001madam chair i am so excited uh trustees to be here this evening as we update our 100-day plan again um i'm going to change my my mask here one of our recent trips was to a kiwanis luncheon and we had an incredible time i had an incredible time super grateful for the opportunity to talk to kiwanis so anytime i can wear the mask i certainly do um i am going to start by asking kyle could you come kyle can you come up and put it up for me so as we know our 100 days of listening learning building and planning working together has um has quickly is starting to get to the end of our um 100 days so you'll see in a little while what that looks like but to begin with i want

002to start with um our our purpose i have no controls uh all right so our purpose as you remember is really to create an internal and external awareness about our first time thinking about our first hundred days we really um our goal was to go out as much as possible engage our stakeholders we included departments schools parents community provide stakeholder input at the 30 60 90 day through updates to the board and with the following day being with the community and then create a long lasting partnership with staff students parents and the community so that we could start to build together our work so i want to share a little bit about our overall visits i want to thank our communications department mary quast and creighton grove were incredible taking pictures everywhere all over the

003community making sure that we had great representation for where we were going and what we had done so these are some examples of school visits and department visits that i was able to attend i was able to attend the wsva fall roundup in laramie with some of you as well um teacher of the year luncheon the kiwanis presentation american heart association community schools for united way program and the ct program most recently i was able to visit we were invited to a manufacturing day at lccc and really had the opportunity to learn quite a bit about what's happening in the community and definitely was refreshing um because i did not have to present for that i really was a learner so what i'd like you to do now is if you um a few times

004that i've provided an update i skimmed over the website but i really wanted to give the trustees and the community an opportunity to see the level of depth that we were able to provide in our work so if you see we still have 15 days for our closing of my hundred day plan and then um what we've tried to do is provide resources you'll notice that as we've updated our website over time we always are adding that that resource in whatever topic is related and then in addition i provided the 100-day plan overview as well as the updates that we've put out to the public and then below that you'll see that we have uh the three questions and i carried that poster and then and then flyers and we send out qr codes to

005a variety anybody that we have an interaction with has that qr code anyone in the community who wants to engage that qr code and those questions are available we have had an incredible amount of feedback um you've seen in the past couple of months i've provided um that wordle so trevor swarm as you all know has been doing a ton of work around looking at the language that's emerging and really looking at what people want community students staff want for the district and what their areas of point of pride are and inclusive additionally one of the things that i really felt like was important to share with you you know i talk a lot about the visits and where i've been and although that's part of the job of the superintendent um i wanted to

006just take a moment and show you that and i'm super grateful for the team that worked on this through the department of technology so maureen young was instrumental with um with uh tanya hastings to get this uploaded and ready to go so any time that i've been someplace we've either uploaded a picture if you hover over that green you can see it's a picture of where i've been or something that i've done and then the pink are those that i still have left to go as i share this because i really want people in the community and those in the audience to know that when i'm going someplace when i'm attending a meeting when i'm at a school what that looks like because i believe in that level of transparency knowing kind of where we

007are and what we're doing most of you know that i had because i was ill for a while i am a little bit behind but i have every intention of making it all the schools are scheduled as well as all the department visits which have been done and our community partnership piece and i want to say thank you just for everybody's patience um you know i'm taking up time from people's day and they've been incredibly gracious so just important to address that so if you remember the feedback form was about points of pride areas of opportunity and where we want to be in five years and in each of those areas what emerged was parents students and staff we want to make sure we're very proud of parents students and staff in our district we

008also know that those are areas of opportunity of course they are we are in a people business and then finally where do we want to be in five years we want to make sure that our people are cared for and valued and that they have systems in place to know what are those outcomes as i come back to the next update you'll see much deeper into the conversation around what those guiding principles really are and where we are moving forward because all of us together really is what impacts our strategic plan and those outcomes so here's a great finding we have great staff students families and community we persevere and we have grit and if you remember i shared that during our last meeting that really that's what's emerged no matter what cheyenne that's the

009specific language that came out of the feedback no matter what cheyenne is faced with we overcome as a system and we make sure that we're appropriate and available to make sure that that grit occurs here's another finding that i think is really telling we know that with great people you need to have great systems process and protocol once you have great people great systems great process and great protocol you then can have great opportunities for each student to have access and success and often we get stuck in what access and success means but that's defined by each individual child and their family what does that mean for them what do they want to do where do they want to be what kind of adult do they want to show up in in the world and

010then how do they want to show up every day as a student and really our job is to make sure that we're providing those opportunities so that they can be successful in those life goals so i'm gonna pause a second because i think sometimes we forget that um when you have a strategic plan going on or you have a global pandemic or you have whatever process is happening we sometimes forget that on the daily basis of all of this work of the hundred days we still have incredible things happening in the district so i want to take a little bit of time to express my absolute gratitude for the members of cabinet that are going to come up our leadership team that are going to come up and join me um to share some of

011the work that we've been doing one of the benefits as we move forward is that working together as a team we can see things that need to be addressed right now and not wait for the hundred days not wait for the strategic plan because every day that we wait we negatively impact a child so i'd like to invite mr ciccarelli up to um share his first celebration very good um thank you dr creswell um madam chair members of the board um take a minute to think back about a year ago about this time we were midway through a school finance recalibration and i'm looking at what would potentially be some of the largest cuts we'd seen as a district at the time so it's it's nice to maybe talk a little bit about some of

012the great things that we've done as opposed to some of the doom and gloom that we had to talk about for the better course of a year so with that um here's here's a few areas of the district um and the finance team have been working towards and making some great strides as well some future goals that we aspire to uh to reach in the short term so first of all you'll notice erp or their enterprise resource planning system nearly two years ago we started researching more viable options for our erp system knowing that we would benefit significantly by migrating to a higher quality system that would meet the needs of the district as well as address some of the uh the gaps in our current system last spring i explained that the system migration

013would represent about an 18 to 24 month project for the district as a whole that's a pretty long commitment and in coordination with a number of other departments working across functionally including the human resources department department of technology business services and others i'm happy to report that that work is progressing uh rapidly as a matter of fact very very rapidly our team has been doing a great job of balancing the additional project workload and their daily tasks long days weekends so i can't say enough about the finance and business services and department of technology team as we've started on this this endeavor now most of that work is concentrated around the current and future state analysis things like data migration uh conversion and those type of things but it has been a great opportunity for

014us to clean up our system and rethink some of our processes and procedures that system will also lead to one of our other primary goals which is improving financial transparency i talked about this a little bit during the budget development process but um we previously had what what i would call a more inward-facing board governance document for our annual budget presentation so we've endeavored to start on a multi-year process that will revise that into a more outward-facing fiscal document and you saw some of the the results of that work here when we adopted the budget in july but really what the intent there is to promote some sound school budget management practices increase the transparency communication piece of it and then align our resources with the strategic plan that dr crespo mentioned earlier uh so

015next month or excuse me next the next process that we will work towards that financial transparency goal is a development of an annual financial statement which we'll present in in november but there's an iteration kind of a gold standard as the next step with the presentation of those annual financial statements uh it's what we call an annual comprehensive fiscal report and again this is really the standard of presentation of financial information kind of retrospectively as a pro as opposed to prospectively we do with the budget document um and it'll include a lot of um additional information such as um you know the reporting that the that our district did during the past year the ending state of its assets and liabilities and a lot more information to stakeholders and users out there as well um

016also the board is familiar with some of the work we did with trust funds over the last couple years early on we recognized a need to develop a clear funding plan to meet the financial liabilities of our opeb programs so in response we developed two distinct trust funds we pursued an actuarial funding plan created targeted investment plans specifically for those trust funds and i'm happy again to report that even with increases in our pension liabilities over the last few years we've been able to increase our net position and decrease our unfunded liabilities in both of those programs we had an opportunity to work with treasurer ashby and treasurer bolin with some of that information that you'll hear more about in november with our financial reports and then lastly i'm just looking internally in coordination with

017human resources we spent a lot of time examining our district's organizational structure as it relates to payroll we're a little unique as a school district and the way we're structured and so we've worked to better align our payroll functions between human resources and finance and we've taken the first step this week as a matter of fact to realign some of those processes and procedures and i i'm confident in the end result you'll see that we'll reduce some functional barriers and improve efficiencies with regards to that reorganization um so than a chair dr crespo with that i'm happy to turn it over to mary quast our communication administrator for the next portion one of the benefits that you'll see as each of these members share is you'll see the um integral part that each player plays

018not only in their own department and their own unit but also across from cross-functionally when you listen to mr ciccarelli talk about working with hr and making sure that that cross-function is happening well thank you jed and um thank you for having me madam chair members of the board i'm excited to share um a little bit about the communications partnership that we have going um especially with the 100-day plan um i think dr crespo um i'm glad that she was able to to pull that website up so that you could see um the locations that she's been um and just kind of the detail the level of detail that we've put out there but some of the other pieces that we put together uh regarding that include a communications plan and we've i mean she's

