself but actually one section I remember the most is the literal professions in General Sessions by um Underwood and he's done he said he's generally generational like for each of theories I've been right Y and Z and whatever all those are and all the characteristics of those Generations one of the things that he said was a generation is not defined until after everybody's information is graduated in high school so all of your characteristics of a generation are built when they're in high school and so in fact about a lot of different things for each one of those the other bathroom generation X maybe didn't get to the last couple
166of them um then he was going to have a sexual probably met with two of those but anyway a bunch of the Netherlands so I just found a president it was very informational about what the characteristics are of those generations and I could see myself and my daughter and most of those characterized [Music] any other 5 PM on Tuesday through Thursday or no Tuesday through Friday and then it's going to be 8 A.M to noon on Saturday so if you have to go and see that one part of America please stop by and do that Mary foreign [Music] ahead of time I am usually pretty good on the time I was not tonight so you've been here a while and I apologize um and with that as you know we have been working really hard
167as we start to Define who rcg to plan our specific District areas of focus we had um a Tiffany Ray behind Dr rabine was here last time with vain Elementary School and their leader in need program and this um this meeting we are more than excited to uh invite Mr Boardman up here to talk about your local school of math and science and look at that perfect time thank you very much Mr Borman I appreciate it oh thank you that Cresco Crespo I certainly appreciate that nice uh welcome uh chairman Boland Board of Trustees very excited to join you tonight won't take up much of your time just a few minutes but I am very excited to talk to you about a new area of focus for our school um it won't be school-wide but
168we do plan on one section or one one teacher per grade level we have we're currently a K4 school and we have three teachers at each grade level what we have in mind is to take one of those teachers at each grade level and allow them to focus more on math and science and you probably immediately think it's K4 school don't you want to teach reading isn't it important to teach emergent readers early literacy of course that's very important to us and we will we will teach that um we will teach reading of course of course we are responsible for teaching all of the state standards and we certainly will teach those um so that our students not only meet but hopefully exceed those but we'll give a little bit more leeway to the teachers
169that are involved in this program to teach a little bit longer each day each science every day and to teach math potentially a little longer each day so we will have that Focus area um we will get to a point ideally where in fourth grade our students have up to an hour of daily science instruction and potentially two different um parts of the day where they have an hour of math and then potentially another 45 minutes additional math and that could be for either groups of kids a group that really needs some additional scaffolded support in order to reach grade level or for those kids who just love math and who are already achieving at a very very high level but in order to continue to learn and grow we need to do something extra
170for them something different for them kids really would respond from an additional challenge I think would really fit well into that part of the program as well we have several teachers that uh I think are excellent that are that are very interested in participating in this program uh we actually have more interest than we have spaces available um we have some of our teachers here with us tonight who are especially excited about this new opportunity thank you for coming appreciate it ladies um oh absolutely and not only will we allow a little bit more time for Science and more time for math we would also try to be very creative with uh with flexible groupings so that student instruction is targeted really to the student level so that a student who say is in the
17199th percentile isn't sitting through a class on board all day but really challenged and likewise a student who's maybe only in the seventh percentile nationally who needs a lot more support to learn and grow and get that in a smaller environment with material that's that's more appropriate for them we've informally piloted some of this at one of our grade levels and we've had some pretty remarkable success at that particular grade level uh if you look at ytop science scores from the most recent Year from 2022 there are 338 schools that have a school performance report from the Wyoming Department of Education Anderson's science score was number one in terms of the highest percentage of students scoring Advanced so that hour that our fourth graders are getting of science every day has really paid off um
172when we look at math that number of advanced students in science is 49 in math it's 48 for us which is almost double the state average and then more important to me is the growth that students are making WD calculates that as a growth percentile for students our math students in this model uh had I believe the highest growth percentile in the state but certainly one of the highest uh with 48 of them scoring Advanced you might think what about reading is reading going to uh you know just be set aside if you look at the Equity Group from the wve from Wyoming Department of Education that's the group of students that scored the lowest in reading the previous year their growth percentile was one of the highest in the state as well so when
