012forward to the board members look forward to this in particular and we'd like for them to tell us about themselves what's going on at their schools academically and otherwise and where you plan to go to school etc and we're going to start with thierry jones at lincoln high school who's the asb president there and then anna zeldin from i hi virtual academy will report on their activities take it away hello everyone and good evening my name is tiari jones and i am a senior at lincoln high school i am the asb president and i have been at lincoln for four years now today i'm here to highlight some of our academic and social excellence this academic school year and now although we are still shaking back from the pandemic and adjusting to our new normal
013i think we have made some incredible progress this year first i would like to go over our academics and i would like to first give a shout out to our teachers mr ochoa mr hash gately and mrs reynolds they all made me feel as though i'm prepared for higher learning and higher education another thing that i would like to look over for our academics is our junior achievements which we've just started this school year as well as our hornets rising which is what we now call award ceremonies and we also have career pathways which is something big that we started this year which we are in partnership with city college and we also have signing day which is a new um what would you call it tradition a new tradition that we've started at lincoln
014high school where all of our seniors come in one day family and friends bring them all and we basically just give you a ceremony where you guys are going to college where you guys are going to sign to sign off to and we also have workforce wednesdays which is every wednesday we have different people from different organizations and different businesses basically just come to campus and talk to our students about how to get into that profession and what steps to take as far as going into that direction and that schooling and things like that and i would also like to give a very special highlight to a week that we had dedicated to solely focusing on college we had fafsa day which was one day that we had solely focused on filling out all of
015our fafsa and i would like to say that lincoln has the highest pass for completion in the whole in the whole district for the class 2022 so that is a very job well done and we also had an hbcu day which is a day dedicated solely to focusing on hbcu applications we also had a uc day and a csu day and for our social academic our social excellence we have been building a culture calendar this year which is focusing more so on our campus and things we do as far as portraits around campus and cleaning up around campus and different things like that and we've also had a lot more student participation this year as far as spirit weeks and we've had different um we have spirit weeks we've had dances we've had different things
016with our teachers just all school year long we've done different things like that we've done a lot of awareness days as well this year where we've had a lot of different participation and we've actually brought back our green and white ball for the first time in 15 years which was a very big deal for our school and our community and it was a great great turnout thanks to our asb of course and we've also have a lot of student attention this year we've had some attention from the san diego opera one of our students all of her artwork actually was displayed in the opera this year and we've also had our first high school internship with gino matica excuse me for my senior right but gino matica and we've had our first internship with the
017ob gyn at radi children's hospital so once again it has been my very big pleasure to join you all tonight and just to brag on my campus a little bit i believe that this school has done a very beautiful job an incredible job preparing me to further my education back in december i applied to 29 colleges and fortunately i was admitted into 25 of them so this upcoming fall this upcoming fall i have chosen to further my education at the illustrious clark atlanta university and i know there are a lot of assumptions and false accusations about lincoln high school and the media but i would just like to say it has been my absolute honest pleasure and honor going to lincoln high school for my high school dinner thank you awesome wow thank you that's
018all we can say as well yeah yeah wow drop the mic [Laughter] they're attached okay let's hear from hi my name is anna zeldin i am the asb president for i high virtual academy my school is a virtual school so most things happen remotely some activities that we're currently working on right now are a virtual talent show that's going to be happening on may 18th on that same day we will be also hosting a art showcase and then that later that same day we will be having a rubio's fundraiser for our school last week on wednesday the 4th we hosted a teacher appreciate appreciation event at the i high campus where teachers were able to meet in person as of right now moving forward we are planning a senior event for all seniors before they
019graduate as far as academics go we sorry as far as academics go we don't have semesters instead we have quarters so we have a final each at the end of each quarter our school goes from k-12 we have different teachers for each grade since this is our first year of being an online school we are trying to make our school more of a fun environment and also give the resources that the students need in order to succeed about a little bit a little bit about me is that after i graduate i would like to go to grossmont college and then transfer to point loma nazarene to become a nurse we can't wait we can't wait to see the progress we're going to make within the next couple years since our school is a this is
020our first year being an online school and we are still trying to figure out ways to make a more fun environment and have the resources that we need for the students yeah thank you for your time and i hope you guys have a great night thank you emma thank you she's that's pretty brave for you to come you guys have been virtual all year round thank you for coming thank you participate does anybody want to say anything otherwise we'll move on to yes zach well two really really incredible reports congratulations that's so exciting uh and i really appreciate both of you sharing what you love about your schools i always think it's interesting to hear how two different asp presidents who are in really two completely different environments one virtual one in person i think
021it's always valuable for us to hear about how you build community right we've just spent the past year and a half how did we build community during covet and i think you do such a great job sharing that and then hearing what's going on on campus and in college support going through the process i think we see how overwhelming it is and what that looks like so two incredible examples of what we as a school district are seeing our campuses do to meet the needs of the time so it's really exciting thank you thank you trustee patterson now we'll move on to our superintendent's report thank you and thank you i agree amazing reports and good luck going forward and let us know how we can help you moving forward and great shout out to
022lincoln i see principal brown back there well done i'd like to start with recognizing a few parts of our organization that don't necessarily get recognized on a regular basis and i know we just came out of recognizing our certificated staff and our teachers last week but i want to recognize that this is classified employees week and i know we will be celebrating in addition we have national police week to our police officers and you know it was really important for us as we went forward in covet to make sure that our students had what they needed and both groups of employees really stepped up above and beyond what they do every single day to make sure that our students have what they needed and then upon returning to make sure that they were remaining to
023be the backbone of this organization and i just want to give them a shout out as we go forward to celebrating them this week and every day as we proceed in the school year i also want to recognize susan barndaller who's here and the nurses tomorrow is national nurses day and so i want to recognize all of our nurses for what they do and i i would recognize that even though we really leaned on our nurses during the pandemic it's every single day that we should acknowledge our nurses and for what they do for our public health and our communities and susan i just want to thank you as a partner incredible work that you do each and every day for our students our staff our families and our communities thank you for your leadership
024i also had the opportunity to receive the community service award on behalf of the district from the chicano federation that was a great event so i want to thank them for recognizing us and i want to thank them for what they did for our community to make sure that our families and many of our communities had the information they needed to make a decision to get the vaccine to make sure that they had the ppe they needed the protective equipment that they needed during the pandemic to make sure that they had the knowledge to make the best decisions for their families in our communities and i want to thank them for recognizing us but also recognize them for the work that they did i also had a phenomenal opportunity to speak at an event at
025ucsd park and market so if you're not aware the university of san diego university of california at san diego has opened a new building at park and market downtown bringing the university from the hill to the city and i think it was a great vision based on his values that chancellor cosla was able to see this uh come to reality and they have a tremendous theater that we have access to the guggenheim family contribute contributed a lot of money and they have opened the doors to us we have an open invitation to use the theater for any shows musical performances it's a it's a black box so it's not a large but it's an incredible venue that our students going to have access to and what we hope is that our students will be able
026to ride public transportation when they're in high school to take college university courses right there through ucsd extension what a great vision and i want to thank and recognize ucsd and chancellor cosla and finally i want to recognize uh the great work of lonnie jones speaking of lincoln a former basketball coach and a great leader on the mira mesa campus on our lincoln campus san diego high school campus he is now with us he's leading our middle school athletics program and with the support of scott giusti and all of our middle school principals many of our coaches we now have middle school intramurals and we've celebrated that and i have a video that i'd like to share with you so that you get a chance to see our students in action and what they think
027about middle school intramurals and middle school athletics so if we can play that video and that will conclude my report president whitehead's painting [Music] after this great win today i think we all played well we practiced what we were going to do in the game and we achieved it i know every kid has a dream about making it to the league so i think middle school athletics is just going to help them achieve it to mr jackson i just want to say thank you to you you brought middle school athletics to us you gave everybody a chance and opportunity to show their skills and their athletics and abilities i just want to appreciate the time you took out to give middle school schools athletic chances who's going to win the championship are you enjoying your
028experience right now with middle school soccer and playing for millennial yes when i was a little kid i used to play a lot of soccer with my friends okay uh what grade are you in i'm in seven okay do you feel that middle school soccer is helping you get ready for high school yes so today your team tied how do you feel about your team's performance we did good we separated friends talk to each other what do you think it will take for millennial tech to win the middle school championship in june a couple more weeks of training and hard work good all right and ladies and gentlemen that's the top player of the game for millennial tech versus man middle [Music] so how do you how do you like middle school soccer [Music] he
029said it's like his dream and he likes it a lot how do you feel about today's game it was a tie but what do you think in the future you need to do to um for instance what do you what does your team need to do to win the championship coming up in two yeah [Music] he said to practice more and to do more passes to be able to play better how much do you like your school do you like man middle how much do you like it yeah i like it you like it yeah all right player of the game [Music] excellent they asked us what are we doing for the middle school we have the intramural program now and we of course want to expand that as much as possible so that we
030give our middle school students an opportunity to do something other than just study they can run around a little bit on the fields and learn some soccer and all the other things that are good for them so thank you for that report and with that i would like to move on to our board reports and we'll begin with our student trustee patterson [Music] thank you board president whitehurst payne i just want to share most of the i'll reserve most of my comments for the items but just wanted to share the election for the student board members for the next student board members for our school district is open now very very excited i don't believe do we have the video i believe it was too long or we do have the video great well then
031i can stop talking and we can show the video hello san diego unified students my name is zachary patterson and i serve as the student member on the san diego board of education six years ago i saw fundamental issues within our education system we as students make up one hundred percent of those who receive services from the school district and zero percent of those making decisions about what our education system looks like so i did what any good seventh grader would do and i proposed the addition of a student member to the san diego board of education and the creation of a student advisory board i now serve as your democratically elected representative on the san diego board of education and i'm incredibly excited to announce the commencement of the election for the next student
032members of our school district what is the board of education well think about it like this your school has a principle and that principle has a boss and so does the person who is the boss of the principles and so does that person eventually after a few more levels we reach the top leadership and that is the superintendent and the board of education unlike the feeling of boredom you're probably getting watching this video when i talk about the board of education i'm talking about a group of democratically elected adults who make decisions about how our schools operate the school board sets the vision for the school district and decides on everything from the school lunches that you might love or hate to the courses you are required to take to the new sports facilities that
033are going to be renovated so if you have seen an issue in your school if you believe that you are not receiving resources you need to be successful maybe you are just the one to take my place and serve as one of two student members on the san diego board of education what is the time commitment well you have to be dedicated to be the student board member this job is incredibly taxing and can take more than 10 to 15 hours per week consider it as a part-time job i play a sport and i am the student member and even then it can be a lot of work much of my time is spent on independently reading material and understanding potential changes to school district policy then there is the part a fun part of
034my job where i visit elementary middle and high schools meeting with students across our great city to uncover the issues on school campuses and broaden my perspective and understanding finally i am an equal member of the board of education participating in all discussions with my colleagues as an equal contributor with all adult members i also bring forth proposals like any other member in an effort to motivate progress on student engagement keep in mind that all expenses associated with this role will be covered by the board of education including gas reimbursement and other expenses but when i think about why i do this it's the opportunity to represent a hundred thousand students and it's something i never take for granted how exactly do you run for student board member i'm excited to share the election for
