003good uh Dr Perler 5.03 presentation to our outgoing board member four words right okay good evening board and Mrs fraim Mrs frame became a trustee in the San Luis Coastal Unified School District in December 2018 representing the coastal communities of Los Osos and Morro Bay following a long successful teaching career in her District although her tenure on the board was a single four-year term she made a notable impact on her governance team specifically Evelyn was curious she was curious about How We examined and made sense of student achievement she wanted to make sure we understood the complexities within the data and encouraged us to look within subgroups as well as examining Trend data these efforts revealed Evelyn's commitment to her role as a trustee and the great effort she took to deepen her own understanding

004of student learning and achievement she is an Ardent supporter of our staff students and Families indeed it was a pleasure working with her everyone cares deeply about students families and especially the St Louis Coastal Community she is thoughtful and always willing to give her time to listen I was fortunate to spend quite a lot of time with Evelyn over the past four years and sincerely appreciate her dedication to our district Samuel's Coastal has benefited tremendously from Evelyn's wisdom and character especially as we encounter the coveted pandemic and you need to make very difficult decisions swiftly I respect Evelyn's maturity professionalism and courage to take action even when it wasn't popular as a parting gift and in recognition of Mrs frame's distinguished Service as a trustee on the San Luis Coastal Unified School District's Board of

005Education books will will be placed in the libraries at each of our Coastal schools the following books were selected by our district librarian Michelle Hopper well the elementary schools fire chief Fran by Linda Ashman Middle School the last map maker by Christina suntavart and for high school rating Sweetgrass for young adults indigenous wisdom scientific knowledge and the teachings of plants by unique gray Smith in addition we have a certificate of appreciation and I would argue impact um along with a really cool pin and it's it this will be given to Evelyn just tonight in appreciation also Mandy and our team Manny would you bring it up here selected this beautiful bouquet for you Grocery Outlet wasn't gonna do the trick okay so Evelyn will you please come up and um and I know you want

006to share a few words and I know the board would like to say a few things as well but again thank you let's see um let me put my flowers here [Music] if only um first of all I'm going to um really acknowledge um and take a brief moment to shine the spotlight on people in this room everyone to assist and make it possible um for the board to do the work that we do um and that we are entrusted to do and really to my colleagues and to The District staff I want to thank you for engaging and questioning as we all have endeavored to support our students who are focused and I'd like to give a shout out to a few organizations one of which is our San Luis Coastal Educational Foundation Luther

007General support um [Music] science can someone experience student athletes a little step in Richmond opportunities goes on and on and the list is long and impressive two animals and parents who are highly engaged the volunteering don't even asking tough questions and I have always appreciated tough questions they've been hard but it is how we grow and impact our students and so what do I thank you into our educational homes our schools they foolish because of our remarkable staff our secretaries clerks custodians Food Service Brokers bus drivers are principals and of course our highly talented and skilled teachers I am odd and humbled by the work they do and when I go to the sites I would like to acknowledge those we serve our students our students enlarge our hearts and they guide our souls to

008become better people and there's our hope that we continue to honor our students with intention vision and inspiration and I want to thank the students the students that I've taught and students I have not had the honor of teaching but I stand and rest on your shoulders and I thank you so much for all that you have done so I found my passion in teaching and it doesn't matter that every student finds theirs so thank you so don't don't go away don't go away to make comments the shepherd so one of the things I learned about Evelyn is it's hard to have a short conversation with her but the conversations are always meaningful they're instructed they're informative and they reveal how much the depth of your caring about our schools and the way the district

009Works sort of coming you entered this after a very lengthy career in teaching and knew a lot about that side of the way things worked and were so eager to learn the coming up higher what that looks like what that entails and I will say that our conversations have made me a better trustee so for that I thank you a lot of people still know Drew everyone felt a an affinity with the fact that we have both grouped bilingual teachers with a substantial careers behind us and have that understanding of the needs of the especially in our case the elementary child and I know that you're so appreciated for your abilities to do that in the district and also I want to appreciate and thank you for when I was new and coven made it

010more difficult to visit schools we first started up again everybody said I couldn't recognize anybody because I never met anybody without a mask before and you uh went to some of the schools with me and it was just really helpful to have that uh comp camaraderie thank you thank you thank you anybody else Mr Brooklyn all right short Mr deadline I offered um I most of the time we sat next to each other and I looked at your questions and it was like I always thought I asked a lot of questions and in depth and good questions but you're the best when you really held staff speak to the fire you made things better for kids and you did what a board member should do so I I wanted to learn more about you so

011I I went to maintenance and operations and I asked them if they could find your old desk and they did and so I I looked at it because I was looking for tips and they found an old three ring binder you've been a teacher a long time so a lot of people may not recognize what this is but you know it's an old composition book it was kind of fun um let me see oh there was the uh Disney I mean Paw Patrol and all that stuff now but you had Disneyland it was great hold up so raisin Nets off parents be the original pop part um crack advance and let's see what else smart backwards his games that you took away from the kids when they first came out yes I think so this

012one surprised me the chocolate they used to write the lines on the blackboards I was very surprised by this one let's see what else flash cards with Sesame Street these are some old stuff um and then this one I guess you never got to use this so you put the ABCs around the bulletin board anyway you you've been a great teacher and you've been a great School Board member and I really appreciate having the opportunity to work with you and you can have all this if you want go away we got two more but I'll debrief I'll be brief um I've known you a long time 30 years I think but not in this capacity until the last four and um I've been really impressed by your heart for kids and the good questions that

013you ask as everyone is has mentioned you know that you're thoughtful you're a deep thinker and you um and you raise very good questions and so I hope that we will be able to continue to delve into the areas that you um that you were so interested in that that we won't lose sight of asking those questions because it was powerful and meaningful um for the work of the board so Emily I I will miss you but you're two blocks for me so I imagine I'll see ya I'll see you around the hood and I'll just finish off with um I want to give us a better board you've you've really made us a better school district we were having I was having a conversation with Dr Prater and and I believe he's he mentioned

014that uh there was a study that shows that schools that are high achieving school school districts that are high achieving school districts their boards spend at least what is it 60 percent of their time talking about student achievement data and the importance of student achievement and that's something that you have always focused us on and I think you've raised the con raise the bar of the conversations you we've had you've reminded us of the things that are important and for that you have made us a better school district and a better board so thank you thank you thank you so much and I'm not sure exactly it's the person you're talking about is in this room but I truly appreciate um the work that you do and will continue to do so thank you thank

019now we can switch okay all right now we do a little musical chairs just one moment please they're just they just switching it's whatever you can stay there well something since you'll get that it's still formal okay Mrs present would you like to just want to take the five oh well we can next our next item is a presentation to the outgoing board president so we can foreign I've done this before um you um have served on our board for two years and as president and I have to clarify that but uh you are the longest serving trustee on School Board and um and um I've done magnificently I might add um so it's my honor to have um served under the board leadership of Mr Unger for the past two years he has been

020competent accountable empathic to the public and responsive as he managed very complex circumstances during this time Mr Unger has served as a trustee for over 20 years on the San Luis Coastal school board he takes his responsibilities very seriously and is genuinely committed to understanding the important issues impacting students parents and staff Mr Unger spends time in the classrooms staff lounges and offices of our district to ensure our kids are getting the best opportunities possible Mr angres served as the president of the California school boards Association and remains involved as in within csba as a delegate he is a Relentless advocate for public education and has traveled from Sacramento to Washington DC fighting for full and fair funding for our Public Schools additionally Mr Unger is a prominent voice on the national stage advocating for

021adequate special education funding under idea he is a champion for our kids home and away I've enjoyed working closely with Mr Unger over the past two years as president he has done an excellent job making sure our priorities reflect our mission student achievement wellness and supporting our employees keeping our measure D projects on a steady trajectory towards completion as a parting gift and in recognition of Mr Unger's distinguished service serving as president of the Board of Education during the past two years books will be placed in the libraries throughout our district the free books were selected by our district librarian or the elementary level caves by Nell cross Beckerman Middle School the last uh gruntista by Donna Barbara egara and High School teen innovators nine young people engineering a better world with creative inventions by

022Fred Estes stronger thank you thank you thank you thank you all right we will take a brief break to do all our rearranging now and yeah let's come back at uh 6 35. foreign thank you and I'm going to take a very brief point of privilege and also thank Mr Unger for his leadership and um express how much I enjoyed serving alongside him the last year and also to Mrs Roger we've made a good team in the past and hopefully we will do so again looking forward to that all right our next item is 6.05 and that is to appoint board members to communities and liaison post and I want to thank the students and our and our student Representatives here tonight this is an annual meeting we do to kind of as you've seen

023do a little musical chairs and get things set up for get things set up for the um next year so we're now ready for appointing board members to committees in liaison post Dr Prater yes thank you Mr Sheffer uh there are eight board subcommittees that have been established over the past several years and not all subcommittees are the same some um are really quite uh perfunctory maybe meets once or twice a year others are more involved and so the whole point of these board subcommittees is to establish awareness with the board involvement with the board in areas that will ultimately influence and impact their their knowledge and understanding so this is the hardest working School Board I've ever seen you guys are involved in many different ways and um and this is just another example

024of that so if it's okay I'll go through each of the of the subcommittees and then maybe you can come back and then start at the top and see what the interest is okay um so the first board subcommittee and now I will do this in a way that's sort of a cliff note version because all of you can read um so the first subcommittee is the San Luis Coastal Equity team committee and uh this particular committee um was established a few years ago and um and the request is is is basically this is a committee Meetup of staff and parents and students and um it's run by Mr Mayfield and this committee really Dives in and tries to address issues around equity in our district identify barriers and they do some really good work

025and at the end of every year in the spring they make recommendations and so having board um aboard presence or representatives from the board on this committee really helps shape some of the um understandings at the board level about what's going on with regard to that and on this one there are presently two board members sitting on the committee and there's one vacancy for a total of three um the second subcommittee is the central California schools financing Authority in short this is the oil money um so price Canyon Road um has you might drive by it and see the the oil um the oil rigs there on the side and that particular uh property is a joint partnership between San Luis Coastal and Lucia Mar and it goes back it dates back 25 30 years

026this this committee typically meets quarterly and um there's it's the shortest meeting on the planet it lasts typically about five minutes it's perfunctory it's important because we get typically 60 to 70 000 a year while Lucia Mark gets a little bit more and um but we need to go through the motions on this so this is a particularly easy uh uh role but um but nevertheless we do meet quarterly and um and that is currently vacant remember the third subcommittee is the St Louis Coast San Luis Obispo County School boards Association um uh representative and this group uh meets um probably three times a year in total and um and they represent the whole County especially around areas of redistricting um this is was a very important um committee to be a part of um

027a while ago before we negotiated a deal with cayucas and Coast for the transfer of money with students um but nevertheless this is still an important um uh subcommittee to be a part of and um currently like I said it's Mr Unger um the fourth subcommittee is the interest-based bargaining liaison and this is really important um representation for our CSEA classified Union and our SEIU classified Union and um Mrs Roger represents SEIU and Mr Buckman CSEA we currently are in a three-year the contract agreement which is fantastic so unless something comes up um this will be kind of a quiet uh next two years two and a half years uh nevertheless both Marilyn and Mark has have done a fantastic job representing the board um in that interest-based forum the um the fifth subcommittee is

028the Tri-County education Coalition which is uh presently served by Mr Buckman and this particular group was formed many years ago and it it represents California's Central Coast counties of San Luis Obispo Santa Barbara and Ventura and it's a group of well-intentioned Educators that that come together and um and discuss you know challenging issues within education and um and they they oftentimes have position statements but more than anything they they discuss and Tackle common areas of interest and um and that one they typically meet um three four times a year when uh kovid kind of messed it up a little bit but that's what they do um and then the sixth subcommittee is the board policy subcommittee um this one is a vital subcommittee because and this was implemented about four years ago and this subcommittee

029uh who currently is served by Mr Buckman and Miss Sheffer uh involves sitting down with the with uh Mrs Frost and going over the latest board policies that come out of gamut which is our csba policy see engine and they recommend policies that we need to adopt or or re-look at based on changing laws and best practice and so this particular subcommittee reads it reads those policies maybe revisits old policies and gets a fresh set of eyes on it and then they bring it to the whole board for re for two readings so that is a very busy subcommittee they typically meet monthly uh if not more um but a very important subcommittee subcommittee number seven is the San Luis Coastal Education Foundation as all of you know we established the foundation based on the

030SB 1090 funds out of the negotiations with PG e and um and that is currently being served by Dr eisendrath Rogers um and um we are looking for a two-year minimum two-year term on this particular committee assignment and uh the the Education Foundation meets monthly okay and um and then the final subcommittee is the district facilities and surplus property subcommittee and uh this particular committee came out of um uh our interest in looking at our Surplus properties and in the district especially around the uh the areas of of Workforce housing this particular subcommittee has been put on hold um knowing that we were going uh through covid one and two um we were looking at going for a elementary middle school facility bond which we have passed so now this subcommittee becomes very important again

031uh to begin looking at those Surplus properties in relation to um in relation to um how we're going to meet the needs of our district our students and the broader community so um those are the eight subcommittees my recommendations are are below uh typically um just you know typically Mr Banfield I'll just tell you typically new board members brand new board members sort of just kind of take that first year and kind of see you know get get a lay of the land um not to say that that you wouldn't show interest in this it's just typically that's what we do um but um these These are the subcommittees and um and if you have any questions I'd be happy to answer before we go through them does anyone have questions on specific committees right

032then well I I do yes so in the absence of one of our board members how are those committees going to be handled she is currently on one committee and my suggestion at this time would be that we have her remain on that committee pleasantly and we'll my plan is to go through them one by one and in the order in which they appear on the agenda and we can further discuss that when we get if you would like to discuss that further we certainly can fine okay so does that work for you oh sure okay so the the first one is the SLC USD Equity team committee and currently we have uh Mark Buckman and uh e Doper Drew and one vacancy so I would first ask if Mr Buckman and Mr Drew I

033have an interest in remaining on that committee I'll stay you'll stay in Mr Buckman and then we have a vacancy Dr Prater do you have any suggestions about the vacancy do you want to leave to have two people or yeah if um if if there's a a committee assignment that that I think um Mr Banfield might learn a lot from um getting going in that because he would have uh two board members side by side as he goes in he could learn to lay of the land pretty well there and it's a great um it's a great uh um opportunity to learn about what some of our people are talking about I know we just talked about uh the learning curve but is this something you would have an interest in well there's no but

