009this building and reminiscing a little bit uh I got doing some math of when I was first elected to the school board and said where you're sitting to today and I realized it been 41 years and I thought my gosh maybe I better take the elevator instead of stairs um but I see several of you a few of you predate me so feeling pretty good about myself tonight um I am here representing the Maran and gay Dunning family just for my interest sake how many people here knew Maran and gay two three I you well in order for me to give a proper presentation it won't be long I I need to uh or at least I wish to give kind of some history of the school district and where all this stuff fits in
010and where Maran fit in um when I was first elected to school board there was a high school building right over on this side and for our board meetings we would put together folding tables and folding chairs and sit and look down on the audience and that's how we'd make our decisions and take the actions that we need to take during that time we renovated this building and as I thought about this building I remember it being my old Junior High School sure Danny and Janice may remember those days but point of interest is there are two sets of staircases going down to the lower FL floor and two going up to the Upper Floor and one set of stairs was designated as the up only and the other was the down only and also
011going down and in on the middle floor there was H principal Robert Jorgenson that had a switch that was about 3 in wide and about half in thick I think about 6 ft long and he was there to remind us that number one he was in charge and number two if you took the wrong stairs in the wrong direction he'd remind you with a a gent reminder in the back of the pants there were two other switches in this building and they all resided on the bottom floor one belonged to Don barard who would be Paul Barnard's dad who was the science teacher and the other one belonged to the infamous Jerry Parker the football coach of Times Gone by and his paddle was 6 in wide and I don't know how long that was
012but he taught geography and when uh he would come in and give the class the assignment and then he leave for about 20 minutes and then he kind of come and peek around the door if anybody was misbehaving he would front and center them let them take a bow and give them something that they remember clear to this day um the uh school that now is the Evon Middle School was at one time high school and that was dedicated to the class of 69 which was my graduating class and we attended half the year over here and then half half the year down there as I came on the school board The Meadows building was finished and being attended Davis Middle School was just on the edge of being done and so our board built
013the Aspen Elementary the north Mr thas I think you either taught there or the principal or both yeah yeah both principal and then we built the infamous Gem of the district the enston high school that's where Mr Dunning comes in um Marin was hired to be the clerk of the works which means he was one that worked with the superintendent uh Jacobson construction out of Salt Lake that helped us build the high school and part of Marian's duties was to oversee and look the contractors make sure they're building within spec make sure they're building within time frame and making sure that they kept the State Fire Marshall happy and so he was kind of known as a rough around the edges type of guy and he enjoyed that reputation but as I interviewed uh Sam
014hatch and I'm guessing that some of you know Sam hatch I also worked for this District Sam made the comments that uh you know I saw Maran not just on one occasion but on several would take some money and Go pass it to different individuals that he saw that were in need or they were having hard time in their lives to kind of try to help him through it and help him get going again and so that kind of reflects the the the inner part of Mr Dunning and the gift that he had and so probably one of the things that amplifies that gift or that Tender Heart of his around his rough edges as he approached me because I was a New York Life agent and he wanted to buy a policy a life
015insurance policy on himself and he made this District the owner of the policy as well as the beneficiary and by doing that it can be changed there he can change his mind his wife can't change her mind and so he paid that premium until February 8th of this year when he passed away now the policy wasn't a huge amount of money uh the check is for $ 23, 91042 but for him that was quite a sacrifice in his time and his income and and the needs of his family and so he did that and at his passing then of course uh I had to take over and and do this to represent his family so Mr chairman I'd like to approach and present this check to you thank you so much you're so welcome yes
016that's that's gigantic so thank you thank you just one of point I'd like to make and that is there are two two issues that Mr dunan was concerned about in terms of the use of this money and one was the potential use of those funds for kids that didn't have enough to eat while they're at school or for scholarships of maybe a needy child or two or three or however you work scholarships to help them advance and move on in their education so few folks deliberate a little bit about those things and try to apply those monies and apprpriate fashion I'm sure that would him looking down upon you would be great so he's leaving it up to the board itself the Board of Trustees on what to do with the funds he didn't have
017anything specific no I've been working specifically with Jared scoffield it's an executive of his estate and he says there's really nothing defined other than what he was verbally telling me and in them so those were the two things okay no I I I'd love to see this last as long as we possibly could and that's something we will discuss I don't think we need to spend it all at once I think we need to keep his name in mind and maybe offer a scholarship or underneath his name that we can carry on for several years and maybe a couple of decades for those kids that are well deserving of it so I hope Danny out lives that thank you so much thanks I thought was going to say Peterson no fantastic that is so so
018awesome so um going on to the next presentation uh the EHS unified track and field team Mr Drew hop up yeah you want me to face either way come on up you guys come on up here I'm just going to turn this a little is that right that's good yeah here you guys all come up here yeah yeah if they're okay coming up front Dave we'll put them up here on the stage so they can face everybody so how are you guys you want to say anything well first of all I'll stand up here so I feel tall for once uh first of all thanks for having us um Special Olympics uh you know Mr Williams um got this going again about seven or eight years ago um it took a a a long break
019um for several reasons but me and Mr Burger tried to get it back for forever and then finally Mr Williams and Coach uh Freeland got it going again and we got back involved in it and from day one um the support from the board uh the superintendants um our our community our sped directors it's been topnotch we we can we couldn't be where we're at today without the support we've had from um everyone in this room um Mr O'Neal is really supportive of our um program we he we are one of the only schools that treat it like a school sport so we get busing and help with hotels and um meals and all of those kind of things um where other districts are struggling to get teams to come to the Special Olympics because
020it's all volunteer basis so we lot of thank yous to help this program um where it is today so specifically for the unified State track meet um you know this has been in the works for several years um when Mr burer was the head track coach he tried to get this going but it just it just never happened and then um myself and a couple of these athletes Brier we've been to these leadership councils um the USA games and it's huge on the east coast and so um the new new CEO over Special Olympics says we we have to get Unified sports um in in in the state of Wyoming so they've been trying for the last few years and finally this year they made it happen the whsa Special Olympics they put it together
