003simons as our student of the week uh haley is a very quiet unassuming young person and leads by example all the time in the classroom and out of the classroom in the classroom i spoke to her german teacher mrs johnson who's taught for a long time even though she's very young make sure tomorrow um and she said that from when haley started as a ninth grader to where she's at now uh she's turned into maybe one of the best all-around students she's ever had in class out of the classroom haley's on our g team which is our freshman orientation team uh she's a safe school ambassador um and she's also in our book club um and and she won't tell you this so i will and that is that i'm on our a.c.t she scored

005johnson junior high school and standing with me today is layla munoz layla is an amazing example of leadership in our building every time we have the opportunity to celebrate a student of the week we reach out to our teachers and specifically seek out kind of quotes quips that they see going on in the classroom every day and later one of the the things that i quite frankly um i'm so proud to be up here with you today for is that all of your teachers came back and said she is the first person to step up and help her peers and be around each other i think one of the things especially at the junior high level in times like this it's real easy to focus and localize things that are going on in your own

006personal world especially when you're 12 and 13. and when all those teachers reach out and say no this one's always trying to find how she can help others around her that's an amazing attribute so never lose that dear i also wanted to to quote ms perez because she's a big fan of yours if you didn't know she said layla is extremely charismatic helpful and driven what i appreciate about her the most is she is self-motivated it rubs off on other students during collaborative work time layla does the big things right but it's her willingness to do the small things every day that make her a standout student for example ladle will willingly pick up trash around the room even if it wasn't hers to pick up continuously lends pencils to peers and will share her

007notes with students who've been absent i cannot say enough nice things about this kiddo she truly is awesome and so laila shared a little bit uh with me about kind of her future goals and aspirations i will tell you i have had the fortunate experience of watching this young lady compete in basketball and quite frankly her stature don't let it fool you she is the fastest most aggressive basketball player i have seen um and that's coming that's coming a lot from a wrestling coach so um she's an amazing young athlete and an even better student in the classroom and so i'm going to turn it over to layla a little bit to talk about her future aspirations and things that she's got in the works hello hello my name is leila menos um when i

008grow up in the future i want to attend to lccc and just get my courses done first and then i would like to attend to the university of wyoming and become an anesthesiologist [Applause] and and camilla uh camilla and anthony if you guys can stand up i know anthony i think believe is in training still if i remember right so thank you so much for everything you do for us and your daughter very good and then can i have um uh todd burns thank you you haven't seen him we'll check and see do i have dylan watson here at all okay well i'll talk about dylan a little bit um i'm todd burns i'm the principal of mccormick junior high um our student of the week is dylan watson he's a seventh grader um for

009a seventh grader to get this award this early he must really stand out because um we're still trying to get to know most of their names a lot of times so dylan really has stood out he enjoys talking to his friends he plays baseball and he plans on playing basketball this fall his favorite subject is geography he wants to finish the quarter with all a's and then sign up for honors courses which is an admirable goal and i'm sure he's going to accomplish that and when he grows up he wants to play major league baseball or play in the nba the committee chose dylan because he's focused and polite he's always prepared for class he works well with everyone dylan has great grades and excellent attendance he's a great student in class and is kind

010to everyone and according to one of dylan's teachers he's a great example for others and in general just rocks so our student of the week is dylan watson congratulations to dylan's parents as well at this point in time mary quas would you do we have a western vista representative here very good she will introduce them thank you madam chair um i'd like to to introduce peggy ritz um she is our representative from western vista federal credit union and we are just pleased to have uh western vista as the sponsor of our student of the week and she's got a little something more for our students thank you yes western vista is very honored to be part of the student of the week program and in that regards we do have a certificate of achievement for

011you and we have a gift certificate for you mr marriage come on up so we can take a picture mary's where you everyone yeah of all everybody [Music] congratulations thank you let's give them all one round of applause thank you [Applause] we sincerely thank western vista for their support of our students of the week and obviously all the work that goes into these students and it's wonderful to hear from the staff members concerning that contributions that these students make in their classroom and their buildings so thank you again and congratulations to all of those parents and that support net that go with those kids so thank you um we are the next item on the agenda is c information um and reports items from visitors so we at this time have no one signed up

012to address agenda topics so we will go through the upcoming meetings december 10th 2021 from 12 to 1 a special board work session on the nsba in the boardroom december 20th 2021 6 p.m regular board meeting january 6th 2022 6 to 8 hearing for poder academy and pass in the boardroom january 10 2022 5 pm work session 6 pm regular board meeting and currently we tentatively have a date scheduled for the cobin 19 mitigation protocols um for january 4th from 11 30 to 1 o'clock at this time it's an opportunity for individual board communications and reports do i have anyone who would like to share trustee herman thank you i'm adam here um just a couple real quick things um the um the east high school cte program um had an open house um before

013oh it was last week no two weeks two weeks ago time losing track of time here but and and i know that uh dr crespo and at least one other trustee went to take a look at the the work done by these students and i have to say that we've all we all spend a great deal of money there because the kids i give credit to the um the program there the students made some very high quality items for sale and uh we're taking orders for more they sold out of many items but it just was a demonstration of students putting together the skills welding and other things and then entrepreneurial uh you know sales marking their things out figuring out what the market was for and taking orders and it really was um the

014kids were really excited to have that um that affirmation in the form of ready cash from from customers who appreciated what they made and um and i just i give credit to the teachers i also met penelope the pig which she's she's a delightful animal um and so they'll watch her um give birth and and and raise her little piglets um i think eventually penelope will end out at the ag farm out to pasture literally but um i just have to give credit to the program for teaching the these students the skills um and and the creativity and also the entrepreneurial ability to turn it into a little mini business so kudos to them and just and just one other thing the uh christmas programs is the season of christmas programs and so i know

015some have already started um the high schools have theirs this week and the junior highs are generally having their programs at their partner high schools so um i encourage you to support them check with your school every school is doing something different as far as how they're scheduling them some are streaming them some are not so just a check before you go um to see um the best way to participate but um i know the music teachers do a tremendous amount of work on them so just encourage you to to check those out which if your students are in i know you will anyway but um it's nice to bring the whole family too so that's it very good yes trust me along the lines of the cte i have the ability or i work

016with workforce development projects across the state of wyoming was in a meeting recently and the lcs v1 has worked for a number of years now with a group locally called the next in sector partnership construction trades and it is an industry driven partnership that looks at how they drive students into the construction trades in particular um and once again it got called out in this workforce meeting across the state as being a prime example you know it kind of got put on hold during covid but it has ramped back up there getting kids out to learn more about the construction trades and find ways to be in internships and get certifications or start certifications that they may not be able to finish until they're over 18 but they they continue to be an example a

017fine example across the state and then the program the next gen program as a whole continues to get brought forward as on a national level as a workforce quality workforce for them very good thank you and we appreciate all of our community partners with that program as well is there anyone else all right several of us attended the wyoming school boards association professional development conference at that conference the delegation did um support the resolution that was put forth by christy claussen and marguerite herman so that that was that was an accomplishment um obviously addressing transparency um and uh statewide in education so i sincerely appreciate the efforts of our board coming together and also these two individuals that that spurred that conversation so thank you very much um moving on to uh reports from superintendent

