021to the beginning of a great summer program in the beginning of a 2022-23 school year so the video i want to share also looks back to a pilot program that we started this year and looks forward to where it becomes fully developed so prior to my being a school board member and the beginning of my administrative path in public education i was a middle school teacher and a coach and as a middle school teacher of football basketball and baseball i experienced the positive impact and the value of a strong middle school intramural sports program and what we began this year under superintendent jackson's leadership is the implementation of a comprehensive district-wide intramural sports program for our middle school students so thank you let's show the video please intramural sports are back and better than ever

022at san diego unified [Music] i think the great thing about sports is you know provides a niche for kids provides an opportunity for them socially you know there's shy kids out here there's outgoing kids there's different kids from different walks of life but this is something sure they can do although intramural sports were sprinkled in across some san diego unified schools a decade ago they were never rolled out on a district-wide scale [Music] that all changed this spring when things kicked off literally in boys and girls soccer it's definitely more fun like in a way because it's more like it's still serious but it's still like a way to have fun and get away from things qualified coaches provide both the fundamentals and the finer points so every athlete can raise their game there's a

023new like type of defending that i was taught which keep your shoulder with the other person children who are trying to defend and kind of square up i wasn't talking with my club coach i've been very grateful you know we started off with everything fresh you know like fly razors boards brand new uniforms brand new equipment and it motivates all of us the coaches we're not just giving a team and figure it out i believe we're giving the resources to get this started [Music] middle school teams compete against one another and use high school venues for their games [Music] it's making connections with kids this is for example mission bay high school's feeder school so this is a chance for them to connect what we're basically doing here is preparing us for high school and

024i'm if that i feel good i feel ready for high school i feel ready for the team [Music] the after school program is free of charge and gives student athletes an outlet to hone their skills and their friendships i feel like i can get a little head start with the competition going into high school and i just really love just hanging out with my friends after school and playing soccer we're in eighth grade so they're sixth and seventh year so we don't usually spend time with classes there's not mixed classes so we learn more about the other grade levels and making new friends that we actually can talk to at school now what i really like to see with this group is not just the soccer ability but just how supportive they are of each

025other learning how to be respectful with each other and accept differences you know especially in this community it's so multi diverse diverse with our ethnicity in the 2022-23 school year the number of intramural sports will expand to include basketball flag football volleyball and track and field the more we can get kids connected to campus the more they're going to like to come into school they're better they're going to do their academics in the classroom all those things you know they're going to be healthier happier kids [Music] thank you dr mike for bringing that to us because we talk about the middle school students and how we need activities for them and this is an example of something that we're doing and hopefully we can expand because our middle school students need some help they need

026some activities and this is good good start thank you and thank you for the graduation another year i think i did seven graduations last week but we're all running from one to the other but it's really exciting to see the students i mean this is what we're here for and what it's all about thank you for that i'd like to move us now to the board consent agenda we have items f1 through f3 and i believe we have three speakers on that item but i'd like to get a motion first just kept trusting okay and second on it thank you trustee patterson so the three speakers we have are two people in person and one virtual is this claire chanesy and clay sean nessie and then virtual is robert the same one charnessy three minutes

027each please hello my name is clay shaughnessy i'm a junior at university city high school and president of my school's gsa club if this resolution for the safety of lgbtqia plus students gender neutral spaces is passes the superintendent is in charge of implementation as a transgender student of this district here are my recommendations on how to do so these additions are extremely important for student safety and wellness and i am open and available if you'd like to discuss further the board's full understanding of this topic is necessary for lasting improvement overall i'm in favor of this resolution however i wish the wording was more direct i sincerely hope that my auditions are taken into account the resolution states the following to ensure that all schools that wish to have gsas or rainbow groups are allowed

028to do so it should be made clear that any person at that campus whether it be a student a teacher a counselor a parent or principal that requests the club should not be met with any resistance from the school administration the resolution states that those schools that already have gsas support their student leaders end quote whether or not that school has a gsa their lgbtqia plus students and student leaders should always be supported and represented in administrative decisions the goal of these gsa clubs is to make the school itself a safe place right now that's not the case however this resolution is a step towards that goal it also states that homophobia and transphobia are not tolerated and quote the punishments of these offenses should always include education for example the history behind homophobic slurs

029that may have been used the goal of punishment is to erase the possibility of something happening again that can only be achieved through creating empathy towards the marginalized group in connection i appreciate the last action of this resolution encouraging a curriculum that includes lgbtq plus topics however the word encouraged leads the sentiment to lose its standing i encourage for it to be implemented that staff members must engage their students in a curriculum that includes lgbtq plus topics because that exposure leads to less discrimination on campus and as stated allows students to see themselves and their families reflected in their education finally the resolution states that all schools have gender affirming safe spaces it must be specified that these safe spaces are gender neutral bathrooms and a gender neutral locker room at any school that requires

030students to change on campus these spaces must be their own separate identity entity schools cannot refuse these spaces i want to make it very clear that without without these specified additions for implementation i don't have confidence that this resolution will achieve what it was called upon to do thank you for your time thank you [Applause] thank you so much for this opportunity to speak on this very important resolution for the safety of lgbtqia plus students in your district i really appreciate the swift bringing up this resolution by mr barrera and mr beezer after our flag raising ceremony that we had which was just wonderful earlier in the month to raise the pride flag and it was something that we discussed talking about the safety of the students on campus and there were about seven or

031eight students who spoke and and spoke very wonderfully at the flag raising and i was heartbroken by some of the stories that i heard about the homophobia that goes on and we can't ignore that we can't think that it's all in the past because it still happens here even though we're san diego and southern california so that was very eye-opening to me and i'm really glad that this came forward so quickly so thank you i want to speak on behalf of myself and my family and also a group of parents that i'm a member of a group called love wins in university city in claremont and we have members also in la jolla and the golden triangle we're a group of parents who are very affirming of our lgbtqia plus students and we're trying to

032make more connections because we're a group that's hard to find each other and you know not everybody's out obviously and so it's very important that we make these connections and so i'm also speaking on behalf of that group one of the most important things about this resolution is the safe spaces and i want to piggyback on what clayson said that what we're really talking about are gender-neutral restrooms and gender-neutral locker rooms and every campus that requires changing for pe and i'm talking about elementary middle and high schools to have gender neutral restrooms implemented we know it can be done it's already happened at many schools like was in the wonderful intramural sports video that we just saw they were sprinkled around right but now it's time to mandate them and get them in every school

033just like we you know got the middle school intramural sports in every middle school let's get these bathrooms in every single school in the district and the 2022 2022-2023 school year at university city high school clay brought up the issue in the fall and the new principal mr paredes ran with it he got a whole group of people counselors site um uh with site administrators together and maria from the district to walk the site and to find locations for a gender-neutral locker room and gender-neutral restrooms and by may 13 they were all implemented it took a long time but it was done without construction without cost and so for the schools that aren't undergoing construction i know it can be done but you have so many schools that are undergoing construction so now's the time

034to change the plans to put in gender-neutral restrooms for those non-bond non-binary gender non-conforming transgender students who don't feel comfortable using a gendered male or female restroom and there are so many and just because you don't hear from them doesn't mean they aren't there and so i want to thank you so much and just ask you to please follow through on that i really appreciate it thank you and we have virtual it's a virtual person on robert johnson uh hello this is robert shaughnessy can you hear me yes thank you we do hear you hi uh i was just going to offer my support for the measure and just be here to encourage my son clay and my wife claire who spoke so well and also i wanted to be here as a white male

035straight cisgender person who acknowledges that this is an important issue for everybody and um i wanted to urge the board to do the right thing in this case and i'll leave it at that thank you very much for your time thank you for coming on also thank you and with that board members do we have comments from our board members yes trustee patterson yeah i would just be interested to know what is the what is do we have an update on the number of schools that have gender neutral restrooms actively right now like what percentage of our total sites or is that a number that's being tracked we don't have that uh right now but i can get that to the board yeah i really think that i mean you all just bring up a

