husband and i have come to the emotionally difficult decision to withdraw our daughter from the district and send her to a school that supports our values i am a former district teacher and we have happily sent our oldest children to local school years ago but things have changed our youngest just spent kindergarten at baywood learning to read and write in spanish my husband's native language thrilled she could be bilingual i spent hours volunteering in her class appreciating and respecting her teacher and aid however this year we became aware of some attitudes and practices in school and at the district level that violate in our view our rights and responsibilities as parents specifically two of the first grade teachers at baywood last year posted signs in spanish that used x instead of the proper o todd's
son bienvenidos in a nonsensical attempt to impose american progressive values on an ancient language spoken by millions of people around the world in 2015 scholars gilbert guerra and gilbert orbaya wrote the argument against the use of the term latinx quote perhaps the most ironic failure of the term is that it actually excludes more groups than it includes by replacing o's and a's with x's the word latinx is rendered laughably incomprehensible to any spanish speaker without some fluency in english try reading this gender-neutral sentence in spanish los ninos fuera na la escuela a amigos so you replace the o's in there with x's you literally cannot and it seems harmless and absurd until you realize the broader implication of using x as a gender-neutral alternative it excludes all of latin america who simply cannot pronounce it
in the us way close quote using x also leads directly to teachers introducing gender ideology to their young students we do not believe most parents are aware of the extent of it in the form of lessons on pronouns for example we believe humans are equally uniquely created and that biology or dna is immutable we also believe identities cannot be changed due to feelings which do frequently change gender dysphoria affects a tiny percentage of people and rather than affirming a potentially devastating course of events puberty blockers surgery depression and confusion it should be treated with compassion how can young people who still believe in santa claus and the tooth fairy be expected to know they have been assigned the wrong gender at birth this is one of many important issues facing our students unfortunately we have
lost trust that our values are respected or even represented in public school anymore thank you very much we i see we have no other written public comment we'll move on to item 8.01 which is a business and budget update mr pinkerton uh yeah just a couple of things for the board tonight we uh kind of an important time of the year in terms of enrollment staffing those types of things so i've been in contact with the principals kind of keeping them updated um over the past two weeks we've actually had to add a couple of of teachers um because of because of enrollment increases so one was at del mar elementary school in the first grade um we had to add one at los ranchos in the fourth grade um and then they also added
uh some sections for mr scaldi more bay high school um you know just to ensure class sizes remained and where they're supposed to be as we go through it i updated um the rest of the executive team to this today about kind of where we're at overall class sizes combination classes those types of things that that we definitely look at um and i will be sharing that with the board as well um on top of that uh chris bonham and myself went around to every single school site over the past two days just kind of checking facilities grounds you know were they able to clean um and and again kudos to our our custodial team to our grounds team the bus drivers in particular this year kind of even though they were off the for
the month of july and ended august after summer school stepped up to help we had a huge summer school throughout the school district so almost every school site you know thousands of kids um which is a great place for them to be but it it does interfere with the cleaning schedule and deep cleaning those types of things so um i know the team has just worked diligently over time to prepare the schools to get ready and i i have to say i was very impressed with the grounds with uh the way the schools look um and so we will continue that process um from a technology standpoint we've reimaged all the uh all of the microsoft computers throughout the district and so um jeremy and his iat team it's been an ongoing kind of battle
over the course of the summer getting all those done they have completed everything little things that they have to go back now and kind of fix and make sure people's printers are working and those types of things which they they are doing now and will be doing throughout the first week of school um and so just again a lot is going in from the bg t standpoint right the buildings transportation technology that go into starting the school year along with the fantastic pd and teachers getting ready as well so i just wanted to uh a few shout outs to our our staff thank you thank you next is educational services update mrs frost yes just a couple of updates about our school opening plans and the things that we've accomplished over the course of the
last couple of weeks in early august we brought all of our administrators together the new ones that you met this evening and the every other administrator in the district and we talked about some important and broad subjects we talked about the board's strategic priorities we went in depth and i know dr prater is going to spend some time on that in this evening we also talked about communication as one of our themes across the district our teachers communicating with families our sites communicating with districts and families the district office and and directors really making sure that we have open lines of communication throughout the year through educational services and with the isla team we talked about the most important things for our teachers curriculum instruction assessment and we went into detail on each of those
and what that means to our students and again you will see that across the district throughout the year and then ryan spent quite a bit of time with resolute talking about safety and again you'll be hearing more about that as we continue through the year and certainly at our board meetings we also just finished two days of pd on every campus throughout the district our administrators had two full days with their teachers in the past oftentimes we've drawn them together for a half a day for a full day looking at district initiatives but this time we gave the time to our site and it was beautiful our directors and your executive cabinet team went from school to school and just joined in on some of these presentations we saw clarity we saw talk about intervention
for students across the campuses they were early analyzing data they were doing teamwork activities to really really pull together some new staffs all of this came together with our principals and our instructional leadership teams working together and defining those topics so it was really really effective when we're getting um really positive feedback uh last thing is just a little bit about covid safety it's something we still have on our minds and we're publishing safety mitigation efforts for our staffs we're reminding them to keep their doors open to keep the ventilation on that hand washing is still really important and that anything they can do outside is safer than inside so just continue to work with our staff to make sure this return is safe thank you very much uh 8.03 measure d update mr pinkerton
yeah uh again a lot of construction happening uh we're kind of in this last phase of measure d so we have about a year left to complete the the final projects at uh sales principal high school morro bay high school right down to the wire they're going to be opening up the new agriculture classrooms um at san luis obispo high school and the they're moving in as we speak new furniture um and and very you know we walked through today mr bono myself it's just it's just amazing these beautiful facilities right the kids and teachers have now um and really looking forward to that middle section of the 100 building at san luis obispo high school opening which is the digital media labs new classrooms multi-purpose room um as well as the the food service
kind of a areas for students to be um at lunch and break time so those are kind of the san luis high things of course student access is always an issue you know at schools while you have construction happening and so uh really focused on those act those access ways for kids to get around students get around and so we were able to add a couple um through the middle of the quad as we go through and and that'll be something we'll continue to watch um as we enter the fall and see what kids are doing with that at morro bay high school um you know last year's that we had a couple of kind of nice you know they're nice hallways in the new building but they were still teachers teaching in the hallway
so we did take a couple of portable classrooms temporary class housing and put those out at morrow bay high school um and so those will be able to use so that there is no teachers teaching the hallways um over the course of this year that was something that the staff had requested and talked about at the end of the year so we were able to make that happen which is nice um and uh and again morro bay high kind of that that uh beat or the a building there which is the theater um theater classroom backstage area multi-purpose room food service should be open up about december january as well and that's going to be a beautiful facility for that school and so just really looking forward to sharing those with the public sharing those
with our students and staff as we move forward great thank you mr pinkerton let's move on to item number nine point zero one this is a resolution number zero one twenty two twenty three excused absences for students to attend religious ex exercises uh mrs frost thank you very much yes i have a resolution for the board's consideration zero one twenty two twenty three um the ed code allows students with consent of their parents to miss school to receive moral and religious instruction it also requires that if a district moves in this direction we must adopt a resolution permitting and guiding their release that's what this resolution does san luis coastal has already adopted board policy 5113 which is about absences and includes this verbiage my recommendation is that you approve this resolution this evening thank
you any questions for mrs frost is there anyone from the public that would like to address the board on this item saying no one i'll bring it back to the board would someone like to make a motion sorry okay mark and some second bye maryland is there any further discussion [Music] okay um mr buckman dr eisen rath rogers uh mrs schaffer this is roger yes uh mrs frame yes okay and i'm a yes motion carries 7-0 thank you very much uh 10.01 annual board strategic priorities dr prater yes thank you board much of what you'll hear this evening you have already seen and the reason you've already seen it is because you created it and but tonight is more of a formality and since we're at the first board meeting of the year um i
believe it's important that we set direction and we do the things that that honor school boards and and the way we're going to start with this on this particular presentation man jessica is there a way you could pull that presentation up on the screen or do i or do i need to do it from here okay and you know what it's okay i have it memorized i can just do it right from here jeremy could you pull up the presentation for me 10.00 that's the closed session one we're going to be having on the 30th oh wait this is uh i got you another my fault sorry hey right [Laughter] [Music] thank you okay we can do this yeah we did it uh okay so i apologize for that um so what what you'll see