018and staff madam chair i would first like to start with our physical science curricular material 45 day review update um i would ask julie hawkins come on up um to share where we are in this process and where we are moving forward good evening uh dr crespo madam chair and the board of trustees it is such a pleasure to be with you here live tonight thank you for having me um as dr crespo said my name is julie calkins and i am the science and computer science coordinator for the district and i'm here tonight to invite you and our community to help us adopt new physical science curricular materials by participating in a 45-day public review of the four textbooks we are considering for adoption the 45 day public review will begin monday december 13th

019and will end february 1st 2022 that's actually 50 days but with new year's and the holidays we wanted to make sure that we had plenty of time for people to join us materials can be reviewed by going to the second floor of the laramie county public library or coming by the math science and world languages office in room 352 of the administration building we'd love to have you um we always have candy in the administration building if you'd like to stop by so if you don't have any questions thank you for your time and consideration this evening thank you thank you thank you very much ms copkins all right uh so the next is a quick update on some really exciting information um our second as we uh move through the strategic plan i had

020the opportunity to meet with all of the secondary students that i had met with the first time i was able to do that last week and really incredible to hear their feedback and appreciation for our opportunity for them to have voice in the process and what that looks like and just incredibly grateful for the principles that help facilitate that during a zoo meeting i didn't keep them very long because i know that they have to be back to class um the second piece that i just want to address which i did address um to all of the trustees i want to make sure that um i share with everyone three areas so when i first was elected when i first was brought on by the board uh to become the superintendent i made a very

021strong commitment around partnering with our community and connecting with um anyone who wanted to meet over the first hundred days as we moved into the strategic plan and through that process i haven't wavered around the partnership that i have hope with students parents community um as well as those that are interested in having conversations so i want to just take a few moments to talk a little bit about what the work is that we've been doing based on some discussions that have been happening so to begin with as you know there was some uh discussion during our last board meeting around texts that are available in our libraries or have access to clarify uh when i first arrived that was one of the areas that we had addressed and talked about looking into so i

022met with our library system at that time and then started the process working forward uh about what that would look like into the future as we looked at the 100 days frankly for a variety of reasons some of them were text related some of them had to do with access students having access to their grade appropriate language their grade appropriate text and the fact that our professional development for our para educators who are the individuals that are in our elementary libraries and as i share don't have media specialist specialties although they're incredible incredible individuals we only have one uh so i had the opportunity to meet with miss otis last this past week at dildon elementary i want huge shout out she was super helpful um as well she um because as i'm learning um

023she shared information around the fact that there isn't that level of certification uh in in our district for our elementary schools uh additionally about a week the november i looked at the date so the week of november 3rd trustee claussen had received an email from a parent which you actually mentioned um in a meeting related to some content in a text and i want to clarify that that email came in we responded within three days and addressed that issue um that was related to text in one of our library access and we provided a response i am again committed absolutely to partnering with our community partnering with our parents to address the issues so in a minute we're going to have mr fraley come up so i can share some of the insight that we've

024got garnered since this came up because when a public concern comes up whether publicly or privately we address it very quickly i want to address also which i shared with all of you the concern around the youtube video i want to be very clear that youtube is a subscription and as with most social media and video we sign an agreement and our language is k12 nothing was struck from the record the record still absolutely exists in order to keep our subscription whole we need to make sure that there's a level of clarity and that the language is appropriate and then the last thing that i want to share is that so that the public and the board as i shared with all of you there was a fair number of concerned parents who listened to

025our zooms and because the commentator turned around to share the concern with the crowd those in the zoom did not hear that so we're not able to mute or lower their volume quickly enough therefore in my update the following day i clarified that in fact we do have a k-12 audience appropriate board meeting but i apologized for the fact that it was not fast enough for them to be able to have their students not hear the language which we all have agreed is not appropriate i want to clarify that because i want to make sure that people understand both listening at home in our public and here that i am absolutely committed to that partnership and you as board members know that i respond as quickly as i am able to and address those issues

026moving forward my commitment to this conversation is about the students of this school district and making sure that they have access and opportunity for their future their life and their success with that i'd like to hand it over to mr fraley so he can come up and share with you as promised the update around the text thank you mr freely thank you so much good evening dr crespo madam chair members of the board pleasure to be here tonight to give you an update on our recent concerns i've typed up some comments so i can stay on track comment a concern was brought forth to the attention of the school board and senior leadership staff in regards to library media materials during the november 15 2021 board meeting in the public comment section we also received

027concern in regards to a classroom set of books at a junior high school earlier this school year our department was then directed to identify the texts presented and the whereabouts of these texts these were identified across our district in the secondary libraries furthermore there were 10 copies of one text that found to be purchased for a high school classroom in 2020 we did not find paperwork in the english language arts department as to the approved purchases discussion with the principal of the school informed our department that the books have not been used for classroom instruction and were not excuse me and were found on a shelf not accessible students accessible to students we have since resolved the issue with the classroom set up books for instruction with the ela department at that junior high school

028regarding the process of instructional materials since this time we have not received a referral of exhibit 85 in regard to formal public concern at these schools however our department has communicated to all principles regarding this exhibit through policy allowing all parents to opt out of mature content in the library media material checkout process our department has also worked with our vendor to identify books with adult themes therefore if a student would like to check out a book with adult themes the library media specialist will be notified of the student because of the parent opt-off choice for their child will not be allowed access to this material from our library we are in the process of identifying age-appropriate material in our element elementary and junior high school libraries this will allow us to be prepared for

029parent concerns through our administrative regulation relating to library media materials lastly we are in the process of improving our purchasing regulations for libraries across our district further information will be provided as we work with all stakeholders across our district to follow our policies and our procedures questions um go ahead trustee smith okay um mr fraley thank you i i have um just two questions about just things you had said the book that was identified in uh one junior high and i i think you said it was maybe not part of any curriculum but it was in the junior high i'm nearly positive it's also in another junior high because it was offered to my daughter to read in seventh grade and she said no um but i would like to maybe we can talk later

030because i i'm it was in another school um i'm positive of that okay thank you um my other question um you said that parents would have the option to opt out of them the books with the more mature content which i appreciate that we have or putting into place a mechanism for that but i wonder if it might make more sense for parents to opt in to that mature content instead of opting out i um my my guess is that not i well and i you know i don't know how you exactly define mature content my thought would be if i'd be embarrassed to read it out loud to it even a teenager maybe it's too mature for them but i we might have less of an audience for that mature content that is is

031wanting to read it or whose parents want them to read it than an audience that would be just super eager to get their hands on it so i don't know if if maybe we could have it in an adult section of the library and and let those parents say yep absolutely i want my son to read that book let him have it just something to think about so madam sure yes please so um as we have discussed that's certainly something that we're looking at from the our issue right now as i mentioned really has a lot to do with uh making sure that we're going through the titles that currently exist right now because we're finding as mr freely mentioned that there are titles that were not procured through our process and are outs purchased

032outside of the process and that's what we're trying to navigate with some level of urgency um and certainly as he mentioned at the end we are looking at what what makes the most sense for our community and our families and at the same time making sure that we address the needs across the system so it's that balance is what we're discussing right now our goal is to get through this process make sure that we've got it we know what texts are in those libraries what those vendors look like what that means and then we'll be addressing as we move forward with expediency right like we we understand the um the urgency and frankly the urgency with a fair number of things so we'll be addressing that and come back with the board um update thank

