002Teresa Michael like uh superintendent y said and I teach at Valley Oak School and earlier this school year David Nelson our principal came to the staff and asked us how we thought our Visual and Performing Arts funding could be used to most benefit students and that was a window of opportunity for me because all my years of teaching I have always dreamt of being able to teach students how to play guitar in an elementary setting so here we are this is guitar part of guitar Club a we just finished uh guitar Club a we started in January right after the Martin Luther King weekend and we just wrapped it up on St Patrick's Day and these guys have some really cool things to show you but before I give them the floor I want to

003say something that's very very important that needs to be heard and it needs to be followed and this is coming from my heart music is something that everybody should have an opportunity to experience music is good for the soul it's good for our health it's good for everything and we need to make sure that every student in our district has access to music curriculum on a weekly basis at least this is a little different it's not the regular music program this is a club but it is so important and I really hope this District being a district that loves our students and cares about them and cares about their well-being I hope they truly consider that because it's very important okay so with no further Ado I'm going to go ahead and introduce to you

004Mr Alex Zamora a fourth grader from Val Oaks Miss Yadira Hernandez another fourth grader from B Oaks Dalia Lao another another fourth grader from valy Oaks and Mr Isaiah Sanchez our only sixth grader in our club a from valy Oaks and they are going to show you what they've learned in Guitar Club a at valy o school okay so Mr Isaiah you want to start us off h e e e everybody they're getting it it's so aw they learn for thank you everybody we really enjoyed being here you guys were awesome thank you thank you great job thank you Miss Michael for teaching this guitar Club after school thank you students you guys did a great job picture thank you so much can miss is it are the are they in the picture or the

005screen do you want us to move the chairs or or we can leave them or we just push them up to the okay thank you all right thank you so a few more um presentations or recognitions um tonight we have two assistant principles that are currently serving in those roles in our district and they have demonstrated the leadership skills that we need in this District to move on up to a principal ship and with some retirements and some movements we have a couple of openings and so Mr Joshua Sate I don't believe he's here with us tonight um but he has been our district for three years as an assistant principal he came to us from um a district where he's had administrative uh experience already he had served as a principal prior to coming

006to our district and he's done an amazing job as an assistant principal and we are looking forward to him moving over as principal at Morango Ranch Elementary as we know Mrs Porter is retiring after many years in the district so congratulations to Mr Sate and and how he will serve in our district as a principal and then we have Miss Leah wheeler Leah wheeler has been in our district since Miss Wheeler's been in our district since 2006 she's started as a teacher she's been a curriculum coach and she has been an assistant principal for the last six years at multiple School sites and so we are looking forward to her serving as principal at River Oaks Elementary congratulations to both ready to move on to board meeting protocol yes thank you so our session tonight

008to the superintendent 24 hours before the session and then it'll be posted on our website we have one public comment that is on our website board vote and connectivity each motion will be followed by a rule call vote for Action items should a board member attend the meeting remotely and lose connectivity by teleconference or phone the meeting will be delayed by five minutes um we do not have um uh Annette coony trusty cozie is not with us tonight she's not on teleconference and regular board meetings will be adjourned by 10:30 thank you um now for public comments for topics not on the agenda I do have several of those so the first one I have is um Arian Aguilera good evening as many of you know I am the music teacher at mcaffrey middle school

009and we have a enormous music event coming up next week that every year I come to personally invite the board to we have our G music showcase next week which involves all of the band programs and all of the choir programs from all of our schools um it's a really wonderful event to bring our whole Community together and celebrate the positive accomplishments of our students not just in academics but in the realm of Music um this year I just want to point out before you attend um the event because I'm hoping we'll see you there you might notice that there's some dispar differences between some of the musical groups and one of the things I wanted to bring up is that's not due to any harder work or lack of work on the teachers and

010students not all of our students who are going to be performing next week have had the same opportunity for rehearsal and instruction um last year we had five full-time music teachers in our district and this year we are down to only four um for many many years now probably I think I've been on this one particular campaign for about 5 years I've been coming to the board and talking about the need to have a full full time music teacher at each one of our schools with our prop 28 funds we have the funding to do that and if we did increase our music staff from five positions to six it would allow us to have an equal access to music education for all of our students in all of our schools it would also go

011a long ways towards retaining our music teachers for many many years now um we've had some positions that have been revolving doors we've had music teachers come for one year two years um Greer in particular has had several years where they've had an open position this year the open position was between River Oaks and Lake Canyon but this has been an ongoing problem in our district being able to retain music teachers right now every district has prop 28 funds so and not a lot of people have gone into getting a degree and a credential in the Arts because it's always been on The Cutting Board the market right now for Arts teachers is incredibly um competitive and there's really no reason for a music teacher to take a job that has them working at two

012schools when there's other districts right in the same area who are offering jobs where the music teacher only has to be at one school so I'd like to really encourage the board to kind of notice the differences between um the schools that do have a full-time music teacher and the schools that have their part their program pieced together with multiple teachers thank you thank you next we have Michaela Johnson and actually Michaela I have two cards from you so if you want to just address both of those yes six yeah I'm going to start with the children's Makers Market so my name is Michaela Johnson and I own a local business here in G uh I do real estate off of C Street and last year we had an idea presented to us to have

013a uh children's Makers Market um basically what that is is to encourage kids to U be entrepreneurs and create a business they have to come up with a business concept A Name a logo a product and then they have to apply to our uh website that we've created um go over their business model and how they're going to succeed and then uh we approve it and then partner with them on how to prep for the market last October we had about six weeks to prep and we had over 90 kids participate and 56 booths my goal was 25 um but so it well exceeded my goal for that I was so impressed I know there's some people in this room that were able to go to the market and it was really these kids really

014impressed us so uh the city approached us because they've tried to do something like this in the past and they didn't have um success with it so we are partnering with the city and Saturday market this year on May 3rd we're going to be doing our second Market we are committing to over 90 booths and uh potentially it's like two to 300 kids because they can have up to three kids in their booths and most kids have at least two one to two kids in their Booth uh they are shutting down Sea Street for us so generally the market is on uh fourth I'm sorry it's on yeah Fourth Street so now instead of fourth they're going to extend it down to C from 4th to 7th and that will all only be the children's

015Market we're going to have it identified so that everyone knows that it's just for children um so last time we had probably 300 to 400 Shoppers this year we'll have well over 1500 Shoppers that are um visiting these children's booths they have anything from um examples they had sold drinks they sold Cheerios they sold bird hous that they made um some kids sold posters jewelry it like I said it's super impressive we have a social media account uh it's called G children's Makers Market that has pictures they have to do a marketing video that which is super fun um so all of those are posted on there we did a recap video um so I highly recommend you guys going on there and sharing this information we are adding a few things this year we're

016doing a market Workshop our biggest goal is to reach every single kid in this community and outside of this community uh my kids have the opportunity because I funded theirs uh they paid me back afterwards but there's kids that don't have the finances and we want to make sure that any child in this community there's businesses um probably over 20 businesses that want to sponsor a kid if they can't financially uh do the work or I'm sorry do their business so that's really big important information that we're having the workshop where we can plug them into with businesses they don't have to sign up for the market in order to come to our Workshop they can just ask questions we also have um a junior chamber the Chamber of G is creating a junior chamber

017there throwing a mixer for all of our participants and just getting them excited for the event we're trying to um show them all concepts of concepts of business we presented at the schools today my kids go to Lake Canyon so we were able to present at four lunch periods today and the um teacher they had like a teacher function today that they did so we were able to presented that and then I also submitted for the Flyers to be distributed from you guys to the students so one topic thank you thank you you can move on to your other topic okay so I'm also here tonight to emphasize the importance of keeping our schools focused on the care I'm sorry in the core subjects of Education Reading Writing Math and Science as parents we trust

018that the materials provided to our children in the classroom and in the library are appropriate in align with the foundational principles of education our children deserve an education that prioritizes academic Excellence over political and social agendas however there have been instances where books containing cont controversial topics including sexual content violence gender ideology and race-based narratives have made their way into school libraries and classrooms without a clear review process or parental awareness right now decisions on these materials are left up to individual principles or Li principles or Librarians rather than being Guided by a structured District policy this lack of oversight creates inconsistency and puts sensitive Topics in front of our children without parental involvement our district already has policies requiring parental consent or for sex education in certain movies it only makes sense to apply

