002Stanis abiso under negotiation price and terms 4.02 anticip ated litigation significant exposure to potential litigation three cases 4.03 conference with Labor negotiators uh agency designated representative legal council and Dan blo director of human resources employee organizations confidential CCA MEC SEIU and slct um I'm going to I'm ask about consensus on the order of business but as I do that I'd like to suggest please if the if the board would so agree that uh because we have our student Representatives here and we have our um uh Pacho program highlights that we move things around a little bit and and move 7.01 and 7.02 uh address those now so that we have some kiddos who can get home and some uh board or student Representatives who have uh homework to do is that is that amable to
003the board I have consensus all right thank you so then before we um that will be our next thing in order so we're going to move on to our student Representatives welcome thanks for coming we're glad you're here Mor bit the slideshow there is a movie at the end so here we go let's just start with that start with that yeah hello everybody um my name is Colton Franklin and I'm joined by Ruby Scott and we are the co-presidents of moray High School ASB um we did have no worries yeah we know too much about what's going on at drive you want you want to just go first since it's up there why don't it's since it's already up there we can just have slow go first that's easier okay yeah yeah um so we

006that we release every week every week just updating students on our school's happenings um going back to some future things happening at our school next week we will welcome the eighth graders from Los oos Middle School um ASB students will offer small groups of students tours throughout the high school our school counselors will also be providing information that will help support the students as they begin their four-year High High School plans with the team at losos middle school so just trying to get our incoming students familiar with campus and kind of get rid of some of those High School nerves also next week we will be having a student Congress meeting a student Senate meeting and we'll be having a student recognition lunch where each staff member invites two students that feel are deserving of
007recognition um and now we're going to talk a bit about our successful fall Sports season at morbe all right so football lost 26 to 28 in an amazing game in Bishop California they had a great season and um mbhs and Mission College Prep were the only football teams on the Central Coast to make it that far in the playoffs this year so we were super excited for our football team um for cross country the cross country team qualified for the CIF state championships this year the girls team was led by Shelby Taylor who was also the league and CIF champion this season and her time places her at number four on um moral Bay girls alltime performers on this course as well as Otis Kelly he was The League champion and CIF runner up he
008finished 26th in the race and his times Place him also number four on the moral bay boys all-time performers list for this course so um cross country had a super successful season this year and last night was our fall Sports banquet and it was a great celebration um all for all of our fall student athletes coaches and family a great way to kind of summarize and end out the season Al together and winter sports are starting off um to a good start soccer for girls soccer they're underway with an undefeated JV team and a varsity team that completed a very fun trip to Newport Beach this past weekend they were able to stop and support our surf team on their way home in Ventura or not Ventura Ventura and um boy soccer competed in a
009local tournament and won their bracket over the weekend after beating Mission prep last week and for basketball girls basketball traveled to the Central Valley before Thanksgiving and beat the pre perennial Powerhouse Sierra Chief tains in a great game and for our boys their program is the largest it has ever been in close to a decade and we just wrapped up hosting a 20 team tournament this past weekend and finally for wrestling our girls wrestling program continues to grow and we're super excited to be competing in some of the top tournaments in the state this winter and our boys wrestling program is also growing and has several wrestlers who will be contending for divisional CIF titles this winter and that's all we have thank you all right SOS abiso all right we have a slideshow I
010think it was just up there if not we don't need it but there it is cool all right so my name is Dawson senis I'm the ASB secretary I'm uh standing in place of Layla MK who is our president uh she is sick today unfortunately um so on the next slide we have our canned food drive uh that ended last week um and we it was a very short impromptu one we picked it up from a club who couldn't finish it um we being the ASB and it was a great success uh seniors won no surprise there um we started a tradition of getting the class to venmo one person and then that one person goes to the grocery store the last day and gets all the canned foods um and so that's actually me
011I didn't put that picture there but that is me and uh so yeah we uh we had a great time and we got a lot of canned foods and box foods to the food shelter and on the next slide we have a blood drive tomorrow um we have two a year and this one uh was so far it's been a success because we got all of the possible slots signed up for uh so that doesn't happen very often because you know giving blood isn't a uh not a very incentivized activity um it's just out of the good of your heart you're doing it so that's a great thing for our campus uh we're going to have a fun day tomorrow um getting some blood saving lives and then uh if you went to the slow
012or the uh St Louis bispo Christmas parade uh slow High showed up with our band our cheer team and our FFA um yeah we made our presence and uh that was good for us uh we have made the transition to our winter sports our fall sports did a great job uh unfortunately I don't have all the statistics like Moro Bay did but rest assured we did a great job and uh so right now boys soccer boys basketball and girls basketball are our main sports uh boys soccer has played two preseason games we uh won against Templeton and lost against San Marcos boys basketball won our first game against pastor robbles at the Santa Cruz Invitational and girls basketball is 42 in the season and we hosted The Malley holiday class and finally uh not in
013inter Scholastic sports but just our inter mural Sports we have footall going on right now uh we are in the semi-finals this is one of our semi-final teams um and uh it's it's GNA be a great time we're gonna have we're gonna have some Champions and some not Champions so it's it's gonna it's GNA be a fun fun day that's all I have what's it's just indoor soccer okay it's it's pretty fun because it's just everything happens faster and just yeah in quicker succession thank you so much it's great to hear what's going on at our high schools we really appreciate you taking the time to be here uh you of course are welcome to stay and hear the presentation by Pacho don't know how many of of you High School uh reps want to
014attend a Pacho okay you might want to see this could be used sometime Pacho students yeah great so uh that will be our next our next agenda item so welcome Pacho okay good evening I'm trying to see if the PowerPoint is here do you need some technical assistance I think we're I think we're good okay okay good evening my name is Marcelo a proud principal of Pacho Elementary um and I have some guests that have joined me today I have three of our awesome sixth graders I have uh pel duas we have Hima Mercado Alvarez is and right behind me trying to hide it's Dylan aino okay uh P was a unique school and these are four four of the things that I think about when I I think about our school um and being
015there a year and a half now I can really stand here and say that this I truly feel that this is where Pacho is we have a dedicated staff we have uh plenty of activities for student engagement we're always learning in two languages doesn't matter the day the time of day you're going to see class rooms in action in two languages and we have uh plenty of school culture and celebrations that celebrate multiculturalism and and being uh proud that we are a um a unique blend of of of cultures that come together and nothing uh reflects that more than our our little bubble at peo so I'm going to go on to the next part hi my name is isella and I'm GNA talk to you about cultural and religious celebrations we have to celebrate
016and one of them is salsa night where we had a lot of families bring in some Salsas that um we can go and taste test and see which one's the best one and um on recent celebration that we did was the other little smart post that was um a really fun an exciting time we had our dance group sassy s The Sassy Panthers dance and did a little dance for us and had our families and students make an altar um and we also have the schoolwide spirit weeks with um hello week and in hello week it reminds us to be inclusive and to invite others to join each other and to just be kind and the great great kindness challenge we have is to also to remind students to be kind and to one another
017and not to be like just kind and a unique week it was to be accept others for who they are and um just being unique in your own way um and these are things that help us make a good Community thank you um at PCO we we have lots of activities outside the classroom that help our students interact um many activities include music and band art in um instruct and outdoor Garden where kids get to learn about how plants travel and how they grow the I innovate lab and our I innovate team um Elementary Athletics and uh class field trips uh right here is one of of our Hands-On learning activities um in the I innovate lab this um this activity includes electricity and um and conductors to help students learn about how the wires
018work um and many more uh these are pictures from our Fall Elementary School sports at Pacho all of our students had a great time in right now and currently we have boys basketball and girls soccer thank you okay hi my I'm Hima here's our Pacho staff that makes a difference in our life here are some examples of um great teachers teaching Us in two languages and uh and also teaching us to motivate us and to be the best and here is Mr Richard who retired and he was working with us for more than 20 years and also we gave him a Goodbye by um doing an assembly and some students um gave him cards and also speeches and sad our school lost a great member ma um Roes who was a great teacher by letting
019us in into her room by lunch and and would also help us when we had problems our school R came together and supported one another after the passing of our amazing concealer M ma Roes thank you okay thank you to those of you that that join me students thank you very much and one thing I do want to point out that salsa night a lot of these events wouldn't happen without the um the support and um um donations from parents and they really do come together whether it's PTA our elac you see some of our elac parents here but they really came through and uh made salson night happen we changed it to after school which we hadn't done and made it more of a a carnival and of course the students learned about um
020the merto holiday and they got to participate in you know face painting and and decorating sugar skulls and that type of thing and of course there was music and food but thank you very much Bor for uh for inviting us to come and speak with you and have a good evening thank you so much thank thank you students for taking the time this evening to come tell us about your wonderful school we very much appreciate it thanks a lot all right and to our wonderful High School reps thank you for staying and seeing H the next generation of students coming behind you thank you see you next time all right so at this time uh we'll move back to item 6.01 this is our annual board reorganiza uh organizational meeting that occurs every the first
021U meeting of every December and the first topic is to elect uh a president and clerk for 2024 that's item 6.01 um Mr Clon uh yeah I'm often slow to move um so I thought I'd jump in early here but uh I just want want to say that I I think our current structure works really well for us and so I would like to move uh that we nominate Ellen Sheffer as president and Marilyn Roger clerk for next year one second um so are well I'm I'm a little dizzy right now so um so you're doing it typically we do this oh sorry I would like to change my motion to only relate to the president and I would only like to nominate Ellen Sheffer for president but maybe later I'll have an opportunity thank
022you Mr Buckman does your second stand we have a I I want to say I'm honored by your trust and um commitment to have me continue in this um so we will We I have to do my business here uh we have a motion by uh Mr Clawson and a second by Mr Buckman um Mr Clawson uh yes Mr Buckman yes Mr Banfield absolutely yes oh um Mrs Hinton yes Mrs Roger yes Mr rer yes and because I've learned all about the times we can and can't abstain and this is not one of them I will um vote yes thank you thank you so much I really appreciate it um and for Clerk uh Mr cwon would I'd love to make a motion that we nominate Marilyn Roger to be our clerk in 2024 a
023second Mr rer you were fast on the draw here and you you were um didn't get a chance um Mrs Roger are you're willing to do this for another year with me I would be delighted to do this for another year with you thank you Mr Clawson uh yes Mrs Hinton yes Mr bfield yes so enthusiastic um Mr Buck yes Mrs Roger okay Mr anger yes and I am a yes for Mrs Roger well thank you everybody so as a point of uh business I am not an outgoing board president so shall we proceed on to our next item yeah and I'll I'll share what I wrote about you um later oh thank you thank you don't don't do that now sa 15 minutes all right well I I really want to thank everybody this
024is um I think um all right so now Dr Prader we have our next item is to appoint board members to committees and liaison posts so bear with us public as we as we go through this this is the addressing things that your board works on um throughout the year that does not occur at regular board meeting yeah and I'd like to begin by saying that this this school board is the hardest working school board that that I've ever seen and um you're deeply committed and it shows in all the work that you do um publicly in in these agendized meetings as well as what the public doesn't see which is your presence at events and activities and um and also on these subcommittees that we hold um in order for the board to become
025um uh a driving voice in in these areas and um and so I just want to acknowledge you for that it's exhausting it's probably more than you bargain for Mr Clawson but um but you're here and you're you're doing it so um I just want to send my appreciation to all of you for that so with all of that I would like to suggest that we start with a new subcommittee before we go to the existing ones and the reason for this new subcommittee it's based on a suggestion that was made to me outside of of um of this session um it was um suggested that we begin to really um bring alive our climate resolution that was adopted several years ago I believe in 2017 and um that climate resolution really began to pick