033you yes trustee thank you madam chair um my question madam chair is uh well i've got two um i agree with what just trustee smith just conveyed about the um opt-in approach might be better for our district but i also on that note i've been thinking about this ever since that idea was first mentioned as a possibility and i'm wondering if uh it's if we have books in our system that are not appropriate to be read at our school board meeting then maybe they're not appropriate to be read in our school district and certainly i understand that there is an audience for those types of materials because they're written and they're sold but we're family friendly district we have children in our district and i'm wondering if our public library which is just down the

034street wouldn't be the better option for families that are seeking those kinds of materials for their children to read and then i have one i have that one more point madam chair um and and so i would just say that i would really like us to consider that um and then my second point would be that um the 10 books that were purchased i'm assuming 10 different types of books or are they just 10 in total books 10 titles okay that were purchased in 2020 that were not approved through our regular system process are we considering putting them through the approval process or have we just decided to take them out of our system altogether or where are they in the process now yes please so you want to start so uh what i would

035say is to the first comment you're absolutely right that there is one perspective that says that this is not appropriate we also have to take into consideration that we've received a fair number of calls on the other side and have to navigate a system that please please thank you that now that allows for those individuals to also have access based on their interests and their needs for their own families to to that end to that end i also want to share we are looking at we are also looking at um the titles that we're talking about were 10 of the same title those 10 books that were there have are not there as we try to navigate what we're doing we all we just have to be very clear that we we represent all of

036our community and finding a way that meets the needs of everyone thank you please if we could hold the comments please it's we all want to work through this we just need to work together so if you could please hold your comments thank you do you have anything further oh yes please mr boland i just had a question about the the vendor that we're using for our library management system do they have an opt-in option can we do that with that vendor madam chair trustee bolin that's exactly what we're working with the organization that's doing it so in the past the vendor orders were just ordered in our case it's been outside of the order so we're trying to navigate both how do we procure appropriately and second how do we make sure that the

037titles that we're gathering meet the appropriate recommendations for the student and the age level that we're talking about that's part of the larger destiny fallout discussion that we're having right now and we and have asked for how do we mark that system how do we market within this system to address that so do i understand that there is a an opt-out option that's working right now are we still working on that yes sir there is an opt-out that's in policy but we're not sure whether the opt-in option is available and we're still exploring that correct thank you because i believe that's probably a good i haven't thought about that until it was brought up here but sounds like a great thing to do very good any other questions no we will continue to work through

038this and i appreciate all of the obviously this isn't going to solve itself overnight so um we need some grace and some time to put this together and to work through this with our community and um i am looking forward to it's not my first time in 15 16 years of having a parent i'm a parent of five kids throughout this district and it's not the first time that there's been concerns raised on on a book so i'm really hoping that this board and this administration can come together with our community and actually address this um in a in something that's that's going to work for everyone so i'm actually very hopeful and excited about this but i i do want everyone to understand if you can imagine the lift for our staff during this

039time in reviewing all of these library materials that we have throughout the district it's it's enormous so we will work through it yes just a question do we have an idea how many volumes we have in our libraries across the district hundreds of thousands of library texts we have when you think about our um our high schools our our all our library areas all of our partnerships we have a fair number of titles as well as making sure that our curriculum aligns instructionally yes and just wondering um the the question about online available texts um do we um are we able to sort of it sounds like something's escaped you know fell through the cracks and what what efforts are being made to make sure we corral all those as well so those texts that

040we're talking about are text hard copy text we don't we currently are working with the library in general for access for the state system there has been a lapse in how that looks students have access to some of the components reference materials things like that navigating what that looks like for the rest of the titles on the tech side so that's part of the lift okay thank you and i just want to say a super huge shout out to just the few number of individuals that are working on this um within that department without saying any names there's only one individual and some support so this is happening with the people pulling together and saying this is a priority for us um so i just want to say shout out and they know who they

041are thank you yes absolutely thank you please hold your comments um it's important that we have an orderly meeting i'm looking forward to uh to addressing um this as i said earlier um are there any other updates no ma'am very good thank you dr crespo at this time we'll move into the organizational meetings so the election of officers at this time i would open up nominations for board chair are there any nominations for board chair manager yes trustee foster trustee herman i would like to nominate uh roseanne vinnie for uh to continue his board chair thank you are there any other nominations madam chair i'd like to nominate tim bull and for chair thank you at this time are there any other nominations very good uh we will close the nominations and vote all in

042favor of mr bolin for board chair say aye or raise your hand that is actually yes i'm so sorry to interrupt you but i thought we'd have discussion is there no discussion um are we we don't normally do a discussion um on a on the vote like that no we haven't all right um so at this time again if you would raise your hand um all in favor for mr bolin as board chair raise your hand okay darlene our executive secretary is noting that um and then again for roseanne rennie for board chair mr wiederspahn hi okay i he said i i think i don't know if he raised his hand but he's trying to do both i think thank you i know this is difficult but mr wiedersphon we appreciate you working even though

043you're not feeling well so appreciate you very much all right now we'll move on to um at that time i will continue as board chair um we will call for nominations for vice chair anyone would like to make a nomination for yes mr bolling i'm i'm sure i'd like to nominate christie classic for vice chair okay very good are there any other nominations yes mrs ashby um i'd like to nominate the marguerite hermann stayoff advisor very good all in favor of christy claussen for vice chair say aye or sorry that's my habit raise your hand thank you very much please forgive me have you got those very good and all in favor for uh marguerite hermann to remain as vice chair raise your hand and rich you will need to vote i do you have

051passes madam chair i moved to grant permission to purchase school bus wireless broadband equipment for an amount not to exceed two hundred fifty four thousand dollars or two hundred fifty four thousand one hundred ninety nine dollars and ninety seven cents second is there any discussion yes mrs clausen yes madam chair thank you on this item it caught my attention um because we're actually creating an opportunity to um to obligate district funds for a new program now right now what we're voting on tonight we are not going to be spending our any of our own money we have a grant to pay for the equipment on the school buses and we have service paid for through i believe june but um then in after that we'll have the equipment the technology and the capability on our

052buses to provide sell your cellular services to our students riding those buses but i'm i'm hesitant to obligate more district funds to more conveniences it's not necessary it's not in the classroom it's a convenience and so at this time i will be voting for this because we have the grant for the equipment and we have the service through june but i want to be clear that if we don't have a grant or some other way that does not use district general funds to continue the service into the next school year i will not be supporting spending district funds at that time for this so thank you manager yes mrs i'm sorry trustee hermann go ahead so um i was um and actually this is a thank you for bringing that up that you know it's

053convenience for sure but could we hear maybe from one of our staff that um other other uses for this beyond convenience like so that we can just sort of fully appreciate what this is going to add to our capacity madam chairs trustee herman i'd like to invite kyle mckinney up to share um some of the insight around this grant and what it means to many of our students hi i'm chair trustee herman um not only would this allow obviously wireless for our students although um those coming into school and going home but also those traveling around the state you know up to seven hours uh one way and if we look at this it's really [Music] for some of our shorter long routes it could be about 45 minutes it's about 264 hours a year

