I can come up with something Dan there's some box lunches in there that y'all can have okay thank you [Music] m well almost waiting on the PO right I wondered what was taking so long with that yeah soai so should be tonight hey John grab a sandwich grab a sandwich than forgot I have okay hopefully take sure for I e is for e for okay so I love this only thing I'm wondering you put all those um the other ones that were like original on there yeah which I like that you did some of those as well I just won't be able to print them on [Music] clear cuz if I print them on clear they will be um clear and so whatever colors underneath is going to show and I can't print all the

other ones on white because if I print all the other ones on white well and okay so all the other stuff looks great yeah if you just replaced them all with the the black ones on this sheet and then if you did another sheet would would just the other ones on then I could print those all on white um I just have to be super careful how I cut them out so they look decent you'd have to be super super well you'd probably have to go out a little bit further than you typically would so that you're cutting right on that line and not leave any of the black okay what do you mean oh yeah that's true that would work and I I love how you did the bottom D that's exactly the way

it look on the other thing cuz when I first saw it I go I looked at the M's I go oh I think the M's were completely um vertical but they're [Music] not yeah that's so much better than those other ones and even these Tonka ones the decals are more exact act than the other ones so on what the bottom DB no I think it's fine no and I've actually seen a couple different fonts on the original ones but I haven't seen any original ones with the font that the guy sent me his in right y I love this so all right thank you okay I've got them open in um um Acrobat Pro right now oh that's true oh yeah so it doesn't bleed well and I got um laser copy or there was

two kinds of decal paper yeah yeah super expensive ones yeah that's what school yeah that's why I got cuz I'm used to really well I guess I'll see if I screwed up Hi how are you good how are you doing well thank you I know I guess we'll see I treat you good so to be expected yeah exactly well that's good yeah well okay I guess we'll see I SC I just thought hi Miss Linda how are you good how are you good um Marty or Marty oh my gosh that Marty I'm always used I'm so used to no how I know that Smith he was asking me about positions and who he needs to talk to as far as like the I told he's the new Apex oh all right cont okay he did

yeah he wants to do something okay all [Music] right I did I told them you we don't have to F come so you know I don't don't know what I'd ever do from 6 to S you help the truck but me the Gs are so used to doing I wonder if he should just get hold of it Dennis or something into CIA CU they get in like at 5 6:00 in the morning and they're yeah they work in the evening so if you want to do something possibly get something that would work from 4 to 8 or y That's why I could get off go right there and then get out I have volleyball the night you say so I do want to try and be out by 7 but yeah he asked me and

I was like uh Linda and then I was like uh yeah he and then I couldn't for I was like I'm having a brain fart on our last name and then he goes is it G and I go no that's Katrina yeah he contacted her and she gave me the emails okay and I was like Martin pretty sure it's Martin yeah hi what up sir how are you guys good how are you doesn't sound very good you're losing your voice I'm talking too much it didn't sound that scratchy yesterday when I saw you huh I said it didn't sound that SC y I know I think you were arguing today right Diane's not even going to respond to that who our who what I said we were arguing oh yeah in our meeting yes well

you didn't see anything yeah that's true at that point I didn't you got thrown under the bus at one point but well yeah I'm used to that with Dougs [Music] we have this kind of relationship all the time so for I got a phone call and about my application in the city and I was like what so I was like questioning like did the cour is what about our license liation and everything has been to go I just go down and give a c check they said that the only thing is is that we need to make sure that sign and on so like so I'm to worried about it cuz he was like do you have garage or do you have shed both they have J has 11 sh [Music] ch [Music] for some

my gosh today is Shing I don't know how you pleas do it freshman are hor I'm in the elementary I know you there freshman it's only freshman you're pretty much almost there oh my gosh they I sub today and they were absolutely horrible hey Bubba hey there how are you doing good how are you good oh my gosh I'm just like you guys are wearing me out just been talking see a lot of people um middle school so hard we how are you doing how are you well need your support today world so I didn't teach him I just dealt with discipline definitely all right how are you doing okay good to see a little bit ago I want you to put me in front of that list right at the top oh you could

ambition to do it right now or not yeah we we that's why we were late we were doing a lesson study and so we used that for their yeah we've so I just need to go through it I can add a bunch more things [Music] on already know what because sometimes when they do um the first day of a learning T where they're doing for two or three days and you're supposed toore based on perc of students who got it that one's always a tough one for me and for that given time um recognize that today is only going to be a two right and and so and so with that being said I would say okay you're here but now what does your evidence show after the third right right and then you could

go in and do another one and say evidence was provided that yeah I could do that but I told him I said you guys are going to be observed a whole lot more time so it's not really to change the final outcome right I they know me well enough a what are you doing just live in the dream I'm right with you I hope that wasn't it's good things about you so thanks fun I haven't even got to come in your class since last spring but that's cuz I have to go in everybody else so you mean like when we did that lesson study yeah that's long time I know well you did you watch my teach in September when I did this recent lesson stud no because I they had me down to do

we just we don't need that actually we can have a is the uh I was think board attorney yeah we could do a is the board attorney B would be the student discipline yes okay do we have a motion to approve the am uh or motion to amend the agenda as modified well just no right now I need a motion to amend it the way I've described so second and any further discussion all those in favor say I I I now a motion to approve the amended agenda so move Caleb okay second second B Christa any further discussion all those in favor say I hope I didn't confuse the whole world um but what we do now have is a consent agenda um with one less item so let me read the consent agenda items

in the high reliability schools who's is that Jo you'll be off the screen here for a minute while they [Music] present start Madam chair members of the board appreciate the invitation from Super intendent Rigby to be able to present to you on our work towards certifying as higher liability School level two um which is um our goal is that we can demonstrate that we have effective uh effective instruction in every classroom what I'm handing out to you right now are just the six indicators um that our reviewers from arano Institute will be reviewing to say um number one have they they continue to work on on level one which is safe collaborative schools we have definitely that's not going to be an issue at all um and as well we're feeling like level two is

not going to be an issue at all when I come back to that idea of effective instruction in every classroom at the two middle schools um EMS and DMS um principal Christian a myself and dean of students uh Rick O'Driscoll together we started last year what are called um lesson studies and it's where we get together with a Content team we plan a lesson with them and then we actually teach that lesson um and then debrief after each lesson um David Peterson's wife participated in today so if she was in a good mood today it went good if she wasn't um but um who's going to uh start uh this conversation of what happened at the middle school as far as lesson studies um I want to introduce to the board Riley Burger um it's

her first year at Davis Middle School but did I say it wrong what oh I thought I said something wrong just look at his Smiles look this smile here so um Riley Berger graduate of U Meadows Elementary graduate of Davis Middle School graduate of Evon high school graduate of the University of Wyoming a store scholar through Teton science and on a scale from 1 to 10 she is a 10 on teaching this year she is doing a phenomenal job so she's going to tell you um how lesson studies are helping her instruction Perfect all right Madam chair members of the board I'm getting used to that I'm new to this but for those of you who don't know me I'm Riley Burger I went to school grew up born and raised here in Evon and

I loved going to school went to school with Nate um um I loved it here and I love teaching and working here even more I didn't know that was possible but my last couple months here have been great um I was asked to come here and talk about lesson studies a little bit now I was student teaching in Casper Wyoming when I got a call from Mr Brown right after I got hired if I wanted to do a lesson study with Barb Jeffers which she taught me master teacher I was like of course Mr Brown while my heart was like pounding over the phone but I am really proud of myself that I said yes and did it um so I've done two lesson studies so far the first one I did was in May

um it was before I was even a teacher here before I was a first year teacher so I did it with Barb Jeffers and then the 8th grade science teacher at EMS at the time Amy cumington and it was a really rewarding experience to be able to see it from the teacher point of view especially the planning piece of it watching how plc's worked cuz in college we got a lot of the teaching side of it I never really got to see the meeting and the planning and the PLC process um and actually a lot of what I watched Barb do I pulled into my classroom today so really rewarding experience to be able to do that before I actually stepped into my own classroom and then I did a recent one in September um

at the end of September I did one with Derek haer um David Mitten the new eighth grade science teacher with me um Ashley Graham and then Chris and Eric as well and I have to say that was even better than my first one maybe because I had been teaching a little bit longer um but both very different experiences the one from my recent experience that I pulled that I loved was actually um my confidence in teaching like it was just so nice to be able to hear good feedback no criticism but constructive feedback about what I did well and it was just a really rewarding experience and I came back into my own classroom knowing that I could do this and that I could teach so I loved every second of it it was fun

and I really loved that Chris and Eric were there with us the entire time um not only there to Planet but they taught lessons as well so it's really cool to see them maybe at the I don't know if this is the right way to say it but the same level as us so valuable experience all wrong yeah exactly raised up exactly so no valuable experience all around I loved every second of it um and I'm just happy that I get to be here and be a part of this District it's nice to see our students coming back I know I love it it's fun awesome thank you [Music] thanks Madam chair members of the board uh my name is Brad Francis I work at Evon High School have the last two years started at

Davis for 5 years but I've been high school two years and it is my pleasure opportunity to talk to you about high reliability schools level two when I was at Davis Middle School helped with their High their certification for level one um and really excited about level two and effective instruction it's what I care about most as a teacher and where I want to get better and I think where all of us should get better as teachers as well and so um you call it lesson study right we did something something similar this year in fact last year as we were looking at everything we needed to do for level two effective instruction we thought okay indicator six is one where we might need a little bit of growth and work and that was um

observing other teachers right getting in classrooms seeing what they do well right going to our Master Teachers in the building and and stealing from them because that's what good teaching is that's what plcs are right stealing the things they do well and implementing it in our classrooms and so we had the same sort of opportunity and I want to talk a little bit about mine with uh Mr Lester and bayy Anderson we both teach AP Language and Composition and we did the whole process together the beginning the planning Mr ler was there with us as we planned a lesson he was there for each one of us as we were um trying to teach that lesson and the cool thing about professional learning Comm uh communities and our little groups that we're in is that

you can teach to the same standard in different ways and that's the way it should be right we're all different people we all teach differently but we both had this same goal that we're getting to and Bailey's like I'm going to go this way and I said well I'm going to go this way and try that out and I was able to sit in her classroom and watch her do it a different way and you know what there's some stuff she did better than I did right and I was like should use that next day it was in my classroom she came into my classroom she found some stuff that she liked and she's like oh you know I'm going to use that in my classroom right and so then we got to debrief and

talk about those differences talk about where we were effective where we fell short a little bit and like Mr Brown and Mr Chrissa not having him along the way it was the most effective evaluation I've ever had if it wasn't eval it didn't even feel like an evaluation It Felt Like Us learning and growing together honestly uh in that instructional around and I'm looking forward to the next one too now as a member of that committee um we meet twice a month for that level two certification we met this morning actually and uh set out a timeline and a plan and divvied out some of the work for those indicators and we are set to be ready before um the review so we're looking at being done by February with all getting lagging indicators um