173you really Target what's needed kids can kids can make a lot of growth and not just kids that are at the high end of the spectrum kids all across the Spectrum can grow at very very high levels just a few additional points this would be available to any Anderson student um if you don't like this idea and you're a parent or a teacher at our school there are still two sections that are going to be traditional so you have an option there like I said earlier we do have um it's pretty passionate interest from some of our best teachers you might wonder about specials you're just going to be teaching science and math all day long kids will have the same amount of time for lunch and they'll have the same amount of time for
174recess they'll have the same amount of time for specials like art music and PE of course we still will teach Reading Writing social studies we're responsible for all of the standards what we'll do a little bit differently is that we'll integrate Reading Writing and math into science instruction and we'll have possibility for some additional matter Destruction for students who may benefit from it I'm very excited about this possibility I think it's a great option for students in our school moving forward are you happy to take any questions that you may have thank you very much um obviously I'm very excited for um for this program but I wonder for those kids who are going to be in that upper level interview kind of going beyond their grade level in fourth grade is there a program
175when they get to the fifth sixth grade class that they can continue that yeah that's a great question you wouldn't want to set kids up in fourth grade for something that then just drops off the map in fifth and sixth as you know we do have pre-ap classes in junior high and Meadowlark does have advanced classes in both fifth and sixth grade math as well thank you yeah great question thank you I guess I just have one question the school day is only so long and so we talk a little bit about where the exercise but I said you're not extending with them right it's a great question and that is important to note because some option programs do extend the day that's not what we're proposing here we're just proposing using instructional minutes differently
176um and you mentioned integrating subject areas you know if you teach science for an hour every day that is going to cut out something else unless you teach it exceptionally well and you integrate some reading some non-fiction reading you integrate writing and you integrate some math mostly in the form of measurement data collection data analysis uh graphing and things of that sort thank you Mr Gorman I am just I think you know but it's so thrilled that you um are spearheading this and then um the district that we can move forward with with such a unique program for us um two quick questions um one I have a lot of self-interest and I think I know the answer and I'm already disappointed but I just want to clarify this is only K through four at
177your school you're not doing February 6th grade classes and then my second question is just um class size will it be similar to what you're doing in the other two sections of each grade level yeah thank you for those questions those are both great questions as well um as you know some of you may not our school is paid for our students go do go to Meadowlark for fifth and sixth grade so right now we're focused on a K4 aspect uh and then as far as class size go we are planning to keep within um the same typical recommended ranges for a traditional classroom you're welcome thank you Mr Gorman if I had a kindergartner starting next year but I am not in your District how much extra space do you have and then this
178is the two parts if you had let's say great interest would you open it up to maybe having more than one teacher per grade yeah great questions um as you know probably better than I do we do have a waiver process um it is space available um I don't know that we'll have a ton of space in kindergarten next year uh we'll probably have about we usually do have about 60 kindergartners in three sections so about 20 each is what we're looking at right now um if we had space we would welcome in students from other um from other neighborhood schools and if they wanted to be a part of this specialized program they could certainly apply for that as well uh and then as for your second question I'm sorry remind me of that
179real quickly I had asked if you had you overwhelming interest instead of just one class per grade yeah that would be a great problem to have wouldn't it um we have a couple of our third grade teachers here so I'll just use that as an example let's say second grade right now if we had uh we had 40 say 42 kids sign up and be interested in this what I would then plan to do is to go to my third grade team and say hey right now we're only thinking about doing one section there's enough interest to open up to would one of you be willing with another one would you be willing to help us out and support in that regard thank you yeah let me say how excited we are that we've got
180opportunities like this that will continue to come support the reality process that we have capitalized on things that schools are doing and just blowing it up to Innovation so that our students our principals and our teachers know their kids how do we continue to make sure that we're meeting their needs in their buildings based on Innovation this way the world is changing very quickly you've all heard me say that and uh I want to answer um Chucky's next question directly because I would anticipate there will be others that wish that it was a little bit different in order for us to launch this in the timing a lot of it has to do with statement configuration and I know you know I just want to make sure that the public knows it's we we would