054homework time that we're looking at um and please uh it gives them the same opportunity as those students who go home with their devices and have internet at home and get their homework done before dinner so i'm sure they'd appreciate that please um thank you it'll also allow us if uh if we need to to put those uh buses and remote locations to offer uh remote wireless if that becomes a need for the district going forward madam chair yes just to follow up is is there a safety benefit at all i was curious if that can be used for increased safety sure um well man i'm trying to trust you i'm not are you asking about uh like filtering or just um oh no i guess i was wondering is there an advantage to um

055students or the bus drivers or any anything else that of that additional capacity for communication but and there may not i was just curious that that was part of what one of the benefits um adam chair trustee hermann uh would be would allow communication on the bus not only for students but staff as well particularly around the state um offering them cellular signal if they may not have their own device or if there was some situation where they don't have a cell phone or something along those lines the buses have their own cellular connection for their uh the routing system um so this would be separate from that but that would be a possibility thank you and yes trustee smith i'm just full of questions i have a few questions so can i take them

056one at a time um when the grant money runs out will this come back up for a vote to invest more money in this or is it just assumed that we have approved it and we just keep spending on it manager trustee smith uh no it it will go through june as stated um after that we'll we plan to you know look at usage look at which routes are where it's being utilized um you know whether we want to renew you know obviously i think the activity buses are a great opportunity for those students um but the the local routes we can look at the data how it's being used when you decide to what level we want to renew the service we'll have the devices on each bus so we can renew any of

057those we'd like um whether or not it comes up to board vote it would be based on our board limits of course if the spend is is under um 50 000 it wouldn't come before the board but we could uh you know run it get to dr crespa i should like to approach it okay um my next question is about the one-to-one devices that we've issued my understanding is that students who did not have connectivity at home were issued devices that provide them a hot spot so they actually do have that connectivity at home with devices we've already issued is that correct trustee smith we did procure devices um that allowed for cellular connection we did not activate that um because of the expense of the district and how many kids that um we did

058activate it for students in quarantine or isolation for those students at cvs who did not have internet at home but we didn't just activate it in general for students who don't have it at home they don't all have it on their devices right now okay and one more question um maybe it's more of a comment i um i have kids who ride the bus and they ride the bus for long periods of time um my high schoolers have been glad obviously as they've learned to drive because then they're not stuck on a bus for 30 or 45 minutes each way to school but um my solution to boredom on the bus is read a book um or talk to your friends and i um i you know our kids are connected all day at school

059and many of them come home and they're connected the second they walk in the door um if it's not just because they pick up a wi-fi signal they go to a device my own nine-year-old leans this way i mean he just he would run to the computer to get online if we don't interfere and and redirect him so i i as a mom my heart hurts thinking that they're gonna be on a bus for 30 or 45 minutes and be connected then too and i i get you know i love the idea actually on sports trips or long activity trips um that kids could work on their homework but i just don't know in that 30 minutes to an hour that a kid is on a bus that they need to be connected there too

060i mean they could look out the window or daydream or a visit or like i said read a book um do their math homework on paper i i'm just as a as a mom i'm struggling with connecting them for that time too so i guess that wasn't actually a question for you i'm sorry but um thank you for calling us in um mr mckinney thank you so much for your for your information and i understand that you are going to do um the you will be reviewing all the data and the usage and and just how effective um all of this is and i know that you will um you and your your staff will put that the same type of filters and and safety protocol in place for all of the devices um just

061like you have um throughout the district and i applaud you and your staff and the work that you have done to bring um lcsd1 up to where we are today with our one-to-one devices and supporting our teachers as well so thank you thank you very much and i look forward to hearing um how that information when you get that information uh in the review it'll be it'll be nice for the board to to be able to see um what you find out so and congratulations on the grant at this time is there any further discussion thank you mr mckinney all right no further discussion all in favor say aye hi okay oppose no no motion passes [Applause] very good our next item on the agenda is future business the next regular board meeting will be

062held monday december 20th 2021 at 6 pm the business of the district is complete we now move on to our public comment section the purpose of a board meeting is conduct the business of the school board the district in public it is not a public meeting the board recognizes the value of public comment on issues related to the operations of schools to ensure that our meeting is conducted in an orderly manner we ask you to address to address the board directly state your first and last name keep your comments two to three minutes so others have time to voice their comments keep your comments general in nature not directed at a specific individual or individuals and please suitable in language and content for k-12 grade students and i understand where many of the comments were

063i do i don't think there's a board member here or anyone on our staff that did not um feel like that needed to be addressed and that we have some work to do so what i ask is that we all work together and we need some some time and some grace and we will all work together to find solutions and identify what what we can do in the district to address this so please if you have content that you are going to share please summarize it please do not read any illicit material or text in your comments please summarize it i appreciate that we do need to keep this k-12 we did sign an agreement with youtube and i really don't want to be suspended from youtube we did have that happen in the district

064under dr brown we had no youtube for a and it was a minor infraction i think at one point and maybe kyle knows but at one point in time we uh we missed a youtube meeting um we were not able to use youtube so um please let's just try and work together here please um and if you can hold your comments please we will have an orderly meeting and i want to hear everybody so additional information or try and add additional information or perspective try not to be redundant while the board sincerely values public comment please note if any time the meeting is willfully disrupted and cannot continue in an orderly manner if the vista business of the district has been completed the meeting will be reset or adjourned and then um um we would

065go into an executive session as you see we have one at the end of this meeting after public comment so to make comments at the board meeting you must sign up with our executive secretary the week before the meeting you may call in only for yourself you may not call in for other individuals or add additional names when you call in to be put on the public comment list please attend in person or via zoom to comment no one may substitute for you if you cannot attend you may mail email your statement to the executive secretary darlene davis or the board i appreciate everyone's cooperation in this and i look forward to our public comment at this time would mr smith please address and please turn the microphone around and address the board thank you

066please madam chair members of the board members of our community i want i want you to know i understand why you're upset even outraged by the actions we're in action of the school district but i want to encourage you to speak respectfully um some of these extremists that are steering this ship would like nothing better than to point um uh out would try and paint us as um extremists or terrorists instead of concerned parents like we are so please be respectful in your comments my wife alicia and i have four kids in the district we love this community we lead our family and our course in the community with love and respect and with information and we'd like to ask that the board do the same with that said you have to know that apologizing

067for a parent bringing up pornographic material that should not have been in the school is wrong and offensive to this community further censoring that parent statement is even more wrong and offensive to the community it's really a marxist tactic um to blame youtube is shameful we know that's not true further as uh the face of the school district the board needs to issue a public apology um and a public reprimand of the employees responsible asap you should pull also pull the books and questions from the library that were read at the last meeting my son looked it up today and only one of the two books was pulled i have a screenshot so i can prove it um and also if there were hundred thousands of christian books to go through which you have no

068problem going through those in fact you have there's no christian books in your library so we know that you can go through these books at the last meeting i told you that um if we didn't take action to unmask the kids that we're going to turn up the heat we turned it up just a little bit this group right here represents thousands of people in this community and i believe that we're the majority even though nearly half the kids that are being mass in this state are from laramie county school district number one this board right now has taken zero steps to mitigate your ill-informed decision to mandate that mass be placed on our kids nearly four months ago 85 percent of wyoming school districts are not masking their kids and they're doing fine all