what you see on your screen here is i want you to imagine a funnel and at the top of the funnel you have the vision mission and guiding principles or the philosophy of the district and this reflects board policy 0 100. board policy 0-100 speaks to the board and speaks to the importance that the board set a philosophical direction a vision statement mission and guiding principles we spent quite a lot of time san luis coastal's board of trustees during covid when we were under a great amount of stress and and and frequent meetings you all rolled up your sleeves and agreed to meet an additional six or eight times in addition to the more frequent meetings we were already having in order to re-look at our vision mission and guiding principles document and that is
clearly derived from board policy zero 100 and if you look at this you'll see if we can get there okay we might not be getting there but what you'll see in the vish the vision mission and guiding principles and it's this is all on our website you'll see that um our board this board has a a particular interest in making sure that our students find their passion and they follow it that they live a life of purpose and that is a direct experience a direct reflection of their learning experience their life's experience and so so many hours and days are spent by our youth in our public schools and i'm very proud of this effort and that you got that you the board have established and set and and um and and adopted and so
from that big top part of the funnel we then drop down to the strategic direction and what you also did during this time of covid is you then asked yourselves what is it that we would like to see happen in our district okay pre-k through uh 12th and what's remarkable about this effort under um strategic direction which by the way falls under board policy 0-200 which means the board will regularly and annually adopt priorities and also begin to establish goals that are longer term intermediate and longer term and that's really what this is you establish the strategic direction which broke out into early primary years and you can see the effort you that you laid in in terms of medium and um and intermediate goals which really talked about early literacy development really talked about
getting kids to um become confident young learners and we know that happens when they learn to read when they learn to write when they learn to express themselves and so you've identified that in your strategic direction for the earlier primary years and then additionally you went into the intermediate years which then really talked about your fourth fifth and sixth grade years and in there it's about that sense of agency and independence and and then you broke it into the middle school years which i'm so proud as a former middle school person uh is that you've adopted that school's to watch principle which means you know all kids matter in fact the term all means all comes from that schools to watch rubric how do you know as leaders how do we know as educators that
all kids are getting a fair shot at learning and thriving and so they develop a rubric and a platform that'll that really places the adults in the room into that reflective place to say how do we know what evidence do we have that our kids at the middle level are thriving not just learning not just showing up to school but are thriving and we know kids can't thrive unless they're safe unless they're engaged unless they have relationships meaningful relationships through relevant rigorous instruction this is what we're talking about as part of your strategic direction and then of course you have your high school years and it was important for this board to also look at that all kids don't necessarily plan to go to a four-year university but we darn better make sure they're ready
for it if that day comes that they feel they are we also know some of our students are ready for uh for a professional pathway career pathway and they can express their interests in so many ways and so we've developed these cte pathways we've really pulled them out and really define them through our partner partnerships with industry and and in partnership with our school district foundation so i'm really excited about this idea of preparing our students to be college and career ready and giving the kids as many tools in their toolkit to be as successful as they can your strategic direction lays that out quite well i must say and now we go to the purpose of this evening which is the bottom part of that funnel so where are we in 2022 2023 what
are those annual board priorities and why did you set the direction the way you did and tonight i'm asking you to approve these board priorities that you agreed upon and and helped refine during your summer board workshop in june based on dozens and dozens of conversations and meetings that you had with the with the staff with the public the parents students our student voice in this district has really taken off and you can see how our students and their voices matter in the annual priorities they speak to it and in those priorities what really jumps out at me is that you've really taken a strong focus on achievement you've taken a strong focus on engagement making sure there's relevant rigorous meaningful learning going on in our schools and you've also said an achievement target of
five percent growth across all subgroups knowing full and well that that's not everything but that is important to establish and identify it even says so in board policy 0 200 that it's important that those markers and metrics are identified which is why the third priority is about metrics it's about figuring out how do we know that our kids are learning what evidence do we have and some of those markers are academic markers but many of them are are anecdotal observational relational markers are our kids perceiving that they have a sense of agency that they have a sense of of purpose in the schools that they attend six to eight hours a day i think it's really important that that is called out because you called that out in these board priorities and then the fourth
priority that you called out is fiduciary responsibility which is a big important part of any school board's role and you've done that i believe extraordinarily well we just secured a three-year commitment three-year agreement across all of our employee groups and and um i believe over the next three years we'll have we've agreed to 10 salary increases in in the face of uncertainty and i just am proud of the school board for doing that taking that important um that importance set of actions because our employees are the heart and soul of what we do and um and i feel we've honored them to that end but you also really have asked me through your priorities to prioritize what is working the best what seems to have the greatest impact on student achievement and wellness and that
will require us to really examine the data and ask ourselves what seems to work the best for our kids and so as we go through this year we'll be collecting information we'll be working closely with our staff at our sites communication as mrs frost mentioned is a is a driver to that how are we remaining transparent and clear about what it is we expect and the vision mission guiding principles the strategic direction that you set and then the annual board priorities align to all of those things and it places the focus centrally on our kids and their wellness and for me i'm proud to be a part of this effort and i'm asking you tonight to approve adopt formally approve and adopt the uh annual board priorities that were developed during the board workshop this
summer in june our whole entire year is predicated all the board meetings backward mapped along these very specific pieces of information so i'm asking for your approval of these of these annual board priorities great and i'd like to go to the public is there anyone from the public that would like to address the board on this item are you seeing anybody on our zoom portion of it yes no one okay i'll bring it back to the board would someone like to make a motion to approve the board priorities um as we discussed and as we as we recommended uh back in june at our retreat ms dobler drew would you like to make that motion yes um i make um the motion to approve the annual board strategic priorities as presented by dr prater let
me just write this down okay so we have a motion by ms dobler drew do we have a second second by by dr eisen rath rogers is there any further discussion from the board okay great uh ms dobler drew yes mr buckman dr eisendrath rogers mrs sheffer yeah this is roger yes mrs frame yes and i'm a yes motion carries 7-0 thank you very much thank you okay mr pinkerton uh 10.02 district safety update yeah let me pull up this presentation all right i think i got it to go um needless to say safety is uh a concern concern our society day and the news media um there's been several uh news stories cnn uh you know different abc different uh kind of broadcasts over even the last couple of weeks that are still kind
of talking about how the need for our schools and increased safety protocols so um the board of education actually uh right before the year before covet of course um kind of brought safety to a forefront it was after an another tragedy that happened in florida and really um we invested in kind of reviewing all of our safety practices and policies and and tying in at that time um we uh the board hired a group called resolute associates um garrett olsen the former fire chief in the area as well as rob lewin who was also a county fire chief kind of started this company to kind of really focus tools and look at safety so um at the same time chris bonin the director of bgt and myself went to uh safe and sound schools um
symposium that was put on by uh two um two of the parents of children that died in sandy hook and so the board has heard this before but i'm gonna just kind of give you that past you know kind of bring you back to kind of where we are today um and so you know through that process we spent an entire year with our admin with to work talk with our counselors kind of working on things getting these plans all together um really we uh revamping all of our safety protocols and really looking at this what we're going to review tonight that the pillars of safety right because safety is not just active shooter drills it's not just locking down your school sites it's way broader than that which i'm going to kind of again
just touch on tonight to remind the board of our focus and through that time we're about to get going drills set up and then covet hit um and honestly safety at school sites kind of took a back seat to just kids being able to learn right and um you know zoom and access to the internet and getting more computers all those types of things so we're finally at a point where i think we're hopefully moving away from that and can refocus our efforts um and of course after the uvaldi tragedy at the end of last year just heightened it again right it seems like every tragedy it brings it back up in reality this safety should be an ongoing dialogue something we work on all the time um and continue to try to improve so
um so we've kicked that back into gear we had very good uh conversations we revamped our safety on plans and my my goal and focus is really to kind of highlight the pillars again the board has already acted on some fantastic things like uh increased counseling services for our student which we'll we'll discuss today um and and we'll kind of i'll just kind of go over those pillars a little bit but i first wanted to um show you a little bit about this safe and sound schools um report that they have and i'm gonna blow it up so you can actually see it um but i'm gonna take you to a few pages maybe not that big but just a few i just want to share a few things from the safe and sound schools