181love to be able to individualize every single child's plan for them and as we move forward perhaps that will be the 21st century skill that we um change education with but right now there are a number of things that we have to do in order to reconfigure a grade um if we have to go to state they have to approve that process there's some budgetary constraints and things like that and we are already part of the registration piece our excitement is that we know that children has had success and we anticipate seeing more success and just the commitment from staff and the principal I think Mr Borman I'm just so grateful for the work that you're doing and your willingness to step out so um I just wanted to say thank you on that and

183be related to a dual language immersion school we're very excited about that Prospect and the speed with which we can launch that program so more to come on that there will be two schools and they will be available at our next meeting to do a quick update um in general I'm not looking at them because I don't want them to be uncomfortable uh the other pieces I want to make sure that we um just want to shout out to RBG um she was instrumental in our learning session just providing that level of intense 101 on special education and we spent a lot of time talking and I appreciate trustees being involved and just you know in your learning with her um through that process the other piece um is that again thank you Mr Bowen
184we do have the art show right next door amazing work I'm always incredibly impressed with the wonderful artists that we have uh also we try to find ways to integrate our school programs so as an example tonight East is East um bath program which is their catering program it's part of their catering program has provided some of the snacks that perhaps you saw out there there also will be a more comprehensive comprehensive catering program for an event that we're having on Friday evening we're trying really hard to make sure that our kids have a lot of opportunities to practice what they're in school for um the other uh the other thing I want to make sure that we're doing is that we heard today that there's a there was a resolution approved in the board
185for the month of the military child I want to let our community know we have a fair number of activities and opportunities to really celebrate our kids and our families you know as we know our military Foundation Community is really key and we want to make sure that we celebrate that every day this month some of you may have noticed that we did a Unified sports announcement or update through my op ad as well as the YouTube as well as the paper on Saturday I just want to say how excited I am about the opportunity to continue to expand our Unified sports program I highly recommend it enough because I didn't do all the writing Mary is amazing and provided insight as to the programming that we're doing and just how it really brings the
186integration for all kids um in all activities so I just want to say thank you for those of you who have worked really hard on making sure that we have that unified program for all of our students the last thing I'll say um tonight is that we have um next month we will also be providing a strategic Plan update it's really pretty exciting as I eat well met Tanya and I spend you know we have meetings all the time and everybody knows like if there's something new that comes up something amazing that we're doing or something that we learned it goes on to the spreadsheet so we have a spreadsheet of all of the information the activities the programs the systems all of the things things that we've done in the last 18 months to
187enhance opportunities for our students we'll provide an updated our next in may actually not our next board meeting in May um because it is that quarter reporting and I want to make sure that the trustees and our community realized how hard our people are working and I mean parents and Community kids and staff to make sure that we are elevating lcsd1 so with that I am done with my update and thank you very much [Music] layout of my skill good evening chairman Boland Dr Crest full members of the board our three-year contract for credit recovery curriculum materials comes to end at the end of this school year as such we'll be placing secondary credit recovery curriculum materials on public review for 45 days samples of all materials being considered for purchase will be available for
188review on the second floor of the District administration building across from room 224 and on the second floor of the Laramie County Library beginning tomorrow April 11 2023 we welcome all members of the public and the board to review these materials and provide their input and insight upon completion of the review material feedback will be collected and used by the curriculum team in making a recommendation for a program to purchase between the board um Mr chair members of the board um yes we are looking for a an online platform my history in the district takes us back I think four programs and they've all been online delivery um and um the current one is and all of those that are being recommended for purchase have an online platform as well and that obviously allows our