034there's nobody on committee too that is that is correct so would you on that one I will say from my experience on the um uh Central Coast Schools financing Authority that leads quarterly for approximately five minutes [Music] welcome to do that one uh it's the first committee that many of us on the board served on okay is that your preference yeah okay then um I I I understand I don't think that's a bad choice at all so uh Dr Prater there is a vacancy then still on the equity team committee do you prefer to go forward with two or would you like a third two is fine okay and if someone at the end of the night wishes to change their mind um know that it's open thank you yep all right next is the

035Slo County School boards Association presently Chris Unger I'm a stronger that's a tough one it's really hard I think I'll remain on that one all right next is our bargaining Liaisons and these um I my experience has been that that the um bargaining units really appreciate the longevity of their serving folks but I will see first we need to make sure that our those doing it presently retain an interest Mr Buckman for caca Mrs Roger for fciu yes all right uh Tri-County education Coalition presently Mark Buckman board policy subcommittee currently Mark Buckman and me Mr Buckman and I will continue to serve on that as well um the San Luis Coastal Education Foundation is presently Catherine is Rogers um just as well as as one board member I'm a little loathe to make a change

036with without her being present to speak to it but that is up for discussion I would so I'm stronger I was going to say I would I would support waiting on this um this is Dr eisendrath Rogers TED comment on it okay is that all right with everyone yeah and then we have the district facilities and facilities and surplus properties subcommittee presently Marilyn Roger and me I definitely retain an interest in continuing to serve on that Mrs Roger yes I do too we um that that committee was sort of abandoned um due to covet and as you know was was stated the um the interest in passing the measure C1 but I I remain very interested in uh in staying on that committee and finding out and and researching what we can do with our

037Surplus properties to best serve uh foreign to bring them to their highest and best use for the district so I would for uh purposes of just formalizing this I would request a motion setting just agreeing with what has been decided with the consensus of the board with regard to the subcommittees the stronger I move that uh we we accept the discussion of the subcommittee uh representation from the different board members and that would be the equity team with Mark and Eve the Central Schools financing Authority with Rob the County Schools association with me interspace bargaining Mark Buckman CSEA Marilyn Roger SEIU Tri Counties education Coalition Mr Buckman board policy subcommittee Mr Buckman and Mrs Sheffer the Education Foundation will remain with Miss Dr eisendrath Rogers and the district facilities and surplus property committees with Mrs

038Roger and Mrs Sheffer do we have a second I'll certainly all right um Mr Buckman yeah Miss Dover Drew uh Mr Banfield it's the first time I've said that um Mrs Roger yes Mr Unger yes and I am a yes so the motion carries six zero with one absence right next our next um logistical challenge here is 6.06 adopting the 2023 board meeting calendar thank you Mr President um this uh this calendar uh that I'm asking you to adopt has actually we've looked at it multiple times on the staff level and we think we found the best um possible set of of um or scenarios of having our meetings and balancing out the the the first and the third board meetings of the month as well as the study sessions around the holidays and around

039our other events so I'd like to go through it if it's okay with you just so we're all on the same page because I know everyone's got busy lives so this is important in January we traditionally because of the of the winter recess we have one board meeting in January on the 17th and we have a study session on the 12th so the yellow is the study session the blue is the board meeting and that would be January 2023 we then go to February and um February and March are identical so you have the board meetings on the first and the third Tuesday with a study session in between on the 16th of both uh February and March so that's pretty stable and um and then you'll notice spring break at the end of March

040which then leads you into April so April has one meeting and that is um the the 18th and a study session on the 13th the week before and then we go to the month of May which is a very tiring month and um because you have the way the calendar works out is you have three board meetings in the month of May now that is a a just forewarning everyone that is a tiring month for everybody but especially for the board because there's lcap decisions you're adopting budgets El Cap you're hearing from student um Senators recommendations from the Equity Group from the Common Ground group there's a whole lot coming at you quickly that month is a very very hard but worthy worthwhile month and you'll have one study session on the 11th in may

041now you'll see in June you'll see the light blue on the 5th that is the annual board Workshop that's where the board establishes their priorities for the following year and you'll also notice a circle on the eighth that is the last day of school and it's also graduation week and um and I noticed the Alana and Atticus the end smiling there look at that that's beautiful and um and so in June we have one board meeting uh on the 20th and so it sort of makes up for the three board meetings in May so it gives you a chance to kind of catch your breath and um and then you have yeah the board works up on the fifth yeah and so and that's a full day uh deal and so then um you go

042into July and you have the 13th and that 13th is the study session um in July for the board but there's no evening board meeting in July then you go to August and you have one board meeting in August because the first day of school is that circle on the 17th and so we have a study session on August 10th the previous week and then we have our first evening board meeting on the 15th that's the first um week of school beginning on the 17th we then go into September we have the 5th and the 19th with a study session on the 14th you go to October 3rd and the 17th with study session on the 12th in November we have this is an odd month because Thanksgiving falls at a precarious Time For Us

043in that the last week of November is um csba the California school boards association annual conference and so we won't hold a board meeting the second board meeting in November we'll hold it on the 7th with a study session on the 16th Thanksgiving break is the week of the 19th and then like I said the board goes to the annual Board conference the week of the 26th in December we're back to two meetings the fifth and the 19th normally during an election cycle we'll have one meeting in December like we do now because of the law talking about um validating the election um so there is the annual um calendar that I'm asking you to adopt we have reviewed it against um religious holidays um and we believe we got it um so with that

044I I'm open to any questions you might have and I'm also open to approval of this um calendar are there any are there any questions or discussion regarding the calendar oh yes Alana um I was wondering if you know if they're all going to be in slow or because I know there was one at Del Mar maybe but I didn't know if you know all the locations yet yeah great question Alana starting actually this this um spring maybe late winter we're going to begin having our board meetings here like we have historically normally we have board meetings at Del Mar and Los Osos Middle School in the library what we're looking at considering and of course the board will have to approve this once the Morro Bay High theater is completed um the intention because

045of all the equipment and the hybrid meetings instead of them lugging our teams lugging this equipment back and forth we were going to consider having the coastal board meeting at Morro Bay High School in the theater um and and here so alternating that way so we bring Equity to the coast all right um Mr Buckman and Mrs Roger thanks um a lot I can see a lot of work went into this and it's it's excellent I I have one suggestion um that I'd like to put forward to my develop board members and the staff and that's we really have no idea what's going to happen during the year um sometimes it's taken um or we've needed two days to do our planning as a board I'm wondering if we could just sort of I know

046do a lighter blue on the sixth and just make sure everybody holds that date on their calendars just in case we need a yes please right oh did you have a two-day workshop you're saying there are times when we've needed to have when we needed two days to do our work or something's come up I'm just oh I'm asking I'm not saying that we would have a two-day workshop I'm just suggesting that we hold it so nobody or hold another day somewhere just in case we need a second date or a second morning so if we did that we could do a study session on the 15th potentially of June if that were needed and the reason is is that week of the fifth is graduation week okay it's a very very busy week for

047us um that's when we're getting ready for everything so that that becomes for staff it becomes pretty tough but I do understand if the need is there we would have the ability to do a study session the week of the 12th if you wanted I'd suggest we cross that bridge when we come to it if it looks as though it's going to be we may have some issues then you know my a preference I would put out would be that we meet earlier and stay long you have a longer day um and accomplish get them what we need to get done but I I think we might that waiting if we wait until we get closer to that time Mr Buckman is that acceptable to you okay this is Roger yes I just wanted to

048clarify with you Dr Prater um with regard to meetings on the coast did I understand you correctly to say that we would be alternating meetings or just at the meetings that would typically be held on the coast will be held at Morro Bay High School that's what I meant okay thank you clarification thank you any other questions or discussion then I'll move approval of a good calendar okay and a second um missed over three seconds uh um Mr Buckman Miss dobre Drew Mr Banfield Mrs Roger yes Mr stronger yes and I am a yes all right thank you we've gotten a lot of businessy things taken care of here and finally our very patient Pacheco students we really appreciate your beans pardon me oh you have to wait one more minute [Laughter] yeah right this

049is the job I had with Mr Unger all right 7.01 I'm so excited Edition from all our students and our Representatives so our student Representatives welcome Alana and and Atticus we're glad you're here thank you for taking the time and being patient with us as well for who wishes to go first tonight okay Atticus we tough to follow all that uh congratulations [Music] um I'm not going to talk about some stuff as long um so there's been a lot of cool things going on so I'm just going to highlight the major stuff um there was a talent show uh slow and I a few Thursdays back which was really cool we had a lot of student performances a lot of Staff performances I just want to stop and surrounded but we had a problem uh

050called Georgie play a few songs uh we had um a Pianist um Katie Carlson to a piece we had some poetry from Italian Verona and overall just a great time or we also had a staff band so we had Mr Dickinson uh Mr Richie Mr Moss Ms Downey uh perform a set which was pretty awesome so it's just really cool to see all of our you know staff and students and how they express themselves creatively and are in touch with the Arts and it was kind of similarly to open mic just kind of see how you know awesome our students are and along with that um at the Christmas parade earlier this month we had the Performing Arts the band and the FFA have floats in the parade and I didn't get a good spot

051I worked downtown slope Monterey Street so I was able to slack off of work and watch our students shut off which was really cool um but yeah love that um and then kind of elaborating on performing on its Performing Arts company is uh planning their spring play or musical which is Mamma Mia so they're doing uh auditions right now they'll be doing eight shows in March so uh they finally announced that and we're super excited to see it and then touching on a few athletic things all of our seasons are underway um girls and boys soccer have kicked off pun intended and we also have been as an ASB setting up hot chocolate down at the stadium just to kind of understand what it's like to be a parent of a winter outdoor athlete in

052the winter and make sure that they're warm and nice and enjoying the game so we set up hot chocolate down there and then boys and girls basketball and of course wrestling are also underway so Athletics are going great um and then as an ASB class uh our biggest event that we're looking forward to is our annual blood drive we kind of really want to capitalize it on this year capitalize on it this year um so we've been trying to get the promotion out the one thing about it is it comes the first week that we get back from break so it's kind of hard to publicize like on the week of so we've decided to do a five day video rollout so we're airing on uh TNN which is Tiger News Network a different video

053each day kind of promoting the blood drive talking about how it's important how it can really help and overall just trying to get a huge student turnout because it really last year and it's over I like in terms of the community service aspect of OSB one of the best events we do all year and then similarly with that similarly to that we are doing a penny Drive our commissioner wellness and inclusivity Lila Merck is putting on a penny drive for the National Alliance of mental health and so we'll be doing that ongoing from January 9th for the rest of the year just to see how much we can raise for mental health and then a quick sneak peek announcement our sophomore class officers have decided on a date for our winter formal dance which is

054February 11th so we'll be planning that when we get back from break so super exciting and yeah that's pretty much all I have for everyone uh thank you again for letting me share and thank you busy as always so much going on yeah that's great thanks Alana um so last week we had our um winter week I think I touched on it a little bit at a last meeting but Monday we did like a PG day Tuesday was ugly sweater day and we had um hot cocoa in the quad at nutrition um Wednesday a drama club Put on like their event because their play started on Thursday um so they did like an Arsenic and Old Lace day where people dressed as old people and um had juice in the quad so we had some

055like canes and glasses um and then Thursday we had um fight the freeze which was really cold because it was snow cones nutrition um and it was one of the really really really cold and rainy days and it was um like shorts and a t-shirt kind of outfit so I was personally really freezing um and then Friday we kind of um thought of this at the beginning of the week or like kind of the week before because originally it was like holiday Jordan just wear winter clothing but we wanted to incorporate our clubs more so we ended up having like a whole Holiday Lane with a bunch of tables um with like FFA cooking club drama club live laugh learn there were a couple others um who just had different booths with different winter crafts

056and drama club was promoting their play and then FFA had a gingerbread house making ASB had cookie decorating and it led into the dance room where Dance Fusion had a performance and I think choir performed as well so that was pretty fun and then also last week we had our Arsenic and Old Lace play it was Thursday Friday Saturday and the entire production was student run including light sound sets makeup costumes and during the show there were no adults backstage which is kind of insane and in total there are 52 54 students in the cast and crew and then in the spring the production of the The Adams Family will be in our newly completed Theater Arts Building rather than the small gym which would be really nice especially if we're also having our meetings

057there um kind of touching on to winter sports wrestling soccer and basketball has already been involved in several competitions and tournaments and this weekend our girls soccer team won in their division at the Garces tournament in Bakersfield um kind of this week banding choir there was abandoned choir performance at the Cal Poly pack last night which went really well they played with the middle school band as well as Middle School choir and we want to thank our band director Mr bellier and our choir director Miss pravante and also on behalf of moraba high we would also like to thank Dr Prater Mr Beckman Mr Unger and Mr Banfield for coming to the concert on Friday our mock trial teams took a field trip to the SLO Superior Court to take a brief tour and prepare

058for the their County competition and our cooking club is having a meeting on the 17th and I'm not just telling you that that they're having a meeting but they're also making spring rolls vegetable curry and mango and sticky rice which is awesome um and then this week is kind of boring it's our dead week which I guess isn't as boring because we're just studying for finals so we don't really get assignments which is awesome as well um and then so high is doing their blood drive in January but we had ours today and it is run by our philanthropy committee and ASB who last week they also were selling holiday grams at nutrition um which are like little candy canes with notes that you could send to students and those will be sent out on

059Thursday and that's kind of it for Morro Bay well I'm just exhausted there was so much going on this is really wonderful so I know it's um gearing up towards this time of year but also going into the spring it you've got a lot going on we we love hearing about it so what do you do um Alana I heard gingerbread cookies spring rolls what do you do with all the food you make does it just go around to the students and yeah that's great the like cookie decorating all that stuff students just kind of ate it and then um I believe cooking club kind of they might make food for their families and do family dinners which is kind of cool um so yeah that's who ends up eating all the food great and

060then Atticus with the um blood drive do you typically and Alana you just had yours do you typically have a really good turnout of so it's usually a super big deal um it's kind of more about making it like stand out we want it to be like the biggest Drive of the year last year we um definitely you know promoted it but this year we're making sure it's like a big focus and we usually do get a good turnout there's like a block during the day where uh pretty much all day students just get pulled out of class and they donate blood I think it's an hour couple hour process and then they you know get some food to you know get the blood sugars level but blood sugar levels back and I think everyone