019been out on tv and radio and just all over town promoting that the first 100 days and as we transition into strategic plan um we'll use that same website and transition over for that um the other piece that we've worked on uh pretty heavily is the cobia 19 resources page similar to what we did last year but this year we have the dashboard that links directly to cheyenne laramie county health department so that everybody can see where we're at regarding the transmission status we also have the information that's updated uh once a day usually about 3 30 4 o'clock tanya hasting hastings posts that information on the website um to share where we're at as a district and the overall goal of course is uh that that will transition over to a live interactive uh

020dashboard but but right now that's where we're at um we have done some work on the board faqs for the website as you know we have a lot of folks that have questions and so as those questions arise we try to address those and have those posted on the homepage of the website so we're glad to be able to offer that service and then finally on this page anyway in order to make sure that all of our people can participate and have the ability to read our letters and postings all of those have been translated into spanish dr crespo's letters and then we are posting everything on our website in word so that the website can translate we have a lot of other different languages spoken in our community as well you may might have

021noticed too we've got uh weekly video updates that dr crespo is doing and then of course those periodic letters so those are some of the the celebrations and the ways that we're trying to reach out to our community currently um in the future though we we have an exciting project very simple but um we're developing a script to help promote uh the district and we'll use that as our hold button if you will it's in place of the music that you hear now and so it'll be a nice professional voice over with some nice music in the background so that'll be a fun way to to be able to promote the district we will be working on the district's branding um i know that dr crespo has mentioned numerous times how our brand is is

022very important to an organization and so we'll be taking a look at that with some stakeholder feedback and um we'll be excited to to work towards that and have a district-wide standard that everybody uses across the board and finally as soon as we get our strategic plan updated uh obviously we need to update our district communications plan as well and so some of the pieces um involved with that will be we're going to be looking at ways to to better communicate with our stakeholders and just a variety of different methods and timing and a communications calendar and so we're very excited about that thank you thank you next up we've got instruction mr freely good evening thank you dr crespo members of the board it's great to be here tonight and to share some great

023news and one thing i would like to highlight in in my short term in being this in this tenure is that emphasize the great people that we have in this community and it's been my privilege to work with those folks in trying to recapture some of that uh that magic that we had before the last 18 months of us and looking at a way to communicate and to enhance that structure of communication throughout our district leaders and so that's what we've really focused on the last few months is that really grow and support our k-12 leaders so they they can continue to do that great work in schools the trust is there in the schools the parents the teachers the administration we just had a lot of um different and difficult trend communication within senior

024leadership and building principles and and a lot of different protocols and to navigate that and to bring everybody back in the room to try to make decisions has been wonderful and it's been a great supportive piece that we've really enhanced another piece is our uh our crisis our literacy at that 50 percent literacy rate has really been a big push since last year and a heavy lift through administrator and teacher training planning implementing some of those um lessons across our district in material deployment really bringing that culture of literacy back into our schools and that love of literacy and writing through that comprehensive core reading program and we've done so in such a phenomenal way through some of the great work in our department of instruction eric jackson steve newton but honestly it's the teachers

025that are really making a difference right now giving us feedback so we can look at the program review and adapt it's a change and with any change we have to manage and we get to manage that to to improve the process and so i'm really excited to um to continue on this path to grow readers it's really exciting students felt trauma students feel a level of distrust within the system and so we provide and augment a lot of student supports for that at-risk population that felt that disconnect from school not being that traditional predictable model that we've been so used to and so it's been exciting to see some of the work that uh match legal and our counselors and our social workers our principals our teachers are really doing with our kids uh to

026really get them to feel comfortable again in our schools and to enjoy being in person and learning from each other and with each other and so that's really been a neat neat piece to have to use additional staffing to do that extra hands always helps and then uh next i'd like to get into the fourth point which is we learned a lot during that uh the last 18 months is that we have a uh a product out there right now in a way of education through shine virtual school that always seemed like oh pie in the sky and really forced our hand and looked at those non-traditional method of instruction for students to have success where they weren't having success in school before for that changing environment whether it's a deployment whether it's they get

027sick and they have to stay home and now we can use this method of instruction to help students when they have an extended day maybe taking a road trip in athletics and that's really been a neat neat addition through our cheyenne virtual school and then finally a crisis hit us we weren't fully prepared we're still recovering that seamless transition to hybrid and remote learning and that platform to to look at how do we improve so something else comes along we're more prepared and i think that improvement to that uh seamless transition to hybrid and remote is something our teachers our staff members our our principals district leaders are more comfortable with now and uh much more prepared for so it's really exciting times for me to be a part of and see the great work

028that our people are putting out right now so thank you for your time i'll turn it over to support operations and dave dart dave bartlett i'm chair members of the board um it has been a busy start-up of the year um with facilities i'm sure where we did complete the dildyne renovation uh that was a 10 million project that was funded through uh legislative component level funding um uh if you recall those students did move over to the east ridge wing of kerry for a year uh in in that transition so we're really excited about how that project turned out that's going to add about 25 years of additional life to that building so it's it is a great way to take care of our our state assets on top of that we have the

029east thai pool project which uh the progress continues you know our hope and desire was to have that open for the winter seasons with supply line issues i am afraid we may be delayed slightly but uh progress is moving on and we're excited about that johnson turf project that was a kind of a combination rec mill and major maintenance project where we did address some ada and around the field we did replace the sod with turf and then the wrecked mill also paid for a scoreboard and a sound upgrade um the field students were on there about 10 days after school started the scoreboard again with supply you're going to hear a lot in my world with supply chain issues uh sound and scoreboard were completed last week so that project has been signed off

030um and then additional uh on top of that over the summer you had about nine million in uh various major maintenance projects which would be all all of our buildings all over the district uh things ranging from roofing to parking lots uh could be carpet paint uh windows um if you've been through the lobby at central high that's a great example where we took all of the clear story down we brought up a black pony wall and then re-glassed the rest of that as a security measure and we continue to address our elementary playgrounds a few schools at a time to bring those up to to new standards i'm with coyote ridge uh as you're aware that that project is a new five six uh to be located in the central triad uh that is

03195 percent complete in the design documents moving rapidly to 100 percent we have been working uh diligently uh mr doherty and his staff uh with a a land agreement with the adjacent owner that we can borrow soil um which will level theirs we regrade it and it and it's gonna actually save us somewhere between a half a million and three-quarter million dollars on the project we are working on a land swap with the city we have a chunk of land over by south high that we don't have future use for they need for for development so we will do some trading there um with coyote ridge um to uh help with some off-site development and some deferred um improvements so when all those are in place we do hope that uh um we are we're

032actually looking to do a split a bit we'll do the civil work early which will get that grading done um which should shave three months off of the the beginning construction time we're hoping somewhere between december january we come forward you with a contract bid uh for a general contractor and and the split uh civil uh really is is to keep us in line with our target goal which would be occupancy or substantial completion july 1 of 23. um with that project keep in mind that uh i'm probably up this winter we will begin conversations about boundary revisions for the k4 because each of those buildings will have to be reconfigured so that when we walk in we have everything in alignment there nutrition services again with uh kovid that has created some major issues

033with commodities uh to the point that uh if you're not aware you know we do have a a chicken shortage and about 60 percent of our our menu offerings does revolve around that so um we've we've come up with some uh kind of out of the box ideas to increase our storage capacity short term we've got a year's worth of commodities on site so that we can maintain feeding our kids throughout the next school year along with that and business services has been a huge help uh district wide again because we've had some of our vendors have just fallen short with what they can supply us they've been very creative in finding other vendors and other opportunities to maintain ppe cleaning supplies and some of those other critical items we need to ensure the district

034services can be maintained you know i'll give you a simple example if you think about the paper products we used just to serve lunch um about three weeks ago we got word we only had five days left in the district uh and then we just we weren't going to be able to serve lunch so they went out found a vendor got those those supplies uh replenished rapidly and and we continued moving forward um and then the final one is we have uh uh experienced some classified staffing shortages that started um uh in transportation i will tell you we opened the year 12 drivers short and in the meantime we've lost seven um so we've worked very closely with um human resources uh and we've we've just come up with some creative ways that we can

035find to recruit and retrain retain staff there was one point time this summer we had 110 openings and zero applicants um so um it's it's it's been uh very fortunate for us it's been amazing that we've been able to uh work with like i said with the negotiating units and with um human resources um just to find to address those remedies you know and when you look at the building trades you're looking at people such as electricians plumbers steam fitters and the issue there is yes if we don't have the staff we can we can contract out but you're looking at a 40 to 50 increase when we do that so it does impact our budget so anything we can do there to help maintain a stable workforce you know we're we're gonna do um

036you know we we do have a handful of others out there that we're monitoring and we may come become to you in the near future with that so um those are the celebrations uh and support ups for the first start of school and i'm going to turn it over to vicki thompson and human resources thank you mr roy as ms thompson comes up i want to be i want to just be really clear around when we talk about supply supply chain shortages or chicken it isn't that the district didn't order enough or we weren't prepared or there's not enough paper products or somebody messed up the order this is an international issue where um we're not receiving those items so when we anticipate a chicken shortage try to remember that we have one in nine