035the student board member is now formally open students can head to sandy.net and click on about under about click board of education once on the board of education page click the sidebar to student board member now up-to-date information on the election process for the 2022-2023 student board member should be shared with real-time updates a few dates for you to keep in mind now documents of candidacy are required in order to run for the office and students must turn in their documents of candidacy by wednesday may 18th in order to run for the role keep in mind that to run you must either collect 200 signatures from san diego unified school district students or 10 percent of the students in your school whichever is less second on may 21st a saturday please keep your schedule open
036because we will be having our meet the candidates day which will be your opportunity to share to students why you are the person that's most qualified to serve as one of the two student members of our school board finally the election of the student member will be held from monday may 23 at 3 pm to tuesday may 24th at 3 pm results will subsequently be shared privately with the candidates and then released to the school district the student board member will be sworn in on june 28 so if you're already falling asleep now because you're board of education well then maybe you should join the board of education if you have any questions feel free to email s siders at sandy.net that's s-s-e-i-d-e-r-s the at sign s-a-n-d-i dot n-e-t and we are happy to help
037good luck to all candidates running for student board member and i'm excited to see a future for all of us in san diego unified thank [Applause] [Music] you you that's great very well done that's why you're going to duke right okay all right that was just a sidebar let us move on and we'll do trustee barrera yeah i just want to um give a big shout out to the fern street circus i don't know how many uh people are aware of absolutely one of the great organizations in our community that been both performing for the community and training young people in our community for two decades and they've now just about completed a neighborhood tour where they're going from neighborhood park to neighborhood park i had a chance to join them on sunday at whiteman
038park uh over in uh trustee whitehurst payne's district just you know a fantastic experience for families uh and uh of course for the students who get to learn and uh and and participate and perform in the circus that was great i also uh were at an important time right now for families because there's the opportunity to sign up both for our summer level up program and i think we've been sending texts out to uh to parents uh a whole variety of programs in our community for free that you can sign your students up for this summer as well as parents of four-year-olds or students who will turn four have an opportunity to sign up for universal transitional kindergarten so that's a full day program again free uh for for your students and we especially want
039to make sure that um in our schools in our san diego high hoover high crawford morse and lincoln clusters we're getting our families to sign up for utk so please take advantage of those opportunities thank you thank you and now we will move on to let's just do you since we're all down here vice president thank you president whitehurst payne so last time i spoke about vapa the visual and performing arts program and i'm going to continue that trend this time because i went to some fantastic um events uh the first one i'll just share is about uh it was at the ready shell this past weekend if you guys don't know where the rainy shell is it's the the new ve well the this the san diego symphony has been playing there but it's
040been updated and upgraded and it's an amazing um and professional level you know rivals other um you know large symphony orchestras in in cities across the country as far as uh venues and it's an outdoor venue very huge uh shell looking so that's why they called the rating shell um and we had our we had uh several of our high schools that were able to perform there and i was able to introduce uh madison um mira mesa and scripps ranch and i want just wanted to share that we had not just you know the the the orchestras that had the most experience but we had um programs from across the district for example madison their program there they have a he's in his second year i believe a teacher there and there were students that
041had just started playing uh are now playing two and three instruments it's hard enough to just play one instrument and just sounded amazing and then of course uh the mirror mesa band and orchestra as well as scripps ranch kind of finished us off and i know there were other um groups there from across the city and i'll let my other colleagues mention i remember patrick henry i know there were some others but i just wanted to share that that was such a nice partnership with the san diego symphony and they gave the venue to us at a very reduced rate and we're very appreciative of that and hope we can continue to have that performance each year and the second one i went to was the san diego creative performing arts high school what did
042uh tommy this was last friday and um superintendent jackson and myself got to attend that and it was amazing i mean it rivaled any you know professional performance and uh you know if you get a chance i just encourage you to go down there and see these kids perform it was incredible i mean i was humming the tunes for several days afterwards they were staying in my head but it was it was fantastic we got to see the um the the area you know go backstage and get a little tour and talk to some of the students and i was just so impressed and so proud of our vapa program and what they bring to our our students and so just wanted to share that with you all this evening thank you and now we
043will move to trustee visor thank you president uh whitehurst payne first i want to say uh what a great job trustee patterson did with the video i was wondering if there's some way that we could not put a button on the home page of the website so students that are interested in running for the position could just click it and it could take them directly to the information that they need to apply and i think that maybe we ought to try to get this video that trustee patterson created and also put the video on the home page of the website let's try to encourage as many students as possible uh to be aware of it and for those who that are interested to apply um i also uh want to thank vice president bazo it
044was great to see vice president obazo president waiters paying trustee barrera and you know our director of vapa rus sperling at the the shell this last weekend uh the high schools did an amazing job with their orchestra and their concert bands it was an honor to participate in that and uh i just want to a strong shout out to the heart and soul of the arts program at uh patrick kennedy high school matthew kalal did a fantastic job not to be uh outdone by the other music teachers and orchestra leaders thank you very much it's it's so wonderful to be a part of a school district that has a vibrant music program in all of our schools thank you thank you trustee biser and now dr mcquarrie yeah thank you so last week we recognized
045teachers of the year and one of the honored teachers was joe paulson who is doing great work with students at marston middle school in the claremont cluster training students in the use of multimedia to do school reporting and produce a weekly school news report this week i want to continue to highlight the importance of developing multimedia skills so our students can develop and apply their learning of computer assisted communication skills critical and creative thinking and collaboration skills in identifying and solving problems in their local communities this video that i'll feature tonight is talks about students at montgomery middle school in the kearney cluster who are participating in a pilot program that engages students in learning and applying multimedia skills to identify and solve local community problems we play the video this classroom is filled with
046innovators students who are here to collaborate on solutions to problems like san diego's traffic we decided to create awareness and educate people on public transportation that we already have in san diego like the trolley system all this week these teenagers from schools in the linda vista area have worked in teams to identify a local problem interview expert civic leaders and then prototype and pitch their solution to the community part of that is the communication piece how do you ultimately create a new project and create something and then you know pitch it and get other people's buying monty kalish is part of the team from the university of san diego jacobs institute teaching students this pilot program is a partnership with the san diego county office of education and cloudcast media the final product is a
047podcast welcome everyone to the impactful sandbox podcast each team addressed a different problem and then used a microphone and their new found interview skills to communicate their plans so you're building a website as part of the prototype is that we were saying camila jj and ryan tackled the issue of how to find a high-paying job in the aftermath of the kovid devastation my dad lost his job and he had to like just he had to work a lot to find another job it was really hard for us many families suffered the same problem now for a solution we made a website to help people that weren't qualified for a job to get the job or get the requirements for the job the young podcasters ended up helping themselves and having some fun this spring break
048too it helped me a lot with improvising and just talking more clearly i like talking a lot i like talking very loudly sometimes i like talking to other people because i like seeing their thoughts and views on things the pilot podcast program this week was a success and there are plans to expand it across the county this summer so stay tuned for many more students who want to have their voices heard mg perez kpbs news thank you dr mike trustee mcqueary i would like to just say for my report um just know that we're out and about thank you sabrina for bringing up the brady shawl in our schools moore's high school was there and they were just impressed that they were able to even go there i mean it's an excellent venue and to
049have them there was wonderful the other schools that didn't participate this year will participate next year and we're we're grateful to that i went to stephen luck's event at crown point and that was a very nice event for some of the of the schools involved um the lincoln high prom the lincoln high got a contribution from a citizen to help out with their prom ten thousand dollar donation so we we thank him uh for that donation i also attended the bapa arts recognition um event they had for arts at in the north park on 30th street they had some wonderful art there and our students are competing there i liked number 30 i believe in number 11. so um that was a wonderful event and i want to get everybody on that i just want
050to focus for one minute on crawford high school last night i participated in their cluster meeting and one presentation that stood out for me first of all that they had a lot of winners um but i like the way they're working together as a cluster and um we have a teacher of the year there also at clay and they have some other programs there that the other members of the cluster want to follow and there was a presentation by a special education resource teacher i believe she was she's talking about the learning loss there are applications out there now for students who experience learning laws and if they want to participate in a summer program go online i told them they need to really push it there's some comp ed funding for them to to
051they didn't get compensatory education during the covet time and now they've created a program that goes beyond the level up program in our regular summer program so please go online ask about it if you have a an iep out there asks whether or not you can participate in this learning loss program and i believe it's in late july early august you know more about it than i do but please go on the application on on our website and see whether or not you can participate in that for the summer because it's an excellent opportunity to get an extension of the school year and do some compensation thank you very much and thanks to all of you board members for your report now let us move on to item e1 i would like a motion on
052this item okay barrera and uh visor and e1 we do not have any requests for public testimony uh any comments from the board members before we vote none okay so with that trustee patterson hi uh thank you trustee macquarie aye trustee biser aye thank you and all the rest of the board members please vote and that passes unanimously with a student board member concurring thank you for that item item e2 the calendar you i want to say something about this thank you president dr whitehead sprain uh as the the board knows following the approval of the 2223 calendar the board asked staff to go back and work with the calendar committee to look at the possibility of ending the first semester before winter break and the calendar committee which is made up of our cacs
053from our special education department and division to our dac on district advisory compensatory education as well as our dlac for our students who are multi-language learners as well as labor leaders students as i want to emphasize the importance of as trustee patterson said of student voice as well as district staff uh have met five times uh since then to see what the reality was for 23 24 in moving that up and before you this evening we would ask that you would approve the calendars for 23 24 and 24 25 and the reason we're asking this is uh when looking back to try to accomplish the goal of ending the first semester before winter break we recognized that we needed two weeks and we were going to take those two weeks from the beginning of the
054school year so we currently see ourselves beginning in late august two weeks would really push us back to august 7th we realized particularly our labor groups recognize that our district calendars our work calendars our work year calendars from our administrators as well as impacts to our summer learning programs would be impacted if we were to do it in one fell swoop uh with two two weeks trying to capture those two weeks and the reason we needed two weeks is we currently have 16 weeks in the first semester we go into winter break and we come out of winter break for a couple more weeks to complete the first semester and then we get into the second semester after winter break currently there's 20 weeks and so we had to capture those as i mentioned and
055i want to thank maria montgomery and callie harrington for working closely with the calendar committee and working together uh to put this proposal together which is supported by the calendar committee and so we would not realize the initial goal of ending the first semester in the 23-24 school year however we will realize it in the 24-25 school year so we just needed a couple of weeks in the 23-24 school year we will see a beginning of the year one week earlier than current so it'll be august 15th i believe and the following year 2425 we would begin august 7th and we would be ending the school year at the end of may rather than mid-june so that's where the two weeks would go if you have any questions we have maria montgomery who can answer
056any questions and i'm also here to answer any questions but i would uh certainly ask that the board approve it this evening so we can begin publicizing as we uh re we heard from trustee visor to get trustee patterson's link up i think it would be helpful for us to get our calendars up and start to publish this for all of our families and our community members and our staff thank you we'll get the motion on the floor and then we'll discuss i'll make the motion thank you in a second bye thank you vice president bazo and now we have no comments from the public so any discussion yes trustee patterson yeah sorry i didn't i didn't ask this earlier from stuff just to clarify that transition year what is the number of weeks after
057you get out of winter break that you that finals happens does that time period shrink yeah so we would start for the 23 24 school year just the transition so we would start a week earlier and then you would have one week less after you return from winter break that is correct okay got it yeah that yeah i'm sorry i apologize for not realizing this no there earlier it's just obviously that's really really freaky for winter break purposes and i mean to go right into finals and shrink that time definitely yeah i i certainly uh maria will speak to this and would encourage any educator to have finals before winter break maria hi so in the first year of the proposal that we have that issue did come up and i want to thank the
058board for suggesting that we include student members in our committee because it was actually a student member who started to figure that out and think about what they would prefer and what ended up happening is what we did is we did have a discussion about perhaps having finals and the end of the semester break actually two weeks into january which would occur after the martin luther king holiday the students on our committee did say that they really appreciate having that three-day weekend whether it's used for studies or just an extra little break prior to finals and so we counted out the semesters and checked with our department in leadership and learning to make sure that we could have that happen because of exactly that issue not wanting students to go through a two-week winter break