021trial run and man it couldn't have gone any better um we have a huge unified program and we've been the best in the state for the last seven or eight years of getting our um our kids to compete with each other and it's really frustrating at times because we have to go compete against ourselves because there's no other unified teams which on one hand it's great but on the other hand it's like come on you guys got to get going and so with this event and the way it was ran and the support we had from everybody at the state track meet the officials um you know Trevor Wilson the whsa president it was they're like this is one of the coolest experiences we've ever had so for us um I told this at the
022banquet um the thing that you know brings me like the most Joy is is we've we've been saying we're the best and we finally got a chance to prove that we were the best and from from now on History it's history the first unified state champ in the state of Wyoming is the Evanson Red Devils and so super proud of these guys Mr can you introduce from forest please and then explain where they ran I think that was really cool to it state so this is one of our seniors this is Brier fattis and um Brier's been involved in the program since it started Ed so he's grown up with us and so he did the shot putut and the 400 meter and he was on our unified uh 4x100 Relay Team um so Brier's
023been a big part of the program we're going to miss him um so he's been our ambassador for the last year in the youth Leadership Council and so we're really going to miss Brier and he's been a big part of our program so thanks Brier this is Shane Ruth Shane he he uh is a junior and he ran the 100 and he threw the shot put um so he helped to score points in there he's been a part of the program the last four years Shane is taking over for Brier and me and Shane and joy um were headed to Madison Wisconsin on June 25th for a leadership conference um with Special Olympics Wyoming so proud of Shane proud of Joy um so that's Shane this is Mr Teel he's leaving us he's a senior
024he's been with us since the beginning and he did the Hundred and then he did the long jump at the state track meat and it was it was a he's he's a slow starter but once he starts he's going and he had that straightaway and he was a little ways behind everybody else but man that crowd was huge and once he started running it just got loud in there and he had the biggest smile on his face and I think he was milking he was taking his time on purpose and he so so he knows what's going on and uh but it it it was really fun for Landon this is Evan Elliott he's a freshman moved in from linman this year has really been a big part of her program through the winter and
025the the spring um and he's got some Wheels but he did the 100 the 100 uh 4X 100 relay and he also did the long jump um then we have Hunter Brown he's a sophomore and he did the long jump the and and the 100 meter race and then this is joy quillin and she's one of our Unified athletes uh she's a junior and she'll be like I said on the council she did the 100 the 4x1 and the long jump so um it's kind of cool cuz at the state track meet they they set it up just like every every kid was in in a heat and then it was didn't matter if you were a unified athlete or an athlete you just did your best and you scored points for your team just
026like a regular track and they really didn't keep score but it wouldn't have been close we we blew everyone away so because we scored in every event and we were the only team to score in every event so really proud of our program I'm really proud of our our kids uh you know we do well athletically but the biggest thing for these guys and for us as coaches all of us coaches when we go places it's like man your kids are awesome your kids interact with each other they treat each other with respect um we were at a hotel in in Gillette the week before at the Quality in and the and the manager came up to me and she said hey I just want to let you know we have a hundreds of school
027teams stay here every year and your kids are the best kids we've ever had they interacted with the the other customers they made them laugh they played cards together and man you should be proud of that and so that's what we're really proud of with these kids they're just they're just good kids too they represent Evanston the right way so thanks again um we appreciate all your support and it was a it was a really awesome experience to be the unified state champs I would like to tell this group how proud I am of them and especially one of them I taught him in second grade and that's Briar fattis and he is awesome and it's been fun to watch him all these years it's great thank you so much yeah the commitment you guys

031unfortunately is on vacation and we tried to get um on the May on the May agenda um but seems like it was quite full and uh so we got pushed to uh but I know she I I do believe Mr Thomas that she's on the July board meeting so welcome so that if there's any uh you know if there's anything that you need to hear from her as you know the the representative of the program um certainly she'll be uh glad to come in and answer any additional questions if if need be um so I present to you these numbers and on the outset they are going to mean nothing to you um but when you look at them basically what you're looking at is the projected enrollment going forward um for next year's sophomore
032class next year's n9th grade class next year's 8ighth grade 7eventh grade sixth grade okay and certainly we know and you're well aware that we always have fluctuations in those um if they like I said if they stand on Pat we've got a quite a we've got quite a population bubble coming through the coming through the district uh this year's graduating class was 163 students next year's I do believe is 178 okay and I show you this as part of kind of the the evidence or the need for our request for to reestablish an opportunity um currently we have 17 girls in the sophomore class that play volleyball at Evon high school and when I say that we are asking to reestablish an opportunity really what we're asking you to do is to not we're not
033looking for um you know a greater piece of Mr O'Neal's budget we're asking for you guys to to add in in addition to that budget um Mr O'Neal has been nothing but a friend to the volleyball program and we're not asking him to to take away from other programs to give to volleyball what we're asking of you is to give more to the activities program so that we can establish reestablish the fourth a fourth team of fourth volleyball team at Evon High School okay um next year okay projected we have 24 incoming freshmen that are projected to try out for Evanson high school volleyball okay you take that and you add the 13 Juniors and seniors that are currently in our program potentially and I say potentially because certainly there's a plus or minus you
034know of a couple of students each year but potentially next you know next August we're going to have 54 girls in the gym he for right currently with for three levels hey our our C team freshman sophomore mix team our JB team and and our varsity team so I kind of go to the history here and kind of how did we get to this point okay it goes back to the 2018 2019 budget where Mr O'Neal was asked to make some hard cuts and like I said where those cuts basically came down to was eliminating the sophomore program of volleyball girls basketball boys basketball and eliminating a fourth wrestling coach um certainly it came to fruition for volleyball girls basketball basketball boys basketball based on uh a 40 participant threshold wrestling was allowed to keep
035their fourth coach and we like I said we have complied with that for the last 6 years and we're getting to a point right now where what we would like again is to reestablish that fourth that fourth level not necessarily as a sophomore program okay a current Trend in the state right now is to establish what's called a jv2 team okay if we establish it as a sophomore level we're obligated to play only sophomores if we establish it as a C team then it's sophomore freshman based on the on the state bylaws if we call it a jv2 team we can open it to Juniors to sophomores to freshman so we have more flexibility okay like I said we ask of we ask of this reestablishment to do what's basically what's best for kids okay
