Well, great great way to start our meeting this evening. Um, and as we're transitioning out, I will read our um, board meeting protocol. Our meeting is recorded, open to the public, and broadcast live through Zoom. Public comments are um, 3 minutes per agenda item and will be timed, and the board shall limit the total time for public comment for each agenda item to 20 minutes. With board consent, the board president may increase or decrease the time allowed for comments. to make a public comment in person. There are comment cards at the door um each side of the door there and that would go to our board meeting assistant,

It's not related to um agenda items and board vote connectivity. We have two public comments for topics not on the agenda. So, I'm going to start with

004uh Veronica Calfman. In October 2024, I filed a public records request and learned that on October 6, Matthew Ward requested 16 books be banned from the libraries of our public schools that he personally found inappropriate. This request came after a remedial search targeting those in protected classes using key terms such as racism, homosexuality, transgender, and lesbian. He has also since checked out books from the Macaffrey student library in an effort to challenge or ban additional books. I want to be clear. Anytime a book is removed from the library shelves preventing a student from accessing the book, that is a book ban. I also want to be clear that not every book is going to be right for every reader. And that is okay. Every book is not going to be read by every student. As

005a parent, it is my job and my parental right to ensure my student has access to diverse selection of material at her public school library. The loss of first amendment rights, even minimally, is injurious. All students deserve access to educational resources and literature that reflect their identities, the identities of others, and the complexity of real life. There are times that that material will be raw, heavy, and emotive. This is one way that we as humans learn empathy, emotional resilience, and how to see past our own lives and experiences. These books also show people that they are not alone. Banning books does not protect people. Banning books makes people less informed and less prepared to function in the real world. Let's take a look at a couple of these books. Stamped, it was actually the kids

006version, um was reviewed by the Greer Schools site council on March 27th, 2025 and without being read was deemed quote not appropriate for elementary school. It was to be moved to Maccaffrey. However, it is still not on the Macaffrey shelves. Several points. One, school site councils in our district do not appear to be run based on required composition requirements in according with the ed code. Two, this book was specifically adapted for children as young as seven. I will be filing a Williams complaint on this book. Two, The Lucky List. It is being challenged by Mr. Ward because he feels quote it promotes a sexual lesbian relationship between two girls. Apparently, handholding and kissing scares you. The excerpt that you provided for the lucky list is not even from this book. It is from another book.

007I doubt that you've even read this book. Second, this book is about a girl working through grief of losing her mother to cancer. I was diagnosed with breast cancer earlier this year. My daughter has read this book and was able to identify with several parts of the book while I went through my cancer treatments. Books that deal with mental health, sex, consent, or abuse should not be banned just because you cannot relate. Books addressing racism or non-white culture should not be banned just because of your white fragility. Books that include the LGBTQ community should not be banned because of your homophobia or rigid religious views. My students constitutional rights and my parental rights should not be infringed on because you want others to conform to your narrow view of the world. >> Okay. Can you

008take about 10 seconds and finish? We need to move on. >> Nobody is forcing your child to read these books. You do not have the right to prevent other students from accessing them. I will leave you with a quote from Lorie Hoy Anderson, the author of Speak, which I hear that you've read. Censorship is the child of fear and the father of ignorance. Thank you. Okay, we have a comment from Michaela Johnson. Hello, my name is Michaela Johnson. I'm a parent at Lake Canyon Elementary. I serve on the school site council and I run the parent co-op which functions very much like the PTA. I am highly involved with our community with families and G through sports and community outreach. Because of these roles, I'm in constant communication with hundreds of parents across the district

009and our community. I feel confident in saying I speak for the overwhelming overwhelming majority of the parent community. We all want the same thing to raise well-rounded, emotionally healthy children who are focused on academics, character, and age appropriate learning. But after reviewing the full library system, I found multiple books sitting in the shelves of our Macaffrey Middle School that contain graphic sexual content, explicit adult themes, and scenes that are absolutely inappropriate for 11 to 13year-olds. I will read a few examples tonight and so that everyone understands exactly what I'm talking about. I will be drafting a formal email challenging 10 books that are currently on the shelves. Parents should not have to worry that their child will stumble across explicit adult material at their public schools. They already live in a world filled with online

