001you're live Madam CH thank you it's it's 5 o'clock I call this May 3rd 2021 work session of the larmy County School District number one Board of Trustees to order um I look forward to hearing from Dr Stephen Newton um on a midlevel update so I will turn this meeting over to Dr Brown and Dr Newton Madam chair um as we talked about earlier um when we went to a a different schedule at the mid level and we would be bringing you Updates this will be the second this year um I think that Dr Newton and our three um Junior High principles are ready to give you some information and uh we'll go ahead and let Steve get started thank you Dr Brown um I am Steve Newton I am the director of instruction for

002larmy County School District number one uh as Dr Brown mentioned this is another update I I would suggest that it's within the string of updates going back to um the beginning of last year really when we started these conversations about um transitioning the the approach that we take in our Junior highs to support the midlevel concept and as you'll recall this board uh voted on a an alternative schedule and and that takes us back to about February or so of last school year and then of course we knew we all know that something um extra tricky happened to us in March and we went with the shutdown and when we started up again in the fall I think there's um a real celebration with all of our Junior High folks both principes and staff members

003and students and families because not only did they come back to school which was a challenge for many but they came back to school Under the schedule this new modified schedule that that you all uh adopted and they did so in in a way that felt pretty darn seamless but with that said I know there was always a lot of work by a lot of people underneath all of that just as a quick refresher before I turn it over to the buildings to share the results that they've seen just a a reminder of the rationale that we had on why we implemented this midlevel model we we felt like we needed to make some decisions that took the de developmental levels of this age group into consideration we absolutely wanted to see more time daily

004spent in core instruction um by coring our teachers it allowed for systematic approaches for interventions where all of the same adults were talking about the same groups of kids um and I know that the board was also very interested in the implementation of an advisory period where uh we can really personalize the advocacy for all students based on um what conversations they needed to have next and cover a lot more ground than just that in that advisory period um and then of course uh one of the components which was also part of our uh the junior high update last meeting or two was this notion of exploring electives while you're young so you can maybe make uh better more well informed and quite honestly expand some of the decisions that you might have made otherwise

005in some of our elective offerings and so we could expose them to those um at an earlier age so um tonight we want to do two things we want to talk about what are the actual academic results for making this change now in defense of our um buildings and and there's a lot of data to be very very proud of I think it's important to note that I don't think it's appropriate to either to credit all of the successes to this change or all of the continued struggles to this change this is complex work we did all of these changes in the middle of a pandemic where lots of kids were coming and going from our schools and we couldn't necessarily approach it just exactly the way we drew it up um in uh last

006year when we talked about this so at this point I'm going to step into the background and and each of the schools are going to lead you through what I think are two main areas and one is the academic results as I mentioned and also how they have chosen to work with their very specific populations on maximizing this advisory period to support our students so with that I will turn it over to Mr Cox Madame chair members of the board thanks for having us tonight um as we look at this data there's a few things and and quite frankly um some success stories in here and you'll see in the handout that I've giving you as well I've added some more data um that is not directly in front of you in this PowerPoint point

007that as of today this morning um as we get our ytop results in couple things I just want to share our current summative results have 10% of our tests that are embargoed um and the state department does that um they have some rationale why they do that um I'm not sure I want to get into that whether or not I agree with that part of it however um I know that there there is a good intention why they embargo 10% of that data so know that the data that we're sharing with you tonight um is literally up to the moment um of our students who have taken that assessment and have um since uh finished any ret uh excuse me absentee tests that need to be taken and so forth so um there is some

008shifting marks as you'll see there um when you're looking at the ytop data specifically for Johnson Jr High School um you'll notice that highlighted in green there um on our winter assessment are three areas where we have scored um at or above where we were in previous years on the summit of assessment um and as we have gone in and and adjusted that data with our most recent data with the summative we have two specific marks in 8th grade English language arts as well as uh our seventh grade mathematics that have scored higher than we ever have before at Johnson Jr High School um with that data we obviously still have some area we need to grow 51 is our Target Mark that we're trying to shoot for to meet the Statewide accountability measures um

009and so we're very close to that um obviously uh with our eth grade English language arts uh if we have 5% of those those tests come back as proficient or Advanced that could very well bump us up to where we need to be uh for the first time ever for Johnson Junior High School to meet the Statewide accountability Mark in any one of these five tests um so that's a huge celebration for Johnson and for our our school um as you you look at this data also a point that I would bring up that differs a little bit between our three Junior highs uh some of the mobility rate that we have um the data that you're looking at on that handout includes the data for 74 students uh that transferred into our school uh

010within uh 10 school days of the assessment being given and they account into our assessment data um and those are 74 students that we did not have um and so some of them uh come from out of state some come from virtual programs around the state some come from virtual programs out of state and so uh wanted to just make that out there again that's definitely not an excuse to be made but it does factor into some of the data and what we have control over so um as you look through uh further you'll see some of the F data and kind of how we track that that's something that we track weekly uh we share out with our staff uh in our newsletter every Monday and you can see kind of how that data

011progresses and what we're doing to inform um our tier 2 academic interventions in the academy um I'll talk a little bit more about the academy later on but one of the successful points I want to to point out of this tier 2 intervention specifically that is unique to Johnson um is that since our Inception of that Academy format we have reduced the amount of students who mandatorily have to attend summer school in order to promote uh from roughly 80 students uh needing to do that to promote uh to less than 10 over the last three years and so there's been a big reduction there um in the work that we've been been doing and I would credit uh Miss Chelsea Waters a lot with that she is our Academy supervisor who becomes a second mom

012to a lot of these kids and and that relationship is what gets a lot of these kids across the goal line um looking to the behavior data um I did put that in because that I think is a very relevant point when we're talking that uh as we talk about this middle level approach very rarely do you find a student who's in academic struggle that does not also have behavioral challenges that come with them um the two are very interwoven um and not just one medicine will address um needs of those students have um and so you can see kind of the the cohort data there um across the school years those are the number of referrals that are received for first semester and second semester based on year um within that Below on that

013handout you will then see obviously the tier one supports tier one are the very classroom specific level where all teachers all kids receive this type of intervention and instruction um specifically in the social emotional learning all of our Junior High will speak to you tonight about our second step initiatives our alveus program that we've been um focusing on um one of the unique things you'll see at Johnson is uh basically a 360 evaluation from our students from our parents and from our staff in terms of the climate and culture um that's something that we uh have done with our staff uh for the past five years at Johnson um we've Incorporated parents two years ago and we really felt like we were not getting enough of the student voice in um and so this year

014we we sent out a trust survey to our students to see what their trust was in the administration and the principles in the building as well as their teachers um from there we share that out with our staff in in total so that we can look at the data and start to see okay if we think we as the adults have really strong relationships with kids and our data is coming back otherwise then we need to start looking from their perspective as well and starting to figure out how we can grow and increase that um additionally um you'll hear a lot of us talk about our PBI initiatives um we were very successful in getting our school store off uh the grounded running last year right before the pandemic had hit um and through our

015use of the PBIS app um all of our teachers and students were able to access um that in terms of of spending their points and and really focusing on the positives instead of just the negatives um that that uh maybe you or I experienced when we were in in schooling um academic interventions at that tier one level um every Monday Monday morning our students go through grade checks and binder checks um looking for the organization component of it um you'll hear all of our Junior highs speak to the coring that we're doing um as Dr Newton alluded to um I guess one of the unique pieces to Johnson I would specifically cite our Avid instructional framework and the vertical articulation that we've done with our elementary feeders and making sure that the same academic vocabulary

016is being used um in our building and then that we focus on very specific research Based Teaching strategies um at the seventh grade level and then expand upon those at the eighth grade level um with that um our tier two pieces and then I will uh get out of your hair here if there's no questions uh the social emotional learning piece our core teams develop hope referrals um and our hope team is a group of all of our counselors principes social workers speech path special education staff um that get together and try to diagnose where these students are at and is this purely an academic need is this a behavioral need or often is it intertwined with both um we use im4 software is the name of the software we use that truly helps us

017um go through and answer questions about the behaviors we see with students and then from there it describes the most predictive interventions to use with those particular students whether it's an anger management approach whether there's um more intensive counseling that's needed um and then at the same time tells us what curriculum that we can go out and u Iz many of which the district has available to us um so really we get into not only diagnosing but being able to actually prescribe the exact intervention that research says will um make the biggest impact for those students um we have started a schoolwide check-in checkout program this year at the tier two level um tier 2 level if if you're not familiar basically addresses um students with a higher need but a lower percentage roughly about

01810% of the students in a school can fit into that tier 2 comfortably um and and be manageable um and so with that we also uh conduct smaller group uh settings on things like anger management running uh young men's groups and young women's groups uh for different issues that our students face um lastly I guess in terms of the the uh Firebird Academy that's the other piece I would speak to um we have taken students that come to us after not being in school for an entire semester um been able to triage their schedule take away some of the electives and really focus on where their remediation needs to happen and we have seen our students uh actually able to promote to high school after not being in school for an entire semester in the

019past um that has been a critical component of how we catch kids in the moment how we intervene right here and now um and not wait till a failing grade hits their transcrip before we try to remediate that um and so that I would say is quite Frank frankly the Hallmark and where we would hang our hat in terms of of our creativity and innovation in terms of intervention um I guess with that I'd be happy to answer any questions you have specific to Johnson questions um Mr Cox thank you so much and thank you for the work that you're doing at Johnson it's it's exciting to hear all the different ways you're thinking outside the box to capture the kids that sometimes fall between the cracks um looking at the information that you presented

020to us I'm curious about the behavior data um and I agree with you or that's been not my observation um that there is a connection a lot of times between behavior and success and proficiency and things like that why do you think the the I think think I know you probably just talked about it but why do you think the behavior data data has gone down this last school year well I would tell you that um the behavior data has has dropped I believe because of our approach with students um we've been doing a lot of professional development work with our staff around restorative practices and using circles um and not really focusing as much on well the student broke a rule so there must be they must be consequenc but more so the intent

021of the rule and the reason that rule is there is based on um the the common good of of the team the common good of the group and so it becomes more about instead of just breaking the rule it's more about I've disrespected or lost uh um some of that trust the adults had in the students so really it goes back to that relational Authority and that relational power um that is so prevalent especially at the middle level um I would also argue that um you know we have a u another uh administrator on special assignment Mr Smith and having him a part of the staff truly does does help because it frees us up to have more in-depth one-on-one conversations and spend the time needed to help coach these students um some of the

022students that we work with um much like myself come from a single parent family where that individual is doing the very best they can working three jobs and raising two to three children of their own and um they need more help and support and so that's something the school is able to partner with them and able to help more with and just a followup mam um so does that typically happen in uh your tier two and I'm curious about your small groups um are they mandatory and is that a lot of times where those conversations and that sort of understanding is communicated that is where they happen um and and we we struggle with the term mandatory because if you force anything on a Junior High kid you're going to get out of it with

023what you force and so a lot of it is the conversation of convincing both the student and the parent the need and the why this will help them and in most cases very rarely do we ever have to mandate because they trust that the adults are trying to put them in the best position to make the play cool thank you very much Madame chair members of the board um don't need the earring um I'm here to share with you the information from Carrie and uh we've had a an interesting year um with some things um Co has been especially challenging for us um as you'll see some in the data uh our first on the handout it's matches the the item on the screen the first topic area shows you that we were making some

024very strong progress there up to 2019 then we had some drop into 2020 um we can continue to see that growth um in seventh grade English however some of the others have dropped off for us um we did notice at the start of fall when we did the fall white toop that there was a significant drop there so it'll be more interesting to see how individual students did in their growth over the year um than what we had had we lost some momentum in that um the second block there under underneath is our semester 1 failure rate when we looked at that we were talking about we could really only compare each semester one status because semester 2 last year we lost all the kids and we haven't finished semester two yet this year um

025so we put a lot of academic supports in place to help fill in those gaps that we were seeing when we hit those fall white toop performances and that's that lunch Academy that skills lab and those extended day options that we put into place to keep to try and fill in those gaps and revive some of that um the other thing you'll see our Behavior incidents at the bottom um if you notice um there's been an increase in some of that um we attribute some of that um just going off the same question that Miss Clawson asked um when we do our transition from elementary to Junior High in may we bring the parents in the evening we bring all the sixth graders up during the day they get to learn everything then in August

026we do an orientation program we do a lot of formation with the families and the parents with covid we were not able to do all of that um so some of those things I presented to this board before with our Mentor mentee program that we' had where the seventh and eighth graders get to see the sixth graders ahead of time they get to build those relationships and start fostering some of those student Dynamics we lost that because of covid this year and we see that as a major loss in what we had moving into this year and so that's been one of the things that we've we've done we have been pretty steady right around 800 students um all all year long um so that's been a dynamic as well um and Brian did you

027finish up your advisory piece also okay so for on the back is our advisory piece I tried to consolidate it all on the front but it just became I don't know for my eyes it was really hard to see so I thought I would share with you we've sort of divide our advisory support into quadrants um one being the alas program one being our academic support our social emotional learning and then other supports and things that we've used for advisory the biggest thing I would draw your attention to is in the top right quadrant that circles of support that um is similar to what uh Mr Cox was talking about our behavior intervention specialist which was a new position was able to do a lot of that restorative practices and he meets with kids on

028a volunteer basis during um advisement time those that are struggling with particular issues or ideas those that are maybe struggling with others and trying to figure out ways to better resolve their conflicts and so um that's been probably our biggest addition to try and help with some of those Behavior numbers um another major piece within those Behavior numbers which is new in uh all my years was the amount of electronics issues we've had apparently that three months of Freedom with electronics has filtered over and caused many of our related issues this year so um that's just some of the things that have been going on with Carrie we continue to be optimistic we are confident that we can pull back on those numbers to where we need them to be um our biggest confidence right

029now is in that failure rate and how we've been able to really meet the needs of those students um better than we ever have been before with the additional academic supports through advisory and the other things we put in place so with that I'll be glad to take a few questions but I don't want to steal all of Dr Conroy's time M chairman just very briefly and I and I should ask all three of you and so is that with the uh pending um budget cuts which we will not be having for the next year um we think will be spared the the cut do you can you keep all these supports in place looking at the expected budget cuts that we will face of what 510 or plus percent my from for carry speaking

030for carry um with the help of the cares act money we're going to be able to do these supports plus we've got a lot of items that we're looking at to help within that behavioral support as um Mr Cox alluded to he has an additional principle um we were looking at some assistance for that similar situation which we're going to be able to do at least in the cares act in the short term to get everything basically I see it as the recovery from the covid impact um is really what that is going to service so I would just that's from car's perspective um if we want to look the other two go or how would you like to do that is that okay you wait just you can wait to the end if you

031want that's fine that's fine um actually let's go ahead and finish up with Johnson and then we'll have um with Mr Cox and then we'll have uh Dr conro come up and address that thank you is there any other questions for um Derek um so go ahead finish up thank you and then we'll go back to Derek so all the current things that are in place on that handout um are definitely uh something will stay in place because those are not funded through any of the cares pieces through those cares acts we will be um expanding the academy with two additional academic interventionists as well as bringing on another counselor um but those are the only um additions everything before you is is based off our general budget but but I guess I'm just wondering

