005information hello my name is Veronica Gibson I'm a teacher and ASB advisor at San Diego High School it is my honor and privilege tonight to introduce to you our incredible student leaders from San Diego High our first speaker is Ali Deboer Ali Deboer is the current ASB president she's also the JROTC Battalion commander and Joint Brigade executive officer she'll be attending UC Berkeley in the fall nice nice okay um hello everyone so starting off for context about how I'm going to lower this a little bit okay um for context about just how incredible the merge of our small schools are in 2004 our six uh our school became six small schools and in 2012 it became three so that means this year is the first year in nearly 20 that we have been one school
006altogether one San Diego High School we have wonderful student leaders here today who will represent different facets of San Diego High School and they'll each share their experiences with the merge of this school personally I've experienced being in two out of our three small schools international studies in the School of Science and Technology and being in scitec made it difficult to enroll in IB classes I experienced that difficulty as well as trying to enroll in AP classes that were only offered at specific small schools so I can attest to the educational difference between these small schools as well as the racial divide between them as well um before the merger there was a large racial inequity between the different small schools which created a large divide on our campus that divide went Way Beyond the
007classroom and it was present in our student organizations as well which were each ruled by a different small school I experienced this in the organizations that I was in with ASB being predominantly is kids and jrdc being predominantly scitec and B L kids and that just made it difficult to extend expand Beyond whatever specific group you're in and it kind of just created this really really large divide on our campus and next I'll be introducing Seth Rios who is our Geotech engineering Academy president and will be attending UCSD next fall on a full ride nice hello everybody thank you Ali for that let me pull up my um so personally speaking can you guys hear me yeah okay uh personally speaking with this new integration of one big school my Academy has seen a big
008increase in our student diversity previously when it came to like gender we had a very big imbalance we would have like 28 guys versus like 20 versus eight girls in each class and now our numbers are like 20 boys with 16 girls and then with our freshman class we see a lot more female representation with 15 Boys versus 21 girls and then this like Ali was saying with the racial diversity this new integration has like boosted that a lot because there was a stereotype before where there was like specific groups of people were in specific schools and so now everyone is just Blended together and everyone is in the academy and now we see different backgrounds in Ouran Academy which is really cool and along with this diversity we have seen a great amount of
009collaboration with our fellow academies and programs at sdhs recently having a three three day field day with our sister Science Academy med tech and a leadership camping trip with ASB med tech and aof which has been a lot of fun and now I will introduce two of our IB diploma candidates Abby Chang and Ella young who will be attending Cornell and UC Berkeley in the fall thank you Seth and hello board members um I'm Ella I'm Abby and we are two out of the nine IB diploma candidates at San Diego High with 300 more combined Juniors and seniors completing IB coursework as you know sdhs has recently on consolidation the IB Program accessible to the entire student body as opposed to just those in the School of International Studies we believe that it's important for
010all San Diego High students to have access to the rigor and learning opportunities that the IB Program provides leading to a really high caliber and well-rounded education IB is innately amazing for college preparatory work as some graduates of the schs IB Program are now at top 20 top 20 universities and say that IB prepared them for their freshman and sophomore years we recognize that our teachers are truly one of the Pinnacles of the IB program at San Diego High they are passionate they are experts and they use a multi-faceted approach to help students fully understand the concepts being taught in class but not just the information Additionally the impact and the implication that the information has on broader societies and communities and the setting ascending example of this is the use of novels and Memoirs
011in IB history as opposed to regular textbooks these real stories told by people who experience historical events help us comprehend different sides and different perspectives of them it is also important to know in the context of our three schools combining into one we both did not come from IB feeder schools I came from the high-tech system and Abby went to Grant Elementary Middle School so this kind of demonstrates to the students at our school that is not necessary to have a background in IB classes to thrive in the program validating the student bodies of the three schools into one all schs students will have access to the benefits of the IBA program thus allowing them to obtain a rigorous well-rounded education we also recognize that the IB program at our school will benefit greatly from
012the consolidation from the New Perspectives of students from the former scitec in business and Leadership academies next it would be our privilege to introduce Sierra Bracey who is the 2024 a cat sorry Academy of Finance president class of 2024. thank you I truly believe that our Academy of finance and Entrepreneurship is one of the few academies that are culturally diverse and merging our school has helped aofb Thrive between meeting new pupils and building strong relationships with students that are interested in becoming familiar with professional job rehearsal aofb has solely made a significant impact on the society influence of San Diego High School and differing backgrounds of students school-wide the next candidates of consolidation start here with us I would like to now introduce the vice president of ASB soon to be president class of 2024
013Felix buchart [Applause] Sierra as the ASB vice president and clubs commissioner this school year I have seen an incredible increase in general student body participation for all school-wide activities for Club activities as an example we have seen a substantial increase in club participation not only do we have more clubs this year we have more of these clubs active in the sdhs community I believe this is partly due to the consolidation of schools as a single school we have a stronger community and as a result far more student interaction from only two fundraising events this year of which the Medtech Geotech and aofv academies have participated in sdhs clubs have raised over ten thousand dollars every single penny of which has been reinvested in San Diego High School or the broader San Diego Community additionally we
014are hosting our third school-wide Club event World Fair this Friday will be our largest event yet I invite you to join us and student representative Matthew at San Diego High School for this event I would now like to introduce Jaden Jackson the president of med tech who's attending UCLA in the fall [Applause] thank you Felix the Medtech Academy at San Diego High has been dedicated to immersing our students in every pathway available in the medical field metic is also consistently involved in school spirit and school events as well as giving back to the community for example we run multiple campus blood drives annually saving countless lives in the process and this is an example of just one of the things we can now accomplish as one school to summarize our thoughts today San Diego has
015decision to unify as one school will serve as Prime preparation for students moving into the real world where we aren't sectioned into individual Corners working independently but rather one unified group that can collaborate towards shared goals a change like this has been and will be exponentially beneficial for our students my school's ability to adapt and innovate are precisely why I am so proud to be a San Diego High School caver we would like to thank you all for allowing us to present this information to you today thank you [Applause] um that is all we have for today do you guys have any questions yeah Ali and students I'm so proud of you and not just your presentation tonight but the process that you led the school through to come back together so as I think
016a lot of you know that decision to divide the campus in the first place did not come from students or Educators it did not come from the San Diego High Community it came from people who were wanting to conduct an experiment on the San Diego High community and it's why I think it's important for us as a district to make sure that we don't do that kind of thing to people we only work with people uh and and when the ideas come forward from a school community and the problem going back several years is once you divide a campus people get comfortable with those divisions and so then it takes so much leadership to get people out of those Comfort zones again and to bring people back together and it never would have happened without
017your leadership without principal Del Carmen's leadership without the Educators on the campus taking on the tough task having the tough conversations and then ultimately what you're expressing tonight is bringing the campus back together that increases diversity increases participation it's everything that I you know that I think we would have hoped for but couldn't have happened without your leadership so thank you so much Dr waitersby and Richard you and I was thinking the same thing because I was thinking what would have happened 20 years ago the question had been posed to the students then rather than here at the central office or some external forces coming in making this decision and I heard what you said about we're so divided when we have separate schools we should all be a part of one Fabric and I
018commend you on recognizing that and coming together to accomplish this task of bringing yourselves back together and I know the future is going to be great for you thank you for coming trustee Hazen thank you and it's exciting to hear that this first year has gone so well and really appreciate everything you've shared one of the things I'm curious about is how you've been able to maintain a sense of belonging that theoretically happens in a smaller Community within smaller schools how have you been able to do that in this larger School community honestly um I think even though we no longer have three small schools we still have all of these Pathways and programs that do bring students together just in different ways there's no longer a barrier between what school you're in you're not
019stuck that way but students are still able to find their communities whether that is through ASB or jrtc or one of our med tech or Geotech academies or Academy of Finance so those student organizations are still thriving and still offer that smaller Community within our larger School Community but now those smaller communities are now a lot more together because I have classes with Seth when I might not have before so now we can you know talk about how we can bring our different organizations together while we're in English class which is pretty pretty amazing so yeah thank you and I just wanted to also congratulate congratulate you on this first year how exciting that must be for you and uh you guys are like Pioneers at the school and also just for your thoughtful comments
020I think each of you just really lended tonight to kind of explaining what the school is about and it really gave me a full more big picture of all that San Diego High School has to offer so I thank you for that thank you all right oh do you want to do a picture well not one is too picky yeah where where should we uh we'll have you guys something like that all right thank you clear yes your people thank you and we will now conduct the swearing-in of our 2023-24 student board member Matthew catoriano and administer the oath of office trustee NEPA messino and trustee catoriano please come to the podium trustee catoriano has won re-election of the student student board member seat for the 23-24 school year with his term beginning July 1st
021trustee catoriano is not available during upcoming June meeting so we are conducting his swearing-in this evening hello oh okay raise your right hand and repeat after me I Matthew catoriano I'm Matthew catariano do solemnly swear do you solemnly swear that I will that I will support and defend the Constitution of the United of the Constitution of the United States and the constitution of this formula and the constitution of the State of California against against all enemies foreign foreign and domestic now I will bear true faith and allegiance that I will bear true faith and allegiance to the culture the Constitution of the United States and the constitution of the State of California but I take the did I take this obligation freely without without any mental reservation or purpose of evasion and that I will
022well and faithfully and that I will well and Faithfully discharge discharge the duties the duty is upon which I am about to enter [Music] [Applause] I speak thank you and now I think trustee catoriano has a few comments to make love to me hello it's working okay last year I started my term off with a quote that my mom gave me when I was six years old leave the world better than you found it thank you all of you every single person here for giving me the opportunity to do just that through fighting for mental health programs or academic High academic standards and support I can confidently say that I have done just that made this school district better than I found it but we can and we need to do more and I will
023continue that fight for student voice for student participation for mental health supports everything that we need to do but this speech is not the same as last year I don't want this to be about how I made the world a better place let me be clear here it should not take a year of being in this position a month of campaigning to learn about the basics of how finances work it should not take a year of Cam a year of being in this position to learn about high-level civics you know my mom told me once the other day I know I'm quoting her a lot the test of our progress is not this is a quote from that she shared with me from the Roosevelt monument in DC the test of our progress is not
024what not whether we add more to the abundance of those who have much it is whether we promote provide enough though for those who have too little and I really appreciate the congratulations and the celebration for my role in supporting students in our governance but I encourage us to think about the students that you know the students that want to participate that care as much as every other student but hasn't given the opportunity to do so I encourage us to think about serving all of our students not just academically but giving them the chance they need to survive and strive in their civic engagement Duty I also want to take this time to thank staff truly each and every one of you it should be you at this Podium not me for welcoming me into
025this space it's revolutionary you have been groundbreakers in the idea and the fight for student voice and I thank you so so much for that I'd also like to thank my fellow trustee Leah nepho museno you have taught me what it means to be inspirational and to be a good human because that is what you are truly thank you so so much and lastly I'd just like to say a quick thank a quick Welcome to our our incoming trustee trustee lavender Williams I look forward to working with you thank you all so so much for giving me this opportunity thank you first of all I'd like to once again extend yet another warm congratulations to trustee Matthew catoriano for officially entering his second term on the San Diego Unified School District Board of Education as
026your co-student board member I've had the pleasure of witnessing your fearlessness passion and Unapologetic determination for better schools opportunities experiences and education for students in San Diego and Beyond when I think of what it means to dream without limitation and never settle for less the first thing I think of is you trustee catoriano I think about your hour-long commutes via public transportation to get where you need to be the time you spend analyzing every word of a board document before casting that preferential vote and most importantly the big bold questions you pose that continue to challenge my own perspective and our board's idea of what excellence in education looks like this was the first year in our school district's history that two students were on the diocese and I couldn't be more grateful for the
027partnership we've built as student board members in ensuring that all students are heard together we invent students exactly where they're at by shadowing ASB presidents at schools across San Diego unified in an effort to increase visibility of the role of a student board member and Empower students to engage together we secured representation from every High School on the student Advisory Board but beyond all you've done I'm continuously inspired by who you are not only are you a Fearless colleague but someone who I have the privilege of calling a dear friend from competing in mock trial finals grabbing tacos post-board event to blasting Taylor Swift in my car and now Staffing together at tomorrow's SDR JMU n conference your presence continues to bring an abundance of joy in my life and I can confidently say the
028lives of all who have the privilege of knowing you I can't wait to witness your impact in San Diego unified and Beyond thank you trustee catoriano [Applause] back up here we have one mic out we'll just open up to the other board members as anyone else have any comments go ahead sure just congratulations Matthew we're lucky the district and and students in this District are lucky to have your leadership for a second year so I know it's been a lot um and with full knowledge of what this is about you decided to run again so that's on you but congratulations yeah oh trust Dr Whitehurst pain there's an interesting pair sitting in the audience and I've been watching them and this the parents the father and the mother along with the grandparents and we know
029that this has been a year for you too also it's going to be better because now he can drive and you won't have to worry about that but I want to say congratulations to you also for allowing this and thank you trustee Hazen yes I think it's all been said but really congratulations it has been a joy to be your seat made glad that you decided to run again that you've been elected and also just want to recognize the family behind Matthew you referenced your mom not once but twice and so we know that it takes a village to raise a student like you and just excited to have you here with us yeah I also want to say congratulations and welcome you back but um but uh I I it's a little maybe hard
030to believe but I see a lot of Matthew in in I see a lot of myself and Matthew and a lot of Matthew and me we've actually we Bond over our our shared enthusiasm for computer games and um and mock trial and uh I am proud to know him he's going to do amazing things he's going to do amazing things on this board in the coming year but in his life as well uh keep your eye out for Matthew catoriano because he's an incredible human being and and growing so rapidly so congratulations [Applause] last year to this year it has been as trustee Barrera alluded to you know not the easiest time to be on the school board as you've witnessed um but you've I've really seen you grow during that time and just I
031think as trustee messino had mentioned just your questions and I know that you're really thinking and putting a lot of um thought into what you're saying and and that you care a lot and I've just seen you really grow from last year to this year so I just expect that to continue next year and so look forward to um you know you strengthening your roles a board member and continuing to work together all right let's move on oh yes we gotta do the picture together foreign I think that's our photo for the evening we decided um general counsel did we have any reportable actions today from close session we do not okay thank you superintendent Jackson are there any administrative assignments to report thank you president bazo yes this evening the board voted unanimously for