010exposure and non-stop outside influences. If they're going to access mature, sensitive topics, that decision belongs to the parents, not to the library algorithm, not to a vendor list, and not to a random book on a shelf. This is not complicated. This is common sense. So, stop pushing perversion on our children. If a book contains questionable, graphic, or mature themes, it should go through a transparent review process, such as a school site council, and parents should be notified. This is the bare minimum level of partnership. We expect that people we trust to educate our kids. We want schools to focus on what matters and keep inappropriate content away from our children. This is not extreme or excluding. This is responsible parenting. So, I'll read two excerpts tonight um from books that are currently in the system.

011This is from a book that's called uh Ready. Hold on one second. Ready Player One. He tilted my face up. Oops. I'm sorry. That's the second one. Um driven by loneliness, curiosity, and raging teen hormones. I'd purchased a mid-range ACD, the Uber Betty, a few weeks after Art Miss stopped speaking to me. After speak spending several highly unproductive days a standalone brothel stimulation called Pleasure Dome, I'd got ridden gotten rid of the doll of a combination of shame and self-preservation. I'd wasted thousands of credits, missed a whole week of work, and was on a verge of completely abandoning my quest for the egg. When I confronted the grim realization that virtual sex, no matter how realistic was really nothing but glorified computerass assisted masturbation, at the end of the day, I was still a virgin

012all alone in a dark room humping a lubed up robot. So, I got rid of the ACD and went back to spanking the monkey the oldfashioned way. This passage includes explicit descriptions of sexual acts, masturbation, automa. This is a small expert in this book that goes on um with these topics. The second one is speak. He tilted my face up to his. He kissed me, man. Kissed me hard and deep. Nearly knocked me off my feet. That kiss. He kissed me again. His teeth ground hard against my lips. It was hard to breathe. Do you want to? He asked me. What did he say? I didn't answer. I didn't speak. We were >> Your time is up. Also, if you can wrap up in 10 seconds as well, that'd be great. >> It goes on

013to talk basically raping her. Um, and inappropriate. I mean, I would love to finish it so you guys can get the full effect, but these are small excerpts in these books. So, I just challenge that you guys take my email that I'm going to submit and really look into the books and read them. Thank you. >> Thank you. >> Okay, so we are ready to move on to reports for LCAP goal one. Okay, we're going to start with the science curriculum pilot. That'll be director Simich. Okay. Good evening. All right. Um included in your packet, you can see our um process for um our pilot. We have currently 15 committee members. They represent all of our grade levels and all of our student groups. We are using what is called a toolkit for instructional materials

014to select the publisher um that we will pilot in classrooms. We'll actually select too. Um our uh committee met on November 15th and we pre-screened six uh publishers that we will paper screen. We have ordered the materials from them and are starting to arrive in the district office. Um Leah Wheeler will present a background overview in NGSS to the pilot team on December 3rd uh before we actually meet on the 10th and start with rubric number one to paper screen the publishers that they have selected. There are five rubrics. Um, we'll put a couple of rubrics together, but it'll be several hours of work before they decide which two they would like to pilot in their classrooms. The committee members names are on the back the document for you. >> Any different right now? >>

015Um, right now they requested um one, two, three, four, five, six, seven. We requested seven. Um I believe six have been delivered. And after paper screening with rubric number one, we'll know which um curriculum that we can move forward with in terms of paper screening rubric number two. any any questions on our where we're at? >> Beginning stages, but >> beginning stages, >> good pilot team representing. So, yes, we have a lot of um um NGSS early implementers on our on our team. So, that's very helpful. >> Great. Okay. So, we'll continue on. Um Miss Simonich, we'll get into our data. We've got MAP uh reading data and I ready math data for you beginning of the year. We do. And um I just want to remind you that we took the MAP assessment, the

