we'll get started i'd like to welcome everyone watching on itv and via live stream and call the october 12 2021 regular meeting to order with all board members present via zoom webinar and we'd like to ask vice president whitehurst payne to lead us in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you you may be seated thank you vice president and can we get a motion to adopt uh tonight's agenda with one change where we're gonna move item f4 uh to the first uh place on the agenda yeah so could we get a motion got a motion moved by uh vice president whitehurst pain do we have

a second second by dr macquarie okay uh trustee patterson hi thank you trustee we biser trustee biser trustee bazzo we have trustee bazo available he is available she's off mute oh yeah i'm here sorry my inner internet was a little weird uh i thank you i trusted macquarie aye vice president whitehurst payne and barrera i okay uh so today's meeting of the board of education is a business meeting that is conducted in public to reduce the chance of coronavirus exposure the board of education is accepting public testimony via zoom webinar for the october 12 2021 meeting board bylaw 1025 sets the time limit for public comment on agenda items at 10 minutes per side pro and con or 20 minutes total speakers will be able to provide testimony at the beginning of the appropriate agenda

item or at the end of the meeting for non-agenda public comment the list of public speakers as of 2 pm is attached to agenda item b2 if you submitted a request to provide public comment after 2 pm please listen for your name to be called speakers are listed and called in the order received when your name is called you will be allowed to speak please unmute yourself at that time if you hear your name called and are unable to unmute yourself we will call the next speaker once all speakers have been called for the item your name will be called again please unmute yourself zoom does not allow staff to access your personal device to unmute a speaker please follow along with the agenda so that you know when your item is coming up for

discussion so let's um begin with item f4 and i i wonder if we could ask a general counsel green if you could just give us some background on why the board needs to take this action to stay in compliance with the new ab361 legislation we have andra andra greene let's see pause for a second while we wait for general council greens but um why don't we while we're waiting for uh uh general counsel green maybe we could ask ms stultz to uh just give us a quick um overview of why we're taking this action tonight the board is being asked to take action on item f4 tonight so that we can continue to hold our meetings via zoom under ab361 which went into effect on october 1st a resolution allowing or if the board approves

a resolution allowing this or stating that we need to continue on zoom meetings due to public safety and health reasons the resolution would be in effect for one month so we are operating uh this meeting under ab361 and we would need to approve that prior to moving forward with the rest of the meeting okay great and can we get a motion to adopt this resolution tonight uh so moved by vice president whitehurst payne and do we have a second second by trustee bazo and we have one uh public speaker on this item and that is diane wall diane if you're available can you hear me yes go ahead okay i just wanted to say that i oppose holding the meetings in zoom i think that any school district especially one this large it's important for

families to feel connected to the decision makers and the best way that we have is through attending public meetings and commenting in person and i personally started watching your meetings this past may and i've i've seen hugely important decisions being made on controversial topics like instituting the social and racial justice curriculums and of course the latest vaccine decision and those are big decisions and you should be welcoming community engagement and discussion as part of your parents partners program but mostly i just don't see an imminent risk for people to attend meetings when 80 percent of san diego has the vaccine that you clearly believe is effective and the normal functioning of society has resumed and the school board needs to participate anyone who is still fearful can just stay themselves at home and do the

live stream okay thank you diane and and again the purpose of uh this resolution and the reason that we're holding these meetings over zoom is on the advice of our public health experts that we do not hold large gatherings indoors as we know at our schools we have been limiting indoor gatherings limiting large assemblies and to be consistent with that policy in our schools we're following the same policy uh here in our in our board meetings so we've got a motion and a second any board questions or discussion yes trustee patterson is this something so in 30 days will we come back and reauthorize this as needed and if we do reauthorize it is that through is that through our district doctor coming and sharing that information with us all right so the answer is

yes every month we will need to take a new resolution if we are going to proceed uh with uh meetings uh virtually and um and and and that will be based on the advice as you're saying trustee patterson of dr terrace and and our public health experts thank you okay um with that uh trustee patterson trustee bazzo aye trustee mcquarrie trustee biser i vice president whitehurst payne and barrera i okay thank you okay tonight's student presentation is from loma portal elementary school the stem innovation program uh and why don't we introduce our elementary student mia martin from loma portal elementary mia are you with us yes i am all right thank you um hello my name is mia martin and i'm a fourth grader at liverpool elementary um this is my sixth year at lima

portal what i love most about lima portal is how much the teachers and staff encourage students to work hard and be their best and i hope you enjoyed the video that we made for you today good afternoon and welcome to loma portal elementary my name is mia here at lpe we are a community of lifelong learners and i am excited to show you all the great things that are happening here enjoy [Music] hi my name is luna lomo portal elementary school has been a focal part of our community for over 100 years but once was a small two-room school house built in 1914 for 12 000 posts has now become an educational institution where all of our students are eyes of the future here's a little piece of a rich history the historic honolulu area

of san diego has been around since the late 1800s thanks in part to the hard work of albert spalden he became a name due to his affiliation with professional baseball and the sporting goods company development of the loma portal neighborhood these began to take shape in the early 1900s soon after this a school became necessary to educate the rapidly growing population my name is ellia our beautiful school opened on october 26 1914 and was described in newspapers at the time to be cambodia and was originally a two-room two-room stucco building built on a hill overlooking san diego bay which is still one of the most spectacular views in the city the daughter of one of mr spaulding's associates credits her father of having selected the site of the new school where they would all have

a lovely unobstructed view of the bay my name is this historical tradition of being a presence in our wonderful point lower neighborhood our school has consistently had a focus on preparing students for their rapidly approaching vehicles lp has a has been through a lot in the last 100 seven years but through the years it's hard-working staff has dedicated has been dedicated to nurturing excellence in education for the for all of their students focusing on literacy and math skills have been critical in preparing lpe's fabulous students for their future uh but our s but our focus on steam education has captured our already amazing students even further into the 21st century hi i'm karen steen stands for science technology engineering arts and math music and iron have always had a presence here at loma portal elementary

all of our students have the luxury of taking music classes beginning in tk musical performances on campus and around the community have become regular currencies throughout the past several years students at the community art projects have also become regular occurrences on our campus ever since 2018 though we have we have taken a deep dive in into technology into science technology and engineering aspects of steam taking part in steam innovations projects and using our design thinking skills in our amazing steam lab each week we work on specific science and technology standards by learning new skills problem solving collaboratively and further developing skills that we already have in our steam lab or in our classroom the programs we use to range from lego robotics to 3d printing to coding to digital media the focus of these activities

is for us to work together create and solve problems scratch is an app where you can where there's sometimes there's a specific story where you go on and your you can change it and team education prepares us for the careers that will be available in the future some of these jobs have jobs have not even been invented yet through steam we are able to emphasize problem solving and working together with others which will prepare us for any job and also makes us better students the goal is for us to become well-rounded learners who are ready for middle school and beyond [Music] thanks for watching our video [Music] so [Music] all right well thank you so much mia and your fellow dolphins that was really fantastic can i just ask you um how did you how

did you guys put this video together um so um mr racy our principal he filmed us with our iphone and he made a script and everything for us and then one of the parent volunteers he edited it and made it like she put all the pictures in it and put the sound to it and yeah that's basically how well you all did a fantastic job and i know you've got really one of the most beautiful schools that i've ever seen and you've got such a great view so i can see why you're so proud and excited to to go to loma portal thank you thanks so much mia great great job okay we have nothing to report out from closed session and we don't have any administrative assignments so we will move on to our

asp student president reports and at this time we'd like the asb students to introduce themselves please tell us about yourself and what's going on at your school both academically and social socially and we'll start with um yadeli aribano from hoover high school we had some uh technical glitches last time so yeah ellie could you give us a report from hoover firstly i'd like to thank the board and superintendent for allowing me speak on behalf of our beloved hoover this evening my name is yuri ariebeno and i am the proud asb president at florida high school our theme model this year is creating our nests together i'm excited to talk about the ways we are welcoming back students for hooverness creating a sense of belonging after a very difficult past year and a half personally over

the summer we hosted a summer bridging program for both incoming 9th and 10th graders we thought it was important to give incoming 10th graders an opportunity to learn about our school since they didn't get a normal freshman year we had over 450 students and it was a three-day experience where students participated in community building met their teachers learned about their academy and learned about all the ways we had 25 student leaders facilitate groups along with 25 teachers and staff gave their summer time to ensure our colonels felt welcomed and cared for participants gave feedback and complimented how helpful our student leaders brain how comes we made them once school started we hosted freshman friday on the first friday of school where all freshmen experienced a similar day of community building social emotional learning and learned

about cardinal pride for the first time ever we also held a similar event for the next friday for all of our sophomores since they didn't get to experience freshman friday these were wonderful experiences for our students and highlighted the positive community we have at oprah high school from my personal experience returning to school has been amazing i'm so thankful for how welcoming and helpful i have been with the switch of online classes back in person especially helping me with my mental health during the most stressful time of the year with college deadlines i'm looking forward to planning many of the modified event and viewing how the events unfold like our hoco outdoor i also think it's important to know i have the unique experience at hoover to serve as a peer mentor to eld immigrant

and refugee students are learning on top of serving our fellow cardinals i will also be earning a college credit through the partnership with nasa i have loved learning i have loved this learning and mentoring experience as i enter my second year program as we both learn so much from each other and the students have even helped me to build healthy habits thank you so much for this opportunity oh fantastic yet ellie thank you so much for that report and we'll now i have trinity watkins the asp president at morris high school trinity please share with us what's going on yes thank you so good evening everybody my name is trinity watkins i am the asu president at morris high school and it is my pleasure to be here with you all and so i'm basically

just going to give you a rundown of what my school has been doing and what we are currently working on so at the start of the school similar to the other school we did have a summer bridge program for our sophomores and freshmen we need to have step foot on the campus so we thought it would be best just to give them a tour around basically get them their schedules and everything like that and we did morris t-shirts for our entire school just so each student could have something to show some tiger pride and then we did have a spirit week just to get people back into the normalcy of school which was really fun but then after that our biggest thing that we've done tomorrow would probably be our homecoming game where we brought

in a dj speakers a photo booth etc just because our school we decided not to have a dance because we thought it would be safe to not hold one and also through sections in place we didn't think it would be fun as previous years home coming in and currently we are working on anti-bullying month which just started this friday so we are creating a video about the topic and we also bought ribbons to hand out to all students so we often show our support as well as wearing blue on friday and we also following this friday we're going to do a week of kindness which is basically just little things like on monday sit with someone you don't know just to show our support to those who have experienced bullying or haven't just in general

with that we are also working on filipino american month and lgbtqia plus month justice our support to all the students in our school so we're making posters to post on the school and of course post on social media just to show all of our students that we do care and that's basically what we've been doing and that's our main priority right now so thank you that's amazing trinity that is so much that you guys are doing thank you so much and now from san diego met vanessa castro well hello everyone i'm so pleased to be with you this afternoon i hope you're all doing well my name is vanessa castro and i'm representing the san diego met high school as asb president i would first like to share how the return to school has been

going so students were first given the opportunity to return in person in april of this year and it's been incredibly refreshing to see everyone's faces and become far more immersed in our learning this school year we've all been endlessly grateful for how our classes have gone and how we've been able to interact with our teachers the san diego met is a bit different than most schools in the sense that we only go to school three days a week so this has definitely allowed my peers and i to assimilate ourselves into a routine given that the med is only around 200 students total the return to in-person classes has also been much less challenging the reports i've been hearing from everyone is that they like me are ecstatic and grateful to be back at the met

of course while we were online we made the most of the situation but there were certain aspects of school that we undeniably missed out on asb events for instance which brings me to my next point asp has been doing as much as possible to continue to engage students and have participation within our school it has definitely been beneficial to have asb in person because it makes planning and discussions much easier and efficient we have been planning for potential asb events in the coming months but we of course have to take our new circumstances into account we must think about everyone using mass at all times to sustain themselves and still making these fun these events fun and entertaining nevertheless everyone is excited to be interacting as an asb again the san diego med as a

