015teaching learning staff are available to answer any questions you may have thank you miss besanelli joining my colleague sub questions at this time ms creason mike thank you for the report i really appreciate it it's great to hear so many kids are taking up the offerings so a couple of questions can kids still sign up or is registration closed they can still sign up the seat based credit recovery is based so that would be one exception where they couldn't sign up for session one they'd have to wait for session two got it and then i know we got some questions i know that there's a different we're doing some on-site services and there is the distance learning by request so i guess the question is has any family or student been turned away that wanted
016in-person support did they not get it like did they get turned around to my knowledge now great that's it thank you any other questions mr hernandez just a quick comment the superintendent and i have the ability uh opportunity to go to will rogers and to see their summer school programs and it was phenomenal the programs were being offered there it seems like it's based on interest on these kids on what they they had a lego engineering class they had a bike class they had a mechanics class i mean it was very outstanding so kudos to our program thank you thank you seeing no further comments or questions at this time thank you very much for the staff report at this time we are now at item e3 board appointed district committees and we have two
017reports tonight first we will hear from bond oversight committee chair mr timothy slate good evening san juan school board i must say i'm happy to be giving this in person other than zoom okay so the introduction the in accordance with the education code section 15278b san juan unified school district's citizens bond oversight committee or boc provides oversight to the district regarding the appropriate and legal use of proposition 39 bond dollars the boc currently consists of eight members including pta senior and business representatives and community at large it is intended to inform the public regarding the expenditure of measure j measure n and measure p bonds based on when they were approved these three bonds represent over a million dollars of bond principle that district taxpayers will be paying off for decades it is crucial that
018boc members be diligent in providing oversight the committee meets roughly quarterly to review projects and costs and annually review to and annually to review independently independent excuse me financial and performance audits of those bond dollars this annual review will cover roughly the 2020 through 2021 fiscal year with most time being spent on 2020 summer construction season and review the boc meetings held during the last year the summer construction season the majority the major facility projects completed for this school year include del paso manor elementary new campus winterstein and littlejohn's site modification projects cottage elementary new classroom wing deterring elementary new portable classrooms and wrapping up of del campo cte and casa robles student union buildings in the past the bond oversight committee had the opportunity of visiting sites during or after construction including bella vista
019del campo and dire kelly these site visits are important and the boc hopes they continue once the state reopens which is now bond financing the district has continued to employ a modified hybrid pay as you go process to fund many of its school projects this has allowed the district to save over 150 million dollars on interest costs by limiting bond sales and repaying debt quickly after a year or two the interest rates are at least 50 percent less than if the bonds were sold or paid off over a typical 20 to 25 to 30 year period these uh boc meetings the citizens oversight committee has met three times in the last year on june 2nd 2020 on march 10 2021 and on june 17 2021 beyond routine construction updates the most substantial agenda item presented
020or discussed at these two meetings was the annual release of the financial and performance audits covering the 2019-2020 fiscal year performance and financial audits gilbert's cpas conducted the performance audit review and found the district in compliance regarding the spending of bond dollars under measures j and np the internal controls of the district are sound and total expenditures match audited financial statements the bond funds were spent appropriately on construction and modernization of school buildings and not on staff salaries and administration costs unrelated to the bond itself the financial audit also done by gilbert cpas showed no irregularities during its 60-year history san juan unified has only placed four facility bonds before voters the district prioritizes campus modernization based on age of buildings and student enrollment figures using its facilities master plan conclusion there are various ways
021to analyze the effectiveness of state and local bonds but three criteria stand out number one projects funded by the bond need to last the length of it so students continue to benefit while parents pay off the interest two the projects funded should benefit the majority of students at the school three the projects funded should be prioritized based on the age and amount of district general fund routine maintenance done on each campus san juan unified fully meets these criteria and continues to modernize efficiently thank you for your report you're welcome do any of my colleagues have questions for mr slate ms creason mr slate thank you for the report and i just want to thank you um i know that you're a parent in the district and you have a job and you still somehow find
022time to carry this very heavy heavy lift that's so incredibly important so i just wanted to publicly thank you for all that you've done for the district and also just want to open the door if there's anything the board could do to support you in your work um in the community we're here to do that thank you thank you as well for the comprehensive report and for your time appreciate having you this evening in person thank you next we will hear from el cap pac chair mr tom nelson uh thank you good evening president fiascas board members uh superintendent kern and miss cunningham my name is tom nelson i'm chair of your lcap parent advisory committee um i spoke with our student uh chairperson uh kennan and del campo graduate uh this afternoon um he
023just returned from hawaii and has an eagle scout project to work on so he won't be attending uh tonight he did want me to convey that he concurs with the statements i will be making uh at this regular up this last regularly scheduled uh board of education meeting for the 2020-2021 academic year i'd like to take the opportunity to recognize and thank some of the people who have contributed to our work on lcap first we thank our advisory committee assistant chair heather gonzalez heather pours her heart and soul into serving our most disadvantaged families i would uh i also want to thank our student leadership chair kennen kennen really helped to bring the student voice in perspective to our meetings a big thank you is owed to our staff support personnel john tornitori uh valiantly
024and courageously stepped into a very difficult position at a very difficult time john took leadership when our advisory committee should have been halfway through the annual lcap development process in reality very little lcap work had been done through december so john had to do almost all the work of an entire year in only about five months i would also like to acknowledge a predecessor to john l capp director adam ibrahim who did the work to build the board's strategic frame framework and the four focus area goals of lcap which that formed the bedrock of for our three-year lcap which our committee based its work on for this past year our lcap specialist laura mulder has been great she was the constant of staff support that provided a foundation of consistency our recognition goes to our
025board liaisons paula viasquez and dr mckibben as well as other board members of the school board their support and ability or availability on guidance and direction for our committee's work is greatly appreciated last but not least we owe a debt of gratitude to the community members the parents and students of our advisory committee several of them gave me assistance and support in being able to facilitate our work this year so whatever success our lcap leadership team has had it is because of the support of our members who volunteered their time their talent their skills and expertise toward continuous improvement for the education of our kids thank you and i invite any questions thank you mr nelson do any of my colleagues have comments or questions at this time mr hernandez mr nelson just want to
026thank you for your report appreciate your time and your long-time service and your role thank you thank you it's been an honor and i uh i've i myself personally have gained a lot through the experience thank you i want to echo my thanks um to to you directly thank you for your time and um everything that you've put into this and then as well to the to the committee it's it's a really big lift uh it takes a lot of work in transitioning in and out of meeting formats etc it's been a rough go the last year so thanks for keeping it moving along and thank you for your report thank you very much with that we are now at item e4 employee organizations um we will at this time hear from president of the