026up and then we had covid and now um with measur passing um it really makes sense to put uh back into motion the efforts to create a a sustainability vision for our district over the next decade or so or 20 years even and so um with those resources come tremendous responsibility and um so I would like to propose a new measure C or even just um a new environmental uh sustainability subcommittee for our district with two representatives from the board to join um Mr Pinkerton and um Mr Bon in a as well as um potentially other experts in the field to really start bringing this idea of sustainability alive in our district um and so um this is a great opportunity to do it um and uh this committee or this subcommittee subcommittee's objective is
027to bring back information to the whole board in public for further discussion and potential action so this just helps us um streamline our meetings and also really begin to move things forward so with that I'm looking for two board representatives for this environmental sustainability subcommittee okay before we nominate people or suggest that I would like to first of all just see if there's any board discussion on this subcommittee Mr Clon I would just like to request that the focus be broader than measure C and be a sustainability vision for the district um measure C and Beyond yeah that certainly makes sense hey Mr Buckman I I I think we're so lucky enough to um have somebody on the board who has just a wide breath of experience with sustainability he knows um measure C he
028knows the board um and so if it's the pleasure of the rest of my board I'd really like to have Mr Clawson um be the board one of the board members who who kicks off the sustainability committee okay so you are nominating Mr Clawson oh yeah all right um I would I would second that if Mr Clawson so chooses to sir yes please okay um so that's one person uh well we should vote on that we oh do we vote on these committee members no I think we just do thumbs up okay so thumbs up for Mr Clawson we only do this once a year so just bear with me I had my nail okay all right um Mrs Hinton I saw your light on yeah yes I haven't um joined many committees yet because
029they were always full of active volunteers that wanted to keep their positions on the committee so at this point I would like to look for vacancies so that I can become more active so I would consider um this uh sustainability position if it were uh the pleasure of the board we need a thumbs up on that okay so we have our newly formed um climate sustainability committee thank you both for agreeing to serve on that okay so the the um the next subcommittee is one that um we're quite proud of and I think we've made some really good progress on and this is the um St Louis Coastal Equity team committee and it presently H we have Mr Buckman and Miss Hinton um and um there's a vacancy is there there as well this is
030the only subcommittee with three um Representatives um and this particular year we we are taking previous year's recommendations which is really to look at our hiring practices and making sure that we um uh faret out the any biases or biases that might be within the those practices and so we hired the Handover Institute to evaluate those um practices really carefully with Mr Block so um really narrowing our Focus this year on Equity through hiring practices and supporting our people that we hire so really looking at those through that lens so our committee is more streamlined this year but it has a stronger Focus so I'm looking for um upwards of three Representatives that want to or wish to be a part of this continuing or new um yeah it's it's up to um it's up
031to the board to decide if they want to continue or the members want to continue on this or if they would like to step off so my first question would be I'm sorry I'm trying to take a lot of notes here because Mandy's demanding it um uh so the people who are currently serving on this Dr Prader I'm sorry Mr Buckman and and Miss Hinton okay so my question my question is do the two of you wish to continue on this committee yeah yes yes and then I would like to suggest the to um see if Mr Banfield would be interested in serving on that okay all right okay okay well thank you moving right along okay hold on not so fast there okay okay I'm ready okay so uh the next committee is uh
032is currently um held by Mr bfield and it is our Central California schools financing Authority this is uh the most interesting subcommittee because if you blink you'll miss it um so we meet four times a year on this committee and each meeting lasts less than five minutes and the reason for this quick type of meeting is that this was an arrangement made in Partnership between the districts of Lucia Mah and St Louis Coastal many years ago and it has to do with um with the fact that we're a basic Aid or state a community funded School District where we get our Revenue through local property taxes and lucar is a state funded School District they receive their money by way of students they're very different revenue streams and so they have on the way on
033price Canyon Road there is a um series of oil rigs and refineries there that I'm sure all of you have either seen or smelled on your way through and um and so the the uh the exchange comes where we share Revenue uh Lucia marget 60% of the tax revenue from that oil refinery we get 40% and they receive um our students on that price Canyon uh Corridor so it's a win-win and um it's been going on for well past my tenure so I just want to um uh encourage us to continue that please and um it's not a ton of money but it's it makes a difference so um so I would you know leave it to the board shall I continue do you wish to sure okay thank you Mr bfield okay and um
034the next uh subcommittee is the slow County School boards Association which is currently held by Mr uner and um this group is charged with acting on matters of common concern and issues regarded by law required by law and um it really has to do with um with school district reorganization this committee played a big role when we navigated and negotiated um revenue for students between cukus I'm sorry cukus coast and St Louis Coastal so that we will We honored we took we are taking their students when they go from cukus to Moro Bay High School and um in the past we um they had to go through a a interdistrict transfer process that was quite cumbersome and and emotional and um and no money came with it so we were educating students that we did
035not receive revenue for and um and so this committee played a role in that and um like I said it currently is held by Mr uner there are two planning meetings each year prior to each of the two countywide dinner meetings requiring attendance at four total meetings in the year I'm willing to continue with that all right that and everyone okay with that okay the next uh subcommittee is our um something we're very proud of and that's the interest-based bargaining liaison where we have uh developed an interest-based bargaining approach with our classified unions so think CA and SEIU and uh Mr Buckman currently represents CSEA under that interest based bargaining uh component and Mrs Roger represents SEIU and um this group [Music] um and and Jacob identify okay there we go yeah so um the
036based bargaining Liaisons are very important to us and Mr Buckman and Mrs Roger have been on there for quite some time and have done a marvelous job sepher Mr Buckman yes please Mrs Roger I would like to continue okay are we uh we good to go yes we are thank you okay the next one the next subcommittee is the Tri County Education coalition which is currently um um represented by Mr Buckman this organization is composed of representatives from the California Central Coast counties of San Lis abiso Santa Barbara and Ventura and um it really is a group that works on common things of common interest as it relates to things affecting public education in the Tri County Area and um Mr Buckman has done a nice job working with that group even though it's been
037fits and stops um lately uh I still think it's worthwhile to keep this um representation going Mr buman thank you okay the next one is the board policy subcommittee and um there this one is extremely important it took us a while to get our arms around board policies um because the legislature Through The Years just keeps pumping out new laws which then affect policy and practice and so this subcommittee works extremely hard thank you to miss yasa for her work on this as well so our csba um um system is is provided to us through this system called gamut and they notify us when a new policy has been created or is in need to be re um refined or redone and then the subcommittee works with Miss yamashta on making sure that it's um
038properly um refined and properly um identified at which point then it comes to the board and the board then has two readings publicly in two separate board meetings and I think that system works really well it is tedious I I understand it's laborious I understand and it's a thankless sort of job but I'm very appreciative of it currently held by Mrs Sheffer and Mr Buckman Mr Buckman do you wish to continue to serve yes please right and I will happily serve with you thank you unless anyone else has a deep interest in working on board polic no no yeah just just regarding that is there any reason why there could be a third position that's um that's certainly up for the board to decide we've tried to it's my understanding from my tenure on the
039board that we've tried to keep our committee involvement at about two just because it seems to help with continuity but there is no reason that can't be brought forward for further discussion is that something you have a an interest in I I how does the board feel about that you know I I'm not sure that we need three people on that board Eve um I'm pretty happy with the way it is it's it is quite a bit of work and we do review what their work is after they after they've gone through it so I'm pretty satisfied with the way things are right now actually Mr Carson I was just saying I think if Miss hinton's goal is partly to get visibility to the process and more exposure maybe I'm speaking for you and more
040engagement um that's a good yeah goal I mean yeah or the other thing we could do is I mean you can certainly know when the meetings are and we can and you could participate or we could make it a three threers committee how do you feel about that Mr Buckman okay all right um so I would we we meet pretty frequently in it funny it's never consistent so we need to let you know that sort of depends on when when miss yamas and Mark and I and then you would be available so but if if um that's all right with you then then we can we can do that that's fine I know that adding another person doesn't make the scheduling any easier I realize that but um it's something I have been interested in
041for a while so and and if we were to do that can I suggest just for for practical practicality per purposes can we agree to run those subcommittee meetings with um with two if the third can't make it yes and does that make sense yes yeah so that otherwise we're not hindered from prevented from ever getting anything done yes that's fine that's right okay okay all right Stan Louis Coastal Education Foundation okay so the San Louis Coastal Education Foundation has um one representative from school board and it's currently Mr uner he's in um this is his second year of a two-year commitment and um and the role of this is um to um maintain a board School Board presence there on the foundation um uh board so that he can um weigh in during those
042Foundation meetings as well as provide information back to the board um and I think it's a it's a nonvoting position but it's an important one in terms of liaison purposes and um we're so interconnected between the foundation and the school district the way it's designed it's quite elegant and um and sophisticated so it makes sense to have this so um Mr uner in his um in his still has another year on his uh commitment Mr Mr hunger yeah and and I would be happy to continue on that assignment okay well since it's a two-year assignment I think you're stuck anyway so all right uh carry on and the final subcommittee is the district facilities and surplus property subcommittee presently it is Mrs Roger and Mrs Sheffer and um the the purpose of this subcommittee is
043to work with me and um and our district team on really examining the Surplus properties in our districts um Surplus and existing properties in our district to really get our hands around best and highest use um most notably with the idea of Workforce housing as a potential use down the road um because we live in an area that's so incredibly difficult um to to be able to afford to live in so this is something this subcommittee is very important to the work we're doing moving mov forward and um we currently have Mrs Roger and Mrs Sheffer Mrs Roger I would like to continue I it's proposed as a two-year term is it a two-year term why yeah it is two years and I would very much like to continue when there's any other discussion on
044this all right what I'm going to do is read the names and the Committees and then ask for a kind of a motion in total is there any board discussion before we do that okay and then it's just adopting this um we've kind of done that as we've gone but let me um I should ask we haven't done our regular public comment yet because we're a little out of whack here but I feel like I need to make sure there's no public comment on this so in order to do that I'm going to go ahead now and read our public comment section but it will only have to do with this agenda item initially please so at this uh the way we do public comment this is all out of whack but it's it's okay
045the way we do public comment is anyone who wishes to address the board on a particular agenda item May do so we have forms in the back to fill out and complete and uh each three minutes in which to address the board there will be screen we follow the three minutes strictly you may not share time or seed time to somebody else um and at at this time um we we expect uh the board to be addressed civil and it must be on items on topics that are within the uh jurisdiction of the school district so on this at this time I'm going to ask just with regard to our um subcommittees if anyone would like to address the board and then after that we'll open it up more generally right then I am going
046to and anyone online M do okay so here's what I have measur C environmental sustainability subcommittee Mr Clawson Mrs Hinton as L cusd Equity team committee Mr Buckman Mrs Hinton Mr Banfield Central California schools financing Authority Mr Banfield uh Slo County School boards Association Mr uner our interest based bargaining Liaisons Mr Buckman Mrs Roger Tri County Education Coalition Mr Buckman our board policy subcommittee Mr Buckman Mrs Hinton and Ellen Sheffer Stan Louis Coastal Education Foundation Mr rer District facilities and surplus property subcommittee Mrs Roger and and me Mrs Sheffer we are a busy board all right if someone could please make a motion to accept our subcommittees that would be great I move to accept the subcommittees I'll second that Mr Clawson yes Mr younger yes Mr Banfield yes Mr Buckman yes Mrs Hinton yes
047Mrs is Roger yes I am a yes all right everyone get your calendars ready all right um and next we will um adopt our uh 2024 board meeting calendar yes every year at the or reorganization meeting the board adopts the January to December calendar and so it's important that we get this right because we we are living in very busy times and um as you well know and so making sure that you know what uh is expected as we move forward so uh on this particular calendar you'll see that um that we have board meetings in blue and study sessions in uh like a darker yellow and so in January when we return um because of when we return because we normally hold our board meetings on the first and third Tuesday of every month