059and then return to take finals right away in that first year second year will not be an issue because the semester break would end prior to the winter break got it so does that mean just sorry i'm just pulling up just have the calendar up right now so the status quo right that it you're you you take it right before winter break even though the semester hasn't ended yet is that sorry i always apologize just a little bit confusion that could be a teacher discretion but what we what we thought we could do and we did this in collaboration with leadership and learning is create that first semester in 2324 to have 18 and a half weeks going all the way through to the 19th of january so that that would in effect give additional
060time for students to be able to study without it having impacted their break their winter break okay got it and that's being that's just that'll go and that'll be discussed with bargaining units right for just to talk make sure teachers are aware at least yes okay perfect thank you thank you any other comments or questions from board members then on trustee patterson let's get your vote i'll vote i thank you i dr mccrary and the rest of us just vote electronically that passes unanimously with the student board member concurring thank you yes thank you i knew it was difficult and we're glad that you got it done that's a big part thank you item e3 and i do know we have a virtual speaker on that but superintendent jackson would you please introduce us we
061do thank you uh president dr whitehurst payne this is an update on our local control accountability plan goal number one and we do have a great team here kate mcdevitt our district wellness supervisor in the nursing and wellness division and we also have susan barndaller here thank you so much for joining us and they will be presenting an update as as you know our local control accountability plan goal number one really focuses on cultivating inclusive anti-racist and restorative schools classrooms and our district with an emphasis on wellness which has been a priority of ours and i know that kate and susan will represent all of us as as we present this uh evening so i will turn over to you thank you so much all right good evening everyone i'm kate mcdevitt the district wellness

063wellness policy the county of san diego reflected that san diego unified's prioritization of the whole school whole community whole child model is exceptional and hopes that our district continues its great practices to follow the coordinated school health model through the lcap we're called to continue implementation of the healthy schools program bridge health equity gaps for students by providing inclusive spaces for youth to access resources and expand wellness services and opportunities for adults in order to enhance their well-being school wellness coordinators are the heart of our healthy schools program this year 255 staff members were appointed to focus on the health and well-being of students and staff in their respective school communities we provided these site-level champions monthly professional learning funds towards school wellness and support as they successfully engaged more than 600 staff 150 parents
064and 255 students in assessing and designing solutions for their school health environments student voice in student health has always been foundational to our district wellness initiative and our healthy schools program new this year as part of a photovoice project our student wellness ambassadors are actively sharing their opinions and points of view by taking pictures that relate to well-being and how it's practiced on their campuses their ideas and solutions have then shaped the student wellness goals designed by the school wellness committees in alignment with our lcap goal to provide inclusive spaces for youth to access resources our five high school wellness centers this year redesigned their on-the-go pantry delivery model to successfully increase student interactions tenfold over the 2019-20 school year and supported equitable access to hydration by distributing 5000 stainless steel water bottles our 12
065healthy start sites coordinated by san diego bayside community center and ymca provided school community integrated services to improve the lives of children and families we are thrilled that the healthy starts have projected a 50 percent increase in work shop attendance since 2019-20 by increasing virtual offerings and they will be providing youth leadership opportunities during the summer months through the district's level up program our efforts in employee wellness are guided by our employee wellness subcommittee which meets monthly and reflects representation from school and central office staff california schools viba kaiser united healthcare optum american heart association healthier generation and health corps in alignment with our lcap goal to expand wellness services for adults this year we launched a new staff wellness website a monthly newsletter reaching the 14 000 staff and coordinated programming that includes monthly
066professional learning on key health topics as well as quarterly health challenges we continue to seek monthly input from administrators school wellness coordinators and our colleagues to help address the most pressing needs of our employees and provide the right resources at the right time each year the healthy schools program through the healthy schools program our goal is for school wellness committees to assess the health and wellness needs of their school and design wellness action plans with solutions this year there were strong trends in school wellness committee selecting to work on classroom calm corners providing health education such as mindfulness and nutrition education and designing supportive spaces for staff in a recent state collaborative meeting the california department of education said san diego unified is a model for local wellness policy implementation as we continue to provide
067inclusive spaces for youth here you can see a student in our student interactions by type within our wellness centers with more than six thousand total student interactions logged in school health network our aspiration is to expand our wellness centers to all 16 comprehensive high schools in the future with the additional resources required the healthy start collaborative began in 1991 in order to provide better integration of community partner services on our school campuses at the time of our mid-year reporting our healthy start coordinators had over 18 000 encounters with students and families representing 2800 unduplicated clients and our district wellness initiative has been recognized at the local state and national level we're a five-time winner of the american heart association workplace health achievement index a recent recipient of the california green ribbon schools award and each
068year are seeing increased numbers of our schools receiving the alliance for healthier generations america's healthiest school award this year due to our the efforts of our school wellness coordinators we're proud to share that 18 of our schools are on track to receive that award building on our existing efforts the district wellness council will be prioritizing partnerships to support health promoting environments social drivers of health staff well-being and family health education and we will be working in collaboration with our student wellness ambassadors to ensure that their voices are central in our future steps in the interest of time i'm not going to play this video from the student wellness ambassadors at normal heights but i really encourage you to view this video on board docs it's really wonderful are you sure they would be so happy
069i just was worried about signing okay okay um i might need i might need help on how to play it i'll try let's see if that does it i don't know how to i don't know is there anyone i'll play it out there okay it's a wonderful video okay thank you for trying that um in closing uh as we're uh waiting for the video in closing we're asking for board approval of bp 5030 our district wellness policy this is our guiding document for the district's efforts to create supportive healthy school environments and for our students staff and families and since december 2022 a task force of the district wellness council has been meeting to improve our wealthsat score and ensure continued alignment with our state and federal guidelines you can see a summary of the
070proposed revisions reflected here and i just want to say with the board of education recognizing the strong relationship between student health and the ability to learn we are really proud to support the health and wellness of all members of the san diego unified community thank you [Applause] now you have all of us curious you want to see this video it is a very good video it's worth the wait okay um i would um like to get a motion on the floor first before i think second thank you and we'll just um listen you're busy can you just can you do the virtual person here madeline mortis how about now can you hear me yes we hear you okay perfect well good evening superintendent jackson and district board members my name is madeline morich and i
071am a program manager with the alliance for healthier generation and in partnership with kaiser permanente healthier generation has been a national partner for this district since 2014 and as a national organization we work with schools and districts across the country to improve the physical and mental health environments for students staff and families and unlike many districts across the country that have put wellness on the back burner during this pandemic san diego unified recognized early the importance of supporting physical and mental well-being to create more resilient communities during this trying time so over the last few years san diego unified has been able to make sure that all schools have a school site wellness coordinator and the district wellness program supports these coordinators through monthly trainings that help them build a school wellness committee assess their
072school for wellness strengths and opportunities for improvement and create a realistic action plan to improve the well-being of their students staff and families beyond engaging just staff members the wellness program has created increased opportunities for students to get involved in wellness allowing them to voice their opinions and have a real hand in developing solutions that will impact their whole school community and as a testament to the district's commitment to wellness san diego unified has doubled down on wellness by providing covert relief funds to all schools in support of wellness at their sites and these funds have been used by schools in a variety of ways such as to purchase classroom calming kits to support students social emotional health or to purchase school garden equipment to create a therapeutic garden experience as well as provide nutrition
073education and healthy produce for school communities or to help renovate staff break areas to help staff foster mindfulness reduce stress and create healthy habits and that's just to name a few because of the district's commitment to wellness through its school site wellness program san diego unified is being noticed on a national level as true trailblazers in wellness and additionally like kate mcdevitt said over this past year she's convened numerous stakeholders from across the district and community partners to update the district's wellness policy and the updates made really exemplify the cdc's whole school pulse community whole child or risk model this policy provides strong language that supports both physical and mental health as students as well as addresses the well-being of staff and families the district's wellness policy recognizes the impact of health and well-being on
074student achievement and is truly a model policy to be replicated nationwide so i just want to voice my support and thank you for your continued support for wellness for san diego unified staff students and families thank you thank you and i understand we're not going to be able to show it but it's sad we want to see it we'll get it yeah email it out to us and slash it on the website so we all can see and now uh from the board members yes trustee yeah thank you so much kate and susan incredible work and i know um it's work that has uh really developed quite a lot over the last several years i was uh struck by 255 wellness coordinators in our schools where was that say two years ago or three years
075ago to you in our first year we had uh one and as at each school and really we were around 165 yeah and what we've seen is that 31 of our schools this year decided to designate two yeah um so i think that that's testament to putting more uh our resources towards this yes and we really appreciate the principles for doing that one thing that i would ask uh in uh in future updates and this is something that we've talked about with some of our other areas you know particularly in areas like this that are such a priority for the district what's really helpful i think for us as board members is to give us a kind of a picture of where do we want to be three to five years from now what are
076our big goals our big outcomes that we want to reach and then where are we now you know along that journey and where were we say two or three years ago so just giving us a sense of you know where are we really trying to get what are the key metrics that we look at to uh assess um whether we're you know meeting the the goals that we have and and where are we along the way so and i know you've got a lot of that you know embedded in the um data that you presented tonight but just kind of a picture like that would be great yeah thank you yes yeah i had a technical question to begin with and then just a comment i wanted to understand how how does the site get
077selected to have a wellness center on it what's the process and who gets prioritized so the wellness centers were launched in and we really did prioritize our top five priority high schools looking at title one at those at that time those were the needs and this did happen prior to my arrival to the district so i was not involved personally in those discussions and when i arrived those schools had been selected as we grow our hope is to expand to all 16. certainly we know there are needs at every school site but that was where they started uh with the exception i believe of what was sarah and now canyon hills where there was a high military population and that was part of the the reason to go to that site perfect thank you for
078that explanation the other thing i would just add one of the things i was talking about earlier is the importance of off of what trustee barrera was saying one of the things i'm seeing is i really want more cohesion when we talk about mental health and wellness i brought up with the superintendent earlier how sometimes i'll be up here and i'll go you know who's the person on mental health who's the who's the person on wellness and you are all doing such incredible work to some extent when and when i see these things up here i think of them as separate despite the fact that they're so closely connected so i know one of the things i'm looking forward to is thinking you know where does where does mental health curriculum come in we talked
079about i noticed when i read through the policy changes in the board policy one of the things i picked up was there were mentions of that there were hindsight curriculum talking about that but you know that's separate from some of nicole dewitt's work and mental health and curriculum there and i think when we work to create a more cohesive vision it'll be really more prominently clear on what our unified vision for wellness is and then i would also add i so appreciate your work with the wellness council and i know i know so many people are so appreciative of bringing those stakeholders together so whatever we can do to unite around the work you're already doing i think we can do our best when we're bringing in the resources that we're already doing on mental
080health but really bringing it forward with the wellness council thank you thank you thank you trustee dr mccrary or spicer i'm good i want to thank you for the excellent report and looking forward to uh seeing the uh the trends and knowing the impacts and also comparing um differences from where we have the centers versus where we don't and then wondering how we can get quicker to the providing services all 16 clusters thank you and bye sir i want to thank the staff for all their work this is addressing a really important need that we've been articulating for quite some time i'm really grateful to see it implemented in a lot of the areas that have the highest need but like trustee macquarie had mentioned i look forward to expanding it to servicing and providing