038students from San Diego high as you heard trustee kitoriano and NEP moseno our our places our schools are places of belonging and um where everyone feels safe and welcomed and that's what we strive on creating and we want to make sure all of our students all of our staff members are affirm for who they are and how they be and how they choose and as we talk about Equity we want to see folks without debt and when we talk about belonging we want to see them and hear them the way they want to be seen not the way we want to see them or hear them and so I want to invite you to show up and stand firmly against hate and discrimination towards any person particularly our members of our lgbtqi community and we

040did good yeah um okay where shall we start I don't remember where we started last time but uh I'll start with uh Dr yeah sorry to start with uh trustee NEPA messino thank you president bazo so this past Memorial Day weekend I had the incredible opportunity of attending the Asian American Pacific Islander Unity Festival led by first-gen Scholars Jonathan Burgos and it was really an incredible event hearing from so many students from the aapi community many of which who are from the San Diego Unified School District there were outstanding performances and speeches recognizing youth change makers and the unique lens of Asian American Youth growing up in in today's time with that I also had a wonderful meeting with council member Marty Von wilpert discussing Scripps Ranch High School Mock child taking a moment to
041celebrate mock trial and San Diego County's mock trial experience within the community um lastly I would like to highlight the SDR jmun upcoming conference that will take place Wednesday and Thursday both trustee Matthew catoriano and I will be stopping at that event it is made for um middle schoolers and I as a middle schooler had the amazing opportunity to actually be a delegate when I was in wagon High middle school so it is an incredible youth-led event that focuses on leadership especially for middle schoolers so it'd be amazing for you to all stop by and I'm happy to provide more information on that if interested thank you trustee nepomasino who sponsors that program I am not exactly sure as to the organization I believe trustee qatarian I may be able to speak on that all
042right you're you're up next rest of cotoriano um yeah these last few weeks have been wow it's been so long since I had a normal board meeting um a few weeks ago I had an opportunity to attend the vapa Beyond Brilliance bash that I know that some of you may be talking about I was there both as a trustee but also as a member of the Aaron Price fellows as we received invitations as well and it was amazing to see that you know vapa has changed and shaped so much of who I am and to see so many other individuals supporting that was really inspirational for me as well I also wanted to highlight sdrjmun but looks like you got me to it um sdrjmun they are a totally run by students for students group
043it has Run 100 by high school students for middle school students they have sponsorships and some awards that are given out by the econ fed Foundation which is out of San Diego's one of the city colleges or San Diego State I'm not entirely sure there I will be Staffing for first committee um it's sdrjmun as a middle schooler was so impactful for me um the structure is you spend the first few months of the school year writing and then you have another time writing and then the day of the competition or the day of the conference which is the next two days um is a lot of speaking is a lot of debating I really think it's everything that we want to see in students that are civically engaged it's speaking it's collaborating it's resolving
044issues that you know exist but seeing past them to find a common goal it's everything and it's it's posed in a professional manner where it was the first time I learned how to wear a suit um I was a delegate for what four years yeah four years of my life now stepping into the role as helping running the conference and it has been so impactful for me I look forward to seeing you there thank you all right thank you trustee catoriano let's go over to uh trustee Dr Whitehurst pain thank you president bustle I at the last meeting I asked for additional time I don't know that it's going to take that much time Melissa do we have the video um to show I talked the last time about uh going up to March Air
045Force Base the retired base and just in general talking about the trip to Haiti for our buses and I wanted to highlight this again because some of you may not realize it but they really the retirees the reservists they have to do so many hours if you're in the reserve in the military you have to do so many hours a month and you also have to do like two weeks during the year of dedicated time to whatever your feel is and in this case the pilots have to fly and so I guess they get to help pick what they want to do where they want to fly but they have to log the flight hours so they are encouraging school districts to get involved in distributing items that we no longer use to places where
046they can fly and Haiti happens to be one of the sites where they actually fly materials in and we had a contact with them a few years ago and he connected us to these reservists and as a result they flew three of our buses to Haiti and I got to go to the base to March and I actually went on the plane watched them doing all of their work it was really exciting and I thought if I had planned this right I could have flown with them maybe to to Haley at that point I was I was ready to to go with them on this plane that had no comfortable seats I mean you just hold on to whatever you're sitting in and kind of just stay there so anyway Samuel Samuel sharp you may
047know him and the San Diego High students because he's at San Diego High he helped to put the video together and his dad Andrew was a videographer and the writer and parts of it so if we could roll it now to see it it's kind of like I hope it doesn't say draft or anything like that but it does say it but anyway you can look beyond that and let's see what it says oh [Music] Matthew [Music] foreign [Music] [Applause] [Music] [Applause] so thank you we have a delivery of four more buses and I might put in for it the next time to go over to Haiti with them since it's some place I've never been before but I want to encourage us to help our students to reach out it just so happens that
048the gentleman who is working with us to connect in Haiti was a former student from Wilson and from Hoover High School he's with the NGO the non-governmental operation organization that helped to connect us also and put it together on the other end so I want to say thank you to this board because we had to do some unusual things to make it work people complained about us giving away buses but they were unusable as far as we were concerned and they were costing us money to sit on the yard so we found this way and we couldn't get them there except with the reservists so I want to say thank you to all those involved thank you Dr Whitehurst pain and I love that full circle moment with the the person who was a previous
049student that's great okay um let's go with trustee barrier okay he's gonna pass uh wow okay uh trusty Hazen well that was good well it's you heard about well I guess from trustee extriano about one of our wonderful celebrations but we've had a lot of celebrations over the last few weeks and it's been great to celebrate students teachers and staff this month and while we certainly have challenges to address as a district there's also a lot for us to be proud of as we see students thriving in the classroom on the athletic fields and concert Halls internships and as Community leaders and in addition to all the celebrations we've participated in I met with students at Edison Elementary in City Heights and Lewis Middle School and Allied Gardens and at both schools I was struck
050by the work being led by principals and Educators to develop self-efficacy in students and self-efficacy is about students belief in their ability to successfully navigate their world a lot like you were referring to Dr Jackson you've spoken previously about overcoming mental health and behavior issues we see in students by cultivating belonging and self-efficacy and I want to highlight these things again as students believe in themselves plays a key role in how they think and feel and helps buffer against psychological stress and it can also determine the goals students set and their success in achieving those goals for themselves at Edison I met with numerous students including many multilingual Learners who've been empowered to actualize their own ideas second graders Aurora and Fernanda are passionate about space I heard all about space everything you could ever
051want to know they told me about space and not only are they passionate about it they started their own space Club second graders where they develop lessons that they teach to kindergarteners each week and so many Edison students that I met with and spoke to are thriving they are excited to be at school and not surprisingly demonstrating measurable academic growth as a result I also had the opportunity to visit Lewis where I joined congresswoman Jacobs to meet with 7th grade science students who learned about ocean ecosystems and they took the initiative with support from their teachers to create change in their world by advocating to elect leaders for policies to improve our environment these students were empowered to take action again to achieve their goals and you should have seen the excitement they had the
052passion that adults were actually listening to their ideas and as we think about our student outcomes Focus governance work which we're about to embark on and better monitoring what our students know and can do I hope our board will think about intentionally cultivating and measuring self-efficacy given the important role that it plays in Student Success I was over by a minute I apologize thank you trustee Hazen and I'll close us out with a few additional activities I attended one was the family and Community engagement Workshop we're kicking off a initiative a program where we're going to be working more closely with student leaders I see in the back of the room I think some of them are going to be sharing information this evening but Pamela King put together an amazing Workshop I was had
053the opportunity to introduce Dr Karen Mapp she's with the Harvard School of Education and I was able to stay for about an hour it was sponsored by Scholastic um and it seemed like an incredible Workshop just the little bit I got and it was about especially getting some of our um communities of color our brown and black communities um getting those those parents more engaged the family's more engaged in their students classrooms and the schools and just some really interesting conversation and really was made me think a lot about additional ideas we also had our the honoring our own Awards it's the California School Board Association had their awards banquet this past Saturday and excellent well it's AXA yes yes but yeah okay just yeah also the superintendent organization as well um and so we
054honored four individuals with San Diego unified there was Elementary principal of the Year secondary principle of the Year sped administrator of the year as well as a valuing diversity award I know Dr Jackson has spoken about them in a previous meeting but we just um had that celebration this past Saturday and finally I'll finish with the uh the vapa um the um fundraiser that we had the previous Saturday that some of you have already mentioned and just the incredible student presentations that we had there but also we had the opportunity to honor Dr Jackson was honored as the special guest and he his speech we had our vapa board meeting this morning and people were still talking about on the board how amazed and how they just loved your how you talked about your father
055and your son and how um you know their their connection with the Arts and how important that's been to your family and they really that really meant a lot to them as well as everyone that was present and I know just right now just the raise the paddle piece of that we raised about 30 000 in addition to all the other funding that will come in and and all of those monies will go towards um vapa funding in our schools for those of you don't know vapa is Visual and Performing Arts and specifically again targeting some of our um some schools that those students that don't ever get opportunities to work with the old Globe they'll have drama Productions and work on murals at the school and have art classes and they'll also you know
056be performing with you know musicians from around San Diego so very exciting thank you to everyone that came to that thank you to everyone who's who supported them and um if you if you're still interested vapafoundation.org is the website um okay I think I'll stop there with our board reports and we'll move into our lcap update so we will now hear item E1 the lcap update on family engagement perfect segue superintendent Jackson InStep please present the item that was a perfect transition thank you for the great pleasure of welcoming Pam King yes yes yes your choice please uh Pam is our program manager of our family community engagement department and she will be presenting an update on family engagement NRL cap Thank you Pam thank you so very much I'm sorry I have to use
057my laptop just to visualize because my vision is not up to par so my apologies when I look down I'm so sorry I would like to say good evening boy president bazzo superintendent Dr Jackson board trustees as well as District staff family and students community members I am gratefully honored to share updates for El capco5 family engagement will highly regarded neighborhood schools for that serve our students our families and communities and so as you can see here on the screen um that our department is a part of the equity and belonging department and it just warmed my heart as you were speaking to equity and belonging where everyone are seen but not seemed for being in the room seen for being there and being who they are right so when you're in the room we're
058grateful that you're there um they're heard they're valued um they're loved and they feel like they belong so when we get into that we're going to go through the foundation for our lcap and so really we're starting off with serving it with love right and so these are the three pillars that we are serving our families we're really thinking about strengthening that connection between um in those relationships between families to engage them so the families in the schools in the community how do we work together to build those trusting relationships the second one is really around that shared leadership building the efficacy of not just our families but our school staff sometimes we know that what titles we automatically make assumptions that everyone knows how to and their efficacy and their confidence is up so
059getting away from that to really Elevate the voices and opening those spaces where we could build and we could support one another and then engage in our families as partners to accelerate student learning and that means everything that we do is linked to learning learning is not just for the parents but learning for all who are engaged it's that Mutual give and learning from one another so when we are looking at those three pillars we're really prioritizing family engagement as this essential instructional strategy and we know that that has to be essential in all not just at the school site we know that the processes has to be in place systematically for the district so we're thinking of um how can we transform what we are doing to really heighten family engagement to support student
060achievement and using that with the metrics that we have we're also thinking of those welcoming environments we're all for welcoming welcoming environments goes beyond a sticker or a poster on the wall welcoming environments is when I walk in the room I see that you're intentionally prepared for me like you intentionally thought about me um and so it goes beyond those simple things of just putting something up and and thinking that all are welcome also thinking about our families who are marginalized or haven't been heard or may not feel as comfortable because they may be new to the educational system in the United States so really working with our refugees and our newcomers to support them and just giving them the guidance to um to communicate with their schools but the great thing about this when
061we're seeing building those connections and relationships we're working with the organizations that they trust because even though we have some trust in some relationships with them those organizations that they have those personal connections with that they can relate to we're working with them to build that and so we've done that with the psro with Dan um namanga and he's going to share that as well but how the families based on the Family's feedback providing them with that support that they need and then also if I make show you and and just share with you um we're working with schools who support the families with the principals and going a little in depth giving them feedback and taking their feedback to see how we could build those relationships but also replicate that at other sites and
062so with the leadership elevating their voices of the families when we mentioned empathy interviews that's really having that one-on-one talk with the families listening in hearing the challenges addressing their needs but seeing how we can support them and get the adequate supports for them sometimes we don't have them in our our system right so we work with our Community Partners to make sure that we bring those things to them based on their feedback and then also we want to build that leadership so we actually work with the advisory committees and so a number of times we've met and Dr Jackson's met with us as well to see what are those areas of needs for the families in those committees as far as like the district advisory committees um of the committee advisement committee for special
063education the community advisor committee for special education and also with d-lac um just making sure that we here they work together but we hear the concerns of families address and bring things to them as well as see how we can work together for our reach we want more parents to be involved and hear more voices and so we have those learning opportunities for our families and our workshops and so when you see dual capacity building framework we have in those sessions not just for families all of there we have administrators we have Community leaders we have District leadership because we're thinking of the processes we have central office leadership we have the difference like the school staff that we're working with and so we're bringing everyone in to see how can we have this transformational
064family engagement within senior unified to really support student and school Improvement and so we're taking it from an integrated approach with our collaboration and so when we're looking here we have different components or um key partners that we work with and when I say central office departments depending on for example um if we give a workshop around mental health we reach out to our Mental Health Department they're experts so when they have the questions that our parents post they can get the answer right there not I'll get back to you second hand so we work with a central office Apartments we have communities and the cultures that we work with we've done workshops around safety we've done workshops around design thinking in regards to local officials we've done resources we've done literacy Book Fairs um
065particularly with assembly member Dr Aquila Weber as well with our secretary of state Dr Shirley Weber give resources to families school supplies and and those things with the local churches and sororities we've held workshops we've given surveys to know which school sites that the students actually attend and what workshops they would love so we do back to school and we do other workshops to support as well as give leadership sessions for our youth and then with our Community Partners organizations we did the collaborative dialogue we work hand in hand to really take an integrated approach to providing our families with supports and building that connection and making sure that they are engaged in the process of their children's learning um also when we are thinking of the workshops that we've helped these workshops are not