036good point rather than i think about how it happened right i'm at uc high school i was a part of watching this this past year and it was kind of something that it's the good will of mr p that let this happen but i mean really that's the that's the motivation i mean we really should see that we're identifying more than more than a principle identifying a need we know this is a need at every single school so it's probably important for us to evaluate what are we doing and what's our timeline to actually get to the point to where we're at one hundred percent yeah lee dolgroff can come forward and talk about that again i just want to be clear when when he speaks he'll be speaking about those that we have done

037there may be other schools that have implemented that we don't have and then he can talk about the way forward okay thank you i think this is a important topic and so i appreciate the speakers as of today our according to our database we have a 1443 um unisex gender neutral or all gender restrooms um we are um we updated our design guide back in 2014. 2014 to reflect that all new facilities be designed with gender neutral neutral restrooms and we've implemented new design guides around locker rooms so they provide additional privacy and provide additional gender-neutral changing spaces adjacent to locker rooms are in pe areas so that there's not a large differentiation between students that are looking for more privacy and able to change in those spaces and the general [Music] group of students

038that want to use locker rooms as part of our design guide i know that there are a number of um requests that come through and i know that um our physical plant operations team often makes modifications to existing spaces to accommodate those requests as they as they show up and in terms of our high school and middle schools do you have an idea what that looks like in terms of i think you said one thousand four hundred thirteen what does that look like across the board i don't have a breakdown by individual um and and that number includes for adults and students so um i don't have an actual breakdown of of where they all occur i know that we've looked into it and i believe that i'm pretty sure but not a hundred percent

039that all sites have a gender neutral space and we're doing some analysis on that but but we were we did change out the signage several years ago on a lot of single-use restrooms and we did some analysis and we've included that in our um our design guide when we updated our design guide back in 2014. we have them here at the ed center excuse me do we have them here at the ed center at this education center here do we have gender neutral restrooms single use restroom here um you know i i don't i don't know if one if there is one here this is all basically the database includes all the school sites but not uh administrative sites interesting yes superintendent and uh you can just send us an updated email on with that

040information would be helpful with that analysis that you have the data there so if you could just give us a memo with that it would be very helpful thank you trustee biser did i see you yeah uh thank you president whitehurst payne i just wanted to speak briefly on two items that are on the board consent agenda the first one is the first ever alan turing day in the city of sit in the city of san diego school district um alan turing was born on june 23rd 1912 and died by suicide june 7th in 1954. he uh um he is uh what was a brilliant mathematician whose 1936 work on computing numbers laid the foundation for computers that we enjoyed today turing went on to build a universal machine which was able to decipher the

041nazi german enigma code which saved by conservative estimates millions of lives and shortened world war ii uh considerably um back then alan turing uh was uh open homosexual which was illegal in fact i was just remember thinking when i was born i was also illegal it was against the law to be gay uh back in uh in alan turing's day and when i was born um and so this is uh there was the first resolution on item f2 honors alan turing as one of the founding founding fathers of computers and technology a brilliant mathematician and somebody who had an incredible positive competition to ending war and saving millions of lives because of his mathematical skills so uh i just really think that we ought to make sure that we recognize that this is a first

042for san diego unified and uh honoring alan turing uh the second issue uh that i did want to speak to briefly was uh the resolution f3 which has been commented on by uh three folks uh that were at the flag the pride flag raising ceremony and who spoke very eloquently there along with other students and the story that these students told us was that they need more help in our schools that they don't feel supported by their administration that they don't feel safe in their hallways as they hear slurs being mentioned uh they had said in the classroom and around their schools on a daily basis that we can do better to make all of our children feel safe and that it's okay if a student has to be gay or transgender or by it

043doesn't matter in america i strongly believe that we must live and let live and we must do unto others as we would have them do unto us and so in the spirit of those student voices that asked for the adults in the school district to help them that was the the birth of this resolution and i want to thank lee dolgeroff and everybody that worked very hard in 2014 when we conducted our first initial assessment it was the first time i was board president in 2014 and we created a lot of evaluations of all of our sites for gender neutral facilities at that time in 2014 and i'm glad that we're going to be able to take another look at that and see if there's more that can be done thank you thank you there

044others would like to speak trustee barrera yeah i just might make a suggestion and but i especially want uh trustee visor's you know approval so clay made a number of suggestions on the wording of the resolution and i think some of them are very specific some of them are a little bit uh broader and um and i think some fit with what would go into a resolution and some are really about the implementation what i'm wondering is if we're okay vetting uh the suggestions that clay is bringing forward taking uh a few days and looking at that and and and maybe bringing the resolution f3 back next week um so i i just i i don't think we can really kind of vet clay's suggestions here on the dyess right now but um i'm wondering

045if we could take a look at it over the next week ask the superintendent and staff to to vet some of the suggestions that clay is moving forward so um i guess i'm i'm looking to trustee visor to see if you'd be comfortable with that uh thank you trustee barrera um it i thought that we had uh discussed that uh as the co-sponsor that we were gonna make it clear at the dios that uh that a lot of these things in the resolution are guides or things that staff or the students have mentioned and that really what we're doing is we're asking the superintendent and the staff to come back to the board within 90 days with an action plan of any of these things that they feel will help make our schools better for

046all of our students to that extent this document this resolution isn't the final say it's not an action item directing the superintendent how to you know what to do how to do it you know we as as board trustees we want to make sure that we keep a clear definition of our boundaries and our role our role is to set the policy how that policy is implemented i defer to the superintendent and the staff and to the extent that there are some suggestions in here that would be a part of staff recommendation coming back to the board with an action item to the extent staff reaches out to other uh students in gsas around the district to maybe there are other ideas that the superintendent would like to implement or include in a plan to

047address these concerns to make schools safer for all of our lgbt students um so how would that uh how would that you feel about that trustee barrera yeah uh sorry superintendent do you want to win yeah trustee uh bara and uh i think to uh trustee biser's point um as with any um resolution that's brought forward staff is taking notes uh we hear clay and we capture them whether they are in the resolution or not and we think about how we're going to implement this so whether it's modified or not um by the board we take these comments uh with with uh we're very serious about this um even when we hear them at when i heard them at the flag raising ceremony uh these don't they're they're not lost on us and so we've

048had conversations already about this and we will continue to implement with fidelity so i think this is important and while it doesn't speak to a critical point is uh making sure that we work with our site administrators as well um and that what clay is bringing up this isn't optional this is something that we must do and so these are things that we hear as a staff we're taking notes so i would lean on um supporting an action tonight knowing that we will take full action based on the comments that we hear from from the public um we hear you and uh we take action so it's obviously up to the board but translation will leave the motion as as it's presented and we'll vote on that and then staff will come back to the

049plan to implement with all the suggestions that were noted you okay with that i'm supportive of that you're supportive of trustee paterson yeah so the 90 days i don't think that's in the resolution are you just committing to within 90 days you'll just it doesn't and and i would say we can write a plan i i just want to caution us because we'll keep coming back with plans but we need to implement this so um within 90 days we already have a plan we we we have been implementing so i just want to caution the board but obviously you have the right to to direct us accordingly um we're directing you to come back in 90 days with the plan at the latest is that understandable very nice okay okay good just when we say

05090 days don't forget we have summer so we're talking august and yeah and that could be past 90 days 90 days of school time i just think about you know we our climate action plan i hear the year 2035 we're going to be uh net zero that's a that's a time that's a year that's trackable people can say this is going to happen at this point in time i know that's challenging what i love about the idea of hearing coming of the superintendent coming back with a plan i would get a year then right we're going to make sure the gender neutral restrooms are in every single school by x period of time that's something that i really can get behind something that i like i would never suggest that i know how to make

051those statements alone but what i do know is i would like to see those types of statements at some point okay so the question is are we willing to vote on this if you want to go back and massage this to state what you just state are you willing to go along with this tonight where you want to pull it oh yeah i definitely support trustee okay very good so we'll get your vote first i no one else had anything else right your vote first i okay so uh let's see down here let's vote and let's see dr mcquarrie i and trustee biser aye okay so that passes unanimously with the student trustee concurring with the 5-0 vote from the trustees the other trustees okay very good thank you for that and we'll look for