019these same standards to books and and curriculum that would address divers divisive or mature content I urge the board to implement a formal policy requiring that any donated or proposed books covering topics such as sexuality gender identity violence and race-based ideologies go through a Review Committee additionally if such materials are made available parents should have the option to opt their children out through a waiver process this is not about censorship it's about transparency accountability and parental rights school should not be should not be making these decisions without involvement of the am to provide context I want to highlight a few specific books currently available in the schools libraries that raise concern ghost boys covers mature themes of Ral racial bias and police shootings which may be emotionally distressing and difficult for younger students to process

020the hate you give contains strong language violence and presents an anti- police narrative all-American boys similar to Ghost boys this book addresses po police brutality from a one-sided perspective Lily and Duncan Express transgender identity and mental illness topics that may many parents feel are not age appropriate for elementary and middle school students these books introduce complex and emotional intense subjects that should not be presented to children without a clear review process and parental awareness the reality is there there is a decline in enrollment in our school district and I have personal testimonies supporting it's due to parents losing faith in the system families feel unheard and are frustrated by overreach of the district and into sensitive areas that should be discussed at home not in the classroom I have I have recommended to my school

021site Council that the exit interviews be conducted when families unroll their children to better understand this their concerns I believe the results would show that many parents are dissatisfied with the curriculum choices and direction of the schools we are not co-parenting with the education system schools are a tool in shaping our children's future but they should not be making decisions that are override parental values I urge the board to take action on this issue Implement a structured review policy and restore trust between parents and the school district lastly I want to address the disparaging comments recently made about board member Matthew Ward it is deeply concerning that individuals in the community can make unfounded statements that are not only damaging to his character but also impact his business Mr Ward shows up every single day

022at our elementary school tutoring students in math unpaid out of the goodness of his heart his efforts have significantly boosted math scores and there are records to prove the impact has been made not to mention how many community events teams and organizations that Matt Monet monetarily gives to he is truly an asset to our community those who are quick to judge from behind a keyboard without knowing a full context I encourage you to consider how unacceptable would be if similar baseless accusations were made about you sorry your time is up than thank you thank you okay so before we move on to reports I just want to clarify something that I um wanted to change a little bit about our structure so in the what I've done the last couple months is we've had public

023comments for things that are on the agenda I have had those people talk first before give the staff giving the background on the on that item so I'm going to swap that just to make for I'm hoping a better smoother meeting and to hopefully answer questions and so what we're going to do is introduce the agenda item we're going to hear the background that whatever is prepared and then I will ask you to come and read your public comment and then we'll have board discussion sound good okay so next we're going to move on to reports so we will start with our map measures of academic progress report our curriculum director Cleo thank you by now you know that we administered the map assessment in the area of reading and math the data that you

024have in front of you reflects the percent of children who reach the 60th percentile the data points um answer the question of which student cohorts met the elcap goal of increasing by 5% from Winter to Winter all data should answer a question and that's the question we're looking at tonight which cohorts met that 5% growth if we look at reading um last year's first grade students 47% of them reached the 60th percentile and this past winter 55% of that same cohort that same group met the target so yes that group met the 5% increase from Winter to Winter second to third yes they met the target third third to Fourth did not quite make it fourth to 5ifth did not make it but there was growth from 46 to 50% fifth to sixth grade did

025not make the target sixth to 7th did with 47% um meeting the 60th percentile this past winter and 7th to 8th also met the target with 51% meeting the 60th um percent percent and higher percentile excuse me in the area of math same pattern first to second grade met the 5% increase actually that was quite a jump from 51% to 70% of the children reaching that 60th percent so that that was that was great to see again in second grade you probably noticed that in the reading they met the Target in math second grade met the target second to third did not meet the target uh third to Fourth stayed the same name so did not meet the target fourth to 5ifth did not meet the target fifth to sixth grade did with 43% of

026the children meeting that 60th percentile or above 67th did not but there was growth and 7th to 8th did meet the target what we would like to do now is ask each of our school administrators to briefly highlight um growth or a strategy or a factor that contributed to specific grade levels I'm sorry not grade levels cohorts meeting that 5% increase from Winter to winter so we'll start with River Oaks good evening so one of the things I would like to highlight is our second grade PLC when we met at our academic conferences we had a lot of time to really reflect and look at the data and they did meet the growth in both reading and in math and when we talked about that specifically uh math being our change idea in our our

027academic conferences uh from first to second grade winter to Winter you see there's quite a jump there from 64 to 83 and we talked about you know what that looked like on a daily basis not just in a more summative way but on on a daily basis what would you see is happening and some strategies and some um topics that we discussed was really the power of spiraling and the importance of that that the curriculum alone didn't spiral enough so while they were presenting and teaching and introducing those standards at grade level daily they were also doing these step aside similar to reading strategies we've done in rally and other strategies in the past but the importance of intervention and giving those step asides and giving kids a chance to review the skills that they've

028already learned this school year um and just revisiting that over and over again and so that by by the time they got to map in the winter that those those strategies were being uh fresh in the students mind um and other strategies we discussed were things like notebooking the importance of utilizing the resources writing down the how to do it and then allowing the students to uh reference that as they uh practiced thank you so much yeah reaching anything above the 70th uh or 70th perc is challenging so when you look at scores and you're looking at the 80s 83 that's quite remarkable um to have that many children meet the 60th percentile Target moving on to Greer sorry sorry good evening I can highlight second grade as well um you know we have like

029Tina said we've spent a lot of time looking at the curriculum that we have had access to especially in mathematics trying to fill some gaps one of those gaps is the Spiral Review I know that teachers have come together across the district to work on um implementing strategies that help students um cycle through specific skills or concepts also um we have quite um a strong cohort um between first and second grade so our second grade teachers really collaborate well with the grade level below and above them and I think that's um a testament to that as well knowing where kids are coming in what they need to what they need to learn and then addressing that in academic team meetings but um you know it is it is impressive that we have kids above the

03060th percentile that stay above the 60th percentile that's quite a a challenge and um you know I'd also like to highlight that most of the students at Greer meet their personalized map growth goal and that's really important as well though they might not meet the 60th percentile they may also meet the 50th percentile but um we do look at students individual efforts and personal um personal growth and meeting that growth Target is really important as well so kudos to all all the teachers that are working hard to make that happen thank you Lake Canyon a lot of um similar strategies were discussed um for us second grade and third grade had significant growth in reading and fourth grade in math and so different strategies for those grades um one thing we noted was the site

031is using supplemental sub um under the guidance of our tosa stina cerelli and we're provid providing targeted intervention for those High needs Learners the data is analyzed every session and so we really have immediate feedback on where the students need to grow and in what way we also wanted to note that we've seen um significant increase in using our Avid strategies specifically in the area of organization collaboration and inquiry in math especially we also are using many of our educational Partners like vanl from scoy Mr Ward provides tutoring at our school and so we're tapping into those outside resources to try and fill gaps um where they might be and where we otherwise couldn't fill thank you and I I think um Stephanie brings up a good point the data that you're looking at here

032does not show how many children grew this these data points only speak to how many children met that 60th percentile if we were to bring to you how many children met their personal goal like Stephanie Stephanie other Stephanie said um these percentages would be really high and just to remind the board the 60th percentile is what we use to identify children that are performing at Great level at the time of testing again I want to remind all of you that we work with children children are unpredictable and sometimes the test scores do not reflect what they truly know because again it's a a window into that time in which they took the assessment moving on to moringo oh I think you should definitely highlight second grade second grade math with 80% e thank you Valley

033Oaks all right thank you um I just I want to highlight the we have five cohorts right in each one and in reading and in math so a total of 10 cohorts and uh of the 10 cohorts eight of our cohorts made Positive Growth from year to from one year to the next and of those eight seven met the 5% growth Target and of those seven five made doubl digit growth yes in number of students uh meeting that 60th percentile so this wasn't uh just one grade level every grade level made it in one or the other and some grade levels in both um super happy super proud not just you know for the students of course we're proud of them and their efforts but for the combined efforts of all of our staff uh

034we were very um strategic in meeting in our academic conferences in the beginning of the year and looking at data and identifying uh students who uh we targeted in terms of this these are our students who can make that jump if and then we said okay what are those ifs going to be uh setting up uh strategies and it was a little bit different for each grade level um but basically what it came down to was if we keep doing what we've always been doing we're going to keep getting the same results yes so combining um what we do with our pdsa in terms of change ideas including in our change ideas many of the things that that led to these positive results is is really a testament to the focus of our of our