report so again safe and sound schools um is a group that is really uh again two parents who lost children in sandy hook elementary school they have put together this kind of huge consortium of people looking at school safety and they really get it i mean they get the fact that safety is all encompassing all the things we do for kids which again you'll see kind of their focus through those pillars but they put out and they go out and they do talk to parents talk kids talk to staff and they put together this comprehensive report for the year so this is just some some kind of basic things that they have found out for people um and i think again i'm just going to highlight a few of the things that really stood out
and so one of the things the board knows and dr prater has talked about and i guess i'm not sharing screen and he has really focused on has been um this year as diane kind of out talked about a little bit uh miscommunication and so one of the key concepts that this group talks about is that there is just this huge need for us to communicate and talk about safety right so it was one thing for us to kind of work with principals get everything set up have uh in services with staff talk about those do drills with kids but really we need to discuss it we need to talk about we need to bring it to our parents we need to bring it to our community right so they understand on the safety policies
and process procedures and things that we're doing and again i think it just goes hand in hand with all of the communication about student achievement about our professional development with our staff all the things we're doing and how important those things are um you know to to that end um they talk about you know on page 20. um the importance of drills and so again it is important for us to to have these safety plans in place but also to do the drills to work with our students to work with our staff to ensure that they have the kind of the the guidance and the ability to to act right um if if there is a safety issue that comes up um and i think that again and they talk about it leveraging all members
of the multi-disciplinary school safety team to ensure that we have appropriate high quality education and preparation for our students and staff and i'm going to talk about some of the things that we're doing to make that happen um it should be of no surprise to anyone on page 33 or 31 i should say that the number one concern with parents students and staff right now is active shooters so though it goes way beyond that we're going to get talk about pillars and the needs for safety and the different things we're doing with kids the number one thing on people's minds right now is that and so um this is part of the reason why we're we've implemented a plan for right now starting with our elementary schools to put fencing around them and get those
get that started then looking at our middle schools of course our conference of high schools are already well underway um of having that happen um and again i'll talk a little bit more about that a couple surprising things on page 36 that maybe not surprising but things that really um come up and that is uh you know and we've seen this we've seen this in our youth through surveys we've seen it in our healthy kids surveys with kids as we go around and we talk to them and dr prater does his student center work um there's a lot of bullying that goes on whether it's cyber bullying whether it's what kids say in the hallways those types of things but um it was interesting this this slide talks about the perception educators think oh no
we have great policies in place and you know for bullying and stop it and to deal with it kids kids don't necessarily feel as strongly about that and so you know one of the big things that we overemphasize with our principles is really discussing the bully concern button um on our website the anonymous kind of tip line let people know right so they're going to be um all the elementary teacher or all the other elementary principals have put together assemblies for all the students right to again go over the safety policies talk about those those issues and then doing classroom visits at the secondary level seven through twelfth going around talking with kids individually in small groups um just letting them know that we're there to help them right i mean into in kind of
reach out um one of the most discouraging slides um as i went through and again you know we're talking about you know some some tough things that that happened when we you discuss safety and mental health and uh those types of things but this slide in particular really kind of hit me hard right so one in seven students um experienced abuse and neglect in the last year so on a scale of that when you think about that scale so we have close to 7 000 students in our school district that would mean that a thousand of our students had some type of abuse or neglect happen in their lives over the past year based on those those statistics that came out of this so i mean that you know how extreme that is how bad
it is those types of things but but that again the need for students and um to have support have support systems in place which i want to talk about the things we have at sandles coastal in place for them but this was kind of a i mean just really stood out i think over all the slides um that i was kind of going through and then lastly as i talked about the board increasing counseling services in the school district um this this slide really kind of hit the in dr prater kind of talked about it a little bit with his board priorities and goals um and that is really in order for kids to learn we have to meet their physical and um you know really mental needs right their mental health needs so kids
have to feel safe at our schools um in order to learn and to move forward and so i'm going to talk a little bit about the pillars and things we have in place to make sure that that happens for students in san luis coastal um as as we enter the year but so that was a again take if you have a chance to go through it kind of look at the whole presentation there's some good information and um again this is a big cross section over the entire united states right so um you know we're san luis coastal here in the central coast of california so again it's a broad um research paper but but again safe and sound schools really does a nice job um kind of going through those you know different different
aspects of uh of safety so now going to the pillars so one of the things that really stood out to us and the reason why i'm in working with resolute and looking at the the pillars for safety um is that it's really this broad range of looking at safety right it's not just active computers lockdowns it's you know are we are kids coming to school with clothes are they are they coming to school fed right are they um again do they have the physical and and mental health things they need right to be successful um as we lead and so the first one is a mental the first pillar of safety was mineral mental and behavioral health um again this is kind of focusing on against students what do we have in place to help
students with again both their mental state of mind um as well as you know behaviors that that are happening and of course here in san jose coastal we have our marriage family therapists we have counselors which the board again increased counseling um at all of our elementary levels over the past few years we've increased counseling at our secondary levels um through the use of those mft's marriage family account therapists um as well as counseling we have school psychologists in all of our schools um we have suicide prevention programs uh we connect with a lot of community resources and and hook kids up with those community resources through our our family advocates that we have in place again letting our teachers know about student records and um actually by law we're supposed to let them know
about suspension notices expulsions those types of things we have a lot of conversations about student mental health issues depression anxiety education a lot of a lot of things that students go through now just with technology and instagram and facebook and twitter and those types of things and how kids today are different than necessarily when we were kids um in school and so working with them through those things we have a lot of guest speakers that come onto our campuses talk with our parent groups talk with our students our health classes uh that really go about those we have a threat assessment team um on in our school district so if there is a threat that happens that team comes in um it's led by chris dowler uh student support services liaison along with school psychologists
counselors um to assess student threats right and um kind of the discipline process what we need to do who we need to alert um the types of services we may need to get around a student or family um again over emphasizing to students and to parents that we have this concerned bully button anonymous way to let us know see something say something right we need to know what's happening out there i mean kids are often the first ones to know and so if we can just talk to them and get them to share that information so that we can reach out help kids deal with situations before they occur it's very very important of course student study teams at our school sites i talked about our family resource centers and advocates um as well as
in los osos we have a low social scare family resource center so again a lot of mental and behavioral behavioral health um things happening of course health and wellness how how our students feel how our teachers feel right how they're you know dealing with covet has been tough as dr prater talked about just coming out of covid right and all that comes with that with students and and staff um has been very difficult and so we've tried to build around that help uh facilitate those conversations but we have a lot of things in place to deal with it um and again there's new things in today's age human trafficking right human trafficking education that we have to provide um with students um it is we feel so fortunate that we're able to feed all students
every day you know breakfast lunch all students right they don't have to feel bad punching their number and we're the only the free and lunch students coming up no all kids are eating and we're seeing it kids in numbers more and more kids um because we have such a fantastic food service department uh taking that we're actually gonna try to take it one step further and actually provide a supper meal for students as they get on the bus as they head home right so uh you know the more we do to nourish kids and and help them that way is important a lot of things i'll just kind of you know we have aeds on all of our sites cpr training child abuse training bloodborne pathogen we've added the human trafficking training in our health
classes um you know a huge new focus on athletic safety training a huge program that we've developed we we just implemented that uh the start of this year with all of our coaches um and they're they're now going out and they're having uh individual team meetings with parents and the coaches and the principal and the athletic director so all of those things happening really to again protect kids and make sure that we're we're doing what we need to do uh to be safe we have dental vision care so just a lot of things um out there in terms of that again health and wellness of our students the third one is physical environment and this is the one that really people see right so um things that we're focused on having perimeter fencing plan having
a single point of entry um the board has put forward a bond measure for in november to hopefully help fund a lot of those upgrades that are needed um such as having indoor locked um at all of our school sites like we now have at our two comprehensive high schools um through measure d um we you know the board we put forward a new voice um it's called a voip system but it's a pa system so um any teacher can pick up their phone or aid can pick up their phone and let everyone in the school know that there's an emergency happening and where it's happening and when it's happening and so we will be working and training our staff with that uh over the course of this year uh still a lot of needs