036and to be in line with our other 4 a opponents I show you this graph I show you the teams in our conference this year Rock Spring Star Valley Green River Riverton Jackson nron and Kelly walls well all be in the west 4A and the number of teams okay the number of levels that they have at each of the high school and the number of coaches paid coaches that they have I my backtrack let me digress on that the number of coaches they have nron Kelly Walsh one of natron's coaches is is a volunteer two of Kelly Walsh's coaches are interns so they have five paid coaches at Natrona they have five paid coaches at Kelly Walsh they have five they have five levels okay they have Varsity JV jv2 freshman and and multiple freshman
037levels right like I said Jackson has four levels three coaches okay Rock Springs Greener you can like I said you can see and then I go to the east side and I show you laramy I show you Campbell County Thunder Basin did not respond back to us but it's going to be in line with Campbell County of the five the five levels and the five paid coaches okay lar me has six paid coaches um and then I go and I include our nearby 3A Co 3A schools Lander Lyman Mountain View Cody and Rollins and you can see where we right currently right now okay fall in line with that basically we fall in line even though we don't compete at the 3A level in in volleyball we are in line with 3A volleyball but like
038I said for us to continue our our kind of our culture development that's been developing over the last couple years um we're asking to get in line with our fellow fora okay okay so we get into the benefits here certainly with a fourth level we get additional participation and we go back to the 2018 2019 um season certainly that was a you know we can chalk that Dynamic of creating the C team cuz eliminating the sophomore team we created the C team we didn't know what that was going to look like how that was going to function and it was kind of a chaotic mess okay the next year after that certainly we saw other schools and how they treated it and and learned from that and we were able to refine it up to
039the 2018 2019 school year Evanson volleyball had finished twice at State Twi second twice at the state level we'd finished third three times at the state level and our our last certainly unofficial was the 2019 2020 uh or 2020 2021 season um where we finished fifth we lost in the consolation okay but since that time we have seen a steady decline in in our program and it's not you know we can certainly say you know you're going to have those that say well what's what's going on at the middle school level it's not our middle it's not at our Middle School level our coaches at the middle school level have been consistent year after year they like I said some of the same coaches that that led to Our Success okay up to 2018 2019
040the same coaches that we have currently what we like I said what we want to you know what we attribute our decline is to the loss of that additional season basically with freshman coming in we basic they have 3 days to try to evaluate a talent level with our tryouts and you know having kids of kids of your own that at the Freshman level they're not fully developed a lot of times they're uncoordinated and like I said that's a hard evaluation to make and certainly this year with 24 of them coming in it's hard it's going to be it's hard to evaluate 24 individuals and so we're asking like I said to reestablish that fourth level to give us you know some flexibility to create to give some of these young ladies hey an additional
041season to develop hey on a in a typical Year we will carry we will carry between 15 to 18 girls on our JV and varsity levels and a lot of times that's predicated on the number of seniors we have for this upcoming season we have three seniors last year we had one senior okay um coach Watson by usually carries 12 on her C team that could be 12 freshmen that could be 10 freshmen and two sophomores okay currently we have not had any Soph not we have we've we have not had any sophomores on a c te not we have we have allocated yes we have allocated sophomores to the program okay but they chose to not be part of the program rather than face that I guess that delegate that you know that being
042delegated to that to that level to that team in my opinion they view the the sophomores that we've kept kept to keep them on C team to grow another year cuz they're not quite JV level yet um view it as a bad thing because there's we always do two we never just pick one sophomore to have to be with on with the Freshman um and they always quit because they feel like it's a bad thing to be with freshman they don't want to play at that level again and feel separated um from their other teammates they were with the previous year and like I said it's not and it's not just to I mean like I said it could be you know it could be three it could be four but like I said they've
043always chose to not accept that to see that as as a demotion rather than an opportunity to grow okay um an additional uh benefit would would provide our freshman team an opportunity to have someone discriminate against okay um like I said being able to develop um an additional season worth of you know one-on-one contact with not just one coach but two coaches um to be able to focus on skills to be able to have game experience coming into the JV and coming into the varsity level is inal I mean the the better the better the competition you play the better you know the the more you grow the more you develop and it's quite a jump to go from freshman volleyball the speed and the the you know the the competition level to go from
044freshman right to a JB level level and then to go from JV level to Varsity level is even another you know acceleration one of the things that has been requested of of us as coaches and this has come from Mr O'Neal and I think it was a it might have been an indirect directive from you guys was to improve the culture of our athletic programs and one of the one of and I think one of the valuable things that he has done is brought in um Don Julian from Sheridan High School and has provided us some professional development in developing culture and developing you know the the the camaraderie and the and the you know not only between coaches but also between our in our program and we have definitely embraced that as a volleyball
045staff and we've got in we've reached into our re Center programs we've reached into our Middle School level and and like I said know we have Kim here to attest but our rec center volleyball levels in in volleyball are greater than they've ever been and our Middle School rosters are and like I said chairman Peterson I think you can attest to this with Crystal being one of our coaches that our Middle School brosters are busting at the seams the the unfortunate aspect right now is that we have all these numbers coming into the program but when they get to the high school and I I have the word home in quotations because when they get right now to the high school if we don't reestablish a fourth level we're going to have no place to
046put them there's not going to be a home for them after going through the rec center programs after going through the middle school programs we're going to have girls that we're going to have to say I'm sorry we don't have a place for you and like I said for us that's not what's that's not what's best for kids and so let's again that's why we're you know here presenting to you an additional benefit would be athlete safety and wellbeing having a fourth coach currently right now with three levels there's times where coach Watson has to travel with the Freshman by herself if there's an injury if there's an emergency she has no one right now to turn to not every not every you know athletes parents travel and we've been fortunate enough that we haven't
047had a major injury but we know that that time is going to come that we've had to turn to somebody else's parents to take them to take an athlete to the hospital and so having that fourth coach would afford US the opportunity that you know when it was applicable that that coach could travel with the Freshman level as an additional kind of safety net so to kind of wrap things up okay basically what we're faced with if if we don't reestablish a fourth level we're looking at cutting 24 girls from our program next year this this August and like I said we typically keep around 30 from the JV varsity and freshman level with 54 girls coming into our gym potentially and certainly like I said that's not a hard fact figure we're basing that