037of our kids are have some type of food insecurity or some type of poverty and the food that they receive great thankfully not for all of our students really is what they eat breakfast lunch and often cases their last snack meal so it's imperative for us far beyond the feel good of feeding kids lunch is the fact that it's imperative for them to be able to eat and i just want to say thank you because that's been the same with everything around the supply chain um you know we joke around internally about the chicken shortage but the reality is that it is everything that we touch right now has that level of um of deficit thank you for that well thank you madam chair and board and dr crespo for allowing me to kind of

038highlight some of the hr celebrations first of all i'm really happy to be here and have this opportunity to present some of this information to you so first we have talent management and development we have hired a lot of new employees this year close to 400 or a little bit over 400 at last count and that would be for all classified certified and temporary positions so that also includes our substitutes as well on top of that we've been doing some onboarding and orientation and mentoring so we have about 150 mentors as well that are helping our new certified staff get acclimated and ready to go uh we have the required trainings that we do offer which were through the safe schools which is a vector vector training it's online and those range everywhere from you

039know wellness training to cover 19 to bloodborne pathogens just a variety of different training programs out there depending on what a person's position is here in the district evaluation process and communications we are looking at the current evaluation instruments there's been some opportunities to enhance and change those and also to provide additional communication on deadlines what evaluation instrument needs to be used depending on what position a person is in and how can we better support our evaluators and evaluate ease to provide them with more information on how to just improve their practice culture and total rewards um we're also looking at employing employee recognition programs right now and we've started to pilot it's a small one but um we're gonna see where it goes and we're asking every supervisor in the district principals managers to

040nominate one staff member from their building from their department and then we're going to be writing some thank you notes and highlighting them as far as what they're doing and how they can support the district and what good good jobs they're doing out there for us the coven 19 vaccination and testing incentive we just wrapped up the first round of incentive documentation and so right now hr is in the process of verifying the information the verifying that the vaccination cards are you know valid they match the person on the form all that good stuff and so we had about 1500 people um submit for that so we're in the process of getting that ready to go and getting those first payments out which are five hundred dollars for our permanent employees now we have also

041offered the the alternative for testing incentives for permanent employees that if they are tested from september through december and they um get two tests a month and they provide us with that information that they also will qualify for the incentive and then we also worked with finance to see if we could help out our temporary staff staff and substitutes so we have a a program for those individuals as well it's 250 and a very similar process but different timelines with that one review of our classified wages as mr bartlett told you we have had some challenges in certain departments well pretty much across the board if you look at all of our buildings as well with hiring staff we've just got a lot of openings that's not uncommon right now if you look at what's

042going on in in the country there's a lot of help wanted signs i'm sure you see that all the time when you're driving around we're facing the same kind of challenges here so we're looking at the wages trying to do what we can to offer competitive wages and we've been able to to do that in some areas we're going to take it slowly and we're going to start a program where we're evaluating classified positions primarily on a rotating basis we also are going to be providing an onboarding survey to new staff just to get feedback on what that experience was like how we can better improve it what did they like about the orientation or the mentoring what can we do to enhance all of those programs as well so that'll be going out around

043october 15th to um our new staff and then we have access exit surveys as well that we're going to be looking at and reviewing to see what we can do to better enhance somebody's experience here in lcsd1 regular communications with our employee unit president and leadership we have our first association leadership meeting coming up on wednesday so that's where we bring all the presidents of the seven recognized units together and we just sit down and chat and see how things are going and provide them with updates and get prepared for the negotiation process down the road strategic staffing um like i said earlier we're going to come up with some consistent we have consistent hiring processes and we want to make sure that those are well communicated and documented and also tracking that applicant data

044where are we successful where are we getting our new employees from what marketing is working what job fairs what communication are we getting people from indeed you know are they seeing our openings on our website are we going to well when we get recruitment fares back and running again where are we getting our new teachers from and tracking that information also reviewing our job descriptions to make sure that they're consistent we need to rewrite a couple of those and review those on it on a regular basis and then finally performance excellence and just some things that we've improved in our department is with the communication in hr we have a dedicated hr email account now so that's monitored on a regular basis between staff in the hr office so now people don't need to guess

045who they have to contact in hr we'll we'll go through and review it or look at the messages every day and filter those to the right individual either within the hr department or if they need to talk to somebody else in a different department document a documented ada process americans with disabilities we now have a documented process for that we're working also with our risk manager on that process what that looks like we also have to work with or we enjoy working not have to we enjoy working with other departments i know facilities has been great to work work with on a couple of these ada requests where we've had andy and his team go in and see what they can do to maybe increase the the airflow in a building some requests are very

046minor they might just need a a device um like a microphone because they're having a problem with their voice projecting so we're doing what we can to assist our our staff and going through that interactive process and then finally the continuous improvement you've heard about the erp process with judd we're part of that we're getting on board with a lot of those timelines right now looking at what we're currently doing in hr and what we need to do to get through the new erp process so we're very excited about that so i want to thank you for your time and i'm going to bring up mckinney our director technology thank you vicky madam chair members of the board dr crespo um just listening to everybody speak we have a lot of small celebrations in technology

047as you can hear we're involved with many other areas and that's one of the exciting parts about our jobs is helping everybody so a few highlights though one thing is professional development really important with the ipad rollout this last year we're fortunate to have our apple professional learning specialist carly dunn she's on board with for another year she's an apple badged employee she's amazing she focuses on all the help with the ipads and really everything from student assistant to teachers to administrators she's fantastic so she's doing her one-to-one coaching sessions um doing her after school with apple 30 minute uh pd sessions with with uh teachers um give them a quick little hop in online 30 minutes get out learn something back to school meetings with principals she's going around the district to meet with

048with all the principals to make sure they have a plan worked out for their the year with their staff with the principal pd for everybody in the building the students also uh the technology integration specialists we have five of those folks they are busy busy as you heard 400 new employees i believe that's a lot of folks we've got to work with the teachers on training obviously anybody that works on a computer needs assistance getting going so they've been out and about and also just doing coaching and group professional development as well we're working to streamline our application approval process um you know obviously with the ipads we had an opportunity to kind of look at each app that went on the device make sure that it's uh you know it fits with our technology

049infrastructure obviously but also make sure that it works with our student data privacy expectations and we've done that in the past as well but this is a clean slate with these devices but we're also looking to improve that you know across the board not just on the ipads but with websites as well and you know have some more visibility into what's being used in the schools or putting some systems in place to help with that and also have a better alignment with instruction to make sure that you know the apps are you know consistent with what they expect whether it's curriculum uh you know we don't need five calculator apps let the math coordinator have a say in that and hopefully have a more streamlined approach and also um you know be able to publish

050information about what we have available where student data is going and whatnot cyber security is a big deal for us um we kicked off a multi-phase project it's it's really five phases uh two levels of risk assessment um risk management program development and uh we'll we'll do then we'll get into so those first two are really taking a look at where are we at today and having a group that's going to help us this is through dell it's going to help us come up with a set of policies and processes to make sure that we're doing the best we can do to handle all the cyber security risks we face today uh so this will have a this will have an end date obviously but it'll be a long term approach the policies and processes

051we'll put in place the things they'll come back with some will go through cabinet approval some may go through board approval some maybe board policies and whatnot to make sure we're doing our best to protect our systems and our student information staff information finally our ipad rollout this was you know we went through the whole process last year this is our first year with checkout of ipads getting uh you know 14 000 devices in kids hands it was quite an undertaking for us so it's been a learn as you go kind of deal it was all hands on deck it was a pretty exciting experience i think we've learned a lot so we're going to take those lessons learned through this year work them in the next summer or check in our summer school for

052next year and have a little more streamline process for the upcoming year thank you very much thank you so as we move through you can see that we spent so far a lot of time listening and making sure that we're both building and planning as we learn one of the most important things that we can work on are our outcomes and our measures when i was brought on by the board we wanted to make sure that we were starting with the ends in mind what is the outcome what is it that we want to measure whether that's k3 literacy whether that's graduation rate or that journey that students take throughout their experience so our focus is really to lead and process with fidelity we want to make sure that we're serving it's continuous improvement about

053where we're going and what we're doing and that our stakeholders are engaged in the larger process one of the things that we've been working on is really thinking about dreaming big you know our students and families we want to know what they experience daily weekly monthly yearly and that on their 13-year journey it's not 13 independent opportunities but really you've heard me say that it's a full 13-year journey and we want to make sure that our staff connects engages and feels valued and we also want to make sure that we want we want to know how our community views us and how we're going to continue our growth moving forward for our board we want to make sure that the trustees understand and work with us around governance support strategic focus as well as value

054and i would say that the board has done an incredible job of really valuing our employees and sharing celebrations and good news so we really appreciate that before i get to the what's next i want to share a little bit about um the organization as a whole i've been here about 100 days uh i would share with you that i would remind you we're a 300 plus million dollar organization we're we are um one of essentially the largest employers in the state especially in our region and community and as you heard all of the feedback that we've provided around 100 days it's an incredible celebration for me to be going to buildings and talking to community and staff and students and all of those pieces that help me learn really all about lcsd1 but at