081support for all students in san diego thank you all and i i have a simple yes i'm sorry yeah thank you i i echo what my colleagues already have mentioned this is very close to my heart because i've been a health educator in san diego for almost 30 years now and so um the idea of the whole child and social social emotional health is so incredibly important and also i'm very interested in finding out more about the wellness centers exactly what they do and how we can get those expanded because we need those in all of our high schools and all of our schools frankly so love to see um you know hopefully a rapid expansion of that program across the district thank you and i'm sorry sabrina i'm glad we started with richard in
082my schools just putting it out there thank you for starting with our schools but i i have a generic question when we talk about wellness and all of us needing to do some things do we as a district have competition so that maybe everybody can be a gardener even if you live in an apartment you can have a little pot of something going on that helps you to not kill the tomato plants and or get rid of those worms those strange looking bugs that like to eat tomato plants the tomatoes on the plant have we ever thought about having a to see who's going to grow the biggest tomato or who won't kill with tomato first um that kind of thing so i'm very happy to share that we have a new national partner um
083healthcore that's actually going to be helping us to design district-wide health and wellness challenges at both the family level and the staff level so you're you're right on our path with us board president so thank you for that no somebody gave me a collet plant they didn't give me the seeds they gave me the plant first and that died and then they decided to give me the seeds and i still haven't gotten them in the ground because i think the gophers would like them better so anyway we'll do a pot hopefully we can keep them but it would be good to have some competition going there at any rate so with that let us vote on this on trustee patterson i and trustee biser aye uh trustee dr macquarie hi and the rest of us
084was spoke electronically and that passes unanimously with the student board member concurring thank you and thank you thank you all thank you and for items f1 through f5 i would like a motion to adopt the board consent agenda for those items trustee barrera and patterson i know requests on f5 i believe we do have someone um resolution in the matter of recognizing may 22nd 2022 as harvey milk day virtual joy love not there okay thank you then any board members want to discuss otherwise yes yeah i just have a comment from the student wellness education and resources committee i apologize i know i messed up in your name student wellness education awareness um and resources committee our swear committee they just wanted they asked me to make a quick comment on the mental health matters
085month resolution that correct that we're on that one perfect on behalf of swear committee mental health matters month is a critical time period of the high school experience that needs attention and lights to shine on it from ap test to finals to accumulating burnout a plethora of other stressors students are in need of hearing from the highest officials in our district that mental health does matter as a student who could not attend the board meeting tonight reading somebody else's statement due to a study session for ap tests and finals tomorrow i can attest firsthand to the fact that right now students truly welcome our trusted adults to acknowledge and generate awareness around our mental health and our mental health struggles we as a student-run mental health advocacy group aim to spread the message to the
086best of our ability and emphasize the month of may mental health does matter and mental health always matters this year we will highlight the importance of student wellness through two district-wide events what i wish my parents knew a town hall forum based around informing parents of modern teenage burnout on may 25th and the march for mental health which the swear committee is working on for mental health action in san diego unified thank you and appreciate swear for giving me that message thank you and your vote is i i trusted advisor and dr macquarie trustee i the rest of you please vote uh electronically that passes unanimously and with the student board member concurring and that moves us to item f6 and i would like to have this introduced by myself wouldn't i yes i'm the
087one introduced in this one all the speakers okay thank you and with that first of all i would like to to say that the purpose of this resolution is to raise awareness among our city and especially among our parents about the rise in gun violence especially from ghost guns for those of you who don't know what a ghost gun is a ghost gun is a gun that can be bought in pieces and then assembled at home they do not have serial numbers and they are almost entirely untraceable they are illegal in san diego city and county but they are flooding our communities we're in the middle of a public health crisis as a result of gun violence in 2020 384 people were killed in gun homicides a 35 increase in the gun homicide rate over
088that was the largest one-year increase in gun homicides on record it's up to all of us to do something president biden announced a crackdown and that's good our city and county have made ghost guns illegal that's good also now we want our state legislature to act that is what this resolution says parents need to arm themselves with the facts not with weapons we already have enough of those and in a moment i want to go to our two speakers also to captain al contreras from school police and also to a special guest we have here today bishop bowser who is the pastor of charity apostolic church also he's the program director uh from for shafa outreach and the co-founder of community assistance support team and also i want to thank our public officials who are
089are supporting us namely on mara elliott dr aquila weber who's also our council who is our assembly person and then our mayor todd gloria is also supporting us so with that i would like to bring up our two speakers the captain and also bishop bowser good evening president whitehurst payne members of the board dr jackson i appreciate the board present for breeze for bringing this issue forward ghost guns are a problem because they are in our communities our parents should know the following as it relates to ghost guns ghost guns are not toys they're real firearms although ghost guns are commonly referred to as lego guns as they are easily purchased and assembled in pieces which snap together let me reiterate they are firearms they're real guns according to national reports the sale and the
090purchase of ghost guns has increased over the past two years ghostkins can be purchased online regardless of an individual's age they also need to know that they're sold without serial numbers which presents the challenges and they can't be traced as you mentioned but lastly it's important for our parents to speak to their children for our young children make it a part of the normal safety conversations you have with them for adolescents include it in your general safety conversations about topics like drugs alcohol drunk driving we need to raise awareness i obviously represent school police but this is not a school problem this is a community problem in communities where our schools are located school police is committed to support the educators as we provide information for all community members we need the community-based solutions and
091that is why i would like to introduce a great community partner bishop bowser take it over thank you thank you good evening and thank you dr whitehurst payne and the school board and superintendent lamont for allowing me to be a part of this is an honor to be a part of this i would like to repeat that guns in general and especially ghost guns is a huge problem there are so many guns on our streets that would take the effort of every one of us to bring about change also i want the community to understand these guns are everywhere it is used it used to be a few selected people who made those guns but now 14 and 15 year olds know how to get access to the parts and put them together and now
092we are seeing an escalation of gun violence tagging and more weapons on the streets the fact that there are so many guns on the streets is exactly why we cannot arrest our way out of this problem we need community-based peace campaigns restorative justice programs mentors in the community and outlets for kids such as jobs athletics arts etc here's what parents and grandparents need to know today when we think of public safety or preventing gun violence for the most part we think of calling on law enforcement which has been the central institution we have relied on to address community gun violence while law enforcement has played a huge role over the last 50 years in addressing community gun violence what we really need is long-term investment to transformative systems to reduce the pressure on policing as
093community-based public safety professionals we are working to integrate a community-based approach to public safety when it comes to transforming the central institutions in addressing gun violence evidence-informed practices suggest that when it comes to community gun violence community-based organizations can produce the same results as police do when they have the same level of investment and resources and commitment to end gun violence or reduce it we must first disrupt the violence by promoting and supporting safety collaboration and then establish and maintain peace long enough to provide direct and indirect services this will create temporary sustainability then we must address the factors causing the causing the harm towards others and self by altering their thinking process we do this by a comprehensive community engagement strategy partnership and alliances then we build an environment of peace by creating systems
094for long-term sustainability i want parents grandparents guardians students to know that we are here for you to provide whatever support you may need our engagement comes from a non-police critical response we can connect you to urban safety facilitators interrupt violence through our certified advanced violence interrupters restore wellness to our communities through our treatment and recovery plan and offer support services through our hospital community interventions we offer life-saving skills in street meditation mediation local and regional troops development among gangs crisis intervention rumor control community survival training support community engagement district conflict resolution safe school zones and secure response corridors we deliver primary gun violence prevention by being out front and through assessment course planning and community mobilization engagement our core gun violence interrupt intervention places us in the moment where we are doing active peacemaking and
095violence interruption response we also provide treatment and recovery to those impacted by gun violence through our outreach case management and sustainability i will close with a quote from an internationally recognized and widely respected peacemaker erica ford from new york and i quote often when we think about gun violence we think about the lives lost not enough attention is paid to the lives that were spared but must also put back put back together be put back together when young people and others commit acts of crime their behavior often reflects the underbelly of trauma black american youth aren't resorting to violence because they are inherently bad they are doing so because they have likely experienced a layer upon layer of trauma for which healing and reprieve appears out of reach i see this play out in the
096lives of people i work with where a person will witness so much devastation that they become numb and mentally checked out in the quote we as community-based public safety professionals are here to bring within reach to anyone who needs healing and reprieve caused by gun violence god bless you thank you wow thank you thank you before uh let's get a motion on this did i get the functionality thank you and second it by second we have patterson and visor i'm going to yield to the student this time okay you won't mind that okay so we have barrera and patterson and now i believe we have a publix oh you guys gave me so many notes see and we have just cody peterson who's supporting us in person is cody here no okay good all right
097so he had to leave and that was it for this item so we get to talk for a few minutes board members you want to say anything trustee barrera yeah i i want to thank uh president whitehurst payne and vice president bazo for uh for bringing this forward um as both the captain and the bishop mentioned this is a community issue but the role that we can play as a school district is to actually um convene our community resources and bring them together a little bit i'm sorry yeah um we can act as a convener and we can bring uh the resources together both the grassroots resources that bishop bowser talked about but also we can convene you know the role of the city they're all of the county government others uh you know connected
098directly to the schools so it's it's an example of it's not okay for us as a school system to simply say that's somebody else's problem to solve because of course you know it affects what happens in our schools day to day and i i appreciate um you know the captain and the bishop uh coming forward because i think there are a lot of creative strategies that can work and can be effective um if people come together and i think the role that we can play as a school system is to bring people together so i think we've got a a big responsibility in uh in in meeting this uh meeting this situation thank you thank you is there anyone else vice president awesome yeah um thank you for your comments trusty bizer and i just
099wanted to add that um yeah this is incredibly scary because i think we're used to regular guns but these are guns that i think you can be put together and is it like under four minutes on there's like youtube videos out there and um you know i don't think i think they can just go through metal detectors and i mean i don't know if they're detected because of what they're made out of um but they but they are it's an incredibly scary um scary thing and i wanted to share that council member marny von wilpert whose city san diego city council member authored the ghost gun law in san diego and they just they've just used it for the first time this past friday um and so i wanted to lift her up and and
100thank the city for their support and as trustee bizer was saying we need to work with them and continue um that communication and that this is not just happening in certain parts of the district this is happening they were seeing guns in all schools all those the high schools not just certain parts of the district so um absolutely important to work together with the city with the county um and fight this you know thank you it's uh barrera yes okay we're like parents interchangeable children yes trustee patterson yeah i appreciate you i appreciate you bringing this forth gun violence is it's one of the leading causes of death for students and i it just shakes me up you know look at these statistics right i've already i've already read the resolution but now i'm reading
101it again and i think about i think about definitely i know for for me the way i really got into youth activism was parkland and was stoneman douglas and i think that was a a real turning point for my generation when i think of when i think of our trajectory and you know it's not right it's not just parkland it's not just columbine it's not just our own school cleveland it's it it just continually happens over and over again and it's a it's upsetting you you mentioned to me a few it was last week trustee whitehurst spain you said you know think about how scared it would how scared you are on campus to recognize when a ghost gun is discovered and to that that sense of fear on campus and you know that's a
102that really is a reality right a reality that when you go through something like that or even when you have the consciousness that you could go through something like that it hurts it it stings it i mean you dream about these things right you they don't go away they don't they continue over and over again and whatever we can do to mitigate that because while as we say this is this is community-wide it flows right onto our school campuses and then that affects us and then that affects our students and our ability to learn you create creating a an effective learning environment starts with the basics and if i don't feel safe on school campus then i'm probably not going to be successful in any of the other things that we're tracking me on so
103i really appreciate you bringing this forth and i really appreciate the state legislature and really starting to look at some of those loopholes because ghost guns really are the that newest challenge that we face in california to figuring out how we're going to avoid firearms from reaching at-risk youth and reaching people that have male intentions thank you macquarie or visor yeah all right go ahead dr mccrary yeah i have seen a four-fold increase since 2019 uh is is frightening uh so we want to get ahead of this geometric progression and we can do that by taking action and taking action tonight is critical thank you thank you president whiter's pain i i really want to thank uh trustee patterson for his comments uh and i think that this is uh very interesting that we're we're
