005we have the student from Madison High School Mia bouldering and why don't you just tell us a little bit about what's happening at your school and with you personally in terms of where you're going to school well hi everyone again my name is Mia bogardin and I'm the as president of Madison ASB at Madison our main goal is to just make sure all students feel included and equal and represented at Madison and we've done that through our academics and spirit activities throughout academics we have build it we have built a freshman culture through this new program we have called freshman Foundation which basically just teaches freshmen about high school and just ways they could succeed we also offer Mesa classes here at Madison which are just college classes but usually they were only for seniors

006but now we have expanded and now they are for juniors so they have more opportunities along with college we have had a College and Career Fair in October and with that it was a school-wide career fair so all students were able to talk to people from different colleges and people with different careers such as people who are in the military with spirit activities we have built a student section at football games which we feel is really important because not all students do play sports so for those who don't we want to make sure they do feel included at school we had a successful Homecoming this past October we had a huge turnout we had more than 500 kids which is a lot for us because our school has less than a thousand and it was

007a positive response so we're planning another dance for the winter we also had picture yourself at Madison which was an opportunity for eighth graders from surrounding middle schools to come and visit Madison to see if they feel like they would be successful there we have also had new clubs to include more students at Madison such as Pacific Islanders club and big little hawks a quick recap of that is just it's a club for freshmen and seniors to come together pair up so a senior can guide a freshman throughout the duration of their first year and lastly we had a KUSI alarm clock pep rally in September and though it highlighted our sports like football and cheer it also highlighted different career options we have at Madison whether that's broadcasting or JROTC or auto club but

008thank you everybody thank you thank you and now let us move over to the superintendent's information report now Mia do you do anything else at Madison that uh is of note or would you like me to talk about that well at Madison I am an anchor for our broadcast and I also am a cheerleader there you go so I I had an opportunity to visit Madison High School uh recently and uh had a chance to watch Mia and her broadcast partner and uh they took the opportunity to interview me on the spot so um and and she is amazing I I had a chance to to step in the booth and and watch her work and you are a pro well done uh incredible Auto Tech program had a chance to see our students changing

009breaks and checking breaks they could have changed my brakes right on my car environmental learning in science and really developing Clean Water Solutions and then election Central in the dhh classroom which was incredible to see our students creating a mock election process and one of our students spoke with me through sign language and that's how he was able to communicate with me and really expressed his appreciation before this experience he had no interest in our world in terms of election but now he's looking forward to turning 18 and and really participating in this process in the election process and and having his vote count which was very exciting and so um really appreciate that and all also had an opportunity to visit de Portola Middle School both with Deputy superintendent Fabiola bagula we got a

010chance to see our students in a middle school immersion program which was phenomenal and had a chance to participate with them and that was fantastic I also had opportunity to join our board trustee trustee Nepal moseno and the 25 most remarkable teens honoring put on the public put on by the public defender's office incredible students we had Angel Martinez from Hoover we also had Leslie Pagel from Crawford and Andres Garcia from Trace another student who communicated through sign and just a tremendous group of folks like Roberto Cohn from the school of creating Performing Arts what a great experience we are amongst the most just elegant young people I know trustee kitoriano and I Stacy Siders were out there supporting our students and then I I know we met Mckenna over at Pacific Beach he was

011also on broadcast did an interview with him um McKenna stempo phenomenal young man and it was just a great evening and I'm glad they were able to be celebrating and recognized we're coming off last week where our associate principals in our central office staff members took place took part in professional development which was very exciting to bring alignment to our district also we participate in ribbon cuttings at Salk for the joint use park there although it was raining a bit trustee bazo and I were out there sloshing in the mud a bit and also nip away with trustee Biser and Dr Mike was also there and what a great way to celebrate our students and you'll hear a little bit more about that I suspect later in the in the meeting so I'll leave it

012there I'm sure someone's going to speak about the Native American Heritage celebration that we had here perhaps Dr Mike and also want to extend congratulations I know we'll do it formally as we say a great thanks to trustee McQueary and trustee Biser also congratulations to our newest trustees from District Cody Patterson and also from District B Shana Hazen congratulations and also want to extend a great thank you and appreciation for their interest Godwin Higa and Becca Williams for their interest in in public schools and particularly San Diego unified I know that it was a tough race for them but I want to say thank you and uh please continue to support Seneca unified thank you to all of our families our community for supporting and passing measure U supporting student safety and the health and

016activism particularly in gun violence prevention Nationwide within San Diego I've had the privilege of visiting Marshall Middle School and observing all their incredible social justice initiatives as well as taking part in the first official student Advisory board meeting led by trustee Matthew catoriano of the school year that includes representation of every High School within San Diego Unified School District thank you I'm trustee Barrera yeah now first of all of course congratulations to trustee Nepal messeno on uh being recognized uh uh what's our official title that 25 most remarkable teens in San Diego absolutely that's great congratulations again Leah um yeah I know I just want to thank uh our area superintendents Mitzi Moreno and Christina Casillas I got to tag along with them to go out to Joyner Elementary Emerson Washington and Rodriguez to look

017at the literacy acceleration program uh in progress and just incredibly impressive the work that our teachers our principals our resource teachers are doing with our youngest Learners and seeing the progress that they have made there's been a lot of conversation in the public as there should be about you know concerns about students getting behind as a result of the last two years but what we're seeing in action at our literacy acceleration sites is students catching up and catching up quickly and just loving the experience of reading um so yeah it was it's really and we you know we'd encourage everybody to learn more about this work because I think it's it's I think there are answers that you know the people that people in the community are looking for about how we how we catch

018our kids up so thank you to everybody from those schools thank you and now let us move from this end trustee guitar thank you I just like to start out with a couple of thank yous and congratulations so congratulations to trustee NEPA musano on her award for the top 25 most remarkable teens in San Diego it was a wonderful wonderful presentation I'd like to say thank you to our Communications Department we had a huge success with the student Advisory Board we got some amazing candidates and we had a wonderful wonderful meeting we really focused on the district's role in providing Health Services for students and that was definitely very interesting conversation um I also had the wonderful opportunity last month a couple weeks ago um to visit some schools I visited uh Crawford Madison and

019um sorry Crawford Madison and Claremont and I had the wonderful opportunity to meet Mia I had a great opportunity to be to participate in one of their film projects and be in one of their daily films that was definitely a lot of fun definitely was a wonderful experience meeting all these new voices and it's wonderful to see how across the district students really care about their education and are willing to make a change for that uh thank you thank you Dr Mike hi thank you thank you president whiteers Payne so uh this uh the last couple of weeks I attended multiple events that that highlighted and celebrated our community connections so um I attended the celebration of Native American heritage month with superintendent Lamont board president Dr Whitehurst Payne and vice president Sabrina abazo and

020many many others when we honored our indigenous history and their culture I also toured the the Logan Memorial educational campus with President Dr Whitehurst Payne um my tour that was Guided by principal Antonio who was referred to as the Director of learning for elementary for the elementary school it highlights our Montessori program where we are providing learning experiences of starting with students at Earth and developing them through career so it's from the uh the Cradle to career and program that addresses students where they are and what they need for as long as they need it using the Montessori and that is the the international approved modern story system for public schools it's one of the few that we have in the country that is kindergarten that is birth through high school that was a thrill

021to watch I watched that being implemented I also attended the UC Cluster meeting and introduced newly elected board members uh Shana Hazen and Dr Cody Patterson to the UC community and then I attended an IB presentation with a number of members of the community and staff at PB Middle School where we participated in an IB presentation that acknowledges the collaborative relationships that are developed through meaningful community service the project featured a King Kong ride simulator that was they built themselves coded themselves with with the help of a friend who is an engineer and they raised money more than a thousand dollars which they contributed to the Make-A-Wish Foundation you have an opportunity to see the ride and and experience what I experienced if you click on the websites usual Friday e-blast and it'll be coming

022up this a few days from now so encourage you to take a look at it and enjoy what I enjoyed and to see the uh the uh what our students can do when given an opportunity to translate their imagination into practice thanks sir thank you president Dr Whitehurst Payne a couple of things I had a great time at the nipaqua elementary school which is the first Elementary School in Mission Valley we just opened that up and had the ribbon cutting thank you superintendent Lamont Jackson and trustee uh Dr Mike uh really appreciate you guys and all the staff the Communications Department was fantastic the construction Crews the project manager Lee dilgarov's team everybody uh with the School District staff and Facilities that made it happen thank you very much um and uh something that a

023lot of people maybe don't know about is what nippaqua means in the kumia language and it means our second home it was the name of a village in Mission Valley before uh you know in the way back time before the European settlers came and changed everything um so I was I've always kind of wondered well if if the kumiyai had a little village in Mission Valley and they called it our second home where was their first home um but it is a great second home for our children and I'm thrilled that we're able to honor the past with the naming of the school as we prepare the students for the future um I would also like to congratulate Cody Pederson and Shayna Hazen I've known both of them for many many years they both will

024do an extremely good job I believe representing uh San Diego on this board and Dr Mike and I are both uh very honored and thrilled that they will be uh taking over District C for Coastal and District B for Biser so thank you for that uh and uh I I look forward to going to The Language Academy uh where the French government will be recognizing The Language Academy as one of the best French language schools in the world the Consulate General is coming out to San Diego the Consulate General uh from the will be representing the French government uh and giving the school an award uh part of the the reality there is The Language Academy for those of you that don't know is a kindergarten or Pre-K to eighth grade it's like a K-8

