003so we could have um tray corba dream and Alexis Johnson and their principals and let's maybe you'll come up and join us you'll just yeah good evening it is my pleasure to introduce uh Tracy and Corbett green Trey is a seventh grade student at McCormick and he was selected as our student of the week for the week of November 28th his parents I just want to recognize and thanks so uh his mom Kelsey Kelsey korber and stepdad CJ Williams and he's also uh here with Grandma and Grandpa Gene and Bob so if I could have those foreign Trey has made qualities that I know Miss Christopherson his favorite teacher will share with you but I think what impressed me the most is Trey is part of our student to student group it is a military

004organization in her school and the first moment I met Trey he is very assured of himself speaks well he had this brilliant plan with others input for our Veterans Day celebration they organized it and they did an amazing job this young man has quite a future in front of him so he's looking like he's nervous which is new for me because he's usually very selfish self-assured you ready okay he's got this good evening I wanted to take the time to thank my dad my mom my grandparents and my great grandma my great grandma's motto is education education education and I always try and follow that and keep my family proud [Applause] Australian World Geography featuring Trey selected her as his favorite teacher I'm honored to be here this evening from the very first day of

005class Trey has exhibited Stellar academic achievement as well as social Acuity he works so hard in class and not only does he work hard to be dedicated to his own education but he is frequently instrumental in helping those around him as well and I am honored to be his World Geography teacher foreign next we'd like to have Mr Mirage and Alexis Johnson it's my honor to present Alexis Johnson Alexis is a senior at East High School just a terrific student She's Taken full advantage of the high school experience she's involved in several and enrolled in several AP classes every semester uh so she takes a rigorous course load and achieves at a very high level in the classroom setting all the teachers and Mr Sibley would be one of our teachers that would tell you

006how she works so well with her peers and with all her peers and supports them as well out of the classroom she's in the interact club skillsusa and National Honor Society and very much into volunteerism she's the ultimate leader in our building from the standpoint of modeling what we expect from students and I will now present to you Alexis Alexis all right hi I'm Alexis Johnson I would just like to thank everyone that had anything to do with nominating me today and for Mr marriage and my family for being here I'm a senior at East High School and my plans for next year are to go to the University of Michigan and study biomedical engineering today I'm really excited to be able to recognize Mr Sibley he's been such an amazing teacher last year he

007was my AP Government teacher and just from the first moment I met him he was very good at just making connections with all his students and so I'm really glad I get to recognize them today foreign thank you Lexi um I didn't know I was going to be speaking much today so I'll try not to take too much of your time but um she said a lot of really nice things about me and I wish I earned everything that she said but um pretty much everybody around Lexi um is influenced by her influence and she sort of is the the tide that raises all boats so she doesn't want any attention and you can probably tell that by the way she's acting over there but she she deserves every attention that she gets and I

008would say as a teacher and I've been doing this a long time you see a lot of kids coming in and out of your room and you love every one of them but some you love more than others and she was in all my classes thank you and I'd also like to recognize Mr Mr Johnson Troy and Amber thank you very much we can have our Western Vista representative how are you I didn't know the drill for sure you got it hi my name is Mick Finnegan I'm a commercial lender with Western Vista and Western Vista has the honor of supporting the student of the week program and we do this all year and we have certificates of achievement for these two young people that have done so much in the community and so much

009at school and a little extra gift for the teachers that they that they nominated as well so I want to present a certificate of achievement by May I'll start with you Trey if I'm in stream gift card in there too congratulations [Applause] this one's kind of special seeing I see her at Friday Food Bag all the time when we're filming Friday food bags and uh and a past president of my rotary club I'm glad to see she's involved in intervac as well congratulations all right so Mary quas is on a much needed vacation so I'm going to be the picture today one two three oh I got that one please thank you all right next on our agenda is the good sportsmanship Awards I'd like to start by asking Hayden Fleming a Central High School

010football player along with uh his principal Mrs delbridge A.D Chad Whitworth and head coach Mike Apodaca to come forward should we just do one little time yep okay good evening it's my honor to introduce our coach coach Apodaca our football coach and who is going to introduce Hayden and Hayden where are your parents is he so I'm gonna let Coach Apodaca speak thank you I'm uh honored to present Hayden with the good sportsmanship award Pat and Heather his parents down there and uh chip off the old block I guess um Hayden was recognizing I'm going to read you a quick uh excerpt from um the activity Association um Master recommendation from the game officials I'm pleased to present Hayden Fleming with the enclosed um lots of good sportsmanship award for his exemplary conduct and good

011sportsmanship shown during the Rock Springs for shine Central football game held October 21st uh 2022 and then from the officials um their description was the game was physical these two players had great attitudes played hard and showed the best of what good sports are all about this is a great award obviously football is a very physical contact game and to get kids to go hard and still understand that the other opponent is is needed and necessary in order to have a competition and the the fact that those two kids were able to um look at each other and appreciate the the effort and uh that they were both putting out is a great great representation of who Hayden is he's one of our most fierce competitors but understands that the the game is is played

012a different level at different times and Hayden's a great student I think today he was part of our sources of strength um that's an initiative at Central High School to kind of bring the school together and just kind of talks to you a lot about what Hayden is and so congratulations [Applause] congratulations Hayden um next I'd like to ask Cooper Smith an East High School East High School football player along with his principal Mr Sam marriage A.D Jerry schlabs and head coach Chad goth to comfort I'd just like to introduce coach Shad God for a hedge football coach will introduce our outstanding sportsmanship Award winner an outstanding student all right so Cooper Smith here was uh nominated for this and and recognized for this for the state championship game we played against Sheridan um pretty

013cool that you're recognizing a game like that as such an emotional game um but just a little bit about Cooper and his determination to be who he is Cooper got injured his junior year and had to sit half of the Season out to rehab and surgery and all that and then uh this summer you talk about you know selling out for your school he's the type of kid that gets up and goes to marching band in the morning straight to the weight room comes to football um as soon as we start and it's just determined to play this year ended up playing half the season with a club on his hand as he broke his uh hand and so he had to finish the season like that but just just to tell you a little

014bit about Cooper and who he is as a person um you know in a in a world where it's all about me all the time I went up to Cooper during a a pretty good football game and I said hey I'm going to give this other kid an opportunity I want to be able to evaluate him as well and his response to me on the sideline which I've only ever heard one other kid say this was I'm so happy for that kid you know you don't hear that a lot and that just goes to say what type of person this kid is like I said he represents our school and everything he does he's in marching band football wrestling track I mean he is the type of kid that you just want uh out in

015front of your school saying this is why you come to East High School so very proud of this young man and everything she's accomplished so um if we could have his parents please don't leave these if we could have his parents please stand and Mr marriage's certificate is up here thank you that's true okay all right you're at resolution our next agenda item is a resolution which is a resolution of recognition thanking our Community Partners and our stakeholders should I read this okay so here is the resolution that we are putting forward whereas Laramie County School District One and the lcsd1 Board of Trustees wish us to acknowledge the considerable energy and skills that Community Partners and stakeholders bring to lcsd1 it's schools and students and whereas lcsd1 has been fortunate to have dedicated Community

016Partners and stakeholders who are committed to the district's Mission Vision core values and strategic plan now therefore be it resolved that the Laramie County School District One Board of Trustees recognizes the service of those Community Partners and stakeholders who work closely with lcsd1 for the betterment of our students Futures the Board of Trustees extends its utmost appreciation for the work that these Community Partners and stakeholders have done to make education an exciting and joyous experience for all experience for all students in our district adopted in Cheyenne Wyoming this fifth day of December 2022. and we need to call for a vote on that so move to adopt second okay all in favor say aye aye all opposed motion passes all right moving on yes in the agenda uh we're going on to the information and

017reports the first item under that is items from visitors um I would like to just start this time off by reminding you of our procedures for this this portion of the board meeting and I'll read this to you and then we do have four individuals who signed up for this portion of the public comment the purpose of the board meeting is to conduct the business of the school district in public it is not a public meeting the board recognizes the value of public comment on issues related to the operations of schools to ensure that our meeting is conducted in an orderly manner we ask that you address the board directly for public comments State your first and your last name keep your comments to just two to three minutes please there will be a timer

