016I support the district's decision to make a settlement in the gueri versus uh Cindy Martin and San Diego unified lawsuit um I watched that lawsuit ex and I that was a closed session conversation for earlier this is to be limited to the report pardon me your comments at this time are to be limited to the Clos session report out are you saying I can't speak about the settlement you made in the lawsuit about the sex abuse at Green Elementary yes that's exactly what I'm saying well I I didn't understand that cuz that's why I came down here to speak I mean the superintendent said oral copulation isn't a serious matter thank you I think people should know that this item is over thank you let us move now to item D2 administrative assignments superintendent Mar

017thank you president whitear Payne the management appointments this evening are program managers for special education s Sarah Wildman an Clint hinda naif Michelle Spence and Kimberly shapazian thank you you have a speaker on D2 also citizen have speaker on on D2 yes citizen on the reported names Martin citizen was the one who was supposed to speak yes it's not here let us move on to three our ASB president's reports and Dalia we'll start with you welcome all right thank you Bard it's a pleasure being here um I'm speaking on behalf of ihigh Virtual Academy recently our population has grown over 50 full-time students which is huge for ihigh considering we're about three Bungalows big um but we still serve thousands districtwide on online programs um out of the 50 full-time students we have 10 in

018ASB so that's about 1 of the population in ASB and recently we've been putting more effort in community service we've been working with Habitat for Humanity the food bank um St Vincent and feeding the homeless and we are currently seeking approval to hold a fundraiser for the crisis happening in Venezuela and we hope to get that approved um we're also working on our silent auction which starts on the 18th of this month and that's our main fundraiser for all of our funds and if you're interested just let me know and I can send you a link thank you thank you and Mr Jerry hi scrips R all right so I'm going to just go over quickly about the council updates and then I'll move into the script franch High School updates so pertaining to the

019council we have our meeting tomorrow and we will begin planning for our annual ASB Olympics which is a leadership based competition that helps uh ASB students kind of developed their friendly competition skills and their rivalry between the mascots so we'll have a dance off there furthermore we will be continuing the discussion pertaining to the election processes at schools because most schools right now are going through their election um and so there are some concerns uh that students May have about the structure of the elections at their school and we will kind of address that and work together to kind of figure out what what kind of things that other schools have that students at the schools that have concerns can kind of integrate into their program and I'd like to just give a quick shout

020out to ISA K the current VP at Point LMA high school she's one of our most active members for our Council meetings and she just won uh the ASV president at her school so she got that all right so for script Ranch High School our elections are currently taking place uh and as a constituent of the elections committee I have been interviewing a pleth of individuals bridey prospective ASB members uh and the election will take place a a few weeks from now and lastly as of last week the academic commissioner me and our vice president we've been discussing a u how I survived College admissions week so because the college admissions process it there's a lot of money involved there's a lot of hey let's pay several grand for SAT prep or let's pay several

021grand for a college counselor so what I'm trying to do uh in in conjunction with the vice president and academic commissioner is to start a a week-long forum uh in about two to three weeks that we get seniors who are accepted into CSUS uc's State out of state schools and who are also accepted as student athletes to have a Q&A session between students who are looking at those schools and those who just came out from the other side so that's all that I have right now thank you very good thank you and with that we'll move to the superintendent information report thank you president whiters Payne I'm going to give you an update based on March 14th 2019 when the State Board of Education chose to not renew the Thrive charter school I'd like to

022give you an update on where we are in that process our team as we promised during our testimony um has been working feverishly since that time to find a new home for the students that were attending Thrive charter school we hosted school meetings on March 20th and that took place at Carver and Fay elementary school then it was followed by another school meeting at man Middle School to make sure we're out in the communities so families know where we uh how to find us and connect then on April 4th our Linda Vista Community was served by a joint school meeting and event that was hosted by Montgomery Middle School which also included both Carson and Linda Vista Elementary our teachers have personally been visiting Thrive parents to discuss their options and at this moment for

023an update our staff is attending one of two School fairs at Thrive to talk about options including tonight at their City Heights campus we're going to use we will be joining them once again this Thursday April 11th from 5:00 to 7:00 p.m. for their second School fair and this time it will be at the Linda Vista location I'm happy to report that so far to date we've placed 129 former Thrive students in our new schools and early next week we'll speak with Thrive leaders on doubling that number in the near future i' just like to thank Marceline Marquez for leading this work her efforts have truly been extraordinary with along with her entire team I'd like to share her number one more time into the public record if you're a Thrive parent you should call

024our Thrive hotline 619 26242 and I'd like to that so that's the end of the Thrive update and I have a special shout out to Vesta who is in the back running the cameras today BNA helps staff our board meetings and she supports all board services and all of our board meetings and I failed to mention happy birthday to her on her birthday March 21st so happy belated birthday to Vesna and if you're back there you could come out so we could say hi she's probably trying to get it up and running tonight but happy birthday to Vesna [Applause] there she is thank you for all your work asna thank you and happy birthday to you belatedly uh let us move on to board reports item D5 and we'll start to my left with my

025board reports I've been wanting to highlight uh the uh Outreach that our various schools are doing in creating videos that go out to our community last uh last board meeting I highlighted Mission Bay High School and the uh the video they created uh showing their radio broadcast uh about their trip to Yokohama Japan and their music program tonight I I want to highlight the uh the Cy cluster and the mcgomery middle school and the work that uh principal uh Stephanie Brown um did with her school in order to work with the cerney cluster the Linda Vista Town Council and like to show that video now um we were um we were approached for our students to help submit some some design ideas for these banners and we didn't really think it was going to become

026anything as formal as it actually turned out being this particular project came about organically it was just we saw a need in the community uh we met with our partners we came up with this idea and the end result is these wonderful banners up on Lind Vista Road that were student driven well seeing them up on the street was really like wo cuz all the work that we had put into him was just right there and it was just amazing it makes you proud really cuz you realize you've done that and it's up there now that's the essence of what we need to do in education give kids learning opportunities where they feel like they can make a real impact and put their voice at the center and then you see engagement and they rise

027beyond our expectations so I'm very proud of them and I'm just excited that their work is going to be presented in the neighborhood thank you so just uh emphasize again the uh the work that our schools are doing doing in developing student Eng uh uh um engagement and to create agency and to have students advocate for their schools and to show the connection that we have with our communities without quality communities around every school uh we won't have quality schools in every neighborhood so we need to work together Mr uh yeah so president WHUR Payne and I had an opportunity Saturday uh to uh uh go and see a fantastic partnership event at Choice meet elementary school so this is a partnership between the district United Way and feeding San Diego so we had over

028100 families I don't know what the count was at the end that were uh enrolling in our preschool programs uh at the same time receiving volunteer tax assistance including the ability to uh enroll in the uh earned income tax credit program for those families that were eligible and then feeding San Diego provided uh food distribution so again that and I want to thank Andrew sharp um and Marissa bruman in the district for organizing that event I think we need to do more and more of that because I think we've got so much uh you know positive impact especially in the enrollment in our in our preschool program so it was a great great event and uh and the more of that that we can do the better thank you Dr EV yeah just a quick

029announcement uh tomorrow evening from 5:30 to 8:30 at madis in the Madison community of schools at cpma creative performing and media arts academy uh in the Claremont area is having a Showcase of all the schools in the cluster the elementary the middle schools and the high school it's a very unique cluster because there are uh there is a middle school which is focused on the Arts and another middle school that is focused on stem and and technology and so they come together at at Madison High School that will be at cpma tomorrow night from 5:30 to 8:30 and there will be a lot of performances Visual and Performing Arts and a lot of other displays and the coming together to show what the schools are doing in the neighborhood I would just like to say

030that I have pictures up there that you can look at at your leisure uh we were quite busy over the last two and a half three weeks uh going to Sacramento and speaking to the assembly education committee um talking about Civics and voting uh then going to a budget hearing here in San Diego that uh two of the Senators uh from Sacramento did Lincoln PT had a meeting on the Saturday during the uh spring vacation we went to that and excited about some of the things they're doing on this past Saturday uh Franklin celebrated 90 years of existence and we had a teacher there who was 91 years old and a student who was 95 so uh they're still around and it was a wonderful event with the community coming together uh we had a

031wonderful meeting at the Lincoln cluster last night and yesterday morning with the Steam and vapa uh presentation from an MIT professor and uh at Lincoln last night they noted that we have 10 more weeks left which means that we've got to get busy and get all these things done to finish out the school year on a resounding notes so those are our reports thank you did we have any speakers no okay all right thank you let's move on to item uh E1 which is Vision 2020 quality schools in every neighborhood this is an lcap goal number one closing the achievement Gap report on ethnic studies superintendent would you please present the item thank you president whiters Payne as you said this is lcap goal one and the overall goal is closing the achievement Gap but

032the specific strategy that you're going to hear about tonight is our report on ethnic studies which is one of our main strategies or key strategies that we use as we address the goal of closing the achievement Gap and using a districtwide systemic approach to integrate ethnic studies throughout all that we're doing we have Dr Wendy rank bur here tonight to present this item so good evening members of the board I'm Wy R the instructional support officer and the staff sponsor for ethnic studies and I think I forgot to turn my mic right sorry about that um and so I would like to begin tonight by acknowledging the members of the ethnic studies advisory committee some of those members are um here this evening uh this committee was formally established through a board resolution by this

033board in 2015 and the committee has grown uh and is composed of School site staff District staff University faculty Community organizers and parents who give generously of their time and expertise so I did want to acknowledge that uh the work of that committee as I get started this evening so as we get started with um the report on ethnic studies why ethnic studies as a strategy for closing the achievement Gap it is aligned to the work that we are doing uh in our district for safe collaborative and inclusive classrooms and it is also in alignment with the guidance we receive from the State Board of Education through our curriculum framework um as well as our standards in addition there's ample evidence in the research to show that when you embed ethnic studies and culturally responsive

034teaching practices into classrooms it improves the academic outcomes for all students including higher GPA increased attendance and an increase in the number of credits earned towards graduation all of which are values that we share in our district and finally in our district I we believe that all students and families deserve to have their cultures and identities recognized in our schools and acknowledged through the use of highlevel challenging instructional practices and materials and ethnic studies can provide that for us so when I presented to you one year ago almost to the day April 4th I I shared with you the multi-year plan for the implementation of ethnic studies in San Diego unified and I'm delighted to be here tonight to share with you the accomplishments that we have made towards those goals we outlined in the

035multi-year plan this slide uh shows the things that we have accomplished in our plan and we have accomplished almost all of our goals we are shy of one and some are in progress uh so uh some highlights on this is that we have provided professional development for 25 teachers for 5 days in the summer and I'll talk more about that was overwhelmingly positive we developed a new US History course and provided professional development for that as well and we have additional Schools Hoover is now offering the introduction to ethnic studies and that continues to expand and I expect to see that increase next school year as well some of the goals that we outlined in our multi-year plan that are currently in progress uh and will finish out before the school year ends is the