025or tk8 and by the eighth grade those students then take the test which includes Reading Writing listening and speaking portions and then they're graded by representatives of the French government to classify as French fluent speakers and so all of our eighth graders were classified as French fluent speakers another year in a row and that gives them so many opportunities if they want to go to France so that opens up opportunities if they want to get involved in in international trade with the French government or if they want to get into diplomacy and work for the state department it's just so many wonderful things for those children and I'm just so grateful to be a part of a school district that provides such a quality academic education for those children thank you thank you for that

026wonderful accolades on trustee bazo vice president yes yes uh and my apologies for not being there in person uh um I'm attending American Medical Association meeting so I've been out of town um I also wanted to congratulate our newest board members to be uh Dr Cody Patterson and Shannon Sheena Hazen I'm very excited to to work with them and uh I also wanted to thank all the voters everyone out there who voted and uh you know used their voice um to to determine what our leadership was going to become um and part of that was the vapa the uh prop 28 that passed which uh will allow for Visual and Performing Arts funding increases of I believe it's 1 billion or uh across the the state but in here in San Diego unified alone we

027are going to get 20 million dollars just in additional funding for vapa which is going to do so much for our students and um you know uh make a difference in a lot of students lives in many ways so thank you to the voters for supporting that um I uh as Dr Jackson mentioned I got to introduce the mayor at the Salk groundbreaking of our the field the school has actually been open for seven years they don't they haven't had a field for seven years so they're finally going to have some grass there's going to be a park there's going to be a dog park um so it's exciting that we'll we'll finally have that for our Salk Elementary School and also got to go to Madison with uh Dr Jackson as well and uh

028saw the amazing programs he was mentioning the communications programs the auto shop I had no idea what they were doing they were explaining it to me when they were changing the brakes on the cars which was interesting to watch and also after the chance to meet their um their wonderful new principal Fred hilgers he's very enthusiastic and uh and uh was was wonderful to to talk to him and get to know more about all the amazing things going on at Madison High School and I wanted to end finally with the Native American celebration which I also attended um I got to talk to a few of the students that were actually dressed in their native tribal where I want to just share a picture but I'm it's it's too hard unfortunately um to do that

029for my cell phone but um hopefully I'll get to share it at some point of these uh four little girls that were just adorable and their grandfather actually sewed their moccasins um their mother soda of their you know entire the rest of their outfits and um they and just how proud they were and it was just wonderful to be there and be a part of that celebration and also to learn a little bit about how they have like bells for like different ages as they mature um some of their tribe wear changes and um got to hear Connie Grable talk and I spoke with her and she actually works for the district and supports a lot of our Native American um uh families and got to learn more from her just about um you know

030the challenges and which what the just how much the district provides in terms of resources and it was wonderful I'm so glad I had an opportunity to be a part of that and I think I'll stop there thank you thank you and you mentioned the Native American presentation I bought a blanket for my husband and he declares it's the most beautiful blanket he's ever seen so he's really excited about that and I want folks who sold it to me to know that it was a beautiful blanket I want to uh I think my colleagues have already talked about several things the lmec visit yesterday with Dr Mike and Sabrina just about the Native American presentation and I I want to and you know my clusters are beginning to have their meetings Crawford's had one um

031Lincoln has had one and Morse is having one this week and while I'm thinking about it shout out for Lincoln on Friday night we're going to be at what's the name of the new stadium Snapdragon yes we're going to be there to help cheer them on 7 P.M Friday thank you uh so that's happening on on Friday but uh what I really want to comment and congratulations to folks like Cody and Sheena because they're coming on and and congratulations to you too also because you get your lives back right and on December 5th I believe it is we will be uh making that transition here so for the general public who would like to come on December 5th at 10 o'clock I believe in the morning we'll have that transitional ceremony I really want to

032comment on one school and that is face School um I stopped by there and visited and number one I was pleased to see all the times I've been there before I could just walk right in this one time you have to actually buzz and someone gets up and comes to let you in and they're working on getting the automatic door but thank you every time I go to a school and I feel that everyone inside is secure I'm excited so I say thank you to staff for ensuring that our schools are safe and then the piece that really impressed me was the fact that we had a vice principal there principal was off campus at the time and the resource teacher for a language on English language Learners they were actually going over the results

033of the first semester comparing them to them having been reclassified six months before and that told me that there's that accountability piece that they are checking they're not just doing work and reclassifying folks and saying oh you're reclassified and then six months down the road there's no retention the children have not really learned the concept but they were actually going through each child's records to be sure that they were retaining what they had um taken the test and and they were reclassified so I'm excited to know that it's not only about us teaching it's about us assessing and then uh reteaching if necessary but ensuring that the children really have learned that's the retention piece that I love to see and I saw it in action there with them actually following through and following up

034because we know that it takes all of us working together to ensure that our students learn retain it and then can give it back to us in the public and that's why when you say for our language our French students I yesterday on the visit an author gave me a French book maybe I can have the children to read it because I don't speak any french the pictures look good so um that's really good to have children retaining that and with that I say thank you and we move on within the time frame right now we have E1 which is an information report and we have Maria schembri who will come forward yes with a student to make a presentation clay come on forward this past summer we presented uh provided the board a presentation

035on our work to support our students and our staff and our lgbtqia community and during this meeting I know Dr Whitehurst Payne you would ask for another update uh in the fall and so tonight what you're going to hear really includes our work around curriculum bullying prevention our GSA clubs and uh thank you for being here as well as our gender affirming restrooms for not only our students but our staff as well as training in professional development and so we're very excited about the work and in addition we've also created the Office of equity and belonging which is great for us and a signal to supporting our work Equity belonging and thriving and really being a district that is all-inclusive so turn it over to you Maria and clay thank you for having us today

036um Clay is going to open up for us clay Shaughnessy I'm a junior at University City High School I'm the president of my school's GSA and I spoke at the school board meeting in June when the resolution was introduced before the presentation I'd like to say thank you so much on behalf of queer students in the district what you're doing today matters and will quite literally save lives being an openly trans person living in the United States is hard right now not only having to watch extremely transphobic and homophobic bills being passed in other states that will have only tragic outcomes but also having to pay attention to midterm elections on top of being a junior in high school because my identity has been turned into a political debate it gives me a lot of

037hope to see our voices finally Amplified instead of twisted or silenced so thank you to the youth advocacy team and Maria shimbry for making sure the resolution is implemented effectively and is the first of many to make our schools the safe space that so many career students don't have thank you foreign [Applause] thank you so much clay so our resolution has five parts to it and they're listed here so inclusive curriculum bullying prevention GSA and rainbow group support gender affirming restrooms and locker rooms and training and professional learning for our staff our curriculum we we know that in sb48 the fair Education Act and research has proven that when students see themselves reflected in the curriculum accurately and respectfully it increases the good outcomes that we look for for our students advocacy and bullying prevention

038Innovation intervention measures and programming are understood by all staff all schools that wish to have a GSA genders and sexuality Alliance can have one all schools have gender affirming spaces that's our goal we're doing walkthroughs constantly at school sites converting spaces and appropriate training on gender identity and sexuality for in our professional learning the emphasis to our work these are infographs from two different National surveys the first one is from the glsen school climate survey the results just came out for 2021 and this is from that survey so these are like the most current results we have and I'll let you look at that and then these are two infographics from the Trevor Project and it shows the difference between rates of considered and attempted suicide among LGBT youth bisexual orientation and then by gender

039identity and this is why we do this because like clay said it genuinely saves lives so Senate Bill 48 the one I mentioned before we incorporate into our to our learnings for our staff curriculum resources will be included in our trainings we give multiple resources to our staff we also have deep dive uh trainings that we'll show you um excited we have existing identity based units that we share with staff and curriculum and instruction teams will meet with why a team to ensure that lgbtqia plus content and representation is embedded in the GBC so bullying prevention we make sure that our staff understand the bullying policy in San Diego unified when we present we also show the non-discrimination policy and we also talk about uh assembly Bill 537 assembly bill nine and assembly Bill 1266

040we have asynchronous mandatory LGBT allyship learning well this is something we're creating right now for students and staff who participate in misgendering bullying or hate crimes directed at LGBT youth because we are a restorative District we believe in restorative practices and this is part of that stronger Partnerships among the team that Dr Jackson mentioned the equity and belonging team we meet regularly and we've formed connections we support each other's departments and then systematic pragmatic capacity building opportunities for staff through our La Action Program which is an awesome proactive program that we roll out at schools it's like 8 to 12 weeks students take on the learning and the teaching it's really phenomenal and many of our schools have experienced this program and continue to our GSA and Rainbow Club so our goal is to get

041to 75 clubs we had 67 when we introduced the resolution in June and we are at 70 now so we are increasing our goal by the end of the year is 75. and professional our LGBT professional learning we talk about the equal access act like I said earlier that if a school has extracurricular activities they're allowed to have gsas and rainbow clubs we do GSA advisor training twice a year for our advisors we bring in our Community Partners make sure they're they feel supported by us and by the community and offer resources and all kinds of things for students we have GSA support so we regularly go out this is my favorite part of this job we regularly go out and meet with gsas we connect with them we find out what they're doing what