061gets a t-shirt too it's a great time yeah and I I did it last year I'm extremely scared of needles um so I kind of just like fight the feeling like every time being scared but um yeah overcoming that yeah that's great well thank you I know um this has been a fascinating evening here for you so far um You probably have things that to do especially at this time of year so if you uh we always welcome uh you're always welcome to stay with us but if you need to move on with really appreciate appreciate it and understand so thank you all right finally now I'm right you've been so great Pacheco so um you're up Mr Mayfield yes and students for um waiting so patient and we told him we'd get him out

062of a homework assignment if needed for Marcus thank you so slap Mr we saw it and I know we'll take care of him okay no problem what what's that we'll talk about that later Marcelo please thank you all right thank you Mr Nathan thank you thank you so yes sorry um let me switch over and show my screen foreign going backwards here again my name is Marcelo wizard principal at Pacheco and glad to be here and with me I have Cecilia Katona one of our sixth grade students and also Jackson Salgado now when I invited him I told him it was a five minute presentation they were excited they were pumped up so I can relate to Mr Banfield you know when they say five minutes I'm we're all over five minutes but congratulations Mr

063Benfield all right so we have the three District priorities and those are on the Forefront of Pacheco this is uh what guides us of what we do from day to day on our School site so tonight we're going to touch a little bit about uh probably number two it kind of goes into school safety and and three for sure all right so the goals for Pacheco are the following our site so we want all of our students to succeed at five levels in English as well as in Spanish and we were working to promote multiculturalism uh as as we developed by by literate and bilingual skills and one of the big things also for us is we're building relationships as we work on uh positive School climate and for me being a new principal that's

064very very important as I get to know the staff the parents the students and we also along with learning to read and write and do math we know that science is very important we like to offer Hands-On activities and we're very very proud of our I innovate lab and we'll also have the uh one cooler outdoor Garden so those are very uh important activities at our school site in web science our sixth graders also had an opportunity to participate in the outdoor science and with that I'm going to pass it over to Mr Jackson Salgado to come up and tell us a little bit more buenos noches wait wait it's not just destroy Jack Salgado he's still in Chicago in Pacheco Elementary memories passes yes [Music] foreign president Richard Jackson and he elected to do

065it in Spanish but in a nutshell we spoke about his experiences participating in the Catalina Catalina Island and uh also uh he participated in black football this this year and uh described you know uh his experience doing that and also his coach with Mr Carr and also our other coach who uh Miss wenick who's been coaching volleyball cross country and those sorts of sports all right now we pass it over to uh Cecilia and she's going to talk about another important person out on campus [Music] animals who has been a librarian for six years all of which to have Pacheco whose favorite book is the one that saved my life our loving and compassionate librarian Mrs Clark Mrs Clark is Pacheco ninos are sent regardless Mrs Clark is a librarian at our Bilingual School Pacheco

066from helping kids to giving books to the readers of all ages she thinks that she has the best job in the world Mrs Clerk and Mira buenos opportunities Uno para Queens there are no brothers recommendations Mrs Clark admires the good community at Pacheco and she loves that she has the opportunity to help bilingual students she gives her time and getting to know students one-on-one so that when they need a book she can she has a few recommendations ready but you can't have a few recommendations ready if you haven't read the books right Mrs Clark has read almost all the books in our library so that when the time comes and you need a book she has a few recommendations for you thank you so much yeah thank you thank you foreign the focus on building

067relationships we realize that students build relationships not only with their own teachers but they build relationships with our entire staff and at this uh a week ago we had an all-staff meeting where we recognize the importance of uh all the staff members on our campus and the impact that they have on this the children from the person from our political staff to our custodian every single person that works on our campus has an important role and and they build relationships with our students and those are positive relationships that that happen other things that were happening at the check was where we're having assemblies we're building that sense of community and we want students to feel connected uh and you know we've had our Awards assemblies we've had spirit days um we have uh los Muertos

068we had a performance by balletto Chronicle unfortunately I missed it I was at a conference but Dr Prater took part in and I guess he's got good dance moves but that's all I heard you participated so that's great all right and so I believe that we're up to a great start um I'm getting again getting to know the community getting to know uh the community of Pacheco and so far I I like everything that I see and we're bringing Pacheco back and we're looking both this year any questions any other questions or comments from the board [Music] thank you as yeah thank you very much for oh Mr Buckland so I just I want to thank you because my grandson goes to Pacheco and he comes home and he just loves what's going on and

069so I have a personal I have a personal effect thank you very much yeah yeah thank you so much for coming tonight and sharing your experiences it sounds wonderful thanks thank you all right our next item on the agenda is correspondence the board did receive uh the time the agenda was published correspondence uh from odile concerning safety from Lena Egan regarding the trimester system and from Steve Lawrence uh a response to a staff email now we're going on to item 8.02 which is public comment and at this time we will take public comment for things to not otherwise on the agenda unless you're here for an agenda item and don't wish to wait for that to come up and you may speak now if you wish each speaker is strictly limited to three minutes there

070will be a timer that will be on the screen to help that you can watch the countdown clock and know when your time is when your three minutes is approaching you will be stopped um exact at three minutes we don't allow anyone to go over this is your time to speak to the board we will the order in which we take public comment is from those present first and then if there's anyone participating via Zoom who wishes to speak please raise your hand on the using the icon on the zoom screen and Mrs Dawson will let me know and then we will read any written public comment that has been submitted to the board so we will abide by our bylaws having to do with not permitting uh disturbance or willful Interruption during this time

071and we have a very small live audience so I don't think that will be a problem here this evening and Mrs Roger will announce the speakers and read the written public comment Mrs Roger thank you I have one request to speak and that is Jill Banfield speaking on School lgbtq curriculum but no just just leave it please hi my name is Joel Banfield and I work I worked in this District as an elementary teacher for 18 years I'm also the grandparent to four children who currently attend three different schools in this District I want to begin by thanking the board and administration for offering the teachers the gala training I am realizing that teachers are constantly faced with the issues surrounding respect for all people and this training gave them valuable knowledge on how lgbtq

072Community would appreciate their teachers showing respect to them recently I was introduced to the lgbtq prepared manual called Gleason Elementary School toolkit it contains 12 lessons to teach elementary school age children in Reading over the manual I noticed that eight of the ten lessons focus on teaching respect to all people they teach children about not bullying and accepting all people in their circumstances and differences I felt very comfortable with the idea of these respectful discussions going on in classrooms however for the lessons focused on teaching the elementary school children about the world of transgender I became very uncomfortable as I read over these lesson materials the lesson objectives discussed exploring gender biases and stereotypes in our culture with the idea of leading students to explore their own gender identity I personally feel it is mentally

073unhealthy to lead children to question their gender identity at such a young age children are just finding out who they are in these early years of life and do not need teachers or adults to lead them to believe that there their gender at Birth could be a mistake in nature I believe that it would be better for a child to have years to freely explore who they were born to be later after maturing if a person decides organically that they want to change genders then their desire to change should be respected further in a classroom I do not believe teachers need to ask the general question of the students quote what are your personal pronouns quote unquote that question could lead to um wonder and kids to wonder and question their own gender identity however

074I do believe that students should feel that they can privately ask their teacher to refer to them with specific gender pronouns and the teacher should respect that request I'm all so interested in knowing if the district is aware of the Gleason curriculum and if they plan to use it or a similar curriculum if so then I believe parents should be fully informed before that it is implemented I also believe that parents should choose not to have their deaf parents choose not to have their children receive this curriculum they should have the same respect shown to them for their decisions thank you for listening and respecting my comments and Views thank you um Mrs Dawson is there any anyone on Zoom who wishes to address the board thank you Mrs Roger okay then I have one

075item of written public comment and this is from Sarah lofranco my statement today is addressing the the glsen slash uh Gala teacher training materials I believe this is currently only being required at our upper grade schools but I see in the training manuals the desire to have elementary teachers take these trainings also while I believe it's important to have teachers model respect for others and expect students to demonstrate respect for others too I think it is an overreach into the role of parents to have teachers teach the topic of gender ideology to Elementary age children these children these lessons are controversial and should be left to the parents to address with their children at home in the training materials it says teachers would need to be able to encourage Elementary age children to consider the

076question of if they feel they should be a boy or a girl as a parent of Elementary age children I am firmly opposed to this encouraging children to have gratitude for their body is what I would expect an elementary school teacher to do I honor the agency of the people who choose to make these big life-changing decisions parenthetically changing their gender but I hope they do it with the knowledge that they are valued and loved as they are as they are first and they do not need to make such changes in order to feel loved or feel that they are lovable these teacher trainings are being required in response to lgbtq students not feeling valued understood or heard the people in favor of these trainings are largely in favor of giving a voice to those

077who identify as lgbtq giving them love and understanding and respectfully standing up for them so they know they've been heard the same respectful listing should be given to all people students and families of different backgrounds cultures religions Etc all need to feel valued and a part of the human family despite being different so of course Public School teachers and their Educators should still teach respect but should not take sides or indicate that they have taken aside in a controversial issue that families May view differently it is not a teacher's job to be the parent teachers schools Educators who feel there is a need to teach to teachers to step in and help students with these issues probably feel that way because they see many children needing or wanting someone to listen to them many children

078or students spend a major part of their day away from parents at school or other activities when are these kids getting to have the one-on-one time they need with their parents how can we support parents this is the real issue in my mind thank you we will now move on to our superintendent's updates 9.01 business and budget update we're bringing home from first Senator tonight so I'm going to save a lot of my budget information for a few minutes but I did want to just give a quick kudos to Katie Eckland our director of fiscal services and her staff for all the work and effort that they put into this presentation tonight that we're going to share with the board as well as its audit season so the Auditors have been here and we spent

079they have been spending a ton of time pulling things together getting everything they need right there's a lot of work and effort that goes into the audit process and again I want to thank them for their hard work and dedication to ensure that we are physically sound in all of our practices thank you educational services update yes thank you just a few updates for you this evening our three Coast Elementary Schools this evening are working together to bring Bill Spencer from the positive parenting project out to Monarch Grove he will provide tips and tools to increase the joy and ease the parenting Journey for our parents who attend we actually had 80 RSVPs Mrs Gould has been keeping in touch via phone and text and there are a lot of people in the multi-purpose room

080at Monarch Grove with Bill Spencer so really a lot of Kudos out to our Coast Elementary schools for providing this for our parents we're also proud right before Thanksgiving break we offered an opioid awareness presentation at Laguna Middle School you may remember I'm not many of you were able to attend but it was a blustery evening it was our biggest rainstorm we had probably about eight to parents eight to ten parents show up in person and about 70 people online participating in this event so about 80 in total a lot of information provided through a panel and our panel had law enforcement Health Care County drug and alcohol Services it was really a well-spoken well experienced panel answered parents questions beautifully it was really impactful for everybody who attended I really want to give a

081shout out to Grace Van Doren she is our lead prudentialed school nurse and she worked tirelessly with student services to put on this event again so impactful and we were so so happy with how many of our community were able to attend that evening and then finally Rosa Molina one of our district Consultants facilitated our first dual language immersion task force meeting we were actually at Pacheco Elementary School it was so fun to see them at the microphone this evening but we were there this week we were with representatives from Baywood from Pacheco from Laguna Middle School from Los Osos Middle School we are coming together to create a comprehensive plan for our DLI schools and we'll have several meetings over the course of the next few months and end with a presentation to the

082board of this comprehensive plan we have parents of on our committee we have staff members on our committee and we're representative of all those schools so I really look forward to working together with this group and then bringing our final um plan to the board thank you and Mrs Frost I would like to thank you for choosing to spend your birthday evening with us tonight thank you I'm very happy to be here I'm sure you are I hope you have a pleasant celebration waiting for you thank you certainly deserve it thank you thank you um and next we have our measures C and D update yeah congratulations to the board we passed measure C right and thank you to the community yes thank you to the community I mean I can't you know what what

083this means to our schools and our ability to modernize our schools and ensure that our kids have great and our teachers have great classrooms and places to learn is is incredible it really will mean a lot um and for the community for them to know that I know the board aspect as well as staff we our desire is to maximize These funds we will do anything and everything we can to ensure that happens and that um you know again I think as Dr Prater he has even been this is kind of a legacy for for me right over you know from now until I I leave my position here in San Luis Coastal um you know I I hope to walk away with just fan you know just leaving a fantastic Legacy in terms of

084facilities for our for our um for our future so I'm very very thankful to uh to the community for passing measure c um and to the voters so thank you for that so that said here we go again right so we're gonna start off next Thursday with um I'm gonna pretend the board knows nothing about Bond measures and about measure C and we're going to walk you through you know the whole kind of process again so we have Mr Eisen coming to start and that's our um our financial advisor for the bond and so he's gonna walk us through kind of a bond measure 101 so um how do we get bonds what are School bonds how many bonds measures passed this year so those types of things he'll walk you through how Bond sales

085happen when we get the funding how many years will will we receive the funds right so um for the public I would say to give us a little patience right the election just happened there's a lot that needs to happen before we even receive bonbons um and so I know everyone's excited about all the different things that we were going to get accomplished um in the district but it just it takes a little bit of time right and so um we'll we will I'll be working with the board prioritized projects laid this out and moving forward so we'll also talk a little bit about um how architecture works and the design process at schools as well as uh construction delivery methods at this so we'll just start that's just kind of the nitty-gritty start of

086of study sessions again and again we have some new board members that weren't here in 2014 so I thought it'd be really important just to kind of you know give that kind of basic understanding as we move through um and we will just begin the priority conversation um as well okay and so that's just a small recap but I I have a feeling we're gonna need to get lunch um for that study session because it may be a little longer um than in the normal studies such a time period so we will work on that but I'm excited to um to be able to have that conversation with the board as we move forward well I've certainly learned a lot I think the rest of us have as well about how this works the options

087available to us how to prioritize projects and all that sort of thing so why let all that knowledge we gained under measured ages go to waste let's put it back to work thank you all right next we have a couple of resolutions this evening the first one is resolution number 6 22 23 day of the special educator we have our wonderful Janet gold here today good evening I am Janet Gould your executive director of student support services and very pleased to be here this evening to recognize our outstanding special Educators by reading this resolution proclaiming December 2nd as a day of the special education and I'm going to ask Chris Unger to support me in reading this resolution as a former special educator speech language pathologist so whereas December 2nd is National special education day