036professional development in US history we had 38 teachers from 26 schools uh middle and high school attend uh five professional development sessions offered by the organization Facing History and in collaboration with with our program manager for history social science uh Juliana lipkey we also I had teachers from across our district begin to work on new courses and unit development that integrate the principles of ethnic studies into new courses and we're really we will really be focusing on establishing the honors course for our us 11th grade US history and an eighth grade US history so that we make sure that we maintain that vertical alignment so that's what we're focusing on in the remainder of the school year so in terms of the uh State perspective in ethnic studies I wanted to offer you a few

037things some of these are our local and state but our ethnic studies Advisory Group is now quite a diverse uh group uh we have representation across our district and we added five new members this year we frequently have representation from all the major universities in our uh County including UCSD USD SDSU and CSU San Marcos uh we had 36 teachers and uh Mr Barrera and myself participated in a panel for the California name conference and Dr Gomez uh at Lincoln High School was invited by the state to participate in writing the ethnic studies curriculum he accepted that offer and so now we need to call him an author of the state curriculum for for ethnic studies which will be released so that's a real celebration for us as a district um to have a teacher

038who is um was asked by the state to participate uh 15 districts in California have already made ethnic studies a graduation requirement and once again an assembly bill is making its way um through the state uh the new assembly bill number is AB 331 and that looks to establish a on semester requirement for ethnic studies for graduation requirement so stay tuned on that one and we'll let you know how it goes it's in committee as we speak so as I had mentioned our professional development has been overwhelmingly positive and rather than show you a graph that represented 95% um uh on the highest Mark possible I decided to capture it with some quotes this was one of our uh 11th grade teachers who participated in the Facing History curriculum I think you can see by

039this quote I that she was very motivated excited to teach the this these materials and found that she had a lot of resources that were already aligned with the shifts in common core and the US History social science framework that calls for using um that calls for using uh uh primary source documents so that was one of our 11th grade participants our summer professional development that was a 5day series uh and I was able to participate in I think three of those five days this was a comment from one of the participants who attended there and you'll see in this quote that they're hoping that we can sustain this and have opportunities across the system to continue to develop these communities and have um some of the difficult conversations that were had in that 5

040days of PD uh so one of the recommendations when I get to that slide will be to continue this work and to provide opportunities informally and formally for our our staff last year during our presentation our researchers uh Dr Chapman and Dr Jones from UCSD presented their preliminary findings on the impact of the introduction to ethnic studies course in our district they have since completed their research and you do have a copy of their research brief and it's it's also linked here on this slide for the public and they also made a series of recommendations interestingly their recommendations we had already been discussing our recommendations and they dovetailed very nicely together so you're going to see a lot of similarities when I get to slide number nine so I think it's always important to bring

041student voices in and this video clip is uh from a classroom it's one of our teachers who is not yet teaching an ethnic studies course but has been attending the professional development has found the strategies beneficial and has been implementing those into his classroom even though it's not a an ethnic studies designated course because that's our goal is to thread ethnic studies practices throughout all of our content areas so I wanted you to hear from the students what their experience has been and now I need a little help I'm not sure how to start that from here [Music] this class is different from my other classes because we get to do um things like narrative medicine in leesh which um really help us all connect with each other as a class my favorite Community Building

042activity is probably the quote because it shows that a lot of people have different understandings of different things that we can all probably relate to and will bring us closer together the [Music] end um this classroom is probably the most unique that I have because in all my other classes we don't say in the cach before we do everything and we don't really have narrative medicine or quotes that we can respond to and so so um that's why I kind of like this one um my favorite community building exercise is narrative medicine because since personally I'm very introverted it helps um it helps kind of connect with other people and makes me feel more comfortable but in this one I got to know everyone a lot more because um you you helped us like especially

043for the first 4 weeks um you had to socialize with each other and get to know each other so we felt comfortable so that's why I really like this class and that's how it's different from the other class there's like a better sense of community and like you don't really dislike anyone in the classroom like you guys might have your differences but since you guys know each other so well it's like it's easy to get over so in other classes I'm not really as close to all the people in in the class but here since we do a lot of community building it's more of a family than like just having a bunch of random people in the class you're able to bond with other people and get to know [Music] other so as you

044heard from the students themselves our professional development work in ethnic studies is having a positive impact on our students and I think it's really nice to see that the strategies are also embedding work that we know is good literacy practice Coral reading even at secondary is a simple strategy to improve fluency so not only is it Community Building um and culturally responsive but it's also in alignment with best practices in the area of literacy so as we head into our next year these are recommendations uh that I am making to continue to expand our work in this area and to be uh responsive to our students and also in preparation for the likelihood that eventually in the state of California we are going to have a graduation requirement for ethnic studies and we'll be well

045poised for that so the first is that we continue the development of uh new courses and units that thread ethnic studies and culturally responsive teaching practices throughout that we continue to offer the professional development for the foundations or the introduction to ethnic studies course um and that we include professional development for a new world history course so that when the students um are ready for the world history course we'll have that in place uh that we offer site-based professional development so that we can have ongoing support that the teachers are asking for throughout the school year the teachers are asking for time to visit one another and to um problem solve together because they are tackling some tough topics and sharing best practices in that and how they're working through that um would be very

046helpful we're going to embed ethnic studies cont content and pedagogy into courses and units as we work toward the development of our guaranteed and viable curriculum and finally the continued collaboration with the ethnic studies advisory committee as we make revisions to our multi-year plan moving forward and detail out the next three years of our work so and that concludes my report thank you before the board engages in dialogue uh do we have any speakers we have five speakers on E1 two minutes each please minutes each would be Francine Maxwell lalia alali NY Regina El wardani Linda Williams and Anne Baron please come forward good evening my name is lalia alali I serve as a Dak chair I am also a member of the committee to support religious and cultural diversity I am also part of

047the ethnic studies Comm uh Advisory board so we all know that San Diego Unified School District serve more than 100,000 students and the student population is extremely diverse unfortunately the district is not keeping up with the face-paced demographic changes that are taking place within our student body the district is not meeting the specific needs and challenges of immigrant and Refugee student in our schools after the horrific New Zealand attack on two mosques Muslim children were scared concerned confused and not knowing what to expect yes the New Zealand attack may be far away from San Diego but for the Muslim it felt CLA because we too Witnesses and are still witnessing the tragic consequences of hate and discriminations counselor coaches and psychologists affiliated with different organization here in San Diego such as uh tkf and N

048ncrc hold several healing circles and therapy for the Muslim Students despite the fear and concern the Muslim student went to school thinking that they will be embraced respected loved and given space in this difficult time I personally was expecting you to confirm your Val your values of inclusiveness and unity and stand by these children as you stood by other communities when they were challenged with similar attack in their place of worship it saddened me to see that some groups and communities are more valuable than others in the sight of our leaders as a parents I am very disappointed and that's why I am part of this I am part of this initiative why because when the kids are exposed to ethnic studies we have a hope that we're going to have inclusive and courageous leaders

049in the future thank you thank you next [Applause] once again another um presentation woefully short on data slide four says that 15 districts in California made ethnic studies graduation that's great but where's our ethnic studies is it more than just Lincoln and Hoover three years ago in 2016 the introduction of ethnic studies course was submitted to UC for approval what other ethnic courses have been submitted to UC for approval in what schools specifically are ethnic studies courses being offered right now as a district we've been talking ethnic studies for 4 years two board resolutions trainings and some conferences I need to know where are we at with ethnic studies what schools for next year what resources are being ordered what funding has been allocated to grow ethnic studies all the principles in the district leaders

050are they mandated to attend any ethnic studies training we love love board presentations they're extremely colorful the uh quotes are nice but I'm hoping that there's some board trustees that will be courageous today and ask some of the questions that I'm asking in this public setting thank you thank you next greetings superintendent Martin uh board president Dr wher pay esteemed board members and all in the audience here in Virtual um I do celebrate the uh proposal I look forward to it being unanimously passed and not only having it passed but we don't want it to be just a set of pretty words we want it to be implemented and looking forward to seeing the implementation and the district support for the STA uh staff efforts for that and as it mentioned on page seven of

051the uh proposal looking forward to having it expand prek through 8 as well and uh my name is Linda Williams a retired K through6 teacher from the district after decades and I do feel passionately about this so I'm so excited to see the promise that this holds um I have a statement from Godwin Higa former principal at Cherokee Point Elementary uh recently retired from the district he's teaching a class at Alliant University this evening so can't be with us ethnic studies will open great minds to create educated and accepting human beings Cherokee Point Elementary was the first trauma-informed school in San Diego practicing trauma-informed care and restorative justice the most important outcome that we focused on was to address healing and resiliency at the school and to address and understand the importance of community solidarity

052and Multicultural education or ethnic studies teaching acceptance not just tolerance again ethnic studies will open great minds to create educated and accepting human beings and each one of y'all has one of these and I will be also emailing it so that you can play around with the hyperlinks it has some wonderful data some statistics about the power of ethnic studies and I'll read briefly until the light goes on um that in several San Francisco high schools uh ethnic studies classes increased height you can read it for yourselves thank you thank you next hi and Baron I'm with the committee to support religion religious and cultural diversity in our schools and I'm also with the peace Resource Center I do support moving forward ethnic studies so I'm always worried when we use the term ethnic studies

053as if somehow these people are separate from other people um I'm always worried about when we we other people this idea that somehow people are treated in different categories I was very happy to read the course description of that is done at Lincoln and I have the same questions that were just asked is um what other schools why are we only having two schools that are doing ethnic studies uh the course description just to read briefly um says through critical readings of US history from the perspective of workers enslaved populations migrant populations including European immigrants LBGTQ persons women indigenous populations of the Western Hemisphere chanos Afric Americans asian-americans and others not often included in traditional curriculum students will examine the collective action taken by students communities Grassroots organizations movements and Progressive individuals working within current

054systems to create Equitable educational spaces and advocate for justice this needs to be across the district and so implementation is incredibly important so is there going to be some kind of community group that is going to or Advisory Group that's going to support this there was an Advisory Group that the district had convened about a year and a half ago when the school climate Bill of Rights passed and that group just stopped the district stopped working on it so I don't want to see the same thing happen with this thank you thank you hello I'm Dr elwardany Nile Elward Dany and my son Constantine who is a senior within the district here um I am a member of the committee to support religious and cultural diversity along with my colleagues that you've heard um this