032with the budget cuts coming in the future I mean you know the facing 10% budget cuts or more will we be able to keep these supports in place yes ma'am thank you Mr Cox question Rich yeah just just quickly and it kind of piggybacks piggybacks on what uh margarite was asking is you you mentioned under your Circles of support the behavior behavior intervention specialist was a successful new position that was added so so after the car's money is utilized are you going to be able to retain that person or at at this point in time that money that position was was paid for it through special services support so I guess it just depends upon how long that and and then the additional there will be some additional ones to help with the new behavior

033issues that are cares I that would be my understanding go ahead Dr car's act car's act will run out within two years so we will not be able to continue with those positions after those two years so the behavior intervention specialist positions are in Jeopardy is that what we're saying the new the new one the new one the new ones this current One is paid out of special services my understanding I don't know where JP's down any yes Mr bowan um since your building was designed with a middle school model in mind are you finding that that design is helping you with either the academic or the behavioral issues we believe that it is helping in some facets I think some of it's still learning that um you know you come from figuring out how

034to make it work in a building that doesn't fit and now it's like the building fits so how do we make all of those pieces come together correctly and together so I think we're still learning through that to build through through that and we are optimistic and there's some been some really strong connections within the coring and the grouping that has helped with that so we're not there yet Mr Bolan but it is on the right path with some of that how about time on task is that better since you you know they don't have to move quite as far yes that's been actually one of the nicer things is they are math English science social studies in the same area they're moving right along it's been very helpful with that including even within the

035building the elector area is very close to so it's even better than what it was before instead of if you remember East Ridge to East Ridge to our Avid classroom were on opposite ends of the building in the old carry so lots of lost time there um I'm gonna go to Alicia real quick go ahead Mr niss you mentioned um just an uptick in problems with technology and kids bringing that into the school this year has that contributed at all to the the um Behavior numbers I mean is that some of what we're seeing with that climb yes ma'am okay um it is we were and I think coming back to that orientation piece we spent a lot of time with parents and students and discussing here's the appropriate use of Technology here's the here's

036the way we expected at Junior High this is what we're looking for and we didn't get to do those conversations so we've been backfilling a lot of that um yeah and I think it's also in combination six months away from school without and this is nothing against any parents or anyone else but six months without structure watching my own son who is 17 um yeah the technology sort of took over and filled the void and so we've had to unlearn some of that absolutely thank you Mrs clet thank you thank you Mr niss and thank you for your presentation too I I'm wondering I always I always go to what do you do about it so I'm I don't want to take up too much time but do you have a plan for how you're

037going to address some of the findings from these results yes ma'am we we and that's when we we've looked really right immediately with the cares act um we are renewing our effort um I've been actually working with the elementary principles to get the orientations all set up um luckily enough of the co restrictions have come back we're bringing the graders in so we're at least going to restart what we lost um start there and then aside from that it's building on some of those structures and things that we need to put in place specifically within the behavior we've got some additional social emotional support that we see some of the kids are really needing how do you deal with with um interactions with each other so we're using some of the cares act to support

038that we're also using some of the cares Act to help with with the the effective use of the discipline have those longer conversations with students that were not as able to do in our current situation so yes there are definite things in plan thank you thank you Mr n for your um presentation and appreciate all that you do Dr Conroy thank you good evening ladies and gentlemen of the board hope you're having a good evening uh thank you for the opportunity tonight to come in and and present some data and some information as far as McCormick Junior High School uh before I get there though it is teacher appreciation week so I'd like to thank all of the teachers out in cormi but all the teachers across the district for all their work I know

039we focus on our scores and if we grew or if we did not grow and all of these different pieces but you know it's really the teachers that are in the classroom that are putting forth the effort and the work and the planning and so on so I'd just like to send a shout out to all of them and thank you for that uh as you can see I handed I gave everybody a different handout uh uh just to go over the historical and the predictive data that we've seen and uh just to let you know that uh we just took our ytop test last week so what you see right there by the aster is just preliminary data we are going through this week and getting those that missed the test so that number

040could fluctuate it could go in a positive or negative negative manner but uh once that's established we'll get that up to date as well so we have put a lot of work into our ytop and really trying to stress uh the importance of taking the ytop as well you know within our staff meetings and our core meetings and so on and we we looked at our winter winter data and we've noticed that in our math that is one area of focus that we we need to really sit down and look at uh remediation but also look at some some other avenues as to what we can work on uh for our in coming seventh graders and our current eighth graders to see what we can do so uh you me you asked about the cares

041act and those positions we're excited that we are getting two uh that we will be getting two academic uh interventionists as well as a counselor because as soon as we noticed that our math numbers were low that this is something that we're definitely going to utilize those individuals so I like to thank uh Dr Brown and Mr wio for uh sending that email out to all the principls because it was like Christmas day there you know so we knew that we were going to be getting some additional support So as we look at that uh look at our pieces you know math math obviously that is an area of concerned particularly Mass 7 uh and again it might go up and down but uh we are hitting our Target in the in the majority of

042the areas but there's just there's some work that needs to be done there so there's some cleaning up and some focusing uh and we're going to look at our extended day and try to continue on with that through our homework room so we we recognize that that that there is concern and we're addressing the concern as we move forward there as well okay so um I've only been here for two years uh I have included the 20178 and uh the 2018 and 19 data as well uh obviously last year with covid we were not able to get that spring top test in there so um with the 2021 we see this was the first year as as I went through so uh we will continue to focus on those areas and uh and keep keep

043working there uh for our semester one data as you can see for our for our failure rate that's also uh concerning again with our math so that that speaks volumes that we need to sit down uh with our Math teachers and our counselors and administrators administrators and sit down and really determine what is the best Avenue what are what are the concerns that are coming into the building and and um once we establish those and establish the uh a new new programming or whether it's extended day or homework room or whichever then we'll continue to focus on those needs and accommodate those needs but also uh start with the Baseline as we start next year and as we move forward so um I see good things to come and I see this this was very

044good for me to take a look at and uh see which direction that that I need to go as a building administrator so that's well that's good as well uh Behavior data um and I know uh Mrs Smith she had asked if if the behavior data and a lot of the electronics was a big portion of that that's why I put an aster there last year we implemented the no cell phone policy and uh you know that's we and I'm I'm just as guilty my my son's just as guilty as well he always has a cell phone with him and so on but you know at home and we have to get away from those behaviors when we walk into the building so a lot of our behavior issues uh are represented because of the

045Cellular use I would just put it put it at that so there's close monitoring there uh but we also have other issues too that we focus on whether it's a disruption in the classroom or anything of that sort and this year I'm in cormic we're thankful that we do have Abyss uh this is the first year that we do have abyss and uh she's part of the special services program but she also assists us uh elsewhere as well so that's that's a big plus for us so we we do look at our restorative practices and we look to continue to educate ourselves and our building with those restorative practices and I think Dr Kenny for the information that she shared with us with a couple of weeks ago Mr Cox as far as a book

046study too that uh from uh Mrs espanosa I believe correct okay Mrs Bean so uh good information there so as as an administrative team we sat down and we looked at it and I I have different Avenues with restorative pieces as well but what that that is uh a trend that we're going to start focusing on more and more because uh you know when students end up getting into an issue whether they Focus or they have a disagreement with one another you know the only way we're going to learn from that is if we sit down and really have that discussion and talk it out uh and you've heard different terms with circles and so on we have talking circles that we sit down and have those conversations with with our counselors myself the student

047if we feel it's imperative that we get this the parent involved we'll pull in the parent as well but we like to pull the students in and have that conversation because they're learning they're under they're just now you know learning the under the importance of understanding everyone has has a different opinion and how we respect those opinions and and move on so that's something that we focused uh that we're focusing on and um so as far as the behavior data um we're sitting a little bit lower than last year um and we didn't have that fourth quarter so but we still have work to do there too as well okay some of the uh academic and social programs and supports that we have uh very similar to the previous schools we have our OAS programs

048uh that are occurring where you know we sat down revamped some of the lessons and as we go through that on a weekly basis we've seen um and that's something that we do talk about when we we have those restorative pieces and those uh talking circles we we do discuss the oeas piece as well and see how that has impacted our students so uh we have the different supporting documents from the lesson planning and so on uh Second Step you know that's an area too where we not only look at that social emotional recognition but also looking at goal setting too so that's a big program that we've looked at as well um positive our PBIS um entering the building last year there was a lot lot of work to be done with PBIS as

049well I believe our our inventory from the previous year was that of 16 last year we were not able to get an inventory completed for obvious reasons but this year I feel a lot confident that we are we might not reach the 85% the goal that we have but we are going to have big strides because our students are buying into the concept our staff and faculty are buying into the concept and and Mr mclinton who oversees the PBIS delivery her when she came from the elementary she she brought a entirely different perspective for us at the junior high so she really had done an outstanding job as to establishing reestablishing our committees and our work and so on so um our PBIS is definitely moving in a positive manner as well uh within our

050PBIS we have our top our top Warrior which is our student achievement uh we recognize our students on a weekly basis um through announc net after the pledge we have their pictures throughout throughout the building and so on and uh we also have positive Focus areas and positive rewards so uh students uh teachers uh anybody in the building if they see a student that's a uh acting in a positive manner they'll get a little uh a little uh certificate or a little a little slip I guess and we'll recognize their positive behaviors and we put it in a box and at the end of the week we we have a drawing and then they get an award so that that's something that the students have really enjoyed as well uh one of the programs that

051uh I implemented this past year while last year networks of support you've heard that term before and uh we have three three advisers that have taken that on uh taken the program on and continue to just progress and progress we're just moving in the right direction in fact we had a fact meeting today where our three mentors our three advisers excuse me uh we did an activity with all of our staff as to letting them know hey this is what we've been doing all year we have our Warrior Rendevous we've been focusing on different topics uh a monthly topic and then we get together and we we have some fun we play some we play some games interactive games where students are able to get to know and connect with other students and so on

052so that's really uh built built a positive vibe within the building as well so that's that's another positive area that we're focusing on as well some of the tier one and tier two goes right along with uh Carrie and Johnson what we're doing we have our great grade check-ins we have our extended day uh program uh we have one both through uh cares we have our standard uh cares our standard extended day as well uh we do our check-ins as stated our counselors are continuously pulling in students to check on the grades and see where they're at what what type of interventions we can we can Implement there as well as hope and so on and plus our core meetings are very inform uh for informative our core meetings meet on a weekly basis but

053administrators we meet with our cores as well just to review concerns and what are the interventions and what can be what what we need to do uh in as we move forward and so on so um it's kind of a snapshot uh with what we're doing here I provided the information for you and I'm more than happy to take any questions that you might have thank you Dr conr yes Mr we one yes thank you Dr conr I guess one of one of the conversations we had when we approved the mid-level adjustment was that we were hopeful that increased time on task was going to translate into increased performance on the part of our students in the core areas that have been identified you talked a little bit about that and one of your concerns

054was math in particular and I understand that you know I I believe that it's it was the right thing to do I think that's going to when we look at longitudinal data I think we're going to discover that we're going to see that those perform those sumita of test scores increase in those in those core content areas I guess not so much of a question but just a comment I appreciate the fact that you've indicated that you're going to have those conversations with your teachers and see what adjustments need to be made in an effort to uh adjust those make help those students students perform better in in some of those core areas specifically math as contrasted with English and and uh language arts so you know it is a concern obviously and I think

055that uh you we're on the right track to get that addressed so I appreciate your comments in that area so thank you thank you yes Mr ban first of all just to comment I appreciate the fact that you must have looked at the winter data for Math and because you saw significant Improvement between winter and spring so I appreciate the effort that you're doing there it shows that you are working on look looking at theas and working on those my question is i' probably go back to all three of you I just noticed that you didn't break down the data for Behavior referrals between 7th and eth grade are you noticing a difference between sth and eighth grade and the other two can answer also for McCormack's data because I I started off breaking it

056down just by different issue by issue by issue uh then I went to seventh and eighth grade and then I looked at it I was like well okay I want to keep it brief here but uh ironically enough uh it's pretty equal you know seventh grade uh each year was pretty equal seventh grade might have might have more uh eighth grade might have more for instance uh last year for our Behavior Uh eighth graders had more uh simply because this the uh cell phone policy was new to them so seventh graders it was not it was newe to them uh they fell right into place they put their cell phones away and so on whereas the eighth graders challenged it a little bit more so you'll see that uh you'll see that piece but overall

057the uh the data is pretty equal so I I don't know if the other principals would like to jump in and share their [Music] information Madam chair Mr Bing I just wanted to add I for us at Carrie that's where part of our discussion is about the orientation has impacted some of that we see a greater impact in discipline problems at our seventh grade level um which we were not able to do the orientation and set up with and the eighth graders we were so thinking of they were last year's seventh graders they got that orientation program they got those pieces so that's where part of our data point is in the background of what is one of those things that says the orientation makes a big difference in our the success of our year

058thank you and and just to throw a curveball to the data we would see that our eighth graders are a little bit more um challenging as well just to keep Junior High Junior High um none of the three are exactly the same and Mr bow with your knowledge teaching Junior High no classes the same from each other um so yeah we do tend to see more of our behavioral referrals come from our eth grade group while you're up there um question about your data your data seems to be um a big difference between first and second semester I don't see that of course you don't have theoric data that way but for car it doesn't seem to be that big of a difference can you talk a little bit about why there'd be such a

059big difference between first and second semester first and second semester specifically um you know I I I sure there are a number of reasons why um those could be a little bit higher um you you tend to hit a break point and Dr Kenny has spoke uh before to some of this um that when a student begins to go off the rails um it's slow at first and then much like a train when it derails it derails um and so when you look to um schoolwide data uh across the district usually students U that hit that eight nine and 10 Mark uh of Behavioral referrals are usually the ones that end up getting long-term suspended um or recommended for expulsion at some point during that year and so um I think what you're probably seeing

060is some of those students uh where the coaching hasn't necessarily taken effect um you start to see more of that behavior continue to spin out um one thing that we've seen is a drastic reduction in that second semester data um previous to a couple years ago when we had our last full Academic Year and we hit kind of a high water mark of uh 2400 referrals um some of that's due to the work of our check-in checkout um and our new B Mr Nicholas um he does a great job building those relationship with kids and really incentivizing the why behind uh what rules we're wanting them to follow and why that's going to that make them more successful thank you thank you just quickly anyone else no all right I just had one quick question

061and um maybe it's just more of a clarification and and Dr Kenny um might um might want to respond I'm not sure be the one um but all of our data the way that we're collecting this data now um the criteria is the same across all three Junior highs um for what constitutes a referral because of the PBIS and and it's all being reported to to one system is that through um Infinite Campus um how's what does that look like because I know for the district historically that was a problem and Dr Kenny you did a lot of work to get that kind of brought to one place so what was what does that look like yeah so Madam chair and uh trustees I collect the referral data that you hear me discuss in executive

062sessions from Infinite Campus um the data then um originated of course from the schools principles are following a discipline Matrix to help guide that input so um is it perfectly clean um all the time prior to getting into Infinite Campus not perfectly but far cleaner than and improves every year so very good thank you I think it's important the public knows that we've made major improvements on on how we're collecting that data and what that Matrix looks like and and that um it's it's much better than where it was so I appreciate all of your um all of your work and I'm excited about uh seeing how this progresses and what we do with those cares funds and and uh congratulations for um the growth that you've had in in different areas and keep up