189kids to get caught up with uh without impacting the FTE of our adults in the system when kids may just need to make up one or two classes we don't have to make them repeat an entire course and we don't have to allocate staff in order for them to get caught back up when they come to review a material gorilla via computer there so they can try the online yeah Mr chair that that's a very good question um for the preliminary part we have uh the materials printed out and any links that they have available um a person will be able to check those out on their own when we get to the point where we have a reduced number of vendors we will bring them in live and allow the members of that team
190to to see live demos most of the vendors have chosen to include a little snippet of videos that that the reviewers will be able to take a look at unfortunately we we just weren't quite certain If Leaving six seven or eight laptops out um would would be the most secure way um and and quite honestly a lot of these demo accounts if a user isn't familiar with the platform they may not be able to fully appreciate the product any other questions all right chair I'm going um at this time I'd like to hand it over to council to start the conversation uh related to um the information that was provided regarding the definition especially explicit um thank you Mr chair and um before we get into the definitions eventually exclusives I do want to remind
191the public and the board that we have the policy currently out for public comment and that is chapter 7 section 9 which relates to a temporary you go over your virtual education about public comment period will run through May 5th um we missed the first May meeting and so formal adoption of that will occur at the back end May meeting May 15th um so while the public comment period 45 days technically ends on May 5th welcome [Music] everybody so all will recall that um on the left board work session that we had on Library materials District staffer given eventually before kind of directives to go forward through the forward one was to come up with a definition essentially to look at materials two was to explore the potential of going to an opt-in policy three
192and related with two clarify and work on any ways that we can make the opt out policy more user-friendly in order for your um to um guns and and staff and then the last one was to look at our procurement policy when it comes to library books um before we get too far down that road um at the last coordinating this week presented a around timeline um if everything you know from point A to point B just perfectly and it was not significant substantive feedback that needs to be considered well this level is going to the board tonight going through the rest of the policy development process so at this point we have worked through this definition we still need to get that out just to get more input from staff and then go to
193the stakeholder groups that are identified in policy the policy advisors can be um the district leadership team however it affected individuals within the district to get their input into the process and then that point around in Jewish we're going to start looking back for the beginning stages of this process I don't want anybody to think this is not um acquaintance where the board is voting on them um you know really what we wanted to do was ensure that we had a direction from the board and that we're going in that direction but that we're not going downtown in a way that everybody is at the end of the day um so when we look at the definitions of sexually explicit um we've borrowed there is actually kind of two schools right now um when you
194look at and and frankly most of it is that's driving me um definitions and and follow the changes virtual desert excuse me um so as you all know Wyoming does not have a statute that relates to this so we don't have Fair guidance from our legislature so we've kind of look to other states and do what they're doing um they kind of fall into two separate groups one focuses on the vision of depiction so more of the um pictured um drawings um illustrations that are within books and what those look like so it's really focused on that visual component and then the other um kind of school that we're seeing trending National nationally is definitions that look at both the depiction as well as in description simple written um so that's what you have before
195you tonight is one definition kind of goes the route that students would just be concerned with foreign visual [Music] um traditional books a few books Mr chair is really your pleasure how you would like me to do this I can read um Mr McKinney I believe has copies of both of those definitions and if you throw up on the screen again this is not at the point where the board is voting um so I know I've said it I just want to emphasize that this isn't you know this is an all or nothing we don't need to go through line by line and Wordsmith we would like to get your thoughts um you know individual board members as well as the board as a whole to see um what the direction is and another board
196would like us to go um you know when we look at these holidays um [Music] again this is not Uber or heavily borrowed from other states there's not any clearance of what we typically would look for would be a statue that we're paying products or how to cope we don't have anything clear that would apply to us as a state so we look to um not quite a 50-day survey I haven't looked at everything to see what they have on the bus um we've looked at some of the big ones that we know um and these are kind of the things that we see so this option that's number one um sexually explicit content and again focused on the visual depiction so pictures photographs drawings Motion Picture film digital image versus similar visual representation um