or evidence right for all the things that we're doing on each one of those different sections for level to and we're in a really good spot what we found out is we're already doing all that stuff right we just need need to collect it now and one of the main reason main things that we're going to do to collect is to record video there's nothing better than sitting down with teachers who have been through the process that can talk to the camera and let let the evaluators know what we've been doing right so we will get survey data we will get um uh agendas and plans and things like that to submit but we're really focused on those videos and finding uh where effective instructions happening in our building and and what we know and

what we can already do and just showing the people that we're already doing this stuff and we're well on track to be certified for level two thank you so much so Mr Francis I have to confess I didn't recognize you without your long curly locks I well I cleaned up a little bit but I didn't get to the mustache so I'll get there [Music] eventually sorry hi hi so we're kind of working a little bit backwards um I'm really glad that the middle so Kimber festler principal at Park representing our elementary you made the newspaper C yes um so I I appreciate their perspective on the lesson study aspect and I'm going to talk a little bit more about that the way I've kind of formatted our presentation is around each indicator so um it

would have been beneficial for me to go first um so just kind of a quick overview what is high reliability schools level two so as um Mr Brown talked about we were certified in level one which is that safe collaborative environment and level two focuses on effective teaching in every classroom um so to kind of start the work we use some pre and continuing surveys to support where we as a staff needed to focus our efforts more um and then as an elementary admin team we have a standing agenda item every um Tuesday at 2:30 when we come together and just check in with each other to see um what all of the schools are doing in an effort to reach the goal of being certified by May 2022 so that's kind of a little

bit of the background um work that we've done so what are the indicators of there's six indicators for level two um and I I'm going to go over each one so I just that's just a reminder I'm not going to read each one of those two that's okay well that's what Mr Brown gave us too okay perfect okay good then I will skip that um so 2.1 talks about the school leader communicating a Clear Vision as to how instruction should be addressed in the school and um some of the example pieces of evidence that we've cre created our um a model of instruction so we use the focus teacher evaluation our new teacher evaluation um model um and then what we did at Clark and some of the other elementary schools and maybe even the

middle and high schools um we took those elements and and as a guiding Coalition said which one of these are really important like what which one of these should we see and hear every day on a daily basis which one should we maybe see but maybe not see and then what are some things that we should never see in in classrooms and so um as a school we determined those and then this year we took those the our model of instruction and blew it up into large poster size um pieces of paper and every teacher at Clark has them hanging outside their door with the with and as you can see from Mrs Nelson and Mrs gugs highlighted their growth elements or and then if they weren't on there then they added them to the

may see in here um part of it and then also another piece of evidence is just the survey data do do our teachers understand what the predominant um instructional practices are at our schools so um 2.2 is support is provided to teachers to continually enhance their pedagogical skills through reflection in professional growth um with the adoption of our Focus teacher evaluation model it has a built-in growth plan which has made it really easy to determine what we picking a specific element and then setting goals around that and working towards getting better at that that focused element um so each teacher has a written statement and plan and goal and then um as a staff we have the chart on the top right the yellow chart those are all the elements and then underneath are teachers

names so those are each teacher has selected their growth element and then that's something that on Monday mornings when we have um time or built-in time uh they they have an opportunity to get together with maybe somebody outside of their teaching team to look at a focused element and so it is that idea of professional growth within the the school day the work day um and then the bottom chart is just a a way to support that growth with reflection so how how is your instructional growth goal going and then it's 0123 so we did it in October um and three is it's becoming part of my practice two I'm trying it on one and zero I what growth goal element um so you can see that so um we're a little bit of ones

a lot of twos and then some threes we'll do this again on November 15th so that they have an opportunity again to reflect on where they are with their plan um so 2.3 is predominant instructional practices throughout the school are known and monitored and so this um is a little bit harder to show evidence um but we found a fun way to do that so at Clark I have the opportunity to have an assistant principal every week and that is a student that's selected and um what I do with that student is we take our model of instruction into classrooms and we just look for all the things and before we go in I explain to them these are this is what this means or this is what it might look like and then as

we're in there um we usually go to the if the student has a sibling we usually visit their class their siblings classrooms um and have an opportunity to look at what's happening during instruction time it's really interesting because when I first did it the students you know with their little clipboard they were more excited about the clipboard than anything and the badge that I make them of course um but as we as I've as they've seen these posters in our school and they're kind of connecting teachers are kind of talking about like I'm getting smarter at my work just like you're getting smarter at reading or math or whatever I'm getting smarter at teaching um they have a it it they kind of look at it a little bit differently and so um they they

we mark it off they make notes like he was really impressed with um the good decorations in one of the classrooms oh that's what that word thank you I like it um and then and then the important part of this is then I scan a copy of this and send it out to all of the staff so that with kind of a description these I visited we visited three classrooms these were the predominant instructional practices that we saw and then I use this information to say like okay we haven't I haven't really seen like um some like communicating high expectations or something like that so I can plan our Monday PDS around that so that it's um an opportunity to learn about that if it's something that's not predominantly seen so that's just an example

of um 2.3 um 2.4 so we stole this Mr odris made these for all of the middle school and then High School teachers and then um we we took it from him and Dr Engles had a made for every every teacher so this is basically the FTE in a in a binder form it's got every protocol in it there's also some important like other resources that we can use but this is really the hard of the the 2.4 teachers are provided clear ongoing evaluations so um and I'm just waiting for a text from somebody to say to cut it off so I'm going to try to go through this my pH what's your number that was a joke don't I couldn't avoid that one um so indicator 2.5 is teachers are provided with job embedded

professional development that's directly related to their instructional goal um and so this is where te again teachers can describe the professional development that they are receiving um they are sharing a lesson around a specific element kind of like what they had talked about with the lesson study I can say that um I'm I'm really proud of the work that's happening at the middle school and high school around the idea of lesson study I think it's it's really as for irational and um I at CL at Clark we're not quite there yet that's something that we're building towards I know that my colleagues at the other elementary schools are also working towards that and have done some really good work around um lesson studies but I think it's an absolutely advantageous wonderful opportunity learning opportunity for

everybody involved and and it's really seeing that PLC work go full circle like from the planning to the teaching to the reflecting and all the way around so um I think again just to kind of reiterate what they had talked about these are things that we're doing already and now it's just a matter of kind of highlighting it focusing and and making sure that we're doing it at the best level that we can um and then the last one is um teachers having opportunities to observe and discuss effective teaching so again it goes along with that lesson study idea um another idea that's a little less formal as the idea of a pineapple chart and that's something that my guiding my guiding Coalition at Clark we've talked a lot about that idea of having just

kind of an informal um here's what I'm working on this week at this time if you have an opportunity come in and see what's see what's going on um and the idea around a pineapple is that um welcoming hospitality and so that's why it's called a pineapple chart but um so I think that that's kind kind of the the measurements um stick that we've we've determined at Clark is that when we have a highly functioning pineapple chart in our work room we'll know that we are living this um 2.6 indicator so um just to kind of close again we're working hard every day to ensure students are learning at high levels and these indicators are really supporting that work and kind of helping us find missing things or places where we can grow um and

it's it's a process that um I appreciate because it's causing us to reflect and plan and progress and measure our Effectiveness and then if something's not right I met with my guiding Coalition last week around um indicator 2.3 and there was some questions and so it was great to say okay so how can we address this we'll use amend PD for that and we'll figure we'll figure it out and um be able to show the progress that we're thinking towards that level to certification so I think that's all I've got yep that's it that's great well is that so are we they represented us very well I think I think they did a fantastic job and I'm actually very excited to hear that we're we're going to meet the goal guys I sounds like we

are I think we're going to so how soon can we determine if our test scores are going to directly reflect the level two certification is it going to be a year or two go ahead Mr so I will just say this that the indicator that I look at which Mr Rigby knows well is well and it's Kimber that introduced me to it is school Digger um and it is a nationwide look so if I'm Moving to Wyoming I can pull up school Digger um and it Compares in Wyoming um school to school so I can look at the 80 middle schools in uh Wyoming and I will tell you that over the last six years if if Brad remembers when we first pulled up school Digger we always look at school Digger at our initial

PD we were out of 80 student Stu out of 80 middle schools um we were 43rd uh our very first year we then went to 32nd or 34th then uh Davis and EMS last year at 28 and 27 and this year at 18 and that is specifically looking at your demographics your percent of kids on free and reduced and um your your y top scores in math and literacy so an outside institution looking at us we are we are clearly showing those indications already perfect cool thank you if you look at our impass there uh the elementary moving in Middle School uh for grades K1 and two with the report that I just sent to the state uh with our our scores in the in the fall that represents a screening of the science of

reading and we were collectively right at 80% of our students that were on Benchmark unheard of the people at mclass had called two or three times and we have a really great relationship so they said wellow what are you guys doing and especially as you look at Co post not quite postco years but the years that really hit us hard and to be able to do that tells us a lot about the effective instruction and the leadership that's happening in those schools we already seeing achievement yop is one mejor and we look at yop and we see ourselves continuing to increase there uh would we love to be at 90% absolutely but we're continuing to increase and continuing to see that progress terrific thank you guys very much thank you thanks for and thanks for

the presentations yes you did well um we do have school reports on the agenda is there anyone that would like to give a school report other than what we've already heard I mean you don't have to but no my hand's coming up okay good evening um chairman Bracken and um board members um I just want to thank the staff at North Elementary for everything they're doing um this year's been a little challenging with kids in and kids out um and just things that happen in the world and so um it's been challenging but the teachers are working exceptionally hard really focusing this year as part of the whole PLC process is looking at tier three kids those kids that have gaps in their learning and finding that time to meet with those um and hearing

some of the data as they're talking about specific kids with specific gaps that are being closed which is then impacting their learning in the classroom in a positive way so that's that's a great um accomplishment and a great step forward that is really helping our kiddos it's making a big difference for so many of those kids as well as I'd like to thank our PTO and our parents we had a fundraiser and it was very successful um they're going to buy a poster maker for our school the one we had is Obsolete and it wasn't working anymore and so they um are doing that for us so we appreciate that so um and again I want to just thank the superintendents for the work that they do the direction we're going and everything that we

have put in place and the support of the board members cuz it's um making a difference and it's helping our kids um we always talk about as a teacher um for years I was teaching the lessons but now we're focusing on student learning and helping those kids get to that proficiency so um thank you thanks appreciate it anyone else yeah I'm sorry you're I'm not going to look over a Doug though for just a minute so uh Madame chair members of the board Chris Brown Davis Middle School uh just as as uh board member Peterson asked that question one thing that we have had a huge celebration on quarter one just ended we finalized our grades um Tuesday um of last week and our RTI team um that is the team response to interventions where