042like if they're an advocacy group if they're a social group what they need from the district and then we communicate that and we're working on creating an advisory group of student leaders it's coming together we have our first meeting in December and then we have an advisor Network we have we communicate with our advisors and some of our students pretty frequently we make newsletters twice a month and send them out with flyers from updated community events and District opportunities scholarships that sort of thing gender affirming spaces so I work with PPO we come out we do walk-throughs at school sites we work with administrators to find spaces that can be converted so students feel safe at school changing for PE and using the bathroom and we've successfully I don't have a number of how many

043we've converted but we have done quite a few and we have them on our calendar constantly we're constantly going out and then we check in with the school see how it's doing and if they need other supports for their facilities and then our professional learning content so we have an lgbtqia foundations it goes over the basics like terminology Ed code statistics like the ones I showed before and then we provide best practices and resources we also do advocacy training understanding gender best practices with pronouns and that sort of thing curriculum law and policy review and action planning and then we have some deep Dives that we do these are usually optional trainings that we offer after hours I did three gender support plan trainings last month so stuff like that we have a curriculum training

044called the fair and square which is directly related to sp48 the fair Education Act we have commonalities and differences which is the training we do for counselors and it's a bullying part of the bullying Ally action bullying prevention program it's a one-off lesson from that that's been really effective so we're excited to continue growing these trainings and develop them further and we thank you for your time today and hearing our plan thank you I believe we have five speakers uh president president Whitehurst Payne before we hear from the public um I I was wondering if I could please make a motion to accept the report as a sign of support for the initiatives by the superintendent so uh given that I'd like to make a motion to accept the report okay motions on the floor

045let's vote hi um Basel hi hi everybody else vote electronically thank you all for bringing the report forward that passes unanimously with the students um of accepting the report that you've done we have speakers five speakers at this point uh we have one virtual Patricia Smith and for in-person let's see Miko Courtney Irina sagave and right rajito narrow and I know I messed her name up I'm sorry the virtual person is here okay let's hear from the virtual person I just want to thank you so much I want to thank you so much for passing that implementation plan as an elementary teacher I see children who are benefited by being represented accurately in the classroom in the text and knowing that they have the support of the school district as they develop into the best

046people they can be having this pass is just a wonderful thing so thank you again foreign okay thank you um good evening board members thank you my name is Mika Uhuru I'm a restorative justice practices coordinator at Morris High School and I strongly support the board's approval of the final lgbtqia plus safety resolution implementation plan I am an ally of the lgbtqia plus community this plan gives those students a voice to address their safety which can be compromised by the lack of support from the adults and sometimes these students do not receive support from their own parents and family members though this plan provides all Educators with tools to welcome educate and nurture our most vulnerable students thank you for listening thank you Courtney hello thank you I just wanted to come and express my

047extreme gratitude for everything that San Diego unified is doing for lgbtqia youth it is so needed and so appreciated I'm a parent of a second grader and hopefully next year an incoming utk student and we're going to be with this district for a long time and it makes such a difference to know that my kids are safe having a non-binary second grader is definitely challenging in this time and it it just means the world that they will be represented positively in their school and supported and I just wanted to express that gratitude for everything that each and every one of you are doing thank you Lord good evening I'm so happy to be here and to be speaker number three uh because I'm feeling all the excitement and joy that this resolution is bringing to

048so many parents and students I have been a teacher here at the district and a parent of two students who graduated from San Diego Unified School District and I was prepared to talk about the issue of feeling unsafe but I can see that there's a Groundswell of Good Feeling and joy and and I still want so those who may be on the fence over this issue to imagine a time or a place where they have felt unsafe and when that occurs all you want to do is leave you can't learn you can't concentrate so many of our students feel that way every day they come to school and this is wrong this is not a this is not a good thing for them what a burden it is for them and so I serve with

049others here in an organization glisten that helped put some of the statistics up that Maria was referring to and we know that when students can't don't feel safe they don't learn and um we have gathered statistics for over 25 years uh which reflect student experiences that they've had at school and other youth serving organizations know what works to make our students feel welcome nurtured and those elements are in the school implementation plan presented tonight all those elements have been proven to work they're statistically uh relevant and uh they include and don't not everything but they include access to Safe bathrooms curriculum where students are reflected all students are reflected in that curriculum preferred pronouns are used to respect our students and to Value them and to have teacher training and the safe space stickers and

050out badges all those things create a welcoming school that not only makes the most vulnerable feel safe but I think all students feel safe when that group is respected and valued thank you so much for all the work you do I'm proud to have been part of this District thank you thank you and narrow magnets hello everyone thank you so much for having this meeting hello everyone in the audience my name is Radio Nero I am a critical care registered nurse and a nurse practitioner student and I'm also a parent and I have a child who goes to Bernie Elementary and is actually still in the Aftercare program if I can sneak out on time um it was not easy for me when my daughter told me at the age of three that she wanted

051to wear dresses and skirts all the time and I spent a long time really wanting to make sure that I understood what that really meant and so when she came out last year and announced that she was tired of wearing pants and being called the boy at Bernie Elementary we were really terrified and let me tell you I work with an advocate for all persons as a nurse and it means a lot to me but I think as a parent of a trans girl in the elementary school setting at San Diego unified I had a couple observations that may or may not be in part of the plan and to be fair I love this plan and I'm so grateful that this has been unanimously approved but some of the questions I had going over

052the presentation were things like at what age and what times are you planning to implement these things for example all schools who want a GSA can have one well elementary school children and preschool children don't always know what they need or what they want and even their parents who mean the absolute best for them and love them dearly don't know how to respond so my question is how do we move forward understanding that these issues are complex and that even the person's going through them the most vulnerable are students don't know how to advocate for themselves and the parents who love them the most also struggle to do so when it is their literal profession even still and so some of the things I wanted to ask and bring up was that I hope that

053we can find ways to implement things like uh gender gender sorry gender neutral bathrooms even in elementary school spaces it's hard for my child even now she goes to the boys room every day at Bernie because she doesn't know how to go to the girls room and she's been going by a girl in dresses to school for more than a year now District forms and enrollment every year I have to say whether or not she's an M or an F on paper and I really don't know what to say about that and I know that she's in fact an F to her and an F to me and I put that down on the paper every time but there are hundreds if not thousands of more students that will need neither and that needs to

054be addressed on the paperwork for every enrollment form in this District I'm a nurse so I'm selfishly going to discuss that I believe strongly that our nurses in our district can help our students many parents will not know how to support their children and will be afraid and nurses in your District are aptly prepared and able to be a safe Health Care space and teach children that no matter their gender or Identity or sexual orientation they can receive science-based health information from a nurse and that person will believe them trust them and give them the new things they need including important lgbtqia sexually appropriate education once we get to that place in time oh I thank you for your time thank you very much I can feel free to submit anything arriving and leave it

055to that I know to those questions thank you and board members we don't have any illness we okay board members went away in some discussion trust deeper yeah thank you president Spain I just want to begin by thanking clay and what you said about um sometimes you have to be more than a student sometimes you have to be a leader and that's not necessarily something that's fair but it's frankly something that our society needs you to be and it takes a lot of courage and a lot of effort and I just want to thank you for for doing that and as you know and as trustee Nepal messeno knows trustee kitoriano knows president Bulgarian knows um often you have to lead adults because we don't understand what you understand and when you step up and

056provide that leadership then it's our job to support you and to be allies and to and to let you move our schools and our school district and our society forward so and that's what we're seeing tonight with everybody who uh is a part of this plan and I thank our District staff I think our parents I think our Educators um for being there to support you when you lead us to a better place so thank you clay thank you yes firstly I'd also like to thank um clay and Miss Maria schembry for not only your presentation today but your continued work for the LGBT guy plus community and Beyond um in San Diego and really with that I also want to highlight the slide 7 which includes the lgbtqi a plus gender affirming space development

057not only is there language on Space development as well as space conversion but there's also language on visibility ensuring that students staff families understand the importance of these spaces why they're being created and how the community can sustain them throughout the generations so thank you very much thank you and uh trustee vice president bazo I believe I see your hand yes thank you Dr Whitehurst Payne um I also wanted to to share in my colleagues support um of this uh statement that's been made in this the program the progress that's been made by our staff and um all they've done I also I just want to say thank you for all their hard work and um you know just just finding out more about the actual resources we have um you know just to and

058to let uh parents in the community out there know we have such a um comprehensive website with information about parent family support students rights it's been very educational for me as well as I was trying to delve into more details in order to support our lgbtqia populations um because as board members we are responsible for making sure all of our students feel safe at school um and feel like they belong and uh [Music] I I struggle to do that and and bring this together forward of course thank you thank you we're floating in and out across the water I think um but I think we got the gist of it thank you and with that we'll let's just go let me say something thank you yeah I just like to say um a huge thank

059you and and Echo a voice of the other trustees um thank you thank you so much for all the great work that you're doing um I'm really supportive in that move uh in the in the plan to support our gsas I think that GSA clubs across the district are some of those welcoming some of the most beautiful organizations out there um and it's really awesome to see that these groups are being supported by the school district and I really look forward to that I I also really like the stress on community involvement um especially because the community is really where a lot of time is spent and building a strong Community is one of the most important things when considering change so thank you thank you for all of this thank you trustee Dr Mike