035teaching staff and their dedication to looking to the one to looking to each child what does each child need going down breaking it down through map scores what domain within reading what domain within math how do we get them there um just super happy super proud couldn't be couldn't be happier it's uh when the data came out it was just you know big smiles for for for everybody every grade level and we just had our second round of academic conferences and probably the best round of academic conferences CU we're able to review the data talk about what we had planned in the fall what worked who of these Target students made it and uh just is is wonderful so kudos to to the entire staff and to our students for responding and to you David

036because I think your excitement is certainly contagious and you just sound so proud not that the rest don't but you certainly sound so excited and proud of the work um again I I've highlighted a specific grade level at Valley Oaks and I'm going to highlight that grade level again because I don't know how they're doing it and I'm so curious to find out how sixth grade continues to show um those gains in particular in the area of math I keep asking Kim Lama tell me what you're doing and she doesn't tell me so but congratulations to you all uh so moving to maccaffrey I'm not sure Mr okay hello Carlos back [Music] there for e e adles thank you so much and it is uh nice to see growth in in math we've waited for

037that for a while and it's nice to see that it's it's finally increasing so with that board do you have any questions on our map results from Winter to Winter it's encouraging definitely encouraging growth yes a lot of people have worked really hard and a lot of kids have worked really hard continuing on with our assessments now we'll look at our district reading assessments thank you so the next uh data sets the data for uh Dr it reflects the percent of children who met all and I want to say that again who met all the end of the second trimester benchmarks so again we're not looking at children that grew in certain areas for us to count the children in these percentages they had to have met all the benchmarks for the end of the

038second trimester so these data points answer the question what is the progress of student cohorts in regards to increasing by 10% from Spring to Spring if you take a look at the bottom chart um all the cohorts have increased from the fall to winter um second grade is the only cohort that has grown from last spring again we're looking at cohorts this is a um the winter score so this is just progress once we um get closer to the end of the third trimester we'll bring back to you the spring results and then we'll be able to see how many um of the cohorts met the 10% increase from Spring to Spring again this is just a brief report progress of how we're doing so we feel that we're doing fine and we still have

039time we are hopeful that all the cohorts will meet the spring um targets but we'll bring back that information sometime in May uh very quickly for Greer I would like to highlight um current first grade with 59% of the children meeting all the targets so that's on the next um page kaai thank you uh for Lake Canyon um I want you to look at the 100% of Kinder last spring once you reach 100% once you reach again the 80 90 it's it's quite challenging to keep maintain that same level but um I do want you to know that they kinder to First still Grew From the fall to the winter so they have 78% of the children meeting the all the targets um first to second grade 75% of them if you take a look

040at Morango let's look at first to second grade with 71% of the children meeting the end of the second trimester targets uh Second To Third 80% again once you start going above 80 it's it's challenging to get there and it's even more challenging to stay there at River Oaks let's take a look at second grade with 67% of the children right now meeting The Targets in at Valley Oaks um kinder to First 885 um if you take a look at Kinder at Lake Canyon with 87% of them Morango 80% Val Oaks 85% again those are it's tough to get that percent of children meeting all of the targets at the end of the second trimester um we feel very good about the scores and again we will come back to you in May to actually

041tell you which cohorts actually met that 10% growth any questions with the Dr thank you and I just want to say before we move away from our assessments um it's just huge growth that we're seeing and it takes a lot of work our our teachers and our support staff they're doing amazing job amazing work with our students and with the support staff too that's our our administrators you know they provide the supports that teachers need um and making sure that we have the staff that we need as well and I think the the data conversations and the academic conferences and the collaboration amongst our teachers we're seeing the teams that work together um collaborate on student growth um share really making a huge difference for students so very proud of this um and and yes

042we're all as proud as David sounds when he shares the growth at Valley Oaks um but yeah so we should as a district um we should feel really good about this so congratulations everybody a lot of lot of great workk you so I do have a public comment related to the map scores so I am going to go ahead and have that public comment right now um I have a comment card from Molly hi um I just wanted to kind of point out that one of the reasons why the eighth grade I'm in eighth grade we in the seventh grade we grew so much in math that I've kind of seen is that we have a teacher Mr Greg who's put in a lot of work extra time during his prep and Home Room to

043help kids who are struggling with different uh skills that their teachers may not have gone over or may not have like had the time to do extra practice or done extra practice has put in the time to do extra practice with them and that I believe I myself grew I think at least five I think five points for my map score map score so just kind of knowing a lot of kids that grew and that were his students or not his students that just came to him for help having that I think that really contributed to our eighth grade and seventh grade overall growth in map one thank you thank you so we're going to move on to our next report we have a report on an artificial intelligence Magic School a program that uses

044Ai and we have Ben Solomon a fourth grade teacher from Valley Oaks with us tonight and kaai will pull up a PowerPoint thank you Mr Solomon thank you guys thank you kawhai for helping me with this good evening everyone my name is Ben Solomon and I'm a fourth grade teacher at Valley Oaks here in G and today today I'm just really excited to share with you some of the things that we're doing there specifically with magic school AI Kawai you can go to our second slide I just wanted to let everyone know if you didn't know um what magic school is it is a variety of AI tools um built for elementary and secondary school teachers and gosh the possibilities are endless you know whether it's generating questions providing feedback or designing Creative Learning experiences

045there's really a tool for every need next slide kaai thank you um these are here's a look at what my favorite tools are and personally I use magic school every day and I use it to create Rich thinking tasks in math and also constructed response questions in reading and you know discuss that with my team we really think that has really helped in improve our map test scores this year it helps me challenge my students and encourages deeper learning with well structured prompts and I tailor these questions using the curriculum with a focus standard to address my class's specific learning needs Ka you can skip forward to uh two more and one more gosh thank you I couldn't do this without you okay so you're going to see this this image and you will notice

046something in a red box now this thing in the red box is called the performance task writing rubric and what this is is the writing rubrics that we have access to through Casp and this is really what I want to share with you today this is my big aha tool this year in my class um I am using this tool to provide my students with personalized evaluation based off of the Casp writing rubrics so what my writing instruction looks like is I begin with the planning stage first we break down the prompt to ensure understanding then students read those sources they identify the main idea and the key details but then they move on um to start typing up their rough draft and the revision and editing stage is where Magic School comes in students

047copy and paste their typed up rough draft into the writing feedback tool and they receive immediate targeted and meaningful feedback that enhances their writing skills and this is happening immediately so instead of me doing this over a two-day period for 30 students the learning is in the students hands and what they see is actionable feedback they see their strengths and then they see areas for growth so with this guidance they can make necessary revisions and import improvements with confidence Ka let's move to the next slide if I could give you my three big takeaways why this is so important is it's instant I was talking to Mr Nelson today and we were saying man it used to take us three days to get feedback back to kids now kids are getting immediate feedback and so

048they're able to go right into that revision stage within a writing instructional session also it provides guided Improvement so I'm telling you it's giving them way more feedback than I was humanly capable of doing for 30 kids and most importantly it's rubric based we are aligning our writing instruction at Valley Oaks with the Casp writing rubrics next slide qu I think people have questions about how much control teachers have so I wanted to show you what it looks like as a teacher this is an output history for a student her name is Dariana I can see a summary of her uh interaction with the tool I can see her strengths and her weaknesses as a writer and this gives me so much invaluable like data that I can conference with her next slide this is

049what Dariana would see she would get feedback on her copy and pasted document she has areas of strength you can see that there's three and areas of growth you can see there's three so I tell the kids you know you're going to pick two today you're going to really focus on those two and um they have control over which one the choice over which one they choose to work with next Slide the guided Improvement I mentioned earlier you can see here magic school is not rewriting this for them it's making recommendation based off of writing instruction that I've already given so maybe we had a lesson on transition words magic school can also give them some of those key bullet points and what I see is students are making meaning out of that lesson versus

050me just telling them they're now seeing it actually in this writing feedback tool and that kind of feedback I think is reinforcing those writing standards that I'm teaching next slide kaai I cannot emphasize enough how important this is to me at the end of last year I was not okay with my class's writing force and I knew I had to change something at the beginning of the year I met with fourth grade and sixth grade at Valley Oaks and we realized we had this power at our fingertips and it was like fire spread through our campus like we were exhilarated basically everything we're doing is increasing the rigor of our instruction and preparing kids for the end of the year and so man we have our fingers crossed we are hoping that the kids understanding