066what we are thinking of oh I'm going to give this by the way I think what's best it's based on feedback and so we make sure that we reach out to families it could be via a survey it could be um evaluations we have it on our chat we have it on our website we make phone calls we make personal phone calls to our families and so and then we also work with our district departments District initiatives so these are some of the pillars of workshops that we've had when we're looking at academics and agency really focusing on that literacy the reading and the writing and the math Pathway to college the a through G is what we've done we also did reclassification with the multilingual education department we work together with the wellness Council
067so we have health and wellness partnership with UC San Diego health that we work with on healthy eating things of cancer prevention which is really something that plagued the African-American the Latino American community so we have a partnership with them and that's been well received by families the instructional technology is beautiful because now families are able to get on PowerSchool they understand the process they are able to connect and communicate with the teacher see where their child is at and how to better support them as well as those learning platforms we also did a lot on cyber bullying and Internet safety because that's that was a lot going on and families are very appreciative of that and then that family and school connection we want to show Families how to get involved the beautiful thing
068about these workshops I they're geared and we say families but we have community members on we have staff on and we have staff who are parents who are on so it's beautiful because you'll see in the chat as we're all talking together and a lot of us collaborate together I work hand in hand with a lot of departments so we actually host them together we have project ujima which is focused on from a cultural perspective we just had a celebration at Morris High School I'm thanking them for letting us utilize their their facility and it's just beautiful is from a cultural perspective but all the welcome and so um just having those pertinent topics based on family feedback giving them the guidance and then hearing their voices of the impact of their work and and
069the information to better inform them and guide them and support them engaging their child's education is our why is what has transpired so on the next slide you'll have this quantitative data and I know we look at numbers um so I'm just going to explain to you what this data is actually from so when you're looking at Family engagement um and the website a visit so we have our family engagement website it has many things on there Beyond resources has our workshops on there it has things archived so a families miss a workshop they can go back and look out those Workshops the high impact home strategies that we have in multiple languages for Reading Writing math and communication as well as other District initiatives and other things that may be of um that parents
070have spoke spoken about it could be one of the things that pop in mind is the standard-based grading a lot of parents were speaking about that so we'll have a youth family service and transition we put all of those resources and Link other departments on our web page so it's like a One-Stop shop we also have a cultural aspect so each month highlighting different cultural events as well as what families can do with to embrace celebrate acknowledge one another and so that's the website visits um for the workshop attendees we have in person and we have our online and so I really truly believe based on family's feedback that's the workshop that we give and so that's why we have the attendance right so it's really offering those supports and the workshops or not webinars
071they're actually Interactive so it's only a certain portion where you're informed but we're actually learning together and then they're trying it on and I think parents really like that because it gives them the opportunity to speak they're not being spoken to we're doing with and learning from one another when you see the Community Resources for all that's working with those partners that I just mentioned with the churches and the fraternities as well as the community organizations to give those supports to parents community members staff and students and then we also have a Facebook following and so that's what you see on this screen here I'm a Max one you'll see words speaking of the trainings and workshops we gave a little bit more because it's all schools have opened so it's a little higher from
072what it was previously because we were able to host more and we had um more around like safety and different concerns of the of the community so here I'm happy to say when you see the languages we had a new language this this year we had Nepali we had never had that request so I was like oh my gosh it's really beautiful um the way we were able to capture the numbers from elementary schools middle schools and high schools is because when they do the survey they have to save a school and so these are only from the people families who attended the workshops and based on their feedback right and so I was able to see from those families I'm able to see the impact that it's had on their child but when it
073comes to us all this the whole entire school I'm not able to see that now that's something we will work on when we're getting forward going forward but this is how I was able to calculate in case you're wondering about those numbers um the families have to give the school that their child attended and so you can see of the workshops 86 percent said that they actually saw Improvement and so on the next slide this is the qualitative data this is what really makes me happy because this is the impact that the families have shared only have a snippet but I had about over 15 categories that I had they went from um they went from academics to the a through g health and wellness life lessons because being that more responsible you see the
074better grades but it also went from the parenting and then also it went technology as well so some of here these you can see that their child grazed increased as well as attendance and but a love when it says parenting at home improved so we're giving parents just some how-to promoting more activities at home so even when they have it could be spring break we have spring break fun we have things for families to do together so that they're always engaged in fun ways we also are offering Family Fun Factory and weekend wonders just to show Families how they can engage with their with their students what I love hearing it says the mother spoke about her daughter she went from being afraid to make mistakes while reading to being confident regardless of mistakes and
075that's what we teach in the literacy um acceleration plans sessions and the change we implemented was reading more to her at home so just the little things practical doable things and you get to see families are just really it's making an impact upon our families and if I may share it's not on here I went to a school site I was just um cut off guard one of the family's moms passed by and she came back and she tapped me and she says are you Miss King with the family engagement I was like yes ma'am and she says oh I've been meaning to tell you the in like you're from the workshops but the impact it has upon her as the family she was like we enjoyed we try on the strategies it's working I
076just wanted you to know and so that was really beautiful to know that families are really leaning in and that it's making some impact upon them I didn't expect it but it was beautiful and I just let you know I was like that's that you just made my day thank you so I just wanted to share that with you and then so we're thinking of how we're moving forward and how we're moving forward this is grounded in Dr Smith work as well when she says from a liberatory um uh solidarity driven Equity focus and relational and so when we're thinking liberatory I immediately thought freedom freedom to be you freedom to speak your truth it's freedom to um one of one of the names or one of the things that one of when we're Dr
077math someone mentioned rebirth but I just built like just open to new ideas and so but we also know that when you're having when you're thinking liberatory we're thinking about how we can liberate our families how we can learn from one another learn with our families and then when you're thinking about solidarity driven how you're United this is all working together right we're all unified Equity focused meaning everyone belongs everyone feels seen heard and valued and then I want to elaborate on the relational trust because all this is really geared into building relationships and I think sometimes as adults we make things really complex but if you just think about if you meet someone you want to build a relationship you're going to talk with them you're going to connect with them you're going to
078reach out to them and if you offend them you're going to apologize and say you're sorry and you're going to try not to do it again you're going to try to work together right and so building that relationship with families is similar you connect you're intentionally um communicating you're valuing what they're saying and if you um have the differences you it's okay to have that honest discourse and and just have this the peaceful um end to it as well as restoring harm sometimes we knowingly unknowingly know about the harm but once you know just saying I'm sorry and how we can work together and then we've said it here um often just looking at families that's an asset like when they walk into the room that smile like I'm happy you're here I'm happy to
079hear what you have to say I'm just happy that you took the time and so really acknowledging what our families bring to the table as far as even the cultural the um aspect of it there's their talents their strengths thinking about when I was in the classroom I would have a parent of the week they could have like anything that they like really wanted some one parent brought in tools one brought in a part of a card let us know how he fixed cars but he did it he was a mechanic at home and it was beautiful just to see that they enlightened the students the students look at them with amazement right so just highlighting those things and loving on one another respecting one another and then when you have the building that relational
080trust you have to be able to work a line alongside everyone so still going from like everyone belong coming from a place of love coming for a place where people can share their thoughts in their and free to share who they are and really being united as one working towards enhancing I say student school and our families because students are part of their families right and so this next slide has to do with the moving forward with Communications we've heard our families and our advisory committee meetings even with our community members they stress the importance of communication and having that clear communication that strong communication pathway with the schools and families and so really having that also accessible in the languages that of our populations so making sure that any language that things that we're
081providing that is really intentionally including all and having that in the language of the of the families that we serve and then also from that collaborative collaborative lens and so I'm working with our family and Community engagement subcommittee with the wellness and our campaign is with attendance and so we're working with placement appeals the family support assistant um John Ross who's the program managers action on our committee and so we're working hand in hand to really think of how can we improve attendance and connect our families so we have a campaign going and I'm honored to say that um our family engagement department will be blessed to have community Assistance so we are getting I believe four to six new community assistants that will work alongside to supporting this work and so I am just
082honored that we'll be able to do more but this campaign is not only with placement and appeals and with myself and our department it's also with the San Diego County Office I'm working with them they're a part of my team as well with the wellness with the wellness Council and so as we're shifting our practice I gave you a lot of what we were doing with families and what we want to do is to really Inspire schools to engage our families as trusted partners and so I was reminded of this triangle with the parent teachers and students and this really is the lens for Effective um like engaging this parents and teachers for the student achievement so we're going to shift our practices from just doing with families to really strengthening their relationship and doing
083with schools and so that's what we want to do so the emphasis on the beat is going to be on strengthening the relationships between the teacher the parent and the student and so um we're going to provide those trainings those coaching sessions consultations and those Supportive Services to the schools our cohort of schools that I would discuss on the next slide but really elevating family engagement is a core level for student achievement and school Improvement and so what that looks like is having those welcoming environments and I'm honored to say that I'm working with Gary Patel and Marceline Marquez with um creating those welcome environments and trainings for staff what does that look like so we can have that more inclusive that intentional engaging purposeful environment and so also we're really want to help Educators
084understand and support um given the how to's to support their students and their families and so going back to that piece that I mentioned earlier sometimes we get behind the title and we think that everyone has to out too the how to but building the efficacy of all and conducting listening towards our empathy listening towards with our educational Partners leaning in and showing them how and how to really listen to our families I think what I'm saying is like Risk really being a model being a model working with what we did with families we're doing with teachers we're doing with Educators we're doing with our school communities to really engage our families and really intensify that triangle approach that you see at the top of that screen with the parent the teacher and the students
085and we know based on Research that is a key indicator to increase student achievement and school Improvement and so with Dr Karen Mapp honored to say we had two sessions with her we had a virtual session in February then we have the in-person a couple of weeks ago and it was amazing so we have cohorts of schools these are the six schools that we're working with for three years and the just want to thank the district for taking on this dual capacity framework and so they will receive the coaching the networking the training the consultations they've already done their family engagement assessment so they did the observation of the sites where they went to see not surveys to see if it was a welcome environment they already have it just from observation if I walk
086on the campus if I walk outside the campus what does that look like and so the first session that we held was on core beliefs which was beautiful looking at biases that we have uh assumptions um the Savior approach when we think that we're doing what's best for families without asking and so now we have this comprehensive framework that will have a built-in assessments it has all the how to's and with the coaching for our families and these six schools and when we are thinking of welcoming environments we're thinking about what does that look like what does it sound like what it feels like right and so this is um this is a slide with images of different events that were held you see the baby being held that was at our community dialogue for
087our families to really engage in the process as we family engagement offer child care and then we also have here when we were at um with Dr Mapp the schools really thought about that Equity lands the liberatory lens the vision of how to engage the families and you can see what love with unity um and really everything really centered around love and so I want to say this is like the relational work that we're speaking of building that relational Trust coming from an equity and belonging stance leading and and just serving with love but with a heightened expectations that is going to support student achievement it's going to support School Improvement we're working to enhance the improved in attendance as well and so as you saw the map was Logan Memorial educational complex was a
088campus was one of our schools that we as a part of the family engagement dual capacity project and so when we're thinking of welcoming about the environments worthy of our families we're thinking of environments where they really feel care for they really feel like they belong and they really feel that the equity lens and their values so this is one of our parents Verdi of Chevron she's also a parent leader at lmec and I would love to share the video with you of what is a welcome environment looks like feels like it sounds like do I do it [Music] so we moved here three years ago I left the area where we were before because I didn't feel that that particular District was really helping me um with my child's needs um it's just going
089to start preschool and I was really nervous I had no idea how to navigate that system and all I was getting was just throwing information and lists and you have to go to these meetings and those meetings and a bunch of acronyms were just thrown at me and I have a doctoral degree in education and even so I was lost and we decided to move you know to San Diego and and being here at lmec the very first uh time that I connected with the campus was when we signed my son up for school we came to register him and immediately I was welcomed with a smile um with excitement and the school wasn't totally built yet so it was like halfway built but the principal was like come take a tour of the campus
090and he just kind of pulls up you know pulls us to the side and they were doing this for the families they were so excited about the campus that was the first encounter I had with lmbc and then I met my son's teacher and she was just wonderful we've always had a connection I can text her anytime all those proud moments I always share them with her and she always responds immediately she's always sharing everything they do on a weekly basis um and then getting involved with PTA you know I've been able to talk not only with my son's teachers but also with the staff the school staff um the janitors on campus they feel really comfortable talking to me and it just feels like home it feels like my family it feels like an
091extent [Music] and thank you thank you I I love this because she and it feels like a family Feels Like Home and that's where the welcome environment I love going to my home and just where you feel and when you say when she sit home equity you feel like you belong and so I would love to leave leave on this quote I love this quote it's actually from Dr map's new book that she mentioned to us and is stated family engagement is a full equal and Equitable partnership among families Educators and Community Partners to promote children's learning for birth through College and Career and I'm so honored to and that I have the opportunity to work with District leaders who are taking on that this transformational work to really Elevate family engagement Center Unified School
092District along with our families our schools Our Community Partners our students as well as anyone who plays the roles in the child's life so I thank you so very much for allowing me to share and all right thank you so much Pam and we'll open up to oh um we first have some speakers remember this time so we're going to have them those individuals first and let's see it looks like we have they'll each receive two minutes and we have I'll just have you all come up Dan Nema namana I'm a month Osman manga sanab warsum and Marina aberra and if you could all just come up and we'll each have two minutes and we'll start with Dan it works Hi how are you my name is Daniel manga I am here to with my
093team from the community we present our City Heights community and schools and our parents across the district and with the psro parents to the resident organization so I'm here to to support and also uplift and I encourage and also acknowledge the work that our family engagement department has been doing through the leadership of farm and it is a lot and it will it will take the whole day to talk about it but I just want to make sure that we know as a community that this work is very important as it brings out the best in us and when you try to collaborate and we see that in the how our parents and our community members come together when we are they have a community meeting about education because we know that it's not it's