we looking at we are looking at removing barriers for kids for six years we have met every single Tuesday um and the one piece of data that we have looked at is our dnf list and how do we reduce D's and Fs and I will tell you for the first time ever um if you pull that up on Power School um Davis Middle School ended quarter 1 without one student on the dnf list meaning every student 330 of them passed every one of their classes and it took a ton of work to get there um and then of course the big thing would be now we want to see that equating to 90% on on on the ytop but again initi initial steps um significant steps are being taken to get there so that's impressive

thank Youk [Music] okay um I we are going to move on to our discussion items the first is our Co update where are we U Madam chair members of the board we're doing great I I think we're uh doing better than our community we have less than five students now that have are positive um zero staff members as of Friday but now I hear there's a couple more as of today uh but that's just remarkable but uh we we've done that um very few kids on quarantine very few kids isolated I think there's nine that are isolated due to family spread but in terms of what's happening at the schools now we're getting into the other issues colds flu other than Co yes there are other bugs this year substitutes are are tight but we

seem to be doing well at each school okay what I really wanted to update you on yeah I was going to say what about the co leave um if you remember we extended Co leave for all employees five uh basically Co days and then if they needed more than that they could get five additional with using half of their leap uh what we've seen is the amount of lead that we've taken this year is roughly well almost exactly the amount of lead that we used last year at this time same amount of 9 weeks what it tells me is even though I feel like this year has been more involvement in terms of Co in our schools than there was last year yes my position is we still need this Co Le for our employees

so what I would like to recommend is that we extend this to the end of the year but the caveat is you only can use it once yeah yes so you can't have multiple times of five days Theory you only get Co once in theory exactly so that would be my recommendation uh is that we continue this lead for employees it's it's an easy thing for us to do we have the funds through our es Grant um I just think it needs to continue so that's my Rec yeah that is not on tonight for an action item so I'm assuming you will bring that back yeah I will okay um the next discussion item is our board meeting schedule for 2223 school year mam chair would you like me to put that on the screen

or sure yes cuz okay well I have it I think in my big book here I think everybody else has it on their board docks where is it I got got to get there there it is I found it that maybe those that are online and in the room want to see it what we've done Madam chair is follow the exact same pattern we follow this year so our board meetings are uh the first Tuesday of the month we've scheduled in tentatively work sessions uh we've had to just use one or two of those um other special sessions will be called as necessary um I I want to strike that nsba conference one okay Noti there's a big question mark there d d double CR cross out Tri um that's you know that's usually the

same week of spring break and let's just put spring break on there we don't need to put the conference on there sounds good um anybody else have any comments I agree okay all right we will move along that will be on the consent agenda for next month terrific thank you um uh the the cka discussion items um we did continue the decision to adopt cka until next month um tonight tonight is our opportunity to sort of respond and comment on all of the public input that we had so we just felt like it'd be easier to get all that compiled get all the minutes ready and then have the package ready to adopt next time so um just from a housekeeping perspective this seemed a little better so I am going to open the door

to my fellow board members um to make whatever comments they may want to make on the uh policy Ka the comments that we've received um anything else is this just limited to the board though that's what I'm saying the discussion items is that open to the public no this is just the board this is just the boardra just and administration well yes Administration it's not a public hearing yeah there is a public comment after okay yeah the discussion items but yeah jny you want to go I can or I can I kick it off too and then I won't repeat anything I won't be kicking a dead horse um Madam chair members of the board I've been involved in this since probably pre-day 20 I was involved when it was actually in the legislative session

to adopt 21 3132 um had some con serious concerns at the time those were expressed all through the process um it was approved this began actually with a request from the board to visit with law enforcement so in June 2017 we had our sheriff and our chief of police and other officers that were before us and the board had opportunity to ask questions that's when all this really started we actually started the process of adopting this in November of 2017 when a committee was assembled that took the uh direction of wyomi Department of Ed and a document and formulated our plan based on that that fundamental structure uh from there it's probably history um my point and my concern is as I've listened to the comments over the last four years it still seems that

there's some truth that needs to be expressed and so these are kind of my truths uh number one is we've been told that it's not evidence-based and all along our position has not changed there is not good evidence on either side of this issue especially when you add cka into the mix and our district specifics the variables in other school districts are different than the variables here and even in Wyoming there is no empirical evidence on either side of this issue even though there are lots of Articles and documents and research none of them are specifically targeted at employees that follow the cka rule that we have in place they just doesn't doesn't exist um is there enough evidence to to to state that it will not help my position is there isn't because of

the variables associated with our district and our rule cka they don't exist anywhere else so anyway that's one of my concerns I do believe um in terms of evidence-based we have evidence that supports that um School studs are extremely random and with all the other programs and priorities and plans and strategies that we have in place it's just an additional tool for our teachers uh the second thing is adequate training continues to be uh discussed to me I I think the main point has been missed we're not training Law Enforcement Officers we're not training Sentinels we're not training Guardians we're not training security guards we are training teachers and employees for defensive handgun and if you do look at the research they'll tell you that def defensive handgun training may be the most effective way

to protect yourself so we are allowing opportunity for employees that choose no one's forced no one's even encouraged uh to receive defensive handgun training at a high level to protect themselves and their kids through a concealed weapon so that's hopefully explains our adequate training the training requirements um continues to be a point of contention and to me we've done everything possible to add training requirements that meet any standard or exceed any standard including inviting our own law enforcement to develop those training requirements um I don't think we can do anything more we've had one opportunity to invite an outside trainer into our district that was when cka was in effect and we invited local law enforcement both sheriff department and police department participated with us and even their comments was this reoccurring training was at

a high level and we had to have our employees what do you call it certify using the same standard that they use at the police academy so there is a certification standard in our training requirements um the last thing was uh this idea of training requirements um and discussion was the idea that we just need to have dialogue with those who don't agree with us and my position has always been I have a very open door policy I joke that it's open until it's not but I've been here for four years I've talked to hundreds of people now who are concerned about rule cka that were probably iffy I have not spoken to one of the individuals that have taken the position against this they have come in they can come in and they can

talk I could answer their questions if it's a dialogue that has to be two-way they they have to make an effort we have responded for the last four years to their comments and yet still they bring up the same points and we've explained them over and over again so it's not us the board and our district that has not had open dialogue we have tried we have exceeded the expectations um I guarantee that there's not been a policy or rule in this District that has been vetted more than rule cka we've had more public hearings about Ru CK cka than most of all the other policies put together so we have reached out to our community we have listened we're not turning a deaf ear we just have a different opinion the idea was stated

that somehow we have not asked law enforcement to be involved or to take a position and again back to June of 2017 law enforcement made it very clear that they would not take a position on rule C CK Ka it wasn't us that included them encouraged them not to take a position it was their statement from the beginning they also stated they would help us through the process so for the last four years they've been a very valuable partner but we have never asked them to take a stand on one side or the other because they made it clear from the beginning they would not do that so that's not us that's really us supporting our law enforcement um experts the other one that just now it's almost laughable is that we're continuing to rush

into cka um four years later we're going to take another month to make sure everyone has an opportunity to review the comments and the research and the evidence whatever you want to call it we have done everything possible to put this before the community and give everyone a chance to respond and comment and uh hopefully no one continues to say that we're rushing into this because if this this is a rush I'd hate to see going slow but Madam chair members of the board those are my comments thank you very much thank you thanks J want to start sure um I'm glad Ryan uh touched on the evidence um portion of that because I think you can get on the internet and pretty much find anything in favor or in opposition to whatever you want

I can get on the internet and look at thousands of reasons why I shouldn't get the CO vaccine but yet I can get on the internet and find a thousand reasons and more as to why I should so I think you can uh twist whatever you want to uh find on the on the internet and as Ryan stated it's really hard to say that you have hard and fast evidence when the variables are so different um the other thing that was brought up um is our training and Ryan talked about that we've actually gone above and beyond what the statute even requires um so I just feel like we are in repeating all of this kicking a dead horse because we've reiterated this for I don't know how long um the ammunition standards were brought

up um we took our standards from the FBI and our local police officers and they're the ones that recommended what we use that isn't something that we came up with as a board um it keeps being brought up that our decision as a board is political this has nothing to do with politics it has everything to do with providing every resource available in protecting our students and I personally feel that this is one extra tool that is going to be very beneficial in helping to protect our students um the lock boxes have been brought up several times um and that uh they were purchase strictly so that we could place guns in those lock boxes that is not the case Our intention in purchasing those lock boxes was for what they carry inside and then

they also are a dispatch system so they can dispatch to the police within seconds and we even had that demonstrated in this very boardroom um and those are the main reasons we bought it for now if they get used as a lock box for a teacher's gun that's great that we have that available but that was not the reason we purchased just those lock boxes um we also have pulled um our teachers our community members and even students and the majority of those that responded to that poll were in favor of this so this isn't something that we just jumped into as a board of nine deciding that that's what we wanted to do we wanted to do it right and we put it out to the community and that's the results that came back

um we're not forcing any teachers to carry this is strictly on a volunteer basis and that's been brought up several times um a teacher that is going to go through the training and carry a weapon is someone that's going to be comfortable with doing so if you have someone that's afraid of guns they're not going to volunteer to do this and we don't want anyone that's afraid to carry to be able to do this um they brought up that signs would not be a deterrent we don't have any evidence that they would be a deterrent um but I do know that the um shooting that occurred in the theater was that in Colorado col in Colorado the shooter chose the only theater that was a gun free zone so to me that's evidence um and

then lastly um they brought up that that we view following the law as a technicality because I made the comment that lawyers good lawyers get off on uh technicalities and I never consider following the law technicality um and obviously we are following the law because we're doing what we've been told by the previous judges um that have shot this down um first of all we're not an agency there are no school districts in this state of Wyoming that operate as an agency we have never followed agency rules but we are doing so by following the law because that's what we've been told to do that's all I have to say right now great christe you want to go I'm okay right now okay I was going to let you go I ha to be last