051how their writing is assessed at the end of the year and writing to that same R rubric starting in August we're gonna see some huge improvements uh coming coming out at the end of May beginning of June next slide so I asked the students this group of four hey it would be best if you could tell me what are the benefits of Magic School in your own words Kawai and men have um graciously been able to open this in a new tab and so hopefully fingers crossed we can hear the kids speak but Ka I think you are going to have to open the video in a new tab and we we had we helps us because we can know what we need to like improve our writing can you rewind it word way too

054glimpse into what's happening at Valley Oaks believe it or not this is uh Mr Solomon's first year as a fully credential teacher um and he has shared his knowledge not only with his grade level but with other grade levels at the school and with teachers uh and grade levels at other schools and the effect that we've already seen uh at Valley and I know that's you know being uh had at other schools is incredible uh just a small portion right here uh was shown and this is part of this change process that's happening and uh just really again super proud not only of Mr solom everybody else who's who's jumped on board and and utilizing this tool in education thank Youk you I do want to add I'm sorry that I I just I have

055to add so David called me on I don't know given afternoon and he was so excited so excited about what Ben was doing that it it triggered me visiting Valley Oaks and seeing what he was doing in Mrs meli's class for the first time and she was a little worried about what she was going to find and what the kids were going to be able to do and she kind of said okay Cleo here we go and here and the kids did it that same day of course I kind of showed up into Kim's class because she was launching it for the first time the first day it was great but I I do um I do think that David your excitement about what this program could do for children and how it could support

056the planning and lesson delivered for teachers has really what it can do right the potential and I think we're just seeing the tip of the iceberg what this program can do I'm sure Ben can talk about this for days it's pretty incredible so looking forward to seeing what what else teachers can do with programs like these um in the future and anyway thank you David and Ben thank you yeah you've peaked my curiosity about the program and what else it can do I look forward to learning more about that well and it's free there's a free version that you and I and anybody in the world can go into and and take a look at there's a a an upgraded version which is actually significantly significantly better um but uh anybody can take a look

057at it and you can dive in and it's sky's the limit really um before I go to I we have one public comment about this topic do we have any other questions um about this topic before we move to that or comments okay okay wonder if all the teachers had access and he just answered it so okay and just to follow up um with that uh in talking with representatives from Magic School AI um talked with the representative and and told her like hey this is like this is this is good we want you know this she um gave uh as like a promo the plus version or the upgrade version gave us a code uh to use for 30 days that we were able to give to to staff just enough to get them

058excited about the plus version and then to have it go away after 30 days but uh to be able to get into that and and and see what that is able to do even beyond what the free version uh does was incredible and it leads us to like all right we need to we need to move on this so thank you thank you anything from you guys or okay so I'll have H Veronica cman and you have public comment related to this one hi thank you so much that was a wonderful presentation Mr Solomon I appreciate it um after reviewing the information regarding Magic School AI program I can definitely see why some of the teachers would choose to use the technology for various tasks such as creating or modifying rubrics or syllabi or other

059items that Mr Solomon mentioned I can also see how some students may like the automatic feedback in reference to their writing and other types of work how however and I don't mean to be a downer on this um I do have concerns regarding data mining of the children's safety for children's data privacy even with it being reported as magic school is fora compliant um quite frankly I'm not quite sure I trust the system entirely um I have concerns that a student's potential or personal information from their name to potentially where they're struggling or an IEP information could be entered and end up in the AI system for example magic school has an IEP suggestion generator a com found ation suggestion generator these are tools where students information may be entered once the information is entered

060into an AI tool it's there and you cannot retract it I see so many potential areas where children's data could be compromised and all information into these tools can be mined I have concerns that the AI information generated may be biased Andor may not be accurate the information the AI provides is only as good as what's been input into the system if this tool is used then Educators should be checking to ensure that bias is not introduced and information is accurate um furthermore when it comes to my child's writing I want her teachers who are with her daily and know her written voice to be the ones to read and give feedback to her for her work I want my child to have this one-on-one human interaction to learn how to work with her teachers

061go to them for help receive feedback and discuss her work these are all skills that need to be practiced and that she will be able to use through High School University into the workforce and Beyond these are human skills that cannot be taught or practiced by using artificial intelligence program um I have spoken to my child and found that she has used the magic school program once already uh as a parent I feel this is a system that I should be advised may be used so that if I choose to opt her out that I can um if this program or any other AI programs are going to be used then parents and Guardians should be given all of the information about said programs and the form to opt out to opt out our students

062from using them because there is a possibility that their data could be compromised or or might thank you thank you okay our next report is related to School of Choice the School of Choice window was open during February it has closed and we have sent out notification to the families that have applied we had 97 applications for School of Choice which is about average most of those um requests come from kindergarten and in your packet we have a breakdown for you by how many by each grade level we were able to approve 89 of the applications eight were not approved based on spacing or excessive um overcrowding at certain grade levels at certain schools but um 89 will be have been approved following board policy we should be reporting to the board annually on School

063of Choice any questions on that okay then we can move on to our last report our school calendars for from our administrators um we have fairsite Elementary we have Miss Rogers tonight thank you good evening um so one thing with the uh faight calendar is that the vano mobile art program through the Sacramento Children's Museum will be on campus for four days at the end of the month and they are going to set up in um a classroom and over the course of that week every class will get to have an hour to look play and create with color and they're also planning for a second art night in March 30th um or on March 30th um and every classroom has art projects on display um and so that was in March and then there's

064also um so the van go is that at the end of the month with the um the the uh mobile art studio so and there's several field trips some are going to the zoo and that family art night will be on March on April 30th I'm sorry not March thank you thank you g Elementary Miss simic back over here we have a talent show coming up in April that everyone should come to it is going to be amazing we got to see practice and looking forward to all the performances thank you Lake Canyon Miss gueras thank you um Lake Canyon has many exciting activities but one we want to highlight is the celebration of learning which is held on April 9th Lake Canyon teachers for many years have morphed the traditional open house and so

066usually get to partake in it as well thank you Valley o Mr Nelson yes on Wednesday April 9th our PTO will be sponsoring a a jogon at our school it'll start in the morning it'll involve color the kids getting color stuff all over themselves and uh whole lot of fun so we're looking forward to that thank you yes it is March 26 starts at 4:30 I believe at Greer let's move on yeah okay all right so for the consent calendar I I would like to highlight something on our human resources um calendar we have some big retirements to announce um teacher Lisa hegdal is retiring after 30 4 years in the district she has been a science teacher in G again for 34 years one of those years she was also a curriculum coach in

067the area of science but it's a long time to serve as a teacher in the same district and in science she's done an amazing amazing job definitely going to miss her in the science department another retirement is Laura papino she's been in the district for 24 years and she has served as a teacher curriculum coach and most recently the last seven years and an assistant principal so some very impactful um dedicated uh staff members that we will miss and wish them the best as they move on to retirement also in the consent calendar I just wanted to highlight that we had a couple job shares for you and those are um two job shares they are currently job shares this year as well that would like to continue into next school year I saw that

069today we have Leah wheeler side administrator we have Michel INF Ferell teacher on special assignment with a focus in math and Kim frizzy third grade teacher leader At Greer and they will share with you how we came about the recommendation for tonight thank you very much um before we jump right into the math recommend ation through our presentation I want to just take a moment to express some gratitude uh deepest gratitude to Cleo she led our team over the past two years shout out to uh scoey van Le retired Dave Chun most of if you've ever taught math you know Dave um he led us through our first year and then a gigantic uh thank you to our math committee uh their unwavering dedication and hard work um has led us to where we are

070today standing in front of you I thinkk our teachers efforts we now able to recommend an exciting new ma math program it's Common Core aligned and will undoubtedly benefit our students for years to come the time energy and thoughtfulness of our teachers have invested into researching planning piloting instructional material is truly appreciated our teachers have worked tireless tirelessly to ensure students not only had access to the best possible resources during our pilot um but needed to succeed in the mathematical piloting program by providing feedback of their own to us the commitment to Excellence and to the future of our students has not gone unnoticed and I am grateful to have served along their side as an administrator with the teachers on our team our math committee I thank you for your passion your expertise and