094not all going to end at that meeting it's going to be carried and taken by the staff and I have led by Pamela King to all the different departments that will address the issues that they bring and also to all the different School sites that um those issues are raised to and so it connects us as a community to be in community with the district when you come to addressing the issues that our academic issues that our children need and also I also like to like Palm for making sure that as a community we're not left behind when it comes to talking about these things and before anything happens Palm will reach out to the community not only one Community but entire the different diverse communities to talk about education markets we know you are

100and will not be where we are today and thank you very much thank you so much all right now that we've had our speakers um do we have any um board members that have comments uh trustee Dr Patterson thank you yeah I have a question um first of all uh thank you very much um I I had the opportunity to attend um the Congress Conor crevice Foundation hosted John John Powell today from the othering and belonging Institute and he talked um about othering and belonging and I think um your work Pam really um is characterizes what it is to do belonging work and I frequently as a board member we we hear um a lot of very constructive criticism and um and sometimes parents are not that happy about things but they're almost always happy
101about Pam King so um we we hear about you a lot and uh you're you're obviously a bright spot for our parents and our students and I just want to recognize um and appreciate the work you do to make students and families feel like they belong here um and in relation to that I think um you know one of the challenges we see on all fronts whether we're in closed session or out on doing site visits or whatever we see that so much of what students are wrestling with is coming from the social economic contexts of education and we have what's within our walls and we we do family engagement and we we're trying to build up our community schools program to try to intervene um I think we have I seven or eight thousand
102homeless students we have lots of some of our schools have 70 70 80 plus percent socioeconomic disadvantaged so uh as we're doing and those tend to be the same families that um that we're most in need of hearing their voice and engaging and our most difficult to engage with just because those sort of Maslow's hierarchy of needs where they're just trying to survive and and coming to a site governance team meeting at 7 30 in the morning is maybe not on the top of their um the list of the challenges they need to wrestle with on a daily basis so um I I one of the things and Richard and I years ago when covet first hit we had a conversation about of all the of all the social institutions that are closest to the
103pain our district is really our schools are there you know God bless the city of San Diego whatever but they don't have representatives in these families they're not it's not like a teacher will know when a student's hurting the student especially at like young ages they're they're telling the kids in their class they may even tell their teachers about things that are going on I know my daughter comes home from elementary school and knows what's going on in everyone's family so here we have this like incredible opportunity to be a Frontline social service provider and we're trying to leverage everything we can to get in in there and intervene and support our families there's not a lot of it is not really we don't necessarily have the budget and it's not within our purview and
104it's really frankly other our other government partners and non-profit Partners really are tasked with some of these solving some of these problems like housing like um Mental Health Services the kinds of things that disrupt uh the societal context of learning so I I wanna what I want to ask is what you think we can do as a board to strengthen I see we have a youth services mou tonight um but I I coming out of the county I see all the resources the county has and and frankly I'm a big believer in County staff and I have very high highly qualified staff great programs and how can we as a board adopt policies that strengthen our collaboration with um the children need program at the county or strengthen our relationship with Behavioral Health Services or
105or work on developing um you know shallow rent subsidies like the ones that that the county has with um with the elderly it's um what what would you suggest as a board we can do to to facilitate your the ability of your family engagement to go after those sociogram contacts but not just with our resources but to actually leverage and refer out to those agencies that really should be bearing a lot of a lot of this this burden in terms of wrestling with socioeconomic disadvantage that affects a lot of our student families thank you as you were speaking I wrote down many things but then um what stood out to me honestly is um like the connections right um I know that with our Wellness committee we have a Min we have many many organizations
106but I'm thinking of knowing the organizations that you're speaking of right um but then I have to go backwards Let Me Go backwards from the from the empathy interviews that's that will tell us what the families need because I just don't want to think about partnering with everyone it's not in need of the families that's not logical right that doesn't make much um sense if I can use that term so I think after doing the empathy listening and really working with schools to know how to better support their families then we could reach out to those entities who would be willing to be to support based on the data we receive and the feedback from our families the connection would be easy to do because we have it right there but we just need to
107know what our families need what we've done in the past we got all these resources and we thought we were doing them a favor without asking them but how can we connect with the family so I think it goes back to really leaning into the schools giving them the how to's to really see what's going on with families to really reach out to families um one of the things that we had established with our family support assistants they were working around attendance and they were getting ready to call and I was like oh no the first call can't be about attendance the first call has to be an introduction in how are you just calling to see how I can support and I said families will bring up challenges if they have them but we
108don't bring not the first call you get to know you build a bond you call next week and then you open up that trusting relationship once we have that from that one-on-one when they feel like they can speak with you and then also reaching out to our Community Partners who they Trust after we have that information I think the next thing to do is we will have to say these are the challenges that families are experiencing this is the support they need and see which one best fit and then getting the connection and partnership um trustee Patterson that's the everyone wants to be a part of the district so that would that that would be easy to do I just think having the right resources adequate resources respond to that also I'm glad you asked
109that question because that's the Crux of the problem I think there are things that we can do on all levels and I love your answer about the schools the uh earlier in the year we focused on Horton's School the team went out and looked at that school we said let's just close our minds to all the other issues and just go in and hear what the school is saying their issues are and how we can support them uh Volkswagen versus a Cadillac or whatever it is they need it we're focused and the superintendent and his staff have been working with them in campo's school because my focus has been on the homelessness and the high percent some of our schools have the homeless population the next school I moved to was in Kenta which I
110believe is second on that list that you sent me Marty of homeless schools and to me that is a model school for showing all of us how to work with Community Partners how to work with parents how to work with you and I went out on a Friday evening where they had a community event and every Church in that Community she had them doing something if it's nothing more if they're recognizing their parents they bring in food they recognize the teachers they bring in food on a monthly basis or whatever just different churches do different things as Community Partners and if the children come in homeless they work their team so that the counselor has contacts this one has contacts they're making it happen for that school so we've got to figure out how each
111school can be supported to do what they do best I've connected them now with the church in Mission Valley United Methodist Church there first church and they're going to do a presentation to them to figure out how they can support them more with resources and supports and then at our level what the Lincoln cluster numbers and I are doing we're going to set up schedule to go out and tell the city council we're going to make presentation that's our goal for next year they have online now so during their public times we're going to have a principal a parent a student to tell these folks what's happening in our schools when they stand Shayna and say that they don't know what's going on in San Diego City schools and you're a city council person representing
112San Diego there's a disconnect and we're going to take that that leadership role to say we will tell you what's going on so you won't have that excuse anymore this morning I met with the mayor and the principal over at Perkins and we talked about the issue of homelessness I don't think they've gotten it exactly right but they're on the pathway of trying they're hearing what we're saying and I shared with them that as you pass these laws and rules and so forth where homeless people can't be on the street within two blocks of the school then consider yourself don't treat them like they're animals or whatever treat them like you want to be treated and uh but we must have some standards for the school when the principal talks about how the children have
113to pass by in the street because they can't use a sidewalk because we have the drugs and this and the that going on and that that's a city problem that's not a unified but it's our children and we have to stand up and speak for our children so anyway that's a long answer the Sid we're also going to go to the county we're going to make these folks who have resources that they should be using to help our families our children make it better for them so that's my commitment okay thank you Dr Whitehurst pain and trustee barrier yeah so Pam thank you so much um again not just for the presentation tonight but for the the work that you do um you know every day and I agree with trustee Patterson that um I
114I don't know anybody in this community that first of all is not connected to you and and and second doesn't believe in the work that you're doing and I think you yourself are helping create that welcoming sense of um of our entire District so thank you so much for your work I'm going to come back to what we talked about at the last presentation which is you've got so much here that's happening um and the testimonials that you include in your report um kind of bring to life the impact that we're having yes uh in our community meetings Workshops the different ways that we're engaging families um the uh video with Miss chabarin uh talked about in that case the example of what it meant for her to feel welcomed and a part of Logan
115Memorial Dr Whitehurst Payne just talked about the same thing going on at Encanto and other schools what I feel is missing though is what is our what are the outcomes that we're trying to achieve and and I think you actually do a great job in this slide our steps forward Based on data I think you're actually doing a great job here of identifying what those outcomes are but what we don't have is what is our strategy to get to these outcomes and how do we know we're making progress on these outcomes because when we talk about you know what we need to do as a board and at the district level that's what we need to uh to keep our focus on um and I know you've got answers to those questions because that's the
116work that is going on every day but I think what we as a board need is that you know these are the outcomes we're trying to achieve so how are we getting there and how do we know we're making progress and you know as we talked about last time in his uh as you have articulated tonight family and Community engagement is not the sole responsibility of your department our entire district is the family and Community engagement Department because if we don't work at that level and as Dr Whitehurst pain you know emphasize if it's not and you if it's not at the school level um you know then there's just you know that's that's the primary you know trustee Patterson mentioned that's that not only for us as a district in our entire Community there's
117no better place than our schools yeah to connect to our parents and to achieve you know these outcomes but what is our strategy to build capacity in each of our schools uh to do that work and how do we know if we're making progress so that again that's the I know that's a that's a big question and there's so much work and there's probably a lot of Partners who can help us you know um you know figure out especially the difficult you know part of how do we know if we're making progress how do we measure our outcomes but that's I think what we absolutely need at the at the district level at the board level yeah no Richard uh and and and I agree yeah I think the board officers also agree um which
118is why this slide is in here yes uh there's no question yeah um that is our work and we will be clear yeah thank you I think the key is it's a systems issue it's not an individual the work is not hers this is the entire system of the district and that's what we should be doing and trustee heason yes thank you and I appreciate uh what we just heard from trustee Barrera because I think you you know must have you'd have knew exactly what I wrote down because it was all of the things that came out of your mouth which is to say we know that the team is doing great work and we've heard from parents and we know it feels good to a lot of people and I'm really excited um to
119be able to know next year and the year after that the difference the work is making and I think more importantly so what is the goal how are we going to get there and what progress are we making um for kids and families and I really think that when we think about our new org chart our concentric circles with children and support for families in the center this work is essential but we have to do it with such intentionality with a very clear strategic Focus I think you know is looking uh talking about things like attendance and all the different things we want to be working towards we need to know how we're doing in those areas and I'm excited that we are focusing on pushing the work down to the sites right to really
120understand as you said we need to ask families what they need and equip and Empower Educators principals with the resources to provide that and you know leverage the appropriate Community Partners that sounds really right and I think the reality is and I think it's okay to say we're not there yet but that's where we're going to go and I think as we you know work towards our new lcap those are going to be the goals that will be there so I'm looking forward to supporting and partnering in that work all right thank you can I just say although it is like the process a systematic approach if you see with the dual capacity framework we are implementing that comprehensive work with six sites but the beauty of that is that everything that we do it's
121not just with these sites it's with the area superintendents it's with District leadership so that we are all hearing this it could be taking those little tick points like those the tidbits could be taken back to different sites right so although the site has this coaching consultation there are still some best practices like president obaso came back with some things that you've heard right so although you're not at the site you can still share that goodness and so we're hoping through this three-year plan which has those key indicators where we can Mark and we can see what the metrics where the schools are at the impact that it's making that it can be replicated at other sites and some of those strategies can be pulled from that trustee Hazen you had another question yes specific
122to the dual capacity um sites and you said we're doing the work is there some preliminary data you can share about the impact at these sites and the difference the training networking coaching is making I think as we think about scaling we want to know is it an effective solution to scale actually yeah we do yes we do we actually have the um family um they did a family engagement like assessment the school survey so it's just from observational so as they go through and do different things Scholastic walked each one of these School sites they provide us with the update and I can share that with them so they can see exactly what they notice if it's a welcoming environment they had key things they were looking for staff didn't have to say anything
123they just came in as observation with different things that they were looking for so I can definitely share that with them and then I think think about the track the progress yes exactly trustee Whitehurst Pete I think I'm going to yield to him first because you've been sorry him it's been up for a bit and see over there oh okay uh well what I I'm going to say is that I think what Richard is getting at and all of us is that it feels like it's an issue that is not just Pam and family engagement it's District goes more towards the superintendent and his team making this report rather than you feeling like you have the responsibility you're kind of the leader but I see it in a bigger way if you will with I
124don't know maybe we can talk about this in governance meeting or whatever but that's kind of trustee Whitehurst pain I take full responsibility I hear you I hear Richard I hear Shayna we need to change and I will lead that I am crystal clear trustee catoriano thank you I just want to really quickly again reiterate all the points that have been made um you know when we think about Community engagement I think about it the same way as we think about student engagement it's not one individual it's a culture it's a shift and thinking about including partners and I appreciate all the other board members remarks about that as well I had a few questions I guess more logistically first I the first thing on my mind is always attendance when we think about workshops
125right the DAC talked about it we think about it all the time at the student Advisory board when you look at you you spoke a lot about the power that workshops have and that was amazing to hear about the impact that these places have but for example the number that's given is 15 496 individuals attended a workshop that's amazing but is that the goal what's what's the goal here is are workshops for everyone if not then what's the goal here's the goal a hundred percent and I think the other part is when we think about workshops I I would really like to dive deeper into the data to see are there area says that are being underserved by these workshops you give the data point that um you know every nearly most schools have or
126attend workshops on the second and the slide after that but I'm curious to see how that data disaggregates in that way and the other thing I wanted to add really quickly um was when you talked about the cohort model right with cohort one in this three-year plan and we talked a little bit about what does expansion and replication look like what's the plan there what are the future steps with regards to this three-year plan because Community engagement is much longer than three years thank you for your questions so in regards to the attendance on that slide the goal is to provide families with learning so everything is linked to learning but with the learning that they are in need of so as I stated anything like we give out a survey and we speak with