063the good work and we look forward to hearing from you again is there anything else before I end that no very good Dr Brown would you like to say anything no I just think um you know I think as time goes by you're going to see some great games with um both your academic and your behavioral at the junior high level I think some of the changes they're making for next year will help out with some of that too where kids don't have to balance all the same number of courses and everything so I think appreciate the work they're doing thank you all right and I thank you gentlemen you are good I just have a report out to our board um about our upcoming board retreat I've been in contact with Dr um Kesler

064from the Wyoming school boards Association who be who will be our facilitator for our board retreat as well as Dr Crespo um she's been very engaged in h several conversations I know with individual board members as well as as myself um we do have an issue um it's uh uh Mrs Clon is not able to attend the at the current setup for time for our uh the board retreat that we all discussed earlier so I do have Dr Crespo has um I've not heard back from Dr Cresco yet um we're still in communication there and I haven't heard back from uh Mr or Dr Kesler so we may or may not be changing that date I'm I'm just not sure but I wanted everybody to kind of be thinking about either a Saturday or an

065evening um possibility for that date um if we can change it there is the possibility that we cannot but just so you know you'll be getting some more invites from Darlene and some more conversation will be happening over that okay so we're going to try and get everyone there and do the best that we can and this board retreat is um really to give us all an update for uh Dr cesco's 100 day plan as well as our board governance as well as our roles and responsibility as a board where our priorities are uh a lot of heavy lifting a lot of great conversation and I'm really looking forward to it so please check your emails and and let's try and get together so we can nail that date down yes and thank you madam

066chair for announcing that I really appreciate it I did respond to the availability I don't know why it how how it gets scheduled when one of the board members can't make it but I do appreciate you reconsidering so that I can attend as well I appreciate that very much thank you all right and at that um that concludes our meeting our work session today and I appreciate everyone in attendance and all the work that you're doing and um Happy Teachers Appreciation Day we appreciate all the teachers in ly County school district one as well as our nation so we'll take a little break and our regular board meeting um we'll uh start at 6 o' thank you sounds good thanks Madam chair I'll turn it over to you it's 6 o' I call this May

069Troy Lake and principal Justin Conroy thank you and I have certificates thank you thank you very much M chair M of the board thank you um our season of the week this week unfortunately can't be here uh and here's why one of the reasons she was selected she works almost a full-time week every single week at a daycare um and come to school some of the other reasons we're proud of her she gets straight A every single class has been a she doesn't have perfect attendance but I think she's only miss like two days an entire year and her behavior she's never had a dist referral so we're really excited about that for her um also she has a a really cool goal uh she's going to work to be a psychologist her name is

070Jeremy baret and she is a really really uh strong model for our school thank very good and she's not online with us she's not she's working all right no very good um let's go ahead and uh appr we appreciate her U parents Ben bus and let's give them all give her a big round of applause thank you me to introduce you to Jesse Hernandez Jesse Hernandez is a eth grader Ator Junior High School his parents are Jessie and and uh one of the reasons why Jessie was nominated for June of the week was not only for his work EIC but he's just an overall good student he's a positive student he's always working with his teachers his fellow classmates administrators and he's always there to help out and that's a positive that I see with

071Jesse know he does he out in the classroom and uh he works hard and that's one that's just an awesome thing about it he participates in basketball and theori but he also participates in post six baseball here in Cheyenne and one of the things that he's loved most at mccormic is he loves the atmosphere of mccormic and the teaching staff his teachers his core and all the relationships that he's built while attending the corner uh he's excited to move on to Central High School and attend classes but he's also looking past Central High School and wanting to pursue sports medicine so uh Mr George you're you're inhering very very good student so very happy that moving on one his top subject that he enjoys is history he enjoys learning about the past and americair how

072it relates to today so a lot of a lot of positive just positive attribute so Jesse are you online Jesse if you're out there raise your hand please do you see him Dr Brown I do not see him but if he comes on later okay he comes on later we'll catch you all right thank you so let's go ahead and thank his parents and we appreciate uh appreciate his hard work and look forward to seeing what he does for us at at Central High School so can we give him a big round of applause thank you very much are we ready for that or should we wait should we go on to number three Darlene we're just waiting for a very special person to uh to be here yeah let's go ahead and let's go

076and you young folks in the front won't understand at all um I've been a Samsung girl an Android person since the beginning of cell phone time that's before you guys were born I converted to an iPhone this week and therefore the notifications that I'm so used to did not come tonight and so I rushed right out I'm very proud to be here for those of you who don't know esgr is employer support of the garden Reserve that means that our community members were members of the air guard the Army guard that Navy Reserve the Marine reserves whichever reserver or guard you can think of are also members of our community and they have jobs in our community and we're here today to say thank you very much to those supervisors and employers who are supporting

077our members of the laming Army National par um during the deployments um that have happened recently in Washington DC so I um I also have some very nice certificates here and I think it's important that we actually spend the time if you come on time you have time to take care of all of this before so you're not scrambling you're doing fine so this is a patri award sir I'm going clean all this the Patriot award is for contributing to National Security and protecting Liberty and Freedom by supporting employee participation in America's national guard and Reserve Force ma'am would you please be in the photo so I can absolutely take these pictures smile through your M oh smile my eyes will be smiling know I don't have all right very good thank you thank you

078so much for your help with recent apps can you please say how um principal brenaman deployed what that was like I'd like to tell that story I will tell it if nobody else the presidential inauguration happens every four years the National Guard always sends out folks to help that and so as part of our normal planning process in September we started planning for that we were going to send out about folks some communication folks and some Logistics folks and I was in charge of that and everything was on track there were zero problems everybody was going to get fed everybody had a hotel room everybody was going to get paid and then you saw what happened on January 6 that's when Dr brenaman or I know where is Colonel brenman her life changed on January

0797th we had a task we had to provide another 150 soldiers and Airmen and they had to report about 3 days later so it takes about 2 days to figure out here you're going to stand and So within about three or four days he identified those folks and they had to tell their employers because these soldiers and airmen have lives Colonel Brandman as I know her is one of those individuals she's the Battalion commander in the Army National Guard and her unit was identified to go provide security for the inauguration and so with about 3 or 4 days notice you know Dr BR let her go now the law says he has to do that but he doesn't necessarily have to and so you saw each of us probably saw the inauguration on January 20th

080you went just fine because of people like Dr Brandman colon Brandman or you deeply qualified skills as an educator and as a an officer and for her two bosses who let her go and do that she got back you know the school had to figure out how to get along without her but I suspect there's smart people in that school that's what the National Guard's about andl Bren folks will recognize him tonight an absolute example of the support for the National Guard and from to you I say so that's the story of colon brenman and the inauguration want to go thank you thank you go ahead we have yes one more presentation one more presentation and then one little thing we have to do we're good thank you all [Music] right Mr wile's the director

081of our HR department and he with the partnership of Dr Brown work together to make this happen we're very appre wait okay I got a picture it was taking a video did you have one more all right if you can all stay up here for got one more and then then we'd like to appreciate all of you as well okay this is a big deal this next piece Sir Mr Brown um every few years ly County School District number one signs what's called a statement of support which simply says not that you're joining not that you have to go for basic training Al you could do that if you wanted I sent my son this simply states that you are going to support those employees who have to go who have to train and who

082have to go and actually perform their Duty in the military and you will post this in some location where people can see it and understand what lar County School District does year in and year out this is not the first time I've been here to present these Patriot Awards so we'll get your signature thank you so much again um I just want to take a couple minutes to tell all of our service men and women thank you for keeping our country free making sure that we have the freedoms that we do um I know that when Dr brenman had to go she uh she didn't get a Pack Light she had to take all of her body armor she had to take all of her riot gear I think she had her handgun and her

083rifle that she had to pack um so it was a pretty scary incident um and just appreciate the work that she did appreciate the work that all of our national guard folks do all of our um people in the service as well so again thank you to all of them very good and behalf of the board I would like to thank each and every one of you for your service and also Dr brenaman is our principal at Buffalo Ridge Elementary and I know she has great kids and and uh every and students and staff down there that support her and and I'm sure um that they were all really happy to to have you back again so Dr Brenan thank you would you like to say anything say buffal and he oh and he that's

091thank you I'm gonna first recognize three young men that were recognized in the soccer match against Thunder Bas and they are Josiah Muay Carlos ianes and Colton mlar and the officials in this game uh they were they were pretty impressed uh these gentlemen displayed exceptional professionalism and sportsmanship during the entire match numerous times they were witnessed extending handshakes to opponents for good efforts maintain their temperament during intense moments and remain focused on the play to guide and encourage solid teamwork amongst the respective teams a job well done the other reason that these three were very impressive and I want to do a shout out to the coaches from both teams as well soccer is supposed to have four officials when they're playing uh this game only had two so if you know anything about officiating

092most people don't think four can make the right call when you have two uh they're missing a lot of calls and they know it and the thing that these kids and coaches did that was so exceptional is uh they could get out of hand in a hurry with people arguing that they didn't get this call or that call and instead uh these young men help help keep a most down and uh that's very impressive so I'd like to bring those three up and again if you'd like to address the the board and and say thank you to your parents to your coaches I just want to say thank you to many of our parents and our coaches for raising us the right way and not just stops at our coaches but at the officials for

093the game go thank you anyone else looks like you got to be the selected spokesman so um let's we thank your parents and um I think that you're probably in this I would guess in this list so we'll let these our two gentlemen here sort this out you get the rest of the boyser up they're here are they here we'd also like to bring up any other Cheyenne South soccer players from the boys team and also CH style soccer players from the girls team so we have March 26th game for the boys and March 30th game for our two individual young ladies so could you give us their names I'm read their names little about game that day thank you Dr I'm Emma Tuli we have had a rough past some games don't really go

098uh she talked to Mr Barett in the district and kept our kids safe and we got to get out there and have a pretty normal year and I know our students and uh parents really appreciate that um boy and Cheyenne I know we think about standards and how smart our kids are compared to everybody else and what you're about to see with the East kids and Mr Allen and our group is uh we measure up really well when we go around the state we have a tremendous grade point average setting in front of you they work hard they they treat people right um they're great in our community and we're really proud of them um I ask these kids this year to focus on the process don't worry about the winning and losing and boy

099it was a long year but it worked out in the end and it's because of their hard work work 100% these students working hard and their parents let them have the time and a lot of them don't drive yet and Mr George has been really supportive of us this year and anything we need uh he works with us and it's just a big uh group effort and we appreciate it the first person I'm going to recognize is Reagan Delany Reagan do you want to come real quick Reagan was just um elected our wiing state up fa secretary uh that doesn't happen very often we have one at each high school or east and and Central this year and we're really proud of her and she's also our chapter president this year um so she'll go

100serve the whole state and help all the kids around our state this year and it's going to be a great year and she's going to do a wonderful job thank you congratulations next I'd like to recognize Sarah Turner for being a state champion prepared speaker in this contest they they research at 68 minute topic they have to go give it a lot of times they have to get through our local our district or our region and then go on to state where there was 10 or 13 10 10 contestants they filled questions that they have no idea what they're about and uh and go against the whole state and when it was all said and done she she won every contest she was in this year I got to see some of the scorecards and

101she was there was 10 judges that last time she's first on every card Dr delbridge read our speech a lot of it's your manuscript it gets mailed back East to a university um on the written portion and they're very critical and Dr delbridge and my wife read that and worked hard how many times did you go present that you went to the Supreme Court departure spe she went to East High and had a lot of support out of marus Vin and that's a little bit scary when you don't go to that school and they awesome to us what else um the Wyoming Department of Agriculture I gave it to the director and staa Barry give it to Jesse Barry and just all over we made a lot of phone calls and just did a lot

102of hard work and I believe this is Central's first state champion prepared speaker they've had a lot of talented one over the year but I've tried to look back we looked back through all the scrapbooks and I believe she's the first one in school history for us so we're really proud of her congratulations recognize is our veterinary science team you guys want to come up here real quick and that is going to be let's hand these out there's carlen Barber Maggie price Damian Mason and Aspen NE and this is definitely 100% knowledge they are training to be their veterinarians or vet assistants they have to take a written test they do practicums they ID hundreds of equipment what else am I missing team activity where they go together they're given a topic of the last

103second ad to create a brochure um and they won that event we had second ey individual and and fourth High individual in the contest third High individual and then we were the overall state champions that and qualified for National so just a tremendous amount of time outside of school to get this done so we're really proud of you congratulations St conduct come up next camon couldn't be with us tonight Isabelle Le br Sage could not be here she's cracking for a National Volleyball Tournament Ed Cooper doie W and Sean bassard and what this contest is and you guys would would like this they give Opening Ceremonies where they play all the parts like presiding officer vice president and such and then they have to handle motions and those are prescribed to them and they have

104to run them they debate uh at least 15 times 15 to 18 times and then answer questions that are any anything in Robert jwes of order um 11th Edition and they to the test and just had a wonderful day won the contest it's also National qualifier they're all freshman and we're really proud of them this took a lot of time a lot of parents driving them around and getting them every kid plays Sports almost that's the first time my career I've had to work at that so I just finally told them we're going to practice x amount of days you tell me when sometimes it started late at night sometimes it started really early in the morning but they were willing to put the time in so we really proud of him it's a great

105way to start their F career congrat congratulations next we're going to call up our state champion parliamentary procedure team and this would be the I guess the older version of the last one um Damian Mason Sarah Turner kayn Moore Carson I don't know if we're supposed try to that an hour or later so I'm trying to move right along you're doing a great Joba sh this is also a first time state champion all these have been Advanced Mr brry did wonderful he did different events than we did this year um so it would be Central's first time winning all these contests um these kids have they worked extremely hard we started in September the minute that the district opened it we and I know they worked through Mr Bartlett we're allowed to open us up

106to practice we actually started just out at the school Farm social distance and the driveway tracks and um it's a competitive contest I've never seen anything like it they have to do a written test oral questions perform um what 10 motions and 20 uh no five times four yeah 20 debates and then filled a lot of questions and then there's a round where the judges can kind of come after you and try to trip you up and ask you things about your presentation and the 100% of the test didn't give up a point any of them um East isn't getting recognized for that tonight but they also another team 100% of the test and then nobody else was even close in the whole state so I think they're pretty smart kids um so we're really

107proud of them a lot of work eight months and we're going to go on the Nashville Convention and they're saying that's going to be in person and all these kids are going to go on to that and you've been working hard and we're really proud of you guys this is our team that focused on the process um and it wasn't easy to trust that was it sometimes I thought that I might be in trouble if I told them things and it didn't work out but I worked out so we won't worry about that so we're really proud of you and congratulations congratulations congratulation I'm not a bit surprised that Mr Crest is here presenting to all of you and we'd like to thank your parents as well and thank you for the work that you

108do and and um we're extremely proud as a board so thank you Mr um George and Mr Crest and we'll let you take them out Mr CR thank you very much thank you guys very good okay next I we are going to recognize our East High School State FFA Champions and they're going to be recognized by principal Sam Merit and adviser Joe Allen well I want to take this opportunity to um congratulate both chapters I think Mr Crest talked about how well represented Cheyenne was at the state competition and uh the kids have worked extremely hard and I want to thank Mr Allen and all our students for how hard they've worked the entire year and their accomplishments of the state competition Mr Allen thank you Mr Mir um for directors uh we we uh