06917 comments that were took place last at the last meeting um we're about removing the masks there wasn't one for it raise your hand back here if you are here because you want to see those masks removed from our kids you can please address the board that's fine thank you if this board goes by the complex color schema that you have on your website which is nearly impossible to find on the website by the way our kids won't get unmasked until summer it's still extreme red we know that's not true put an end to this bad decision first it was six feet then it was six feet in the mass then it was two weeks then it was two months and it was once we get the vaccine once we get the booster once we

070get the third second booster third booster once the kids are able to be vaccinated then we'll look at this guys it's time to unmask our kids i recommend you guys do something and uh even motion for a vote so with that i'll just say i love this community i love each one of you abstractly i love my wife who's on the board and uh thank you very [Applause] mark much mark moody good evening one book that should be banned not going to read it glass by ellen hopkins you need to read the content in it very inappropriate through k through 12. i wouldn't even read to when i'm teaching my college students okay i just want to say that i think it's disgraceful that we are apologizing for what a parent said yet that is

071the same content in the book how about apologizing for having that book in the first place in the district that should be the big thing apologizing saying sorry should have been banned right away public library is fine not in the k-12 school that's pornographic material think about what happened in ohio in the one case another thing too though seems like we care more about being members of the national school board association some of you guys say we need to get out we do need to get out state of wyoming has this associated with it why is this board saying we don't we don't want to get out some of us say we want to stay in remember this is a deep red conservative family-oriented county 70 conservative we are not boulder county colorado we are

072laramie county wyoming please start representing your constituents thank you [Applause] [Music] kathy cigliano thank you um just in regards to the masks there was a very public um denim and diamonds event that happened about a month ago or so um a lot of the crmc doctors like to get on our zoom calls or come to our board meetings and say how much they praise that you have given our kids their masks back and how much the masks work um they work so well that you won't go home and kill grandma so i just want to point out that the ceo of crmc was at this event without his mask on the entire night there's a doctor here christy van kirk that has spoke in regards to keeping masks on their kids she also did not

073have a mask on that night there were some other people that were in the audience that were crmc employees administration and then on the back here you can see that we are still keeping our kids in masks even though the crmc employees and doctors that come here and talk say that they should be in the masks but they are not why is it okay for these doctors and these administrators to go ahead and say that they want our kids in masks all day long when it's clearly fine for them to be in a public event with well over probably 500 people at this event without a mask all night so i encourage you to take the masks off our kids thanks thank you [Music] daniel marks marks daniel mars m-a-r-c-e-s thank you thank you good

074evening trustees i'm here tonight to uh actually encourage you guys and remind you that uh your job uh well it's not a job uh that as a public as a trustee that you you don't have a job it's not it's not a job okay and uh because you know a job comes with a paycheck right dr crespo you don't have a job because you're not being paid but i am here to encourage you to let you know that you have more than a job more important than a job and you knew this coming in when you first got elected that you wouldn't get paid so what is it that you have you have a cause that you give a lot of time and energy to a lot of effort and i want to thank you

075for that you are a giver the holiday seasons are here and uh with the season it is a season of giving and you are a giver and i want to thank you guys for that very much at my home we appreciate the spirit of giving and we that spirit of giving us is expressed as a gift and it's always that one gift that we dread every year it's the gift of fruit cake and i don't know about you guys but fruitcake on the shelf for two to three days is better off as a doorstop than a delectable delight but whether you like fruitcakes or not the spirit of giving should not be overlooked just as your gift and time and energy and effort is trustee you must not overlook the gift that parents give to

076you in these meetings many of them sit here and they engage with you giving you their concerns their perspectives their worries and maybe just like the dreaded fruitcakes at these meetings perhaps you may have had your fill of fruits and that occasional nuts but they come to give giving you informational information rationale with their concerns for this community and like you they give unpaid for their cause their children are their cause and i just want to leave you with this guys some people die for their costs rarely do they die for a job and all i ask is that you hear them respect them try to understand them so that your policies the policies you formulate and adopt another gift to yourself or maybe that was your cause i don't know but what i do

077know is that the parents behind me have begun to wonder and become suspicious of you so much so that they've attached their costs to the principles of liberty and freedom that have evoked in them the cries of our founding fathers quote thank you give me liberty or give me fruit cake and it's not fruitcake that our founding fathers used thank you susan susan edgerton a stakeholder i've heard that tomb term used a lot at board meetings to refer to children and parents but what is a stakeholder a stakeholders any individual group or party that has an interest in an organization and the outcomes of its actions so last week we had a stakeholder that came up and read from a book monday's not coming opened up a big hot can of worms she got her

078public comment spliced on youtube her first amendment rights taken away got censored we had a weekly youtube video where there was an apology given for what she had said the language used but there was no apology for the book i have a list of questions for you who can tell me about the district's procurement policy do books like this one violate that policy who does our school's curriculum review does the district have a code of conduct if so would the book that she was referring to monday's not coming be in violation of that if it was embarrassing for you to hear those portions last week read out loud why is it in our school libraries would you take it to work and read it to your co-workers would you take it to a family gathering

079and read it to your family it's frustrating that in my email correspondence about just getting an apology for the book being in the libraries i couldn't get one and trust me i'd rather be up here talking about the mass mandate and how i feel like it's a violation of the parents right to send their child or not send their child in a mask how i feel like it's a control issue i'd rather be talking about how there's still a link to the crmc website talking about the number of covid people in the icu and on ventilators as a fear tactic and why there's still nothing about how to strengthen your immune system but here we are quit trying to cancel us please publicly apologize for books like this with sexually explicit content being available in

080our schools start working with us not against us if you really consider us as stakeholders then quit ignoring us quit canceling us please listen to our concerns work with us [Applause] mr wilson thank you trustees i'm not here to vent i'm just here to reiterate four concrete action steps that you can take it does not take a lot of time first i ask you to call for the wyoming school board association to disassociate from the national school board association until the signatories of the infamous domestic terrorism letter are rebuked second revoke all funds pending or budgeted for future national school board events and training third some of you are planning to go to that we know most of you are planning to go to that meeting even if funds are revoked you are subsidizing the

081national school board association even if you played with your own money not with government money and finally follow through on your express commitment to transparency i loved hearing that this morning about her this evening about how much our superintendent and the board is committed to transparency follow through on that post video of all meetings and all work sessions and restore the censored reading national school board association is a huge problem i'm going to go through a brief timeline of what happened that has brought my attention to this manner on august 2nd a wyoming guard member spoke politely at a meeting where another speaker went 40 seconds overtime and you terminated the meeting on september 29th the national school board association wrote the federal administration comparing parent restrictions to domestic terrorism that letter was mischaracterized um

082by calling that august 2nd meeting wyoming's example of an angry mob it was no such thing on october 4th fbi agents were directed by a memo that a whistleblower has now released to use counter-terrorism tools tags and networks discouraged in supposed intimidation of school boards in wyoming was the poster child or this this district was the poster child for wyoming then during the november fifteenth public comment that same guard member who had spoken on august second he spoke respectfully to you on august second revealed that he was subjected to an investigation by the federal guard bureau and he was taking his retirement in jeopardy by even coming before you that is wrong citizens noted that the work session about the national school board association had been scheduled for this previous monday and several citizens contacted