I'm going to comment on a couple of things that were were were brought up especially the last meeting that when Joel gets chance Jo wants to too yeah you want to go before me Joel yeah go ahead Joel you're in theory if you were here you'd be next okay fantastic uh thanks for opportunity I apologize on in uh in West Texas again for work it always seems like these I'm here every Tuesday it's not not the case I have my choice either come this week um for for next week and my son's birthday is next week so I want to be home for that so I apologize for not being there in person um I'm I'm fairly new to I am new to the uh school board and I didn't have very much information knowledge

about cka before being elected I was in favor for from the things that I knew about um just give you some background with me coming on and seeing uh the amount of research um and the amount of of time and how they vetted the school board and my predecessors before may have vetted this policy I I've been very impressed uh but the things that keeps on the focus point on the why is to ensure that our kids that go to school are safe is this a re insuring that this is going to keep everyone safe and this is going to fix all the issues that we have now but I see it as a valuable to that uh we can allow teachers who want to take this responsibility on to have another line of to

protect themselves out the shoulder can you hear me there I think so can you guys hear yeah we got some nods out there okay um just in the last couple weeks I I've personally talked to uh around 50 individuals just over the phone I've kept an open mind about this um the people that I've talked to have been law enforcement current law enforcement current teachers um staff members and parents and just getting their feel of the policy and if they have any questions that I can I can answer the majority of the time I found that uh the people um often give to have a different point of view give me some insight some research I I run into the process um one thing item of confusion that I think was addressed in the last

meeting that I wanted to address in the last meeting was us wanting to arm teachers that one don't know had how to handle a weapon this isn't that type of policy we're not arming teachers that um don't want to have that responsibility we are allowing them to have that take that responsibility if they pass a number of deed procedures policies um to be allowed to to carry a firearm at the school so I want just to clarify that it's not that we're Army teachers we giving it the opportunity for those who wanted to take this responsibility to have that option uh through this process though from talking with with uh the people that I've mentioned before I I we I've came out through you have so many people have great ideas to ensure our children

are even protected further uh out of all the people I talked to every single one of them are in favor for it not a single one has been opposed uh which I think think speaks longest about the um about this policy but they've also said some great Insight that I'm going to take back to the to the other board members saying hey this person has said that we need to do this to sure the grounds are more protected or you know yeah we want to keep let's start with keeping back people out from coming into the school so here's some other ideas that I think were very well thought of and I'm going to continue to to investigate that and bring it up to the future board meetings um just to just to wrap it

up I I I will continue through the next couple weeks talk to people um if anyone has any any questions please feel free to contact me I'm going to contact people that that are opposed to the process since you're opposed this policy just so I can really truly understand and again have a good dialogue uh of of their issues and their concerns because I think they they are uh legitimate concerns and if we can address those and have good dialogue through the process I think it's going to be a a good experience for me before uh before next month just wanted to share that thank you thank you very much Joel appreciate that all right Dave you're on all right um I I I thank Jenny and Joel for their level heads on this um

I'm going to try to be a little bit levelhead but I'm going to go a little bit of different route there was a couple of things were brought up that I took kind of offensively because my wife is a school teacher and works directly within the school system um the one thing I want to point out is uh Mr Dean came before the board and even in himself said the quickest way or the best way to deter an active shooter is to engage him as quickly as possible average response time is 3 minutes 3 minutes is for the police officer that gets through the call to respond to the active shooter it takes 3 to 4 minutes beyond that from the call from the school where the active shooter is to get to notify a

police officer so response Times Really 6 to 7 minutes from the time the active shooter uh engages so we need to do as Mr Dean noticed or or or stated we need to stop that as quick as we can and and as much as our police officers and everybody wants to respond to this they just don't have the ability to and we have to take that seriously and internally of how we can deter an active shooter as quick as we as we can the one thing I want to also bring up was the comment that we are bloodthirsty vigilantes that comment was made you guys remember that comment I take great offense to that we are not bloodthirsty we are not Vigilantes we are here to protect the children of this school system period these

individuals that are going to be trained to take on that responsibility are not going down the hallways they're not actively going after this the shooter that is not what they're trained in and for that notion to be out there is completely defaults and and uh that's not the direction of the cka policy period um the other comment that was made because my wife happens to be small and fr and the comment made about a small and frail third grade teacher stuck in a classroom trying to handle an a a a large revolver or large caliber pistol and not being able to handle it but I'm telling you right now I could not imagine somebody coming into that classroom with a semi-automatic rifle closing the door behind them and shooting at our children with no way

to protect them I would much rather have that small FR third grade teacher have the ability to defend herself and those kids that she's learned to love period the other thing that was brought up you know um the Alice training my wife went through it and there was a comment made early on that was they were scared because they came to the door and there was an active shooter and and the realization that there's an active shooter and it's coming into our classroom but they were opposed to the gun the very thing that would be able to protect them within that classroom my wife went through the Alice training and she says it scared her to death absolutely scared her to death even knowing that that was just a training process she says you cannot

believe the the the fear and Terror that runs through you and uh her comment to me was I am one that probably wouldn't pursue getting a gun but she says I'm telling you I feel much safer if I knew that there was a gun within my school um the other thing I wanted to bring up was was was kind of this and and just they made the comment have you really thought about putting yourself in that active shooter situation and that was brought up a couple of times on the last comments have you really put yourself in that situation have you really thought about it I'm telling you I've probably thought about it more than anybody with my wife as a school teacher realizing what can happen and some of the students that she has

had to deal with that I made this comment to her she had come home wouldn't mention names she says I have a student that is very difficult to deal with he has swas stias on his his computer he has it inside his notebook he is very threatening the very student we find out later on carries a handgun into the school in his backpack showing other students so please don't tell us that we haven't thought this through and we have not envisioned what an active shooter would do to our school and to our students that is just an absurd statement the other thing is I wished and I hope I don't offend people here well I don't care um there's all sorts of weapons out there people can wield knives people are using trucks people are

building bombs people are using buses for Mash casualty the one thing I want to point out here 9911 they used airplanes and on those airplanes they took control of the plane and I want you to think about this would have that situation been different if we had a sky Marshall that was armed would have the outcomes been different um and then and then the last thing and I and I and I appreciate the passion on both sides of this I do but I wish that the passions would go in different directions where's the passion to take on the moving industry where is the passion to take on the mental he Health industry where is the passion to take on broken home where a lot of these ones come from your active Shooters where is the

passion to take on the gaming industry there are several things that factor into [Music] this so I guess in closing I think we know where we stand and somebody also made the comment early on that you guys are all just NRA members and you're just going to vote that direction and I'm not going to ask people on this board if you're an NRA member or not but in my opinion I don't think there's very many here and I think you have to understand that we take the security and the safety of our students first and foremost and as my wife said there are her children and I could not imagine my fril wife standing in front of an active shooter to protect those very kids that we're trying to protect thanks thanks D Dan that's

a tough act to follow uh I'm a lot like Joel in the fact that I was elected last year uh and and really my knowledge of of of what was going on the cka was was really pretty limited just what I got from the newspaper and over the this last year I've been able to see the tremendous research the tremendous time uh that has been spent uh to make sure that this is right and uh this is right for us it's right for our kids and uh I the comments that that Ryan did that we could read Jenny Dave uh thank you thanks Kayla yeah along with really the same lines of Dan talk about I think specific comments have been made and I I agree with them uh I I have to agree with

r I'm getting a little bit tired of this kind of this rhetoric that we're not being transparent that we don't have a good policy it's a great policy uh if people would sit down and read through it and understand it I think I think that the amount of effort that's been put into it uh is exceptional and all for the safety of our kids that's what we're concerned about here that's why we're doing this um along with Joel we're here if you have honest questions ask isn't that kind of why we're here to help explain and and and to represent the community and and I'm I'm sorry for people that disagree but that's what we're trying to do is represent the community and and what they want and what we feel is best for protecting

the kids in this district and so I I I'm grateful for the comments that have been made um like I said it's a great policy um if you have concerns I invite you to sit down and read it it hasn't been secretive this whole time it's been there it's it's public for everybody to read and to understand and I I just encourage people to do so thanks K Cassie okay so I appreciate everybody's very honest opinions and comments you know some of these things are very hard to talk about and are very personal um I do appreciate every single board members um dedication to the safety of our kids um I will openly admit and this isn't a surprise to anybody that I've been here since day one and I've probably been the most cautious

person when it comes down to this policy um that doesn't mean that I support it or I oppose it I'm not throwing that out in this comment but I do want to appreciate everybody's patience on the board to really make sure that we're following everything that that we need to do to make sure that this policy is tight and it's accurate and it's positive um anytime that we have had an opportunity to improve the wording or to look at um a requirement or to re-evaluate can we add this to the policy would it make it better we've been able to do so we've taken lots of criticisms and a lot of you know recommendations and we put it back in this policy because we have taken the time to really look at it and so

I just want to appreciate everybody with the process and we have not rushed through this we have really looked into everything and this board has been very responsive to making this policy the best that we possibly can thank you very much job so um I guess Paul Dean I have the utmost respect for Paul so listening to him I was actually a little surprised he was opposing it um and I really tried to listen especially to him with open ears and and I still picked out some of the pieces kind of kind of like they did there you know the quicker you can engage the less Carnage there's going to be I wish to that we need we had more police officers I wish we had full-time multiple full-time police officers and each school if

that was a possibility fabulous but we know that's not we know it's not an option um I think like we've all discussed it's not going to be every teacher having a gun it is going to be very select few that really want to do this that have been vetted that have gone through all of these procedures to even be allowed to that are going to be re-evaluated continuously that are really putting their own jobs on the line even agreeing to do it in the first place um so you know it it is tough and I I do hear the other side I do understand being fearful of something happening but I still think this is the best thing for our kids appreciate it um you know we I know we've like like the other comments

um this is something that we have been thinking about and processing and doing for a very long time um certainly not rushed but this really started when the state legislature adopted the enabling legislation as Ryan articulated and after that piece of legislation passed we had a board member at the time asked if the board would consider adopting a policy um so back in 2017 we invited law enforcement in as Ryan talked about to really to really start this process and and see if we really even wanted to go down this path um in 2017 and the law enforcement um they were very helpful and very informative and one of the things that was really informative for me was the response time I mean Dave and Christa both talked about quick engagement is critical in these

active shooter situations um our uh I believe it was the chief of police that testified back then in in uh our first sort of meeting on this that the current response time from law enforcement in evst Wyoming is 7 Minutes around 7 minutes on the average in 7 minutes it's over um so at that point in time we really that struck us and we thought let's go ahead and let's see if we can craft a policy and throughout this process I think we had our first public Hearing in um and the you know the questions we get is why why why why are you doing this why do you want to do this and I think everyone has talked about you know we want our kids to be safe and it's more than just it's

more than just words we talked earlier we had a presentation about getting to level School uh level two in our high reliability schools level one that we've already achieved is to provide a safe and collaborative School environment safe and collaborative so this ties in with that High reliability school and this is not the only policy this is not the only thing we're relying on you guys have heard me say a million times this is one tool in the toolbox we we did purchase the the boxes that are now schools that with one swipe of a finger a text goes up and law enforcement is dispatched immediately it reduces that response time those boxes also have first aid kits in them and first aid stuff in them we uh we improved and added cameras to all

the schools um we added we changed the the front entrances to a lot of the schools we made physical changes to the schools we added signage we had training in the first public hearing I believe it was suggested well why are you doing this why don't you do that and one of the that'ss was the Alice training and some of this other training and we as a board said you know what let's do that too because let's do all of it so we did add that um we changed as Cassie indicated we have modified and changed this policy um to really refine it and to really make it where we think it's effective it has been in effect we have had it in place um in between the litigation and everything else has been going

on and it has been effective as as Ryan and others indicated this is a completely voluntary program not a mandate um we invite teachers if they are comfortable and want to do the training and and go through the process to do this I will tell you that this board although it's not required in the statute we added the psych psychological evaluation component to this policy because we felt like that was crit a critical piece and we have had applications rejected because of that component that process works Works um and we have learned over the last four years um what really is effective and and again we are looking at one more tool in our toolbox to really make a safe and collaborative School environment that's what this is about it is not about politics it's

not it's certainly not about the Second Amendment or whether we're a member of any organization which by the way I'm not um and as Christa said we we understand the other side those are our friends on the other side we appreciate where they're coming from we appreciate all that they're saying and quite frankly we've taken a lot of a lot of that information and tried to make it better but it really does come down to as Ryan was talking about G evidence-based evidence-based evidence-based and what's the evidence Jenny's right you can find lots of evidence about how bad guns are that's not what this is about you can find lots of evidence about how great guns are that's not what this is about what this is about is creating a policy for you a County