052that plan from the superintendent that moves us to item g1 which is operational matters reserved for the board and this is about our propositions i'd like a motion on that item now motion from uh dr macquarie was it is your hand up yes don't move thank you thank you and now trustee pfizer was your hand up also correct second okay thank you and with that would you please introduce the item thank you president uh dr whitehead's pain i'm going to welcome lee doveroff our chief facilities planning construction to lead us and present tonight on prop s z and measure y y okay good afternoon president dr whitehurst payne uh vice president vazo superintendent dr jackson members of the board this is a report on the update in progress and the financial status of our current

053bond programs and i'd like to start with by acknowledging our team of dedicated facilities planning construction staff whose efforts made all these wonderful projects possible dr jackson reminds us that we're all connected and i also want to thank because of that connection i want to thank all the other departments that help us in this complete this challenging work finance i.t strategic sourcing and contracts ppo communications legal services real estate hr and many others and we're also very grateful to the board and the superintendent uh for your leadership and support on for these projects these bond programs have improved the condition of our facilities and created new and innovative academic spaces for our students following board guidance our facilities team has prioritized projects to improve school safety provide safe drinking water and clean and renewable energy

054as well as instructionally focused facilities improvements outlined in the bond measures like the new innovative learning spaces you see here at nepal hoy spreckels and logan campuses student safety is our highest priority uh you know the reach recent tragedy in texas really struck home and it reminded us of how important this work is we've invested over 120 million dollars in physical security improvements to our schools including perimeter fencing secure single point of access security cameras and emergency communication systems drinking water has been sampled and remediated district wide to below one part per billion uh standard and uh ppo has installed 1700 filtered drinking fountains so far on hydration stations that achieve that water quality sandy unified now has 59 operational solar systems 14 are in construction and nine more are scheduled to start next year

055in addition we've got five new s-chip grant funded battery storage projects going these solar projects and battery storage projects are key to reaching net zero goal that trustee patterson spoke about a minute ago we're now very close to being at our 50 percent of our goal to produce renewable energy for the entire district uh we're producing we'll be producing by the end of 2022 38.25 megawatts of power clean power that'll offset 10 000 tons per year of co2 emissions and saves about 6 million dollars per year in utility costs this is a summary of the progress in renovating and modernizing our schools we've got 195 major projects complete 118 new classroom buildings we recently broke ground on several new projects including the franklin hole site modernization and these two photos of crawford are pretty interesting

056they illustrate the progress on the theater building that we made since my last board report in december so you've got the top of the top photo is december and now there we are today i saw some pictures of that building in the graduation photos too innovative learning spaces that are infused with technology are really important to our work as well and we work with in collab close collaboration with the i.t department we're replacing 27 000 older student devices with new chromebooks this summer and 1800 new um teacher laptop computers and obviously that those devices are need to be connected to to the internet so really that the data centers and high-speed wire and wireless infrastructure that connects our student devices with the uh information and education applications are essential in that we work with with

057it to leverage e-rate dollars to upgrade our networks and uh data centers and we have a detailed plan for migrating the data center in this building to dc2 and dc3 that we're working on right now san diego unified has 90 joint use fields that comprise over 380 or 350 acres and we we've got six new fields that are in construction now and four that were released recently completed this is a summary of the board approved projects to provide better quality schools to charter charter school facilities and we've expanded over 270 million on district charter schools we believe that participation and input from parents students teachers and staff community members improves the quality of our projects and we facilitied facilitated now uh 521 community design task force meetings and um i'd like to thank jamie reese

058and sam ranaji and maureen mcgee and all the communications team for their work in coordinating school events like these that you see on the slide and sammer told me the slide is it was as busy as their calendars were this year so 2022 has also been another amazing year for business outreach we just crossed the billion dollar awarded to emerging business milestone one billion dollars and our ebe participation is over 40 percent now we've exceeded uh market capacity in all our major categories and we won another major award so this year we were named the veteran small business champion of the year by the small business administration um and so congratulations to alma karen and sydney and the whole business outreach team [Applause] our our total expenditures were 3.9 billion on 5 billion in revenue

059and since 2009 our bond programs have created over 42 000 job years of employment using u.s department of transportation patient methodology in fiscal year 2021 the performance and financial audits were positive and we've had positive audits over the last 13 years of our bond program that received the highest opinion our auditors can offer we've got 654 million dollars worth of work in progress and including projects like this uh pv middle and franklin that you see here unfortunately we're in some changing economic times so over the past 10 months we've experienced some challenges above and beyond covid supply chain challenges and significant inflation and this is a graph that illustrates the actual inflation rate and how it's exceeded the historical average rates that we had planned for in our and budgeted for in our bond program

060luckily we have an experienced team that we've navigated challenges like these in the past and you might remember the dot-com dot-com bubble and the real estate bubbles of 2004 five and six that were similar in nature to these inflationary times and we're successfully designing and managing projects within budget and priorities prioritizing the most important and essential scope at this time the overall program is still projected to finish on time and within budget however this inflationary pressure is um is something we're challenged with in the immediate future our 12-year partnership with the san diego building trades and carpenters unions have been a huge success under the psa we've employed over 15 500 construction workers on 202 projects and union referrals are the key to achieving our goals and employing residents from targeted zip codes in san

061diego we have a amazing icoc committee i appreciate their work and all this is facilitated by our staff both the icoc and the charter school facilities committee are functioning well and you're going to hear from andy berg and rajali walker on the next item tonight so i won't steal their thunder in in 2022 we plan to issue a 100 million in prop s bonds another 150 the last 150 of prop z bonds and 350 million in measure yy that will fund more projects like these at morris and hoover high schools and the pictures of these are pictures of um point loma the point loma new point lima high school uh library and emerson elementary they're they're really evidence of the progress we're making um we have a plan that's in the agenda item and the

062plan it indicates the future projects and highlights your priorities for school safety clean drinking water and sustainability along with other facilities improvements and that the plan is attached to this agenda item and i'll just finish the presentation with a recommendation by staff to adopt the attached resolution but approve that plan forward and answer any questions you may have oh i think we have mccrary and visor already moved that one for g1 hey yeah that we did thank you i don't have any any uh speakers um let's vote because i wanted to hear that report first let's start with student oh yeah okay go ahead uh yeah so one of the things i guess i was just thinking right from just from the previous item we had you know be wonderful we have our priorities right

063here on our second to last slide say uh safe and safety and security drinking water quality something might be nice they're looking to put something about right supporting lgbtqia students through our dollars right we want to look at moving our campuses and renovating them if need be and i think that'd be something not saying we should edit it now but just looking at the presentation thinking we want a substantial right that's a great way to do it right there and i'll vote i by the way thank you any of us want to weigh in trust either well this is as usual and thank you president whitehurst payne you know again we're we're so grateful first to the taxpayers of uh of our district you know who've consistently supported uh these measures and then incredibly grateful

064to lee dolgaroff and to your to your team you know that what you're producing uh year after year is transforming our schools um and you you are consistently faced with difficult challenges and you know you're identifying tonight the uh the challenge of uh inflation uh and and again you're managing your way through it so that the end product you know for for our students is uh is transformative so again just thank you uh for the work that that you've done i hope people took notice of uh i think the number was 42 000 jobs that have been created through this program so uh i can't imagine a bigger um stimulus to our local economy than this project along with of course the incredible uh uh difference it makes in the lives of our of our

065students so thank you thank you and i too want to say thank you because i feel like i've been all over this district and i'm looking at pictures oh yes i was there i was there franklin and hoover and morrison all over puerto on and on and on and it's a wonderful feeling to see and hear how excited the communities are for the improvements that have been made and i think lee must have it all in his head that's rolling around that can give you chapter verse and all of that about every school site every building site and i i want to say thank you to lee thank you let's vote on this oh that's possible comment mcquarrie certainly yeah thank you yeah i too want to thank lee and the building planning and construction