in terms of um you know again just the the fencing needs the um gates door locks structural changes to our facilities we will be implementing badges at the beginning of the year for all employees on all of our campuses at all times um we're going to be making sure that we we use those lock systems principals are working with their staffs on egress and you know coming in and leaving the school site right and how that works with with parents and students and the board will see a lot of that communication happening through newsletters with parents um as the year goes uh the next one is really culture climate community um which again student set equity team uh you know diversity team like we have our common ground task force um a lot of social
and civic uh of learning and education happening throughout the district right this one really strikes that probably the most important thing we can do is uh get to know our kids right you know the the number one thing we can do to have a safe campus is for an adult to connect with a kid on campus and to we we need to know our kids are they having issues are they having problems can they come to us can they talk to us are they are they getting that um smiling face when they get on the bus to go to school every day right are we making school a positive place for kids you know the teacher comes in are we introducing ourselves saying hi to the student as they enter those little things right um
can make a huge difference for the culture of a school site and for our students and so um that is something that we will be emphasizing with our staff and talking to them about it um we're going to be meeting with the counselors with resolute to go over our um our new health and wellness plan so there's a whole safety plan on health and wellness that we want to tie in with our counselors get them um you know kind of uh make sure that you know it has their stamp of approval on it get their input right as we move forward with it but this will be a focus of us um kind of moving forward that we create those culture um those cultural things that are really important and of course you know culture
of care has been something that this board has been focused on for ever since i've been you know the past 10 years right with the initiative so um i know it's a it's something that's very important for you um of course law policy and finance right as you go through this as you implement things that you do you have to do it legally you have to follow the laws you have to have policies and procedures right um you know our board with a board policies over the past five six years now right our board policy committee um has done a great job of updating those making sure that they're they're up to date as we move forward um we're going to spend a lot of time working on our district plan uh working with resolute
on our drills at our sites which i'll talk about as well as just kind of the basic things of making sure we're connected um to our emergency operations center throughout the um throughout the county and throughout our cities right make sure we have those good personal connections um of course we have our school resource officers at our sites that help with that as well again operations emergency management because covent was going on we did go through and we um set up a has a basically a hazard mitigation um plan right so uh you know it was just a way for for me to focus on that with with again with resolute's help but really getting that plan in place getting it approved by the federal government so that if a disaster of some you know
substantial uh nature happens that we're prepared to deal with it and um and to really keep our kids in school as much as possible we actually have a diablo canyon drill coming up um middle september right so we participate in a lot of those drills um and make sure that we're prepared uh should something happen of course we just dealt with a three-year pandemic right so that was that you know that was talk about an emergency you know kind of process procedures um policies that we've gone through um and honestly i feel like we've been pretty successful uh through that process um so those are the pillars so as you can see it's a bra it's not just talking about active shooters not you know lockdowns on campus those types of things it's really looking
at safety on it a huge spectrum right which i think is super important for us if we really want to you know ensure safety for our students that's the that's the the view that we need to have um and i think um again because of it uh because of those safe safe and sound schools and having that broad view i think it's it's it's really helped um to kind of bring that to life uh we did review all of our safety plans over the course of the summer we made a few updates on some of our you know and again this is this the school site safety plan is something that um as the fire drill the bomb drill the lockdown drill the intruder drill the bloodborne pathogens um basic first aid for staff you
know how kids get on and off of campus the the you know where where students go if there's a fire alarm where's the assembly point you know all of those things are in the plan it goes to the school site council it's approved um and those are things that are drilled uh on a monthly basis with students um and so for us again that communication point leads me to my last slide now i'll end with this these are the things that we really i talked to the principals about that we're really focused on for this school year so the first one was for them to update their site safety plan um and get that school site council approval right so they have to go through it they have to make sure you know they're again
you look at a school like san luis obispo high school their maps changed every year morro bay high school with construction those types of things right so um they have to you know make sure it's up to date make sure that students know where to go teachers know where to go if there's an emergency here or assembly points those types of things um the next point was really to share it with staff and again we have to create a culture of safety this isn't a five minute presentation i'm gonna roll through it nobody's gonna remember and hey there's a flip chart on your door no no no i you have to go through with your staff make sure they understand it um you know as we go through drills let them know that we're going
to be hey marilyn you're going to be the one that's going to do the lockdown drill today on the pa system right help help the staff like you know kind of get them involved more in safety and really talk about all those pillars and the things we have in place um and set that tone of safety for the year right that we are going to be safe i'm going to lock down all the gates around campus once school starts there's going to be a single point entry you're going to wear your badge right like we all have to do if we want school to be safe we all have to do these things together um the next one again like i talked a little bit about share the plan with kids students need to know
what the plan is what to do when they in in case there's an emergency or event they need to know about the bully concern but they need to know that we're there to protect them and help them and vice versa we need them to help us so dr prater got a few things that go along with that uh savings on schools that we're going to try to get to to implement it's to say something um and students against violence everywhere clubs on campus um you know they have what's called a promise club which goes along with the sandy promise model programs um at all of our sites if possible so really just again harping that that safety with our students um we've asked all the principals to give me their supervision schedule so we we
want we want to know where teachers you know and and principals and counselors and everyone's at before school after school break lunch make sure that we have the supervision that needs to be where it needs to be um should anything happen um we need to share this plan with our parents so over the course of the year on a monthly basis i will be sharing one of the pillars with our parents and the things that we're doing um i will be giving and working with our principals to share their drills that happen so a lot of what happened after you've all done parents were hey do we do lockdown truths you know so you know a parent asked their their fourth grade student hey do you need to lock down drill at school or and
you know oftentimes kids no i don't what what are we doing so we're gonna make sure that parents know the drills that we do and when we do them and before we do them and when we do them and after we do them right i mean to go along with that what we've asked is for resolution associates to go out to each site to sit down with the principals sit down with staff and really go through the lockdown drill so from beginning to end you know so talk about it beforehand review it um have the actual drill itself on campus have the sros there have district office staff there go through the process right and then have a follow-up with staff hey what went wrong what went right you know what what happens to the
kid that's in the bathroom when the lockdown drill happens you know those types of things that can happen during a drill um that are really important to really talk again talk about with staff and and how you deal with these situations we do not um we don't go the violence route and drills i'll just tell you we're not shooting people with nerf guns and you know kind of some of the things that some of the training does like there are different trainings that are kind of a little bit more intense um and from listening to the safety town schools people um as they went through it there's there's no reason to traumatize people in a drill right but it is good to still you still have to make sure that they understand and they're participating
i think the more we can tie staff in the more we tie kids in the more knowledge they'll have and better understanding and again hopefully feel safer right on our campuses they're also resolute also going to help them work on that incident command structure so listen if there's a major emergency major earthquake that happens a school site's kind of going to be on their own potentially right there may not be any communication channels there may not be any cell phones any technology those types of things so as a school site what are you going to do right to pull together as a staff and who's going to be in charge of what areas and so um the beautiful thing about rob and resolute associates is that that's their that's their bread and butter that's their
background right it's having those um you know what to do in an emergency situation so i really want them to work with principals develop that help their staff understand it so that we feel really secure that no matter what happens our sites are going to be you know taken care of and ready to go i'm in any type of emergency um and then lastly um we will be working with uni reunification so one of the one of the main things that happened out of san diego that was the most horrible was reunifying parents with their kids because there was no plan and so that that was a disaster right you can imagine that the parents that lost students not knowing and where to go and what to do and so that will be something that
after our lockdown drills after we work on our instant command teams resolute will help us with our principles work on those reunification plans of course the district office is part of that right we are helping facilitating going through um but but it's just really important that it's not just a plan that's the school site council signed off on that's you know in in a folder somewhere but that people really know what to do and how to do it and that they have the supplies and materials so that they can be successful at it right so um again i feel really good about kind of where we're going where we're at with this striking up that conversation again kind of beating the safety drum um and again you're going to be hearing from me throughout the