School District number one to make our kids safe in the most responsible way possible adding this layer we did a lot of research on what are the best tools out there we've had school shootings that we could learn from in cine and throughout this process process there have been others including the Florida one um the president after the Florida shooting convened a very diverse group to come up with policies um that would best address the issue of school shootings and one of those recommendations is that in communities like ours where it's feasible because of our legislative enabling statute and feasible because of our constituency to have a policy for concealed carry of the teachers we looked at all of those uh you know it had others and we are implementing the other Provisions as well

but that was one of them that this that this group made I the comments that we've made in in all of our meetings where we address this and address the public comment I've provided written comments I've provided a list of all the pages that I've looked at I know that that's in there um this is not being done on an ad hoc whim this has been very very thoughtfully considered by all of us by previous board members um and I think we are proceeding at this point in time with what we believed is the best policy for our school district at this time we had addressed the issue of the training of what training the trainers need of what kind of training our teachers need um our standards exceed the state standards our standards as

I said for both qualifying to do this and for the training required exceed what's required by the state and we think that that was important we did that on purpose um we've tried to engage in dialogue all along the way um with our friends on the other side um you know I mean it's it's one of those things that sometimes you just have to agree to disagree um and you know if if the community thinks that we did a bad job by adopting this they can they can vote us out that's fine um but they voted Us in and I think that was for a reason and we are representing that um clearly the allegation that we did not include law enforcement any of this is just factually mistaken I'll just call it that it's

wrong um law enforcement has been involved all along the way um and we are and and we are doing what we we feel we need to um I think that while I appreciate um the concerns and while I appreciate create um the fear I think that this policy is the right policy again for our organization in evst Wyoming and we've we've really tried to take and Implement a lot of the good good feedback with that we've received even from a lot of it from the opposing side and really refine this to make it better so thank you thank you all right we are again I think going to package up all the comments package up all the minutes and then this will be on the agenda for next month for adoption of possible adoption of

the policy M chair members of the board this is already on our district website so they have a link to every comment that has been made by the public it's available to the public anybody who wants to look at all it so I will add this to the page that is board comments to even if it's a link to the Facebook whatever yeah I'll do both I'll add the comments and I'll add the link so have everything but um and then in terms of answering the question of why we um are continuing forward with this policy when there is opposition I think you did a very good job explaining that that's got to be a portion that we recognize and approve next month okay moving on our next discussion item is the EHS soccer field

football track ations Bubba we get Bubba Madam chair members of the board if I may before Bubba or Wally walks up here I made a comment that cka is probably the most visited rule that we've ever put in place on this next issue is probably the only thing that's longer um in 2002 2002 when we started soccer um I asked the question as the principal of the high school where are we going to play and we haven't had a good answer to that in can you can you reiterate the that year please yeah what was that year yeah 2002 2002 200er you're no longer on the big screen big screen I'm going to put you that way so you can can you see that screen if I put you that way okay so Madam chair

Mr O'Neal yeah push your fingers on yeah it's nice and they'll talk a little bit about it but it's it's prevents a lot of injuries y for those of you that can't see we have a box of fake grass up here artificial people in the 70s calling so I'm not from the 7s I don't know when you're from but I'm an 80s baby coach ry's played on artificial turf and it wasn't very fun right coach back in like the old days when it was just that carpet kind of thing oh that burn that was awful yeah so technolog is letting us down but Madam chair members of the board uh picture be better for you guys one of my friends once told me that the worst thing in the world is to have a PowerPoint

presentation if you really want to shut people down do that so I got a few a few uh Pages here but uh really this is idea 1,774 in terms of trying to provide a soccer facility for our soccer kids um all joking aside it's been a long time long process coming up with many different ideas um there's been some great ones some that I thought we would um get past a long time ago but here we are in 2021 and our soccer kids still do not have a dedicated place to play we've moved them all over um Scott e's in the rec department I got thank them for providing what we do have available uh right now and it's it's not bad it's pretty darn good but I'll tell you I sat right in this

room last year at the All Conference meetings for soccer and the coaches were saying they're going to go back to their communities and say that Evon does not deserve to host a conference soccer tournament and not deserve to play home games because we don't have the facilities um and I can tell you that didn't go over very well with me but that's a different story somehow Bubba I think you probably fought back on that yep a little bit uh I'm a big giant jerk but that's okay um number one when Dave said you know his frail wife in his class in her classroom protecting your kids I feel the same way I'm I'm I'm sitting here before you knowing you you guys need to know I'm related to no one in this town that plays

soccer has ever played soccer or will ever play soccer um I'm here because our kids matter and I know you do too you're you're not paid politicians you do this because you love Evanston you love the kids and and that's why I'm here you know and I know some people are going to say well that's a waste of money that's a waste of effort well there's nothing there's no money ever wasted on kids and I and obviously I'm passionate about activities um because I know how activities impact kids how it's impacted me um lifelong so going through the process um really I don't know how to work this thing now um really for me there's no no wants it's needs I truly believe we need a soccer field for our kids it is shameful in

my opinion I've been in this job for 10 years it's shameful that somehow some way I've not been able to get our soccer kids to our high school to play at their school um and I I will tell you this I've had many people remind me that I've not gotten this done so I'm here before you again hopefully this is a little cheaper idea um I think it's a a really great idea obviously it's not a $22 million Fieldhouse it's a field and a track Bare Bones uh obviously it can it can go a lot of different directions but right now our track surface and subsurface needs structural repair um you know uh Mr Dennis has done a great job of putting a Band-Aid lipstick on a pig to get us through with our track

done a great job um if you go out in the springtime and you go to the the south end of our field uh really surprised me last year uh it seemed like there was a 3-ft hump right in the middle of the track when we came out of winter it eventually goes away when the snow melts and the ice melts below the surface and it flattens out um to me it was scary because I you know you think about safety kid coming across the hurdle and stepping on a a track that's a foot and a half lower than where they started and you know what that's going to do to your body so there are things that we need to do to that track no matter what we do here tonight or or in the

near future there are things that that that we need to do the subsurface that we have on our track today is asphalt and because it's asph asphalt when we have heat and we have cold asphalt does a lot of different things um the new track if we we go this direction um and I don't know a lot about this Mr Peterson does that's this is his Forte but post tension is concrete and it's poured in a certain way to alleviate some of those issues great idea works great in our type of climate why they changed all the roads that's to that kind of concrete they have you know every time I hit a bump in the road I think of Mr P you've treated me like a bump in a road I can also tell

you he's not a gun tote NRA member right we're friends I know what he is uh newest technology on the track surface which is good is the health of our kids um there is new technology it's better technology this is not state-of-the-art technology uh we could go a different level uh but we were assured that this is this is what we need for for our kids um the other thing that we'll do and I'll try to show this I don't know how to get out of you have to forgive me I guess I escaped Jar's how do I escape out of here okay I want to go right down here I kind of want to show you our field as it is right now so just bear with me I'm going to go to Google

Earth Here fishing all the time you have one that's got a third layer to it that they've got at uh uh like at Oregon of Oregon okay where they have the national championships okay and we can get that this is this level and then you can put another level on top of it that that gives you that extra cushion so I was sorry for those of you that didn't follow the conversation I was asking that if that's enough of a cushion on top of the concrete to not injure our kids and he was saying basically that's pretty much what they use at the University of Oregon which holds the you know Olympic trials and national championships Fast Track yeah Fast Track yeah so so this is what we have at this present time I hope

you guys can see this out yeah that's good is it good yeah uh this is what we have at the present time and if I if I show you this down you can look here at this field if you look right here in the center if the lights are off you see this a little bit better um the reasons we can't host soccer games on our field there's two reasons one is this pole ball pit here and Runway and this jumps pit here and the runway so it it reduces our field size you can't play on that if you're playing soccer so we have to play inside here along this Edge the question is can we play on a regular siiz football field we can absolutely do that but again I'll go back to sitting

in this room last year when coaches were upset that our kids could throw the whatever you call that that overhead throw that soccer players do and throw it to a goal and sometimes actually make a goal by throwing it and right now with the EMS Field our kids can do that and that was really upsetting to coaches and what the comment was who is there is there anybody here like last year that was there when the Kelly Walsh coach said uh it's like playing little league you guys are playing little league well we're doing what we can yeah this build's good for third graders yeah this builds good for third graders he was there um and so that's one thing oh I'll get back over here I wanted to zoom in when I did I

created a problem for myself um we'll get back over here the other thing that you can see when I zoom in here you can see the dry this is in junee well that and it's humped I mean the football field was hump for drainage so all the water drains off that Crown also creating very little grass if I were to take you out on our field right now and our our grounds crew has done a a fantastic job of taking care of that field it doesn't matter if I take you out there right now that soft stuff that you just touched you're not touching anything soft on that crown there's no moisture and it's hard to grow grass up there it's hard to keep grass we tell our our football coaches stay off the grass

and they get upset we tell our soccer coaches stay off the grass because in Wyoming we grow grass well but we also destroy that grass very very quickly and we've done that we've done that to this field for many years Caleb played on that football field I don't think anybody else in here has done so but he played on that football field it's great it's absolutely wonderful but you can't poost a soccer game because if you kick the ball it's going to roll off so that's what we have down down downhill either direction either direction so um by renovating this Stadium we can stay within this configuration if we eliminate these I can we widen the track so that those are included and then wi Feld two types of tracks okay there are two types

of tracks and right now just because of the cost again we're thinking cost uh we stay with the configuration that we have we can create a 65 yard wide soccer field which is is that regulation just about what everybody in the state has other than Riverton and Kelly Walsh at this particular time Jackson they're 70 yeah Jackson has a practice field white right 72 70 yard wide but most everyone plays within the 65 yards and we can create that if we eliminate these things and by going to a turf field we would create that we would Center the goalpost which they're not centered at this time they're moved to the side because we we created this a little bit a yeah we've created that um so that's that's what we have everybody knows we have