048um so in January we have one board meeting that's the 16th and a study session on the Thursday the 11th Upon Our return and in February you'll see March February March are absolutely ident identical they're like mirrors of each other and so you have two board meetings and and two um two study sessions this is important to know as we start working towards the lcap the new three-year LC cap so we're going to need lots of time to work through those components and um when you get into April you'll see um the second and the 16th as well as the 11th we then go to um um and as a note spring break is um the the the week of the 24th of March then we go into May and that is um two board
049meetings on the 7th and the 21st with study session on the 16th and then in June this is really what I want to highlight so in June uh you'll notice the circle on the sixth that's the last day of school uh we have a board meeting on the 4th and the 18th and you'll notice a light blue on the 13th instead of a dark yellow that is our summer board Workshop that is where the board completes their goals reassesses their um priorities moving forward for the next year and then my team Works through the summer on those goals so that's how we're able to start the year off um effectively so it's really important I get that information from you and that feedback so you can see that um that that is very important to
050to capture and then uh in July we have one study session and that is typically our slow month and that is the 18th um and then um then in August we kick right back off we have a study session August 8th and one board meeting in August primarily because uh we start school on Thursday the 15th with staff returning on the 12th for the professional development uh time um and then you can see going into September and October they're the same two with a two board meetings with a study session November same thing the 5th 19th and the 14th um with Thanksgiving break and then in December of next year we have one board meeting because of how the calendar Works um it's there on the second Tuesday as opposed to the 1 and the
0513 um because the first week of December as you know we just got back is the California school boards conference that is your you as a board that's your professional development and so that is why we have one board meeting in December okay that is the calendar I'm asking you to review and approve so that we can move on all right is there any board discussion about the calendar we just keep going Mr CLA so yeah have not done this before so if I have a known conflict on one board meeting that's not something that we bring up like I'll figure it out later so yes okay fair enough have schedule screen all right anyone else all right this needs the calendar must be adopted by the board okay I'll move approval of the 2024
052calendar I'll second that think we have a motion by Mrs Roger a second by Mr Banfield I didn't go to the public I this is really just a board item is there anyone dying to talk to us about our calendar okay Ellen U Miss cheffer before we take the roll call on this um I do want to at least raise this top or this conversation real quickly on study session start times um it was it was um you know we have a busy board and busy lives and we have become accustomed to holding our study sessions on the Thursday in between the two evening board meetings uh from uh 10 to one because that seemed to work in years past but now there are some professional conflicts that have come up that make it challenging
053especially in light of some of the new laws that restrict um remote presence so it becomes really important I think that we at least have a conversation about it yes um that's a good point so some of the suggestions might be that on that Thursday instead of 10 to one it might be perhaps three to five um so in the afternoon which might work for for this particular individual who I know is trying to make it all work so I'm not going to put too fine a point on it but Mr Clawson is that is would that be more except tell us what yeah late afternoon um since we have closed session before and it runs 9: to1 that really takes out quite a bit of work yes it does it does so running later
054in the day would be what would what would your just favorite start time be for uh I mean my favorite start times are going to go into the evening which I don't really want to make everyone do but I mean starting midafternoon allows me to have kind of my full a lot of my work day and then okay so if we started at three does that would that be acceptable or would you prefer four three I three is great okay and then for um for study sessions so that would and if there's a close session that would also need to start at three so and we could also do the Clos session afterwards yeah or after yeah I just appreciate the consideration I mean we can figure it out it's important it's important I mean
055I've had some conflicts too so does that is that acceptable to the board does that mean then all our study sessions will be evenings we'll be at 3 begin at three yeah so that's like our evenings are going to be I I have some things during the evening that I'm committed to see so so what time do your evening events start typically well the usual like 6 and seven so if we tried to go 3 to six somewhere in there would that work it might okay yeah we just we need nothing's going to work for everybody all the time on study yeah even even a two or three start is better than a nine or 10 for me and if we can make it work so it doesn't go into people's evenings I totally respect
056that and we be I'll make my work schedule work so okay so at this point if we don't have a time certain but at least are knowing that we will shift to mid to late afternoon start is then we can work with the board on what would what would work best yeah thank you I really appreciate that yeah no you it's important you bet and I I would just prefer that we not go past five okay we should be able to do a three five we should or two to five or maybe a two to five okay let's see what we can do that's um so at this point um Mrs Roger I am uh I remember trying to juggle the activities my Schoolboard activities and my working life you know we in I punched
057a Time Clock um so I am open and amable to anything that is decided but I'm also um conscious of staff and frequently we do need staff in um in the study sessions and would we be expecting them to stay potentially until until five or six o'clock yeah we're here until then normally anyway so yeah that's not a problem yeah I mean if we can just maybe move it towards later in the work day instead of the start middle of the work day I think we can probably get to a great outcome that okay doesn't go and we you know if it requires some tweaking as we go um I think we're we're tend to be flexible I mean I'm in the same boat as you with my work I've had to do a lot
058some rearranging and we'll do what we can to accommodate the greatest number of people here um our our regularly scheduled board meetings or cyran you know we're really careful with those but with our study sessions if we can kind of help honor one another's lives and commitments and that of Staff as well then that's what we'll do right so I have a motion right now by Mrs Roger and a second by Mr Banfield is there any further discussion all right Mrs Roger yes m Mr Banfield yes um Mr rer yes Mrs Hinton yes Mr Clawson yes Mr Buckman yes and I yes all right now thank you all for bearing with us through that annual board reorganization and now we will move on to other things so at this time we will uh is our
059time for public participation um it's my understanding that at the time uh of the agenda there was no there was no correspondence received to be read at this meeting has any come in Mrs Dawson no so that we're the same okay so we will move on to public comment so again at um we have three or four sheets of people who've uh indicated they would like to address the board Mrs Roger okay I have four written requests to address the board and in the order received we'll begin with Amber Wilkerson followed by Riley Wilkerson and we'll get our timer up on the screen so we'll see when that's up and then we will all right thank you your minutes begins my name is Dr Amber Wilkerson Dr Prader on November 29th you stated that prior
060to March 2023 the family did not provide slcusd with details or any factual information about their allegations against Mr brandal despite the district's repeated request to meet really this is what the district's going to hide behind that is a lie we did not allow the district access to our daughter from October through March because in October Mrs delinger and Mr Dickinson along with the school resource officer questioned our daughter alone refused to let her leave took her phone and took screenshots of her phone and told her it's best to wait to tell your parents until we know more then you sent her driving home and no one from the district office ever called us when I contacted desire delinger the next day and asked her to call me she stated she was in a meeting
061and she would call me back last night I found out that that meeting was with Mr Dickinson and Mr brandal she called me five hours later I'm glad they could all get their story straight before they made that call it was evident from that day my daughter's best interest in the truth was not the district's priority the district has controlled the narrative on this situation long enough and now it's our turn as for lack of factual evidence Mrs delinger took screenshots of texts from my daughter's phone the day they met that was not enough evidence the district verified that Jeff brandal repeatedly made comments about my daughter's body her breast her butt and how hot she was not enough evidence over for the last 10 years and you've read it just like we have Jeff
062Brando had previous allegations from students and adults and yet you sit here and say not enough evidence Jeff brandal sent a sexually explicit text to my daughter that other students verified they saw at a party but that's deemed not enough evidence and all this not enough evidence was given to The District in October of 2022 the truth is slcusd Administration chose to protect Jeff brandow you had enough information but you chose to take the safe position you in fact chose not to believe my daughter until March of 2023 and now you're hiding and claiming you continually requested to meet with us and we didn't provide you the in the necessary information to fire him shame on you because you know this isn't the truth so many red flags and yet not enough evidence Jeff brandall
063was even being considered as a candidate for athletic director again bet that CIF when helped him seal the deal in December Jeff Brandon complained to the district that I attended a basketball game with my daughter Riley and took pictures of him oh my gosh it upset H him and his family so much that Mr Dickinson apologized in an email to Mr brandle that his family was so shaken up that I was there meanwhile Mr brandall was trying to have sex with my 17-year-old daughter the entire situation was mishandled and instead of stepping up with in Integrity admitting this should have never happened accepting responsibility and ensuring the victim was safe and protected you put the blame on the victim and families the reasons layers are involved is because you mishandled this situation and it appears
064Jeff is not the only coward thank you all right next Mrs Roger Riley Wilkerson May begin hi my name is Riley Wilkerson and I'm the older sister to the most recent victim of Jeffrey Brandel as a St Louis bisell high school graduate I recall hearing the word accountability throughout my four years here at this school as a student as an athlete and as a citizen I stand here asking where is SLC usd's accountability you have the opportunity to reflect and make change apologize and admit to the mishandling of this entire investigation since October of 2022 instead as a collective team you now see my parents did not turn over enough factual evidence they refused to meet with you you had the evidence you chose to keep Jeffrey brandow on campus from day one when Mr
065Dickens and Miss delinger met with my sister and interrogated her you did not call my parents it was loud and clear who you were protecting and it wasn't my sister so make your statements to the Press but know that the community is watching and the lack of accountability and ownership from this Administration is disgusting you have an the board has an important decision to make and you have an entire Community watching you and seeing if you are brave enough to make sure that this never happens again that a scandalous cover up never happens again up until now everyone in this Administration have been cowards when choosing to deal with this issue I hope that this changes and people start choosing to be accountable towards the predat this predator and the actions of the administration please
066know that my family in this community will not stop until the whole truth is out and the responsibility has been owned I also wanted to add and mention the fact that the board discussing climate resolution in our school district before discussing a sexual predators Behavior towards my little sister a minor shows a lot about the administration's mindset towards this issue okay Alex wierson you may begin my name is Alex werson my daughter is the student who was sexually harassed by Jeff brandal and my wife Dr Amber Wilkerson is a special education teacher for the district my wife always says when someone shows you who they are believe them the district has always known that Jeff brandal Was a Serial predator and chose to protect him Dr Prader Mr oconor Mr Dickinson Mr Block and miss
067delinger you are all parents how did you let this happen I find it ironic that the add response in August in the Tribune was that we don't tolerate inappropriate behavior from our employees yet everything that has come forward demonstrates that you do the effect of the situation has had immeasurable impacts on my family my daughter is not the same person she was before her senior year my wife continues to work for a district district that she once had respect for with District leaders she admired and now she stays because she loves her job her students and her school many relationships have been fractured this is all because of you all of you sitting here where is the district's accountability the entire situation has been mishandled we preach accountability to Children yet the leaders in this
068District are hiding behind excuses and denial it's ridiculous to think no one knew so many stories were told of Jeff brandal and his inappropriate behavior Leslie o Conor's bullying attempts to cover up these complaints letters submitted to human re Human Resources as the district superintendent you knew Dr PR this began with my daughter but is now so much more as you sit up there taking this all in please know the reason that we are all here tonight is because of your lack of leadership and accountability and every one of you have demonstrated in the situation thank you okay Leila Daniel all right hi my name is Layla Daniel I am um the director of education for one cool Earth one cool Earth is a local nonprofit that works within schools we do garden education and