109first off I just want to say that we were super uh felt blessed to be able to have a pretty normal year um we we were able to do a lot of really cool things and um just really happy to to compete this year um we were able to spread it out and um honor all the covid requirements of thing but still be able to have these kids um show what they have been learning and in practicing so um we'll go ahead and get started joonie you want to come up here for a minute this is Jonah zimmons he's a senior at East High School um he's actually been kind of a regular um here at the board meetings before um as a freshman he won the FFA Creed contest at the state level and

110went on to win the national contest um the next year he won the prepared speech contest at the state level and um once again went to Nationals and was able to be the reserve National Champion um and that was two years ago and he was his his big goal was to be able to get the the the Triple Crown in the state of Wyoming and be able to win the third um speaking contest that the state FFA has and that's the extemporaneous contest and he was working really hard last year had made it through the district and the regional contest made it to the state contest and then the state contest was canceled so he didn't let that knock him down too far because he came right back this year went through the exact same

111process had to qualify through all of those made it to the state contest and then won the state contest so he won the Triple Crown this year so super proud of him for that I I don't know that there's how maybe two or three other students in the entire State since records have been kept that that have been able to accomplish that so huge accomplishment for Jonah there the other thing that I want to mention that Jonah accomplished while we were at State Convention this year is as a senior he was able to run for being a state officer and uh he was elected as the State president um for this coming year so um Jonah has done some amazing things and uh so huge congratulations to him I also want to mention while Jonah's

112up here he's he also represents our um our officer team um from our local officer team and Jonah was very instrumental and put putting together a 20page application that all chapters have the opportunity to do and uh I went back and looked through school records and as long as our records have been kept we've never been able to accomplish um this fact that um we were also based on that application and everything that we've done this year um as a chapter we were named as the number one chapter in the state of Wyoming and um so not only that but I like in a normal year I would be super excited about that but to be able to do that in a year where um in a lot of ways we thought starting out that

113we may not be able to do much at all and we were able to accomplish that um that that just speaks the quality of our students and how determined they were and and how much they um were willing to just do all the hard work so again um thanks to Jonah and our officer team for for putting that together and helping make that happen and then all all of our members helped with that so thank you guys thank you and this next group of students that's coming up is a combination of everything from seventh graders to sophomores in high school and we've got a little bit of all represented here um so this team of of ladies here we actually had a young man that wasn't able to attend tonight and then also one young

114lady um so the team together represents our greenhand quiz Bowl team and uh this has been something that over the years I've really focused on uh it's something that we really focus the freshman year on teaching a lot of content about the FFA organization and Leadership and things like that and so um this particular contest is just knowledge on that so it's just straight up kids have to do a lot of memorization and when I say a lot it's it's a lot of memorization and uh so this team um worked their tales off this year doing that and we've worked really hard in the past and we got as as high as uh Reserve Champions one year but this uh this team pulled it off this year and got the the state champion the CH

115state championship so um want to recognize those members so Allen Rachel Abraham Caitlyn Watkins and Jaden riddle and Jasmine Branson so congratulations to to all of these folks for um doing that and just having a great year again um joanah also helped with coaching this team as well um just kind of teaching them in his off hours and stuff like that so um huge congratulations to to all these kids and our members for being able to compete and um have a very successful year congratulations also want to take this opportunity to thank the parents for all their support of their students and of the entire program so thank you all the parents well done Mr marage thank you very much very good um we move on now to our robotics competition uh Champion team so

129moments ago by an armed police officer do we really think we're on the right side of History here two weeks ago you heard from my husband he mentioned that behind the request to apply for a mask variance is a very well capitalized group of parents that group has since grown substantially I'm requesting that you put the application for a variance to a vote in a special session this week I would also request that speculation regarding approval be of to this evening your silence on this issue is deafening what does the district and its stakeholders stand to gain by keeping our kids in masks eight hours a day including recess and physical activity even though the policy has changed failure to vote for a variance application or in action will be very disappointing I will make

130it my mission to see that any member of the board who does not vote for a variance or fails to act will not be reelected when their seat on the board becomes available the students and parents you are elected to represent have spoken please apply for a variance immediately thank you who's next next I have Danny R Mo go ahead and unmute okay thank you very much thank you for letting me um speak at this meeting my issue is the upcoming uh survey that our students will be taking for ly County School District number one um I believe that this survey um isn't providing any transparency to the parents and um my issue was that the only vehicle that provided information on this survey was remind my husband receives remind from our Junior High and

131our H my husband receives remind information from our high school this did not come from either one of those places so he did not receive it I received it did not see it or saw it but was busy and did not open it up immediately um I since went back back to reopen it to look at the information and I can no longer access that information I have no idea what this survey is doing I don't know the reason behind the survey I just think that this has gone under the wire and not giving any parents any transparency as to what is going on with this survey what it's being used for and I would just like some information on why we haven't been provided information and why if there was a opt out option

132as I understand because since I didn't read the letter I didn't see that um why there wasn't any reminding that this was the deadline was coming up I mean we saw one remind message and right now I can't even access what was sent so that's my comment thank you thank you feel free to call your your school and they'll be able to answer all your questions thank you who do we have next next I have have uh bill hibler go ahead and unmute Bill thank you Dr Brown good evening uh Madame chair members of the board my name is Bill hibler and I appear before you this evening to uh speak against the student climate survey after I I learned quite a bit more about it today and it goes a little bit deeper um

133but for those parents that are not aware what's going on here let me just do a little background of weak the Western educational Equity Assessment Center who is being retained to conduct this survey and my opposition is based upon h two reasons one is IDE ideological and also two uh as a practical basis for data I will not allow my son to be utilized as a pawn by weact and this District to advance racial hate through the applic ation and teaching of critical race Theory the district is hiding what is going on here I vetted WEA and I vetted the Southern Poverty Law Center who is associated with weak I would invite the parents to look at those websites some here probably do welcome the woke critical race ideology encourage its teaching in this District

134but my family does not and I'm sure many other families also would not weak is not an bias testing agency you go to the first page of WEA website quote in all bolds and caps black lives matter it's not about the africanamerican LI uh africanamerican life it is a true support of the organization BLM in my in the email responses when I contacted weak they have pictures of uh seven cute little uh African-American girls talk about using people students as pawns above that picture is this this is on every response email from weak this is what they say we marched we knocked down statues we CED what will you do in 2021 to dismantle oppression not only is we act uh racist but they also support civil violence how in the heck are we going

135to invite these people into our schools that is pathetic what they do they survey then they know how to get back in to do diversity training and then after that what they do they give you curriculum to change everything into an Unapologetic infusion of racism what I learned today is much much deeper than the student climate survey it's not about the climate survey anymore what this is is a foot in the door to further initiate indoctrination of our kids into equity and woke thinking Shame Shame on this District to do this under the cover of night and not allow the parents to know what exactly is going on here thank you madam chair for allowing me to comment thank you Mr hibler next I have Jennifer Gorman go ahead and un Jennifer can you hear

136me okay yes you can thank you um thank you for the opportunity to provide public comment and concerns as a parent of alarmy County school district one student and a member of the community I am frustrated with the lack of availability for in-person comments and attendance I appreciate the concerns for the safety of the board and those in attendance however I would ask the board to consider alternative means for the public to attend in person primarily for those public who do not have the C the capability or capacity to attend virtually I would highly recommend the board consider providing a public location such as the gym or Auditorium that would allow for the public to attend and provide inperson comments thank you so much Amilia rightley go ahead and unmute thank you Madame chair and

137members of the board my name is Amelia rley and I'm in e8th grade at ly County School District 1 I support the keeping of the Mask uh mandate in larmy County School District 1 because I think that it allows students to um attend school in person while reducing the risk of spreading the covid-19 um virus thank you thank you thank you next I have I think it's Paulie go ahead and [Music] unmute hi I'm Rea I go to Jessup Elementary and I'm going to tell you I think we should continue wearing masks can you hear me by the way okay thank you thank you I know I know I'm not the only one who hated online school the only way we can stop it from happening again is by making people wear masks my friend

138got Co and the day before they were quarantined I was hanging out with them because I was wearing my mask I wasn't even quarantined if kids don't wear their mask then there's a chance that they could get Co which they could pass on to more vulnerable vulnerable people if this happens it could lead to something really bad us kids have been wearing masks for over year a year now we're fine with it to be honest sometimes I even forget I'm wearing one it's really not a big deal that's all thank you for listening and letting me express my opinion thank you next I have Heather with no last name go ahead Heather unmute Heather can you state your name yes can you hear me yes okay I'm Heather Smith I'd like to start off by

139quoting Mr Scott Jensen from Fremont district one in regards to listing their Mass mandate he said we opened with a Smart Start Plan it was initiated with mask requirements to get schools started with kids in classrooms not to go on indefinitely remember no one says masks are being banned they will still be optional for those who want to wear them not just just not required why has our district larmy County District 1 refused to make any noticeable improvements or or adaptations to our plan for instance I stumbled on a document on the Wyoming Department of Health Website this week titled Health excuse me titled covid-19 guide guidelines for educational instit utions it was updated April 1st however I never received any information about this policy update from our district when I asked our principal about

140it I was told that we were going to implement a new policy as of April 23rd but the policy still states that kids can only have their masks off at recess if they're six feet from their friends if they're vigorously playing or if they're an active recovery my 5-year-old does not know any of that and to her she's playing hard the entire time at recess so can we make it a little bit more black and white for our kids especially our young kiddos whether or not they can even play outside without their mask on I feel like that's asking for breadcrumbs and I'm really wondering why we aren't putting the safety of our kids above policy today it rained all day long for parents who don't put extra masks in their kids backpacks that means

141they literally hung out in a soggy soaking wet mask that is a perfect breeding ground for pathogens all day it's just disheartening to to think about and as of today I talked to larmy County Health Department I was informed we have 13 Active cases in our district combined students and staff that comes to 8% of our district population I understand that in order to be considered in the green to file for our variant we have to have less than 19 cases in our entire County per 100,000 people that's a goalpost that seems impossible to hit so why are we still using that as our as our measure of whether or not we file for the variant I I guarantee that if we pulled a large population in our district for other pathogens such as staff

142strep eoli chlamydia You Name It We would find more than 19 people actively infected my firm to ask tonight is twofold I ask that you make a motion to vote on The Mask requirements for next year remember the masks do not come without harm as you heard last meeting as constituents we we need to know how each of you individually vote to make sure you have our best interest in mind to know that you're speaking on behalf of the group that you represent the second ask is that you please conduct a survey I've been following this very closely and I've seen 20 districts in the state have passed the mask variant most of those pulled their teachers students and staff and of all that I've seen over 70% of people uh voted to to remove

143the Mandate and give the choice back so those are my two apps tonight and my little girl Nora she wants to say one more thing she's in second grade um so hurry baby you're not it's not nice to just lit masks cuz it goes into the into the environment it's just as bad as littering 10 different things every day all your spit gets into your mask and then it goes into the environment and it's not helping us thank you Nora that's what we have thank you thank you I have Jen Scoggin next go ahead and unmute Jen good evening can you hear me yes yes he Madam chairman members of the board um I'd like to return briefly to the weak survey issue and again I'm als I'm a disappointed parent with the lack of

144transparency with the district on this issue the message on remind I did see it and it talked about a student climate survey and the purpose being to learn how students feel about school and how they interact with each other you know while on its face that seems innocent enough until you try to drill Dr down on what that means I couldn't get a copy of the survey friends of mine couldn't get a copy of the survey we were simply told it was proprietary and then we were told well if you don't like it you can just opt your child out of the survey well frankly I've not seen the survey so I don't even know what I'm opting out of if also if people opt out their children I believe the data is going to

145be skewed uh so how real how real is your data how real is that with respect to a snapshot and time of what's really going on within the district with respect to claims of proprietary of the proprietary nature of the survey surely there are other ways of dealing with that perhaps parents could come in review the survey in a private room sign a non-disclosure agreement something when friends of mine tried to approach board members they board members told them that um they felt powerless to do anything about this if that's true I'm really disappointed because we elect the board members to represent the best educ educational interests of the children in our community seems like someone could facilitate um a discussion with the parents that could give us an understanding of the full scope of

146what's Happening additionally I understood from the remind notice that um grades 5 through 12 uh were supposed to be taking the survey and now the elementary schools have been giving been given some sort of waiver and they're not taking that survey why I don't understand what's going on at this point I was hoping the board would pump the brakes on this survey until we have a better idea we as parents have a right to know and understand the survey you are asking our kids to take perhaps we should start with a discussion with the parents so that we can understand what it is the board's doing what prompted the survey how much does it cost who's paying for the survey what's the problem identified by the district that will be addressed through the survey what

147will be changed as a result of the survey is there another way to achieve and obtain the information the district is seeking what about mediated discussions with students and parents at the schools as I said there are just too many unknowns at this point I would request that the district refrain from pursuing the survey on May 12 let's step back take a breath and roll this out in a more complete and transparent manner so that everyone can make an informed decision with respect to participation in the survey and the need for the survey in the first place thank you for your time thank you thank you yes Dylan H go ahead and unmute uh can you guys hear me yes I can um hi I'm D Hannis and I'm in sixth grade at Jessup I'm

148going to talk about how we should wear masks wearing masks is for our safety um and it helps us for the safety for the people around us um I had my own own experience and I had covid I had to quarantine um it affected others around me like my mom dad brothers and some friends and that's why we should wear masks also wearing masks helps us go to school and from my point of view going to school is more fun than online school thank you thank you Bob Wilson go ahead and unmute Bob Bob excuse me Bob we can't hear you I don't know if you're far enough away from the microphone or we we're having a hard time understanding you do you want to try and did you get it how about now thank

149you okay I just took off the headset I thought the headset would make it better um I would agree with the comments from several folks about concerns with the weak survey it's really troubling the lack of transparency that the kids were are all going to be able to see these survey questions but their parents cannot see them in advance whether to know to opt out or not it's disturbing that the proprietary exemption is being uh claimed that does not seem credible the the the purpose of a proprietary exemption shouldn't be to hide information that every fifth through 12th grader in the district is going to see I just did a quick look at the uh online legal encyclopedia and I'm no lawyer but under this this is a quote from what I'm reading online under

150the fair use defense another off author may make limited use of the original author's work without asking permission puru to us Code 17 us Code 107 certain uses of copyrighted material for purposes such as criticism comment news reporting teaching scholarship or research is not an infringement of copyright as a matter of policy fair use is bed based on the belief that the public is entitled to freely use portions of copyrighted material for purposes of commentary and criticism the fair use privilege is perhaps the most significant limitation on a copyright owners exclusive I'm no lawyer I don't know who's giv you lawyer lawyer advice on this but this does not seem reasonable we we should know who is accountable for making the decision to declare this proprietary and that person should be held accountable when I

151was a bureaucrat back in the day we were very careful about infringing on the Wyoming public records act requirements and I know a public records act request was made and I know that it was denied based on this proprietary defense who made that decision and that that uh that decision should be challenged thank you uh Madam chairman and members of the board thank you Mr Wilson Madam chair that's all the comments I see that okay I'm gonna look out um we do have some thank you um yes would thank you madam chair members of the board I am also here to speak about could you come up to the microphone please introduce yourself would you um the podium thank you thank you madam chair and members of the board my name is Kim Brokaw and

