Government code 54957.6. Matters pertaining to public employee employment, transfer, appointment, discipline, dismissal, release, evaluation, reassignment. Government
code 54957. Lisette, before we adjourn to closed session, do we have anyone here who would like to speak to an item on the closed session agenda? Yes, uh Mr. Scott Howard. Yep. Thank you for having me in today. I wanted to go ahead and uh make my statement today. Uh I put in an appeal with the board about a few different things with the uh Mission Hills High School administration as well as some of the HR department. So, I wanted to describe some of my uh continued disappointment with the NHHS staff as well as the HR department. Um I'll go back. I have a couple documents. Like the very first CRS with Mission Hills as a teacher, I had everything written as a three and a four. That means that everything was emerging and proficient
in terms of my teaching ability. The same first year, Tina writes a letter to me. I'll read it. Your work in and out of the classroom making connections with the students, including starting a club as well as incorporating Grizzly Talk norms in your lessons are supporting all students developing the skill of academic discourse as well as the opportunity to connect with peers. When students experience their ideas, thoughts, and suggestions are valuable, they are more likely to take academic risks, even take make mistakes, and awaken intrinsic motivation. Your Your students are lucky to have you. This was in the first year that I was there. The second year I was working with Tina. Um she decides to say that I'm not doing uh my work, and so she deliberately puts two things in the requires improvement,
and she says, "Mr. Howard has not shown the level of growth that would be expected at this time. He's been advised to implement instructional scaffolds, sentence stems, help students articulate thoughts, and enhance engagement. Additionally, assign specific roles during collaboration, like explainer, questioner, has been recommended to foster participation and accountability." I'm making the statement to describe the discrepancy in the HR in the administration and the way they do their evaluations. It's incredibly subjective. To say that I'm um requiring improvement is to say that I demonstrate a minimal ability to perform the objective needs to make changes to improve practices. Why does she write this the first year that I'm with her? I get letters from the Grizzly Talk people saying I'm doing a good job with it. And in the second year, she's putting it as
completely opposite, and you could see the same BS with the other people who get perfect scores. So, I have my statement here that I'm going to read. Mhm. >> [clears throat] >> Not only that, I saw Mr. Miller, Ryan Miller, a very respected teacher of Mission Hills during the last close to May. Oh, same date. Um but this being said, um I saw him in a copy room. I told him I was leaving the school like they didn't I they wrote that I didn't meet the requirements. In Mr. Miller's he I didn't even ask him for a letter. He's like, "I'm going to write you a letter. Here's one." So, Scott's been a pleasure to work with professionally as we're in the CTI program together. I'm going to go down. In my 17 years being
marked as a being a mentor coach CTI and bits in the district um the quality and thorough nature of Scott's work falls in the top 10% of all the candidates I've worked with. Scott's attention to detail, thoughtful lesson plans, analysis of work, focus on reflection is alignment with all the exemplary submissions of the showcases, okay? So, I have this from Mr. Miller. Thank you. >> this from Krista Frolic. And what I'd like to say is that the way that the Mission Hills staff treated me throughout the second year, the first year, both what I put with Jillian Ryan, both what I put in my my rebuttal is essentially a constructive discharge. I could ask for materials in the 500 building, they would not let me supply those materials. >> Okay, thank you. Um I'm sorry
your uh you had a uh 3-minute time but the time is up. Would you like to submit those to the board so we can review whatever documents you have since you don't have time to to read you. I know it's a lot and 3 minutes is not a ton of time so we can take that. I will give you my documents. I have this card. Do I get it back? Yeah, yeah, we Yeah. >> Okay, so I have I have my evidence. Yeah. Thank you. Thank you. And also active participation, if you look at the cards that we get writing, writing, my students are writing. Okay. >> Just because you didn't do the perfect conversation that in the 5 minutes that Tina's there doesn't mean my students are learning. This is what's happening in Mission
Hills. I I know. >> learners are getting fake scores. They're not actually performing. The math department's giving fake scores. They're not actually performing. My students do excellent in my class. Okay, thank you. I have an MD. I have a degree from UCSB. I had 4.0 in my in my program. I have the top 10% in Mr. Miller's evaluation, and you guys put it as so low. Okay. >> And you falsify the other ones. Okay, so with that, we're going to adjourn to close session. Thank you. >> physics CSET with four out of four. I would like to call this meeting to order. Today's date is Thursday, May 14th, 2022. This is a regular meeting of the governing board of the San Marcos Unified School District. Please let the record reflect that all board members are

Moved by member Martin, seconded by member Amato to approve the agenda as amended. All those in favor say I. I. Any opposed? Motion carries. 4.4, report of action taken in closed session. In closed session, the board approved the settlement in the San Marcos Unified School District versus Lusardi Construction Company, San
Diego Superior Court case number 37-2023-0005443 regarding pending litigation. Erin Garcia in her capacity as the assistant superintendent of the business services was authorized to sign and execute the settlement agreement on behalf of the board district. The board and district apologies. And where is money? What just happened to them? There it is. Okay. That was passed on a motion by Carlson and seconded by member Ahmad. Settlement to occur upon fully executed settlement agreement by all parties government code section 54956.9D1 and government code section 54957.1A3B. The roll call vote Carlson voted I, trustee Martin voted I, trustee Ahmad voted I, Herrera voted I, and Miyamoto voted I. Next the board discussed student expulsion case number 6-2526. No action was taken. No. Yeah. The board then conferred. Board then conferred The board then conferred with labor negotiator Joe
Garcia pursuant to government code 54 957.6. No action was taken. Eyes, Martine, Carlson, Herrick, Ahmad, and Mia. Okay. Five, presentations, report by student board representatives. And And last
time Good evening, everyone. My name is Inara Ahmad. I am the San Marcos High School student board representative. This is my last board meeting, so it's bittersweet. And bear with me as I give you a rundown of what my school has been up to. So, to start off, I will be talking about what we're doing around our campus, um our student highlights, what's coming up, and a brand new announcement. To start off, uh this past week, San Marcos High School has has posted a Handel's Clash of Classes fundraiser. It's a new competition held at Handel's between all four grades. It's a fun event where students can enjoy ice cream, engaging in fun games on campus, and music. For our student highlights, I'd like to I'd like to honor Jazlyn Gonzalez who was honored at San
Marcos Chamber Rising Stars program this past month. Jazzy is a senior and a part of ASB's Blue Crew and is planning on attending SDSU this fall. Next up is our Cavalcade, which is put on by our SMHS dance team, showcasing all of our dance teams. Our show dates are tomorrow at 7:00 p.m. and Saturday from 2:30 p.m. and 6:30 p.m. And then, a brand new student board rep for San Marcos High School is in the crowd right now. Izzy, please stand up. Izzy is currently a junior at San Marcos High School. She has been involved with ASB since freshman year and is planning on being a student director in the upcoming school year. Thank you so much for coming, everyone. Hi, everyone. My name is Madison Sarasua, and I'm the student board representative for Mission
Hills. Today, I wanted to start off by highlighting some things that have been happening in ASB. So, coming up, we have our prom, which is Miami after midnight, and it's going to be hosted at Nova in San Diego. That's super exciting. And then, we have our senior sunset event coming up to just kind of close our senior class of 2026's year. Next, I just wanted to acknowledge and honor our principal, Mr. Baker. He is going to be taking a new job at Twin Oaks High School, so we will no longer see him next year, but good luck to him and his new job. Next, we have our sports recap. Our spring season is coming to an end, and I wanted to highlight our swim and dive, boys tennis, and boys lacrosse. Um our boys tennis
made it to CIF um with Nate Robertson representing. He made top 32 in our San Diego singles tournament. Next we have swim and dive. They also made CIF and finished in the top 15. And our boys lacrosse were undefeated this year for the Valley League. Next we have our program stars. Our theater finished their production of Pippin. Our Iron Kodiak team just finished a three-day competition in Orange County. And our peer-to-peer counseling team presented to the youth mental health pilot program for our mental health month. And they are working to get our program to eight other schools at the moment. And then finally, I just wanted to thank Dr. Johnson, Ms. Michelle, the board, and Mr. Tom for all that you do. Thank you so much for your great year, and I'm grateful to have
known everybody. Um, I also wanted to thank Anara for being such a good partner and friend through this year. I will not be joining the board next year because I took on a new role as ASB president for Mission Hills. But our new student board rep will be Lily Hyro. She's not here with us tonight, but uh, she I know she's super excited and can't wait for next year. Thank you again and have a great summer. Thank you, Elena. Okay. Uh, Superintendent Johnson will highlight important district issues and or events. >> Thank you. Couple of updates for the board this evening. And I wanted to start with, um, some really important work that we are doing and just embarking on right now. And about a month ago, I was invited, I was actually given a
pass to, uh, attend a conference here in San Diego, which is ASU GSV conference. Um and it was really fascinating. It was the first time I had been. I'd known about this uh this event. I've heard about it. Um this is the first time I was able to attend. The best way I can describe it, it was kind of the global convergence of big tech and education, both K-12 and higher ed. Um everybody was there. It was, you know, Google was there and Anthropic and OpenAI and Harvard and Stanford. And uh the the conversations were just really, really eye-opening as I went to these sessions and just listened and got a got a glimpse into what what the business world is thinking about in terms of uh our technology. Um the the the the growth