course of the year at our board meetings giving you kind of updates on where we're at things that are going uh to to ensure that you know uh that safety is a priority thank you is there anybody from the public that would like to address the board on this item okay so you know when i'll bring it back to the board this is not an action item this is a discussion item does anybody have any discussion mr buckman is that better yeah [Music] um so this was great presentation i read the safe and sound school report um my question is the survey that they're basing all that stuff on was about 850 people and they're asking us to apply it so we are really good about using youth truth and california healthy kids i'm wondering
if there's any value in us actually being able to ask if we could have that same survey to use locally i don't know if that's if that would help us um but i i don't i would throw that out um i'm also really like resolute and just they're just great um when i looked at this and i looked at the pillars and this is what we have and then i got down to this is what we need sure and it's like okay i kind of know what this but i'm i was kind of a little scared that if the public was reading that they would go oh my god we don't have fire alarms so i just you know i'm glad that you reassured us that this more not that we don't have it it's
more that we need to improve it or absolutely bring it up to date okay um we have fire alarms at all of our school side i just you know just buzz every time it rains right so oh yeah there were just some things here that were a little scary so um i know that we have um great folks yeah i know we have plans because i know we've approved it i think the focus too for for parents and for kids too is that it's again safety honestly i'm more concerned about somebody committing suicide then i am necessarily about an active shooter happening on our campuses right though i know that that's the number one thing people are concerned about that there's so many more issues with anxiety with kids and different things that the kids
are going through today right and even our teachers are going through that we need to again have this broad base and be looking at all types of ways to support kids um to ensure that they're safe right so it's you know hopefully they're seeing that broad sense not just the you know the fencing or those types of things but really you know safety is a big there's a lot to it right um and again our district culture care say this is not new for you you've been doing this for 11 years with the initiatives and i'm really focused on those kind of soft types of things too right when it comes to safety yeah so i just want to support your comment on the suicide because it's something i looked up the other day yeah
between 2006 and 2019 the year before kovit um suicide among children increased 68 yeah so i think you're right we're right on with that comment thanks anyone else well ryan i want to thank you too um i think one of the things that this brings to to my mind is the school safety equals student achievement as well true and and so all of these things go together um it's it's a it's a big package and um i think what you know what we discussed earlier tonight with our board priorities our our vision mission will hopefully hopefully help us get there and then uh the work we're going to have to do with measure c you know the the sort of not not quite invisible work but the work that is that's expensive that people may
not see that's going to increase not only our site safety but the health and safety of our students so there's a lot there i don't think there's anybody else i think i went to the public and nobody from the public had any comments so i want to thank you very much mr pinkerton this was quite elusive thank you okay let's move to 10.03 summer professional development and preparation i'm pulling it up for you see we'll get you mr mayfield and it looks like mrs frost hang on mr o'connor let me share first okay there we go i got it perfect let's do that pure person got it yeah there you go share screen there we go good evening uh presentation on professional development over um summer 2022 at the beginning of our evening i talked
to you a little bit about the professional development that we had with our administrators in early august and a little bit about the professional development we had as site this week actually over the course of the summer we had a lot of professional development offered to our teachers on an optional basis and we want to share some of those opportunities as well so we have our isla team of directors and posters to share some things with you good evening good to see you all again welcome back um the week that after school got out we welcomed dr mcdowell um we've talked a little bit about him before he's been with our district um in this past year to work with our elementary and secondary teachers on the idea of clarity and that um clarity comes
through conversation not presentation as he would say and how you get those conversations going in the classroom to help kids know where they're going and where they need to go next so we had three days with a pretty good group of about 50 or so elementary and secondary teachers that opted to attend and then we took that into two more days and on thursday he worked with our site administrators on what he calls the lead learner so what are the things that administrators do that have the greatest impact on student achievement and how do you bring your team to do that and then on friday we brought in um instructional leadership team or instructional cabinet members to work with principals insight teams to create a plan for the coming year around the work with clarity
around looking at data for student growth um something called learning sprints which is just a quick like look at data try something look at data again um and really plan for how they're going to launch the year and i think as i walked around the past two days at sites i saw a lot of instructional leadership team and instructional cabinet members up in front of their staffs presenting and i think a lot of that came from this day in june of really getting to plan and think about how where do we want to go and what do we want to do and so now our own teachers are leading this work which is amazing and powerful and people are really fired up about clarity you heard phil angel talk about it when he was on
so i am going to turn it over to rick to talk about some curriculum pd good evening everyone uh in the elementary world a couple of things are happening uh from july 25th to 29th we had a reading units of study workshop the teachers college which produces our reading and writing curriculum has rewritten the reading units of study and the writing units of study to reflect more of the science of reading that you all have heard about and that we've been discussing as a district over the last probably more than a year now and so kind of looking at rebalancing the idea of balanced literacy so we have a team of teachers k2 who attended that workshop for a full week the 25th to the 29th to see how the units of study have been
redone they're going to pilot those units of study this fall and then kind of advise uh instructional services as to what next steps we should take and whether or not the reading units of study have been adequately revised and how we might move forward also along the lines of science of reading we're really having an emphasis on phonics and phonemic awareness this fall as well and so all of our k2 teachers will attend phonics and phonemic awareness training this fall so we offered a day here in summer because of the substitute situation it's easier to get some of the teachers in now and then we'll offer another day in september for all those who weren't able to attend to ensure that every single k2 teacher gets to attend the phonics units of study in maryland
oh i did it okay hi thank you mr mayfield i just want sorry to interrupt you but before we pass this slide are we what we're talking about here is it is sort of an a hybrid an integration of whole language and phonics the idea of rewriting the reading units of study is to do that to bring in science of reading which tends to be phonics more foundational skills specific skills that kids need like phonics phonemic awareness that kind of thing but still uh having the concept of whole language exactly but still you know imparting that love of reading on that kid's need but just kind of broadening the number of strategies that we would teach kids to uh to read so instead of just looking at a picture and thinking of what it might
mean in that particular situation kids have the ability to phonetically work out uh specifically what it means so giving them those strategies uh to to thank thank you for explaining that absolutely and then uh bridge's intervention bridges is our k5 math program it has a specific intervention program which does take some training to learn so we're training our resource teachers and special day class teachers uh on bridges intervention and that happened in august and then estrella and lunita are the spanish versions for our dual language immersion program of the phonics programs they're different phonics programs they're not phonics units of study but they're specifically written for spanish phonics and with that i'll turn it over to leslie who will talk about national schools to watch good evening um i have had the pleasure this summer
of uh going with mrs frost and mrs stanford from laguna middle school as we were able to accompany the award-winning staff from los osos middle school to the national schools to watch and it was so powerful to see mr bloom and ms contreras along with uh rose fahey uh megan august evans um denise baca phil angel um represent their staff and the amazing work that they've done to for the second time 2018 and now again in 2021 to be recognized as a national schools to watch as dr prater said earlier really focusing on the relational nature of our middle schools and all of our schools in general but again focusing on that thrive to learn we were able to accompany them celebrate with them but at the same time lean into schools and presenters that
were talking about best practices at middle school and how to really connect with students and really innovative practices and give us great pride we also were very blessed to meet salute carbohyl and get an amazing tour of the capital and we are well represented and it was really wonderful to see that homegrown kind of connection between san luis and the capital so it was a pleasure at the secondary level i got to give a big shout out to jane hawley i'm sorry marilyn you have a question okay i apologize um i gotta give a big shout out to jane holly at the secondary level of our secondary tosa um in june late may and early june we started put together uh with teams of teachers at the middle school in high school a really robust
offering of professional development opportunities across many curricular areas avid is an area that we're especially focused on this summer we were able to take really really strong teams of teachers and administrators from each of the secondary sites to various avid conferences they were then able to work together and collaborate together and start to think how we can network our avid strategies across our district and how we can start to link those back to our elementary schools we also had robust robot offering of professional development in language development i know that is a keen area of interest for us all of us and the work that was done both on the coast and the city with regard to building out units of study scope and sequence for eld as well as if you remember we adopted
our ela curriculum into literature so we had many of our secondary english teachers meet over the summer and begin to create units of study i will also tell you that near 50 english teachers from 12 30 to 3 30 today in our pd day met with the publisher and began their training formally on how to integrate into literature into their curriculum when we begin on thursday and then finally we began that process with our middle schools with regard to incorporating health units of study into our physical education classes at both middle schools and it will tell you that everyone was very very busy all summer with their professional development good evening janet gould student support services we are excited to have full-time elementary counselors this year and we spent two days in this summer with