152I am also here to speak about the survey that's coming into our schools the idea of a survey being conducted by the very same company hired to provide the solution to the results of the survey is a problem for me how does this situation not create a biased result my second concern is the idea that the opt out option essentially silences the opposing voice and allows the results to be even more skewed not allowing the parents to review the questions creates an environment of Suspicion and mistrust and you are not providing information or time for parents to determine the true nature of this surveys we ask that the board make a motion to postpone the survey until more information is provided to the parents and Guardians and ask for a roll call vote thank you

153thank you very good um do we have anyone else I know that we have some teachers um as well as administrators that are parents in the district that um have expressed some some um uh just some comments and Logistics about our mass and the conversation of the mass is there anybody here that would like to address dress I forgot to ask that the last board meeting and so I thought I'd throw it out there because you can wear your parent hat as well as your your administrative hat if you would like to and comment about masks nothing anyone okay all right I've addressed that so thank you very much we'll be moving on um our upcoming meetings are May 5th 2021 6:30 parent advisory committee in the boardroom and virtual May 17 2021 6m regular

154board meeting uh and boardroom uh and virtual it's virtual for the public in person for lcsd number one trust staff and recognitions and it's as you saw tonight in our meeting um how many uh young individuals were rece receiving this wordss and I am looking forward to the day that we can fill this place with parents and not worried about six foot and uh make sure that we get everyone here and uh so we can all recognize everyone in person so I appreciate everyone's patience with that um at this time do we have individual board uh Communications and reports anyone Mr bowlan yes I just like to announce that last year Western bua um went through and did the senior portraits for everybody in hung around town yes and that's in the process of happening

155again this year with some different sponsors so make sure you're looking at the sponsors as they're on the signs and we have some new sponsors this year but that very popular project last year and we'll be Contin again this year will they be able to buy them from their um like they did last year or do you know how they'll do that will this um yes they'll be available sale I believe again um there's a problem with some of them are printed back to back which case only the first person gets there can buy it some of them are double-sided where you can take them apart and you can purchase them separately so um they will be available you gotta get quick if you gotta get that quick all right thank you Mr Bolan anyone

156else Mr um Herman uh thank you madam chairman and this is a two week old news like I I forgot to mention it at our last board meeting but um just to you know once again we the district and and the community um pair up on all kinds of things and uh you know together we we're really are um well integrated community support each other and um we uh participated in the inauguration the well the um ribbon cutting of the new softball fields and um it was a Cooperative agreement with uh the our our wck Mill paid for perfing the infield and then uh and it's on this the cheyen Junior League fields so and then we can use those fields so it just it's just one of these perfect examples and I and I

157just want to compliment the three girls softball team they just look sharp in their in their uniforms and they and they they put together well I don't know if they did but they you know they were they were handed out some presentations to the school board so fantastic inaugural season for our girls gives them an extra sport to um to participate in an extra way to to get that team that athletic um um sportsmanship that we just celebrated uh today and um and just can't wait it's an exciting time for for girl Sports and then one other thing to mention is that the shine Symphony Orchestra um did a Engish English language arts um writing uh exercise with students and uh the the all of us who watch Looney Tunes and we hear the William

158Tell we get a certain idea in our mind or the uh Lone Ranger but when you're a little kid you don't you're not saddled with those images so they play the William T Overture um which The Long Ranger if you remember okay anyway and so they wrote um students wrote um their just Impressions and a narratives to went along with the music a wonderful exercise and um that was last month but I just wanted to do a shout out Teacher Appreciation Week the the teacher who participated in it and not and you know I they already have their plates full and so taking this on was really neat so uh that Anderson and Miller Elementary School music teacher Nick um Allington per Wind Elementary School music teacher Amy Hegman third grade classroom teachers at Anderson

159Elementary Timothy Olsson Leona Parker and Lindsay Woods third grade classroom teachers at Prairie Wind Sheri Anthony Cy Cindy MSI and Lisa Ward fourth grade classroom teachers at Anderson Sharon O'donnell and Bryce Ramsey and finally um at element at Miller Elementary fourth grade teachers Sarah lanhardt and Eric Paulson so thanks to them thanks to the shy Symphony Orchestra and um you know they just they just do a great job at integrating the the Arts um and so anyway thank you absolutely anyone else okay um I want to thank all of you I um I have a baseball bat from exactly what uh and this lovely plaque I want to thank cheyen Central for this and I understand there were other um items given at that um when we did the rub in cutting and I was

160unable to attend I have a h close relative with pancreatic cancer and my father-in-law died so I apologize I don't normally miss those things but I was unable to attend that so Dr or Mr Bartlett thank you for your understanding and thank you for all of you that did all of the work to make that happen and I heard with r reviews it was amazing and I think most of my fellow board members got there so thank you again for doing that I have been in contact with uh Dr creso um talking about uh her her first 100 days and and working on that board retreat that we talked about earlier as well as um the Strategic plan um the senior leadership has been in contact with our new superintendent that will start July 1

161and Dr Brown has been instrumental in in bringing everyone together and working working through this transition and I can't thank you enough enough for your guidance and support um through this process we're making sure that we have a lot of voices at the table and and we're going to uh try and do our best um I also wanted to mention as board chair I do get a lot of emails um a lot of my uh fellow colleagues get those emails we have emails that come from uh people that support uh the mask mandate we have um teachers uh that have weighed in on supporting the mass mandate we have uh parent parents as well we have parents uh that have also uh stated that you know they would like to see the mask mandate um

162go away um but as board chair I I believe I I think it's important that um one of our uh Community leaders uh sent a letter to the board um and it's from the children's uh cheyen Children's Clinic so uh we have several uh pediatricians that deal with with our our community children every day um and have been working with them every day throughout this pandemic and um it uh it's quite lengthy and they were concerned about the misgivings that they felt um that were not being addressed at our last board meeting and uh so they sent this letter to all the the board um gave me permission today to share it with any call anyone that and are any board member that would like to share it uh with individuals that have concerns about

163our Mass mandate either for or against um but would like to do it and to uh summarize it throughout this uh Public Health Emergency there's been innumerable instances where misinformation has led to doubts and confusion about we as a country and how we even as a community are handling the pandemic therefore it's critical that we maintain Integrity in how we communicate how we focus on communicating facts and not um partial truths and perceptions although important um it is having a clear message for the community as we continue this time of uncertainty as a clinic our clear message to lcsd1 school board is that mask and social distance have been helping these measures have not caused unnecessary permanent harm to students any more than stress of the pandemic as a whole in order to keep our

164community safe we ask that you keep the K12 mas ma mask requirement in place throughout the current school year and reevaluate in the fall to determine the ongoing needs for our mass at school based on current outbreak data and science um and that is sincerely the Cheyenne Children's provid uh Clinic providers so I thought that was important to share with the board um and to share with our public because I know that we are all struggling I don't know that any single individual on this board um views this as a a political uh place I know that our teachers struggle I know our parents are struggling we as a community are struggling through this but I will tell you that I think sincerely every single individual on this board is doing their very best to

165take the information that they receive and make the very best choice that they can um in supporting our Administration I know our Administration has worked tirelessly with individuals throughout our state um and we're also comparing when I went to uh my my father-in-law's funeral and um my uh relative uh in Washington they are in their fourth wave covid in Washington my um friends that teach school there and my colleagues are uh uh teachers uh that are relatives of mine up there are have not been in person all year so they are just starting and they're terrified they are just starting next week in Olympia Washington to put their children in school for the first time so they've been closed since March of last year and their kids are going to get just the tail in

166of their school year and um the unknowns are they're just really struggling whether this is a good idea or a bad idea so I will I don't know that any of us aren't doing our homework I think we're all working really hard so I just appreciate everyone um staying calm and trying to work with us and um and and I appreciate every Viewpoint that's given to the board um I just want to thoughtfully work through this with our Administration and our community to to make the very best choice that we can going forward so thank you very much and uh I appreciate everyone's understanding and and Grace throughout this process moving on um reports from the superintendent and staff Madam chair to start off with tonight I'd like to ask John Kos and Chris zy

167to come up give our old information over the last year Madam chair members of the board Dr Brown thanks for the invitation uh to come and share the uh 2020 OA student survey data with you tonight um just a just a brief history uh we we'll we'll try to be quick for the sake of time uh just a brief history of the uh committee was established in 2011 to a systemic District approach to bullying prevention recommendation from that said committee was the OAS uh bullying prevention program for our K8 schools and our uh safe School ambassadors for our 912 schools alas is considered the premier bullying prevention program with over with over 40 years of research OAS is research and evidence and evidencebased and is built on bre best practices there's two key factors to

168the OAS uh bullying prevention program our community community meetings and the Stu student surveys the these uh the results that Mr zimy will sh will share with you T I our students speaking um the these these come directly from our students um OAS uses uh as I said OAS uses the OAS bullying uh questionnaire as a tool to Major to measure student self-reported bullying behaviors students were first surveyed in January of 2012 prior to staff being trained in the program this was to ensure Baseline data to compare results on future surveys October has been the selected month that we administer the survey and that that was since uh 2013 uh the OAS bullying prevention program supports datadriven decisionmaking um what Mr zimney is going to share with you tonight uh we both feel are some

169pretty positive results um and then we will uh after after he presents then uh we'll make a uh couple more comments and ask for questions so thank you thank Chris uh Madame chair members of the board Dr Brown um as we go through this uh this will be longitudinal data from when we started the program uh one thing that we do want to point out for any of the new members or those that don't know is that in 2016 we were still using paper pencil versions of the survey and when those were mailed to be tabulated somewhere between here and Denver they got lost by the postal service and mixed up so 2016 data is not included because it was invalidated due to more than half of the surveys disappearing somewhere um so with that

170um we'll go into our data so in 2012 uh we had a percentage of 24.5% of students saying that they were bullied two to three times or more in a month's period that was our Baseline data that's when we started the program was in that year in the red you will see the national average in the blue is our school district's data and as you can see over the years that we have done this since 2012 we are now down to 10.7% of students reporting on this survey that they are bullied two to three times or more in a month's period so we have made some amazing strides uh throughout the process and those can be directly Ed back to um the staffs at the school um everyone from kindergarten uh through 8th grade uh

171have the Olas lessons this survey is given to third grade through 8th grade um so really want to give a shout out to those staffs uh for the good work that they're doing it's their uh weekly lessons it's their supervision of classrooms and playgrounds and that has really uh got us to this point uh just a different version of the data you just saw just to show that we are on a downward Trend overall uh with this data to break it down even further for our third through fifth graders uh we're looking at um a continued downward Trend uh over the years uh for elementary students across the nation we've seen a decrease uh but as this clearly shows we're seeing a larger decrease than what um the rest of the nation is looking at

172and this survey is given to 250,000 students across the nation every single year uh so that puts some perspective into uh what we're looking at uh for our sixth through eighth grade I really want to give a a huge shout out to our Junior highs uh throughout the entire process of implementation through continuation of the program they have done amazing work um as you can see there's been significant drop offs at Junior High um this year alone we're looking at around uh 7 to eight% of our junior high students uh saying that they've been targeted two to three times or more in a month uh so really want to give a shout out to uh each of the School principles and their staffs they've done amazing jobs um at that level uh the other piece

173we wanted to talk about um because this is a topic uh that has come up in recent times is to look specifically at the racial piece of bullying so for those students that did report hey this is happening to me this is a breakdown of those that said it's happening in a racial way I'm being made fun of for my ethnicity my skin color um my race uh the Blue Line are boys the uh orangish red are for girls and then the gray is for both and so when we ask students what form is this bullying taking when of the students as we just saw that that 10% of that 10% uh around four and a half to 5% of kids are saying it's happening racially uh so we wanted to provide that information we

174knew it was a a a piece of information that uh a lot of people are wondering about finally we wanted uh to also discuss what we're seeing as far as discipline on our end so this is Infinite Campus data for students that have uh faced discipline for their bullying behaviors um we started out again 2012 we had 575 instances of students being uh disciplined for bullying behavior in 2012 uh for that uh that can include students multiple times times it's a grand total it's not based off of one student that does it four times is only counted once they're counted four times uh for each of their behaviors uh one thing we did want to point out is that in 2019 of course with the pandemic we shut down halfway through March so we don't

175have any uh discipline referrals from mid-march till the end of the school year at that time we had 300 of those uh as of this morning uh I ran the report we only have 290 of those so far this school year so um with an additional um month and a half worth of school we're still below where we were last year and I'll turn that back over to Mr cont so real quick uh as we when we first received the data and uh Chris and I sat out and and and talked about it what changed what what happened uh well Co happened and you know we discussed that and we discussed that with Dr Brown as well uh was Co the result was Co the reason for these results um you know not not all

176things bad in schools happened with with Co um we what what we decided on these results and what we feel really strongly about is co changed the way we did things in schools we lined up we fed kids differently we let kids use the restroom differently kids passed differently when we lined up kids kids were 6 feet apart uh we we addressed locker rooms differently we address addressed physical education classes differently and I think all this made a huge difference in in how um how how kids how kids interacted with each other um so again uh part part of you know a lot of what we feel is you you know based on co uh Co changed a lot of things that we we did in schools supervision increased greatly uh in especially in those

177high impact areas locker rooms uh uh restrooms uh physical education settings so I I we we feel pretty strongly about uh th those those changes in procedures made made a pretty big difference thank you any questions yes Mr bowan um I'd just like to say that the combinations of two piece of data where you're talk about the number of referrals that are there and also the trend going downward I think those two things go together um it looks like our students over the last three years have been more comfortable in reporting that they're being bullied and I think that's helped bring the whole curve down so I'm not disappointed in the fact that referrals are going up I think that's encouraging thing the other thing I'd like to just make a comment is that uh

178you know we're still at 10% that's still a lot of students our district that are reporting bullying so keep up your effs yes Mrs Clon thank you for your presentation I was just curious if you had any idea on that one chart that um you showed us where you said this is the total amount of of bullying but it can be from repeat offenders do you have any idea what the total number or just approximate number of students who are do who have repeat offenses where do you have any idea how many students we're talking about that are still kind of showing those bullying behaviors Madam chair members of the board um we don't have that specifically but I can get you those numbers thank thank you um just one second I think Britney did

179you have your hand up I did yes please Britney so one of the things that concerned me from the feedback we've been getting from parents is potential bullying Around The Masks um and I you know I to be fair I never got through the um OAS training so I don't remember what it is but does it adjust for new and different thing different ways that students can be bullied is there adjustments to curriculum is there adjustments to how things are talked about as they go ye yes Miss Ashby um within the program it's supposed to be an organic conversation you you should have a a topic that you as the teacher are going to focus on on um and that should be driven by your data what's going on in your school and what trends

180you're seeing Across the Nation coming in as you say um maybe due to masks uh face Shields anything like that those are topics that can be brought up within the classroom meetings to specifically talk about um to my knowledge I haven't heard of any um that have been developed by a school but I'm certain that those conversations have occurred um specifically for those students uh that have spoken up and brought that forward to teachers and administrators um with any emerging Trends specific to the survey uh the questions that have been changed this year was more towards did you stay in in-person education or was it done all electronically and did the electronic education include anything that was considered bullying Behavior so it was more along those lines than anything specific with them Mas very good