and the the advances that are happening right now. And as I I I know the board is aware, there's a lot going on right now with technology, um whether it be, you know, cell phone conversations or screen time or artificial intelligence, which are definitely connected but not the same thing. Um and there are just a lot of there are a lot of voices around this. There are a lot of opinions. I think they all have very valid points to to um to express. Uh what I hear is, you know, we we need to keep up. We the world's changing so fast. We've got to make sure our kids are ready. Then you have, we need to slow down. We need to unplug and and then everything in between. And I think this is one of
those um uh good examples of where there's like multiple things that are true at the same time. In my mind, um the safety of our students online is really paramount. It's going to be really, really important as we think about the use of technology in our classrooms, the human cognition and and and uh the learning and growing is obviously has to be paramount for us. Uh at the same time, the world is changing. We want to make sure that our kids are ready on some level to for what's what's out there for them. Uh the economy's shifting. I was I was sharing with I'll talk to you about this in a second, but um my own my own son is a my youngest is a senior this year and he's going to be attending Cal
Poly in the in the fall. Uh and as a physics major and I said, okay, uh you better check which which branches of physics are still going to be needed and which branches of physics are going to be gone by the time you get there." Um it's there's things are changing that fast. So, I just I say all that to say I think it's a really good time for us to have this conversation. Um on the on on another level, there are laws being passed in different states about restricting, you know, the computer time and all those all those things. There's legislation going through in California right now. We have to wait and see what happens there. Um I did have a conversation with our student advisory at our last meeting. These ladies led a
really fascinating conversation. So, no no pressure, um Izzy, but uh these guys do a really good job. Um really really fascinating conversation just about all this. Everything from what do we what do the students think about AI? What are they experiencing right now? Right down to like what is school even for anymore? And I was just so impressed with the the the depth of thought. I'll just give you just two or three highlights that came out. You'll be pleased to hear this. One thing that I took away was the kids were saying, "We we need our teachers. We we need the human wisdom. We need the guidance. Yes, there's a lot of things we can learn through technology, but we need our our teachers." So, Dale, you'll be happy to hear that they said that.
Secondly, they said we need our peers. We need the social connections. We're learning how to communicate. We're learning how to interact and to resolve problems, work together. That was really good. And they also said we need to be ready for what's what's in the future. I mean, we're going to be graduating and getting out there and and that the world's going to be we don't know even know what the world's going to be. And that's why I said I said to these guys like these things are changing so fast. Those of you who are juniors in this in this room, I don't even know what the world's going to look like when you graduate next year. It's it's changing that fast. So, I say all that just to say I think that um it's it's
the right time for this conversation. I heard someone at this conference use this metaphor. I'm like, "I'm totally stealing that." I If I got the guy's name, I would have given him credit, but it was basically like, you know, a Jetsons approach or a Flintstones approach. Like neither one's probably going to end up be being helpful. It's somewhere in this messy middle that we're going to have to figure out uh how we move forward. So, all that is to say, um our our goal here on Ed Services is leading this work to move forward with intention rather than impulse, and we're going to do this uh this human-centered technology plan. I really like the way that they framed this up. The we will have technology in our lives, but the human has to be at
the center of it. Um we've we've launched these listening sessions. I know we've had a few with staff already. Uh parent listening sessions are coming up. That's going to be really, really important just to hear from folks um kind of on the ground and what their what their uh lived experiences are with these. So, much more to much more to come. We'll be updating the board as this process rolls through, and I'm really excited to see um kind of where we go with it. So. Uh okay, now for something completely different. Last week, um we um had the Woodland Park topping-off ceremony, which is where the the construction crews hoist the final uh I-beam there. We had our our middle school JROTC kids uh do the do the pledge. And we got to sign the
beam, and then they hoisted it up and put that last little beam in there in the elevator shaft, and that's a lot of fun. I'm pleased to report that the uh project is I This is what the staff loves about me, Tova. I get it before you and I start doing your slides. Um the uh schedules are everything's on schedule project's on schedule. Awesome. Knob Hill's on schedule. Everything's great. Tova's going to come up in a minute and give you all the details. Also did want to thank our student board representative since this is your final meeting, and I want to make it official and have you guys um come up and get a get a little plaque. So, come over here and we'll we'll as soon as I'm done with we'll take a little
photo with the with the board. But, this is for you, and this is for you. So, could would you help me give them a hand? They did a great job. You just busted. So, thank you for representing uh your classmates so eloquently and so passionately. You guys are amazing amazing students, and um for those of us who will be on whatever we're on, Medicare and retirement whatever one of these, the world's in great hands with you guys, so thank you. So, keep it up. Uh lastly, and actually almost lastly, last Friday was National School Communicators Day. So, we want to honor and recognize Christine Lee, our PIO, who's up back there in the back. Here's a look behind the curtain. This is This is the fun that we have up in our office. So, I
do my slides kind of sort of, but I always have Christine helps me with my slides cuz she's good at graphics, and I said, "Hey, I need a I need you to put yourself on a slide this this month." And she said, "Do I have to?" I said, "Yes, you have to, please." And so, it's awkward for her, I know, but thank you, Christine, for all that you do for us. For everything from marketing and positive stories getting out into our into our community to the day-to-day crisis communications to supporting our our site leaders with with communications that they need to put out. She is running all day, every day. In fact, our first phone call was 7:15 this morning, um and it's it's like that very often. So, thank you, Christine, for all that
you do. Uh on tonight's agenda, Tova is up next to give the board a an update on our facilities and bond program. That's going to be very exciting. We do have on tonight's agenda the measure the first measure JJ bond audit report. I want to steal a little bit of Aaron's just I'll let you know this is a very the the CBOC has already reviewed and accepted the bond the Sorry, the audit report. Next month, we'll have the full CBOC presentation on the progress of the of the project. So, tonight is just Aaron. We have items related to CFD 14 and 21, and then we are about to introduce our new principal at Sandlewood Elementary School in just a moment. Two last things to update the board on. June Sorry, Tuesday, June 2nd, will be
our annual year-end review board meeting. So, that'll be That's very, very exciting. Again, Christine is the the hostess and the the coordinator of all this this good work. It's really fun. There's There's so many good things that are happening throughout the throughout the school year, and I appreciate that the board um, schedules this time one time a year because almost everything we do here is business and moving items forward, but this is a a time we can actually celebrate our students and our staff for all the incredible hard work that they're doing all year. So, we're looking forward to that. And then I did want to give the board just a quick heads-up. June is also a busy month. We have two board meetings every June. That's required by law. Our LCAP and our budgets
for next year will come. These are the both the third Sorry, the next year's budgets and next year's LCAP is the last the third and final year. Going into the fall, we're going to do our full, um, refresh of the LCAP strategic plan and like a longer-term budget plan. But these two come next time. We will also have an update on our Woodland Park, uh, middle school satellite campus for next, uh, next fall. I want to thank publicly thank, um, first our our team has been working tirelessly on about a thousand details to make this as smooth as we can make it. I will say that there's no way to make this perfect. I mean, it's going to be it's going to require some, uh, flexibility and and partnership with and collaboration with everybody, but
our team has done everything they can to, um, tick every box and cross every T and dot every I. And I also want to, uh, publicly thank the city of San Marcos. They have been incredible partners with her with us. They've been in our meetings. They've been helping with striping and cones and all kinds of things. Um, we had a meeting with the um, Aaron and I had a meeting with the city manager, Michelle Bender, last week, made some made some pretty strong requests. I mean, not you know, pretty significant requests, I I guess I would say. She didn't even bat an eye, "Yep, I'll make it happen. No problem. We'll we'll do it." So, I really appreciate the partnership from the city. So, we'll update you on that. And then we've also been working,
uh, for a number of months on kind of a a revamp of our kind of guidelines for all of our athletic programs across the district. It was a little bit overdue. Um, that's been a very collaborative, very positive process. So, we'll bring you guys a little bit of an update on that, uh, in June. So, uh, with that, I'm happy to take any questions if the board has them. I just had a question about the, um, human-centered technology bit, um, in terms of I I know that we have a lot of uh parents and community members who absolutely want to know what the plan is and be involved in the planning. And you mentioned that, um, you know, well, we'll stay tuned and whatever, but when when should people start paying attention and to when
we might start approaching Yeah, those those those went out. Yeah, those those those invitations have those invitations are out. >> pay attention. So, yes, thank you. Yes, right. Yeah, now is the time to pay attention. Yeah, yeah, yeah. Uh, the invitations went out. We're getting sign-ups right now. Uh, is that next week or the week after? There are three, uh, focus groups for the public. So, the first one is next week and there will be two more before the end of the school year. Um, those have gone out. Uh, we will send out reminders as well. You will need to sign up for them. So, yes, please look in your email inboxes. Are we getting good response back? We are getting a good response back. I believe our first session is pretty full, um, and