027san juan teachers association mr bill simmons members of the board superintendent kern i'm bill simmons president of the san juan teachers association and i'm here tonight to thank you for your willingness to listen collaborate with and continue to work with the teachers counselors teacher librarians speech language pathologists nurses and social workers who serve in san juan from infant toddler through adult ed to create the best learning environments for our students we have not always agreed on the how but we have always been on the same page as to the why why we do what we do is simply to provide the best education possible for the students of san juan i am proud of the creative work that we have done over the many years of my service for example the system of professional growth
028which has received national and international recognition for its focus on deepening professional practice and encouraging collaboration to ensure student progress the practitioners of san juan also appreciate that the board and staff have been focused on the needs of the community and students when rebuilding our schools dire kelly greer and del paso manor needed new facilities but so many of our school sites are old and could use rebuilding in many districts around the state most school boards would not have allowed the rebuilding in such a small area of the district for political reasons i respect that the district staff and this board did not allow politics to control those decisions but listen to the voices of practitioners and the community regarding the needs of our students as i move on to the next stage of my
029life i'm not here to say goodbye but to pass the torch to my younger colleagues my family has lived in the district for over 42 years and i have been an active parent community member and employee for many of those years i will continue to live in the district and will be active in supporting the students and staff of san juan because this district is the heart of what makes our community such a great place to live thank you thank you mr simmons do it any of my colleagues have any comments or questions at this time miss creason i believe that's our last report we're going to get from you mr simmons no i love the disclaimer i just want to acknowledge that that's a huge deal and i know that you've put your heart
030into this district for many many many many years as a parent as an educator so just want to thank you ms costa i actually gave my speech to you a board meeting early but would like to say again thank you for all you did on behalf of the students of san juan thank you mr simmons for your final report as this jpta president it sounds like we might hear more of you as a um constituent and uh resident we at that are now at item e5 and i see no further i'm just confirming no cards for other district organizations at this time so then we are at item e6 closed session expulsion actions ms creason the board voted unanimously to accept a hearing panel's recommendation of one suspended expulsion in case number s04 also the
031board has completed its evaluation of superintendent kern for the 2021 school year and the board voted unanimously to give him a positive evaluation based on the positive evaluation superintendent kern will receive the benefit identified in his employment contract and with that we are at item f visitor comments we do have speaker cards for visitor comments we'll go in the order with which they've been received and i'll just say everyone appreciate patience in advance as we get used to doing this again in person received order number one is our first person is miss maria grijalva followed by marina gable who will be on deck miss grava are you with us there we go oh um i do have just one quick reminder apologies i'd like to remind the public that comments are limited to two minutes
032the clock on the screen counts down the time under the ralph m brown act the board is not allowed to comment on items that are not on the agenda so we're not ignoring your comments we just can't respond to any individual comments the superintendent can refer items to staff who will follow up with you miss grijalva please begin your two minutes when you're ready and the screen gonna turn on i believe we're back to our clock up here on the corner so it'll start to beep as it gets towards the end of your time i wanted to repeat my request for the hybrid board meetings that would include uh in person and zoom under a special request under the ada that i had made earlier and uh and so in addition to that the other
033reason for that request is because uh of the need for public participation to the underserved and the especially right now because we're doing the uh public outreach under the cbra and it would be it is being viewed by everybody especially the uh parents and everyone that's trying to switch uh to district elections or or neighborhood elections it is being viewed as a bad faith effort for you to suddenly uh drop the zoom meetings and so i hope you see that in the light that we're seeing it um and also i hope it's very clear that we expect uh the maps to have seven districts there's no reason that we would want to see maps that only have five districts because we have a very prominent latino district and there's no reason we would want to
034see a map that excludes my my gente me me gente okay so my people need our own neighborhood our own representative up there and so please do not show us any maps that only have five districts it must have seven districts because otherwise you're disregarding our presence in the community thank you so much for this opportunity to speak [Applause] next step we have marina gable and then on deck is mr juan aniges hello i'd like to thank the san juan community action network for undertaking the task to get this district broken down into seven parts we will have seven people sitting up there representing each part of our district i implore you to please sign their petition so this will get done i would like to take the rest of my time to thank excuse
035me i would like to thank all the parents students and community members in the san juan school district for all they have endured prior to covet and now due to the people sitting behind me the recall effort is underway our voices will not be silenced they are united children have lost a year and a half of real education each of us has our own story on why this recall endeavor will be successful i'm going to share my story with you tonight at the beginning of the school year like many of you i had to take time off from work to be with my son for school i found out he was assigned to a teacher that had only been at the school for one year i contacted the principal i said he should be in
036the classroom with a teacher he's known from tk who's been there for 19 years she explained the policy in the first three weeks of school there has to be a reason to transfer well thank goodness for policies and zoom for i now had full access into the classroom and everything my son was exposed to by his teacher and i had my reason in the first week my son's teacher exposed him to critical race theory racism gender stereotyping and suicide mind you he's 10 and in the fifth grade yes i had a meeting with the principal the teacher the head of the equity department transferred my son please i said you will transfer my son to the better teacher he was transferred by 2 pm the next day my son is now in weekly counseling sessions
037why do we have to go through such drastic measures for this district to do what is right for our children we cannot call cpps on our school miss cable that's the conclusion of your two minutes [Music] thank you miss cable next up we have mr juan iniguez and then on deck we have miss katie reed and that's where my list for this agenda item ends so if anybody has additional comments at this time please go fill out the card mr juan aniges please begin your two minutes when you're ready [Music] um good evening thank you for letting me speak tonight i just wanted to echo the congratulations and the thanks to ken stevens for his great work as our cfo i've had the opportunity to work with him uh i've worked with many other cfos
038he's one of the best i wish you well in your future endeavors my roots are deep in this district my family moved to carmichael in 1968 my three siblings myself my two daughters and a niece graduated from the district i have participated in three district advisory committees and chair two i have also participated in two district-wide search committees i retired from a career in higher education policy administration this board gives lip service to community input input but repeatedly stifles it this meeting and likely the special means related to neighborhood or biodistinct elections will be in person provisions have not been made for zoom access the pandemic is not over you are forcing parents guardians and community members to 10 in person when many of them or the vast majority of their children have not been