181Alicia did you have a question no okay then um I'm gonna skip sorry go ahead so just two brief questions you know what what we heard about you know the The Masks now that you know Miss Ashby brought it up I don't know if it actually fit the definition of bullying and I think that's a a term people people use you know it's repeated with a lack of um equity and in Partners but it was just more of a I don't know dissing kind of a thing so maybe we need a new word for that because it describes someone's discomfort with another person and so I just just anyway um because I know bullying has very specific definitions um but it still is not good but I guess I was wondering we heard earlier during

182our study session from the um Middle School principles about their advisement period and and there circles and the network of support and that sort of thing do you see those as having a real measurable um effect on um bullying Behavior Madam chair Miss Herman it is it's basically the backbone of the process um it all revolves around those classroom meetings which include those Circle up times where you can build understanding uh amongst your peers you can work on problem solving behaviors social emotional learning all of those pieces are the backbone of the Olas program so including uh those programs that have been brought in at the junior high which also encourage those Community meetings that's working right with the Olas framework very good Dr wers okay so having been a building administrator and knowing a

183little bit about certainly how six graders behave and to some extent seventh and eighth graders behave one of the biggest issues when I was a building principal was bully of course we didn't have alas it was not in the district at that time the longitudinal data that we currently have is from 2012 is that correct yes okay so so it seems to me and it sounds like an incredibly successful program the numbers the data that you have here I mean it's really impressive I mean I think it seems to me that it has the potential for transforming the climate of the building would that be accurate or is that just something that we hope to achieve that that would be accurate Mr waiters spawn um it's looking to change the culture that allows bullying to

184continue cultures of Silence acceptance um tagging on thinking that it's appropriate all those things it all addresses those pieces to teach tolerance teach um to meet people where they are not make fun of them for who they are and working on those social emotional skills that they need to be successful later in life so I would say yes it's not only a focus but it's a successful implementation byproduct thank you so much thank you let's Britney just a quick one another quick question of Ron how how does the survey that goes withas program overlap with the survey that we're doing the we survey and the survey that you are presenting the data for is there some overlap in in that in the questions or or and since you I don't know that you've seen I

185have not seen the weak survey um just in conversations with some folks uh the closest we would come would probably be specifically The Bullying questions um are you bullied at school do you feel you're being harassed intimidated um also looking at uh how you view school do you have friends do you feel that the teachers are um supportive are they looking out for you are they intervening where they should and then a general um feeling of do you like school or not like School uh those I would assume would be part of it but I don't know specifically I have not seen the weak Sur all right very good I think that's fair um our students are used to those um that the OAS climate survey and bullying survey so they're kind kind of used

186to maybe some of the questions that could possibly come I've seen just the examples of the questions that and two was it two meetings ago um uh Patty uh prus yes did our uh update on the weak and what what that was going to be was that two board meetings ago or three I think it's last month's I I can't remember the specific day but um if anybody's interested all they'd have to do is call our office and we would give them the exact date give them the date that I would hate to say three meetings ago one of I can't remember no that's fair all right so if you can call um Dr Brown's office um if those are listening about um our uh diversity uh coordinator did give an update on the weak

187and what that was going to look like but I was really looking forward to your report I'm I worked with a lot of this when you first started and I remember when you came on board and you've just really taken off um Mr OS Mr zimy thank you so much for what you've done and um my only question quickly is that when we had two years ago when we had our community meeting alas came up and we you know we went back to that data and we talked a lot about did it need to be does that converation conversation need to be tweaked in the classroom um does alas need to be refreshed so that teachers were embracing it again um so has did that happen from our last community meeting I know that um

188Dr Brown's plan for the superintend that you know plan came forward and I know it was all part of that but how do you feel that's that's working excuse me I I do feel that that we uh we refreshed that conversation a little bit uh Mr zimney and I uh after after we usually get the results Mr zimney and I schedule um schedule uh follow-ups with with some principles and just sit down and visit if their data has changed positively or negatively it's not a a gotcha in in any way shape or form we just have a conversation about you know how do you feel your data improved how do you feel how do you feel your data declined um and they're they're like I said they're very they're very positive conversations our leaders in

189the district know exactly what what usually what went on in their school well you know we got involved with something else pretty heavily and we kind of backed off a little bit on on our classroom meetings or you you know we our our Focus was a little little bit different um but again um you know those conversations are very uh very upfront very fair uh like I said they're not gotta meetings in any way shape or form and we've we've gotten some very positive feedback from our leaders and hopefully we've given our leaders some pretty positive feedback as well I think you've done a great job and Mr zimy thank you for being our official Osman is that you're still in that position correct yes very very good thank you so much appreciate you thank

190you madam chair next I'd like to uh ask um Eric Jackson and Dr Tiffany raybine to come up and give us an update on where we're at where we're headed with our early literacy um pretty excited about the news that they may have for us and I think it's my job to get the next PowerPoint up so I probably better you have it for my colleagues here you should have a hand out thank you Dr Brown good evening uh Madam chair members of board Dr Brown uh thank you for allowing us to give uh this opportunity to share with you just an update on on how Wht and wisdom is coming along and and as we prepare for the implementation since we visited with you last uh a lot of things have happened a lot

191of exciting things have happened uh professional development pilot groups study sessions principal meetings teacher collaborative teacher meetings um just a lot a lot of work that's been done by Dr Raybon and her team I really want to just before she begins send out my thanks to the principes and the teachers um this is a this is a big move for our district and it's a heavy lift and they have been just so positive and really quite receptive even though there's still a lot of questions that we're receiving um it's it's gone incredibly well and so I just want to say thank you to those guys and so to kind of dive into it a little bit I'm going to hand it over to Dr AA thank you Mr Jackson Madam chair Dr Brown and distinguished

192trustees thank you for this opportunity tonight I am Tiffany raybine the English language arts district coordinator I will share with you updates regarding the work we've done with wit and wisdom since the February 1 adoption I will talk about principal and teacher training Communications and parent involvement annual review plans and challenges and successes from our pilot groups the one and fiveyear timelines were compiled in collaboration with the elementary Literacy Council and the principal Triad groups in an effort to be transparent and to show continued commitment to learning and student achievement in literacy we designed two calendars which you have received as a handout you can also see an overview of the timeline on this slide one question you had posed to us prior to adoption was the level of support and professional learning that would

193be offered to both principes and teachers in March and April we offered two separate trainings to principles the first was specific to leaders and the second was an overview of the protocols teachers will use to deeply understand each module and plan for student understanding with 906 96% attendance at the first training the one miss was a a principal who will retire and 92% attendance at the second those who missed the second day of training will attend the day two training to teachers because they're exactly the same so those will be made up at these trainings each principal brought with them at least one Lead Teacher from their building so those IND individuals received the first round of training already lead teachers will be used as Point people in their buildings in order to build internal

194capacity around Wht and wisdom there were 37 lead teachers including special education we had 100% teacher attendance at both trainings a second level of support offered to teachers was a voluntary optional study session around the implementation guide this opportunity provided a high level view of the program and instructional coaches and I held after school sessions and looked Clos at approaches to reading and approaches to writing we offered three K3 sessions and three grades 46 sessions with the total of 113 attendees who received ptsb credit for attending today we finalized another summer opportunity for teachers to work with their grade level instructional coach to engage in a module study this will be optional and teachers will be paid this will be in addition to the training offered by Whitten and wisdom the next training for principles

195will occur in August when they will receive the walkthrough and coaching template specific to wit and wisdom we will work with Whit wisdom trainers on internalizing the template then watch videos of instruction from our own classrooms to practice using the template and employing coaching conversations for continued teacher Improvement this guided observation training includes two on-site visits throughout the year at specific sites in order to continue learning the bulk of our teacher training will be two days offered on June 1516 August 2nd and 3rd and August 16th and 17th teachers have already signed up for the first set of days we have 444 registrants that includes General classroom special education reading interventionists speech language folks ESL title teachers and others in schools who support students in Reading parah in tutor training as well as new teacher

196training will be August 18th a second question you had posed to us dealt with communication and parent involvement I continue to send my weekly updates to teachers every Tuesday we have an internal SharePoint site called teaching and learning where all Communications and announcements are posted not just for wit and wisdom but for ELA in general and all of the other content areas next year the instructional coaches and I will host monthly grade level meetings specific to wit and wisdom that work will be supported by a teams page that will be active and interactive where teachers can share files and ideas and ask questions that can be answered on the spot this will be curated and vetted by me and the grade level instructional coaches principles also have a teams page right now serving the same

197purposes of communication and file and idea sharing a representative group of principles meets monthly with Mr Jackson and me and the early Literacy Council where we examine data and discuss challenges and solutions through these initial implementation phases this information is in shared at Triad meetings creating a sustained feedback loop to keep parents informed my department will send a letter in miday which will be distributed through the schools we will have a link from the district website that will include the letter family tip sheets by module and grade level and a link to the Whitten wisdom website the letter describes the benefits of implementing Whitten wisdom as well as ways parents might become involved at home with their child's learning I will send another letter in August with the first Tip Sheet and we plan to

198invite principles to include information at fall open houses I plan to speak with the District parent advisory committee in September January and next April a third question from you has been our measurements of success we've been working with Handover research to study the success of implementation this slide presents the research questions we will seek to answer we will be using the logic model framework to ensure that evaluators understand the program's context as well as key evaluation questions to design the model we collaborated around the program goals implementation steps and anticipated outcomes data sources will include a staff implementation survey a parent survey staff in-depth interviews classroom walkthrough observation Trends and student achievement data analysis this will take place over the course of the 2122 school year I want to take note that my three updates

199at the parent advisory committee the first will be this is what the program is let them know what to expect at home the January update will preview the parent survey that will be done through Handover and then the April meeting will then update on the results and plan next steps with that um and now the best part stories from the classroom we've had the wonderful opportunity to work with schools and PLC teams across the district who've been willing to Pilot module one the numbers involved and the teachers and the schools are are presented on this slide these groups were set up because we wanted to give teachers another way to get familiar with the program as well as work collaboratively to help us answer some questions we might anticipate could cause Road roadblocks for instance

200some challenges we need to address are around pacing grading what goes in the Gradebook and the report card this pilot group has allowed us to find answers to these questions and work together to solve the issues um and now the fun the fun part is the stories right one third grade PLC team said their kiddos were writing more and better on y toop than ever before one principal shared with us that there are options and activities for our GT kids and students um in advanced in their studies a fifth grade team shared with us they have a class of 24 18 of whom are on an IEP the teacher reported seeing more and higher quality writing coming from the students than ever before another third grade team shared some really cool things they're doing with

201vocabulary and iPads and some apps that the district has to offer um and my own sixth grade team um shared stories of increased engagement and students taking part in class who had never done so before and I also want to reiterate what Mr Jackson said um the principal involvement with this the teacher involvement has been spectacular and welcomed and and is really is helping us to to make this implementation a lot more positive this final slide simply Recaps what I stated um I'd like to thank you for your time and I'd like to open it up for questions good questions yes M Clon thank you Dr rine I'm so excited and hopeful um for our district and I'm really excited that you've been able to run pilot groups to sort of work out the Kinks

202before full implementation so that's wonderful news that it you're getting some success stories back from those um I want to just thank you for all of your work all of the work by Mr Jackson and the instruction um Team all your different working groups that you've you've put together um Dr Brown and our district and and my fellow board members we've all been very hopeful and um see the importance of the work that you are um you're doing it's so important that we get our students reading for so many various reasons and it's really exciting to see it coming together so thank you um and I also just wanted to make a comment that in addition to uh notifying parents and um and and by the way thank you for listening to us as board

203members earlier and telling us what you're doing in response to what we asked for so I'm I'm grateful for that um early on when I was a board member I met with someone from the boys and girls club and they have um they were talking talking about the after school program and how they would like to do more um work with the students but because of different um privacy acts this that they didn't always know the level of where students were and they didn't have um a lot of times that communication from students teacher because of the privacy of the student but it seems to me that if you have tips tip sheets um for grade level that perhaps we could also reach out to our after school programs if they do any of that

204that they could also use those those um sheets for those purposes and so that's just one idea that you might also a community you might let let them know that these resources um are available for that sort of thing but thank you again I'm very hopeful and excited for our district thank you thank you anyone else yes M Dr yeah Dr rbon I just wanted to mention on my cursory review of the Wht and wisdom curriculum materials which just I was very impressed um I'm certainly glad to hear some of the great things that are happening in the classroom and the pilate groups uh the teachers involved the the the results that you're seeing preliminarily and uh I like Mrs Clawson I'm really hopeful that we're going to be able to achieve our literacy goals

205through this uh through this process so thank you so much for your hard work and all of those that are associated with you and and good luck thank you thank you thank you anyone else thank you I just have a quick question on pacing yes so that's been a big conversation and and trying to figure out um how I know some of the minutes are very similar and I know Dr Newton went over them and I know Eric's went over them and i' talked to some other individuals that are actually working in your group and they're excited about it but it was kind of like the the one thing that is you know still like right there is is that pace part and and uh just that time I talked to Dr Brown and he

206reassured me that it's going to happen and um I just want to know I want to know a little bit more about that and I also want to thank our teachers I know this is going to be hard it's a heavy lift when when Eric said that um looking at um the curriculum it is definitely rigorous it's everything that we as Wyoming parents have asked for our educational system to deliver in rigor so I really uh appreciate all of that um but how how are you addressing some of the the pacing conversation in short just yeah briefly all right I'll jump in on it first go ahead um yes this has been our primary conversation at the elementary Literacy Council and the Triad groups um as well as my team and and the division of

207instruction um right now the expectation is there are four modules um so it can align pretty closely with a quarter however we were asked if it doesn't is there a contingency plan and yes there is so that we've created a document that will show hey on December 1st if you're kind of supposed to be a couple of weeks into module two and you're not where might you be oh you if you're in kindergarten you might be in module two lesson two three or four depending on the events that have been going on at the school at that time so there's both an expectation and then a contingency plan uh because it is year one and because we do want to support teachers and students as best as we can that's where we are right now

208uh yeah I do Madam shair a very good question um so that is probably going to be the thing that we work with teachers the most and principles uh time is limited uh we have six and a half hours with the kids um and then that's not accounting recesses and transition times uh and so plus we have a bunch of other content areas that we have to teach um when we talk about pacing for the four modules in each grade level um the primary goal this first year is for them to implement the program well and with Fidelity uh if if we um if teachers we we want them to proceed and we want them to proceed uh with intention and persistence and commitment which is going to mean that they're going to have to

209change some of the practices and really monitor the intensity of their instruction and the time as well U but we also know because we've talked to other districts and we've talked to uh great minds themselves who produce Whit wisdom that the first year of implement ation they need to learn the program and the Fidelity of delivery is so important that we don't want them to cut parts of that program out and compromise the Fidelity just because they're a week behind now within the program there are Gap weeks that are built in that allows teachers to catch up um but we we are committed to making sure that the first year is Fidelity not just speeding through it just to get through it and say got through it that that won't help our kids uh what