our next two coming up, there is still room. Okay. All right. Thank you. Thank you. I do a picture with the girls? All right. Thank you. Oh. I know what she said. >> Okay, facilities and bond program update by Tova Korman. Good evening. Tova Korman, executive director of facilities. Good evening board, cabinet, um the public. Thanks for having me today. Here's our agenda for tonight. I'll try to be relatively brief. I want to make sure you get all the information. Knob Hill reconstruction project. Um it's called the reconstruction. We're going to do a little nomenclature on this because it's called the reconstruction because every building is being torn down and rebuilt in some way, shape, or form. So, it's a reconstruction, um replacement of all buildings. Um We're in phase two, so we're constructing four
buildings right now. Some of you have seen it recently. Um It's going very well. It's on schedule. There's the expenditures in the budget also shown there. Here's our schedule. Nothing has changed. That's what I wanted to point out. We're still on schedule. We're still on track for December move. Um and so, they're going to be moving into four different buildings, and that means we're going to take over the other half of the site. And um when we do that, we'll have to move those folks into interim housing. So, this is basically the site plan. Um the admin still remains in the front. The MPR remains on the left. Um we have support classrooms and food service in the back, and then the kinder wing and the TK wing pretty much on the same side. We
added a kinder and TK turnaround for parent drop-off as well as a bus drop-off that goes through the entire site that will also be used for CNS and maintenance. So, we have new renderings. I know you've seen these before, but these are final colors, final designs. So, they're really beautiful and I just wanted to share really quickly. This is showing the admin on the right and the MPR on the left. This is the kinder and TK entry. TK's on the right and kinder's on the left. The bottom right is the TK and kinder play area. We're missing the play structures, so they're just not rendered here. They do have a new feature for our TK and kinder classroom spaces. They also have um a shared soccer area to get their wiggles out. So, that's a
new standard that we've incorporated. We show some more renderings. The top left is the courtyard area walking to the main campus. On the right is showing this giant courtyard area. In December, we're going to give back at least half of that cuz those two big two stories in the back are going to be complete. So, they'll have a lot more play space in order to work with for next year starting in January. So, here's some pictures of April. We're even further along now. We're doing exterior framing. And so, we're enclosing the building. So, the big building that we did the the beam signing, that is C building. That one's actually getting a covering over it, so it's pretty much enclosed. It's pretty cool. I always tell you guys to drive by, but you can see
it from everywhere. And then, we're now I'm over to the building across the the way that's also getting framing and then they'll start being shut and closed in. The TK is getting plaster on its framing as of today. So, it's going to look pretty close to done in a couple months. Witham Park renovation project. There's a name difference here. It's not a reconstruction. It's a renovation. So, we're calling that because it's not quite a modernization because we are replacing some buildings with new buildings that are better oriented for the site. We also have buildings that the bones are and the structure are very good. So, MPR or sorry, the PAC and the gym are getting more of a light modernization because their structures that are very massive and they're in very good shape. And then
we have the deep classroom buildings um that are in decent shape physically structurally but they need are in need of a remodel. So, we're going to gut them and put all the new finishes, new casework, whiteboards, technology, all that stuff. So, it's going very well. Also on schedule. We worked a ton of Saturdays. I think it was 10 Saturdays in a row to catch up after that rain. So, we're all caught up. And so, we're just continuing and we're starting to get ready for um for summer work as well as getting ready for next school year. So, interim housing goes in this summer. We're actually starting um on the 22nd. We're going to be taking a portion of the school site where the basketball courts are and then moving the students it's for their lunch
area lunch time and we'll move them to another location for just the last 3 weeks of the school year to get it a jump on getting utilities in to make sure we meet the deadline to get those portables in. So, the construction schedule remains as is. That's another positive thing. But, I'm going to show you some um phasing plans cuz it's very complicated because there's so many buildings and things are coming on and off. So, I have a couple slides to show you. Um this is the overall site plan. And as the main feature that I love about this is that we have in the front, we have that middle between the admin building and the PC, you have this beautiful front entry that really showcases the school. We pulled back the fence, so now
it has a an indoor congregation area, and it's going to really be striking when those gates are open. Um and then when you pass the admin, you have a camino basically that goes all the way through to the gym, and every piece of the site is um the line of sight is good. It's more secure, it's safer, it's good for morale and keeps everybody connected instead of feeling like you're in a silo. So, um phasing plans. So, this is starting um So, next year is a big year for us, and I'm going foot to foot cuz I'm It's a big job starting in August. Actually, starting June, we're going to start with the interim housing. So, anything in green is what they're going to have um in use. So, as you can see, we have
the gym building, we have the F or 600 building, and then we have 16 new portables and a couple existing portables in the gray in the middle. Um building H is the one on the right underneath the portables. That's being constructed right now, and will not open till December. Everything below building F is going to be taken over by Lusardi, and we're going to move heaven and earth to get everything done. But, this is going to take a lot of changes including moving sixth graders for 1 year to San Marcos Middle. Um and then having a new front of school, we have to reconfigure the single point access. Um and make sure everybody can get to school and from school safely. Um so it's this is a big year for us. So then in um
January, we're going to move into some new classrooms. We're going to be moving into the H building that you guys all saw last week. Um it's the two-story, mostly science, and there's a couple other spaces. We're going to be um using those portables uh for interim classrooms as well as admin. Going to still have use of the gym, and then we're going to have uh one of the what we call D buildings, so the four classroom buildings with pods, we'll have that one as well um available to us for um and then we're going to continue to work on the lower half of the campus. And then we we then turn over building F, the big one. So this is um and the big building's going to take from January 2027 to August 2028. So
the third phase that you're going to see starts in August when we get back a really good portion of the the site, all will have taken is the F building. And the F building will continue um and be open in August of 2028. So these renderings are astonishingly beautiful in in my mind. I'm kind of a dork about these things. Um top left is the library. Um really um advanced um innovative space. All the stuff in the middle is going to be movable, so they could be um converted into um a space for gathering or events. Um they We special study rooms that'll be really cool, similar to Palomar College um in their library. Um in the middle up at the top is outside uh vision of the library. We're taking it out of the
large building and centralizing it in the middle of campus. On the top right is our entryway. We're really going to make it warm and inviting. Um and down below we have that front of the school that really is um sophisticated and welcoming and really going to give these kids a nice home um for years to come. And then uh this is the big building. We keep calling it the big building, but it's the 600, also known as F building. Um we have lowered a portion of it, made that one story. So, the buildings next to it, which are one story, they'll really blend in together. We're using some of the same block, the same roofing materials, and so it's going to look like it's been there this since it was built. And here's the building
that we just did the um beam signing with the elevator shaft beam. Two-story science. And these are some recent pictures. So, on the top left, you're like in the building looking down the hallway. So, it's pretty cool. Um and we're basically in this that picture we're getting ready to put the second floor on. Um in the bottom is this an aerial of it. It's really cool. It also has a slanted roof on one side, so it's also going to blend in even though it is um a two-story building. We also One cool thing about this the site is got two levels. All the play areas are kind of above and high up. So, we have this building transcending both levels. So, the first floor you will enter where you would enter every classroom on site,
and then you would um when you go up to the second floor, you would exit into the playing field, which also is good for the um for PE because we have a fitness lab there. But, the most important thing I think about is using the restroom. So, there'll be set of restrooms, a gender neutral and boys and girls restroom that will finally have access from up top as opposed to going all the way down to the gym. So, that's one really cool feature. I know it's just a restroom, but I think it's cool. Paloma interim housing project, we're not yet at the renovation. So, um interim housing project is going to replace 21 portables uh with 21 portables. Two of those portables are leased, the rest are going to be demolished starting the day after
school. So, in order to get all these portables out, and I'll show you a site plan, we have to start right away. Um we met with the teachers a second time just to get them for any of their questions last week just packing up and stuff like that. So, we met with those teachers again, and everybody got their answers. And then, they're starting a list of questions that we can go in and answer anytime. Um so, let's see. Here's our interim housing plan. So, in the green box is the interim housing. The portables on the right, they are in exact same place where they are now. They're just going to be newer refurbished. We took a tour on Monday of the facility that is refurbishing them, and they look really nice. They're painted really nice.