060thank you so why is the board taking this action tonight why are we approving this curriculum preventing bullying supporting GSA and rainbow clubs establishing gender affirming restrooms and locker rooms and Training School staff and professional Educators in learning learnings related to lgbtqia social emotional and physical safety we're doing this because it provides students with a safe and loving learning environment it will support students in being the best that they can be and it will save lives thank you and interesting uh thank you president whiteers Payne and thank you Dr Lamont Jackson for delivering on a promise that you made I really really appreciate it on behalf of everybody you know there's uh there there's an expression in politics that goes back quite a ways and it's basically you know if you don't have a seat

061at the table you're on the menu and when I was elected as the first openly gay person uh to the San Diego Unified School Board in 2010 12 years ago um we were in the midst of a mass suicide crisis across the country where children were killing themselves uh because the they couldn't take the bullying anymore uh we had a candlelight vigil just outside here on the grass uh I think just a month or two before I was elected and then after I was elected in 2010 we engaged in very robust dialogue to problem problem solved to partner with glsen P flag the LGBT Center and lots of different organizations and individuals in the community in education to figure out what is going on and how can we protect these children who feel they have

062nowhere to turn other than to commit suicide and um over the last 12 years I've worked to be a seat at that table I have an anti-bullying reporting system now we have a department dedicated to protecting our lgbtqia youth we have staff who are working to train uh teachers and principals about how to better support our children we have funding now to support our GSA clubs our rainbow clubs to lift children up because the data from glsen and lots of other organizations prove that when there is the presence of a GSA club or a rainbow club or a diversity Club at a school bullying drops by over 50 percent just the presence of that entity makes a difference um so as we have worked to make all children safe many years ago we had heard

063another marginalized group that was being just horrendously bullied in our schools and that was our Muslim Students female Muslim Students were getting their hijabs pulled kids were getting spit on kids are being called all sorts of horrible names they were being bullied they were it was just really really unfortunate and so at that moment we partnered with our teachers our parents our families our students and tried to figure out what could we do to help make sure that we're we're doing our job and protecting all students and we this board took action to protect those marginalized students because we need to protect everybody and that's what this board has been about for years and I I know that we'll continue to fight for all of our kids um just two days ago I was walking

064around my middle school campus where I'm a math teacher and uh I overheard a group of kids as I was walking by one of the girls turned to another student and I could overhear her say oh yeah that person was raised homophobic and these are seventh and 8th graders and then the next student said oh yeah my my dad was that way and today when I walked that same path to the office I remembered com that exact same conversation with me and my friends when we were in eighth grade about our parents and now our parents were raised racist and now my dad wouldn't let us watch those shows and me and my friends in school we couldn't understand why were why did our parents care what color you know we didn't understand why were

065our parents racist and now we are realizing a point in our civilization where the youth today they don't understand why the adults in our civilization are homophobic what what's that all about just Live and Let Live let people be and love who they want to be let everybody have that sense of hope so that they can become productive members of our society and contribute in the way that we all can so with that I would really like to say thank you and I'm I'm really really grateful we were able to have a vote a unanimous vote to support this safety resolution and implementation plan and I know that the lgbtqia community will continue to have a seat at this table in the form of trustee Matthew and I won't try to um pronounce his last

066name I haven't practiced enough but I I just really think it's important that we continue to always have a seat at the table whether it's at the kids table or the adults table either way we need to keep fighting the good fight keep being vocal keep advocating for our kids because they a lot of them are way too scared to speak up for themselves so thank you for the children in our schools that have the courage to come to a school board meeting and help us make things better thank you to do this thank you and we voted to accept this report my belief is that everyone we have close to a hundred thousand students and everyone has the right to come to school and and feel safe that's critical for all of us it's

067our job that's why we spend a lot of money on buildings and security systems and so forth so that all of our children can come to school and feel safe and in the same way the adults so personal beliefs shouldn't get involved in that safety of all of our children is our number one priority and with that I want to thank the staff for all of their hard work and the students for even making us aware that there are issues that we need to really address thank you all for that and now we move on to items f 1 through F6 and I'll move item F1 through six a little second thank you and I don't believe we have any speakers on that but before we vote because this is a consent agenda the board

068consent agenda are there any comments that any of the board members want to make yes yeah I just want to thank president Whitehurst Payne for your leadership in the Mount Hope Community when we talk about safety we're talking about uh you know not just making our community uh safer but respecting our community and you have been leading that effort with a coalition of uh of folks in Mount Hope and so that's what um F6 is about and thank you for continuing to uh be a little Relentless and and making sure that that issue doesn't doesn't go away thank you president whiteers thank you thank you and I'm not running for anything else or any of these other comments that have come out I just believe that every Community has the right to feel safe and

069with that happening it's been a problem okay with that let's see let's get Amon Seno I and I and mozzo hi and everybody else is voting electronically and that passes unanimously with the student board members concurring and thank you all for your support and let us move on to item G she won I believe it is we need a motion on this one I'll move item G1 the designation of the annual organizational meeting of the Board of Education to be held December 13 2022 second on that thank you and no discussion on that let us all vote and this is an item that you all can vote on so we'll start over here again aye Victoria hi everybody else electronically again passes passes unanimously with the students concurring item G2 now this is where the

070students don't get to vote but emotion please I'll move item G2 ratification of the tentative agreement with the San Diego Education Association bargaining unit for the 2022-23 evaluation process and E3 pilot thank you in a second on this and with that let's go with byzel Basa hi okay thank you and everybody else electronically that passes to you unanimously again and that moves us on to item G3 I'll move item G3 the presentation of prop s z measure YY and measure U updates to the Board of Education on that okay I'm a query and we have a presentation I believe yes thank you uh president Dr Weiner's Payne uh right behind you likely Mr dogarov I along with the the board with our students our teachers and staff appreciate the San Diego voters as I mentioned

071earlier to support our school facilities Bond programs so thank you all and um a relative Applause and uh lee delgroff is here to represent our entire District facilities and planning team and the construction team and they've been very busy and he's going to share a little bit about what our commitments are in terms of renovating and modernizing and and even replacing some of our aging buildings uh that I know trustee barretta has been very clear on we've built some new buildings but we need to repair some of our older buildings and some of the projects that are currently underway I know Lee will talk about this evening and we appreciate the progress update that that you'll be presenting thank you good evening president Dr Whitehurst Payne vice president bazo superintendent Dr Jackson and members of

072the board I'm honored to report the progress and the financial status of our bond program tonight thank you uh Dr Jackson I'll often uh reminds us how we're all connected in this important work in the spirit of Ubuntu I'd like to begin by acknowledging our dedicated team of facilities planning and construction staff whose efforts have all made this these amazing accomplishments possible and all the other departments who support our work including Finance I.T strategic sourcing and contracts physical plan operations Communications Legal Services real estate human resources and many others we're so grateful for the support this board superintendent Jackson and our leadership team has for our facilities program I also wanted to say a special thanks to trustees advisor and Dr McQueary for your years of service and dedication San Diego unified and it's been

073a privilege to work with both of you this Bond program thanks to you has improved the condition of our school facilities and created Innovative academic spaces for our students so thank you we're really grateful for San Diego voter supportive measure U as we mentioned it looks like we're going to pass with uh 62 64 point six two percent of the vote right now this moment it keeps going up so um it's clear that San Diego San Diego's believe in our local schools and they they trust and support our successful Bond program measure you has enabled us it will enable us to accelerate our work modernizing schools improving security providing new classrooms and Facilities that support utk and also affordable housing for teachers and staff so we're super excited about that and we intend to hit

074the ground running following our board guidance our facilities team has prioritized projects to improve School Safety and Security provide clean and renewable energy and a host of other things including building instructional Focus facilities like the new and Innovative learning spaces that we saw at nipaway elementary and the new Performing Arts Center that's under construction at Morse that you see in these pictures um student safety is the highest priority we have and we've invested over 145 million dollars in physical security improvements at our schools including perimeter fencing single secure points of access security cameras emergency communication systems also drinking water we've sampled drinking water across the district in remediated district-wide below the five part per billion that's required by the state we're we actually have a one part per billion standard and our team with along

075with physical plant operations has installed over 2 000 filtered drinking fountains to provide safe pure water for our students San Diego unified now has 59 operational solar systems we've got 14 more they're in construction today nine more of that are scheduled to start next year and we have six um uh 250 kilowatt hour battery storage projects that are in the process as well so these all these projects battery storage and solar projects are essential to achieving our Net Zero goal in 2023 this next year we will produce 50 percent of our energy the total annual energy we consume with renewable clean energy so that's that's that's 35 38.25 megawatts of clean energy and we're offsetting thank you we're all setting uh 10 000 tons of CO2 emissions annually now uh and saving six million dollars

076in utility costs um this is a summary of our progress renovating renovating and modernizing schools you can see we've now completed 196 major construction projects including a 123 new classroom buildings and you can see the Crawford theater and the Franklin whole site modernization projects pictured here some good examples of our progress um we've also infused our Innovative learning spaces with Bond funded technology and we work in close collaboration with Torin and the I.T department and over the past summer we've we replaced 27 000 Chromebooks and with new student devices and we're also upgrading the data centers and wire and wireless backbone back of house connectivity to connect students with and teachers with information and education applications uh San Diego unified now has 92 joint use fields that comprise over 350 Acres four new Fields were