055the end of the day our beauty is what you just heard every single day we are educating our students we're addressing land we're paying our employees we're making sure that we have the best options and benefits available we have financial transparency that's all part of a larger corporation or company and we want to make sure that we're appropriate for our stakeholders that we're meeting their needs because at the end of the day and you'll hear me say this a lot we're not making widgets right every child comes to us with their own experience and they have their own dreams and goals and ultimately our job is to make sure that we're meeting those needs so what i would share is what's next for us many of you have heard us talk about mgt that is

056our strategic partner who's doing the work around surveying um doing to having conversations with our board our administrators staff parents students and then ultimately community moving forward there will as of right now the administrator and the board um windows have closed we have our um staff window and parent window that closed on friday our students open today so as you read as families want their children to take the survey the secondary that's great it shows up on their remind if they don't they simply just ignore it but it really gives us some perspective about where we're going as a district and allows for our community and our families to engage the second portion of what's next is really starting to ask feedback in a more strategic way as we get feedback from mgt and we'll

057be talking about policy committee as many of you remember i've shared our policy committee will be a great gauge this year only to move us forward on strategic plans so that we can make sure our policies are aligning that our systems are moving forward that the language is appropriate and correct for what we're doing as a community you know as we think about lcs d1 and cheyenne as a community we love and want to embrace that small town experience but also want to make sure that we're meeting the needs of our entire community moving forward so we'll be talking to district parent council the association council triad chairs senior leadership instructional support council we certainly will have student voice i've had a fair amount of opportunity to meet with secondary students and still connecting with

058elementary students really enjoying their feedback and then continuing on through those committee pieces before i close i wanted to just let you know how much i've appreciated during the 100 days i want to say thank you to the staff in the district state at every building have been incredibly welcome welcoming parents uh our community has really engaged uh even when i go to community events and things like that i've been incredibly grateful uh i this team from the cabinet level or the instructional leadership level all the way through as we walk through and talk to departments our transportation our bus drivers paris support warehouse cannot do this job um without them our district would be nowhere without those individuals because they help make this entire system work and i'll remind you again that 300 million

059dollars really is a heavy lift especially with the honor of caring for our children and making sure that they have success and with that we've got about 15 10 15 minutes for questions that you around information that you may have heard uh to close out our work session okay and actually dr cresso i think we're gonna we're gonna wrap this up about five till to give everybody a time to transition so um board members does anyone yes miss trustee wiederspun madam chair thank you i just have a couple of questions one is for jed and i know that he talked a little bit about the realignment of uh finance and hr i think it was relative to payroll could you talk a little bit about what it what has exactly changed jen from the way

060it was before um madam chair trustee we respond so um what we'll be doing is um bringing the core payroll functionality into finance up until this point payroll processing had been a part of human resources that position typically had been doing a lot of the benefits administration portion of the district's finances and compensation plan as well so what we seek to do is have the core payroll functionality live within the finance department and the benefits administration piece live within human resources and and um trustee we respond this is typical of what you would see in a normal fiscal structure within a school district where a lot of the tax compliance payroll processing um to certain degree garnishments and those type of things live in the finance department okay great thank you just one follow-up if

061i could so uh man i'm sure if i could just ask vicki one quick question on hr so vicky you've talked a little bit about the exit surveys and the exit interviews can you tell me at what level do those occur do they occur at the building level are those happening in hr specifically or do they happen in both uh trustee we just want um thank you for that question uh they they would happen at through the hr level so as we get resignations we will send out a link to um those individuals that are are leaving the district or retiring or i'm not not returning for whatever reason so that will be coming from hr buildings might do their own i'm not aware specifically of what those look like or which buildings are doing

062that at this time do you currently do exit interviews out of hr um yes we do we do and then we're going to keep doing that we always give people the opportunities they want to come in and speak to us in person versus the survey to make an appointment and come in and talk to one of us okay thank you sure very good um trustee clawson thank you manager um i have two questions one is for mr fraley and one is for mr bartlett whoever wants to take the the order um for mr fraley i think i heard you talk about using the cvs the the virtual school um for snow days but i'm not sure i understood that right but i know that was a criticism of our district last year is that we

063had um you know the terrible snow i think was in march we were all stuck at our homes and we had to extend the school year so i wondered if you could clarify that for me and if you're if you're not currently thinking about it are you is there any consideration of thinking about in the future absolutely thank you for the question madam chair trustee claussen our shine virtual school is equipped to handle obviously remote learning um our teachers at the building levels now uh have been fully practiced in and are implementing uh both remote and hybrid learning uh when students are absent and so they are more equipped in working with ipads and platform through canvas and so we don't would not have to necessarily um close school we could do a virtual and

064our principals are more equipped to handle that we are working on a plan for our rural schools because wi-fi access is is limited in some of those spots so working with dot and having hot spots to to maybe not use those snow days it's just days off but we could do things virtually we're we're still building that plan we have a good foundation right now and uh we're still improving on that plan that's great thank you so much mr fraley and mr bartlett um i have in my mind you said that 60 of our lunches are made up of chicken oriented dishes and i have in my mind that this last spring there was a bill and i'm not sure if it passed through the legislature but it had to do with aligning school districts

065and the beef industry here in wyoming so that we could use local locally grown and processed beef here for providing a food supply to our school districts are you aware of that do you recall that i'm kind of putting you on the spot but i just wondered if if there was any consideration of of using more locally grown um beef since we have so much of that and that's a natural product here madam chair trustee class and then it's a good question um what i may do is is ask if i can have carla banks come back later date to kind of talk about the nutrition program um as a whole um i i would remind you that we we do follow the usda guidelines um and and so uh there's just a lot that

066goes into developing the menus um with the supply lines i use chicken because that is that is one commodity we use but part of our our bulk storage we we did increase speed storage as well uh and we actually belong to a group of uh districts that purchase wholesale purchase commodities down in colorado so um they do they do have uh an eye on local markets uh what i would tell you is the the amount of food that we go through and i know that uh shannon thompson emsley former director uh had looked at that and and it would not take us long to totally um consume everything in a local market just because of the amount that we go through but if if i may i would would ask that uh um carla banks

067come at a future time and give you that as a work session topic okay thank you thank you okay um we have if we've got like two minutes left thank you mr bartlett um do we have somebody that can fit that little question in in two minutes are we good all right looks like we are um i appreciate everyone and i definitely appreciate the presentation we'll go ahead and adjourn the work session our regular board meeting will start at six o'clock um so uh go ahead and let the release the board to kind of take a minute before we start our regular board session thank you great job staff i appreciate all your help and and dr presbo thank you for your presentation okay it's six o'clock um called is october 4th 2021 um board

068meeting at the laramie county school district number one board of trustees thank you sorry about that i turned it off earlier i appreciate that dr cresco thank you um could you all please stand with me too for the pledge of allegiance of the united states of america and to the republic for which it stands one nation indivisible with liberty and justice for all [Music] thank you welcome everyone um i appreciate everyone coming um as a reminder all the aisles and the area in front of the board mark with the tape must remain clear for safety and accessibilities to the microphone during public comment so if we can keep that aisle away and you guys are doing a great job everyone needs to remain seated um if unless they're speaking um on the public comment if

069anyone has any hands out for the boards please put them in the basket on the desk over here where our board secretary is darlene is holding that up this meeting is kind of a reset for communication and behavior at our last in-person board meeting uh there were some individuals in the audience that heckled and disrupted the meeting this made it difficult for the board members and the public to hear the person that had actually signed up to provide a public comment so i want to be very clear any individuals that exhibit any disruptive behavior will be asked to leave if they do not leave they'll be escorted out and that is not what i want to do so if we can all work together so we can hear all the public comment and uh and

070conduct our business and work collaboratively i sincerely appreciate that again everyone will need to take a seat please find a seat all right thank you all right um at this time we will move on to uh are there any adjustments uh to the agenda madam chair there is an adjustment to the agenda during executive session we would like to add personnel matters please very good i'm sure i move to adopt the agenda with any agenda second all in favor say aye opposed no motion passes um item b we are privileged and honored to recognize our staff and students for outstanding achievements could i have um principal troy lake from triumph high school along with his very special senior um and their parents if they're here as well as principal todd burns from mccormick come on

071up here go ahead yes and they will be bringing you a microphone right now thank you very much principal lake i have a certificate right here and if you could go ahead thank you yes good evening um it's my pleasure to introduce matthew andera and his mom and dad shane and tina matthew is selected as our student of the week we're excited to tell you about him a little bit he's a senior he's been at triumph for three years uh one of the things that you look for in a student a week is the their academic performance matthews did an amazing job one of the comments from one of his teachers he never forgets a thing he knows everything that's been covered and he does a nice job with his schoolwork another thing we look

072for is our from our discovery program and i don't know if you know what that is but every student at triumph has to take a discovery program and then they have to pass it and then go into uh their classes matthew not only models all of the standards that that discovery promotes he also holds other students accountable to that and we really are excited he'll turn into behavior and ask kids to to change change their behavior and we're excited about that and one of the last thing we look at is attendance and honestly i don't know if i've ever seen a day when he wasn't there so with that i'll let matthew talk a little bit so i'm matthiandera as you already said and um i'm just kind of thankful that i managed to get