They have brand new carpet, brand new paint, um and they're in really good shape. The ones that are in the blue are true interim housing that we'll need in order to build the new the um renovation. And the renovation, cuz right now we're replacing existing portables, but we still haven't made room to put any building. So, we'll have to move people from some buildings in order to place a new building in that location. So, that um is going to be prepped and ready. So, we'll build the building pad including all utilities. There'll be an asphalt pad. So, when it comes time to do that, um summer sprint, we will be ready to just plop those portables on once we receive them and they'll be ready to go. So, it'll be our easiest of um interim
housings. Um knock on wood. And then this is the picture of the renovation. We have um some changes to the parking. Up on the top right, we at there's a lot of slope and so we're leveling it out and adding a lot more needed parking. On the left, um in the driveway is our new um TK and kinder drop-off. Right below that is the kinder area. The admin is exactly where it is now, but it's um it's adjacent to portables. We're going to build an expansion on the modernization. So, this is a renovation, so we're getting both new and existing remodels. So, the gray buildings are the ones we're remodeling and the white ones are the ones we're replacing. We have one large two-story building at the bottom, the big L-shape. And then on the
right we have uh far right in the middle, we have um a new bus drop-off as well as KOC and CNS deliveries and maintenance as well. And then we have our sped classrooms over in that area and the KOCs. Um and it's really the the reason I talk about drop-offs is is when everybody's in one lane, it goes crazy. So, when you have the kinder TK, you have um general ed and then you have a special ed and KOC section, you're really just pulling people off of that line. And so, it's never going to be perfect and it's never going to be smooth, but it's going to be an improvement. And then here are the renderings. This is the multi-purpose on the left and um admin on the right. And you might be asking, "Oh,
isn't that what Richland did?" And it's a typical to have the admin and then the MPR because they're front-facing public use buildings, both the admin and the multi-purpose space. With the general entrance in the middle, um just a >> [laughter] >> Thank you. Um our library, um we have a lot of outdoor learning spaces, too, which is new. Um and then here is another depiction of the play areas and with the shared soccer field um that's really been identified as something to help kids get their wiggles out um when they're at that young of age. And then San Marcos High School, we are starting tomorrow uh Monday. Um this is the similar same almost project as Mission Hills. We're redoing the stadium turf and track. Um we're creating a new um artificial turf with stadium
lights multi-purpose field. Um similar to Mission Hills. We're removing and replacing the shot put and relocating it at another um location on site. We're also adding the beach volleyball, so they'll be getting the three beach volleyball courts. We've learned some little bit of lessons about net volleyball nets and stuff like that that we're going to take over to um San Marcos High School. Um which is actually the same architect and contractor team that's a big benefit to us cuz not only did we get a discount on the architect fees, we also um everything is just smoother when we're trying to process construction documents. Um and that's starting on Monday. We're You'll see some fencing up. They'll start just on the multi-purpose. We'll wait till the day after graduation to start the remainder. Um and thank
you for your patience, Christina. It'll be a great project. We're really confident and really excited to get started. So, these are the plans. Multi-purpose field on the left. So, at the top is the new shot put and then on the left is the new discus. Um all the lines it looks similar to Mission Hills, but there's no burgundy and gold. To just like a mission, there's no silver and blue. So, um at the stadium, they actually have upgraded their um striping to be a little more similar to Mission Hills upgrade. So, they're they're similar but different colors and obviously different emblems and stuff, but it's looks phenomenal over there and I think they're really in I know they're really enjoying um what they've created with the um striping and end zones and stuff like that.
Mission Hills completed. We saved a little bit of money. At the end of the day, we were able to return some, um which is always one of our goals. Just some pictures. Stadium looks phenomenal. Um I I've heard some kids last weekend saying that they they were playing football and they're just so excited. My daughter's going there and stuff like that. So, it's really fun. Uh volleyball and then um the multi-purpose field. This is like day two of like when they got it turned over. It was just such an exciting place to be and these um additions of these fields are really valuable because a lot of times we can't fit all the sports on the campus and they have to go other places. So, this allows us to have this field open until um
you know, later in the evening when it's dark outside and makes it a lot safer as well. And the tennis courts. So, these are pretty pre- pretty well done. Um we won't be needing to replace them for many, many years to come. Tova, just a really quick question with the tennis courts. Do we have lighting on the tennis courts? No, not evening lighting. I am all through. There's any questions. I don't have any questions. I'm just very excited. Um, it's it's really I mean, the renderings are so beautiful cuz you got to finally see it and I was like um, just knowing that our our students and our staff are going to have modern facilities that were made for modern learners and for modern teachers and and everything is is really really exciting and um,
and your community, you know, really deserves to have these these amazing buildings and everything. So, it was great to see you in your happy place. I can tell like when you're just like you just kind of light up and it's really it's lovely to see. Thank you. Thank you. All right, good evening. Thank you. Regarding Paloma, the the parking you're re- you're adding more parking, is that what I saw in the rendering? >> Yeah, we're adding more parking. Right now, there's a lot of wasted space when you come into the right. We're going to flatten that out and add at least 20 more spots. >> So, the solar panels, will that be moved or is that They'll maintain where they are now. Yeah. And then no royal knight blue on the Mission Hills. >> [laughter]
>> Correct. Correct. Thank you. I just wanted to say it's hard to do one construction project, but managing all this at once is pretty amazing. So, thank you. Thank you. Appreciate that. Thank you. Have a good night. Okay, report by board members. Does anyone have anything they would like to report? I have a really quick. I just wanted to do um, a fully we visited San Marcos High today and went through CTEs, which was always very cool. Um, and I know Andy mentioned that they're on In June, we're going to get the athletic program guide. I just wanted to do a quick shout out to our high school athletes. Um, I have junior or middle schoolers right now and the amount of help and support that the high school athletes actually do for the younger
kids is pretty impressive. So lacrosse, they come out. Track and field, they came out and they ran the district meet. They were there at the elementary meet last week and that's kind of a time when everybody comes together in one place. So it's just something else that makes San Marcos so special. So just wanted to do a shout out. Just wanted to say I had a busy month. Um I attended the parent institute graduate P.K. for our Spanish speaking parents at La Mirada Academy. It was wonderful to see our parents trained and uh help them become better advocates for the community. Uh I went to D-Lac meeting, learned a lot about district-wide information for the advisory committees. Um I also attended a La Fiesta del Frijol at La Mirada Academy. Great resource fair for our
parents. Uh everybody was invited to that. I attended a parent academy online virtual. Very cool. So if you if you out there in the audience in our virtual world there, uh attend these. These are offered by our school social workers and uh other folks. They addressed ADD, ADHD, and anxiety. Um some of us were very fortunate enough to see um what a thousand years of work look like through our employee recognition and retirement. So thank you Dr. Joel to to your team for putting that together. Uh Loma Elementary, I went to a science fair or science very cool thing. They had a the Grizzly Kodiak robotic Kodiak team there. The Fleet Space Center was there as well. And lastly, I wanted to address couple of issues. Last month, I forgot to say this at the
last meeting. Was very fortunate on behalf of of community to go to Washington D.C. represent not just San Marcos Unified School District but students across the United States. We spoke about federal appropriations and fundings for more funding for our schools. Protecting student online protect student online safety for our students. We also addressed with our Congress congressional folks. Supporting responsible AI in education as we talked about earlier through Dr. Johnson's presentation. There's a lot going on. It's to protect our kids. Strengthen career technical education and what that looks like for our CTE and any pathways. So, it was I think in my opinion successful visit and they were there listening to us and hopefully we can gain a lot of traction in representing and helping our communities and our families. Sarah went last year so I'm