039vaccinated zoom axis works for extremely busy community members with disabilities families and jobs at the last board meeting one of your board members insultingly indicated that she wanted to get to the bottom of who the parents were who cared about neighborhood elections yes we have parents in our coalition as well as other community members interestingly four of the five board members today are not parents with current students when i was asked by board members including one on the current board to serve on the various district-wide committees i was not denied participation because i simply did not have a current child enrolled in the district by trade i deeply care about education as a homeowner and taxpayer i pay to keep this district afloat as an engaged citizen i know that if our schools fail as
040many are now our communities will deteriorate i also know that my property value will diminish thank you mr aniges that's the end of your two minutes thank you for joining us we next have katie reed followed by magali kincaid and i'll just one quick reminder as miss reed approaches that's the end of my listed um visitor comments for this particular agenda item so if you'd like to make comment the please visit the back table there miss reed please begin your two minutes when you're ready superintendent kern board i'm katie reed secretary of the board of directors of the san juan parents association i am gratefully speaking to you in person tonight as i find in person everything more effective our district's actions again leave me puzzled while supporting employee attendance at in-person retirement parties and
041eliminating remote public comment in this meeting we're continuing to offer hybrid summer school for credit recovery and grade improvement this unprecedented need for summer school is specifically because of distance and hybrid learning failures it's nonsensical to offer the cause as the cure the explanations i received were both conflicting and concerning for a district representing itself as zealous advocates for in-person learning bv has fully online math courses because a willing teacher could not be found casa can't accommodate a lunch session for summer school students they have large open grass and are handing out district meals already what steps are being taken so that lunch accommodations can be made in august and willing teachers can be found i continue to hear we can't when we should be saying this is how we will do it another response
042was that there's no state minimum to in-person hours for remedial summer school supports such as one-on-one teacher time small group instruction and tutoring are being offered remotely in the afternoon even in in-person summer school courses those services can be offered in person because we don't have to is not an acceptable response to why aren't we what's magical about fall our students need as much as possible as soon as possible what's the difference between this board room and a classroom what's the difference between a retirement party and a graduation celebration san juan is treating similar situations differently based on what the adults want instead of what the kids need thank you miss reed next up we have magalia kincade hello my name is magali kincaid and i'm a mother of three children all enrolled at san
043juan unified as you can imagine having three children keeps me pretty busy i rely heavily on our school district to share information openly often and provide a myriad of ways to engage me and other busy working parents like me so you can imagine my shock and disappointment when the district many many of whom are not current parents of students at san juan unified eliminated the zoom option zoom was unique in that it allowed parents to not only watch the meeting but also provide live public comment if parents and students of san juan are a priority like the district says they are then the district must expand on the methods of communication and engagement not restrict the district's excuse to delay implementation of trustee areas was because the district wanted community input but by removing zoom
044participation which enabled so many parents to engage and participate you actually silence community input and voice despite what the governor has said we are still in a pandemic only 44 percent of sac county is vaccinated you are putting my children's health at risk uh they're not my youngest kids are not vaccinated and they can't be vaccinated yet uh you're placing many families health at risk by removing their ability to speak with you and the public from the safety of their homes finally for community engagement to be successful the district must meet parents where they are not where and when it is convenient for the district must also translate all of the agendas the agenda packets and especially the trustee area transition timelines the presentations the documents school is out for the summer and the district
045must be creative and use its reach for successful engagement and you can start by reinstating zoom as an option thank you there we go i see no further requests for in-person comments we do have a few written comments that were submitted is it the will of the board that the written comments be read at this time mr allen will you please read through the written submitted comments certainly president viasquez we have one comment or general public comment that has been submitted at this time it comes from amber b who writes i would like to know if the board is going to take equitable action to protect the most at-risk students under the direction of former principal ginter who has fostered a culture of hate and racism and been promoted to the director of enrollment and
046student services this is unacceptable he should be demoted or removed from the district this is an example of how trust is broken in communities of color where we are looking to you to protect our kids that is all the written comments for this item there are others for other agenda items and we will read them when we get to them um so with that we are at item g the consent calendar uh we want to confirm we do not have any speaker cards or written comments on this item do any board members wish to remove any items from the consent calendar seeing none is there a motion to approve items g1 through g15 it's been moved by ms creason is there a second seconded by ms costa all those in favor please indicate by saying
047i i that was unanimous with that we are at the front of our business items so we will begin with item i1 local control and accountability plan ms basinelli good evening president fiascas board members superintendent kern and miss cunningham tonight dr turnatore and i are presenting our district's 2021-24 local control accountability plan for action this plan was presented and discussed previously at our board meeting on june 2021 and based on the discussion and questions asked at the previous board meeting dr tornatore and i would like to share with you some additional background information related to the development of the lcap including the role and engagement of the lcap parent advisory committee as discussed at our previous board meeting the kova 19 pandemic altered our usual process and timeline related to the development of the lcap
048pre-pandemic beginning in september 2019 we engaged in strategic planning identifying our mission shared values and focus areas which provided a frame for our lcap goals actions and services strategic planning efforts in january 2020 or i'm sorry following our strategic planning efforts in january 2020 we began our work to draft our three-year-old cap as the pandemic took hold in our state the governor removed the requirement for the lcap for the 2021 school year through senate bill 98 and established the learning continuity and attendance plan the learning continuity and attendance plan memorialized the planning process that was already underway for the 2020-21 school year and included descriptions of how we were addressing gaps in learning conducting meaningful stakeholder engagement maintaining transparency and addressing the needs of unduplicated students students with unique needs and students experiencing homelessness the
049learning continuity and attendance plan was discussed and approved during our september 2020 board meetings in january 2021 we were able to resume our lcap planning process this planning process overlapped with the development of the expanded learning opportunity grant plan which was discussed and approved during last month's board meetings education code sections 5205 9.5 through 52077 provide guidance and direction as it relates to the local control accountability plans and the statewide system of support specifically it defines what should be included within the district's lcap plan and annual updates the process and timelines and the expectation around stakeholder engagement and transparency because of the suspension or lcap planning timeline as a result of the pandemic and in response to the questions and discussion of the board at our previous meeting we wanted to take a moment to
050review the section of the education code and the lcap parent advisory committee bylaws that specifically relate to stakeholder engagement as you can see in this slide here the superintendent of the school district shall present the local control and accountability plan or annual update to the local control accountability to the parent advisory committee established pursuant to section 52063 for review and comment the superintendent of the school district shall respond in writing to comments received from the parent advisory committee in addition to the lcap pac being provided the opportunity for review and comment the district english learner advisory committee is also presented with the plan for review and comment the comments and questions are then collected and both from both committees so that the superintendent may respond these questions and the superintendent's responses are included in attachment