whole has done an immense amount to prepare us for the return to in-person classes and has now done everything to support us in our current academic and personal endeavors i personally am grateful for everything the teachers at my school have done to ensure our success in an academic and personal sense i'm also grateful for our new principal mr fung he has been wonderfully contributing to our school and has been an amazing amazing leader for us in this time in attending the met the students are given the opportunity to have internships on tuesdays and thursdays and as i was saying earlier our teachers and advisors have supported us in each of these feats and have been fantastic in making sure we are set for the year and for our future as a senior i've been applying

to colleges and my advisor asb advisor and humanities teachers past and present have been incredibly supportive and have provided me with invaluable information so med students truly appreciate everything the staff of our school has done for its students and everything the school will continue to do to guide us to successful high school careers and futures thank you very much oh that's great vanessa and vanessa can i ask how is it going with the internships are most students able to do those in person or have those been virtual how has that been working i'd say it's a fair mix of both my internship personally is mostly remote i'm working at the bioinformatics department at ucsd but i do have very many peers who are working in in-person internships so it's definitely been beneficial to be back

in person because obviously last year we didn't have the option at all to be in person so that's great thank you so much vanessa and thank you trinity and thank you yadeli great great reports from our asp president okay we will now move on to our superintendent's information report superintendent jackson thank you board president barrera uh first i want to acknowledge our students uh wow uh i think more of them less of us is always better mia what a great job and and our asb leaders uh you are paving the way for young people like me and others uh to be amazing and um i'm exhausted just listening to all the things you've done in just uh what six weeks we are in good hands uh as you represent the future it very impressive and

uh like i said i think that's where i'm gonna start tonight and it leads to the three pieces that i want to lift up for us three leaders who represent the great leaders and educators of our district who are making this all possible for our young people the first is irene hightower i want to acknowledge her the principal at hancock she was acknowledged this month by afsa the american association for school administrators and i lift her up for her leadership uh thank you irene for your leadership and i appreciate what you do and how you show up for our young people especially during this current context and uh you represent all of our leaders in this district so i want to start with acknowledging irene hightower second uh i can't say enough about our school

police officers and how they go about serving our our youth and how they've really embraced student advocacy and listened to our students sergeant jesus montana who has been recognized by the peace officers research association of california for his continued service his continued leadership congratulations to him and again i recognize the individuals here because they represent the amazing officers uh and leaders in our district and finally uh we often will say we see our parents as partners and we do and that's because we know that everything we do in the classroom uh pales in comparison to the love and appreciation and support of our parents our parents are the foundation to our students our extended family members are the foundation and so tonight i want to lift up our parents and i want to say thank

you for all that you do and what you have entrusted in us to serve your children um i do want to lift up one of the new tools that our district is providing to families our choice window is open and our uh choice application is available i want to lift up marceline marquez another incredible leader as she leads our neighborhood schools and enrollment options and and the entire team this is incredible work that they do and they provide our families with all the information uh that they need to make the best decisions for the families and so far for the board i want you to know that applications are up 20 more than during our normal years um and and this should not be a surprise because of the incredible work and options that the

families have to choose from starting with first and foremost our commitment to making sure that every student has a quality neighborhood school first and foremost so that's incredible um and so thank you marceline for doing that and to make sure that we're here to support our families we've created a new online tool it's called discover san diego unified that's all one word discover san diego unified dot org and we really believe that parents will find that this is a very useful tool and that they can find it easy to navigate the choice process that they choose so again thank you congratulations marceline marquez for your leadership and ensuring that our students get to be able to attend the school they so deserve uh that is it for my report this evening great thank you so

much superintendent jackson let's move to board oh what's up is my mic on yeah i think it is yep okay thanks thanks marty um why don't we move to board information reports and we'll start with trustee mcquarrie thank you president barrera so i also want to thank maya and the other students in loma portal for the excellent history and video tour of your steam lab in school i want to acknowledge the students at pacific beach middle school the pacific beach community and the city of san diego for the research and action taken to name the community park area on the pacific beach middle school campus after fannie and william payne we have a video that describes that effort and gives the background to this incredible opportunity to right and old wrong and to give our

community members uh the fair recognition for the hard work that they've done and a special ceremony held today in pacific beach renamed the field at pb school middle school that is after two of san diego's first black educators as news 8's brian white reports today's dedication was the result of over a year of hard work by community advocates and to very special 8th graders kirsten the sign at this park has always read pacific beach middle school joint use field now that's all going to change because this park will now bear the names of fannie and william payne and their story is one to remember today we're partnering on correcting a wrong and lifting up the names of william and fanny payne so they'll forever be known in san diego for what they did william payne

was the first black teacher hired at pacific beach junior high in 1945. that same year 1900 pb residents signed a petition demanding to have mr payne removed from his position because of his race william and his wife fanny showed incredible resilience and commitment to public service in the face of blatant racism the petitioners were denied by the school district and william payne continued to educate young middle school students in pacific beach until he later moved on to san diego high school where he finished out his distinguished 25-year career i wanted to be remembered for the people who they were they're hard working they didn't give up fannie payne was also passionate about education and cultivated a lifelong teaching career including her time at san diego public schools their story is still here like people still

remember them muhammad woldeas and julia neil woods were both eighth grade students at pb middle when they took this proposal to the school board for approval renaming it after fannie and william payne will be giving it some love and care now after all their hard work in a petition gathering three thousand signatures they're proud to see the park finally renamed it feels amazing i was really happy it feels like really emotional kind of to feel that happiness and the joy that this all happened community advocates paige hernandez and regina sinsky crosby helped with research on the story of william and fannie and they couldn't be happier to see these two young girls carry it across the finish line i am filled with pride and joy and a lot of hope because our future is looking

so bright in pacific beach brian white for news 8. thank you so much trustee macquarie and that was that was just an incredible example of leadership shown by our students and and our uh principal and leaders at the school and their partnership with the community so thank you for bringing that bringing that story uh to us tonight okay uh trustee patterson thank you trustee pereira i just want to start by uh really appreciating our asb presidents who came tonight what i appreciated was we talked so much about learning loss mitigation and i think it's so valuable that we talk about experience mitigation what have students who are not on campus not experienced and i really appreciate the idea of saying hey our sophomores have not been on campus at all so you have to do

some of the freshman things that you would normally do let's try to make it special let's make it unique and i i'm seeing i've heard that i think all three of our asb presidents talked a little bit about some of the programs they've done and some of our previous asb presidents have so it's really wonderful to see those site initiatives to ensure that students do feel welcome and prepared to join into in-person school during the year that was very exciting my board report tonight focuses on some of the legislation that was passed at the state level a very very exciting week for education and students some huge wins a few i want to highlight our own uh we our endorsed bill senate bill 14 passed the governor's desk this week formally changing the absence code

to allow excused absences for mental health statewide and also putting out new guidelines on mental health curriculum which will definitely be used by our task force currently sb427 allows menstrual or requires that menstrual hygiene products are included in every single school bathroom on campus which is a super exciting thing and to be able to have the state make that investment in our schools the huge thing so all the students that have been fighting for that because there are quite a few different student movements for that congratulations this is a a hard-fought one and i'm really proud of it and finally what i'm very excited about our own california student board member association our bill was successful aba to foreign passing requiring that students on county boards of education and requiring the county boards of education

and charter school governing boards have student board members so i'm excited to see that our authorizing charters will soon be getting student board members so they can have the representation that we want to see and that we have students in these positions all across our district and in our local charters so a super exciting week for students and a thank you to the legislature and governor newsom for acting and moving forward in favor of students thank you well thank you trustee patterson for your leadership on those legislative efforts and those are really breakthrough policies at the state level great great work trustee bazo yes thank you president herrera it's been a busy couple weeks since our last board meeting at but i also wanted to start by saying thank you to trustee macquarie for sharing

that video i was able to be at the press conference that day and uh it was really inspiring seeing those two students and what they've done along with their class advisors to make that park name change um i am trying to at this point familiar familiarize myself with the the schools in my area since i'm the as the newest board member i haven't actually visited all the schools so um the ones i have and i'm trying to go out into the other areas and make sure that i visit and meet those principals in person as much as i can so i want to thank steve elizondo who's the area or area superintendent in district a because he's allowing me to go along and some of the site visits i was able to go to challenger

middle school with him yesterday and meet with principal sullivan walk around do a little some class visits and today we went to curie elementary and i met with dr smith oh who's the principal there she showed me their garden area just got a chance again to walk around the campus get a chance to know the people that that work there a little bit better and it's been fantastic i have a several others lined up and i'm looking forward to that so that's kind of what i'm focusing right on right now i also attended the say san diego um they're one of their meetings this morning and talked just about ways that we can collaborate they work mainly it's a nonprofit organization focused on at-risk youth they do a lot in southeastern san diego but also

across san diego county focusing on the for example the recent how we're trying to ban the flavored tobaccos they were a big part of that initiative and as a health educator i'm really interested in working with that organization as well so it was wonderful to find out all the fantastic things they're doing in the area of health education specifically focused on our youth um and i think that's uh that those are the main points so i'm gonna stop there for now and hand it off to the next trustee all right thanks so much trustee bazzo and trustee biser yeah thank you uh president barrera a couple of things first of all i want to thank everybody for all their hard work of putting together the first elementary school in mission valley i received in my

mailbox at last week a survey to vote on the name of the new elementary school so a lot of people in mission valley and sarah mesa are very excited about the new elementary school that's coming i also went and got my flu shot just want to remind everyone uh to please get your flu shot and also that open enrollment is coming up for uh most of most people so uh try to take a look at that as well other than that i think that it's really exciting seeing a lot of people in the community and schools coming together at different cif events specifically friday football games a lot of members of the community are coming together following coveted safety protocols is really important make sure you're wearing a mask we can still have a lot

of fun uh look forward to seeing folks out at the football games on friday night that's all thanks a lot president breira thank you trustee that's great and uh vice president whitehurst payne thank you president first of all i want to thank all of my colleagues for their wonderful reports and as with michael dr mike and sabrina i really did enjoy the video clip of point loma and i would also like to say that for the students at pb middle school and it's kind of fascinating because both of those items pb middle and the students over at canyon hills high school and i'm sure miss pereira will talk about this but they both this week had some events going forward and they're both on the agenda today through our reports and uh it's really fascinating

to see that come to fruition the pain and there's no relation to my name my husband is not related to these pains but it's really wonderful to hear and see what the students did there at pb middle school and also hopefully you listen attentively to mr barrera's report about canyon hills high school because that was also wonderful i'd also like to extend a compliment to melissa aguadello from lincoln high school the vice principal over there she was on kpbs this week and um she's doing a great job over there with school and i guess it's not vp now she's the she's a principal one of the principal's titles of mixing me up and she's one of the principals there and then i would like to say i receive a plethora of thank you cards and

notes from my students i call them my students now at um clark middle school they all sent me thank-you notes about the vaccine and all the other things and they told me what they learned about them and they now will use what they learned to protect themselves in the future from the virus so that's interesting to hear and i want to thank that class and this the teacher there mrs janelle mayhem and the last thing i'd like to report on because this is something that i've spent a lot of time on and we'll be working with the superintendent on in the future and staff and that's following up on the report from last time from two weeks ago when we discussed the uh placement of the african-american students um at least on the pre and

the post test to find out how we can compensate there and be sure that we don't have that kind of disparity in the future thank you for this opportunity and back to you mr herrera oh thank you so much vice president whitehurst payne and as uh vice president mentioned uh sharon and superintendent jackson and i were really honored uh yesterday morning to join principal erica renfrey for the unveiling of the uh new name uh canyon hills high school and i won't uh butcher the kumiyai a version of that name um but uh this was you know just this uh example as with the pacific uh beach middle school of students guided by their teachers going through a very deep and rigorous process of understanding the history of the name of their school the history of

this region how that history has impacted many different people including of course our native american community and then deciding that they wanted to act and leading a process a community process that led to in cooperation with the kumiya nation the the naming of the school canyon hills and the and the mascot the the rattlers and seeing what those students were able to accomplish i just again gave us so much inspiration about what can happen when our public education system works to support and empower our young people to learn about their history and then make change for future generations so incredible example of student leadership guided by amazing teachers amazing principal and our own district staff so again uh congratulations to the the canyon hills community um i also just wanted to mention so uh super

