007high school and also monarch grove elementary school so mr balor from pacific beach high school will introduce his staff and students great all right the presentation that you're going to be getting tonight was organized by our teacher lindsay cooper as well as her students melody goldener and kane chavez so i'll turn it over to lindsay hey kane well hello um i can't seem to start my video oh there you go there i am good evening everybody um as mr dollar just announced we have two fabulous student representatives with us tonight melody and kane and they've made my job easy because they're going to be doing all of the presenting tonight so i'm going to share my screen oh it said host disabled participant screenshot one moment please and i'll go ahead and start that thank

008you you should now be able to share your screen all right thank you all right so this is our pacific beach high school program highlights and our first speaker will be kane chavez uh academ academic program program highlights and develop individualized attention one-on-one help from teachers to ensure students don't fall behind and there's their needs are addressed uh that's a big one at pb all the teachers are always very caring and wanting to make sure that we're staying up above on our grades and connections among students small campus breaks down breaks down social barriers to improve student relationships uh all students are very friendly at pve they're always welcoming whenever a new student comes in um and overall people get the next part thank you oh yeah oh yeah my hello i'm melody um so

009overall flexibility students set their own graduation timeline and schedule i'm a junior and was able to graduate early because i was able to create my own schedule around the credits i needed which was really wonderful one of the ways i was able to do this was through iw which is a work that students can do to directly help whatever credits they need sort of like extra credit uh there's a couple of kinds iw projects and assignments and i must say i've read more than i have in a very long time just filling in my english credits i feel like iw is really really helpful and really connects students to their grades more than an average class might certainly did for me so what we wanted to show you all is our youth truth results from

010last year and then reveal our results from this year so if you can see not to tune our own horn but we love our students we love our jobs we have so much pride at pb and i think our results uh reflect that you know 99th 93rd 100th 98th 95th 98th it's pretty darn good now our concern was what is that going to look like in distance learning well let's see you know it's really not that bad we feel relieved because we know we have a deep connection with our students and we know there are so many challenges with distance learning but engagement 82nd academic challenge 82nd relationships which is really key and integral to pb 91st and culture 94th and melody you wanted to comment on our belonging and peer collaboration which really took

011a a dip to the 72nd so of course distance learning is going to affect the way that people collaborate and feel connected um there's much less opportunity for social uh physical socialness uh in that sense and though our wonderful teachers are still incorporating and encouraging online collaboration through breakout rooms and kahoot games where you know sites that get together um unfortunately of course it's still not quite the same you so our students are going to read out some of the youth truth quotes from their peers kane i believe you were going to read the first three uh pbh s helps me get ready for college with the portfolio project and helps us to get decide where we want to go and how we want to achieve our goals uh miss taylor which is the one

012who does portfolio she's very helpful with that and always is on her research with different colleges and all that and the relationships between the students and staff are so much closer than than they would be at any other high school that makes the whole school feel way more connected and it makes it a better learning environment and i i've been to slow high and ag high and that it pb topped both of them in my personal opinion for teachers always wanting to be one-on-one and the teachers inspire me to do my best by keeping a positive attitude and if they if and when they are stressed they do not project it onto the students they are always willing to give extra help and make sure that everyone has the highest grade they can get possible

013thank you kane the only thing i really dislike about school is that it is online but that's not the school's fault i definitely second that notion uh as a young adult with a job and other responsibilities i appreciate the minimal time needed to actually be in class allowing me to complete my responsibilities and return to school later in the day i agree again that is a really wonderful part of pacific beach melody so i have a very personal part with dual enrollment because i was able to take three questa classes during my stay at pacific beach two were music classes designed to go directly into elective credits and one class was a math class that i took this semester and just finished up it was really wonderful it was like iw a main part that

014really helped me graduate early and i'm so thankful that this uh collaboration with cuesta and pacific beach helped do that all right in our last slide mr kane chavez and then going more into uh portfolio uh with college and career readiness uh i'm a senior right now and i'm doing uh this portfolio class with miss taylor and our senior portfolio project requires students to research potential careers and apply to quest or any other community college or career grant career program of their choice students prepare a professional resume request letters and references apply for scholarships and this is all true like miss miss taylor's willing to help she guides us through all of it she helps us get it done with applying the quest uh uh and just making and correcting it making sure we have

015all of our stuff ready and she's really good at preparing us for that that's right no one graduates from pb without a professional resume three letters of reference and enrollment in a community college or a career path i hope you enjoyed our presentation tonight thank you so much for listening to our wonderful students thank you we love hearing from pacific beach and thank you melody and kane for taking the time to present to us tonight we appreciate it very much this is the shepherd we also have mrs storm and mrs king from monarch grove and mrs king will introduce her students thank you hi we're excited to be here tonight to share with you some of our monarch grove highlights i'm gonna share oh i need um permission to share my screen and um at

016monarch grove we are a leader in me school and so as a leader in me school we have a um a junior lighthouse team of leaders who they plan and develop events for our school in order to practice those leadership habits and so let's see if i can share now you have permissions now okay thank you so um there we go and so i would like to begin tonight by introducing our leadership team these are our 14 um fourth and fifth graders that had to apply be on an interview panel that included our assistant superintendent as well as get quality recommendations from their teachers and so tonight we have two of our leaders here to talk with you about um some of the great events that are happening at monarch grove so logan you're on

017hi my name is logan mccowell and i was also one junior lighthouse in fourth grade one of the things i like best about being on junior lighthouse is helping everyone at monarch grove be a leader as a leader and leader in me school is important to build leadership in each individual connected to our school one of the leadership habits we learn is synergy we learn the importance of working together as a group and staying connected as a junior lighthouse team we have been working to brainstorm ways to help everyone in our school feel connected while in distance learning one of the ways we are doing this is with monthly cheers assemblies we gather the whole school to the together to do fun activities and celebrate school-wide accomplishments we have so much fun planning these events

018and we synergize so well that we are able to do the planning in one day at the assemblies we shouted out students and teachers who are living the habits we celebrate accomplishments and reading by giving shout outs to the students who have met our goal of reading 1 million words we also give shout outs to the student in each grade level that have completed the most st math puzzles for the month the kinder through second grade class and the third through fifth grade class with the best attendance received shoutouts also we even use your last year's assembly as a pre-kick off to our one school one book project um hi um my name is jessie this is my first year on junior lighthouse i applied for junior white house this year because just like logan

019i want to help everyone at monarch grove to be a leader i enjoy synergizing with the other junior lighthouse members and coming up with great ways to help our school be the best it can be we have we have a school-wide goal of each student reaching one million words which helps as a habit to begin with with the end in mind to meet this goal we have the million word challenge all the students are challenged to read 1 million words this school year after we finish reading the book we take the quiz on the book and the number number of words in that book are recorded we already have 12 students who have reached the school and have decided to challenge themselves to with reading 1 million words per trimester one way we are helping

020everyone work the goal of one million words is in with our one school one book project our whole school is rating the same book the mouse and motorcycle for the month of december each family was given a copy of the book to read aloud every night as a family this book was revealed on at the all family zoom we had over 100 families attend we also have a family read-aloud zoom each night monday through thursday where a teacher from school reads aloud a chapter from the book this is a fun way to keep students and families connected during distance learning as you can see these two main events happening at monarch grove keep our community focused at on the end in mind of becoming great readers thank you for letting us share tonight thank you

021so much for letting us share tonight thank you for taking the time thank you logan and jeffy thank you so much for being with us it's a great part of our meeting we look forward to it every every meeting thanks so much all right um and now i just want to make sure that uh either ben or rosalie is here this evening i'm i'm here oh yay yeah and you're at the beach at the beach again no i'm actually at my house i just got out of the pool so i'm going oh okay well you know yeah clothes water it's all water we're glad you're here how are you thank you i'm doing really well i'm excited for the holidays happy holidays everyone thank you so it's kind of as i've been talking before we

022have a variety show coming up it was supposed to be this week but we decided to move it to january 14th at 7 p.m because a lot of the arts programs at our school like just multimedia are doing for their finals like a free project and we really wanted to be able to showcase that so that's kind of why we pushed that back and then this week is winter week so today is like decorating cookies and gingerbread houses so we got a lot of fun stuff like that tomorrow's paper snowflake day so we're gonna have a little competition asp's already been prepping we have our like strands going um the next day it's gonna be festive socks and ugly sweaters and then friday we have winter trivia at lunch and we kind of got like

023a big sign going on um if i also don't know if any of you guys are familiar with that but like it's displayed on the flashing sign there and then our interact club this year has been doing an amazing job especially this holiday season uh the president of that club is amanda camellia and she's just been doing amazing things she's such a hard worker they have a gift card drive through stand strong which if you don't know is an organization in slo that helps for victims of domestic abuse and just bad situations um innovation a bachelor's degree in the county uh so they did their gift card drive for that they're raising like hundreds of dollars and then in january they're starting gravity water which basically gives self-sustaining gravitational water filtration systems to third world

024countries close to schools and stuff so that way kids don't have to like walk back and forth to get water we've worked with them for a few years and it's been great things and they also dropped off 100 holiday cards to the homeless shelter which is amazing because obviously not everyone has family or a house around this time of year so um a lot of giving we're doing our best to kind of just keep things light do what we can for those in the community those who are less fortunate and if you have any questions please let me know but if not have a happy holidays everyone hey chris yeah hey rosalie could you send or just ask somebody from the administration at your school to send out a reminder about the talent show and

025the date and the time yes i will have them send out a square yeah maybe yeah yeah like the zoom link or something like that yeah i'll have them send our parent square excellent thank you awesome and and how generous your school community is it's really wonderful we have an amazing population it's definitely something that i'm super proud of especially seeing it this season amanda's done an amazing job with all the interact stuff yeah that's so great so thank you and happy holidays to you and we'll look forward to seeing you in the new year i will see you all in the new year have a great night okay thanks rosalie and it doesn't look like i think that's our only student representative this evening so thank you uh next our next item is 5.01

026and we're moving on to our annual board reorganization and the first item is to elect a president and clerk for 21 and i see mr unger's hand yes um i would like to nominate marilyn roger for president of the board for the 2021 school unit for the 2021 calendar year and kathryn catherine is holding up a second all right um marilyn well you know i am very um honored by the nomination of my fellow board members um but i i'm going to decline uh the presidency in the coming year i've served two years as clerk so i've been in a leadership position on the board and for various reasons i think that i would be best served by taking a um perhaps a bit of a lesser role in the coming year and the board

027would be well served by having chris unger as board president so i would like to take this opportunity to nominate chris and catherine is changing her second to mr unger um before we vote i just want to express my great gratitude to marilyn um i think we make a really good team and she's been great for me to work with i'm going to get myself all choked up here so thank you marilyn thank you alan okay so we have a nomination and a second i need to get my sheet up for ford president is there any further discussion on this i just i just want to say that um that i i thank you and um i want to recognize you know it's a little early for this we haven't taken a vote yet but

028i just want to recognize the hard work that ellen has done and that maryland have both done um also i just would i will accept this if the board decides to vote me in um but i would ask that ellen run them run the meeting tonight and that we not have the term of new president begin until january i'd be happy to do that chris thank you um so it will help legit technologically logistically i think um so we need to vote uh i'll go through the list mark i want to do this by voice and not raising my hand yes yes uh and and fyi mark we're required by to do all votes as um voice votes this way for uh purposes of zoom i wanna i want chris to hear my my yes

029okay yes i got it yeah thank you eve yes oh you get to vote this time thank you catherine yes evelyn yes marilyn yes chris well i better think about this yes thank you very much and i say all right i'm getting my getting everything straight all right i'm going to take a little point of privilege here as my first uh act as sort of still president but kind of not and um for the role of clerk i'd like to sort of stick with our we have a long-standing tradition it's not carved in stone but to make sure that both trustee area 1 and trustee area 2 are represented in our leadership roles so i would like to nominate katherine eisendrath rogers for the role of clerk with to work with mr underwear and mark

030is seconding thank you mark catherine will you so accept before we vote i would absolutely love to hang with mr unger that would be fun so let me make my notes mark a second okay here we go uh chris hi voting for your teammate you know here uh marilyn wholehearted eye uh evelyn absolutely yes listen to this enthusiasm catherine yes e hi mark yep it's going to be a great team it is and i vote yes as well all right um so this is going to be a great year all right uh dr prater yes as uh tradition would have it we um we like to acknowledge and honor the the work of the of the past president um as the president steps down um and before i speak on behalf of mrs sheffer i

031just would like to acknowledge and let the group know that i could say very similar things about marilyn roger ellen or mrs sheffer and mrs roger have been an incredible team to work with uh over the last two years and um i can just um tell you that uh their their long hours and commitment um are are more than what people realize and i just it's been a privilege working with both of you and uh but as tradition would have it mr shepherd i give you the glory tonight by just sharing some thoughts about the work you've done shepherd has completed an unusual two-year cycle as board president she has worked tirelessly behind the scenes to ensure all voices on the board are valued and taken seriously during this time she has witnessed the successful

032authorization of senate bill which provided much needed transitional funding due to the pending closure of the doble canyon nuclear power plant in march 2020 the kovind pandemic turned our world upside down and we needed to pivot quickly mrs shepherd's experience and leadership shined as we navigated and continued to navigate this challenging time she facilitated the shift from in-person board meetings to a virtual format that we remain in to this day since march we have held numerous public meetings with thousands of participants during this time public engagement and participation has thrived the success of these meetings were largely due to the efforts of mrs sheffer behind the scenes working and collaborating with our support staff i want to acknowledge her leadership as board president over the past two years she has done an exceptional job during

033very difficult circumstances and has always managed to place students first as a parting gift and in recognition of her distinguished service select books will be placed in the libraries throughout the district in her honor thank you mr sheffer for your extraordinary commitment to the san luis coastal unified school district thank you thank you and i look forward to working with the district librarian on selecting some books that will be very fun for me so thank you um mark yeah alan i actually have a suggestion maybe the little engine that could describe what you've been through you know it it's been a gr a remarkable time for for me to work with remarkable people um it's really meant a lot to me and once again uh it's it just wouldn't have happened without so many people

034without all of you and without uh the people who have made these these uh virtual meetings possible and the the um willingness and enthusiasm to do all these uh undertake these challenges and rise to them and work on behalf of our kids so it's been an honor and a pleasure so thank you very much all right next we have um we move on we will move on to our appointing board members to committees and liaison posts and dr prater i think you're going to take the lead on this please yeah yes so there are um multiple committees that board trustees have um served on and continue to serve on and these committees oftentimes um are designed and meant to um not just inform the board but also to build the capacity of knowledge and information

035within the board as well so this becomes an extension of your work and it's quite valuable especially in some of these committees where um where your experience working and observing helps you when you have to make decisions and so i find these to be very important and if it's okay with you what i'd like to do is go through one of these committees at a time and then have you guys uh decide and vote on them so i will read the committee to you i will speak to you as in terms of my recommendation and um and then uh mr shepherd can then facilitate a decision point okay does that does that make sense okay so the first committee is the um is the san luis coastal equity team committee it's presently sir presently mr

036buckman mrs fraim and mrs roger serve on this committee the san luis coastal equity team was established to build district-wide capacity and understanding around equity and how it impacts our students staff and community currently the equity team has staff and community representation along with two board representatives the com are three actually this committee meets monthly throughout the year my recommendation is um to continue this level of participation um with the three trustees that choose to be on this team um and a minimum of a two-year commitment because this is a vital um a vital source of information and engagement that i want to link to our decision points as we move forward so i turn this back to mrs sheffer so is there any uh board discussion on this committee marilyn thank you we um