glad that you were there. So, hopefully you'll enjoy it. Thank you. That's a really tough act to follow Andres. >> [laughter] >> But no, I wanted to give a shout out to Joel the employee appreciation night last week or the week before. Where we honored all of our retirees and then our teachers of the year. As well as our staff um kind of functional leaders. And I think that's my new favorite event. It's yeah, [clears throat] it's a really special night and just seeing the families that come out to support their loved ones who are being recognized. Beautiful tribute just kind of highlighting the employees milestones in their career was really special and just hearing about the just like what Andy was saying earlier or sorry, what you guys were saying about how we still
need teachers even in the age of AI. Just hearing the impact that our staff are making just going above and beyond. Like what their job description is was just really encouraging. So, it's my new favorite event. Yeah. Well, I think what what was cool is a couple of us knew Angeli Jo not actually Jolie, excuse me. Jolie and Clark and Esteban Frank and Esteban, you know, we were when they were we were there when they were there. >> [laughter] >> I did not get to go to that event because it's that time of the year where there are all all of the events and the final events and so I was actually at the the spring concert for San Marcos High School. It's my daughter's final concert. She's a senior and so they were doing
that. It was lovely to watch um uh the seniors get their get their awards and their cords and things like that. So there was it was lovely and I also had the opportunity to see the the district district-wide concert for music a couple of weeks before. We have a wonderful a really truly amazing VAPA program run by Matt Armstrong who um is doing something in there normally he's in here. But it's a it's an amazing program and I'm very excited excited that we have grant funding to support that and keep that going even though we are entering some difficult budget times. I'm excited that that's not something that we have to fight about. um really really amazing VAPA program. I think that's it. Okay, communication session per education code 35145.5 and government code 54954.3, members

Again, on behalf of the Board of Education, we thank you in advance for helping us conduct this meeting respectfully. Lisette, do we have any speakers? Yes. Aaron Turner. Um quick uh uh how are we keeping track of the time? Is it here or is it I can put it up. Okay. I just want to make sure. Thank you. Sure, you can sit here with me. Good evening, Dr. Johnson and Board of Trustee members. My name is Aaron Turner and my family and I are here tonight to ask for the development of a clear and consistent policy for school placement where family unity is of the highest priority. Prioritizing family unity isn't just about the logistical necessity of being in one
place at one time. It's about protecting the shared childhood experiences that come from siblings growing up within the same school community. My husband has taught at San Marcos Middle School for 11 years, and I teach in Carlsbad Unified. We had the choice of three um school districts for our children, and we put our trust in San Marcos schools. Um however, our experience with the transfer process this past month has had a profound impact on our family. Adeline's request for Richland Elementary was denied due to Richland being at capacity, but since then we have received nothing but conflicting information. We were first encouraged to appeal by a district office employee who noted, "I think you have a strong case being that you have other students at Richland." We felt encouraged by that. However, our appeal was
denied the day before we even submitted our letter, meaning our appeal letter was never even read. That same employee told us there was no formal waiting list, but encouraged frequent emails to check in on enrollment changes, only to later pivot and say, "I'm sure you might know that if there is going to be any movement, it'll be after the school year ends when families move." Another district employee later stated, "In the event that a spot becomes available, placement would be determined through a lottery process among eligible families." This was the first we had heard of a lottery process, and we had a lot of follow-up questions, um but it took over a week to be able to um get a phone conversation with her. She directly stated in a recent email, "I want to be
clear that enrollment at Richland Elementary is not an available option, and that decision is not open for further reconsideration." When we took the next steps to appeal through the county, we spent an entire weekend preparing documents. However, a week after we submitted them, we received an email from SMUSD transfer stating, "The district has revised your transfer request," giving us only two school options. Neither of them was Richland, and this new acceptance effectively blocked our ability to proceed with the county appeal. We'd like to point out that even though I filled out the transfer application forms the very day that they were released, A co-worker's son actually was placed at Richland as an inter-district transfer and did not have siblings there. Why did he get placed there when Adeline did not? We have been unable to
get the answer to that question. We have also been told that enrollment at that site actually has a decline for next year, which directly contradicts everything we've heard from the district office. As educators and parents, we find this lack of transparency deeply concerning. We are asking the board today to establish a clear written protocol for transfer priorities to ensure that sibling unity at a single site is prioritized and to please encourage the district office to make a singular exception for our unique circumstances as we are the only full-time employee with siblings at Richland this year who is currently applying for that transfer at Richland. Our family deserves a consistent answer and the opportunity to keep our children together. Thank you for hearing us tonight. John Mosher Good evening. Um Dr. Johnson, board members, staff Um
I wanted to thank you guys for the appointment to the citizens bond oversight committee. Um I find it very exciting all the construction and adjustment to to all the buildings and what's happening with with the different campuses. And being able to be a part of it, I'm really looking forward to it. Um I started a little over a year ago talking to Stacy the middle of the summer about ideas on how to interact seniors with with what the kids coming through school. How do we do that? Um she referred me to Dr. Campbell. Um coming here to the meetings throughout this year I've been very helpful. Um I've been working with Aaron. Um I I came about 3 months ago and talked about electrification systems. And Dr. Johnson let me know you guys were far
ahead of that. I had reached out to some people that are actually trying to work on electrification for multiple school districts along the coast. Um Aaron set me up with a meeting with Mike Sawyer, our head of transportation. He spent a lot of time with me taking me through exactly what happened, how he accomplished it, where you stand right now. So it's given me a heck of a background to go talk to my friends on the coast and let them know how to go about it. I really appreciate that. Um so I I I'm looking forward to the next couple years. Sarah and and her daughter Enara have helped me set something up for over at um San Marcos High. Um I was talking to Madison's parents a couple I've met them a few times
over the year about things they're doing over here at Mission Hills. Um so I've got a a a good background set up working with Christine and even Dale's reached out to me about get teachers involved. So we've got a good good set up for going into the next year. So I want to I want to thank you all for all your help and support. Um one side note is for all of you who drive um 78 and head west towards Oceanside, um I hit that uh last month headed to a 6 6:00 p.m. meeting and um I sat in this line waiting to get up to the on-ramp cuz that light took forever. Um I reached out to our city engineer Ed Ed Alberto and he gave me a link to Caltrans. It turned out
last night Caltrans had a special event down in Oceanside um about the new interchange down there, what they're going to do at at I-5 and 78. So I went down there to to talk to somebody and I got to before the meeting started. I got a phone number from him and another email from him. So, I called today and and and let them know the problem we're running into up here in San Marcos. So, they've got it on on the agenda now to take a look at the timing of the light and also ask them to change it from one car to two cars so we can have the same thing on that 78 West up at Rancho San Woodland, one of our worst backups. Um and get that fixed. So. Thanks. Thank you. That's
it. Okay. All right. Um so, we will move on to the action agenda and we are going to skip to 8.10, certificated and classified personnel changes including hiring, resignations, leaves of absence, promotions, retirement, and reassignment. Joe. Yes, uh good evening, board members. As part of tonight's personnel agenda, I am very excited to bring forward a number of personnel recommendations for site administrative across the district. These appointments represent a mix of seasoned leaders joining our community and familiar faces stepping into new roles to continue their dedicated service to to our students. First, I'm pleased to welcome Cara Dolnik to the Knight family as the newest assistant principal at San Marcos High School. Cara joins our team with a wealth of experience bringing more than 20 years of dedicated administrative service and almost 30 years in education.