048number on the attendance that we had this spring in open gyms and the attendance that we've had going forward so far this summer in our open gyms and we've had 24 different freshmen come into our and gyms to get to get touches to get better with our like I said with our current senior Junior sophomores or like I said we're looking at 54 this is this is unprecedented for us like said we haven't seen we haven't seen you know 50 plus since I believe it was the 2016 season I don't want to cut 24 girls I don't want to I don't want to tell 24 girls that there's not a place for you we don't have a home for you okay certainly you know I would like to sit here and say I have an
049exact cost figure for you you know certainly the cost is going to come with increased officials certainly we're going to have you know there's going to be a dollar amount for a coach Sal if you like I said if I was ballparking I would say summer in probably the neighborhood of around probably $5,000 with like I said with officials travel will be minimal because we' we're already going to like I said with with the Freshman already like I said like I said the the bus won't be an issue cuz we're already going um if if like I said we take them to Casper we're already staying so it would mean an additional one or two hotel rooms so there will be a little bit of a cost increase there but I think like I said

055well right now they're going to sit on a g you know they're going to sit on a bench and not get playing time because they can't play D certainly they we can play kids up but we can't necessarily play kids down and so by having like I said creating a jb2 team that gives us ability to to to be able to play kids you know on a down levels rather than just have him sit you know as a you know as a junior they're at least getting playing experience that way so you get practice experience but you don't get to play which is obviously a huge part of how you grow as an athlete in general so it is and and I was a sophomore coach trust me through the 4A programs I was a
056sophomore coach we had games early in the year at a couple tournaments till after Christmas there was nothing until we got into conference right so that's the other battle that we have is those games scheduling trying to get games for those kids through that time frame from the early on tournaments until we get into our conference play and if they have sophomore programs I didn't realize all the other teams had sophomore programs but keeping them interested and focused that they're just not practicing all the time cuz it's just brutal as a coach and as a kid and I will tell you as a parent having a having a freshman this last year there was many many times basketball-wise where our freshman team had to play a Riverton or a Cody's jb2 team or or their
057what they would consider their sophomore team because they didn't travel their freshman teams and you want to see you know disheart dishearted kids when they're getting blitzed by 20 30 points because like I said the maturity level between Sor and Junior and freshman is astronomically well and that happens with our volleyball C team as well they primarily unless it's a freshman tournament when we go somewhere they primarily play the JB team um well their jb2 team and it's hard I feel like all year I'm trying to tell the girls it's fine you got you just keep working keep fighting it'll work out but when we go to the Freshman tournaments we do really well you know they just don't the kids can't see it that way they just get disheartened and they start to give

061on expenditures and and things and I uh um tonight kind of the the focus is going to be on the revenue and what I'm seeing in the revenue um I can say that it right now is a moving Target um I thought I had some numbers pegged down and and I went into the bank tonight or this afternoon and uh we' received some more Revenue that that came in um that's a good problem it it is a good problem but I'll just kind of show you it because we have a guarantee amount you're either overshooting or undershooting your the amount of money that you can spend and and receive so if you if you get more money then let's see let's get can we turn this around there we go there if we end up
062getting more money then we are expecting what it is is it's money that's showing up early it's money that was for last for the next year they showing up in May and June so we can't spend it well we we really shouldn't if we do we can get in trouble and and things so and my My Hope Is is though we don't um put ourselves in a situation so first thing we're going to go I'm just going to go quickly on on some kind of important ideas the first is this is the amount of of Levy uh information we do a 25 mil Levy that the that the school district sets this goes to the county we've got a half Mill Levy that goes to the bosies and another voter approved that goes so it's
0632.5 that goes to the bosis and then that Recreation Levy the direction I have right now is that will go to the rec center and then from what you know the we will basically be uh be reversed through use fees so um just to be aware okay in your uh on your uh desk you should have received something like this this gives you the assess valuation there's two assess valuations that uh are in play one is the county and the other's the district um the county is proportional to the number of kids we have roughly 65% of the kids in the district or in the in the county we get capture of the county assess valuation okay so that runs what gets taxed all right now you want to know how much is a mill
064that's that's a really common question and it's really easy to do so if you see right here 2023 is what it although we're in 2024 we're in the 2023 tax year and for the district all you have to do is take the bottom three numbers so a mill this year is going to be 29269 as of yesterday when I talked to them and the county is going to be 486,000 historically now for those that like pictures this is what this is the same this is that those numbers in graphical form so what's happened is as you see there was this this section right here which is a lot of uh that was kind of the Mini Boom that you had uh High mineral we have right here there's been a little bit of a decline
065um yesterday I was talking to the assessor and she says uh the railroad came in a little bit soft um compared to the year before so that's just these things are exactly the same chart one's graphic okay so let's just talk about how sausage is ground but there's good information in here okay so your last presentation they were saying here's the numbers what we think are going to be for the next few years well guess what this right here will give you down here at the bottom gives you the number of kids that we have in each of the grades okay so if you want to know this is for this year you could just go put it back one year and it's saying that the 11th grade this year is 181 that that'll be
066the senior class next year okay so this is this is actually pretty good information and then you can say how much is Clark and how much is you and me and things like that all right now this is a copy of the 100 um I put this information in this is kind of the what I'm currently running right now um one of the numbers that I'm running is this right here sorry it's in like you know twoo font um it's it's kind of a compromise Focus there we go say Transportation there is a a half a million dollars that's higher than normal in this for the transportation lifts we have to be careful that we don't look at this as ongoing money okay because it's only onetime money and and things and so I kind
067of have been saying hey everybody let's let's be careful on that um we also this year did not get any bus purchases No Buses came in on time okay so we're not that's that's usually a little bit higher but it's usually whatever we spend is whatever we receive in Revenue so it that kind of balances out okay um the next kind of page that's kind of important is the guarantee amount okay that's the this next page what I do is I go down to this bottom and I see this is the amount of money that the state is guaranteeing now what has happened is is that the state has pulled a special ed out of there so we get to add Back special ed so I'll show you how the calculation is so that's 37