016children took it in September, early September the 8th through the 12th. So it's been a while. Um we administered I Ready in August, so it's even been a little bit longer. Um next assessments are coming in January. So we'll have updated for data for you at that time. Um you have the report in front of you. It um just provides you with the data that um is from um I Ready, which is a baseline score. So you'll see that there's only one column and I ready is administered K8. And then when you see map reading, you'll see we have our winter data from last year and we're looking at the winter target 2020. Um it'll actually be well it'll be 26. That's right. So it'll be January. So um our LCAP target is um we

017want uh the district's overall performance of met or exceeded the 60th percentile which is what you see to increase by 5% from winter to winter. Okay. Um, for example, I believe if you look at, uh, for the district scores, um, if you look at MAP reading, first grade last winter scored, um, there were 49% of learners that scored um, at the 60th percentile or above. second grade um administered in September and um their 5% target was 54 uh% and they have met the target. So um we're hoping that it even increases slightly as we look at winter map scores. And then if you turn the pages, you'll see the map data and I ready data by site and grade level. And I know there's our wonderful assistant principles. They represent each two sites. So um

018and just ask them to share a highlight um something that they're implementing with teachers as we move toward our our next assessment window. So, I don't know if you want to start, Christa. You have two sites. Hello. Uh, yes. So, for Greer, when we looked at the data, we noticed that second and fourth grade have already met their winter growth target. So, we're looking to exceed that for those grade levels. And in our intermediate grades, um, we're really have some targeted IIA instruction time to really support students with MAP reading, well, with reading. Um at Moringo we looked at the data by classes and teacher and we're setting goals for students in a domain of need. So that's been a focus for academic conferences. >> Good evening. Um at Lake Canyon, one of the things

019we wanted to highlight was overall we had significant growth in ELA. um specifically wanted to highlight that cohort that went from fourth grade to fifth grade, they've already exceeded their 5% growth. So, we were very happy about that. Um what we did notice when we again drilled down to students is while a lot of students might not have met the 60th percentile, they made significant growth. We had students who went from third percentile to 48th percentile. So, they might not have met the 60th yet, but we know they'll get there. Um, McAffrey, of course, we have only two grade levels we're looking at. Um, looking at MAP, we did show a 2% growth in our seventh graders, so we're very proud of them, especially given that they're at a new school. Sometimes you can see

020that summer slide. Um, 8th grade, we didn't see growth, but we did maintain. So, we're happy that they didn't have that summer slide that sometimes you can see. Um at both sites we are focusing on interventions. Um within the school day at Lake Canyon we'll be using a credentialed teacher who will be coming in as a supplemental sub and we'll be providing uh interventions. And at Macaffrey we are using some of our own teachers who have free periods and they'll be providing interventions. Okay. Good evening. Um I'm going to be talking about River Oaks. So, River Oaks uh has had second grade and third grade met their winter growth goals. Um they're very close. Other grade levels are very close as well. And through those academic team meetings, they set goals. Um the other grade

021levels that are close set goals through those academic team meetings and they targeted students um to for what they need to grow in, what areas specifically they're looking at. Um similar to at Valley Oaks, we had um second and sixth grade meet those uh that winter growth goal already and the other grade levels targeted uh met at the academic team meetings and they targeted those students and we put interventions in place and maybe even targeted for MTSS or other support that needed to be done. Um so both both sites are making good growth and the teachers are aware of the areas they need to set goals in. Any questions? >> Any questions on No. >> Okay. If you turn the page, we wanted to share with you um one of the reports that I Ready

022has provided to us based on our fall data since it is our baseline data. Um one more. There it is. Um you can see in the last column, the district column, um we can compare ourselves to California and national year to uh date data from I Ready. Um there's a dark green and a light green uh mid or above grade level percentage earlier on level percentage as well. you'll see quite a large yellow area indicating one grade level below. However, it is a criterion uh set of data and because we took it in August, the second week of school essentially, we would expect a large chunk of students to be proficient at the grade level below uh not the grade level they're in currently. So again, when we look at January's data, we would expect