Um she brings that to San Marcos Unified. Her knowledge and seasoned leadership will be a tremendous asset to the San Marcos High School leadership team. We are excited to integrate her experience into our community and look forward to the impact she will leave on students and staff. Please join me in welcoming Cara to her new role. All right. Next up is Alex Pugh. Um so, we're recommending as well Alex to the appointment of new assistant principal at Double Peak. Alex is a deeply valued member of the Double Peak community as you just heard from the loud applause from the audience bringing 18 years of dedicated service to our school district. Her extensive background as a future ready Tosa literacy coach and intervention specialist demonstrates a proven track record of leadership and a profound commitment to
student success. Having supported students and staff across multiple sites, Alex possesses the experience and insight necessary to thrive in her new role. She's a forward-thinking educator who already holds the trust of the Double Peak community. We're thrilled to have her continued leadership on campus and look forward to the positive impact she will make as an assistant principal. Congratulations. And last but certainly not least, Mara McCloud. So tonight Mara is being recommended for promotion to principal of San Alejo Elementary School beginning in the 2026-2027 school year. Mara's selection is a result of a thoughtful and comprehensive search process that prioritized direct input from our staff and our families. Throughout the process, Mara emerged as the ideal leader to guide the C's community demonstrating a deep alignment with the values and high standards we hold for our
schools. Mara is a deeply respected and familiar presence at San Alejo Elementary bringing 23 years of dedicated experience into education to this role. Having served as a site's assistant principal for the last 6 years as well as a classroom teacher and a teacher on special assignment in the in the district, she possesses an understanding of the C's and district cultures. Her extensive background across kindergarten through fifth grade ensures that she is uniquely prepared to support the academic and social emotional growth of our students. We're confident in Mara's leadership and look forward to the continued success of San Alejo Elementary under her guidance. Please join me in congratulating Mara on her new role. And I know uh Mara wishes to address the board, so I'll turn it over to her. I just have a few things
to say. Um I wrote it down so I wouldn't forget, so bear with me as I read it. So, um good evening. I would like to begin by expressing my uh gratitude for um to Dr. Johnson, the board, um executive cabinet team. Thank you so much for having me here and uh believing in me and placing me in this role. It's amazing. It's truly an honor. Um so, this is a full circle moment for me. Um my connection and dedication to San Alejo began 20 years ago as a young teacher at the site. From the beginning, SEES has always felt like home. Um and over the years, I've had the privilege of growing as an educator alongside an incredible staff, supportive families, and amazing students. What makes San Alejo so special is um is the
passion and dedication that lives within the community. Um our staff consistently go above and beyond for students, creating meaningful learning experiences and strong relationships. Our families and community partners are deeply connected and involved, helping create the sense of belonging and family that defines SEES. Uh and most importantly, our students come to school excited to learn, explore, and grow every day. And I also get some great hugs in the morning. It's great. Um I I'm incredibly excited for this opportunity to lead the work moving forward. Together, we will continue building a safe, inclusive, and inspiring environment where all students are empowered to become future-ready learners. I look forward to honoring the strong traditions of San Alejo while continuing to grow and innov- innovate alongside this special community. Thank you again for this opportunity. I am truly
grateful and excited for the journey ahead, and thank you for all my supporters who are out here and stayed late. Thank you. I love you all. Thank you. Board members, it's always a highlight to see our leadership teams grow and we're really excited for their future and the future of our schools under under their leadership. With that, this is a this item is our personnel agenda. It's an action item and staff recommends its approval as presented. I motion. And I'll second it. Okay, moved by member Martinez seconded by member Ahmad to approve the memorandum as sorry to approve the the personnel changes as presented. All those in favor say I. I. Any opposed? The motion carries. Congratulations. Okay. You guys can all go have dinner. Oh, wow. You want to take a second? Congrats to
all the family members, too. I know there's a lot of parents, so and to kids. I thought so again. Okay. And then there were three. Four. Okay. So, we will bounce back to 8.1. Thanks, guys, for hanging with us. >> [laughter] >> Oh, you first. Okay. Okay. Uh the governing board will now address matters related to Community Facilities District number 14 of the San Marcos Unified School District. For the agenda items 8.1 and 8.2, the governing board will be acting as a legislative body of Community Facilities District number 14. Agenda item 8.1, approve school facilities funding agreement SBHS lot option pool 01 LP Lenar Homes annexation number 2026-1 to Community Facilities District number 14 of the San Marcos Unified School District acting for the San Marcos Unified School District and as a legislative body of
the Community Facilities District number 14 as to form and authorize district officers to execute and deliver agreement. CFD 14 was originally formed back in 2020 as a core annexable CFD. Smaller residential development projects that are not large enough to have standalone CFDs can be annexed into CFD 14 and still participate in the district's CFD program. 087a mitigation payment of 130% of the district's level one developer fees which will equate to approximately $692,000 for school facilities. Okay. Do I have a motion to approve the proposed funding agreement? Moved. I second. I think you missed your shot. I already second. Uh I move to move by member B and seconded by member Ahmad to approve the school facilities funding agreement as presented. All those in favor say I. I. I. Any opposed? Motion carries. 090San Marcos High. It includes 69 large single-family homes ranging from 4,200 square feet to 5,500 square feet, and priced from 2.75 million to 3.5 million. Uh to finalize this formation tonight, the board needs to conduct the second reading of the ordinance and adopt the ordinance. Do I have a motion to present a second reading of the ordinance by title only? I move that ordinance number 01-25/26 be presented by reading of the title only, and that the clerk forego the reading of the entire ordinance. Will second that? Okay. Uh moved by member and seconded by or sorry, moved by member and seconded by member Ahmad. Uh all those in favor say aye. Any opposed? Okay. The title of ordinance 01-25-26 reads as follows. Ordinance of Community Facilities District number 21 of the San Marcos Unified School
District authorizing the levy of a special tax within Community Facilities District number 21. Okay, adoption of ordinance number 01-2526. 092I. The matters related to CFD number 21 are now complete for this meeting of the governing board. Governing board will no longer be acting as the legislative body of CFD number 21 for the remaining items on the agenda. 8.5 public hearing. To receive comments on the draft mitigated negative declaration for the San Marcos High School site wide athletic improvements project and to consider the and respond to all comments received by the district there to. A public hearing is required to be held in order to allow the public an opportunity to be heard regarding the consideration of approval of the draft mitigated negative declaration report for the San Marcos High School site wide athletic improvement project. The district is making site wide athletic improvements which include stadium replacement of the artificial turf and replacement of the
synthetic track. A multi-purpose field replacement of a portion of the existing natural grass with synthetic turf, and the installation of permanent non-directional LED lighting to replace current temporary lights. Relocation of the shotput area from the south end of the stadium to the multi-purpose field, and installation of three new beach beach volleyball courts. As the lead agency under the California Environmental Quality Act or CEQA, the district has prepared through our consultant an initial study and mitigative negative declaration MND for the athletic improvement project. The MND evaluates the potential environmental implications of the project and identifies mitigation measures that must be incorporated into the project. Prior to this public hearing, the district published a notice of intent to adopt the MND as required, informing the public of the availability of the draft initial study for review during
the required review period of March 17th through May 1st, 2026. Okay. This public hearing is now open. The Seth, is there anyone who would like to speak? There are no requests to speak. This public hearing is now closed. 8.6 review and acceptance of the 2024-2025 Measure JJ bond audit report. This is the measure first measure JJ bond audit report for the year ending June 30th, 2025. Um as a reminder, the first sale of our series A bonds for Measure JJ was completed in June 2025 just before the end of the fiscal year, and bond proceeds deposited into an account with the county treasurer on June 18th, 2025. Therefore, this audit reviews just a very small number of transactions as our bond program was just barely getting started at the um end of the last fiscal
year. Christy White, our audit firm, issued an unmodified, which is a clean audit opinion, stating that the financial statements present fairly in all material respects the financial position of the Measure JJ Building Fund as of 6:30 2025. And there were no findings noted in the audit report. The audit was completed in March and was submitted to both the board and members of the Bond Oversight Committee by March 31st as required. The Bond Oversight Committee as one of its main responsibilities reviewed the audit at its last at its meeting last week on May 5th. Um and the audit is now agendized tonight for official review and acceptance by the board. Are there any questions? Okay, do I have a motion to accept the 2024-2025 Measure JJ Bond Audit Report? >> I'll move to approve. Second. Moved
by member Amodeo and seconded by member Herrick to accept the 2024-2025 Measure JJ Bond Audit Report as presented. All those in favor say I. I. Any opposed? The motion carries. 8.7 Public Hearing to hear comments from the public regarding the financial provisions of collective bargaining agreements between between the San Marcos Unified School District and the California School Employees Association Chapter 413 CSEA regarding the creation of new classification and individual classification. Yes, uh board members tonight, uh we present a memorandum of understanding with CSEA. Oh, I'm sorry. That's yours. >> Sorry. I apologize. It's okay. Um the government code requires school districts to publicly disclose the provisions of any bargaining agreement including the costs that will be incurred prior to its approval. Um this MOU involves a reclassification and salary range change for two positions which
will be effective June 1st, 2026. The increased cost to the current year budget is approximately $2,300 while the ongoing annual cost is estimated to be about $25,000 beginning on July 1st. This public hearing is now open. Lisette, is there anyone who wishes to speak? There are no requests to speak. This public hearing is now closed. 8.8 Disclosures of the collective bargaining agreements with the California School Employees Association, CSEA, and its San Marcos Chapter number 413. Erin. To comply with the government code, documents have been prepared that disclose the cost of this MOU. As required, the superintendent and I have certified that we can afford the cost of these agreements in the current year and the subsequent 2 years, and the disclosures were provided to the San Diego County Office of Education for their review in
advance of tonight's meeting. Um Okay, do I have a motion to approve the disclosures of collective bargaining agreements with the California School Employees Association and its San Marcos Chapter number 413? I just I have a question. Yes. Um is there's a something on consent 99, I think that's attached to this. This is just it's the first time that I've been involved with the MOU and it's gone through the um negotiations already with the um with the union and everything, so I just don't know. Is there is there discussion here about it or is it like We can probably discuss it in Or at 9.9? 8.9. The next one. Okay, got you. Okay. This is just to uh approve the disclosures that she has sent to the county. Yeah, this isn't the the MOU yet. Okay.