071your vision guiding our work trying to bring the best to our students in gal to create change in our mathematics um and I I want to just say thank you there's been a huge impact on your work they're not all here but I hope they're online um I'll go back to what Cleo had had already talked about but our committee is comprised of every School site in our district and I think it's important to understand that we took a member from our TK team at fairsite we have U membership from our DLI program um we have teams uh from our special ed program from our Primary students to our intermediate students along with our Middle School this is we looked at it from a TK all the way up through 8th a nice aligned program

072for everybody um to access with every program and every population that we serve here in G so I think that's important thank you qu you can go to the next slide kind of summarized it there um you can see that we've put in a lot of hours that's just what we actually got paid to do I wouldn't say we teachers they went beyond that um the learning process has taken two years um and then I'll go a little a little bit deeper deeper into what that looked like uh it we got to the second year which is where we're at today and down to two programs that got piloted this year thank you Ki um in our first year we took a very deep dive it's almost like the left side of the slide we

073went through our Frameworks uh the framework got adjusted in 2023 so we looked at the 2013 framework which is from Common Core prior to that it's the old framework that we all worked off of if you've been in the classroom a long time but we researched the math programs that were actually available to us and then we got to narrow it down through a extensive process that took a year and then brought us down to two programs that we brought into our classrooms through training and support from the Publishers and then our teachers giving feedback our students giving feedback and then moving forward to where we are and brought to consensus and then we'll go deeper into that thank you koi that that is the process uh that is how you do an adoption process

074no matter what subject you are adopting um I have served now I believe on five adoption committees through skoy and through our district and this is how it works it takes two years so it's a huge commitment from teachers and again I thank them for their time in doing so and it took us to the next slide we narrowed it to these two clear math and then I ready which is now California math thank you consensus building one of the key components is we all brought different things to the table everybody had their input we got to hear from each like representative of the programs and then we one key piece that's off of this that I want to note is every time we piloted we asked for student feedback it's part of the piloting

075process they had to take a survey they had to provide their own feedback and that was also in the decision making of where we're we are today with recommending um and then that part two straw pulling that was team effort consensus building again and we build on huge discussions because not everyone was at the same point from the first straw poll and that takes you to the second straw poll where you hope to build full consensus consensus and agreement on the program we're recommending and those are the categories that we had to address at as we were meeting as a team and a committee so we touched on the very first bullet is the new part of the framework that focuses on what they consider Big Ideas um and then we had to also look

076at is this aligned to our current curriculum standards in math and our mathematical practice standards and make sure that they're there and then we looked for sure for teachers what's the use of the program the ease of it and then how does it support the the students we're serving in our community our English language Learners our students with disabilities but also how can we accelerate learning for our children who need that as well so those were all the components with technology it's a huge part of it and then we looked at the assessments and how well they would align to getting them prepared for what we take at the end of the year ESC so and I'm going to turn it over to my colleague Miss Kim frizzy uh if you don't know she was

077the meth uh tosa in our district for quite a long time so if anyone has the Deep knowledge it's her Hello thank you for allowing me to speak tonight as mentioned I was the tosa for our district for seven years for math I was able to bring us from the old standards into the common core standards and helped to implement and carry that out all the way from kindergarten through the grade and I spent seven years doing that so I feel very fortunate to have had an opportunity to be part of this math pilot committee because math is definitely a passion of mine and I feel very strongly that all students need to have all the materials and access to everything in order to be successful in math we need that desperately in our for

078our students go ahead and go to the next slide please thank you so the next several slides that I'm going to be talking about have to do with feedback that was given with respect to this program so this first slide shows some strengths that were shared these are only a handful of strengths that were highlighted there are many strengths having to do with this program to highlight some of them would be that really there's an seemingly endless supply of resources both digital print things to help students in multiple modalities that can get help teachers help students become successful but also to help students help themselves and take some autonomy into their learning growth with math there are also resources that help parents and also help to bring parents in into the team so that we

079can help students be successful because we need all of us working together to make that happen next slide please on this slide these are some of the concern or some of the pieces of feedback that were shared related to the program I would like to make a correction that the first bullet point was actually not intended for I ready I know that because I'm the person that actually gave the feedback and it was intended for the clear math program that we had piloted as well overall some of the biggest pieces of feedback had to do with how do we mesh this program or really any program with building thinking classrooms since that is a separate program that we're also trying to EMP lement and then also having to do with setting up and creating Center

080activities for mostly the primary grades those are optional activities however next slide please okay this has to do or showcases for parents that provided feedback while the program was in the district office and we certainly thank thank them for the time and the energy that they spent in looking through the program and being able to give feedback on it slide this is an additional piece of feedback that had to do with the amount of reading and the complexity of word problems that are in the program I would like to say that it also shows or highlights how students need to have multiple consistent opportunities interacting with complex word problems from a variety of situations in order to be successful and meet the needs and the expectations of the current state standards as well as the

0812023 math framework in addition students need to be able to feel comfortable and confident going into the state test in the spring I'm a third grade teacher and we are the first year where students take the state test and I've seen with my own eyes how if students are not prepared and don't have enough experience consistently attacking word problems of different links and sizes and topics and numbers that they it really makes them stressed out to be quite honest and it makes them nervous to take the state test and then they don't get an opportunity to show what they really know and what they've learned I have brought in case you would like to see them two examples of a third grade and a fifth grade math performance task that students also have to be

082able to navigate through on the state test in the spring it is a multi-step of event where students take multiple days in order to complete this so if you would like to see one I have one that I can share next slide please this slide talks about how shows how the expectations and the rigor that's expected with respect to word problem navigation begins in kindergarten and it gets increasingly harder as students progress through 8th grade and then of course Beyond next slide please this slide showcases our current math program Eureka Math as well as examples from the two math pilot programs and just goes to show or speak to how all math programs that we interact with have a variety of word problems Incorporated throughout and then this slide um is really interesting this is

083what we used to do on the leftand side I've been teaching for almost 30 years and back in the day before Common Core students were assessed on the Cs and we it looked a lot more like what's showcased on the left where students had to recall they had to memorize formulas facts and they had to get the correct answer to a multiple choice question now ever since really Common Core and then the 2023 2023 math framework reiterated and then expanded upon the expectation to bring students into our current world where they can be critical thinkers where they can analyze information where they can look at something with a critical eye and be able to know or ask questions about it um one opport one thing that my students did this morning was analyzing a piece

084of data and it was a chart that had to do with sports and they had to look at the data and be able to come up with questions about it and be able to analyze whether or not the teams had better records away or home based on just looking a looking at a table with numbers and that is being able to be a a a contributing member with how to interact with math as you get older and be able to study and have conversation like what's shown on the right and have tools and be able to know how to use them and have conversations and be able to write math paragraphs that's one of the expectations as students have to know math so well that they are able to make an argument and write a

085paragraph regarding it on the state test and with the expectations of the standards and this program has certainly given us many many pieces that we can use in order to support students in helping to be successful with math thank you I'm going to turn it over to Micheline thank you for allowing me to be here um I'm our current mosa and I was um I had the privilege of watching the students and the teachers become so excited about these programs that we got to look look at and see something new to give to our students um we have some very pretty charts to look at this is chart is looking at um basically how our teachers reported on the findings of I ready and just take note of um there's a lot of green which

086represents their strong they found that the program was strong in those areas specifically you can really note the one category that um where we're aligned to our con the they found the program to be be very aligned to the content standards and next slide thank you um and then this is our reporting after our clear math pilot and I will say when we've clear math was our second program I already was our first piloted program and we were very excited to see both programs and we were very surprised at our reaction after we've finished our complete pilot thank you next slide thanks so the process as Leah kind of mentioned earlier in the slides we took straw pole um this was we all got together after we um individually submitted our feedback and our straw

087pole presented this chart and we weren't satisfied yet we wanted to make sure everybody was on the same page so next slide please thank you we Revisited our um our findings and our feedback and really talked about examples that we found in the programs um the ease of use the strong engagement uh we we just went around and had a lot more conversation thank you um on both and really kind of why did we really find I ready to be the right program for us um and these are some reasons why we just really couldn't look at Clear mouth as closely we really found I ready met the best needs for us thank you um so again this is the same data that we just saw but just looking at it again um we looked