055committee is made of Educators teachers principles community members and parents who uh together we represent more than 700 years of professional educational experience our purpose is aligned with the district and we want to help you and the district overcome these religious prejudices and the curbing of bullying that is associated with religious and cultural diversity in our schools our committee has attempted to work with the district for the past three years to address this issue directly while the district has made great effort to protect LGBT student lgbtq students other minority students particularly Muslim students have been ignored the district has made little effort to help them be understood despite the fact that Muslim Students are bullied twice as much 53% of them as opposed to the national average of bullying which is 25% so the committee

056to support religious and cultural diversity has brought together needed curriculum and training materials that we have brought to the district and as has been said already this resolution was passed in June of 20 2015 that's almost 4 years ago and it has not been implemented so we're coming up on the 4-year anniversary and as has been said there are only two courses in two high schools in the entire District that are actually doing some kind of work in regard to ethnic studies and we all know the connection between understanding people and starting to uh treat them better so this is something that we hope that our committee and the committee on uh cultural diversity are here to help you we want to do as much as we can to help you to get these programs

057in the classrooms next fall thank you thank you very much anything else you attendent we'll have a discussion board member wise yeah thank you President White hor Payne and I'd like to thank uh Dr rank Burr and and the uh members of the advisory committee so I think we um I think we've been clear uh as a district through our uh prior board resolutions uh about two points one is that we want to see the the ethnic studies course itself uh be available throughout our schools and all of our high schools and second that we want the ethnic studies frame uh as you've talked about Dr rank Burr to be embedded in in our entire curriculum at at the different grade levels I think where we are today um does feel like with all of

058the uh uh very positive that's been happening over the last year it does feel like we're inching along rather than really moving this process forward uh so I'm going to actually make a motion and uh and there's two two parts of this motion so one is uh given that the uh assembly Bill 331 is moving through the process and I believe this time will be signed by Governor Newsome uh and that part of that bill will make ethnic studies a graduation requirement by the 2023 24 year I believe that we need to be at least two years ahead of that so the first part of my resolution is that uh beginning in the 2021-22 year that ethnic studies becomes a graduation requirement in the San Diego Unified District [Applause] the second part of the resolution

059I can't be as specific tonight I uh with uh with a goal of where we need to go but it concerns the integration into our curriculum what I would ask is the second part of the resolution is I I would ask the superintendent and Dr rank bur and the committee to come back to us within three months with metrics about how we can measure whether we are in fact integrating uh the ethnic studies frame into our entire curriculum and allow us at that meeting to look at these metrics understand where we are today and then from that meeting set some specific goals about embedding into the curriculum so um because I think we lack or at least the board uh tonight lacks the metrics to establish those goals and lacks a definition of where we

060are along these metrics I would ask that we come back uh with a conversation three months from now with a presentation uh from Dr rank bur and from the uh ethnic studies committee uh identifying those metrics and allowing for a discussion where we can set some specific goals about uh curriculum integration so that would be the two parts of my motion number one that by the 2122 school year uh ethnic studies is a graduation requirement in San Diego Unified District and within three months we have a follow-up presentation uh from Dr rank bur and from the advisory committee uh allowing for a discussion of uh uh of setting specific goals around curriculum integration thank you a second on that Mr yes I will U second that motion and um want to make some comments too

061I think it is really important I realize there are only a couple of courses offered in the district now but the bigger picture as Dr rankb pointed out is having integrated into the rest of the curriculum when I was looking at the statistics uh regarding US history there were 38 teachers from 26 high schools and middle schools and by my calculation I'm guessing that there are about uh at least 100 US history teachers in in middle and high school um so we've got you know maybe a little over a third of them participating as far as the the actual schools participating it's it's um it's over half of the schools participating and it seems like this is the first step I mean the obvious simplest way to start certainly is is with us history and

062then moving on on to others so you know when we're talking about metrics for the results of uh embedding ethnic studies into our curriculum I I think this is the the first level of metrics is is the professional development um what how have uh how has it come about Dr rank bur that these particular teachers have participated in this professional development so the opportunities for professional development are put out to all of the schools and so that 38 the professional development was specifically targeted for the 11th grade course uh identity and agency in US history which is the new ethnic studies um US History course and so this year was the fact that we had teachers participating in the course before they had to teach it I think sometimes what happens is we adopt a

063course and then we're doing the professional development while the teachers are teaching it I think there um so I we do have representation from uh I believe almost all of our Comprehensive High Schools I could get back to you and specifically which high schools if you want that information um and master schedules are being built as we speak so in terms of the data of who's going to offer the new US History course next year um I could come back to you with that data but Master schedules are being built right now so um so that's a metric I could could bring back and then there's so many other areas U where it could be embedded I mean if you take the entire Elementary population of the district and how that's integrated into the daily

064curriculum in terms of the teachers awareness and sensitivity and content of this information yes and in the multi-year plan we are working backwards um because where we started where the uh we started was with the ninth grade course at Lincoln which was the introduction to ethnic studies that course as a 9th grade elective competes with other things in a nth grade schedule so um the ethnic studies advisory committee in establishing the goals for the multi-year plan we have said that we're creating courses that are that can serve a dual purpose of ethnic studies and uh Credit in a in a graduation paring class such as US History math Etc thank you MC thank for your presentation um yeah I too share some of the same concerns uh terms of how do we move forward and

065expand the program to include more schools I was looking at our um multi-year master plan uh and I'm wondering what differences uh the The Proposal um that uh trust um Barrera made uh would would affect that I as I look at that plan I see that uh the State Department of Education is going to be reviewing the model in December 2019 would we be getting ahead of ourselves or what is there a chicken egg thing here well the state um as I had mentioned in my presentation uh Dr uh G Gomez has been working uh writing the state level curriculum the state is going to be releasing curriculum uh for an ethnic studies but we have also been working on that um so we will lean on whatever it is that they produce um but

066I don't think that's necessarily uh getting too far ahead of the state okay and I see that at that board meeting a deadline for the State Board of Education review the model on December 31st uh is involves high school and the middle school that correct um I'm could you show me which what section are you referring to uh it's on the the uh it's on the back back of page two back of page one it's in the board agenda item it talks about the timeline for 201819 and the last entry on that page is the State Board of Education uh review and it it falls under this section for major goal for the high school and um Middle School courses yes so that that item that you're referring to on uh December 31st 2019 um

067that's a a milestone that we put in that we're monitoring from the state okay so again I don't think that the resolution um gets anything that um Mr Barrera has mentioned gets in the way of that state board timeline and as far as I know uh the State Board is on track for that resolution to um be addressed at their board meeting so in a sense what we're doing uh to the master plan is to uh moving uh faster on the high school program is that uh yes that is correct and then uh looking again at that third page of that same master plan it talks about uh grades um four and five two and three and TK and one and it seems like that's also um and that's laid out and that won the

06845 was going to be uh implemented of course we going to be developed this summer of 2019 2020 at Top Line yes cuz we we're working backwards from high school to Elementary okay so we're on track for that have well as since we are threading it throughout yes okay and then it looks like uh forign five grades four and five uh will be developed uh in 2021 two and three gets developed 2122 and then TK and first grade then get developed in 22 23 yeah and I think an important thing on this draft timeline that you're looking at one of the recommendations was to continue to flush out this document because I think that the consensus of the committee is that we want to um we want to collapse this timeline because now that we

069know that we want to thread it throughout and the direction that we're heading we should be able to move faster than what we originally proposed last year so we're going to be revising this um this timeline so we can collapse this and it's right here the the um uh the the the desire of the res the resolution as presented and seconded is to collapse this timeline and to move quicker not a not a resolution a motion right yeah yes and that is that is something that the ethnic studies advisory committee and I have discussed and we want to um work on that because it was our best thinking a year ago and we wanted to put together a multi-year plan so that we could be benchmarking our progress along the way I know it's may

070be premature but do we know the budgetary implications uh no I do not no but we appreciate you asking that as with with the motion what that would look like to make ethnic studies a graduation requirement if it was something about revising like let's say this is hypothetical let's we revise all three history courses and doing that in combination with nth grade ethnic studies what would that mean to do that there's not time in the master schedule to do anything with the sixth period day to put another course in there so it's a matter of how do we put it in what if we take those three history courses and figure out how to um embed ethnic stays in there which is what they've been talking about already but now to make it concrete and

071if there's budget implications I think giving us 3 months to go back and look at that what would that look like I don't see this motion as being different from what we've been doing you just asserted it again yes I I was just going to comment if I could on the on the three-month timeline I think that fits very well we're in April that takes us to July and basically that's when we revise the vision 2020 goals the update the LC cap and so forth for each year so we're not we're not midyear introducing something so whether it's a couple weeks before the 90 days or after it can be integrated with the whole plan for the the following school year the following two school years and I I also want to add that um

072when we created the multi-year plan with the idea that eventually there would be a graduation requirement we did survey the High School principles and their request was um that we have multiple ways for which the requirement could be met which is why we have been focusing this year on course development and professional development for those courses so that we would have multiple ways for students to uh meet the graduation requirement of an ethnic studies credit well I just want to comment on couple of things here uh one I know in the beginning we had a a more accelerated uh schedule and due to budgetary issues and some other things you you uh decelerated um but I think that uh trusty barera is right it's time for us to move it so that we're accomplishing things

073a little faster and um I appreciate the fact that you all have stayed with it I started out on that committee but had too many committees and so you've at least continued it and now I'm glad to see we want to move it faster uh and then there's one thing I want to comment on which was slight by where the teacher uh commented that um the primary sources I guess personally I don't see why we aren't teaching everything using primary sources especially in light of where we are today about truth and uh folks not knowing where truth is and what it is but when you can go to primary sources it also challenges students to not sit and read a boring textbook and try to memorize that stuff I know I'm a witness here it

074wasn't until I went to college uh freshman year at Duke that I got involved in looking at primary sources and from that I picked up a second major which was uh history because it was more interesting and if we start turning students on to more than just sitting down memorizing what date this happened and on and on and on and on and actually teaching them how to go in and look at primary sources and read review come up with their own conclusions about what happened and then they can compare to what somebody else says then I think we're moving the agenda forward so with that we can vote on this item pres R I don't know if either the students want to comment on this um thank you since they are high school students the

075this proposal both in terms of embedding ethnic studies into the courses as well as the potential requirement in high school um I have never taken an ethnic studies class but as a graduating senior I plan to take ethnic studies and I think if we teach it at a young age then it's embedded in our students at a young age and we understand each other better and I think it would be fabulous to have an ethnic studies course in our schools thank you um so I'm always the the big picture Global thing here and for in terms of ethnic studies um we see a lot of conflict between uh like nationalism isolationism versus globalism right and there's a lot of pride in one's country but ultimately if humanity is to progress we must progress together it