197depicting sexual bestiality the lewd exhibition of nudity of defining this policy sexual excitement special conduct for acetomasochistic abuse of the violence policy coprophilia urophilia or fetishism sexually explicit content does not improve or support that would take in Oklahoma significance or works of anthropological significance or materials used in District improved curriculum so I think those are important um kind of buffers that we have in place there so this has to be I mean if we look at the case lab and again there's not really great case whether it's you know here is the definition of sexually and so that that have either been completely shut down or here's one that's been held up I recorded that would be binding um uh United States Supreme Court or one important inclusion um but what we do know is
198that um if you look at the Pico decision you're going to try really hard not support you with a budget um but we know that that at least the plurality has said that that um the school board can can limit her basically folder um so pervasively is more than in their passing it's going to be um something again when you take a look at as a whole of whatever you're looking at that's um and didn't I don't know exactly where we draw that but it's more than just in passing is um I don't know if that's 51 of the book I don't know what that is exactly but we're that's that's something that we need to be thinking about right as well um and again if we use something in District approve curriculum so there
199are a lot of books um that have already been approved and we're using curriculum um sometimes students access those books and those books are satisfied and threatened and professional Library you need to vote for your reasons here's what you're what's been approved so we can if they're in curriculum it wouldn't make sense for us to limit those in the library particularly because it will be as a board um have more Authority when it comes to curriculum which is really that compelled um compelling somebody to read that in order to um so um if we're going to require it on that that you have more control over um in a library whereas sort of free access you have ability to control um so that's that's why that is in there um we can walk through again
200this has definitions for nudity methodistic abuse Central conduct and Central excitement um these are borrowed heavily from um Virginia um again when we look at these there's not a whole lot directly related to the library book or more that are related more statute more um Direction when it comes to curriculum so um in Virginia that this is for curriculum because how they have designed sexually explicit when it comes to curriculum we've added language again to provide sort of those those guide rails for us so that it does have to be looked at as a whole um and it's more than if it's already been improved in your curriculum then it's not something that's going to qualify Mr chair would you like me to run through those definitions for everyone's benefit or anything good um let's
201see if anybody have any comments um I was just curious I mean so option one really deals with images and there are already laws that prohibit showing images like what is described here of two miners um Mr chair has these met um you know so there are some of us regarding obscenity um and obscenity is something that is the um exposing children to obscenity um what that definition is is also kind of a is by case example um looking at it so this would be in this would eventually fall short of um um so when you look at it I mean if we look at nudities not all nudity is going to be defined as being um but it may be under the policy it might capture immunity that's all short of Representative that would
202be what this policy would be consider sexually explicit so when you look at um you know exploding the human male or female genitals less than a full opaque covering um that's really specific um so it's it's not um you know potentially full-on new picture um it's Playboy or Hustler or those types of Publications um are typically considered pornography that would be Affinity that we wouldn't have in our library that you could potentially be criminal Properties or providing to a minor um [Music] good everybody else everything you're watching One chairman I guess I just have a question so we're not voting about anything but how are you going to get a sense of whether the board wants you to proceed with one or two um you know we we take these much like we did in
203the work session um would be better than kind of the will of the group um as we move forward so we're not going to take a vote but if everybody seems to you know struggle everyone goes with it prefers option one to option two then that's more the track that we're going to go down and just yeah that's what we'll do if everyone says no Miss Holly failed completely I'd like you to start over again I will take that and I will uh find more definition for it so it does before we talk about what our preferences are or should be that that I guess that's one option dude um who shares those into what they said includes the textual component as well as visual representations um so it's actually explicit content and sexual visual
204or audio materials that they take for describe sexual conduct and conversibly excuse me pervasively vulgar mannered and so that pervasively vulgarism we get from the um material shall not be designated as sexually explicit based solely on the sexual orientation of the characters that are in material that when taken as a whole have serious artistic religions significance or works with anthropological significance or materials used in District curriculum shall not be designated as sexually explicit so again we've got those kind of guide rails in that Dental built into the definition so um you know when you look across the nation and some of the definitions of the record they occurred discriminatory on their face they call out certain down material based on the sexual orientation [Music] um I don't believe that that would survive the challenge um