073the student of the week and it's just kind of exciting that i managed to uh but i did get in the first place because it's not like very likely to get good um one thing i'm gonna end up that i'm gonna be doing in the future is i'm gonna be trying to go into game design so like uh designing video games like actually making them myself some stuff like that and um something i really like to try about triumph is that uh the connection that the teachers and the students have because like we go by a first name basis between the uh students and the teachers and that just helps get a bit more of a connection between them and that's something i really appreciate very good congratulations can everyone give him a round of

074applause very good um could i also have uh um mr todd burns of principal yep there you go hi thank you very much madam chair uh board of education uh guests it's my honor as principal mccormick junior high to introduce tegan becker as our student of the week tayden is an 8th grader at mccormick junior high school she was selected by our student of the week committee as one of our student leaders she's always prepared for class she works well with others and you can't tell but she always has a smile on her face and you can actually see it light up with her eyes right there she's a model student who focuses on getting good grades she enjoys uh baking and ice skating in her free time we are proud to present tegan as

075our student and we'd like to thank rachel her mother for giving her to us every day thank you very much all right tegan here's your hours worth mature thank you for choosing me for this award to me this award is assigned to improve from last year academically i would also like to stay focused on grades and make sure that i don't get behind on school work when i grow up i want to go to college to become a successful realtor my goals for the school year are to make more friends and have a growth mindset thank you [Applause] would you like to introduce our western vista representative absolutely so i'm very excited to introduce mr stephen leafgreen and he is our sponsor for student of the week through western vista federal credit union and he's

076got a couple of certificates for our awardees well thank you very much uh first of all it's western vista's honor to to really learn about these students of the week that come out every week it's absolutely impressive um when you get your real estate license let us know and know some great lenders uh and as we know in this town we need some real estate um so but with that and on the game design my son's gonna love it on your next game looking forward to it so um with that seriously education is one of those it's a foundation um for a great uh sorry gotta love the mask um but the the the education component is absolutely phenomenal it's an important part for western vista we love supporting this so thank you for letting

077us do that we're going to continue to do it and if you don't mind i'll we'll do both of them at once matthew do you want to come up here and do a picture taken come on up go ahead and turn around and mary's gonna get your picture there thank you very much thank you i'd like to thank western vista again um you guys have been great i'll go ahead and give you a little bit of time to clear out but the board i know that we all are very very proud of you and all of laramie county one so thank you very much congratulations very good and you can uh at that point you can go ahead and put the mic back up thank you very much appreciate you uh running um not we're

078good actually um it looks like we do not have anyone signed up for to comment on the um uh agenda items so we will move on to um ida reports um from let's see sorry about that that threw me off a little bit um all right so that goes to upcoming meetings since we do not have someone um anyone signed up for the um public comment for um agenda items upcoming meetings october 14 2021 5 30 apollo c advisory committee and that's the whole committee so committee of the whole um october 18 2021 um 6 p.m board meeting at this time do we have individual board communications and reports is there anyone that has a report all right we will be moving through this pretty quickly reports from the superintendent and staff dr crespo madam

079chair trustees i wanted to share obviously i shared with you thank you for your time during the work session our 100-day plan and the update to that moving to the strategic plan i won't spend a ton of time on it at the public session because we will be posting it publicly so as always the following day it is on our website under the 100 day plan with the information that i presented additionally i want to share that as you are aware the policy committee conversation we'll be talking uh specifically focused on strategic plan work moving forward policy committee is one of the great places to vet the work that we're hoping to do with measures and outcomes as it aligns to our policy it's a one-year hold so um certainly if a policy were to

080come up we will address it but at this point our goal is to really address strategic plan and make sure that as we move forward we're within our policy protocol and that is all i have for uh communication at this time very good are there any questions nope all right very good um at that point that brings us to the consent agenda so item d1 on your agenda all items listed with the designation of ca are considered to be routine items by the governing body and will be enacted by one motion there will be no separate discussion on these items any item removed from the consented agenda will be considered in its normal sequence on the agenda does any board member request remove emotion from the consent agenda saying none madam chair i move to

081approve all motions listed as consent agenda second all in favor say aye aye opposed no the consent agenda motion passes very good that brings us to new business madam chair i move to declare a 3.3 acre parcel at south high school surplus and to remove from the district's inventory in accordance with board policy and wyoming state statutes second any discussion saying none all in favor say aye aye opposed no motion passes madam chair i move to approve a resolution by laramie county school district number one board of trustees and to send to the wyoming school board association for consideration second is there any discussion yes trustee clarkson thank you madam chair um over the last several months our board has heard um from our community um with questions about what is being taught in our

082classrooms to our students concerns have raised um concerns that have been raised range from race essentialism to whether or not we're supporting uh the ideals as outlined in our in our constitution to suicide ideology and um graphic deaths and much more and whether the mature nature of some of these themes and books and the accurate account of our country's history um parents want to know what's in our curriculum what's in our materials and so that was the impetus for why i brought this resolution forward for us to do to uh vote on tonight it's the impetus of why i asked for a work session on our new reading curriculum our comprehensive work reading collection curriculum and for the early text review of the materials in that curriculum and i just want to stop and say

083that i appreciate very much that that process of review is underway and that it includes our teachers and our parents from every school in our district across the district so thank you very much dr crespo and your team for that and in addition to uh the district's internal processes for oversight this resolution is an opportunity for lcsd1 to um to have greater transparency in our curriculum materials material materials and um and activities sorry i'm a little tongue-tied um it's just an opportunity to affirm our commitment to that in voting tonight i'm hopeful that it will help to further instill trust in our efforts to be transparent and accountable to affirm that we and to affirm that we have heard the concerns of the community lastly i'd like to thank the board for taking time last

084week during a work session to consider the resolution and to make their suggestions on how to make it stronger so thank you madam chair thank you yes trustee so i was wondering if you could explain if we vote to approve this tonight what are the next steps what happens to it this is not just us but it is uh for the whole um whole alarming school board association so can you describe what happens to it let me approve it tonight absolutely so um when if this board votes to improve the resolution that uh actually it ended up uh trustee claussen brought her resolution forward um trustee hermann also had one we worked together as a board and i think we crafted um a uh just i think we articulated we covered everything and um i

085think that you all worked very well uh together to uh put forward the best resolution that we could to the wyoming school boards association so what will happen is when school boards association will uh the board of directors will look at um this uh resolution that we're submitting via you know with support of laramie county one board if they do approve it tonight um and then that board of directors will they will vote to uh to approve it up there or they could vote no and not send it forward with a with a positive vote but it will go to the delegate assembly and then the delegate assembly which is school board members from all over the state of wyoming those individuals at the delegate assembly will um have an opportunity to weigh in and

086possibly amend this as well um and uh weigh in on all of the resolutions that are submitted from the other districts around our state um and then that is what they use to guide their advocacy with the wyoming legislature so um we have one right now that the bus that went through last year that mr green put forward um and that this board approved and uh that actually the bus stop arm actually became law with the legislature they really did a great job putting that all together so it was a really great that was a a good law to be put into place i do not at this point time we have a lot of resolutions coming forward to the wyoming school boards association i feel confident uh that uh what's represented here um is

087a uh sound and and uh fair resolution yes uh into sort of april that i would just say that the way the um all our all of us were present i think uh mr boland was only one who wasn't able to attend and we have in the shape now that i feel confident that um it has a really good chance of getting statewide approval i i i think it it's a good strong resolution i appreciate that wondering um if we should uh take the time to read this or uh we should just proceed to a vote no actually um that uh there are individuals here that may not have looked it up on the website so trustee clausen or trustee um it was actually the kind of combination work between the two so trustee uh

088claussen or trustee uh hermann which one you know i'd like to read it not i'm sure i thought that read it so as it was just described this will go before the wyoming school boards association and it will help if they if they vote for it it will help to guide how they represent the issue of transparency um to the legislature and how if they support or not or i guess not support that up that issue so it is written from there with their name in it but it requires us to vote to move it forward to them to take it out there it is be it resolved that the wyoming school boards association affirms its commitment to state standards the essentials of the united states constitution and the constitution of the state of wyoming

089including the study of and devotion to american institutions and ideals the wyoming school boards association is committed to quality education for all students this commitment includes a fair and historically accurate history of race-based discrimination while also recognizing that the significant progress i'm sorry while also recognizing does significant progress made to end such practices in pursuit of the ideals enshrined in our constitution and all governing documents therefore be a further result that in order to provide transparency and accountability in the selection and use of curriculum materials and activities used to promote and teach these concepts the wyoming school boards association encourages local school districts to make these materials readily available to the public do you want me to continue with the rationale um well yeah i think we're good with the resolution if we're ready to