the big burm up here and we'll talk about that a little later but not a bad facility I mean it's really it's really nice I I I do believe it's it's a very nice facility um I don't want to badmouth it because we may be on it forever so it's it's not bad it's maybe all you get buba but we can we can make this better and again it's about providing an opportunity for our soccer kids to play on this field it's also about letting our football players play on what every other 3A 4A kid in the State plays on we are I was told today by field Turf represented we're the only school in the state that's 3A or 4A level that's not playing laying on Turf we are still grass and it's great

it is great it is not top of the line you felt that um I'll show you some statistics here in a minute if I can get out of this well you still have that open another unique issue that we have is we know where all of our home fans sit now during a track meet what's interesting and this is the only track in the entire State probably in the entire western region this side of the Mississippi that when you start in track your 100 meter right and bubble will be able to show that to you it's on the opposite side of our from like where all the home teams usually sits it starts on the visiting side team visiting side you can see the straight away right there okay and as technology and as things

have progressed F you know we no longer use stopwatches and other things they've got really nice cameras and stuff like that it's forced us to do some things to try to adapt and most schools have it because they've been able to put it really close to their Press Box and so that that has also been become a unique challenge for us as we post to track meets to be able to say okay guys get out your binoculars like there had a horse race and watch we have those too 100 m Dash on the opposite side and so that also has be become an issue that we can now Rectify as we look to the Future Okay so going through this I'm make this quick evon's first this would be evon's first soccer surface 22 years

of moving them moving them to the next best place moved them to the state hospital to the practice field to EMS thank goodness for the wreck department Scott we have a regulation soccer field build uh at Bear ponds great thing soccer playing for the first time at our Stadium 22 years I believe that's what we owe our kids my opinion it's safer for the athlete later in the fall and earlier in the spring we're going to we're going to get 50% at least that's a minimum because we're adding socker to this facility 50% more use in our high school football stadium because not only we're going to play soccer there we can play earlier our track is going to be in our soccer fields going to be open for play earlier our PE coaches are

excited about the opportunity taking PE classes outside when they couldn't before uh they they could not now because of the situation um it's just when you look at it the opportunities are endless in terms of the climate that we live in now it's not going to going to be used in January and February for the most part unless we have a winter like we had last winter I'm not counting on that lived here long enough but uh we will increase opportunities and someone I think it was Mr Peterson mentioned um safety injuries are much fewer you look at the bottom one 44% fewer concussions in football alone on on the turf on the turf that's what the studies say over an 8-year period 44% fewer concussions fewer ligament tears uh it's it's a different product

than than there was 10 15 years ago you can feel it uh been there yeah so so as far as injuries it's it's much better what could the the the project Encompass it's a new track field turf soccer football PE surface removing the north BM I haven't even mentioned that um because we would need to to place our pole vault pit in another area it makes sense to us to to put it in that end zone and that put the out this side right here be down in area that's what I'm many many ideas new LED lighting system I don't know so would you completely get rid of the BM so that the the parking from the church can be shared or you would just it would be better it would be better or you

would just extend like clear up more of the burm so if you can Envision this you see where the in the corner where the restrooms are right to the right of that we would start sloping that eventually working to Flat okay where we can use that it wouldn't be removing the burm completely it would be removing enough of the burm that it made that area useful okay um but may would make that parking that the church said we could maybe use more AC cross parking lot yeah so it's it's okay new LED lighting system if you were at the last football home football game we lost one of our banks of Lights uh we're going to see a lot more of that stuff going on with the facility that's getting older we have to replace

the lights new LED lighting um we also need a new Press Box and and jiren can speak more to that but if you've been around the Press Box you probably don't want to walk on on the top of that thing if you look at the cinder blocks and I say all of this knowing that if we don't get anything we still have to walk on that thing so uh if you look at it you'll see there are some things that need to be changed um some some repairs that need to be made sparks flying all over during our football game when that was going out so yeah we we did that's awesome yeah paid for additional fireworks yeah you know we have fireworks at home coming on um I kind of want to go back

here if I can this takes a little while to do what it does take this here try to get this is my email and these are some of the fields that uh that field Turf has done made some changes some of you have seen these but you've seen Casper and atrona with their football stadium here this is a this is more of a track and dedicated soccer field but you can see let me see if I can how do I stretch that thing the green off to the top left don't make fun of me I know you want to but so if you look at this this is one of their field this is a track um little wider field you can see the track is is a little different shape that's not a great

example but you can also see over here that they have a a football field that's also that's also right next to it I want to show you Douglas I think this is a fun one because it's familiar colors uh this is a brand new stadium W in Douglas um they have a football field dedicated football field and a dedicated Turf track uh turf soccer field uh we're we're not at that point not asking for that but you can see um how that changed we wanted that we did we did I I would love to see it but am also willing to compromise let's see if I can show you any more here that might be interesting to you oops got a little starred uh Green River we're familiar with Green River there are our neighbors

to the east this is one of their turf fields this is at their high school they practice football here and they practice track here they actually play at their Turf Stadium that's just down the road this is what ours would look like in terms of this soccer field is the yellow line inside the oval yeah that yeah and I'm going to show you our okay in just a minute but I'm just showing you some of these other facilities around the state there are there are many of them see oh Jackson of course Jackson Jackson has three you uh they have a dedicated soccer field here that's looks like it's truly 70 yard wide they have a soccer SL football field here um they also have these are brand new this is their new football stadium

oh wow so uh there's a lot of this stuff going on around the state again we we're kind of last in line but I just want to show you those and I'm going to show you what they've put together for us so you can actually see what it may look like this is what they've done for us this is what a new um renovated soccer SL football SLP facility this yellow line is the soccer field is actually 65 yds wide uh you can see the football field fits inside of it we still have jump pits down here in the end and a high jump pit or uh area here the one thing that we don't have is we don't have a pole area there's no P VA area available inside this track what do we

do now for p VA uh it's there it's on that on the the bleacher the home bleacher side we have that shared with another triple jump long jump pit okay that runs the other direction we would we would probably put that over here somewhere within the stadium that's that's the goal okay so I'm I don't want to go any further people are going to get bored with with what I have to say and do here but I just want back here I just want you guys to see what's possible and I guess the question that you're all going to ask yeah how much yeah how much well I don't know how much we've not gotten that far this is this is the truth uh we brought in field Turf here was it a week ago

it was a week ago they're the first company that's come to visit us and I've always been told this is what it's going to cost this is approximately what it's going to cost well he gave us a pretty solid number excuse me a pretty solid number about $1.9 million for a new track and a new turf field that's the the total cost now that doesn't include other things that need to be done to make it all work for us uh because like the underlying infrastructure kind of thing yeah you can't just throw a field and a track in there not make any adjustments and make it any better we we've got to we've got to put in lights that has to happen reduce the burm we have to reduce the BM we're working on those

things yeah remember these are just estimates I I put in there up to 3 million because when you start putting all of these other things in there it could cost that much I don't know where Mr Thomas and our board would like to go with it but also don't want to I don't want to say that it's 1.9 million that's all it's going to cost that would be a lie that that would be an absolute lie because there are things that were going to have to do the upper number is 3 million well the I think the upper end would be 3 million I don't think I have no aspirations of going beyond that I I really want what we need now um jiren he would he would like to do zero scaping which makes

sense uh in that area very difficult for those guys to water and mow those burn areas and that makes sense also build a pad so we can put our snow and we take snow off those seels so we can use them I have to have a place to put Snow um build an area so we can have a pole vault uh Runway uh and put our pits in there so we can we can we can host those things those are those are enhancements that some have to be done some are more wants I'm I'm giving you the needs the need is we need a track that we can use we need a soccer field yeah I don't think you have to sell anybody on this board on the need for a soccer field Bubba I

think we're there I didn't think so but on the other side of it last year we went went through this process and our community voted it down they voted the T the the bond down they and I don't think that the bond is a way we can go I don't care if it's for $10 our community is not going to go for a bond they don't want anything more to pay for that's my personal opinion and and you guys can so the question becomes do we have up to $3 million and I I saw my money gu over um just kind of comments on on some of that can we stretch it out over two budgets so um buba did something different this time which I think was extremely uh smart he invited John to

the very first meeting and so the money man um has been involved from the beginning in this talk I saw him over there Whispering yeah so this is kind of where we are and this is truly nuts and bolts of what we're talking about is we do have a healthy carryover our carryover pushes 15% which we know is our limit we know we've got to spend some um that was a strategic move that we made 12 years ago let's say to build our carryover uh we have opportunity and option now to spend down that carryover a little uh we need to um we have the opportunity to borrow from ourselves and I think that's where this would come from if you're talking 1.9 million 2 million let's Round Up um we could put a line

item in the budget for the next 10 years of $200,000 to pay ourselves back that way we can ensure the public that yeah we have a carryover we're still going to have4 million the reserves to cover it but we loaned ourselves the money and pay ourselves back so that's one way to look at this so do we have the funds available to pull we do but there's more involved Bubba already talked about potentially uh people donating their time potential 12 days of dirt work which is unheard of um well speaking of donations I'm going to stop right there because I Once Upon a Time way back when it seems like I think Brad was the ad um and we were looking at a press box then it seems like and he went to I think

it was I think it was my dad's class I think it was the class of 51 they were the state champion football players right and I think he was able to get them to donate a whole bunch of money to build the Press Box that we have now um are we thinking that we can do something like that to get private donations to help and name whatever we want to do with some of some of what we need to do well definitely and the area that even the lights the idea the lights were originally purchased with donations support from Co Pepsi Pepsi um and that's who paid for the lights right when we put them in so we'll approach them again those are I think those are the ideas that we'll do everything we can

to reduce the cost and reduce that footprint but at least we know the total package that we decide that you decide um we could cover that okay I do believe where we are and Bubba hit on it several times is nuts and bolts there are a lot of things we're going to want we're going to have to stay true to know this is what we're sticking to um if we're going to pull this off using our own funding sources um like anything else it's interesting when you talk about funding is the process is cumbersome it's problematic but with field Turf it solves some of our issue there are already on the bosies we would not have to go out for bid they've already bid that process through the state so if they give us a

dollar figure we know that's the dollar figure that's nice that's different and it would be great be awesome and I think that's vital uh this would be you County School District's field we're not asking any other entity to borrow to use to support it is ours 50% more usage I we'll be using it all the time so that's a positive thing uh we're still responsible to our voters for our financial obligation like I said we've got we know we have to spend down some of that carryover and so we've got money to spend right now and to loan ourselves right now our district has a good history of spending down our bonded Deton us we paid off the last bonded us didn't debit Miss we paid it off early yeah and uh you guys know

that we have the I'll say the financial um discipline to do whatever the board establishes as a payoff or payback whatever you want to call it um like anything else what I talk about field Turf allows us to move forward quicker on this project than if we had to go out to bid um even possibly that we'd only have one track season off and have this ready for football in the fall like this next like a year from now so buba what was the timeline that they said if they got the three four months and what was the starting date uh end of April is when they would like to start and a lot of reasons for we're sort of the end of it so Bubba also has talked to our coaches they've been involved

in this so our track coach knows that they're not going to have a track to compete on in our community this year and he's very supportive of that seeing what he potentially gets in the future so we don't have a track team for that year or what no we have a track team just have to work out at EMS and they won't have any home meets okay there there'll be some things to work out and some challenges but we can do that too um use the track as long as we can yes before yeah before and you know it'll be difficult to host an event it doesn't mean we can't do some practicing on the facility when you talk the end of April that's almost at the end of our track season I was going

to say you're getting close to the end of the school year the end of the season anyway two or three weeks when you start middle of March when it's still when if you if you've been involved in track or soccer around here usually there's snow on the ground uh they're used to not being on a track anyway last year was an anomaly but there's snow in June there there can be last year was an anomaly we were on the track early we were on our soccer FS early um but you know coach Barker our track coach was very positive you know he has the most he's one of the people that has the most to lose because he has a senior daughter that is a division one track kid a state champion and his comment