076might be a slower Pace right because it's not going to be one country or another but uh if we can kind of band together sorry and look Beyond uh the differences which is which is which tends to be the the prime constituent for conflicts just just differences in people um I feel like that would be very beneficial at script French high school we don't have an ethnic studies class so I would love to see that in future years um but I mean we are very gifted to be able to kind of grow up in San Diego which is more of a cultural Melting Pot than other parts of the country but still concrete formal uh education pertaining to this top topic would be Paramount thank you and I I think another example we saw today

077was the the students of lafette I was talking about elementary schools and talking about inclusion and differences it was a great example of that and even though it wasn't and didn't present as an ethnic studies course no but I I must say that one of uh my constituents said to me um we can't keep adding things on you know you have as pointed out different perspectives and I had to say to him uh well let's just take American history if it's only presented from the European side you have Native Americans who had a side you had uh African-Americans you had this the immigrants coming in let's just bring it all together and present the whole picture not just one slice of the picture but let's just present the whole picture so that constituent was my

078husband so get away with that with him but anyway let's vote on this thank you thank you that passes 40 thank you moving on to item E2 Vision 2020 quality schools in every neighborhood elcap goal 4 positive School environment climate and culture with Equity at the core and support for the whole child superintendent thank you Dr I'm inviting Dr Vegas up here and she will introduce her team to present this item which is lcap gol War could you please introduce the members of your team that are joining you thank you Dr Vegas good afternoon thank you for having us um thank you we represent the integrated Youth Services Division and with me I have some of my colleagues so I am n vas and I'm the instructional Support Officer for integrated Youth Services I'm Jennifer

079Cornell the program manager with Children and Youth and transition hello I'm Candace V program manager for youth advocacy good evening my name is Michelle fer and I'm the Restort of Justice practices program manager so thank you members of the board our students and superintendent for having us here to give you an update on our work um there's never enough time to say all the wonderful things that are happening in our district so I will wrap it up with saying that we have appreciation for all of our school communities for our leaders Educators for our counselors nurses psychologists all of the people that make places of safety and safe environments for our students um every every single day so this work although we represented here today is the work of our district and it's the work

080of a lot of people that work every single day to change this data that you see in in the slide so this is the data that we're after in go 4 trying to support positive School climate and doing our very best to ensure that our students feel connected they feel safe and they feel embraced by their cultures in their schools um academics through agency we really want to make sure that the student the voices of our students are guiding the conversation of our work and we're doing that um through system alignment so we're trying to reorganize our departments and our district to make sure that we are having coherent uh coherent data collection um mechanisms we're also trying to figure out um and doing our best to looking at positive School climate and social emotional

081development embedded into our approach last year we talked to you about the California healthy kid survey the parent survey and the staff survey but um since then our work has transformed into integrated youth services so thinking about ways into systematically implementation of redesigning for Equity so we're um paying attention to these three Focus areas one is leadership so thinking about leadership not only the leader of the school but also um students as leaders teachers As Leaders um and embedding the academic piece within that thinking also about student voice and the motivation and student experiences so what do we provide that can motivate and engage our students better in classrooms we talked about that before and then systems alignment so how do we continue together to grow cultures of collective care for our students um not

082only in the goal four team but as a as a system so I am going to have my colleagues speak to some of the examples of the work and also um we have representatives from our schools because we wanted you to know about the experience of the students uh in previous presentations you have have asked us how does this relate to the experience of the day-to-day um experiences of our students in our school so we have that uh represented today leadership is the foundation of a positive School climate students are the drivers of our Collective work as we work alongside them to develop leadership skills and agency as students build relationships and trust with their schools our Collective effort provide site leadership teams with insight and recommendations around the particular needs of the school as

083identified by the students culturally responsive pedagogy and implicit bias are being analyzed at the school site to bring equity and Leadership responsive to student needs and identities and now I'm going to turn it over to Savon Cooper from more High School who is going to be discussing their experiences developing leadership and agency within themselves at their School site thank you good evening my name is Savon Morgan Cooper and I exclusively use the the andh pronouns I'm currently a senior at mors high school and president of rgsa or gender and sexualities Alliance personally being at Morse for all four years has molded me into the into the strong leader I am today when I was younger my safe space was blending into the audience and as I got older I realized that the leaders around me

084didn't represent my Identity or my peers my needs as a transgender person of color wasn't met and my voice wasn't being heard nothing was being done socially to protect me from hatred and harassment from other students on and off campus and so if nothing was being done it needed to be me luckily I now show excuse me I now have the Integrity confidence and attention to marginalized voices that my younger version needed I love being able to bring people together and lead them to a common goal that sense of community is energized izing as our GSA grew in the last year I was blessed to be able to hear other people's stories I noticed that it was really making a difference by just existing queer kids seemed to know my name not because of my

085club title but because they knew their voices were going to be heard I became a local beam of Hope and uh recognizer that the campus could be that that the campus could change for better with that being said Morris has grown immensely since I first enrolled the diversity amongst the students and teachers was a big Catalyst to the movement ch started with this discussion as well we had to talk about the issues that affected the different proportions of the population we had to understand each other on a heart-to- heart level in order to get anywhere my immediate peers and I utilized every opportunity we could to start a conversation and impose reflection on those in the room slowly our environment started to change not because solely of our faculty but through peer discussion I leave

086you with my principal uh Dr Cynthia Lin she told me that Morris was like a small version of the count of the country of the world and it's changing faculty and teachers don't exactly see the change that the way students do but things are starting to look up it starts with it starts with youth like me and it starts with support from our faculty and especially youth advocacy Department thank you thank you during the rjp Department's first year our Focus was on building awareness the primary vehicle in which we cast this wide net is through the offering of rjp trainings now in year two we aim to build the capacity of schools to implement and embed rjp in their policies and practices we have begun doing this work by partnering with school leaders and meeting

087with school tight teams to talk about their school's vision and values through a culture of meaningful engagement we also create opportunities for our young scholars to develop their leadership skills we have invited Rowan Elementary to share with you how these rjp leadership opportunities have shaped them individually and impacted the collective work at their school this on okay my name is Brook Ming and I have been a teacher for the past 16 years I taught at Central Elementary and have been at Rowan for the past two years tonight I'm joined by students past and present to talk about restorative practices and the impacts it's had on myself my classroom my students and our school the the following quote was written by Ted watzel International Institute for restorative practices the fundamental pre premise of restorative practice is

088that people are happier more cooperative and productive and more likely to make positive changes when those in Authority do things with them rather than to them and for them at Rowan we have purposefully focused our instructional minutes developing sorry instructional minutes towards developing relationships and Community to some teachers this may seem like a waste of time but to me it was time well spent Rowan started doing restorative circles inside every single classroom on our elementary campus we have even created a group of fourth and fifth grade Circle leaders three of which are here with me tonight these circles have helped our students create a sense of belonging to a caring Community these circles have allowed our students the freedom to tell their own story these circles allow children and adults to see themselves as equals

089these circles have given opportunity to our students to have empathy for others these circles have made our students feel like they are being listened to and cared for when harm has been caused our students are learning to reflect on their actions but also to reflect on how their actions have impacted others they are learning to ask themselves how can I make things right and repair the harm I've caused this is just a small glimpse of what restorative practices has done for my class and our school a special thanks to mariio and the entire restorative justice department for their support and dedication to the students students and staff at Rowan also I want to thank our our principal Jen Carpenter who's here for believing in our children and helping shape the community of Rowan I can't

090wait for these little friends to spread their work as they get older they are the change this world needs and I'm proud of all of [Applause] them hello okay good evening everyone my name is elix and I will be giving a short speech about Circle eading the way Circle eading has impacted me is letting me be who I am and I get to talk about my problems the C the circles help me but not just me everyone gets help and the circle leaders help each other we make it we make each other laugh and feel happy and so much more at ran we build trust friendships that that let us that let us be open and honest thank you good evening everyone my name is Angel Wavo and I'm going to give a short speech

091on how restorative circles has made an impact on my life the circles allow me to make new friends and learn more about people it also allows you to gain more trust from people too it has made an impact to the Rome Community because they open up more and become leaders who help others and themselves and create stronger bonds with people thank you good evening everyone my name is NAA for me restores have made me a better person a better friend and a better classmate and it even taught me to take time to listen to others and be patient with others being a circle leader has also given me a chance to tell people proudly who I am and who my family represents Circle leading has impacted the school by giving others a chance to speak

092also for instance my close friend had never had anyone to speak to being a circle leader has taught me how to be there for her and other people who need someone to talk to I rone we create a [Applause] community thank you good evening um focus area three anchors around systems alignment to maximize student experiences and systemized cultures of collective care I'm going to briefly turn it over to Victoria Okana as senior from San Diego High School to share how collaboration between her children and youth and transition intervention counselor and her San Diego high school counselor have helped support her journey Victoria hi good evening I'm here to share with you guys how Anna my CYT has helped me during this year of high school I actually meet her this year which she really helped

093me a lot cuz I'm always really close to my conselor and my counselor is Mr Aida so it's a guy and it's like really like not close to like you know you know when you need the emotional support and I'm just thankful that we have people that can actually help us I have always live on a shelter without my parents so it's like really hard to have emotional support and everything I actually thought wasn't going to be able to graduate high school and thanks to her I got the opportunity to it I recently got accepted to San Francisco State and she's actually helping me with the process of it and it's just yeah it's just amazing how um we have because everybody every student we have different situations on a different levels and sometimes we

094feel so lonely like we don't have the support from people and sometimes it's just too late or some it's like your last year and you just so alone when you have the support from people like you guys and sending in adults that actually can listen to you because sometimes we have our consors and that's great like there still help like to help you to go through college and everything but sometimes you have a a guy counselor not a woman counselor or whatever like the situation is just different so I just want to say thank you for like giving my giving and letting people like her like coming to the school and and help us and yeah that's it thank you bye uh thank you Victoria and congratulations on San Francisco State um your journey is

095very inspiring to our office and I'm sure the board members that sit up here tonight Victoria provided an example of where our efforts um have been centered this year and will continue into next they aim at working side by side with schools and our communities to build capacity and systems of student support for example our Collective work together with Perkins has laid the foundation for aligning systems in support of staff students and parents and our work self assess ing High School youth experiencing homelessness and living in foster care has directly provided us with information on how systems need to transform and align to support graduation and post-secondary outcomes as another example this evening we have our Integrated multi-tiered Systems of support program manager Jennifer Huger hiide and Chesterton Elementary principal con derage to share their

096experience working together to align systems of support thank you Jennifer so as one of the pilot schools for the imss framework our department has worked alongside aone and his leadership team at Chesterton um the work we did aligned directly with their strategic plan in the integration of academics behavior and social emotional learning in order to create a culture of collaborative of collective care as we continue to learn from the California framework for multi-tiered systems of support we are able to work with schools and supporting all students Aon is going to share the work his team has done to ensure a safe and collaborative culture in order to promote academic success thank you Jennifer we are fortunate to be working with Jennifer Huger high this um year to integrate the I imss framework simultaneously with the