088at it again analyze both of it again again thank you and then we were asked to take a second straw pull and this is all part of the process this is what um scoy has been involved in and David with us and they directed us through this process um so we took the straw poll again which is our next slide and after all the conversation and hashing stuff through hashing ideas um we decided we really fully supported and we're very excited to support I ready program which takes us to our final slide that we would like to our committee would like to recommend that the district our board um consider implementing the ready thank you thank you so much that was very thorough that was very thorough and helpful I appreciate that um before we

089do board discussion I do have a number of public comments on this one and so I'm going to go ahead and call Rosella Rison good evening thank you for allowing me to speak this evening so good evening Board of Trustees superintendent Y and all the site School principles that are here with us this evening so my name is rosella rolison and I'm a teacher in the High School District I've been a teacher here for 20 years my four children have gone through the elementary school district my youngest is in eth grade currently going to promote at the end of the school year to um Liberty Ranch and I'm here today to speak in support of the IR ready math curriculum and to support the teachers that have piloted this curriculum while I'm not a math

090teacher I'm a social studies teacher and an avid teacher I want to offer my support because I've been through the textbook adoption process and I know what goes into it and I know that it takes a while to um pilot it with your students and to gather feedback with your department or your grade level teachers and so I appreciate the teachers for doing that and the thought that went into this process I'm also here tonight to also address the comments by trustee Ward uh the public comment about his concern and I just want to validate you know his concern about um the textbook having word problems that might be too wordy or um distracting for students and that the pictures might also pose a distraction and so I want to also respond to that and

091there might be community members and other board members that might share in his sentiments so I'm really addressing everybody that might also share his concerns and the I had an opportunity to visit this week and look over the textbook the fourth grade I ready book and I am familiar with the previous textbook the Eureka one because I helped my own children especially during the pandemic to um do their homework when we were on distance learning and I also looked up the California state framework for math this week as I'm not familiar so much with the common core standards for math since it's not my discipline and I wanted to share with the board um that our goal as Educators is not only about how many problems we can compute in a class period as I

092know that was mentioned in the the public comment by the trustee board member and um I wanted to just kind of share that also as an avid teacher wearing my um Avid hat that we also want to establish rigor with the curriculum and comple complex word problems um I know that he referenced them as as wordy word problems but I would refer to them as complex word problems that are addressing standard 2.4 of the California state teacher standards for the teaching profession which asks students um to provide or ask teachers rather to provide rigorous learning for our students I can also see why um trusty Ward is concerned about how he views um the word problems as being off topic from the math in that he may not um see how it relates um directly

093to the math or to ma to having mathematical value and he may not be aware of the importance of having word problems and accompanying pictures that offer a variety of real world examples that add value to the student learning process process the scenarios depicted in the word problems um are intentionally designed to engage students in the content the state math framework explains that students should have a motivating goal in solving math problems uh the word problem scenarios um so our standards for teaching for the teaching profession asks teachers in standard one to engage and support all students in the learning environment and the I ready textbook addresses the teaching standard one elements 2 3 and five our Teaching Standards ask Educators to engage students as I mentioned which can be accomplished with the use of

094these complex word problems and also a myriad of scenarios that tap into the students interests studies show that when students can relate to what they're learning they're more engaged and they're more likely to comprehend and to retain what they're learning students are given world real world problems because we want them to be able to apply their learning to different situations in Life Application is one of our higher order um thinking skills and Stu studies show that rigor and relevance are important and components in a successful learning environment um the math word problems are intentionally wordy um well as I mentioned complex word problems because the goal of these word problems um is to engage students in critical thinking skills harnessing What's called the productive struggle um referenced in the state framework for math educators provide

095these scaffolds to help students um approach and be successful with these um rigorous problems and I know we're out of thank you yeah we have to move on to the next comment thank you so much I appreciate that Veronica calman hey and talk fast because three minutes isn't a lot um I want to actually start by thanking C and the admin all the Educators um I as a parent really appreciated and found the whole process very interesting I appreciated all the check-ins that you did during DC meetings um parents being able to actually recommend curricula at the very beginning um also checking in with not just my child who was piloting programs but other children that I know I want to say that those that have ADHD um or on the Spectrum have IEPs they

096really thrived in I ready and I think that's very important um but I do want to use my time this evening to discuss my experience as someone who has tutored multiple subjects including various levels of literacy writing mechanics and multiple levels of math including but not limited to remedial Mathematics Algebra statistics and research methodology over the course of my time tutoring I have found that no subject matter is taught in a vacuum or a bubble meaning that when I was assisting with a history related thesis economics may be a factor when I was teaching people to read cultural and historical references may have been included and when I tutored math having references to people holidays cultural events items places or any number of other things um help the person that I was working with relate

097to the math that I was teaching these extra elements are not a distraction they help the learner to engage and they add a layer of complexity to the problem that they are working on it is imper an imperative for the learner to be able to use logic and critical thinking skills to differentiate information that is relative to the the problem at hand and the information that is extraneous in the context of the given problem students do not learn more or learn more effectively simply by doing a greater number of problems in a certain time frame students achieve true comprehension via quality problems in this situation quantity is not equal to something better to address trustee member Wars public comments directly topics such as juneth can be explained as simply as saying this is a day

098of recognition and celebration for the end of slavery it does not need to be complicated public education settings are open to all students and legally they must be diverse Equitable and inclusive if a person is not comfortable with teaching these topics as they arise then that person should not be teaching students in a public education setting additionally color photos objects and people can not only increase engagement but also provide learning pathway for those that have learning differences such as dyslexia ADHD or those on the Spectrum furthermore items that may be construed as quote implicit political Expressions end quote are likely an opportunity to discuss current or historical events and provide a wonderful Avenue for students to learn critical thinking skills as well as how to converse about various topics with those that they may have

099different views on as I've said many times s before public education is open to all students I only have one more he let's 10 seconds okay all means everyone regardless of any categories that you want to place on people public education values diversity equity and inclusivity if you do not believe in our public education system have the have a multitude of options from private school hards to filing a PSA if you do not believe in our public school system and the values that it represents you should not be in a classroom with children and you should not be sitting on our board thank you to move on to the next commenter laima Lama sorry hi my name is kimly Zama um I teach sixth grade at boks I'm going to start by giving you my

100credentials I've been teaching teaching for over 30 years and my students have some of the highest if not that if not the highest growth and achievement scores in the district 93% of my students have made a year or more of growth in math this year I have been teaching math for over 30 years I have attended numerous math trainings um workshops and classes throughout my career I am well versed in the state standards and in mathematical pedagogy I tell you all of this so that you know that I a reliable source for what I'm about to say I have recently seen some public comment from a board member regarding the upcoming potential math adoption that I find concerning and want to address the concern stated supposedly had to do with the opinion that language in

101the recommended math curriculum outside of the bare math facts was extraneous and unnecessary and that the math story problem should be limited to the basic math facts the standards for mathematical practice require students to be able to determine the important information in real world math problems and disregard extraneous information if no extraneous information is given they are going to expect that every time they have to solve a math problem the information they need will be given that would be a disservice to our students and an experienced trained educator would know that it is important that students encounter names of people and places that they are not familiar with so that they can learn to persevere through the math problem without being distracted by unfamiliar names places or events it is both helpful for students to

102find familiar events and names and text regardless of their backgrounds or disabilities as well as to encounter new names and events and not let that distract them from being able to solve the math in addition to my Mo to my own expertise I am also absolutely confident in the expertise of the people on the math adoption committee specifically Kim frizzy who served as our District's math coach for years and has many years of experience delving very deeply into the California state standards and a variety of math curricula I would encourage the board to trust the recommendation and expertise of the trained credentialed professionals with Decades of experienced teaching math who piloted these programs in their classrooms with actual students for months if we want to see achievement in our district we will listen to The

103Experts I agree that there is some political um Shenanigans going on but it's not through the math committee or this I ready program thank you and finally we have um on this topic Kristen zipper I want to thank everyone for being here tonight and I will keep my comments brief I know many of my colleagues will be sharing their expert opinions and already have on the mass standards and the expectations related to our adoption recommendations as always I appreciate all of you taking the time to be here and advocating for the best possible education for the students of G I want to speak to another concerning aspect of the public comment made by board member Matt Ward and that is the examples he chose to demonstrate his con concerned with the adoption Rec recommendation he