127families but if it's a present topic that they want more information we inform we engage we educate them in that process so that's the whole purpose is to really build our family's self-efficacy like build their knowledge build their agency competency around the topic as well and then to engage them in the process so if it's what we like to say is like we want to link them so they'll be in alignment with whatever the learning is also it's at school so it's not coming from one way to the student from the school families also getting the information so with the attendance it's not just us giving it to a particular um group of parents is offered district-wide to everyone we have the RSVP like if they need translation but we also know that some families
128don't feel comfortable in a large environment so that's when we work with Dan and we work with our different Refugee populations and we may have it at the Korean organization we may have it at a smaller group because they're more likely to open up and Converse instead of being a large group so we have and when we just had the newcomers with our immigrant families we do have in workshops intentionally scheduled for families or with families based on their feedback and their request so all of those are going on that way so the goal is not to have a heightened attendance is to provide that Educational Service that the parents want what we know from research if it's linked to learning and growth of the families it's going to grow the student it's going to
129grow the knowledge it's going to grow the community and so that's how we base everything I can tell you honestly sometimes people come and they want to come on the platform for numbers we don't work for numbers we work from feedback and I just say if families if it's of interest to them um and that's what they requested we will we're going to have a good outpouring or outcome because of the families coming in so we do offer various workshops that are all in someone like I said there's School sites it could be from a cultural lens and cultural base it could be around specific topics like we do the safety so that's what the workshops with the core heart um you know with a comprehensive plan it's a hefty cost let's say Hefty cost
130so we have a three-year plan but we know it doesn't end that we know if you have like a three-year plan and you stop things start to go back to where they were and we don't want that we want to build upon this and we're hoping um similar to other initiatives or other great things like the leader of me that's happened principles with catch on like oh my gosh I love this can I do that like it would be one of these hot things that everyone wants to be a part of right so we're hoping to increase it but because it's new and it is um costly we're starting off with a small one let me be clear we're talking about programs this is about the connection at schools that that's free every person should
131be welcome so so I appreciate the program this is not about programs it goes back to the concentric Circle and connecting with each and every student and each and every family period period that's not an option thank you Dr Jackson and trustee never messino firstly I'd like to thank you Pam for your very thoughtful and meaningful presentation and particularly applaud the focus on belonging and Equity demonstrated to the dedication to one-on-one conversations and attention to what environments look like sound like and feel like with that I was curious as to earlier you mentioned the role of mental health departments and working very closely with them so I was curious as to the trends that you've noticed and the concerns of families and community members and how you've been working to address those concerns that's a
132great question I thank you for asking I think sometimes it goes unnoticed and what I find myself honestly is really even with the monthly updates that I give for family engagement mental health is still on there um what I notice a lot is a lot of young folks in of different ages are taking their lives and so what we reiterate um is that those Key signs to look for isolation depression change in eating patterns we state that and then let them know that to check in um and so even though someone may not say it um it's brought up in that number in that hotline is always available also the the presentation that we have is always available what I'm noticing um from families and what they're saying we have some mental health conversations with
133parents in Hoover cluster and we kept it small so that families could really share their truth and um they they shared motivating their students students weren't motivated um and this was before safety it was just all about how I even get them to want to go to school Beyond safety um how do I get them to want to engage how how do I well like what can I do as a parent so I actually work with them and just get got some research-based strategies but what we try to lean in also parents was parents wanted to help their child with the therapist that we had from the community parents needed help so we brought in a therapist they requested they have a therapist that would culturally from the same culture as them that they could
134relate to it and I was the one who had The Interpreter there for me it was just beautiful and so um it was candid conversation but it was beautiful what's was said it was almost restorative what was said there stayed there um and so they recently reached out and say Pamela can we start that again so what we're finding is not just student families needed families and and sometimes we just put on this front when we're really hurting inside people opened up when others opened up when we shared Our Truth and let them know if you see this toughness on the outside but the inside got some things going on too got a lot of flaws and so they were able to embrace and I think that's that networking that connection that communication that belonging
135what I bring and that safety to speak truth so it's motivating um the students as well as the families and giving them the supports they need because it's really hard um they had barriers at home but it's just that um a lot of the arguments this things that they have to um that we don't think about is outside of Reading Writing the math it's just real life issues absolutely and I think that as a school district it's really important that we recognize and reframe our ideas of what mental health disorders look like because they take all different shapes and forms whether a student is a highly achieved motivated student or if they're an unmotivated one so with that and with the um the connection to families I was curious as to what mental health supports
136are currently available to families so we do offer and it's still on our website what the District offers as far as the mental health guide but we also partner with UC San Diego health and so we have their resources and we also have um from a cultural perspective they we reached out to them to see if we could have it from African-American perspective from a Latino perspective so we have that as well I I do want to be mindful of our topics and when we agendaize things I want to be careful not to Veer away from that we can certainly do a board memo on Mental Health Services I think it's a great question I just want to make sure we're staying on topic here okay and um thank you everyone for your comments I
137just wanted to to add um not repeat what it's already been said because I think we've made very good comments already um but one thing I would add when we're looking at goals and outcomes as trustee Barrera mentioned is to me what would be really interesting to know and I had asked this we were in officers meeting but I know it's kind of more to come because we're early in the stages but the different clusters and different areas of the city um because what might be most meaningful to parents at Hage Elementary or what's culturally competent at what at age versus Logan Memorial versus Marshall Elementary might be completely different and so I think it'd be really important to know not only what our goals and our outcomes are but how are we highlighting in
138specifics of the schools that were mentioned how are we focusing on them and being most impactful within those specific communities because we have such a big school district you know I think that's going to be important as well because one size does not fit all with what we're doing so thank you yeah you're definitely right you're definitely right so okay thank you so much that was a great conversation we appreciate all your work and excited to hear all that's going to come from that okay next we will now consider board consent agenda items F1 through F4 adoption of minutes recognition of May as Jewish American Heritage Month recognition of June 19th as Juneteenth and recognition of June as lgbtqia pride month is there a motion on items F1 through F4 uh trustee Hazen has a
139motion and trustee couturiano who has seconded it seconded it um we'll start with uh trustee catoriano for the vote oh oh yes sorry yes we have speakers yes okay so we're gonna have all the speakers on um all F1 through F4 come up and they will do the in person first and you'll each have um is it three three minutes two minutes each okay we have Naomi Harris coming up Fabian perloff Darren Schwartz and Heather Russell those are our in-person you'll each have two minutes and this is going to cover our items F1 through F4 so um okay we're going to start with Naomi first please is Naomi here okay thank you okay um hello my name is Naomi Harris I'm a member of the San Diego Jewish community and I'm very pleased to speak
140and support of recognizing may as Jewish American Heritage Month Jewish American heritage month is observed at the federal level and just last week was officially recognized by the city of San Diego and our mayor Todd Gloria the San Diego County of Office of Education has recognized Jewish American heritage month as well and has posted educational resources on its website for schools and teachers to use according to the Anti-Defamation League in the past year anti-semitic incidents in public schools have increased by almost 50 percent and anti-Semitism nationally as an all-time high affecting Jewish students and their families the best way to counter this alarming Trend in our schools is through education not only about anti-Semitism and what it is but also about Jewish peoplehood and Jewish Americans contributions to American history and culture like all of
141the Heritage months that San Diego unified celebrates Jewish American Heritage Month offers an important opportunity to promote diversity equity and inclusion and create opportunities for all stakeholders to feel valued and seen my hope is that Jewish American heritage month is something that will continue to be recognized each May and I thank you very much for supporting important educational initiatives like this thank you so much Naomi next we have Fabian good evening Dearborn my name is Fabian polov I am the regional director of the Anti-Defamation League in San Diego and Imperial counties I'm here to express my support and appreciation to the board for recognizing May 2023 as Jewish Heritage American Heritage Month in schools and classrooms Jewish American Heritage months is a time to explore the Jewish experience including the history the culture the achievements
142of the Jewish people as well as the anti-Semitism that has been faced by Jewish people throughout history we know that in order to disrupt anti-semitic stereotypes language and behavior students must have the opportunity to explore the full breadth of the Jewish experience Beyond just the Holocaust as with all identities and histories trauma is not the only lens through which to understand history and culture therefore ADL has multiple resources that can be utilized to introduce and deepen students learnings about Jewish history and and Heritage our newest tool nine ideas for teaching Jewish American Heritage months provides Educators with lessons lesson plans that explore the diversity of the Jewish American experience throughout literature art and films in addition to no place for hate is another ADL tool that can support students learning during Jewish American heritage month
143it is a framework that focuses on understanding identity honoring diversity and challenging bias Concepts that I've heard during this board meeting and and we appreciate the partnership with the with the school district I want to thank again the board and vice president Hassan and and board member Cody Patterson for moving forward this this resolution thank you thank you Fabian and Darren Schwartz hi uh my name is Darren Schwartz I'm the chief planning and strategy officer at the Jewish Federation of San Diego we're a community building organization here in San Diego I am a proud San Diego unified Alum and a proud Jewish American and I want to thank you so much for putting this resolution together to honor Jewish American Heritage Month um the San Diego Unified School District actually honors Jewish Americans and I
144wanted to share with you in a couple ways what you're honoring people from our community uh judge Jacob wallenberger is one of the individuals who founded what's now the Jewish Federation in 1936 judge wallenberger with 2 000 members of the Jewish Community funded the Jewish Federation in 1941 he was appointed by the governor as the City attorney here in San Diego he administered the oath of citizenship to over 1600 new Americans here in San Diego sorry sixteen thousand new Americans here in San Diego and is honored um with the naming of the school eventually Weinberger Elementary in San Marcos uh Julia's wagenheim Julius was born in 1866. he was instrumental in developing Balboa Park and oversaw the responsibility of the planning for the buildings he's honored uh through the San Diego Unified School District for
145wagenheim middle school and Mildred Jean farb she and her husband believe that education was critically important to making San Diego a better place both of them were active with Mercy hospital and the University of San Diego Hospital Gene worked with world famous Research Center the Salk Institute as well as the Salvation Army and she is honored with the name farb Middle School in Tierrasanta so thank you for honoring members of our community in that way and thank you for this resolution thank you Darren and were you one of our president Faso I did sign up online oh okay so if it's okay may I step in not a problem what's your name one moment my name is Julie bronstein and I'm here this evening to speak in favor of item F2 as the prior speakers
146Did recognizing may as Jewish American Heritage Month I'm also a proud Alum of San Diego Unified Schools including Hearst Elementary and Patrick Henry High School I'm here as a member of the education Committee of the American Jewish committee I recall when I was growing up here in San Diego I was very fortunate to not encounter anti-Semitism in my day-to-day life or in our neighborhood or our schools unfortunately as we all have heard and we're very aware there has been a tremendous uptick in anti-semitic acts over the past several years which is creating a stressful anxiety provoking environment for our students recognition of Jewish American Heritage Month serves the important role of allowing students teachers and Staff feel Pride for their Judaism and also helps by educating the broader Community about the rich diversity and contributions
147of the Jewish Community to society this resolution reaffirms our commitment to combating racism and discriminating excuse me and discrimination against Jewish Americans I'd like to extend a special thank you to trustees Hazen and Patterson for bringing forth this evening's resolution which I believe serves as a model for other school districts in the region including the San Diego Union High School District and for those throughout the nation I'm hopeful they will take note of your good leadership thank you for raising the bar good evening thank you Julie and then we have Heather Russell yes I did want to also thank you for um the resolution of Jewish American Heritage and including that especially because a few days away from my daughter's Bar Mitzvah and also this she's in seventh grade it's her first year where she
148personally experienced anti-Semitism in the classroom from her classmate so um thank you for doing that um again this the same thank you again for um including recognition of Juneteenth as well as lgbtqia and pride I think having all these recognitions Bettors our children our students our community our world so I am 100 support of these three items with that being said as you know I've always come because of the district withholding funds for my son's education per the settlement agreement all books educational materials related to Jewish heritage Jewish authors black history African-American studies African-American influential leaders as well as books written by and stories about lgbtq have all been restricted from my son the education in these three areas have been refused to be reimbursed per the settlement from the district and this board so
149my um when I saw it was on the agenda I was very excited and happy because this is significant for all of us but when you restrict and limit children having access to this information it makes me feel like these items you're not sincere about your commitment to this education um I know it buzzed I have I'm on the agenda for three more times to speak they all have to do with limiting my son's access and refusal of um due process funds so um I will remove myself from those three items because I'm gonna go because I have a lot of family in town but but thank you and if you would like to communicate which I always invite you to do so we can resolve this because if you leave out one child that's
150too many so please reach out Mr Jackson thank you all right um do we have any questions or comments about the resolution oh sorry we do have some um some people on Zoom who are joining us um Carol Yellen hi there I'm here hey Carol can you hear me yes you have two minutes good evening trustees my name is Carol Yellen I'm the senior director of the Center for Jewish Care at Jewish family service thank you to trustees Hazen and Patterson for bringing forth this important resolution Jewish Family Service was founded over 105 Years Ago by a group of Jewish Women we affectionately call the Jolly 16. their humanitarian work began by addressing the needs of Jews who were fleeing persecution in Europe and arriving in our Tijuana border without shelter or resources those Jewish
151refugees and eventually Holocaust Survivors as well as other Jewish immigrants found a home in San Diego not without its challenges but they built their lives families and businesses here today we are a thriving Community whose many contributions are outlined in the resolution so I won't repeat them while jff has grown to serve the entire Community regardless of faith we continue to be guided by our Jewish values and recognize our unique obligation and expertise in supporting our Jewish Community including the 400 Holocaust Survivors who still call San Diego home unfortunately in past years we have seen an alarming rise in anti-Semitism both nationally and locally including prominent politicians and widely followed celebrities perpetuating anti-semitic tropes and normalizing hateful rhetoric our children hear these hateful words as well often online sometimes at home and occasionally even at
152school the rise in anti-Semitism means some in our community and schools do not feel safe to wear a yamaka post a picture of their glowing Menorah on social media or to even identify as Jewish among their peers we are a resilient people but in our most challenging times our Jewish Community has needed upstanders to speak out against anti-Semitism we know that hate is learned and that is why our schools have a specific role in combating hate through education about diverse lived experiences and in training our youth on how to be upstanders when they witness hate directed at anyone that is why this resolution is important in ensuring our Jewish students and families as well as Jewish teachers and Staff feel seen valued safe and welcome in school where they spend so much of their day
153and more broadly in the district and our San Diego Community this resolution not only celebrates Jewish Heritage but reaffirms the district's commitment to combating racism and discrimination against Jewish Americans and models those values from our youth thank you Carol thank you next we have Sarah Brown hi everyone good evening hey Sarah thank you to the board of education for San Diego Unified School District for this Proclamation acknowledging and celebrating may as Jewish American Heritage Month my name is Sarah Brown and I'm the regional director of American Jewish committee San Diego the global advocacy Organization for the Jewish people I'm also a recovering educator and in the background you can hear I'm doing bath time for my five-year-old so he's chiming in too the United States has many Heritage months that celebrate the various communities that