205legally because of where we are we have protections um we also have Title IX um and we know that the current Administration is pursuing administrative action against districts who have taken that kind of a stance where they are focusing on including within their definitions and inside of character um a character sexual organizations um what causes sexual contact again um is very vulner to the previous option one um this largely was taken um so two Attorneys General have um pushed out kind of guidance so state of Utah A.G has put out some guidance on how in Utah um school boards can shed or or could adopt policies related to and sensitive materials within everything uses um it's very State specific because Utah has various data specific statutes um but it's a really um it's very informative
206on the types of challenges that have essentially arises I can forward it to all of you if it's very useful um you can also benefit searching Utah agency [Music] this is Louisiana attorney general has a large practice of being put out um related to the same thing that we should have taken a lot from that language as well and again looking at our differences between Visual depictions and visual description um as an option to order sexually I will say when we're looking at those the definition of adopting um and and however you know this is really the step one and it will determine how we move forward with what does it look like then when we talk about boxing interrupting how do we categorize books um because this is a you know none of none
207of these states have um and [Music] um a lot of resources to figure out which way to go um we have fewer obviously um materials that would just be included in definition number one versus definition through two definition number two is every book in the library um moving videos and electronic media that we have in there so just something to consider azure representative brilliant from my last question an option two that you've worked on does the word visual in that first line through that Encompass perhaps what you have an option one or is that something very different um Mr chair trustee Smith no that would that would capture the same thing and we can Tinker with that language to clarify um so um again option one was really meant to capture the visual materials and
208then option two is textual visual audio [Music] um Mr chair I just want to thank Ms Foley for the work that she's done so far from trying to come up with some definitions um and get this while rolling I really appreciate it um I know I've spent a lot of time looking at how to make the opt-out process bear for parents who wants to lose it um and when I realized that you can't use it effectively if you don't know the title in the author of the blood that's when I I started thinking that we need to figure this out and so I appreciate the time the steps put in it and I appreciate that a lot of the board members see see the problem and and want to try to find a solution I
209I want to say that when I first read the definition I was thinking why are we talking about language that is used in cases related to removing books because I'm not aware of any of us ever proposing and removing books um and so I want to just say that I think they need to be thinking of this um and I'd like to propose that we'd be thinking of this as our policy or identifying on flagging books that essentially specific Corinthians whatever that in between so that parents can identify those folks and knocked out of them that was my hope originally and I I've stayed consistent on that message um so having said that I passed out to you all tonight um a proposal to news option two um but to change the focus just slightly
210so that as it works through the process that they're working on flagging books that have sexually explicit contents and not thinking about removing these books for um the legal cases that go around the issues that were many books which of course it's not something we're trying to achieve so I proposed um on section one of option two that we it's it's actually explicit coincidence means textual visual or audio materials that thinker describe sexual content and actually basically older manner so so I I want to pause just one second Mr chairman I do understand that trustee Clausen has those changes that she's shared I want to be clear that Council have asked that we not try to word script if you have thoughts that you want to share we would ask that you and I know
211you'd share them with trustee with Council because what we don't want to do is have the board start to Wordsmith the language before we are Beyond before we're out of place so I I'm please continue but I I just want to make sure that we're not um preparing language from the board that then eliminates the opportunity through the true policy discussion which is what council had asked for Dr Krista thank you for that clarification I'm trying to be transparent with our public and our board that my thinking is is that if we go in option two um and in directing the staff that we all agree tonight which is a video I don't know but if we all agree I think that we should be looking at option two um it kind of clarifies what