018up um keep your comments General in nature not directed at any specific individual or individuals and suitable in language and content for K-12 grade students and any additional information or perspective oh sorry add additional information perspective try not to be redundant is that all do I need to keep reading all right well this part well the board sincerely values public comment please note if at any time the meeting is willfully disrupted and cannot continue in an orderly manner if the business of the okay if the business of the board has not been completed the meeting will be recessed and reconvened in another location in time um and just for going forward for other meetings if you'd like to make your comment during the public portion public comment time um please reach out to Darlene Davis

019and the superintendent's office by the day before the meeting and she can put your name on the list so those are our procedures for public comment and we'll we'll get started our first individual is Mr Todd Reynolds and I do believe he is here I'm here tonight to speak to you again on chapter 2 Section 11. again to ask you to vote down these changes again um this time as we're looking at the changes that are here there are two very specific reasons why these should be voted down once more and I have submit on my public review comments so if you get a chance to read all the comments I do have a solution for you that's there that's we'll meet with what I'm going to bring up but there are two specific things

020I I think are wrong with particular changes first of all it's a policy in search of a process as you read the proposed changes there is no actual process for changing policy listed it talks about careful and orderly and it talks about maybe reaching out to some people at certain times but it doesn't actually give the specific process spelled out explicitly for anyone to follow that lack of a process is a serious issue because as you know process is one of the single most important things you have as a board when you violate process when you don't have process you set yourself up for lawsuits for grievances for all sorts of problems so process can protect you this particular thing does not have a process the second reason that it should be voted down is

021it's also lacking in transparency because there is no process there is also no transparency there we don't know what the board will do in order to change those policies without that transparency once again you set yourselves up as a board that makes decisions in the middle of the night in a back room with no one else around that also becomes a very bad thing so this particular change could set up a couple possibilities one would be maybe you decide to select few sorry select a few certain people to go being off campus and talk about things and collect things and get ideas and then come back and just present that to the board another possibility would be maybe a few of you decide to take a trip somewhere out of states and get together and

022meet and bring back forms of policies to already filled out that you could just bring on the board at any time now both of those will be incredibly unethical and possibly violation of open median act possibly violation State Standards State sorry State Statute and I don't believe that any of you would be that unethical to do that but the possibility exists according to chapter two section 11 changes that those things would happen that those changes Could Happen middle of the night back in the back room without the public seeing it without the public unit with no process to guarantee that the public would know what's going on you want to be an open and honest transparent board and you want to follow processes due process all the way through with every decision you make when

023you don't follow a process you don't have processing your lack transparency you become a shadow board run by people that we as a public don't know and don't see and don't experience so in order to be transparent in order to be accountable to the public you need to follow a process and have transparency in every single decision the changes for chapter two section 11 they're refer to you right now do not have those things again on my public comments I give you a suggestion one of the problems is that does the current policy doesn't have experts writing policy and that is an issue so I have a solution to my public comments so you can review those but you need to be transparent and you need to have good quality due process for every single

024decision thank you foreign thank you Mr Reynolds the next individual on our list is Abigail Nelson good evening I'm Abigail Nelson I'm here today to urge you guys to go against changing board policy specifically chapter 2 section 11. I applaud and support the effort to remove outdated and cumbersome language to board policy the proposed changes to chapter 2 Section 11 were to result in unintended consequences policy change should be a lengthy thoughtful and difficult process giving the board unchecked authority to make sweeping changes in policy would be chaotic and cause instability good governance requires checks balances and the policy advisory committee is a huge part of that please do not remove it thank you for your consideration next we have Marcy Kindred who I believe is online Marcy if you're online if you can raise

025your hand I'll invite you to speak foreign not seeing the name and I'm not seeing a hand raise or see if you're online please raise your hand and I'm Mercy you're not here in the room don't don't see her well we'll move on to our next speaker if if she happens to pop online or come into the room then we'll move her to that number fourth position um but the fourth person who signed up for public comment is Abby kircher Abby are you in the room or online Abby again if you're online please raise your hand and we'll unmute you man I'm sure I do not see that name either okay Andrew well as promised then let's Circle back around as Marcy are you I haven't seen anybody come in the room Marcy are you

026online or okay all right then we will conclude our items from visitors concerning agenda topics and I'm sorry move on to talking about our upcoming meetings um next Wednesday this Wednesday of this week yeah December 7th at 6 30 PM is the policy advisory committee here in parents not the policy advisory committee uh parent advisory committee here in the boardroom we will not have a second board meeting in December so there will be no board meeting on December 19th on January 4th 2023 is the next parent advisory committee again at 6 30 p.m here in the boardroom on January 12th our board will be meeting to do a board training session with wsba from 5 to 7 pm and then on January 23rd we will hold our next regular meeting of the school board that

027will be on the 23rd with the work session at 5 pm and the regular board meeting at 6 pm we also um I think just want to make note that we do have chapter 6 section 31 um lcsd1 epinephrine Auto injectors up for 45-day comment and review um that comment time goes from November 28th through January 12th so we'd encourage you to take a look at that and please send any any comments thoughts concerns that you have to Darlene right um send those to to Darlene Davis those of them be forwarded to the board so that we can take those into consideration when we um meet again in January and and vote on those changes to our board policy the next item is individual board Communications and reports do we have board members who have

028anything they would like to share tonight nobody this is the one time nobody talks could you have something Brittany I didn't know no trustee Boland doesn't even have anything sorry can I make it you can all right I'm the chair thank you I just and this is actually um it's a communication and and not a report that um I just we have a very packed room tonight so it's actually a great time to to make this request of our community um I received Communications last night um of things that were being shared on social media um it was really it was pretty disturbing I I learned things about me I learned things that supposedly I'd done I learned about a trip that I was supposedly taking and I didn't know about um I there's a

029there's a lot of stuff out there on social media and a lot of it I mean is is not true and maybe somebody hears something and they just share it as fact um it just spreads a lot of misinformation and um I just would like to ask our public as we are starting fresh with a a mostly new board or a you know a new team here um give us the benefit of the doubt and if you if you hear something call us email us text us and and ask hey trustee Smith Alicia did you did you have this meeting in the dark with somebody and not you know I mean did you are you planning to take this fully funded trip um are you planning to take this action at the next meeting I'll

030be really honest with you and I imagine that my colleagues on the board would as well but we're we're all members of a pretty small community our kids go to school together grandkids maybe we play to on teams together they sing in choir together we maybe go to church together or we know somebody that goes to church but then a board member I just I would just ask for some civility in terms of this board and what we're doing as we go forward I don't think any one of us are up here for um just really dark reasons and I don't think we've got just terrible agendas um and I just I I just was so shocked actually last night to find out these things that I'm doing or have done and none of it

031was true um and I um it just made me think that that perhaps if we just would treat each other with respect and as individuals in the way we'd like to be treated and just actually have some conversations um it would really be awesome and I'm you know I get to be chair for a few minutes so I'm taking that Liberty to to make this request of our community but feel free to call me anytime my cell phone is not on the school district website but it's certainly out there if you just Google my name with with business things my cell phones out there and call or text I'd be happy to talk to anyone in this community about you know what I'm doing or not doing or um and I I would guess that

032other board members here would feel the same we want transparency and we want to work with our community and and really you know do great things for our kids and our schools so um that's all that I have does anybody else have anything well that concludes then our individual board Communications and our reports and now we move on to reports from superintendent and staff all right Madam chair um just to I'll just give a quick update that Abby did join us and if you would like to address her at the end of the meeting she'll possibly be meeting recruit for the program oh Eric Church sorry okay we just got notified that she actually was there so super super exciting today um it was an amazing week week and a half I want to shout