083you and said please record and post it you refused to do so it is still not posted you have recorded and posted other work sessions why not this one and finally the work session that was broadcast in real time all you had to do is press record thank you for your commitment to transparency please follow through on it and please take those four actions i called for at the beginning of this address thank you all trustees [Music] and winners [Applause] mr winners thank you very much it's wonderful to be with you today and i respect who you are my name is nathan winters the executive director of the family policy alliance of wyoming and also a local pastor and i do appreciate the challenge of making decisions when the issue at hand is highly charged

084um the pressures that you undergo by the way as a school board trustee i recognize across the country as being highly challenging i was just speaking a couple months ago in the state of virginia and i recognize the challenges that were faced there we're seeing it across the nation the books that have crept into our school libraries introduce subjects far beyond the scope of what a child ought to be reading regardless of the circumstance and when read in this venue it made us all uncomfortable the material ought to make us uncomfortable what has been problematic is the response when a mother read one of those books here she even tried to clean up the language and yet she was censured rather than apologize for exposing young children to the graphic sexual content lcsd number one

085has felt the need to apologize to the world when the mother exposed that content to the world and that's a problem i know my own wife would never in a million years want to stand in a public venue and read content like that but what would drive her to do so is her love for her children and that's what this lady was doing some have tried to claim that when a parent expresses concern that a book on a shelf is is made available that they suddenly become a book burner but nothing could be further from the truth our society in america recognizes the need for mpaa ratings what i mean is that society recognizes that certain subjects are inappropriate for children and we're asking for our school board to recognize the same and secondly some

086have attempted to claim that the books are here for people in unique situations as in using the analogy and i've heard it over and over in this district we're here to serve all the problem with that idea is what we've seen in education is that we've made the outlier normative and in doing so it sends the message to every child that the exception rules and that is what is occurring here and because of covet 19 more and more parents are growing concerned with what their children are exposed to as we look at the effects of esl as we look at reaching in and trying to teach the whole child people have used that understanding to try to drive a new norm into the child's life that is in opposition to the family's wishes at the

087end of the day all government no matter where it is and i've served just like you all government is here to serve we the people and that's what we're asking you to reach out and join us and serve us thank you so much [Applause] michelle myers hi my name is michelle myers and i wanted to ask the board to reconsider the mask being required there is no county or state mandate in place for mask and asking the kids to mask up why in school where there is no state or county mandate in place is beyond ridiculous one of the doctors that spoke in favor for the mask that it said that it was just temporary and to keep the hospital's numbers down this is the second year of doing this it sure doesn't seem temporary

088to me or or even to a lot of parents why is it the responsibility of the kids and the teachers to mask up and not any other adults in this community or state oh i forgot if one of the kids get covered unmasked then they would bring it home to grandma and kill them according to one of the doctors every immune compromised grandma and grandpa adults and even school-age children have had the chance to take the vaccine if they choose to life is not without risk every time you get in the car and drive home you have the risk of dying in a car wreck you ride a horse you have the risk of getting thrown off your horse and getting injured or dying wrestling gymnastics the rodeo and many other things all have risk

089to be had masking the kids should be up to the parents period if you are truly worried about the safety of the children then you should be addressing the mental health and suicide rates of children why are you not listening to common sense approach to the cases that we get laramie county school district number two and some other schools i know are doing the same common sense approach to cases in quarantining if a student teacher or staff member contracts coven those in close contact have them wear a mask for the next 10 to 14 days and if they begin to have any symptoms then they need to go home and get tested or quarantined for the 10 days because i can tell you that kids do have sleepovers they go out in the community without

090masks they are in outside groups without mask and they play sports without mask please and mask our children thank you thank you [Applause] i'll need your permission so uh two weeks ago i went to a funeral and it was my grandpa's and he was in a nursing home and he was fully vaccinated and my grandma's fully vaccinated and all the workers there are fully vaccinated somehow the masked worker who was fully vaccinated contacted covid my grandpa contacted codevid and he died sorry and so i don't understand how we just keep listening to the same rhetoric over and over again and assume isn't doing the same thing over and over again called insanity expecting a different result so i actually have family that are medical doctors not in the state because i want to get them

091in trouble in other states and nurses and i asked them about the medical doctors talk about wearing mass all day so i said so what does that look like and they're like first of all we're in a very sterile environment controlled sterile environment first of all nurses and doctors and we don't wear them all day i want to encourage each of you board members i want to ask you first of all do you wear a mask eight hours a day five days a week you sit in your office without a mask on because what i would like for you to do the next five days maybe even 10 days until school's out i want you to wear a mask eight hours a day while you're in your office while you're driving in your cars while

092you're going to the bathroom every single second and you can eat your lunch without a mask but i want you to put it back on and i want you to do that for eight hours five days a week for the right well i would like for you to at least try it for five days thank you so i want you to see what children are going through the mental health implications that children are experiencing i read i can send this to you a research article from browns university that did research on mass and testing and the decrease in testing is significant and they are claiming that mass because children tried to read faces that's how they learn communication has decreased testing and communication reading and speech delays in younger children so please and another thing

093we're addressing mass but also the quarantine when you do unmask our children do not punish the teachers and quarantine them and quarantine our children for 10 days that are healthy because they don't get paid the teachers when they have to quarantine that's the one of probably the reasons why they are for mass is because they're afraid to death we a mask win and they're going to be quarantined every 10 days once they get out of quarantine they're going to be quarantined again and not get paid for it so please please unmask our children please unmask the teacher give us a choice at least if people don't if they do want to be masked and work on the quarantine so it doesn't punish people that are healthy because we keep talking about mass but quarantine is

094just as much of an issue as the mask issue my grandpa died of covid fully vaccinated from a fully vaccinated coven [Music] i believe that aaron zoom aaron waskowitz i thought i saw her name she's not here early i know but she's on zoom i think and her hand is up did you find her she can unmute thank you can you hear me yes ma'am um yeah unfortunately i don't have any prepared remarks because um i called into the school asking for a call back and i never got a call back i actually wanted to speak originally on agenda items um in regards to the um wireless equipment on school buses but excuse me i'm under the weather today um so two things i guess i want to talk on is one the inefficiency um

095that i think many of us parents have been experiencing with this having to call into the district to need to speak i've been attending meetings since april of this year um back then we did it the old-fashioned way by raising our hand and um madame chair you would call on us and we would walk up to the microphone and we would speak and then and then we'd do it all over again we would raise our hand and the next person would speak um [Music] i i i'm sure that you had your reasons for why you're you're changing these things but we've been to several meetings where people have signed up and then not been at the meeting and taken up uh places for other people to talk um you know people have showed up to

096the meeting wanting to talk and they didn't know that there was a process you know you don't say that on your website that you have to call in it just says there's a zoom link um so in the uh spirit of we all love this word right transparency um you should have those instructions on your website on your facebook page um you should really be advertising that this is how parents can talk and when a parent wants a call back to confirm that they're on the list it would be nice and courteous to get that call back um i did not get a call back so i did not have anything prepared so we had the petitions um that were all legit asking for the old-fashioned way of raising our hands and not having to