088because it is a date the individuals with disabilities and Education Act idea was signed into law in 1975 and whereas special Educators develop personalized goals for pupils tailored to each people's needs and special educators are involved in behavioral social and academic development and whereas special Educators work closely with parents to inform them of their child's progress and suggest techniques to promote learning at home and work to build collaborative relationships built on trust teamwork and shared accountability and whereas special Educators help pupils overcome weaknesses by building upon their strengths and know that all children can learn but not in the same way or at the same pace and hold the highest expectations for success for their pupils to self-actualize and achieve their full potential and whereas special Educators work to stay abreast of the latest laws

089Aberdeen special education to ensure that each pupil's individualized education program IEP is a complete and beneficial document for the pupil and the pupils parents and the teachers and whereas special Educators exhibit qualities of compassion patience and flexibility and are the unsung heroes who pull all of the pieces together and make things clear for the pupil and whereas special Educators include special day class teachers resource specialists speech and language Pathologists paraprofessionals instructional assistants behavioral specialists occupational therapists physical therapists adaptive physical education teachers deaf and hard of hearing Specialists a visually impaired specialist Mobility specialist autism specialist program specialist psychologists and nurses who work in schools and serve pupils in special education now therefore be it resolved that the San Luis Obispo Coastal Board of Education and the San Luis Coastal superintendent of schools hereby Proclaim December

0902nd 2022 as the day of the special educator adopted this 13th day of December 2022 by the Board of Education of the San Luis Coastal Unified School District and I would like to make the motion to adopt this resolution was made by this number yes position is there anyone from the public thank you much to remember all right next is resolution number 7 22 23 our first interim report I don't think that one's going to be as easy as reading a resolution and approving that's I think they're back in them so water it's just not real shared I like the Christmas sweater the snake that's what we fill this place okay let me make it right bizarre I just called please okay all right now yeah all right there we go we're getting there ah

091okay yeah yeah yeah okay good evening we're good now um so we're gonna present tonight the first interim budget uh the first slide we start off with we're comparing our budget adoption what we had starting July 1st to the first interim and we start out with the same beginning balance no adjustments there uh our revenues went up a bit uh from 1 uh 136 million to 140 million um we'll talk about a little bit later why that is um don't want to give away all the fun up front um our estimated expenditures went from 124 to 138. I'm going to talk about that what that is is when we are doing an interim if we receive revenue from the state that has a specific purpose a categorical Revenue we have to budget it all out

092so Revenue received a dollar received a dollar needs to be budgeted as an expense and we may have money left over in the prior Year and that money rolls into this current year and we have to budget it to zero so it looks like our expenses went way up but it could be multi-year grants and carryover from the prior year that also increased those expenses but when Ryan presents the 10-year he gives you a picture of more of what we think will be more realistic of how the year will end where we have made assumptions with those expenditures assuming some of them aren't fully expended but that is not how the state um wants to see our budgets at budgeted option for dinner and second interim so it always looks like our expenses go way

093up and kind of disproportionate to what the revenues increase so our estimated Surplus we went from 11 million to 2 million we're still not deficit spending this year so that's a good sign and that is why our estimated ending fund balance goes from 35 million to 26 million and the decrease of 9 million dollars is increasing all of those expenditures that are either carried over from last year or new expenses that have to be budgeted out to zero foreign the next slide so our property taxes that's the big one that everybody waits for at P1 that we get November they came in 3.7 million dollars higher so that is why our revenues went up from 38 million or roughly to around 40 million was we did see the one-time increase for the 3.7 million over

094what we were given from the county auditor's office in June so we projected a 3 million and it was three percent this was three percent about 3.7 million dollars above that three percent increase so overall the total increase was um it was four percent over last year that's something like that um and then the next bullet uh point I destroyed so I'm gonna don't look at what it says on there um I'm gonna admit that so what I was um getting at was last year for our lcff um comparing our funding we had 14 million dollars more than what our estimated um uh lcff funding would have been what our property taxes were we got 4 million that was the prior this year it's 10 million um over what our lcff funding would be and

095I'll show you that in a few slides later but that 10 million seems like a lot but it's 1200 per Ada if you were to break it down per student our funding is about 1200 per student over um our revenues like I talked about earlier have been adjusted for the most recent um either of uh award letters that we've received for Title One title two and title three we have Esser carryover that was the covid Federal covid funding that will continue for another year so we're slowly um dwindling down the federal uh funds they have expiration dates some have to be spent by this June some next June and I think there's some for the June after we're just using it on our staff for academic intervention and mtss and some other classified support positions

096and so as the years go on we are spending down those funds the other funds that we have are the dual immersion language grant that Rick would Mayfield was able to get for our district this will help support Baywood with their dual immersion program as it's a new dual immersion school it was four hundred thousand four hundred thousand for three years over three to be spent over three years so that was great and then our local revenues those are updated for our current Billings um any local grants and the transportation fees we collect from families um so we had some changes since the state adopted their budget the biggest change was a change to Transportation uh reimbursement that the governor put into the budget um right now CDE hasn't told us exactly how that's going

097to work but School Services has kind of did a breakdown for us um it looks something like we're going to have our current Transportation budget and then we have an Moe requirement and that Moe requirement is what we were funded in 1213 for lcff so it's roughly about three million dollars is what we received back in 1213 for our Moe for transportation and that so we would take our current budget minus that Moe which would leave our remaining Transportation budget and we're entitled to receive up to 60 reimbursement so that could be a substantial amount of reimbursement for our district but right now we haven't ventured to figure out what the dollar amount would be just yet because we're not 100 on how the reimbursement is going to work this is just right now um

098kind of a estimate of what we think will happen yeah would you would you explain what Moe means sorry it's our maintenance of effort so what the states um used to say when we would get the transportation money is each year you had to spend a dollar more than the prior year so you have a minimum that you would have to spend back when they would fund it um like in 11 12 12 13 was the last year but each year leading up to that a district was required to spend what they spent in the prior year plus a dollar more thank you welcome um so another big change was we were in May told we were going to be receiving one-time funds and this was an estimated 10 million dollars wonderful for our district

099however when the budget Act was signed they made a categorical funding and with the categorical funding they broke it down into two grants one being six million dollars that was the learning recovery Grant and then there was an Arts and Music material block grant um I'm going to talk about the Arts and Music material block grant first that Grant is very flexible it's the intent behind making it a categorical but a very flexible categorical was one of the uses the governor recommended was buying back down the stirs and purrs contributions that districts made because he did not give us relief on that so they continue to go up the percentage each year that the employer is responsible for so that was um one of the uses for that money right now we're currently going to

100fund existing PE and Arts and Music Staffing out of that plus some other um uh ideas that Ryan had will we have to have a board approved plan we'll be bringing that plan but when did the meetings I mean we could not have been the money until we bring it but probably by the spring um for sure the learning recovery that is different that had more a little bit more of a parameters around it and one of the things that we are doing is putting about 10 teachers in there that are supporting keeping our class sizes small so that fit within the parameters of the grant we're not required to do a plan on that particular um Grant but it does help offset even though the money was supposed to be one time with no

101strings attached it does still help our bottom line and helps us support our current programs that we have operating want to add anything to it okay so here's our Revenue sources um you're pretty familiar with this one thing I just wanted to point out was the state revenue it is up 13 at 13 I mean um in the past it our typical state revenue is around five to six percent so this increase is due to the to the 10 million dollars that became state um categorical money um and that was uh included in the budget uh at uh budget adoption we have our expenditures um salaries and benefits for classified certificated and admin yep sorry you mentioned that we're considering some of the the 10 million dollars as a categorical um are we considering that

102one-time money as well it is yes it's one-time money um one of them has has to be spent to give six years to spend it um but it is one time in nature but it can be on you can there's no expiration date on how long you take to spend it except for one of them but it's a really long time I want to say something like six years um so with the um expenditures again just classified certificated admin Sellers and employee benefits still tend to be the largest part of our budget um for our uh overall expense and next we have our benefits and projections the slide is not very good I apologize I need to shrink it down but um it's just to indicate that persisters continues to go up uh serves us

103at 19 and it's holding at 19.1 percent for the next foreseeable they have not put out future Years yet so we project that as flat stirs however when or persamine went up to 25.2 and next year we're supposed to see a slight drop to 24.6 for every classified dollar spent um and our Health and Welfare went up three percent right now it looks like in the current year it went up 15 but this is based on what we have actually budgeted and right now um enrollment ended or enrollment changes happened in October so we're still working out the budget and making adjustments as people change plans and payroll gets all of those updated in the payroll system so we'll have an updated slide and an easier slide to read at second interim for that this

104is Roger um Mr zachlan I spoke with Mr Pinkerton today because I was wondering about the Steep rise in 2223 um on the Health and Welfare and he suggested to me that um part of that was due to the negotiated the the additional monies that the district is going to contribute um yes that was for CSEA sciu and and management no yep okay okay so was he correct in that yes this would Pele a part of it but um I think and we'll see it as it settles down I think right now it's just the budget I want the numbers to reflect what in our first interim report and they're just not all calibrated yet based on all the changes and things like that so yes that would be a portion of it and then

105also just because I think right now they're slightly overstated with the adjustments but once they all go through a full payroll cycle and everybody's in there it usually takes a couple payrolls to make sure everybody's changes have been corrected they'll see a change yeah so here's a slide that kind of references that first slider second slide I had on if we were an lcff District versus a basic a district and you can see in 2223 our excess property tax is 10 million dollars and part of that decline from the prior year at 14 million is I'll see if districts receive 12.26 Cola that was what they called a mega Cola it was a really they got six pers a little over six percent for their base and then the governor added on another six percent

106um for others like a supplemental increase for one time to their lcff calculation so it was a total of 12.62 so that Shrunk the uh gap between our basic Aid status and lcff and then next year they're projected in 223 right now to have an increase of um anywhere between currently it says five percent but um it could be as high as eight percent based on the state revenues right now and that would uh change uh drop us down to about 569 dollars away from um but I think our property taxes were also going to continue to see those kind of increase we saw that big jump from the estimate they gave us in June so that's now going to be our base and then if they continue to reassess and get caught up uh

107the County Assessors I think that number will continue to grow so I one question I have about this um this as you said this refers to our the difference between our LCS the LC what our lcf calculation would be and what our actual property tax and our actual revenues would be um is the red line or the lcff entitlement per Ada based on uh prop 98. based on a prop 98 calculation yeah so um as we're expecting a decline in state revenues which may mean deferrals for Revenue limit school districts but it's still going to be based on some of these high figures is that is that adjustment going to be calculated and does that does that Gap widen again based on deferrals not on what the state promises we would get if that if

108that question makes sense increase the Gap because they're still going to be funded it's just the money's being deferred yeah but it's what it's the funding rate so uh what what um per Ada is a lcaff district earning versus what we're earning per Ada per in property taxes so it's it's it's what they should be earning versus what they will be getting correct okay thank you because they're still going to get it it's just at some point in the future yes it's typically that they'll start a deferral in February which moves to May and then it just trickles like that and they try to wrap it up by October but that lcff basis or amount right that's like the set per student amount and realize um a district like Santa Maria that maybe has 80

109to 90 percent economic disadvantage Korean restaurant fosteroneless youth so the supplemental the extra amount of money they receive is based on that base amount so not only did they get this huge jump in their base amount per student but also in their supplementary and concentration funds right like that exponentially raised their budgets so you're seeing districts you know general fund lcff districts around us um received huge increases over the past year right with the same thing great for them right so again we don't I don't fall to other school districts from doing better it's you freak for them um we were fortunate enough that our property taxes came in higher and it kept us out of that because we were projecting I mean almost to where they were going to catch us like in terms

110of basic Aid status I'm hearing and again like the eight percent potential Cola next year so the state if again we don't have the revenues coming in for the state where if I'm really interested to see what the governor is going to do in January right with this 25 billion uh potential deficit so far in Revenue sources for the state but I would anticipate that they're not going to drop the lcff portion what they're going to drop is all this one-time funds the ELO funding the transportation funding the all these extra things that they've kind of added from a categorical standpoint those are the things that they'll probably have to reduce to maintain that kind of prop 98 you know status as we move forward so it's going to be really interesting to see what

111happens um in January sir this may be too sooner and maybe not but so we have Diablo Canyon reopening I think it's like 60 billion or 600 billion dollars coming into the feds um did we see a drop in our property property tax income from Diablo and the Dow go back up so a couple of things I would say is on honestly right now I don't know what will happen okay thanks what has been happening is that they are continuing to drop our unitary tax so last year we received 5.5 million in unitary tax this year five percent now we are super fortunate in that our property tax is still raised close to you know large amounts over the three percent projection even with that 500 000 drop so so you know I feel good

112about that aspect of it I would assume that um they're going to continue to devalue the plant even if it remains open because it's it's not based on the electricity produced it's based on the value of the property but so if you decide to drive your used car for five more years this is kind of my analogy I use right I have a car I'm going to drive for five more years it doesn't make the car more valuable because I decided to drive it for five more years potentially so so that's the so we'll we'll see if I can use your analogy yeah if I have a classic car and I you know I buy it at Rusty but I put 600 billion dollars into it we'll see okay I don't know if it's a

113restored classic if it's a story classic the uh nuclear power plant but yeah but when people I mean it would be fantastic even if they just leveled property taxes and just left it at the 5 million for the next five or six years because I'm anticipating by the end of the devalue that it was going to get down to about three I must you know I would think based on what we learned kind of early on that it was going to get to about 3 million there's always some electricity gas you know unitary tax right there's still some value in all the other properties and facilities in the area um so we'll I'm hopeful that that would happen that would be fantastic but it's not something that um they're very quiet about it they don't

114talk about it very much um so it I if I had my druthers I would assume that they're going to continue to devalue the plan that's I would think so but we'll see what happens and if not terrific for us right but I can't for my projection standpoint I'm not like projecting that that will potentially happen if that makes sense yeah so I'm going to dive into tenure any other questions on Katie's portion of the presentation okay so just a couple things on the 10-year budget and so this is um again it when when Katie has to do the sax form like she says we got a DLI grant for four hundred thousand dollars Saks makes us show 400 000 in expenditures we're not going to spend all of the DLI money this year right