033out to our sources of strength uh support team actually some of them are in the room if you want to raise your hand again and fist bump uh it's been a really incredible incredible time uh over the last couple of weeks as our source to strength gets launched people from the health department the hospital our kids are getting involved and engaged I've been able to visit and sit through some of the trainings and just really incredible energy um and I just want to say thank you to the team and all of the community participants um our kids are really grateful and just um I had a student last week from South who had been kind of like checking all the time like when are we doing this when are we doing this saw me in

034the room and he was like we're doing it and uh and I was like yes we are this is great so uh just maybe I'm a little more animated than he was after all he's like 16. um but it's just really incredible uh the second piece for us is I want to give a huge shout out to our um our teachers in our AG science classes and our operations um people who have been doing incredible work out at the AG Farm we've done some updating um you know our AG teachers as you know if you've been to meetings um work tirelessly and they have been hauling water forever and we have been able to start that process so they don't have to haul water in the winter um if you've ever done that now you

035know why we have water out there uh and just some updates and I want to say thank you to them as well as to our uh amazing staff that have made that happen so that our kids have the most opportunities available and that's just one example and with that Madam chair my updates are done awesome thank you all right moving on in our agenda we're moving to item D organizational meeting uh starting with the election of officers so I will turn that back over to you Dr crossbow all right so typically um the chair runs this portion of the meeting because we have an acting chair I'll just throw out the positions and then um similar to how we practice in the work session in terms of interest and we'll go through a vote so

036with that um the first position is the chair can I clarify process you can't um we've in the past based on the conversation in the other room had nominations for each position is that what we're doing it is up to you sure okay that's correct yes just just clarifying this is your board so um we'll call for nominations first for the chair Madam chair I'd like to nominate Tim Bolin for the chair Madam chair I'd like to nominate uh Brittany Ashby for chairs Madam chair we need a second I'm sorry nominations do we second each one yep so yes so for uh do we have a second for the nomination of Tim Boland for the chair position I would second that okay and do we have a second for the um I'm sorry the motion

037for Brittany Ashby as chair we have a second for that motion all second because okay all right uh do we have it anyone else who would like to make a nomination for that position okay so am I calling for the vote okay so we will vote first um for Mr Bowen um so all in favor of having Mr Bowen serve as the next chairman of this board please signify by saying aye aye [Music] I'm sorry if if you call excuse me um Darlene could you call for a roll please so can you call for a vote each trustee will give their vote how do you vote I vote for Tim Boland you just have to say yes or no I'm sorry let me clarify the steps to how this works okay we're calling for a

038vote because we have um Fair number of maybe like not solid votes so I'm asking Darlene to call each member you're going to vote yay or nay based on the current yeah based on the current chair option which is uh Mr Bowman yay for Recovery how do you vote yay we're gonna Eagle how do you vote yay Christie Clausen how do you vote yay how do you vote no how do you vote yay I'm sorry yay thank you okay so from the board then we had six in favor uh one knot do we move on then to the next okay um so should Tim takeover sorry guys you're doing great all right um so the chair has been sorry yeah so the chair has been voted on if we could we can we're gonna reorganize

039a little bit so that um the chairman continue to see okay so this is new for all the trustees as well because we're it's unusual that you're voting for officers and you're voting a new board you know through this process at the same time [Music] it's been very nice thank you darling thank you foreign [Music] foreign motions for vice chair I'd like to nominate Christy Classen for vice chair okay did I get that yes thank you all right so we have a motion in a second and I guess we'll probably should we just take a roll or should we do more interesting yeah is there anybody else who would like to nominate someone for that okay so the nominations are ceased so I guess we'll just take a voice first and see how that goes

040so all in favor of having um trustee Claussen as the vice chair signify by saying aye aye those opposed no should I carry so you're going to be congratulations um trustee Clausen is now the vice chair so we can go through all and then switch seats this is the clerk okay so our next position is going to be the clerk and so entertaining motions for um the clerk position yes oh give me a second I'm sorry foreign [Music] I'd like to nominate Alicia Smith for Clerk okay do you have a second oh second thank you all right so um we'll start with the first one who is nominated and that would be um trustee Hinkle so all those in favor of trustee Hinkle being the clerk I'll say goodbye by saying aye hi those both

041say no no no yeah that's close um can you call for the vote please Johnny how do you vote no no aye so it looks like that did not pass so we'll do it we'll now we'll do the second version which is um trustee Smith so all those in favor of trustee Smith um being the clerk please signify by saying aye aye those opposed no no I guess we'll have to do it again well let's go ahead and do it by a roll call again yay no um Christine Clawson how do you vote yay how do you vote no it sounds like we have a 42 vote so that won't pass all right so we're going to go into the assistant clerk position right now so I'll open for nominations for assistant Clerk I would

042nominate Regal for assistance thank you yeah the second one I would like to nominate Brooke Humphrey please okay so we don't have a second floor oh I'm sorry all right okay go ahead Justin Smith okay I'd like to nominate Brooke Humphrey no second that okay we haven't mentioned a second so uh since we didn't have a second on I think I would just go ahead and take a vote all those in favor of trustee Humphrey being the assistant clerk signified by saying aye those votes you know right so that one passes all right so now we're down to Treasurer so we'll entertain motion Spore the treasure nominations I would move to uh nominate um Brittany Ashby for treasurer second so we have a motion detector for rid to ask me all right so are there

043any other emotions um um I'll nominate students uh trustee Edge Curtin sorry um for Treasure please and is there a second a second okay so yeah both of those are um motioned in second all right so we'll take the um press the HP first so all those in favor of trust me Ashby being the treasurer Say Goodbye by saying hi hi don't supposed to say no no sounded pretty clear it sounded like four to two a nod from our Council so okay so we'll say that uh trustee Ashby has been elected as treasure and now we're an assistant treasurer so nominations for assistant treasure I'd like to nominate Susan Edgerton thank you good second time thank you so we have a motion second any other nominations okay all those in favor of um this is

044Edgerton being the trustee engine being the assistant Treasurer say hi hi those opposed no all right so that passed so um looks at this point that we have myself as the the chairman we have trustee klassman is the vice chairman you have trustee Smith as the clerk we have trustee Humphrey as the assistant clerk we have trustee Ashby as the treasurer we have a trustee Edgerton is the assistant Treasurer and that leads one position which is the one I've probably held the last couple years would go to trust vehicle congratulations everybody and thanks for everybody who put up put their name out there to run okay so next order of business that we have is to go through and talk about um there's a lot of being on the board does not mean just meeting

045this one to one or two times a month that we meet as a board up here there are lots of committees that we serve on um in the district and outside the district in a couple cases and so we have to assign people to those and hopefully we will get reports back from them because obviously all this can't beat every one of those committees even though I think we're kind of all ahead members in Canada if we want to um we normally don't so just the people that are are chosen and they have to come back and report back to it so the first one on the list is the legislative liaison and the three people that I have so far are trustee Hinkle trustee Edgerton trustee Humphrey is there anybody else who is interested

046in that position okay so then we'll we'll take a boat then all those in favor of having those three trustees as our legislative legislative Liaisons signify by saying aye as opposed okay so those are literally released Mr chair yes sorry Mr chair um as a point of clarification you do have this listed on your consent agenda item so you do not need to um go through individually and vote on those board um committee assignments you can assign them and then vote all at once all at once once agenda and should I just go well rather than vote I'll just list two while they are and then ask if there's anybody else right yes Mr chair I think that would be appropriate okay thank you clarification I didn't know where that voice was coming from don't

047get used to it very helpful voice too thank you all right so for the Australian schools Foundation um I have trustee Smith is there anybody else who's interested in that position seeing anybody and for the Shannon Community Recreation District better known as the rec board um we have trustee Humphrey trustee Smith trustee classic um oh it's still a classic okay okay so for direct mail I have uh Krusty Humphrey trustee Smith testy Edgerton if anybody else who is interested in being a very fun one to be on okay now we're gonna go to the audit committee and that's determined by the position so the treasury and the assistant Treasurer I want to get to serve on the ever exciting audit committee although I do have to say it with Jed in charge now it's it's