154form the beautiful Mosaic of our country including Black History Month women's History Month Hispanic Heritage Month Asian American and Pacific Islander heritage month which is this month as well and something that we're very happy to celebrate as well and more by recognizing Heritage months we learn about one another we honor the richness of our diverse community and we strengthen the fabric of San Diego Society May was first declared Jewish Heritage American Heritage Month in 2006 by President George W bush but since then presidents Bush Obama Trump and Biden have all issued proclamations for Jewish American heritage month which celebrates Jewish Americans and encourages all Americans to learn more about Jewish Heritage and contributions to the United States at a time when American Jews are feeling vulnerable admits an alarming rise in anti-Semitism including unfortunately here
155in our own Community we cannot think of a more important time to celebrate the many contributions of Jews to our society contributions that have made have been made since the first group of Jews arrived in New Amsterdam in 1654. over the past 369 years Jewish Americans have given to their communities and this nation as loyal and patriotic citizens always grateful for the Safe Harbor that America provided for them Jewish Americans have served in government in the military they've won Nobel prizes headed universities and corporations Advanced medicine created and performed in enduring works of Performing and visual art written Great American novels and become emblems of justice as members of the Supreme Court and so much more perhaps most importantly American Jews have always pushed America to live up to its promises a nation that upholds
156freedom and justice for all and so thank you very much this month and Beyond we hope that San Diego Unified School District will continue to join us in celebrating the many contributions okay next we have Lori Shearer is Lori available yes good evening hi Laura you have two minutes thank you I want to thank the trustees for this opportunity to express my support for the resolution to recognize and teach Jewish American Heritage Month in May in light of the alarming rise of anti-Semitism it is especially important for all students to learn about and help celebrate Jewish American culture and contributions education is key to creating a more peaceful and inclusive Society thank you very much for considering this resolution thank you Lori okay um who might have questions or comments about the resolution and we
157have you want to start with trustee couturiano I think you had your hand in thank you I just want to really quickly thank you for the support of our lgbtq plus youth we talk a lot always on the news it's it's very disheartening for a lot of our lgbtq youth myself included to see across the globe and across our nation a a great culture being persecuted and that thank you to everyone here for supporting that when learning about history about our lgbtq youth it always astounds me how quickly we were able to transform a culture to be more accepting and unfortunately it will be not I will not be at the pride flag raising due to jmun but still again a huge thank you to the shift in culture it's been amazing to see and
158huge inspiration for other than individuals as well trustee catoriano and trustee Hazen thank you I want to join trustee Toriano and recognizing uh lgbtq month Juneteenth and also um really proud of the work to put together the resolution on Jewish American heritage month this is the first time the district has considered a Jewish American Heritage Month resolution and I know many of our speakers have said it all but really wanted to highlight one thing which is that this resolution recognizes the diverse and intersectional ethnic and racial identities of our Jewish Community which I think is critically important and also includes resources that are equity and belonging Department have put together so that it's not just one piece of paper but a series of resources to support ongoing teaching and learning about Jewish Americans Tracy Peterson
159thank you so much I want to Echo what members of the public said and my fellow board members have said in support of obviously of the adoption of Juneteenth is a holiday as well as lgbtqi and pride month and I want to say just very briefly about the resolution um on Jewish heritage month and I want to thank Shana Hazen for inviting me to participate in that and I want to say Obviously it hardly needs to be said how influential Jewish Americans have been in our community but if I can just say briefly how influential they've been in my development as a board member I'll be very brief don't worry uh but uh I could I could go out on the link but I won't um I am very much not Jewish I'm I'm Scandinavian
160American northern European uh back probably Millennia but that being said I am a product of um of um of the Jewish community in many ways and and and a cultural product in the Jewish community and um Jewish San diegoans have been a huge part of my development my moral development my philosophical development my personal development and I just want to briefly say I had the pleasure of knowing uh Walter Monk and um who was really essential in the development of Scripps Institute of oceanography Donna Salk Jonah salks um first wife was a mentor to my mother and a close friend to my mother and an influence on me um Melford Spyro was one of the founders of UCSD anthropology department uh and an early researcher on the kibbutz movement in Israel was a was a
161deep influence on me my psychoanalyst Dr Judith Hughes uh yeah I'm going there um and uh but I also but I want to wrap it up here on honestly I want to wrap it up here I got one last one um and that is if you go to Fleet the Fleet Science Center the theater there is the Eugene and Maryland Highcroft theater and uh I always Marilyn hykopf was a close friend of my mother's and she was Irwin Jacob's sister but to me she was a huge moral influence on me and she really embodied to kunalam to repair the world and um and I really can't go in in sponsoring this I can't go without saying um what a peaceful kind talk about creating a sense of belonging I just would really like to emphasize
162the impact of Marilyn hinkoff on myself and on so many um so many members of our community so that's it [Applause] okay I'll I would like to finish up I also say I'm very proud that we're recognizing [Music] um lgbtqia pride month as well as Juneteenth and Jewish American heritage month I also want to thank trustees Hazen and Peterson for bringing this forward I I've shared this a couple years ago I have a personal connection my my dad was first generation um and his parents are both from Russia and Poland and there were Holocaust Survivors and so a whole part of my family was wiped out in the Holocaust and um so my maiden name is Levy um and but when I got married I I Married an Italian uh bazo so um when before
163I was married when I had my Jewish name I there was anti-semitic comments all the time all the time so I grew up with that I know that my dad grew up with that it was a so it is very personal to me and something I'm very glad we're bringing forward and you know no one should have to have to live with that and the fact that I have a married name now shouldn't make a difference but it does so um thank you so much for bringing this forward and um I think we don't need to vote I just want to say I just want to thank you guys for bringing it because I didn't realize it this is the first time I mean that's a big oversight down through the year that should not
164have been so thank you for bringing it forward all right um let's see so we are Let's see we are voting on this item and so I'm going to start with uh trustee nebamasino first aye trustee catoriano aye all others okay that passes unanimously with students concurring now we will move on to item G1 the d-lax semi-annual update to the board and staff report on compensatory education Dr Jackson please introduce the item thank you board president bazo this is the district English language advisory committee's semi-annual um report along with the staff's report on our English Learners and so I would like to welcome lalia who is our d-lac chairperson along with Francisco our parliamentarian along with Marissa Allen our senior director of multi-language lingual education they will be presenting this evening along with staff staff
165is here to support as needed thank you well good evening president bazo our Board of Trustees and superintendent Jackson as uh Dr Dr Jackson has already mentioned introducing Francisco and lalia but I want to give a special introduction to lalia today and the reason for that it's a very special day because today she defended her dissertation and passed so I should say Dr alali huh thank you Dr alali so she made a concerted decision to be here instead of celebrating with her family she's here to celebrate the voices of San Diego unified families tonight and so with that we are very proud to share our insightful results of a comprehensive needs assessment that we conducted for our multilingual Learners in our district Board of Education superintendent good evening all and thank you again for congrats
166congratulating me on my achievement today so to better understand the reality of the English Learners do you like along with multilingual education departments conducted in an annual needs assessment by engaging in a giant study to examine student Educators parents and administrator perspective to determine the needs or gaps between the current situation and the desired outcome of our English Learners by conducting empathy interviews to help pinpoint how the district will identify goals and actions in their strategic plans so what is A needs assessment in order to better understand our current situation in our schools and to meet the needs of our students in our school communities we conducted a thorough analysis this analysis helped helped us identify where additional support is needed and that in turn will help us progress towards our desired educational state so
167today our presentation during our presentation we're going to look over three key aspects the process that we undertook we will explain the steps that we took together the input from various stakeholders and in educational Partners sorry we're changing our language the voices of our students is the second portion of the presentation and the findings so the process that we went through we engaged in a meticulous data collection process we understood that relying on state level data or what we refer to as satellite data would not suffice to truly comprehend the experiences of our multilingual Learners we recognize the need to delve deeper into their specific context capturing the unique perspectives and experiences within their school environments we wanted to capture the essence the essence of those experiences at in each School community and to go
168beyond those statistical figures and collecting data that we refer to as Street data qualitative data so our satellite data on the California dashboard doesn't provide the information that allows us to look at specific needs of our students it shows for example that 50 of our English Learners are making progress toward English proficiency but the data point is not enough to tell the real story about what the needs of our students are along with their families yeah across our district we have schools at different levels of English learner progress level when we considers how we wanted to gather the data we wanted to include a range of schools from each level so with that in mind we engage in a multi-layered approach we collected data from a diverse selection of 18 schools considering elpi score the
169range from very low to very high progress as a researcher myself I know how challenging it can be to collect data from 200 School so the ideal approach in this situation is to take a sample of Representative schools that can tell us the story and the reality of our schools so the sample represents the diversity of our schools and we look a sample from a larger population the chart shows a representation of all levels of performance then we collected data through empathy interviews with with administrators and the students and we surveyed also Educators and parents by directly engaging with this educational Partners we aim to uncover their perspective and perception on the greatest strength and needs related to the experiences of our multilingual learners their voices and insight are invaluable in informing our work and
170shaping our approach our multilingual Learners have a remarkable resilience and determination they have demonstrated a song a strong sense of community and an eagerness to support one another additionally our dedicated Educators have gone above and beyond to provide meaningful and inclusive instruction that addresses the diverse needs of our students however the needs assessment has also highlighted areas that require our focused attention and support so now we're going to delve into the results through our data analysis of the sampling of schools that we have identified several key strengths that must be celebrated when we look on the left our Educators in order to gather the perspective of these Educators we sent out a survey to the 18 schools that we visited a total of 73 Educators completed the survey and we asked them what do you
171feel are your strengths related to teaching multilingual learners and the majority of our Educators chose these four as their areas of strengths one creating a warm and welcoming environment identifying and building on student strengths providing scaffolding and differentiation and monitoring student progress in our interviews with each site administrator we asked what would you say contributes to the success of our English Learners at your site at sites that received an LP score of four or five these are the sites that have high performance of progress with their English Learners administrators were able to speak to the site focus on providing designated ELD lessons and also providing the dedicated ELD courses at the secondary level across the many sites that all at all LP levels administrators identified the strengths of setting high expectations for their students monitoring
172their students progress with responsive interventions as well as creating strong relationships with parents the information we gathered through this comprehensive needs assessment allowed us to identify the overarching trends across all our sites by examining the trends we gained a comprehensive view of the strengths that we can build upon and the areas that require targeted attention and support our administrators identified having consistency in ELD instruction as the top need providing professional development for educators in understanding the English language development standards and stronger tier one whole group instruction with integrated Eld we also asked what would you say is a need related to increasing English learner progress toward proficiency at your site this was interesting at the sites that received an LP score of one two or three on the lower end administrators recognized that there was
173a need again for that consistency in designated ELD instruction and some barriers to this happening included included understanding how to best use the designated ELD curriculum providing ELD courses at the secondary level for sites with smaller populations of English learners many administrators at all Sites also identified the need for providing more planning time support and training for educators with a focus on ELD standards and instruction in the classroom the need for the tier one instruction with integrated ELD was also identified then we asked our educators out of the sampling of schools how successful do you feel in meeting the needs of your students your multilingual students and we gave them a scale of one to five five being the most successful 78 of our Educators selected a two or a three on a scale of
174one to five we also asked them what do you feel is your greatest need related to teaching multilingual Learners and the chart that you see here shows the top five areas that Educators chose with understanding the curricular resources available to them understanding the ELD standards and strategies to support their individual students at the top then we were able to summarize the themes that emerge from the research so for the Educators need greater support to help English Learners so what are these needs it's a time for planning understanding the ELD standards and professional development on best practices to support English learners we have identified challenges also such as limited access to appropriate language resources a need for targeted professional development opportunities for our Educators and a desire for increased parental involvement and engagement so by address
175by addressing these areas we can further enhance the educational experience and outcomes of our multilingual learners so we were also able to interview our students from all 18 schools that we visited and as well as additional students that our department supports for a total of 29 schools represented in the student data as trustee Hazen said earlier at Edison student awareness of their reclassification what they need to do what the impact is on their own learning is really needs to be over communicated to our students and that is what we found also as a result of our empathy interviews in our student interviews we asked the students tell me about a time that you felt successful in your learning and many of our students talked about how and why they felt successful in search certain subject
176areas when talking about their achievements in math most students referred to a test score or a grade or problems that they got correct in literacy students talked about their accomplishments according to the educator feedback oh you went up a reading level or your writing has improved in learning language their success was most often linked to their ability and confidence in being able to communicate with their classmates and educators we also asked the students well tell us about a time when something you were learning was really hard for you and most students identified a subject or an assignment that they had difficulty in we also asked students what would make school better for you more than half of the students shared something related to their challenges such as wanting more help more explanations and more time
177to practice on their own and with peers or for content to be made easier to understand with more examples more clarity that's what they kept saying about 25 of our students also shared that they would like other students to be nicer and follow the rules or to make friends more friends some students also shared something related to making changes school-wide such as a better lunch nicer buildings better play equipment more extra extracurricular activities during PE art and music and we also had 14 students who said that they like school just the way it is but I'm just repeating what we found in our studies I'm going to let you hear it directly from one of our students so we have the voices of our students and this is just a 40 second video this is
178Ralph from San Diego High School student um better I can say um um I can say like for teachers like others ask me like if I need help something like that or to like do more explanation on like assignment and everything so like or asking every student if they're good and everything just like don't like say it and pretend like everybody know what it means because sometimes I'm in a class teacher says something I don't even I don't even know what it is so I have to ask like him or her like myself so I don't think you were able to see the the text that were you oh okay perfect so we also found that there is a correlation between what's wrong what's Rolf has shared with the other student that took the serve
179took or they were part of the study so our students want more educator support and explanations time to work with their peers more examples and Clarity to understand what what they are learning as well poisons for of our parents and Guardians we continuously receive ideas feedback and com and comments during our day like meetings and we collected over 80 responses from parents across the district on our survey about strengths and needs in our district one of the many Innovative engagement that we have been doing on our meetings is to have break room sections within parents and definitely that has been very helpful be able to provide to be able to gather feedback you know how can we improve how can we make it better you know it just has been very uh has been very