nintendo jackson uh we talked saturday morning and he told me that on friday night he had gone to a performance of in the heights at the school of creative and performing arts and he reminded me that the last uh the last showing was was that evening so my wife and i were able to go oh my goodness um anybody who gets a chance to see you know any of their performances from the school of creative performing arts it's just such a it's such a jewel in our community and you know what the students were able to bring you know bring to life outdoors uh in a very creative use of their school in the front steps of their uh auditorium uh uh to to uh to do that production it was just very very inspiring

incredible diversity uh incredible diversity of talent you know that we saw we had our musicians uh you know uh performing at the same time as the students in the cast so just an exciting evening and congratulations to principal farson and the whole uh team at scpa okay so um we'll move on now um to our public hearing item e1 and this is our public hearing and uh resolution in the matter of certification of sufficient standards aligned textbooks and or instructional materials can we get an emotion on item e1 so moved moved by trustee visor do we have a second seconded by vice president whitehurst payne any questions or comments okay if not we will uh uh close the public hearing and we will vote trustee patterson aye trustee macquarie aye trustee visor aye trustee bozo

vice president whitehurst payne and barrera i okay and we've got an information report item e2 on our california school dashboard local indicators for fall 2021 uh superintendent jackson thank you president uh uh as part of and this is a yearly uh report as part of the california schools accountability system uh with the ltf our local control funding formula and the accountability plan the local control accountability plan or lcap we must report annually on the five indicators uh on the california school dashboard so we have uh ron rhodey rhody we'll be uh taking the lead here and presenting on our behalf for the board mr rhodey thank you superintendent jackson so as stated uh the state will be publishing the california schools dashboard again this year and that will occur in december it will be a

little bit different than normal years because we have an absence of data for some of the state indicators so for example state testing did not happen as usual this past spring so there will not be any uh indicators for the state state testing there will be a few others that will be missing but we do have to report and have the board review information for the local indicators so uh there are five uh indicators that we need to report on so i'll just bring up the presentation so moving forward the our five state priorities among the eight the districts have to address throughout the lcff but only five have local indicators the first one is state priority one looking at teachers instructional materials and school facilities the first bullet here looks at teacher assignments and

just to make note that this is based on a snapshot early in the year and at that time we had 25 teachers that were classified as being misassigned all of them also teaching english learners and we also had teacher vacancies at the time 8.4 ftes it's important to note that as these issues arise our human resources department reacts quickly to try and cure those to make sure that the corrections are made as early as possible so that teachers are properly assigned and this year we have a new state system called calsas that is actually looking at our teacher our partner our class assignments and looking at those together with data from the california teacher credentialing system we also note with item e1 just before this one tonight the board did uh approve that we have

sufficient um instructional materials for all students so that takes care of that one and then the last one here is having all of our sites in good repair there are ratings of poor fair good and all of our sites through this facility's inspection tool analysis that's done once a year achieved a rating of good repair overall moving on to state priority two implementation of state academic standards we have asked our principals at each of our sites to report on how well their instructional programs are addressing the state standards in 10 subject areas and they report on a five-point scale going from exploration and research to through the middle initial implementation and then five would be full implementation and sustainability and it's important to note here that standards that have been adopted earlier by the state

and we've been implementing longer typically we have higher ratings by principles so you'll see that with english language arts and mathematics for example where we have the common core standards that have been in place for a decade or so more recently the in science the next generation science standards were adopted and so it's taking you know a little bit more time to make sure we have professional development coaching for all of our teachers to implement those at a high level moving on to state priority three there are three components of parent engagement that we have to report on these are all based on a template that the state gives us and uh we will see here that uh each of these different components is rated looks like i mean up too much there we go

the rating scale is at the top kind of similar to the implementation of state instructional standards starting at exploration and research getting up to sustainability as well and our parent engagement staff use multiple sources to determine these ratings looking at the california school parent survey which we administer every spring and ask all parents to give responses they also included their work with families through again the family engagement department and the work with the various uh advisory committees to the district as well so looking at multiple sources for these ratings and here you'll see that most of the ratings are kind of in the middle of the rating scale indicating that there's a good foundation on which we're building however also recognizing that there's lots of work left to make sure we're getting to full implementation

and sustainability so that's with building relationships there's also a section on building partnerships for student outcomes so engaging with families and kind of a similar story here is that there's a good foundation based on the ratings for each of these components building partnerships but again recognition that we have lots of important work to do to continue the outreach to all of our families to make sure that we're improving student outcomes and the third component of parent engagement is seeking input for decision making and again the story is very similar looking at all of our means of engaging with our community for decision making this looks at the school site councils in developing their school plans for example looking right now we've got some examples of engaging with the community for the student our superintendent search

committee um all of those sorts of uh uh strategies to reach out to our community to involve them in decision making so again a good foundation has begun but we have more work to do for parent engagement here looking at state priority six we have a school climate which is uh showing here just two components of that safety and school connectedness uh of course school climate is much broader than that but these are the two categories that are part of the local indicator and again we rely on a state survey for this the california healthy kids survey primarily looking at elementary grade five reporting on a survey and then the secondary grades seven through nine are eleven uh also uh reporting similar outcomes uh looking at whether or not students feel safe or very safe

at school and just to let you know that these percentages are considerably higher than they have been in prior years so we aren't going to be doing a lot of year-over-year comparison and this is in the context of the pandemic and how much students probably were on campus last year we know that they most students were off campus for most of the year and then we brought a little over half of them back for the last three months and those that context we believe affected the results similar with school connectedness again different ratings for elementary and secondary schools but the results are a little bit higher than they have been in the past but in either way we do recognize that there's important work to address and all of our schools have individual reports and

a dashboard where they can look at their own individual results and then the last state priority is access to a broad course of study and we have various ways that we measure this typically monthly or more regular reports the board so we've had reports about english learners students with disabilities our graduates all of those types of groups and reports come to the board on a regular basis we also have internal dashboards that site staff and district staff can use to measure and track performance our results uh we look at our graduation data and we know that the district has adopted the a to g course sequence so all graduates must address the courses in six core areas as well as take a certain number of electives in order to graduate and we've also measured career

technical education as well as visual and performing arts and in general we find that there's no market differences between the student groups particularly in career technical education very similar participation and achievement for all groups a little bit different in visual and performing arts where some groups for example english learners probably have a little bit more difficulty taking all of the electives that they would like and that's kind of one of the barriers i've noted here as well is that some students have to retake courses and also our english learners who are taking english language development courses sometimes have less ability to fit the full slate of electives they would like into their course taking and that all of our plans for continuing for a broad course of study and our goal in the lcap also

includes the challenging part of it but in goal 2 in the lcap has that related information so i haven't listed it here so there is some additional context narrative in the attachment to this board item that has uh information on successes and some challenges as we move forward but i will turn it back to superintendent jackson or president herrera at this point thank you uh turn it over to you board president barrera for any questions thank you ron and thank you superintendent jackson board questions or comments uh yes trustee patterson thank you trustee barrera definitely looking at school climate on uh looking at our lcap goal six i always think it's important too or let me see if that was is that goal number six am i saying that correctly yes probably priority thank you

appreciate that yeah so looking at that i definitely think that is a covid uh situation and i do want to call attention to the fact that unfortunately i don't think it currently reflects the state on campus i always reflected actually one of the reasons i attribute to why i ran in the first place and here is looking at our meaningful participation scale which for our district has uh in grade 11 30 of students reporting that they feel meaningfully engaged in the processes on their campus and participating in that and that was in 2018 through 2019 so i definitely look forward to seeing some upcoming data some upcoming data in that just because well i'm thrilled to see higher percentages for covet students are feeling more comfortable i know that we really have a lot of

work to do with all that said it was really strong data and i appreciate you presenting it in this clear way but look forward to more work on indicator number six thank you thank you trustee patterson vice president whitehurst payne and of course thank you president herrera of course is the ongoing concern with parent engagement um it's something that i think all of us say that we're really concerned about but we must take it to the next stage and um the plans for the future the action steps in the lcap um i really hope that we can move some of these threes to fours or 3.5s or whatever and um just really get parents involved in it in a way that's meaningful to them and to us okay thank you thank you vice president yeah

any other trustee questions or comments i trusted macquarie yes yeah thank you president uh so yeah i want to acknowledge uh the uh the effort that's been made in closing the gap in career tech education in the visual and performing arts area where we found there was no marked differences among most student groups i know we still have gaps in the academic area and when i looked at the academic area for implementing of state academic standards uh the assessments range from 3.6 to 4.4 and the two 4.4 scores were in english language arts and math which which is where we know we need that that focus but i was concerned about the 3.6 which are the lowest scores for the area of science and health and wondering what are we doing to make a an

adjustment there in science and health i certainly won't profess to be the expert there but again i want to reiterate that those standards were adopted more recently than some of the others and so it takes more time to provide the professional development and coaching so that teachers feel comfortable implementing the new standards so uh other than that i would have to you know defer to our instructional staff to talk about specific plans hi is dr wendy rankburr on the i know she's presenting um on the next uh slide um perhaps she can speak to this yes i'm here could you restate the question please dr mcqueary you're on on mute right those have got to be famous words i was wondering about the implementation of state academic standards where we scored fairly high in the

areas of english language arts and math at 4.4 in each of those areas but the the two lowest areas were in science and health and they were at a 3.6 and i know these scores are relative but i'm wondering what are we doing to lift up our science and health curriculum so in our for our science curriculum we have our steam initiative that began with our youngest students and that has been moving up through the grade levels and we're also working on the development of the guaranteed and viable curriculum for science that is aligned to the ngss standards and we have now completed that for uh our high school courses in science so we also don't have the cast data which is the state assessment for science but we are looking forward to seeing those

results this coming school year so health education is embedded into science in many cases and we don't have a separate measure that looks specifically at health thank you right yes trustee bazo yeah um i just had more like a clarification question around priority one where it says that there's um regarding teachers of english uh learners miss assignments i i just i'm not really clear on what that means i'm assuming maybe they're that's not like their specialty they were assigned an area that maybe is not their main area of specialty but could you clarify what that means the teachers appropriately assigned teachers and then specifically those that were misassigned what that means i will defer to miss speedy on that one thank you justin bazo thanks mr rody uh this is more of an issue of

timing than anything else um the time that the data is collected is a point in time at a certain period of the year and it's collected one time um and so the assignment as uh mr rody alluded to earlier is part of a brand new system called the calsas system and so it's a very strict system of reporting and so we work very hard as a system to ensure that the data is accurate in the system and sometimes there needs to be some shifting of information that needs to happen the misassignment is is triggered in in the calces system when the credential of the employee doesn't match the course that they're teaching and so many times what happens is um if for instance i hold a clad which is a certificate to teach english learners

in the district if my clad has expired and it happens to expire the day before we pull the data but i've already submitted my payment to the ctc but it has not been processed yet it still counts as a misassignment so we have corrected our anything that triggered um the system generates what are called exceptions and then misassignments and so we have corrected those unfortunately the way in which the new system was designed we must report it in this manner um and are required to do so uh when the when the law changed and when the new system um was held and so it doesn't mean that we are not in compliance it means at the point in time in which we pulled the data that information wasn't in the system so we must report

it as a misassignment just for just for clarity's sake we actually aren't allowed under the law to keep educators in positions where they are not properly assigned and so my office monitors it on behalf of the district and we ensure that we train our sites and our leaders to know how to properly assign under law and then also um we work with sites and departments um with educators uh to ensure that they maintain their credentials they um take coursework needed and that they're assigned does that help thank you okay yes thank you great thank you and ron my question is really around um so state priority two implementation of our academic standards so these ratings are based on principal surveys but of course we've got multiple measures of academic outcomes in these different areas how

do those get factored in and or at what point would those get factored in in our in our lcav reporting right so the local indicators focus on the implementation of state standards how are educators instructing based on those standards then there's other state indicators that look at outcomes so we have english and math based on smarter balanced testing for example we have attendance chronic absenteeism rates which is some would say is or is not academic we have student suspension rates we have the college and career indicator and the graduation rate so those are the state indicators of student outcomes and then the local indicators and more processing indicators that's great thank you thank you so much okay any other questions or comments on this item oh yeah trustee patterson sorry about coming up again just