037we wanted to have two board members participate in this committee we've ended up with three which is fine um it's this committee does very valuable work however i have had to miss several of their meetings and i think um i would like to be excused from that committee obligation since we have um ms fraim and mr buckman participating and there is another committee coming up that i would like to very much like to participate on so is the desire of the board then to have this committee return to the tube board member participants or have a third what are what's the wish of the board i'm going to jump in here i'm i am i'm fine with it being two board members and if that's the will of the board then i i would certainly

038support that that was as originally set up as my understanding and so then our um mark and evelyn do you wish to continue i would be i i really find it very valuable and i think the the work will continue to actually grow in value to the district so yes i'd be very honored and evelyn yes i would be honored and i've only served once so i feel like i really need to serve a second year to gain that capacity and knowledge to inform my decision so i very much appreciate and be honored to be on this committee so thank you sometimes it takes a year to figure it all out and then you can become more contributing thank you all right next is our yes yes so the next committee is the central california

039schools financing authority committee and currently that uh committee is vacant and this is a very uh little understood um uh uh deal that we have with the lucia mars school district and it was designed well before i took um took um this position and it has served our district quite well it's actually been a win-win and the long and short of it is is um we as a basic a district do not get funding from the state we get our funding by way of local property tax lucia mar not being a basic aid funded school district receives their resources from students so a clever cbo many years ago created a an mou utilizing the price canyon uh corridor uh where there are um there are oil fields in oil production and so um san luis

040coastal receives 40 of that tax revenue sin uh lucia mar receives 60 percent of that tax revenue that would have otherwise have been lost to the state so it's a really um clever deal this committee is um we meet four times a year maybe five times a year and um and we need to meet to make it official because it is a voting uh decision point so um we collaborate with lucille mars committee to do this and we typically have one board member and so um my recommendation is that we maintain this this this subcommittee participation to ensure compliance with the jpa agreement guidelines so i'm looking i am looking for one board representative to serve on this committee evelyn um if it's okay i see evelyn and then if it's okay with the rest

041of the board i would welcome the opportunity to serve on this [Music] dipping my toe into another committee this looks like a viable committee to be able to do so i would appreciate um and welcome that opportunity if it's so decided thank you eve i saw your hand i was going to volunteer because if i volunteer for other committees i believe that there are longevity issues and also people wanting to keep their position there but as we go on perhaps there'll be a place for me thank you thank you um so evelyn has tossed her hat into the ring for this uh this committee any how do we feel any all i mean we don't generally vote on these we just make sure that we have consensus everyone good all right evelyn don't be late

042you'll miss it okay and next is uh this i'll go ahead and take it sure thank you yep the slo county school boards association presently held by mrs sheffer this group is charged with acting on matters of common concern and issues regard required by law such as membership on the county committee on school district reorganization the selected delegate would vote on questions coming before the annual meeting of representatives of school boards in the county there are two planning meetings each year prior to each of the two county-wide dinner meetings requiring attendance at four total meetings my recommendation is that we maintain board member participation to ensure clear communication between all county school districts on issues of common concern so i'm looking for an ongoing participant and i'd like to retain my work on this on

043this committee if that's right with the board everyone okay with that thank you okay then we have um the uh interest-based bargaining liaison we currently are representative represented by mr buckman representing csea and mrs roger representing sciu it should be noted that right now we're currently in bargaining with csea and in the fall we're going to be opening up with sciu along with slcta so it'll be a busy year in front of us and um we also um enjoy interest-based bargaining relationships with csca and seiu um so that is something we value so so my recommendation is to maintain board members participation as ibb liaisons to csca and seiu as important structures to keep in place along with relationships that we've earned so there you have it all right and currently we have um as

044you know mark buckman for csca mark are you oh marilyn let me recognize your hand first sorry you're muted marilyn you're muted sorry about that i was going to speak to my position with seiu i've been the board rep to seiu for a long time so i have pretty well established relationships with group and it's my understanding that um kristen newlin is going to be retiring in june who typically represents management in our negotiations and that the business agent for seiu mr mccloud is also going to be retiring and that the union currently does not have a president so i i was asked i was strongly encouraged to maintain my position um as board liaison in the interest of continuity that um that there would be someone that faces would recognize uh representing the board

045because there's a lot of change happening so i have an interest in continuing if uh no one else has an interest in in swiping it from me well when you put it like that um are we okay with having marilyn retain that position all right then and now i'll go to mark about um csea well i'd i'd like to continue with csea i i think that their special group of people i think that um that we've all worked well together a lot's been accomplished this year and i know more is going to go on and i do feel a special bond um having been a member of csa back in the day and then having worked in the csa headquarters so i think i have an understanding all right we all good with that thank

046you so the next subcommittee is the tri-county education coalition or tec and is currently represented is represented by mr buckman he's a very busy board member very involved this organization is composed of representatives from the california central coast counties of san luis obispo santa barbara and ventura it identifies common education concerns and interest among the groups and organizations affecting public education in the tri-county area and issue position statements it is my recommendation i've observed several of these meetings and mr buckman chairs at least for the last year or two has actually chaired these meetings and i've had the pleasure of observing them and and it's it's um relevant they they do um engage in um in very purposeful presentations and discussions that um that i think are valuable so i would certainly recommend that we

047continue this particular subcommittee and mark is that something you're interested in retaining yeah i um i really would i've been associated with tcec since its inception back in oh my god don't want to say this since um and i am serving on its current board so that would it seems to make sense for me thank you thank you all right okay the the next um the next subcommittee is the board policy subcommittee which currently is being served by mrs sheffer and mr buckman this one is a a really quite frankly a vital subcommittee to our board and to the district uh it is a grueling actually grueling assignment um they meet with mrs mcgrath and um they are just filled with smiles and joy from this work but it's really laborious it's an important task

048to review and update board policies and board bylaws and bring them before the board for first readings and second readings and it's a really good system while challenging um what it does is it gives the board it puts their finger their fingers on the pulse of the changes that are coming out of sacramento and to ensure that we stay stay on the cutting edge of what the of what the law and the legislature is intending in those laws and so um i just think it's a really important system that we've put in place that's been that has allowed us to pull those board policies brush the dust off them and and really bring them forward and that has occurred because of this committee so i would encourage us to continue in this path i would

049say if mr buckman is willing to continue to work with me and uh and if ms mcgrath is willing to put up with me still then uh i think we'll we i i certainly have an interest in continuing so as long as ellen's there i'll do it but i just eric i just have to correct you it's not grueling working with kimberly okay actually it's really a pleasure um and i i find the work very challenging and um sort of dovetails with with what i do for a living so i enjoy it and chris apparently wants to jump in and be on that oh no oh um no i just i just wanted to to thank both of you for your service on that committee it is so critically important that our that our policies

050remain up to date and uh i think from from the past libya having lived through having to go through all of the policies within a year it's very difficult it's very difficult to stay up to date and i think you guys are doing a great job and i want to thank you for doing that thank you bye okay mr shepherd are you ready to move on i am okay the next commit subcommittee is the san luis coastal education foundation um representative and um currently it is dr eisendrath rogers and she has served with distinction on this particular committee or in this role as a representative of the board on the foundation board she is um i recall when i first became superintendent in 2010 she would meet with me and and create this um really

051encourage me to pursue this uh idea of creating an education foundation in san luis coastal and at the time it was a such a big mountain to climb and way led onto way and we eventually were able to negotiate uh resources from our uh pg e agreement from sb uh well from sb 1090 that allowed 10 million dollars to go towards this foundation and it has been um i think by virtually every account i've heard and can think of a great success story and um so um i know that katherine has done an exceptional job and continues to do that and um having a board representative on that subcommittee is critical and like i said catherine has done a fabulous job and i'd like to um ask catherine if she's interested in remaining on that

052and and we really appreciate your service uh in that regard catherine i um i love the imagery that uh dr braider used the the climbing a mountain and uh it really is a joy it is like uh getting to the top of the mountain seeing the vista and what the possibilities are and uh it's been an absolute joy so yes absolutely please count me in all right and the the final subcommittee is is one that i am putting forward to you um as one as an additional subcommittee and uh and the reason for that is i see what's in front of us as um as clear as day in terms of the district's facilities and specifically measure measure d and the surplus properties that our district uh continues to wrestle with in terms of you

053know what should we do uh when you look at the blue ribbon committee and you consider um their uh suggestions of how our district can navigate the uh pending closure of dabble canyon it's a quite a it's quite progressive in its thinking and its recommendations one of their recommendations is to reevaluate reassess the way in which we um uh currently uh look at our surplus properties and in our district we have several of them uh and i just think having the experience that i've had looking at morrow elementary and knowing how hard the board has worked in board study sessions and in and in evening public meetings we've we've covered a lot of ground but it's been a lot of work to keep the board informed and so my idea is to create a subcommittee

054representing having two board representatives who could uh meet with myself and mr pinkerton mr bonnen mr um holcomb to really deepen our understanding of what the potential and possibilities are as they relate to really an asset management analysis and really begin to roll up our sleeves and look at that and um and then these board representatives could then weigh in during study sessions and and would mendize it in evening meetings to kind of weigh in on that and i just think it's a natural a very natural and transparent way to build board member capacity and understanding as well as inform future decisions so that would be my recommendation two board members representing the board on these discussions around district facilities and surplus properties marilyn you're muted marilyn i have a strong interest in serving on

055this committee um i i thought that it was also um to include measure d is that your intent yes yes it is yes okay yeah i i'm very much interested in serving um on this committee i have a background in construction and construction management so i understand a bit of what's going on and i also have an interest in maximizing our surplus properties for um on revenue ongoing revenue generation for um the students who are to come in the out years and i'd like to say that i also have a strong interest in this committee i'm hopeful that my background with working with contracts and things of that nature could be useful i i've been involved again with maryland with a long history of working towards the successful passage of measure d and then following

056along on these on these items so i'd like to toss my hat into that ring as well if that's if we if that's all right with the rest of the board okay okay thank you so anything else dr prater not on that item um i would um next year i imagine i'll i'll um have additional ideas uh as i do and i will bring it i will bring it forward for your consideration then but until then we have plenty of work to do okay thank you marilyn yeah i just wanted to add one thing i i've seen um miss douglas drew's hand go up a couple of times and i just kind of wanted to make the comment that typically in your first year on the board it's it's a learning curve and you wouldn't

057be expected to to take one of these positions so it's not um it's not a freezing out in any way it's it's totally the way things have gone historically is that in the first year people just kind of are are getting their sea legs there's a lot to learn yes yes i know that it's i've been told more than once it's a stupid morning and but i welcome challenges and would like to contribute as as i learn more and more so um i was i do have a question whether it would ever be appropriate to have an observer uh status board member like sort of like being an apprentice or something where you could go along i know mark mark was talking about that i could observe one of the ones he was on so

058that's what gave me the idea sure and we can we can certainly talk about that um when meetings are scheduled and and what they're like and all that kind of thing yes absolutely yeah this is we are very transparent board there we don't no meetings are in secret so yes we'll make sure that anything you're interested in that you know when you know sometimes i can say on some of our meetings if we had on our calendars when every meeting was our calendars would be difficult to uh to decipher so if you let uh someone i'd suggest if you let someone who's on the particular committee you're interested in attending a meeting of no then i'm sure that trustee would let you know when the uh when the next scheduled meeting is and some of

059them are not i can tell you that for instance on our board policy meetings there are little at times um every time we try and come up with a regularly scheduled date uh something happens after the first meeting or two and we end up you know a little catch's catch can and i think that's the case with some of the others but we'll we'll certainly let you know chris okay great and i just wanted to remind everybody that sometimes um we can have no more than uh three members of the board meeting at any time when there's an item that might be discussed or might be on our agenda so we need to you know always be cognizant of our relationship to the brown act yes yes so at this time i'm going to uh

060in the in the interest of time we did not vote on each and every one of those um those committee assignments uh so but i would like to ask that just for the sake of clarity we vote on them as kind of a package here and hopefully everyone if would you like me to go through who's on what committee or do you do you recall we can just vote so at this time i would ask for a motion to um with regard to appointing board members to these committees and liaison posts marilyn you're muted that's all right there you go i'm gonna have to get a grip here um i would like to move that the board established committee assignments as discussed in the meeting uh of december 15th thank you and the second and

061chris is seconding all right and here we go mark yes you want a boy's phone yes eve yes catherine yes evelyn yes marilyn yes chris yes and me yes all right now that we've made mandy happy which is important uh we will move on to adopting the 2021 board meeting calendar yes mrs sheffer so as is customary in our district we hold our board meetings typically on the first and the third tuesday of the month and um and we usually and normally begin our open session at 6 00 p.m uh with the exception being uh holidays and and circumstances that that emerge throughout the year and in this adoption of the calendar of the 2021 calendar there are some unusual points in the year due to spring break and um and adjustments in the year

062the one that i want to bring your attention to is um is the month of march and in the month of march we um um have scheduled three board meetings in the month of march it's a long month and the reason for that is we have spring break the first week um of april and so instead of only having one meeting losing one meeting during that very very important time especially when you start thinking about the board's target of trying to reopen our schools again and then you look at the covid infection rates you know i'm i'm really looking at march um being a likely place where this could occur so having three meetings in march to continue to keep these things close to us and keep the community informed is probably a good idea

063and in addition to that i will say that we have a whole lot of work to do with our learning recovery plan and our lcap we have a whole lot of decisions to make and discussions to to have to have and um and i think the month of march is going to be our month to get a lot of work done and have a lot of discourse so this this calendar um also includes board study sessions which typically fall in between the off week of the board meetings in each month with uh july having one meeting we kind of go dark in july uh typically and we have a board study session um on the uh the 15th of july so um so i would propose that we that we adopt this uh calendar knowing

064that there may be some adjustments as we move along knowing that we're still not out of the woods with covid and and all the factors that influence that so this i think gives us a really nice snapshot into our future and knowing that things might change but i recommend that we adopt this calendar as written and make necessary changes as they evolve any board discussion on this if not then emotion please oh evelyn sorry trying to do too much at one time i'll make a motion to adopt a board meeting calendar for the year 2021 thank you catherine second all right mark yes eve yes catherine yes evelyn yes marilyn yes chris hi and elena all right thank you so at this time let me get where i need to be here i i we're

065moving on to the public input portion of our meeting we did receive course some correspondence and uh that has been made part of the record uh we received a letter from um milo vagus questions and responses for reopening and another one with regard for with follow-up questions charlie elston's school reopening christie drunk direct paul concerned about teachers christina sola concerns for the distant learning option for second semester and then we also received the annual report from the assistance league which i hope everyone took a look at they're an important um contributor to our district and i think dr prater you wanted to mention that letter as well yeah it's it's kind of snuggled inside of that agenda item and the assistance league has just done remarkable um a remarkable service for our district and the

066and every school within our district and it's it's in the letter you can see that every one of our schools has numerous students have received clothing and assistance family assistance um crit for critical elements of their lives and and um i i just have such gratitude and and um support for the work that they do and appreciation and i just want to acknowledge that publicly the assistance league san luis obispo county is absolutely um an essential program and lo and support for um for our students in need and i just want to express my thanks thank you and thank you assistance league maryland well if i may chime in here um i totally agree the assistance league provides uh great services for students throughout the county and particularly for for us we're aware of our

067students who are receiving clothing through them um and they provide new clothing for uh students in need and they're largely able to do this the lion's share their funding i believe comes through their resale shop on marsh street in san luis obispo so i would encourage people um if you're so inclined to frequent the frequent the assistance league resale shop there um by mountaineer sports i believe and um and if you can find a little something that you'd like to buy great because you know you're supporting a really good cause and i would second that there's it is a great little shop um i am not too proud to say that i bought my mother of the bride dress there for my daughter's wedding a couple of years ago and it was a fantastic dress