180helpful not just to get our data how to be able to a how to approach but also on the next or in the following meeting be able to answer those questions and have the clarity so that's one of those things that we have done differently in our in our meetings as a part of the survey we ask what changes they would like to see in their school or child's classroom the majority wouldn't change anything but there but they said they would like to see an increase in family involvement and better communication with the school and educators as you can see the graph there's additional areas of parents wanted to see an improvements on what do your parents say they would like to change here's what some of the our parents said I would like to
181see more family activities and parents involved more supervision during lunch and play time communication with their Educators and everything is great and well organized you know some of those keys but like I mentioned earlier you know getting that engage with the parents getting that engage with with the students we're trying to adapt you know we're trying to it's like an ongoing moving Target right so every year I mean this is my second term uh with the district it's a deal like representative and we have done improvements from previously and I think we were supported with the gray staff that had been very helpful and one of those is getting everyone engaged is that it's not just an infra informational meeting is more of how can we improve parents wants to feel connected to the school
182and know their children are safe they want more communication and support for their children try to make it easy for you so we have a summary of challenges we're going to start with the parents so the main challenge for the parents is communication as far as the Educators and the student that is to area that is the instructional and the emotional needs so for the educator needs time for planning they need enough time to plan effective ELD lessons they also need to understand the ELD standards and best practices emotionally they need to feel confident in their ability to support multi-lingual learners for the students the student they felt they need more help to understand the content in English with more explanation and opportunities for practice emotionally they need to have environments that provide the safe
183space with respect from their peers and connection with their educators so when I was thinking or we were as a deal like thinking about the recommendation so these this study that we have conducted with the multi-lingual education department can easily tell us what are the recommendation and as you can see we summarize the recommendation in professional development Staffing touring and Extended Learning and communication so in order to make sure our multi-lingual learner receive the support they need to succeed academically learn languages and socialize effectively delac strongly recommends that our board member give priority to their needs this can be done by allocating more General funding toward implementing various support and resources for this student by investing in this support we will contribute to the overall success and inclusivity of our educational system we recognize that
184Educators play a crucial role in providing support for multilingual Learners they are key in creating awareness about the needs of our students and building on their strength and abilities we also value the student primary language and culture as valuable tool to learning the funding requested from the dealer can be used to provide professional development and planning time for educators on effective instructional strategies for multilingual learners add Staffing for designated ELD course in secondary schools as a additional allocation to support multilingual learners hiring bilingual parent liaison for family engagement specialist to facilitate effective communication and collaboration with multilingual families providing tutoring services and Extended Learning opportunities for students who require additional academic support communication with multilingual Learners and their families in a way that makes them feel included using asset-based communication consider access Digital hard copy
185workshops cater to our MLS we have taken the recommendation of the needs assessment into account and Incorporated them into the three-year strategic plan of the multilingual education department this plan will address the specific needs identified in the assessment and guide our action moving forward I want to end by letting you know that I have been involved with the dilac for so long and this is the first time that we have conducted such a study along with the multilingual education department so in conclusion we want to express our deepest appreciation as Matthew said earlier for our students being a part of this huge study the voices of our students our administrators Educators parents and most importantly the students again um they have generously shared their thoughts and insights in these interviews and surveys giving us invaluable
186perspectives that have formed the basis of our findings today these finding these findings should not just be for information for for all of us but they should be a catalyst for action our commitment to inclusivity and equity and education requires concrete steps forward and using the momentum from this needs assessment to drive real and meaningful change the multilingual education department has incorporated the findings of this needs assessment into our three-year strategic plan actions and goals through professional development building capacity partnering partnering with our curriculum Partners Sandy San Diego County Office of ed through the El Rise program and the mcap academies all to elevate the learning of our English learners I also want to give a very very heartfelt special recognition to our instructional coordinators who I'm going to actually have them stand up Dulce
187Caldwell and Carrie Shetler for embarking on this comprehensive research with the goal of improving our student outcomes the time love and care that they put into this is evident throughout our presentation together we can Empower our multilingual Learners to achieve even greater success thank you [Applause] thank you so much for that and I will we don't have any speakers on this issue any board members have comments or questions um we'll go with trustee Patterson first of all another congratulations for I guess it's Dr olali now okay cool um thank you for your service both of you thank you for your lengthy service um I have a question specifically on Staffing because it's seen both on the professional development side and on the Staffing side that it was a critical issue um both for administrators and
188for for the teachers themselves um the first is what's the nature of the the turnover I see there's a there's an issue with high turnover and if I can hypothesize them I guess I do reforestation and the critical time is the first four years once the seedlings get to a sapling stage and then get their Roots into the groundwater you're good to go but I I have a suspicion that the tie-in between uh professional development and Staffing and turnover I had talked to a couple of instructors and I was a little bit stunned by the the way in which it seemed like they'd kind of been um left to their own devices in terms of those first years in developing lesson plans and understanding um uh the criteria and the standards do we have a
189first of all so setting aside my hypothesis I could be entirely wrong you can tell me I'm wrong now maybe the turnovers in at 10 years they get exhausted or something but um someone do you know what the nature do we have the data on the nature of the turnover do you have that available now and then number two um in relation to that do we have uh like a concerted effort in those first several years to get uh to get multilingual Educators on their feet so that they can get their tap Roots into the groundwater so I don't have that data that you're asking for that's something that I would have to partner with human resources and find out through our exit interviews with our employees why is it that they're leaving but it
190typically it's under five years for more for most Educators based on the statistics and the research that I've done on that what we do know is that we need our most highly qualified teachers working with the students that have the highest needs and that typically isn't what we normally see in in our districts but we're moving towards that and we do have a department that is looking at educator Effectiveness and development and we are partnering with them as we're doing interdepartmental work alongside them to provide our Educators with training on what are the best practices in serving our multilingual learners thank you trustee Patterson and oh sorry trusty Hayes well first thank you for all of the work that you did to get to this point and I know that a lot of we are
191sort of at you know the starting point um but I think as you began highlighting that 50 of our students are English Learners are making progress um and then the digging deeper and the work that you've done is really extraordinary and I think a model for what we can do and need to do across the district so really thank you for taking this on because with this information we are now equipped to take the next steps as it sounds like you've done in developing the Strategic plan so I really appreciate the work and appreciate the work you've done to highlight some of these blue schools but those schools that have been particularly successful because we know that this work is not impossible so as we think about half of the students who are not gaining
192proficiency um we know it can be done and so I really appreciate what you've done to highlight that so that we can replicate that bring in the voices of students to then shape the work ahead so this is exciting and I'm looking forward to hearing next year when you come back to us with the difference that's being made in implementing that strategic plan thank you I think it's important that we share this study with all our site leaders and all our teachers I know that for our multilingual Ed Department all of the resource teachers that we do have out there they were a part of this study but it was also shared with them so that they can go back and provide that leadership at the school sites so it's it's not going to just
193stay here as I said at the very end it's it's actionable Christy white here's pain I really must commend you also for all the hard work and a lot doctor I must say it sounds like some of this is a runoff from that all that work you had to do that you were able to get involved with the District staff to help out if nothing more than gives some direction on that I'm interested in the question that my colleague asked about turnover because traditionally we know that for schools that are difficult to staff and um for English language Learners special education we've had high turnovers because of the nature of those assignments they are on they're intense and they require a great deal and I'm sure the superintendent will be looking into that as a
194part of some of the other things that you're talking about um that he's been talking about but I I'm really interested in you when you do that research in finding out what are the factors because earlier we were saying that traditionally our district has not had the difficulty that a lot of urban districts have had in terms of Staffing um because we've had a pool that wanted to be here in San Diego and with all the other things they've remained even with that caveat we've still had difficulty with special education we've still had a difficulty with ell with with English language Learners and teachers who can teach students who have special needs so as you delve into the research to find out what's going on that will be critical for us as a district and
195I remember once we gave a bonus for special education teachers to retain them I don't think we retained anymore that wasn't that wasn't attractive to them we wound up with the same hires as we had before we offered the bonus so it obviously wasn't the factor that was keeping folks in and so I'm very interested in us digging down deep to find out what it is I mean asking them or doing whatever to find out what would make them stay in that field and to help students who really need their help as they gain more experience in that area so that they can be up just a point of clarity and I may have missed this when you speak of Staffing can you go back to talk about why you name Staffing and I know
196we're talking about turnover but I didn't quite hear that so can you just reiterate what your narrative was around Staffing yes and I'm going to defer to my researchers here um go ahead came up at secondary sites that don't have a large population of English Learners is the fact that they're only able to offer let's say one section of ELD so you have one section of ELD for students throughout the beginning level newcomer students all the way up to students who are you know at that more higher proficiency level like well developed so they don't have the allocation let's say to provide multiple sections of ELD if they don't have the numbers to fill an entire class thank you that just clarifies because we're talking about turnover but we're now talking about sections and numbers
197very different well we can Circle back on I just we were having a conversation about turnover but we're not we're not talking about turnover I was referring to the administrator identified needs where it says challenges with Staffing and funding High turnover of staff I get that I just wanted to clarify this piece okay I'd also like to add there's another piece to it as well when we refer when we talk about Staffing we are also talking about our new teachers who have come in who have not gotten the training over the years or over the curriculum training um due to the pandemic and also there's so much other work that needs to be done out there but it's it's part of our plan to provide the professional development and also provide coaching for our newer
198teachers our veteran teachers who need that support in instruction in instructing our multilingual learners so it sounds like both stability and finding Educators and then the training so okay thank you anyone else trustee Barrera yeah I just want to Echo everybody's um thank you you know I agree with uh trustee Hazen that this was a model hopefully for the district advisory committees because what we always are hoping we get from the district advisory committees are you know basically information on how we're doing you know with the set of students that uh you know that in this case that you're focused on and it's really helpful when you go out and create data to answer that question you know um and and to do this in a comprehensive way with the d-lac working together with the
199Department um you know is something I I've never heard this you know come from any of our advisory committees you know this level of of data so I really appreciate that and Marissa I hear um that this is being incorporated into the three-year strategic plan for the department so when do we get the to hear the plan it's a secret it's a secret exactly it's we're currently developing it okay is it partly going to be incorporated into this year's lcap yes okay that's fantastic already written in there right congratulations Dr Lawley thank you Francisco president can ask one one final question of Dr alila and the whole team um when you do when you do survey work or or quantitative data work sometimes you get responses that are surprising that some of these confirm what
200we kind of basically know but I have my question is what was most surprising to you things that would not have necessarily been common sense to you but that emerged in the survey data going to share a conversation that I had with lalia as we were debriefing about the data and that conversation was around how the parents had indicated on one of the graphs safety being a concern and in in in speaking to lalia from the parent perspective what was surprising to me is how many parents list safety as a concern and it's high on on their list and it's not that we're not doing things to keep our students safe it's that it's the way we're communicating what's happening in our schools so they don't necessarily know how we're keeping students safe so lalia
201said it's communication Marisa communication so she keeps bringing up that word as a way that we need to make our actions visible to our parents and our communities so that they know what we're doing to support our students that's been an ongoing issue I mean safety safety safety that's a big issue with the Hoover cluster and I mean that's the really big big one what was your thesis on my uh your dissertation so it was about the role of the ethnic racial socialization in promoting resilience in Muslim Students who are facing islamophobic experiences in school districts wow congratulations all right trustee catoriano thank you I just want to quickly say this was an amazing amazing presentations put together by you guys I I was like write down a question about oh what about this aspect
202of the survey I flip the page and it's right there I think about oh do we have the quantitative data yep it's there do you have the qualitative data I flip another page there you have the student voice do we have the administrators and it's all there I think I just won't really want to Echo um what vice president Hazen said this should be a model of what the ideal presentation is and I know that we have a lot of great work to do I'm really excited to see how these um be this analysis uh plays out thank you and I'd like to just finish off by saying yeah I'm drawn to the information especially when going back to safety the parent things but also communication because that's gone you know the family and Community
203engagement um talk that we just had and this I mean it just goes across so no matter what we're working on that seems to be extremely important and something that we're seeing you know the parents are saying as well um is so important to them so thank you so much for this very thoughtful presentation and we really appreciate your uh sharing this with us and we really move on thank you okay thank you thank you [Applause] okay now we're moving on to item H1 update on the impact of the governor's May revision to the 23-24 districts budget proposal superintendent Jackson please introduce the item thank you uh this evening everyone welcome our Executive Director of Finance Joanie mcallis and also our chief business officer Drew Rhodes we'll keep it debris um so tonight we're going
204to Drew and I will um provide as I mentioned a very brief presentation on the May revise to the um state budget for 23.24 so on this slide is our budget development timeline which we have shared oh sorry can you hear me now better uh that we have shared before it shows where we've been and where we're headed and so tonight we're in May presenting the May revision which is the update to the January budget and then in June we will be back with presenting the districts 2324 budget and then asking for adoption at that time and then the state budget timeline and process we just wanted to share with you their process which is a little bit different than ours again the budget comes out in January and then in May of each year
205and this year on May 12th the the governor released the May revision which is a revised proposal to the January budget and at that point that's what kind of when the clock starts and then the State Assembly and the Senate then start their negotiations they each have their own budget packages and then they begin negotiations with the governor and then by June 15th the legislature must pass a balanced budget and then by June 30th the governor signs the budget package and then just some major themes for the education budget the governor is attempting to reach a balance protecting existing Investments while anticipating any economic uncertainties and we have seen this year a decline in revenues which currently is generating a budget shortfall and then but education is an investment that they want to protect and