097sign up and somehow you deemed all those signatures irrelevant that's a whole other thing go going back to the wireless issue on the school bus i would just like to um echo what two of the other board members said um our kids can have a break from technology it's okay they're not gonna implode they might actually get to use their imagination they might actually get to talk to their friends and have a meaningful conversation or just daydream out a window um so that's all i have to say tonight thank you thank you courtney [Applause] courtney thank you merriam-webster says censorship is the changing suppression or prohibition of speech do you guys even understand what you did was illegal censoring that mom for speaking out on a book that you think is fine to be in

098schools we have first amendment rights to be here and to speak to you yet you feel the need to censor us parents and the public have a right to know what takes place in this public forum was the deletion of public comment voted on why was the speaker not notified i've watched countless parents get up here and speak to you only to be met with blank stares and the checking of your email we sit here and we listen to you it's time that you listen to us my kids are worth fighting for every parent in this room has children worth fighting for and we will continue to fight the curriculum that you have brought forward both with wisdom and the inappropriate books is dumbing down our students public officials as yourselves have shattered any effort

099at good faith argument by politicizing the issue thus polluting and corrupting whatever genuine science evidence there is some scientists have even faced retraction demands on research which concluded that also your mass mandates they're not based in sandana all this while politically elites attend special sessions massless attend weddings where they are guests are all unmasked throw several hundred birthday person birthday parties unmasked several impassioned physicians that have come up here and spoke we're also at the recent denim and diamonds event none of which were masked i guess it's rules for thee and not for me unmask our children and the tyranny [Music] renee hinkle please hold your comments thank you mrs hinkle madam chairman for trustees renee hinkle physician physician in the community um we are still at emergency level at the hospital um they once

100again got rid of all elective surgeries for the past two weeks um so that we are not able to take care of the patients who want to be operated on before the end of the year and their deductibles uh comes as well as critically full icu beds there are still patients being left two to three days in the emergency room who are unable to get a bed they're not covered patients they are patients who have other disorders and are not able to go to bed because there are not a beds available and so i would request that you continue the mass we are still at the red level the cdc still recommends that all students in schools be masked indoors and that is the cdc recommendation all doctors and staff in the hospital wear masks

101the entire time they're at the hospital anytime they are taking care of patients anytime they are in front of any other people at the hospital most of the doctor's offices in the town are requiring masks anytime they are being seen and that is also the recommendation by the cdc and the state board of health so thank you for continuing to require masks um the u.s government is requiring masks in u.s transportation until at least march as of now so we do recommend that that continues um i do wear a mask more than eight hours a day uh most days when i'm at the hospital for 24 hours at a time i wear a mask the entire time i'm there the parents who are here are very enthusiastic about their causes we appreciate that however they

102do not represent the entire population um and i know that there are many patients order parents who do not come to these meetings because they are intimidated not to come to this meeting and they do not feel the same way this group of parents do they're just louder books parents should definitely require should definitely have say over what their kids read um that does not mean that what they consider inappropriate is the same as what other parents feel is inappropriate and so barter if i have to close the meeting i will thank you and so parents should read what their kids are reading and if they don't approve it don't let them read it that doesn't mean that they have the right to make that decision for every other parent thank you thank you denise

103broyles i mean i just need everyone to be as respectful to you're we're all trying to get through this so when just hold your comments i don't want to shut this meeting down i'm just asking hold the comments so that we can focus on what people are saying and not the disruption in the room please dennis or denise broyles pardon me denise is she online madam chair i do not see that name um and i see no phone numbers so very good katie peters she's nice okay katie peters if you unmute yourself can you hear me yes ma'am thank you okay sorry i couldn't be there in person tonight i do like to be there in person but i am a nurse i am the front line nurse that has talked to you guys numerous

104times um and i got held up at work tonight i i do just want to say i think it's funny how you keep saying let's work let's all work together let's get through this together there's only one side being done here and i'll be honest here um i've heard some rumors that i am a pretty hated nurse at the hospital by a lot of people probably by a lot of the wrong people and i don't know if there's going to be implications for this and i'm probably not ready for him but my daughter and her education means that much to me that i'm willing to give up the last 11 years of my career if that's what it takes to get the truth out there it i've heard the rumors i'm i'm just waiting for

105the confirmation which i'm sure will come at some point and i wanted to bring up a funny thing you know we were told that you know the mass won't affect children's speech or like slow down their learning processes or anything like that well my daughter requires speech which i have paid privately out of pocket for a speech therapist for the last two years so we we go to school and she's regressing now we are losing the gain we ground but all the ground we gained we are losing with her in the iep meeting for this speech because we're going to get two speech pathologists in on her now she literally pulled down her mask five different times so that we could hear the difference between how my daughter is talking and how she needs to

106be talking my daughter i've paid privately would you like to reimburse me that money that was a lot of money i spent on my daughter so that she could be understood and her speech wasn't horrible when she started kindergarten and now we're back to this that was a lot of time and a lot of effort invested into it i'm gonna say yeah maybe you know the hospital's super short stuffed pretty sure that's why some of the elective surgeries were canceled and elective surgeries bring that money in and that's what they care about and one last little thing because i had nothing prepared tonight because i thought i'd be held up all night but the families that want that porn in our schools maybe need a visit from dfs because the legal you cannot consent to

107have sex with somebody else unless you are 17 years old so if my 16 year old daughter gets a copy of that book you're damn right i'm gonna go find a lawyer that's going to go against you material to her thank you thank you [Applause] steve milia and i may not be saying that last name correct m-e-l-i-a oh thank you you can correct me at the microphone thank you sir good evening thank you for this opportunity to speak with you my name is steve milia and i have a master's degree in public health with 30 years of professional experience i've sent you an email with my letter to the editor which addresses this i hope that you've read it because this expands on it teens need good sexuality education but it must be moral include

108self-control sexual purity chastity which means you respect yourself others your body and yours you respect your sexuality and i must dissuade immoral behavior remember sex is not recreation and our bodies are not tories and adults are the primary and first source of education especially in sexual matters having given hundreds of presentations on stds hiv aids teens have told me that they are extremely ignored with adults who continually harp on the sex topics because they aren't that interested teens tell me they are more interested in pizza food games athletics band music movies academics extracurricular activities hanging out with their friends being friends developing relationships not sex they really aren't interested in sex anywhere near the level that adults are they prefer being friends and not sexual predators a few years ago a substitute teacher who i

109know personally related the following story to me a laramie county school nur excuse me a laramie county nurse came to mccormick to talk to a health class about sexuality the substitute teacher were shocked at the content and refused to listen to it and went back to her classroom five boys followed her and said that lady was weird we feel a lot safer with you please do not allow the growing emphasis on sexually exceeding sexually charged indoctrination this has the effect of teaching to dispel any stigma associated with sexual behavior and to promote students to be more comfortable with early sex such notions and practices are holy and appropriate on all levels and yes it is creeping slowly in that direction in other parts of this country children are innocent and we must preserve their innocence

110teens need sound moral guidelines and responsible sexual perspectives and this is primarily a parent's role where do you think peddling immoral sex is going to lead us we already have three sex shops and two strip clubs in cheyenne and it's all adults no teams we have to act rationally opposed immoral influences with our assad within our society and promote sound moral sexuality within society which is primarily a parent's role and i state all of this from a professional perspective thank you for your time and opportunity to speak with you on this subject tonight thank you mrs heiler [Applause] mrs heiler [Music] good evening board members and thank you for this opportunity to speak to you just over a year ago i sat up there with all of you while most former board members find themselves