I think was the most profound this is going to bother one kid this is going to bother 20 kids or 30 kids this is going to benefit thousands of kids and I think uh for me that that says a lot one about Coach Barker it says a lot about where our coaches are right now with what we really need let me ask the board this is there anybody that doesn't think this is a good idea yeah heing crickets so one thing as we talked just just to kind of put it in perspective he said 1.9 million was really a solid number to get everything done in that you know in the original site where we need to add money is we're going to need about 300,000 okay for the lights and we've got to do

those regardless right because those are yes if they're sparking they were sparking and then the wire was coming down and so we had you know so was a mess so we've got 300,000 for the lights right isn't that what he said 250 250 to 300 and then if we did anything with the Press Box possibly and if we did anything with the burm talk about the BM um the BM is is is unique because um we went to a friend and asked for some help and he's donated uh equipment and operators to help take that Bur down if that's what we want we're not sure that that's what we want yet because although it's going to be free to take it down um there's some adjustments that need to be made that are going to

cost us money you know put a sidewalk in um nothing you're not going to get it all for free we've approached Pepsi uh they have uh they have the proposal in place maybe the lights can be offset um I don't know if it's going to be all paid for or partially paid for but I do believe they're going to help us with our lights and that's a good thing um Mr Wheeler and I have contacted some of our local businesses for some help in some other areas and I believe we're going to get help I I do believe uh that there are more than just us that are wanting this to happen they're willing to help we we it's been pretty darn good so far but with all of that it's still going to cost

us money above and beyond the 1.9 we can take that well and that's why I say I mean you know I think planning on 3 million is going to be a little closer it's not going to be that much but I think it's going to be within that envelope and I'm going to let Jaren talk a little bit about uh the other comingling of funds that we are talking about but really kind of where we are the bottom line are cut to the chase is Phil Turf will be here tomorrow and they will put an official proposal together for us to deal with the oval the work that's donated will have to occur before Christmas so my position is if we get a reasonable bid from field Turf is that we have a special session

that allows us to move forward call it absolutely okay within the next two weeks y That's fine hopefully you guys realize cuz I know these guys do is I'm typically a person who goes slow and uh the only reason why I'm willing to go fast now is because this has been needed for 22 years and uh our community and our kids definitely deserve this and probably more importantly we've talked John and we can pull it off John says okay I'm ahead sit with me or sit so go ahead jar kind of tell us about Co fun so just a couple things comingling of funds um so I didn't put the cart before the horse I did talk to Lance again to see what it was that our major maintenance could help um support with if

anything if anything to see and the good news is is they can we can use major maintenance for three aspects of this we can use it to help pay for the lighting fantastic so if Pepsi doesn't come through or part or you know something like that that's very good thing cuz there's involved in Pepsi would rather I think they would rather do the E the colored yeah exactly there's some things that anyways so we we've got that which would be really um beneficial the track um possibly not all the track I'm not going to be able to say hey if the track comes in $700,000 we can add I might be able to use x amount due to the issues that we're having with the track the drainage that you've got some serious buckling going

on so and the other thing don't laugh and I verified it twice with him is the Press Box really major maintenance will pay for the pr the major maintenance will and I told him I said we will have to tear it down because as Bubba alluded to it is a CMU so it's CER block wall that is cracking I said I can't not tear it down completely and then rebuild it up but major maintenance pays for that that's a bonus yes major maintenance will pay for the amount of square footage that the current Press Box is we know we're going to have to go a little bit larger but you know what if 80% of it's paid with major maintenance that's really good so I've shared with both well with everybody you know I I

see potentially probably somewhere between 450 and $600,000 that major maintenance can put towards this project fantastic so when we're talking you know let's look at the realistic number of about $3 million we now brought that down to 2 and a half or less depending on what's going on so um really quickly and Bel can attest and Doug actually was on the phone too um knowing that we will probably need to use Evanson Middle School I did call our our friend Daryl Norris yesterday to have him give me a quick estimate of what it would be to put a at least a 1 and 1/2 to 2 in layer of new asphalt on there on that track possibly this fall so that our kids would have at least that type of surfice for both middle school

and high school so we will work on that and that is something also that major maintenance would be able to that I can yes I can get that so um knowing that we're going to have to do that we're also going to have to get our throwing areas and our jump pits all of that's going to have to be done really really quickly um so we'll push really hard is noris going to do the BM work too or somebody else no I just needed him to do the asphalt okay that's that's what he could do without a speed bump okay so the individual that that we actually went to school with his name is Stony surl undefeated wrestler 1985 um surl Brothers great big dirt Contracting Company Bubba Says hey I'm going to call Stony

and see if he can do it Darren Staley graduated in ' 86 he's an operator for one of them Darren says hey you get Stony to do this I will do it fantastic so the phone call to Stony he says hey I've got a couple of weeks that I can donate dog says hey I'll do it uh they can send over a couple of scrapers and get rolling but they've got great big contracts at the Trona mines so we got to do it in in the Gap we got to do it in this Gap and that's what I'm saying it's got to happen quickly so that's why the special session is if we agree upon this they can jump in to start the dirt work but the problem is is if all of a sudden

we back off and we got the dirt work going we're committed yeah you see what I'm saying let's let's do it so we can have a special session we can't vote on it now we can't so let let John talk a little bit about the other portion of this one of the big negatives about field Turf is that we're going to have to replace it in five to seven to 10 years depending on so yeah that that's as as soon as we put a recurring cost into the system that's something something that we need to look on the prize and say okay how are we going to do this so really there are three tonight we should have had the the uh audit um and because of of the bosis it's it's been extended to

next month oh okay so in there there is a there's a a page I've shown Ry that page um that you'll see next month that that shows our fund balance fund balance is is basically the savings and what we particularly want to look at is is unobligated fund balance I mean and and things and so our unobligated fund balance right now is running about six $6.2 million which as Ryan says it's right around the 15% of tiny bit over um there is a second pot of money and that's major maintenance major maintenance has um roughly a $1.4 million carryover not all of it can be used it's not it's remember it's the state's money right however as as Jaret said some of that has what's called 10% money that we can use for our projects

we want to shepher that as much as possible the third block of money that is on on the playing field so to speak is the um the Special Reserve fund for depreciation okay so we put in $650,000 if you remember this last year we cannot buy the turf field with that that that would be that's depreciation money right however these fields last between 8 and 10 years they run about a half a million dollars from what we've we've heard to replace them as opposed to the initial cost of 800,000 right so um my my thought is is that that helps solve that issue it doesn't install the original but it might help replace it helps the replacement down the road and so what we can do is is we've got that we've got that a

mechanism to help replace that there yeah what happens if they fade I've seen them fade and like not look so green not this particular Turf he said that there would be almost no no fading really okay this particular Turf if you looked at everybody in California has that big grassona's football field and the tona's uh soccer track field area you can see the difference in Turf uh the field Turf the one on the left that I showed you is field Turf the other is a different product and you can see act the actual fading in that okayu that's that's why they have two Fields is because they have no other place to practice so they went through their first original Turf in 5 years oh wow okay then they put two in and now they

anticipate 12 years okay so so you know I as looking at kind of the savings um the finances I'm feeling comfortable about this I mean you know we've we've got the money we've uh We've grown the fund balance uh I think from about you know 1.7 million you know 15 years ago to 6 well the the unallocated fund balance is 6.2 um I think we can do it so that's as good as it gets from John guys so um yes I I mean I think the direction that you guys are hearing clearly is do this and do it as soon as you need to and we'll be around and I I think the first the first issue with the special session is that we approve the original dirt work because we know that as soon

as we break ground we're going to have expenses yeah um this will give you an opportunity as we move forward with field Turf to actually see what what the track and field will cost and then we can give you the estimates of the other things combined um I I think I think oh yeah yeah Joel's talking I was thinking once we get those costs and get those quotes and approach says it costs not to exceed yes yes exactly we we have cost is not going to exceed at that point Y and then we be aggressive with want to be absolutely any type of price you have cost yeah it is when when they were here Jed is the one with Phil Turf and when he told us that it is a cost not to exceed

is what he would give us so so to prevent the overruns that's that's the thing that scares you to death on there you know and so he's what's beautiful about it is the contracts through him all of his subcontractors everything that he's doing is going to be through him he's going to handle all of it do the project management the construction so but we can't the people County no just to the other nice thing about it as we had this conversation was that he wants to you utilize as much um of the uh resources that Evon has to provide so if he can find subcontractors to do the demolition if he can sign subcontractors to provide materials he will look for that locally first so which is a good thing injecting money back in this

community so I think you got your direction Bubba yeah that's pretty get her done as they say get her done thank you guys very much thank you always been great we are down to public comments all of our public looks like they left dang man we wor them out or they got bored or something yeah um I don't see anybody from the public so I'm going to move on to our action items so action item the first action item is the contract uh for the board attorney Mr Thomas you want to tee that off you got chair of the board do we recommend that we extend uh Mr Phillips Phillips laws contract for an additional year in support of not only the district but especially cka as we move forward uh done a tremendous job

we appreciate his work and his efforts um in terms of where we are I think we're we kind of renegotiated last year if Mr Phillips is okay with that that's what we' move forward with thank you thank you for everything okay um yeah I you know we we made made a commitment to the community that we would um try to be really transparent and go out to bid with these every 3 years this will make it 5 years from Mr Phillips but because of the ongoing litigation and pending litigation that we have right now we felt like this was maybe okay um and and then uh but the the Assurance One it was time it was time to go out to bid so it may be time next year but let's hope we're P that

and I'll take a motion to uh approve an extension of the contract so mov second well you can give it to Caleb give it to Caleb there you go Jenny and Caleb any further discussion appreciate the work you've done Jeff and appreciate your willingness to to sort of work with us on the contract so all those in favor say I I any opposed all right hearing none you're approved um we are not approve Let's see we are doing the um we had a disciplinary action we can't talk about that but I do need a motion to ratify the disciplinary action taken uh by the administration second I think that was Dan and Jenny okay any further discussion that you can can't really discuss all right all those in favor say I I any opposed okay

that carries and I think that was all we had for there we're down to board Round Table um just a big vote of thank you for me um to my vice chair here for covering the meeting for me last week I got the chance to run away to California and spend two weeks with the very cute grand baby that is awesome um it was lovely to depart and just be nana for two weeks so that was great and thank you very much for for handling a public hearing I heard you got Madam chair callair I was Madam chair of little B that's awesome not that there's anything wrong did it twice um I appreciate it anyone else on the round table Madam chair yes sir oh go ahead Dad yeah I I have a comment

um I would just like to really thank uh Mr O'Neal Mr Williams Mr Dennis uh in dealing with these people uh over the last week week and a half with this project uh we have some we have some really great people that are in this district and and have great foresight and uh I I just want to commend them for the for the great job that they've done and are doing D appreciate it right yes yeah Madam chair members of the board this may not really excite you but there are five delegate assembly issues that we may want to just quickly talk about so Dan and Jamie know what to V for okay you want me to go through them fast go through them very Qui however however you want to go through it okay