212I'd like to see us do or at least give direction for these moments are just a way to do it um sexually explicit content means sexual visual or audio materials that you're describe sexual content you know are basically vulgar Manner and I understand that language I'm not a lawyer but I think you know if we go um was used in that and that was a case related to removing books which is not what we're doing but I do see the importance of saying what is um pervasive Google for me so I think we should decide that in our districts and I'd like to see us I propose what I think is um some suggestion for how we can sort of clarify some of that people know who get to that point they know okay this
213falls under the category of sexual abundant as you have as you have listed here or this doesn't so I I recommend that it has something to do with the purpose of sexual audio materials um show me more than a passy reference such as the use of a sex related sorry Anthem um which I know you know sometimes there's books that say the f word or something else and it's a sex term but it's also an expensive so um I think we should rule out identifying those um or an allusion to sexual conduct but rather so illusion like I've mentioned before books that might say the word right or might say the word incest or something like that but they don't actually go in great rapid detail about those of those or those kinds of benefits
214so that's I think what I've been after the whole time I think that's the parents that have contacted us and come to our board meetings and witness letters have said we want to know if there's graphic explicit details of sex I'm going to use your word sexual conduct and so um a way to flag that for parents so they can use them so that would be my preference so I just am suggesting um that we consider clarifying what we're basically vulgar means in in our terms because we're not removing books we don't need to think about it in the terms of feedback so much um but what do we mean so that we can give direction to what we're trying to do the other thing that I think is um the question I have but
215in the second sentence that you have or the third sentence you've put materials that comma when taken as a whole can you come back have a serious artistic or literary expense and my understanding has been that that term has um that the library books that we do have that some parents want to opt out of or if they feel are too rapid in the description of six sexual contact UM my understanding was that the arguments of having those books is that and taken as a whole or you know they're valuable in this fair that way but that that misses the point we're not after making a judgment about these books we're about flagging if the book has a scene in it that's sexually grounded so that parents can opt out if they want to opt
216out of sexually graphic and hopefully we all agree that parents should be able to decide on where the other that we're not trying to be the deciding factor we have a diverse community and we need to give the power back to the ends so those are my my suggestions and I don't know what others um first of all removing access to books is removing book whether their books are actually moved from the shelves or not if you remove the kids access to those books so we are talking about so it's the same thing um you are making judgments about these books about people arrest I've asked every time have you read that book you know have you read that book no that's what parents need to do parents have the ability to make those choices
217for their children right now that our current policy but they have to put the time in and that they as parents want to make those choices then they're going to have to put the time in and actually read the book that's what I did with my kids and my fifth grader way to read a more Adult Book because that was at her level I read the book first that's what you do that's what you do for your children so when you're talking about the fact that you want more rights or hints this takes away access to this takes away rights for all the rest of the parents who believe that a short segment in a book talks about a rape because the book is important other in other ways is okay and why is that
218so much worse than what you you know the way you feel about it it's not it's just ignorance so I don't think we can say we're not limiting books or not getting rid of books or not Banning books or Banning that access and so therefore you are getting them and so there's no way anyone can read any of these definitions and everyone in this room has the same idea of what that means everyone in this room is going to have a different idea of what sexual explicit means to them and so no matter what you say on this piece of paper it's never going to be defined I mean I think um Miss Polly can talk to that that there is you know what is obscending well I don't know but I know it when
219I see it I mean that is what a Supreme Court Justice had there's no way you're gonna get an actual definition and you can give to a librarian or a teacher or somebody to know I mean if you just look at this new line about nudity I mean the picture of the David was basically outlawed I mean that's an artistic um uh depiction that was going to be in the cathedral and that was determined to be obscene or nude by Florida Sanders and that fits into this category so those are the things that can happen when you sit down and write this down and put these rules onto everything so yes that maybe not bigger and but that is what can happen if we accept it thank you so when my children were in high