066team for the outstanding work um as well as uh want to um mention a number of that trustee barrera he he called attention the number in terms of the jobs and employment i want to mention the number 200 200 million dollars that lee and his team has leveraged through state matching grants so we've been able to take the funding that we have and increase it and in a sense to offset some of that in inflation cost so thank you lee and your team for the outstanding work you're doing and and in managing uh the program as well as the uh funding thank you vice president awesome yeah um i wanted to echo the thank yous to lee and um follow up by on the uh a couple the site um i guess it was a

067groundbreaking at marston and then the pool opening at stanley it's just seeing that um it's one thing to say you know we're opening this facility but just to see the community come together the students the families and the entire community it's just like it's so exciting because they're so excited and it's you think about all the future generations of you know memories that are going to be made and some of the things seem so basic like parking and bathrooms i know at marsden but but are so sorely needed um and just being there with the students when they did their pe demonstration for us was very cute um but i also wanted to share that when the uh one of some of the news cameras wanted to talk to lee moore about the safety and

068security because this was right after the um unfortunately after the uvalde texas shooting and he literally walked through that school knew every new instrument that was you know in the classroom was sharing in in detail all the um security updates that we're going to do and that was very educational for me as well so i wanted to thank him for being you know taking that on and just you know being able to share that information that then was going out on the news to our san diego community because it was um extremely impressive just to see it in person and just see all the things that um we're doing basically behind the scenes a lot of people don't know it so it was kind of nice to see that happening in real time or learn

069about it thank you for that comment because that is so true somebody had told me we had spent 100 million and then you updated 120 million so i i mean i'm sure that's not all that we need to spend but at least we are not just playing around we're sincere about our children and how we want them to remain safe i believe i see trustee biser yes thank you president uh whitehurst payne just lee a couple quick questions first of all when i went to the canyon hills high school graduation of the patrick henry high school graduation i went into their gymnasiums and neither one of them had air conditioning they both were about 102 degrees and i was just wondering i didn't see a slide on air conditioning of where we are with that

070initiative and what's the phase two to get air conditioning into the gymnasiums where they play basketball games and things like that for the kids for pe physical education classes and for competitions um thank you for that question trust advisor um our gymnasiums are very large volume spaces and they're not insulated so it's it's not we're not able unless we were to completely rebuild that it would be very hard for us to meet the california energy code for energy efficiency and up and upgrade those with air conditioning they just they're not really designed for that purpose because it they they really leak um heat really quickly and they are very large spaces to air condition so there isn't a are the the um program that we initiated and completed um in air conditioning all classrooms and

071administrative spaces and other spaces and schools did not include gymnasiums for that reason there are a couple other spaces like kitchens for example because they have a high volume of exhausting air over uh flames over cooking that also can't be air conditioning efficiently and they won't you know so we'd there are some spaces unique spaces but gymnasiums are one of those are in particular we don't air condition um at this time we don't so we don't have any gymnasiums in san diego unified that are air conditioning no not that i'm aware of yeah so what do we do when there's a basketball game and it's 102 degrees in the basketball gymnasium the only thing that we can do is to open up all the doors and windows and and you know push air through the

072through the space yeah is there maybe something we could do in terms of more uh ceiling fans or more air yeah yeah that's absolutely better or i is there some measure that we could because i tell you it was murder i wish you would have been there you would have understood what i was talking about oh i i do yeah no i hear you um no that's something we can look at and we are looking at doing um some upgrades to those spaces in terms of technology as well um so i'm gonna you know well i'll take that on and and we'll take a look at what we can do in terms of moving air volume of air it also help improve the contagion levels too whenever anytime we do any upgrades like that it

073actually lowers the level of contagion build up during these pandemics that's important so i'll definitely take a look thanks thank you the students and the staff that i talked to and both of those gymnasiums would greatly appreciate any effort you and the staff could make to mitigate that issue the second thing is that if i remember about 11 years ago we put in some turf football fields around the school district and i remember one of the questions i had is well well this is great and wonderful and that we're able to pay for it now but what's the plan in 10 or 11 or 12 years when it's when that turf field has uh expired its lifespan and when i was at the patrick henry high school football field uh you know i noticed that

074there were some considerable holes in that turf um so when are we looking at uh replacing the turf field at patrick henry high school and canyon hills high school in tierra santa we um that's a great question i'm glad you asked it because it's really important everybody know we do have a plan and we do have a contract in place to replace the surfaces so what we're talking about there's two different things building a new field and requires basically the drainage system it's a complete whole system a big construction project and i think what trustee visor is referring to is the surface of the field has a useful life of about with synthetic for about 10 years and so we have a plan with and we have we use high quality turf field turf but

075it does have a useful life and we are planning to re start we're replacing some fields this summer we're kind of doing them in um base how old based on how old they are and um and the condition because we do some analysis of condition and in terms of i know for uh patrick henry it's next summer the summer of 23 is when patrick henry is on it's slated for the surface to be replaced i don't know about i think canyon hills is on that same schedule um i'd have to check again um but but um um that's it's really important that we schedule in and and plan for the because those fields are highly used and um and they do wear out and and and overall the synthetic turf does save us money because

076um if you think about all the water that we save not watering that grass and not mowing that grass not fertilizing that over seeding and also the fact that the the fields are usable during right after it rains you know when they'd be if it was regular grass to be muddy um and um during winter when the grass is usually dormant that the you know you don't have that durability factor during football season for example so so this is something we're working on and we have we have an ongoing program to root to do the replacement and also from an earlier presentation uh today at this board meeting it was uh clear that the middle school intramural programs are playing a lot of their games on high school campuses and so the high school facilities

077will be uh used even more so thank you for your work please appreciate it yeah thank you did you thank you was it patterson yeah i just had to say so stanley the stanley pool in area there was also a one mile jogging course built around there and i remember in eighth grade going oh thank god i'll be out of there because i know my cross country coach is going to love to use that one mile little jogging path and couldn't escape it sure enough we get there first day i came back to practice the day after school got out to just run with the team and sure enough he goes did you see the new one-mile course now's our chance and we ran it there so i appreciate that it was a four years

078in the making all right thank you you're welcome presentation now let us vote uh trustee patterson i i am dr mike aye trustee biser aye and please vote if you're on the dias that passes unanimously with the student board member concurring with the rest of us so thank you for that presentation that report and um i believe andy berg is here andy oh yes right here i have on glasses and can't even see so you have a report for us they'll get start out first right yeah i'm i'm going to start out first good evening everybody it's nice to see you're smiling well actually you don't see anybody um you know and i also like the whole time i really was uh wanted to be able to echo the sentiments of everybody uh and just

079saying how much of a joy it really has been being able to work with lee and his and his team uh i'm going to try to be kind of brief but i started out teaching in this district in 2001. um and from what i what i experienced in teaching here and what i've seen recently especially being part of the icoc uh it has been such an amazingly fantastic transformation uh i we just toured wilson and that's part of one of the things that we do we just toured wilson uh which is where i started teaching in and the transformation of the campus from then and what i remember then and to what i see now is really a testament to both the taxpayers to you all and to the efforts that that lee and his

080staff has has put forth uh moving forward uh andy and i are part of the icoc i am the vice chair of the icoc and what we do is uh we are to oversee the the uh usage of the the bonds that were presented for that were our bond uh s y y and z uh our responsibilities are to uh review the expenditures of those bond funds and what they what we're going to do what's going to be done with them and how they're being implemented and really the fun part for me before i turn it over to andy the fun part for me is that we get to see these projects in action and get to see really just how amazing this school district has become i before t before teaching here i taught

081in arizona and i still see what the schools look like there and they're reminiscent of when i went there the schools here are vastly better than anything that i've that i see either either here or either in other part other districts or abroad so again kudos to everybody and from here i'm going to go ahead and turn it over to andy okay i actually thought you're gonna take one more slide but but first off um i really want to commend you i i don't get to these meetings often enough when i started my career i used to go to city council meetings and board meetings i was always presenting on stuff and i love watching local government at work because just the one action you took tonight is going to change the lives of you