048not quite as dry as it used to be sorry thank you Jim for doing a good job with that um for the executive committee again that's my position as the chairman Vice chair in the clerk um we have a little interesting thing that director of area won for one School Board Association and I guess we really didn't get any further clarification on that so um I was going to put my name in for it but I will just go ahead and have Brittany Ashby serving that since he was approved by the the board of direct the the board of directors for Romney School Board Association so she'll be serving as our area director and for calendar committee we have trustee Smith and trustee Ashby is there anybody else who's interested in serving on that are

049you campaign [Music] I'm like okay so policy advisory committees um I'm just going to put three names now because we didn't talk about which one we wanted so dusty Bolin trustee Hinkle and trusty Ashby I'd interested in being on the three policy advisors news now we're at the calendar committee was there anybody else who wanted to be on any of those again you're always welcome to attend if you'd like and I don't believe that we're even voting members as we go I think we're just doing it hard so let's do what's going on okay for calendar committee uh we have trustee Smith and trustee Ashby that makes best interests or is there anybody else okay so for boundary waiver committee trustee Claussen had indicated she was interested in anybody else okay for the transportation advisory

050committee um I'm going Beyond that's my third year being on that so this will be my final year for serving on that plus I get reelected so that I'm an interesting commitment I mean a couple times a year all right next one is Teacher of the Year committee and trustee Ashby have expressed interest to anybody else [Music] and the insurance committee and I put my name down for that that's one from a few things I haven't served on in my 10 years here um we also have listened to your parent advisory committee but um all the board members are welcome to skip one I'm sorry educational support person of the year committee and that was trustee Claussen that said she wanted to be on that anybody else okay and then parent advisory um board members

051can just show up to listen to whatever they like so and I always recommend that you show up at least a couple times a year just so you know what's going on all right so we'll take that up in the later on in the agenda okay so Mr secretly if you would come up to administer our oath of office and our new trustees have already been sworn in so we won't do that this time so stand up thank you Mr chairman if you have all the trustees could stand and raise your right hand for me and repeat after me I state your name do you solemnly swear that I will support obey and defense the Constitution of the United States the Constitution of the state of Wyoming and the policies of Laramie County School District

052One County school district one that I have not knowingly violated any law and I am not knowingly violated a new law related to my election or appointment or caused it to be done by others and that I will faithfully and impartially discharge Faithfully discharge all the duties of my office with Fidelity as the state your position as of the Board of Trustees of Laramie County school district one state of Wyoming County School District congratulations thank you Mr Crowley I think we're going to rearrange a little bit because it's a little bit easier although we don't have all that much businesses foreign agenda all items list with the designation of CA are considered to be routine items by the governing body will be enacted by one motion there will be no several discussion in these items

053and you haven't removed from the consent agenda that will be considered in its normal sequence on the agenda does any board member at this time request to remove emotion from the consent agenda not seeing any um I moved to approve all motions listed as consent agenda second okay we have motion the second and further discussions well I guess you wouldn't have any all those in favor say aye aye those opposed no motion test okay so now we're in recommended actions we don't have any old business so we're in recommended actions for new business so you need a motion for the approval of the architectural services I moved to approve a contract with Martin Martin Wyoming Incorporated for architectural services for Alta Vista parking replacement for an amount not to exceed 55 750 second okay we

054have a motion a second any further discussion on this item thanks that's okay not seeing any all those in favor of approving the motion with Martin Martin of Wyoming say hi hi those opposed Freedom okay [Music] I moved to approve the contract with winners and griffith Architects for architectural services for office and restroom remodel at various sites for an amount not to exceed fifty six thousand dollars second I remember the new rules yet all right so it's been moved and seconded uh any fruit inspection on the site I just was hoping to get a little bit more information on this um I was curious if we could find out what sites these remodels will be done at um and then maybe a little bit of that how and why that we're doing it Mr chair

055um trustee Smith I'll have uh Andy Knapp come up and give it up to you Mr chair Dresden Smith uh the two locations for those restroom remodels are at the Egg farm and at the transportation building and they're in the back half of the transportation building um in the work area the garage area and the main reason is they're both original original condition and they're in pretty pretty poor condition now they also don't meet any ADA requirements and that's all I have so those would be regular restrooms down on the egg Farms if we didn't have water out there before it would have been houses or yes um yes it's just a remodel of the restrooms that are there so there were restrooms out there as well we had we had a water well and

056we had water to the Stalls and pens and uh to the wash pens we didn't have automatic water heaters and that's what we've changed to so they can maintain that and read and redone the water line some of the old hydrants were broke off in the ground okay that's good no we didn't have a house out there I might give them a new experience right any further discussion all those in favor of approving the contract for the winners and griffith Architects say aye aye those opposed no motion all right next one is well I moved to approve I leave of absence for the attached list for the 2023-2024 contract year second Katie um discussion on the leave of absence leave absence for the 23 24 school year say aye aye those opposed nope and Ocean

057passes I moved to Grant permission to contract for multimedia equipment and supplies with Adorama Incorporated B H Photo Bloom USA Incorporated pyramid School products Romeo music and Scott electric for projectors and projector lamps for an amount not to exceed 150 000 for document cameras for an amount not to exceed forty thousand dollars and for interactive displays sound systems and other miscellaneous audio visual items for an amount not to exceed two hundred thousand dollars second okay we have a motion in a second is there any further discussion on the motion to approve multimedia equipment purchase very interesting I just had a few questions um first of all I just was curious the um the contract on this it's it's a one-year contract so is that January through December of 2023 or whatever we use that chairman

058am I on the trustee Smith I invite uh Brian harmsen to come up and discuss the details I'm sorry trustee Smith I didn't hear all of your question there I just was um curious about the dates I'm sorry I'm trying to get to this on my computer um this it says that this is a new annual contract so is that year does that begin right now is it January to December what is that um trustee Smith um trustees that we we typically have contracts that expire they start expire all through the year so this I don't have a specific date that this one starts um we're obviously ahead of it right now um but it will then have an opportunity to renew in a year if we're favorable to the terms that are provided then

059we may come back to you for a renewal and we can do that twice is typically our process does that kind of address what you're talking now we will have on occasion two-year terms sometimes three year terms we've we very rarely would go past that but in some cases when it's in the district's best interest we will do that as well um so I just was curious uh looking at the dollar amounts on this um you know what what we're seeing here with supporting information are we expecting higher expenses this year I noticed that um the the amount requested is 390 000 um but it's about a hundred thousand over what we actually spent in the last annual contract so are we is there a reason for that and that that's a great question as

060well and especially for our new award members um obviously with the market fluctuating sometimes the way it will with projects that we anticipate coming down the road like in in probably this contract term we're going to start to deal with the requirements for Coyote Ridge and equipping um that school with with new products that are part of this and other contracts we'll adjust that up and down um just for some further information the the number you see there the not to exceed we we put that as a cap in our system where we won't spend and up to that with her we'll spend over that without coming to you first and asking for permission now that's not a guarantee we're going to spend all of that though and it's it's our hope that we'll come

061underneath that but just in case we do we don't want to stop the district's operations by tonight thank you very much any further questions um I have one question before you leave um forget what it was let's see um these if this is just giving permission to order from these places but most of this would be coming out of budgets from a building right or some kind of a budget in the district that's another great question um these These are bought by departments by schools as are needed that is correct so it's not coming at all one place okay all those in favor of the contract for multimedia equipment say aye aye aye those opposed no no all right with our next one I moved to Grant permission to contract for Warehouse stock supplies from

062multiple responsive bidders for an amount not to exceed five hundred thousand dollars I seconded okay any further discussion I came with the list tonight um so really the the same types of questions that I had on the last um item we voted on but the that annual contract this is something that's previously been awarded we're just we're just continuing with that we we have a central warehouse in this case that is down by the bus garage on the on the Walmart side of it where we stock a lot of commonly used School custodial medical supplies um just as a matter of routine business but because of the the quantity of those that we order it obviously needs to come to you guys for for visibility and for approval uh this is an annual contract we