023the 54% to diminish and a higher percent to be early on grade level or even it would be great if they were mid or above grade level, but we'll see that bar changes the year as the year progresses. Um, any questions on that? Is that like very similar between California and national? >> Mhm. >> Yeah, we were happy with our baseline data for the first assessment. >> Yeah, it did. We'll get to that. We have our ESPback coming up next. Okay, we'll transition to the state assessment ESBAC. All right, so our ESPback data is um has been released was released in October. Dashboard results have been released as well. We'll um share those with you at our next board meeting. Um this data is the percent of students that are meeting or exceeding um in

024both ELA or math um benchmarks. >> Uh it's it's it's it's meeting or exceeding the the standard. Mhm. Yeah. So there there is a there is a number um but it's not necessarily a percentage. They do have a range um that they use to identify that. We highlighted uh GT so that you could see um where we have made growth in um ELA about 2% growth and the same in math. We're very proud of that. You can compare us to Sack County and the state of California. Those are listed right above us. Um and then school sites are listed below. So all of our uh sites made growth in ELA and most in math as well. Um of course we are slightly below overall in math about 40% of our students uh meeting benchmarks. And

025we're hoping with the new math adoption and our professional development of course that um we see that percent increase. We know that we have a really high percentage rate on our path which is part of I ready in terms of personalized learning. Teachers and students are doing a really great job with that. So yeah, excited to see our scores. Yeah, our dashboard looks great as well. We'll share that with you. The dashboard just became public and so we'll share that with the board in December. >> Any questions? >> No. Okay. All right. So, I will move on to a couple reports here. Alejandra Garab, our CBO, is not with us tonight. She's on her way to a conference out of the area. So, I will share some great information about the Career Technical Education Incentive

026Grant, CIG. Um, and I I do want to highlight and thank Crystal, Principal Crystal Groom. She was instrumental in getting us this grant. She has a a CTE background and um worked on this for us. So, the CTI is a program that supports the development and maintenance of highquality career technical education pathways, CTE. And our district currently offers programs within the agg and natural resources industry sector. And our district's a science program is in its early stages of development and continues to expand through collaboration with our high school partners, both high schools. And we have been awarded $100,000 with this grant. Um there is a requiring match of $200,000 and um we are already making that match. um whether it's with the teacher salary for our a teacher supplies services um or the a pro

027um a program van as well. We have $43,000 that we're spending on a a van for the a program and so we've already met our $200,000 match and so we'll receive on top of that another $100,000 this year to support the A program and CTE efforts. So really Great things happening with that program. >> You ready for LCAP goal 2? >> Sure. I will also re do the first report for the LCAP goal 2. This is called the cops program community oriented policing services school violence prevention program award um known as cops. This grant we received $500,000. And I want to recognize that Alejandra Garbeay was really instrumental in getting us this grant. Um the purpose of the cops program is to enhance safety and security at schools and on school grounds. Um we have

02836 months, three years to spend the funds. There is a 25% local match which is $125,000 and we will meet that um with existing funds that we already used to upgrade security and fencing and radios and things like that. Um we will begin to um develop plans for each of our school sites and determine the priority for upgrades and implementations. As we know, we are looking at um more security cameras, um enhanced um locking mechanisms, hardware for the doors, and we want to make sure that all of our classrooms can lock from the inside, and that's not the case currently. So, those would be some priorities. Um but $500,000 is a lot of money. So, this was a this was a big one. And so, really excited about that and we'll work on on starting

029to find the needs. And um Mr. Ward reached out and said he'd like to be a part of um the group that really analyzes what we need and we work with closely with the G Police Department too to to get their input and with our tech team and our maintenance team on on what we need. So really excited to announce both of these grants. >> Yeah. Thank you. And um number two for LCAP Gold 2, temporary athletic team coach certification. 030the new classroom building ribbon cutting ceremony. Um we did change the date. We just did this. Mr. Nelson requested that we we we have on our flyer here that it was going to be December 1st, Monday when we turned back from Thanksgiving break, but we talked with the team and we just wanted to make sure that we transitioned back. And so we're going to do it Tuesday the 2nd. We're going to give us one day buffer of coming back to school. So it will be Tuesday, December 2nd, instead of the 1st. It'll be at 8:00 in the morning. Um we will walk through the classrooms. um have a little treat for the students, but the building has turned out beautiful. Four new classrooms, landscaping will be done by the end of the week. Um the