104discussing this uh during the week where we're appreciating our school police officers who are keeping our kids and our schools safe this is very very important that the the community in san diego needs to realize that we are finding ghost guns students are bringing ghost guns to all of our high schools we have got to work together to try to prevent any catastrophe from coming of this if you feel like you're not safe at your school and you feel you need to bring a ghost gun or any gun or any weapon to protect yourself from being bullied or uh you know anything that's unsafe please go to our website and click the report bullying link you can report any kind of bullying if you don't feel safe we as a district want to wrap our
105arms around the situation and try to help you so you can feel safe again in our school so you don't feel like you have to bring a weapon to school to protect yourself we want to help create a safe learning environment for all of our students and as trustee brewer said i want to thank president whitehurst payne and vice president bazo for bringing this item forward thank you thank you thanks to all of my colleagues on this this item and i want to thank bishop bowser and our captain for just giving us the facts i remember being in a closed session once and we were talking about one school and one of the other trustees said oh do i have any at my school and the officer said uh yes so they're all over we
106just just because you live in a certain place don't think you're protected students are bringing them to school and so that's led us to say that we've got to get to the homes they leave home with these weapons don't let your child leave home with a weapon whether it's something he got in the mail and put together or any kind of way don't let them do it some of them don't want to do it i had a principal crying to me on saturday night at the recognition award about the child sitting in her office who didn't want to turn over the clip but he was just afraid at that point we've got to do something to help our children we can't say that we value lives here before folks are born and yet we don't
107value lies after they're born lies are lives and our children are crying out for us to do something to help them and it's our responsibility it's all of our responsibility i don't care who you are if you know something help that child that child is crying out for some help and we have some folks who can help them thank you bishop and others just do what you can to help and and don't take the approach it's not my problem yes it is your problem we're all a part of this community enough preaching today uh now let us move on and trustee patterson vote please hi i'm trustee biser i trustee dr macquarie aye and the rest of us will vote electronically and that passes unanimously with the student board member concurrent and thanks to all
108of you for helping us with this thank you thank you now let us move on to item f7 i would like a motion on this item let's get the motion first and we can take care of that piece the motion first and then we'll have our vice president i would but i can't no you can't hello i'll move i'll move the item okay oh second patterson and i'm going to give this one to dr mccrary okay emcee and now vice president sabrina basel you're in charge yes thank you very much um president whitehurst payne and i think first of all i'd like to bring up my presenters who have been very patient um we have dr caitlin mcmillan who's going to be joining us and zoe i'm sorry i'm not going to say you're wrong
109your last name right so you can tell me and then elisa del monash is that right okay so come on up you can use my microphone when i'm done over here and then all right so i'm going to kick things off and i'm going to go to you and then zoe and then caleb and then elisa okay all right so we're we've uh present we're putting forward tonight with uh trustee uh patterson a reproductive rights resolution like many americans i was shocked and appalled by the news of the supreme court is ready to undo 50 years of progress with the potential reversal of roe v wade which will result in a dramatic decrease in reproductive rights for future generations i think our students can express this outrage best because it is their lives that are
110at stake so i'd like to share with you a clip of a young woman from san diego high school that was recently interviewed and hopefully we have that queued up i don't think that um people who do not have a uterus should make an overarching decision that is so impactful as it's really not gonna stop abortions it's just gonna stop uh safe abortions i'm going to work my hardest to try to make a difference and vote in the next coming elections and try to make sure my voice is heard [Music] i introduce this resolution tonight because i want young women like like her to know that we have their backs and that san diego unified pledges to be a safe place for our students in order to provide access and awareness of sexual health education
111information and resources i'd just like to share a little bit of the content from our resolution that's going to be coming before you tonight including the fact that the decisions to end a pregnancy is a private medical decision everyone should have access to safe legal and accessible abortion prohibitions on the right to freely exercise reproductive freedoms are harmful to public health and safety san diego unified will observe women's health month in may by informing students of their reproductive rights we will share information on the historic fight for reproductive freedom on the main district website because this fight impacts all of us san diego unified is a champion and a defender of health equity and reproductive freedom our young people who receive sex education are 50 percent less likely to experience an unattended pregnancy 31 percent
112less likely to co to contract a sexually transmitted infection and are much more likely to delay sexual activity and use contraception we have a lot of elected officials across the san diego san diego county as well as at the statewide level that have pledged support to our resolution they include tony atkins who is a california state senator pro tem nathan fletcher president and nora vargas vice chairperson for the county board of supervisors stephen whitburn raul campio dr jennifer campbell and marny von wilpert from san diego city council sean elo rivera who's president of the san diego city council todd gloria mayor san diego brian mainshine state assembly member mara elliott san diego district attorney bernie reinerson member community college board district board of directors and the list goes on but right now for i want
113to share our net with our next presenter up uh i'd like to introduce dr caitlin mcmillan speaker good evening everyone i am honored to be here my name is caitlin macmillan i'm a practicing board certified family medicine physician and i have a really deep power for the that primary care and preventive health can provide for people and a major part of what i do is health education comprehensive patient education is an unparalleled power that all individuals and communities as a whole should be provided whether it's the power of diet exercise tobacco cessation or what we tell parents when they're bringing home a newborn for the first time we know health education sorry i'm getting text messages we know health education is powerful and it can help improve people's lives as a whole the students in
114our community also deserve comprehensive health education if we know this information will help decrease physical aggression if and when they choose to have an intimate partner delay sexual intercourse until they are ready and even reduce the number of partners they may choose to have doc vice president basil already said this but we know from research that people who receive comprehensive reproductive education are 30 percent less likely to contract sexually transmitted infections due to increased barrier protection use and are 50 percent less likely to have unintended pregnancy to increase barrier protection and contraceptive use these are not facts we can ignore and i will stand behind comprehensive health education for the students in our schools time and time again they deserve this education and as a physician public health advocate and scientist i strongly support this
115resolution in regards to recent national events we should be clear about who stands to lose the most if select judges on the supreme court united states decide to overturn roe v wade the impact on restrictions bans and the attacks on reproductive freedom disproportionately impact people that already face barriers to accessing care people in low-income communities our black and brown communities the unsheltered people in the lgbtq communities and our young people this resolution is critical while our nation pivots towards restricting the rights of many people because this resolution says we are going to move in an opposite direction we must take a stand to advocate for those who need and deserve our understanding and support especially young people and i think it's time we hear from them i'd like to introduce zoe i would like to
116start off by just saying that before this meeting began there was a group of students who organized to rally for this resolution and for the right to choose in terms of an individual's reproductive care and i think it's just a great display of how how important this is and we had real like over 45 real students show up in person and there are still some ready to make a comment about this resolution because it is truly vital to our own well-being especially as people who are of reproductive age but often not yet a voting age the cdc has been tracking teen birth rates and there has been a continuous decline reaching a record low in 2019 with a 4 decrease from just that past year in and the way to keep teen pregnancy continuing to
117decline is to give students information and access to reproductive care people my age our age weren't alive when abortion wasn't legal for the duration of our lifetime reproductive rights have in theory at least been considered a human right and now suddenly it's not so clear and suddenly it seems the right to privacy and bodily autonomy is now up for debate and let this be clear no court could ban abortion outright but this supreme court ruling could ban safe abortion and that would mean that the wealthy the white the privileged will still be able to buy their reproductive care they will still be able to get an abortion somehow and that means people of low income people of the lgbtq plus community people of color who are already systematically barred from this type of basic medical
118care will be continuously blocked from access to reproductive rights and reproductive care and students don't have their own income students often don't know where to go students are trying to get through school and prioritize themselves need we need support systems information has to be the umbrella we use against this political storm that is sprouted up where suddenly it seems our bodies are once again up for debate after 50 years of it being a basic human right and above all that is the right we deserve as the right to our own bodies the right to choose and the right to reproduce if and when we want to it seems like a foundational decision that students and people everywhere would have this choice for themselves and that is why we need to use knowledge and the resources
119that do remain particularly in this state of california to empower and advocate for our students so that we are able to fight for this right to remain here thank you my name is elisa de la monica and i'm a senior at university city high school as zoe said education is critical i support this resolution because i want my classmates to know that their rights are protected i'm here to bring awareness and to tell you all what resources we do have as students within this district first students will continue to receive accurate age-appropriate information on sexual health according to the law of california this education must include information about condoms and contraceptives san diego unified school nurses must provide free condoms on a confidential basis to any student in any students in grades six through twelve
120under board policy five one four one twenty five san diego unified also reminds students that they have a fundamental right to consent to their own reproductive care including pregnancy testing birth control condoms abortion and medical care related to pregnancy every student aged 12 and older may consent to their own testing and treatment for stis and hiv including prep and the hpv vaccine and lastly students have the right to release themselves from school to seek these confidential services without parent notification or consent i want to thank vice president bazo and our student board member zachary patterson for bringing this resolution forward to protect our rights and to let student students know how to exercise these rights no matter what happens in washington we will continue to be treated with respect in san diego unified schools thank
121you [Applause] thank you we have 11 speakers and we're going to do the virtual first we have one minute for each speaker and if you're here please recognize that it's not fair for you to continue when we're only giving the virtual folks one minute because we uh just terminate it so please end when your minute is up uh let's see for virtual joy love concerned parents number two three marny von wilpert claudia von wilpert and kate nice okay so we have joy love please unmute yourself and speak okay uh sofia she's not on me oh she's not i mean um joy love if you can hear me please unmute yourself we're unable to do so and we also have sofia hadari is she on okay would you unmute yourself while enjoying love is trying to
122figure that out sofia adari i see your hand please sofia adari please unmute yourself okay so we have those two who are not unmuting themselves now we have in person uh neil ortega you have it there's another number three on the virtual list okay is that person will you unmute yourself yes can you hear me yes we hear you thank you wonderful thank you my name is marny von wilpert i am a san diego city council member for the fifth district and i am calling in support of item f7 i want to thank so much uh trustee sabrina bazzo for bringing this important resolution forward today i also want to thank the student presenters today who were just at city hall also fighting good fights for climate change and i'm very excited to see the
123activism of the next generation reproductive rights are essential to women's equality in our nation and i am so proud that our students are taking on the fight to make sure that every woman and every person who may become pregnant has the right to do with their own body what they choose to do so i'm really proud that our education system wants to make sure that every person has the education they need to make the decisions in their best interests thank you again to um trustee sabrina positive for bringing this forward thank you to the brave students for what you're going to say to speak truth to power and make sure that women and people everywhere who may get pregnant have the right to make decisions about their own lives and their own bodies and have
124all the information they need to make those decisions thank you very much thank you did joy love come on or sofia hadari no they're online they're not unmuted okay thank you so we'll move to the in person folks we have neil otigiro we have cody is not here i think he left earlier judith howell but we'll go ahead and get neal one minute please thank you good evening president weiherspain and trustees my name is neil ortegara and i'm a parent of a student in this district uh thank you vice president bazo trustee patterson for your leadership in bringing this resolution forward and thank you to the student leaders who had filled this room earlier and organized the rally earlier on the lawn this afternoon while most states have some kind of law or policy about
125sex education day-to-day decisions are left up to individual school districts and this means that even in states like california students attending different schools and different districts could have totally different sex ed experiences nationally of the states who require sex ed fewer than half required to actually be medically accurate and this is unacceptable in this moment when the supreme court is chipping away at individuals rights it is imperative that we let our students know that we support their rights and that the district do its due diligence to ensure students know and understand their rights as elisa shared students have a fundamental right to con to consent to their own reproductive care including pregnancy testing and birth control and including abortion uh so thank you for bringing this resolution forward and i urge you all to vote