097Marzano's High reliability School model which has five levels of organized factors that correlate with student achievement safe and collaborative culture is the foundational level where the School site leadership team and I continue to strengthen the first step was to L our school counselor school psychologist military family and life counselor and guidance assistant to our team to provide the social emotional supports that our students need especially servicing a high population of military families we all we we also had to already established and continue to grow our intellectual classroom communities by studying Dr Zera Hammond's work around culturally responsive teaching schoolwide we establish common expectations for students by explicitly teaching 20 scholarly behaviors throughout the year we have a very strong positive behavioral interventions and support team that continue to write Common policies for the site to

098maintain a safe and collaborative School culture we recently established the Chesterton attendance team to address chronic absenteeism and have since decreased our total number of chronic absentees students missing 10% or more of enrolled days as well as improving our attendance rank amongst district schools our current area of need at this level is rethinking how we engage all stakeholders in this process by restructuring our school climate Communications and parent and partners committees the foundational level has a ripple effect on the higher levels of Marzano's high high reliability schools framework at Chesterton at the second level effective teaching in every classroom where the ilt and continue to improve the PLC process and focus on strengthening tier one instruction and reading and at the third level providing a guaranteed and viable curriculum using the district's critical Concepts and

099proficiency skills monitoring student progress in order to strategically provide meaningful tier 2 intervention Target instruction via pushing support or after school programming we were also thoughtful in developing a sitewide common schedule so our students with specialized academic instructional hours and related Services weren't missing tier one instruction in reading and math we look forward to continuingly working with Jennifer to strengthen our standards refined reference reporting and competency based education which is level four and five of Marzano's High reliability framework thank you Connie um so those are just a few examples of the work that we're trying to do together um that we are collaborating with our schools and our colleagues about so our Direction some of the directions that we want is to continue to guide our Collective efforts in collaboration with our schools um Guided

100by student voice and creating the systems and the structures and spaces for that to be our informed mechanism and support with the data that we currently have so um with that we thank you for the opportunity to present today and um we're here if you have any questions thank you do we have any speakers on this item yes you have one speaker Francine Maxwell Max well slide two has some data but there's no years associated with the data in fact the slides for the district suspension rate says 3.4 but the CD report District's 2017 2018 suspension rate at 3.5 above the 2.8 suspension rate for the San Diego County I also think this is really fake about equity and you do not include disaggregated data as such I'll present some 2017 2018 suspension rate San

101Diego Unified School District African-Americans 8.0 suspension rate highest in the district Latino 4.0 Pacific Islander 4.4 white students 2.1 suspension rate 2017 2018 ABS absenteeism PowerPoint 10.6% African-American 15.2 chronic absentee rate Hispanic 15.9 Pacific Islander 7.1 highest in the district white students 8.8 I'm not sure why those rates are not included in an equity presentation the presentation is just shameful in 2014 Dr Joe fure did a presentation titled San Diego unified restorative District today almost 5 years later I still have no idea where are we at in Social in restorative justice are we a true restorative justice District where are you coming with some results I'm just I don't understand we will never get anywhere when we ignore the clear inequities of our discipline practice practices and our attendance rates as seen in the terrible

102suspension and chronic absentee rates that I've given you tonight in color at in of of colored uh students at what point are you elected officials going to ask some of the hard questions in this public meeting it's the only time that we get to sit and watch you have and do business in in in a public meeting but you sit and you don't ask hard questions the public constantly is asking hard questions and you don't come with them thank you any other speakers board members yeah um Dr Evans first of all I think this came up before on the statistics on the on the first slide uh where you have the expected and the actual and I know that this is probably based on the vision 2020 L cap where you set certain goals but

103what would be really helpful for me would be to see what it was the prior year so for example uh uh whichever one we want to take uh safety in in grade seven was 61% the expected was 65% but my question would be what what was it the previous year I mean so to know whether we're uh moving uh up or not and um and I guess I'm I really appreciated the the the words by the students because I think that demonstrates a lot better than a lot of other charts and figures in terms of what's going on uh I think it' also be helpful when we're talking about positive School environment to to pick a school and and include that in the presentation in terms of like when we're looking schoolwide what does it

104mean that this there's something very special about the school I mean I know there was Stanley I think was one of the schools that was given the the quality schools award for uh positive School environment but you know what is it what is it that's happening there that makes it stand out from the rest other board members [Music] Mr yeah again I I thank all of you for your work and uh and thank the students uh for your presentations uh it really brings to life the work that's going on but I do agree with Miss Maxwell that um as a board we have to have data and we have to have um an an ability to know whether we're making progress across the district on on these issues so what's our data about the progress

105that we're making in restorative justice what's our data uh around the pro the progress that we're making and you've presented some of it with the school uh climate surveys um but we really have to uh when we have these presentations uh the presentations need to begin with um this is where we're at this is where we're trying to get and where are we you know along that along that Spectrum so again I you know would ask um uh I won't specify a followup but but these the areas that you're presenting tonight are so uh critical uh to to our values to what we believe in and I do think we need to have some ability uh to to track as as a community whether we're we're making progress so I would ask um you know

106again for get us some metrics what are the metrics that you look at you know about uh you know whether we're making progress um and let's have a discussion about that you know about where we're at Dr McCurry after superintendent yeah many of the uh questions U and concerns have been been raised and I think deals with uh disaggregating the data uh so that we can be able to get the information necessary to see uh the trend which is what uh um trusty Evans was was discussing about how how are we doing along the way what was last year the previous year so we can see if we're trending towards Improvement in addition in uh uh extending uh trustee barrera's comments not only by district and District a averages but also by our targeted groups

107uh and to break that out and by by cluster we know we have some clusters and schools within those clusters that are doing some outstanding work and we've had a chance to highlight a number of those we can see those schools that are that are are making a significant difference identify the best practices uh uh validate those and uh scale them up and and and take them across the district I think is which is our our whole effort which is to learn from uh from who's doing it right who's doing it well who's confronting the tough issues and who's making a difference so want to thank you for the presentation it does get us down the road it gives us a look at where we are and where we need to go it's a big

108big picture you talk about culture you talk about environment you talk about a welcoming atmosphere uh all the things necessary in order for a child and a family to feel welcome we know that when they make those emotional connections they academically uh do well they attend school and we get the uh the outcomes of students uh learning and and uh and achieving uh their academic goals as well as their personal and social goals superintendent and then I'm going to come my microphone appears to not be working so I'm going to lean over to your microphone thank you um let me I want to reset what we are with these two presentations tonight each of the lcap updates is a voluntary presentation we're not required by Statute to do an lcap update yet we've chosen as

109a district to do these updates and I think it's important the comments I'm hearing tonight for ethnic studies and this one we are we want to make sure that we link it back to the dollars Associated and the metrics associated in the El Cap because they're in we can't do anything if it's in our l cap then there are metrics associated with it so it's a part of the presentation that we go heavy on the story and then we lose the through line of the data and how it's going across the district or if we just do data then people don't know how the story comes to life so we need to balance the story hearing an individual story of Rowan or a con's school hearing each school what does it look like an action

110but that doesn't mean it's not in the aggregate at a systemic level so I think that's just a balancing that we can do and know that every lcap update is connected to Dollars and metrics in the plan that we've written and we're in year three of a plan and so we've assigned at the state level the dashboard level over 20 metrics that we Monitor and then the metrics assigned to each one of these lcap goals I think that can be um we used to do it maybe we got away from it on these two presentations it's something we can continue to put in there thank you my my comments uh this is an anecdotal example just as you've given some anecdotal toal data today uh but on yesterday I was at Chavez school with more

111than 100 Masons and they're contri they've contributed I guess $130,000 towards reading and so forth and the kindergarteners were sitting there on the floor and I said to the Masons every child will read by the end of grade three that's our goal but how do we know we're on the path if you look at some of these data that you've here these data points I don't know that because if if you had a number on though it's not related but if you had a 76% that would say to me one out of four children out of four kids that I have one of them is not going to make it so we have to have some numbers tied into anecdotal data so that we know where we are because we're staking everything on the fact

112even at Lincoln cluster they mention the fact that are we getting there with every child reading and I'm just bringing this out because it's all interconnected it's not only the academic piece of it but it's the school culture the school climate all of this supports or will support uh Children's Learning so that we can see that they're reaching the goal I making sense okay and I want to make a comment about if it's okay I also want to tell you that I agree with what's being in said and that's the way that we because we don't have um like 200 300 people to do this work we have to be very intentional about our data analysis so we have been looking at for any program for example you saw an example today of a school

113ADL it's one of the programs that we look at and we look at how many numbers of kids or what is the reporting for bullying how do we strategize to see which school is going to have it first where do we start in the um in the process of discipline in the process of positive School climate all the work that was mentioned by aani and her colleagues has really come up um with the principles Institute and the learning for principles is granted on data so I agree if we um as we move forward um I'll make sure to share that information with the board I do think is nice and grounding um we have just paid so much attention to the important Point here is that the experience of our students need to change and

114to see an example of the experiences of our students and how the programming that we're we're trying to achieve is changing the climate of the school um but yeah absolutely agree with you there has to be um just for background we are revising our uniform discipline policy because we have seen the disaggregated data on the number of suspensions and expulsions and we can see how that could be changed the chronic absenteeism data also we are taking a look at that to see where do we put the um the resources and supports for example United Way helping us and many of the other partners um supporting our work so this year another thing that you would um be happy to hear is that we have created so many other Partnerships to address the needs in the

115in the Clusters and the schools where we couldn't do as much targeted support as we wanted to so um Point well taken and we appreciate it um I'm we'll make sure that we include and embed that within our presentations moving forward thank you Dr Evans I just have one other excuse me question which is how this data is used at the school site because we're looking at the whole District average and it's high at one school and low in another and so forth because if I'm pretending that this were one school if we're a school that I were at I'd say say a middle school with seventh graders I'd look at this and say okay four out of 10 of the students in our school do not feel safe I mean that's that's a lot

116uh and then two out of three students do not feel like they have a caring relationship at this school half of the students in seventh grade uh do not think that or that they're being measured or they have their high expectations placed on them and only about one out of six or seven students uh feels they are meaning meaningfully participating in their their school I don't know exactly what questions were asked but that would be that would be a real thing to act on even more than at the district level like okay we're trying to create a positive environment at this school and this number of students don't feel safe don't feel cared for and now what can we do immediately to address those problems and I don't know so my question is do are