051f of your board packet shifting from education code to the lcap pac committee bylaws the charge of the committee is to serve the board in advisory capacity pertaining to the development monitoring and revision of the lcap with the final authority lying with the board of education joseph could you get me to slide five please thank you the function of the lcat pack is to review relevant data and evidence collect input from stakeholders and develop recommendations related to all cap revisions in implementing the charge and functions the committee shall review and make recommendations to the board regarding alignment of proposal eldcap goals actions and services with the strategic plan and board priorities proposed action services and resource allocations designed to address lcap goals and evidence of progress related to state and local priorities for targeted populations
052i'd like to now invite dr tornatore to the to the microphone so that he can provide more of a background related to the engagement of the lcap pac committee as well as other stakeholders good evening president vyasquez members of the board superintendent kern and miss cunningham this evening i'm going to provide an overview of the co-planning process that was used to create our lcap pack meeting agendas and items how stakeholder input is reflected in our lcap and our plan for how we intend to engage and recruit stakeholders to join the lcat pac for the 2021-22 school year i'd like to begin by providing an overview of the co-planning process that was used to create our lcat pac meeting agendas prior to each lcap pac meeting a planning meeting was held with our co-chairs a typical
053planning meeting including included time for us to reflect on the previous meeting make adjustments based on what we learned co-create new agenda items by sharing and building on each other's ideas as well as ground our work and our lcap values and norms through this process we created our el capac meeting agendas together in addition to our reoccurring operational agenda items we also included items that allowed us to establish and reflect on our lcap norms and values engage in community building and meeting debrief activities and review discuss and provide input that informed the lcap just as a clarifying note our lcap pack student co-chair kennen kakovich was elected at the april 8th el cap pac meeting and therefore only attended the may 3rd co-planning meeting cover 19 resulted in lcap work being placed on hold from
054april through december of 2020 after guidance was provided by the california department of education we resumed work on the 2021 24 l cap in january using a strategy that allowed us to build on the work we did last year reflect on what we learned this year and refine our lcap actions for the 2021-24l cap listed here are the dates of our lcap pack meetings beginning in january of along with the lcap related agenda items that included reviewing student data collecting alcapak stakeholder input identifying overarching themes from the input that was provided creating considerations that incorporated input from all stakeholder groups as well as el cap pac considerations developed in march of 2020 reviewing the lcap draft summary which we also which we also reviewed with our district english learner advisory committee and curriculum and standards
055committee as well asking and submitting questions regarding the lcap and reviewing superintendent responses to those questions as a team we were purposeful in creating activities that allowed pac members to connect and engage with one another an example of the activities we used to engage our pac members included breakout room discussions in small groups large group discussions and affinity mapping to bring our individual voices into one collective voice the considerations provided by the lcap pac along with input provided from stakeholder groups across our district was then used to create revise and align actions to our lcap goals of the 79 lcap pack considerations 75 are reflected in our lcap actions this means that 94 percent of the considerations provided by the lcap pack are reflected in our lcap actions the lcap however is intended to reflect
056the voice of our larger san juan community not the voice of one or two groups for that reason we engaged 24 stakeholder groups and conducted over 50 listening sessions some key themes that emerged across stakeholder groups included stakeholder voice and engagement mental health supports differentiated academic and social emotional supports inclusive environments in relationship building in college and career and life skills within these five larger themes 92 sub-themes were identified and 91 of these sub themes are reflected in our lcap actions finally at our last el cap pac meeting on june 3rd 2021 a motion was made and approved to postpone the elections of our 2021-22 el cap pac co-chairs the intent behind this decision was to allow sufficient time to fill open committee positions include new members and leadership decisions and create a potentially larger
057pool of candidates for leadership positions our plan to recruit all cap pac members will include recruitment at the site level as well as partnering with our face equity english learner and multicultural education and student support service services departments to engage additional stakeholder groups lcap pac members will also be asked to assist in the recruitment of new members for example we will be providing recruitment flyers for distribution which includes an invitation to students parents guardians and community members to join the lcap pack a description of the lcap pack's purpose and member commitment and a brief description of the lcap additionally postings will be made using the district's website facebook twitter and instagram accounts so president viaskas this concludes our presentation and we are happy to answer any questions from the board thank you both for the
058presentations we do not have any speaker cards or written comments on this item so i'll turn it to my colleagues for any questions or comments on the presentation at this time miss creason thank you for the packet it was a lot to go through and it did address a whole lot that came out at the last meeting so i'm not going to rehash this all that you know but um i guess the question i have and i just want it really on the record i mean based on what i saw the questions that came that the superintendent had to respond to in writing were in those questions came from the group having access to the full plan is that correct so after our last meeting we realized there was some concern about whether or not
059the draft lcap in using this the school board of education template was provided so what we did is we sought input and guidance from the california department of education and based on that guidance we shared the lcap in that form with our el cat pack and dloc members to provide additional comment as well ms crease and i think though there there were questions that were generated before that as the group were working through as you know in the meetings as they had conversations um uh you know and i think tom could probably speak to this too because you know i think he was a part of helping support the question development either individual members could could develop questions tom you probably had some questions from people as well um and then but then so we
060that list was generated and that's when we went back out and said okay let's let's give another opportunity to create more questions correct so the the initial questions were based off of attachment e the draft plan and then we as dr tornatory just explained we then pushed out the plan in its full template via email and collected some additional questions which are being updated on the superintendent's responses so is it safe to say i mean based on my reading and from the presentations it seems that the pac is in a good spot with the draft plan would you agree with that assessment i would agree that they they have reviewed the plan in its full mm-hmm how they feel about it like are we are there concerns i the concerns are really reflected in the
061comments that were that you'll see in the superintendent's responses and so um like some of the concerns that came forward were questions around counselors and so you could see that we responded to that in the comments so by looking at the comments that really reflects the thinking and any concerns from the pack but we have not received concerns from the community regarding the plan if that's directly your question yeah i wasn't articulating well so thank you and and i think miss kristen again when john when you kind of listed the the number of interests it was 94 was it 72 of 75 of their of the tax interests or were are in the plan um and then that's just the pack there's others groups as well that we heard from when we went out to
062all of those various listening groups and we want to continue to do that uh in in the future reaching out to those groups so i don't know if my numbers were correct or not any further questions or comments from my colleagues dr mckibben so you mentioned that there were 24 different stakeholder groups i believe it was 14 pages of the lcap now reflect those kinds of things i want to congratulate you on that i don't think that we've ever had that level of of feedback that that we had in this time and in particular that the number of students did i see the number of students that responded to service was 17 000 students was that the number based off of the stakeholder input we collected the student voice represented 66 percent of the stakeholder