all of our elementary counselors led by angela ryles and john calandro really sitting down collaborating together looking at what does a comprehensive elementary school counseling program look like and really thinking kind of the franchise model where 80 percent of what we do is the same and 20 percent is unique to our unique school sites so a great time for collaboration and communication some team building with our new staff members our new counselors and really looking at refining the practices in the area of our sel curriculums check in and check out student success teams and our care team processes and implementation so excited about that work and then rick's going to come up and talk again about kickstart and the isla component of it we also had a great uh sped component last week uh of
our new teacher professional development many different offerings to support our special educators as they join our district maryland i am thank you mrs gold i'm just i'm wondering i guess i want to confirm um my understanding that we're going to be having full-time counselors at all of our elementary sites with the excitement they perhaps have a 40 counselor teach okay and school psychologists yes do we have them at each site we are fully staffed with our school psychologists we have school psychologists at every site we do not have full-time school psychologists at every site but we are fully staffed with our school psychologist that's terrific thank you yes and staff we're very happy to hear that news uh at meetings this week monday and tuesday about full-time counselors so years back we had just some
basic instruction for new teachers to our district on how to use the curriculum how to teach reading and writing how to teach math via bridges last year we realized we need really need to you know raise the bar so we did a kickstart conference we called it we opened it to all of our teachers k-12 every single one because we had federal and state additional funding we were able to do that we paid people for their time to be there you know as professionals and also the presenters time to prepare uh this year we've scaled it back a little but uh it's predominantly for new teachers and then teachers that need to brush up on particular curriculum areas uh there are activities at the elementary level secondary level as well as special education as mrs
gould pointed out it ran monday through thursday and then friday we hr hosts a new teacher orientation to cover other things that teachers need to be aware of as they come in but we heard over and over uh that people were very appreciative of all the support resources uh help in in getting ready for the school year one of our mantras has been hey we're all here to help you to be successful you're absolutely positively not in this alone and uh this week that last week really helped our new teachers to kind of prepare and be ready for the new school year okay so i'm not sure we're as occupied as buildings grounds and transportation over the summer but there was a lot happening uh in the world of instructional services and professional development so
any of us would be happy to take questions in regards to important numbers well actually let's go to the public first and see if anybody from the public has a question for us nobody okay um board members questions is dublin drew more or less a comment that i thought the um starting with the first part of this presentation today that the dr mcdowell was crackling synthetic i think would be a good word for him wouldn't it very sparkly i mean he's so dynamic i just thoroughly enjoyed um being able to participate with the teachers very special time thanks for allowing me to do that and it just was very very lovely to see um how enthusiastic the teachers were but i just i just thought like this was a new paradigm in teaching you know
so congratulations on making such a great choice to hire them thank you for being there thank you mr buckman i'd like to second eve's comments i was um i was fortunate enough to visit hawthorne um and to visit laguna this uh this week and um just a lot of good stuff going on so kudos to you guys for making that happen it was great this is roger thank you um i think this fall this may fall under mr o'connor i but i wanted to um inquire in a little greater depth about avid and the success of that program and i believe i recall that we are now we're contemplating or we are planning to begin to search out students to be involved in avid at the elementary level at the sixth grade level is that
correct yes actually last spring we in our office at the secondary level reached out to all of the elementary principals and started to network with them and ask them to identify students on their campus as sixth graders who might be great candidates as they move into seventh grade in the city and obviously on the coast into our avid programs we felt that that individualized reach might bring those students who maybe were reluctant or were unsure of and then we aggressively started to reach out to parents as well to to grow our numbers in the avid program and have we seen growth in the program yes we have and so it's our hope to be able to offer at least a couple of sections so at usually at laguna we'd have one section of seventh grade
and our hope is to be able to offer two sections we're slowly starting to increase our numbers and avid that's terrific and that program i think is a it's just a wonderful advantage for kids if they um choose to participate in it so i'm glad that it's growing and that we're paying close attention to it thank you for your efforts thank you mr buckman i'll try not to hit my microphone back to avid again and marilyn thanks for bringing that up um i had a question i can't remember whether i asked it here or uh just um just with um diane but the thought comes to mind that i as we watched in that was that young lady that spoke to us about how powerful it was in her life and ending up in the
university of san francisco i kept i kept promoting her to berkeley um and the thought occurred to me is there a parent component to the avid program and was the district looking into something along those lines yeah i would say that we're very aggressive in our reach outreach to parents but i think the parent component that if i reflect and think about the presentation by the avid student um [Music] we take sometimes for granted what we expect perhaps parents to know and we really have to dial that back and think about wow they may not know the most basic piece not because they don't love their child but just they're just not aware of i will say that the addition of our middle school career technical education counselor that's going to be at laguna middle
school and a socialist middle school bilingual will help that outreach as well to all of our students but you're absolutely right we have to be super aggressive to make sure that we bring the parents along in that conversation so i guess if avid doesn't have a parent component can we just do one here just we have avid parent nights uh we got all of our secondary schools yes we do and there's nothing out there that anybody might know if it's yeah there's a non-profit out of san diego called an issue for quality education pk and so that that program is about a 10-week program where they're really bringing parents in and the essence of that program is for parents to really learn from parents within the school organization to really empower them to be more
proactive especially at the secondary level and they talk about teaching parents about a through g requirements and how to be on track for college and how to navigate the world of school i think that we do a really really excellent job and we continue to grow in that with our outreach at all of our secondary schools but as a keen component of ours is to reach back into the fifth grade the sixth grade that's a goal this year you're welcome and and i think that college bound today which is a co program right also has a parent component yes do they not yes that's good and i just wanted to thank thank you guys as well um i think a couple of things really impressed me i was able to go to baywood today and
spend some time at baywood this morning to hear about their professional development yesterday they did a staff retreat which really met the needs of that school i think uh and then this morning they were working on the they were working as teams uh on the how how they as teachers are going to do their parent communication so giving them a head start on that give you know allowing the teams to have uh have kind of a the same message that go out so the fourth grade teams are all sort of saying the same thing appropriate to their classrooms and i i was really excited about that i think the other thing that i was really excited about was when as part of what we saw on friday with the different agendas for the different pds
throughout the throughout the district and what impressed me about that was that they weren't all the same you know they they really i felt looked at the unique needs of the schools and tried to focus on the unique needs of the schools rather than what we've done in the past and i think that's been a big change for us is those you know making everybody come here we give them a nice breakfast we sit you know everybody sits down for a couple hours we we lecture them well you know they're not having those those professional conversations at that point and i think those are the some of the changes that i'm seeing and i'm really excited about it i think tomorrow i believe tomorrow is going to be a teacher work day so the teachers
are going to be in their classrooms trying to get trying to get ready because the kids are coming thursday morning and it's really really super exciting so thank you that change was purposeful mr anger these sites have been saying hey we need time with our staff and we all have some unique needs that we need to cover and baywood is a perfect example as you pointed out a lot of new staff there and so they needed the time to get to know one another to learn how to work together as a group and that will set them up for the work that they have ahead at baywood elementary great okay anything else from the board for a quick question oh sure of course i just wanted to make sure that you know there's talk on
primarily the secondary and middle school uh curriculum with um english language arts and eld and avid and i know i i wanted to confirm that there was also time spent with all the general ed teachers and um you know i know we've we've devoted a lot of resources over the years to mathematics and science but that all uh teachers all of the professional development was available to anyone who wished to participate yeah because yes that's absolutely not correct it's not clear on the slides yeah when we set up our teams one of the key components for for example english language development we're building out units that could be infused in a science class or could be infused in a math class so it wasn't specific to only inviting english language development teachers but their scope
of work was to try and support other teachers in the core areas as well okay so we rammed the gamut from from at all levels general ed those taking college prep which is includes avid of course and many of the the general ed students but i just wanted to clarify that that the professional development over the summer was available to all who chose to participate 100 okay thank you dr peter i'm going to i'm going to invite you to just say a couple of words about what you saw at morro bay high school and how um the special ed teachers were involved in in discu discussions with the general and curriculum teachers thank you mr unger yeah i i was actually out there today i was able to visit all the schools on the coast