069we work in 25 different schools across the county um five of which are with slcd so those are Baywood Pacho CL Smith s shimer and Los Ranchos um so I just wanted to give you all a little update on how our program is working um and how we're collaborating with um the district so um all of our garden education is based in ngss standards um we're really Hands-On um we do a lot of you know focusing in on the garden but then also bringing in the concepts that students are learning in classrooms and finding that um in spaces outside so um one bonus that we also do is we help maintain the school Gardens and it's a great way for kids to see the Garden in action um we partner with teachers a lot of
070times we'll work to collaborate with them um for example today I was teaching a lesson on how processes work and how energy is used in different processes um and we were talking about taking an orange and turning it into orange juice and I was able to collaborate with the fifth grade teacher um at PCO and um work with him to talk about ratios which is something that fifth grade standards address um and so we were able to work with that and the kids had a hands-on experience creating that orange juice together and trying it out um and we've had over 300 different lessons um this semester and still going strong um we have another part of our program is the green team which are fourth through sixth grade um students it's a small group at
071each School site that helps divert food waste um from the school cafeterias and diver that from the um from the school cafeteria and make sure that it goes into our compost systems so we have um some worms that help us with that um and the green team is really you know into that and helping with that um and especially with the new s sp383 regulations coming in where schools need to reduce disposal of organic waste and landfills um we really help support with that aspect of things um diverting food from um our land pills so our Green Team really helps with that so um thank you for your continued support with our program and we look forward to working with more schools thank you is there anyone else who would wish to address who wishes
072to address the board at this time all right I'll see Miss Dawson anyone on Zoom wishing to address the board right thank you thank you for your public comment we appreciate you being here the board does listen closely all right we will move on to uh our superintendent updates 9.01 business and budget updates um just a quick uh two updates in terms of business I was at the uh annual casbo conference so for school business officials um recently and so was some interesting news in terms of the state Budget moving forward um and it was kind of the big talk at the time of of the conference itself um when the state came forward and basically told all the state funded school districts there that the ongoing Cola was going to be 1% for next
073year so that was pretty remarkable able news for most of the school districts because they had anticipated at least a 4% budget um potential increase with the cola so going from four to one um really has a a dramatic impact on the ongoing budgets uh for our state funded schools on top of that um they they're finally getting kind of the the late tax receipts coming into the state so again because of the the rains and the storms uh they pushed the tax date off until I believe October of year so really didn't know at the time of the budget normally we have that information in April and so it really has had a a big impact I believe almost 49 billion dollar deficit um that they didn't anticipate so what that's going to do
074to budget and education um for us of course very fortunate in that we're a basic Aid School District right so our property tax values have stayed relatively stable whereas a lot of times state funded districts it's a roller coaster you know good times and then really bad good times really bad so um it it could potentially affect us because we do receive some State categor funds such as ELO which we use for our uh free before and after school care for Els our foster homeless youth our economically disadvantaged students um as well as our summer school program uh for our TK through sixth grade students so um we'll see what happens with the governor's budget here in January Ary and I'll keep the board updated um on a positive note in that same conversation um
075I did find out in November that our property taxes were up um higher than projected so a little over 6% for the school district uh and so that was a some great news for us in terms of ongoing uh revenues for for the district so oh the other the second thing I was going to address is goes right along with our sustainability talk um I was talking with eron primer the other day um and as uh Lila brought up tonight there is actually state laws about starting composting programs at all of our school sites so um Aaron primer of course she's Aaron primer and so she's already been doing this at lagona middle school and has plans to begin uh composting programs at all of our sites starting with the New Year in January 1
076so we'll more information about that to come yeah um so a 1% Cola for um state funded for state funded school districts it isn't that actually a negative Cola given inflation yeah and and will we see that 1% in special education Cola as well helps us a little bit but not it could right yes so that yes absolutely so that that could affect some of those federal and state funding programs that we do receive as a even as a base gate School District so yes and I'm just curious for what happens to a district when they have a 1% Cola so you know for those state funded districts right now again they've built they've built that we do a multi-year budget so at least a three-year projection so state funded districts do um and so
077because they've had large increases over the past two years they've given substantial raises and so in order to maintain those ongoing in the out years um it it things like a 1% Cola can become a very negative you know long-term effect especially when employees the expectation is there right in terms of raises and moving forward so um it'll it you know a lot of a lot of cbos the room became very quiet um at that meeting that morning when the the Lao officer you know gave that news to everyone and it was a complete shock to everyone in the room um because again the state had given them a 4% you know projection you know back in May and that's what they had based their multi-year projections on and so this is a a dramatic
078you know potential loss for school districts is there an expectation that there could be deferrals next year so there they're speaking of that I know Dr Prader said it was brought up in casbo um or at at uh csba um at the conference as well so again that will we're it'll be really interesting to see what the governor does in January now we are fortunate in the California and that we have built up a rainy day fund and so the governor could utilize some of those funds to assist with this issue over the course of this year but again that's a one-time solution to this problem so you know how that is maintained by the governor what the plans will be ongoing you know January will be a really interesting um you know budget conversation
079when the governor comes out and and not to continue to Reign on this parade but um I went to a workshop at csba called um show me the money and uh it was recommended from our SF squared luncheon to go to this one so I went there it was standing room only I was fortunate I got there early so I had a nice seat it was uh presented by a panel to uh one one former assemblyman Patrick odonnell uh he has termed out and now he's a lobbyist and I've known him for many years and um pro-education Guy and um and then there was also a gentleman from H AXA our our state Administration Association and then um um a a fiscal analyst from the legislative analyst office who was extremely uh dry but right
080to the point and um he showed a fan um on a grid like this with the oute going to The Wider part and that was the projected deficit that they're anticipating in the out years and it was in the to the tune as Mr Pinkerton said in the term the word the numbers he used were upwards of 52 billion dollar deficit that will land on the governor's desk in January because of the the revenue um and so the board members in that space were extremely upset especially the newly the newly elected trustees they were pretty shaken up but um the good news for us is as as Mr pton said is we're we are a basic Aid District so we get our funds locally and locally our economy is up our property taxes are up
081and we have been very measured in our in our um um interactions with our employees so we feel we're in a really strong position to support our employees and maintain fiscal responsibility and um unfortunately when you're state funded District you try your best to figure out those scenarios but this is a dark scenario for our neighbors and um so um I I'm thankful we're here I'm thankful that we continue to be measured in our approach while also trying to support our employees who are feeling it right now so that that those are my thoughts and I did hear words like midyear Cuts potential midyear cuts and potential uh deferrals which we've all seen in the in the post recession years very challenging times selfishly I'm looking at this um because I want to protect our
082elot funding for our summer program that we just want a state award for and I want to protect our families that are working and count on the child care that we're able to provide with those funds um we have have many many many families working two jobs to stay in our community and both parents and they count on us to do these things so I'm keeping my eye on this and paying close attention but I I think for us we need to proceed with caution and care but I think we're in a really strong position that's what I would say thank you anything else Mr Pinkerton right our Educational Services up update Yash okay there we go um so I want to kick us off by celebrating our lagona see um their schools to watch
083visit their application was accepted a team from uh several different middle schools across our state came to visit Laguna Middle School to see what was going on and indeed celebrated the hard work of the staff and the students and the former Administration and the current Administration and it was just a wonderful way to kick off last weekend also Elementary Athletics are in full swing for our first part of the winter and I was able to go to CL Smith and watch girls soccer games going on but we also have boys basketball going on and what's the third one miss o Conor that's it okay and we had our um we've been talking a lot about our English language arts adoption process for um our elementary Educators and we have now begun to Pilot I.E try
084out the second program materials from Benchmark Advanced it's the program um so all of the teachers that had volunteered to participate in the tryy out unit came for a day of training with Chelsea Smiley and the Isla team and had a great day here at the central office we've been continuing um planning a large collaborative team around how we're going to support the I inovate program through our foundation at the elementary level and help that move seamlessly into our secondary middle schools and connect seamlessly to the CTE Pathways at the high school and more information to come about that but we are still making a strong plan for next year and to that same end getting ready to start on the lcap process in January so we're holding pre-planning meetings I'll be bringing some information
085to you next month about that and the prop 28 Arts funding I know there wait there's more we're planning more um prop 28 Arts funding so we received funds this year that we will be spending in next year K12 across all of our programs including Pacific Beach and the peep are little little tiny um special education students as well and so we're doing some pre-planning to plan for feedback sessions on how we want to design that program to go and then finally you'll see um we're continuing to focus on regular Stu student attendance we know that students coming to school every day matters chronic absenteeism stands in the way of students making academic progress and growth and so our administrative team with the help of Janet gold and Stephanie Shepard and Chris doler um we
086all working on designing some tiered plans for school level people to implement to help support students come to school regularly and there'll be an update in the Friday focus of our chronic absenteeism rates up through November thank you well I just would like to take a moment to uh sing the Praises of lagona for schools to watch and also point out that I'm looking at those attending bya zoom and I see that John colandro is attending bya Zoom uh tonight and express my appreciation for the groundwork that has been laided in years past to uh for this wonderful achievement to have taken place and great great congratulations to Nathan Miner and um and the lagona staff for their their hard work to bring this to fruition it really has been a goal of the districts
087and the board to uh to have this recognition uh in our district of a wonderful Middle School of course I was able to attend the visitation um at lagona middle school and and it well it was wonderful but to piggyback on what Mrs Sheffer said um I too would like to acknowledge Mr colandro and to express that staff present in the room when the um the visitors from schools to watch uh were there our staff um made sure to mention that they felt it was important to acknowledge uh the contribution of Mr colandro and um and I thought that was wonderful because he certainly shares in this honor and I'll also thank Mr Buckman Mr Clauson and Mrs Roger for for representing the board while the rest of us were still still at um California
088school boards Association conference it was really crucial to have uh board pres at that important meeting Mr Buckman yeah and again I would agree I I was really honored to be there um this is not an award that a school gets easily um two princip princi many years at lagona um and one of the things that was most important to me was this is not some outside group of experts or somebody that comes in this was a group of peers these were principles from other districts superintendents assistant superintendant um and one of them it really touched me was the the the woman said I'm going home with stuff I'm going to implement at my school and that was like wow um and so it it was really amazing thank you right thank you um Mr
089Clawson I just want to say that part of the lagona presentation that was really cool was that the visitors from the other schools stood up and they recounted their day and they said universally across our parents and our students and our staff the word connected emerged as a common theme that everyone said and so the fact that that cultural component exists at the school and and was really represented by everyone they talked to was um I think cooler than even any academic accomplishments or the inclusivity and and that feeling is uh is awesome thank you go Laguna all right um measures the and D update yeah meas C andd so we're um moral Bay High they're finishing that parking lot looks fantastic in the back we're very close um yes right so we're going to
090stop those senior citizens from walking through the office in their Speedos very very soon um it's a thing it's a thing um so so again really excited looks F we Chris Chris Mr Bonn and myself went last week visited it looks fantastic it's a huge Improvement for the site and uh and really will be great for the community um on top of that again we're very close they did paint the 800 building so um really the completion of measure D is is is here finally right so teachers are going to be moving in um to those remaining classrooms in moral Bay High over uh Christmas break the the the um holiday break um as well as sand SPO high school so we're very close so we we will be holding some celebrations at both sites