063input that we collected of the of the stakeholder input that we engaged over since january through march okay um the uh i'm going to go into the weeds a little bit because i and i apologize this because i missed it you know two weeks ago but there was a number on on one of the things on page 97 of the report in that related to the mckinney vento students the homeless students and i and i think i i'm i quoted the district lost approximately a thousand uh mckinney-vento homeless students due to distance learning and i that and i did not can help somebody help me understand that page ninety-seven uh miss best bassinelli and i'm sorry about that one but that one just jumped out at me and i'm really sorry that i missed it
064before but it i can't decide whether it's in the wording or whether it's my inability to understand for some reason i don't have that in my packet is that something that i can respond to you later on okay it's it's under challenges um and it's the first second third fourth fifth looks like six bullet down and it talks about the number of mckinney-vento students um due to distance learning we may need to to gather some more specifics to respond to that it just kind of jumped out on me because i hadn't seen that before and and i just missed it and it sounds like something we ought to be paying attention to uh one of the other and actually was just three pages later the the notion of the uh because of distance learning the
065group home counselors the group home leaders for those who were living in group homes particularly foster youth the it was left to the group home people to assist the the foster youth people and i think it says uh we're unable to get the students to sign in that might the the learning loss sounds like that's a something that if we ever have to go back into this sort of thing that sounds like something that has to be looked at and solved correct the outreach in supporting students inside their homes particularly for our vulnerable populations would be an area of focus and emphasis should we have to go back into distance learning okay i just just those two things struck me as i was uh rereading this and and reading things that i may have missed
066before and so forth but they they were bothersome but congratulations the level of feedback that you have i mean literally uh dozens and dozens of pages of feedback from people talking about and and all the number of concerns that uh were reached uh well above 90 and each case is uh i think the best that we've done on any of the lcaps and i've been around a few of these over the time congratulations thank you any further questions or comments um so just as a reminder so this was an item at the last board meeting a discussion item and tonight it is an action item and the risk of being slightly repetitive from my comments um at the last meeting i just also want to point out um the el cap itself has seen many
067the template itself has seen many many iterations and then of course we've got we've got this plan we've got the extended learning opportunities plan we've there's there's a lot of plans happening this year so i just want to applaud that the work that went into trying to merge all of those in a really really short timeline and and that being said um it's still it's a plan on paper i'll call it just one more time kind of the number of um sections here you know where it says you know district did not meet its targets etc so there's always there's always work to do and i can appreciate that um but thank you for bringing it forward um thank you as well to the lcap pack for all of their work um and at this
068time i will check back in with my colleagues is there a motion to approve the revisions to the 2021-2024 local control and accountability plan it's been moved by ms costa is there a second it's been seconded by dr mckibben all those in favor please indicate by saying i i that was unanimous thank you we are now at item i2 choices charter school local control and accountability plan ms flagler good evening president viazquez members of the board superintendent kern and miss cunningham the superintendent is recommending that the board approve the revisions to the san juan choices charter school 2124 lcap director of choices charter school mr tony otto is here to answer any questions that you may have thank you do my colleagues have any questions or comments at this time just as another reminder this
069was a discussion item at our last meeting and appreciated the presentation that took place at that meeting i also just want to take one moment to say thank you miss flagler for all of your um service um and we wish you well in your next chapter this is an evening of goodbyes yes actually before i call for a vote i do need to check real quick as we get back into the hang of things are there any um seeing i also see no speaker cards uh or for written comment on this item um so is there a motion to approve the revisions to the choices charter school 2021-2024 local control and accountability plan it's been moved by mr hernandez is there a second seconded by ms costa all those in favor please indicate by saying
070aye aye thank you both thank you ms flagler we are now at item ia3 california voting rights act update ms simlick thank you and good evening president velasquez board members superintendent kern miss cunningham as you recall at the last board meeting on june 8 attorney michelle cannon presented an update on the california voting rights act process since that time however governor newsom has executed executive order n08-21 within that order the governor advised that the prior executive order of n4820 which was adopted back in april of 2020 and which also paused the cvra process would remain in place through june 30th at which time it would expire based on this information the cbra timelines have been updated that document of the timelines is in the board packet and i'll just go through it briefly the district
071will resume the cvra process at a special meeting on july 1st 2021 that meeting will be the pre-map hearing number two and the district's demographer will present and the board will discuss both map criteria and increasing the board from five to seven members it is expected that at that meeting the board will adopt a resolution clarifying the criteria the demographer will consider when preparing draft maps after that meeting the demographer will prepare at least one and more likely several maps based on the criteria identified by the board which will be published no later than july 6 by the district the district will then hold a second special meeting on july 13th which will be the map review public hearing number one and the demographer will also present at that board meeting regarding the proposed maps
072over the next week after that july 13th meeting the demographer will modify the maps if changes were requested by the board at the july 13th meeting if revised the district will publish at least one revised map no later than july 20th the district will also hold community meetings on two days in july to gather community input on the proposed trustee maps and the proposal to increase the board from five to seven members the district will hold a final special board meeting on july 27th which will be a public hearing for the second map review it is anticipated that the board board will vote on an approved map and also adopt a resolution which initially initiates a proposal to the sacramento county committee for the adoption of buy trustee area elections the next day the final
073map will be submitted to the county committee for hearing which must occur no later than august 10th 2021. so those are the basics on the new timelines i can ask any questions you might have miss simlick i want to provide a little bit more um detail as well trent the dates of the two community events are proposed to be temporarily set for the 20th and 22nd so the 20th and the 22nd so that would be after that the map hearing so the community would be able to provide input we are looking at holding those at each of those nights or afternoon evenings we would have three locations throughout the district so that we could um reach across the district make it convenient and and we have three there at each of those nights there's a
074different location correct trent so we would be at a total of six locations oh no we're gonna use a district office for three three locations each night plus a fourth online plus a fourth online virtual component so there really will be four meetings on each of those times and we like i said we try to spread it out so if you live on the eastern or western part of the district you'll have a community event that would be closer to you what we're hoping to do is have really the presentation that occurs from the 13th for consistency sake so that presentation that the board gets on the 13th if we're able to record that and then at those community meetings start with that presentation so that no matter where you are you've gotten the same