111fading away and not speaking regarding governance of a current board i can no longer sit by without sharing my concerns there's an old saying not being able to see the forest for the trees the definition is not to understand or appreciate a larger situation or problem because one is considering only a few parts of it it is my perception that that is what is happening to the board at this time i am deeply deeply troubled in the manner you are treating this mask issue during my eight years we had many different difficult situations including the racism at mccormick junior high let me remind you how we dealt with that we listened openly and respectfully to those people that came and spoke to us we had a public forum where we stayed there until we late

112in the night and listened to everybody and their concerns we held a work session in story gym where we sat at tables and we talked together about how we were going to solve this problem collectively as a group we then hired a diversity coordinator and we put new practices in place now let's contrast to what we see today you held zoom meetings you hide your faces you um limit the the public to speak you you gavel when when you don't like them clapping for for what they are believing in and i still don't know if the alicia's motion to revisit this is going to be on the table so let me just remind you you all signed board governments you don't sign but you adhere to board government's policies number 1.1 says you will encourage

113diversity of viewpoints you will govern transparently you will work with partnerships with a superintendent with input from staff students parents in the community you said you would follow these governances under 1.2 it says you will listen to each person who speaks and respect all viewpoints you will withhold judgment until you are fully informed on the issue and you will ask for additional information as needed you know identify areas of agreement and possible options for solution please you need to revisit your board governance this is what you say you believe in and i wonder today if you are again not seeing the forest for the trees these people back here want to believe in you and they need to start trusting you by your actions thank you [Applause] matthew freeman is he online oh matthew freeman

114[Music] dr crespo madam chair trustees my name is matt freeman we've lived here for about six years we came from california so we've certainly been exposed to large school districts with very diverse policies i'll say so when i when i say that uh it's it's kind of critical that we follow our policies i also work for the federal government so um i deal with policies and guidance on a daily basis and and i realize that it's it sometimes can be overwhelming and that we sometimes just want to sidestep it but when we do that we lose credibility and we lose trust with the people that are either looking to us for guidance or that we're supposed to be directing in a certain manner and i think when i have to sign up for something and

115your policy doesn't say that i think we need to kind of address that and see what message we're trying to give um regarding uh the whole mandates that have been you know told to us for two years now um i i think some of us have lost sight uh and and we've been ignoring some of the things we knew intuitively for all of our upbringings and so i'd like to point out that um our own wyoming constitution that you guys just swore an oath to article 1 section 38 gives me the right to choose my own medical things and since this is a emergency youth authorized all these are mandated through that use there's also informed consent which is a federal regulation titled 21 where when i'm being experimented on you need my permission and

116all of these things the tests the masks the vaccines they all fit into this category and so i would just you know caution us as we as we look at these things and and we try to uh you know make sense of it all i think we need to get back to the basics which is where i go with uh thoughts on curriculum so critical race theory so i didn't know a lot about it so i started doing some homework right i started educating myself and so it turns out it's been around since 1960. it turns out that in 1980 it got a huge bump with some harvard curriculum the thing i'm saying is that if we're going to teach history let's just teach history as it is and not put any theories or any

117slants on it and i've been watching the s.a.t scores and since our country has been plummeting we've been on a downhill slide except 1995 we changed the scores and we got a bump but since then we've been sliding again i think we need to get back to the basics reading writing and arithmetic and if we're going to teach history we should do it subjectively with the truth and the facts and not put any kind of slant on it thank you for your guys this time thank you [Applause] is he on uh is he on the uh zoom man i'm sure i do not see that name very good case gill shannon ashby thank you don't start the time yet so i was informed that i was not loud enough if you have any children in

118the audience and online please remove them from your room or wherever you guys are at please no i'm letting you know because you said please announce so i'm being loud because crespo told me that i was ill informed about not being loud enough so i'm letting you guys know please so if you don't want your children hearing this please remove your children mrs ashby yes if could you please if you're going to read explicit content please stop my time i haven't started yet i haven't started yet please stop my time um kyle thank you please um if we could summarize we will work through this if we could summarize this please please you can state you can say that what the summary of the of the language or the content um i just i would

119ask you we are going to work through this please if you're going to work through this then why are these books still in the library because we are working through this i have more would you like to listen to it i would if you could give the titles if you could give the title i i don't want to be censored because i don't want my 12 year old daughter reading this garbage i would like to tell you exactly what it says verbatim in these books thank you please i don't want to have to shut this meeting down i want you to to be able to no no no no i didn't do anything whoever brought these books in they need to be removed please we're going to start your time please do a summary and

120try and let's try and comply please okay all right so this is a book called grown it's by tiffany jackson found in the middle schools in the high schools of this district it's a book that is fiction and as soon as i open up to the second page quote content warning mentions of sexual abuse assault child abuse kidnapping and addiction of opioid opioids corey is one of the main characters he's a 28 year old male the female is a 17 year old girl who's a senior okay in this book has explicit detail of rape drugs drug raping drugs that she has no recollection and she's not the only victim in this book but it's here just imagine for a 12 year old girl or boy to read 12th in the middle schools mccormick carrie andrew

121and johnson junior high not to mention this book is also found in all the high schools here second book called crank by ellen hopkins also found in middle schools and high schools around the district also the girl is 16 she has an alter ego she has a problem with drugs she does these drugs with her father that's how she gets started she is raped she has a baby and her mom and her dad her stepfather end up taking care of this baby explicit narrative in-depth detail about the rape what the penetration feels like you sit here and if you can go home and read these books to your grandkids or your babies i want nothing to do with any of you if you guys feel that this is appropriate crap merry christmas [Applause] richard stout

122evening board i'm richard stout um i've done three speeches here already so far i've been saving my fourth one my last speech i believe saw a couple y'all taking some notes please wait so i can hear the speaker thank you you're fine i lit my last speech um i saw a couple of y'all taking some notes and whatnot i was out of curiosity have y'all fact checked any information that i brought to you at all um guess by the death stares up you know because all the information i've got is all factual you can find the stuff all online so you're not willing to fact-check us to make sure that our information is correct you also won't fact-check the health system which in my last speech i pretty much just destroyed the health system for

123you because i've told you all that they're nothing but a bunch of liars they're paid actors all right that was my last speech the last board meeting all right um because if you're not fact checking if the information that you're getting i have no problems being fact checked all right how can you expect the parents here to really trust you to make sure you're getting adequate information all right i said in one of my speeches that um i was a military member i was in the service 15 years we have a saying oh throughout the service trust by verify trust the information that you are getting but make sure that the but verify that the information you are getting is accurate okay because sometimes some of the information that you're getting bits and pieces might

124be left out either intentionally or unintentionally unintentionally maybe because the person has given the information may not have all the information for you but intentionally leaving things out such as the health system here they're pushing a narrative trying to push a cycle to try to control people so i've been basically i'll be living with you just trust me verify please do fact check me because i didn't give any thoughts information you find this information anywhere on the internet thank you at this time we are on to executive session trustee smith nope you're fine adam chair i move to go motion to go into executive sessions we'll go ahead and try that again thank you madam chair i move that we go into executive session at this time prior to adjournment for the purpose of possible

125student long term suspensions expulsions personnel and litigation second all in favor say aye