063again will evaluate things at the end of the contract and come to you for approval for the for the extension there's again two extensions that are possible here and again the not to exceed is our cap we won't go over that without coming to you first so there's one more question um and again this along the the lines of my questions on the the previous item um I noticed the amount we're approving and I know it's a not to exceed but it's about 230 000 more than what we've spent to date on the previous contract is that just a cushion or is that a supply chain issue um Jeremy Bowen uh trustee Smith we actually are seeing an increased cost in a lot of paper goods Plastics reusable like cleaners things like that so as

064Brian mentioned the expectation is to not exceed that but we're trying to not slow the process down similar to how we answered before so yeah thank you thanks very much and just to be real clear here I want to list the vendors because they're not listed in the public part of the motion here so the vendors are getting from our pyramid School products go corporations school security Native Garden school supplies Echo brands contract paper group Southwest biting and Laminating can I it's School specialty not school security okay thank you all right so is there any further discussion all those in favor of um approving the contract for the warehouse stock supplies um that's by saying aye aye aye as opposed no all right motion test I moved to approve the Amendments of board policies chapter

0652 Section 11 Board of Trustees policy development for the policy advisory committee on proposals for policy Amendment deletion or addition as reflected in the attached proposed amendment here too and made a part hereof by this reference second okay we have a motion in a second any discussion which I'm sure there's going to be we would like to um yes I do have some questions um I I have spoken with Council regarding um some of these changes um and I also I'm sure everyone knew from previously have opposed um getting rid of the um uh policy committee um and when we spoke there was supposed to be what was mentioned was that there will actually be rules in the administrative regulations that would govern this process instead of having the rules in the policy um but

066we haven't seen those administrative right are you done with the question okay Dr Kessler Mr chairman um thank you trustee Henkel it'll take me a while because like you all have different last names I'm sorry trustee Henkel um the the process and perhaps it's helpful uh sir if Council if Council gives an update on where we are um administrative regulations are outside of the policy conversation so they don't typically come up um through this conversation they're the functioning of the district so I it would be helpful perhaps for trustees to hear where we are on the update um as we have the last previous meetings if that's okay with the chair sounds great I assume my council's going to be doing that for us Mr chair thank you um so uh trustee Hinkle um to

067your to your question and echoing from Dr crespo's comment so an administrative regulation is really um the fleshing out um of your policy the policy is the big what um and and the proposed changes to chapter two um provide the guidelines for the superintendent to establish a process for policy review um and seeking that input at the policy development stage um because we do not have a policy in place we do not have an administrative regulation in place we we don't have administrative regulations without a um policy so um administrative regulations are the how the administration implements your policy your policy directives um having said that we did we have been discussing what that would potentially look like um what type of you know the the policy itself um identifies groups of stakeholders that will

068be consulted um we've discussed how that will look moving forward what groups those are there are lots of groups there's the um parent advisory committee um which is um representative or at least have the opportunity to be a representative from each of the schools within the district there is a district leadership team that is um sort of the um a cross-section across all areas of admin of the district um leaders within um all of the different divisions and operating units who come together on a regular basis that can be utilized for that process um you have a cabinet who are all experts in their area so yeah it's anticipated um you know if if the policy changes were to go through if we have a policy change um that involves technology for example Mr McKinney

069and his staff would be step one to take a look at that to look at developing language um they're the most familiar with what best practices are they are they are your experts um in in their fields um then we would utilize those other groups that the district already has in place to seek input um I think um it might be helpful as well to remember that as a board um you are governed by the Wyoming administrative procedures act and that requires you to anytime there is a proposed amendment a new policy or repeal of policy you have to go through that 45-day public comment period you have to have a public hearing at 25 members of the public or a group of individuals that represent at least 25 members request a public hearing um

070that's all statutorily statutorily required and you know whether or not that's in policy you have to follow statute so um we would anticipate you know assuming that this policy change would go through the administrative regulation will be developed quickly um you know taking into account the concerns that we've heard even within the public comments that we've received thus far to take the kind of guide rails that the the policy provides and come up with that process that delineates how exactly that will look moving forward so I hope that answers your question trustee it does answer the question I I'm not comfortable voting for a policy change where I don't know what the change is going to be so if we had a copy of what the administrative regulations would be going forward then I would

071be much more comfortable loading on changing a policy advisory committee knowing what those rules will look like and I understand what you're saying that you know unless we change the policy you don't have those rules in place but as a I'm not gonna I can't just trust that you're gonna do what we think we should do you know what I mean so um personally I'm not comfortable doing that without knowing and seeing what that regulation looks like cheering home yes trusted Hinkle so I just want to clarify when we left the last policy conversation to get you all up to speed um from where we were the discussion was around the language of a certain portion related to opening that conversation to make sure that there was specific feedback and that we were accountable as

072a district to who were the individuals that we had contacted that policy went out again for 45-day review just as a general reminder the governance component of the board policies are what the board votes on the administrative regulations are what the system uses to fundamentally run the district so those are they're very clear differences in in policy and procedure so I don't want to convolute that conversation because those typically are informing the work that we do whereas the policy informs like where we're going and then we do that into an actionable component the language that was provided by Council that went out for 45 day review was at the request of the board the trustees felt that it was appropriate to be comprehensive and coherent around the listed items that portion went out that entire

073caused the policy to go out for a 45-day review again which is the language that was changed by Council through the feedback that we've had along the way so I'm just the reason I'm taking a pause is because we're in this very nebulous stage where you're as new trustees you're no disrespect but you're kind of learning how that process looks and I want to make sure that we're following statute policy procedure as we have the conversations Council um I I don't know that I have anything more thank you any further discussion Christy Smith thank you chairman bolt Bolin I am sorry um I expressed the last time we had this conversation um in a meeting my concerns about um doing away with the policy advisory committee um we did fine-tune some language in the second

074half of section 11 and um you know felt more comfortable with that but I have really struggled trying to wrap my brain around what this looks like and losing an element of um transparency stakeholder input um we've had a lot of folks in our community who are really concerned with the the public I mean we've allowed for public input with the revised language but with that committee going away and losing a whole element of what has been a pretty long and drawn out and very tedious process if you have been through it um but I think an important process and I I just have not ever felt like policy changes should be quick and should be easy so I've spent some time looking at this text again and trying to figure out a way that

075maybe we could um make a few more tweaks and and come to a place where we keep that policy advisory committee intact but still are able to move forward so that the process is a little easier um I only had one year on a policy advisory subcommittee and um it was tough I mean we had we had a lot of lay people who I mean we have we had Educators but we were we were talking about law and we were talking about wording on things that um really were you know things that were Guided by federal law and I certainly didn't have the um expertise to be determining that wording and I'm not sure that a number of the others on the subcommittee I sat on dead but it's again it's an important process um

076so I if if you'll humor me for a minute I I did send um to Miss Davis my proposed amendments um and then she did um I had a printed copy I don't did everyone get a printed copy of it up here um it is on board docs if you'll you'll look under the proposed changes there's one that has my name on it and it's what I submitted today um I took the the text that has been out for public review for the last 45 days um I made my changes in it on in green um so that you could see very clearly what I was suggesting um but what I'd like to propose and I'll do specific amendments in a minute if that's okay with you chairman bowling just so that there are everyone

077knows what I'm up to here so before you go on yeah make sure everybody is where this is so where did you say it was okay so on the section of board docs um there there were some file attachments on down at the bottom of the the agenda item that had the different comment that we'd received from the public um are you logged in if you're not logged in you might not see it is everybody else seeing it um it's a PDF document that has my name on it um and it's just down at the very bottom because it was the last thing submitted okay um so you'll see my proposed changes which really are fairly simple um in green um but the first thing I'd like to do is propose that we keep the

078policy advisor committee with the composition of the committee as outlined in the first half of section 11. um though I do agree that we delete the suggestion deletions um that have been out for review to the language that says that the committee would adopt its own procedural rules or request research Assistance or other consultation from any District employee so basically we would be keeping that whole first part of section 11 and then the um the part that um introduces a policy advisory committee and then lists out the committee membership and says the terms of service shall be for a year however members may be designated by their respective organizations to succeed themselves so I would like to add all of that back in um and and leave it as it was originally in our policies