091for um you know for a codre Ray of people right yeah so close to nine years um in service construction but but a lot to be um excited about and uh and and really proud of what we accomplished at the two high schools so um on that note I did have a great meeting at Pacho elementary school today I have some of the parents here that I was able to speak with um so Marcelo wear the principal asked me to come and and he had a principal's coffee so um for the board to know uh it was a good meeting answered questions um and really just trying to get out and front of the communication of what construction means on a campus and and what you know how we have to work together to kind
092of get through some some tough times um when you when you do construction so um I will be doing that um as well at all of our schools that are are having measure SE construction and so um I'm currently on the books to start uh this week at our at some of our sites I'll be um attending staff meetings to kind of again share the phases share construction what to expect this summer next year um I will be holding some Community meetings at a few of our site sites that are really impacted um by some of the construction that will be going on and so I will be doing that as well I'll share those uh dates and times with the board um as well um and then lastly uh we will at the next
093study session um we will be discussing some of the sustainability efforts that we're doing um with measure C to kick it off right that will go directly with our um committee I know know uh some questions came up last meeting and so we will have representatives from BMA which is our mechanical engineering firm that does a lot of our HVAC heating air conditioning you know energy efficient devices um as well as Toma electric um and we'll also have some of our architect um our current measure SE Architects there as well to uh assist us with the the codes and what we're doing currently with these projects so it'll be good to share that information with the board and um it's it's it's been enlightening for me uh to kind of learn you know what's happening
094what the new rules are and how that will impact us moving forward and we'll you know hopefully we can apply that to all of our school sites as we we move forward on to item uh 10.1 which is a resolution of honoring day of this of the special educator this is good evening my name is Janet G and I'm your executive director of student Support Services which includes our special education department and it is an absolute Delight to be here before you this evening in honor of all of the special Educators in Stan Louis Coastal we have an amazing dedicated group of individuals who support our students each and every day and I have the pleasure tonight of reading a resolution proclaiming December 2nd 2023 is the San Louis Coastal Unified School District day of
095the special educator whereas December 2nd is National special education day because it is the date the individuals with disabilities and Education Act or idea was signed into law in 1975 and whereas special Educators develop personalized goals for pupils tailored to each pupil's needs and special educators are involved in behavioral social and academic development and whereas special Educators work closely with parents to inform them of their child's progress and suggest te techniques to promote learning at home and work to build collaborative relationships based on trust teamwork and shared accountability and where special Educators help people's overcome weakness by building upon their strength and know that all children can learn but not in the same way or at the same pace and hold the highest expectations for success for their pupils to self-actualize and achieve their full
096potential and whereas special Educators work to stay AB breast of the latest laws governing special education to ensure that each people's individual education program or IEP is a complete and beneficial document for the people and the people's parents and teachers and whereas special Educators exhibit qualities of compassion patience and flexibility and are the unsung heroes who pull all of these pieces together and make things clear for the pupil and whereas special Educators include special day class teachers resource Specialists speech and language Pathologists paraprofessionals instructional assistants Behavior specialist occupational therapist physical therapists adaptive physical education teachers deaf and heart of hearing Specialists visually impaired Specialists Mobility Specialists autism Specialists program Specialists psychologists and nurses who work in schools and serve pupils in special education now therefore be it resolved that the San Louis abiso Coastal Board
097of Education and the San Louis Coastal superintendent of schools hereby proclaimed December 2nd 2023 as the day of the special educator and we're adopting it on this fifth day of December 2023 thank you um I'm going to see if there is anyone from the public who wishes to address the board regarding the day of the special educator Miss Dawson anyone online all right we'll come back to the board Mr rer I'd like to move approval of resolution 12232 24 day of the special educator and I'd like to Second all right and I would just after I throw out my form here like to state that thank you for reading that that it is hard work and you are a great leader of our special Educators in our district and just recognize how what what hard
098work is performed on behalf of those students um Mr Clawson oh Mrs Hinton no I'm we can you're just getting ready to vote okay let me get this order um correct so Mr rer yes Mrs Roger yes Mr Banfield yes Mr Buckman Mr clawen yes Mrs Hinton yes and I am a yes thank you be it so resolved all right um I see that Jimmy Simpson has been patiently waiting throughout our meeting our next uh presentation is youth truth survey Dr Prader yes so thank you for your patience Jimmy uh and to the board and to our public I just want to give a quick reminder of what um youth truth is all about uh I was fortunate enough about seven years ago to meet the former director of Youth truth in San Francisco who
099was very persistent to meet with me um and I was I'm super I was super reluctant because um I felt like it was just another sales pitch but she convinced me early on that she had something unique and special that would suit us um when I agreed to meet with her um she explained that she had done her homework about our district and she had had very specific details about our desires she had looked at our our initiatives and looked at our vision and really felt like it was a important uh product for us to consider and boy was she right so um we we piloted the youth truth um survey tool um and what we learned is it's an annual tool initially it was just dedicated to students in grades three through 12 and
100the whole point of the youth Truth uh tool is to identify how our students are actually feeling perceiving their school experiences with us um specifically in the areas of Engagement academic achievement perceptions of relationships and safety among peers and adults things that really matter to them when they come to our school schs and so we wanted to know these things so our student Senate which now has seven years later over a hundred students representing grades uh 6 through 12 actually 5ifth through 12 and um and I am super proud to know to let you know that the annual youth truth survey information now includes our staff and our parents and and the way we use this information is critical we use this information to engage our students our parents and our staff in ways that
101really focus on students and how their experiences in our schools are and boy do they have a lot to say and um it's not me uh talking to 10 or 12 kids across the district and thinking that they are representative of the and so um our new director the new director of Youth truth is now Jimmy Simpson and he and I have worked closely together over the last several years and really I think have taken it to the next level where we are more sophisticated in our analyses of the data and across many different groups and uh tonight what you're going to hear from Jimmy is um our 2023 survey data of thousands of students and hundreds of adults and um and I feel really um fortunate to have this information and this partnership with
102youth truth because we use this information to influence site goals within the single plans for student achievement we use these um these data sets to influence our lcap our local control accountability plans and the board the school board uses this the youth truth data to influence their annual priorities so if you think about it this is a a quite amazing um way to empower student voice but put resources behind it to make sure that we are responding to the needs of our kids so with that Mr Simpson would you like to take take it from here yes thank you can you all hear me yes all right uh hello everyone thank you Dr Prader uh for anyone who doesn't know me my name is Jimmy Simpson Jr um and I am the director of Partnerships
103at youth truth I've been with youth Truth for six years now prior to that worked in San Francisco Unified as a gardening and science teacher at an elementary school uh and come from a family of Educators so education runs deep in my blood and uh super excited to be working with you all today so as Dr Prader said today we are going to be looking through the results of the 2023 youth truth survey um as a reminder we survey students in grades 3 through 12 and we survey all families and all staff across all of our schools in St Louis Coastal uh one thing just wanted to note really quick you'll see pictures throughout out uh the presentation today and these are actually student Senators um from our pre-s survey meeting uh that we had
104earlier this school year so was just very excited to add these pictures in so you'll see the students in in action as we go through our presentation today other thing I want to note really quickly is I'm going to be sharing data around our staff survey first our family results and then our student results I'll take a quick break in between staff and family to see if there are any clarifying questions about the data but we can save the majority of the questions and discussion for the end of the presentation some of the data that I'll be diving into today is going to be our Trend data so checking in on how we've been doing over the past seven years that we've administered this survey and how we're trending as well as our disaggregated data
105so that is looking at different student family and staff group groups to see if they are uh experiencing School similarly or if they have are having different experiences around the same questions or the same themes in the youth truth survey and then finally of course we'll talk through next steps and answer any questions and Reflections so who did we hear from we heard from nearly 8,000 students families and staff across St Louis Coastal so we can see here we had a 99% response rate for our students in grades 3 through 12 this is by far the most students we've heard from in our seven years of surveying so a huge thank you and congrats to all of the uh site leaders and Survey Administration folks and our student Senators for getting all of these um
106responses it's very very rare for us to see a response rate this high districtwide so that was amazing to see we had a 177% response rate from our families so you can see here a little over 1100 families that actually went down from last year last year we had I believe over 20% of our families responding and then we heard from 66% of our staff and that's a slight increase from last year so just really quick as we look through our data today this is the type of chart that I'm going to be sharing with you this is more so after our meeting today you dive into a little bit more about what all of the numbers means but just wanted to share that I'm going to be showing you percentile charts so putting s
107Louis coastal's data into our national comparative context to compare us not only to ourselves and our Trend data but also to compare us to other schools across California as well other school as other schools across the United States and here's what we're measuring when we administer the youth truth surveys you can see here our staff survey we're asking questions around engagement culture relationships professional development safety and diversity Equity inclusion we have similar themes in our family survey with the addition of communication and feedback and resources and then our student survey again similar themes around engagement culture relationships we're also asking questions around whether students feel challenged by their academics whether they feel ready for college and career as well as some questions around emotional mental health diversity and inclusion so let's dive in some data
108so let's start with our staff survey results we'll start with areas of improvement and then we'll go to strengths and then like I said we'll pause to see if there are any clarifying questions so three areas of improvement in our staff survey that we saw was that at both of our middle schools we did see a decrease in ratings from 2022 to 2023 and that was in all survey themes in the staff survey when we look at the disaggregation of our data and we disaggregate by years employed at school we see what we call it youth truth bookend data so we see our least tenured staff employed for zero to four years and our most tenured staff employed for 20 plus years are tending to rate higher than the staff in the middle that are
109uh that are employed for 5 to 9 or 10 to 20 years the other area of improvement that we noted was that we saw the lgbtq staff at both of our middle schools rate less positively than lgbtq than non-lgbtq staff at our middle schools one example of this is you can see this question that we asked staff families treat staff with with respect we can see that overall this trend data actually trended downwards where we were historically above the national median and now we are here at the 25th percentile but we also see a difference in how staff who are identified as lgbtq and those who do not identify as lgbtq are rating this question one in the bottom quartile and another a lot closer to that national median so as we look at our
110strengths in our staff survey we see that our Elementary School staff had more positive Perceptions in every single theme in the survey compared to last year we also see that our Middle School and High School staff who identify as persons of color are rating notably higher in the theme of professional development and support we also see high school staff who identifies as lgbtq plus are rating notably higher than non-lgbtq plus staff in nearly all survey themes and again I draw these two out about our POC staff and our lgbtq staff because these are historically marginalized communities and finally we saw that our high school staff saw improved Perceptions in nearly all of the questions in our diversity equity and inclusion additional topic of our survey so here's an example of one of the questions from
111our high school staff survey I have opportunities to learn at work one of the things I wanted to highlight here is just that difference between staff who identify as persons of color reading a 4.27 appear near the 90th percentile and staff who I do not identify as a person of color reading slightly below the median so ideally we would of course want want these both to be up here near that 90th percentile but just wanted to highlight this as a strength as well one thing that you may be curious about as you look at this chart in particular is how is our average below both of our subgroups and that is because some staff do not answer the demographic questions and so what we can assume from this data is that the staff who did