220school I was a single mom when working two jobs and there was no way that I would have ate known that there were books like this one library was special educated unless my daughter brought one home that there was no way I just I was struggling to pay the mortgage a car payment and I didn't have the time and now that I know that and I think about parents out there single moms or single dads or grandparents raising their their children that are doing everything they can just to do the rent I think that they need a little help and at the end of the day it's up for them do I want my child my grandchild five my foster child to read these yes or no it's not it's up to you but I'm
221taking a look out of the library or just identifying them to help parents make the best decisions that they know because at the end of the day but these are the bearings their their children if they were to have their child ride the car and get out of car accident it would be their responsibility not the schools uh but not the Librarians it would be theirs and that's what I wanted to put the focus on making sure that every parent is given the best tools that we can provide them to make a choice thank you thank you um I know you've spent a lot of hours trying to um what this might look like so um I know we're not okay what we think about um often about the drinks together to react to What
222You've provided and say it's out of the direction we would like to see this go um I I prefer the option too um to answer that question um I I have the suggestions that trustee Pleasant had about maybe further than finding the pervasively vulgar um you know pervasively vulgar and then also um i i in reading through this a number of times I sort of got tripped up on the Wednesday game of the whole um I know that the I think probably the primary case while you're looking at it if you go case on this um [Music] we're not removing books from the library these books would still be on the Shelf so perhaps that Pico is I don't I don't know um I I you're the attorney but um I don't know if it

225language around what could be sexually explicit what does it mean to be pervasive how often does it have to be mentioned what I hear is that there is this need from the trustees to find a way to provide parents with more information so they can make better informed decisions or their children having been a single mom I understand where you are with that in mind is there perhaps a way to simultaneously right I understand the board is given Direction related to this process of language is there a way for us because that brings a new Nuance team to this conversation right I've heard loud and clear today we're not trying to remove the text that we already have we're not trying to um eliminate access and opportunity but at the same time we want to
226make sure that we're meeting the needs similarly to what we do with children the needs of parents as well who perhaps don't have the access don't understand May understand and not have the time whatever their reasoning is because each parent has their own experience as does each child there is the possibility that simultaneously we could figure out a way with with time right similar to what we're doing right now to process more deeply what that would look like um so that we are not getting into a definition of um anything that would violate anyone's thought process opinion First Amendment and which I hear Council saying a lot of clear right our goal is not to do that our goal is not to end up in court um perhaps we could do that with the team
227to see what that might look like I don't know that's an option I'm just trying to fix whatever we're talking about so that we can continue chairman bowling um can I clarify something because I've heard a couple of times now that we're not trying to take books out of the library but I believe the fourth bullet point that we requested was to keep books out of the library foreign was it not so chairman chairman Boland and trustee Ashby foreign policy um and how we um procure library books and whether or not they're going to include this is um experience can I answer your question I just want to be clear that no we may not be taking books out of the library but if we move forward with the definitions we very well we could

231situation so as many of you remember the wde and an outside auditor provided information related to areas that we need to focus on one of those included a special education handbook or administrative process um Sarah blue has been helping us do that work by Consulting agency has been helping us do that work by helping us write the special education handbook aligned to idea and then providing that training to um leadership there's no student access um the expectation is that all of that professional development also includes principles as well as a large staff development that was done at South High School there's also a development of a Continuum of services for those students who have a spectrum of autism as well as behaviors that we are trying to address throughout the district and that Continuum of
232services is a working document that allows for us to make sure that we're meeting the needs of students and then the training associated with that Continuum of support for the for the behaviors as well as for the programming she also there have been support for touring District touring little Jersey touring districts throughout the region with teams of our special education staff she has coordinated what those visits would look like in Flagship districts that already have programs in place that we were trying to um get to the level that we would like so existing best practices and then in addition she's working with our esy programming which is our special education summer school programming with the adults to develop a program that meets the needs and expectations of the wde audit or summer programming and extended