I'll go through them fast and just give you a brief how about a Breeder's Digest version yeah that um 231 curriculum for primary gra grades beat resolved that the wild School Board Association supports an emphasis on Reading Writing and Mathematics for students in grades kinderg through uh through three pursuant to W statute 21911 to focus content expectations on essential components that build a strong foundation for future success other content areas shall be integrated throughout the day school district shall Implement these requirements and shall access progress toward these goals using screeners research based assessments and or standardized benchmark assessments the reason for this um is that what we do anyway yes it's exactly what we do putting it in the statute is there's legislation proposed that um potentially changes the screeners used throughout the state oh

this this legislation is being proposed to allow local control of those screeners well um I'm in favor of local control how about you it sounds like SCH boards is too they affirm this one so D I can say yes to that one yeah okay okay thank you um 23.2 Health standard suicide prevention training we have resolved that the wyomi School Board Association supports the Wyoming state board of education's effort to add suicide prevention training as part of the healthed ation content and performance standards this inclusion will require local school district to include suicide prevention training in their health curriculum local districts will be able to determine the best way to meet the standards and to utilize local part Partnerships where available to maximize their ability to meet the needs of their students the rationale for

this one is they've tried for years to expand the Jason fi act to students right now we already have a requirement for teachers and employees um and they do affirm this they would like to insert it in the health curriculum toensure that it's St students obviously this one's very personal to me um so I I would like to vote in favor of that one but absolutely I agree okay um retirement and retention of extra curricle curri ST excuse me recruitment uh 23.3 be resolved that W School boards Association supports the practice of hiring coaches that is conducted to ensure they are qualified and trained for their roles as such WBA believes that the criteria for hiring coaching should be limited to the district ensuring that individuals hired have passed background checks and are trained in

CPR Injury Care and prevention concussion training training on sexual harassment bullying sexual abuse Suicide Prevention Transportation safety and other trainings deemed necessary by the school board the rational for this is right now you have to be a fully certified coach through the ptsb and it's hard some people will not go through that process what they're doing is talking about the nuts and bolts of that certification process caring first aid methods uh caring for prevention of athletic injury methods of coaching first aid and then all the other training that they mention in there which we typically do our employees again rationale is to put this into the hands of the school districts to hire coaches instead of having a c certification requirement you may not be aware that our district could lose our accreditation status if

we have a coach that is not fully certified yeah well we do have a coach that wasn't fully certified we went through that yes and we're not going to no we we do now well we always have it's just every once in a while one will pop up um thinking of one right now so it's a scary consideration that you can lose your education accreditation because your coach hadn't had care and prevention athletic injury so that's what that one's for how do we give more flexibility to the school do we like this one or not there's pros and cons to it I mean you you think about it it opens the door to a lot of people yeah that's that you know I mean cuz you could have every year somebody come up and say

this coach from Little League football is the best thing ever and we need to hire him as your head football coach and we have to deal with that every year yeah that wants to come and then every every person out there that wants to come coach their child for two or three years and then cycle through coaches all the time that's that's that's to me is the downfall of this whole thing you know the good thing is is is the protection on the the accreditation of our school district you know if we pass this then it eliminates us falling into that little possible uh listen superintendent throughout the state they struggle finding coaches and they typically find coaches outside of the educational field that do not want to pay the $200 or the time to

take these courses to be certified and so they don't coach um we've we've been lucky we've got good coaches in our system and good coaches in our community and they've all been willing to go through these steps um but other districts are just screaming for this so for instance correct me if I'm wrong Bubba Sheridan's football staff nobody's a teacher um I think at one time it was no one it's got to be pretty close to 100% but at one time yeah they they had people in the community former players college football players but like uh Mr Peterson said there's good and bad there's pros and cons to doing this um I look at coaching as a profession um if it's done right it's a profession and you're open opening the door to people that

are not professionals professional Educators coaching your kids um and that'll be the school board there'll be times when there'll be groups that come in and and say hey we want this coach the district didn't hire and we believe you know the one thing about the process that we have now you have to be serious about becoming a coach so I mean what this would do is it would leave it up to us whether we want whether or not we wanted to go outside of our certified teachers yeah we wouldn't have to if we didn't want to right and we currently have individuals that don't teach for us but have met all the requirements of the professional Teaching Standards Board to get certified so we have several what do you think I want someone professional is

at least teaching or coaching my kids you know I don't know that I want just any random then but that mean they have to go through this yeah well they don't though that's kind of what it's saying is they just have to have the basics they don't have to go through this whole they don't have go through the certification process I know not sure I'm comfortable with that I'm kind of with you Krista I don't know I I would kind of leave it up to our activities I wonder yeah put it back on him thank you very much blame blame Bubba on this one sure we recation of how we certify a coach would come from us right the only thing that I've asked for in terms of the superintendent in our state is why

our certification is in Jeopardy for a coach part-time coach yeah um doesn't make any sense so just separate the two and I'm good with cert certification through the state and actually I agree with most with with everything that's said in terms of we have high expectations for our coaches and the idea that they've taken a class on care and prevention athletic injury or they're willing to take a class online to do it I wish there was a a vote that said I don't care well we either have to we either have to say yes or no we set our standards the the way they're going to do it this year is if there are not five individuals that are opposed it'll sail through so that's really the position that needs to be taken is if

you're opposed to this then it can be pulled off and discussed I don't really like it if you're in the middle I kind I mean I could you know what is everyone I mean just just me personally I was a pretty good coach but but I wasn't certified right so um but if you wanted it you would have done it right oh yeah I was going through the process to get certified on it you know um I coached with Ken for a long time and then they came back and said I couldn't do it anymore because I wasn't certified yeah that's when it came to my attention several years ago you know and then came back through and Scott asked me if I'd come help and so I wouldn't help Scott eers but and went

through that process but for me on my end yeah I it was it was good you know but I don't know I mean like I said you you've got little Leaguers out there that think that their their coach at little league is the greatest thing in the world and we're going to have to address that and we need to fire your coach and and hire him to be your your football coach how about how about you guys give this one to the discretion of Dan and I and when we're there and sort of hear everybody talking about it you get you let us just decide at the time oh I don't know that's even scarier that's even scarier okay next okay uh 23.4 social studies curriculum and materials transparency be resolved at the wyomi school

board's Association affirms the commitment to State Standards the essentials of the United States Constitution and the constitution of state of including the study of and Devotion to American institution and ideals wyomi school boards associ Association is committed to Quality education for all students through a locally determined curriculum to meet these elements this commitment includes a fair and historically accurate history of uh discrimination while also recognizing the significant progress made to end such practices in pursuit of the ideals enshrined in our Constitution and the governing documents therefore we resolve that in order to provide transparency and accountability in the selection and use of curriculum materials and activities you promote and teach these Concepts W School Board Association encourages local school district to make these materials readily available to the public again this is in response to

legislation that's proposed that would make it a requirement that our teachers provide transparency but it's almost it' almost be too much you'd have to document everything that has been taught in terms of any website you went to any of that this puts that power back into the local school district to determine how I would rather have us decide what that curricul is quite frankly so yes Doug please what what you're going to see is you're going to see if this were to pass you're going to see teachers just go in one particular Source you're going to see yeah a lack of primary source documents that people will pull from like National Archives and things like that just because of the additional headache of having to post well I think about what I would had to

post if I were still teaching political science it's a nightmare I mean I could have done it but the positive thing with this is truly the idea of transparency and we want our curriculum online so everyone can see it yes and that's the direction we're headed and so just it's that additional push of all the resources you potentially use it's kind of like the discussion we had earlier if this the standards you're going to teach let our teachers teach this is what we expect them to teach anyway that's it okay we like that one okay uh 23.3 critical race theory in Wyoming schools no whereas the vision of Wyoming Department of Education is to create opportunities for students to keep Wyoming strong and their mission is to significantly increase the percentage of Wyoming students that

are college career milit military ready whereas the vision and mission of individual School District across the state of wyomi align with that of the wyomi Department of Education whereas wyomi teachers are are focused on social and emotional learning a process through which children and adults acquire and effectively apply the knowledge attitudes and skills necessary to understand and manage emotion set the and Achieve positive goals fill and show empathy for others establish and maintain positive relationships and make responsible decision whereas one Edge Educators Endeavor to continue providing excellent education opportunities to all students whereas critical race Theory and the 1619 project go outside of the guidelines established in the one Department of admission and Vision By Di diminishing opportunities for some students o over others based on ethnicity and bias thus potentially inhibiting the future of

all those under its tutelage therefore be it resolved that the wami school boards Association passed this resolution opposing wyomi schools teaching critical waste Theory and the 1619 project therefore further resolve that in pursuit of the air airion goals and objectives Public Schools will not Implement critical race Theory also called CRT or 1619 project in our schools not under that name or By Any Other Name no Ral we just say we're going to teach history as accurately and responsibly as we can so John I'm curious how much do we pay to the nsba every year I don't think we do any directly but we pay to Wyoming which then in turn that's right it it's a pass through mhm so we end up pay pay a uh it's around 20 23,000 $222,000 a year for the

dues to the state and then the state passes it on right if they want to and so that's really one of the one of the big things that's happening with Pennsylvania um and a few other states is that the the state affiliation saying hey we're not going to be associated with the national and I think that that needs to be conveyed that we're not going to nationally certainly Dan and I have heard that message from the board too yeah yeah so let let me if I can can I please keep this one was denied by the wyomi school board of directors and this was their rationale the wsba board of directors believes that decisions about curriculum are matters of local control thank you we do not support any statute that directs or defines how elements

of the basket of goods are to be taught we believe that it is the prerogative of the legislature to Define what is in the basket of goods the State Board of Education determines content and performance standards to Define what students are expected to know and do local school boards determine a curriculum to establish how those standards are taught and approves materials to