082know dozens or scores or hundreds maybe of children in this district and their parents and their families and you don't get that at the national level or even at the state level you are right there doing this and um phenomenal kudos for that and um kudos for this program because i think it does the same thing i mean i think we've changed students i think our student board member could probably attest to how much better it is going to school where you go to school rather than if you had to learn in this building which we need to fix maybe with the next bond you know when you work in a place or you go to school in a place that's comfortable and new and fresh and it feels like people care about you just

083because they put you in a good space you just do better and i think we've made a big difference there it's also been alluded to how the lives of construction tradesmen in this area have been just changed i i never want to correct trustee buyser on anything but it's not 42 000 jobs it's careers we've started careers you know and even though the school they built in their district is done there are other projects maybe they're doing a hospital now maybe they're doing whatever but you have people that were literally students when prop mm were passed that are now making six figures as an electrician or a plumber or a sheet metal worker or carpenter and that that's phenomenal too and it has really helped the the economy especially small businesses small and emerging businesses

084so just you know kudos on the program now our job has really very little to do with that our job is just to make sure it gets done right it's spent right fortunately as everybody's mentioned we have leigh delgarof we have you know we have gary and don webb and we got brian and we've got george harris we've got just a great great staff over there making sure that happens which makes our job kind of easy actually but one of the big things we do is we do have an audit every year it's really important that the money spent appropriately that none of it goes to teachers salaries or to even just something that wasn't on the ballot measure right we can't have you know some principles say god you know i really think a

085multi-purpose room would be great here when we told the public we were going to build a science lab there right so that's kind of our job too to make sure that we follow that and we get that actually on every report we we get a list of the projects and where the money came from how much from why from z from s from developer funds where on the the ballot what page number where was this to the public so we could keep track of that anyway the audits have been very very good you know no no audit is perfect auditors would be out of business if they didn't find something but the things they find are so inconsequential and easily fixed that nothing you should really be concerning yourselves with um everybody's favorite topic fci

086facilities conditions index right just a real real quick primer on that again so think about your home i used to say if it was worth about half a million dollars now if it's worth like a million dollars it's kind of crazy what's going on but you're talking about the percentage it would take to bring it back to new basically right so million dollar property a hundred thousand dollars your facility condition index is 10. yeah that would be pretty good ours has gone from 22 in 2014 down to 11 in 2021 should drop to 5.3 percent by by 2029 um and that's really good but i do want to caution you you have probably a five billion dollar physical plan here maybe even more and these things last dollar cost average about fifty years so every

087year you're losing two percent just by doing nothing that's a hundred million dollars that's kind of your responsibility to find that money or as much as you can you we're not going to be able to rely on the bonds forever and ever to do that too the upkeep has got to be part of the general fund if we could figure out a way to do it and use the bonds to bring in new technology and new construction where necessary and improvement but the progress has been absolutely outstanding um the numbers we've heard um you know are mind-boggling uh just to put it in perspective there they can understand we are well over a million dollars a day in expenses now it's just it's just a lot of money you know and to keep that and

088one of the things that's great and the last report we got is better than even most the change order rate is like below three four percent which is also kind of unheard of and and that all kind of will will lead me into this this next slide um we talked about inflation and i really wanted to spend a minute on that i think it's really kind of important um fortunately we've built up kind of a bunch of credit we've been doing a lot of projects since the start of prop asset below estimates you know we're getting more done than we thought we could for the money that has kind of flipped and as lee explained and we asked that every single meeting okay what are you doing about this because the costs are going through

089the roof and they do they have a plan and some of it just involves shrinking the scope a little bit i mean there's just nothing else you could do because the prices are going up i'll give you an idea in my day job i represent contractors we negotiate contracts we just did a contract with our low voltage electricians one year deal 10 percent raise because they need it you know why not need it you know we talked about that i said i i don't shop at a different grocery store than you do or a different gas station i i see what the prices are so you know i'm hoping that turns around and it's not going to be another 10 next year another 10 after that but prices are going up so when you look

090at this chart the materials are probably pretty accurate um those labor costs aren't even close and this is a national chart and that might be why but i'm not really sure that's even why i think they're just behind the times but you know if inflation is eight plus percent then labor costs are going to go up eight plus percent or maybe a little more because we do like to allow our workers to live a little better lifestyle this year than they did last year you know not exorbitant but you got to help people out so be be cognizant of that we also could be in a perfect storm those of you who were around when we did prop s and all of a sudden couldn't get any money from prop s because property taxes completely

091flattened out even went backwards which is also generally unheard of where we could be coming upon that again i'm not an economist but you know signs point to rising costs of construction and less money available from the bonds we already have that would make things a little difficult as we as we move forward but i think talking to lee we probably have you know two to four more years without too much difficulty and you know maybe up to you we go back to the public and see if they agree that everything we're doing is great and they're willing to give us a little more to continue it um a couple i think two more slides what we do also beside follow the money is inform the public we're open every meeting is open to the

092public we give out quarterly reports we give out annual reports we post our minutes our agendas everything online they're easy to get they have little dots next to them where you can click on and get to that document we've made it as user friendly as possible we used to have a lot of people come to the meetings we don't anymore and i don't think that's pandemic related i think that's they're happy related you know people generally don't come to say hey you guys are doing a great job just wanting to stop by and say hello so when they don't stop by we assume that's what they meant you know they're congratulating us um so that's a good sign i believe there have not been a whole lot of a lot of complaints coming about and

093that actually was the last slide so that was it unless there's any questions i just want to say thank you to both of you because this is one of another one of my favorite parts of the job is to hear you all coming and tell us we're doing something right even if some folks don't think so but i say thank you and thank you for committing to the children and to the taxpayers here in san diego to make it the best product that we can do and i just want to say thank you thank you pleasure yeah it really is you know and one of my favorite things to do quite quite honestly is when i hear like my kids tell me that tell me how the building is coming along and things that are

094that are going on and you know hearing hearing their excitement as things are things are progressing whereas for years you know you just hear about how everything is downtrodden this has really been an absolute gem of of a of a of a prod of a project for just about everybody and our schools are really becoming the uh the benchmark for everybody else it's fantastic thank you much thank you let's give them a round of applause we don't do that [Applause] thank you and now we have item g3 which is the independent citizens oversight committee on racial justice and equity an update from the committee good evening superintendent jackson members of the board and to the community members viewing this meeting my name is leoneppamyceno student co-chair of the independent systems oversight committee on racial justice

095and equity and with me is chief humans resource officer acacia fedy this evening we will present the independent citizens oversight committee on racial justice and equity committee's update to the board we'd like to recognize the work of our fellow committee members as you know the independent citizens oversight committee on racial justice and equity holds the san diego unified school district accountable to the public on whether we are making progress in the following areas outlined on this slide for the 2022 calendar year the icoc on racial justice and equity will review data presented by staff and student focus groups during regular meetings the committee will then present to the board on the schedule identified in this slide for the for the 2022 year the icoc will be amplifying student voice through engaging students in dialogue during

096our regularly scheduled meetings we will create space for students to share their experiences related to the five areas of focus so we'd like to share a few examples from the student focus groups related to the implementation of ethnic studies and our district's efforts to increase staff diversity this slide shows you the questions we ask students in this survey so as you can see on this slide it demonstrates the trends in our responses you will know that our students have varying experiences in their classes and i'll read a few aloud so for example i enjoy my current ethnic study class i enjoy how much my teacher really shows us the history from a minority's point of view especially since i'm a minority and i don't really ever hear our actual side of history so on the

097next slide this slide provides a window of the value of ethnic studies in our schools students feedback demonstrates their interest and the real value of ethnic studies as you can see one student says talk more about other ethnic people's backgrounds have more time to understand the complexity of ethnicity and what people should do or shouldn't say about people's backgrounds the reason that these changes matter is because a lot of people like to say or do things about other people's culture and make the excuse that they weren't taught that in school allowing discussions in these classes would also help get a good understanding about my peers rather than learning it off the board so the next topic we'll be discussing is related to the district's goal of increasing the diversity of our educators these are the