090vote thank you very good all right are there any other is there any other discussion um mr boland actually did not attend the meeting but he did um let me know ahead of time and i did read his statement to the board during that so so he was aware of the resolution and actually weighed in so um thank you mr boland for sending that forward thanks for carrying it for me absolutely um all right so if there's no further discussion all in favor to pass this resolution say i i oppose no motion passes resolution we'll go forward to the wyoming school boards association i will send that paperwork through this evening so thank you very much madam chair i move to approve a memorandum of agreement moa between the city of cheyenne and laramie county

091school district number one lcsd1 for the exchange of a 3.3 acre parcel at south high school for the good and valuable consideration of the city of cheyenne's paving portion of the carlson street improvements at coyote ridge elementary school second is there any discussion yes mr bowling uh maybe mr bartlett can let me know this what's the progress with the city on approving their end to this madam chair trustee bowlin the uh city of giant have the the memorandum of agreement as well uh their typical process is to wait for you all to approve and then it'll go through them so they do have it on their docket it actually through the cities heard um three times on the third hearing they will approve thank you you get any other questions all right thank you mr

092bartlett all right hearing no further questions and no further discussion all right all in favor say aye aye opposed no motion passes going on to item e future business the next regular board meeting will be held on monday october 18th 2021 at 6 pm the business of the district is now done um public this gives us an opportunity for public comment um one second here all right very good thank you for your patience the purpose of the board meeting is conduct the business of the school district in public it is not a public meeting the board recognizes the value of public comment on issues related to the operations of schools to ensure that our meeting is conducted in an orderly manner we ask that you address the board directly state your first and last name

093keep your comments two to three minutes so others have time to voice their comments keep your comments general in nature not directed at a specific individual or individuals which means please do not use individuals names and please keep the language suitable and the content suitable for k-12 grade students additional information or perspectives on plays try to add those and try not to be redundant very good i will not tolerate any personal attacks of any kind while the board sincerely values public comment please note if any time this meeting is willfully disrupted and cannot continue in an orderly manner if the business of the board has not been completed the meeting will be recessed and reconvened at another location and time you can always call the admin office and speak with darlene davis before the meeting

098three years since this mandate has not decreased looking however at lcd 2 no mass mandate in place and quarantines can be done at the school if asymptomatic comparing active cases today uh laramie county district 1 current active cases is 65 or 0.39 current active quarantines is 87 or 0.53 in district 2 they have one active case with 0.08 and their current active quarantines are nine but only seven are quarantined at home only point five six percent with no mandate in place laramie county district two is at a lower percentage compared to the total of active cases and almost equal in our quarantines as a parent i had to pull out my children out of the district the day you initiated your mandate i know of at least 12 other students in our school alone who

099have done that i don't know the numbers across the rest of the district but as someone concerned about the continually decreasing adm in the district this alarms me and i think should alarm the board it's my duty as a citizen of the state of wyoming and the united states to remind the board uncomfortably for me and i would assume for you that i feel your constitutional purview is not to make moral medical religious or political decisions for my child or for any child in the district i feel your purview is to protect cooperate and facilitate my family and our responsibility our responsibility of educating our children i would ask for enhanced draconian solutions based on bias and accurate data there's a concerning slant in this nation as a whole in this county specifically to the

100tyrannical in regards to any dissenting opinion the phrase trust the science is not used by those that love scientific method rather we should question everything we should not pretend there is no reason for people to lie there are many reasons ranging from monetary to a desire for power to a love of attention to just mental illness i would say put an end to machiavellian tactics with procedures designed with the intent to prevent public discourse such as conducting a notice a short notice of emergency meetings that do not have to be short notice or emergence thus preventing physical attendance discourse of previously mentioned emergency meetings was limited to those with a specific bias by controlling the location and existence of an e-sign-up roster until the majority of speaking slots have been filled by those with a

101specific bias utilizing the previously mentioned by speakers to shame and bully dissenting opinion utilizing unelected officials in laramie county health department and bureaucratic procedure to refuse to answer legitimate concerns circulating rumors of parents spitting on school members or threatening to assault members utilizing cpd for vehicle escorts to present a narrative of violent individuals harassing the board in this district i will end with this i'm not a domestic terrorist just last week the national school board association which claims to represent 90 000 school board members asked to buy the administration to utilize the department of justice education homeland security and the fbi to investigate parents that disagree with critical race theory and associated parents addressing the school board as an equivalent form of domestic terrorism i'm just a concerned parent i just asked for rational decisions

102not based on fear or bias thank you so much if you're here please come up and address the mic thank you hello my name is alicia green and i'm here to share our experience of having a young kid in school who had to wear a mask all day i have here an email i sent to our teacher the evening after the first day of school last year hello mrs teacher this is alicia green avery green's mom this is one of the weirdest hardest emails i've had to write and i hate doing so because i can't imagine how many emails you the teaching and administration staff have received avery has bawled her eyes out all night expressing how much she hates the mask mark and myself have explained how you mr principal and everyone else in

103power also dislike them and wish you didn't have to wear them either while explaining the importance and necessity of them most of which have gone to deaf ears because of how emotional she is she did mention that a couple students took their masks off and nobody scolded them i say this with absolutely no judgment i can't even begin to imagine what your day looks like attempting to have seven-year-olds wear masks and social distance i asked her why she didn't take little breaks too and she said she was afraid of getting in trouble she also said she can only take it off to take a drink and she kept drinking water to take to take a break from the mask and then kept having to go to the bathroom really bad as i type this i

104just cringe at how hard your day is dealing with 15 kids going through this so please know there is only support and encouragement coming from our house towards you and administrators you'll notice from this email i'm a teacher and staff supporter although we disagreed with the mass we tried to show our daughter a positive outlook on them and it didn't work i'm tired of those of us who are fighting the mandates being pegged as combative and negative my daughter hated wearing the mask because she struggled to breathe wearing it no matter what we did and said about it she hated it this was not an agenda pushed onto her from my husband and i she was simply miserable wearing it because they are awful i see so many smart start plans videos about health mandates

105and posts about back vaccine boosts at the middle and high schools but i haven't heard one thing about mental health and programs for those who are struggling mentally and physically having to wear a mask my next topic my son went to a private preschool last year where friends and family got to enjoy his beautiful christmas program he worked so hard on he was beaming with pride for a job well done and showing off his hard work to us we all then went back home and watched my daughter's program on an ipad she was singing in a mask and one grandparent had to ask which child she was she looked defeated ashamed and the opposite of beaming with pride we have to get these masks off the kids we need to let the parents back in

106the schools and we need to let them have in-person performances that we get to go and watch and celebrate them to the teachers and staff we had the pleasure of working with thank you and we miss you you are amazing and did the very best with the hand you were built you're just dealt a crappy hand so my kids are no longer attending the laramie county school district number one thank you for your time brooke thank you good evening i'm speaking tonight in regards to the agenda item titled board communications and reports tonight i'm going to use my time for a demonstration on communication i will be demonstrating to you what it feels like communicating with you the board of trustees communicating with you the board of trustees not just here in the board meetings

107but also through emails and phone calls random chair can you please pay attention thank you okay foreign we reach out to you with our questions and provide ideas for solutions and your silence is deafening dr crespo is more responsive than the seven of you combined ken france dr ken france been in practice for 40 years 30 of them here in cheyenne thank you if you need to pick that up and please no comment from the audience thank you sega go ahead if you need to pick it up you're taller so you need to address that so so everyone can hear you better thank you well i hope that i can do all of this yeah if i get a couple more seconds you may have so right and then we'll adjust that time did you

108see when we started so thank you again uh in addition to being a practicing physician i'm also on the board of trustees of the hospital here uh we have a crisis here and it's the reason that i'm here to make comments so coronavirus as you know is a pandemic it's a public health crisis uh it has overwhelmed our hospitals our hospital staff the personal protective equipment that's available but it has spilled over into multiple levels of our economy workers have been furloughed businesses have closed uh even non-medical supplies the supply chain has been impaired so to talk about the coronavirus i mentioned this during our during your special session when we cough or sneeze a mist of water particles come out of us and extend six feet from us that mist stays in the atmosphere

109for about 30 minutes and then gravity pulls it down to the ground so that's the reason why we wear masks is because of these water this water vapor the masks help prevent our inhaling that water vapor doesn't prevent the corona virus from getting through but the coronavirus isn't freely floating in the air it's on the water droplets also the size of the openings and masks are big enough that it allows oxygen to get through and all other gases to get out so there's no blockage of oxygen from masks next the six foot social distancing that's the reason that it was developed because those water vapors and water droplets from coughing and sneezing are transmitted to that distance since you instituted the mass mandate the quarantine levels of the students and staff has decreased the hospital

110admissions have also decreased hospital admissions have decreased that's really important with regard to personal freedoms the us supreme court made a monumental decision that legitimized the government's authority to reasonably infringe on the personal freedoms during a public health crisis that's now and so you're instituting a mass mandate despite personal freedoms is totally appropriate one of the last things we know that the influenza virus decreased last year when we had masks uh deaths from the influenza virus are about 40 to 50 000 people per year it's 10 times that with the coronavirus so we need to do whatever we can to minimize this infection this virus the risk to our students so that they can attend school so i appreciate your support i appreciate your instituting this man mask mandy thank you all thank you dr