075presentation on either of those nights and then we will have some facilitators that will really um work with the members of the community who are there to gather that type of feedback and then ultimately we would provide i think we'll we're even going to try and find ways to provide that the feedback that we received online but then ultimately that would be shared back with the board prior to the board taking any action so that's a little bit more detail on that community gathering that we're going to work through as well thank you both for the presentation of the item we do have a speaker card on this item so at this moment i would like to invite katie reed to come join us and i'd like to remind the public that comments are limited
076to two minutes um per speaker and the clock on the scr on the on the wall there will count down the time please begin your two minutes when you're ready [Music] good evening again superintendent kern board ms cunningham i introduced myself previously my name is katie reed i'm here tonight as the secretary of the board of directors of the san juan parents association but i'm also the mother of three elementary and secondary students in our district and a san juan unified school district alum myself quite simply i'm also just interested in the california voting rights act in general as an attorney by trade the san juan parents association fully supports the transition to buy trustee elections before the next election and an increase of our board to seven board members as both of those support
077our organization's goal of providing a meaningful voice to our district parents thank you thank you miss reed do any board members have questions or comments at this time mr hernandez mr kern mike i i love the fact that we're reaching out you know to the various communities but my question is how will the community each community know what the others community input was have we thought about that you understand what i'm saying yeah the like the feedback that we've received i think what we've talked about is finding a way to really put that feedback online in some manner based on those based on the community input sessions um so really having a place where folks can go to to see that [Music] so that's that's kind of where we're thinking now we're open to other
078if you know other thoughts or ideas the board has as well trent anything more to add on that is krisa i know that the dates keep changing because of orders and we're not at that end date yet but as soon as it makes sense and i know that this is already a commitment but as soon as it makes sense to start getting the word out that we do it often and like all over the place and i don't even know is there even a way for school sites to get out to their individual list or is it district only like is there any way that because i mean we know that families engage with school sites but i'm not sure at this juncture in the can come from that level yeah i mean we can
079we can blast out every way possible i think we could probably try and put a header on each of the school websites um trent any additional thinking you're doing around that as well it is a little difficult to do school-based communication over the summer just because you have students and families in transition between school sites grade levels um and then it just gets a little bit messier and when you're talking about a district-wide content subject area um that power of having that school-level messaging loses a little bit of its move as well um but certainly as superintendent kern's alluding to the plan that we're putting into place does utilize all of our assets at the school sites so to the degree we can those school sites that have summer programs in place reaching out with
080families there as well as those district level messaging tools so the school websites district website um our calling system media outreach um all of those tools that we have available will be used so just an idea that i had and then i'm gonna follow up with can we is it against the brand act for us to send ideas your way or does that have to happen in public session like as we come up with good ideas or hear good ideas from community you have to get the word out i i think you can reach out and share your thoughts yeah yeah and just just call me or yeah if we we really you know even if you hear ideas from community members um you know we want to do what we can to to get
081folks out we do know it is challenging during this time of the year um that's not optimal um but we are where we are in terms of really where the time frame is when the governor clearly stated that that executive order ends and we have a time frame um where we're working through the process but again if if there are ideas that other folks have love to hear them okay i just want to make sure i wasn't breaking any rules and you bring up a good point if we have to like we have we have a date and the clock ticking we have to do it we don't have a choice um just an idea i had too is if we can somehow get the word out during lunch distributions just an idea yeah i
082think there's a week we could really do some things even i know at times at schools we've kind of done the sandwich board idea of community events we could be proactive in putting some of those things up prior to the events taking place at our schools that have summer school we've got a lot of sites with summer programs going on we have more students doing summer programs and we've probably ever had um so that's that's an opportunity i'm going to go to miss costa next and then dr mckibben do we know what time the meetings will start mr kern we've talked about trying to keep them consistent with board meeting times right um and really just because 6 30 probably works better even with people's work schedules if they're working until 5 00 or 5
08330 or 5 and they need to go home and so that's we've tried for consistency's sake that's our thinking right now thank you dr mckibben in terms of using media outlets and so forth i think it's fairly important that we remember that 80 percent of the people who live in san juan district do not have students currently in schools so using things like the various the messenger papers and and the views and things like that i think it's important to do that there are also various kinds of small group media things like for example i know in orangeville there are are two or three different kinds of uh our people people do outreach on these other things and we ought to be contacting those kinds of folks too because indeed that the the community members
084as well as those who have kids in schools are very important to this process and ought to we ought to make a real effort to try to reach them too thank you all for um for the comments thank you miss simlik and superintendent kern for for the presentation and i will just also add and i've shared this in conversations but i'll say it here as as well you know this is the biggest uh shift in in governance in a really long time so we think we all have an interest um i mean i venture to say since we became a unified school district so we all have an interest in making sure that the word is spread wide and far um it was previously discussed but i'll also just take the opportunity to remind folks
085that um the timeline is um not entirely dictated by us so it's very quick but we're under certain time constraints that are our legal considerations that we can't move unfortunately um so thank you for the update and with that we are at item i4 adoption of the 2021 2022 budget mr stevens thank you president viazquez board members superintendent kern and ms cunningham i would like to recognize where you going laura [Laughter] laura is my administrative assistant and she helps tremendously in this budget development and doing a lot of administrative tasks and i just want to thank her publicly thank you laura we also have phil del delau who is our director of fiscal services and barbara gross who is a manager of fiscal services and i think you all know that this is uh phil's
086final board meeting as well unless she becomes an activist which she said she may i don't know okay i want to thank them publicly too in their leadership in all of our finances but particularly with the budget process so tonight the superintendent is recommending that the board adopt the proposed 2021-22 budget including the education protection protect projection account spending plans and the district and choice choices charter school for the district and the and the only dependent charter school which we still have which is choices the excess reserves in the ending when balance and also approve the revisions to the current year budget 2000 2021. before we move on i'm going to there was a request for a recognition and round of applause we tried to jump in but you kind of kept rolling mr stevens
087but thank you very much to you and your fiscal services team as well we look forward to seeing you mr blowout as an activist as has been committed uh um with with that thank you uh for bringing forward the item i'm triple checking with uh mr allen but i do not see any speaker cards or written comments on this item at this time um this was an item that was brought forward forward to us at the last uh meeting as a discussion item and it's now here before us as an action item are there any questions or comments at this time from my colleagues okay is your mic so thank you this is uh again seven straight positive certified budgets uh it's a remarkable achievement i think the the congratulations go around to a lot