126in support thank you thank you uh and now let's go to judith howell judith howell here followed by sarah speer barrett thank you hi good evening everyone my name is judith howell i'm an organizer and resident of san diego and i want to urge the board to pass this ordinance as an organizer who promotes health equity for youth and students i recognize how important it is for san diego unified to prioritize reproductive health care access while our country navigates the ongoing attacks on abortion access and reproductive health care let me be clear students have the fundamental right to consent to their own reproductive health care this includes pregnancy testing birth control condoms abortion and medical care related to pregnancy i want to thank our student presenters zoe for organizing the rally vice president sabrina bazo
127and student board member zachary patterson for bringing this resolution forward to protect students rights and let students know their rights which we need now more than ever thank you for your time thank you sarah spear barrett followed by mary molcini good evening my sons are proud and successful alumni of our mira mesa cluster why am i here if my children are out of the k-12 system because i'm a concerned citizen and i fear for the future of our country for democracy to actually work we must have an informed citizenry choice is vital and choice requires knowledge and access including knowledge of consent and what it means regardless of gender identity sexual orientation and gender expression informed citizens can then make their own choices and this is so vital so they have power over their own
128bodies and health i commend our district in creating spaces where our students can learn and find a safe space that space requires that all students find themselves in what they are learning i support this resolution for san diego unified school district to continue to be a champion and defender of health equity and reproductive freedom for all in this day and age it is vital that all of our elected officials and those in any leadership capacity be sure they represent the opinion of the majority of our country and protect reproductive rights and access access to information and reproductive care is a step i strongly urge you as elected officials and important educational leaders to be role models and vote yes thank you theo martin did we get mary mossy mary is not here otherwise theo martin
129followed by chelsea long [Music] ago hello uh my name is theo martine and i'm currently a junior at mount everest academy hearing the roe v wade news last week absolutely and completely devastated me as a trans person with a uterus this is just another line on a list of ways my body and rights are under attack i feel as if i'm watching our country run backward i recognize how lucky i am to live in a state that protects my rights and further a school district that supports and empowers students and teaches bodily autonomy but i am watching in numbing horror as my peers who live in states which lack this protection and and support are fighting to be seen i'm here today to call on the district to speak up for those individuals i'm here
130to remind all of you that while abortion disproportionately affects this woman it is not only a woman's issue it is a people's issue all with uteruses are under attack all without their responsibility to speak up thank you for your time thank you uh chelsea long followed by sarah rodriguez um good evening everybody i'm chelsea long i'm a sophomore at mission bay high school and i'm here to talk about reproductive justice i'm sure by now you've all heard the phrase men need to stop making laws about women's body and while this is true it's not the whole truth the whole truth is that people need to stop making laws about other people's bodies there are women who need abortions there are men who need abortions there are people who need abortions unnecessarily gendered language in reproductive
131justice laws disproportionately affects trans people who are already biased against in medicine i would encourage you to consider this while drafting statements about reproductive justice additionally i would consider all people in power regardless of gender not regardless of gender to consider their own outlook on abortion and how it has been shaped by society students need reproductive rights people need reproductive rights thank you thank you sarah rodriguez followed by zoe meersma followed by excuse me uh zoe it's sarah rodriguez and then zoe miersma and then amanda grossman any one of those three people okay sarah zola zoe and amanda okay that's it for the public testimony i think kate nice is also still on uh virtual so she came in uh kate nice is she available she's unmuted kate nice can you hear me i can
132thank you very much thank you thank you for the opportunity to speak i'm here from the office of vice chair nora vargas at the county board of supervisors vice chair vargas strongly supports this resolution in favor of health equity and reproductive freedom the resolution is supported by actions taken under vice chairs leadership when last year the county of san diego was the first county in the nation to declare itself a champion of reproductive freedom the resolution before you is both a necessary and appropriate response given the fact that the united states supreme court is poised to rule on a case that directly challenges rahu v wade we know from past experience that this ruling has the possibility of magnifying the inequities of access to reproductive health care in the nation including abortion because abortion is
133health care vice chair of argus stands by you in your effort to resist restrictions on access to care to protect young people and to make sure that they are educated and aware of their rights she applauds the resolution and looks forward to working with you on this critical issue thank you thank you i don't have any other people online yes um joy love we see you would you unmute yourself yes can you hear me yes thank you i wanted to just make a statement about this resolution with the um as stated in the document that you have with this resolution it states that the us supreme court supports the privacy of the individual and what i'm finding out with the reproductive rights it becomes very political political and politics politicized into the school system and
134whichever side that you're on we need to keep looking at those issues and we need to look at who you're partnering with and what kind of profits they are making we need to follow the money and make sure that some of these efforts that are made from these partnerships that aren't necessarily getting results what they think they should be or in the interest of the parents privacy and how it's brought through the school system i'd like to keep my daughter's uterus um to keep the school out of it and and i pretty much want to abort the school on thank you anybody else unmute yourself please we see your hand hello thank you hi hi thank you sorry about the audio mixed up earlier hello my name is sophia haidari and i'm the co-director of
135the non-profit organization youth will i'm seeking in support of this resolution today because it is imperative that students know their rights are protected during this critical time the district must ensure that students have the right to continue to receive accurate age-appropriate information on sexual health that the district also reminds students that they have a fundamental right to consent for their own reproductive care and that they have the right to release themselves from school to seek these confidential services without parental notification or consent i would like to thank uh vice president bazo and student board member zachary patterson for bringing this resolution forward and also thank you to zoe and all the brave young activists today who organized the rally and spoke in support of reproductive rights for all for people across this country thank you
136thank you and that's it thank you and the three people who were supposed to be here they're not here okay thank you now we'll hear from our trustees who wants to start out i can start mike sure so i want to thank vice president obazo trustee patterson for bringing this resolution forward the county of san diego vice chair nora vargas san diego city council member marty von wilper students parents and community members for your statements of support this resolution addresses a critical healthy choice that is currently threatened and could prevent students from receiving education about this basic human right that has been the law of the land for more than fifty years this is the right resolution and the right time for the district to consider and pass this resolution thank you miss uh trustee
137visor were you going to articulate anything yeah i want to say that thank you so much again to vice president bazo and trustee patterson for working on this this is really really an important critical time in our country and we need to make sure that our voices are heard that we need to make sure that as we go forward with our country that we all understand that voting makes a difference every vote counts and we're finding ourselves in a position where the right to privacy may be completely gone the rights of gay marriage could equally be gone if you've read the entirety of the leaked uh decision by alito it's it's very very startling uh where the direction that our country will be headed based upon the opinions of five people so i really really
138appreciate uh this conversation and we need to make sure that we all vote and we vote for freedom and individual rights and liberties thank you trustee patterson yeah i think when we talk about when we when we talk about reproductive rights it also really goes into our court when we talk about our sexual health education i think about a i was in a meeting at my school site it was a me a group of students that were convened by my principal and one student shared a story where recently i think it was a few weeks ago that i heard this their friend had called them asking if plan b would kill them and that is scary to think that our students would would have that type of information and when we talk about contraception we
139talk about prevention methods to not for us to not educate students on that is really not acceptable and i think we definitely have work to do to get there and i know our sexual education program does incredible work right now already and working to build this and then continuing to refine and get better and i know i think that's an equal very very important part and when we're here today i just want to thank once again alisa and zoe for putting this together because it it shows that we're taking a stand and it shows that we support reproductive rights and we recognize the importance of giving someone a choice you don't have to like the procedure yourself but that doesn't mean you should get to decide what others get to do so thank you for
140being here and i really appreciate all of your work and thank you to trustee bazzo for including me on this thank you and i'm trustee yeah thank you vice president so thank you again vice president baso and trustee patterson for your leadership on this issue and of course uh to lisa and zoe and caitlin uh for being here to support us you know i think we've been talking about this and we've heard it in some of the public comments um this is not a fight that exists uh 3 000 miles away in washington dc this is absolutely a fight that exists in the san diego unified school district and has for decades so it was not the policy of this district about a decade ago that students had access to counseling and reproductive services they
141had to they had to receive parental consent to access those services it was students and health educators who came to this board and fought against significant opposition to say we have to have control over our own decisions to be able to access those services the sexual health education programs that you know we cite in vice president bazo and trustee patterson's resolution tonight have been under attack in this district for several years by very well organized political operations that attack such sexual health education up and down this state regardless of the district's policy so the fact that we're able to provide the level of sexual health education that we do in this district can only survive if students like you and students who come after you along with you know our our community and and and
142our health educators uh continue to fight uh for that access here in this district so this is something that um we know is decades in the making uh by a small group of organized political activists who are have taken over the united states supreme court we know that that's true but let's not pretend and and you're here to remind us that that same level of organizing is not happening here in california and here in our own district so this resolution is so important because it affirms the victories that students have i brought forward over the over the last decade um students years ago who fought for things that students today have access to and what you're doing is you're fighting to make sure that students in the future will have access to those services and
143and to those rights and and it's a fight that we can never stop um and never pretend that it's over um because there's people who are constantly looking to unravel and undo what we know is not just the right of students but is so critical as i think trustee patterson talked about to students ability to thrive so in a democracy everything that we have everything that allows us to move forward and that expands opportunity expands rights includes more and more people uh as our students uh student from mission bay just talked about everything is is attained through people being engaged in the process and fighting for what we need and fighting for what's right and that's what's happening tonight and so thank you all of you for your leadership thank you vice president bassa yeah
144thank you to all my colleagues who've spoken in support of the resolution and thank you to trustee patterson for co-sponsoring this resolution with me um is very important to me to make sure that the students were heard and also our community partnerships and you know parents that are don't even you know their kids have graduated but they still are concerned they want to make sure uh like like trustee um barrera was saying our future generations are also protected um but with these rights and because there's a lot of confusion out there and there's a lot of fear and i think we're very fortunate to be here um where we have a a a supportive community but also being wary as trustee barrera said that you know that can go away so we need to be
145very careful as the student mentioned on the video very specifically and also trustee beizer mentioned we need to vote and we need to make sure that you know the people that were voting into office are making sure that these rights are stay in place for um for our students for all of all of our communities that will be impacted if roe v wade gets overturned and finally i wanted to thank again my fellow presenters we've been meeting for a few weeks and i really appreciate their support zoe elisa and dr caitlin mcmillan after spending a full day in clinic spent came here to spend her time with us and i i wanted to also share with parents that our sexual sexual health education program is very comprehensive and they can find out more information about
146it there's actually a parent and family resources page there's a guidelines for talking with your children all the information that we shared this evening about the program is all available available on the website and you know so they can find out more information there if you have questions thank you i think that does everybody i i want to say that i personally believe in life as i do i think we all do and i think for the folks who are saying that they don't support uh abortion but they support gun violence that that's a spurious and a disingenuous argument there needs to be some consistency in our program in the district we have the option that parents can always opt out for their children not to participate in the program in which case they need
147to come up with some kind of program themselves and present it and i challenge folks to do that if they feel that way about it and they need to just come up with something and develop it and present it and say that they're going to do that i too am troubled by what the supreme court is doing because i i question people when they say that they don't want people to abort babies but when babies are born they don't support them i can't comprehend that you won't do anything to help preschool you won't help children who need food you won't do anything to help the living but you're the living here on earth but you're not protecting those who you say you're protecting those who are unborn i don't quite understand that and i think
148it's just a smoke screen for some other things i would hope that folks would try other options and that's why we have other means of birth control etc etc abstinence is an option yes but to say i don't want to do anything and then you can't you can't have a bait it's it's all convoluted no i think that folks are using this argument for some other issues that i will not go into tonight so with that i want us to look out for students health and let that child that student that adult make that decision with his or her health provider and decide what they need to do i can't make that decision for them and with that let's vote trustee patterson hi i'm trustee mcquarrie aye trustee baiser hi and here we have a