031teachers are going to be moving in during the week of December 15th. So, um Mr. Nelson has some activities or spelling being there's a few things going on. He's bringing in some extra custodial staff and and maintenance team and that that to help teach teachers move in and students move in. If all goes well, um we probably will have students in the classrooms Thursday and Friday before the winter break. So they they get in there. Um but yeah, we'll do the the ribbon cutting and and get you through the classrooms to see the building um on Tuesday when we come back from the break. >> I visited the like three weeks ago. >> The principal is very happy with them. >> Yes. >> Yeah. Turned out great. SB James did a wonderful job. 1960 architects

032did a great job. Um I'll be bringing to the board next month the final notice of final completion um that will go over the budget and things like that that will then get filed um with the county. But great great project. >> Yeah. >> And then >> city and schools together. So, other reports cast. Um, we had our meeting this past Monday night. I want to thank Trusty Kaggel for attending. I'll highlight some of the items that were shared at the meeting. Um, the high school district shared some trainings or some presentations that they've been doing with students. They've been doing breaking down the walls and PBIS positive behavior intervention supports and it's been wellreceived by the students and student behavior is um on a positive trend at the high schools. Um they also shared

033that Estraita is getting a new mural. It will be an eagle with a star and it will say something along the lines of reaching for the stars I think with some student hands or or something like that. and I think they're hoping to have that done by January. The high school district is potentially going out for a school bond in November of 2026 and the process they are in the process of updating their facility masters plan and they will be pulling the community to see if there is support for a bond early this um new school in this new year 2026 January February they will start pulling the community um they're also working with the G police department for another active shooter training that would take place during spring break and this time it would

034be at Liberty Ranch. Last spring break it was at G and Ket and I um attended that and so we'll see if we have staff that want to attend at Liberty Ranch in the spring. And on behalf of the city uh the city shared that they're working they've been working with the Cassumna Service District on an emergency service and operations for the community in case there was a natural disaster. And we asked, the city manager will ask to see if this is something that both districts can participate in in the future. They are also working on a new market master plan that could include potentially a new city hall and new ball fields. So, they're working on that plan. They've kind of they've t they said they've outgrown this city hall here. So, um, they're

035also working on updating their general city master plan as their current plan is reaching 20 years old. So, with all the the growth and development going on, it's time to update that. They also shared that the housing market is still soft, still slow, the amount of permits that um have been pulled this fiscal year lower than expected, but they are um projecting or um proposing or hoping that the in this will increase next year hopefully in spring. So, um we see the developments going, you see houses going up, but just it's it's still slow. They also shared and and we thanked them for this um the communication with the Gulf Police Department um related to the bikes and the electrical scooters. Um, the city passed an urgency ordinance that will allow them to um now

036enforce penalties and possibly um operational rules, safety requirements, and penalties enforcement. They didn't have this in ordinance before to enforce helmet laws and to enforce the um speed of some of these scooters or electric bikes and also the fact that the electric scooters um you do need a driver's license to ride those electric scooters. And so um they did pass this at a recent meeting. So this ordinance is in place and um we have seen a drastic reduction of the electric bikes and scooters at um Macaffrey since then. So um that was great that they they got on that right away and in in collaboration with the districts. We um we brought this up at the cast meeting previously a couple months ago and they got right on it. So we thanked them for that.

037Um the updates that I shared for the district really most of those updates are in our um our meeting tonight either in action items or reports. One that's not I I did um recognize or bring up that trust um trusty Kunzie is doing some presentations, financial literacy presentations. She has held those at the elementary schools. She's holding one at the high school coming up and possibly working with the city on developing a class for financial literacy. I shared that. I don't know, Ned, if you want to say anything else about that right now or >> No, I just want to they've always been really wellreceived. I mean, I I don't think it's me. I think it's just people are really hungry for this information. So, Lake Canyon, I was going to mention at the end,