088of people including the governing board for that and this in the leadership that we've had from the superintendent the superintendent's cabinet as well so thank you is there a motion to adopt the proposed 2021-2022 budget including the education protection account spending plans for the district and choices charter school and the excess reserves in the ending fund balance and the district staffing standards and approve the revisions to the 2020-2021 budget [Music] second it's been moved by ms creason and seconded by dr mckibben all those in favor please indicate by saying aye aye that was unanimous thank you mr stevens we are now at item i five accountability dashboard local indicators miss green and miss schnapp good evening president viazquez superintendent kern members of the board and ms cunningham the superintendent is recommending the board receive a
089report on the measurement of progress for the six local indicators related to the accountability dashboard districts are required to present the local measures data at the same time that the lcap is presented for approval this information will be included on the california dashboard for the required local indicators susan green director of aep will share information on these six indicators but before she presents i would like to honor and acknowledge susan as she is also retiring at the end of this month and this will be her last presentation susan has supported our district for over 20 years and her ability to create meaning out of complex information and share it with a wide variety of audiences um is an amazing gift that she has and at heart she truly is a teacher and you see that
090with every one of her presentations so i just want to honor and thank her for her work and support in our district and at this time i would like to invite susan green to share this information with you thank you um as you might remember from previous board meetings let's see if i can get this to work make it go there goes go to the next one as you might remember from other board meetings on the dashboard there are actually two kinds of indicators on the california dashboard there are state indicators which the state actually creates and populates for us and there's local indicators which are the district are required to measure and then we actually post the information to the dashboard as kristin said they um local indicators y'all remember we used to bring
091to the board in november the state changed the process and now says we need to bring them at the board meeting where the last where the lcap is adopted local indicators are a little interesting um what you actually do is you actually report that the data as prescribed by the state and it's different for each indicator and then basically you say if you met the goal or not but the goal is just that you reported the data to the board and you posted it to the dashboard it's not how well you did and i always say that because it's one of the strangest things that we do in education but that's what it means in this case so with that said i'm going to go through that local indicators that we have to report on
092the board first one is basic services which is basically the williams compliance act if you think about it you actually got all this information as part of the school accountability report cards which you approved in january of this year and the instructional materials sufficiency resolution that you approved in september of this year so for the dashboard narrative what you will see is in terms of teacher missed assignments we had zero percent students without access to standards lines material was zero zero percent and facilities that do not meet the good repair status was zero percent so that's positive across the board so we've met our indicator area two is standards implementation and for this indicator the state the district actually used the state reflection tool to determine our current levels and you'll see the rubric down
093below at the bottom in areas of professional development the district is at a level four which is full implementation for ela eld and math and a level three implementation initial implementation for science and social studies in terms of instructional materials aligned to standards we're at a level five for eld eld ela eld and social studies level four for math and level three for science for policy and programs to support instructions like collaborative time focus classroom walkthroughs teacher pairing etc we're at a level four full implementation for eld and ela and math and level three initial implementation for science and social studies for other subject areas which include cte health pe visual and performing arts and world language we're at a level four and then the last area was around engaging teachers and administrators and identifying
094professional development needs of teachers and providing support for teachers on standards they have not yet mastered and we are currently at level four for parent engagement the state actually now requires the use of a self-reflection tool with a diverse set of parents from throughout the district the district this year conducted a review using the self-reflection tool for priority three in april of 2021 with a group of diverse parents and community members who represented a variety of current groups including representatives from the lcat pac dloc cac the special education and community advisory committee and the american indian education pac the family and community engagement department and equity division conducted outreach as well to connect with additional stakeholder groups a range of school sites and communities from across san juan district boundaries were represented with only 11
095community members participating while the district acknowledges that this group was small those that participated did represent a good cross-section of the district and the views of the group are aligned with what other data we've collected during the school year in terms of building relationships all areas were identified as initial implementation except for the laa progress and supporting staff to learn about students families strengths cultures languages and goals for children at this point we're at a beginning implementation for that in terms of building partnerships for student outcomes all areas are identified as a level two which was beginning development and for seeking input for decision making all areas were at level three which was an initial implementation except for the lea progress on providing opportunities to have families teachers principals and district administrators work together to
096plan design and implement and evaluate family engagement activities at the school and district level where their rating was to beginning development these ratings were very similar to what we got in september of 2019 which was the last time we did this and we have to remember that we were in the middle of the kovic pandemic when we did this so i think that explains a lot of what we've seen hopefully next year we'll see some changes there the school climate survey indicator that the state requires says the district must administer a survey to students every two years san juan administered the survey in january and february of 2020 right before kovic 19 pandemic hit and we had about 17 000 responses from students in grades four through 12. the district did administer the same survey
097again this may but we only had 4 700 responses which was only about 26 percent of what we received in 2020. due to the low response rate in the 2021 survey we are reporting the results for the 2022 survey here which is an alignment of what the state require allows for us to do all the district and student survey reports for all years have been already posted on this district and school website so they are available for them in terms of school safety we had about 87 84 83.7 of the students had a positive response which meant they agreed or strongly agreed to all the statements that were presented to them in terms of student connectedness through meaningful participation 68 68.7 percent of the students had a positive response in the area of student connectedness
098through high expectations and caring relationships it was 77.8 and finally for school culture 67.7 of the students had a positive response the last indicator is on broad course of study but for the two when looking at the broad course of study indicator the district measures this by looking at both student enrollment and grades throughout the year and you will see the results for the different groups depending on what grade levels we're talking about for the 2020-21 school year the greatest barrier of the kovac pendem was the kovac of the kovac pandemic and its effect on instruction and limited course time when looking at the 2019 and 2020 school year prior to covet the greatest barriers to students receiving a full course of study is the time during the school day insurance students have access to
099core instruction with address which addresses grade level content often has to be balanced to meet the needs of some students for additional support in language arts math english and english language development you will see in our lcap actions that are focused on increasing access to rigorous standards align coursework for students in traditionally underperforming groups along with quality interventions for students who need additional support so lastly the question is as of today this is what we know about the dashboard we don't really know if it's going to be published in december 2021 or not but by law we have to present this tonight what we are hearing right now is at minimum or what might at maximum which most likely will be reported as the local measures and the district demographics but we are still awaiting
