001e order today's date is Thursday March 14th 2024 this is a regular meeting of the governing board of the San Marcos Unified School District please let the record reflect that all board members are present with the exception of member Ahmad and member Chamberlain can you guys hear me because I feel like this is not very loud yeah okay good the San Marcos Unified School District Board of Education meeting is a business meeting of the board held in public while we welcome and encourage public participation the expected behavior is that this meeting will be conducted in an orderly fashion only the person recognized by the board president may speak while that member of the public is speaking members of the audience must not yell or speak out regardless of whether you agree or disagree while public

004today by motion of member Carlson and second by member yoa the board approved the settlement agreement and release of certificated employee 612 690 effective April 15 by the following vote uoa Carlson and Martin yes no no nose no obing this is everyone's favorite part of the night our student board presentations sorry but thank you so much again for having me my name is Nikita jadav and I'm Your Mission Hills High School student for rep um I'm here to talk to you a little bit about school updates and I do have a lot to cover so I'll talk a little bit quickly but I also have some updates from superintendent's advisory Council that we're very excited about um so jumping right into it um our meeting in I believe it was February we talked a lot

005about communication each of our superintendent advisory Council meetings is based off of a portrait of a graduate um trait and we kind of looped that into the discussion so the February one was about communication and we really talked about well we started with a telephone activity and we really talked about how communication um plays its role in like our school system and um kind of where we lose communication and we found through our discussion that where we felt that we lost communication was in the transition um from middle school to high school and that's also including a little bit of middle school so um when that comes to or when we come to communication we mean it in the sense of like um I guess just like assumptions that teachers and students make about high

006school that makes the transition to high school very difficult and then in addition to that um just like in terms of connection belonging losing Communication in that piece in Middle School especially um and then students tend to check out so then that's where we came to our March meeting and we wanted to start a middle schools Middle School advisory Council to be able to actually here from our middle school students so at our March meeting I think it was last week we wrote letters to our Middle School selves and we actually delivered it when we went to the Middle School advisories which was pretty cool and then with our superintendent's advisory we brainstormed how we want this Middle School advisory to look like um and for this um and for this meeting our theme was

007leadership and Leadership well we started off with middle schools and then leadership looped itself into the conversation because we were talking about like when we came to high school how were like our trajectory shifted where we either saw ourselves as a leader or we did it like where does that like dissonance kind of come into play um and middle schools is where that started so that's why we really wanted to go to the middle schools and actually yesterday right yesterday the days are going by so fast um yesterday we went to um Woodland Park Middle School and we met with 20 really amazing students from Woodland Park Middle School um it was a lot of different types of students too whether it was athletes um a B students but then also students who maybe were

008in the principal's office often but all of them had really powerful voices and we were very very grateful to hear from them um and the purpose of these Middle School advisory councils was just to kind of um talk with them and determine like where do you need support um and what is the Middle School experience like so we can kind of help you with that transition to make sure you're really engaged and you want to like be at school truly and you feel connected to campus when you come to high school um so it was a guided discussion by me kayin and ke um and we LED with questions such as what makes you feel connected what makes you want to get up and come to school and what makes you honestly dread school like

009what makes School feel like a job because these are really important questions to ask um and teacher Connection in classrooms was a huge part of the discussions but kayin is going to go more into that so I don't want to take too much away from it but our next one is the equity team update I don't think our slides updated here but I do have it on my slide right here but basically we're very grateful to Dr hiel for inviting us to the equity te at Mission Hills to the equity conference um it truly was a very life-changing experience for all of us because we really got to see all the different avenues for Equity that are available um one of our students our as president actually k Gonzalez Hern Hernandez won the San Diego

010County Office of Education student Equity leadership Lighthouse award so we're very very proud of her as well um after the equity conference and during it as well we had an equity team with Administration and teach teachers we debriefed the conference and um we set into a plan how we want to move forward um and put into action the things that we kind of learned from the conference to make sure we're not just like in like a standing point and we're actually like you know applying what we learned um so we have a few current projects that are going on and we're really focusing on systemic change and focusing on changes that we can make to class structure um and so that's in the that's in the works right now and that's our current our current