104included three examples of the hundreds he could have chosen from across the grade levels he said that the examples were to demonstrate extraneous information but looking at the examples I was concerned their might be another agenda the first example references ammani and a juneth celebration the second example references an African-American parade in New York and the final example reference references solidad using sign language in a play for Deaf actors it is quite alarming that these were the examples Chosen and then the mention that some wording and pictures in the I ready program seem to demonstrate implicit political Expressions inclusion equity and equal representation in our curriculum isn't political trying to censor and remove examples that celebrate different cultures races people with disabilities Etc is definitely a political statement that needs to be kept out of

105our district as public Educators we educate we love and we support all children we celebrate the diversity of our students and the diversity of our staff and racism has no place here including bigotry against other people with disabilities or bigotry against anyone thank you thank you okay so before we take a vote I want to open it up to discussion if there's any additional questions or comments about the presentation that we heard um I it was very helpful I mean I my own child is in Miss friz's class and so I've had sort of a front seat uh view of watching the two curriculums come through it's been very interesting to me and helpful um so you know I'm lucky in that way um but the the presentation that was put together was very thorough

108to 242 578 board consideration of approval of second interim budget report for the fiscal year 2425 hey good evening everybody I have right pull it up so it's that time of year where we present our District's second interim presentation um this is uh basically second interim is our financial status from the beginning of the fiscal year to January and it's an update compared to first intrum um and the next slide please sorry I'm gonna get used to that um so again here's a formative budget process we recently presented our first intrum in December and we're presenting our second intrum in March and just and it provides you an updated um what's going on our fiscal year and a multi-year projection and then in June I'll be bringing in the uh budget for next year next

109slide please so a summary of our second intrum uh um again Cola Remains the Same at 1.17 um stirs at 19.10 um our enrollment projections um currently that we reviewed is at 3,452 students and the average daily attendance that is projected uh in April because that's reported so we just have to project what our anticipation Ada will look like it's at 3,197 that is the same we had last year but we're conservatively um keeping it that way until we get um our results in April the unduplicated pupil percentage um is at 62.5 6 so not not much has changed totally in a total revenue of 40 million um and the learning loss in educator funds will be expensed fully at the end of this fiscal year in second interum we did include our tentative agreement

110with CCA for One 1.5% ongoing um because also the um our sko County office has approved our ab1 1200 which means they have reviewed the TA and tentative agreement and say the district is able to meet their obligation in their multi-year projections for the 1.5 percentage so that is reflected in our second interim here's a summary of a revenue for unrestricted and restricted um for the district the total revenues at $54 million and this includes the one-time learning loss and educator effective fund so that will eventually deplete in next year it will be less um this is just as we presented as a whole together to give you overall picture of the district's Revenue next Slide the following slide is our um expenditures for the district um unrestricted and restricted total expenditures is at $63

111million of that $63 million $47 million is allocated for salaries and benefits for our staff um that equates about approximately 76% of our district budget is um for our salaries and benefits it gives you a good picture of majority of our budget goes to our um our staff breaking down that 76% what is that U the 76% um basically we separated here in the graph um for certificated salaries um for our bargaining Union GFA 41% of our budget goes to their salaries and benefits for our representative groups such as principles admin um 10% of our budget goes to them and then the for CCA classified staff like our custodian secretaries um IAS um 22 of a budget um that 76% um is expensed for them and then we have other subs extra time stiens those

112extra activities um that we provide um for our students and then um sub coverage when we need it that's about 3% of uh that 76% so that's a a provides a clear picture of how the breakdown consists um the following is our funding formula this is how the districts are funded um based on the state computation or lcff funding um it provides you how much we get on our base Grant and then supplemental concentration um it's additional funding that is only if our duplicated percentage is above 55% as mentioned earlier in the summary we're at like 62% so we're able to dip into that additional um uh concentration funds that totals about 5 5.9 million and then we also have the home to school transportation which was a grandfather item from years ago um that

113we we we get um and then there's also the TK add-on this does U this TK add-on was recently added when um the governor had explained that we're going to eventually go to 101 but we got an additional amount about a year ago to years ago into her budget um there there's going to be some changes coming up in the next fiscal year and that will be presented in their June budget to see if the governor is going to approve an additional add-on to that TK to meet that 10:1 ratio so in our multi-year projection which is something that we have to submit to our our sko our County Office uh meaning that the district has to be able to M maintain uh meet their financial obligation um in our multi-year projections for 3 years

114um the pro structures include a 92% average in in our Ada um and then the enrollment it's very conservative we kept it at 3,452 because we I don't want to over project and then not have the students come and then have um this lost in Revenue so we project very conservatively until we are closer and we we have more information the cola projections for um the multi-year um for the next year is at 2.43 the reason I highlighted that because recently School service and other sources are saying that that's going to come back down to it originally went down in first inum it was from 2.93 to 2.43 now it's looking close to 2.1 2.2 so that Revenue could affect our multi-year when we bring in the budget for June which will affect our reserves

115and affect um um our expenditure our fund balance uh then the 2627 Cola projections 3.52 we are anticipating that to change and go down to uh for the stirs in our purse our statutory um benefits um stir remains at 19.10 it's um that's a projection moving forward um unless they Chang contract language but that's the Max on that for Pur projected increases are very minimal you could see it's it's um previously last year was already at 28% at one point but it looks like they're slowing down on that so that the districts don't feel that impact um very quickly so when we begin to prepare our multi-year we also look at how we're utilizing our carryover and our onetime funds and then our commitments such as the math adoption which we committed some of our

116onetime funds for it so once we start us utilizing it which this year we'll see the math adoption and other onetime funds you'll see that deficit start reducing over the multi-year um there is going to be positions position reductions and other non-personnel cost reductions just to eventually um reduce that deficit over the multi-year period um we are projecting so some reductions for the 25 26 and 2728 to maintain that long-term fiscal health for the district so unrestricted Reserve levels um this is totally com total combined um the 2425 is projected at 14% um 25 26 13.35 and then the 26 27 11.7 this is going to change we re um we recently have a TA and depending how um once we take it to the board and that is um if the board approves it

117these reserves will change this only in and then additionally that Cola that I mentioned that 2.43 if that goes down these Reserve levels will go down and there there'll be there'll be some adjustments that we have to do and review our budget um once we get closer to the May revise in in May and then for the June budget we'll have a better picture of what our multi-year looks like for the next um 3 years um the unrestricted balances do include um that 9% % reserve requirements at by board policy so just know 9% of that is for our board policy and then again we're assuming the cola projections Bas of school Services Governor budgets from January we have heard that's changing so let's we'll we'll see by June how that looks like for us

118next slide um as I mentioned our district enrollment and our funded Ada um are we we take a conservative approach and then you can see here enrollment in blue um the 3,452 and then our funded Ada 3,197 what I want to mean about that is we're getting funded based on our actual so we have met that threshold that we we are not over estimating or projecting and we're receiving the revenue based on our actual Ada so just to summarize the district has met all their financial obligations again that one-time um State funds always help the 88 enrollment that stabiliz stabilization period has committed so we're receiving that Revenue based on our actual Ada and that Cola increase compared to what we've seen before however there is some funding um um uncertainties coming up Statewide um

119there is the Wildfire tax delay so we will see how that will affect us when we'll receive our apportionments attendance also potential federal policy changes um there's the expirations of the one-time funds but um and and additionally we are going to have to be looked at our budget overall and see what we have to reduce professional development or um other supported programs based on the onetime funds and grants we see that going away and um and we have to review what's priorities together and figure out what's best for the overall for the district we continue to keep our schools safe and secure and invest in that math adoption um continue to maintain our facilities but always um try to support our students and staff first any questions my only question is right there it says

120increased Ada but I thought on the last slide I thought it showed the Ada staying steady for the last three years so when um that's the funded Ada so there is our actual Ada and then our funded Ada we begin to stabilize and actually get money for what we're receiving so it is increase to be in a stable position compared to before because how we're funded on the Adas on a either best of last year average of three years years or your current year when we looked at the funded portion we're we're we're increasing and we're getting our actual Revenue based on the Ada that's just the when the calculator is providing funded actuals and comparison that's what I meant on that um but we at a we're at a spot we don't have we

121didn't over project our Ada where we're actually getting funded the money so it's good to have that problem in an increase in that form because other districts if they over project they'll have to return some of their apportionment at the end of the year and then you really don't have that money it looks like you do but in reality you have to return it so I I I project in a way where we get what we spend and we don't over project so I don't want to return it I don't want it look like we have an inflation of income when we don't we have one public comment on this topic Veronica cman hope we last them up here tonight um okay I do want prefos this by saying I understand we have the May