117those conversations happening at the school site or is this just kind of put on the Shelf know that um so since I came to San dieo UniFi School District our superintendent was very intentional about looking at all the California Health ticket survey data and looking at all the metrics to be able to compare results not only districtwide and looking at the pockets where we need it but looking at the school size specific data so each school has a report and we created last year we work with westad so that all of our schools can get a school climate report card that princip have access to since the beginning of the year and we're working on that tier one level that a con mentioned for safe collaborative and inclusive cultures to make sure that's the grounding

118of the work when we think about um the academic way in which we're going to support students we have to support that safe and collaborative culture um so we're doing some of those efforts other items as well um that we can share later but um Cindy you yeah Dr Evans it was um I presented District wide to the principles but then they get school by school reports and what Dr viegas is talking about is we worked with West Ed to make sure we had data for elementary middle and high which we were not required to do and then also to get the school site level reports and then that's built into the school site plans around how they're going to address it and where do you have metrics I'm hearing that metrics isn't translating up

119here you're not hearing it but the principles are leading using this data at their integrated plan so they hear the districtwide you see the aggregate here but school by school it is not just on a shelf this is data that's actually driving the integrated uh multiple tiers of systems of support and tier one instruction to get everybody into the sphere of success the guaranteed viable curriculum and the social emotional learning and there's a metric that goes with it that school by school they get the reports that we've actually gone beyond with West Ed to be able to make sure principes have that in their hands great longitudinal data yes yeah so we have the aggregate uh summmer reports which is the California Health kid survey one thing that we found out from the principles they're

120using the data and they've been using it for a while is feedback about okay so if we have this Anonymous perception surveys how do we know the culture and the climate of our school tomorrow like if we wanted to know which kids were engaging and which kids were not engaging how do we brid the gap of that so we're working in collaboration with principles to look at not only a summative metric of positive School climate but also um assessments throughout the year that will be able to help the schools so we're building a Google survey format with other best practices from the state uh we're having our wested U colleagues help us also so that we' not only have the summit of data but we also have some ongoing polls of the school which um

121our students are also helping us with them thank you for this presentation and I think we've gotten some direction here if we could move on quickly to item f um the board consent agenda I I move the consent agenda F1 through seven five five iess is five is we have a motion on the floor by Dr Evans and a second by Mr Barrera uh any speakers on this at all okay uh let's vote on this um Mr Barrera let's all vote thank you that passes four zero and now we move to uh G operational matters for the board G1 uh which is a public hearing to consider renewal of Charter petition for Donar Charter School Superintendent Martin would you please present the item Marty do you want to bring me that microphone I have to

122keep going in Sharon's [Music] Place testing okay thank you something happened with this microphone here this is a public hearing for the renewal of Darnell Charter School seeking a renewal of its 5-year term beginning July 1st 2019 ending June 30th 2024 it's a public hearing oh and hello Miss W I didn't see walk up here J where's your fat [Laughter] notebook ready thank you um as superintendent Martin mentioned this is the public hearing for Darnell Charter Schools renewal um in the documentation um we've included some uh basic information on the school table one summarizes the charter petition and renewals for darnal uh it is one of our oldest Charter Schools um from 1993 they currently serve grades K8 at a district site uh in table two we've provided an overview of the school Table Three

123we've summarized their projected enrollment for the uh proposed 5-year Charter term and table four is a summary of the board roster uh and District staff is reviewing the renewal documents submitted by the school and will bring a recommendation to Grant or deny the renewal of the charter at a subsequent date thank you do we have any speakers on this yes we have seven speakers on this item you want 10 minutes um please call their names 10 minutes total or a 10 minutes total presentation okay we have Kathy Barrera Tim Simmons Consuelo barrez Adriana Espinosa Vicky Lee kuua IMI I'm sorry I can't pronounce your name sorry for that go ahead just come forward one after the other for 10 total good evening good evening president whitear pay trustees and superintendent Martin my name is Tim

124Simmons I'm one of the associate directors at Darnell on the leadership team in September of this year Darnell celebrated 25 years as a California charter school I celebrated my 23rd year and while it makes me feel old I have the pleasure to welcome children of some of my former students every 5 years we welcome the renewal process because it gives us another opportunity to reflect and refine on our program in the last 5 years we have been approved by wasque to be a candidate for accreditation added transitional kindergarten and have begun implementing a multi-tier system of support for our students based on the California sums initiative we've Incorporated the multi-tiered system of support framework throughout our Charter to ensure we are staying true to our core belief that all students will succeed in an inclusive

125Equitable and positive learning environment the last 25 years hasn't always been a linear Journey however in the time that I've been at Darnell we have maintained a sing singular focus on student achievement and support we have built an educational community of families community members and Educators that are committed to our students the charter that we present to you reflects that commitment to our students and will serve as the road map for how we will ensure their success thank you thank you next sorry can you hear me yeah okay hi my name is Jessica EES and I am a second grade teacher at Darnell I love Darnell I am so proud to say that I've taught there for 16 years with so many of those people up there who've also taught for 16 years or longer

126I'm grateful to be I'm grateful to be part of this passionate community of teachers administrators and support staff and of course our Darnell board who are all committed to supporting our students and family in every way possible we have evolved and changed in so many ways since our first Charter but the one thing that has always remained constant is our desire to be better to be better for our students we have continued to put our students first and find ways to meet the individual needs of our diverse population by protecting small class sizes using online curriculums to adapt to students levels to support our datadriven instruction in the classroom um providing onetoone devices for all students and implementing social and emotional support from one of our two counselors that we have at our school through

127individual and group counseling these are only some of the ways that we support our students and the whole child our teachers are highly qualified and May and many have continued to develop themselves as Educators by becoming national board certified blending learning certified Google Educators and attending a variety of workshops and SE seminars during their own personal time many of our teachers go above and beyond their normal duties as the classroom teachers we all serve on several committees at our school even after a long hard of teaching several of our caring and dedicated teachers teach and run after school clubs and sports such as cheerleading basketball football volleyball chess club Girl Scouts sustainability clubs and a film crew that presents videos to our schools every week all of them do these extra things because they know

128how much these opportunities enrich our students lives the bottom line is that Darnell is not just a school we are a family we are a family of people who are committed to caring and creating a nurturing EnV environment for our students to thrive and to be the best versions of themselves so thank you thank you good evening trustees my name is Kathy barera I am here to speak in support of Darnell's Charter School renewal for the next 5 years I am a parent of one current Darnell student my youngest son is in the eighth grade and two former students my daughter who was born with special needs and is currently in ninth grade and my eldest son who was in 11th grade each attended Darnell from kindergarten through 8th grade each one of them is

129unique and their own um have their own personalities and learning styles the teachers and staff at Darnell have personalized their teaching and support for each one of my children to ensure that they are successful and prepared for high school all three of my children have participated in sports and clubs such as flag football soccer cheer ASB and safety patrol in these extracurricular activities teachers and staff given um or have given the same amount of effort and passion as they do in the classroom as a matter of fact my daughter who was born with Down Syndrome was a member of the cheer team for two years in their latest or last cheer competition the coaches gave her the opportunity to play a key role in the routines and they won first place and this is just

130one example of how I feel the school campus is welcoming and including inclusive to all as a parent I have been informed and included in all decisions affecting my children admin teachers and staff have provided me with the ways to support um with ways to support my children in school and opportunities to participate as a parent I have served on our parent group I have volunteered at our uh community events such as Sports night science night and snuggle up and read after 12 years of being part of the Darnell Community I feel that each year our school has continued to grow and improve each year new programs and resources are put into place to help students learn and support families I am proud to be part of this community and I am here tonight with

131my children to support the renewal of Darnell's Charter thank you we have a total of 10 minutes Marty how are you doing four minutes left okay want to be sure to get the young people in hello my name is Kua and I'm in fifth grade we are all three students of Darnell Charter School Darnell is a great school the teachers are always determined to help us succeed hi my name is Vicki and I'm in fifth grade we have teachers that are really supportive and make learning fun hi my name is Adrina and I'm in fifth grade at Darnell we also have clubs like film film club chess club newspapers so sustainability and sport teams sports teams that compete the clubs are not just for fun they help us express our talents and more and we

132get to know our teachers as we go thank you hi good evening my name is gelo Manriquez and I'm part of the leadership team at Darnell charter school I'm the um associate director of communications and operations and this year I've taken over instruction as you can see and you can hear our presenters and our staff in the back we are special Darnell is a special place and we are here for the renewal five more years of this special place uh this past year um I like I said I was a charge of uh instruction and even though renewal is not doesn't take place until we this coming year we really looked at steps that we needed to take care of like uh my colleague uh Tim Simmons said we went through the first cycle wasque

133we looked at our areas of need and right away we were able to implement Benchmark advance and Atlanta in our schools to really um look at our elll population and our ELD instruction and so that has taught us really the systemwide that we need to see all over our school and you could see it in our Charter the other thing is that we are um going with we're in our second year of mtss and then restorative justice is going to be revamped we do have circles but we know that we need to really look at um oural and really push that to really educate the whole child so thank you very much for your time and um we hope to see you next month thank you thank you all for the presentation this closes the

134public hearing and now uh board members any comments Dr thank you for your presentations looking forward to staff's analysis and the review of the of of your of your plan uh what I have noticed in just the the overview that I've done is the outstanding work that you've shown there at Darnell from your 201415 to the 20178 um your uh your state scores have increased um in both English language arts and Mathematics and then when I take a look at your comparison districts um in terms of where students would normally have gone um you have have U done as well as are better than five out of six in language arts and three out of six in mathematics and then if I look at uh uh the uh Geographic uh schools where they would have

135attended in language arts uh you have uh you you compete you have met or exceeded of the gains at three out of the six comparison schools in English language arts and three out of six in mathematics what's also impressive is your subgroup scores in in terms of your African-American your and your and your e students in terms of e uh English language arts and math scores where you were doing as well as are better than seven of your your 10 schools so that's just been a quick look at at at your outcomes and and I'm looking forward to a more Fuller report thank you Dr MCC good thank you all for coming down and uh presenting and I just remembered as a long long long one of the first schools so uh thank you again

136we will um look forward to your presentation when we bring it back again thank you for coming let us now move to item G3 the memorandum of understanding with the administratives association San Diego City Schools second uh do we have any speakers on that no speakers okay so with that let us vote [Applause] that passes 40 and we move on quickly to item G4 the public hearing on the initial proposals from the California School Employees Association the par Educators bargaining unit um to bargain a successor agreement like a motion on this item second the motion is by Mr Barrera and a second by I'll give it to you Dr McCreary okay no staff presentations on this um public no public either um let us then go ahead and vote on it if there's no discussion