looking at el capital six the question did come up does school climate specifically specify that we should be using the measure of connectedness because if i go and look at the california healthy kids survey and i choose to or if i look at the survey data from the 2018-2019 school year the last time we had full data that made it onto this dashboard that i'm looking at i see a variety of indicators and i was interested why is it school connectedness specifically and why aren't the other ones reported as we look to look at this and want a more broad scale yeah the data that come from the healthy kids survey are certainly much broader than just these two components but these are the two that are called out for the local indicator but yes

there's uh as you mentioned earlier there's uh other indicators that uh based on multiple questions so there's five or six different scales as we call them on that survey and each have multiple items so the data are much richer than what we recorded here and certainly our sites are looking after starting to look at their data now to make decisions great okay thank you so much ron uh for for that excellent report thank you and we will now move on to uh item e3 which is our 2021 assessments uh superintendent jackson yeah thank you uh ron for that presentation and thank you wendy and acacia for stepping in uh this presentation i'm gonna turn it over uh to dr wendy rankburr uh but it does focus on both the um student results from our district

essential math indicators our demi and also the fast this is a presentation on the local assessments for those tuning in that we have here in san diego unified so i'm going to turn it over to uh to wendy now thank you wendy and a tremendous team so i'm sure she'll mention them thank you dr jackson thank you good evening board members uh i'm wendy ranker instructional support officer and i do have available tonight on the panel for questions our incredible team that helps with this work these are a few of our folks that help dr erica simmons our director of assessment services ron rhody who you just heard from who is our director of research and ali martinez who is our instructional coordinator for math and is overseeing our enhanced math initiative as well as

dr patrick callahan who is our math consultant who has been advising us and guiding us along the way as we work to change our math program here in san diego unified so if we could please get the first slide so while we're waiting for that first slide i'll just give you a little context tonight i'm going to be providing an overview of student performance on math and reading assessments that were administered to our students in the spring of 2021 and just to remind everyone the 2021 summative assessments that were mandated by the state provided us with the opportunity to administer local assessments assessments that are closer to the students and to instruction and provides more actionable feedback for our teachers so with that we can go to our next slide please uh back one sorry

you're going forward there we go uh so this evening starting i'm going to begin with information from our district essential math indicators also known as the demi the demi was developed in collaboration with our district staff and our math consultant dr patrick callahan and it has been in use in our district since it began field testing in 2018. this is a groundbreaking assessment it is asset based and provides a more humanized picture of our students as mathematicians from a multi-dimensional perspective we are very proud of this assessment and for good reason i'm very excited to be sharing these results with you this evening next slide please so the demi is our tk12 is aligned with our tk12 enhanced math initiative which is focused on modernizing math through a broad approach that includes a focus on

curriculum instruction and leader support the demi assessment is our innovative district-wide assessment that we are implementing to advance equitable assessment practices in our system the demi is aligned with san diego enhanced math because it defines math as multi-dimensional instead of a narrow view of simple computation it is asset based that means it honors student voice through open response questions and our innovative scoring process which i'll be talking about in later slides it celebrates student agency by sharing data about diverse ways of thinking and includes a math mindset survey at the end of the assessment and finally it provides timely and actionable formative data at all levels from the classroom the site and district-wide next slide please we know that asset-based assessments present new learning for many educators parents and community members so our math team

has created a website specifically dedicated to learning more about the demi so if we piqued your interest already please go to this website and view the video that is there and learn more about this assessment next slide please before i begin to review the student demi data it's important to understand the scores that are generated by this assessment this assessment does not generate a single number for a student as much as everyone would like to try to make that happen that was a conscious decision by this team in the design of this assessment it does not distill learning down to a single number why because we define mathematical mastery as multi-dimensional so we want to measure what do students know about mathematics how do students apply their mathematical understanding and how do students explain their

thinking mathematically the demi was designed with this multi-dimensional approach in mind so every question is aligned to each of these focused domains and every student receives three categorical scores one for each focused domain next slide please so in this slide i want to share with you the participation rates of our students so you can see overall our participation on the top band and that represents 55 970 students out of our 79 760 students who took the demi in the spring for an overall participation rate of 70.2 so when we saw that participation rate we wanted to know how was that comparing to others that were administering local or the casp assessments last spring and it was fairly consistent with other large districts across the state with participation rates in the 70s next slide please this

slide shows the scores that our students received in each of the focused domains so across the top the focus domains knowledge application and communication and then down the left in blue are the four scores that students could receive so from their answers they could either receive evidence of strength evidence of proficiency incomplete evidence or left blank we intentionally had the categories of incomplete evidence and left blank because we wanted to be able to differentiate the students who left a blank answer versus students who made some attempts because we heard in our field testing that there was a concern that some students just wouldn't try so as you can see in the left blank area it was two percent of all scores were left blank so our students really did put forth their best effort on

this assessment and gave us strong data for us to use in our classrooms next slide please so on this slide this is our family report and in our family report excuse me can we go back one slide because my deck has a slide for overall area and it doesn't seem that it's there that's okay maybe it came in a different section you can go to the next slide okay this is our family report for the demi excuse me for the cast so on the left side is what parents would typically receive if their students had taken the casp assessment click please advance the slide sorry there we go on the right side is what the demi uh parent report looks like so as you can see for an individual student and this is our sample

student ally the parents can see that the student had a score point in knowledge application and communication which is not terribly unlike what they were used to seeing in the cast and at the bottom underneath the dots you can see that this there is a narrative there that explains what that score point means next slide please oh there it is my slide is not animating correctly i apologize um could you go to the next slide and maybe it'll show me the back side of the parent report there it is this is the back side of the parent report um and so on the back side of the parent report up at the top here we have provided an exemplar from the demi so that parents can see this is what your uh child is being

asked to do then directly underneath that are three different ways that students in san diego unified answered that question and then below that are some guiding questions for parents to think about these results if they want to discuss them with their child the example here in blue is an actual response from the student for whom this report is being provided so parents can see what their child actually did in addition we have provided links to continuing your child's math a parent can continue their child's math journey so there are some suggestions on what they can do next there's a link that takes families to additional resources that can help students continue to grow mathematically our anecdotal feedback from families so far is they love this report and we've heard things like i know exactly where

my child is in mathematics thank you so they've been very appreciative um and thank you for your patience in the booth i'm not sure what happened with order of slides but let's go to the next slide and see if it's the chart no can you go back one i'm trying to get to the green one back one more there we go this one this one was supposed to be in a different space i'm not sure what happened with the animation i apologize this slide this slide shows the district overview score report so this shows for the three domains knowledge application and communication how students performed in the subgroups in the student groups where we have our calls to action that's why we chose those student groups for this slide so the blue and the purple

represent area evidence of strength purple is evidence of strength the blue is evidence of proficiency so you can see in knowledge we have some pretty significant areas of evidence of strength and evidence of proficiency in knowledge the same is true in application and an area for growth for us district-wide you can see the communication which requires students to explain their reasoning their mathematical reasoning is an area of growth that's where we saw smaller percentage of students with evidence of strength and evidence of proficiency next slide please and it's going to be the next one after this and next there we go thank you so this this demi also ends with the opportunity for students to give feedback on the assessment and they also answer questions from joel bowler's math mindsets survey and so these are

some sample quotes from students overwhelmingly the comments were that the students were happy to be asked uh what they thought about um in math so one of our high school students thanks for asking i liked that they asked us to explain how we got the answer because it was a second way for me to make sure that i understood everything i'm proud that i took my time and actually tried my best so the last thing i want to say about the demi is the demi is designed to be given in one class period so the amount of time that we're taking for assessment is not uh disproportionate and it's giving our teachers time for instruction which is what we know matters most next slide please so i'm going to switch gears to the fast a

reading assessment a reading is the name of the assessment in fastbridge so just to to clarify that next slide please this slide shows the spring 2021 participation rates for our students in grades 1 through 12. and again our overall participation rate was around 70 next slide please so for our fast data because we have been giving the fast for some time and some schools we had many schools who had given it in the fall so for the remaining slides what i elected to do was show matched data so what that means is we had both a fall and a spring score for students so as you can see in this slide uh we had a for we had 4.4 fewer students in spring score in the low risk or the advanced level so we had

shrinking in both the high and the low area and in terms of what these words mean advanced low risk high risk some risk that means at risk of not performing at grade level in the area of reading so if a student for example scores in the high risk category that would be an indicator that a teacher would want to take a closer look at that student so they would want to take a closer look pull right up next to that student regardless of grade level read with them side by side what can they do what do they know or to also consider additional assessments next slide please in this slide this is the uh a reading levels for students with match data fall to spring and we have broken this out by student groups and

we have more student group breakout for the fast reading data than we provided for the demi and you can see again we had some decline in the in the student scoring in the advanced and low risk categories and that was fairly consistent across all subgroups next slide please so this is again match data for our students with disabilities for our students receiving special education services our english learners our reclassified students and our english only students and very similar to the previous slide all four student groups decreased in the advanced and the low risk levels when we compare the fall to spring data so with that i want to compare that to the growth impact next slide please one of the things that the a reading assessment does is it provides a line of predicted growth

for a student and so that predicted growth for a student it can be either considered to be flat which means it was first to 15th percentile growth can be modest growth 15th to 40th percentile typical growth uh 41st to 74th percentile or aggressive growth and that's 75th to 99th percentile so overall with our students with the fast 48 of our students had typical or aggressive growth when we look at student groups next slide please you can see that that 48 of um students showing a typical or aggressive growth stayed relatively consistent across all of our student groups so 46 percent of our african-american students had typical or aggressive growth 48 percent of our latinx students 48 of our white students so that that uh that typical and aggressive growth category was fairly consistent across our

student groups next slide please and again this is the same uh comparison of growth and again typical and aggressive growth 47 of students with disabilities had typical or aggressive growth 48 of english learners had typical or aggressive growth of our reclassified english fluent students typical or aggressive and 45 of our english only students so in general that uh 48 showing typical or aggressive growth was fairly consistent across all student groups next slide please so while we are working in san diego unified school district on our assessment system we are working to develop a more humanized and asset based system and we understand it to be a dynamic system it changes just as our students change but ultimately what we want to do is to use multiple measures of student progress so that we're not distilling

a child down to a single data point when it is done well student assessment includes multiple data points that include our fast data our demi data report card data and that instructional data that is so rich that is given to us by our teachers in their day-to-day side-by-side instruction with our students next slide please and shane safir and jamila dugan refer to that side-by-side data as street data and this is a quote from their most recent book and in san diego unified school district we believe that data should not be used to rank and sort and categorize but instead should be used to educate and advance all of our students thank you dr ringberg president barrera turn it back over to you for any questions from uh board trustees yeah thank you so much superintendent

jackson and dr rank burr uh very very clear presentation um so board uh questions and comments yeah i'd like to thank dr renker for doing such a great job over the last couple of years um i i know that we're in a difficult time i just want to say thank you to all the math teachers and all the students that are working really hard at doing everything they can for the math and also for the english teachers you know as we get it back to normal as students are able to get into the classroom and and have that in-person learning experience hopefully everybody will go out and get their vaccine so we can continue to keep our schools open for all of our students to benefit from and we're going to definitely see increased academic

performance over time thank you thank you trustee biser yes vice president whitehurst payne i don't know when i just received a note that um some of the community members are really tired of seeing the api data and filipino data being left out but in addition to that i have some questions for dr reiper first of all when you say that uh can you give us a little bit more information about the folks who were very pleased and explain how uh what community was sought to put this together just a little bit more background for that community that was put together to create um the demi was that your question i'm sorry it was hard to figure yes i think i think uh dr reiter's pain was also you had made a comment wendy that particularly

with the demi test that um we were hearing feedback that people were positive and pleased and i i think dr reiter's pain is asking like where is that feedback coming from so so we are out in the field working with principals and with teachers and with communities so i have ali martinez here and dr callahan and they can actually speak to the school communities that they've been working with with this data ali hi um i'm so happy to be here today and i'm happy to share information about how families communities have been responding to the demi data patrick callahan and myself recently presented at the patrick henry cluster and had a chance to talk to families and principals there and in general the feedback we've been hearing is that families are excited to get regular