098questions we asked as a part of the student focus group on this slide you will see trends in our student responses and i'll read one aloud i think increasing the diversity of staff in sdusd is critical and important in order for underrepresented students to see themselves in education not only does having diverse teachers increase academic performance levels but it's also shown to encourage students of color to pursue a higher education this slide also includes trends and student feedback regarding why diversity is important one student says i can relate to them much more students also provided recommendations for our schools districts and departments to take action to increase diversity one student says frankly the most efficient solution to more diversity and staff would be to actually make an effort to choose staff from different backgrounds if

099you truly truly and genuinely want to make this difference happen then effort needs to be put in to find people appropriate for this wanted change so based on the student survey and focus group i'd like to share our recommendations as we move forward in implementing ethnic studies and increasing staff diversity we recommend to continue funding ethnic studies and increasing staff diversity as outlined in the lcat we recommend increasing student awareness and access to ethnic studies courses and teacher pipeline supports finally we recommend ensuring staff are culturally responsive and who can understand the experiences of diverse students and their families so with that thank you superintendent jackson members of the board and to the community members viewing this meeting thank you are there uh any questions i don't believe we have any requests for comments are

100there any questions any board member thank you for that report yes well i just want to first because i see rajali still here the we we talked about the importance of the work of the icoc on the bond measure and how that builds confidence in the public because we have a group of experts that are holding the district accountable to what we told the voters that we were going to do so because of your work and the model that that created we then created another icoc and this is on uh racial justice and equity and the same basic idea can we get a group of people together who really uh care about racial justice and equity in our district and have diverse ideas but come from a place of um expertise and that's what has

101been built and it is especially leah thank you for this presentation tonight because students have unique expertise and what you're presenting to us tonight is um some of that perspective and it's it's very much appreciated and and it's the the spirit of this presentation is all about we're going to work together collectively because we all have responsibility to make this district better and we all care enough that we're going to do that and we will push but we're pushing from a place of uh uh wanting uh to take responsibility and do more um and and not sort of from a kind of throw your hands up and and to say there's nothing that can ever improve so um i i very much appreciate you know uh hearing this perspective tonight and the ongoing work of

102the icoc and acacia thank you for your leadership thank you thank you very much for that and good to see you making presentation to us i'm sure we'll be seeing you in the future of making more very good thank you you took the weight off of you yeah great job definitely thank you thank you thank you and now let us move on to h1 this is our lcap first reading we had our workshop and now we're having our first reading so superintendent jackson thank you president dr whitehurst payne uh this evening uh as you mentioned um this is our first reading we do not have a presentation as uh this past week on june 8th we had staff and educator partners who gathered at ballard center for the board workshop focused on the outcomes of

103the 21 and 22 local control accountability plan and i work forward for 22-23 this is uh year two of a three-year plan and staff has worked closely with our educational partners to review and revise our lcap and we do this year-round and so this evening we are bringing forward the first reading and receiving any additional comments uh just a note the board had comments for staff to work on we continue to get those answers to you and we'll draft a memo to the board for those answers again the feedback has been implemented uh there i draw your attention to the attachment there was some data that was very difficult to input we spoke with ron rohde because of his travel plans he wasn't able to drop that in so that'll be available for the second

104read when the board takes action we will return on the 28th for the second read and during that time we would ask for adoption that will be aligned to the budget well to that credit we have no speakers no public speakers we welcome any comments and next week we will have this is our second item for um for voting on so the public hearing is now closed thank you let us move to h2 which is our annual budget let's see h2 is now open any requests for testimony no nothing h2 is the uh service plan for special ed it's a public hearing yes any comments though nothing i didn't i did not receive any did any more come in no requests okay so we'll close that no boards members have comments we'll move on that's

105now closed also we'll move on to item h3 which is the first read of our proposed budget for 2022 to 23 district budget and i believe staff are on their way down judy mcculloughs and drew ready for me to jump in good evening tonight ms mcallis and i will present the first reading of the 2223 budget adoption which provides the 2022-23 through 2024 25 budgets uh here's an agenda for the presentation just laying out our budget and then also touching on the tax and revenue anticipation notes lovingly known as the trans it is a separate action item it's h4 the next item but it's also just connected to our budget so we just wanted to address it here you've seen this graphic before this is our standard budget cycle just a few things to point

106out you can see the arrow showing where we are in june here today june 21st is the first reading the budget we will bring the budget back next tuesday for a second reading and adoption as we must submit a budget to the county office of education by july 1st as you see towards the bottom left there's a box labeled late july as you'll see in here in tonight's presentation the state's budget is not yet finalized and we expect that we'll see full guidance and additional information coming in july with that the budget you'll see this evening is based predominantly on the governor's proposed budget from january this is just uh capturing the budget guidance as the district receives it so just touching on a few things you just had the item on the lcap we

107bring the lcap and budget on the same timeline bring it together first reading tonight approval adoption next week we follow the guidance provided to us by the san diego county office of education uh they've given us parameters on things like cost of living cost of living retirement contributions and others also as noted we anticipate future changes in our budgeting as the state and the state's education budget look very very positive again just a reminder here we have to submit our budget by july 1st and i think probably more relevant this time than most budget cycles is the last bullet they're talking about the idea that we can revise our budget and submit it to the san diego county office of education within 45 days of the state adopting their budget if there are significant budget

108changes and we fully expect there will be as we all know uh enrollment drives a lot of what we do in our budget drives a lot of our funding so we wanted to show just this budget projection uh unfortunately it shows a downward sloping trend the average decline over the nine years shown here equates to 1.81 percent decline year over year and then if you were to take the most recent uh years the or 2021 through 22-23 uh those years which includes obviously uh the covid uh pandemic time we had an average decline of 2.77 in our enrollment but we wanted to certainly point out that declining enrollment is not just a san diego unified problem uh in a recent report by ed source for the 21 22 school year california dr california school enrollment

109dropped below 6 million for the first time in two decades and as another data point it's not even just a california issue it's a nationwide issue enrollment as identified by the u.s census bureau in the 2019-2020 school year dropped by 2.9 million students across the nation the graphic here shows enrollment changes uh in in the year 2019 you can basically see decline on the coastal air in the coastal areas of california and increases in enrollment in the inland areas again 2019 if you look at that same graphic in 2020 you see an overall decline across the state again more significant in the coastal areas and then 2021 somewhat normalizing and back to that same trend of decline on the coast and slight growth on the inland areas so i think looking at that it's safe

110to say there's a migration from coastal california and also that that blip we saw that is the pandemic getting into the more of the details about the budget this chart shows our assumptions that we use in calculating our revenue tied to the previous enrollment slides you can see our projected average daily attendance or ada uh showing the a decline in that that parallels our enrollment as we as we know we're funded on ada not on enrollment we also do show the revised cola as proposed by the governor in his may revision for 2223 cost of living which was originally at 5.33 in january has been revised up to 6.56 percent and that is one of those known things that we have captured in the budget as we built it here the other half of the

111equation we show the factors driving our expenditure calculations you can see in the 2223 column under salary increase our recent agreement on the four and a half percent off schedule salary increase and then other things as far as what we have to do as an employer for retirement plan contributions health and welfare premiums and other items that drive our expenditures we'll discuss this more in coming slides but as you can see here we show a balanced budget for next year and a growing shortfall in the two out years again a reminder and we'll get into this more based on the january budget not on the budget that's to come and just real quickly you heard from the icoc and mr berg on the very bottom of this slide you see our required contribution to return

112routine restricted maintenance for our facility maintenance uh that's at a calculation based on our general fund revenues i think as you heard from mr berg that in itself is probably not enough to maintain our facilities into the future so this slide kind of combines the last two slides together and shows um progression through the years with the beginning and ending balances as again as you can see as we work from one year to the next we show a balanced budget for 2223 and in the out years a deficit of 38 million dollars for 23.24 and a growing and it growing to 109 million dollars in 24.25 throughout this presentation we've stressed that the budget before you is based primarily on the governor's proposed budget in january we know that the may revision to the budget