210we do know from other districts and from uh the data that we've seen from the company is the second year they get real real close and by the third year they're spot on and they're implementing it with Fidelity because they know it and they they understand how to deliver it in much more efficient ways very good thank you both for your presentation one one quick question if I could and any tips for parents uh what to do this summer uh figuring that we've got them all revved up what do we do what do we do in July and August now this is my best part to share read books that's exactly right that's exactly right and that would be great hi thank you both very much and thank you all that for working so hard

211I think everyone on this board is super excited about this program and and reaching our goals uh for literacy uh for our district and I think it'll have a great impact across the board in education thank you all right Madam chair next I'd like to have Dave Bart come up give you a little bit of a update on kind of where we're at with graduation and uh what what you expect as we move forward with graduation and we've got pretty darn good news yes um mam chair members of the board um excited to once again to partner with shy frontier days and folks there I did meet with uh the chair committee chairs and the staff um about a week 10 days ago uh and we've had great conversations with count of health so what

212I would tell you is our graduations will be open to all um as today as of today we will have uh no face mask or face covering requirements um to the public uh we will have open seating for all Spectators uh and we'll be sitting at a maximum capacity of about 9,000 so um you know I've had a lot of parents call and say well how many tickets do I get 9,000 is a lot of tickets we're not even going to issue tickets if we if we manage to stay open uh and we don't have any any changes in in the protocol so if our outdoor standards do change um most likely we would we would require family go uh grouping socially distance and we may potentially have to skip a row in between which

213would reduce us down to about 4500 but I would tell you that uh uh on a good year 5,000 to to 5500 is about what we have at graduation so if we got to that point we may have to R back thing but I I don't believe so right now uh public will have access uh to open parking on both the East and West sides if you think about last year we did everything on the West Side that's because we had a thousand th Spectators so um I've reached out to cfd and we're going to see if we can use their people movers and and some of the things to help get folks from from the East side over um um to the to the grand stand there uh we will obviously have some of

214our our carts and Gators to help help with the handicapped um so in general we will be looking at graduation practices um South High will be on the 24th in the morning um Triumph in the afternoon East on the 25th in the morning Central in the afternoon afternoon um and uh uh when we get to graduation day itself um we will be allowing each of the high schools to do an early release at 11:15 um and uh that is so that students and staff can get there to to enjoy um graduation or to participate in it and what we'll be doing on busing on those days is for that particular high school we will run bus when school is released uh and then we'll wrap around and and uh Folks at Transportation will offer standard

215transportation for the Junior High um later that day so I think we've got that all covered um we're we're attempting for the graduations as you as you're aware on the 26 we'll do Triumph at 1 South at three on the 27th East will be at three centru on the 28th at 3 we've moved those to 3:00 because our experience has been uh when we've started with the 4:00 Mother Nature has a tendency to hit us with those late afternoon thunderstorms so by back in an up an hour we're going to try and and get that and out of there before that occurs um we do have makeup days set aside for Sunday May 30th and Monday May 31st if need be um the issue is our typical fallback plan of course is story gem but

216once we move inside we will uh as it stands today um fall under the co protocols um and we would only be able to have a graduation of about, 1500 so um we've uh principles and I we've talked we've met we put the word out to parents that the two things that will postpone graduation will be lightning and hail um Wind and Rain are will be our friend on those days we're going to to we gashes or umbrella or rank whatever it is we're going to work to get those through um designer gashes yes designer gashes there you um some other good news and originally I had put in for variance to allow us for 4500 so um you know Dr Hartman had shared with me if if the standards change and that that hasn't

217been approved so that would be a fallback as well um but with students and staff in the exhibit hall um as of as of April 15th they will not be required to wear face coverings we will set up uh our grid um 6x6 or if we can even manage it we'll go 10 x 10 to keep kids spread out in the exhibit hall um but uh that'll be a nice thing that they don't have to worry about the face coverings at all on on that day um as as well the board when we get up on stage we will make sure people are spread out in distance being outdoors um you will not have to fall into that requirement if she's so chose um we will suit the students the students in the lower deck

218again as we did last year one caveat here this year is that there is a show um not long after we have graduation so they will have already turned up the infield in the arena if you remember last year they hadn't turned it up for a year so it was rather hard packed so if we do get moisture um our fallback plan will actually be that we will stage the students um under the shoots uh and our facilities group will build a kind of a portable walkway to get them to the stage to kind of get through the mud um but again we're Troopers we're going to make it so uh postgraduation when they're done uh I will tell you that uh all all the high schools really like that we did last year they're

219going to have the students leave go back to their High School football fields allow for photo opportunities that gives them an opportunity to collect ground gowns um and give out diplomas so what it does for us it kind of helps empty out the uh the then and get us ready to set up and prepare for the next group um video we will have all scoreboards in we will use cfd sound vendor once again we will live stream each of the the graduations with a link and I know it was asked last year we had some folks struggled finding that link so we will try and make sure that it is located not only on the school web page but on the District web page as well so and for you the board we will ask

220you to meet here and we will just transport you over via Suburban each day there and get you back here so be happy to answer any questions I think uh I'm actually meeting with the principls in the morning with do and our and our grounds folks in the afternoon to to button things up any questions yes Mr bowling um we just got the invitation today that the baloria thing is going to be at six o'clock on that first day of the graduations so will they provide transportation to us to there or we going to go back to here then go over there I will get back to you on that okay that's a great question for the for the which for the IB Program typically dinner yeah it's at the at the Red Lion right

221yeah we usually provide our own transportation we're going to be you know graduation at three I believe so Mr bowan typically what we've we've managed to do is slip the board out um you know they they'll get you out early knowing you've got that that second commitment we'll try and get you back here quickly okay thank you thank you um so I just wanted to make oh go ahead is there someone else down there that had a question question I'm sure Dave question pardon um are we wearing gowns for all of them well last year we did they provided a gown all all the graduations Triumph typically has not but we will have the schools that provide those things we will have them up here in the superintendent conference room for you very good um

222and I guess I would ask since I have all the principles here would you let the board know what you're doing yeah and I be we didn't have um gowns so as well so that's more we don't yeah um so the reason that we cannot wear masks ISC or that we wouldn't have to wear mask is because we're going to try really hard to be socially distanced is that that's we're outside and we're still going to be well we have inside partially but yeah we're still trying to to um the reason our students in the um in the exhibit hall exhibit hall thank we will um make sure that they exceed the six foot distancing okay um and uh um it's uh if we don't exceed 500 right then uh we're able to be be

223in there and so we'll be right about the 250 between students and staff in our bigs graduation uh and then of course on on outdoor events offsite of K12 um they have lifted the The Mask or face covering mandate okay so again um I have shared the plan with County Health uh with our our team uh and they're okay with everything that we've put in it and again we will continue to discuss it every Wednesday so if things change we will amend it and I will let you and the public know appreciate that I just wanted that clarification for people to be um certain of why we were doing one there and different here so thank you any other questions no all right very good thank you Mr ber Madam chair next um was asked

224a little bit about the chain of command for our District athletic director um so I said that I would bring that up again um as we always would ask we want to try to solve problems at the lowest possible level so chain of command would start with a coach and his and his uh students and hopefully there's some conversations there to work through that if it goes past that we would ask the parents to get a hold of the coach um if we're going past that area we would ask um the parent to get with the activities director or the activities assistant principal work with them to try to solve the problem at that level um if the the problem can't be solved at that level then again um that's why we have um we're

225working with a District activities director to hopefully make things a little more cohesive across all three schools um and work with them so if it went past the the principal and the activities director it would go to Mr seamons um who is our District activities director at this time and it would depend on the issue at that point as to who um if it went past Mr seamons or Mr seamons wanted some advice if it was something that dealt with facilities um or grounds he would go and work with the Mr Bartlett as normal um if it had to deal with a student he would deal with instruction Miss Dr Kenny right now if it was a Personnel issue he would deal with um um Mr Wile so that was that's kind of the way

226we would walk through it um with as many different issues as we have with uh facilities and grounds and scheduling U Mr Bartlett is his direct supervisor um but again if things go by any of those I'm always the the person that would take the next step and listen to that um and move through that so with that I would answer any questions um and hopefully that answers the questions that we had thank you any questions for Dr Brown all right very good thank you Dr Brown I have three more things that are kind of miscellaneous that I wanted to bring up first I wanted to talk a little bit about the Strategic plan um had a great conversation with MGT um Dr Crespo yourself um senior leadership about getting that kick back off and

227and Dr crespo's first 100 day plan and I think that we've got a at least a skeleton of where we're going to head with that um we'll be prepared to to give you more information as soon as we have a little bit more information uh MGT was very complimentary of of us not trying to start and stop over the co stuff and feel like it was probably beneficial to to wait until we had us all back together to be able to do this so I think that's going to be beneficial for us and we'll move forward with that the other thing that I wanted to talk about I wanted to to ask uh Jed sarelli to come up and um he's our uh director of uh business and finance uh want him to talk a

228little bit about um the process for um retaining and purchasing a new Erp program and then just a a brief little overview about the budget since things have changed quite a bit from when we thought we were going to get cut quite a bit so with that Jed I'm going to turn it over to you thank you madam chair Dr Brown members of the board again Jed sck Rel Finance director with the district um I'll I'll start with the budget part first and uh my intent is to be brief tonight to just cut touch on a few of the high points um knowing that we'll have ongoing conversations regarding the budget over the next uh few meetings and certainly as we enter into July when the final budget is passed but uh referencing back to

229the budget timeline that we talked about last fall at the next board meeting um you'll see a presentation from me on the preliminary fiscal year 2122 budget uh that'll Encompass most of the data figures that we have uh to present um what we feel will be um close to the final budget that we'll talk about in July now um there are a number of figures that are preliminary in nature and we've talked about some of these in the past but it's important to to to revisit and emphasize some of these uh first is going to be the membership projections which is the the student count or student average daily membership uh and of course as Dr Brown mentioned earlier the legislative impacts um coming out of this this past session and again we talked a

230little bit about it at the last session but um part of the uh the moving targets if you will um are just this week um myself as long as as well as a few other districts across the state have been testing the preliminary funding model for the State Department of Education um I can tell you that uh the figures that are coming out of that that beta testing are very similar very close to what we project jeed here at the district um now there are some known increases um outside of the revenue side that we've talked about in the past so I won't belor those but certainly it's the the the cost increasing on the health insurance side utilities Insurance Etc um all those uh cost pressures that we fill on a year-to-year basis as

231we develop the budget um I do want to visit uh my previous statement about the the average daily membership now again we will not know the final counts until the end of the school year now um what that means is um as we move into the preliminary budget ultimately the final budget and even to next fall that data will be continually reviewed amended and revised uh before we have final figures uh I also point out that um the process for tracking and converting virtual education participation metrics into seat time to be included in the funding model can be uh quite frankly very complicated uh we actually fall under a number of different state department rules and regulations on how we track student particip ation and then turn that into a measure of student SE time

232so all those factors as well as the 443 roughly fewer students that we have in the October counts will impact our funding uh conservatively uh this could mean uh an ADM decrease of anywhere to two to two and a half percent or two or three million dollar uh reduction in the funding model even after we take into account that three-year rolling average that we've talked about before in the past um so again my point being just that even after the preliminary budget is presented on the 17th uh we'll continue to refine both the revenue projections and the impact on the expenditure side now um One technical um issue that is important uh and probably uh you know demanding a considerable amount of my time as well as other Finance directors across the state uh is

233the brief mention that we had with cile 60 on the ad the collections the the last time we spoke now we went into a lot of detail with our rec district on the potential impacts once that bill was signed into law um but to just give you a quick overview uh beginning January 1st of 2022 the collection and remittance schedule for adoran taxes on Mineral production will change significantly now the question might be well why are we talking about that now when that's uh you know a ways away well it's going to impact our funding model calculations um as we submit to the data to the state now um the problem is is that um those local resource projections so keep in mind um that our our guarantee is funded in part through the local

234tax collections that we generate within our district boundaries and and the county as well and then also the state aid portion so those two would together in tandem work to provide us what our guaranteed level of funding will be now the problem is these calculations require uh an unknown mineral production value and the collection cycles that are going to be adjusted quite literally over the next 14 years um so uh again why is this important is that it could have significant ramifications on the amount of uh entitlement payments that we receive which again is that state aid portion if we were a recapture District it could dramatically impact the level of resources that are remitted back to the state um this also could um and will likely uh impact the tax shortfall and excess calculations

235um when I first started with the district um we had a significant tax shortfall um payment that we received the following year um it's a great program that's uh uh been very beneficial to school districts as we navigate some of the ups and downs with tax collections over the years um however um with the the the project projections of the change in Ador tax collections um probably the best way to describe it is if we get it wrong um if there's too little we estimate too little and by we um in in coordination with the State Department of Education and the legislative service office um that we'll have to wait for our tax revenue to come the following year when there's only one true one so we would be talking um SE not this upcoming

236September but the September after that before we're made whole if those projections are off uh if we estimate too high um we could see uh quite a bit of local Revenue that comes into the system that is then um held accountable against us on our cash Reserve calculations so um I actually said that back if we estimate too low so the excess Revenue that we could collect if those estimates are off um could count against our tax reserves which we do not have any uh um uh I guess hold harmless if we do collect more than what's anticipated so I bring those points up just because uh it'll be a little precarious as we move into the final budget uh to making sure that those numbers are are reliable and accurate um as we move

237forward now um I do want to reference back um earlier to the to the um work session just a little bit on the cares funding um I I think it's no surprise that um you know you've heard me talk about this a number of times the cares funding um continues and will continue to have a dramatic impact on how we budget for the district going forward um we're looking at the interaction variables not only with the other federal funds the different pots of car's money that's we're getting guidance it's it's quite literally just trickling in um it changes week to week we get a little bit more information a little bit more information um but we have um in order to develop a a working plan um you know uh referencing back to uh what

238the mid-level update said about working with our school leadership and the struction side and the human resources side to identify those needs specific to each of the schools instead of using the entire District umbrella knowing that those variances can be um very uh different from what one school needs versus another now uh referencing another comment that was made earlier uh trusty Herman um I'm very cognizant that these are non-occurring emergency funds um and so we've approached this from the beginning um in a way that we wanted to avoid a large expenses that would create a fiscal cliff once that uh emergency aid money is gone um so we've looked at again avoiding recurring expenses in favor of more targeted programs like we discussed earlier um and variable spending that we can adjust annually as we

239kind of ease not only into the funding sources from the federal government but um off those as well and so there are not a lot of strings attached um they are more flexible than we've seen in the past um is as a good example the the third wave of money that we do not know uh if the legisl legislature will pass certain you know restrictions around or if they'll they'll look at maybe um recapturing some of those funds um have their own rules and regulations we have to spend 20% on instructional loss we have to support summer school and extended day programs all these things we are doing currently with the first and second wave of cares money um but what that looks like when we actually have to operationalize those programs Still Remains to

240be seen so um Madam chair I was struggling to find a segue into the next update which was the Erp but I'll pause there just a little bit and maybe talk about the uh the system that manages our resources for the district Madam chair just real briefly so one of the things about the cares that if if we can stack if we can um uh monitor or just sort of spend it gradually it depends on our reserves getting uh ceiling getting lifted is that possible that it could happen this Summer that we we could um do a better job at um saving it and then trickling it for a longer period of time Madam chair trusty Herman That's My Hope um I tell you that we have to operate under current law which as you