038um, three sixth grade classes, did it last year um to two and then this year to three, and they were all so well behaved and engaged and really was very, um, impressed with the questions they asked. So, but yeah, the city's in still in early development, but it's going to be a little more broader. Um, just some life skills and things, but it's really in the early stages of development right now working with the city. So um Superintendent Anna Trrell shared there's a CTE facilities grant and it's annual and you have to be prepared to apply by December 1st. So, we're

039we're not we I we just learned about it this week, so we're not going to be prepared to apply for it this year, but it's something especially with the projects that we currently have in place with the bond funds. You have to it's kind of a matching grant, too. So, if you were asking for a million dollars for something, you have to show that you've also spent you have money to back it. And so, we're in a good place for that with the bond right now. So, it's something definitely that we're going to keep on our radar to be prepared for for next year. Yeah. All right. So, we'll move on to school calendars. Um, I will highlight for Fairsite, um, Mrs. Marquez is not with us tonight, but she'd like to share that Fairite

040is having the week of the 15th. They are having a spirit week with the students. And then we will move on to Greer Elementary. >> Hello. Um so in December we have a couple of fun events. Uh Running for Rhett has their race in December. Our students are really excited and hoping they don't get rained on this year. Um we will have our fun holiday roundup right before break which all of our students really look forward to. Um as well as a spirit week right before break as well. Our leadership students um put in the work and are creating the flyers to go home for that. And then I'd love to invite all of you. We're going to have a band choir in Belle's winter concert. You're all invited on uh Monday, December 15th at

Uh third grade is going on a couple really fun field trips. They are going on the 17th to Cassumnus River Preserve and on the 18th they're actually getting to tour the state capital. So, we're really excited for them about that. Um, also on the

And then um we have a home

043match on the 17th for wrestling at 4:15. Additionally, in December on Monday the 15th, we have both our school site council and our ELAC meetings and they've been a little bit lower attended. It's very cute and the families love to come out and watch. And we also that same day have the winter band and choir concert at six o'clock on December 18th. Um we will also have the uh Friday sing the K6 Friday sing at 8:15. Usually we've been splitting them up with primary and intermediate but this one will be all together whole school and they always do our committee does a wonderful job with our Friday sings there. They'll look at our boundaries to see if our current boundaries will house the incoming students projected in the in the new homes. My other questions um include, for example, if a parent or guardian states that the program reading plus, which is used daily by multiple schools, violates their religious beliefs due to having articles and stories that mention those in the LGBTQ community? Will the student be exempted from the application? Will the teacher be required to provide alternate assignments daily? What if it is not one student but five or 10? How is this going to impact the teacher workload? and what if any impact does it have pertaining to the contract or anyUS with the teachers union? How will a situation be handled where students are learning about prominent figures that are part of the LGBTQ community? Will they be opted out of

052learning about people like Harvey Milk, Pete Buddhaj, Billy Jean King, or Sally Ride? What about if a teacher is doing a readaloud and the book includes one or more characters that are part of the LGBTQ community? If a teacher changes a lessons plan or for the class in those situations that creates a chilling effect regarding the inclusion of a protected class, this would be a violation of multiple ed codes and sensory material related to the LGBTQ community would violate my sincerely held beliefs as a humanist. Additionally, what's the plan when an opt- out request has been filed and a student encounters these materials tangentally? What happens when they're doing IR ready or study was weekly magazine and these topics come up? How can you enact changes to this policy based solely on CSBA when the

And how are you going to enact a policy update when you're not even able to articulate the actual impact that these changes are going to have within the classroom? So as part of prior to the conference the first two days there's the CSBA delegate um assembly and so I attend that and so part of that is we get together in group discussion. So just wanted to um share with you that I've been working with Lois on providing some information with regards to um you know achievement gaps and parent engagement and things like that. I've also because the se the delegate sort of covers different areas I've reached out to the

057high school district and also our koi so getting some input from them as well. So um just wanted to share that and then also uh yesterday was it yesterday um met at uh as part of that role went to senator's office downtown and was really more of a a bridge building uh public relations kind of um to meet them. So it was myself and two other delegates and then our representative that met with uh Senator Ashby yesterday. So just wanted to share that and it was there wasn't a lot that came of it.