077recently completed and eight are currently in construction this is a summary of our charter school projects to provide better quality facilities for our Public Charter School students we've invested over 315 million on District charter school facilities projects to date we believe that participation and input from parents students teachers and staff and community members are essential to this whole process and they improve that that input improves the quality of our projects and we've facilitated over 524 Community task force meetings to date like to thank Jamie Reese samarnagi Marine McGee and our Communications team for their excellent work and and reaching out to the community and connecting 2022 is another Stellar year for uh merging business Outreach we we surpassed 1.1 billion dollars awarded to small emerging business enterprises and we've got a Ebe participation that's over

07843 percent we we exceed local market capacity in all categories our expenditures to date total 4.5 15 billion dollars on 5.64 billion dollars in revenue and since 2009 our bond programs have created over 45 000 job years of employment using U.S department of tech of Transportation methodology um our our fiscal and performance audits for FY 22 were positive and um the board's actually going to get the full report from our Auditors in in December so I'm pleased to report over the past 14 years our bond programs have received the highest opinion uh independent Auditors can offer and we've got 760 million dollars of work in progress today and including transformative projects like you see here with PB Middle School over the past 16 months the construction industry has experienced supply chain and inflation challenges and

079this graph kind of illustrates you know where the actual rate of inflation has exceeded our historical averages and our our projections that we built into our bond program uh fortunately we have a very experienced team that's ex navigated these kind of challenges over the last few decades you know we've had the.com bubble and the too big to fail bubble and all those so we we're um at this time we feel that we're really good about the program we're managing our um our projects and um prioritizing the most essential scope and we do and see the inflationary pressures on supply chain issues starting to ease over time now um our 13-year partnership with San Diego Building Trades and Carpenters unions is a huge success and under the PSA we've employed over 18 800 construction workers on

080242 projects and really the union referrals have been the key to employing a local Workforce residents from targeted zip codes are our icoc we really appreciate the work of our advisory committees both the citizens oversight committee and the charter school advisory committee both committees are functioning well and on the next item you're going to hear from some of the members of the icoc that will present their report to you in the fall of 2023 we plan to issue 50 million dollars in prop s bonds 350 million and measure YY and 320 million in measure U bonds now so and then that'll help us fund uh thank you help us fund um projects like the one you see under construction it's Morris High School that's the theater that's under construction right now and um these are

081some pictures of the Spreckels Elementary and the Taft Middle School maker space there's more evidence of our progress we're going to continue to keep our commitment to voters and to the communities that we serve um we've updated the the cap the the capital plan program that we that I we attached to this item each time I present to include measure U because we want to get started right now um and so the entire program plan through 2032 uh that that's detailed in attachment one including all of your priorities school safety clean drinking water sustainability and instructionally focused facilities are included in that plan and um with that I will finish the presentation with a staff recommendation to adopt the attached resolution I'll make the motion to adopt the staff recommendation thank you a second on

082that okay we have no speakers and you want to say something sorry I'll just um thank you president uh lee again uh the the work that you have led uh and and your entire team has made it possible for voters to have confidence that when we go back and ask again uh for you know the people of San Diego to make a sacrifice and especially if we think about um the anxious times that people are in right now with the economy um I think we're going to get above 65 percent uh but that's that's really about your leadership and the leadership of the teams that you work with because you deliver what we said we were going to do and and that's not just something that people can read about in our Audits and you

083know different reports people go out to every community in the city and see the work you know that's uh that's been accomplished on behalf of our kids and our future Generations but um we I just want to say thank you again to you for your tremendous leadership thank you any others I just want to say also that someone commented recently that they would like to know exactly where you was going every penny that you guys spend is online and I've asked staff to actually walk through for the General Public so that they can see the monies and just look I mean Crawford when I first came in this District that was my oh it was horrible I'll just call it what it was the auditorium seats were falling down and it was embarrassing we had

084guests from out of town from other states coming in we took them to that little theater and it was like this is terrible so now to see this new building coming on and the community is so proud of the stadium of the field where they can have their graduations and this new building I mean this is what it's about and the messages to the state to the city to everybody if we're paying taxes we want to see the results and I say to you the monies that we've gotten from the citizens we've put it out in the community in these schools you can see don't take my word for it don't take your word for it go to the schools and Morse is coming online it's going to be beautiful Crawford is beautiful Lincoln I

085mean I am proud of the schools I know Richard is proud of his schools we're proud of our schools and we want to continue that for us the citizens because we deserve the best now that was my sermon for today anybody else yes thank you I just like to say thank you and it's so wonderful to hear um all the great work that you've been doing especially regarding Community engagement I know that a lot of students have a lot of qualms with things with the district but I haven't heard a single one complain about getting a new building so um thank you so much for all the great work with you do I implore you to continue engaging communities the key stakeholders are huge in this and I thank you for the previous work that

086you've been doing and I implore you to continue doing that thank you thank you and like everyone else already said thank you so much Lee and everyone who has worked on these projects on these infrastructure projects that are so integral to learning learning in a space where you feel not only comfortable mentally as we talked about with lgbtqi plus Community but also physically um within your campus so you can Thrive Beyond San Diego and with that I like to especially highlight your emphasis Lee on school security there have been over 42 school shootings this year alone where someone was injured or even died and especially being a student at this time talking to students all across City Unified safety is a concern seeing that schools all over the world especially in the United States are

087vulnerable to school shootings and you know knowing that the school district here in Santa unified is actively working on making campuses safer for students staff families communities is incredibly inspiring and important so thank you very much for your work thank you and I see Dr Mike yeah I also want to acknowledge Julie new draw for um not for the work that you're doing but also the incredible knowledge you have and and and your understanding of the district we have 187 schools and I can ask you almost at any any any time anywhere about a particular school and you know that school you know what that school needs you know where they are in the building process I know you have a very complex spreadsheet that has all the numbers and where they are but you

088also have a mind and a heart that is truly understands where this district is and where it's going and you and your team have done just an outstanding job and you've done it um also in a way that involved our community our communities met over several in several meetings and several schools before we move forward on a given project so people know what we can do and how we can do that and somehow you magically make it happen for example I remember when we voted to uh to put air conditioning in every classroom how are we going to do that he said I don't know but it will happen and it did happen and and uh and we were able to provide safer places for students a better curb appeal we've been able to uh

089to upgrade our schools and provide the technological uh devices that are necessary in order to keep our students well educated and um and relevant and we are we are in an excellent standing we have the the French Council General coming to the uh to our Language Academy to acknowledge us for the great work that we're doing with our students and we can do that work with our students because we have the buildings and the facilities and the technology that makes that happen and I want to thank you for that thank you and now our vice president uh Sabrina Bonzo trustee yeah thank you Dr whitehurstain I also wanted to um share my um congratulations to uh Lee and uh for all he does for our school district he is amazing and a wealth of information

090like Dr trustee Dr mccoury said around any school he knows it he knows it in and out and uh when I get to go out to these schools the construction is just amazing you know that he's so impressive seeing what's going on and um so I wanted I also wanted to thank the voters uh out there who voted for Pro for this uh measure and once again supporting our schools showing that they value our school district and so we very much appreciate that as well and so thank you very much thank you and now um thank you Lee and when we say thank you Lee we mean thank you Lee and all of the people that are a part of the team because we do everything together and the board we discuss and talk about

091what we value and then you and your team and the superintendent work together to make that happen and that's been phenomenal I remember when Dr Mike McQueary was first elected to the school board one of the first initiatives that he and I co-sponsored was the climate action plan uh to get us to zero carbon footprint and we passed that initiative we worked on that for years and our goal was 2035 and with measure U it looks like we might attain that goal by 2030. so not only did you help the school district to have better facilities but you did it in a way that conserves energy and a couple of really important points that I want to just highlight that are were a part of your presentation that we are saving six million dollars every

092year out of our general fund budget because we spend less on utilities that six million dollars that can go into the classroom for T more teachers activities things like that right now we are mitigating 10 000 tons of carbon every year that does not go into the atmosphere uh we produce 50 of our of the energy that we use we have created 45 000 job years and most all of that is local jobs that is a lot of people working and a lot of those people working to build our facilities have their children in our schools so those kids have parents that are gainfully employed with a livable wage and health care and benefits thank you for that and um I it would be remiss if I didn't thank you for figuring out how to

093get air conditioning in every classroom thank you and how to mitigate the cost with expanding the solar panel program uh I or just earlier this evening uh trustee vice president Sabrina Baza was talking about the field at Salk Elementary School and I will never forget Salk Elementary School had just opened and Cindy Martin invited us up there Lee was there I was there a bunch of Trustees were there and we were visiting Salk Elementary School and we were going in the classrooms and then Lee and I went outside and I looked at the field and I said where's where do the kids play where's the grass and we talked about it at that time about how do we move forward and there were a lot of challenges a lot of challenges but we figured out

094how to get a place for those children at Salk Elementary School and now seven years later it has become a reality so thank you for your commitment for making that happen I'll never forget that day thank you and now uh let us vote please we have a motion by bison a second by McCrary and let's hear from the students first monsignor I I and the rest of us electronically please pass us unanimously with the two students concurring and thank you so now we move on to item G4 which is an information report uh the presentation of the ioc icoc and let's hear from Jolly Walker oh Charlie is doing it yeah sorry I'll I'll Advance the size of the thing yes yeah okay well good evening everybody it's nice to see and this time I