113proposes significantly more funding and fully expect the may level of funding or better will be in place in the final adopted budget so we're trying to translate that for us and show kind of where we think we will end up and what what the state budget potentially means for san diego unified the top row is the budget as we have built it currently based on that january number again balanced shortfall in 2324 growing shortfall in 24 25. in the lower boxes below the to be determined line is our estimation of funding coming to the district once the state's budget is finalized as you can see this funding if it comes to fruition would exceed the sum of our out your shortfalls when you look at the one-time money that's anticipated and then the recurring money

114both to our base and also through the concept of ada relief i'm going to now pass the rest of the translation uh i'm sorry rest of the presentation translation she'll do the budget translation for you uh to miss mcallister executive director of finance okay so take it jody please i can flip if you'd like okay so uh these next few slides um the the next two that you're going to see is our budget assumptions that we use for the 22-23 year and then also the um 23-24 and 24-25 but just some highlights um to note for is that we have built in the utk expansion we are building in reduced class sizes we're continuing with our literacy acceleration and mental health expansion we are in our second year for our level up summer school program

115which i believe summer school started today yep and then um we are also um utilizing a three-year ruling average for ada which is what was proposed in the january governor's budget and maintained in the may revise next slides and then for we're hopeful that uh covid will be behind us and so we are looking at a reduction in expenditures for covert related type expenditures such as personal protective equipment and then testing and contact tracing but something that we do want to note is we are building up our inventory for items such as masks and things like that should we have to go back to wearing masks in school even if the funding is not there and then for 24 25 as drew mentioned we do have a rather large deficit that we need to fill

116and part of the assumption is that the unrestricted general fund is going to um increase significantly as we shift the funding from the restricted expiring grants over to the unrestricted general fund and we gave just some samples um there are more than 800 grant funded positions right now and um for some of our programs such as virtual academy literacy acceleration and then some staffing so as we continue to develop our budget for the out years we have several items that we have to consider as we're building our budget one of the main things is ongoing versus one-time funding so as drew mentioned we are hopeful that there will be some ongoing funding it's the 2.1 billion that's been recommended in the may revise that was the 37 million that we see ongoing but then there's

117also one-time funding which is an 8 billion discretionary grant which is approximately 130 million for us and that would be although it's discretionary there are some bumpers around it saying that should be used for salaries benefits the ongoing costs of pension contributions but we do want to just keep a reminder that we're still in the process of building the out your budgets and we'll know a lot more once the state budget has been passed okay the next slide we wanted to um share with you um the all of the different one-time and state the state and federal funding that we've received and we thought it was important to give you a sense of the timeline for when the funds came in and how long we did have to re have to to pay them or

118to use the funds um we've also provided those that have been 100 percent spent and then those that we have partially spent and the rest that's obligated and we do just want to remind that we have fully obligated the funds and we will spend all of it next slide so this is one of our um standard required um statement of reasons for the excess reserves and it shows that we have to maintain a two percent minimum reserve requirement and then anything above that um our intent is with the remaining balance and so for 2223 we're estimating approximately 16.7 million and um some of that will be utilized for school side accounts and and then um the remaining for the deficit in 2324. so trans um so shifting for a moment um you know we do

119a lot of talk about our budget but trans is used for cash flow purposes and there is a another board item that's coming that we are anticipating issuing a 235 million dollar trans and it's a short-term note and what it helps us is bridge the gap for our funding fluctuations between july and december until we receive our first major property tax payment in december and then the trans is paid for 100 in the year that we borrow and we do repayments in december and april uh and then just to note um we for trans tomorrow we're actually having our rating presentation with standard and poor's and then they will come back with their um the rating next week and then we will close the trans in july and then we for many years we've maintained

120our sp1 plus rating so we're hoping to continue with that okay uh and then just in conclusion um is this is our first reading of our district's budget for 2223 and then we will be back next week with the second reading and asking um for approval as you know we know there's a lot to come so there's you know many positive changes for our budget we will continue with our funding advocacy at the state and federal level and then just as a reminder anything significant that happens with the state budget we are required to revise our budget and submit to the county office of bed within 45 days of the date the budget has been signed and that concludes our presentation um we're here if there's any questions thank you just to translate you told

121her she was translating right some of this we've heard your report tonight we vote tonight on the trends yes uh so that that's temporary those are temporary funds that we need to smooth out our spending uh and every institution of our size does something like this if you're funded by the government which comes in when you write your property taxes twice a year so with that are there any no comments from public and board members do you have anything okay very good so let's vote on the trans issue so we'll vote on h4 i need a motion first from somebody don't move macquarie thank you dr mike and a second on that is from uh vice president bazo thank you and with that uh our student board member would i okay dr mike hi and

122um trustee biser hi and the rest of us are voting on the uh dyes so that passes unanimously with the student board member concurring with us so thank you for that update and we know that we're still waiting for the state to give us all the good information so thank you for keeping us posted let us move on now to item h5 which is a resolution authorized and projected debt service schedule for prop s bonds and um all the other bonds i'd like a motion on that one barrera and the second from visor i mean basel thank you and with that no speakers on that matter so our student trustee hi i uh dr mike aye trustee biser and the rest of us are voting on the electronically we're voting yes thank you so that

123passes unanimously with the student trustee concurring and we move on to item h6 which is a resolution on demonstrating an intent to grant permanent easement and right-of-way for water facilities to the city of san diego on a piece of property at moore's high school still moved we have visor and barrera so no comments and student trustee aye thank you dr mike hi i'm mr advisor thank you and the rest of us are voting electronically and that passes unanimously with student trustee concurring with us and it moves us down to thank you all item h7 so moved thank you trustee biser and the second on it from vice president basel and no speakers again so um let's vote on it hi thank you hi hi everybody dr mccrary i see your hand and the rest of

124us are voting and that passes unanimously again with the student trustee con current and are we at the superintendent's consent agenda so moved uh your second i did you have any exceptions on here at this time and we there are a number of uh items that were withdrawn from the consent agenda i just want to make sure it's in the record okay let's see items i 8 24 25 59 and 64 have been previously withdrawn from the consent agenda okay did everyone get those items that were withdrawn on the agenda 8 24 25 35 59 and 64. okay so we have visor and patterson doing the making the motion and seconding it are you good i'm going to insane on i 22. 23. you can't put on that one okay thank you so the ones

125you can vote on trustee patterson the one you can vote on what is your vote i i okay thank you dr macquarie hi uh mr advisor trustee visor hi and the rest of us are voting electronically thank you again that passes unanimously with a student concurring except he's withholding on 22. that takes us to the public uh participation we have non-agenda items and we i mean non-agenda speakers am i seeing six of them is there another one we have seven in person and one virtual uh susan ravalette ben richards jennifer mullane almond katy palacios abigail palacios christopher lavelle and khalia perez and then the virtual is rey on bellies i would like to get the virtual first and then the others can come on down be generous give you three minutes do we have our

126virtual person online oh please unmute yourself um ray hello ray bullies okay we'll do you at the end okay let's move forward with the first speaker i called in person susan let's see ben followed by jennifer katie abigail christopher all right good evening everybody i'm ben richards you've seen me here before regular guy veteran t-ball coach active in the community parent of elementary schoolers at spreckels elementary school i was very reasonable last time i came up here before you and i respectfully requested to be notified if my little children attend the math club the art club or the science club i especially want to be notified if they attend the spreckels elementary school lesbian gay bisexual transgender queer club like i said i'm not anti-club all the parents i talk to we're not anti-club we're