068um it was lovely so i just happened upon it and uh so i would encourage everyone to check it out all right we are now going into um public comment we have quite i have quite a few things to uh to read and then we what i generally do is read our written comments first and then we will go into those who wish to speak i and these this public comments section is for items not otherwise on the not showing up someplace else on the agenda this evening and i would like everyone to be aware that the board will listen attentively but cannot engage or discussion or take action on items not listed on the agenda and that is governed by the brown act it's legislated we cannot uh speak with with you tonight about

069these items uh this is most of the written comments have already followed our protocol by emailing to the to the district um if you have submitted written comments you will not also be allowed to speak it's one bite of the apple here and public comments when spoken or written may not exceed three minutes we hold to that we will we will stop the clock at three minutes we have a timer here who will be keeping track of this and let me know if you wish to speak you need will need to click on the participants icon at the bottom of the screen and select the raise your hand and we have people who will be letting me know uh and i we do our very best to recognize people in to call on people in

070the order we recognize them be aware that this can be a little difficult in this in the zoom format i will ask everyone now to please forgive any mispronunciations of names i do the best i can when your name is called you can re you will need to turn on your video and unmute your audio if you need assistance with this let us know we'll do what we can to help at our end if you have a problem with your audio you can click on the thumbs down icon and we'll get in there to assist you for those of you listening if you you can participate as well by doing a thumbs up if you agree with the speaker we'll kind of track those we do ask in the interest of time if someone else

071has already spoken on is kind of already said what you had planned to say that perhaps you step off and allow someone else the opportunity to uh say some something that has not previously been said um i would also indicate that you know our goal here is to model civic behavior it's what we're about we're modeling for our students our current and future citizens so we expect uh we expect civility from those who wish to speak so i am now going to begin with reading the comments we have received in writing i'm also i'm going to make a little comment at the beginning here that i know many of these have to do with the uh the our newly seated trustee as dobler drew and i would just remind everyone that she was elected clearly

072by the voters to take a seat on our board and the board welcomes her participation as a trustee scott busby i am concerned that eve dollar drew will harm our children's education by bringing her extreme and misguided political views into council decisions dana lockwood i am writing on behalf of my family in the capacity of the parents with the child enrolled within the school district this is to request the censure and resignation of board member eve dobler drew as her public views on social media have shown harmful to the well-being and safety of all students enrolled within the district these statements made by ms dobler drew include but are not limited to anti-lgbtqia the black community and other minorities as well as extremely dangerous public health misinformation regarding the coven 19 pandemic this is unacceptable

073that this person has been put in a position to make decisions that will affect the children of our community and i urge the board to take the right safe and appropriate steps to call for her resignation i think i will be sharing the views of our kind intelligent and science literate community when i say that such incidents and views harm the good name of the school and greater community and the children within it i therefore hear my request for her immediate resignation i am sure you will do the needful i thank you for your invaluable time elias simons i am a resident of los osos as well as a cuesta college student i am writing in regards to comments that eat dollar drew has made in the past calling a philanthropist satanic she has also

074spread misinformation about the coronavirus pandemic and the black lives matter movement all of these things are unconscionable in my opinion if i knew that she held these radical beliefs i would not have voted for her in the election dana culpepper i am extremely concerned about the decision to swear in eve dobler drew as a board trustee her posts on social media reveal her bias against racial justice movements and the lgbtq community as well as her promotion of conspiracy theories that spread copic misinformation i do not believe a person who publicly voices discriminatory views should be awarded one of the highest positions in our school district as a child who grew up in slc usd from kindergarten to 12th grade myself i am concerned for how this trustee appointee might affect the children of slo county

075and as an elementary school teacher i know how important policy is in shaping educational environments i want to make sure slc usd upholds policy that will support all students and i fear eve doppler drew has already proven she cannot treat everyone with equity kathy brown i am calling for the resignation of eve dobler drew due to her public stance on hate crimes and lgbtq intolerance additionally her embrace of conspiracy theories and the spreading of misinformation through her social media account is concerning this portrays a person who jumps to biased conclusions and does not apply critical thinking skills to delve deeper into important issues this is not a person who should be influential in making decisions regarding the education of our children and future leaders i do not believe her stance that these now deleted posts

076are part of the past but simply a cover-up of her extreme ideals kristen mitchell i requested eve doppler drew step down from slc usd school board due to her controversial history and intolerance to include all people equally it is essential that our leaders be not only equitable but non-biased we look to them for guidance and moral and fair leadership the fact she embraces conspiracy theories has been verbal against blm movement and intolerant of the lgbtq community is concerning i do not feel she represents the needed leadership our students and families need as a community member and educator and slc usd parent i am writing to request the immediate resignation of eve dollar drew it is shameful to allow a person who holds hateful and narrow-minded viewpoints to oversee the education of our community's youth this

077does reduce bias against students of color and lgbtq plus youth is a threat to our goal of safe and inclusive schools in the interests of the future of san luis costell she must step down emily hatton adult that believes in the q anon cult has no place in education pizzagate clinton's eating babies bill and melinda gates being satanists so beyond idiocracy get her out dr ann canard as a physician i oppose this candidate for school board we cannot have someone making school decisions during a pandemic who perpetuate q anon and anti-science unfounded rhetoric sarah kaufman i am writing to demand that eve dobler do immediately step down as a member of the san luis school board her inability to represent herself without literally demonizing those with whom she does not agree is not fit to

078hold the position that looks out for the education and well-being of children actions have consequences and if ms dobler drew feels comfortable sharing conspiracies from q anon as well as misinformation regarding coped and blm that harm our students businesses and citizens in general she should recognize that though she has the freedom to do so it should disqualify her from this post susan kelly please i have serious concerns regarding regarding her q anon connections and that she had frightening opinions about black lives matter there have been many disagreements in this in this county regarding black lives matter but generally ones that can be worked out however her arguments most she has deleted and connection to q anon are again frightening michelle call i am michelle call executive director of the gala pride and diversity center and

079a member of the central coast coalition for inclusive schools please accept my apologies for not attending live our board meeting is at the same time as yours i am commenting on my concern about the seating of eve doppler drew on your board san luis coastal unified school district has worked hard on diversity equity and inclusion since the incident in 2017 where a teacher wrote in expressions that according to his religious beliefs homosexual students were deserving of death i have been particularly heartened that gender spectrum among others have been training faculty i deeply appreciate your efforts i believe dr prater and the school principals want to preserve the mental health and physical well-being of all students but the fact remains that almost 60 percent of transgender youth in san luis obispo county have seriously considered suicide

080over the past 12 months according to the california healthy kids survey 2017. this january eve doblerdue shared a video from changedmovement.com that promotes christians who have supposedly overcome their lgbtq plus sexual orientation or gender identity through therapy and religious support this attitude is so harmful to the mental health of lgbtq plus youth that conversion therapy was banned for minors in sb 1172 in two thousand twelve ms dobler du is also quoted as saying that she is concerned the lgbtq plus community will try to convert straight people this kind of unfounded rhetoric is not only harmful but indicative of such a deep lack of understanding that i do not believe she belongs on this school board her views on sexual orientation and gender identity are not the only ones i found to be abhorrent and i

081do not think e dobler drew will continue the forward momentum for sandless coastal as the director of an organization as a parent of a gay transgender teen and as a concerned resident of san luis obispo i urge extreme caution and serious discussion about how best to protect the young people you serve thank you for your time kathy brown i would like to request that okay that's i'm sorry you know changing chris barnes i question whether newly elected school board member reeve dobler drew should be allowed to take her seat on the board given reportings by the slow tribune 10 2020 which shows her social media posts spreading misinformation about kobit as well as promoting q anon conspiracy theories how can someone entrusted with overseeing the educational outcomes of thousands of students do her job with

082honesty and fairness when she is pushing discredited nonsense as fact it's not a matter of opinion that covet is real and that asks and distancing are still our primary tools for stopping and spread the idea that it was created in a lab in wuhan has been repeatedly debunked by scientists an educator is supposed to know fact from fiction conspiracy theories are fiction i question whether the voters in electing her were fully aware of miss dobler drew's apparent intention to spread crackpot theories as fact in her role as a school board member ms dobler drew is entitled to her opinion but not her own facts i'm not interested in her belief that philanthropist melinda gates is satanic i have strong opinions too one of them is that right-wing conspiracy theories are lies and spreading lies should

083not be tolerated in any manifestation of an educator's job duties let's not make this complicated i call for a full investigation of dobler drew's fact challenge post if the content of those statements is shown to be verifiably false particularly if her cohort posts are not consistent with scientific fact they fall into the realm of deliberate misinformation and the board should refuse to seat her patricia piccolo i am commenting to urgently request that eve dobler drew stepped down from her post in the age of misinformation it is easy to find an article that will prove your point of view for this i do not fault her what i do fault is that she has repeatedly shown that she believes in conspiracies and organizations that harm or seek to harm others her sharing of posts spreading misinformation

084about the pandemic could directly affect the safety of students we cannot afford to allow someone who had time and time again proven she cannot educate herself and sort back from fiction to have authority over our youth in their education while i am cautiously in support of her supposed change of ways for her to say anything from the past before i ran for office has no bearing on where i am now is insulting to everyone who has been hurt or threatened by information she has shared or things she has said herself it also proves that she does not believe her words and actions can have lasting effects and consequences should someone who believes this ever be allowed in public office i do not believe that someone with such an immature thought process should even be allowed

085near undeveloped minds step down eve doubler drew prove that you acknowledge the mistakes you have made apologize to those who felt less safe because of the things you chose to believe in work to educate yourself and show the community that you will handle any future responsibility you may be given with integrity but at this time you are not fit for your post john hernandez eve dobler drew does not provide a safe and welcoming place for our students the thoughts and ideas she believes and shares are troubling students who are already dealing with enough inequality in the world should feel safe at school the board should have all of the students best interests as their number one priority this is clearly not the situation with eve dollar drew please step down joyce singh thank you for

086all your hard work and commitment to our kids first and for striving to minimize the transition for teachers and students when they come back in 2021 first of all i am relieved that my fourth grade son will be able to do distance learning with with one of his home school teachers i do hope that all of these teachers who will be doing in-person instruction in the morning and distance learning in the afternoon will truly be given adequate planning time and compensation secondly i've learned that before secondary schools go back to in-person learning that secondary teachers will be asked to teach two sets of the exact same zoom classes in the morning and the afternoon monday through thursday while students continue to do distance learning next year please allow secondary teachers to combine the am pm

087cohorts and teach just one zoom class each day by doing so secondary teachers can continue their small group instruction virtually to reach the most vulnerable and struggling students finally i am concerned that sparks child care and other child care providers on site at schools have different guidelines in the school district guidelines at least at sin timer kids and sparks are not asked to wear masks unless they are inside the classroom and closer to six feet from each other i've also noticed that spark kids are eating their snacks outside without any social distancing i understand that this is what they are used to when they were the only cohort of kids on campus however with the return of more kids learning in person on campuses it seems appropriate that all kids on campus should be expected

088to wear masks at all times except when eating if you aren't doing so already please work with the child care providers to ensure that the child care policies are consistent with school district policies around mass and social distancing jessica guthrie montez in regards to eve dobler drew's appointment i'd like to speak on behalf of our community this community thrives because it is inclusive supportive of diversity and mindful miss dobler drew's comments and personal beliefs on anti on gay rights african american black rights women's rights and q anon affiliation is not in alignment with our community's core beliefs and standards should you not appoint this person to the board please choose someone who can be that mindful sounding board for all in our school district thank you kathy brown i would like to request that current

089schedules and teacher assignments remain the same until there is a clearer picture of when in person can actually begin as copic numbers continue to accelerate in our county late january seems unrealistic the automatic change of schedule in january with no clear idea of when in-person instruction could resume would mean an increased workload for teachers and disruption to student learning i feel like this along with the loss of small groups and office hours should be postponed for as long as possible okay um hold on just one moment while i get everything organized quickly for in-person speaking also i need to confirm that we have no more written comments but we have a couple more hold on one moment please so doesn't matter how many computers i have i always want one more hold on just one

090moment please so okay um here we go um thanks jessica we're trying to get this all done here uh nancy a um as a latinx of christian faith parent of two bi-racial school children in this district i am extremely alarmed by the toxic opinions of newly elected member eve i refer to her facebook postings and supporting comments these views are hurtful and show an unwelcoming unkind unloving racist homophobic religious and tolerant un-american and unchristian viewpoint i do not believe that she can serve unbiased with this mindset i ask that she consider her views her heart and step down to examine herself i also would advise the board to speak out and against these viewpoints tucker fritsch regarding the swearing-in of eve dobler due to the slc usd board parents and teachers have enough on our

091plate without having to worry about facebook conspiracy theories theorists pulling the strings of our children's futures i would hope that eve dover drew understands that in light of this very real pandemic and the confluence of systemic racial and social injustice that defines our time that her appointment to this position of influence is untenable based simply on her openly offered and false opinions against these realities in the most divisive and tiring election of our lives faced with the combination of constant information overload a heavy ballot and the necessity of early voting by mail i suggest that perhaps school district votes were not the greatest concern and that many and that many were cast in apathy by people for whom the administration of our district has no consequence candidate statements are crafted to get people elected not

092to tell us who they are and a person's honorable career may not reflect their current mindset or motivations freedom of speech is everyone's right and despite poor examples in state and federal government election officials must be held accountable for their statements and actions in this case i believe that requires the dobler due to step down enjoy her well-earned retirement and allow the board to move into the future all right so now i i have some people and i don't know if there's yeah it's a little um confusing at the beginning uh wanting to speak in person one is dylan dean james is that person here let me see hello yes yes oh great and also before you speak if you um are having problems turning on your camera just let me know if you would

093like to turn it on and i can turn it i could try to turn it off for you yes if you could please i wasn't able to okay one second uh good evening everyone my name is dylan dean james and i was born and raised in the san luis obispo area uh these remarks are directed toward new board member eve dobler drew hi eve not sure if you remember me i am charmaine picard's grandson the really tall one uh but remember when after you found out i was gay you told my mom at a christmas party that i should look into the change movement and see if i can get cured of homosexuality because i do and i know personally the damaging effects of so-called conversion therapy lgbtq youth who undergo conversion therapy are eight

094times more likely to die by suicide but eve simply does not care if she could she'd have changed movements terrorize gay and trans youth in every school in this district if you let her in october eve told the tribune that she is quote beginning a new phase in her life because she decided to run for office and realize the general public would eventually get a glimpse into just how unhinged her views are remember when you said that george floyd the unarmed black man murdered by minneapolis police led a quote violent life as a criminal and therefore i guess deserve to die that was barely six months ago eve and just a couple weeks ago you were liking similar content on twitter i encourage everyone who's listening to go to twitter.com eve drew one the number

095one and just take a look at her likes they're open don't believe a word she says about this being in the past this is who she is and she has no intention of changing i know exactly who you are eve i went to agape church for 18 years of my life i know the incredibly harmful rhetoric shared within those church walls that you participated it i know what you really think of lgbtq people and what you think of anyone who doesn't fall in line with your irrational worldview your statements on social media and the things i know you say in private prove that you embody the very worst qualities of someone who dares to call herself a christian by buying into the conspiratorial nature of the far right you demonstrate why modern american evangelicalism is