095actually can see your faces it's amazing um you know what uh on a quick personal note um I am I was I taught in this district for 15 years and my mother taught in this District my grandmother my great aunt he taught in this district and there are a few people who are more invested in this District than I am and one thing that I'm really proud to say is quite frankly this is a hideously ugly room because the because the infamous there the emphasis has been placed on building all of the classrooms all of the schools around this district and you got and really and I don't mean to Lee's been talked about enough but you guys have they have done a fantastic absolutely Splendid job and my children they're in the district now

096and the kids of my kids that I taught are now in the district and they're even proud to see what they're what they're what they're coming into now granted we do need more teachers but still at least we have the facilities for them and I mean and the thing is and me I get the moment I get a couple I get some time to be able to go from uh to visit some of these schools and my gosh yeah I miss it so much because and I mean I was talking to Lee not till I was like I gotta go back I I like I never had this sort of stuff when I first came into teaching when I first came into teaching I started at Wilson and yeah my classroom was a like a

097cross from a pit and the pit was just full of garbage it was horrifying and I had the joy of being able to see my classroom torn down and then going back to the same place where it was and seeing what it has evolved into so again thank you guys thank you so much all right anyway but getting back to it so I'm the vice chair of the icoc and some of the things that we do even though you guys have heard from us before um is we oversee some of the we oversee the expenditures of all these Bond front of these bond funds uh these prop YY propsy and now coming in prop U um and really we kind of make sure that uh it goes and does what it's supposed to do now

098the only and then I'll be and again I'm going to get back to to me again but when I first came into this I was like well okay good I get to fix some of the things and then go in after it the only problem is is that in all honesty they do such an incredibly good job it's kind of boring but that's kind of a benefit too anyway uh and then another thing that we do is we inform the public uh as far as how the expenditure works um so some of the things that and also like I was saying some of the things that we do is we get to inspect some of these uh projects that go on I got to see things like uh like again Wilson my old school and

099I'm really excited to see Morse when it comes up because that was another one of my old schools and um I get to see what is happening like my kids school and all of the schools that are going that are that are just rampantly rapidly changing all throughout the district and like I said the only thing I haven't really seen change is this is this place but that's that's an accreditation to you guys because you guys have sacrificed uh here to make sure that it's better for our kids all right uh we also oversee audits or when we we also yeah we also oversee the Audits and the audit reviews of uh the financial Audits and the performance audits of our school or wait a minute of the expenditures of the bond funds so we

100take that and we we are able to to see the Audits and the you know and really all we have to do is tend to thumbs up them because they have been incredibly incredibly accurate I mean it's just been really impressed uh anyway but I don't need to get into the small margins of that uh we also go over the maintenance plans because now that we have these beautiful new buildings we also have to keep them in check uh you know they're subject to wear and tear but the as we start building as we build new ones new buildings then the old buildings are no then the new buildings take less maintenance than the old ones do and we end up being able to see how that is also behooving us um no worries uh

101and one thing I'd like to point out is that in 2014 the FCI was 22. ideally we would like to get it down to I think it's five and as of right now it's down to 10 so in other words the amount of money that we have to spend being able to maintain things has reduced from 22 percent and it's been cut nearly and cut more than in half and it is decreasing more and more as we have better facilities that are more sustainable uh we also oversee the expenditure of bond funds actually this is being redundant a little bit but uh currently the props s z y y uh let's see the total revenue and now I'm just reading off the chart but is 5.64 billion because the thing is I don't remember this

102stuff like Lee does um and thus far in 2022 uh we've expended 582 plus million dollars and a lot of and most of that has gone into and all of it has both been accounted for it and has been uh instrumental in improving the jobs and the work that both I do and everybody and a lot of our community uh currently we have in progress 761 million dollars going on all to making our schools a better place and again I'm going to do another little tiniest side because I get this opportunity to get stuff off my chest so the thing is is that um I have been to other schools other states other districts I have families who are teachers all over the country and by Far and Away by Far and Away this is

103a shining Beacon of really what an ideal School looks like what ideal schools look like and you students are so fortunate to be in this position where you get to see what we didn't we had to where you don't have to see what we had to deal with back in the day sorry go ahead also like I said we do things like this and inform the public we have our both our icoc meetings that we hold monthly and those are all uh open to the public we have our uh we have a website with our subcommittee and all the information that is up for that uh and our website is right there on the people call it you can go to the next one and we also have our audit reports there and our quarter

104police status reports as well as our uh annual reports and more oh cool and by the way again so thank you very very much especially not only just for your time and your patience but really on doing uh on fighting the good fight and doing what is best for our kids we have a hundred nearly a hundred and some odd thousand kids in this District and then those kids have their kids that are coming in and we start seeing that as we start getting older and you know in my case being old already and and then we are making things so much better for our future Generations it's almost not fair because uh honestly you have a little bit of a bit of jealousy because it's like you know I met I wish I had

105a classroom like this but then again and like I said it's enticing and it's enticing for our for our incoming teachers and then the more that we do for that the better we make our community all together so thank you very much I appreciate it thank you thank you for all your service [Applause] I mean we all are a little bit envious and that was an information item and we don't have any speakers none have come forward and the board member wouldn't say anything else but thank you all because it's a partnership we need that in order to make it all flow it's not just our word but we have outside independent folks looking at it so thank you for that now let us move on to item G5 I believe it is I'd like

106the motion on that one thank you trustee Barrera I'm a second on it thank you and uh let's see no requests to speak on that so we just get to vote on that item and this is an item where you may vote I I thank you Basel all right thank you and the rest of us let's vote electronically with Mr beiser has stepped out so that passes the three of us about it plus Baza and the students concurred so thank you and now let us move to item G6 which is an information item and you have staff foreign thank you uh president uh Dr Whitehead Spain we have this evening with us uh Dr Crystal troll our chair uh and we also have Michael cosma the first vice chair as well as no we do

107not have grade this evening but we do have Tom Liberto so they will be presenting this evening thank you there we go the green light thank you superintendent Dr Jackson board president Dr Whitehurst Payne board trustees staff students and Families my name is Crystal Troll and I'm the chair of the DAC which is the district advisory committee on compensatory education I have three children who attend San Diego Unified Schools and I represent two School site councils which are also referred to as sscs I'm here today with Michael kozma our DAC first chair a junior at University City High School and the representative of the UC SSC another member of our executive committee is our parliamentarian greyhawk a parent who represents Mountain View SSC he couldn't be here tonight I'm sorry they couldn't be tonight but

108was an integral part in preparing tonight's presentation and so finally we're delighted to co-present with Tom Liberto director of the strategic planning for student achievement Department we're thankful for the opportunity to be here and to provide you with this update so a little bit about what we're going to talk about we're going to start our presentation by describing the purpose of the DAC and updates from when we were last here which seems like just yesterday in May of 2020 we'll then discuss our planning priorities challenges and close with a few requests and now I'll turn it over to Michael who will describe the purpose of the DAC and share some updates thank you all right so the purpose of the DAC is to assemble a group of School site council members which includes parents students

109staff and community members that advise all San Diego unified sscs with a focus on the effective use of state and federal compensatory funding to support students who are Foster youth low-income English Learners and homeless we are going to focus a lot on data in our presentation we provide and encourage the use of quantitative and qualitative data to ensure equity in student learning across the district all right so we last presented to the board in May of 2022 and we wanted to share some updates not only from our planning priorities but a request that was made by the board so our first round of updates is regarding communication we've really emphasized the use of email communication to allow our meetings to be as efficient as possible we like to handle preliminary and any sort of wrapping

110things up communication by email so we can focus on presenters and action items within our meetings we did create the DAC at sandy.net email address where we are able to connect with our district connections as well as our dsdac representatives and all SSC Representatives around the district one way that we're also trying to improve our communication is by providing a ticket to your SSC document and I take it to your SSC document is a basically a summarized version of our general meeting minutes that goes through important information like upcoming dates has links to all the presentations that were shared any sort of important procedural items any information that is relevant we also know that a big boundary to engaging in our work as a DAC is our use of acronyms and vocabulary and so we

111want to make sure we we are as inclusive as possible with our DAC body which is why we are providing glossaries that Define in as simple as language as possible the different acronyms are using the vocabulary we're using our next round of updates is about our engagement both with the DAC body and then also with the district so regarding rdac General meetings we do continue to see height attendance in participation we have been meeting Quorum which enables us to be effective in all of our work and keep moving forward we attribute this success a lot to our ability to meet virtually we're very thankful for this privilege we know not everyone is able to do this but we are very very appreciative of it we are also constantly working to refine our meeting agenda to

112avoid over scheduling we do find when our agendas are too cramped it is hard to stay engaged in a long meeting one way we're also trying to increase engagement and I'm sure Crystal will talk about this a little bit more is by making sure all presentations that are shared are easily relevant and connectable to your work as an SSC member we are also focused on having q a sessions at the end of every one of our meetings so we can address specific concerns and so that as an executive body we are able to engage with our DAC body regarding our engagement with the district we do have ongoing discussion of feedback and ideas from the DAC body with District cabinet and Administration staff we had one just last week where we were able to talk

113about the relationship between the district and school sites at collecting and communicating with data at our last presentation there was a request to make a position on the DAC executive board for a representative of a School site with 70 or more Title 1 students we're happy to report that we have done this so as we go into our next election cycle we will have a representative for our school with 70 or more Title 1 students we also decided to take a further step in making sure we are as representative of all School sites within the district by including all SSC members and not just the AC representatives in all the communication that we do so we've extended the invitation to our general meetings but we've really also focused on our executive meetings so that the