122revise coming up there are federal changes um but I do want to discuss the reserve levels as well as the state Reserve cap um reading an official letter that was dated March 7th 2024 it was sent to All County and District superintendants as well as all cbos the letter States in part quote as a result of the balances in the public school system stabilization account the statutory limitation on School District reserves continue to be in effect for the 2425 budget period pursuant to Education Code section 42127 point0 1e the letter goes on to say the district Reserve cap requires that the school districts adopted or revised budget pursuant to EC section 42127 shall not contain a combined assigned or unassigned ending general fund balance of more than 10% of those funds the assigned and unassigned

123balances within the special funds or other than Capital outlay shall be included within the 10% Reserve cap end quote um the district if the district has received an exemption um from the county superintendent I would like to know why that is and what the plan is for the Reserve balance furthermore I would like to see the board hear a motion and vote on a board policy that would cap our district Reserve balance at no more than 10% um quite a few years now I've seen a double digit Reserve anything beyond the 10% in reserve should immediately be redirected to the benefit of all of our students for items such as new textbooks replacement of library books that have gone missing repair or replacement for Bandon instrument we've heard Miss Aguilera come up here multiple times

124now saying she does not have what she needs um we are a public school institution and not a for-profit business These funds are taxpayer funds that belong to the students and this board and District administrators are merely caretakers of these funds as a reminder the state requirement is only 3% for a reserve a previous board approved a policy to hold Reserves at 9% currently the district is sitting at just over 14% as noted for the 2420 school year projections for the next two years are 13.35 and 11.7 respectively uh we need to fund our students and our Educators not hoard our students funds or create any kind of administrative bloat thank you we have any additional questions about the presentation comments can I get a motion to approve to4 2.57 I will make the motion

127hi Wesley Kagel thank you the motion carries 40 next we have 24258 board consideration of approval of a tenative agreement between the California School Employees Association and its SC chapter and the school district regarding the adjustments to the following articles all right so um we have a tenative agreement that has been ratified by CCA and also been approved by our County office um for an increase of salary at the 1.5% ongoing for all csse represent um rep um employees in an addition a $50 monthly Health cap increase bringing the health cap to 1,100 for employees this also I would like to note that there is language in this tentic agreement that we would maintain parity with percentage increase received by other bargaining groups meaning if another employee group receives an something higher than a 1.5%

128then that difference would go to CSEA and so this 1.5% increase is in our budget that you saw tonight um what is not in our budget is an increase for any other employees or something higher than a 1.5 we do have a tentative agreement with our teachers union right now that will be shared with teachers tomorrow they will be asked to vote on it at a union meeting tomorrow um we have not yet taken that to the county we will wait to see if it gets U voted on approved with our teachers union and then we will take that to our County with a goal of bringing that to the board in April if approved by all parties that will definitely reduce the reserve that you saw tonight because for one it is higher than

133been approved and we do have that we're waiting for currently right now opsc the Office of Public School construction and caler Department of Ed are still working to identify exactly what will have to go into this fiveyear master plan we're expecting within the next couple of months to have some more guidance um if we if there's some components that we are missing in our current facility plan we will update that but we feel pretty good about the plan that we brought to the board just this last year um but there's some definitely some steps we have to take to be ready to apply for any of these funds and that facilities plan is still on the website and it's very thorough lots of good pictures lots of good descriptions so definitely check it out if

135procedures that need to go in place and so we are recommending that we move forward with S&B James for the classroom building at Valley Oaks again that's removing four Portables replacing it with a new classroom building um the project um the fiscal impact or the general maximum guarantee price is a little over $3.6 million we would be using State Facility funds that we have and developer fees um we would we do not need to um tap into the general fund for this we have enough in those two areas and we also do not have to use our our upcoming Bond sales and we have enough with developer fees for this project so they would if approved they would start um after April 1st they would start mobilizing and securing fencing and getting an office setup

137approval of the 2425 Transportation plan so this um item became um it's becoming an annual routine item it started in 2324 um so basically what they're the the the state is doing they're providing us 60% of the home to home to school transportation expenditures additional funding to our an add-on Transportation piece that I presented in our budget um so for us to receive that additional add-on there's um there's the condition of bringing this plan once a year one every every year before April 1 so because our March April board meeting is after that this is something that we will be bringing every year um the governing board must approve annual plan and some things that I want to highlight highlight in our transportation plan is that due to the additional add-on we continue to be

138able to offer um home to school transportation for even after school programs um summer programs um expanded learning programs and then um other things that I want to highlight we continue to provide um even for special education students in our homelessness we we had the opportunity to be able to purchase a vehicle this year to be able to transport one of our students saving the districts um for ongoing cost over $50,000 a year it was going to cost too much for to pay a company versus hiring an employee and buying the vehicle at one-time cost this year and saving the district money by using the resources that were provided um so we always meet with our partners um even the high school and our even our board members in our transportation meetings and we receive

140insury based on feedback from the board last month related to unexcused and excused absences that's in there and then we did add um to this series we added a board policy related to artificial intelligence um and the use of that we currently do not have a board policy in place and you can see tonight we are using it and with that we need to get a policy in place um and there is language in here that addresses the student data policy the privacy and the agreement sharing in data in that um and we we had our two trustee our president and clerk that are on our committee to review um policies they reviewed that ahead of time and gave some great feedback and that feedback is incorporated into this policy as well and so we

141were um kind of s sense of urgency here since you can see we're using this already um didn't want to if possible not take this to a first reading and go ahead and ask for an adoption um or approval tonight with AI any thoughts on that questions on the policies in general all policies any anything on this agenda item okay so I do want to request to table policy 1250 the visitors and Outsiders and in particular the item at the bottom in regards to presence of sex offenders on campus and in terms of the language there I would request to have stricter language in terms of having a sha in there in terms of that any sex offender that is allowed to be on campus shall be monitored at all times by the principal or

142the principal's design and not have any fluctuation in terms of a may be um monitored as is the case currently for visitors I believe can you speak to that at all yeah well there is um if you have to register as a sex offender of course and we check Megan's Law if you are a registered sex offender you should not be on campus there is a process to where you can ask to come on campus um it has happened just a couple of months ago we had a request and we did deny it we do not have to allow a registered sex offender on campus um I know in certain situations where districts have um it's been very limited in in an example where maybe it's a very public event like a football game um

143but again you do not have to allow a registered sex offender on campus there is language here I would have to check to see if legally if we can put in that we they'd have to be supervised at all times um but I we also have this which the regulation for visitors and Outsiders it does say that a staff member it's up to the principal or the design and this is with any visitor not just a registered sex offender a staff member shall accompany visitors while they are on school grounds but it is a it is a May so you you don't have to require that and in many cases our our visitors are not followed by an adult if they are they're checked in they're Megan's Law cleared they're registered with us in the

144appropriate way um they are able to go on campus if we know where they're going so there is a little protection there that the principal or designate can do that can say um you know you need to be escorted to room five I need to escort you to the multi-purpose room um it doesn't happen very often again because our our visitors are cleared anything else on that on that policy the other thing that I would like to see clarified is in terms it says no electronic listening or recording devices but Ed any person in classroom without the teacher's consent which I think that's perfectly fine language and my only question would be in regards to I know at the beginning of the year the parents have to sign a form saying whether their kid opts

153I know that for a lot of those kids and mine included um it was their first Live Theater experience and that is super valuable so I just wanted to highlight that and then I also attended the wax museum at River Oaks at the end of February along with B Ward and I was super impressed with all of those kids and just the knowledge of their characters and their how they had just gone full in with that and done all the research and we so excited to present um and they really you could tell they really had to work on public speaking and making themselves heard because there was a lot going on in that cafeteria so very very neat very impressive and I enjoyed it very much yeah I'll say the same thing I also

154attended the wax museum and I was super impressed with those kids actually I stayed till the very end with them and actually emailed the principal the next day just expressing how impressed I was and I'd like to see that uh continue at other schools and I I was really impressed with some of these kids had their entire thing in their head they did not have to read it at all and they just look you straight in the eyes and just tell it to you I'm like oh my gosh I feel like I'm talking to Milton Hershey right now this is incredible this is Babe Ruth talking to me this is crazy so I really enjoyed it thank you all right if we have nothing else I think we will adjourn