um mr mayfield was hot on my trail each way each each school we were at we were out together i was um while at morro bay high today i was struck by in conversation with mr benjamin davis who's the new assistant principal he he uh pulled me to the side he said you know let me let me explain to you what we're doing right now and i said sure please and and he pulled out a piece of paper with uh it looked like a class list and it had highlighted yellow maybe three or four kids in a in this particular class and he said that every teacher was given their um their their class lists with these highlighted students who were students with special needs um who had an iep and he said and you
see the teachers over there who are seated at the table and i said yes and it looked like there were teachers having conferences with one another and he said what they were doing were they were um they they basically went and met with the child's case manager their resource teacher and sat and had a mini conference about the students that would be in their classes and the kinds of supports and interventions they might need to be successful in the classroom and mr davis looked at me and he said our goal is to be ready for every child on the first day of school and so is this a powerful example of the magic that can occur between adults who are focused on students and and in particular all students that that deserve our our support
and i was just so excited to see that and uh and i have to say i was excited to see all the different schools and all the amazing things happening this week quite impressive and mrs frame oh um can you hear me yes thank you uh i really uh appreciate um you know the entire work that um you know teachers and the entire district office staff has been doing to over the summer i did have a quick question over the presentation um and i just um just a little more information when i'm looking over the elementary and secondary what learning alley is and also pow science i see learning alley about that i'm not familiar with that just a little more information on that learning ally is in the past has been a special education
support that has broadened out to be any student that we deem good benefit and basically it is human read books they do textbooks they do fiction books they do i mean the the library of learning ally is massive and the difference is the human red component because a lot of times um you get like electronically read and it's it's not very strong but they even have math books so we purchased a learning ally subscription last year for three years and so trying to help teachers learn how to use that tool and then pow science is protecting our watersheds um science it's a partnership it's the mrs frame it's trout in the classroom is one small component but i know you'll recognize that phrase okay okay thank you thank you very much any other board questions
or comments well thank you all again it's a very exciting start to the new year uh 10.04 mrs frost this is a proposed new board policy 6164.41 children with disabilities enrolled by their parents in private school first reading exactly thank you very much this is a mandatory policy and a brand new policy so you would not have seen this before at all and as mr unger said children with disabilities enrolled by their parents in private school what this board policy requires is search and serve on the part of the public school district and also requires us to develop a budget so that we can serve these kids in the private schools and my recommendation is that it comes back for a second reading okay um is there a consensus that we bring this back for
a second are we pretty good with that is there anybody oh yes please mrs roger i'm sorry i seem to be the most talkative one tonight that's not common um mrs frost i i i asked um mrs gould and and you to explain more to me about this proposed policy because i i didn't understand um exactly what it means how how we implement it you know it's like um child find i think is what they used to call actively seeking students that need um help and so could you just go into a little greater detail about if we do have a student uh we identify a student in a private school what services do we provide to them how does it work i'm happy to give you a few more details um it is child
find or search and serve and we actually work with our selfa to ensure that this happens and while this is a new policy it is not a new requirement we have been required to search and serve at private schools within our district for years and years the selpa helps us get information to private schools and each district in the celta does the same we send flyers we have meetings with the administrators we talk to them about our obligation and what we find is administrators at private schools will let their families know that if they believe their child has a disability they go through the sst process they will invite a representative from the public school to the meeting sometimes that sst team determines that assessment is necessary if that's the case we would fully assess
the kiddo like we would any other child who actually is enrolled in our district if that child qualifies we would offer an iep with services that is implemented if the child enrolls in the public school if the parent decides that they want to stay in the private school they no longer get what's called the iep they get a service plan and a service plan is very different and does not have they don't have a right to the same services on an iep in their service plan if they are staying at the private school it's often consultation with the teachers it's often professional development for the teacher so that they can learn about the disability and they can actually come to the public school district and that's where some of the cost is and we are
required under something called proportionate share to pay for some of those consultation and other minor services thank you for explaining that welcome is there anyone from the public that would like to address us on this okay great uh 11.09 remember i'm sorry 11 yeah 11.8 i'm looking wrong i'm sorry 10.05 i'm getting ahead of myself proposed revisions to board policy 6145 extracurricular and co-curricular activities mrs frost yes thank you this is a a board policy that we've had but we have a mandatory update extracurricular activities the update addresses the probationary period for students who do not qualify to participate in extracurricular activities or co-curricular activities we are allowed as a district to um set a gpa activities that type of thing for a child to meet to participate in these activities but we are also
allowed to set a probationary period um for the kid to participate even though they don't necessarily meet the requirements you'll see that the one portion changed in this board policy is a reference to a um the covid pandemic and our ability to look at that probationary period differently my recommendation is that this comes back for a second reading is there anybody from the public that would like to address us on this nobody is that the board's consensus that we bring this back i'm sorry mr buckman go ahead please i'm sorry mr mayfield left because i wanted to pay him a huge compliment this had to be the busiest day of the year not maybe thursday will be but he took the time out to work with me on this policy as i was reading it
it provoked the thought of that was really not related but it provoked a thought about equity versus equality and who gets to take extra and co-curricular activities and how do they get into it and and mr mayfield explained to the deaf that this district and its staff is going to reach out to everybody and make sure that they're aware of it and let them have the tools that they need to sign up um and i'm just i was just i'm just personally proud to be part of this because it um it's an amazing effort that's going on um so kudos to mr mayfield for taking the time today and for helping me understand because that's my things and and i just want to say um i appreciate the ability to be flexible on the probationary
period i would hate to think that a student whose engagement in school might be really necessitated by being able to do some co-curricular activities but yet doesn't have a c average being able to appeal the probationary period and then being able to being able to appeal the the grade point average requirement in order to be able to participate in the program i appreciated that so thank you um bring it back for a second reading thank you very much now let's get to the 11s uh our action consent agenda please let me know if you want something pulled 11.01 approval of certificated and classified personnel items 11.02 approval of furniture and requests and equipment uh 11.03 approval of minutes june 21st 2022 and i'm going to pull that approval of minutes july 14 2022 approval of
purchase orders and cal card purchases that would be 11.05 11. 11.05 okay 11.06 approval of warrants and payroll 11.07 approval of 2022-23 resolute associates contract agreement sure [Music] 11.08 memorandum of understanding between templeton unified school district and san luis coastal unified school district 11.09 memorandum of understanding between the cmr unified school district and san luis coastal unified school district and 11.10 authorizing continued use of remote teleconferencing provisions pursuant to ab-361 and government code 54-953 would someone like to make a motion for 11.01 11.04 11.06 11.08 11.09 and 11.10 so moved okay a second it's gonna take me just a second to get this right okay so a motion by marilyn evelyn okay is there any further discussion from the board okay seeing none um ms dobler drew yes mr buckman dr eisenberg rogers this is
mrs sheffer this is roger yes mrs frame yes and i'm a yes uh those past seven zero 11.02 mark you asked that be pulled ryan i was looking at this the very last item is a 77 inch wide refrigerated floral cooler i shared this with my girlfriend and she wondered why i didn't have one but besides that is there can you explain to me what coral cooler is yeah that's actually for the floral design class down at san luis obispo high school for the new three hundred actually great yeah and so that's one of our career programs yeah thanks and i and i have to laugh on that one because that was where we had the imaginary canon runner for one of the high schools and i think it should be imagine image canon image
canon runner rather than imaginary um mr buckman well first of all we need to go to the public is there anybody from the public that would like to address us on this item [Music] see no one mr buckman would you like to make that motion so mark makes the motion uh would someone like to second that sorry eve okay okay um 11.03 i believe i pulled that one i only pulled it because um i was not at that meeting and so i am going to abstain on that uh vote so um i make i'll make a motion i can move it but do we not vote on 11 point thank you thank you very much mrs schaffer you get the honor um dr eisendrath rogers well we're just we're doing the vote so i take
that as a yes mr buckman this dobler drew yes mrs frame yes mrs roger yes and i'm a yes motion carries 7-0 11.03 i will make the motion but i will abstain on that um is there well first of all we need to go to the public is there any public comment on that are we not nope okay do we have a second ms dobler drew so i made that motion i hope somebody's taking notes on this i made the motion as doubler drew seconded it um this is roger yeah and i'm an abstain mr sheffer dr eisenbath rogers mr buckman ms dobler drew yes yeah and mrs frame yes okay 11.05 mr buckman you asked that for that to be pulled yeah and and i believe that ms dobler drew also asked for that
to be pulled yeah so the reason i pull this and i i guess i'll get off this horse eventually but i look at these things and i see the city of morro bay with a 120 000 i think you know what that is now the city of morro bay we're sending hundred thousand dollars the city of san luis obispo 155 thousand dollars and for me the question that keeps coming up in my mind is we have the swimming pool we have the fields we have the facilities and we're getting charged a lot for our sort of interaction with these groups and i'm not particularly careful exactly what these are but i just want to lay it on the table that i hope that we're also charging fees and their their line items are also showing