149uh a unanimous vote with a consenting concurring student vote thank you all and thank you all for coming thank you let us move on to item g1 we're talking about the revision of sections 1014. thank you a motion by trustee butter and seconded by yall second patterson thank you and do we we do not have any speakers no comments uh please vote trustee patterson hi and trustee dr mccrary hi trustee biser hi and let's vote on the dice passes unanimously with student concurring item g2 which is an information item and we have our our dac chair dr crystal troll i believe it is and michael cosma please provide your report followed by the district report so we're going to do them in tandem good evening board president whitehurst payne superintendent jackson and trustees my name
150is michael cosma and i'm a sophomore at university city high school i'm here this evening on behalf of the district advisory council on compensatory education programs i would like to give credit to our chair crystal troll and our parliamentarian grey hawk for helping develop this presentation do i uh thank you tonight i would like to take a look at our accomplishments in the past year some of the challenges we face some of the plans we have going into next year and some requests we have at the board our purpose as a dac is to assemble a group of school site council members including parents students staff and community members that advise all san diego unified sscs with the focus on the effective use of state and federal compensatory funding support students who are foster youth
151low-income english learners and homeless we provide and encourage the use of quantitative and qualitative data to ensure equity and student learning across the district as a dac we are very proud of some of the accomplishments we've had in the past year the first being an increase in participation to an average of 62 voting members per meeting we had one meeting last year with over 90 voting and non-voting participants hybrid meetings have been incredibly helpful in increasing voices in the work of the dac as previous transportation and scheduling conflicts have been resolved our next accomplishment was the creation of a repository of information and strategies that is accessible to all ssc members entries are made by principals about issues they face at their school sites solutions that they propose in the outcomes of programs that they've
152used for example zamarano elementary hired a full-time teacher that met with students in small groups just to work on reading in only a few months 40 percent of students had shown significant improvement and an additional 30 percent of students had improved so much that they were able to test out of the program other sites struggling with reading scores would be able to use this resource identify the specificities of murano's program the budget they've had and some of the outcomes that they've had from this program we also have ongoing meetings with district cabinet and administration staff to discuss feedback and ideas from the dac body finally we created three subcommittees the first focusing on hybrid meeting legislation this subcommittee met with multiple assembly members to discuss passing legislation that would allow zoom to be used permanently
153for educational meetings the assembly members were supportive and willing to co-author but due to their full legislative agendas were not able to be primary authors our next subcommittee focused on reviewing and updating our bylaws which were last looked at in 2018. this year we focused on removing redundancy and using clear and vernacular language in our bylaws our final subcommittee focused on the 2023-24 and 2024-25 academic calendars they surveyed the entire dac body about their priorities and preferences for the academic calendar and met with individuals to discuss their specific preferences they used all this information to inform their statement to the calendar committee our biggest challenge in the past year has been related to data well we have a plethora of data to share about lcap demi and fast exams and the california healthy kids survey
154sometimes the results fall out of our control and are not actionable we also have meetings that are over scheduled with procedural items taking time away from discussion feedback and presentations which are our priorities as an executive board our first two priorities going into next year pertain to the challenges we had this year the first being an emphasis on the analysis and interpretation of data and we hope to do this in two ways the first being by identifying data metrics relevant and useful for the work of sscs so we can recommend specific actions for a body to take we also hope to increase our understanding of existing programs relevant to the lcap so that we can provide efficient feedback to any questions we get regarding meetings we hope to continually refine our meeting agenda and increase
155email communication for updates and housekeeping to open up time for our presenters in the past year we have started a segment at the end of our meetings where we provide answers to previous questions we collect questions not only verbally but from surveys we send out and also in our email we keep a repository of all these questions and user connections around the district to provide the best possible answers we hope to continue this work into next year we know as a dac that we represent a diverse group of students and we are looking to identify and invite more voices to participate in the work of the dac especially pertaining to our executive meetings and subcommittees and one way that we have begun to do this is by advertising those meetings ahead of time so that
156people can add them to their schedules and make them a priority we have three requests of the board the first is to make sure that we can continue monthly meetings with district leadership on dac priorities the second is to identify a legislator or process that will champion hybrid meeting legislation we're incredibly grateful to be able to continue zoom meetings for now but if we were to go back to in person we hope that the board can use their influence to help us identify a legislator that is willing to pass legislation that allows zoom to be used for educational meetings permanently finally we are creating a subcommittee right now that is diving into the lcap and other data that we receive to find metrics and topics that are pertinent to our work when we identify those
157metrics we hope that the the body excuse me we hope that the board will encourage the standardization of data that is sent to dacs to our dsc and sscs thank you so much and i am open for any questions thank you we will get the presentation from the district and then we'll ask you both questions at the same time okay perfect thank you thank you good evening everyone i was telling michael it's been so long i couldn't remember which button to push so he got me straight and he did a wonderful job and it's a true pleasure to work with michael he's the vice chairman of the dac as a sophomore in high school and he's doing a fabulous job along with the rest of the board it's good to see everyone this evening especially
158in person not on zoom we've been doing that too long so i'm glad to be with you here and again this is the district's response if you will to the compensatory education presentation that they just gave and for those of you that may not be familiar that's the federal dollars that the district receives we know them better as title 1 dollars and they are really meant to supplement our regular program at schools that qualify for these dollars so what i'm going to do is i'm going to take you first through the five goals that the superintendent and i have been working on our goals with the dac and the first one is on the roles and responsibility training so we had it's a two year cycle ssc terms are for two years and so we
159did a training cycle for two years as the sites teams change and we got in 2021 all schools but 16. so this year our goal is to circle back to those 16 make sure that they're understanding what their role and responsibilities are what they are really doing on an ssc and so i'm very happy to report to you i think the number is actually up to 12 now so we have gotten 12 of the 16 that we didn't get last year so we're at about 75 percent of that goal and the impact is that those teams better understand their work and they can make stronger decisions around the compensatory education that's what that whole goal is about secondarily the second goal is other training and so the dac as we start to come across michael
160explained to you about lcap terms and the healthy kids survey as we start to get to those types of things and dac members are like what does that mean and how does that pertain to our work we're providing additional training and so our goal was that we would um have at least 50 of our site teams view the training at ssc meetings and we were going to put um um i think it was a total of four well we're already at seven so this year we've gotten seven trainings that we have been requested we developed we presented and now they're on our website and so we've greatly exceeded that goal we're at 233 percent and again that goal is to improve the effectiveness of the supporting the spsa the budgeting process and i can honestly
161say we have noticed a large difference so in that the ssc members dac members are asking such pertinent questions now where they would ask questions before that may or may not hit the mark no fault of their own but now that we're providing the training they're right on the mark and so it's a it's really being effective and we're happy about it we're also happy about the repository that michael spoke about that was a big job we worked directly with the area superintendents we wanted to make sure nothing was in the repository that could be viewed as oh we have this amount of title one dollars let's buy this program and our school will be fixed we know it's a much larger situation than that programs put in with fidelity and so we vetted those
162through the area superintendents and they did not put any schools on there that they did not feel had the whole package and were only going to grow that repository and have more sampling the next uh goal was uh to increase attendance and michael touched a little bit upon this our goal was to get 40 of our title one schools at the meetings and you can see as we started out pretty low 24 our historic average was 25 so we were at 24 we dipped to 21 then we went to 31 37 and for three months in a row we hit the 40 mark we were at 41 in january 41 in february 40 in march and then we got the word from the county and the state that we had to go back in person
163so our last meeting was in person although we put in a lot of supports we provided transportation provided child care we provided food we even provided a hundred dollars per site's library if they sent a representative but we dip down to 33 so that's just more evidence that the online setting is involving more of our people and we are ecstatic as michael said that we're able to move back to that model the next is on increased opportunities for the dac to share input and collaborate on the development of the lcap and vision 20 30. we had decided that we would have 50 percent of our agenda items or on our agendas 50 percent of them would provide opportunities for the dac to give input to the lcap and to the vision 2030 and i'm happy
164to let you know that five of the seven we've exceeded that also we have five of our seven meetings so far where there's been direct opportunities for feedback uh and an increased opportunity for the dac members to provide uh input and then the last one is more of a technical it's an internal goal that we had as i said sscs are nominated every two years and it seems as though that process sometimes takes a while so a school site where we would want them to have their ssc in place by october sometimes it goes into november or we're into december and it just takes longer to do the compliance issues rather than the real work of how are we setting up these goals so we set an internal goal that 75 of our rosters or
165more would be set by october 1st we missed that we were at 52 percent but we did get a hundred percent by mid-january and we're only going to improve that next year again the impact would be earlier engagement in the site governing process rather than just compliance issues so on the dac recommendations that michael presented continuing the monthly meetings with the district leadership those are already calendared we are going to continue those meetings and they've been fabulous in the four years that i've been in the position this was the first year we've done it and it really has made a difference if and when we go back to having to not be able to do virtual meetings we are behind the dac 100 we want to thank enrique raucho for his work when he was
166up in sacramento he spearheaded that work and we enjoyed working with him um and so we're very happy that we'll be able to continue in the virtual but if not we'll continue to work with the committee and then identifying aligned opportunities for district-wide timing what that means is we have statutory things with the budget that we have to do we are constantly trying to put issues in front of the dac to get their opinion before those decisions have to be made the timelines are not our friend i'm going to be here alana sometimes it's impossible but we are committed 100 whenever we can and also just getting a feel for the dac knowing what they would decide if we were able to put something in front of them and i believe that we've built a
167really strong collaboration with them to know those we just have a few of the thank yous we want to thank the dac representatives from all 176 of our schools we want to thank the district staff who have provided and supported the presentations because we do have presentations at each monthly dac meeting many of the district staff have come to do that we want to thank the board of education members for your continued support especially for their advocacy for virtual dac meetings and i wanted to do a specific for uh dr whitehurst payne she's always been an advocate for inclusion i know all of you have but sharon and i have talked quite a bit about that and i want to thank you for pushing because we're getting there and it's looking a lot better so
168thank you for your support on that i want to thank the support of the superintendent the chief of staff and our chief business officer for the monthly meetings as i've already said made a world of difference and i'm glad that we're going to be continuing and also the dedication teamwork and support of the district advisory committee executive board michael who is here crystal troll who was our chair but she was unable to be here this evening and gray hack who is our parliamentarian also unable to be here but all of their support has made a world of difference and it's truly a pleasure to work with them so that's our presentation i believe it brings us to questions and dr payne i think you mentioned you were going to ask for both of us so
169michael come on back up yes so thank you do we have any speakers none in this area trustees no questions trustee barrera yeah thank you both uh and and not just for the presentation but for the work that you've been doing we absolutely have to solve this problem of being able to have uh hybrid meetings uh you know i mean we before we ever had hybrid meetings we would spend every you know one of these presentations talking up here about the need to you know have hybrid meetings and so uh you know that's we just and i know you know enrique and superintendent jackson will find we we've got to find a sponsor you know we've got to move this forward i can't imagine this is unique to our district you know that's right so
170um so we've got to we've got to find a sponsor for that and it's so critical because it is the strategy that is allowing the dac to diversify you know and i appreciate you know michael the point of um you know a focus on uh diversity equity and inclusion it is in many ways i would say equal to the challenge of building the capacity of school side councils at schools and the training that you're doing it has to be the priority for us as a district together with the dac to improve the representation on the dac and that includes of course representation in the body and the executive committee i would ask the body and the executive committee to think about some structural reforms so for instance we just recently added a student school board
171member so we're going to have an election now for two student school board members rather than one but we identified that one of those two school board members needs to come from a school with 60 and above free and reduced lunch um i think some reform like that for membership in the executive committee is something i would encourage you know both the dac and the district uh to think about and work to and and work together towards it's just you know it's everybody acknowledges this issue every year and yet this is my 14th year on the board and we continue to have this as the elephant in the room and and and we we just have to uh we just have to address that issue but i know that you know that that's something that