um data points on their students so we've been asking how they're i'm sorry might um i'm gonna pass this to patrick my stoop my children are walking in right here one one moment okay patrick can you help out with that absolutely uh thank you everyone um so the the question is specifically about the feedback from parents we have provided uh opportunities and website uh that what uh wendy had shared earlier in the in the slide show this is publicly available so that all parents have access to it and also parents can um submit questions and queries uh the feedback that again we haven't done any systematic survey of this but what we have heard anecdotally from the sites is that parents appreciate being able to see examples of their student mathematical reasoning and writing they

also appreciate the information in terms of the multi-dimensionality of it that their student isn't just reduced to a number but they get to see about the knowledge their ability to apply and also to communicate their mathematical reasoning so um [Music] yeah that that's what happens was your question also about development of the demi um i wasn't sure if you were asking about uh who had input on the development of the dummy i just want to be sure that when we go down the path of doing developing field testing on and on and on that we ensure that we have a cross-section of the district represented at every stage because it is relevant and i don't know um i think this is again a time that i perhaps need to know more about on how all

of this came about because my my on text messages are blowing up about we weren't included we didn't know about this on and on and on and on and while i appreciate patrick henry and the families there i think that it's very relevant for the southeastern eastern and perhaps mid-city communities i don't know what you think about this richard but that's i just want us to be included at every stage so that it's not comments aren't me that the parents are very happy perhaps they are but did they even know to do it uh was it communication sent out in all languages etc etc so i mean it kind of ties into the previous presentation about parents and parent engagement and we got a low score saying that it's been initiated but is it initiated

in every uh dimension is it was it initiated for the dummy um i don't know it's just the overall pattern that i'm just seeing my community kind of being myself i don't know richard do you have any feedback on that did you was your community actively involved or know something about it i think you're i think your question is very clear vice president whitehurst pain so again maybe we could get a little bit of a sense of what's been the process you know um and and maybe it's like how are we going to improve our systematic process to make sure that all of our communities you know that we're hearing from i i also want to reiterate that this assessment is a part of our enhanced math initiative and we have we have been working

on parent engagement on that but i hear what you are saying dr whitehurst payne we are certainly willing to go out to communities and do cluster meetings in any area and do a presentation very similar to what was done this evening but more geared to parents so i want to make sure that we're very clear that that invitation is open to anyone so and we've been working directly with principals on this these results and this school year all of our students will be taking the demi in the fall and the spring so we'll be back in the spring to share with you match data for our students the 2021 assessment was the first time that the demi was administered district-wide i think absolutely i absolutely want my communities to uh receive a presentation i don't

want to be at the top of the line but i don't want to say that i want to be at the top of the line but i'm going to say that i want to be at the top of the pack to um to get my community involved on i don't know just um well and um dr callahan uh has did a lot has done a lot of work with community engagement prior to covid with our enhanced math initiative so i i just want to make sure that we all understand that this assessment is a part of that work and will continue to be ongoing so i want to dr whitehurst payne if i can jump in i think it's important for me to make a note uh we need to uh be in our focused

communities uh early and often um ahead of um just when we have a product i'm making a note um and so i want to i want to make mention to that the second piece uh dr rengberg did a great job of articulating uh why we selected uh the data points because of our calls to action it was not to exclude any specific group and we can certainly pull those data and have those data available thank you and what i want to say is that as a math person myself i i really can't appreciate the uh three category but three groups uh you've got to have the knowledge you've got to be able to apply it and then communicate it even when i was at the university working with teachers that was something that we really

stressed so it's kind of good to see those three categories but on the other hand to folks who are just used to as you said one uh one flat score and now all of a sudden we're giving them three and what do they really mean and i just think we've got a lot of work in front of us and um i just think that we need to be at the top of the list ensuring that uh my community my communities um i served and i yeah just to build on vice president whitehorse payne's comments there i look what we're seeing now is something that is potentially if we do the communication and have the discussions so incredibly more meaningful than some number that nobody ever understood in the first place your cal score your api

score is you know whatever it is uh you know 694 and nobody knew what a 694 meant or you know how that how that prepared you know a student um you know to be able to to move forward with math and so part of you know what's been so important of this journey that we're taking around enhanced math is the relevance you know that that you've stressed from the beginning you know we need students to be fluent in how to understand apply and communicate math because that's what the world wants the world doesn't want you know students who can just you know sort of do a formula and produce a number and and i think it you know it was actually i mean i i can appreciate the um the report that parents are getting

that families are getting which shows here's some sample responses you know to these questions and here's my student specific response and here's you know some areas where my student you know is doing really well and here's some areas where my student i mean i think it's very clear but i think vice president whitehurst pain um what i'm what i'm hearing is that becomes really clear and in inspiring and actually probably engaging a higher level of parent involvement if parents are part of the conversation and if parents understand you know where we're going with this but if but if it's just sort of a now i've got this new report and i don't know what this means and where's my number even though i never knew what that meant i mean i i think that's um

i think we've got a real opportunity here uh to engage parents at a deeper level so sorry yeah go ahead i just want to say that um we are excited and can't wait to get in front of all of the parent communities uh we're really proud of this uh work that we're doing around assessment we do think it's moving dire exactly in the right direction um and so i just want to say uh i'm personally committed and i know ally and the team is committed we we're happy coordinate with us we'll go out we'll talk to the parents we uh and like i said we're really excited to change the conversation from assessment being such a traumatic and deficit especially in mathematics to something powerful and inviting that can really help inform and provide that

information for parents we call it a mathematical journey and we have tools but you are absolutely correct we need to communicate we need to get out into the communities and we're happy to do that thank you and thank you vice president whitehurst payne for that point yes trustee bazo yeah thank you president pereira um i'd also like to thank the committee this is a very comprehensive report and um compared to what we had when my kids were both at santa cruz unified a few years back i really like how you're trying to make it personalized and including your actual work so the parent can see what they've what they've written and compare that you know to other responses to kind of assist that parent and figure out and determine how their student is doing and

yes we definitely have a lot of work to do but i do think we're headed in the right direction and you know with with providing more specific information so i do really like to see that i just had a question on the slide where you talk about the district overview score report and under the communication category the evidence of proficiency is quite a bit lower than for knowledge and application and for incomplete evidence that same category is much higher so can you kind of talk to that piece a little bit and why the the percentage of incomplete evidence is much higher and the proficiency evidence is quite a bit lower yes we've had many conversations about the communication scores patrick ally whatever you want to take that one well i want to thank you for

the grace and patience of the board so i'll start with that three kids at home one of the things that i think is really exciting about our vision of modernized mathematics is this idea that mathematics learning is best happened through engaging discourse and so one of the reason one of the ways that we interpret this communication score is asking the hard questions are students getting opportunities to have rich discussions and through those opportunities how are we creating opportunities for lifting literacy through the mathematical lens so for evidence of proficiency we're really asking the question are students in their in their response sharing information that's logical connecting to the context and arriving at a logical conclusion and when some of those elements are not there that's and that's evidence of an incomplete argument one of the

things that's exciting about our san diego enhanced math work is that we are also connecting that same uh structure um an approach to analyzing mathematical argument to our professional learning as well so i'm excited to see especially that area grow over time especially as we continue to administer the demi but also offer more professional learning in that in that regard and i would just add to that sabrina that students are not accustomed to communicating in math they don't think they need to communicate you just put the answer on the paper and move on and part of the new structure is you must communicate it okay so it's it's a new dimension great thank you that that that helps yes trustee patterson thank you christie barrera i just wanted to understand off of trustee bazo's point

in trying to understand um the data and how it's compiled so when i have incomplete evidence so if i'm given this might be i chose what your fitness might actually be really relevant to what you're saying with my inability to understand beyond writing a number on a page just because that's usually what i do but i just want to understand if i'm given an algebra problem and i get the answer wrong is that considered incomplete evidence or is how does that categorization work because i mean i just i've never experienced a class where i wouldn't be answering algebra with a with a number in the end i i think for learning more about our innovative scoring process i'll hand that over to patrick yes that's a great question um just briefly if you were to

we actually uh treat the answer and the explanation separately so in other words for the knowledge component we want and encourage students to get correct answers say in an algebra problem so if you got the correct answer you would get credit for that as a knowledge component if you got it wrong you wouldn't however we also additionally ask for example you know how did you why did you set up the equation that you did how did you make sense of the problem in a context and explain logically how you reach your solution and again i want to clarify that this isn't just show your works that some of us might remember from school where you just show all the steps but this is really the more fundamental question like what mathematical approach did you apply

how did that connect to the context or the problem you were doing that's really the higher order thinking so to your answer specifically those are different components the explanation the communicating of the mathematical reasoning is scored and analyzed separately than say getting the right answer um so that's so it's not all bundled into one sort of thing where it's like right or wrong that's what we're trying to move beyond so i might i might have three points right so i might get one point for giving you the right answer but if i'm not fully understanding if i'm writing a formula memorizing a formula and plugging it in i might only get one out of three then at that moment because it's going to require me to go to the next step is that correct well

this is a really good point and that is is that the mindset that everything just adds points to your score and then you somehow get one score at the end of the day is exactly what we're trying to move beyond so instead of thinking of it as sort of three points that you got one out of three you are getting credit or evidence of one component the knowledge but maybe not getting evidence for the other component the communication so really this is the thing that i think we need to educate students parents educators this is new to many teachers in the system and we're working hard to provide that professional learning so again it doesn't collapse all into just count up all the points you got right that's your math score rather we're looking at

those three different dimensions and every question provides evidence towards each of those dimensions or separate parts of the question provide evidence to separate parts and if i have to get a grade at the end of the day what is that how does that final outcome because we would obviously still have something like that in the end is this where the 4321 scale relates uh so this is not for grade this is a indicator it's a benchmark assessment that's given district wide but what you're talking about is is that when you see strategies we see connections between standards-based grading which is where you show evidence but again i want to clarify in case parents need to know this too the demi nor the fast are grades they're not attached to grades that's really important and i

definitely understand that i was referring to that example where you have ali's problem right there and how something like that would be administered in the classroom on a system but as you said i guess it's a structural understanding of what we're aiming towards and uh an education towards that look forward to hearing more absolutely i think one good thing about this is it does get us away from that because um parents were always saying this new math when folks were showing various components you have to show your work on and on and on it gets us away from that because you can do have the knowledge but if you can't communicate it then it's not going to help you in that area and we're trying to build a community of learners so that we can

articulate what we're doing and why we're doing it defended so i look forward to some more uh work in this area and in particular to the morris lincoln and crawford clusters and richard you're speaking up for hoover and san diego high clusters about how they can engage in this process and thank you for the report dr macquarie right yeah i also want to speak up for the uh for this uh district state parents and community members as well this is work that's important i do want to acknowledge trustee patterson for his line of questioning and patrick calallen for first responses in addition i want to acknowledge this current effort and then i want to ask a question about moving forward so this is truly very difficult and important and innovative work it is a major

step forward in in in what we need in assessment data and the fact that assessment data is now being used not to sort students but to inform and and support instruction what i see is the strength of demi is that the assessment data is more meaningful than a raw score or an abstract number or a range the demi gives credit for a deep dive into the process and re and and the reasoning and it's not just giving credit to a final answer so the report provides parents with more relevant information about the ability to understand and apply of the skills of relevant information about their their students and their ability to understand and apply the skills so it allows for individual reports with examples of their students work and it provides an opportunity for student

response and a feedback so a lot of incredible complicated pieces that are being put together here and i just want to acknowledge the staff and and for for making this effort to do this very meaningful and difficult work now for the question how will the data be reported over time in terms of year to year performance and progress so i would uh imagine that we will be coming forth to the board in the spring much like we do with other data in one of the last slides i was showing when we get this right we will be representing our students from multiple data points so this coming school year the 2122 school year we will have matched data on the demi and the fast for more students than we have ever had before so that