068million and it also this this number right here I put in the tax information that we've received and it says hey we should be receiving about 26,000 or 26 million in entitlement that's State money and then right now according to the amount of taxes that we've received we re we should be receiving about 11 million now here's the caveat today I received a bunch of tax money that hasn't been pushed in and so what it's going to do is it's going to gross up or make bigger by about $1.5 million this net excess collected so that will drive this number down that'll it'll it this number this 37 million that's that's pretty much set unless we have changes in uh School uh ADM numbers and I I do know of one student that were going
069to be releasing the ADM because they were out of State placement for health reasons and so that one's coming off and and things so let's go to the next page this right here is a great page that kind of gives you what we are funded not what we're spending that's what this whole lawsuit's about it's what we're spending versus what we're funded but it roughly tells you how many students that are in are in the model how many professional staff non-sp special ed non-transportation that the models f funding how much money that should cost how many clerical and things how many custodians maintenance workers and and things and then it's funding 141 teachers all right this just gives you a rough estimate uh again the whole issue on this funding lawsuit is hey if we
070followed the model exactly um we would not be able to a afford teachers they wouldn't they wouldn't be coming to our district at that and so I don't really want you to get fixated on the FTE but it will give you a rough estimate of how many regular teachers there are and things but this here's the $37 million okay all right let's then take that 37 million and take that the next page is the guarantee so all I'm doing is just taking that number and bringing it in special education is $8.5 million and last year it was we got reimbursed about $7.7 million okay and what the reason why this is going up a little bit is because we've been moving some of the special Le uh the individuals into the general fund special ed
071reimbursement and and getting them now you know they'll be basically part of the general fund staff um and so it's it's really kind of onetime uh money on that and that's why that's grossed up a little bit plus we have uh CV placements when we have CV placements you know you can put a budget of2 200,00 and it's just out the door you know it's just it's just amazing um how much they can charge but but for needed Services okay in this last month I found out that we are eligible for school safety funding that that's the state legislature has about $400,000 in money for concealed carry districts to spend and what I've done is I've gone in and targeted things that I think can be reimbursed and I think it's about 34,000 and um
072I just got back from from wasbo that's my group and they're saying that that will likely be funded in special Revenue accounts so that so I'm going to pull that out but what's in that so there's added costs to training so we can get reimbursed for that we can also get added um uh for like Alice training that can be reimbursed as well as insurances so so there is a a slight amount of money that is for uh they raise the price on our property insurance and I said I think this should be reimbursed and they said absolutely that can be reimbursed and so we're ready to go on that so I think that $34,000 um it will either be pushing it into a special Revenue fund during the year or they'll reimburse to the
073general fund I'll get more information on that you get why retirement so there's that's outside of the model we we do a little reimbursement and that's just a back of the napkin estimate add all those together you get 4 point or $ 46.8 million of kind of guarantee amount and things and then I have off model revenues so what are what are off model revenues they are things such as transfers so we have $75,000 that's coming from the ebf to pay for the um for the uh lifetime of service I've also because we have had aund $300,000 of um the uh uh insurance that we had an insurance refund and we're taking over three years $100,000 we're putting that in there uh if we have a bus amount that's in there and interest interest income
074has gone through the roof it's great I feel like I can fund um several extra teachers or amounts from that and so you know it's I'm close to $350,000 when a few years ago I was $35,000 you know not all not all inflationary things are bad in this instance that's actually a good thing so we add that that becomes 48 million then I pull off the net excess collected this is money that I've received early so it's money that I received in May that belongs to next year now remember I told you hey I got 100 or 1.5 million today so this net excess collected is going to drive this Revenue amount down because we've already received it it's like we've received guarantee amount today great and so for next year for next year next
075year yeah so my difference is right now 573 th000 which is remember I said there's a a a lift that we've got to make sure that we've got at least 500,000 that's that's where I'm kind of targeting so there's there's that's where it stands right now so this page right here you can look through is kind of it gives you um this up just a little bit this gives you revenues in the past and kind of where we are right now but know that the revenues will be adjusted a little bit but they're adjusted because we've received money ahead of schedule and uh so you can kind of see I think the big one that if I was a board member I'd be interested in is that uh interest on investments uh 345,000 and I

078work with the law very impressive in terms of his testimony and probably more impressive is the information he provided the state in terms of where we are with uh cost of living adjustments in our County and really how we compare or not compare with Utah teachers anymore very impressive my hat off to Jo thank you yeah we appreciate itk yeah great job hold on all right we will move on to discussion item D policy parental rights let me grab the plug and see if we can get it up yeah this is there chairman Peterson members of the board just a reminder uh this is uh the parental rights policy that was part of legislation this year and is required for us to have in place before July 1 um if it's okay I'm just going
079to give you the reader digest version of this we went through this uh last month the good part the promising part of this policy is it does give parents a guarantee that the curriculum that's taught in classrooms is what is approved by the state and our local district there should be no um diving into areas that aren't part of the state of group ccul and specifically in this policy it deals with sexual orientation and gender identity if that is to be taught parents have a right to be notified and it's very specific in terms of those timelines um we've talked in the past there really is no reason um to teach those subjects in our classrooms if they're not part of the group curriculum so anyway that's the good part of this policy there's a
080protection the bad part of this policy is really the um switch from a passive notification to parents to a more active notification of parents which is fine we've always been supportive of parents rights but now it's going to be the obligation of getting signed notification that they've received this policy that they understand there's a complaint procedure and they understand what the complaint procedure is um I don't anticipate a lot of violations of this policy um but it just puts it out there that we're on a Razor's Edge and that if we do miss something potentially there's a an opportunity for a complaint that may go as far as local uh legal council which uh again if we do something wrong that's part of the consequence but it's more likely that we'll forget something more than