115even though in Sex and the financial software it shows that and so what often happens is that for Center of second interim we show these deficits and how bad it is we're spending all this money and the reality is a lot of that falls to the bottom line right so that's why we created the 10-year budget again it's a better projection of really what's going to fall the bottom line really what the budget's going to look like right so that for the public for our staff right it doesn't look like we're lying it first interim second interim and then all of a sudden there's a lot of money at the end of the year so um what I would highlight on this are the blue boxes we have received a substantial amount of one-time money

116through covid and then this year again when we finished our three-year bargaining with our union labor groups Katie and I were doing the multi-year budget we were looking at like a seven million and 11 million dollar deficit potentially by giving the 433 that and the the money towards benefits at the time a little scary for me my job depends on us have a good budget right being um you know conservative as we move forward so right away we received you know word that we were going to get this 10.8 million dollars so that really you know from a long-term standpoint that really took care of that potential deficit over the next few years right so that was huge um for us but again there's still one-time dollars the the overall all increase in property taxes

117this year that is the like the best thing for us as a basic hate school district right so last year under three percent we it came in actually under what we projected this year way over I'm I'm hopeful that we're going to see another year like that next year because I think the county is really behind honestly in reassessing properties our new new homes those types of things I'm I'm staying conservative in this 10-year projection because that's just again there's there I have no like factual knowledge that that's really going to happen or not so right so you know over the past 20 years we've had about a three percent average increase so that's kind of what we're rolling with the projection but these one-time dollars are really helpful I think for the board because

118we have added a ton of staff through the covered year after covert using our coven fund a lot of support staff right um to bring kids back and to raise student achievement and counseling services and doing all these extra things right for kids we've kept class sizes really low um we realize our employees need more money to live here and to recruit so we have a three-year deal we've given more money in raises we gave more money and help it if it's for our employees all of those things are priorities values that we have um and so I mean you'll see at the bottom here 139 million dollars budget and revenues Mr Pinkerton yes you've um referred to all the great things we've done and are able to do with our one-time money what happens

119to all those wonderful things and the staff and when are we still on revenues so we're going to expenditures next so yes so so again I mean it's it's really I mean this but 20 million dollars of one-time funds in this year in this budget year so at the very bottom when you see that we're going to have you know we we project to have about 11 million dollars extra going to our Reserves at the end of the year you know so because of that extra funds we didn't just hire a bunch of 11 million dollars more of teachers or staff right we our actual Personnel expenses which we try to keep between 80 and 85 percent right um it really drops low for this one year so we're in the low 70s in terms

120of overall percentage of personnel costs um because of all these one-time dollars we received now that jumps back up to 83 then 84 the next two years right which is our normal kind of area that you know that's a positive um situation from a budget standpoint so the other thing that we have to realize with this revenues is that you'll see Diablo nuclear power plant um our SB 1090 settlement dollars 4.6 million dollars over the next three years and then it goes away okay so that has been fantastic again for us to kind of get through this time we've been fortunate um but you'll see our revenues dropped from 140 million down to 124 next year so those one-time dollars goes away the way the state economy is going right now I am not anticipating

121these huge chunks of one-time dollars next year like I think I I'm pretty sure the state's done with those types of extra things um especially if they have to pay for an eight percent Cola for all the lcff districts you know come moving forward that's going to be a substantial amount of money now on the expenditure side um again as as Ms Sheffer said you know the good news is with the one-time dollars we're able to keep a lot of these programs extra things we're doing over the course of the next few years right so if you look at kind of where we're at this year um and then our deficits out years uh we're we're good for a few years right to maintain this But realize with other districts giving 10 raises this year

122right these things going on our employees are gonna you know in three years from now two and a half years from now they're gonna expect raises right so those things are not built into this projection so we have to think about that consider it as we move forward in the future um stirs again 19 you know substantial amount of funds right for stirs purse continues to grow health benefits now again um we're hearing from Sisk covid costs really dropped in terms of the health care and they're like doubling now like everybody who didn't go to the doctor for for a year and a half they're all going now they're all getting their surgeries now they're all so it's really Health Care is going to be really interesting to see what those CIS rates come out

123um in February for the for the next year for employees um as as well as for our budget um and so you'll see kind of at the the bottom line and again the board has prioritized this year a goal of this board is for Dr Prater to work with staff and determine what what are the programs um that are having the biggest impact for kids whether it's you know socially you know emotional types of things whether it's academics those those types of things so that in the future as we move forward and we have to make potential reductions that we're holding on to those programs that really make the biggest impact for kids right so that is something that fortunately I think we'll have more time than what I had even initially you know I

124was ready to start this year you know making some major reductions I think we we should still make some reductions which we've been discussing um but but in terms of you know overall huge million dollars worth of of reductions we can probably hold off into the year um in terms of looking at this now long term and again the board can go through the public can go through if you look at these 10-year budgets every first interim every gun audited actuals every budget presentation right they change because we changed the Productions based on what we know for sure um and so I mean we were looking at initially with Diablo Canyon closure with all those things I mean we were looking at like 10 million dollars in deficits in the future so because of that

125large chunk of property tax extra that we received this year it really you know it is much better in terms of the red numbers moving forward than it's ever been right even though I don't like red numbers and you know those are things but I feel better now than I did even a year ago with that right because of those increases um you see the major jump the in terms of deficits well that's when we lose our our devil Canyon funding right so so yes we need to begin to as a board have a plan for what are those things we're going to reduce in terms of the budget if needed right um you know as we move forward so if we get another huge amount of property taxes that number will be much lower

126it'll be much easier to to handle and move forward on and again what I would say too is when we look at like a projection a three percent projection so you have three percent of a hundred million dollars right and then so then it's 103 million right and then you have three percent of 103 million so it's like exponential when you look at those Chumps so when you see something like a 5.8 percent increase or a four percent those are it's exponential As you move forward right in terms of it so it really helps the bottom line dramatically when we see those increases um and so again I I try to be cautiously optimistic as we move through right we have to be conservative as a district as a board um but you know we're

127still here to educate kids and make sure that they're getting what they need and schools have what they need so it's just a balance as we move forward right but a lot of that 11 million dollars or 12 million dollars that you see dropping to the bottom line this year it's educator effective is great it's the DLI Grant it's those types of things um it's really interesting for the governor right so again in May these were one-time dollars that we were just general funds help you out right well you know then he played the political game right well I'm going to call it the Arts and Music block rant but in the Fine Line oh yeah the districts can use it to pay for steers and press costs like thanks right so instead of just

128saying hey here's some money for shares of prayers for retirement they called the art music block grant right so that just the message that that sends right it's just it's rough um for staff and for the boards right as you as we make decisions so um I'm going to be bringing you a transportation plan for the transportation funding I'm going to be bringing you an Arts and Music Box Grant which will mainly be as Katie said for students and prayers as well as you know we'll go ahead and pay for our arts and music teachers those types of things um and you know there's a GLI Grant we have so there's there's going to be these plans that'll come forward for the most part it will be to maintain a lot of the things that

129we've currently added already as a school district we have a lot of extra programs right now which is great um and so we'll we'll be bringing those forward as we move forward uh with these projections so so again in a nutshell it's it's a real positive year a lot of extra funds drop it to the bottom line still have to be kind of consciously optimistic what I will tell you it's really difficult for Katie okay because what happens is she has to prepare a three-year budget so this year easy right but the next two years major deficits potentially well they don't the county doesn't let you do that you can't just show that you're just gonna Adept as it's been for the next two years three years so so we have to again take the

130grant money we have to move it project it out into other years as revenues we have to do all those things right to make this work um it'd be really easy for me to say hey Dr Prater you're going to cut four million dollars next year right and then we would be even and Katie can do the budget multi-year no problem but that's not realistic right you don't have 11 million dollars faults at the bottom line and then cut 4 million the next year that that's that doesn't make any sense so again it's a it's a game you know in some ways right that we have to kind of move money around shift it um but at the end of the day you know we're in a good Financial place I would say right we've

131done good with our unions through your deal we've been very steady in terms of increases with employees right with with increases um and and that's important right with the the nature of living in on the Central Coast these days so um questions about the 10-year budget or about any of the presentation or information that we've provided so far you know first I'd like to go to the public see if anyone has any questions or comments Mrs Dawson thank you back to the board um Mr Buckman yes um a ton of work here right crystal ball stuff and I I understand and I appreciate that um two things that I'm looking at in the um on the revenue side are is a line called tuition I'm sure I ask this every year can you I'm gonna

132guess what it is but go ahead can you tell me we actually have foreign exchange students that come to the to our our district um we're one of the few districts that has a I can't remember what the the um I can't remember what it's called but we actually have like the the yeah but what's it like it's what's the agency that oversees Homeland Security like we're like well the only districts that has like a homeland security clearance to have foreign exchange students in our school district thanks to Val Harrigan right in the work she's done um so we have a lot of kids who come to slow High Morro Bay they actually pay tuition to come to our to our schools right which is great great for them great for us as a school

133district so that's what a lot of that is okay and then as well as we also have special education courses or classes I should say that maybe the smaller districts don't have and so those districts also pay us to have their students come to our programs okay and then this one always there's a line item in here donations and it's pretty low but my when I look out there and look at the Innovative Innovation labs and the amount of money that the foundation's giving us it seems like it's a lot more than this like this is like forty thousand dollars fifty thousand dollars yeah it um I mean it it grows it's more than that it will be more than that over the course of the Year this is probably the one area with the

134in the projections that we could probably add more money to in terms of the tenure um but we don't have any of this time um please start off here with the 40 000 and then as it grows we add fluids here um but we know what the bachelorities really don't want to get in trouble but they're saying with student transportation we have directly an idea of what that will be but we don't want to reproduct that either um our predictions revolve around therapy funding from State thanks I appreciate that thank you anyone else the stronger um do we have any ideas about uh what might happen to our what positive things might happen with our property taxes if the uh battery storage in Morro Bay is approved and if there are offshore or if they're

135offshore wind farms you know I know it's it's a ways out in the future but do we have any thoughts about that will we get unitary tax on some of that I mean so definitely I do believe that the um that the battery storage facility would be a a positive I think Dr Prater was the estimate like 500 000 potentially for us as a school district um ongoing revenue for that so that would be terrific you know in terms of unitary tax on that um no idea about wind yet and what that means um you know there's still a lot in the air in terms of that right like in terms of what happens I didn't even mean to say that but funny at that but um the pun um I think a lot of

136that is going to be determined by where that energy is transferred in the community right so sometimes when you look at the maps where are those winds it's it's further more Cayucos Coast Area sorry is that electricity going to go from those and come to Morro Bay will it come caiukas Coast potential areas or the the plant the transition plants in Morro Bay I'm assuming that's where they're gonna that's where they're going but I don't know for sure that's what is the case right so that again there's all just so for that one I'm a little more up in the air in terms of what it you know I I'm hopeful that that would come through and would work you know work through our um our district area but that will be interesting to see

137what what happens anyone else I will say Mr Pinkerton I don't know that I've ever heard you sound so upbeat about our in a lot of one time well I mean long term there's still work to be done but I you know we have a lot of people you know it's pretty positive from when we finished like I said when we finish negotiations and we were trying to do the three-year budget it it was very dicey at that point right and so receiving those extra one-time funds from the state just really is a relief right and then again we have to budget in June and we don't even find out how much money we have until November right right so you're kind of rolling the dice you know anyways so when those property taxes came

138in that was a you know again for me and my position that's a huge relief because those are ongoing funds we know we're going to receive right so um so very helpful in terms of that in making those long-term numbers go down so I'm I'm honestly feeling like just because of home prices the number of new homes the county finally catching up with assessments you know I'm predicting you know just if if somebody was asked I would believe that we're going to be higher than our three percent projection next year um but we won't know that until next November for sure all right so we'll see I'm really interested to see what happens to with the state a lot of school districts around us are giving huge raises to employees and once you put money

139on salary schedule you don't take it off so I it concerns me right that they're like dramatic huge races um in a lot of places so it'll be really interesting to see what happens in January with the state so we have a lot of growth in the housing market I can see some from Orlando I love him so of course nearby and but if there's a housing market recession then I probably it'll still be good for us because just it's a humongous amount of uh construction yeah it's a lot of new homes so I you know it we'll see leveling you know in some cases but I mean I'm still shocked right now like what houses are selling for even with the word in other places where it's recession those types of things houses here

140are still an astronomical in terms of you know what they're selling for them let's see how that goes okay so tonight I need the board yeah there's no approve our first interim resolution there are no other questions or comments this is an action item to approve resolution number 7 22 23 uh proving a positive certificate of adequate funding um so if uh I would like emotion on that Mr Buckman and move approval of the proposed budget and a second I'll second foreign yes Mr Banfield Mrs Roger yes Mr Unger yes no I'm a yes so that motion carries six zero I get a huge kudos to Katie and her staff yes thank you Katie all right let's take a let's take a short break uh before and I I know Jimmy Simpson and Heather are

141on the line and if you could just bear with us while we stretch our legs for a few minutes we will return again at uh 8 35 please thank you foreign foreign foreign foreign heading back into Open Session and item 11.01 is a really is something a particular interest to the board and this is our youth truth survey presentation and I know that we have with us this evening uh well Dr Prater you're going to kick it off I believe I would yeah yes thank you Mrs Sheffer hello Jimmy sorry you've had to wait so long I understand you haven't been feeling well so I'm glad that you're able to stay with us and and stick with this tonight no problem happy to be here yeah so just as a brief introduction Jimmy Simpson is

142our partner with youth truth that we have worked with for close to seven years and youth truth is a National Organization that it's a non-profit through the funded through the Gates Foundation and they do uh they specialize in in empowering the voice of our youth and um and they have a survey tool that we that we utilize um through our student Senators at all of our schools uh K-12 actually third grade through 12th grade and um Jimmy's um here tonight to talk to us about the um the data from this year's survey which was given in October and uh Jimmy take it from here all right thank you so much Dr Prater um I'm gonna share my screen here can everyone uh see the presentation yes I see some thumbs up wonderful well thank you