Um do I have a motion to approve the disclosures of a collective bargaining agreements with the California School Employees Association, CSEA, and its San Marcos Chapter number 413? I'll second. Um moved by member Herrick, seconded by member Ahmad, to approve the disclosures as presented. All in favor say I. I. Any opposed? The motion carries. 8.9 member of sorry, memorandum of understanding with California School Employees Association CSEA regarding creation of classification and individual reclassifications. Yes. So tonight we are presenting a memorandum of understanding with CSEA chapter 413 to establish risk management at technician classifications. Under the terms of the agreement, we would also reclassify two existing employees into more technical classifications focused on reducing district liability through specialized management of workers compensation, property claims, and regulatory compliance. This moves This move, excuse me, provides the following
benefits to the school district. One, stability. It creates a job specific classification for staff who have received extensive training, ensuring that these roles are held by individuals with the knowledge and skills required to manage the district. There's also an adjustment of salary, thereby decreasing turnover and again uh ensuring uh stability in these positions. Year-round coverage. By moving these positions from a 209-day work schedule to a full 12-month work calendar, we ensure that specialized staff is available throughout the year, especially during summer months uh to respond to employee needs and process claims without interruption. This is an action item with a recommendation to approve the MOU as presented. Is there any discussion? Yeah. With the I guess I I was curious as I was saying before if there's a way to separate out um I see
the need for the increase from 209 to 246 on the count on the year. Um it's the pay adjustment when the qualifications haven't changed for the role that um in our current budget situation I I'd like more information on I'm not I'm not comfortable with increasing for doing when you're in the same role it's just changing the title. They're doing the same function. I don't believe that because the MOUs are are bargained with with the bargaining unit, I don't believe that we can modify an MOU from the dais. Is is that correct? >> Correct. Okay. >> That's correct. So, no. Okay. Sorry. So, it's either It's either It's either approve it as is or don't approve it. >> Okay. Yeah, I I would also add that the the employees um to your point, Board Member
Mehm, um the employees have been performing the responsibilities that are not currently reflected on the job job classification really so there could be an argument that's made that they're working out of their classification. So, this gets us in line with really the the um you know, the practice of making sure that uh the work that they're doing closely reflects the uh their job description and their job classification. And there are other people who have this job description who are doing a different job. Typist clerk of the typist clerk job description, yes. That is a more a a general uh clerical responsibility, not as specific as uh what's in front of the board this evening. Okay. Good morning. If it would be helpful, I know it's in the moment. I'm wondering if it would be helpful
to give a quick Readers Digest rundown of how a reclass works. Sure, absolutely. So, uh reclassification process could um come about in in a couple different ways. One, an employee could request a review of the reclassificati- of their own classification. They could make the case that they're they're performing other duties that are currently outside of their job description and so they um submit that request for consideration from the board. At that time we would work closely with uh CSEA and uh review the request and negotiate any changes to the job description, um also looking at comps for uh you know, compensation as well. Uh the request could come uh from the employee, could come from CSEA. Um at times we also have that request coming from the school district saying we have this need here.
Operationally there may be some changes or we know that potentially an employee is working out of class. Rather than getting a request and sometimes I would say even a complaint from the employee, we get in front of it and we started addressing it that way through that reclassification process. So when these So this specific group was hired during COVID with kind of a a a specific job that they were doing and and post-COVID their jobs have changed. Correct. >> Fairly significantly and that's the reason for the request. Yes it was a time before the during COVID I was not here but my understanding is that these positions were more doing contact tracing and communication. There was a lot of communication that needed to be done at that time with contact tracing, communicating to sites when
new cases were were coming up. I was involved in a lot of that in my in my former school district so there was a lot of that type of work that was being done. Clearly the need for that is doesn't exist operationally within our risk management department. There was a need to really support in workers compensation claims being a part of the accommodations process for the school district, doing reviews thereby mitigating risk and liability for the school district and that's the work really that the employees are focused in now. So very different than the work that they first started with the school district during during COVID times as you mentioned. In particular member Mayne's question about qualifications in terms of like degrees or their certifications along the way that they on the job training Yes,
good question. So they do receive extensive job training. It's a very technical you know position when you're talking about making sure that you have you're following legal provisions when somebody is on workers compensation and tracking that information or various Cal/OSHA requirements or you know other requirements for you know, that are prescribed by, you know, workers compensation and risk management. All that training they they are receiving in-house through our director of risk management, which, you know, the board heard from last fall. I have a question. So, the the people that are in the positions today, they obviously have been trained. We've invested that that training effort into them and Yes. They're good. Um if they were to if this there was an opening in one of these positions, would we look for that same level of
training, or would we we have to retrain whoever enters? Like, is that part of cuz we are raising their salary, right? So, is there an expectation that they will be coming in trained? There there is that expectation. Well, there there is a You always look for somebody who has the most, you know, the highest level of preparation, right? So, part of the information that's included in the job description is that they're going to be, you know, minimum is a high school diploma. There's also, you know, preference for prior job-related and then there's consideration given for somebody who has the experience, training, and education, right? To make sure that they're, you know, have the qualifications. In the event that you have somebody that maybe might have some of that experience, but maybe not all of it,
then there is consideration for providing on-the-job training as well. Okay. When these people started, they did not have the training. That is correct. Yeah. Um yeah, so that's I guess that's my my concern with the the job description. If you were hiring someone on, they wouldn't necessarily have the experience that we're hiring them cuz it's such a specialty. Prob- There's There's none posted right now in risk in all of California. Um that you would be open to training someone, but you're going to be hiring them at the higher at the rate that we're giving these people because they're currently trained. So, I'm I'm just I'm I'm trying to be really conscientious about the budget because of I know February's coming back before we know it. And um so it's just a concern. But um on
that note um and and um Andy I'm I'm going to trust you guys in terms of uh what's available in our budget and what we can do knowing what we are facing. Yes, and so that's the credit the purpose of those disclosure documents that we we do go through that and see how it cost and not only impacting the current budget um but the future budgets and so um we see it as you know $25,000 on an annual basis an increase um is not hugely significant, you know, in terms of a $330 million budget. So, yes, we did certify that those documents we can afford that and for the in the multi-year projection. Thank you. I know that we're obviously all of us are incredibly conscientious about the budget, right? Um and it is a
concern that you know that we're that we're increasing salaries um in light of that. However, some of the feedback that we've heard is is that there's a a an immense benefit that these individuals are going to be or already are contributing Mhm. um to mitigating risk and so that's that's where my head is is that you know you're you're it's kind of a bit of a trade-off. Mhm. You know, we're we're we're taking that leap say we're going to invest in these positions people um with the hope and the expectation that that cost savings will come back tenfold. I'm glad you mentioned that cuz Yeah, I would say that that's very sorry. Go ahead. I was going to say I'm glad you mentioned that because I was just I'm to ask I know um if
Andy you or you know, you can what what they already have brought to the district. I think we have Well, she's putting that out there. That's exactly the point. Um if I think it as we're as we're managing um a school district of $300 budget and 3,000 employees and all the moving parts, it's really important to zoom out and look at which which pieces are we moving, what are how are we addressing particular soft spots, uh what are the tradeoffs, what are the benefits. Um so the the work that goes through that office side I think Aaron's got the numbers. The work that goes through that office is in the millions of dollars of risk. Um and when Marissa was here last November, she was presenting some of those numbers which I I think Aaron's
got. Um so I think that's I think the yes, I think that's that's really important. This this as we as as the cabinet team and working with our CSEA partners, again, this is it's important to know that this is an MOU between us and CSEA. This the district doesn't just do this. Um this is an agreement between us and the and the union. Um Uh we have to look at I don't know if this is the right metaphor and I'm I'm I'm I'm I'm hesitant to throw metaphors out in the in the moment, but it's similar to my [clears throat] my my my monthly personal budget is kind of tight. Should I spend the $50 to get my oil changed every 3,000 miles or could I save that money? I could probably save that money
and not get my oil changed and a year and a half from now, I may be looking at a massive mechanic bill. Now, I don't know if that's perfect, but that's kind of roughly the idea. So, basically penny wise, pound foolish. So, I have the presentation that our director of risk management um Marissa Evans presented to the board uh back in November. Um and she did share that so I guess I'll go back to prior to to to COVID um Marissa was hired somewhere in COVID as we were coming at at a COVID getting back to schools and prior to that historically the district did did not have someone that was actively managing risk. There was some there was one person in the risk department but they were just you know, just taking the claims