081we'll do something wrong for example part of this policy is we need to identify for parents all the services that our nurses provide um policy is very clear first aid is good but to identify all the things that we do for students there may be a parent that doesn't want some of that to happen they have the right to opt out but that's a pretty tough ask is if you have a student that's hurt and we provide some kind of care um we have to be really care and really clear on what we notify parents about every time it happens and so we're working on that right now uh as part of this policy um the other part of it we've always and our policies in our handbook are very clear that parents have the
082right to be part of their kids' education and that'll continue it'll just make doing some of the things we do more more challenging um it's like any kind of survey that you give the percentage of parents that anticipate are rather low it's the same thing if a signature is required that's going to be a challenge just a little more work in effort um complaint procedure is very clear and also potentially time consuming so we'll just have to see how it goes so there's some good and there's some bad as I mentioned I did testify at the state level on on in opposition to this policy for that very reason it's parental rights we support 100% but don't put us in a position where we can get crosswise with little things that end up to take
083a lot of time and distract us from educating our kids so in good faith uh this has gone through Mr Phillips he has taken a look at it um I kind of laugh because this is Undiscovered Country moving forward and we'll kind of learn as we go I think Mr Phillips you have any comments uh no I do have a question though and I forgot to ask you this earlier R in the complaint procedure we outlined the hearing process is there a reason we don't just refer to our rules and practice there probably the only reason is because we've uh taken this policy from Wyoming school boards that's it's roughly the same it's roughly the same thing that we do um maybe a little different but uh similar okay the problem is they had specific
084dates required here that our policy may not so we just wanted to keep it clear with the dates that are required to hit certain points that's really the challenge is those dates you have 10 days here 14 days here yeah 15 so those are getting a little confusing so we just felt it was important to put them in item well and I don't I don't foresee this really being a huge issue because like you said we've always supported parental rights on this I think needs to be stress to the staff that as long as we're not deviating from the state's curriculum it shouldn't be an issue yeah shouldn't and our plan really is hopefully we're going to do what we've done with furpa furpa would put a notice in the paper in um July then
085we let people know that it will be on our website um and then it'll be part of the registration process when you sign your uh computer use document there'll be another bubble there that says you've received the parental rights you either wave your rights or you choose not to and we hope that's a pretty good way to do that um I think uh jiren's department has been really good is after a certain number of days if you haven't signed that agreement your computer's shut off so parents get on it get it signed so we're we're going to be a part of that so electronic notification or signature is okay there may be additional things that we may have to get other signatures for example the PNA the uh prevention need assessment that the state gives
086every other year uh we Dove tell on that for our uh aware Grant and we may have to figure out how are we going to get parent permission has to be written it's no longer passive um to give those surveys so again there's going to be a growth curve but I don't anticipate great things I do really like the idea that cut and dry you teach the approved curriculum things will go well in your classroom you get off off on your own yep that's good so my recommendation is you approve this as second reading the next one is if I may just keep going is um i k a e e a e r sorry i k a e r this is the complaint procedures that uh Mr philps was talking about um really no
087changes to those that were presented to you last month just potentially a little scary I think even for you guys cuz you may be involved more than so anyway that's where we are any additional questions no you want me to continue on with the next one yeah we can move on to the Jo and Joe Student Records policy um members of the board the reason why we modifi these policy at the same time is because there's a link um this is access to Student Records that parents have we just wanted to make sure that we were dotting our eyes and crossing our tees in terms of what we provide for records so what's in red uh has either been just kind of revamped or added um I went into other policies other districts and just
088to clarify this does get into furpa uh great deal and again furpa is is PA that we've really not had any trouble with furpa allows parents the right to opt out of of directory information we may only have a handful in the last 20 years that have opted out directory information could be as simple as a a wrestling program that has the students weight on it um it does directory information by law does provide some information that I've always kind of question is do we want to really py birth dates but those that's information that we would not provide unless there was a specific reason for it we're just not going to have a parent committed say I'd like to have that kid's birthday no you don't need that director information but that information is
089available by law learned a new thing um directory information is available to the military not as part as furpa it's another another separate statute and law that military have access to all our students records well to continue any questions about Student Records no keep going no keep going okay j j o e uh Jo is an exhibition is that right exhibit exhibit yeah care careful very very careful your life what this what this is for is really kind of an outline of how we treat and deal with Student Records um so this is really at the school level um with our secretaries and assistance on how we go through the process so we will meet I've sent this out to all secretaries and said if you have any issues let me know if this is
090not what we're doing let me know um but I didn't hear from anybody we will meet with the secretaries to make sure that they're no gaps or holes in how we treat records uh you can imagine Student Records are um very confidential only certain individuals should ever look at them probably the only thing that's different that we haven't done in the past uh at all cases is if someone requests to see a student record including a parent um we just need to have them sign that they saw the record and for a reason same thing with uh School employee if they want to see a student's record they should just indicate they look for it and why um not all student not all employees have right to Student Records only those that deal specifically with
091those kids so there is some protection with those records and uh like I said we've never had an issue but we just wanted to make sure we are update and and uh we've talked about this any questions on Joe no jo Joe okay yeah see if I can find the next one Title Nine is it the newest version of title n yes hot off the press well that's not it okay here it is sorry um just for everyone's recollection if you remember this is really not that long ago that this was before you um originally I think it was 2122 is that right Joe was that when it first came out um um and so this is modification um from the federal government so while the big changes uh probably again a nutshell this is
092scary and kind of a mess all over um but since 2021 we've only had a handful of situations where we've had to follow this policy and I would say that we've received training to a level that that uh we handled it quite well anytime There's a sticky situation with sexual harassment or now it's sex discrimination um we bring an outside investigator in and so if it's a significant claim with the staff member on a staff member or staff member student um we bring in someone from the outside that support us in these investigations experts from the outside and they've been uh really pretty good I think we've only had two that have gone to all the way to the end and the result was positive um so if I can oh if I can what