112not answer whether they were POC or nonp actually rated lower than the people who did answer the demographic questions other interesting results from our staff survey this question students are getting a high quality education at this school staff at all levels were asked this question and we can see here just how positive our staff are rating the quality of Education across the district 90% of Elementary staff agree 84% of middle and 81% of high school and we can see that these are all well above the California typical school at each level the other thing uh interesting results we see is relationships has been the highest rated theme for our Elementary School staff for four years in a row safety has been the highest rated theme for Middle School staff for three years in a row
113and then what the final kind of interesting piece here is that our elementary school data rates above the national median in every theme in the survey a quick um example of this question is just that students are getting a high quality education at this school we can see our Elementary staff results here and they've always been high since October of 2020 up here at the 40 uh 74th percentile all right a lot of data short amount of time so I'm going to pause for just a second to see if there are any questions from the board about our staff survey results see Miss Mrs Hinton then Mr Clawson yeah hi Jimmy it was great seeing you at the annual conference of the California School Board Association last week and I wanted to um ask a
114couple of questions first of all the families at 17% response right are down from 20% um it's a big board uh goal to want to reach the families and have them be included and so I'm wondering if this is I know that the families can go online to answer this probably but are there also hand carried notices like they're used to be traditionally always from uh through the backpacks of the children which often don't reach home and if uh more can be done to reach of families I'm I believe there could be uh there might be language differences for example so barriers could be raised do you think that that's a great question so we typically uh Supply each of our school Leaders with what we call a survey implementation guide which has different types
115of ways to reach families we understand that it is the hardest audience obviously to get survey responses from um but I know that many folks were putting things out on social media um they were sending things home in their newsletters but there's always things we can learn from other districts who have higher family response rates so um we'll be happy to talk with our principles next year when we ad Minister about how we can improve that um as for language we do offer the family survey in I believe 12 different languages and so those hopefully meet the majority of the the needs from the St Louis Coastal Community and we haven't gotten to the student survey yet so I'll hold that question but um rate less positively that means that phrase means that they are
116not having as positive an experience as they had the previous year correct okay streeta and what did you make out of the families treat staff with respect uh questionnaire uh yeah that that's interesting I I don't personally have any sort of um meaning making out of that particular data point since I'm not in the schools um but that is was just one that did stand out to me as a sort of fall in the [Music] data so so they I'd have to look at that slide again but um did it seem to go up from the year before or was this a new question no that one was one of the questions that we saw a decline in perception so it was less um less favorable than previous years that's right that's why it was
117concerning to me I'm not looking at the side slide now yeah that's why it stood out and that seems like a point that we need to address thank you thank you anything else CH oh no Mr Clawson uh so first I have a clarification question on the staff survey so your first slide is Middle School staff on a question about families treating staff with respect your second one is high school on a different question and your third one is Elementary on a third question is that correct correct yep I've noted next to each of the charts which uh which slide or which level we've pulled that data from so how do we understand General sentiment across the schools I mean I guess this is reflecting a very specific detailed question in each case correct yes
118so part of the like the um bullet points that I provide are the high level findings sort of districtwide and then the charts that I'm pulling in are individual items that are in the survey that make up some of the broader themes such as relationships or um safety okay so so when you say that the Middle School staff has gone from three years in a row being in the 65th to 75th percentile in terms of sentiment down to the 25th percentile that's a really big drop is that in one specific spe question or is that across the board in all questions that's in that one specific question that is highlighted in that um in that slide overall you can see in the from my first bullet um for areas of improvement notes that there was
119a notable decrease in ratings for staff at both middle schools so overall we did see a decline in staff ratings and an example of that is the chart that I put on to that slide so this chart is indicative of the responses on all questions no I wouldn't say that I would just say that this chart is an example of the decline that we saw in some of our uh staff results the other piece the other reasoning we pulled that one in is the disaggregation so you can see we highlighted uh in the blue there the differences and perceptions by staff who identify as a member of the LGBT Q Community versus staff who are not members of that Community okay but your lgbtq Plus data from the Middle School kind of is the opposite
120of the high school is that what you're saying correct yep it was we had the lgbtq data at the middle school as an area of improvement and the lgbtq data at the high school was actually a strength okay well so I could probably ask like 40 questions or I could stop I mean this format doesn't this format's really difficult for me because I'd rather just see it all or see the summary aggregate but only seeing one question I find maybe confusing um I understand yeah it's it's truly the the question is there to show an example of some of that overall findings so do we have a fundamental issue at the middle schools would be I I mean if you read this we we had three straight years of being in the 70th percentile and
121we went to the 25th percentile at least in one question so so do we have a fundamental problem at the middle schools I guess is what this slide would suggest right so are you I've this is an entire day workshop okay um to really peel this apart and the point of this presentation is the first blush okay trying to give you a gal of of what it is we found basic Trends now to answer that question my mind goes to a few different places Jimmy you can lean in if you want um do we have a middle school problem in that particular area um and because that is a sizable drop and um in that particular area but the primary bullet suggests it's in all areas yeah and and and so you know my my
122feeling is is on the topic of lgbtq staff at the middle school my feeling is and I shared this with Jimmy when we reviewed this and talked about it I I I suspect without really doing an investigation into this I suspect that the the experience for our lgbtq staff members at the middle school are probably more isolating in nature because the staffs are smaller these are smaller schools smaller staffs whereas with the high schools where those numbers are much better it feels more like a community and I feel like when you talk about perception data in a survey like this I I really believe that our staff members at our middle schools who are part of the lgbtq plus Community um probably do feel isolated and and probably um um probably less of the community
123despite some of our efforts is my thought okay so I mean I get I think that's a very valid topic but that wasn't my question I guess correctly which slide are you on Mr Claus oh the the middle school one what number are you on there's one slide on the slide seven okay yeah so if you look at the the Orange Lines which are not breaking out lgbtq plus from non-lgbt plus we had three years 22 2120 where we were you know far to the right and the whole staff's rating being dropped to the 25th percentile after being in the 65th to 75th three years so so my question is and and he's suggesting it's not just to this question but it's to many questions so yeah so do we have a fundamental issue where
124our staff at the middle schools across the board have had a change in sentiment that's dramatic maybe okay possibly I have I have my own assessments um we've had leadership changes and and I think um whenever you introduce um some of those changes into the system you might get remember this is staff so my guess is um there are some legitimate uh areas of concern but let me tell you what we're doing there Brian um so starting I believe it's in January anuary in January we're we're actually doing what we're calling listening listening sessions um at both Middle School separately um with our staff with our students and our parents to gather more information so before I make any strong ass assumptions here what I really need is more information and so our student Senate
125meeting next week we will look at this and I will ask them to lean into this and do um micro sessions at their sites with their peers um and um and really start diving into some of this so I think I think we're going to know more in a couple months about how the staffs are feeling there at the middle school to get you your question okay um at this point it's too early to tell but boy isn't this a interesting data set yeah and I'm so I'm interpreting it the things I'm saying are in line with the slide I'm not interpreting slide I think you're interpreting correctly okay you I would say you are interpreting it correctly one of the things that we really try to caution is trying to place any sort of
126sort of grand statements around Judgment of the data particularly because we are youth truths perspective unsure of the circumstances of how the survey was administered and we try to get folks to really use this data as a point of inquiry um so while we did see some notable decreases in the Middle School staff data I I personally would not say that there was any sort of fundamental problem at the middle schools I would say that there is are lots of different ways that we can engage our staff with this data making sure we're closing the feedback loop and having folks be able to use this data to create datadriven conversations about what's going on and why the data may look the way that it does one more but you can go first well I appreciate
127it's on the same to go first so the yeah so I'm I'm on that slide I wasn't last time I spoke um the this speaks to what I've brought up often with you Dr crater and other some other members of the board that it could be that the families need more training on what respect is towards the LBGTQ what the laws are and what it means to misgender let's remember also the families are not around the school and they may be accidentally misgendering when they come on they might say Excuse me sir when the person identifies as a female just out of ignorance so that's where that training for the parents letting them know what the laws are because also since then there have been additional laws having to do with misgendering um also we've
128had a a gay a Gaya training here of the high school and so this survey could have raised the awareness of the staff um as to exactly what is respect and what is not for the lgbtq uh community and um also um what it means to for them to be safe and all these things that have to do with education of what is a relatively new phenomenon in our culture so it's relatively new and some of the families are still in the quote Dark Ages about it that's where that that's why I've been so insistent about the training of the parents and families but but I do think that it has to do with ignorance about what's going on and that um it may not may not be malicious disrespect yeah and and to that
129point Miss Hinton yesterday when we were going through this I I I think there's a direct parallel between the training that we offered our staff at our high schools through the Gayla Pride Center and their corresponding results are noticeably different we did not train up our Middle School staffs and that could very well contribute to this uh issue and we didn't offer it to our parents and to miss hinton's Point um we are working on that it's going to happen in the in the winter um I'm I'm gearing January February March for these um for these workshops so I look forward to that and I I do think it's going to make a difference I really do to your point now Mr Clawson you had another question yeah oh sorry so basically slide seven suggests
130that um our Middle School staff has a notable fallof from the P previous three years slide nine suggests that our Elementary staff does not have a fallof and slide eight does not tell us whether there's a falloff from the high school staff so I'm wondering if there's a fallof from the high school staff as well or if they were already previously at kind of the lower percentiles our high school staff stayed the results were very similar to last year so that is why there wasn't even a bullet point about it got it okay thank you yes Jimmy would you like to continue yes all right so let's go to our family survey results so as a reminder actually before I even get to our areas of improvement as a reminder we only heard from 17%
131of our families so we want to take some of this data with a bit of a grain of salt recognizing that 83% of our families are not included in these results so as we look at our family results we have a few areas of improvement highlighted here so families with a student uh who have an IEP or in special education classes rate notably lower in the majority of themes in our family survey compared to families whose students are in general education classes the most notable theme that stood out to me here was school safety another piece and and you can kind of interpret this either way um but families at our high schools with a student in 10th and 11th grade rate notably lower than families with a student in 9th or 12th grade so
132again that's that bookend data that we're seeing and thinking about potentially some of the interactions that families of nth graders and 12th graders have um first joining high school and getting ready to leave High School versus those families who are in the middle and then finally Middle School families rated safety notably lower in 2023 than in 2022 so here's an example of the um disaggregation by special education and general education families uh for this question my child is safe from bullying during school and this is pulled from our elementary schools across the district so our overall average rating stays pretty strong it's actually a little bit higher than it was last year a 3.53 near the national median but we do see those families with a student in general education rating above the national median