137and again that passes 40 and we're moving on to item G5 resolution calling for the resignation of trustee Kevin Biser um I would like a motion on item G5 I will move the resolution I guess it's already second second want to do itera okay um Dr Evans please present the item right well this is a very very serious matter and all the members of the board have taken this very seriously about the allegations against trustee Biser and have spoken out individually and this is the opportunity for us as a collective board uh to address this issue openly uh in a public meeting excuse me and I'm just going to go over some of the key highlights of this resolution first of all starting with the multiple serious allegations of sexual harassment and sexual assault that

138have been made against truste Biser and the fact that we believe that the trustees the Board of Education must adhere to a high standard of moral moral ethical and legal conduct uh we also have a board code of conduct which calls for uh protect the integrity and the image of this educational institution excuse me and we want to make clear that this board takes very seriously any abuse any abuse of power including sexual harassment and assault however recognizing that every accused person is entitled to to defend himself in in a court of law and the allegations against trusty Biser while unproved have and continued and and will continue to cause the public to question this trustworthiness in undermine the work of this board and distract us from the the real work of this district and

139we do not believe it would be possible for a board member to simultaneously defend himself against such allegations and effectively serve the public at the same time we also want to point out that the board has no legal authority to remove a fellow board member uh who has been duly elected by the voters so what we can do as a board is call for the immediate resignation of trusty Biser to allow this board to continue with its mission of creating an educational institution that's worthy of all of our s unified students and families so the bottom line is this is a very ser serious matter and Mr visor resignation is the only reasonable course of action we have the motion on the floor and it's been seconded and we will discuss it after are there

140any um yes there are 11 public speakers on this item thank you would uh we will give each one one minute and would you call all of the names so that they will know who they are and can come in that order yes Francine Maxwell Judy newfeld Fernandez Eva pner Ila Weston Gail lvin John Moore Jeff Bennett Peter Murphy May Johnson Tony cic and Sean Carter please come forward in state your name I agree Kevin Biser needs to step down and aside it's time for him to prepare for his looming court case but if only 10% of the assault allegations are true it reveals a predator has been leading this school board for some time it makes sense that Kevin Biser was the loudest supporter of the predatorial sexy education the three Rs for little

141kids he supports giving sixth graders condoms at school and we've all heard the the aggressive comments and Fallout that ensued after that practice and we know that Kevin Biser promotes a porn positive very consent heavy uh sex role playing do it yourself make your own sex toys medically inaccurate curriculum for young children it doesn't take much imagination to connect the dots between the alleged predatorial behavior of Kevin Biser and the sick sexy Ed Biser l so much the three Rs is bad it's dangerous it's corruptive for any kid whatever their sexual orientation is or religious beliefs the Board of Ed needs to resend their support not just of Kevin Biser but of his sexy Ed thank you uh next [Applause] speaker my name is Eva pner um I am a mother of a kindergarten teacher

142at a San Diego unified school but most importantly tonight I'm here as a friend of the survivors um who couldn't make it tonight there are also some family members in the audience so I want to take a second to recognize them for their courage in these last few weeks because this must have been very difficult I'm here today to thank you thank you to each of you as individuals for calling on him to resign as quickly as you did thank you in advance for the action you're about to take thank you for creating a united front against abuse thank you for understanding that Predators cannot serve the public good thank you for understanding that Justice is more nuanced than the justice system thank you for trying to Shield the students from the distraction and drama

143that they will be created by dragging this issue along in the public realm Mr Biser ran for office on the slogan students first if he does indeed prior prioritize what's best for students then he will resign now and let the students and schools move on from the mess he created thank you very much next next person with all due respect I am surprised you are asking for a resignation from one of your members for allegations not yet proven but not surprised at what are the allegations you have sat like stones as parents and concerned citizens pleaded and tried to reason with you to stop sexualizing their children it's interesting that sexual and moral failure is at the base of the accusations it's like the chicken has come home to roost this is the possibility you

144are foisting on children when you indiscriminately arouse them through sexual conducts Unbecoming this District behaves like the hired tutor who came in and took over the family instead of teaching our kids the academics of Reading Writing arithmetic with the blessing of the state you're inserting in ideology that's disrupted families disregarded judeo-christian faith in God and sexualized our children using Trojan courses of bull bullying pregnancy and disease there is redemption if you'll confess and stop promoting social political curricula or otherwise you all need to resign from the board thank you next speaker please um hello my name is Ila Weston I know many of you on the board um vice president Evans I want to thank you for coming out immediately and speaking your mind uh superintendent Martin it's nice to see you again I wish

145it was other circumstances Dr Mike Mr Barrera I am not proud to be standing here I am mad I am sad and I'm disappointed Kevin took our trust our confidence he took a role affecting our children our community and he just disrespected children completely one of the most difficult phone calls I had to make because one I do stand with the victims I know they're telling the truth is to call my 12-year-old son and tell him he could no longer wear Kevin Biser shirts and that Kevin made mistakes that he had to have severe consequences for the truth is he can no longer serve on this board he is taking away from the importance of what we need having done on the board and I'm sorry I didn't mention you president but I do want

146to let you know I hope you unanimously vote for his resignation to be requested and Kevin step aside because if it's Student First like Eva said we then step aside thank you next speaker [Applause] please I want to thank the board for this opportunity to address you my name is John Moore I'm a resident of the city of San Diego I support your resolution to ask for Kevin berner's uh resignation the longer he sits on the board the less trust the public has in your judgment and the Judgment of the school board he presents a financial liability to the school board should his uh Behavior explode on campus I'm not saying that it will but it is there I would like to uh recall that the election that just passed about two months ago three

147months ago uh would have presented a different person in Mr Bizer's chair had that person been elected Tom kello was second in the race and I ask that you appoint the People's Choice to to replace Mr Biser thank you thank you next [Music] speaker I'm here to call upon the school board to stand for family values I've spoken before you and my my big thing is Family Values um to represent all of your constituents with and respect what San Diego parents want for their children San Diego families want trustees that actually represent us us and our family values as you navigate through this difficult issue with trusty Biser we're asking you to think about the future of San Diego unified to heal the Discord and the distrust that has been discussed and do everything in

148your power to bring balance and diversity of thought to the school board so this school board can represent more than one Viewpoint that's a problem we've had is there's only one Viewpoint and everyone's talking it but not listening to the parent and all we're asking is as has been discussed open it up bring balance we want to discuss all of these difficult issues and um come to decisions that better represent all of San Diego's families thank you thank you the next speaker hi my name is Tony kavari I'm a parent a taxpayer and resident and also chairman of the Republican party of SEO County um first of all you guys should consider having public comment on the front end on agenda like maybe 30 minutes minute each I don't know if you guys have entertained

149that thought but it would be kind of cool everybody's waiting uh towards the end um we had a press conference before this meeting uh it was a non partisan bipartisan Republicans and Democrats and uh parent organizations asking for him to resign I'm not addressing this to you guys necessarily you guys have plenty of problems we'll deal with them another time Kevin Biser sitting at home hiding somewhere watching this live stream or the or the coverage uh on TV uh he's l the confidence of the fellow board members and uh the party and the public he would not pass a background check today to accompany kids on a field trip he would never be hired as a teacher he needs to do The Honorable thing if there's any shred of Honor left in him Kevin Biser

150from Hawaii I know you're listening resign next speaker hello Jeff Bennett um speaking um I wanted to say I oppose the resolution as written for four reasons um and none of them have to do with uh representative uh Biser himself first um I believe the written resolution sets a president that's based on false premise and I'm referring to the language that states not possible to defend allegations and serve effectively on a board um in our country we do have a history of politicians facing um many issues of public trust that have served um effectively and when I was in high school the president was in that uh is was in the midst of that whole debate and so I just want you to consider that side of thing but I also believe that there can

151be a call for resignation based on the inability to do a job based on personal matters and that should be a set standard that you guys look into um that anyone can be based on the nature of the of the personal matters um as well um and Care should be given on the impact that of the effectiveness and how long that type of things would last um number three I believe there should be a transparent process for replacing elected official including town halls and the community impacted and there should be approved at the same time the request for resignation and fourth I encourage enage all board School members election reform committee to evaluate the recall process should look like when they convene again to address some of the followon issues um for recommendation the 2020

152election thank you are there any other speakers yes we had one additional Speaker John [Music] stump is he here no I see okay not here it yet I need no introduction in here you know who I am tomorrow is my birthday and I'm going come back here next year without change Kevin Biser he text me personally he already admitted all of you guys failed these children so you need to recall yourselves also he's not here but I see car Durant over there and I see Cy Martin you're second in command so what are we going to do about this you said safety of children don't think phys one of the speakers physical physical and sexual abuse W be tolerated we have proof right here so what we going to do about that cut the speak

153what are we going to do about that my M isn't up I'm still talking right here you're not going to cut me off and I and I don't want to talk about you can cut it off if you want to I'll cut the cameras yeah this is my lawsuit right here so you can do whatever you want to do lady then then take it outside the camera St viral thank you story is [Applause] viral I'm was she on the list call Francy okay Francine Maxwell um Community member I'd like to make sure that we are having the right conversation as we move forward um he can only make the decision for himself to resign and um we're looking for the next steps so we want to go ahead and turn the page on this Kevin

154needs to focus Kevin needs to take care of himself um the victims we uh pray for them every day because it took a lot to sit silently and stir and they were bold and bad enough to come out and say something that um a lot of the community members have been knowing for quite a while I do believe that there was a special called secret meeting in December everything that's done in the dark people need to remember it comes out in the light so these conversations began in December of how this was going to roll out it didn't roll out like other people thought so I'm just saying that as we get ready to turn the page because we're looking for him to do the right thing like he's done with his employer he's taken

155a leave of absence self-reflection focus on yourself and let us get to the business of the children thank you any other speakers we check this is it okay thank you that closes that part of it any board members want to comment yeah as as Dr Evans um mentioned uh in presenting the resolution this is a serious matter which all board members have taken um to heart um and it's not something that we look forward to doing but it is something that is uh we can't always change what happens but we can have an impact on how we React to what happens and this board is reacting to the allegations and I just want to make sure that the the public knows that none of these allegations involve students or employees of San Diego Unified School

156District um and I also want to take time to acknowledge the positive contrib utions that trustee Biser has made during the years that he's been on the school board however these accusations are very serious and there are multiple accusations and I understand there are more that are out there and we're not here to judge that what we are here to do is to oversee uh the school district and to make policies and to act and react and and and respond to our policies to implement procedures and as outlined in the resolution it's important that this school district continue to move forward with the trust of the community and so that uh the community knows that we are um doing our best to represent the values that we were elected uh to uh uh uh to

157uh to implement so Kevin deserves his day in court and he will have that and we wish him well however this Board needs to move forward and as was suggested we need to turn the page we do need to move uh to take this action tonight and I will support the resolution Mr Barrera comments I think we it's time for us to vote and that passes 40 unanimously thank you let us now move on to item h one one second the motion on the floor for H1 uh no staff presentation do we have any speakers uh please vote on this item that pass that passes 4 Z Item H2 and I will move item H2 as well have a second on that thank you so insance do we have any do we have any speak