206then also the Governor continues just to emphasize warnings that if there are greater economic risks then there's the possibility that deeper reductions may be necessary and then with that I'm going to turn it over to Drew thank you Jody and oh there you go thank you it's kind of the uh this slide's kind of the meat and the sandwich here I think this is what everyone's looking for this shows the high level changes from the governor's budget in January to the May revision and in the column on the right you can see the financial impact to our district district directly um as Jody mentioned the governor's intent is to protect education funding although there are slight decreases in the prop 20 prop 98 minimum guarantee as a share of the state revenue budgeted for 2324
207the prop 98 actually increases it's up at 53.1 percent as you can see the cola for next year has a modest increase going from 8.13 in January to 8.22 within the May revised and that translates to approximately a million dollars a year to us it's in recurring annual revenue however the governor made the trade-off of funding the lcff and cola by making reductions to one-time funds the governor proposed an additional decrease of 607 million dollars in one-time funding to the Arts music and instructional materials discretionary block grant this is a reduction on top of the 1.2 billion taken from that in January totaling now a 1.8 billion dollar reduction that translates to us to be a just in the May revise action of a reduction of 9.5 million dollars if you track back to the
208governor's budget in January the reduction there was uh 19 million dollars to us so out of 57 million dollars about half of that is now gone under the current proposal yes that is just the May revised action correct correct totaling 28.5 and then the the bottom of the screen you see that the learning recovery emergency block grant there wasn't a there was no change to that in the governor's budget in January now there is a change come May revise again uh that's on the order of 32 percent and translates to 38.3 million dollar reduction to us again the Arts and music and learning recovery are one-time funds it is a one-time reduction to us so bad Nicole uh like the total yes correct it's about 10 million dollars per on the cola but just that
20910th or 0.09 percent change translates to a million dollars a year for us um just real quickly just touching the the governor's priorities within his May revision stay relatively the same there's no significant changes in the area of special ed facilities literacy coaches cultural enrichment enrichment and opioid overdose from Reversal medication is also in there but here are the big pieces of it and they remained relatively the same um Dr Sierra cook our director of government relations leads the uh the the district advocacy effort and you can see here many of those same issues that we've been pursuing Cola the lcff again touching on the the one-time funds and and potential restoral there utk remains an important part to us the continuing conversation about attendance relief Ada enrollment versus Ada et cetera you see them
210here and then I uh Sierra asked that we point out that it's there's a coalition that she's helped us form with urban districts across the street across the state La Long Beach Fresno San Francisco Oakland Sac City and us the strength in our advocacy so all again working towards these goals and then we'll calendar you one more time here just kind of showing our internal next steps the presentation this evening the lcap workshop on June 8th which again helps reinforce and establish the district priorities June 20th is when we'll bring all of those pieces together for a first read of the budget and June 27th is a is again the hope for a board approved budget as we need to meet the June 30 deadline and that's it for us thank you very much do
211we have any um we don't have any speakers on this issue I don't believe so do we have any questions comments from the board okay uh trustee Hazen just a quick potential addition to the calendar so I wanted to just share with my fellow trustees conversation we had last week around the importance of us thinking about sustainability and what it might look like to have a conversation early in the next school year to really think about how we can build some strategic priorities around sustainability into our plan next year and into the budget we adopt next year so I wanted to share that with everybody as well thank you trustee Hazen okay thank you very much oh well thank you I'm sorry I'm sorry thank you I just had one really quick question um just
212about the calendar again um you write about tax revenue anticipation uh that's really important uh uh I was wondering how the they are uh I was I I was wondering how the um given that um the date which taxes are due have changed for some individuals how has that affected your work with specific regards to this calendar because I know that this was not included in this slide you're the expert on this one so it's it's definitely affecting our projections um but it's also at the state level so we use the we use the January budget proposals we will use the May revision budget proposals we also get guidance from the county office of Ed so they they should be sending out a common guidance letter very soon on on things that we should be
213incorporating into our budget um and then I mean it truly is an uncertainty um you know we're budgeting to the information that we have at this time there could be if there is a huge decrease there's always the possibility that maybe next school year they could initiate deferrals again you know cut some other funding I mean similar like what we saw this year with the Arts music discretionary block grant there could possibly be mid-year cuts so we're taking all of that in into consideration all right anyone else so I want to say thank you to our budget team I mean this is a nuts process to you know I've watched this from outside but now that I'm on a board that it's this vulnerable to this process you're like whoa this is crazy so I
214really appreciate everybody this year with them given the six months delay on paying your taxes absolutely yeah IRS thank you thank you drew and Jody will now consider wow that's pretty good when you get Applause from the or uh AV guy up there we will now consider item H2 approval of various purchase and environmental considerations for Elevate charter school as published do we have a motion on Age Two Kate motion by Dr Whitehurst Payne second by trustee nipple messino and we don't have any speakers on this item and we will let's see we're going to start with uh trustee cotoriano for the vote hi trustee NEPA messino aye okay and all others all right motion passed unanimously with student board members concurring we are down to our superintendent's consent agenda we will now consider items
215i1 through I 51. the superintendent's agenda which the following items were previously withdrawn by staff I 10 i-19 I-20 I 21 I29 I-30 and i-46 do we have a motion on items i1 through i-51 ocean motion by trustee Hazen I think second by trustee Barrera let's go ahead and vote we'll start with trustee NEPA messino [Music] okay and everyone else okay motion passes unanimously with students concurring okay now we are at um public testimony on non-agenda items and of course the computer timed out on me just as we were getting to this part so okay so we are um going to start well let's see um here let me go down here all right we will start we have um two minutes each we have three it looks like in person Megan Hughes Darlene prowana
216and Miles Timpson if you can come forward and we'll start with Megan and you'll have two minutes each um okay good evening Miss trustees and Dr Lamont Jackson my name is Megan Hughes a special ed teacher at I high Virtual Academy K-12 speaking as an individual I'm here today to implore you to reinstate the secondary 6-12 program at ihave I high VA that you arbitrarily close down without any stakeholder input on May 12th I think it's ironic that we had a family engagement board presentation tonight and I'll make that connection in a moment for the last two years I have served as chair of the Sgt the site governance team of I high as explained in section 24.4 of the joint collective bargaining agreement every school in our district is required to have an Sgt
217the purpose and scope of the Sgt is to empower the staff the parents and the students most importantly to make long-range decisions and changes that will promote student academic social and physical growth the questions that remain to be answered are what is the point in having us Sgt if your own District leadership is not going to follow the bylaws what's the point in having board policy for shared decision making when you aren't going to follow it where is the transparency how is this honoring family voices how is this honoring student voices on Tuesday May 9th I attended the district's Teacher of the Year celebration I felt honored and proud to be an employee of this District however just three days later on Friday May 12th those feelings performed a 180 degree turn I sat down
218to check my email during lunch and had received a message from District leadership stating that our secondary program 6 through 12 would be closing and that all students would be returning to their comprehensive sites 34 of our teachers were cut accessed along with 10 members of our classified staff what a way to end teacher appreciate appreciation week and kick off Mother's Day weekend I scrambled to check the board docs from previous school board meetings did I miss something when was this voted on by the school board come to find out it was never agendized for board approval so there was no previous documentation thank you consequently the board never approved the closure of ihi va why was an administrative procedure 3113 followed thank you thank you we next have Darlene proano thank you hi everyone
219you know I miss Gonzalez with a z Mom and Mother and three and it's been a long night my nephew just graduated from uh second choice down there in Chula Vista so I'm running down over here my three kids go to school and my daughter wrote something and I'm gonna say it read it okay she said I'm in fifth grade I'm on our ASB my siblings are in Elementary first and third grade I liked going to the same school with my brother and sister we are the I high Virtual Academy sharks my father works out of state weeks at a time and the online flexibility is helping us as she's made friends and being on the Sgt in the school site Council being a parent knowing about uh Title One and going to the meetings
220and the kids have had some really great field trips this year so there was a lot of connections made with students and I know from the elementary level because of my experience but I've got to meet moms in the junior high and high school level that were affected and that's why I'm standing here to speak on behalf of them and as being a deck parent and second chair uh that's you guys it just uh let me in on some of this stuff so that way I can also talk to them and I've said it last time at our last meeting Cody Lamont and Miss Sharon White House I'll shout out my kids are eventually going to Lincoln High so we're all about you know the Lincoln high right now so okay I'm done thank you
221thank you I love you Ubuntu this is for the kids we did the African drums and it was yebo it was very moving and that's what I'm talking about does fifth graders want to do this in sixth grade seventh grade thanks thank you and um miles Timpson hello my name is Miles Timpson I'm a teacher here at San Diego unified I'm here to request a sabbatical leave for the 23-24 school year the teaching contract says after seven years the board may offer sabbatical leave um so I'm here I've taught for seven years I'm asking the board directly to Grant a sabbatical leave I'd like to spend more time with my family and work on improving our math courses I've taught math for a while and I've observed that a lot of the material in the
222curriculum and the standards is not useful for students and there's a lot of important topics that we're not teaching students at all I think we should include personal finance in our math courses um I think that's an important topic and it's something I like to work on some more information and a more detailed written requests I'll go ahead and pass this out to you thank you for your time thank you all right we have a few uh virtual speakers oh okay oh precious come on up hello my name is precious lechau and today I'm representing the San Diego Opera as a teaching artist and at a Lincoln High School alum so I'm here today because I am working with the team at Lincoln High School on Performing Arts um multi media classrooms and they're currently
223putting on performances and implementing um Performing Arts as a option for students to explore and um I've had the honor to witness and support a teacher with 20 years of experience in performing arts and she has dealt with a lot of challenges with Equitable access to funds awareness of this program and having the resources to create academic and um educational opportunities for students who are not in sports and today I just want to ask for more funding for activities and programs like vapa to be specifically allocated to Lincoln High School to support this program being a staple in the community because they have a beautiful theater that's not being used at its full capacity and I would love to see that change around as a student myself that didn't have performing arts and had to
224go to National City from Southeast San Diego it was really hard to not have access to something I I love and has gotten me here today so I I would just ask for that type of support and how this would impact students is by giving them a chance to have emotional growth and also social growth because they're getting over their fears of being on stage is there over they're conquering a lot of things that they wouldn't get the chance to do thank you have a nice night thank you precious and let's see we have Heidi harms is Heidi available hello hi Heidi I'm an eye High parent um so I wanted to say tonight um they say that of our ancestors from the 1800s time traveled to today they would recognize nothing of our society
225except for schools our Antiquated school systems have not changed in the past 150 years I high is San Diego unified's path for change it is designed on a plan not for the future but the current needs of students and families today our family chose I high because we need exactly what our heart offers we need both the academic and the health model we need the flexibility and the multi-modality learning we need the live daily virtual teaching I don't know why I high six to 12 program is being closed as you know there was Zero Community involvement or any of our input for improvement in the three meetings with the district reps I've attended since the announcement not one honest answer has ever been offered for why the school is being closed not one as trustee
226Barrera stated at the beginning of this meeting tonight when addressing the San Diego High students the district has seen its own mistakes of making decisions about schools without Community input as he shared the district now knows better and yet the district offered our community zero respect or inclusion when deciding to close our 6 to 12 program I've listened the whole night about about the focus on family engagement but you're not engaging these families us our students our parents our staff you're closing the door on an amazing educational opportunity for our students and the district still has no clear plan for my middle school students it's absolutely insane we're told that there'll be some option at some school developed at some time they'll hear about with some phone call where my kids will work completely independently
227all week long with some distant person overseeing their test taking once a week think about that my kids were excelling in a virtual program where they went from class to class from their math teacher to their art teacher to their history teacher and so on each and every day they had quality lessons teacher modeling guided groups classmates a school community now my 11 and 13 year olds are being offered the districts in limbo situation all by themselves every single day by themselves this is not Equitable thank you okay and last oh no I'm sorry we have a Nathaniel Walker and then after that Maria Paula green is Nathaniel with us okay perfect yes can you all hear me yep all right so good evening um trustees and thank you and superintendent so my name is
228Nate Walker and until recently I was a proud I high Virtual Academy teacher like many people who have spoken tonight I'm here to ask you to strongly reconsider the decision to close our school the teachers at our school have spent tremendous amount of time these past two years working with every single student supporting them and helping them through difficult times the students who attend our school are here because the school works for them and because they need that flexibility putting them into an asynchronous option where they complete work out their own and without any very little teacher engagement and without a subject Master expert at their side simply will not do for them can you imagine a sixth grader and yes I teach two classes of sixth grade math logging onto a portal once a
229day to complete an hour and a half of work and if they have help who are they going to turn to the district isn't sure they say that there is going to be a supervising teacher but there's no guarantee that that teacher will have the expertise in every subject and in fact they probably will not this year has been really tremendous for our students we've held field trips in-person opportunities I've met with students at odd times of the day just so that I can help them as much as they can and I really want to highlight the work that our math team has done I want to give shout outs to miss cow and Mr datte who unfortunately couldn't be here tonight who have done tremendous work in providing interesting kind of hybrid semi-a-synchronous and
230synchronous options for students I know that these teachers want to have a say in what the future looks like and it while I strongly urge the board to reconsider this decision if it must go through I strongly ask that you have a focus group with parents and teachers so that we can have a say in what happens we know our community and we know what's best for our students and I know that this model that has been proposed will simply not work thank you very much for your time and I really hope that you will contact me or any of the teachers here just to see what we're doing in our classes we're doing amazing things and I really just want to share it with you all thank you okay um now we have Maria
231Paula green interpreter we have okay and you have some interpretation available oh yes do we have an interpreter available she snuck out okay I'm gonna try to say um I feel so bad for this decision to close I high because it's more for me very well Maria once one second we have someone thank you we have someone who can interpret thank you very much thank you buenas noches okay I'm gonna ask yes good evening thank you for the opportunity to speak is [Music] um I'm very upset and feel deceived by the decision to close eye High Ninos this school was like a house for me and my children Walker I'm Miss talker I can't give you all the names of the teachers but she named a few of the teachers these last two years it's
232very beautiful to hear the dedication of the teachers when they say good morning how are you how are you feeling and the hard work of all the teachers who work with my kids especially with some of my kids who have special needs decision it's very difficult for me to understand this decision yes since the school teaches them that they have civil rights implemented um decides to close the school without input from parents in the community I would like this school to continue being open conditioners specialist because of the needs of my kids are very challenging and this school helps support me and I have three kids with special needs music my kids are better since they're far away from being bullied persona and they don't want to return to in-person instruction I is we need
233a program like I highs where the teachers can work with our students and help them feel better about their their studies is our special needs children behind Senora muchas gracias foreign thank you for listening to me and I hope that touched your heart and in this important work for our kids thank you gracias noches have a good night Thank You Enrique and Maria thank you all for providing your comments to the board and superintendent today we appreciate your input and please know that your perspectives help us to better serve our students parents and community this concludes the agenda's business of the board a special lcap Workshop will be held on June 8 2023 the next regular meeting will be held on June 20th 2023. this meeting is now adjourned