096morally bankrupt in every conceivable way it would behoove you to remember that you worship a middle eastern refugee who is executed by the government before you rationalize the next police murder of an unarmed black man i'd say you have cognitive dissonance but you probably don't even know what that means to think that an ignorant delusional conspiratorial homophobic racist deranged paranoid right winger with a persecution complex so susceptible to manipulative misinformation is now a sitting authority a sitting member of the san luis coastal school board making decisions on behalf of vulnerable students from diverse backgrounds sickens me and it should sicken everyone who cares about racial equality lgbtq rights public health objective truth and the separation of church and state despite how much you'd like us to be we are not a christian theocracy remember you

097were elected to serve all students of all backgrounds including those who don't agree with you and don't forget it because i won't thank you thank you next i have uh dr bresha is here okay um all right i'm now going to list uh heidi harmon hi heidi you're up all right hi everyone while i am the mayor of oh i'm sorry hold on i can can i can i go next actually i just lost my document somehow okay sure so much next then i have isabella and nino de rivera hold on hi i am izzy nina derrabarak krieger i am a sophomore at sales pistol high school and i serve on expressions our student newspaper as the co-editor-in-chief i'm here to talk about eve dobler drew since her election i along with other staff members

098on the paper reacted an outrage when she won when she won her race against walt milar we immediately thought back to the homophobic comments of former teacher michael stacks in our paper in 2017. not only did this hit close to home for me as an openly gay editor-in-chief but we have other lgbtq writers editors and allies who reacted in fear and in disappointment the video she reposted on facebook about conversion therapy is unacceptable whether her social media posts on controversial issues are in the past or not eve dobler drew told the tribune that she does not support conversion therapy but she said she does not support anything that tries to strong-arm a person or influence them to go in a certain way in what their self-identity is that that includes those trying to persuade people

099to be in the lgbtq group this is speaking as if being gay or transgender is a choice which it is absolutely not and this makes my concern even greater lgbtq students at slow hs are already hyper aware of homophobia they have also come out and said that they do not feel safe with doppler drew on the board i don't feel safe with doppler drew on the board either the very presence of someone on this board who spread anti-lgbtq rhetoric in the past is deeply disturbing i'm concerned about dobler drew's presence on the board and i'm here to stand with the community's calls for eve dollar drew to to resign i also asked the board to take a position on this urgent matter i yield my time thank you all right uh back to heidi harmon

100right thank you so much uh while i am the mayor of san luis obispo i want to make it clear that i am not here as a representative of my city council freedom of speech is a precious right and i hope that we all celebrate and along that with that right comes the responsibility and the reality that we are not free from the consequences of that speech mrs dobler drew has caused great harm with her words to the most minoritized amongst us and this is particularly concerning at a time when this community is struggling to create a city of belonging for everyone no exceptions and it is unconscionable to me that our community would have on a board charged with uplifting facts knowledge and science and most importantly uplifting our youngest and most impressionable minds

101someone who has expressed a proud and blatant disregard for basic human dignity of all people i have had the honor to be on dr prater's common ground task force which was organized to ensure that all students and especially those that have traditionally been marginalized feel seen heard and supported at school common ground was created out of a similar harmful statement by a teacher at slow high as has been stated by other speakers miss doppler drew's presence on this board is a slap do all of the work that we have done and a slap in the face to all of the families who struggle every single day all right well there's recording on our campuses and in our community i have had the great joy of being a guest on many of the young student zoom

102calls and when these young people ask me what i think needs to change most about slo i say that slow is a lot like a lunch table at school the one in which not everyone gets to join and we have heard the call in this community to big build a bigger table one in which all are invited to sit with us but instead ms dobler drew is not unlike the schoolyard bully who strives to build a table for just the privileged few i believe in redemption and i am hopeful that ms doppler drew means it when she claims that she has evolved past these racist homophobic and anti-science views and if she truly means that then she will immediately step down and allow this board to be clear in its purpose while she continues her

103journey to deepen her understanding of what it is to be fully human thank you our next speaker is brooke segler hi um my name is brook zegler good evening members of the board um i'm a teacher at los osos middle school based on the new schedule for second semester released yesterday secondary teachers are teaching three periods in person but on zoom for the foreseeable future in the morning and then those exact same three periods distance but in zoom in the afternoon except for fridays which combine the morning and afternoon cohorts in a single distance class this new redundant schedule completely eliminates small group instruction or sgi based on county metrics san luis coastal is not on track to go back to face-to-face learning in january therefore it would make much more sense if secondary sites

104maintain their daily schedule which is full class zoom in the morning and sgi in the afternoon until schools are able to go back in person i know one of the most important principles our board here at san luis coastal values has been equity so many of our most vulnerable students are scarcely keeping their heads above water sgi is the only time teachers can re-teach and provide intervention and small group instruction and small group english language development what will remediation look like if we eliminate sgi before it's necessary eliminating sgi for all students is inequitable and short-sighted especially since it is unnecessary i'm asking the board to please reconsider this early and unnecessary elimination of sgi which has leveled the playing field for so many of our most vulnerable students not only does this make more

105sense it's the only equitable option please allow secondary teachers to continue to serve all of their students needs by maintaining the schedule until the return to in-person or hybrid learning prevents teachers from doing so thank you for your consideration in this matter thank you all right next is and i'm going to not do well on this last name lisa joette hello it says i'm unable to start video give me one second we're gonna help you out thank you there you go hello and greetings san luis obispo coastal school board members and fellow community members my name is lisa jouer i am a parent in this school district with a teen enrolled at the san luis high school first i wanted to thank all the principals staff and teachers for the virtual learning they have been

106facilitating during this covid19 pandemic next i'm glad dr eric prater was discussing policy a few minutes ago as well as a few uh fellow community members that were making public comment because i plan to read from a section of the san luis coastal union school district board policy document which i'm certain all of you are familiar with this is the section on students and positive school climate the board encourages staff to teach students the meaning of equality human dignity and mutual respect and to employ cooperative learning strategies that foster positive interactions in the classroom among students from diverse backgrounds the district shall provide instruction and counseling designed to promote programs and activities free from discrimination and with respect to the actual or perceived ethnic group religion gender color race ancestry national origin and physical or

107mental disability age or sexual orientation these programs are designed to help students understand diverse cultures teach them to think critically about bias and show them how to deal with discriminatory behavior in appropriate ways i look forward to each and every member of the school board upholding these policies and supporting all students i'm speaking on behalf of my entire family with this statement and i yield my time thank you all right next i have artemisia shine hold on one moment please go ahead and okay hi good evening let me oh it says i can't okay let me just help you with your video one second no it still says unable to start video yeah here we go we're gonna help you out here there you go okay wonderful good morning all right i guess it's good

108evening now good evening art amazing shine and i'm a san luis obispo county business owner resident and mother of a teen who is a recent graduate of the san luis obispo school district i'm also a queer mixed-race somatic therapist and predominantly work with our bipock and lgbtqia community in san luis obispo and beyond and i'm deeply alarmed that we've just sworn in a school board member who has very recently promoted false claims that distract from the issues of the very real current and ongoing history of systemic oppression anti-blackness and violence against black bodies while simultaneously suggesting these false claims are the real systemic violence worth considering this behavior leaves me concerned about her ability to investigate and consider the very real issues of systemic oppression anti-blackness and racism that's alive and well in our county

109in our country in our schooling system and directly impacts our students of color and frankly all of us because none of us are free until all of us are free in a community that's overwhelmingly white san luis obispo needs a school board membership that's acting in a way that works to undo and repair our nation's legacy of oppression and takes due diligence to ensure not to promote and reproduce false information that furthers the oppression repression marginalization and fear of people of color i'm incredibly uneasy about eve supportive and promotion of the change movement which is an organization which promotes an ideal of wholeness and well-being that is achieved through leaving homosexuality and non-cisgendered identity behind i find it reprehensible that our school board now has a person in power who promotes an organization that believes

110wholeness requires conversion from being lesbian gay bi trans or queer and has expressed fear that our lgbtqia community is trying to persuade people to be in the lgbtq group i don't trust that such a person will make sound and informed decisions on behalf of our youth that will further acceptance belonging equity and safety for our lgbtqia youth or further a more just and equitable san luis obispo community students who are struggling or end up with disciplinary action frequently end up in front of the school board whose members play a very important and direct role in determining how these students will be cared for attended to or what disciplinary action we met or measures will be enacted against them i want to be clear that i'm worried not only for our students of color and lgbtqia

111youth but also for all of our youth who will be fostered in an education culture that's informed by and impacted by aids judgments biases and views i also want to be clear that this is not an inviting indictment of eve's personhood but rather a great concern about her fitness to lead in a way that considers the needs of all of our students i'm aware that she has expressed that this is a year of new beginnings i wish we could all do that just you know on the fly and has suggested her social media posts are not relevant to her position on the board however i'm not aware of this new beginning including any reprisal oh of thank you very much your your time is up i finally eject our position you know we're going to

112move on thank you um next is uh devin wow hi thank you um i'd like to address the elimination of small group instruction teacher office hours and other interventions scheduled for january i realize this is likely the unfortunate byproduct of the new schedules for hybrid learning rather than a specific choice to get rid of these resources but it is a departure from the info video the district put out for parents prior to board approval which said these programs would continue and those who are going to be most negatively impacted by the loss of these programs are our most vulnerable students exclusively so i would urge the district and the board to consider creative ways to make room for these important supports to continue this is an equity issue one of my concerns is that the

113push to reopen comes at the state level and things like that comes largely from the argument that some students are falling behind because of distance learning this will be a simplification of course but that argument typically refers to two groups of students those who were successful before the pandemic but have been less so under the distance learning model and those who are already struggling before the pandemic some of whom may be doing worse under distance learning but for whom distance learning was not the only challenge where distance learning is the only problem then hopefully reopening those schools will fix that you know fingers crossed students who are typically successful will be well positioned to be back on the path to success once we reopen for the students who are struggling before distance learning distance learning

114wasn't the only challenge so reopening will not automatically put them on a path to success it might mitigate some of their struggles but they will need more than merely reopening or merely recovering learning lost from these distance months these are the students most in need of the additional resources like sgi teacher office hours help with independent work that was my fault i apologize for that i'm sorry no problem the thing is that when we when we eliminate those resources from the students who need the most it leaves them even further from success which is why this is an equity issue if in order to help students who are typically successful get back to being successful again we exacerbate the achievement gap for students who are already struggling to get caught up then we need to

115rethink that currently this plan will be implemented in january regardless of whether we're in plan c or hybrid so one immediate fix is don't do that don't switch to the ampm model in january um wait until schools reopen so students can have access to the sgi and those interventions as long as possible we still need to figure out a way to continue to provide those resources once the schools reopen um and i i'm sorry i don't have any constructive suggestions for that to offer um but i know how important equity is to the district so i really hope that you can find some way to protect these resources that are so necessary for our most vulnerable students thank you thank you uh next is brianna ronan hello good evening um my name is brianna ronan

116i'm a teacher educator and resident of san luis obispo thank you for inviting public comment this evening i wish to express my concerns regarding the recently elected board member eve doubler drew's public comments made during her campaign for school board member as a bilingual educator myself i would like eve doublerdu to clarify her stance on the role of bilingual education for emergent bilinguals during the election campaign her website stated i agree that students need to be immersed in english at school as they are speaking spanish at home this statement in favor of english immersion stands in opposition to the role of bilingual and dual emerging programs and undervalues the benefits of bilingual education additionally i'm in i am troubled by her comments during the candidate forum in october in which she stated that teachers should

117not express their beliefs in support of lgbtq communities and issues this comment suggests that e doubler drew believes that the inclusion of lgbtq themes are controversial or taboo to be clear the inclusion of discussion and discussion of positive representations of lgbtq communities is not only a professional responsibility of a teacher it is the law as established by fair education act of 2011 and i encourage her to learn about this law finally i am concerned about her insistence during the candidate form to just to define families as constituted as constituting a two-parent household consisting of a mother and a father her critique of black lives matter black lives matter's call to disrupt the definition of a nuclear family is not only misinformed but ignores the important work that blm has done to value collective and community

118care and extend the benefits and privileges that are too often limited to middle class white heteronormative households these are all com comments that board member eve dobler drew has made on record during the campaign i'm concerned that these express beliefs run counter to slow coastal's commitments to bilingual learners lgbt communities students and families and bypak students i ask that she reconsider not only these beliefs but her position on the board and i also ask the board to publicly denounce them as well thank you thanks to melissa denoy i actually submitted a request to do public comment during an agenda item number 702 but i'm not sure some people have already started talking about it the um group instruction part so i wasn't sure if it was going to be oh i see it's up to

119you melissa you don't you you get one um opportunity per topic so if you'd rather wait until then we're happy to happy to do that yeah i'll wait until then okay thank you bye so just so then next we have charlotte erlin for the multitasking chicken is not gonna eat itself um okay so um i wanted to comment for two reasons um and good evening everybody first i'm calling for the resignation of eve dover drew for all the reasons people have already stated i don't really want to go into all that craziness but i feel like she is simply capital b bananas and her ideals do not jive with the school board and the majority of the district and parents in the district secondly as a parent of a neurodiverse child currently at teach elementary

120and as a person who is immunocompromised we chose for our daughter to remain in distance learning for the remainder of the school year unfortunately that choice happened right before the most recent increase in coronavirus case is in the shelter at home order which means that if we had chosen to return in person we would not be forced to move into a new classroom with a new teacher and removing her from teach elementary's you know learning program and learning style right after the winter break and we would be staying in her classroom until people returned in person her virtual classroom in-person teaching will not happen until this district is in the red zone for two weeks which could be months away at this rate and so i respectfully request that the district re-evaluate the move for

121distance learning children until the in-person kids are also ready to return forcing kids who are already having a super challenging time to change classrooms and teachers before it's absolutely necessary and especially because going back in person may not even happen for the rest of the school year it's very unfortunate our daughter has just this month gotten her footing in this zoom environment and is just now starting to come out of her shell with her peers and teacher making her start over with a new school teacher and peers right after the end of the winter break which means her last day in her current classroom would be this friday when it could literally be unnecessary um to move her saddens me and causes undue anxiety for her at a time when her and other children need

122stability and support please reevaluate the early split to distance learning until the students who are returning in person also go back to the school thank you thank you lori noble hi can you hear me yes we can hear you um drew want a seat on the board we actually need new opinions on our school board and she clearly won a seat even with the tribune hit piece eve you were elected do not resign thank you thank you uh jen ford thank you san luis coastal school board and staff for the work you've done during covid and to keep our students safe and to continue rigorous learning i'm calling in tonight to ask the eve dobler drew step down as a parent community member and person who has volunteered thousands of hours to our schools i

123know that each and every student regardless of religious and ethnic background regard regardless of gender and regardless of sexual orientation must be served equitably it is apparent that ms dobbler drew doesn't share these views and therefore cannot keep our students safe or ensure equitable learning while i respect ms dobler drew's desire to serve our community she must be aware that serving this community requires one to value all students at this time she is unable to do this and should vacate her seat so that the community and most importantly our students can be confident that our leaders believe in and value each and every one of them thank you robin friedman o'leary good evening i'm here um with a dual purpose this evening first of all i want to thank dr prater and kimberly mcgrath i

124can't and and the board and everybody else who has worked on this very challenging situation since last spring it is an admirable um job that they have done and and really the the greatest gift of my gratitude goes to our teachers who have stepped up like nobody else um in that vein i would really like to support what brooks said which is to wait for schools to reopen in the secondary level to put the kids in a split day this is not just for the kids i think that while the kids would benefit with a larger cohort to all be together in the morning to keep the similar structure all of that is very important i also think that we need to think about our teachers days and what their lives are like and how

125important sgi is to them and their needs to help the students so i would encourage the district to look at keeping our structure the way it is if we have to move some kids to different teachers that's fine but not split them up to early morning and afternoon for their distance learning and when they go in person then shift them around my second reason for being here is that i would also like to support the resignation of eve dobbler drew besides what has been said before about the our students of color and our lgbtq plus students who are not going to be supported or have not felt supported by her previous tactics is something that is deeply concerning to me which is a comment she made just this last august on twitter about george soros