127not anti-lgbtq it's a nice safe space for the kids the kids needs a safe space but i want to be notified if they showed up why because we have six-year-olds seven-year-olds they can show up to this club they can talk about their sexuality they can have discussions they can ask questions like that i'm an involved dad i want to be involved with that i want to be able to follow up they can ask questions about their genitals they're six or seven but not one day after i respectfully requested that from you all you had liseth luna email me the answer was no for two reasons reason number one first because by law you cannot out students to their parents regarding their gender identity i agree with that that makes sense you have to have some

128sort of uh privacy there especially in high school middle school we're talking about elementary school and by the way that logic doesn't hold up because anybody can show up to the lgbtq club whether they identify like that or not so just by showing up and me being notified that doesn't out anybody so you know that that logic doesn't hold up the second reason was simply that you're not required to notify parents well here's a way forward for all of us to be inclusive to everybody and to me to all the parents that i'm talking to okay here is e 5145.6 this is a list of notifications that are required pages to all the parents so i'm asking you mr michael mcqueary i know you're listening you're not here but you're listening our school is in

129your district sir will you help us will you help people like me and at this i'm not i get it i'm not talking about high school i'm not talking about middle school i'm talking about elementary school students will you add this will you make an addendum can i get on the agenda can we debate it please can you help me i'm asking for help no and the reason is because what you all want to do you want to create a special relationship with my little kids thank you and create an environment where they can come and talk about their genitals and talk about their sexuality and you want to hide it from us thank you and as i will say the one last thing i'd like to say a wise man once said no non-pedophile

130would want to discuss sex with somebody else's kids dr jackson you said no to me it's messed up parents where are you parents stand up thank you how dare you hi good evening my name is jennifer melane almond i've been a parent at san diego unified for 11 years i have a high schooler and a middle schooler and i'm here today to advocate for mental health services at the school i personally dealt with some mental health with my older one this year and you know i'm lucky i have the resources to be able to get him the help he needs however even with that he took upon himself to reach out to the counselor and ask for therapeutic services at the school i feel like it's very important based on the decisions that have been

131made around covid and house school that we really have an epidemic of mental health with our students i've heard this from lots of parents there's a lot of anxiety they're really dealing with a lot and i just want to advocate for the board to put money towards having licensed therapists at the school on a full-time basis especially at the high schools we've seen a lot of tragedies around the country and we all know it comes back to mental health my son also had a friend whose parents didn't believe in mental health and i feel the school like we provide food services can provide these services to kids who really need the help i was reached out by the therapists at the school and said that they will not be back next year so that's why

132i'm here today to really say i know there's a lot of issues with budget we saw the budget come through but i think this is something very important that we need to do to help our student body going forward i'm very happy to advocate or help i've also talked with the principals at the school to say you know this is something i'm willing to put in i think also we have to provide the kids maybe with assemblies or something to get the stigmatism of mental health going forward as well so i appreciate your time tonight if you have any questions please feel free to reach out to me i'd be loved to be an advocate for this subject thank you katie katie uh bless you good evening my name is katie palacios this is abby

133i'm here to represent ross elementary i'm parent to abby and jack who have just completed third and fifth grade at ross i am also an educator myself i am a full-time tenured faculty member at san diego mesa college equity is at the core of the work that i do as a faculty member and it's why i'm standing before you today ross elementary is about to lose ms williams our dear equity-minded community building counselor she is lcap goal number one embodied at ross elementary and we're about to lose her she had been bundling her counseling position at ross with another school to give her a full-time position and we were excited when our local governance committee voted to allocate funding that would allow ms williams to stay at ross four days a week instead of three

134but now however we've found out that her position for next year is a 0.8 stand-alone position and this results in a salary reduction for her as it prevents her from being able to bundle it with another school that salary reduction for ms williams would have to force ms williams to leave ross and look for another full-time option so i'm here on her behalf there's others as well to speak on her behalf to ask you to either find some additional funding to support ms williams at ross full-time five days a week or restore her position back to three days a week so that she can bundle it with another school you want to build quality neighborhood schools you do that at ross our neighborhood school by funding ms williams position full time she's the reason that

135i even gave our neighborhood school a chance by the way my kids were at thrive a charter school whose charter wasn't renewed three years ago when i found out that ross my neighborhood school had a counselor to focus on social emotional learning mental health issues i decided to give it a shot three years later was still at ross because of ms williams she facilitates monday morning assemblies teaches seven habits abby will tell you more about how great she is and what she does at ross but the sel survey data at ross shows significant growth in all areas over the past six years that ms williams has been at our school the secret sauce of teaching and learning isn't such a secret to us anymore it's all about building relationships and that takes time and intentionality

136and empathy so please show the same empathy for ms williams as she has shown for our students over the past six years now abby's going to share a few words that she wants to say about ms williams good afternoon my name is abby palacios i am here to talk about miss williams i have many reasons why she has to stay here at ross but here are some of them i have been at ross elementary since third grade and miss williams has been a crucial part of my learning experience since then miss williams has helped me by being a better leader and i speak for and i can speak for many of us she helped us students at ross elementary by raising our confidence without miss williams our school would not be the same she creates

137leadership clubs so that all of us can work together on projects with friends that maybe aren't in our same classes she has helped us with the yearbook along with morning meeting assemblies morning monday morning assemblies without miss williams we wouldn't have school spirit days or fun activities that she helps to organize ms williams can't leave ross because she is like a wood plank in a bookshelf without it the shelf falls please allow miss williams to stay at ross thank you for listening thank you thank you thank you for advocating very good christopher lavelle we need miss williams to be full-time in fact we need to miss williams going to school was difficult for me miss williams made the hard days easier for me she not only helps me but helps other kids we need her

138all of you have someone to talk to when you have problems many of my friends do not except for miss williams well thank you thank you christopher [Applause] and we have kalia perez yes good evening ladies and gentlemen my name is kalea perez and i have attended raw since kindergarten i'm here to speak to you about our beloved counselor miss williams as you have heard in earlier testimonies miss williams may not be able to stay at ross elementary next year due to her position being reduced to part-time i would like to express to you why i feel it is so important miss williams stays at ross miss williams has helped so many kids including myself and if she leaves so many kids will not be able to see how wonderful miss williams is one of

139the ways miss williams has helped me is in student council in the student council we created the yearbook we had so much to do in so little time but thanks to our wonderful counselor miss williams we finished it and we could not have done it without her i'm sure my classmates will agree miss williams has encouraged us to do things we didn't think we were capable of she has encouraged us to she has encouraged us to use the eight leader in me habits that help us develop better leadership skills one of those habits being find your voice if it weren't for miss williams i probably wouldn't be even have the courage to be up here right now so today i'm using my voice the voice that miss williams helped me discover to help the community

140the ross community as you see ross needs miss williams this is why we have come today to show support for our wonderful counselor miss williams thank you thank you thanks to our students and with that we have array um right here online virtual can you unmute yourself please yes thank you hi this is ray i thought i wasn't being allowed to speak tonight so i don't have my prepared remarks because i signed up after one o'clock the reason i was wanting to talk to the board is my concern about the safety at our schools especially after sandy hook and some of them the most recent one in texas um i have grandchildren in the district i have four of them and they go to different schools and so i'm not familiar with all of the

141schools but i certainly am familiar with the ones that they attend and though i did especially at the end of the school year look closely at the school classrooms to see what kind of protections they had there certainly is a lot of room for improvement i did listen to the bond discussion and the budget but i didn't hear anything that would address the concerns i see at the school so when i'm out picking up the kids after school i talk to other parents and they share my concern so i'm just wondering if this school district is going to address that in any more detail or if that's just something that will wait and see the next school because the only reason children haven't been hurt in the last couple of weeks is because nobody wanted

142to because if someone wanted to they would do exactly what they did in texas and they would do it in our schools thank you okay thank you for your comments in on the issue of safety we will definitely refer to the superintendent thank you for sharing with us and i want to thank all of you for providing your comments this evening to the board and the superintendent today we we really do appreciate your input and please know that your perspectives are listen to it and we um they do help us when we make decisions like to say this concludes the agendized business of the board and the next regular meeting will be held one week from today june 28th at five o'clock pm thank you and this concludes our meeting thank you guys you