241know um we did not see any relief in the form of a lifted cash Reserve limit so it is we're kind of on the ra the razor's edge of the knife um trying to make sure that um again we have the resources that we need um and have the resources that we need to to maybe um sustain a prolonged uh reduction we uh we certainly understand that this was really a reprieve on not having school finance bill pass we'll have a lot of the same conversations that we had this year likely next year um it's un it's uncertain at this point in time if the if the July or special session would give us any relief on that cash Reserve side of the equation as well thank you and I would just like to point

242out that you've done a great job at managing our reserves and keeping keeping that balanced and and and where they need to be so I appreciate your work on all of that it's a it's a constant you're you're on top of it Jed so thank you um Mrs Clawson did you have something U thank you madam chair I would agree with your comment thank you Mr sarelli um I just was wondering if we have um if we have an ability or or if we've made any effort to communicate to our local delegation in the legislature just how complicated this is for us and trying to guess um just on what you explained just now about too much or too little I think that that's important information for them to realize and hopefully they do but

243I I wonder so I I was just wondering if we've had any effort or try to sit them down and explain where we are Madam chair trusty Clawson um absolutely Dr Brown myself as as well as a lot of other um School Finance leaders across the state have had numerous conversations with not only you know our delegate assembly here in the in Cheyenne and ly County but Al other educational leaders in in the state legislature um and that was the result of that was the bills that you saw that moved through the session that had some relief for school district so it's our hope that um we'll continue to to to um bring that point to to uh to all them for consideration um it does complicate um the process of navigating These funds uh

244significantly um and and if you compound that issue with the the money that receiving from the federal government is time limited as well um a lot of the funds that we're talking about have to be expensed by uh the fiscal 23 and 24 year and so um it's all kind of compounding and and and really makes things a lot more complicated for us to meet the needs of the district certainly does very good yes Mr our Dr leers thank you so Mr sarelli I guess part of part of what we read in the Press is you know I guess trying to follow this whole school Finance issue and how disappointed everyone was and the the lack of action on the part of our state legislators including the governor who has come out and expressed his

245disappointment and then I read an article from our state superintendent of Public Instruction that kind of gives the public the impression that now we're going to do business a little bit differently so the governor is going to become more involved in the process apparently uh the state superintendent is going to be convening some sort of working group and I assume this will include the governor some state legislators the state superintendent herself and they're going to be setting some different direction on how we're going to solve this school funding problem so that's just my sense from Reading mostly the Casper paper and some in our own Wyoming trib Eagle do you have any sense for whether or not where this whole whole thing is going I mean if you talk to people in the community they're

246really confused and they want our schools to be funded appropriately and apparently I think you know it appears that there are a lot of stakeholders out there that understand the obligation that our Lo that our government has in the state of Wyoming to fund a free and appropriate public education for our kids so do you have any sense for where we're headed is it is it going to be solved in the interim are they going to make recommendations in the interim that might solve the problem for the next legislative session I know that's a long kind of obfuscated kind of question but it's it's a confusing topic and he hopes she has a Chris of Wal that's what he's really hoping Madam chair trusty would respond uh forgive the pun but that's really the one

247and a half billion dollar question um I I think uh you know to to maybe put in perspective I had never envisioned that we would be standing here today talking about yet another year um where the the school Finance bills um did not become law now um it's certainly not a comment born out of uh frustration or um or Rejoice it's simply the fact that uh this has been a conversation um for the better part of five six seven years so um I'll probably stop short of speculating on what might happen I understand the same um kind of movement as you do as far as the executive branch wanting to take a more active role in in um guiding the the school Finance discussion I don't know what those working groups or those stakeholder groups

248might look like um I would uh you know mention that uh you know Educators across the state as well as school board members like yourself um did come to the table with some some proposals some recommendations on ways we might find other Revenue sources diversions um changes to our funding mechanism um so I guess I would um kind of summarize my thoughts with just one last statement would be I I would hope that education Educators would have kind of a role or a seat at that table for that conversation as well okay thank you so just a couple things about how that might play out at least from my perspective as a as a superintendent is that if if you're asked to be one in one of those study groups we definitely want you to

249be there and we want as many of our Educators to be involved in that whenever they they're asked as well so I think that that's an important part of that um and I think that there's going to be um they're going to be a lot of people that they're going to ask to um weigh in on that my understanding at least tertiarily is that they're going to have some listening groups in different areas so if it's open I would encourage you to go if it's by invite whoever gets invited I'd encourage those people to go as well go ahead Bry um so I I did share this with Jed but um I work pretty closely with the education policy adviser in the governor's office and did send an email um saying that I was interested

250in being on involved in the the work group that they're forming um and she did respond and and say that they're focusing on people that are not directly related to any um Association or School District um to be on the work group initially but that there would be listening groups later on very good thank you all right Chad okay Madam chair um just uh to to wrap up here just a little bit I I wanted to um kind of uh you know bring the board back to a kind of a a very long process that we started nearly a year and a half ago regarding our enterprise resource planning system or what we call the the Erp um and this is probably a well it is a gross oversimplification but I'm referencing the system that

251we use to to really manage the district's resources from finan and accounting to purchasing and procurement to human resources and all of these functions um being the backb backbone of our kind of our op operations are supported by our department of Technology team so a lot of people are involved in this process um but you'll recall that um 18 18 months ago uh we began researching a more viable option for our current Erp system now um this is a a process that can be very complicated uh it's a very complicated decision with a lot of ramifications so um even the process of reviewing our business practi practices assessing and defining our needs and preparation of the of identifying uh a new Erp provider uh can be surprisingly complex and timec consuming uh again just because

252of the the length of time to perform that perform that internal assessment assess Erp systems and negotiate the business practice changes that are required to take ownership of a project of this scope we did um engage with outside consultants and expertise to assist us with the assessment and selection process um so now as we near the the end of that selection process uh we intend to bring you recommendation next week uh to approve a contract with a new Erp provider um now we understand that um we stand to benefit significantly uh by Mig migrating to a highquality Erp Software System uh that will meet our needs and include a review of all the different software plugins that we've used to kind of fill the gaps in our current system um we'll have a lot of

253conversations uh certainly the next meeting but additional information is forthcoming uh as we start to shift should the the board um an approval to move forward we'll start to focus on the implementation side of that work now um working with an implementation team um will include a number of tasks and again this is an oversimplification but we'll need to develop and create um a communication project of the project plan uh we'll have to prepare for the impact um not only from a systems perspective but from also the end users perspective uh we'll have to define the phases of imp ation over the next uh roughly 18 months before we go Fully live um and and I'll just say it again but um as the backbone of our fiscal business and HR operations uh this is

254a project we don't take lightly uh but we do understand that there's a significant uh uh investment in time and effort across our operations team again but we know that it'll pay dividends as we move forward with a a really a better solution for our districts operations and Madam chair I'd be happy to address questions okay questions I know that you you know you talked about how long um this process has been and and Mr sarelli you've been amazing at kind of bringing the board along and why this is important and how what the scope of this project is and I I think um personally I'm really looking forward to this final part where you're you know you've collected all of that and and you've made your selection um and your recommendation for this and

255then um excited to hear about what that implementation would look like and um just for people to understand the scope of this project the fact that it will take 18 months to bring everything into place um and and for a full adoption I I think is telling so thank you very much for all your hard work on top of balancing our budgets and drawing up the new budget and participating in the legislative process and and getting all of the information out to all of us so so you've had a b a balls in the air and you've done an amazing job so thank you for all the work that you do thank you madam chair that's the end of my report today very good next item on the uh next uh place on the agenda

256is uh the consent agenda so the one all agenda items listed with the designation of CA are considered to be routine items by the governing body and will be enacted by one motion there will be no separate discussion on these items any item removed from the consent agenda will be considered in its normal sequence on the agenda does any board member request to move remove a motion from the agenda yes yeah so I would I believe um we pulled it off at the beginning but I want to make sure that we're taking the piece on uity g2.1 very good yes Dr Brown mentioned it at the beginning of our meeting that we would be pulling the 2.1 from the consent agenda so that we can get a little board update on that Madam chair I

257move to approve all motions listed as consent agenda second all in favor say I I oppose no motion passes now moving on WE that brings us up to our item that we pulled off the consent agenda which is D 2.1 could I have um Dr Newton um I think we have some questions on that and we also amended um we also made that correction on the um motion that that in our paperwork should say say 7 through 12 I I mad I believe we we may have to make a motion and second it so that it's on the floor okay to to discuss so help me with that would you I understand what you did is you pulled off b2.1 for discussion in a possible it's already been moved no we pulled it off we

258pulled it off you just pulled it off which you're allow to do do we need to make a motion on before we disc I don't know I'm so Madam chair if I could help a little bit um we we would be happy to see motion and we put out another motion the other thing is I would be happy to have um Mr Dr Newton give us a little bit update prior to somebody making a motion so Dr Newton would you please give us a little update and then if um if there's a motion we could go forward with that Dr BR Brown Madam chair members of the board I apologize there was a typo in the motion that probably um has caused a lot of of this confusion here tonight so I apologize for that

259the motion was supposed to read to adopt uity 7 through 12 and so I would like to give you just a little bit of an update uh we certainly had a lot folks who commented throughout the year on on how they thought our online schooling was going and we tried to be responsive and to those uh concerns and make a better experience and so there are a few changes that I think um make our new plan a lot more sensible and hopefully will shed some light on why we're proceeding the way we are in the motion um some of the criticism around Edgenuity was how U across the country but here as well we were trying to scale it up to numbers that we just didn't foresee and in fact K12 I think we had

260nearly 2,000 students who signed up for the virtual platform supported by Ed genuity in the fall and interestingly um we we were at 2,000 in the fall I just looked it up it appears that we are currently at 685 so from 2,000 down to 685 that's uh 254 in the secondary and 431 in the elementary so I might suggest that some of those Tech um problems were resolved thanks to our fine folks at Dot and the hard work of CVS folks um but even aside from that we're just going to have a much smaller group that are going to be accessing the platform going forward um the second criticism uh that we received was that our smallest Learners were really struggling trying to get their education on an online platform and um I certainly can

261sympathize I cannot imagine being six years old trying to navigate a platform um and a student who may or may not have a lot of adult support in that moment and so we recognize that that was not uh certainly the optimal way to deliver a k6 education so the cheyen virtual school has taken it upon themselves to build curriculum that will match our district um guaranteed and viable curriculum it will match our pacing guides and will'll match the materials that our brick and mortar schools are using I think that's very exciting because if we do see kids coming and going a little bit hopefully not as much um it won't be such a foreign transition for them and um uh Human Resources has worked to hire teachers so the students will be interacting live with

262their teacher um using our materials going forward however we are um recommending this motion for 712 and there are a couple of reasons why I think that's a little bit different um as the numbers show we only have 254 students in the secondary who will be um if if the numbers carry over to next year um my guess is they may even be a little lower as more people come back from Co we just kind have the same human resources available to donate um or dedicate entire Math teachers to the proposition of teaching online in the secondary because you can imagine those 254 students are a combination of algebra geometry trigonometry and so forth so um so we have individual teachers who spend most of their day teaching students live and one small piece of

263their day managing these virtual sections and that's the way it's going this year and that's the way we intend for it to go next year I think the secondary schools the high schools um really step forward in owning those virtual kids back in their building being taught by their own staff uh but just in the virtual platform and so we felt like they still needed that platform to rely upon um and of course a lot of our students at that age are able to work a little more independently in the platform and the the last thing um I might mention is this Edgenuity platform also serves a dual purpose in our secondary our 7 through 12 and that is for all of our credit recovery and Remediation efforts our old platform the company we used

264I would suggest uity is better and I would also knowe that the old company we use is defunct it's not even in business anymore so we had to come up with that solution 7 through 12 as well so um hopefully that's u a bit background of of why we presented the motion we did I apologize that it was uh there was a typo in it but um we would hope the board would entertain a motion to adopt Edgenuity at the much much reduced price of course for just a 7 through 12 adoption thank you um we want to do a motion now that'd be great then we can do questions perfect okay so we don't need to do a motion to move it okay Madam chair I I I move to remove item D21 from

265the consent agenda did that we already did that no I just you just told me we need we not need to do we don't have to remove it we need a motion okay that's fine Madam chair I move to Grant permission to renew the contract for online curriculum for virtual 7 through 12 student software for an amount not to exceed $225,000 second is there um any discussion yes Mr bowling does that price include what's going to happen for credit recovery or is there an additional amount of credit recovery yeah Madam chair uh Mr Bolan um not only does that include everything but that dollar amount conceivably could allow every secondary student in the district to take as many classes as they were a they were interested in taking now we certainly wouldn't do that but

266um it's not just a set number of licenses that when we use them they're gone theoretically every student in the district could um have a license thank you very good any other questions hearing none all in favor say I I opposed no hearing n motion passes to adopt the uh Inu uity at the for 7 to 12 grade level for 225 I believe, thank you so much um Dr Newton thank you and I apologize for that um I the typo I think kind of sent all of us in a lot of different questions so thank you I appreciate that all right Mr weer Madam chair I move to approve the memorandums of understanding with Boys and Girls Club of Cheyenne for facilities and transportation second all or um any questions yes Mr Bolan also says

267facilities are they renting some of our facilities in addition to us providing Transportation so I'm I'll let Dr Bartlett walk up there but yeah they do use some of our facilities um they have their own facility but they still use some of our as well go ahead yes so Madam chair trusty Bolan they will be using coal Elementary and I believe Heir this year so we what we try to do is give them a facility that we're not uh doing major work on in the summer um but it's close to their programs in in the neighborhood where they've got a high density of students was that's just during the summer then yes okay very good any other questions all in favor say i i o no motion passes Madam chair I move to approve a

268medical leave of absence for Jessica Smith bur for the 2021 2022 contract year second any questions any discussion seeing none all in favor say I I oppos no motion passes Madame chair I move to Grant permission to purchase AP environmental science curricular material from Sabas Savas Learning Company formerly Pearson Education for a price not to exceed $50,000 second any discussion hearing none all in favor say I I oppose no motion passes Madam chair I move to authorize the administration to proceed with the attached list of facility improvements including solicitation of professional services and approval of call for bids as necessary including all equipment supplies and services necessary for the continued operation of the district second any discussion I have a question yes if I could I think Mr Bart can answer this so I noticed

269buying a new boiler and installing it in Deming school which is kind of on the cusp of maybe someday being replaced if you know anyway uh so are you what um what steps are you taking to make the boiler kind of we did it AR so it could be moved out or something is that what what's going on so so Madam chair uh trusty Herman yes so we we uh number one we always take care of all life safety issues in all of our buildings when they get high on the list we kind of go into a deferred maintenance where we do take care of that but we don't do a lot of extravagant things so when we get to the point on on a building like that with the boiler like that um we

270do make sure that it can be relocate another another area in the building uh that is of course if we didn't opt to do a surplus if there was a replacement so we've got lots of options excellent thank you very good any other questions hearing none all in favor say I I oppose no motion passes that brings us to Future business the next regular board meeting will be held on Monday May 17th at 6: p.m. meetings are virtual for the public and in person for lcsd number one trustees staff and recognitions um we are at our second opportunity for public comment Dr Brown do we have anyone if you would like to make a comment at this time please raise your hand you see anyone Madame chair at this time I don't see anyone a