114public is able to learn more about our process and our subcommittees and then finally we're going to be talking a lot about data we have really emphasized our analysis and interpretation of data as a DAC especially in regards to the lcap there was a lot of data that was shared with us last year in March and April about the lcap and we've created a subcommittee that goes through and reviews all that data we are providing questions ideas we have what we like to see and making sure that the data shared is relevant to the voting process at sscs we've also been able through the subcommittee to provide input to the district to the to the El Cap Department I believe that is developing infographics to help inform the public about what the lcap is so

115over the summer we had an executive committee a meeting and we invited the public SSC members and DAC representatives to join us in this planning meeting to talk about what we want to do in the future so I'll share with you some of our planning priorities moving forward so we had about 15 people which was a great number considering a lot of these meetings are just a few so we're really excited about the the participation and what we came out of that meeting was the need to focus on a few things first of all focusing on connecting our work as an SSC in the DAC body using interpreting data and ensuring that all voices are being heard in this process so in terms of focusing on strengthening sscs we have a renewed emphasis on DAC

116purpose and scope and what that means is any presentation that comes to the DAC body we ask first and foremost how does this relate to the work of sscs um so we're really trying to as Michael mentioned make use of our time and the people's time that are there because time is a precious resource that a lot of folks don't have a lot of and we want to make it worth their while um and also this means really prioritizing title one uh data information training along with resources and another um thing that we've been talking about is how to use data in a meaningful way and not just data for data's sake you know as we all know data is just a point in time piece of information and together a lot of different data

117creates a story qualitative and quantitative and so we're trying to just make it useful and so we as a DAC we decided that one of our priorities is how to interpret data how to empower sscs to actually ask the questions about what the data means how to use it for that particular School site making sure that they have access to the kinds of data that we that they need to make decisions on how to use funding and resources another planning priority that we have is to ensure that all voices are heard in diversity inclusion and representation as Michael mentioned we are moving forward with appointing a title one representative which is very exciting uh to have that come to fruition we have our annual elections actually happening tomorrow night at our DAC general meeting which

118happens on the third Wednesday of every month and so at that point we will also appoint a person from the title one school and we're also opening up communication as Michael mentioned to sscs to make sure that not just the DAC representative has the information but that everybody on that School site Council has the information they need to feel empowered to be to perform their role as an SSC member so um so we're also inviting sscs to share about their Lessons Learned what what they are doing at their schools what's working what's not and why uh we're we're really starting to try to engage that repository of information as well as highlight the work of different sscs at our DAC body meetings sometimes it's helpful to actually hear a live person sharing with excitement about

119the things that they did well and the things they didn't do so well there's something about that kind of you know interaction that is really encouraging inspiring for sscs Michael's going to talk about a little about our challenges the two main challenges that the DAC is really focused on addressing is related to data in our meetings so the first challenge data really breaking down data into relevant and easy to understand pieces for the DAC body is a challenge because sometimes as an executive board we're not sure what the data is communicating I think a good example of that would be any data related to the California healthy kids survey we will see a category name and then right under the category name 34. well is 34 a percentage is it a ranking is it a

120percentile we're not sure and so really addressing what the issue is is the first issue with data and then the second is having data that actually is about how we address that issue not just what the issue is but how we move forward I know we were able to discuss this in our recent meeting at superintendent Jackson and I look forward to the DAC working with the board on how we can improve the collection of testimonials and serial like data to make sure there's not confounding and also that data that we can collect is applicable to other school sites so we don't have to be Reinventing the wheel at every single turn but that we can Implement programs that have already been proven to be successful our Second Challenge is maintaining a focus on DAC

121and SSC work we know that a lot of parents not just parents community members come to the EAC meetings looking for a place to be heard and we want to be respectful of people having the opportunity to show their concerns but we also know we have a limited we have limited time we have an agenda to stick with and making sure we can address everything on our agenda is the first concern so I think a good example of this was last year as kova 19 testing was being ramped up there was a few questions about pronouns and security Social Security numbers being collected within demographic information which great concerns uh but not really in the purview of the DAC so we did try to redirect them towards our department connections coming and making a public

122comment at the Board of Education meeting but making sure that there's a space for parents to be heard with those concerns at other meetings where they're able to address those concerns is really key Okay so we've shared with you a little bit about what we're what we've been up to what we're moving forward with some challenges and now we're going to ask for your continued support and uh we can't do this without your help we're so grateful for your continued partnership and um so we would like to ask first and foremost that we continue with the monthly meetings with superintendent Dr Jackson and District staff and Tom and they've just been so helpful for us to talk about things get deeper in issues and really I ideate and talk about what is possible what can

123we do have we thought about looking at it this way it's just it's a really energizing time so we'd ask that you would continue to support that and we asked you trustees to come join us at those meetings we'd love to see you there um as Michael mentioned some of the things that come up in DAC meetings while we want to be respectful for our fellow parents and staff and family member community members we can't always deal with those issues in that meeting or even respond to them so we would ask that maybe considering other opportunities for board engagement with the community so that the DAC can really focus on its work and finally we'd like to ask to be included as an official partner when it comes to data we've already as I mentioned

124had very just a wonderful energizing discussions with District staff and Leadership about specifically around lcap and other other things such as this California healthy kids survey and other things that have come up and we'd really like to continue this work I know there's a big appetite at the SSC level and at the DAC level as well as the executive committee level so on behalf of nearly 170 schools and the g that the DAC represents thank you for allowing us this opportunity to share us work we look forward to continue dialogue answer your questions but before we end I want to turn it over to Tom Liberto which button yeah okay great thank you Crystal and thank you Michael as always they've done a fabulous job you can tell from what they are talking about that

125the vision we had for the DAC since I've been in my position going on five years now we're getting very close we are always going to have things to improve upon we acknowledge that but we're getting there and it's mostly because of the executive board and the vision they have and the partnership that they've created and we truly enjoy working with them so thank you again wonderful job I just want to share with you um our commitments to their requests so obviously they um have asked or are trying to assemble the SSC so that we can make some real impact for our students at the school sites and my department is going to continue to support them in all of aspects of the work that they've done and they mentioned the sub committees so whereas

126I used to have one predominant resource teacher working with the DAC that's expanded to three now it's they're doing so much work and making so much progress that we have three supporting them and that's for the planning committee the lcap committee and the bylaws committees and so we're meeting that many times a month whereas it used to be twice a month now it's like five or six times a month but it's all wonderful work and we support it wholeheartedly they want to continue the meetings with the superintendent and his team and we've scheduled those meetings so we've made a commitment to make that happen and I can Echo what crystal said I believe those are wonderful meetings that we spend that time together and a lot comes out of them so we're happy to to

127continue those as far as being a an official partner in the data my my team is 100 beside 100 beside them in trying to provide the clarity and I think there was one very important thing that they mentioned not just the acronyms so that they know what things mean but what those programs mean to the impact of how they can improve student performance that's really what we're driving to and we believe that my department that's really the thrust of what we'd like to do I mean we're funded through federal dollars that are supposed to impact student achievement and so we would really like to do more of that work and we're so excited that the the board is behind us on that I also wanted to share the goals if you remember when we were

128here in may we shared some data and I've got some exciting news for you that I just found out today and I was super excited to share with you but the first goal is to continue to provide the roles and responsibility training the board charged us a few years ago with making sure that instead of we just hold one meeting per cluster and hope people come that we get on the ground at school sites and so we're doing that we're actually part of the SSC agenda now at every single School site and that's really taking hold and making a difference and so that work has begun for this year it's a two-year cycle people are elected to an SSC for two years so we hope that over the two years we will hit every single

129School site and we did that last year but obviously we want to get ahead of that and do it as early as possible so those meetings are starting to take place and starting to be scheduled the second goal is that we will provide other trainings so around data around acronyms things that the SSC or the DAC brings up my team is working on providing those strategies and one of them is the big thing that um Crystal spoke about in the uh the repository of uh strategies what's working at schools how are they spending their federal dollars and what's making the impact we're doing that work in conjunction with the area of superintendents because they know the school's the best but we are committed to doing that and that's one of our goals that we will

130continue that increasing attendance we changed this goal a little bit last year we were at only 31 percent of our schools attending you know each meeting that was the average and so what we've changed it to this year is that we would like to have at least 45 percent of our schools attend five meetings or more much of the meat happens within those five meetings that we're targeting and so we hope to have some good data on that but as Crystal shared because especially because of the online nature we see that attendance is growing and growing and growing Quorum is not even an issue anymore I'm going to knock on wood if I can find some here but it's been going very well and we're excited about that also increasing opportunities for the DAC to

131provide input mostly to the alecap we've put Vision 2030 out there but we're focusing on the elk cap right now and we're going to do that by putting those topics on 80 or more of our agendas getting opportunities to get feedback and giving them information and then the one that I was mostly excited about it's it's kind of over now but I stood before you last year and shared that we only had 58 of our sites by our internal deadline making the um uh getting their rosters in and getting them approved as of today we're at 85 percent it's not the end of November yet we've put some some wonderful systems in place that schools are taking advantage of and it's making it easier for everybody all around but having 85 percent means that we