and processing what whatever came at them. There was nothing was done proactively, nothing they weren't fully you know, trained in the details of of a those insurance program and so when Marisa came on and really and then had a couple support staff to so she doesn't have to manage everything. She shared some numbers here. There she was really proactively tracking the workers compensation time and how when people were out and having an effective back return to work program getting staff back in according to workers comp laws well as our collective bargaining agreements. She says here she savings in the the prior three years of over $350,000 by managing those workers comp claims proactively. Also we used to pay an outside consultant to do to do interactive process meetings with employees. Marisa is now fully trained
to do that so she she does she does those so we don't have to pay an outside consultant. If she was doing everything alone without a the two additional staff members she wouldn't be able to do that and would have to go back and pay a consultant again. And then the other thing is we switched to a different insurance provider with a whole different structure for our property and liability insurance that in three years saved us 2.1 million dollars premium claims and so because they're looking at that and they have time to analyze that they absolutely are saving the district money by the work that they do in there. Last thing I'll add is that remind the board last year during layoff season, we the department went through a restructure and we reduced a uh
management position within the risk management department. So, they went from four staff down to a total of three including the director and these two staff members as well. So, there is a some cost savings as well there. Okay. Um I am going to move this along. Uh do I have a motion to approve the memorandum of understanding with the California School Employees Association CSEA regarding the creation of classification and individual reclassifications? I'll move to approve it. Moved by member Ahmad, seconded by member Martin to approve the memorandum as presented. All those in favor say I. I. Any opposed? Okay, motion carries. 8.11 Student expulsion case number 06-2526. The board has heard the details of this case in closed session. Staff recommends approval of expulsion case number 06-2526. Okay. Do I have a motion to approve
student expulsion case number 06-2526? >> I'll move to approve. Second. Moved by member Ahmad, seconded by member Garrett to approve a student expulsion case 05-2526. All those in favor say I. I. Any opposed? Motion carries. Consent agenda. Do I have a motion to approve the consent agenda for discussion purposes? I'll move. Oh. Uh moved by member Meam and seconded by member Ahmad to approve the consent agenda for discussion purposes. Is there any discussion? Focus. No, okay. Moved by by member Miyam, seconded by member Mod to approve the consent agenda. Uh all those in favor say I. Any opposed? The motion carries. Information agenda. 10.1 quarterly report of the financial disclosures for the period ending in March 31st, 20 26. Government code requires school districts to disclose its investments quarterly to the governing board. Tonight's report
is for the quarter ending March 31st, 2026 when SMUSD had approximately $323 million invested in various accounts. $1,088,000 was invested in various FDIC insured bank accounts. We also had 15.1 million invested in accounts related to our various CFD and financing authority accounts to be used for facility or construction purposes only. The majority of our funds on deposit, 307.2 million, were invested with the San Diego County Treasurer's schools investment pool as required. And the investment pool earned annualized interest rate of 3.9% for that quarter. Okay. 10.2 Revision to existing govern governing board policy and board bylaws BP 1000 concepts and roles BP uh district and school websites BP 1114 district sponsored social media BP uh access to district records BP 2120 superintendent recruitment and selection BB uh 9005 governance standards BB 9011 disclosure of confidential privileged
information BB 9224 oath or affirmation BB 9260 legal protection and BB9310 board policies. Andy. Thank you. So, that's a mouthful and I wanted to get provide just a little bit of background for the board. So, by way of reminder, San Marcos Unified, along with all public school districts in California, has close to 500 board policies and associated administrative regulations, bylaws, and exhibits on on our records. The high volume is a result of California's complex education code and the hundreds of new laws passed by the state legislature every year. To ensure that our policies stay current, we receive updates from the California School Boards Association, whose team of attorneys make recommended changes to existing policies so that over time, language doesn't become outdated and or out of alignment with current law. The SMUSD executive team works
with staff to review CSBA policy updates and bring them to the board for a first and then a second reading at subsequent meetings, again, in order to keep our policies current. When there are significant changes, I say that because most of the changes that you'll see in these policies are very, very minor. A little word or clarity there. Sometimes it's even punctuation and capital letters. And that's the case this evening. But when there are significant changes to a policy or even a brand new policy that's needed, we would address those more thoroughly and potentially over a number of months or over time and then bring them to the board with a more comprehensive presentation. The cell phone policy was a good example of that. Um So, with all that said, there are a number of
policies coming to tonight that are in the that first category. Most mostly minor changes just to keep our policies current. So, item agenda item 10.2 are policies coming out of my office. The board has reviewed all of Sorry, the board has received all of the redline versions and they were posted with the agenda for public review. So, let me go through them very, very briefly. The 1000 series of our board policies are on all the subject of community relations. So, 1000 is concepts and roles. This is a routine cleanup to keep language current and link the policy to our governance standards. Uh 1113 is district and school websites. This is updated for a new law, AB 1785, that protects private information of elected officials. Basically, that the district will not post your personal details online
without written permission, and we don't do that anyway, but the policy now um delineates that. 1114 is district-sponsored social media. This is just has small tweaks to stay in line and stay in sync with our administrative rules. 1340 is access to district records. This moves specific rules about copying district records into a separate administrative regulation to keep the main policy cleaner. The 2000 series is about administration. 2120 is superintendent recruitment and selection. This refines some of the guidelines for when the board hires a new superintendent. It includes a new laws, SB 521, that that bans higher Sorry. SB 5 SB 521 bans the hiring of anyone convicted bans the hiring of a superintendent who has been convicted of financial crimes or bribery in a public role within the past 5 years. Uh 9000 series of
board bylaws. So, 9005 are governance standards. This expands the expectations for the board as a whole and for individual members. Uh is disclosure of confidential and privileged information. Uh this clearly defines what counts as confidential information that a board member would be privy to in the course of their time on the board, either from closed sessions or other means, and explains the consequences if private information is leaked for personal gain. Uh 9224 oath or affirmation is minor wording updates for better precision and accuracy. Uh 9260 is legal protection. This This uh bylaw is updated for consistency with uh current legal standards. And 9310 is on board policies. We have a board bylaw on board policies. This adds a definition section to make clear the difference between a a a bylaw, and an admin reg. Uh
it also cleans up the process for adopting new policies. So again, this is the first reading of these policies and bylaws, and they'll come back to the board for approval at the June board meeting. Okay. Um when we went over these in agenda prep, I think the one that I pulled was uh uh bylaw 9005, uh governance standards, because that um it wasn't just redlining. There's There's a significant uh portion in here that's new. Um and I'd like the board to to just have more time with this before we move it forward, especially because um there's a lot in here that discusses um our roles and responsibilities and things like that. Um I believe that we will be discussing at least some of this at our retreat, but I just wanted to kind of let
everybody know that I I did have that discussion with Andy during agenda prep, that I think this one was really the one that I was like, you know, we probably It's It's just more than than a than a tweak here or there. It's new. This This is a This is a first read, so I would Yeah, this is a first read tonight. Just bring for information, and then we would bring it back for adoption whenever the board is ready. Right. So, that's kind of my thing, is that it's probably not going to It might not come back in June. Just This one might not come back in June, but the rest of them will. And we'll decide that at the retreat, probably, if we want to do that or if we need more time. What
a retreat? Yeah, it's not very retreat-like. Um yeah, I get it. I always have problems. They're like, "What are you doing?" I'm like, "It's definitely not a spa." Uh No, I know that It's not a retreat. It is a It is a working meeting. >> day working day. >> reason we call it that is cuz that's how it is That's how it is in the in the in the bylaws. You You have regular meetings, special meetings. >> We can talk about that. >> Study sessions are retreats. Yeah. No cucumbers on your eyes or whatever that that whatever that Okay. Uh all right. The next regular board meeting will take place on Thursday, June 18th. Oh, no. Okay. 10.3, sorry. Uh revisions to existing governing board policies BP 6173.1, education and foster youth, and 6173.4, education
for American Indian studies. Uh Educational Services Division is presenting two policy up dates The first BP 6173.1, education for foster youth, is a technical update. Uh the policy was updated to delete reporting requirements related to the exemption from district established graduation requirements because this material is now included in BP 6146.1, high school graduation requirements. Um BP 6173.4, education for American Indian students, is also a technical update. Per CSBA recommendation, the policy replaces a reference to labor code 3074.2 with references to district policies on post-secondary education and employment that are found in BP 6164.2, guidance and counseling services, and BP 6178, career technical education. Both of these policies will be brought back to the board in June for final approval. Okay. And 10.4, revisions to existing governing board policy BP 4119.24-4219. 43 19.24, maintaining appropriate adult