will be some exciting data to bring forward we can bring forward um different groups of students that were brought up in the report to that were requested in the presentation today and we will continue to provide parent reports home to our families so we only see this as a growth area and again we need to overhaul assessment overall if we are going to make the kind of progress with our students that we want to make we need data like the demi and the fast that are very close to the classroom and is actionable for our teachers great thank you thank you dr macquarie can i just ask on the um on the fast data i i really appreciate looking at um these categories of typical and aggressive growth what would be a fair goal for

us to set i mean you we could argue that we would expect all of our students to at least achieve typical growth um if not you know some percentage of our students achieving aggressive growth but um why why wouldn't so we're at a little under 50 percent right now in those two categories and i again i don't know how that compares to other districts um but why wouldn't our expectation be that every student over the course of the year is growing at least at some you know level that would be projected for them so that's a great question president barrera and i think that we definitely should aim for all of our students showing typical growth because that is one of the great tools in the fast a reading is that it gives us projections

of where student should be um so that that is definitely a goal we would want to aim for all right if if there are no other board questions or comments again terrific presentation it's really really exciting in terms of moving this conversation forward about what student achievement actually is so thank you again dr rank burr and thank you patrick and thank you ali and and thank superintendent jackson for bringing this to us okay we will now move uh to our board consent agenda we've already approved item f4 uh so can we get a motion on items i'll move three thank you charlie pfizer seconded by uh vice president whitehurst payne any questions or comments that's not trustee patterson aye trustee bazzo aye trustee mcquarrie aye trustee biser aye vice president whitehurst payne and barrera i

okay and um we're now opening a public hearing on initial uh proposals to our bargaining units items g1 through g5 so can we get a motion on these items together so moved moved by just advisor second by vice president whitehurst payne and we have no public comments so we will close the public hearing unless there are board questions or comments if not uh trustee bazo aye trustee biser aye trustee mcquarrie aye vice president whitehurst payne and barrera i okay we will now move on to a big item and this is the update on our superintendent's search which will include a recommendation coming forward from the committee on the approval of the job posting and the position description and i would like to both thank and uh welcome the chair of our superintendent search advisory committee

chris rice wilson to present to us tonight all right chris good evening uh board of trustees staff and community members as richard said i'm christopher rice wilson i'm the chair of the superintendent search advisory committee and i'm here to give you my second update um to the board on the superintendent's superintendent search advisory committee's activities um since the last report which was 7 27 21. i'm happy to report this since the last update nceee has completed all 34 community input sessions to gather stakeholder feedback on the qualities needed in the next permanent superintendent ncee has also put together the final report that synthesizes a community input and in that report you will read about the process the participants the results of the data and some correlating data that support the outcomes detailed in the report

well i hope you all had a chance to read this excellent report i will detail a few highlights now there were at least 987 participants in the process in regards to who participated in the input sessions there 12 were students parents accounted for the largest group at 64.8 percent staff were 17.2 percent of the attendees and 6 of the attendees were community members the sessions included discussions and survey questions with over 2 600 thoughts shared across the three survey questions from the sharing of thoughts and the discussions ncaa ncee was able to sift three main themes most important to stakeholders those things are equity a focus on the whole child and organizational structures and processes in the theme of equity there were two areas that were mainly focused on organizational programs and practices perceive to

be inequitable and the impact of cultural beliefs around diversity many of the comments in this theme concern students with highly specified educational needs outside of the standard curriculum and supports such as gifted and talented education otherwise known as gate special education and english language learning students the express concerns included the quality of programs resources for chil the students access to and funding for specific programs teacher and staff training relative to educational needs of students and the overall prioritizing of these students in the district there was also a sense for many participants in this theme that not all students in the district due to a variety of social economic factors and district approaches to resourcing have access to equitable learning opportunities concern regarding inequalities i'm sorry inequities that exist among students of color specifically mentioning the

academic opportunity gap also known as the achievement gap lack of resources and lack of accountability regarding students of color under the heading of focusing on the whole child which was one of the themes that that came out in the report there are three areas expansive curriculum student supports and well-rounded graduates and community members a large number of stakeholders voiced support for either continuing or building an expansive curriculum geared towards social emotional learning with elective areas to support students interest in the arts and culture and 21st century skills necessary to navigate our changing world the discussion around student supports broadly cover four areas academic supports mental health and social emotional needs physical health and safety and enrichment opportunities for all students to attain their full potential as detailed in the report the vision of a san

diego unified school district graduate is a real well-rounded student and a community member the most mentioned attribute of a san diego unified school district graduate is someone who has developed the ability to think critically and acquire deep knowledge during their k-12 education and into and throughout adulthood the final thing identified in report is organizational structures and processes there were three areas of high note under this theme communication and community engagement shared governance and hiring practices to support equity while the stakeholder feedback in this report is a good representation of the district as a whole participation in the process was relatively low as noted in the report the timing of this work fell largely during the summer when people typically pay less attention to school-related matters and in addition the surge in kobe cases throughout the

region at the time may have dampened in-person participation and lastly there may be some distrust among some community members and a discomfort with sharing feedback via online digital platform with that said the report prepared by ncee is a good capture of the input and feedback of those who did participate in the 34 community input sessions and we the advisory committee commend ncee and its team for a fabulous job of facilitating the input process analyzing the feedback and data gathered and producing a well-written report to document all of the things i named and the results yielded by the process as a committee we feel strongly that the district level communications must be improved to ensure that the voices of all san diego unified school district families are heard to that end the advisory committee felt the

need to communicate our concern in the form of a cover letter for this report to you the board of trustees that we hope will contextualize the ncee report and the low participation of particular communities in the community input process i am happy to introduce joanne fields a member of the advising committee to present the committee's concerns now turn it over to joann thank you chris thank you good evening our board of trustees staff parents and all that is watching this important meeting we are pleased uh of the ncee's uh report and um i'm honored to be a part of this very important superintendent search but like chris mentioned we as a committee have uh concerns with the low participation that has many factors um that again chris had mentioned that may have played into the

low numbers but we would like to point out and it sounds like this does not only apply for the superintendent search but it's also a priority a state priority that was outlined earlier in today's meeting is parent involvement and uh instead of complaining of what didn't happen we'd like to look forward to what can happen and the possibilities that are in front of us we have a very diverse advisory committee that is very committed to working with the communications department and district staff to make sure that the next series of input that we have once we have our 10 candidates for the superintendent position that we do engage our parents students staff and community uh so i i you have all received our board of trustees should have received our cover letter that was submitted

with the report but i can assure you again we are enthusiastic of the possibilities that can move our district forward in the search for the superintendent and also the quality of our neighborhood schools in san diego unified i'll turn it back over to you chris thank you miss fields um as as giant outlined the cover letter the attempt was to highlight what the committee saw as issues and concerns but set a jumping off place for the committee the district and the staff to work together before the end of this process to make some improvements in communication in the process and uh in how we see stakeholder input as a value add to this process so that we can get to the end of this process with all voices heard and with all communities represented in

finding the next permanent superintendent um and and also at this point i'd like to say the committee was very interested in the work of this committee the work of nce this report the input sessions um not just going away after this process is done that this work would somehow live on in some sort of evaluation process some sort of metric or measurement on the success of the superintendent and the success of the district in meeting the needs of the students and the communities served by san diego unified school district i want to thank the um i'm sorry i got ahead of myself the ncce report also provided a great vehicle for the job posting that was unanimously approved by the advisory committee i want to thank the superintendent search job posting subcommittee who worked in

partnership with the district's human resources department and its chief acacia fedy um who developed this excellent job posting that is based in you know you know the legal stuff it has to be based in but also the input the feedback and the communication of community stakeholders to find that next person the job post is being presented to you this evening for your approval and i'd like to introduce the advisory committee presentation team dr crystal troll and the chief human resources officer keisha feedy to present the job posting to you now take it away crystal and occasion i think you're first all right um so hi everybody uh thank you uh chris that was a wonderful um introduction um so we have met we met three times to review the um potential proposals there was a

lot of work put in by the committee members and so what you have presented tonight uh for consideration is the result of that committee what's important to know is um as chris mentioned the committee was actually only able to develop shouldn't say only they were able to develop the most important parts of the job posting which were the description the overview and the supplemental questions sections the remaining sections of the job description were were developed based on the job description and were not revised by the committee um i did however utilize feedback from the committee to bring for you tonight an updated job description because it hadn't been updated since 2013 and the language was pretty outdated so i'll let uh turn it over to crystal and let her talk you through um our process

and how we develop it thank you acacia and thank you uh board of trustees for giving us the opportunity to share a little bit about our work in the subcommittee i have to say on first first and foremost on behalf of our subcommittee i want to thank acacia and the district staff marty marissa and martha just for all your support and i want to thank my fellow subcommittee members for really very just robust collaborative and productive discussions dan miyamonga janice tan kia hagen claire crawford and ricardo soto and myself so our approach in creating this this job posting was to use the feedback from the town halls as a framework while really ultimately ensuring that it reflected the job of posting reflected the incredible diversity of our district and the needs of our students so

what's presented tonight is a product of the subcommittee's efforts and feedback from the full committee and we believe that this job posting will not only draw candidates with the required technical skills and abilities and qualities but candidates who can provide leadership for our district and create an environment where all stakeholders from students to families to districts and school sites teachers and staff where they feel connected to unified mission and vision and as chris mentioned earlier this job posting really can be a valuable tool even after the new superintendent is in place to serve as a framework for future evaluation so please consider adding key performance indicators related to the three focus areas the commitment to equity the development of the whole child and organizational structures and processes that were indicated in the report in the

new annual evaluation process this would support and promote transparency effectiveness and accountability which were also feedback areas highlighted in ncee's report so we we're not done we have a lot more work to do but we feel really proud of what we've done so far and we're eagerly anticipating some amazing outstanding candidates to apply for this just wonderful opportunity thank you all right thanks crystal so i'm going to turn it back over to chris a reminder that approving this job posting this evening allows the staff to open the posting tomorrow and maintain our timeline established by the board with the original resolution so chris i'll turn it back over to you you're muted chris thank you very much wouldn't be a zoom if somebody didn't on you thank you crystal and acacia and to the subcommittee

that worked really hard to draft this job posting uh and the advisory search committee who you know provided lots of feedback conversation um and input to make this you know the work of art that it is as you can see from the reports the advisory committee is working hard and is set to complete its work on time the next steps for the advising committee are to vet the application packages in mid-november and recommend 10 candidates to the board to consider the board will then select three top candidates who will be presented to san diego unified school district stakeholders in a public vetting process in early december the board will select and announce the next permanent superintendent on or about december 14 2021 and we are on track to do that work um i would like

to commend the superintendent search advisory committee on the excellent work that has been accomplished thus far the members have been thoughtful and engaged throughout the process we've had robust discussions and informed consensus in most of our decisions we appreciate the board's support and assistance as well as the support and assistance and direction of the district staff assigned to the committee the team supporting the advisory committee and our work are outstanding patient and gracious with their time we are not an easy bunch to wrangle or to herd and the team that we are working with has done a great job of giving us space and time to make our decisions and do our work lastly in my report i'd like to say a warm and special thank you to dr julie martell and commend her for

a job well done in regards to coordinating organizing and setting the search committee of search advisory committee in the right direction for success julie retired for the third time at the end of september and before leaving she was a gracious facilitator a treasure trove of information and a true north star for the advisory committee she has been a great asset to the district this committee and is truly irreplaceable we the committee would like to highly recommend strongly recommend and affirm that the board of trustees undertake whatever action was it is is within your powers to acknowledge dr martel's commitment and dedication to this district she has only been gone two meetings and we miss her already she was again a true north star for this committee and this process and we do recommend that you

find some way to acknowledge our contributions not only to this committee but to the district over the course of her long career with the district thank you and i yield back to president barrera thank you so much uh chris and the usual way we acknowledge that with julie is we bring her back on to do something else so this won't be her last retirement i can guarantee that so now listen uh thank you so much and we'll we'll get to it chris joanne crystal and of course um acacia and marty and julie and maureen and marisa the staff support to the committee and and janice from nce and and all the work that you've done so we have um some public comments here and we'll allow three minutes of peace and we'll begin with anne-marie