143all again for uh making the time for us to be here today um I'm excited to dive into some data for anyone who is watching that may not know me as Dr Prater said um we have been working with San Luis Coastal unified this is year six um and I have been your youth truth partner for I believe four or five of those years so um part of what we do on the youth truth team is we work with school districts all across the country to help them better understand their student family and staff perceptions around what we know are the themes and factors that are directly related to academic achievement and emotional well-being so uh excited to be here with you all today and I'm also joined by my wonderful colleague Heather Smith and

144I'm going to let Heather introduce herself hi everyone thank you so much for having us um just a little bit about me since I'm newer to working with San Luis Coastal I come from a background of teaching I taught in San Francisco Unified for a few years and then went on to run stem programming across the bay area most recently I was at a um Ed tech company and then found my way back to the non-profit space with youth truth and really excited to be partnering with our districts like San Luis Coastal so I'm going to start us off today um just a bit of an overview of what we'll be going over I'm going to give us a wide snapshot of who we heard from in our October surveys then I'll dive into some

145results from our family and staff surveys and then I'll turn it over to Jimmy to go through student data and close this out with some next next steps and reflections all right so in October we heard from 7 359 San Luis Coastal Community members which is really amazing we heard from 5197 students within 89 response rate 1669 families with a 22 response rate and 493 staff members with a 61 response rate and I just before we move on want to celebrate this High Student Response rate I think that's really amazing and shows High engagement from students across our sites and also note that the family response rate looks low on paper but is actually quite typical for most of our districts all right so to go over the staff and family results we are going

146to be looking at our highest rated themes across our surveys and also our lowest rated themes and the highest rated questions and our lowest rated questions and some of these themes are the same across for those of you who are newer are the same across student family and staff and some differ a little bit so at the elementary school level for our staff survey results relationships was the highest rated theme this looks at relationships from teachers to students teachers to family teachers to administrators the highest rated theme at the middle school level was school safety and at high school we saw culture as the highest rated theme a quote from a high school teacher is I have had numerous opportunities to advance my career goals gain professional development training in my subject area build programs

147specifically for my industry sector and for students interests and work a flexible schedule that allows me to contribute as much as possible to the campus environment this has been the best teaching position I've ever held and even though there are always issues that arise in any school year I feel that our staff and admin work well together to improve so really a positive comment coming from one of the high school teachers on the other side we have our lowest rated themes for staff surveys at the elementary school level we see school safety and then Middle School and High School both highlighted professional development and support as their lowest rated theme for staff a quote from one of the elementary school teachers reads our school has had big goals for academic achievement however I think we

148need more clear procedures and communication regarding school policies and discipline it will be difficult to attain academic achievement if there are continuous issues on the playground and outside of the classroom wonderful thanks to me so here we can see our highest overall rated staff questions at the elementary school level the highest rated question is my school's employees are committed to the success of my school at the middle school level we see the feedback I received from my colleagues helps me improve my work and at the high school level we see my school sets high expectations for students the lowest overall rated questions at the elementary school level my school empowers me to use creativity and how I do my work my school encourages me to seek professional development opportunities to improve my practice at the

149middle school level and I have access to meaningful professional development at the high school level so you'll note that these questions Illustrated questions at the middle and high school level track back to that lowest rated theme of professional development that we saw all right I'm going to move this on to our family results after I go through family there'll be a pause for questions if they come up so for family survey results the highest rated theme we saw was engagement at the elementary school level as well as engagement at the middle school level along with communication and feedback and then at the high school level we see culture again which was the same for our staff surveys so high levels of communication engagement here across um the family survey results a quote from a parent

150from of a second grader reads teachers and staff are dedicated and often go above and beyond for students they say hello to children and parents and listen happy to have a principal who is welcoming and available to families who reach out and next I'll move us on to our lowest rated themes for family here at the middle school and Elementary School level we see school safety which was just interesting to note because we saw that as a high rated theme for our staff at the middle school level and then at the high school level we see diversity Equity inclusion a parent of a sixth grader said there are times when supervision is lacking or behaviors or behaviors created problems that did not allow my child to feel they could express that they felt bullied they

151did not feel comfortable relating the issue to the office or teacher staff and finally moving along the highest rate questions for families at the elementary school level we see I am proud of my school at the middle school level and high school level we see I receive regular feedback about my child's progress so that was the same question of both across both levels and our lowest rated questions teachers clearly communicate expectations of my child's progress Elementary School I feel comfortable approaching teachers about my child's progress at the middle school level and my school provides the guidance necessary to help my child succeed at the high school level so I know that was a lot but I just said in a short amount of time but wanted to pause here for any questions that are coming

152up before Jimmy dives into student data I have one which is can you say more about what culture is in high school yeah Jimmy do you want to take that one yeah so for culture in all of our surveys there are questions revolved around respect fairness and orderliness um and that is sort of from the perspective of each person taking that survey so there are lots of questions about students respect teachers teachers respect students uh staff respect administrators and so on okay thanks uh thank you very much for all this data my head didn't hurt before um when I'm looking at this and when I'm reading something like highest overall rated question for families is there some way to make that into a number for me like highest overall yes absolutely so when we are

153looking into the individual reports and you'll see this when I present some of the students level data um we can pull percentages for all of these questions as well as percentile rankings so the way that we are organizing this presentation is looking really closely at percentile rankings to show where San Luis Coastal families and staff are rating in comparison to other family and staff all across California and all across the country so yes there is a way to pull those percentages out and so somewhere there's would I have access to that kind of I mean it's a huge database but just something Sim simpler than the whole mess yes I can one of the things that I can do in this presentation which actually added to the student portion is some of those percentages so

154you can see the percent positive of staff and Family ratings so I can before sharing I can share this again with you all and I can add in those percentages next to each of these questions and next to each of the survey themes okay or you know if I if nobody else wants it then just if it's not too much work it's not it's not it's something we can pull really easily thank you all right should we move to our student data okay so we're going to dive in a little bit deeper into our student data we'll still pull out those highest uh rated themes and questions but then I'm going to pull out Trends from last year to this year as well as looking at our disaggregated data so we can see how students

155of different groups are experiencing school one thing before I dive in wanted to add just about some of the data that we saw from Heather presented in our family and staff surveys a lot of the data or highest rated and lowest rated questions are actually exactly the same as what we saw last year so thinking about that Family survey those three highest rated questions at each level those are the three exact same questions that were the highest rated questions last year for our families as well so just thought that was really interesting all right so let's dive into our student data so again we'll follow the same Cadence that Heather shared here looking at our highest and our lowest rated themes in the student survey so as we look at our uh Elementary School students

156highest rated theme was culture again that's talking about respect fairness and then the highest rated themes for our middle school and high school students were belonging into peer collaboration all three of these at each level uh is the exact same highest rated theme as last year so a seventh grader said I really enjoy my teachers this year based on their open minds and helping me through any academic obstacle a lot of them are easy to approach and make me feel safe when asking a question they encourage it and we can connect in a positive way they keep their doors open and want to help and support you and then as we look through our lowest overall rated themes we see that belonging and academic challenge are both at the same percentile ranking so they're both

157considered our lowest overall rated theme for our elementary school students academic challenge was our lowest rated for middle school and college and career Readiness is now our lowest rated at the high school level interesting to note here that academic challenge was the lowest rated theme for both elementary and middle school last year as well and last year relationships with teachers was the lowest rated theme for our high school students but we actually saw some improvement in that theme so there's no longer the lowest rated theme an 11th grader says being a student is very stressful and many of us balance Jobs family situations extracurriculars and personal relationships along with school work many times we want to have the time to learn but simply do not high stress also affects most students which many teachers do

158not seem to take into account when assigning work or homework so let's take it a little uh step deeper and look at those highest and lowest rated questions so for our student elementary students the highest rated questions was does your teacher let you explain your or sorry it's do students stay busy in class for our middle school students it's students from my school treat adults with respect and for our high school students it's how often do you work with other students for your classes because your teacher asks or tell you to and then on the other side our lowest rated questions for our students was for our elementary school students do you feel like an important part of your school for our middle school students it's my teachers give me assignments that really help me

159learn and for our high school students it's how many of your teachers make an effort to understand what your life is like outside of school amen yes I'm sorry so I'm looking at this and it's the lowest overall rated question for students compared to participating and it's like it's you know it hurts my heart you feel like uh an important part of your school so is there a number that we can put to that or can you tell me a percent right now because it sounds really dramatic but maybe it's just not that you know it's always rated but is it got a lot of people behind it yeah so when we look at that question do you feel like an important part of your school we see that 34 of our elementary school students

160rate that question positively and at the elementary level we are looking at it's on a one to three scale so that's the percentage of students who rated that question a three and if we break that down a little bit more give me just a second here we see that the the really big number is falling in that two on that one to three scale 46 but we do have 21 of our elementary school students saying no hardly ever to do you feel like an important part of your school all right so let's look at some of these trends so as we look at and we'll get to some charts and some actual numbers here but as we look at our elementary schools we do see that perceptions of our students at our elementary schools did

161decline in five out of the six survey themes that that decline was very very small so four out of the five themes it was just between one and five percent while one theme belonging that was the one where we saw the most change a decline of 16 from last year culture stayed essentially the same but I saw one percentage increase and have students perceived culture as we look at our middle schools all of our middle schools themes did decline from last year five out of five themes and the most notable were in the themes of Engagement down seven percent academic challenge down eight and culture down eight and other high schools all of our surveys themes stayed either stayed exactly the same or saw a very very small drop from last year to this year

162between zero and four percent one thing that I will add and I wanna I know I'm being recorded but I want to anecdotally as we're looking at data that has come in so far this school year in October and November this decline that we're seeing in student perceptions is not totally surprising it's it seems to be sort of on Trend with some of the other uh districts that have participated in our fall survey windows so that we we haven't done a study about that and we probably won't until the end of the school year but just wanted to name that you know as Heather and I go through dozens of these reports um every day we are seeing a decline sort of across the country so far this school year so let's take a look

163a little bit deeper into some of the questions that we're asking and we can see what that decline looks like so here are two questions from our elementary school survey are students friendly to you so you can see that when we look at the average rating the numbers look really close you know a 2.57 last year to a 2.52 so I wanted to pull out those percentages for you as well we can see that in 2020 71 and that was during distance learning of course 71 of students rated this question positively down to 60 last year and continuing to drop to 55 percent and then we look at this question here do you like how your teacher treats you when you need help we can still see that it's a really high percentage 76 of

164our students are agreeing with this question but it is a drop from previous years of 80 percent and 83 percent foreign as we look at our Middle School we can see this question I enjoy School most of the time you saw a low of sort of an all-time low in our up to that year in 2020 of 47 we rebounded a bit last year 54 and then that number dropped again this year to 44 percent and then this other questions here of I feel safe during school we see hear that of course we saw that high in October 2020 because uh students were learning at home but now we are at 58 positive of 3.56 out of 5. and then here are our high schools where again we saw very little change in the data

165and so here we can see this question my school has helped me figure out which careers match my interests and abilities we can see that we hit a high in 2020 uh 43 that number is dropped down a little bit but we're at 38 now at 3.07 out of five and then this all-important question uh when I'm feeling upset stressed or having problems there's an adult from school who I can talk to about it we can see that we actually have pretty low ratings in 2018 and 19. apologies I have the percentages there but you can see it was below a three average and we've just surpassed that now uh and that started during our learn from home during those coveted years when we were really focused on relationships and making sure students were okay

166during their learning from home and it's nice to see that we've actually maintained that and even improved upon that at our high schools for this question about having an adult to talk to so that's our Trend data I'm going to keep moving us forward just for the sake of time but just wanted to pull out some of the experience gaps that we are seeing in some of the data so this is our disaggravated data so when we look at our elementary schools in four out of six survey themes we do see that our third and fourth graders are rating quite a bit higher than their older peers their fifth and sixth graders for gender identity we're seeing female students reading uh higher than boys in the vast majority of our survey themes and then when

167we look at race ethnicity there were no notable Trends actually when we looked at uh the race and ethnicity disaggregation for our Elementary School students and you can see an example of this here for the questions is what you learn in school help you in your life and so your third and fourth graders reading this in the top quartile so above about 75 of all other elementary schools across the country and we see that drop off for a fifth and our sixth graders and you can see just how big that difference is with 48 positive for third graders and just 23 positive for our sixth graders foreign let's look at disaggregating data in our middle schools so no real surprise here sixth and seventh graders rating higher than eighth graders in all of our themes

168that is something we see almost in every single report that we look at across the country we have a new demographic group this year where we ask students to identify their caregivers education or their parents education highest level of education and we use this a bit as a proxy for socioeconomic status and what we saw in this one at our middle schools is that students who say their parents or caregivers either finish college with a bachelor's degree or a graduate degree are reading higher than their peers whose parents have completed lower levels of Education when we look at gender identity girls are rating notably higher than boys in the theme of Engagement and both are reading higher than non-binary students in all of our survey themes and then we look at the disaggregation by students

169who identify students of color as well as race ethnicity we do see that students who identify as POC are reading notably lower than their non-poc peers specifically in the theme of relationships and that's relationships with adults in school we also see that our black or African-American students are rating lower than their peers in all themes so I wanted to highlight that POC non-poc disaggregation here and you can see this question how many of your teachers believe that you can get a good grade if you try we can see in the blue columns here 4.23 out of 5 for students who do not identify as POC which is a 57 positive and then a 3.96 for students who identify students of color 47 percent and finally let's look at our high school disaggregated data when we

170look at the grade level 9th and 12th graders so the students on the edges are rating higher in all themes compared to 10th and 11th graders we look at gender identity a similar story to what we're seeing at the middle school where girls are reading higher than boys in engagement and academic Challenge and both girls and boys are rating higher than students who identify as non-binary or transgender when we look at uh lgbtq students we do see students who identify as lgbtq rating lower than their peers in all of our themes but when I looked at 2021's data compared to this year the gap between lgbtq students and non-lgbtq students is much smaller than what we saw last year so that is what I wanted to show at the bottom where we see what I

171learn in class helps me outside of school you can see that actually our lgbtq students are rating slightly higher than non-lgbtq students when we're talking about this question about relevance 39 first 37 percent there are no notable differences when disaggregating by race ethnicity and one thing again that I wanted to add as a win here is that last year when I gave this presentation there was a note here about our black African-American students rating lower than their peers in all themes at our high school that is no longer the case when we're looking at race ethnicity this year at our high schools it's much more diverse in which students are rating higher or lower in specific themes and then finally I just want to note that student Smith and IEP are rating lower than their