126which is by the way trope for the american nazi party as a jewish person and a parent of jewish students i am extremely concerned by all of this um anti-semitic trope lgbtq plus conversion therapy trope and a lack of respect for our students diversity the comment about george sorosaurus is a dog whistle it's used by the kkk the american nazi party and other organizations and is deeply concerning um it has been deleted but it was just this last august and i think that maybe some more introspection is called for prior to sitting on the board um again thank you to our school board um from the past and to dr prater and miss mcgrath and rick mayfield and especially all of our teachers for your hard work thank you uh amman asphall yes all right

127good evening everybody um thank you for this space and i also would like to shout out the teachers that have been teaching virtually um in this pandemic and uh i resonate with all the sentiments repeated uh prior so i won't repeat them but i took you know about 30 45 minutes here while i was waiting to just check out the um and this is not a written statement i'm just uh going from the heart but um i took a look at some of the bylaws uh spent about 30 45 minutes looking at the bylaws on the um board website and so three of the documents i feel like are relevant to a lot of the public comments made are bb bb 9010 and bb 9270 the first one board bylaws 9124 refers to the board

128receiving legal counsel and how the board can refer to legal counsel to help them shape uh their policies and their bylaws and whatnot and legal advice so i'd highly recommend that because one of the things i think the entire board should look into if you're serious about creating any systemic change is consider referring to bylaws of the board 9270 the conflict of interest code section which says that every two years um on even years the uh board shall review its uh terms of its conflict of interest code so i think it would be appropriate to try to update um some of those uh bylaws that you have um and that we have i do live in san luis obispo by the way um to reflect like the current uh state we're in in the country

129uh as far as technology goes because i think we've noticed that our laws and policies are sometimes a little behind technology because it moves so fast and lastly um you know the bylaws do uh by bb 9010 does uh refer to public statements and i would encourage and employ the board to revise and edit this uh this page of the bylaws um it does mention social networking sites but it doesn't uh hold people accountable for anything they say on social media it just says that um social media statements made by individuals may cause confusion and controversy which i think clearly we can all see where we're at that point here so the question is so what is the protocol what do you do from here and i think that the board should seriously consider into

130making that systemic change within its bylaws i yield thank you very much right at this time we have no one else requesting public comment on in this portion of the agenda so we will move on and our next we're going into uh 7.01 business and budget update yeah we have we have a lot of things about the budget on the board agenda tonight including first syndrome so i'm gonna i'll just probably defer to that i just wanted to point out one thing during this update to the board you'll see two rather large items on the purchasing list and that is two new buses and so i wanted to give a huge kudos to annie sharp our transportation director who once again moved forward pushed and got us two grants for new buses um so i

131mean really doesn't doesn't cost the district i mean just a nominal amount um compared to what they cost and so just kudos to annie on that um and also just really quickly if uh if julie lang can uh can turn on her her video for just a second and her mic come on julia there she is so since since october 2007 julia served as a director of fiscal services for our school district um i i've you know been very fortunate in my role to have somebody like julie really just leading the budgetary part of you know of my job and somebody that i could count on to get the work done i know the board has you know the utmost faith in the work that she's done over the years and i i really am

132gonna miss her um but at the same extent you know i also wish her the best and she's gonna be retiring um at the end of this month this is her last board meeting you know so uh lucky her she said she might you know might zoom in sometime and check it out but you know i wish we could we could have a big cake and do a lot of great things for her but you know in today's society where we're at that's probably not possible so my hope is that you know by june summer time we'll be able to do some type of activity for our retirees you know both teaching and and classified and and really be able to honor her you know in a nice way so um for the board i

133just wanted to you know she's going to be presenting a couple items here in a second but before we do that i just wanted to say a few a few words you know about julian how important she's been to our school district well thank you very much can you hear me yes okay well thank you so much ryan and it's been a pleasure working with ryan uh it's been a good 13 years here and i appreciate the board very much and all your support and the administration and all the employees have gotten to know over the years and my fiscal team has been just awesome and it's just been a really good run and it's so nice to see that this district is on the right path and i will continue watching because i want

134to see where we're going that's great thank you thank you thank you so i also want to give um so dooley your calmness your your demeanor your expertise and professionalism and and making the numbers the budget reports palatable to us and understandable it's especially you know it's it's not my strong suit so thank you and also ongoing and continuing kudos to annie sharp she she just comes up with things for us and we really we really appreciate it so julie i'm glad we get to hear your voice a little later in the meeting so stick around all right and next we have our educational services and copin 19 update this is great yes thanks for shuffer a few things to uh give you some updates around so uh first of all we've had uh staff

135has been working diligently on uh responding to the declaration form so interestingly enough we had about 80 percent of the elementary parents uh interested in being in person with only twenty percent interested in staying in distance learning so uh fortunately um you know our survey results also showed that trying to stay with the same teacher as much as possible was an important aspect so you know a big thanks to the hr department principals and teachers that have worked on coming up with elementary plans that would be implemented on january 4th when we come back to um to move students around to adjust to family needs and to try to keep as many students as possible with their current teacher and at the current school site so it's not possible in every circumstance but um you

136know every effort was made to try to adjust and and make the adjustments so that we could try to meet family needs interestingly enough we had a really different response for secondary with only 60 percent um ish of course uh looking for um in person with 40 wanting to stay in distance learning so one of the models that the secondary principles brought forward to the teachers to try to get some more input and feedback was this idea of having um you know the in-person learning occur in the morning with the digital learning virtual learning occurring in the afternoon so there's there is still time we're still working out what that looks like and and what adjustments need to be made you can imagine especially at a comprehensive high school that is extremely complex our goal

137is to try to get as many student and family needs met as we can while also keeping offerings and keeping students with the same teacher as much as we can so it is a really incredible um puzzle to try to put together and you know no matter where we land in the end it won't be fantastic for everyone but we're trying to do what's best for as many people as possible the other thing to keep in mind was secondary and that's just you know complex to think about is that keep in mind that our health guidelines um show that any time anyone has a symptom anyone is in close contact with anyone with covet anyone has coveted um etc that there's um you know time that you're going to be away from the classroom and

138that you would be asked to be back into distance learning and in and out of that so one of the solutions we're trying to think through is how do we provide a seamless educational experience for a student knowing that they may have to come in and out of in-person virtual in-person virtual and so staying with that teacher we're trying to hold on to that as well as obviously our survey showed that you know we're looking for ways to keep people with the same teacher when possible so we're still working on the secondary one just to help clarify you know winter break begins after class on friday so then january 4th is when school starts back up and that would be in a distance learning format right so everyone will be back in class uh january

1394th it you know into if you're elementary there might be a change to it to a new teacher many not um but you would be back in that virtual format starting january 4th and then um elementary at that point starts their second semester rollout all that information has been given out to all the hundreds and hundreds of families school sites and principals teachers have really worked to collaborate and come together on what's the best possible solution they can come up with like i said none of them we don't love any of them we're trying to make the best we can of a really difficult situation secondary um school so middle schools high schools um would then come back january 20th into um the second semester model so you're still in a virtual and you know

140january 4th you're still going if you're at a middle school high school you're still in first semester you're still virtual then january 20th you would start second semester and then in your new model um some people heard january 21st that would have been true if we were coming back in person really unlikely at this point as we have all watched case numbers you know still climbing that we would be back in person at that point so um you know it will definitely start second semester likely start in you know continuing a virtual format i know there's some concerns that i heard about can those classes be combined we're still looking at what can happen we put a draft out on monday still gathering feedback and input so we will continue to look at um you

141know what's the best possible model um this was mentioned already but uh you know just a reminder of being in the red tier for 21 days so like i said that that you know likely has us still um you know moving out i will say that i'm um you know proud to say that i know every board meeting i've been telling you about in-person opportunities that have been increasing that started back in september and that we've been increasing that um for hundreds i think we're past a thousand students that were able to have in all different sorts of formats elementary schools are still looking at small groups that we can continue to bring back and that happened even more here in december we'll continue to look at that for january had a great meeting with

142a team of people looking at the learning loss um that dr prater presented on november 17th and how we can be just continually even more targeted with more small groups so i know um meeting those needs is of the utmost importance to all of you and to all of us as well so um that's a a quick update there and um more to come from mr mayfield in a storm in an upcoming presentation here thank you um i've been asking to please remind our presenters that we have translators in the background here so if we could pace our uh our speech accordingly to accommodate their uh their hard work with and highly skilled work thank you and next is 7.03 a measure d update yes so the the we have two gmps um two projects

143at san luis obispo high school that are going to be on the agenda a little bit later um i did want to just let the board know that we do have our next cboc meeting which is the citizens bond oversight committee we have a citizens bond oversight committee that basically oversees all the spending and funds that are going uh through measure d you know passed by the passed by our constituents um and so they they meet uh basically quarterly to review all of the documents in this case on monday we'll give them an update on all the projects remaining budget as well as the expenditures from the 1920 school year so that'll be at 10 a.m on monday thank you all right we're moving into um item eight resolutions i and item 8.01 is a

144resolution to approve the first interim report yeah so i'm going to just give the board a quick update on the budget and then julie will actually have a presentation and then i'll share the 10-year budget just for the board's background if you'll remember back to the beginning of 2020 things looked pretty dismal for the state of california in terms of budget you know we had the pandemic begin in march you know when when the board passed the budget in june um it was really you know looking at deferrals with the state a lot of unknowns and so that said the board did pass a budget in june that was balanced budget you also passed an lcap at that point so a new three-year lcap plan that was not a requirement at the time so most

145school districts in the state of california did not pass an l cap like this board did so in that lcap all of the things that we wanted to do to um you know enhance learning for students uh you know help our teachers right provide more in-service opportunities in pd and staff and el resources and all the things that are part of that lcap became part of that budget at that time in june as we move through the summer the the federal government passed the stimulus package and what we saw is a huge increase in revenue so it's very different in terms of the revenue picture as well as the expenditure picture that you're going to see in this first interim report so that you know roughly six million dollars of of extra covet funds um

146came into the school district and uh and the board passed a new plan that really related to those funds in september and that was the lcap but in this time in this case it was called the learning continuity and attendance plan and that was really focused on how are we going to spend those funds to ensure that our kids um we're continuing to learn you know through this zoom and you know distance learning platform and what we were gonna do so that was another plan that was passed um since that time of course and throughout the summer we have spent a lot of money in the school district and and really focused on again staff in particular i would say a lot of personnel was added for one we we looked at lowering our class

147sizes so we added staff at our elementary sites over the summer we also began to add extra staff to help with you know we had some staff that didn't want to come back in person so we hired additional staff to help with that effort for the programs that did voluntarily come back we also added some special education staff we needed to get caught up on assessments for kids you know a lot of a lot of added you know need that came around because you know kids weren't in school from from march to june the the previous year so that occurred we we hired a ton of or we we we ordered a ton of computers and brought in a lot of laptops for kids and chromebooks and hot spots to ensure the kids had the

148capability of being online at their homes and so a lot of that happened we've gone through an hvac audit so we're looking at all of our heating ventilation control systems we have an item on the agenda to to talk about that the board approved a plan to subsidize child care for our parents to help them right to ensure that kids had access to care during the day and that their parents could still work so that was another um you know large item that was added so my point being is that the revenues came in expenditures um also grew um in all of that said we're still in good shape as a school district when i share the 10-year budget probably better than ever than what you've seen over the past five years and so um

149i'm going to have julie now i'll share the presentation she'll go through with kind of some of the the specifics um we'll answer questions that you have and then you know it's always good i think for the board to see that 10-year budget um because it really kind of brings some reality to where we're at you know whenever we do the first interim it we always show that we're spending all of the money that we take in and what we know is that's never the case we never spend everything that we budget at this time last year we had a 1.2 million dollar deficit at first interim on the books but yet we ended the year with a four million dollar surplus so the fact that students are not in person right now we will

150see dollars follow the bottom line um and you know we we will be looking to spend some of those dollars you know as dr prater puts together his you know his learning plan um to get kids caught up that you'll you'll hear more about um as well tonight but i'm gonna go ahead and let julie kind of talk about that presentation and hopefully um share some some insights on some specifics in regards to the plan okay so um as always we have a lot that occurs between the time that we have the budget approval and which is in early june and first interim on october 31st um and this year especially so so ryan if you go to that next slide this kind of shows are and and this is what we show you every

151year but you'll see that things have changed quite a bit this year so our original beginning balance this year um was over 20 million dollars 20.5 million um when we did budget adoption as ryan said there were a lot of things that we weren't sure we were even going to receive some of the cte grants and we thought maybe some of the state revenues were going to be deferred so it was a little bit uncertain at that time as a first interim we now have 109 million 674 000 in our revenue budget so it's increased substantially mostly because of the cares act funding but we also did put back in the things that we weren't sure about the deferrals the epa funds the cte funds um the the great bus grant that annie got that

152ryan mentioned and then also our carry over um chris did you have a question i i just want to make sure that i understand so the things you're talking about now are one-time monies is that correct um some about most of them the cares act for sure and that is the majority of it that's over five million dollars is cares act funding so that's one time money i don't know that we're going to get it again or get any more but things like see tig i think that's going to be ongoing now it was just kind of questionable at the beginning the bus grants that's 330 thousand dollars that's one time money until we get the next one and some of that unearned revenue is um revenue that we received last year and now we're

153booking it in this year because we didn't spend it last year so that would be considered one-time revenue yes so when we increase revenue we always increase expenditures well so we have the entire cares act budgeted so that uh at budget adoption we had 102 million 937 budgeted and now at first interim we have 111 million budgeted over 5 million of that is cares act we also as ryan said have increased our staffing we have certain programs where we only budget in expenditure categories because the revenue is booked in the in the prior year so if we have restricted revenues that come in in one year we don't book them again and the next year we count them entirely in in the year that they're received but the expenditures we can book in the next

154year and although we this looks like it increased enormously we actually did make some reductions to things like substitutes hourly teachers field trips athletic transportation because we know we're not going to spend as much this year i'm imagining that by second interim we'll have a better and clearer picture of that and you'll probably see some more reductions if school doesn't open um if school does open then we may keep it the same i'm not very uncertain here to know how to budget so our our deficit went from 558 000 up to 1.4 million and as you know that 1.4 million is probably not going to be the case by the end of the year because we have everything budgeted right now and we're not going to spend it all and whatever we don't spend will

155fall down to the bottom line so our estimated general fund ending balance is uh right now is 19 million 113 thousand dollars uh next slide please so some of the things that have gone into the first interim um we had our p1 property tax estimate and it came in even with the diablo depreciation at 4.39 percent higher than it was at 1920 so that's about 1.4 million dollars more than we had budgeted at budget adoption where we already had assumed a three percent increase so property taxes are looking really positive for this year and i think going forward as well the sb 1090 pg e mitigation money has been received in the general fund it's about half of what we received last year because if you recall last year we received two years worth so

156now we're kind of on schedule and it was about i think 2.5 million dollars that we received this year our carryover is now budgeted at about 1.3 million dollars our donation and billing revenues as you know we don't budget those until we receive them so far we've budgeted about 98 000 that's a little bit lower than it usually is because we're really not billing out most of what we bail out is for field trips and things like that so it's not happening this year um special ed we budget based on what the co uh what the county office tells it tells us to budget but um if you recall the the state budget included a new statewide target for special ed so it's up to 645 dollars per student which helped the special ed revenues