haney marie are you with us am i unmuted yes you are okay now i need the video there i am okay i wish i could see you at the same time in any case i would like to say how happy i am to see all of you even though it's only individually it's been quite a while i've had the opportunity of serving on the superintendent's search advisory committee and i want to recognize the amazing dedication and expertise of the members of the committee for months they've spent countless hours before drafting the documents presented to you today it is heartening to see their passion for the welfare of our school community and their determination to find the best possible leader for our district recognition as chris eloquently stated is also due for the members of the

district staff who've been invaluable making this work possible we couldn't have proceeded without them i can't resist uh calling to your attention pages 20 and 21 of the ncee report in which there is a focus on the whole child once again and the need for an expansive curriculum for which a large number of stakeholders voiced support as they put in their input in the search on page 21 during the thought exchange participant comments about music and the visual arts were the highest rated comments received they highlighted their many the many unique learning benefits of the arts and socialization opportunities especially highlighting music i also want to thank you for your determination to keep our school community as safe as possible a noble effort much appreciated thank you thank you so much anne-marie thank you uh

ronald earnest we have ronald with us no ronald okay um delicia oui tonse oh delicia dan yamanga i'm here hello everyone my name is dania manga i'm a proud parent of jefferson elementary school and also a proud member of the district superintendent such at vassal community and i work with the c san diego with the psio group thank you for establishing this pretending such advisory committee this committee led by chris wilson represents the diverse nature of our district and did an excellent job in leading this process to this report we acknowledge and commend the excellent work and good intentions by the adversary committee members and the nce in producing this report we did a wonderful job this report does does not include the voices and inputs of our english learner students and parents we therefore

agree with the letter that is attached to this report that we failed as a district to outreach and engage our english learner parents students and communities in this superintendent certified report and process our community and as a district as a community and also as a district i believe we can and still have time to include their voices in this important process we recommend that we reengage the communities in this important secretary search process so we can continue to build our more inclusive district as the board intended it when it said that he set up the establish the process in the first place we have some suggestions that we would like to share and work on with our district partners in order to make sure that the next superintendent is someone who people from all san

diego unified school district have input especially those who are hard to reach in communities such as the english learners and their families thank you dan marina costello no marina consolata chabani [Music] medina mahou and summer tyson okay um okay so board uh questions and comments for the committee trustee patterson well first of all incredible work i know it's been um definitely challenging as we said when we talked about the spike with the delta variant and the unexpected twists and turns that did come with that so i applaud you all for being able to pivot to a virtual environment but do also recognize the limitations that we had with it being summer i know from a student perspective working with a lot of the students on the committee it was it was definitely challenging to do

outreach and to ensure that we could get people engaged at a time when they are usually a little bit more disconnected from school so that i think is an important limitation i just wanted to bring up what dan said uh thank you for speaking for giving public comment by the way dan i think it was a really great point talking about english learners and i see we talked a little bit a little bit about some of the challenges that we had in the mce report right on some of the first pages actually we're looking at that but what i wanted to ask about was how we do want to how are we planning to continue to ensure we hear ell students and that we ensure we engage in these communities i spoke earlier with dan

and learned a little bit more about his concerns to find specifically some issues with translation in languages beyond english and spanish and the challenges with actually knowing that there was an opportunity in the first place so obviously in order to get onto a phone to where you're listening to the meeting you have to get that translation from in your in that language in the first place and i heard that step was a little bit was missed at some points and the other part was that full participation in meeting rooms rather than just being on the phone and listening to the meeting occurred itself so those were some of my concerns i just wanted to hear about how we're looking to address that and then obviously in the end the report the recipients are all of

us on the com well those on the superintendent selection committee and the board as that report is meant for us to ensure that we have full community understanding so ensuring we include ell at some point in time i think is really really critical for us to move forward in our immediate next steps thank you trustee patterson can we just before our course responds can we just get a motion in a second to accept the report and the job uh posting some move thank you thank you okay move by trustee visor and second invite trustee macquarie go ahead chris uh i want i i i completely agree uh with what trustee patterson has shared and with what dan shared and if you read our letter we point out specifically some areas of improvement the committee has

lots of ideas for how to overcome some of these challenges and we hoped that the letter would be a spark a spark for the board and district staff to come and work with the committee to get some of these ideas find out what we can implement and and ensure that um non-english speaking stakeholders are a full and dignified part of this process moving forward uh we did miss the mark we missed the mark as a district we missed the mark um as a committee in some ways um and we but we want to work with the staff to make it better by the end um and we think that with some minor tweaks and some major prioritization that these communities can be brought into the fold uh in a again in a dignified way we

want to make sure that when people come into the room they're in the room and while the process wasn't designed to put them into a different room i think some things might have fallen short in instructions to translators in terms of instructions to it folks that had people end up outside the room but listening um that i don't think was an intended um intended outcome it happened and there's no running away from it and we have to fix that um but we also have to do better in outreach in language outreach and the design of materials in culturally and um linguistically sensitive ways we have to make sure we're not just translating the materials but that we're speaking to people in a culturally sensitive way that makes them feel as though they're invited to be

a part of this process and we think that the board and the district staff with the committee can come up with um ways to to make the changes that that will result in in more participation thank you uh vice president whitehurst payne i first of all thank you uh mr barrera president i i wanted to say that uh this process has been interesting because it's incumbent upon all of us to ensure that democracy lives and i want to thank the committee personally for even of your time your talents and your commitment to ensure that there's some involvement from the commun community and thank you chris for agreeing to share this i know it's a big role and and so forth so i really appreciate you taking this on and i want to thank the staff

and julie um marty she's sitting over there quietly i'm sure but it was a lot of work because there were a lot of meetings i wanted to thank nceee and all the people who were involved in this uh richard and i met regularly with you this year things were going forward but what i i do want to address is dan's comment and and the letter overall i am going to vote to support this and to um blind the announcement to post the announcements and you would say we say in hr to fly to put the announcement out there but dan was the person i wanted to represent that community because he has a special insight into how to facilitate this i witnessed it personally in several sessions and i know there were some difficulties with

him working with the district to ensure that that happened because he had to leave and so on but i would hope that we would work and do a process check as we go along of what's going on because we can't say this tonight to all of us we can't say this tonight and then at the end we have the same outcome so we need to put in checks and i'm saying this today and also if things are not going if your community is missing out please let us know you know my phone number call me and let me know you know chris's number i'm sure just let us know because i don't think it's anybody's intention not to include every community that's why you're on the community on this committee and i'm joanna thank you

for serving on it also i just want to say thank you all for all your work and i'm looking forward to us moving to the next stage and getting ourselves a permanent superintendent as we move forward thank you thank you vice president whitehurst payne yes trustee baza yes thank you i'd also like to thank the committee this is an extremely extensive report and i know there's a lot of time and hours and effort put into it i actually attended the very first community input session and uh you know i know they were dealing with all the glitches with the translation and stuff like that but overall i mean i was really impressed with uh how it was handled and how they were able to get community input stay on focus that was kind of one

of the things i was concerned about with so many different people involved but um janice case who i've worked with in the mirror mesa cluster uh did a wonderful job so i wanted to give her a shout out as well and just in looking through the data um i know also chris had mentioned about um the whole child social emotional learning how that is such a big um area that people really want to focus on and so i hope we really do take that to heart um that's something that you know i i very feel very strongly about that we need to focus more on in the district because if students aren't ready to learn you know if there's other things going on in their lives they're not going to be in a place where

they're even ready to learn and i think that also relates to the parents we need because be as a parent volunteer i've spent years trying to figure out with other parents how to get parents in the district involved and one of the things i think you have to make sure that they that it's something that's tangible and they feel like is gonna help their student but also that they are part of a bigger community if they feel like they're part of a larger community um with kind of an intent and a focus then i then you'll see parents come out if it's something that's going to specific help specifically help their child but also that larger community if they're engaged they'll they will volunteer and so i've seen that time and time again and i

know it's um it's difficult and you have to keep working at it but i think focusing on the old child concepts will also bring in the community which will also bring in the parents so it's kind of gonna i i believe um you know kind of all works together towards that objective thank you thank you trustee other board questions or comments yes trustee mcquarrie yeah so thank you president pereira so like trustee boso i also participated in a community input session and was very impressed with the process i want to thank dr julia martel christopher rice wilson joanne fields members of the superintendent search committee and the job posting team so while there were stated concerns about the number of participants a successful outcome of this effort will be based more on the quality of

the process that engage the participants and less on the quantity of participants so we're really looking at a quality report and reviewing the report i see that so it sounds like the issue regarding the missing voices of parents and families of english landing language learners has been recognized and mitigations are underway giving due consideration to bringing them inside the room and the place at the table as i men what as was mentioned by chris and joanne it was important that voices of key stakeholders in various communities were heard and included in the report and and i and uh it's the uh uh i think the adjustments that we're making will i will i will correct for um for what dan had mentioned so the three focused areas of equity whole child and organizing structure and

process makes a great deal of sense i look forward to the next stage in this process and the development of the vision 2030 that will help guide the selection of the new superintendent thank you so much trustee mcquarrie so yeah um again the the work of the committee i mean you're everybody on this committee is a leader and you've got a track record of leadership and so um i don't want to take for granted you know the fact that you've put so much effort and and quality work into this but um it's not unexpected given who's on this committee and um and chris you know you stepping up uh in in your leadership role i've seen it many times in in different uh situations um so again i'm not surprised uh by uh the quality

of your leadership but but i thank you so much you know for uh for what you've been able to do to this point and i think the point that i've heard you know chris make and others is this is just a phase in this process and we've got a lot of work left to do so as as chris just outlined the committee now is charged uh with taking applications and um and and narrowing the list down to 10 candidates that you'll recommend to the board to conduct interviews so that i'm sure it will not be an easy task but the fact that you've worked through to get such a clear vision that's articulated in the job posting i think will give clarity you know to your work in this in this next phase then the

board goes to work and as chris outlined you know we identify up to three finalists and those three finalists will then go through a public vetting process and i think this is one first opportunity in moving forward with you know our the goal that we're all stating tonight which is to make sure that that public vetting process of the finalists is as inclusive as it can be including uh inclusive of english non-english speaking communities english learner communities so i think it's been implied but i think you know i think we have consensus from the board that we actually are asking the committee to [Music] bring some recommendations back to the board about what that public vetting process should look like you know we have not we we said we want a public vetting process but

we haven't you know described what that process can look like and and there's a lot of different examples that are out there you know the different public agencies have followed when they want to vet finalists you know for a key position and um so i would just ask you know on behalf of the board for the committee to take on this role as well which is to do some work uh designing what that public vetting process uh can look like and coming back to the board with some recommendations i also am thrilled that the committee is expressing a desire to have a role in making sure ongoing beyond the selection of the permanent superintendent that that superintendent and we as a district are living up to the values and goals that are that are coming

through this process and i think in particular identifying a role for the committee in the superintendent evaluation is a really exciting notion and it's something that we have not done as a district that's been a conversation really between the board and the superintendent and opening up that process to the uh to the advisory committee and and and through the advisory committee opening it up to the community at large is is incredibly exciting hard work but exciting because that process of the superintendent evaluation is one of the key ways that as the board we evaluate whether we're on track we clarify what our goals are and we hold ourselves accountable so rather than just leaving that you know to five people uh uh let's open that up you know through this process uh that the uh

that the community uh uh committee could could uh lead in and and and which of course offers another opportunity to in an ongoing way engaging all of our communities engaging our students you know that zach has led and that members of our uh committee have led on and engaging all the various you know communities that are represented on the committee um it's again not surprising that um the work of this committee has involved tough conversations uh you know uh uh people needing to understand each other's perspectives and members of the committee tonight demanding that the board is listening to the various perspectives that are uh that are represented on this committee it's not surprising because the committee is representative of a lot of the different you know uh uh interests and perspectives that's how democracy

is vice president whitehurst payne uh said that's how democracy is supposed to work should be hard but that's you know we're going to be a better district for uh for continuing to to to work in a democratic way so with that again thank you so much uh to chris and joanne and crystal for presenting us to us tonight thank you so much to the staff uh that supported the committee and again we've got a lot of work uh ahead of us over the next couple of months so we've got a motion on the floor to accept the uh report and to accept the job posting and trustee patterson hi thank you trustee biser aye trustee bazzo aye trustee macquarie i vice president whitehurst payne and barrera i thanks again we look forward to the to