111krantz very good next speaker next individual up is melissa denker d-e-n-k-e-r not that tall [Music] thank you for the opportunity to speak for it um my name is melissa and i'm a mom i have two kids in the school district um i have a husband who's a teacher in the school district and i'm a speech language pathologist i work at the hospital so i'm saying this as a mom first i care very deeply about the safety of my kids every day at my job i work with people who have copied um and usually when people see me is because things have gone really bad so i typically only see people who are post bent or people who have traits or people have very severe infections that have affected cognition or their swallowing and i think

112that's just something like that perspective if you ever have to see somebody going through that and having to go through all the things the strokes um and all of the health complications that are associated with kobit is something that i wouldn't wish on anyone especially my kids or my husband who's working every day with kids in the schools there's been recent research this past month that has documented the benefits of masking in schools for prevention of infection um there are studies out of duke there are studies out of sweden they're across the world it's not specific to any just our country and those studies have shown great benefit to kids when kids wearing masks to having decreased infections and being able to stay in the schools and i think in person learning at this point

113is really what is most ideal for our kids because we all saw what you know how what a struggle it was when we did distance learning so i just would like to advocate for continuing to have the mask with our kids in the school so that they continue to stay safe and we don't see them at the hospital thank you our next next speaker is uh dr april krantz dr prince thank you hi there i'm dr april kranz i'm a pediatric hospitalist at the hospital here in cheyenne and i also uh take care of adults there from time to time i'm also a parent of two kids in the district and i want to say thank you thank you so much for what you've done in instituting the mask mandate it's working it's working it's

114making a difference like my dad just said the hospital admissions are down as i'm sure you've heard from the county health department the overall numbers in the county are down certainly the numbers of new cases and children are down so it's working please continue to do the right thing by continuing to support the the plan that you put in place um at the special meeting i also wanted to say that this is not an issue of personal freedom right now perhaps when the numbers of infected covet infected individuals in our county goes down um then it will be but at this time there remains so many infected people who do not know they are infected because they don't have any symptoms they don't have any symptoms yet or they may never develop symptoms and they

115are very contagious especially children who are unlikely to get very ill from the from covid but are still very likely to be able to spread it when they're infected and because of that even though wearing masks is unpleasant and can be uncomfortable it is essential to prevent the spread of covid between children who don't know they have it their parents don't know they have it they don't even know that they've been exposed and so it will be nice when this is no longer an issue of having to protect people from each other but we have not yet come to that time thank you our next speaker thank you brendan mckinney brendan mckinney brendan if you're on the phone please raise your hand brennan mckinney okay no that's fine that's all right my name's brendan mckinney

116and i'm a parent grandparent and uh another human being in this community who really appreciates you guys i am uh i have been very impressed with the thoughtfulness the integrity the leadership of the board how you've combined together to take the information the real information that's out there and uh to listen to the science and to listen to the professionals and to make a decision uh decisions that have been in the best interest of my family i uh i've got a little six-year-old grandson that's been wearing his little mask for two years now he hardly is ever without it we tell him to take it off his old grandpa it's all right i'll just i'll just swear he's worried about the virus he doesn't want to get the virus he doesn't want to give the

117virus and it's just it's amazing to see that kind of maturity and thoughtfulness and a six-year-old so um but i really wanted tonight to just to thank you guys and have watched you guys over the zoom thing of how you handled this and uh with all the harsh criticism the hateful stuff that you had to put up with i worked with a guy that he used to say you know brendan nothing's impossible for the people who don't have to do it and uh i have thought about that with you guys all along here your courage and your leadership is admirable and uh is full of integrity and i honor you for that keep up the good work thank you carol fisher i'm dr carol fisher i'm a family doctor in cheyenne i've lived in wyoming

118for over 60 years and i've been a physician for almost 40 years here i've taken care of some of the people in this room i've taken care of a few of the people in israel that had coveted i have never experienced in my 40 years of practice as much grief as i have experienced in the last year and a half i've been losing probably three to four patients a week or more not from coven necessarily but fast enough that i actually put sticky notes on my desk because i can't deal with some of the grief of losing some of the patients and family that i've taken care of for that long and i could go on and on about the story last two years but i want everyone to know here that no matter what

119your political denomination your religious denomination or anything else is we just want you to be safe and we want your families to be safe i think that is my number one priority of my career is try to make sure that my patients stay healthy i've talked to teachers and i've talked to kids and i've talked to grandparents and parents and if a child is out it puts a big stress on families grandparents and parents have had to teach in the last year or two um children have given covet to parents wives have given cover to their parents and had to deal with the grief of knowing that they killed their spouse for the rest of their life right um it's important that parents and grandparents are able to stay at work and so we need

120to bring the count down somehow we know masking and vaccinations work so i think we need to continue to follow the science and try to help as many people get through it and i need to experience less depth than i've experienced in the last two years my daughter recently became a physician and she's dealt with several children that had called like one she transferred to denver there was 15 last week she's had to transfer other children and their parents had kovitz so they were unable to go with the children so she had to transfer them alone and that was a devastating experience for her until you walk the halls and i see you or you see someone on a respirator um it's kind of hard to imagine thank you so thank you thank you thank

121you very much we are going to uh come fly to our three minute and our next uh our next individual is renee hinkle renee hinkle if you're thank you thank you madam chairman trustees my name is renee hinkle i'm an obgyn physician here in town i've also been here for 23 years um i luckily don't have to deal with a lot of um covid in our practice we have young healthy moms and babies and so i haven't had to do it but i have been in leadership at the hospital for many years and so i do know several of the physicians dealing with it we still have over 20 people on ventilators in the hospital the vast majority of those are covered patients when when a ventilator opens up there's another person waiting for it

122so the hospital is still overrun we don't have enough staff to take care of the patients appropriately elective surgeries are still not being allowed to be done at the hospital we still have patients boarding in the emergency room every night waiting for a bed to open up we are still at um critical high census our icu has been on divert since the beginning of september we even had to go on um divert for kidney dialysis because we had too many patients from cova complications needing dialysis and we didn't have enough space for them there are not are not enough nurses to take care of these patients they're not in the beds for the people that are being taken care of um there may be people don't necessarily care about that but if someone in this

123room needs to be seen emergently in a hospital they may not be able to be doing that so the masking has helped there have been some decreasing cases in the county recently we have seen some decrease in the number of coveted admissions to the hospital and so we're hoping that as the people currently there get better that we will have some beds open up so this is still a crisis it's a crisis for the community masking has helped more people are staying in school we were losing nurses because they had to stay home with their kids because their kids were being quarantined so now we at least don't have as many nurses having to stay home with their kids we know that the kids want to be in school they want to have in-person learning

124they do better that way and that is a very known thing it's also a very known uh thing for mental health for these kids um and so being able to stay in class with maths on does help i have several friends who are nurses at schools they have had less than half of the number of people quarantining because of mask use so thank you very much for putting that in place i hope it continues until at very least to the hospital is able to take a breath and not lose as many patients as we've been losing over the last uh several months thank you thank you happy scigliano i think i got it thanks i'm not here only representing the local moms for liberty group but also a concerned community member and most of all

125a parent i would like to address the recent issue that was brought up by the national school board association in regards to us as parents and community members as being categorized as an extreme hate organization or the one i like the most domestic terrorists i'm asking our school board to denounce this notion and to recognize us as what we are and that is parents and concerned community members we are not extreme but passionate we are not a hate organization but we are upset upset that you have failed as board members to hear our concerns as parents and to do what you said you would do instead of listening to us you run scared of so-called threats and play games behind cameras at home in front of zoo meetings instead of having the courage to just

126listen to us in person you said earlier that you could have the opportunity to remove people if they were disruptive please do that i would also like to remind you of your oath that you took when you took office i do solemnly swear that i will support obey and defend the constitution of the united states and the constitution of the state of wyoming that i have not knowingly violated any law related to my election or appointment or caused it to be done by others and that i will discharge the duties of my office with fidelity please do not think that we will just go away we are here to hold you accountable and to make sure that you do the duties that you set forth to do thank you if you are online please raise

127your hand up there you go thank you thank you good evening uh board of trustees and especially my fellow domestic terrorists behind me i am also one of them as many of you know last week the national school board association association asked former vice president joe biden and his administration to start intervening in school board meetings across the united states these cowards asked the administration to use the justice department aka the fbi and uh the department of homeland security against uh against us law-abiding citizens of the united states of america of america if we parents protest against the muzzling of our children they want to call these people uh upon us i just feel it's it's unbelievable that i can be considered a domestic terrorist for standing up for the rights of my children i

128am 35 years old and living in this great state or living in this great country i've never been labeled a terrorist i was born in ohio i'm an american citizen i've never been in law and in trouble with the law i've never been to prison i've never even had a speeding ticket but here i am being called being labeled a terrorist a domestic terrorist i'm sorry i want to continue oh man i have so much to say i've done enough time okay um i'm sorry this is really hard for me right now because i just this is really emotional all right i just want you guys to know that my husband and i moved here from portland oregon we moved away from that horrible um state to get away from everything that's going on with