157greatly our contribution is about 11 million dollars in there right now which is about what it was last year too so it really didn't increase too much because of that increase in the um the special ed funding we have our two percent increases and step and column increases budgeted and also the increases for the staffing changes next slide please as always our property takes taxes make up the majority of our revenues they're at about 74 right now the other lcff revenues are um state funding for the categoricals uh that we still get the education protection act money that we get it also includes a transfer out to the adult ed fund and our payments to the charter schools and it also includes special ed property tax that we get from the county office and the

158biggest difference this year is that federal revenues are up to seven percent they're usually around three percent of our revenues and that's because of the cares act funding and state revenues are at three which they're usually around three percent the state on behalf is about three percent you'll see that as well in expenditures it's budgeted only on paper and it's the same amount in revenue and expense so it has no effect on our ending balance and our local revenues are at seven percent which is a little bit higher than normal because of that sb 1090 funding that we're getting and next slide please on the expenditure side um our salary and benefits make up the majority of our expense budget our certificated salary is about 35 of this budget classified is about 16 administrative salaries

159are about 5 percent and employee benefits are around 20 and we'll look at the next slide which we'll look at employee benefits a little bit more closely um as you know we try to keep our salary and benefits at around 85 percent of our revenue um this year they're actually 81 right now and that's because we've received all that revenue in the cares act funding and most of that is going toward devices and personal protective equipment and software and things like that next slide please on the benefits just like to keep you in the loop on what's going on with those this year the state redirected 2.3 billion dollars toward the unfunded liabilities firsters and pers to keep those rates lower than they would be otherwise so you can see with the stirs rates in

1602021 it actually went down that's the first time we've seen that in quite a long time so it was 17.1 percent in 1920 21 20 21 it's 16.15 and then in 2122 it's going to go down again to 15.92 but then in 2223 it's going to jump back up to 18.4 percent and with pers um although it didn't decrease it didn't increase as much as they originally thought so 22.7 percent in 2021 and then 22.84 and then it jumps up to 22.9 in 2223 so you're going to see a little increase in the stirs and pers rates in that year but it is interesting to look that in 1415 our total stirs costs were 3.4 million we're projecting 2223 to be about 8.5 million and pers in 1415 was a 1.8 million and we're projecting

1615.2 million and 22.23 um health and welfare is it fluctuates quite a bit i just put in the average of these years for the next few years which is about three percent could be higher could be lower we're not really sure um they're going to have their committee meeting in february and we should know more about rates at that time and i think that covers everything there next slide please and then just to keep you informed on where we are in our excess property taxes which is what makes us basic aid so um when we were revenue limit districts instead of lcff districts i believe that was in 1213 it was still revenue limit we had excess property taxes of about 20 million dollars it was quite a big gap in our per student amount

162um but you can see that the gap narrowed quite a bit with lcff as they made that fully funded but now they're projecting zero percent coal increases for lcff districts so that gap is probably going to increase again so 1920 we're about 11 million dollars in excess property taxes and this year we're projecting about 15 million in excess property taxes because they're they're in they're not getting any increases and we are um and then did anyone have any questions before we turn it over to ryan for the 10-year budget oh it doesn't look like it at this time oh mark you're muted mark thank you thanks ellen sorry there's just a giant picture of me just showed up we don't want did have a couple of questions julie and i appreciate it um and i'm

163sorry that we won't get to see you again doing this because it's you do such a great job i know that's so entertaining uh yeah um i'm i just maybe to chris's point but i'm a little worried we have and it's i it's page three of the sax report um it's the lcs the lcff it looks like to me it we're about halfway through the year and we've only spent about the 13 million and so originally i was worried now you know looking at the presentation i'm not worried about it but is this a common spending pattern where we would is it got it no problem thanks it's page three page three i guess mostly is this okay this is code related okay which three of the entire document yep no it's of the um

164hang on starting on formal one i think so it's the district certification report in the sacs the 2020-2021 first interim general fund budget sheet it appears in other documents too but that's where i first saw it and it says something about spending 13 million yep so if you look at it why that's what i believe it says 8099 code number i i guess really the simplest question then julie without us going to the details is the spending patterns that we're seeing this year drastically different than spending patterns that we've seen in the last year in the last years has covered made a huge impact yes i would say it made a huge impact we are spending far less on certain things um and more on other things so as i said you know our salary

165benefits are 81 percent they're usually around 85 percent i think by next year all the cares act it's probably going to go up to 86 of our revenues yeah um so on on specific programs could we be is it normal for us to only be at about a third of what we budgeted at this time because i'm for me this is we're more like towards halfway through the year or does it just depend on the account um i'm sorry was that ryan yeah i don't yeah a lot of you know a lot of employees like classified employees don't necessarily are not paid over the summer time so you're probably about a third would be right okay possible to realize too that with covid funding the the five million dollars that we received in some of

166the the federal funding it had to be spent by the end of december okay we were kind of forced to have that you know it's kind of a weird spending pattern with that um and again we've we've never bought this many computers or hot spots or you know personal protective equipment for staff and extra desks to get rid of tables to have the six foot distance i mean all these things that we've been doing to prepare for in-person learning um you know it's not a normal year in that way okay all right thanks very much julie you're welcome so there's no other questions i'll just i'm just going to give a quick update on the 10-year budget really quick for the board ryan can i break it i want to break in for one moment

167and see if um if we have anyone requiring translation at this portion to please raise your hand use the raise your hand icon um if there is not we'll give our translators a little break they are not leaving us but thanks ryan so just that you know that we put together this 10-year budget for the board to know you know a few years ago right which you know mainly because again at this time of year every year would show this major deficit and you really can't see you know what are we really where are we going to be what's it's been like in the past what do we think it's going to be in the future so we put together this projection and again we're able to do this as a basic aid school district

168this would be very much more difficult to do as an lcff school district but let me just show you the kind of the recent numbers in the 10-year budget that we're seeing um and i always have the hardest time with the share thing but you know this is it's probably a little difficult to see right let me try to blow it up a little bit i got to move my pictures over but um as julie said is that a little bit better is it still hard to read no that's pretty good ryan okay so you know one of the things that we did two years ago was with this unitary loss with diablo canyon is we we lowered the expectation for revenues um in terms of from our property tax growth so we had lowered

169it from three and a half percent to uh three percent over that time and so when you're talking about 78 million dollars that is a huge change to even drop at a half percent so because of what we saw this year 4.3 percent increase in talking with julie we went ahead and did a three and a half percent increase back into the 10-year budget for the next two years and then we went back to three percent after that so four years out on just again conservative with revenues um you know know that 18 and 19 that you're going to see on this 10 year budget and 19 and 20 are unaudited actuals so that is the that is exactly how much money we got in in revenues and what we actually spent now we we

170only shut down last year for about three months right march april may june you know half of june um and so because of that you know we we and there's a lot of big purchases at the end of the year that were not made so we did realize some savings that occurred but the major increase last year in terms of bottom line was really that large influx of money that we received from diablo canyon the 4.7 million um that you see here right so that settlement fund um so you know in terms of overall revenues you know really that was the big change and then you know we we um you know when i look at it on the expenditure side you know salaries you know the expectation and we've been giving you know kind

171of you know which has been positive right but like two percent a year for the past three years to our staff and you can see that maintaining that 85 range is really what you know when we look at school services or csba or casbo school business officials that's really where we want to focus and try to keep our personnel expenditures there the stirs and purrs that julie outlined for the board is really the biggest concern that i think we have you know from an expenditure point in the school school district's budget long term because um it's just a huge amount of money that we you know like julie said going from from 6 million here to 9 million in the out years or 2 million to six million um in the purse right so it's

172just a huge increase that you know we're going to have to deal with and you know fortunately um if we continue to see increases in our our property tax that we've seen and there's a lot of building happening in san luis obispo right prices are you know at an all-time high in terms of real estate you know those are things that that could be positive and so that's why we ended up changing those the next few out years because we feel like that's going to continue and be a positive thing so really stirs and purse you know the state did buy down two years which helped us immensely over the last two years um but you know they're they're going to continue to see those increases um you know in particular with retirees it's been

173interesting in terms of health care they've actually seen and this is cisc so far has seen uh a reduction in costs with health care so people haven't been doing you know certain surgeries haven't been going in um and really the effects of covid particularly on people has not been that great uh per se now but that could you know again could change in the future i'm coming up but it'll really be interesting to see what our health care rates are for the coming year but really what i want you what i want the board to focus on is really the end of the day and that's at the very bottom you'll see that based on this projection you know we have um again we're looking at basically if right now today at a four and

174a half um thousand dollar surplus at the end of the year but i i do feel like that is something that um will grow especially if we're not back in person if we do come back in person there will be some added you know expenses that we'll put out some extra staffing that's potentially needed um you know things that have come up as extra healthcare staff at sites you know having extra new duty aids and you know just personnel to to help with you know kind of all the access issues that you know if we come back in person but if we don't come back in person those are things that you know won't be needed and potentially follow the bottom line so i i do expect that to grow since we've been out of

175school for this long but we'll again we'll adjust the budget at second interim you know as we know more and we take that in but again what i point out to the board is you know two years ago when i showed you this ten year budget we saw we had deficits of three to four million in those out years long term so now you're seeing those reduced dramatically right and even three of the out years actually have surpluses and a lot of that is predicated on the property tax values continuing to increase with the projections that we've seen so as long as the economy stays the way it is and moves forward i i think we'll continue to see some positive numbers that we can you know hopefully deal with and and still do the

176things that the board wants to do and and have those you know extra programs for our kids that we know are going to be needed uh especially after this pandemic right to to bring kids back and um you know ensure that they're you know they're getting caught up and and so you know those are those would be things that we'll be discussing you know as we move forward so overall the the budget picture is good you know that um you know finding out that our property taxes increased 4.3 percent was a huge plus for us um and then we've you know we've we've really had to make ourselves spin the coveted funds uh up into december so we we do have some there are other funds coveted funds available that um that you know are

177still on the books that we still can spend over the coming year we're gonna i'm gonna talk about child care next are coming up um you know and looking at spending those and uh but but we've done a lot to prepare for in-person learning should we um you know be in the red chair for those three weeks so yeah that's basic kind of the budget snapshot at this time there is a new requirement that we put together this parent budget overview which is on the board agenda tonight um honestly it's it's it's basically just putting in some of the budget numbers it's focused on um really 1920 it's not even this year it's data so i i think honestly for parents to look at our our lcap as well as the learning continuity and attendance

178plan it's going to be much more powerful to know what the districts is doing for kids and where we're headed um but but that agenda item is there for you um and it's there for parents it's a it's kind of just a a quick you know chart couple charts that that are put out and really doesn't tell people a lot other than we spent all of our lcap funds um the year before so um i i would i would tell parents to really to look at our actual lcap itself as well as the learning continuity and attendance plan if they wanted to know you know more about what the district has been doing with our funds so that's again the budget in a nutshell um and julie and i are both here to answer any

179questions or or questions the public might have thank you so first i'm going to go to the public and i just want to make clear that it these agenda items we go to the public specifically seeking comment or questions on these specific items so we've already handled the general public comments for things that are not on the agenda and now we're addressing a particular agenda topic is from this point forward so does anyone from the public wish to address the board on item 8.01 the resolution approving the first interim report oh sorry and we have um melissa deny so actually i was expecting to be able to speak about item 7.02 but you didn't that was what i um turned in for and what we had chatted about but um i'm not sure if that

180wasn't allowed or if i should have spoke during public comment and i'm a little bit confused as well yeah i thought i called your name then you called my name during public comment and i said i was planning to speak during 7.02 but then you didn't call her public comment at that time all right well then that is my error and let's rectify that okay i know there's somebody else who had turned it in for that too jolie we're talking to you right now all right just wanted to all right uh i just wanted to first say i really appreciate all of the work that um everyone has done to try to figure out how we're supposed to make this hybrid learning thing happen i understand it is a huge super complex thing that we're

181all trying to figure out what's the best for everybody and i really appreciate all your hard work but i'm really concerned i'm going to echo some of the other comments from public comment about the planned cessation of small group instruction and teacher office hours in favor of a hybrid schedule for teachers of in-person and on online only students this component is extremely concerning for several reasons as our district is focused on equity we must look at how inequitable this plan is in-person students will be able to receive more personal support as teachers are able to review work on-site in the moment as well as offer offer that personal assistance distance learning has relied on small group instruction to replace this type of interaction and ensure that students have what they need to succeed this puts

18240 percent of our students at a distinct disadvantage many of whom have had to stay home for health concerns or who require individualized support on top of the small group instruction anyway every child deserves equal access to support this plan also means that 60 of students will all be on campus at once creating a huge concern for social distancing requirements i'm not sure how that's supposed to work or or where that plan uh came in i thought the point of the 50 50 splitting is so that we had more space for students and having 60 on campus seems short-sighted i'm also concerned for teachers not only does this create an intense workload for them it robs them of the ability to adequately support their students no office hours means those students who would normally receive

183support now will have little to no chance to talk over their assignments or get extra help if teachers to choose to provide it and let's face it they will be going above and beyond yet again to make sure no sure no child fails it will cut into their prep time their ability to actually recharge from their day so now they'll be expected to take even more of their regular time where there should be off duty to go ahead and create office hours that they're now not being paid to do as a parent i feel that i was presented with the option for distance learning that would largely remain the same or the in-person option with the morning or afternoon plan you asked us to make our declaration based on this information if we had the

184idea that you would remove basic supports that are the only lifeline for success for many we would have made other plans for our children i ask that you seriously reconsider this plan or at least delay the in the change in schedule until we are reasonably sure we can even go back in person at all while it was an appreciated move to make the changes early to allow for transition time this is premature and will unnecessarily impact our students and teachers as stated please ask yourselves who this really who really benefits from this plan from where i stand it is neither students nor the teachers thank you and just again for to kind of let the public know about our process typically during superintendents updates we do not go to the public those are uh updates

185for the board uh we don't seek public and put on those items so in the future that would that would come under the general public input appreciate it it would be helpful to have that information in your request for comments um next we are this is an action item uh our resolution number 11 2021 approving the first interim report unless the board has additional questions or comments mark if there's no other comments i'd like to move approval of the resolution 11 20 21 and maryland you have a second i i would be happy to second but i just want to have the opportunity to hear julie lang's voice for the last time she's coming back for the life agreement oh great okay i haven't missed it then i will second this all right thank you

186all right mark yes eve your your immunity just so we need a voice vote yes it was suggested that i mute i yeah that's all right that's most of us mute one word unless we have something unless we're speaking so thank you catherine hi evelyn yes marilyn yes chris and i vote yes as well all right thank you um next is 8.02 approval closure approved approved closure of the life account yes sir so uh julie will lead this kind of issue and so i'll have her kind of talk about the life camp because she is probably the one who's most knowledgeable about it okay thank you marilyn i don't think anyone has ever asked to hear my voice again um so in 1988 it was interesting going through this and and researching the history of

187this but apparently the board of trustees in 1988 approved a resolution to invest up to 5 million dollars in the local agency investment fund which is a state pooled investment fund at that time it was earning a higher rate of interest than the county treasury if you had an opportunity to look at the county treasury investment pool yields it gives um sort of a comparison between what the county treasury earns and what leif has been earning over the years it fluctuates quite a bit i mean it appears that life when the economy is doing well the life account does well and when the economy isn't doing as well the life account doesn't do as well as the county treasury um so over the years i would say it's been about even with the county treasury

188right now as of the uh first quarter of this year um leif earned 0.84 interest and the county treasury earned 1.42 in interest so it was a pretty big difference and we just feel like we'd probably be better off just closing this account and putting that money into the county treasury i don't think it's going to make a huge difference in interest rates but in the short term we'll probably earn more in the county treasury than we would in life so we would recommend approving this resolution i think we are going to ask leif to provide us with a warrant for the balance plus any residual interest which we should receive in about two or three weeks and we'll deposit that directly into the county treasury if uh the board approves and for the board