staff this has really been a a journey i have all my friends in san diego they go why can't why can't we get updates why can't we get modernizations well it's a little bit more complicated on san diego high so it's always the it's always the same answer when they go into the other campuses they're sometimes a little bit confused but i'm glad we can finally uh we can we finally worked this out and moved forward um definitely those these videos keep getting better and better i couldn't believe the looking besides the campus i mean it was just incredible to see what we're looking to do and how far we're moving forward and finally definitely a shout out to barry's and your asb class i know you all went to the city council meeting and

a bunch of you spoke in support of making sure the city council can move that forward so on what great student initiative but great efforts and i applaud all of you for your efforts to move forward for the next 100 years thank you trustee patterson and i think i see principal dale carmen would like to make a comment yes thank you so much president pereira first of all thank you for hosting us this evening and more importantly on this monumentous occasion we just walked out our doors that were built in 1906 and we are the second oldest school in california the first in in san diego so that's super exciting joining me today is our alumni association president eddie head representing our alumni as a graduate of san diego high school it gives me great

pleasure to get to the stage today from district voting with our alumni again district date mr alvarez who supported the vote for san diego to getting here today to serve thousands of students in the future of san diego high school is a nationally recognized program it's top-ranked international baccalaureate diploma we host over 70 hispanic students 16 english language learners 13.6 edu students with special needs seven percent african-americans in san diego high school is exactly that a diverse community here to support from here and beyond we're excited to be here this evening again uh please support our lease and again thank you so much to lee's team richard of course all the support that you've provided throughout these years to be able to get to the vote that we have here today so i'd like to

present josephine peeler not only our senior student and amazing shs ptsa president but also eddie head our alumni president hi um so my name is josephine and i just wanted to say thank you to all of you because i know you did you worked really hard on making this agreement with the city of san diego the lease agreement i was at all the meetings and i know it took a lot of work and so i'm super excited for future i know i won't personally be able to get the beautiful new campus but i'm excited for all the future students to get it and i'm excited you know every time i fly back home to san diego to see it you know how do i forget if it's the left or the right window of the

plane but i'm excited to just make sure it's still here and i'm excited for all the students to be able to have these new facilities that will just improve the learning environment so thank you thank you josephine and eddie president barrera and board members thank you for the opportunity to address you my name is eddie head i'm president of the san diego high alumni association class of 73. our membership is 2200 plus and growing that membership does just not is just not just in san diego but it's in the state of california in the united states and worldwide first of all president burr i'd like to thank you for your leadership and your presentations to city councils and meetings uh i think it was one of the things that uh helped along with uh other

things that is positive about san diego high school uh i'd like to thank lee doug and his staff and preparing and preparing us for this time to get our school finally finally uh remodeled and uh and also including us in the designs and the talks of of how to memorialize the history of san diego high school also i'd like to thank the students in 2016 for their tireless efforts for measure i uh they did it on their own time after school on the weekends to do poll callings to walk door to to encourage the citizens of san diego to uh pass measure i which they did at 78 percent that's a high number i think any other ballot measure has achieved that in in san diego history also i'd like to thank principal del carmen

for her leadership and friendship with our alumni association on keeping the san diego high history alive and finally just to say thank you overall to everyone for your efforts san diego high as you know is is the crown jewels the city of san diego the county of san diego and the state of san diego and now with this 99 year lease and the new beautiful construction and the phases that are coming the city of san diego should be proud i know the alumni are talking about it uh the students are talking about it and believe me we all appreciate all of your efforts and thanks again president for your leadership thank you so much eddie um i don't know uh super nintendo jackson or lee if you uh wanted to just give us a quick

update on what's next after tonight uh yeah just before lee goes uh uh president barrera i just want to thank you for your leadership and the entire board thank you principal del carmen and uh mr head thank you so much for your leadership uh josephine what a great model for our student leaders and i just want i do want to acknowledge uh our previous superintendent cindy martin and stacey monreal our chief of staff for their leadership uh as uh this entire team should be so proud lee i see you smiling deservingly so because of your efforts our students principal leadership alumni association and president barrera's leadership uh you were able to get this across the finish line and i'm going to turn it over to you to uh share what's next but i i want

to make sure that we acknowledge uh the previous students as mr head said and the previous leaders of this district because we could not go forward unless we acknowledge them who came before us lee thank you superintendent jackson well um i i gotta say this was really a team effort it was i mean absolutely everybody on so many squares on this screen uh all came together and many more who are not here tonight came together to make this happen so definitely a team effort um next steps on the same agenda we on consent there's a we're awarding a construction contract tonight uh 74 million dollars the first phase of construction and you saw um the video depicts a lot of those major transformational elements and there's more to come following that phase of construction but

that'll be three years of construction i mean the san diego high has um needed this work for a long time and um it's been you know on the forefront of our urgency to get this done so we're really excited that we finally get to start construction and start giving these amazing students the campus that they really deserve thank you thank you lee okay yes vice president whitehurst payne i just want to say that um this is something that i've universally heard across the city just a lot of good will and a lot of gratitude that this why did the city take so long how did it take so long everybody's waiting for this and we're really excited so congratulations richard and and everyone concerned on getting this lease through to the finish line for 99

years and it's representative of san diego so we're very excited and happy for everyone thank you thank you sharon thank you okay if there's uh yes trustee mccrory thank you so yeah i guess this will take us into the next uh millennium here uh another hundred years because congratulations on this important and historic accomplishment but we we know that an attractive and functional educational facility is more than the buildings but also includes the landscaping trees and floral considerations and in light of the history of kate sessions and her connection with san diego high school and balboa park i hope that careful consideration will be given to the landscaping and the floral aspects of modern of this modernized campus that would make kate sessions proud thank you thank you trustee macquarie good well yeah so i

just you know briefly want to say um this is an incredible moment um that has been years and years in the making uh and there are many many people as lee said who have been part of this effort that we just want to make sure we acknowledge tonight lee of course and and his team have been incredible through this process andre and her team negotiating uh with with the with the city but remember in order to even get to this point we had to have a ballot measure as eddie talked about in 2016 that the city council led by council member david alvarez at the time council member and now mayor todd gloria were able to lead through to to put the question to voters about whether voters wanted san diego high school to continue

in the site that it's been on since 1882 the oldest high school in san diego county the second oldest high school in the state of california and because of the efforts of an incredible group of students in that 2016 campaign the alumni association with eddie the parents uh the uh the leadership of principal dr carmen garcia at that point we were able to make the case to the community that san diego high should stay on that property 78 percent of voters said that's what they wanted to see and we also know that this is possible because in 2008 in 2012 and again in 2018 we went to voters and we asked them to invest in the future of all of our facilities including san diego high school and that's where the 74 million dollars this

first phase is coming from so so the voters need to be acknowledged and i want to personally thank the city council our current city council that unanimously approved this lease uh city attorney maura elliott who works so closely and was such a great problem solver through this process with andre greene and our team but this current city council under the leadership of city council president jen campbell uh uh stephen whitburn who's the chair of the land houston housing committee and who represents the the san diego high school vivian moreno who made the motion at land houston housing and who represents so many of the students and families who attend san diego high school and what we heard from this city council was the point that i think so many people have been making for so

long which is what's the benefit to the city of of this lease the benefit is one of the great high schools in this country that continues to educate generation after generation of people who go on to do incredible things in our community and this is i think government working at its finest with the city council and the school district uh finding ways to say yes to each other for the benefit of the public uh rather than you know getting into sort of these uh jurisdictional or territorial uh uh uh that that just are are not worthy of the public so people have stepped up um this is a great moment and with that we will ask uh for the vote so trustee patterson hi thank you trustee visor great job president barrera aye rusty mcquarrie

likewise aye trustee bazo congratulations and i vice president whitehurst payne and herrera congratulations caver community all right okay so now we will move on to item h4 which is our redistricting process and um uh maybe we could just start could we get a motion take them almost moved thank you christy pfizer and second by vice president whiters payne uh superintendent jackson do you want to introduce the item i would thank you president congratulations again to the entire caver community and again acknowledging the city council thank you for uh your work um this redistricting process we're asking that the board approved staff recommendation uh while this is not required of school districts to create a redistricting engagement committee we are asking that we do uh create a committee to work with our bridge consulting uh that

will map out the existing sub-district boundaries um based on the current uh census data i want to thank staff for this uh we are recommending that each trustee select one a constituent from his or her sub district uh to serve on this engagement committee and we are also recommending that our uh board trustee uh student board trustee um also uh select a student to represent uh the district at large and uh we recommend this and ask that uh each trustee come back with that name on october 26 and continue working with staff and artbridge consulting uh going forward with the boundary study and recommendation to the board thank you superintendent uh board member questions or comments on this item uh yeah the only thing that i would add is in addition to i um i

think having a committee is really important and the community engagement process that staff is recommending tonight is is very important i would probably add to the committee a couple of people who are kind of content area experts in this process i know arc bridge that the consultant that we're approving tonight is obviously a content area expert in drawing the maps and doing the demographic analysis but i think there's some people who are very familiar with um a good process for redistricting and if we could you know reach out to a few people who are content experts in addition uh to each board member making an appointment i i would uh maybe uh if we could include that as part of the motion tonight unless there's objection from uh board members okay so i think would

that be like somebody like roy macphail yeah exactly that's somebody like roy macphail that's exactly uh kind of what we're thinking here thank you trustee biser okay so uh with that yes trustee patterson i just asked for uh can i just ask for a description to be given out to us later this week or next week just so i can share that with students so they have a better idea of just that commitment i guess that'll be helpful for everyone though yes we could certainly do that uh trustee patterson i'll work with uh drew rowlands to make sure we can get some information out to all the trustees uh before you make the recommendations thank you thank you trustee patterson okay uh if no other board member questions or comments uh trustee patterson aye trustee

mcquarrie aye trustee bazo aye trustee biser aye vice president whitehurst payne and barrera i thank you okay and can we get a motion to adopt the uh superintendent's consent agenda so moved uh moved by trustee biser seconded by trustee mcquarrie we do have i think one speaker on this item and that is barbara voigt barbara are you with us no barbara okay um so uh if if barbara's not available why don't we go ahead and vote trustee patterson hi trustee biser vice president reiter's pain and barrera i and we have just a couple of non-agenda public comment speakers tonight uh and we'll start with b r is br available hi can you hear me yes go ahead yeah you can hear me okay all right thanks for taking my call i'm a parent and volunteer

with children's health defense california chapter giving boys to children as an institute for education i'm asking why san diego unified school district has not educated your students and parents but the covadex being used in clinics today on our children is by pfizer biotech tech and is still only under eua authorization which by definition means it's experimental and by law cannot be mandated and trials do not end until pfizer commander radity the skeletons claims to be an fda approved but has not had regulatory procedures like other vaccines it is not on the market it may not be out until next fall or ever if we hold it to traditional regulatory procedures we asked why you are pushing experimental code and injection on our children parents can ask the clinics if the clinics are using the fda

approved by your community they will not find a clinic that does because as i say it's not on the market it's a hanging carrot parents need to know school districts do not have the legal authority to mandate new vaccines there is a specific health and safety code decision that allows only the california department of public health to add a new vaccine including a covid19 vaccine california health and safety code 20 0 335 b11 if this dhpd adds a new vaccine they are required to allow personal beliefs exemptions the california health and safety code 120338 the fda states it is not known whether the potential medical treatment before approval offers benefits to patients until clinical research on that treatment is complete therefore san diego school district cannot state that the experimental injection in trials are safe

or effective it cannot be said this is misinformation you are giving to the students and parents not only this is false information you are not telling the students and parents that there is no liability from pharma on vaccines since 1986 act you are sending healthy kids to get an experimental injection with no protection all the risk is done to children and the family the school is not taking liability also why is the district not informing the parents that over 16 000 deaths from the covered vaccine thus far recorded to vaccine adverse events recording system has has occurred again harvard pilgrim studies findings are that only one percent injuries are recorded to bear injuries include permanent heart inflammation paralysis fertility issues to name a few one vaccine does not fit all would san diego unified promote