129antifa and blm and here we are in cheyenne wyoming and i'm dealing with it again only i'm having to deal with it with the school the school board and i just thought we would never be dealing with this never i feel like my job as a parent is to protect my children from this school board and i feel like this school board doesn't listen to us parents that are sitting behind me and it's very disappointing and i never ever thought that it would ever come to this i've been a parent for 12 years now and i was always the person that sat back and never raised a concern a finger never got angry or mad or anything like that but the moment that my children started being muzzled by these face masks the moment that

130my children started being taught this curriculum is the reason why i decided to pull my children out of this district it's because of you guys have a good night raise your hand heather smith my name is heather smith and i have a childhood meadowlark and my girls are in private school now the first thing i want to talk about is i'm wondering why christian after school programs are not being allowed in schools while the gsa is allowed um mr mccormick by mr ford's class i was wondering if you guys look into this please address that we have filed papers to get the good news club going and um it has been denied and it was in schools before i also wanted to say that my girls go to or they went to saddle ridge i

131love saddle ridge and at the beginning of the school year i went there to talk to the teachers the third grade teacher she was very kind talked to me showed me the curriculum i went to first grade and asked can i please see the books that my daughter is going to learn for wits and wisdom and she immediately harshly told me you need to go see the principal and i asked her again can i please see the books that my daughter's going to read this year and she didn't talk to me so i went to see the principal who i've worked with in pto for like five years and he said what do you want to see so can i see the book so he rummaged around for quite a while said i can't find

132any information on the wisdom books for first grade he talked to me for a while about crespo and different things and then he turned to me and said well it's your you you parents fault that you guys didn't vote this down blamed us for it and then he said if you pull your third grade daughter from school don't expect for there to be room for her when you want to come back i had not made up my decision yet and then after that i decided okay well i'm pulling my kids from public school and putting them in private school because this is just no longer the place for them there needs to be transparency we have the right as parents to know what our children are learning it's very discerning to us um so i

133love that school but i am sad to say that it just isn't working with his parents anymore and i wanted to say to the doctors who are here talking about the masks i have a family member who is works in the er and when i was there also for covid none of them cared about mass they have to wear them and they said that none of them actually keep you safe they know that a lot of people know that so what you're hearing from these doctors is completely different than what you would hear if you're actually in the er with people who are actually dealing with this on a daily basis richard stout how's it going board i'm richard stout i am uh do you have one i'm a parent of one charleston it's a

134school board um i had a uh speech written up by them gonna wing it because it's quite um not appropriate i guess you can say so i do appreciate for the uh a lot of the information we got for some of the doctors here and whatnot but what i don't understand is how come there's a lot of doctors is actually going against the cdc and the fda and any other alphabet style health organization that the federal government funds right now they're going online they're going on they're doing their own little pages and whatnot and uh they basically there's even a few other doctors that's even um has videos even on youtube and a couple other places about showing of how these masks do not work showing how all the stuff still gets through the mask

135how stuff still comes into the mask how it really does is just restrict your breathing so my child he hates it completely and he just can't breathe at all so um i do appreciate the information about the some of the doctors saying just why are some of these uh doctors going against what everyone's saying also uh the cdc did have some information about some of these hospitalizations and supposedly 85 percent of the hospitalizations people wearing masks so i don't understand where this information is coming from or there's even uh been in other countries such as the name of the city called delhi and new delhi and i forget exactly what country alexander wanted to india there's also a denmark they did their own um trial kind of deal like a um a study of some

136sort of a controlled trial and whenever did whenever they show the study up show it to the cdc as well when cdc figured out they buried it as much as they quite possibly could did show that mass did not help at all actually what they end up doing is doing a irmectin they're not the human kind not the i did ranch work one before i joined the service you know back when i was in colorado so i did a lot of rancho works i know what a ivermectin is for a horse i know i remember this for a human so obviously the human kind of fibromyalgia so it that's what actually got them to beat the commodore virus uh this is coronavirus up to about 98 and only roughly between 2 to 5.8 percent of

137their entire population which is almost about the size of this country believe it or not only 2 to 5.8 is actually vaccinated so and like i said they don't wear masks masks do not work so thank you dalton market raise your hand if you're okay you're here thank you sorry sir thank you um madam chair uh superintendent crespo and members of the board thank you for your time um my name is dallin orcott that's okay i've been called where so it's okay um i am a father of a few students in the school district and i have a story of one of my sons that is in the school district um before the last month of this end of the school year last year my son i picked him up from school and got in

138my truck and i asked him how his day was normal end of the day conversation i didn't get a response so then i asked him again how was your day i'm driving my truck so i'm keeping my eyes on the road and i look over at him and he's having a seizure my keep in mind my son doesn't have a history of seizures i'll let you connect the dots as to why he's having a seizure because he's not receiving oxygen to the rest of his body because of the mass nuremberg which is the paper i handed to you if you haven't read it i pulled it from the national institute of health website and i'm just going to read the first part you can read the rest the voluntary consent of a human subject is

139absolutely essential this means that the person involved should have legal capacity to give consent should be so situated as to be able to exercise free power of choice without intervention of any element of force fraud deceit duress overreaching or other ulterior form of constraint or coercion america is waking up and there are many and i mean many all over the country and all over the world that these unlawful mandates forced on our children and on the people are taking a stand if you stand with us then vote no on these issues instead of falling in line that will go a long way most of the world is waking up following the money knowing this and other school districts receive relief money for forcing these mandates where is that money going we know hence why you

140fall in line create this show that some of you are on our side but at the end of the day you still raise your hand in favor you were assigned to make educational decisions for my children not health decisions i do not expect our spineless governor to do anything about it that's why you feel it's your duty to have to make these decisions for our children you don't you will be replaced hopefully sooner rather than later and i know some powers that be feel like they are in control that they think they control the voting system in this country not for long that will end i promise you all we are asking is that you take don't take away our freedom and to choose what is best for our children thank you if someone wants

141to wear a mask or get vaccinated by all means that is their freedom to do so and i support that don't force this on all of us america's land of free and home of the bridge [Applause] hello can everybody hear me yes okay thank you um my name is rachelle bond i'm a family physician here in town relatively new to wyoming so i know i don't understand um you know a lot of people moved here for certain reasons um i did grow up in the south and i think there's a lot of um there's a lot of parallels there so um i'm a proud southerner and i think i also have lived in texas for several years i think there's a lot of parallels that people would draw um i i work in the hospital

142i also work in a clinic here in town um and i have two kids i'm a mother um kids in the school district so um you know even though i'm new here i'm seeing i'm seeing a lot of wyoming maybe maybe not at its best because i came when kovit was already in full force right so we really haven't gotten to experience a lot of the wonderful parts of wyoming we're starting to meet a lot of great people here and we're excited about our lives that are really just getting started here in wyoming so um being in the hospital it makes me sad to see um not just other doctors i work with but really the nurses you know i was in the hallway the other day and i was talking with a nurse i

143hadn't seen for a while and it's because she doesn't work in the icu anymore because she she just can't take it anymore she's been an icu nurse for 23 years and she said that she she said something pretty graphic but she basically just said she can't take care of any more people who are dying um anymore it's just too hard it's just too emotionally hard we all want masks to go away no one it's not a awesome fashion accessory we don't like the masks my kids of course they don't like the masks but they get used to it and they suck it up and they wear them my son also doesn't like to brush his teeth or bathe he likes to throw tantrums and throw the toothpaste all over the floor but as parents we

144we ask them to do things that they may not like to do but we know is best for them um so mostly i really wanted to just thank you for putting in the mask mandate we know that research shows and the numbers show that the masks work hospital numbers are down but every time we stop using the masks the numbers go back up so we need to wait until they're down for a long period of time before we even consider taking that masculine away me and my family we've done i don't say everything right but we've really tried really hardy war masks um and i still got covered from my son who didn't have a single symptom and several other people at his school got copied like it's not about blame but it's about my

145son didn't know he had it i mean he's poor i'm not going to sit here and blame him and nobody else knew that he or anyone else had it so um i think the masks will help prevent that and i just really thank you very much okay at this next um we are going to go back up to the top of our list and see if karen tinsel karen tinsel t-i-n-s-e-l raise your hand if you're online stephanie campbell raise your hand if you're online renee ashberg please raise your hand if you are online robin papa lika please raise your hand if you're online and julia espinoza can you hear me now yes ma'am please thank you um after my last public comment i went on to the national council of teachers of english wyoming affiliates

146website which is the wyoming english language arts council known as we lack and they took down their statement that they support the position of ncte the national council of teachers of english ncte promotes crt the national in a on their website in the spring of 2021 about four or five months ago the national council of teachers of english stated that ncte is deepening its partnership with the national coalition against censorship the ncac they also had a headline that read the national council of teachers of english co-signed a coalition statement with the national coalition against censorship opposing limited teaching related to racism gender and critical race theory they were in opposition of 12 states with proposed or already passed legislation banning crt the ncac also has free legal service for ncte members who need help fighting