093I'll try to do is just kind of Hit the big points and the big changes um we're lucky that Mr Williams and uh Dr Engles seem to love this stuff so we sent them to we've sent them to weeklong trainings and um I actually participated in a one day training so we could update these policies we've tried to include everything from the new update to clarify we really didn't leave anything out probably more than anything we have more information there we need to make sure we're covered in terms of all these new terms um really the scope that has changed is they've made some things a little more challenging in terms of sexual discrimination and then they've opened up some things in terms of sexual discrimination um there used to be a very cut and
094dry these are the explanations for what sexual discrimination is if you don't hit those marks there's no need for an investigation we kind of open those up a little bit um and so it may be more open to more sexual assault sexual discrimination claims um there is a lot there so what I would encourage you is take some time read through this um this like I said we did this this afternoon um and so Mr Phillips hasn't seen it I'm sure he'll have some additions um the uh cases down at the bottom are not quite accurate yet because we just like I said made these changes but um relatively our old policy was really pretty good and so we just had to make those fine tweet changes the scary thing with Title 9 is I
095don't think the feds are done I think you're going to see more and more title mind regulations coming um that will be challenging for a conservative Community like ours and so we will need to be aware of that I think we all we're all clear on what the law is but at the same time I think as a board I believe you're very clear on protecting the rights of all kids and within those two I'm really pretty comfortable and that's kind of where this comes down I know that's pretty loose a lot of information short time any questions any concerns anything that we can do as we move forward done a lot Mr Phils will have this tomorrow and once we start taking the parts we crossed out out and looking at how F folds
096I'm sure we'll have some changes for next month this is another policy that's required to be in place by August 1st so second reading is scheduled for July the state of Wyoming has filed lawsuit against this new information the challenge we Face our number one policy in our handbooks is we have to follow federal law so it's still a law even though Welling is suing if there is an injunction um then we'd follow the injunction but right now we have to be in a position where we can have this in place by the deadline is that fair Mr philps yeah that's right ke going yes okay um the next group deals with graduation and I can see them I'm just going to pick them out as they come Ika is our early diploma if you
097remember we had a student that was able to get an early diploma to get that they had to come to the board and petition for uh an exception to policy um principal Lester and his staff went through this and felt that the additions that you see in red would help them deal with this they have not um it still is a six semester seven semester requirement seven semester requirement um and now you can see that there has to be the specific reasons why you're applying for early diploma um are there one thing we probably do need to talk about originally the early diploma policy is when you were awarded the early diploma you gave up the right to walk the graduation so that probably needs to be specified in here haven't had a chance to
098talk to the high school administration as if that's what they want uh it kind of seems that where we've gone is if a student has reached that Mark let them walk that's I I think that's the case and especially if they're doing one of these things and they're there's so few of them they still deserve to get what as an ex High School principal the scary thing is is you have no connection to those kids so in terms of their behavior at graduation if you really have nothing you in theory had connection with them for seven semesters seven semesters but again that very last graduation ceremony they are truly emancipating from your school district there's no consequence that face for poor Behavior but I have to ask myself what are the odds that a student
099that would Excel be accepted in one of these programs would be one that you'd be worried about their behavior and we haven't had any exceptional actually it seems there's been more that said I'm done I'm out of here because I'm they be in California in school so they didn't come back and bl at graduation so again it's it's Case by case that part of it um I was glad that the individual that uh was successful after six semesters wanted to walk because I think it graduation from high school is an important step in your life and I think it needs to be recognized so that's kind of where we are with that sounds like the board might not be interested in an addition to the policy that says they can't walk okay I so that's
100policy uh ik Ika going on to ikf now ik F F this is our graduation requirements and um I can tell you that the high school over years have kept up with this document just not at the board policy level so we went through and made sure that we're we have all the correct terms um actually the body of evidence was on this that red is where we took the body of evidence out that was around when I was principal so U now it deals with ADV advocacy what's nice is we've had a seniors in the past that have challenged us that they're no way in policy talks about a senior project well there has been but it's on the other one that we're going to talk about so so now it's pretty clear senior
101project is required made it pretty clear there is a document that you'll see in a minute IKR which actually shows stepbystep what's required for the senior project very well done very clear that uh what's expected is a freshman sophomore Junior and senior for that senior project and um in terms of a graduation policy that meets the standards of the state um we tried to simplify in some areas but remember this policy sits with a course description book that describes all these coures that are required so when you hear terms like baskets of good basket of goods that's what this is referencing this shows the basket of goods doesn't show the success curriculum that's available which is a higher level um because this is minimum standards to graduate from the state of one and M the
102difference with Horizon that you see is Horizon has 10 1 12 credits Less in terms of elective credit so that's why we talk about a comprehensive of high school and then Horizon which is an alternative so that's the difference questions on ikf this is an important policy um I'm glad to see it updated and and now pretty clear I think everything's required what advocacy is we Tred to get all the language out that had 21 which was the pass program and body EV does that still like are we still making sure everything in there is included like for halfway stuff that's success PR okay one more yeah IKR is just what I mentioned before these are the requirements the advocacy requirements for the senior project you can see that they've outlined it by freshman sophomore
103expectations they are quarter credit all the way through with final demonstration of the senior project and uh again then if you've been up and watch those they're pretty impressive I think the kids do put time in them for the most part some don't but that's what happens at school but I I think it's something we should be proud of our senior projects in terms of a demonstration of Competency on those soft skills that may be hard to see in the classroom so that is those policy ikf IKR Ika that's all I have nope for now for now yeah moving on to discussion items Rocky Mountain Power [Music] easement I just assume members want probably do so chairman Peterson members of the board um Rocky Mountain Power is I think joining the rest of the um