100final legislation of exactly what will be populated and with that the presentation has concluded and we can answer any questions if you have them thank you miss schnapp and miss green i'm gonna do a quick check but i do not believe that we have any speaker comments on this item [Music] nor do we have any written comments do any board members have questions or comments at this time ms costa i just want to thank you so much for responding to my questions about this particular item but i really want to thank you for all the years when you have answered questions from the most picky eunice to the most complex with such grace and such willingness and always with humor but always with an attempt to have understanding and you have made such a difference
101so thank you for all the years in san juan i really appreciate it any other questions or comments thank you miss green oh dr mckibben i think i saw something move out of the corner of my eye i'm still getting used to in person you're my i must have pushed it all out the what was said earlier about you being a teacher of us along with explaining the things and having an understanding of the curriculum and then also being able to crunch the numbers and do the data and that sort of thing is a rare combination you found in few people and you will be missed and hard to replace thank you for your service ms green we appreciate you we are at item i six choices charter school accountability dashboard local indicators ms flagler
102good evening it's always nice to follow miss green because she gives background on everything the superintendent is recommending that the board receive a report on san juan choices charter schools measurement of progress for the six local indicators related to the state accountability dashboard and mr otto is here as directors of choices charter school to present the report thank you did not did this president vyasas members of the board superintendent ms cunningham i am tony otto from choices charter school and i am not retiring at the end of this year you wish you were yes i do uh i want to thank you for uh for hearing me this evening um next there it goes okay so our first indicator i won't go through any more of the background but our basic services are met through
103the use of high quality teachers of record a continually updated online curriculum and facilities maintained by the district and i want to thank you very much for that so we our performance level is met on that indicator our priority two indicator standards implementation across all curriculum areas continues to improve or maintain at a high level through continuous updates both by staff and curriculum providers as personnel changes occur a combination of experienced veterans and newly schooled novice teachers work together to make sure our curriculum is lined to our standards ah there we go okay uh indicator 3 our parent engagement was particularly challenging this past year with the campus closure but our annual survey tells us that we are using outreach very effectively choices has been doing parent surveys for many many years as part of
104our internal assessments and we always generally receive very high marks across the board some of our key stan findings a large majority of parents feel that they know how and have the opportunity to engage in the decision making process at choices and of respondents feel choices provides a positive educational experience um with with about 300 no 270 students this year our response rate at the beginning of every school year is generally around 40 to 50 percent and we did meet that goal as well this year so we're happy to get as much feedback as we can our next priority um which we met again is climate a vast majority of students feel that they are safe and that the staff is caring and responsive to their needs and that their education program is more personalized
105since enrolling at choices many students who self-identify as having anxiety report a decrease in their anxiety levels since enrolling at choices so that's a that's a goal that we've been working on for a couple years now in our final priority indicator 5 high level courses including ap and honors classes have been increasing over the last several years any student who shows interest may enroll and teachers often encourage kids who may not be considered traditional honors or ap students choices ensures all students including those in high-level courses have access to whatever materials they need to be successful and lastly courses recently added include ap computer science courses a business and finance cte pathway robotics and drone aviation and with that i'm happy to answer any questions you might have about our local indicators thank you mr
106otto thank you as well for sticking around just broadly [Laughter] we do not have any speaker cards or written comments on this item at this time do any of my colleagues have questions or comments on this item this time all right seeing them thank you very much for the report thank you both with that we are at item i7 our kova 19 update superintendent kern thank you president vasquez members of the board community members i i'm actually hopeful this is the last time i have to give a covet update um yeah well it you know it would be nice um but there there's not a whole lot of change to make and i know we're going to read a public comment here in just a second and we received some other ones before the board
107meeting about the the issue of masks um and i'll speak a little bit to really where we are with that um you'll see not all of us up here have mass on right now or in the audience with the new uh cal osha guidance that came out and the governor's executive order on that it has really changed the requirement of masks in the workplace but there are still some very clear guidance at the school levels and we put that out so just to share currently at a school level during our summer program all students and adults are expected to wear masks in school whether you're vaccinated or not that's the guidance that we're required to follow as of today again we don't get to make up the guidance on masks we haven't during this entire
108time we have to follow the guidance really that comes from cdph what we are hearing is that the cdc and trent has been following this closely likely we'll be making some changes related to schools on the guidance and what we are also hearing is once that that guidance comes out that cdph will follow it shortly afterwards so it is likely that we will have clear guidance related to the fall in the coming weeks prior to the start of the school year i think one of the things that has been heard at both the national and the state level is sometimes the timing of when they've made these changes has created some really difficult challenges for schools so and and for you know we're not a year-round school but like i'm close with the superintendent in
109elk grove and chris reminds people all the time their new year starts up in the middle of um july and there are others as well so that guidance needs to come out in time for the start of school years so we expect that soon again whatever the guidance is we will be required to follow that guidance and so i think really once we get that new guidance we will communicate that out broadly to the community trent anything you want to add on top of that okay any questions or comments i'll take those q a in just one moment we do have one written comment on this item mr allen do you mind taking that one on certainly president viasquez our comment comes from robert nelson who writes good evening and thank you for taking my
110comments i strongly urge the san juan school district board to not require our students to wear masks in classrooms this fall kelvin 19 has been a deadly disease for most of the last year and a half however the incidence of children and teenagers getting it and passing it along have been far less and today the chances of a k-12 grader for example getting this virus is virtually non-existent you have a better chance of winning tomorrow night's lottery twice than you are of getting this virus both my kids have graduated from san juan schools but i have a granddaughter that attends one of your schools forcing kids to wear masks now is both inhumane and wholly unnecessary thank you do any board members have questions or comments at this time all right thank you for the

120that 300 gift card and i just want to say that this is a example of of the students that we have in this community and it was really heart-rending and and uh one of those was uh the person that uh was recognized by uh uh tom nelson and ken and was there and watching this thing happen and it's you know you see really good kids thank you dr mckibben any other board reports well as was discussed um on future agenda items k as was discussed earlier at the meeting we'll be seeing a lot of each other in july when we invite public participation at those meetings as well do any board members wish to add any items to the future agenda okay we are at item l visitor comments i'm doing a quick check we