172peers in engagement and belonging so I know again a ton of information I'm going to go through this next steps and then we'll close for questions so what we're doing and have already been doing to go through this data is that we've already completed three workshops well three after today um but two of those we did the pre-survey workshop with our student Senate where we got students excited to take the survey helped them understand their goals from last year and how they can think about analyzing the upcoming Year's data we just had one I was down in Morro Bay it was like very exciting um last week where we did our post survey Workshop where students actually started to dive into their data and just start creating some making some sense of it and starting

173to make some goals and then we have our board presentation today and then upcoming we have our parent leaders meeting this Thursday where Heather and I will again be presenting some of this and then in January we have a joint principles meeting where we'll be working with principals across all of our sites to dive really deep into the data and think about setting goals for it that's supposed to say 2023 back all right a lot of information we'll open it up now uh for some questions first I'll see if there's anyone participating from the public who has a comment or question if you're not um anyone from the board with additional comments or questions Mrs doubler Drew I just want to say it sounds like there's a positive movement going on here towards closing gaps

174that we want to close and uh having uh you know but it's it's still low in a lot of areas I guess we're still recuperating from the lockdowns so but I I just want to note that it seems like there's progress and a lot of Hope in fact thank you I agree with that you have Mark Chris so I I'm not sure who to address this question too but one of the things I was wondering about um when I looked back at the sort of a it's almost a dichotomy between students saying they want more academic challenges they want they need they need to feel more engaged but yet that quote from the student said um we're feeling stressed we don't know you know we're we don't think we don't think people understand what our

175lives are like outside of school how how do you what do you do about that because they seem so you know academic challenge we want you know we want high expectations I mean to me that means work harder yeah what do we do about that well that that's a that is a really really important question and I think from my perspective the answer to that is keep talking to the kids have them look at the questions and um and they themselves will begin to um make sense of the dichotomy that you're talking about because the you know students while they're astute they're typically incredibly insightful they're also kids they're kids and when they get stressed out they want to break and um and it's it's tough being a kid and especially these days there's a

176lot coming at kids there's a whole lot coming at them and um and by the way there's a whole lot coming to coming at our teachers and so it's a complicated complex Arrangement but I think what what I see is um you know Eve mentioned um seems like there's a lot that that we see that's positive that we're moving in the right direction but there's also like what's going on over here so from my vantage point meeting with the kids and doing what Jimmy does so well which is you know breaking down the statistics by way of looking at the question and then having the students go back and this is one of the strategies we'll use with our student Senators since in the winter is have them work in focus groups and with students

177back at the school sites and clarify some of those questions that we see and and that should help bring out some anecdotal data clarify and deepen some of those questions that we have so the next time we meet with our student Senators we're going to have them pull up pick up some of those rocks and say tell us more about this what why do you think this score is lower now than it was a year ago and talk to us about that and then who could you speak with back at your sites that you think could reveal some positive insights as to then that will help help us address that and um and I think what I love about this survey tool is you can really disaggregate and and and look at historical data and

178some of this is whip sawing I mean I gotta say I gotta tell you the work that we've done with CTE I was so thrilled when our scores went up our kids said yeah we're really jazzed we feel like we're more clear than ever before and then we didn't change that that effort but this last year or this year the scores dropped right I I was gonna that was a question I had was College and Career Readiness was it was an area of growth for us yes and so what is College and Career readiness mean does it mean just CTE do do people assume that College and Career Readiness means you take a bunch of AP classes or does it mean that you do the dual enrollment program with that we have with Questa does

179it you know what yeah what does that mean what you know how how do how do students know that their College and Career ready and how do we transf how do we translate that into the programs for providing students but also I will say what I will also say is your your also serving kids in cohorts so you have a cohort of kids that are now graduates that have now left and you have a new cohort of kids coming in and I wonder I I will say this what's interesting Jimmy I don't know if you picked up on this a year ago our high schools were in the 92nd pers uh 92 percent of our high school kids took the survey this year it was in the mid 80s mid to low 80s at the

180high school and the reason I bring that up is as an interesting Insight is that's a whole boatload of kids that didn't take the survey at both of our high schools and um I I need to know more about that so the cohort of kids that went from eighth grade to ninth grade did we really do our due diligence with that group around CTE with the four-year plan and or was it the ninth graders moving to 10th grade did we take our eye off the ball and did those kids sort of lose sight you know um and and it's it's hard to know it's really hard to know um Jimmy what are your thoughts yeah one thing I'll add specifically about that College and Career Readiness piece when we are presenting those highest and lowest

181rated themes what we're actually presenting there are all of the items the questions that sort of roll up nicely into a College and Career Readiness Factor theme as we call it so there are individual questions within the College and Career Readiness theme like my school has helped me develop the skills and knowledge I will need for college level classes or my school has helped me understand the steps I need to take in order to have the career that I want so those are all sort of the questions that roll up into that factor so we're not just asking students do you feel College and Career ready we really once you get to the item level in the survey it becomes a little bit clearer about where we're seeing you know some of the movement or

182areas of improvement one thing I'll note specifically for areas of improvement even though College and Career Readiness was the lowest rated theme in the survey for our high school students it actually did improve from last year this year so it wasn't the lowest rate last year relationships was but they both improved it just relationships improved a little bit more so that that I think is just the D that becomes a little bit more nuanced as you look a little bit closer into it was there was there were there any differences between sixth graders at loams and sixth graders who were at the elementary schools that is a great question so we actually administer two different surveys for that so there's a middle school version of the survey and an elementary school version so they're being

183asked different things based on which site they are at Mark did you have a question yeah thanks um several questions so the word cohort came up um everybody knows I'm a big fan of comparing kids to kids so we can actually see the trend among students whether they personally changed as opposed to whether a subgroup has changed and I don't know if there's any way to do that with this test I was talking to one of the administrators at the student Senate and the con the thought came up Jamie does anybody offer this at the beginning of the year and the end of the year to the same students is that an option with youth truth that's a great question we do we do have a few Partners who do like a pre and post

184survey and what we find year after year is that that is not enough time to see real change in the data what we suggest especially at the site level is that if there's a principal who has you know a really specific initiative or maybe a few initiatives that they're working on throughout the school year to administer sort of their own pulse survey whether that's on SurveyMonkey or Google forms and they can we give permission if you're a partner to use our questions verbatim so that they can track individually but so that they're not administering you know another 35 minute long survey but instead just tracking a few questions to see if the things that they implemented actually made a difference okay thanks and then whoops I think this maybe it's for everybody but it we

185we now we have groups right so we have parents staff students um and they're taking it we get those answers so we know what what the issues might be but who looks behind that data who looks behind to say so why is the career stuck changed I I think I know what you're asking like we we um we are going to present this to our principal group and our executive team and we start unpacking it so we're looking at it from the back side and then also uh historically we've also asked um youth truth to help us with um um a final like summative analysis of what the trends say what the you know what the you know sort of an analytics review a white paper analysis and they're no longer doing that but it's

186okay because that's good work for us so you'll see that revealed in our in our summary information back to the board in May as part of our lcap development and board inputs when you as a board decide to prioritize for next year so you'll be of a better understanding of what we think is going on and what our next step should be so in that when you come back with that is there's some reference some footnote that says and we looked at this because it showed up yeah you choose can do we get that usually you will get that part of an analysis yeah okay that that would make me feel a lot better and then Jamie just Thomas does anybody look at so we you're asking three right um usually it's a three-point question

187or elementary students it's a three-point question for secondary students and families and staff it's a five-point question okay and and so we're only seeing the three-point result though right if we were to go back to one of the summary statements yeah if you go to the um the elementary data it is the three-point results you can see here this is like on a one to three scale down here but when we look at the middle school data you can see that it's now a one to five scale okay I'm sorry one three five okay um Dr prayerson offered to share some more data with me so I'm kind of I'm gonna get excited about it thanks well I have two questions one the CT the um career and college scores we've got intentional uh focus

188on reaching lower which Mr O'Connor I think is spearheading uh reaching lower into the middle school to know what their strengths are and to develop from early I mean we should see that going up I would think too but and then secondly couldn't we uh have a writing writing assignment for the kids to find out more about what they think about areas in particular that we're interested in from this survey writing assignment you mean like um they get the kids to talk more about that and we'll know more about it more about that yeah elaborate more detail what's interesting and Jimmy didn't really go into it in this presentation as much but the students do and are able to respond in writing with those questions and there's in the engine the survey tool itself you

189can actually look at their their comments so they do write little essays yeah so Jimmy how would you describe that yeah so at the beginning of the survey we have a question that says what do you like most about school and we have a drop down menu where they can pick from some statements that align to our core survey themes and then there's also another option then we have a question right after saying whether you dislike most about school at the very end of the survey we pipe their answers back in and it's we say you picked blank as what you like most about school please tell us why or you picked blank about what you dislike most about school please tell us why and then there are some really really fantastic student comments and

190they're organized for your principles to be able to see by answer choice and by grade level how students are responding to the why behind the the data so that's one of the things when we coach principals to look through this data and and you know everyone's always wondering why does the data look the way it does the first thing we say is your students tell you you just have to read through it and it's hundreds and hundreds of comments so it's a lot to process but there are some really really good uh things in there to help add that why the second piece is I think what Dr Prater had already kind of talked about the students senators are we sort of charged them with going back to their sites to find out the why

191to engage more students in their schools Beyond just the student Senate um so that they can start to gather more voices around this data and get more voices into sort of the goal setting and action planning around it that sounds good so we're sort of old a payback group in a way sounds good thanks anyone else um Jimmy I had noticed I and then thought reflected tonight and I thought it was interesting when I attended student Senate last week to hear the students talk about the areas that it's reflected in the youth truth survey some of the areas that that they scored much higher on during covet and some of those did have to do with relationships with teachers and the students talked about how they felt online their relationships with teachers were were good

192but then the teachers understandably felt really stressed or overwhelmed or the time they had to put in to spend that much time with individual students so it's it it's another one of those uh push me pull you things like Mr Unger referred to with um uh how to how to make things these these relationships work in a way that is beneficial to the students and not creating a Time sink for teachers so but it was it was very interesting to me to see the thing the uh those areas that students felt actually felt better about during covid than they did uh day to day um yeah and and then I just wanted to you know Mr Buckman alluded to this also but you know I'm not interested in necessarily doing two full surveys every year

193but have you is there any difference kind of in when the survey is is um is put out to students any difference if if it's the time of where it is in the school year I mean I know in October students could still be getting their feet under them especially those in who have you know Elementary to middle school and then Middle School to high school um do you think there's any there would be a any noticeable difference in the scores based upon when the survey was conducted yeah that's a fantastic question we have actually done some research around this and so the first thing is about October being maybe a little too early what we find in the research is that students need to be in a place for six weeks in order for

194them to fully understand and embrace a climate and the culture so as long as students are in school for six weeks then we feel confident in their responses to the questions so that's why we don't offer in August or a September survey window we just start in October we've also done a study to see if there are any statistically significant differences in student responses across all of our survey windows from October through June and what we find is that there was no statistically significant difference for any survey window across the school year so when we we get that question a lot and folks trying to think think about when is the best time to administer the survey and our answer is always when you have the time to act on the data and so that

195that's something we feel confident in in our um digging into our own aggregate data there really is no difference statistically um in survey windows thank you yeah you're doing quite the data research on all this and I appreciate it and I appreciate knowing that um because we it gives me more confidence in conducting the survey early because we can act on it within that school year instead of conducting it closer to the end of the year where next year students will be the ones um just uh benefiting or reaping the changes that that we may put in place so thank you just one one another quick Jamie just do any of the clients somehow track the students so if they took it one year do you Pro can you take those results and compare it

196so it compare the cohort somehow that's a great question you can compare the answer is yes it just gets complicated you can compare the cohort but you would have to bring up last year's report I mean this year's report so you'd have to look at them side by side that's not an analysis that we do in our reports we just do Trend data in in the aggregate so could you could you offer a wonderful app to school districts I I wish we had the ability to do that but our small and mighty non-profit is we're working on what we can thank you all right well it looks like there's nothing else we really I know our district is a big fan of users I feel we've really benefited the information we've gained about our students

197is uh we we use it in a variety of ways to advance their uh education and social and emotional well-being so we appreciate this very much yeah thank you all so much last thing I'll share is like we at youth truth also think are huge fans of San Luis Coastal and Heather knows this as she hears all the time but we share the student Senate story with everyone across the country and we try to get other districts across the country to do exactly what you all are doing with your youth truth data um so it's just really an honor for us to be a part of a part of it great thank you thanks thanks all thank you seeing you again thank you thanks Heather all right next is item 11.02 which is our cast

198uh California assessment of student performance and progress results and comparisons Mr Mayfield okay good evening again I'm happy to be here this evening to report on our s back or smarter balanced assessment Consortium results um as I mentioned earlier in the year we're back on more of a regular cycle of reporting data to the board and we have typically in the past done this in two different sessions and that's what we're doing this year so our first session was simply the state of California and then looking at our own results and tonight we're going to look at comparisons with the rest of the districts within our County and then after discussions that the board had with Dr writer at the last uh school boards association meeting we've added some comparison data to school districts that

199look similar to us in terms of demographics socioeconomically disadvantaged students and English Learners and then some students that are funded the same way or similarly to us as a basic Aid district and how we compare to those districts so we're gonna kind of look at three different uh sets or two different sets of data tonight uh the Casp system includes the California science test which we'll cover at the at the end and then uh English language arts and Mathematics testing and then there's also Spanish tests available which we have used in the past but we've suspended that uh since covid hit and we wanted to reduce the assessment loaded students but we'll be having that conversation with our dual language immersion schools uh as to exactly how we're going to assess their um results in

200the upper grades as we've discussed before what we're going to talk about tonight the percentages that you see tonight will be those students who are at level three or four which is met the standard or exceeded the standard so those are the percentages that we're going to be looking at um what is assessed in the English language arts and math is uh here on the screen Reading Writing listening and research inquiry and then in mathematics Concepts and procedures problem solving uh and communicating and reasoning uh in terms of the looking at our own County and schools that are similar to us demographically we've identified I mean you can see our county is at the top half State of California courses at the top and then the rest of our County there and then South San