158viral viral thank you let's let's move forward do we have everybody that's all of you make sure you never forget what you did to all kids uh we'd like to move forward to handle the children's business let us move forward we will not I will dismiss this meeting if you will not leave then we will dismiss this meeting put you will never forget when I see you wa H wrong he aded to it do we have any speakers okay we have two speakers we have two speakers on item H2 Citizen and Francine Maxwell please come forward resign yeah remember this remember this that's why Grant took off yeah with transcrip go Google she was the one that pers go go go Google have work officer right here with people WI not to away rece we

159have a couple of speakers would you just speak over Kev you know why Kev minute you got to Dr the ball so take accountability done take accountability and I don't care you can't lock me up no more I'm not stand meing out I'm not going nowhere Community is behind me the whole California behind you so leave it like that remember this from last year at this time I was sleep my kid you fail you f my children remember that but guess what go ahead let's hear the speakers go ahead the mic is on this is item H2 okay and I hope I can speak without censorship by general counsel Andre AG green she doesn't have the right to tell me what to say and the person that's supposed to be controlling the meeting is the

160President Sharon WHUR pay so I hope I can speak without censorship by Andre green so what I have to say is San Diego unified has added to the housing costs due to the numerous bonds that it's sold um those taxes on those bonds are going to be paid until the year 2050 this is a great burden on us on our children and on our grandchildren so this Bond um issue that you're going to approve tonight is just paying the lawyers to sell the bonds so everybody's making money okay this is going to cost us millions and millions of dollars and we'll be paying for it for decades you guys had land you had very Prime real estate and you sold it for millions and millions of dollars because you excessed it and then you put

161that money in the general fund and you spent it all instead of putting it in enough fund to save it for another day you're also using our bond money to buy more real estate why because eventually you your mismanaged budget once again is going to come down to how much land do you have to sell now I don't see items on the agenda explaining to the public why you're using Bond money to buy more real estate you had access to real estate and you sold it and my I I suspect you're going to do exactly what you did with the Mission Bay property and the other properties and sell that sell that land when you are in a budget crisis which you guys are year after year after year so I'm saying do not approve

162this resolution which further burdens the residents in this County who are already suffering with with outrageous housing costs and this government entity has added to those housing costs more than any other government entity that I can find thank you next speaker this board resolution has the same items as the other Bond measures and the same resolutions I'm just here as a public Advocate to ask you to have a special called meeting because this County San Diego unified they believe in schools they believe in public schools they will pass any bond that any school district gives it's the same pipes it's the same everything in the spirit of transpar parency that we're supposed to be having in 2019 I'm asking the board trustees to have a special call meeting on bond training on the measures that

163are coming forward just to educate everybody because we are paying Handover fist property tax right now and if you give us four more Bond measures this community will pass them because we believe in free public education I'm just asking for the spirit of transparency to show everybody let's have a special call town hall on the bonds s m just everything let's come together so that there's a full transparent and Equitable conversation that occurs thank you uh now we need to move to item I oh we've got to pass this let's vote you need to present yeah I'm presed it no they don't need to present but they're here I'm glad to have um the update for measure y y and to have Debbie Foster and Mark Young and Mary Collins everybody here if you don't

164want a presentation they're here to answer questions no discussion let's vote that passes 4 z uh I would like us to move to I we have some consent items that uh TR to find here I remember I4 I6 and there were a lot of others we have we have speakers on I excuse me I4 I I6 I8 I2 I13 14 19 and 28 and the speakers on those are Citizen and Francine Maxwell um three minutes to just cover whatever two of you just you said three minutes for All Eyes okay I six do we uh do we have an idea of the effectiveness of this program 2020 M Research Institute will receive 3 million from the district has anyone done the analysis do we have any data of research mine again I'm just asking the

165question I8 ratify the item so apparently she already is working at Knox man and Wilson the contract is 45,000 exactly what are we what are her what are her qualifications for this contract I watched her on TED Talk YouTube and she read Charlotte's Web allowed to the audience is that what we're paying her for to to to teach our teachers how to read aloud professional development includes any aspect of cultural proficiency proficiency what is the relevant diverse population of those schools how do we know that her training will be effective evaluation is it included again the accountability how much money is spent i28 termination agreement of Corville this simply is to not approve any and all claims against the district in that case we don't even need an investigator I bet the district a bunch

166more lawyers and a bunch more contracts outside side legal fees uh where's my other one I2 1314 um it says zero for the cost so I just had a question why aren't they advertising the consultant fees of how much they're charging for those uh particular services in that one and I did i28 according to the board claims will be investigated inhouse what incentive does the in-house District investigator have to approving liability claims so once again I'm just asking the board trustees to ask some of my questions that um I need to hurry up and wrap up and I'll go to I6 mind research provide the district with analysis of students usage of the program as compared to student outcomes and so I'm just asking once again that if the public doesn't get to see the

167analysis and we don't get to see the data of the M Research Institute I'm just asking hopefully that it's in the board packet and after the meeting we'll be able to see that thank you thank you citizen so I do support this outdoor program at uh Camp k yamaka for Chavez Elementary but again I'm going to to state as I have many times and I hope that I'm not uh censored by Andre Donovan general counsel when I speak I hope I can speak without being interrupted by general counsel so many students suffer because they're excluded from sixth grade camp and this is going on on schools across the school district and I bring it up over and over again and one private company is given exclusive access to our schools now Andrew Donovan's uh Andrew

168Green's office keeps stating well it's run by the um school affiliated groups well that's not what the law says the law says that the school district controls the school Affiliated groups because they're given access to our schools and use of our schools um as a fundraising um um Avenue so it's not right that we have sixth grade camps in schools and there are children that are being excluded and this needs to be looked out the IC I still do not see um a timeline that presents the course of study um in in in one plan I see peace meal I see see a few classes approved here a few classes approved there and that's not how it should be it should be a timeline we can see the course of study we can see what's

169happening in the master schedules um the peac meal approach makes it very difficult for the public to really understand what the curriculum is um 31 aeps budget spending this also needs to be transparent and I would like to see it um uh broken out into school affiliated groups and what they contribut because what I see is children are being exploited during instructional time um teachers and and principes allow instructional time to be used for fundraising and that's not right that's not why taxpayers um are giving you that money it's for children to be in a classroom and to be learning to read and write and do their math instead it's being diverted and the principle says well school affiliated groups can use our instructional time because they bring in money it used to be when

170you guys had the policy according to the law that you could not um um impinge on instructional time but now it's gotten to the point where we have children crying because they didn't win the prize to iFly and they didn't win the iPad and they didn't win whatever the prize is that's what we've turned it into our children crying because they see some children um who made a lot of money for the school and brought in a lot of donations getting special prizes and the other kids looking on and wondering wow I didn't get that because their grandparents and their aunts and uncles don't have the money to contribute that another child's family does thank you and that ends our public test we need to vote on those [Music] items thank you let's vote on

171them please motion by Barrera and seconded by um Dr McCary let's vote please 4 zero and that should conclude the board meeting you have non agenda speak agenda items we still have some speakers on that there are nine how many other nine okay everyone who has a non-agenda item would you call their names and please Kristen heiler Cecilia Hamilton Marin Silva Sandra Puna Katherine Kelly Willamina Bradley Ashley Beaver Karen D jary and Martha Ramos would you please state your name as you come forward so that she can check you as well Okay one minute each and again I'm going to tell you that you can't ask people to State their names you can't you can't you can say citizen she has you down as citizen say citizen so she can check you off thank you

172all right but you can't ask people when they're following behind me to State their names and their addresses that's why you removed it from the podium here because you can't do it all right so I'm here to talk about how employees are using their um um positions to allow private companies to come into our schools and Market their own business they're using our auditoriums to bring in uh uh parents from the school um they bring in their employees they they bring in all their marketing materials now I filed a complaint about that and um Carmin Duran said there's nothing wrong with that yeah there is first of all you can't gift our public properties to other people and uh second of all you have a policy that doesn't allow commercial businesses just to come in

173and use our properties free of charge all right they're driving over our payment Pavements and breaking it they're walking over our carpets they're flushing the toilets you can't do that so you need to look at how our um public facilities are um being used and stop this um special use because somebody knows an employee specific good evening Ashley Beaver parent credential teacher and a member of the sexual health education um committee I guess it's called I'm here tonight to address a board policy of uh releasing students for confidential Medical Care in conjunction with our three r curriculum that promotes sexual rights and Reproductive Rights bias part of the the um guidelines say that care for Reproductive Health at any age that students can access these services without parental consent or notification a student can even

174self-refer to a school nurse or counselor in order to have this happen schools should take reasonable steps to ensure that the parent is not informed of this absence the absence excuse for parent signature shall be completed and signed by a District staff member releasing the student I would like to parent my kids I don't know if you realize how hard it is to have teenage daughters in this day and age but please parent and partner with us and not against us thank you the reason we need a name so that we can check off if you sign yourself up as someone on that list right any name it could be whatever you want to call yourself just so that we can check up check you off and know that you you're not just walking in

175thank you good evening my name is Kristen hiler and I'm a mother of three um I also um work with kids on a daily basis at my church and on Sundays and so I'm here representing my uh my family um our schools and also um the church Community is as well and um and so I am concerned about the three Rs curriculum and uh the teaching of it is contrary to um what uh God teaches in in the Bible and so with the students um in San Diego around half of them believing the Bible and and going by the Bible's teachings um the curriculum that would be taught in the schools uh goes against that and so I just wanted to um ask if you would please discontinue teaching that curriculum and find a a

176better curriculum for um the best of the kids and for the teachers as well and the families thank you thank you the next person is there anyone else on the list wait let I think there's one person hello I'm Katherine Kelly um thank you um a grand star uh started at Thrive this year I want to just share that from day one he went from never wanting to go to school to loving it to telling us he even if we ever moved he always wanted to go to that school uh he has excelled he's excelled in every way since learning that we may now have to be changing schools again I've been reviewing articles that have been written over the past year about the trials and tribulations with San Diego unified and along with what

177I saw through this process and how Thrive has been treated let's say I do have to say our family has decided no matter what we will never be able to go to a San Diego unified school thank you thank you there other anyone else on the list hello Miss president um this is addressed to Cindy Martin I would like to my name is Willamina Bradley I would like to know how you are making sure all voice voices are heard because you have been sent numerous emails and no one has gotten a response seems you're incapable of living up to your words to protect Thrive students and serve them they are just dollar signs to you thank you thank you does this concluded or are there others this is the list okay thank you uh that