172uh that you're committed to and that you're working towards and um and again the the work that you're doing in the training and the building capacity of those sscs is so important it was very exciting to hear about the example of zamarano you know using its own resources uh you know to to uh to do really what you know we're considering a core strategy in the district around literacy acceleration um very very exciting uh to hear that so thank you for your work and um i think you've got our commitment as a board to follow up on your recommendations and especially the you know making sure that we can uh continue with hybrid meetings and the requests that we work together you know to to solve this diversity issue uh once and for all thank
173you trustee barrera trustee patterson well just on that note have we ever had a student present before a dsc meeting um i think that's yeah that is progress that is progress nonetheless so i appreciate appreciate you being here michael and i appreciate you reminding us that students can be students can be leaders of committee students can lead groups so thank you for that i thought it was a very thorough presentation and i echo the sentiments of my colleagues and continuing to work to expand diversity equity and inclusion in the dac membership but i really appreciate you coming here and definitely with the other two members of the executive team not able to attend it's it's really awesome to see it makes me very happy so thank you thank you so much thank you dr mccrary
174justine mccreary a great a great report i was very happy to hear the district response immediately after the aac report does help us move forward quicker faster so thank you very much looking forward to supporting the bac glad to see the the in uh increased participation and i too hope we can get a sponsor to do virtual hybrid meetings thank you um yes vice president sponsor yes i also wanted to say thank you for for your work on this committee um um you know it there like you can tell that a lot of work has gone into this um and it's been a very thoughtful process so um that's very much appreciated and also the fact that you're trying to align with the lcap and also the vision 2030 i think that's really important that
175you know and also that we're including the the engagement from the community i mean that's also one of our lcap goals is parent and community engagement so um you know we're hitting a lot of our goals through what you're doing and i just wanted to you know share my appreciation that uh in your hard work and uh you know continuing along that that uh that same vein thank you uh trustee spicer i thank you president whitehurst payne um i really just feel like for the first time in a long time there's a much more positive relationship and collaboration between the cac and the district in finding uh common ground and trying to meet the needs of the cac and the things that they're asking for and requesting that we do to try to provide for
176a better school system for all of our children especially given the fact that we have been talking about how do we how do we support and facilitate parents so that they can get more involved in the cac and i think we've we've really been talking about this for quite some time and i'm just grateful that we're able to electronically allow parents and uh and students and staff to participate in the cac and i look forward to allowing that to continue we've got to make sure that people can have their voice heard or at least be a part of the process thank you thank you and i'm glad you said it has a better feel because i said the same thing in officers meeting when we heard the draft that it the relationship seems to be
177better we're moving in the right direction and i commend you all on that uh and i thank you trustee barrera because i think you said it well you articulated my position well and the reason that we need diversity is i think earlier in the year baker was it this this school year i mean it's all going up baker and chavez brought a point forward and it's because we have a diversified support there that they were able to say something's not right here our communities not being our schools are not being represented and we were able to correct that and it's because we have diversification and the other thing that i wanted to say earlier i talked about the special ed on the special education students who are saying that they didn't get service during the
178pandemic the comp at you all are partnering with them after summer school is over to give students some additional services yeah you know anything about that you want well summer school is different than their program because it's part of their ieps but yes we do partner together and you're going to give them some extra funds somebody's going to give somebody some extra funds to help out beyond the regular school year right we certainly can talk about that yes i'm not making a connection i apologize okay but anyway they were saying that because it can't be supplanting it has to be additional and for any parent whose child you feel that during the pandemic you didn't get that service they're offering that additional service and i want to thank you it is the first time we've
179had a student to participate welcome aboard look forward to seeing you again thank you very much and um thank you both great thank you good job and with that we move forward to item h2 which is an action item about the resolution of intent to grant um an easement here any discussion if not a motion to approve or but era who's seconding that okay bazo and let's vote uh patterson hi um by sir aye dr mccrary let's vote here on the dyers okay that passes unanimously with the student concurring with us thank you and let's move on to h3 and this is an action item the authorization of title one school-wide program for doyle elementary schools jonas salk and i high virtual academy a motion please thank you vice president bonzo a second on this
180from macquarie okay thank you no discussion let's vote patterson aye aye advisor aye um mccrary the rest of us let's vote electronically that passes unanimously with student board member concurring item h4 temporary staff i do believe we have a person who wanted to speak on that let's get a motion first okay barrera and psychonautic comes from bazo okay thank you and is joy love available okay thank you please unmute yourself miss joy love we'd like to hear from you joy love okay we will move on and vote trustee patterson aye trustee biser aye dr mccrary aye and let's vote on the diocese and that passes unanimously with a student board member concurring and that takes us to i we get an eye motion on that except we'll hear from the speaker on that's it okay
181on a motion on that please on the consent agenda for the superintendents who's making thank you [Music] second on it was at macquarie yes thank you okay let us vote patterson are there any expulsions or readments on tonight's agenda uh yes you want to exclude yourself okay i'll um i vote i with an abstention on i-10 okay thank you um bye sir hi thank you dr mccrary hi thank you the rest of the board on the dyess and that passes unanimously with the student concurring except on i-10 was it thank you and that takes us to public non-agenda public testimony i believe we have let's see uh a lot of folks in on virtual but let's get the one person we have who is present bryce henson thank you good evening and how much time
182do i have okay thank you good evening everyone um i appreciate you seeing me this is my first time i've never done anything like this before i'm tired i got dinner and a beer and you guys have been sitting here the whole time so i appreciate that my name is bryce henson i have uh two six-year-olds they're at spreckels elementary school i'm a veteran and i'm a t-ball coach so i'm active in the community i'm here because i would like to be notified if they attend any club or extracurricular activity even if it's lunch whether it's the art club math club science club i also have a vested interest in being notified if they attend the spreckels elementary school student lesbian gay bisexual transgender transsexual queer questioning intersex ally asexual pansexual club i know you're
183thinking this guy's probably a white ring right winger big buff good looking white guy with american flag tattoo on his arm that's not the case nobody is against the club i just need to be notified if they attend there's been counterpoints put up the counterpoint was that under california and u.s constitutions the student has a right to privacy to their sexual orientation but that's false if i get notified because every student can show up whether or not they identify as lgbtq plus look dr jackson i know that you have two kids i know probably most people have two kids um but imagine if they're six years old and you're asking respectfully to be notified just if they show up and you're being told no and it's scary because i have a lot of parents and
184they think that that staff over there they feel like they're creating a hostile school environment for the parents because we are respectfully asking for a notification system and we get told no it's negligent it opens this entire school district up to lawsuits we know this is a hot button issue so what i am respectfully requesting is if we can find a way forward for us to be reasonable and let's set up some sort of notification system and bring people like me in we're here for diversity and inclusion let's bring people like me in so that we can be notified and in tune and in touch with our elementary schoolers because clearly if they go to this type of club they can be using that same language they're going to be asking adults students what is
185this club oh it's pride peeps that's what they call it who comes to the club lgbtq imagine my six-year-old what does that stand for lesbian gay bisexual transgender what is gay and we can go down the list and they can potentially be having those conversations and now it's hidden from us they can be going there every day and it's hidden and i want to be involved i'm going to involve that i'm a t-ball coach i want to be involved with what my children are doing that's it thank you thanks for coming sherry uh we have virtual folks uh mel brewer joey love you show up rebecca martinez jk becky richter okay uh mel brewer would you unmute yourself and can you hear me yes thank you all right how long how much time do i
186have three minutes okay good evening i strongly oppose any vaccine mandate on students why would you have mandates for a virus that does not kill healthy children there are no healthy children that have died of covid according to the cdc data not found was their response when asked through a foia request i believe the statistics for kids age 16 and up not vaccinated is about 15 to 20 are you really willing because can you hear me still you're going in and out but yes oh i'm so sorry um okay let me try this again are you really willing to lose that many students because let me tell you you will none of us are willing to put our kids on an online system that you created for segregation purposes this is the hill us mama
187bears will die on we will not under any circumstance get this vaccine for healthy children if i remember correctly the statistics for vaccinated age groups 5 to 11 was about 38 percent and 12 to 15 was about 65 percent that should tell you something that we the majority don't want this vaccine you will lose funding and staff as we pull our kids out you must be foolish to continue these mandates even after the death of bill sb877 that senator pan dropped i will finish off my speech by reading the most recent deaths from bears vaccines adverse reporting system male age 16 died from an unexplained death seven days after vaccination male age 13 died from an unexplained death seven days after vaccination male age 16 died from a seizure one day after vaccination male age
18812 died of septic shock seven days after vaccination female age 16 dive of a pulmonary embolism nine days after vaccination female age 17 died of intracranial hemorrhage 15 days after vaccination female age 13 died of a seizure five days after vaccination female age 17 died of a cardiac arrest eight days after vaccination male age 15 died of an unexplained death one day after vaccination male age 13 died of an unexplained death one day after vaccination mel age 13 died of a heart attack from myocarditis seven months after vaccination male age 16 died of an enlarged heart five months after vaccination male age seven died of a cardiac arrest seven days after vaccination male age 15 died of a swollen heart one day after vaccination there are currently over a hundred child deaths on bayer system
189that's all i have thank you thank you do we have anyone else rebecca martinez please unmute yourself rebecca martinez can you can you hear me yes thank you okay am i able to turn video on or does it have to be without video turn it on i can turn on my okay sorry one second you know what i'm not seeing how to do that i'm on a phone so i don't see all the options um i'm um well my name is rebecca hello board members superintendent jackson and guests my name is rebecca martinez i'm a parent at ocean beach elementary and i am speaking again about the district's policy that only allows essential visitors onto campuses and somehow parents and guardians are not considered essential visitors as i mentioned last week this has caused a
190lot of problems specifically at the ocean beach elementary campus because it's located right at the busiest part of obe or right at the busiest part of ocean beach and the entire school congregates at drop off and pick up on public sidewalks and clogs the roadways with double parking this issue has been acknowledged and police have been sent out to help shoe some of the double parking away although i know they can't be there every day but my point is that it is an acknowledged issue and what i have asked the board last week and in emails and again today is to reconsider this policy that was put in place because of covid and is no longer necessary to allow parents a window of time to walk their children their elementary school children to and from
191campus this policy doesn't ask the parents to be allowed in the buildings it just asks for more than a one-minute window where the gates open at the bell so everybody's just waiting outside the building clustered on the sidewalks and roads to allow them maybe a 10-minute window to walk their children to um the campus and i would just ask that the district review this policy i put it in writing i didn't hear back um so i'll put it in writing again and that's all i have thank you thank you we'll refer that to uh superintendent and staff to review i want to thank all of you no one else do we one uh rich more okay becky richter please um yourself thank you hi good evening i would like to start out by reading some
192statements made tonight by the board members voices need to be heard individual rights and liberties let the student and parent student parent and health care provider decide what's best for themselves we recognize the importance of giving someone a choice you may not like the procedure yourself but that doesn't mean you should get to decide what others do why is this thought process not the same for the vaccine mandate parents have been fighting for this mandate to be reversed since day one why aren't parents being hurt a board member tonight noted the fear of the five judges opinions on roe versus weight while parents are in fear of u5 members that are not listening and have made this this decision for our children without listening to the the majority i myself had covered back in the
193beginning of march and not this year but when it first came out and my natural immunity is higher than those with the vaccine i've gone through members of the family having delta omnichrome original the original uh variant and i myself have have been tested many times while in the presence of them and my natural immunity has surpassed and i haven't passed it on to anyone never received it again i continue to get tested every six months through lab core that does um testing to see if your natural immunity is still there why is that not a choice still why are you guys not listening to that portion of this so many students have already had it with minor cults my daughter herself had it and had two coughs during the whole time she had it
194and the only reason she knew she had it was because my husband had it so i cannot understand why you continue to push for this when again as many parents have already sent out statistics to you have emailed them talked to you in this and you guys are not listening at all i feel like if you want to push with the statements that you made tonight for about sexual um education and everything why not bring that to the table for the vaccine mandate that's all i have to say thank you thank you and thank you all for providing your comments to the board and superintendent today we do appreciate your input and please know that your perspectives help us to better serve our students parents and the community this concludes the agendas business of the
195board the next regular meeting will be held on may 24th 2022 next week the special classified employee celebration will be held may 17 and i'd like to say good night to good evening to all of you thank you you