189to know with julie leaving she's really the only one with the kind of institutional knowledge about this account it's just it'll just be easier i think for for everyone and for everyone to know that the funds are just in the one county treasury account so that's why we decided to bring this forward to you today so julie when you leave anything that nobody else wants to do it sounds like we'll leave with you so um you could be making jobs around here a lot easier i'm hoping i'm hoping it was one of those things that's just kind of out there and it's nice to just no it's nice nice to feel like you're you're cleaning leaving things tidier um as you as you leave so i'd like to go to the public see if anyone

190from the public has any comments or questions with regard to item 8.02 and seeing no one we'll come back to the board marilyn i saw your hand thank you i'm wondering what at the time this fund was established i i assume it was monies just carved out of the general fund and deposited into the slave account and um the information that we got in the board packet said that it was for maintenance of the the vincente portables and for general maintenance so we no longer are maintaining the vicente portables and so does that mean that when we pull it back and put it into the general fund will it be just unencumbered dollars or do we plan to put it into our maintenance budget you know honestly that you know that kind of went away

191over the years with paying off those vicinity portables and maintaining them so we just maintain all of our sites now just through our deferred maintenance account through the general fund we don't pull dollars out of the life account to do that um so it's basically just part of our reserves currently in that life account just like the the funds that are in the county treasury are part of our reserve so there's not really a specific reason to have them in there okay and you don't forget as part of our general reserves just like they are now okay okay instead of having two savings accounts we're gonna have one i wonder what the original thought was why that carved out i mean they thought they could get a little more money but um yeah i think

192julie knows i think it was specifically set up to kind of keep the dollars in one specific you know account as they were paying for those right paying for those modulars that um you know we had bought with the county and so when you know kind of when that ended it just there was no need so maybe it was easier to pull money out of out of that account at the time but you know it's been a long time since we've had to pull any anything out of you know the life account for that purpose so then will all of our monies be in the county treasury at that point this is the one outlier other than petty cash accounts and our revolving cash accounts small small accounts yes then everything would be in the

193county treasury okay thank you this again is an action item to approve this resolution anyone wanting to make a motion evelyn yes i move approval of resolution number 12 2021 approving uh closure of the late account and catherine is seconding it um all right evelyn yes catherine yes eve yes uh mark yes marilyn yes chris yes and me as well okay thank you so now we'll move on to 8.03 an emergency resolution for purchasing and installing the anti-viral ionizers yeah so at the study session last thursday we um you had the opportunity to hear from mr bonnin about these you know uh anti-viral ionizers um and kind of what what goes into it putting them to the classroom the purpose of them right so for the public to know who wasn't at that meeting we've

194been going through a complete hvac audit so our heating ventilation air conditioning systems so that we ensure that all aspects of our hvac are complete so when we look at bringing students back in person it's not just social distancing it's not just ppe and mass and all the other things but hvac is another kind of core staple in ensuring that people are safe and so in looking at that we actually kind of looked at what our neighbors to the south were doing and that's lucia mar and they kind of had a jump start on this kind of a new technology that actually attaches to your hvac units and provides you know ionization so it basically helps you know collect dust mold um as well as combats things like the coronavirus um so you know we're

195gonna you know hopefully go into this with uh the fact that it'll hopefully help our staff and our parents and our students know um you know that the hvac systems are going to work even better than they have before and will help in terms of dealing with this pandemic so we do have coveted funds that we have to spend by the end of the month and so that was you know part of this we also currently have as kim mcgrath stated a lot of kids that are currently in our classrooms and we have about a two week window over over winter break that we wanted to um you know see if we could get the board to approve this emergency um you know kind of resolution to move forward with this i will say that

196after the meeting um trustee marilyn roger did have a great conversation with chris bonin asked some great questions about warranties and both with the equipment as well as the labor and um because of her prodding with mr was mr bonan and her questioning he was able to contact smith electric who were asking the board to approve tonight and they took the really the two-year warranty period and they are going to give us a five-year warranty on both the parts and labor moving forward thanks to um you know maryland asking chris to to really check into that warranty issue so kudos to her for asking those questions um so tonight again you know i can answer any questions uh you know about it chris bonnin is here on the meeting tonight to answer any questions the

197board may have again um but we did kind of again review a lot about the product itself and what it does um at the study session study session so um if the board chooses to pass this emergency resolution tonight our plan is to get this work done over the next two weeks and then when you pass an emergency resolution just so the board knows we have to bring back the item at each board meeting until um the work is completed so that you're updated and you know you know about what's happening and whether or not this is has been completed first i'll go to the public see if anyone from the public has any questions or comments on this resolution no then any further board discussion and if not then this is an action item

198requiring a motion maryland thank you ryan for the shout out um i you know i support this i'm going to support this resolution although i have to say it feels quite rushed to me you know to have it presented to us initially on a thursday for approval on the following tuesdays is pretty rushed for a 500 000 item but i see value to it beyond covid um for more and more children are being diagnosed with allergies and and asthma um and so i see an ongoing benefit uh downstream for students and staff um and i i suspect this will be a great product product for us i'm a little bit concerned but i don't see a way around the fact that in order for this unit to be effective we have to have the hvac

199units on which means that where we might typically not be using heat or cooling we're going to have to have the fans going and in terms of climate i don't think that that is um i don't think that that's consistent with our desire to um tread lightly on the earth and not adversely affect climate change but i don't see a way around it and mr bonan explained to me that it in his opinion it would be minimal dollars um sort of with each unit being like a 75 watt light bulb turned on all the time so um those are my comments on it i'm really glad that that chris pursued it and we're able to get a little more advantageous um terms on the the warranty work and i'm hopeful that this will be um

200will be really good for uh for staff and students over the the next maybe 20-year period so if there's no other comment i'll move approval of this resolution mark i saw your hand yeah and i'd i'd like to second i i would like to just make the comment i think in ins and and also second maryland's comments about good for staff and students and i just want to squeeze this in maybe here but you know our teachers are first responders the rest of our staff are acting as first responders in this and so without any anything that we can do to help protect them i'm going to be in favor of so i'll second it all right um i'll go through uh just so the board knows i did have chris get some check numbers

201on the labor to ensure that you know this was you know in a good place and so i feel good about bringing you know that number to you in terms of you know the actual cost of putting these in and we are like i said we are kind of picking back lucy amar did a lot of the labor in this one to be honest with you in terms of been looking at it for months and you know getting into those types of things so we are pigging back a little bit on on what they were able to find you know in terms of moving forward good for us thank you all right we have a motion and a second uh marilyn yes chris yes mark yes eve yes catherine yes um evelyn yes and i

202approve that as well all right we will now move on to um item 9.01 and i'm going to ask if anyone is requiring translation um and we see nobody at this time we would just raise your hand um you know put be sure to to um let us know we have people standing by uh so item 9.01 child care update and agency agreements i'm hogging the show tonight a lot a lot of big things happening for sure but um you know the board was gracious enough to help out our parents and kids back in september right with that learning continuity plan and dedicated six hundred thousand dollars of our covered funds to assist families with child care costs so you know the unexpected issue of having kids not in school and not having daycare you

203know during the day and and what to do was was very difficult for a lot of people and so because of what the board did it really cut that cost in half to those parents and and we couldn't have done that without three outstanding child care agencies so the city of san luis obispo the city of morro bay and the ymca have been fantastic um and i will say to date and they have not had a covered breakout in any of their spaces and i'm knocking on wood right now um as much as i can they have done a great job so i i know people go by they see kids without masks or things like that you know but they when they go out to pe or they're running around or they eat lunch

204they don't have their mess on so um all that said they have been able to have a very safe reliable place for kids to be on top of it it's not just child care they're actually assisting kids with their learning every day so mind you they are getting the chromebooks out with all of their kids they are helping them log in right they are the ones that were there with kids to establish that learning community at those sites and so i can't say enough um about what they've meant to our families and kids as we've gone through this distance learning so again huge kudos now when the board approved the 600 000 in september that was or august that those were funds that um really were set up if they were at full capacity so

205if they grew more than what they currently were so we're probably estimating that we're going to only spend about 400 of the 600 000 that the board set aside based on the number of parents that signed up for child care so there were some savings that you know from that initial budget and that's really what julie is doing right now is really looking at those code funds that have to be spent by december and making sure that we're you know we're spending every dollar we can because we don't want um we don't want the government to think that we don't need those funds so it's very important that school districts spend those dollars on ppe and supplies and things that you know really are necessary to to move forward so um all of that said

206we're going to be in distance learning again in january and we we might be in distance learning for a few months and even when we come back with the two plans that kim outlined especially for our elementary students it's going to be an am pm split so they're still going to be this need for child care even if we're back in person through june so tonight what i'm asking the board to do is to dedicate funds um again to to pay for half of the child care uh costs for parents as they go through so it'll be a full day um as they enter you know january on january 4th and then when kids if they go back in person you know the cost of child care will go down because the kids will be

207half a day right but that we would continue that subsidy to pay for half of it you know through june we do have some coveted funds remaining and i just think it's a it really is a a huge thing for our families if the board is able to keep the subsidy going for them it's been very very positive successful and i do think that they are looking at including more students in january so some more sign ups um so they're doing their enrollment now with families i think families have seen that it's been positive and safe for kids and are probably going to get some more some more kids to join in january on january 4th they're going to continue their current sites so that's ymca at hawthorne and at baywood and potentially growing to

208monarch grove right now um it's it's the city of san luis obispo at sincheimer cl smith and bishop's peak and it's the city of of morro bay with del mar and they keep their facility actually at morro bay should we go back in person their plan is to then expand out to all sites so it'll include los ranchos and pacheco and you know for sure monitor group so all of our sites will have child care centers the one site that we need to work on is teach elementary in the past those some of the kids they're just really small numbers they teach in terms of need so we may need to look at something in terms of whether those teach kids can move over to pacheco and assist but it's just something we'll have to

209look into but tonight what i'm asking the board to do um is to really to continue that subsidy through june if at all possible right thank you so i'm going to go to the public first for item 9.01 i will come back to the board any questions or comments on this item uh evelyn um i don't i don't have a comment i was going to make a motion to approve okay anyone else so you know the only comment i want to or clarification or confirmation is just that this this program and our ability to support it is for this time only this is these this will not be an ongoing to the best of our knowledge this will not be an ongoing subsidy once we're you know a lot of what we're talking about some

210of the savings we discussed earlier they're one-time savings when everything's back the way it has been those costs will will increase again to their previous level if not higher and so it's really important that we all remember that um grateful though we are and and for what we're able to do right now and the savings and i'm really grateful for these agencies that are helping us through this this is incredible but this is these funds are earmarked for this purpose and this purpose only so um i know it's easy to become kind of accustomed to receiving something and thinking this is the way it will it will be ongoing but that is not the case and i i think it's important to make that clear but we're really fortunate to be able to do that

211at this time so that's my clarification that i just wanted confirmed and having said that evelyn has made a motion so we need a second and then we will move on uh chris is second making a second all right um so any further discussion all right then we'll vote evelyn yes marilyn yes chris yes mark yes eve yes catherine yes and i vote yes as well all right thank you thank you also in the email right now they're very excited to hear okay um next is our learning recovery and child care plan update item 9.02 thank you mr pinkerton for yielding the floor appreciate that good evening everyone and uh you know it's unfortunate that we have to talk about learning recovery but at the same time i'm excited to talk about learning recovery because

212this is really important work uh amongst all the other things that we have going on uh mandy will you share the slide or can i share my screen one moment rick and i'll give you access you should now have the ability to share your screen thank you all right so uh you know as as you know the board voted in november on a reopening plan for a learning recovery and child care plan knowing that covet has had a tremendously negative impact on many of our students learning students are some students are are doing well surviving but many many students are struggling not only academically but social emotionally as well uh this is just the beginning um you know that was an outline to the plan and we're starting now to put the details into the

213plan uh you'll see tonight because there are four different people uh presenting on this that it's all hands on deck and involves many different uh departments uh it will be a multi-year plan and it will include incorporating our mtss work uh as well as develop the development of the new three-year lcap cycle which we will as dr prater mentioned earlier we will discuss at length in the spring uh and you will vote on uh sometime in may or june uh as much as possible the work begins now and uh you know we do have some small groups back in place and as you know that continues to happen even though we're in purple tier in fact we can't even add small groups because that is something that we began before we regressed into purple tier

214and we are looking to do that in the new year uh and agai as i mentioned before it will be linked to other initiatives that uh that we have going on uh um as dr prater outlined you know we want to have a whole child focus you know it isn't just academics it certainly is academics that's a big part of our mission but it's more than that and it's looking at the whole child and making sure that our kids mental health is looked after and that they feel a part of our schools uh and welcome in our school community and that they have the chance to um you know debrief and and share their feelings about all the things that are going on um so we will we will have academic recovery we will have

215social emotional recovery and mrs frost will go over some of that tonight we are attending to child care needs and the resolution you just passed to support that we'll be a part of that uh it will as i mentioned linked to our new three-year lcap cycle which we are beginning to develop and that will be uh you know more robust work from january to june and then we'll link it to our multi-tiered system of support of course because those are the interventions that are so important to student progress in our schools you know high school graduation and credit recovery will be right at the top of the list you know as soon as grades come out we've already looked at our dnf rates at the first progress report uh in november and they were up

216as as they were for every school district i believe in the state of california but we need to look at our high school seniors and make sure that those students are not negatively impacted and have the opportunity to to get credit recovery and grade recovery so that they're able to graduate on time uh in june if they're in if they're in that place we're looking as much as possible to reduce our learning loss from preschool all the way through 12th grade uh and as we get better and better at distance learning and you know methods of reaching students and ensuring that they are learning uh that is occurring um we're honing in right now on you know how to identify our needs because we need to be accurate and look at exactly where the students

217are and which students need our help the most and that's both academically and social emotional learning it's difficult i will say to assess students via distance learning you know virtually assessing where kids are is a real uh a difficult thing for all of us to do in an authentic um effective way and then we've already had meetings about different summer learning opportunities and we specifically didn't put summer school on here because we're trying to rethink what summer looks like and how we can powerfully impact student learning in short stints in the summer time and also to attract our best teachers to be to want to participate in summer programs make sure that we have challenging steam activities uh you know students moving around using gross motor it's interesting to know that our students who have

218come back anecdotally our teachers are commenting that it's noticeable the deficits in gross motor uh development that are students that's an important thing going on as well mrs storm will take us through some of the steps towards recovery okay good evening happy to be here so we really need to ask ourselves what is it that we want to know and then we need to find the tools that will give us that information and once we have that information we can figure out what it is that we're going to do to respond to that and i can't emphasize enough the monitoring and adjusting because i think we're going to see a lot of need to do that we're hearing from a couple sites that have um groups back that the kids are really grabbing things quickly

219um and that's a real positive right that they're coming back and they're and they're really getting things quickly and so we may be able to move faster than than we think or or slow things down so we are working on all of this behind the scenes right now of that what do we need to know and then what tools do we have to find it um and making sure we use the the best thing that we have right out of the gate mr mayfield do you want to hit next for me so some ways that we might look at student needs and we have a lot of tools already of course we have grades we have our district common assessments that we um are modifying some we're continuing to use as they are some we're