132now can take 85 percent of our schools can have an input to the DAC whereas before we love that they were at the meeting but we said we don't have an approved roster so unfortunately you don't have a voice now as of today 85 percent do and we expect that only to grow over the next coming weeks so we're very excited about the work we're doing I do have a couple of appreciations I do want to thank representatives from the 175 schools it takes a commitment one of the presenters said that Tom time is is valuable especially when it's at like 8 15 at night when we're ending our meeting right but we have 175 Representatives who attend the meetings regularly we're very happy about that I hope that they will continue also District staff

133that have supported our efforts specifically I want to thank our district translators we have translation into numerous different languages also Pamela King who's there every single meeting and gives parent engagement updates uh Callie Harrington for the lcap work she has been attending and been a wonderful support and also Ron Roadie now that we're diving so much into Data Ron is always available to provide the data that we need so we want to thank those District people I want to thank the Board of Education as our Representatives also did and the superintendent and his team you've been a wonderful support and as crystal said we couldn't do the work without you all the work of the spsa department that's my team for all of the support that they're doing and I specifically want to call out

134the resource teachers Anthony Farm Stacy Johnson and Brandon Lemon all of them are fairly new to my department environment but they've grabbed this and they've really run with it and made some wonderful improvements and then my assistant Blanca Salcedo who is always on top of everything and and runs everything in our office we're so very thankful and we thank her and then lastly the dedication of and the teamwork of the team behind me so that's Crystal Michael and gray if you can't hear the enthusiasm in my point in my voice I'll work on that but we're really excited to be working with them and like I said that Vision uh it's right there where we're right where we want to be going to continue to make improvements like we all do but we are very

135happy with the progress that we made so with that all three of us are here to answer any questions or receive any feedback that you might have for us thank you and as others are chiming in I just want to say thank you because I remember six years six and a half years ago when I came on this board this is tremendous this is significant and um I want to thank you Dr Charles because you have taken it on and you're doing something to help the district out thank you all and he said our students are awesome oh my God that's what he was saying while you were talking but I I just want to say thank you because you represent students here represent those needs or the neediest children in the in the district

136and you you're undertaking that and when we make suggestions on ways that we can improve it you're taking it to heart and you're doing it I'm really excited about it because I'd be just built on President Whitehurst pain um thank you so much Crystal and Michael and extend our thanks to it to Gray and of course Tom and the team um there's two things that I just really appreciate about tonight's report one is um your commitment to diversity equity and inclusion and and structurally um you know setting up more opportunities to make sure that the voice of uh our our schools with the highest percentage of students on free and reduced lunch you know are reflected in the in the DAC the other which I just think is so important is your recognition of the

137role that the DAC has to support and serve the sscs you're not just simply there to whoever from the ssc's you know come and you're there to strengthen the sscs because that's where the you know the work of improving schools happens at that level and so you know whether it's providing the best practices or just um Tom you know the effort of the staff to make sure that all of our rosters are updated uh that that is an incredible I think um innovation in thinking about what the DAC is you know uh so the DAC is a resource to the school side councils just very much appreciate that that work yeah thank you thank you any others want to come in yes um thank you president Whitehurst pain I just again want to Parrot everyone

138else and say thank you really um Community engagement is so so important in creating a healthy and and really beautiful school district and and that's awesome of the work that you're doing I I did have a quick question though if you could kind of just share and speak more about the role that students and student voice plays within your work I know you spoke a little bit about that but really bring it out and highlight it because it really is that important thank you foreign thank you for your question Matthew um yes so I think in in a few ways we're definitely trying to focus on student voice the first is by making time in our meetings to allow sscs to display what they've been doing at their school sites and that's definitely going to

139be a focus in our meetings throughout the next year as students are always members of sscs allowing them to come to our meetings and explain this is what we do at our site it has been effective and it will be effective for other students and I think in general we we we're starting to see a few more student participants I'm really appreciative that I'm able as a student to be on this executive board and a few more students have started attending our meetings that I've noticed yeah and I think what is fantastic about students participation in these communities is the amount of time that we're able to include information about something that has happened at our school I think there is a lot of perception of how things work in the classroom and until you

140really talk with teachers and students about what's actually going on it's not as relevant of information so we do continue to see students speaking up about that is not actually what's happening in the classroom or this is the actual change we need to see within classrooms so it is important work I think naturally we're starting to see more of it but we're also going to continue to make space for sses to present and as students are part of sscs we'll keep hearing their voices thank you you know Michael is a junior he's a student he is an amazing asset to our executive committee I'm so grateful for for all of his work so and he's a testament of what our students can really offer I think in terms of what we can do as a

141DAC is to really encourage School sites particularly at the high school and even at the middle school level to really reach out to the student population and let them know that there are opportunities for students to serve on the sscs and what that means is maybe changing the time that the sses meet so that it's it's uh you know easier for the student to attend so there are little tweaks we can make here and there but it's really about helping the schools encouraging them to encourage their students to take up leadership opportunities at their school thank you any others Michael where you're speaking Dr Mike yeah I just want to acknowledge the uh the difference in this presentation and the presentations that I heard when I first came on the board eight years ago uh

142it's more than just the Turning of a page it is it is it is it is opening a new book uh with a new volume uh and it's uh the uh the respect uh and it's the um uh the um um The increased opportunities that we have provided our parents and our communities to actively engage in the development of programs that are beneficial to our students and it's to a two-year leadership and into the efforts that we've made uh to have our district working collaboratively with our communities in order to develop the best programs possible to meet the needs of all of our students thank you um I like to Echo uh the comments of uh trustee Dr Michael McQueary um gosh how did how times have changed you know I think it really speaks

143volumes to you and your staff of three people and then your assistant that are all very and fully engaged to support this important organization that helps us the board to be better informed because we like to listen to the DAC and the people in the community about what is working what's not working what are their concerns how do they feel about our title one allocations and a lot of people probably don't know what SSC School site counsel does I remember about 17 years ago we had this new amazing technology called the document camera with approxima projector it was like it was a it was amazing and back when I first started teaching about 18 19 years ago we would we had like these things called opaque projectors and we would all be up at the

144front of the class trying to you know step by step show kids how to do math and I asked my principal I said well you know could we get this document camera and she said well you need to put the proposal together figure out how much money you need how many do you need for each math teacher science teacher and then take the proposal to the school site Council to get them to vote on it and I did that and they voted unanimously and then we were able to use Title One funds to purchase this technology which really makes a big difference for children in learning and so that is part of you know how we spend Title One money who decides how it's spent it's the School site Council thank you sample and um

145we just want to say thank you on behalf of the board sorry uh president Whitehurst Payne I just wanted to also say thank you so much to uh the doc for all their work on this uh valuable program and not only are they not only is it allowing um the parents to um be part of the process but to also to understand the process um and you know with the acronyms and education around that so thank you for all their valuable work just wanted to add that thank you thank you and I'm so glad I have a team up here helping me to stay on track and missing people and all of that and hands race thank you very much and thank you all thank you and with that let us move on to item

146I because H we have no items so we we have the superintendent's consent agenda so moved so Pfizer and then I heard you also move it you'll give it to me okay all right are there any items you need to exclude no okay good so we'll start with yukitoriana aye thank you vote electronically and that takes us to a unanimous vote with the two students agreeing with us concurring and so now we're down to item J which is our non-agenda public testimony we have a couple of speakers one virtual and one in person Ming Zhang is virtual and then restarts is in person so in that order three minutes each thank you Ming hi yes hi this is mangdang hi ah dear you see more members dear uh superintendent Dr Jackson thank you for uh

147being here listening to me um I don't know if you remember but I reported on the October 25th floor meeting regarding the situation and despair treatment that my daughter Audrey Ewan has experienced at the hands of Darcy Rhodes a teacher at Mr Grande elementary school and the principal Natasha Mitchell at Mr Grande elementary school um I just want to say that uh currently we are actively engaged with the district we're working with uh Mr Bruce Bivens the area superintendent and Mr bibbons has been very proactive with um you know uh engaging with our family however um despite that I still want to bring to the your attention to the fact that um most recently Audrey my daughter has suffered adverse harm again from uh Darcy Rose and we believe that Darcy Rose has intentionally given

148audio un um grades that do not reflect her achievement in the class on the U1 report card and that is in retaliation about faith and fraudulent and we have attempted to appeal the uh grades through the grade change process as documented in your uh board policy or procedure AR 5121 um I just want to highlight that by doing this Darcy wrote is describing Audrey of equal access to education opportunity and that equal access is within Audrey's rights under federal and state laws and this retaliation by Darcy Rhodes is even if you know other folks within your District such as Mr bibbons are acting to file accommodation available for Audrey such as transferring to another school or inter-school redress transferring to another teacher's class this retaliation is still thwart Audrey's educational opportunities down the road such

149as her you know receiving unfair March setting her up for eventual negative impact negative prospects in the next steps of our academic journey and in addition to that this retaliation by Darcy Rhodes is discouraging my daughter discouraging my daughter in her educational Pursuits is having an emotional impact on Audrey I mean my daughter is very passionate about learning and engaging in class and you know we we're fearful that as a result of Darcy world's actions initially and subsequently this ongoing intelligation it is having a discouraging effect on Audrey developmentally and socially so when I see what is happening at the lack of accounting ability I wonder if the district holds Darcy roads through one of your own is Audrey Ewing not one of your own thank you thank you referred to the superintendent in person