133while our families with a student with an IEP are rating in the bottom quartile 3.32 some strengths that we see in our family survey so our Elementary and high school families saw an increase in rankings in all of our survey themes our Middle School families results mostly besides that safety theme stayed the same from last year another uh strength here that we see is our Spanish speaking families at all levels R above the national median in a vast majority of our themes I have to say majority because I think it was only two themes where they were closer to the national median but weren't above it and then the last piece here families at all levels elementary middle and high school reported more positive Perceptions in the Dei additional topic than they did in 2022
134so an example of that is listed here below and this is pulled from our high school family survey where we see the question my school clearly communicates how to report acts of discrimination we can see here for the first three years that we administered the family survey we were either below the 25th percentile or slightly above and this year we are all the way up here at the 69th percentile so just a couple of again interesting pieces that I wanted to pull from the family survey we can see here that same question that staff answered about getting a highquality education we asked our families that question as well so my child is getting a high quality education at this school we can see 85% 74% and 80% agree at these levels and that is well
135above the California median which you can see over here another interesting piece is that our high school family results in five out of six themes are the highest that they have been since we began surveying our families in 2020 and then finally at our Middle School uh both of our middle schools all four of our questions about diversity and representation in the Middle School family survey improved from last year to this year and those questions are similar to the one that we have here in our example how often do you see people of diverse backgrounds in material sent by the school we can see a steady increase started out in the bottom quartile and now we're up here in the 64th percentile so I'll pause there and see if there are any questions about the
136family survey before we dive into the student survey um I gonna say I didn't make a note of what I was gonna say um oh so how much of this do you think has to do with national increases in school violence I mean is there any way to determine that there isn't a way to determine sort of the the reasoning behind it however I will note that after we went through our I'll go back to this after we went through our aggregate data from last school year we saw that at all levels elementary middle and high there were less positive perceptions around uh family perceptions around school safety and bullying so we saw those results kind of PL during the 2223 school year we can even see that here um in St Louis coastal's Elementary
137School data for this question my child is safe from bullying we see that last year was a new low and this marks some improvement from last year um but that definitely was something that we saw as a national Trend last year okay thank you thanks Jimmy carry on all right so our student survey reminder we heard from 99% of our third through 12th graders so we'll start with our areas of improvement so one area of improvement here is that we see that our middle and high school students perceptions of whether their peers value people of different backgrounds notably decreased from last year to this year and one thing that is somewhat new in our student survey this year is we're actually testing for statistical significance in our Trend data and what we saw at our
138middle schools is that there were several questions such as the one up here on the screen where we saw a statistically significant decrease in our data from 2022 to 2023 so I want to spend just a little bit of time explaining what these questions are so in the inclusion theme in our uh survey we're asking students about whether they are perceiving how other students value people of different backgrounds as well as how adults in their school are valuing people of different backgrounds what was very interesting is that students at the middle and high school level we didn't ask these questions of elementary school students but students at the middle and high school level are perceiving that adults are valuing people of different backgrounds those results actually increased from last year however it was very clear
139in the data that their perceptions of how other students are valuing people of different backgrounds decrease significantly so again here's this question students from my school value people of different genders we can see that we were above the national median for the three years that we asked this question and this year we had a significant drop to 3.23 in the 17th percentile as we disaggregate that data and we look at it by gender identity we see that girls are rating notably higher than boys or non-binary students boys are rating in the bottom cortile and then students who identify as non-binary gender non-conforming or they prefer to self-describe their own gender identity are actually rating below the zeroi percentile for this question another area of improvement and this goes along with gender is students who identify
140as non-binary at all levels even at our elementary level and high school students who identify as transgender rated notably lower than their peers who identify as a man or a boy or a girl or a woman in every single theme in our survey so here's a a question from the survey do you feel safe at school and this is asked of our elementary school students this is the first year we actually have this uh data available for our third through fifth graders or third through sixth in some instances we see here that girls and boys that our elementary schools are rating up here near the 65th percentile while our student our elementary school students who are non-binary a rating down here near probably about the 10th percentile some other areas of improvement so I'm going
141to go to the second bullet first because I don't have a visual aid for that one um but we do see that 40% of our middle school students site distractions at home and family responsibilities as an obstacle to their learning that's up from 36% last year and it's 5% higher than the California median relatedly 35% of our middle school students site extracurricular commitments as an obstacle to learning up from 27% last year so an 8% increase and you can see here quite a bit higher than our California median of 18% and another area of improvement as we disaggregate the data by race ethnicity one of the big differences and Trends we saw was at the elementary level where we see that our black and African-American students and our native Hawaiian Pacific Islander students are rating
142lower than their peers in nearly all themes and just an example of that question or of that finding is here up on the screen again this is Elementary data we see is your teacher fair to you and we can see just how different some of our students are experiencing and reading this question compared to others so let's take a look at some of our strengths our our elementary middle and high school students saw improved results in the emotional and mental health additional topic this was one of the clearest Trends across the entire student survey regardless of level that students are having more positive perceptions of nearly every question in the emotional and mental health theme going along with that the percentage of high school students who are choosing feeling depressed stressed or anxious as an
143obstacle to their learning is at its lowest percentage since we began asking that question back in 20120 So an example of the first bullet you can see here at the elementary level we have ask this question when I'm feeling upset there's an adult from school I can talk to similar question at our middle schools when I'm feeling upset stressed or having problems there's an adult from school who I can talk to and at the high school I pulled out a different question because we saw such a big Improvement in in it but it was when I'm upset stressed or having problems my school has programs or services that can help me so we can see here how we've moved up 11% since 2020 for our elementary schools that's improved 9% for our Middle School since
144we started asking that question and from last year for our high school that bounced back to uh 41% which is our highest percentage since we started asking that question some other strengths College and Career Readiness which is a question that or a theme that we only ask of our high school students has reached its highest rating since we began surveying seven years ago and I've included all seven years of data for each of our College and Career Readiness questions here so we can see that for both college readiness questions we've improved dramatically from last year and especially from when we started surveying back in 2017 questions around my school has helped me de develop the skills and knowledge I will need for classes as well as how to apply for college as we looked at
145our career Readiness questions we saw Improvement in this data as well from last year and the year before with a little bit of a spike in some of our career Readiness data during the peak of the pandemic when we surveyed in October of 2020 uh but some nonetheless really really strong Improvement in College and Career Readiness at all of our high schools all right a few more strengths here for our student survey so the diversity additional topic sought improved ratings for both middle and high school I want to focus on that for just a second so I noted just a few minutes ago that our inclusion topic was an area of improvement our diversity topic is a strength so as we look at the differences between those students are recognizing that the curriculum that they're
146working with the posters on the walls all of the things that around representation they are having more positive perceptions than they've ever had before and you can see that um in the question here within your school how often do you see people of diverse backgrounds represented in textbooks and other class materials this is a typo here on the right side it is high school results but it should say student results not staff results but we can see over the past four years we started out in the bottom quartile now we're up here in the 66th percentile the other thing I'll add as a strength I didn't have a a chart for this but middle and high school English language Learners rate higher than nonell Learners in or in elll students in the majority of our
147survey themes all right last piece here and I know we have we'll probably have lots of questions for our student survey so other interesting results in our student survey belonging continues to be one of the highest rated themes for elementary middle and high school students so our belonging and peer collaboration theme has been the highest rated theme for our middle and high school students six out of the seven years that we've surveyed as you can probably imagine uh 2020 was the only year where belonging was not the highest rated theme when students were learning at home so that I think is a huge celebration and just thought something I thought was really interesting in the data this I I talked about this a little bit here but wanted to add a little bit more Nuance
148to the data when we talk about inclusion so our middle school students and staff perceptions of whether students are valuing people of different backgrounds decreased from last year to this year so it's not just middle school students that are noticing this it's also Middle School staff one of the other things we see here I mentioned this already uh middle school students perceptions of whether adults value people from different backgrounds that actually increased um however our Middle School staff are perceiving it differently so there's a difference and perceptions of how adults are perceiving other adults um valuing people of different background rounds and then the last piece here which should be I should have put this in strengths but I'd have it in other interesting results but our high school lgbtq students they do rate lower
149than their non-lgbtq peers in all themes however the results are much much closer than what we typically find in our youth truth data set so we often times are seeing our lgbtq students rating below the Z with percentile we almost always in the bottom quartile that's not the case at our St Louis Coastal high schools we're actually seeing those students rating just slightly lower than our non-lgbtq students I found one example of a question where lgbtq students are actually rating higher at our high schools and that's about teacher belief you can see here how many of your teachers believe that you can get a good grade if you try and our lgbtq students are reading slightly higher here all right I am ready for questions he I have um uh Mr Buckman followed by Mr
150rer okay I guess I guess for me the choice of subgroups that that are that are they're represented here 40% of the students in our district are living in poverty is is that data available we do not that's that's a good question we do not since all these demographic questions are selfreported we do not have any demographic data around uh students who are of different socioeconomic statuses the one sort of correlation that we have that is best is parent education level and that is one that we did I did not include in this presentation because the data did not have common Trends across the survey thanks um Mr rram I'm just curious so we saw decreases in perceptions or or or treatment people's feeling of treatment with gender but yet we're seeing increases in in
151our diversity and and people's feeling about diversity any ideas about what that is yeah that's a good question I would also ask Dr Prader to chime in for that we had a good conversation about this the other day but as we look at the different themes um in our survey we intentionally split diversity and inclusion because they're measuring different things so for diversity it's more of thinking about representation both at uh you know in the materials that students are seeing as well as the curriculum that they're being taught and so those results have improved pretty dramatically for students families and staff when we are talking about a sense of inclusion and we think about how other students or how adults are valuing or treating people of different identities that's where we're seeing some differences in
152the data so that's where in particular we're seeing students reporting that other students are not valuing people of different identities so it's just a a a difference in in theme there um and and I I don't necessarily know what to make of that and but we do very intentionally split those two themes so so the diversity maybe the example and the inclusion may be where the rubber hits the road something like that yeah like the practice go Ahad and I just have to mention this part as I'm I'm intrigued by it in so many ways that students perceptions of the adults in their level of in their perception of how adults care for the kids has improved along all themes all categories but what's fascinating in this data is that the students are perceiving their
153own peers as being less kind less um inclusive less um accepting yeah and and so we've spent on some levels I'm super proud of the work that we've done with our staff through the last few years to really build their capacity and their awareness so I think that's paying off and I'm most thankful for that now the work of of holding sort of kids the students themselves to a standard um and really working with them more intentionally is going to take some doing and I think it leans in or I would suggest I would think it also has a based on what I've heard from students and staff uh at different times is that what is seemingly driving the splitting up of kids is socioeconomics it's class perceived class and and um that's a real