079um then moving on um actually at the beginning of that section the first line says a policy advisory committee shall be activated by December or October 15th um because the process may be a little different I would propose that we change that to say shall be designated by October 15th so at that point in the year we would know exactly who the policy advisory committee members were um moving on down you'll see in green not very many changes but in the section half second half of these section um with the new wording that's been up for 45 day review I would like to propose that we modify the third sentence which details how input is sought during the policy process my Amendment here would be for the sentence to read the third sentence to read

080the process shall seek input from the policy advisory committee and other affected stakeholders before recommending the policy for board consideration so this is where the policy advisory committee would come in and take a look the way that this was outlined 45 days ago basically anyone can bring a proposal for policy Amendment deletion or addition the superintendent then develops a careful and orderly process to um she's already developed to periodically review at amend policy but they would address anything that came in from members of the public for the board or the staff off um it did take out wording that I think many of us were concerned about and that was the words as appropriate um so that it would just say the process shall seek and put instead of the process shall seek as appropriate

081and put um that for me was a huge distinction but um so it just would say the pressure shall seek input from policy advisory committee and other affected stakeholders before recommending the policy for board consideration the rest of the changes on that 45 what we've had out for review I'm I'm fine with but this pulls back in that policy advisory committee it allows for the public input um into the process helps us to be more transparent and to really hear the voice of our community members and our stakeholders throughout the district um but it also allows us to rely on the expertise up front and perhaps originally crafting any changes from our folks in the district who who deal with these things day to day if it's a policy dealing with technology say folks from

082our technology team can really be the first voices in the conversation give us their input so that the policy makes sense our legal counsel could be a part of that conversation so that we can ensure from the beginning that that draft of policy um is in line with federal state statutes District you know other policies the things we have on record so it allows for that up front but then would bring in that policy advisory committee to Hash through those things and to make suggestions make changes and those things then could be incorporated and hashed up for whatever come to the board for review so that is um very long but what I was thinking about that's what I had emailed which hopefully you all have seen now in green my edits so how do

083you do you want me to do specific text amendments for posting before we go to any um motions that was gonna be my question yes are you making a motion to change it might well I probably need to move move to am in two different parts if you're ready for that but I we're a discussion right now so I was explaining I think we could do it all once as long as there and then something bolts them off they want to but is there any other discussion about this before we actually go to another motion anybody else wanted to hear the comments can I make uh process clarification yes question just so if we amend it again it goes back out for 45 day period again correct um Mr chair trustee Ashby so the test

084really is whether it was a logical outgrowth of what was put out for public comment um trustee Smith's proposed changes are adding back in language that was being proposed to be taken out so generally speaking that is a logical outgrowth of of um what was put out for 45-day comment okay so it's not attitude is that what you're saying I trustee Mr chair yes that that is correct thank you any other questions on hers okay we need to propose it first before we have any discussion on that so any other expression before we go to any emotions okay now I'll entertain any emotions I'd like to um as presented the whole thing your admit yeah I mean there's a motion I propose we amend ment Mr chair do we have a second on the first

085emotion oh I'll second that no no no if we don't have a motion on the first on the first motion then we can let that motion die because there's no movement forward and you can make a motion yeah Mr chairman I seconded the initial motion okay okay okay so now we need a motion to amend I move that we amend the original text as presented do we have a second for that trustee Andrew Jones the second okay so we have a motion of a second now we can discuss the changes and I appreciate you going through and actually having been here for two hours one night trying to do this where nobody really had a copy of what it was I appreciate you getting it into written form here so we can see it would

086be nice can we bring this up for the public casino at all all right it's only um it's not in the per in the public side no it's either on email or board docs okay yeah we've read it I think that yeah pretty good idea I do have a question though because the green in it shows the policy advisory committee and you didn't amend any of that though right I'm saying add it back in what's been about 45 day review had that removed okay so I just have a question regarding how all of it fits together so there's an expertise per piece up front so we have a tech policy that needs to be reviewed um the superintendent gets with the tech people makes a suggested change that's then reviewed by the policy committee before

087it goes out for public comment it would be reviewed by with input from the policy advisory committee and any other affected stakeholders so if the superintendent or the attorney or the um Team felt like there were other experts or other folks I mean maybe maybe this really affects students and we need to have a few students weigh in on it but that that discretion would still be um I would imagine the superintendents to to bring in those voices and have those conversations um yes to review that policy before it goes out for publicly for it comes to us and then it's up for public comment yes I think the second sentence the superintendent child response for developing a careful early process to periodic review and the military policy so that the superintendent is going to

088direct that first before it comes to any of this review stuff we haven't changed that part any further discussion uh trustee awesome thank you Mr chairman I just want to say that um I am open to this idea I think that we've heard from a lot of different folks about the concern of doing away with the policy committee I do think it's important that our professional staff have a chance to address making policy recommendations and drafting those because they are the the people that are working with the issues and are are the technical experts on these issues so I do like your idea superintendent but I also appreciate that our community wants to maintain this committee and um uh I think the way that trustee Smith has this written it's just inserting the policy committee

089instead of doing away with them just inserting them back into the the groups that are consulted and um and I I think that's a fair compromise [Music] what else in the comments um so I do I do um again I talked with um Council um I do think we need to at least um uh say that somewhere in there that we're following the statutes you know at least quote the statute that says we have to send out for a 45-day review because nothing in the actual changes says that so I think we just need to make sure that we're we're footnoting that to say that it will be sent out for a 45-day review pure Wyoming statute that's all we go to our Council over there do you think it needs to be in there

090since it's in statute um Mr chair um adding it in is a little bit of Belton suspenders um you are required to follow statute you could not buy policy um say the opposite say that you're not going to follow the 45 day public comment period um because then you'd be in violation of Statute so um I don't I don't think it's necessary but I I guess it doesn't hurt to to add that language in foreign I just had a question for um Miss Polly does the legal reference at the bottom um of that page does that reference this the statute we're talking about um Mr Sherry uh trustee Smith yes yes so um it's uh 16 3 101 that's SEC that's um the the statute that's relevant here so on 101 it defines what an

091agency is and in 103 it defines what your process is that you're required by Statute to follow so both of those are referenced there um as a um the reference so that does that's your basis of Authority for policy thank you so are those active links in our policies those those references um I don't Mr chair I've never tried one of them so give me a second is that yeah you're concerned that we have the statute there yes I just think I just wanted to make sure that it was on the page because not all of the copies we have have it on the page so as long as it's on the page in the policy I think it's fine just so that the a lay person looking at the policies can say that okay

092we're following the statute um Mr chair those those are not links so it does not link you directly to the statute but um a quick Google search can take you to um a multitude of legal resources that will take you directly to the statute having looked there a few times that a direct route that is you could eventually get there yes okay any further discussion on this okay now we're voting on the Amendment just the amendment at this point I'm running on the original motion so we're voting on the amendment all those in favor of the Amendment as presented say hi hi those opposed no all right so it passed now we're back on the original motion as amended so any discussion on the original motion as a member not here again I don't know

093if this will be on board we had two people earlier that spoke on this I would like to call both those people back up here and see what they have what they're feeling is on but we have just decided to change so can we do that that would be Mr Reynolds and I believe it was you that came up here did you want to come this week again Mr Reynold did you want to I think you know and we have to go to a microphone so probably this bike is that my phone I get to speak twice um the the changes bring the policy advisory back into place it allows the experts to write the policy first um I think that's the step that needs to take place um not having the experts right the

094policy does create problems which we've pointed out you've pointed out I might point out as well but losing the parent advisor committee losing that voice and that mandated voice and the process for parents for teachers classified staff administrative staff was a major deal this brings it back into place before it comes before it goes out before it's adopted so I do think having that committee is a very necessary important check and balance and that change seems to accomplish accomplish that is everything there thank you we had one person online I don't know if they were going to talk about this issue or not you don't know what issue they were going to talk about okay she'll get a chance okay so all those in favor of the amended motion say aye aye those opposed say