104utility companies and trying to upgrade the utilities within our high school and so with that um naturally when the high school was built there weren't easements or anything orchestrated for our utility companies that they followed at that time and so um trying to keep them in compliance but then also allow an opportunity for them to upgrade Services um Rocky gun Powers come to me presented kind of briefly what they'd like to do and there might be a little bit of confusion so I'm going to go to the last email that they sent me and really quickly kind of describe what it is that they're wanting to do so currently if you were to look at our high school the way our power comes in actually comes in off of Cheyenne Drive up Red Devil Drive
105cuts across the grass there at The Jock lot follows the um foot ball field kind of parallel then jumps kitty corner to the bleachers um and follows that in between the shed and kind of the cement drip pen and then cuts across the back of the new shed we put up and then comes into our power um right there at the top of the hill that is all direct buried um was put in when the high school put in so it's been there almost 40 40 40 years um there have been occasions where we have unburied it there's been occasions where others have unburied it and um naturally being direct buried it can be a can be a little bit scarier than at least if something was in conduit um and stuff with that what
106Rocky Mountain Power would like to propose is actually bring so this is the South Stak center right here where they've got a box and they'd like to bring conduit they actually have conduit here but they do not have an easement with us so they'd like to have an easement that pretty much grants them so they can get on to the um to their conduits there and then continue that easement right here on the corner of Twin Ridge um and Bodine and then up the back side into the grass area along here up to this point at this point they would jump into the asphalt and they would actually parallel um our blue storage sheds our drip pan gas line is over here our new water line is over here and actually this is kind of
107um our storm drain here they like to parallel there until they can come into the box put a um conduit and then bring in new wire which would be a benefit for us if we ever need to upgrade Services the other benefit for us is they would actually end up putting probably right about here a box so if there was any services that we needed to do in the future so if we decided to do something in in this area here or ended up doing something on top of the practice build it would actually be an excellent location for us to draw up another Transformer and be able to increase our our services in our capacity so that's kind of been a nutshell um what Rocky Mountain Power has asked um and asking basically for
108the board to grant them an easement that would allow them to bring this conduit in and upgrade those Services as needed are there any questions um from you as a board with that this is something you would recommend I would highly recommend it my biggest fear right now is that direct buried original Power that's right there and if there was anything that happened to that our high school would be out um and and it is a lot more difficult to be able to repair that than it is something in in conduit and so yeah this also creates a loop um not only because what Rocky Mountain Power would do is they would come in and then be able to still continue to use that existing um line but they they actually would have an continuous
109loop around the high school and so if they need to shut off power um over there by Big old tires for some reason we don't lose power but they could redirect it this other way and vice versa if something happened um maybe at the Care Center just down below the Stake Center there they could redirect power the other way so to me it's a it's really beneficial and what it has done for our utilities now um if this goes through we'll have a brand new water line from cheyen to Bodine all the way to or um Twin Ridge Bodine all the way to cheyen drive the gas company last last year came in and brought in a brand new gas line and so we have brand new gas Services all the way in cluding into
110our building and this now provide us upgraded electrical service so so it is truly a win-win for for this area and for our high school hey Jaren yeah can you educate me a little bit coming from the it side when you open a hole like that you put in a conduit for future use is there anything like that when they do a utility like that so that we wouldn't have to tear up all the asphalt again if something if we added something or something went bad a blink the thing is when you are granting a e to the power company they're not really thrilled about running same utilities within their power when you go to dig and excavate and stuff that would be the only thing is is running something within that same trench by
111the the power company interesting you should ask that question we just discovered um a similar situation so as they're adding the water line up um Red Devil drive right now um just past well probably about 40 ft from the coming into the jock lot or the north parking lot there there's a white 4in piece of pipe we don't have any clue it happens to parallel um Sentry links phone line and what used to be what Wind Jammer or before Wind Jammer they their coax we don't know what's in there I'm tempted right now to cut the the top of it off just to kind of see what's there um you ever heard of Pandora's Box I'm really H2S I can guarantee it's not H2S it's not water but um what happens unfortunately and is people
112you'd love to have really good red lines in your stuff but people forget to Mark red lines and so right now I've got a conduit that's going up cheyen drive that I really don't know what what's what's in it who owns it who's part of it is that ours is that somebody else's there's no easements for anything is it buried is it buried it's buried How Deep by the waterline it's it's well it's above the water line it's about uh I'd say about 30 in down not the arrow is it no that's a pitch soting so one question on it yeah 100% for this right yeah but we're going to vote on an easement that is looking to me like it's a blanket easement is there an actual exhibit or a legal description of the
113easement um describing what it is or is it just going to be we're going to give you the right to run through our property I'm no so Ryan um who is in charge of this from the power company sent me this late Friday and I said hey I've got a board meeting if you're going to proceed with this I've got to get this in front of the board we will then have um Heather from the power company who's done our easements before she'll put together a formal easement I'll have Jeff take a look at it it's not any different than the easement that you guys approved um I'm tring anything oh for them to be able to do the work for the domes and stuff like that so um we'll make sure we have the
114right legal jargon that describes hey you only get this section and it's um I think this section we could probably say is about a 5ft easement what I really like about this easement is that it is in the grass and not in the asphalt as much as we could keep it in the grass originally he proposed going in the asphalt he wanted to actually use the same trenches where the water line and I I said I wouldn't encourage that I said but you need to visit with lwis and Lewis cuz they're the contractors and I said you need to get permission from Gordon since the city would be taking over and he's asked that there's at least a 6ot separation and so this definitely gives us a 6ot separation so anything that needs to happen
115whether it be the Pacific Power side or the city side or Quest our gas Dominion whatever they're calling themselves today so each one of them kind of have a have an easement within really a a I'm going to say about a 12T section um in that area so yes what's the timeline this summer they want to do it this summer they're going to naturally wait till our water line gets done um and then they've actually Kent F was the one who said hey has Ryan talk to you no oh this is what they want to do how how Brian talk to me so they've a subcontracted camp 5 to come in and he'll do the trenching and get everything taken care of um can you ask five to think that true about grass sorry it's