220changing some we aren't able to do remotely but looking at the information we get from that and we do now have the fastbridge assessment suite fastbridge is designed to be a universal screener and a progress monitoring tool and they have assessments for reading math and social emotional learning all within one kind of suite so all the reports sort of work together and that will help us you know get that first blush of where students are i'm looking at gaps what are our next steps so we have a lot of tools we want to make sure that of these we pick the right ones so we are actually going to go to a school site that has students back in january and try some of them out in person and see how it goes because remote

221assessment as mr mayfield said is really challenging and that speaks to the next slide teachers should be using the data that is most close to the students so what is it that they're seeing in the classroom when the students come back what is it they're seeing now in distance learning um you know fascinating that we're hearing about the motor delays that would have been you know something that we would have never picked up on in just the distance environment that's teacher observation so really relying on what is it that we're seeing in that moment we can never replace teacher observation you want to so how might we respond so there's a lot of things we can do of course looking at high quality core instruction for everyone um we're not going to go back and

222remediate a whole year of of content right we're not going to take third graders and teach them a second grade year um every educational organization is saying that it's just not good practice it will put them further behind and that we need to fill in the gaps as we go of course interventions and multi-tiered systems of support for more needy students who need more than what the corps can give them as mr mayfield said we're looking at summer and enhanced learning opportunities are we going to maybe some after school some saturdays things like that how can we use the lcap to leverage this it makes sense to me we're getting ready to write a new lcap and so we would want to write what our students need and then linking it to the foundations i

223innovate project and so how can we use the innovation labs and i innovate to make this really engaging and exciting for students to want to engage in things like you know coming to school on saturday so getting creative with how we meet needs and i'm going to turn it over to mrs frost to address chris had a question there laura yeah chris sorry hi laura i'm not really sure if this is the appropriate time to ask this but i am curious about what sort of multi what sort of mtss and multi-tiered systems of support for those who are listening who might not know we're doing right now in in the distance in virtual learning so so that hopefully we can um alleviate some of the some of the learning loss that we've been talking about

224um i think at all levels we have the afternoon small group instruction and with um with elementary especially we use those fast bridge universal screeners to identify needs and in in reading fastbridge gives you really detailed information about next steps for students and can help you make groups and so our elementary teachers have really been looking at that and using that afternoon time with distance learning many sites have level literacy intervention going on i know middle and high school is looking at and i think correct me if i'm wrong they may already have up and running some small groups of students who maybe haven't been so engaged in in distance learning um so there's there's things happening um i anticipate that as we get students back and we see more of the needs we're gonna

225have to be very flexible right but we are trying to really catch things now in the distance environment with with the small groups thank you mr buckman hi chris open the floodgates here look um i'm yeah i'm i'm still very interested in if we go back to the last slide the um the summer learning and then now the phrase is enhanced learning opportunities and i'm i'm wondering if we are thinking um of ways beyond um evenings and beyond saturdays and then yeah i'm gonna make a guess here but yes okay um and one of the things yeah i had the pleasure of um hopping on a zoom call today with the i innovate toes um and you know they have the innovation labs going and everything and we started dreaming big about summer one of

226the things that we know is and i innovate especially is focused on elementary so we are speaking about elementary um our older elementary kids do not want to come to summer school right and so how do we make this something that they will want to be at and part of recovery in my opinion is getting kids back engaged in learning and back speaking with their peers and you know hands-on right that that fine motor um listening and speaking communication skills and so of course the i innovate ptosis are planning to have really rigorous lessons that embed you know the reading standards and the writing standards and things like that but there's also an engagement piece and just being excited to be back at school right so we want to make it really exciting and really

227fun and make it something that kids clamor to do instead of a punishment of summer school so yeah so the other so i'm sorry my thinking is that we're seeing we're seeing some families that can afford to or have gone to learning pods and and i'm just going to make a guess that some of the kids that are that are not doing quite as well are not in those pods and don't have access to that kind of extra help yeah so i don't know if it's something the district can do or something you can look at some way to and i would call them equity pods because not everybody can afford to do it um something where we could create pods but their district districts sort of organized or district actually manned and operated so

228it just seems to me got a clear game plan that other people have come up with that actually works yeah i think that really folds in nicely with this small group concept that we're doing we have these small groups coming back and and we don't always have the the teacher there a lot of times we don't doing the instruction a lot of times it's maybe an instructional assistant or something like that i think mr mayfield and mrs mcgrath can maybe speak to it more of what's happening at every site but really focusing kind of on students that aren't engaging in distance and giving them that support because my understanding what i've heard about what's happening really in these pods is the students are still logging onto their zooms with their teacher they just have an

229adult that's there you know completely devoted to their needs right so in a lot of households right there's a parent working and they can't always help but in the pod there's like a designated person that's there to support so i think we're sort of developing that through this small group model and like i said you know maybe mr mayfield and mrs mcgrath can address that more but um but i see that sort of taking shape in that way so because i'm also looking at the structure of the day mr buckman and like you know if kids are back in person they'll be back in the actual classroom for about three hour period of time between you know the morning shift or the afternoon uh one and that gives us the other half the day to

230work with those students if they're there in child care you know perhaps we can beef up some of the activities that are going on during that child care time so it's absolutely on the table and we're looking at those possibilities and then exploring you know other spaces too you know community centers places closer to where these students live to see if uh you know if we if that isn't something we could leverage as well thanks i'm really excited that we've kind of sounds like we're maybe moving away from evenings and and weekends so i'm excited okay mrs frost if you could uh talk to us about social emotional learning thank you if you just go forward one slide all right perfect thank you i think it's really important that when you talk about learning loss

231and recovery you talk about social and emotional support for your students kind of weaving it all together with the supports that you're providing them and i do want to remind the board that this is something that san louis coastal has been talking about since we closed in march we've talked about the social emotional needs of the students how we're addressing them during closure what we can do for them during distance learning and then again when we open up we're trying to anticipate the needs of our students you guys might remember that we have a counselor on special assignment now voted in by the board who was looking at a number of varying needs of our students supporting our counselors we also increased our mfts throughout the district because we knew that our kids and families

232would need more support and then last spring we also increased the time that our family advocates had to devote to families so all of those things kind of anticipating the social emotional needs of our students as we move forward the entire counseling group is working on a number of things so that we can smooth the entry of our kids we're analyzing student needs through surveys and screeners mr mayfield talked at the beginning that we do have an sel screener that we'll be using for it to be most effective their kids really should be on campus and while we wait for that our elementary middles and high schools are surveying their kids talking about anxiety talking about their needs talking about how they can support them and we have that data to share with you at

233a future meeting we are utilizing our site care teams and mental health teams and this will be critical as our students are back on campuses when we get that 21 days in red our mental health teams on every campus is a group of knowledgeable adults who talk about the social emotional needs of our kids and then provide the one two and three supports that they might need and that we have available for them we're going to continue our sel and mindfulness support of students and staff and i want you to notice that we have staff on there shelly benson our counselor on special assignment has had a special focus on the staff as well what kind of issues do our teachers have how can we support them with mindfulness strategies that type of thing number

234four there we want to enhance small group targeted counseling and prevention for our students based on the needs identified through those care teams mental health teams and our surveys and then we want to facilitate the smooth return of our students and staff by front loading transition strategies and support services available for all so front loading so that our teachers know what it's what's available so that our students know what's available um so that they have those strategies to be more successful with the academic demands as well and then rick if you go through one more slide there i think that this is a district that is really committed to professional development and that stands true with social emotional supports as well i think our teachers like they had um training in the fall to identify

235social emotional needs of kids in a distance learning forum we need to work with them um as to what to look for when the kids come back how do you identify those kids in your classroom who may be struggling and then the next piece is make sure your teachers know what the referral process is you might be able to identify that child but where do you go next who's the counselor you go to are there other opportunities on that campus for the child and then finally san luis coastal is really lucky to have many many partnerships in the community we need to hang on to those partnerships and we plan to and we need to enhance them so when our kids come back we definitely have the resources provided through san luis coastal but those

236tier three children who might need a therapist outside of san lewis coastal who might need to work with one of our partners how do we continue that process to support them i think next is going to be ryan he's going to talk a little bit about child care yeah so i've talked a lot about you know right now we roughly have about 300 students that um are part of those agencies that i described earlier in the in in the meeting today um you know and really they're like pods i mean when you think about you got a couple college kids working with the kids it is kind of like a pot in those ways and it's not just instructional issues that i would say it's also i mean having a a 10 year old 5th

237grader myself the ability for kids to have social interactions during this time has um i can't can't tell you how important that is for kids right so it's it's really this whole child aspect that's important um you know the subsidy will be a huge assistance and then just for the board knows too you know there is other resources available like through capsule um where where child care you know they can get the other half of their child care paid for so it really if any low low income families can have free child care through this process uh with the help of the subsidy from the district as well as through capsule so um you know that should continue the focus really when we go back in person just so the board knows will be the

238child care will be focused on those in-person students um you know ma mainly with the thought that if somebody's willing to have their student at child care they're probably willing to have their kids at school i think is the thought so you know they they'll they'll kind of work that out but definitely in january when we're not in person they'll be serving all kids at that time okay so uh you know again to reiterate bringing back small groups is a priority at this time because it's all that we can do you know we actually uh wrote to the county uh department of health and asked if we could bring back an entire grade level and they said no because you know we hadn't begun that before but at an older grade level but we can

239bring back small groups and so we are continuing to work with our sites uh to see you know how we can facilitate bringing back as many kids as possible we'll continue monitoring progress and distance learning um you know we had first trimester reporting uh conferences that took place and we'll be looking at you know that data and you know continuing to monitor learning um we're continuing to develop our summer and enhanced learning opportunities uh again to get our you know best teachers involved in participating in that and to make it an activity as mr storm said uh the kids would you know really want to uh attend and then we're going to begin uh you know in in earnest in january to define and develop our lcap three-year plan and then you know also to

240continue to strengthen our community and foundation partnerships you know we've seen the the roles that uh you know groups other than just district personnel can play in supporting these students and i think if we put out to the community you know that we need a community-wide effort to help kids to recover from cove in terms of learning i can only imagine that we'd have quite a few very talented people step forward and volunteer to to help out so with that you know that's our at least our preliminary our initial presentation on learning recovery and we'd be happy to field any questions at this time first i'm going to um read that we have a couple of writ some written public comments that were submitted on this topic and first is from jolie burroughs as an

241educator and parent of fifth and seventh grade students in this district i ask that you please reconsider the decision to change secondary school schedules that were created to allow in person until we are closer to having a definite date for in-person teaching as it stands starting in late january all students will lose access to small group instruction and teacher office hours as teachers will be expected to teach soon classes in the morning to the students whose families are choosing in-person instruction and zoom classes in the afternoon to the students whose families choose to continue with virtual learning without the face-to-face interaction of being at school many students my special needs not included rely heavily on sgi and office hours in order to be successful at school from an equity standpoint we would be taking away

242a great deal of support for those students who need it most creating more barriers to student access our family has been in awe of the skills and passion and love the teachers have demonstrated this school year i am just floored by their incredible talent and commitment and i am very concerned that this new schedule will unnecessarily create more work and more burnout for our beloved teachers plus less connection for our students please wait to adopt the new schedule until we have a clear picture of if when the students can actually return to in-person high melissa chopra i am a parent of a first grader and a third grader i urge you to please reopen schools in the fall i have every confidence the school can implement measures to increase safety such as increased hand washing

243hand sanitizer and limiting socially socializing recess and lunch while also providing other learning options for students who need additional protections my spouse and i are both essential workers the past few months of working and trying to educate our children has just not worked i urge you to consider families like mine if schools do not reopen in the fall you know i have a feeling mandy i'm reading some old comments here um i was just sending you a message ellen it appears as though something happened with our comment form and it's re upped some of the old comments okay so i'll send you a quick message on which ones are new thank you if everyone could just bear with us for a moment i know a few minutes ago we were wondering whether some of these

244were new or not and now i think the question's gonna answer just when we think we have things figured out okay so these are older comments um so at this time we'll see if there is anyone from the public listening who would like to address the board at this time okay then i will come back to the board for questions uh hold on just one moment please okay we do have someone from the public i'm going to go to first and that is miss nutella hi my name is lauren canoodle i teach middle school at laguna thank you for giving me an opportunity to speak i was listening closely to this presentation on what we can provide our students to ensure that they are successful going forward and i just have a couple points that

245i'd like to share and the first was the focus um the whole child focus that is brought up and i agree completely i'm glad we're talking about social emotional i just want us to consider the language that we use about our students when we when we use the term learning loss to describe what's happening to our students we're approaching them with a deficit mindset and i've learned with you know the work that i do that students are really malleable to our language when when we describe it as learning loss what message are we are we sending them about what they're doing all day long in our classes they're not losing they are learning compassion and resilience and so many technology skills that i just am offended for for them when we talk about learning loss

246the learning is certainly different and we are considering what learning might need to look like going forward but it's not learning loss and so if we're talking about whole child i'd like to consider the language that we use when we talk about them my next point was you know mr mayfield said the work begins now the work has been going on always teachers are working on this all the time we are doing our best you know miss storm referenced the teachers are the ones with the data on where our students are at we know what's going on we know where they're at we know what they need extra support on what successes they're experiencing so the work is is happening and a lot of it is happening in that small group time and i just

247i don't see any reason why we need to change the distance learning schedule until we're back in person for example my second period i'll have i'll teach 17 students in the morning on a zoom class and then i'll teach five in the afternoon the same thing if we go to the split schedule but we're still in distance learning for everyone we could maybe adjust students schedules but i don't see why we need to change the like time schedule and get rid of sgi until we're actually back in person that is the work that is where we can do the work right now that mr mayfield is referring and then my last comment um is that i'm concerned that our our learning recovery and child care plan is very elementary focused a lot has to do

248with innovate which is elementary a lot has to do with the summer learning opportunities which are much more heavily elementary and i'm just i would like to see our district focus more support at the middle and high school levels where those students have already you know the time for intervention is reduced already so but there's a lot of of great um steps that are being considered right now but i don't know that that everything is being considered and i don't know that there's a lot of opportunity for secondary teachers especially to give their input on this information the schedules have not been presented for us to give feedback um or at least it hasn't been clear that we can give feedback and i would love to have more opportunities to do that thank you for

249listening thank you all right uh and then now we'll come back to the board any questions or comments by board members all right um i have a i have a question and that has to do with assessing students when they return and i i spoke with miss mcgrath about this and i just wanted to clarify with mr mayfield as well that that we will be using some sort of instrument across great grade levels that that all great each grade level will be using you know a specific instrument per grade level of some sort to determine where kids are both academically and socially emotionally is that correct yes and then that will help us determine where our resources need to go and where we need to devote what areas for each child we need to address

250and we're already seeing results from those assessments okay thank you thank you very much marilyn thank you i'm really interested in the concept of um a strong and exciting um summer program that that will draw kids in that's not a not a punish that isn't perceived as a punishment and um i really wonder how you're going to create something that is sort of like a cross between college for kids at questa which used to be i don't know i'm i'm old now so it may not even exist anymore but it was a summer program the kids really were interested in going to and surf camp you know how what are you gonna how are you gonna make it enticing and interesting and something that kids will will clamor to be a part of rather than

251um perceive as a punishment because they didn't they didn't do quote well enough during this academic year so please keep us posted on all the great ideas you guys come up with um absolutely will and we've already had some great discussions on you know possibilities for summer setting aside uh things that might limit us at this time you know because that that is a tendency in these conversations i don't know how we would find the funding for that studying about right now what's possible and what our students need and how can we create a program that does just that where kids say hey i want to be a part of that i'd much rather be at school you know doing all those different activities including you know social emotional uh steam activities sports activities you

252know where the child all the child's needs can be met and those programs look very different at each level elementary middle and high school we have a growing number of students participating at the high school level for example in summer programs