095no yes okay our next thing we're going to be doing is the next meeting the meeting dates and our next regular board meeting will be held Monday January 23rd 2023 at 6 PM the work session will be at 5 pm and the district business of the district then I would like to wish everyone a happy holiday season Christmas New Year's and everything else that you're celebrating between now and our next meeting so yeah and for all of our employees especially take time off and enjoy yourself and kind of relax a little bit okay so now we're going to go into our second um probably comment session and we're going to start with the one who couldn't be on earlier first is she still there oh she's there okay so let's go with uh Abigail kertrude

096are you there there we go can you guys hear me now we certainly can go ahead and go hey thank you for I did get my hand up in time last time um my name is Abby kircher I'm a teacher and a parent of a couple students in the district and then I signed up to speak at the board me for a couple reasons um first of all the policy you guys were just talking about there's nothing wrong with checks and balances it's never a bad thing so it's always important to do um second I've been warned against speaking tonight as a teacher by fellow teachers um that put a Target on my back but at some point it's important to speak up and so as a parent in this district for over 13 years

097I feel that Dr Crespo is the best superintendent we've had in all those years she has high expectations for staff high expectations for students the community she expects all to show up for our district she sets both long and short-term goals that have high expectations um she has made some amazing changes in progress that I know teachers and parents appreciate I strongly support Dr Crespo and all that she does and I want to thank her for all that she does I think it would be truly detrimental to all to Let Her Go that is all right thank you Abigail Richard and I want to assure you that Liam as a board I'm going to speak for us I appreciate any comments we get from our staff we need to hear from our staff because you're

098the ones that are on the ground doing the work for us so please never feel like you can't come down to this place as well as the public so thank you all right next one on the list is Julie Brown Julie here I guess you'll have to come over we already what put the other one though you can pull it down I'm Julie Brown earlier this school year I became aware of a reading assignment in my daughter's 10th grade English class that made her uncomfortable upon further research I found the book's content to be very disturbing it's profuse with profane irresponsible graphic and explicit sexual content for example homosexual oral sex is referenced three times and the f word is used 13 times If This Were A Movie it would be rated in C-17 and

099not suitable for children when speaking with her teacher I learned this book is listed as approved curriculum and that any teacher in our entire District can assign this type of reading in their classroom I do believe there is a place to discuss controversial issues in the classroom I'm not for censoring or Banning books however there are so many resources available that it is absolutely unacceptable to lower our standards and approve curriculum that exposes our students to pornographic material in the name of some perceived educational Merit or value recent meta-analyzes that sum up studies on this issue conclude that exposure to sexual material increases adolescence risks of early sexual initiation and risky sexual behavior as a victim and now a survivor of sexual abuse as a child I know firsthand the damaging effects of the risky

100and inappropriate sexual behavior of another I've spoken with Chad our state superintendent Chief of Staff superintendent elect Megan degenfelder representative Rachel Rodriguez Williams and Senators Lynn Hutchings and affie Ellis and have been encouraged to keep raising my voice on this issue and that I am not alone I have learned that in this coming session we will see a bill that removes Educators and Librarians from the insanity law hopefully this will help but more work must be done at our school district level children are so impressionable in our most vulnerable in society and need to be protected and spoken for we as morally responsible adults need to intervene I'm calling upon teachers principals school board members and administrators to set aside selfish interest political divides and to stop feigning neutrality and stand with parents and students

101in maintaining and protecting the standards that strengthen our homes and families if we aren't working to protect our children and future Generations what are we working for thank you for your time um I am going to change things a little bit right now and it would allow anybody that still wants to come in today get back to what we used to do to just come up to the podium give me your first and last name if you want to say something you'll have three minutes so is there anybody who an additional who wasn't signed up today who would like to come in can we move that microphone anyone foreign parents and citizen here in Cheyenne um thank you chairman bowling uh I certainly appreciate your invitation um trustees uh welcome uh some of you I've

102spoken with before some of you I haven't so I look forward to getting to know you guys uh better as we move along um certainly glad that we've made some progress with the open meetings law because it really is a Wyoming statute we probably should be following those and so just to kind of segue from there um the sexual exploitation of children and obscenity are in fact Wyoming statutes as well um title six chapter four it goes through all of this and even though as the previous uh lady suggested that Librarians and the teachers are exempt but what's interesting is that your own policy uh says that the board and the media Specialists are actually responsible for all content and so with that being said uh the aspect of these pornographic books still needs to

103be addressed and so I'm just gonna um come out and request that you guys take care of that um because it's within your power to do this and so I'll be encouraging people if we don't see some movement in this direction to start filing complaints with the sheriff's office in the uh City police because it is against the Wyoming statutes to expose children to uh this kind of material and yes I've looked and I I know this one of the national Supreme Court came out with the uh three litmus tests and two of them are very straightforward and the third is very subjective uh whether whether some of this stuff has literary or artistic Merit I'm not going to judge I just know some things children shouldn't be exposed to they just shouldn't and we

104have the power to preserve these innocent Minds so that they don't have to start out on the wrong side of the equation and with that thank you have a good evening I would remind you that we do have a process you can go through if you find a book in any of our libraries or any of our textbooks that's objectionable we have a process to review those so just a reminder about that do you have any further okay Amanda first and last name please good evening my name is Tricia Smedley and I have four children two of which have graduated from Central one that is at Central and then one is that is at hops um currently and as I found out about this situation even though I have not read this particular book I

105am have had the same situation happen before with two of my daughters at Central High School and um my oldest daughter spent some time in Oregon um and was talking about their system and the way that things were presented there and as she was talking kind of of the things that were presented um I just in my heart was like oh I'm so glad I'm in Wyoming that we in Wyoming have just valuing families and the the right for families to be able to speak with their children about these in the way that they feel is right and at the time that they feel is right I also do not feel that these conversations should be eliminated in fact very much I feel like in the world today we need to have these conversations with

106our children my problem is when the teacher has the conversation at a time like in elementary school or something before I have as a parent um have felt comfortable with having that conversation or later on having that conversation in a way that I I would really like to have my influence and input um into that conversation but within a classroom I don't know what has been presented and the way that it has been brought about um because my two children have felt comfortable having those discussions with me I was very pleased that we were able to have some of those discussions but another problem comes in that as they went to address the teachers that they felt uncomfortable about some of the things that they were reading the teacher did not seem to respect um

107their opinion or made them feel like well I guess if you want to leave and it really did not allow them to once again have the freedoms that that we're fighting for that each person should be able to feel um and express their opinions and have them valued and respected so as a parent I truly would appreciate you also taking a look into this because a lot of times as parents I truly try to find out the curriculum that is being presented but life fits busy I can't read everything that my children read and so if there is something that might cause controversy or cause children to feel uncomfortable if those things could be brought to the parents in a very Forefront way that we can choose to read the material you all have those

108discussions or really make those optional um just giving the parents more freedom so I thank you for your time foreign ER I want to congratulate you all for being here tonight and Mr Boland I want to congratulate you for taking the reins as chair and really making some changes thank you very much what I'd like to say tonight is as I heard you talk about the policy advisory committees and how important they are but you also talked about how there were experts that you wanted to hear from the experts and that those experts came from internally and you wanted them to be crafting policies so I want to say to you tonight you are allowing people like librarians and teachers to be the expert on sexually explicit content they're not the experts you have a

109lot of experts you have a couple of experts back here in law enforcement you have an expert here I interview children every week who have either been sexual abuse victims or who have had experiences with sexually charged content and now they are acting out so I would encourage you as you move forward please don't think that your Librarians are the experts on sexually explicit content and how it affects children please reach out to The Experts um I'd be more than happy to be part of those discussions because pornography and sexually explicit the information is changing our children changing their views on what is sexually acceptable it is changing how they are developing and the more that we encourage that kind of information we're adding to that problem we don't want to add to that problem