154real important understanding to have when we think about access and opportunities to Summer exper experience to um Athletics um to clubs to all the great things that we want our kids to all have access to this has got to be a top priority and it is it's part of what we do but it's really pronounced when I think of this data and that particular question is how do we create a sense of inclusion belonging and safety among our kids with kids so we don't they're not reverting to the Jungle so to speak you know and doing the Lord of the Flies thing and and um and I think it's a big question it has to do with social media it has to do with Society the the what's on the television what's at the what's
155in the home so we have to do a a serious Deep dive into work with our kids with our families and continue the work with the staff it's a big undertaking and I think we're we're getting there but this data tells me that's what's at stake Jimmy did I did I capture that yeah the only other thing I'd add that we talked about briefly was I also think that that data around inclusion in particular is going to be I think a fascinating piece to engage our student Senate with uh to be able to see from their perspective why that data looks the way that it does and what they as students can do to help make change and improve that Mr Buckman right so when we look at the subgroups we're not tracking we're not
156tracking poverty um what what are the subgroups that you gather data for I guess that's the easiest question yeah uh at the elementary level there are fewer than secondary so it's grade level gender identity race ethnicity and then you can see it broken down by grade level and gender identity together at the secondary level we're adding in um English language Learners uh special education there are race ethnicity gender identity trans identity sexual orientation member of the lgbtq community um and a few others hold on let me pull it up really quickly oh caregiver education level and uh person of color as well as self-reported grades so students who say they're getting mostly A's B's C's D's or below and so when so do you you probably not and this may have to go to the
157other but the percent of sta the percent of the students who identify does that yep we're are able to see that in the report so you can see how students answer the demographic data questions all right and so what percent of the students are LGBT yeah good question in our High School uh in our high schools the percentage of students who identify as lgbtq are uh 16% in our high schools we we do not ask that question of our middle school students okay thanks and then at some point does the board see the entire um yeah all the the questions and results in more in Greater detail yes so Jimmy the question to the board or the board that Miss Sheffer asked is does the board have access to the entire engine of Youth truth
158um um can you respond to that yeah we are of course able to provide you with all of the questions um but as for our publishing of the data the data goes specifically to school leaders um and then to the district to Dr Prader and so from there there is opportunity to dive into the data a little bit deeper um in other sessions but that is not something that we at youth truth make public thank you I just seem to recall that previous years we've had great de access to yeah greatly detailed information yeah the very first thing we do is we sit with our cabinet team and we review it we review it next week we're actually reviewing it with our principles um and then with the students and during the student Senate next
159week they're actually well actually the principles have already been given this so they've already contacted me to to let me know either how happy they are or how disappointed they are so um so next week the principles and the student senators are going to unpack this within the engine the one thing that Jimmy hasn't talked about that I think is really powerful is the anecdotal feedack back among students who take the survey in other words they have a chance to write comments and that is very telling as well um and so we we um we utilize that with care you know I I would like to be very careful as I share this information with the board only in so far as um students have approached me on the Senate and one of the hardest
160things they've confronted among their peers while while um um taking the survey is that students at um our schools at our high schools in particular are um are trying to convince others that this is adults way of spying on kids so he members of the student Senate wanted my wanted my um assurance that that wasn't the case and so that's why we take this and that's why we we protect this so it remains credible the students are listening um when they start looking at this information they pay close attention to it and part of what the work we're going to do in January February March is I'm asking the students in the student Senate to reach out uh at their sites and do focus groups with their PE around some of these themes that they
161have questions about and deepen it deepen the question clarify it and bring back the information that they learned to help strengthen their goals at the sites so um I'm asking them to identify different groups of kids that may not normally have a voice and try to figure out how they're feeling about some of these themes and areas so I feel like we're on the right track um if individual board members want access to look at the youth truth data that we've taken um I can I can provide you that access so you can look at it um it's really interesting to look at it um takes a while to figure it out but there's so much in it you could spend an entire weekend looking through it um and it's valuable to do that uh
162I'm sorry uh I don't know yeah resp to that comment that okay yeah sure so I think there's I think there's two types of requests to look at this information I mean there's detailed comments that are relatively private that I can understand not wanting to share individual comments um across 7,000 respondents or however to to all of us on the flip side I I find this format of this presentation to just be very selective like like for example I'm looking at this saying what is the general sentiment of our middle schools it seems to have dropped from both staff and students on these specific questions but I like a simple thing would be what's our aggregate score of students across all questions at the middle schools is it and my hypoth hypothesis would be that
163it's dropped but but I can't see that and so aggregate summarized data that isn't sharing someone's personal comments I think would be really useful and and different than seeing all the private details yeah and Jimmy put that together um in a summary data form that I didn't make but I have it for you for Friday update oh okay yeah but I this presentation will also go to student to uh to the parent leaders in this format we're trying just to again Galt like what generally did we see to the board you'll get more specific information as we move along but I just wanted you know um this format you know um just wanted to get a give you a flavor um of the positives some of the concerning areas um what what jumps out at
164us um in in a very complex data set um but we could we can continue to look at this to make it more easy to digest I suppose um and I could do that Jimmy any thoughts on that yeah I think just the summaries that I've pulled truly are the from someone who looks at I look at dozens of these every single day for hundreds of school districts across the US so these are the things that really stood out to me again as strengths as well as areas of improvement because there's always ways to find both and as Dr Prader alluded the the data is truly complex so if we think about for instance your example of the middle schools there is data that is lower than last year and a percentile that like in
165the bottom cortile but also in that same vein for middle schools there's also data that is actually in the top cortile so it's not something that we can you know pull sort of just a snapshot of it's it's just a little bit more intricate than that so what I just what I pulled was just things that really stood out to me as someone who is in this data all day um Mr Buckman and M Hinton um is it is it possible for a district to ask for some specific data maybe it's just related to the you know we live close to the ocean just salt is it too salty for you yeah so we have uh we have a core survey that's our in instrument that every single partner of Youth truth has and then
166from there you can add on additional topics and if that doesn't cover what you all are wanting to find out from your communities there is the opportunity to add select custom questions if you'd like to okay thanks Mrs hon well the the nature of the questions is subjective where it's it's about feelings and trying to wrap it into some kind of neat package I don't know whether it's possible to do that with feelings um if we like took acts of how many acts of violence happen you can record facts of things that happen but when we're dealing with feelings I just don't know I to me like that's hurting cats and I don't know the we we're we're ever going to see it could go up one year down the next year and around and
167and never show any progress I mean no I don't mean to say that never show any data that you can actually show Trends with is what I mean by that's a that's such a good point we absolutely recognize that this is it is a perception survey that we we call it a student perception survey and so what we try to caution folks is is taking this data and thinking that this is some sort of report card that's truly not what its intent is the intent is for again deeper inquiry to figure out how students are feeling during that time but but I do want to say one of the things that we completed just last year we completed a research project with the Sanford Research Institute SRI and what they tested was whether higher results
168in the youth truth survey were tied to academic and behavioral outcomes and what they found is that every single theme in our elementary middle and high school survey is tied to some sort of outcome whether that is reading proficiency math proficiency graduation rates chronic absenteeism suspension rates we do know based on this study that our survey is predictive of those things so that is something that we are very proud of in the development of our survey but also knowing that students perceptions are their reality so that's why we we find a lot of value uh in making sure that we do this annually but also as you were alluding to missen making sure that we are cautious and not thinking that this is some sort of report card and this is you know students take
169this in October we shouldn't assume that this is how students are feeling in April or May that changes uh so it truly is a tool for continuous Improvement yeah yes I think that um there will be continuous Improvement as um it gets more normal to have more binary um versions and and um that um probably I would think that the whole country um would be showing results similar to this any any other questions or comments from the board thank you we really well I really value youth truth I think it's so important I appreciate that we've undertaken this um process and um yeah thank you thanks J we appreciate your help thank you Jimmy thank you all right next is 11.02 measure c22 um an RFP Q yeah so we uh completed our RF QP
170for the last RFQ lease leback Construction Services contract for uh Laguna Middle School um for this phase one of projects um and the winner of that award was a construction company by the name of f&h construction um new to us in terms of working uh with Stan Louis Coastal but um has done several projects um you know recently in the area that the animal shelter that's here they're currently working on the probation department but also have done lots of schools um throughout their time so you can actually go online and look at f&h Construction Company um you can see a variety of the projects that they've done and completed um you'll see um as we discussed it at other times with our leas Le back agreements um our contractors all got their pencil shut with
171this agreement so I mean this was a really close um in terms of price in coming for right again all qualified contractors everybody who's done School construction but in particular you can see that f&h came in at a a 10.28 percentage um a little bit bit over uh Acme construction at 10.5 but also Newton construction 10.64% 72 and Mayo at 427 So based on our point system and the uh the best value score f&h Construction Company um came in first we met with him yesterday very impressed with the the two individuals one was the kind of the CEO of the company the other one was a project manager um and so they're looking forward to uh assisting district and becoming a partner with us in um modernizing Laguna middle school so tonight I'm asking the

177we have advanced agenda anything for advanced agenda nothing and then reports by board members any reports by Mr Buckman yes um I was able to attend on behalf of um St Louis biso County the California school boards Association delegate assembly the topic was mental health of students and it was pretty amazing um they break the they break us all up into separate rooms and um suicide came Rose really high really quickly and that was just a real eye opener um I also as we already said I was a able to attend Laguna middle schools uh schools to watch and um I attended at the California school board's um annual education conference a program on uh workpl work workplace housing and uh I learned a lot but especially that um Workforce housing can be smaller groups
178of houses is in my mind it was always larger you know like like a whole Community like all these chairs and it you know some school districts have done as few as 15 at a time um and the other thing I learned is that you know the workforce hous it impact schools County all kinds of government agencies and people were talking about maybe we need to work together a little bit um and then I was able to attend the Golden Bell ceremony and that was based um on award how many golden Bells do we have Eric five three now so three now and I it's a really big deal I'm sure Dr PR will talk to it but um and this was based on our summer experience which is it's just an amazing program um
179I just congratulate um everybody that's involved with it and we've got kids I'm sure that would want make would would have been going to other places and they're staying home and attending summer experience so thank you Mr Banfield then um Mrs Hinton and Mr rer yeah while I was at the um at a book fair at Monarch I couldn't help but notice how students and parents just seem to gravitate to Katie Sala she's just the principal she's got a away with her an ease she seems to be very inviting and you know the kids just love her you just tell they got a great principle there thank you Mrs Hinton yes like all of you others I enjoyed being at the California School Board Association and I'm was honored to be able to participate on
180the panel for the foundation's presentation of I innovate and I I thought Christine and Katie and um Sarah and Chris did a great job of presenting on the board on that panel Mr rer okay all right thank you everyone uh it's a wrap see you next time