201Francisco has similar numbers not exactly the same but similar in terms of socio-economically disadvantaged which is that First Column SCD and then English learner students which is the second column Newport Mesa Ohio unified Novato and uh Morgan Hill okay and so these are again just the demographically and the rest of our County uh State of California is that first block so 64 percent of our students in San Luis Coastal either met or exceeded uh the mark in language arts and we we fare quite well compared to districts in our County and districts that are similar to ours demographically uh if you look at the student group comparison you'll also note that we have all students in the first column non-socio-economically disadvantaged in the second socio-economically disadvantaged English learner and then rfeb stands for redesignated uh

202functional or flown English proficient and then the last column is students with disabilities and in most of the individual boxes again we do quite well there are a few uh instances uh Templeton and the rfep category uh exceeds our South San Francisco uh slightly exceeds ours but in almost all of the other categories uh San Luis Coastal fares quite well if we look at basic Aid districts and these are districts that are funded uh similar to our district uh we have that a number of school districts here Palo Alto Santa Clara Tahoe Truckee Laguna St Helena and Pacific Grove we have the student population listed there the amount of funding per pupil which is interesting how much that varies from District to district and then again the percentage in that particular District of socioeconomically disadvantaged

203students and English learner students and you'll note that a couple of the districts are similar to us uh Tahoe Truckee Saint Helena are similar numbers Santa Clara and then again State of California on the far left San Luis Coastal and then the districts uh that we are comparing to in this particular comparison you'll note that the districts that are similar to ours demographically we're right there with them slightly above them the districts that have uh half or fewer socioeconomically disadvantaged uh do outperform uh our district that would be Palo Alto Laguna Pacific Grove this is English language arts right and then in terms of math same group but this this would be the same demographics that we referred to in an earlier chart but this would be math in our County and districts that are

204similar to ours demographically foreign that's been out for a while but our Mass scores have been significantly uh higher than the state and the county uh and and other districts that we've looked at in the past and then this would be the subgroup comparison of students within our County and demographically similar same story as before with English language arts uh most categories the all the non-sed um SED it's El were showing strong results and then a basic Aid is a separate set of districts and math scores the state San Luis Coastal and the same story as what we saw with English language arts those districts that are demographically similar were right there uh or a little bit better and those those that are not demographically similar uh outperform the rest of the districts can make

205considerably momentum considerably more yeah in some cases two and a half times the amount of funding that we receive so uh Science assessment the California Science assessment is grades five eight and then the state allows you some flexibility as to which grade level is going to take it in high school we offered at the 11th grade and it assesses life science physical science is out of the way and it's interesting I've been looking into science results and why you know all across the state as you can see uh and in school districts they're lower than uh language arts and math and and I it could be just as simple as districts don't spend as much time uh teaching science obviously as they do teaching language arts and math but I think there's more to this

206story and I'm going to dig into that a little bit more and and bring that information back to the board when I find it like this was broken out by grade level all students in the First Column grade five eight and then all high school students there's a little bit of flexibility in high school students because some students who come in later could take the test at a different grade level thank you and then just in conclusion as I mentioned we outperform state county in English language arts math and science uh results we did well compared to most districts and the subgroup performance uh science results consistently above the state and county numbers and then things that we would look at for next steps is you know we got to continue to look at how

207to close the achievement Gap and how to recover learning from uh covet lost from code we still have not returned to pre-covered numbers but we're headed in that direction and then like I mentioned a deeper dive I think is needed into the science results and why they are what they are okay and then we happy to answer any questions go to the public first please Miss Dawson no one thank you thank you I'm really having a hard time seeing you so feel free to be yeah no I've always wondered why only Fifth and eighth grade science yeah that's a good that's a good question Rob and and I don't have that answer for you okay it's cumulative the the assessment it is just fifth grade science it's it's what kids have learned up through fifth

208grade and include standards from different grade levels so could it be that fifth grade would be the end of the Elementary in the eighth grade would be Middle School it typically would be considered that yeah and then the high school year is you have a choice the districts have a choice there but yeah okay foreign thanks so it's not a question it just always seems important to me to to point out to folks the high percent of our students that are socio-economically disadvantaged because I think for those of us that are not we tend to view our surroundings the way we see it right and there's a lot of kids here that are socio-economically disadvantaged in our district great point and I just up to 43 it fluctuates uh quite a bit Yeah but 44

209of our kids [Music] okay thanks very good point Mr Unger well just just to add to that 43 of people who self-report right so the numbers May in fact be higher anyone else hi thank you thanks very much amen I'm happy to do it what do you want to bring out you just go to the general agenda yeah there you go all right um we'll move on to 11.03 uh approve increases to minimum wage and substitute salary schedule and um Mr Pinkerton is stepping in for Mr Block to yeah present this to us thank you yeah so basically you know just as we've done every year I think for the past few years uh minimum wage Rises on January 1st and so tonight we're asking the board to approve salary schedules that reflect that rise

210to minimum wage it's moving from 15 an hour to 15.50 and so the groups that this affects at the SEIU on their their pay scale they have one group and that would be the crossing guards um and honestly we don't have anybody in the first two steps so everybody that's a currently crossing guard for the school district already makes 16 or above but this basically just blacks out those two steps that were um below 15 15. and then on the substitute uh pay scale which you'll see there is we have a list of institutes and so the groups that are affected by this are sub crossing guards student aides that are on the subgroup as well as playground campus supervisors so those are the three groups as substitutes that will now rise to 1550. um

211and then the last one is um on the adult bed uh pay scale and so that is for our adults at child care aids as well as our instructional AIDS those positions now will be the 1550 as their base anyone from the public wishing to comment on or on this Mandy thank you any questions comments from the board if not this is an action item that we approved this this evening why don't you make a motion yes all right thank you and a second I'll second all right um Mr Banfield Mrs Roger yes Mr Unger yes Mr Buckman Miss dobler Drew yeah then I am a yes passes 6-0 with one absence Mrs Frost would you like me to just move forward with that first one thank you so we are talking about border policy

2126200 adult education among the changes date evening and weekend courses can be offered we can also contract with another District to provide the services my recommendation is this comes back for a second reading any questions or comments from the board or the public thank you and then next is uh 11.05 another or policy yes board policy 6173 and this is education for homeless children among the changes in this board policy is um that we must identify every homeless child on our campuses often using our um our annual housing questionnaire it talks about data that must be presented to the board on an annual basis it also talks about removing barriers so that our homeless and unaccompanied youth have access to all programs across our campuses I recommend that this come back for a second read

213any questions or comments from the board on this one or the public right then both of these will be brought back at our next meeting for a second reading and we'll vote on those at that time all right we'll move on to our action consent agenda please let me know if you want any any of these items pulled 12.01 approval of certificated and classified Personnel items 12.02 acceptance of donations 12.083 approval of furniture and Equipment request 12.04 approval of minutes from October 18 2022 12.05 approval of minutes from November 12.06 approval of minutes from November 3rd 12.07 approval of minutes from November 10th 12.08 approval of minutes from November 15th 12.09 approval of purchase orders and cow card purchases all that please oh we are so close foreign that's okay um 12.10 approval of warrants

214and payroll oh please 12.11 proposed revisions to board policy 3553 free and reduced priced meals second reading 12.12 of authorizing continued use of remote teleconferencing Provisions pursuant to ab361 and government code section 54953 right um so I need please a motion to approve items 12.01 through 12.08 and 12.11 to 12.12 remove approval of items 12.01 to 12.08 and 12.11 uh I'll second Mr Unger yes Mr Buckman yes Miss Dover Drew Mr Banfield yes Miss Roger yes so uh 12.09 mark thanks and I'm gonna need some help from Ryan um because it looks like I may have gotten some stuff confused to revolving revolving caches in 09 or that's the ones okay so let's go and then um the camp Ocean Pine stuff that's in yeah okay so um when I was going through this I

215noted that um the schools are still doing Camp Ocean Pines and Whittier and things are looks like they're going really well I just got some time talking to Katie she said that's going to run out next year and I'm just pointing it out to my fellow board members that we had approved Dr prater's request to make sure everybody got funded so that they all went to similar camps and that's about to run out just noting that the district's support to send all kids to the the top camps in the state that funding is going to run out so I'd make a motion to approve uh 12.09 second I'd like to comment thank you I I'm grateful to Mr Buckman for bringing this to our attention because um I was unaware that that was was going

216to run out and I think at the time that we um decided that we wanted to allocate the funds to support each School having an equitable Camp experience um the board felt it was in it was important that every child should um share an equal experience and I just wonder if that's that is still my feeling um going forward and I how would we go about uh and canvassing the board to see if they still uh have that Equity concern Dr prayer yeah this is a future board uh presentation we've had a subcommittee um uh discuss all these different uh elements I just haven't brought it back to the board for a presentation we've been too busy uh so I've been working with the foundation in fact tomorrow tomorrow night I'll be at Hawthorne Elementary's

217PTA and having a long discussion about it and we have a really excellent plan um it's not agendized at this time this is only thank you agenda item but 12.0 but you you will get this information refresh the words memory we use we ptos and schools had a very difficult time raising funds when kids weren't at school right so the board to assist with that at the time we utilized some one-time funding coveted funding to kind of do a three-year plan so the first year was total 100 funding for kids to go the second year was 50 then it went down to 25. um with the idea that Dr Prater would have this group that would get together talk about it kind of bring back to the board some ideas so that's kind of I've

218got to where it began and that's why the funding slowly is this paid all kids are going to camp this year they all went last year and um we have a plan to make sure they go so we'll be posting your your plan in the spring at some point yes okay thank you yep okay so we have a motion by Mr Buckman is second by Mr Unger on 12.09 any further discussion or questions okay um Mr Buckman yes Mr stronger yes Miss Dover Drew Mr Banfield this is Roger yes I'm a yes motion passes six zero uh 12.10 Mark thanks uh in 12.10 there's a um revolving cash it's usually not too big and suddenly it's half a page um so I talked to Katie about it you'd like to explain what's going on I'm

219just wanted to thank Steph because it's an amazing amount of work to make this work for kids yeah so we have um so it's this time of year where kids kind of confirm their scholarships and going to colleges those types of things right so then we then the district in issues the scholarship checks to the particular schools um now in the you know schools don't like normally when we do like a an invoice or a check like to uh a particular vendor it it we take all of the things all the costs and we send them one check well colleges don't like that they want a check for each student for their particular scholarship or their particular account so that's one of the things that the fiscal services department does is they they issue warrants

220for for each student to each college so it's a lot of work that goes into it but it's helpful to kids it ensures that they get the money in a timely fashion so if I'm not mistake this was an area that um the accounting some of the auditing as well right last year we had the audit where our ASP funds were scholarships and so we had to include it into our actual District accounts instead of ASB issuing checks so yeah so we've kind of taken over that um from the district standpoint and my understanding from Katie was is this was kind of a pinch hit we we needed to come up with this plan quickly yeah to make sure that our kids got their scholarships so I just I just thought it was worth noting

221so I might think yeah I'll move approval of uh 10 uh 12.10 I'll second um Mr Buckman yes Miss Dover Drew Mr Banfield yes Mrs Roger yes Mr stronger yes no yes motion carries 60 row with 20 episodes all right um any advanced agenda items at this time then we're on to reports by board members the stronger just a couple um like with I believe Ms dobler Drew and I attended the parent leader meeting um I was fortunate enough to be able to go to the Los Osos band concert the Bishops Peak chalk art festival which was great um really some cool stuff that they did there um and then of course as was mentioned uh Mr Buckman Mr Banfield and I were at the Los Osos Middle School Morro Bay High School concert and

222band performance last night and I just want to say special thanks to Mrs bervante and Mr Billy foreign I've just enjoyed my first csba conference even though I've been here for three of them yeah covid you know we didn't have one and then last year there was still some questions about different venues and testing and all that so seemed like a I something that I didn't want to be a part just do so um but I see why people go and it was a wonderful uh keynote speaker was really really lit a fire under a lot of people it did me and he was very very very good um name is Brandon um Fleming Fleming thank you and he has the book said miseducated which is being made into a movie so everybody go see

223the movie Mr Buckman yes thank you um so along with uh Chris and Mr Banfield and Dr Prater it was um it was just an amazing last night I left upbeat and just amazed trying to shut this out I'm sorry Mark okay Chris I'm working on it sorry I shut it off but I I was about to say I just can't believe how talented our our kids are Mr Banfield is a music teacher and musician and he was just popping away it was kind of interesting sitting next to him um I I want to point out that I was able to attend and I think I may have been the only one from the district because it was a half day um there's a trade Apprentice day there were districts that brought students um to

224the trades um to learn about apprenticeships um the program is called uh earn while you learn and I was thinking about this as we start our our next Bond measure this last one took eight years so if you had been in I think my math is right if you'd been in fourth grade you would still have been able to graduate and work on your own School and so that's probably going to happen again so I think it's really important for us to consider these apprenticeship programs they're just just incredible um let's see um I was at csba also um following in Chris's footsteps I was a member I'm a member of delegate assembly I'm representing the 10 schools but the interesting thing was um I don't know if this follows greatly in Chris's but I

225also recently appointed to the legislative action committee and the candidate Review Committee and I'm not going to join any more committees um but at delegate assembly um Eve this there were 4 000 folks in attendance it's the largest attendance ever in a csba conference I was able to attend workshops that I chose to go were on community involvement but also on staff housing and there's just a whole bunch of new stuff out there dealing with staff housing and I'm really jazzed up about it uh let's see I was able to attend the slow city council as a respect to uh mayor Erica Stewart Michelle schwarzman and the new uh city council member Emily Francis Laguna PTA had a special meeting last night right before the concert because they're so wonderfully funded this year they had

226to go back and look at their budget and yesterday I think yesterday also I went to the League of Women Voters membership committee that like I said no more committees so anyway thanks everybody anyone else Mr Brownfield how was it I think I'll be saying this probably a lot when I go to these events especially out on the coast because oh I taught you oh I thought tonight um Alana was in the choir that our daughter Holly did and I played the piano and that was fun seeing her and then oh gosh well and then yeah yeah that's right um the the boy Jill taught in second grade but then last night it was a real eye-opener so sitting up there in the Jazz I looked at the girl I said boy she looks familiar

227and yep taught her and you know and then I saw it's like old homecoming for me see these parents around anyway I love it I love it yeah all right well thank you everyone we will conclude the meeting at this time and meet again oh yeah the 22nd for a study session yeah thank you thank you