110we want to be part of the solution of that problem so you need to be looking to The Experts and I'd be more than happy to be an expert for you thank you thank you for your comments is there anybody else oh my God and by the way in the future I still want you to call and sign up ahead of time with with Miss Davis that way you're guaranteed a spot on here because we can't take up all even doing this there's 10 slots so we'll always be doing this for any leftover slots but if you want to make sure you want and get and speak to us please call ahead well I'm not talking to you I'm just letting people know kind of what the new rule will be okay well I did

111call ahead and I was denied the spot because I was told all the spots were taken you have your 10 then okay so um sorry I will be very brief I just um sorry I'm a little Hazard because I just drove here oh I'm sorry yeah my name is Sri reckling and I have a son who is a sophomore at Central and I literally drove into the parking lot from Denver right the second it's going kind of like frazzled but um the one thing I wanted to talk about with this book 57 of us is that we were never given an opportunity to say yay or nay it was that's my biggest problem so my child was in Trailblazers at um Pioneer Park and every single thing that was difficult he we had a slip

112that we had to sign that said yes or no and we were never given this opportunity with this book and this book is really challenging for many people and I don't care if you look at her if you don't but you should have been given the opportunity as a patent to make that choice so that is all I have to say thank you thank you for your comments and as always I would expect that you reach out to the Lowe's level when do we have concerned that would be starting with the teacher and principal and so forth and try to get your concern to dress at the lowest level so thank you anybody else person last name please Lorraine Wilcox I just wanted to come up and personally thank Mr Boland thank you I have

113been to several of these meetings and have watched parents shut down and um treated unfairly uh for having different opinions so this meeting was a very big fresh breath of air I have personally experienced as a mother who has come forward to speak out over a situation with my child this Marine campaign that took place through the media and through other outlets so I am really hoping and happy that with our new board members and with the way that this meeting was ran then maybe parents will actually be heard and not condemned for having a different opinion as I'm not sure I've met any parent who shows hate or it's any other group or anybody else who chooses to identify differently but what we do want is the right to speak for our own children

114the way that you would speak for yours thank you all right thanks for coming we still have three more spots so anybody else is really wanting to come up and speak now is your chance person last name please yeah let's shave our card I'm a teacher at our district um I would like to say on behalf of a lot of the teachers at least in our school I wasn't planning on talking um but I know that we appreciate our new superintendent I have seen her boots on the ground with us I have seen her give us her heart and say this is what I want for us and she has changed a lot okay she has changed a lot of things that I've seen even though I'm not a young chicken I just started teaching

115and I have seen positions that should open up where I should see somebody from below move up and instead I see somebody move laterally or somebody move from a different district and in my opinion as a teacher we should be able to see people move up I should be watching my colleagues move upwards and not to the side or just retire and so with what I've seen Dr Crespo do I've seen her help move people into different positions the district should not be seen as a job where you stay in one stationary position if you look at corporations people move up sorry I'm having that people move up there's a way to be able to move into another position there will be a day when I am too old and cranky to be teaching I

116teach sixth graders there will be a day where I need to be in the admin building and there needs to be a way for me to move into a position there because somebody who doesn't isn't old and cranky needs to have my spot do I need to leave education no I need to be able to find a way to move somewhere else we want to keep our Educators and we're struggling I'm in my third year and there are days where I go I need a mental health day but we have no subs to cover when my teaching partner is taking my class and having a double class because we don't have enough people as a board you need to look at how can we fill that need and I know that does Dr Crespo has

117said what needs do we have let's find a way to fill them and so I have personally worked for somebody where we worked for our boss we would lay over on the train tracks for them you know over across the road for them be for good leadership so right now we're sitting with good leadership let's continue to move forward with that so that we have teachers and staff who want to stand behind our district we're not standing thinking oh maybe we'll stand to the sidelines maybe I'm gonna quit okay great leadership allows people to want to follow their leader not necessarily who or what they work for so let's continue in a forward pattern you've been neglecting how's everybody online that's raised their hand that would like to speak Mr chairman there is not uh

118if you're online if you'd like to raise your hands all right we have one can you hear us uh yes this is Wendy Volk can you hear me Mr chairman go ahead Wendy I just wanted to tell you I am in full support of our superintendent Crespo and I am full support of our Librarians and our teachers and I do feel that as a parent that I do trust them with the literature that is being presented to our students and I do take exception to um questioning the expertise of people that have have a masters and a PhD degree and higher than what I have as a parent that you truly do know what is being taught to our children and I do think it is imperative as parents if we take exception to what

119is in the libraries that we opt out of things that are being presented to our children that's a parent's right and so you know for us to try to dictate what is right for your children might not be right for my children and vice versa so I just want to say I give full support um to our teachers I give full support to our Librarians and I just have to remember this is a public education so if people want something different to a different type of curriculum there are other options homeschooling there's private educations but as a public institution we need to remember that one size does not fit all and I do think that we need to give all the support to our teachers and our administration because it is going to be dangerous

120to see what happens in terms of recruiting and retention efforts in our school district if we continue to attack the people that have spent their Lively I mean their entire education and professions um in these positions and I've had other teachers reach out to me and they are afraid to talk to the school board they are afraid to tell you that you know they take exception with what's being presented here so please take a moment and think very carefully about how you go forward with some of these initiatives because we will lose some of the best talent in Cheyenne our teachers our Administration and most importantly our young people do not want to see this type of overreach we want less involvement and less overreach uh and I I just really hope that we will

121remember that as we move forward in trying to find a way to reach across um all these different issues so thank you very much I appreciate the time to speak thanks for your comments one more slot so as we have an online or in here who would like to be the last the last person and again please also reach out to us if you have a concern and I'll have our email addresses they're all public for you and most of us have given out our phone number secret calls so please thank you kept concerned you don't have to wait till board meeting but go ahead thing okay my name is Shelly Downham and I'm bored here and you know me as um I just want to put my hat in the ring as well in

122support of teachers and Librarians I feel it's important that we understand that as parents that we have the ability to opt out our children out of anything that is offered at a public school entity when I was had young kids little young kids I fostered relationships with my school librarians and my school teachers I even brought my kids my littlest ones in Wagon at the school so that I could be at this school and the teachers and Librarians were open and willing to have me be at the school that with that and fostering those relationships I feel at this point um I would second what Wendy said about overreach I think it is our parents our my responsibility to parent my own children and I have the ability to do that with the opt-out system

123and also fostering relationships with teachers I feel that parents sometimes now just kind of hands up I told my husband and I feel very strongly and this is why I also ran for school board but I feel very strongly that years ago when my oldest daughter who's now 21 was in third grade she came home from school with a little Dental packet and I said what happened what's this and she said we had a little thing about you know pep rally about taking care of our teeth and I turned to my husband after she left the room and said wow all we need to do now is have the district feed our kids dinner and put them to bed and that's how I felt and there was a major shift of parents sending their children

124to school too early not prepared um and in search of maybe they didn't have to take make daycare or pay for things like that I now think that we are seeing this the pendulum swing the other way in where now we have parents who are have not paid attention we have trustees who have said themselves they were not paying attention in school and that's as a parent's job we need to be paying attention to our children we need to be paying attention to what they're learning in school and when we do that we have a better understanding of what's actually going on inside of our classrooms and I've had that ability I took that ability 10 15 years ago as my kids were going through school I currently still have a kid in high school

125right now and I can tell you that I can walk into my high school and even my old Elementary School junior high and they know who I am they know who I am and I think it's important that teachers and or that parents know the teachers the teachers know who they are and I feel that we need to be able to allow parents to parent their children and not have that school board overreach thank you foreign thanks for your comments and also thanks for putting your name out there running for school board because our voters need to have a choice so we have very good candidates that we have Senate this time so that's the end of our public comment period and so now we can go for a motion to go into executive session

126I move to go into executive session at this time prior to adjournment for the purpose of possible student long-term suspicion and expulsions Personnel legal advice and potential litigation I seconded all right motion passes and we are adjourned