money coming to us they do and we do charge for all of those yeah facility fees the pool use fees of morro bay through the city this is just the out you're seeing the outgoing refunds but of course when we do our budgets um you'll see like in the 10-year budget they'll have kind of where we're bringing in income as well as the school district so yes so they've stopped child care and fun um when they rent our gyms or facilities the city sailors physical pays cities slow you know those types of things so yeah it goes both definitely so how how does this work this is from june to august two months is this a time during which the district is ordering a lot of stuff for the coming year is that why it's
such a fat it seems like a fatter than usual yeah there's a lot there's also a lot of um you know there's you'll see a lot of travel things right with students and participating in athletics and pd yeah there's a lot of furniture a lot of equipment and supplies they get over the course of summer you know we spent a lot of money on the tk kindergarten classes going to full day and getting those teachers what they needed right to make that a successful transition a lot of furniture and equipment things you'll see so yeah it's definitely a busy time during the summer um to try to get equipment and supplies in and then bird control is that a successful endeavor and what do they do with that i'm just curious so at morro bay
high school we actually have a falconer who comes in on a daily basis who's just like at the landfill so yeah we had a we had a major issue at morro bay high and probably six or seven years ago where it got so bad with the seagulls that um it was almost a health hazard with kids so we we tried all kinds of different things from putting you know noise implements to flying drones around we tried everything and none of it worked um because they they would nest and come back and i mean it was really really bad um and so the one thing that does work is the falconer yeah and so it's just kind of a safety thing in morro bay high so we've kept it going and it's fantastic it works great
um it's really interesting we literally just driving around yesterday uh los os middle school and i better knock on wood somewhere but but you look like middle school monarch grove there's no seagulls anywhere oh wow roll it more i mean it's just crazy no seagulls anywhere for free like none on the roof we didn't see one single when we were there but and but then we went to morrowell and there's seagulls everywhere there i mean it's just really weird morro bay i don't know what it is what what that is but um and really not even delamar again i need to knock on wood when i leave the meeting um but but for some reason morro bay high and morrow elementary in particular those two schools two schools these have major single issues so um
we've been just cleaning more wealth and a couple times a year going through it we're to do again after good driving around but yeah it is highly successful at morrow high school so this is interesting because i was speaking to a group about two weeks ago and this very thing came up is that somehow that found out that we had a big bird that we were keeping on normal bay campus and i tried to point out to them that the breakwater and the jetty are white at morro bay but the rock looks like a rock and it has plants on it why is that because it's a natural falcon there's peregrine oh perimen falcons women all over the rock and they went oh so i'm thinking a little society must have a lot of falcons
or hawks somewhere yeah but i mean if anybody ever questions you [Music] yeah anything else from stellar that looks good thank you thank you uh we do need to go to the public on this is there anyone from the public that would like to address this on this no okay would someone like to make the motion [Music] okay motion by mark seconded by ellen um any further discussion from the board okay mrs frame yes mr drew yes mr buckman yes please dr ryzendrath rogers mr sheffer this is roger yes yes motion carries 7-0 mr buckman you pulled 11.07 yeah this is really quick i was going through this contract with i i keep going through this contract with resolute um i'm sorry i was going through this contract with resolute and it's very comprehensive i
really appreciate it the one thing i was wondering um and whether it's time to bring it back or not and it may come over in this one section that's in there is there's a lot of planning there's a lot of work with our staff but when i'm finding when i work here from the teachers there's also the review after so if there were to be a crisis could we add or is that come under there's a section of other services possible um where they come back in and say yeah you know you did a good job but you could have done this or you know this is something we all learned from this so it just seems that that follow-up is maybe missing from the contract yeah that's exactly where it is and so we
as i addressed in my safety too they they will be coming back after those lockdown drills i will tell you i do have to balance this with steph i mean we we could do five day eight hour day drills and go like there's this balance that we have to go through really prioritize you know kind of what we're doing but they do plan on it's at least initially with the lockdown drills to come back with staff afterwards and address it talk to them get their feedback do that i appreciate that i'm not being clear so we they do their work they get a plan we do the drills and then they go maybe go away but then we actually have a crisis that we have to deal with okay yeah then is then should it
be in this contract possibly mentioned that they will come back and review how we did did we do it right do we need to modify things so i didn't know whether we needed to include a section in here but i know that that review is what we do so well in our classrooms after the test is almost more important than the test yeah no i think you know knowing mr lewin and now holly wark is part of that who helped us through the pandemic um you know basically that's what they did through the pandemic helping us with that so i'm sure they would be available to help us with that okay so we have a motion by mr buckman anybody want to second that sec um second by ms dobler drew um any further discussion
is there anybody from the public that would like to address us on this item okay bring it back for a vote mrs roger yes uh mrs frame yes mrs sheffer dr eisendrath rogers miss dobler drew yes mr buckman and i'm a yes motion carry 7-0 let's move to 12.02 is there any advanced agenda okay how about 13.01 reports by board members no yeah i got come on you knew it was coming and you're going to have one too chris go ahead so this has just been a long time between board members between board meetings and i'm going to go as quickly as i can i was able to attend the city of san luis obispo had a climate party on a saturday it was amazing there were booths from every kind of organization you could
think of um and i was able to go and walk through there and talk with everybody um let's see the new teacher luncheon it looked to me like the superintendent's staff office staff did all the cooking all the serving i think i have that right so thanks to them because it was was great um i've attended and actually helped organize two meetings trying to reshape and revive two organizations the tri county education coalition and ccc4is which is a lgbtq student family and school district support group i've been was invited to the liam women voters 60th anniversary and somehow i raised my hand so now i'm on their membership committee uh tri county's labor council did an event up at the mid-state fair i was able to attend that i saw teachers in the classroom i
had a long long coffee with councilman andy pease there's three things in particular that stand out for me during this time while walking down to the climate party i cut through sincheimer school two things one there's a fence around it now you can't get to the park i thought i was so tricky parking up there that's another thing the thing is is when i was walking through i walked past the library and the door was open and i said oh my god do i call the police what do i do so i look inside there are like five teachers in there on a saturday decorating the library so it was that was so inspiring um this past sunday i got to meet gina from mama gina's closet this is a woman who sings a single
mom who single-handedly collects clothes cleans them and then distributes them to family in the back to school day is the big one so i actually got to be there but it this just an amazing thing oh and we're at the sunset honda that lets her use the space to do it um united way did the stuff the bus it's their 14th anniversary that they've been doing it um the bus that was there when i was there was our new electric bus it was so cool we're looking around and uh lisa from united way goes well this must be the electric bus because there's no like grill in the front for it was great uh my first shift was supposed to be at 10 o'clock i think on saturday morning they didn't need me because there
were like 14 kids from the cheer squad at san luis high school so i was like hey i got to go back to bed but b that was really cool um so those are the three things that really stood out for me and uh i had i've had a great summer great thank you ms dobler drew yes are we or did we did i miss something having a presentation of the students summer experience with mr martin dr prater do you want to talk about that and then i'll also have another question yeah that'll that'll come in september i believe on september 20th they're still collecting all the information from the surveys so yeah you'll have a there'll be a full board report on the summer experience coming up next month okay well then i'm going
to repeat myself i'll say tonight and then say again then because nobody they're not here anymore i have known mr olivaria for many many years in different capacities and he said and i had a chance to sit down with him in his office at you know he's doing he did the summer principalship at cl smith and he said he had never seen such a well organized i mean he said this was amazing something he'd never seen in all his career this summer this summer experience and that what a great job the team did and um beyond that he said he pointed out the fact that usually a summer principleship is for up-and-coming principles and here he's been in the business 30 40 years you know and he's on the board of county board education board
and he said but i heard about this and i thought wow i've never heard you know he hadn't known i innovate and he hadn't known a number of other things that are very innovative here for this district so that was a really good um you know confirmation of how well it's going thank you anybody else i just i'll i guess i'll close mrs shepherd and i went to the meeting of the administrators and then that was um i thought it was really great um they spoke particularly we heard the part about communication and i actually saw that in action at the schools so i thought that was pretty cool and then i have to tell you mr pinkerton so thursday i was out from a walk with the people i'd like to walk with and
i'm walking around monarch grove and i see this familiar person there and it was gary gary is our architect one of our architects and he was doing a survey of monarch for uh i'm not sure if it was for measure c or for school safety or both after school safety is going around every single school site so we have dsa approved perimeter school plans right ready to go and i think um i think it's important for people to recognize that it sounds easy but but anything permanent we put up has to go through the dsa which means mounds and mounds and mounds of red tape so it was great to see mr geary there with this with his pad of paper and his writing stuff down so that was pretty cool anything else i think
that's it so we're adjourned thank you very much