011project um moving on to school updates um from the special education department this is actually my favorite part of the presentation um and this is coming straight from the special ed Department that quote we're continuing to go on community- based outings where the students are exploring places in the community the mall in this pick that you see on the left um and getting a chance to practice their independence in things like shopping and taking the city bus we have a few coming few upcoming community- based outings this semester that we are all looking forward to and this is our employee of the year our certificated employee of the year Mrs O'Neal um when I asked to Spotlight her Mrs O'Neal was being too humble so I decided to step in um I remember when Mrs

012O'Neal was announced as our new ASV director a couple years ago as someone who bleeds Cardinal and gold and this canot be more true Mrs O'Neal has been a defining voice in initiatives from the Strategic plan to our Equity team and Beyond she truly encapsulates the student voice well and it truly comes down to who she is Mrs O'Neal truly truly cares about students and this is evidenced as she not only offers but creates a safe space not only for ASB students but countless students on campus Mrs O'Neal truly is such a huge support system um for more students than I can begin to count um on campus we approach her with our concerns as she creates the safe space and it's her thoughtfulness kindness empathy care and patience that allows her to channel this

013into creating the change on campus that we students need um I truly could not imagine Mission Hills with out Mrs O'Neal she is foundational to our campus inherently a support system in safe space and a ray of happiness for teachers on campus as well we are so beyond lucky to have her and this distinction is so well deserved um in my last presentation you might have seen Adriel is one of my student spotlights and he actually got first placed in a speech tour tournament and made the migrant Education team that will be representing region n at the state competition it's very exciting and we're very very proud and I think this was in this room as well the picture that you see and then this is Isabella himz um she won the Boys and Girls

014Club of St Marcus Youth of the year but what's even more exciting is that just a couple of days ago she progressed and or progressed to the county one and she won the San Diego County Youth of the year which is very very exciting um this is from Boys and Girls Club but Isa Bas some stiff competition from other incredible young women nominated by their clubs but she ultimately took home the title and a $1,000 scholarship thanks to her Partners at Cox Communications now she will get to represent all of San Diego County at the Statewide competition next month in Sacramento we are so proud of Isa this title is a testament to her bigger than life personality and outstanding character which she demonstrates at The Boys Boys and Girls Club of San maros every

015single day and also just as a quick side note I met Isabella this year in my zero period And I like I mean I didn't know anything about like what she does at Boys and Girls Club but like already like she just reach to all the students and made sure like they felt welcome and actually supported them like I was struggling in that class a little bit and she actually like reached out and like reached in instead of us having to reach out to her even though she's just a student to be able to support us so this is very very welld deserved um moving on to my connection and belonging piece um I put in girl soccer because all of us on campus were very very proud of our Grizzlies on our girl soccer

016team who created Mission Hills history this year our girl soccer team went undefeated in the polymer League winning the polymer league and for the first time in 20 years we took home the Ogden cup um our lady Grizzlies went to CIF and progressed to the state championship for the first time in Michigan Hills history and they were the state Runners up State Runner UPS oh my gosh excuse me um as they were finalists again we are so beyond proud of them and I do have a quick video and this is when it's really just like a couple seconds but um this is when oh maybe I don't have a quick video we'll see um I don't think we have a quick video but it's okay this is just one picky though it was just a

017couple seconds it was just um a game-winning goal that they got that allowed them to progress to CIF in state which was very cool and this is our girls basketball team um they also took home the regional CIF title in open division as well many of your senior many of our senior girls are committed to D1 universities for basketball this year which is very cool um our dance team recently committed competed at Nationals in Florida and unsurprisingly they brought home a lot of titles our girls brought home the following third in the nation for small Palm fourth in the nation for small Jazz sixth in the nation for large palm and our Junior soloist Charisma Klean brought home fourth in the nation um for her solo moving on for our club Spotlight um we have

018hisp Hispanic Latino Student Union um H LSU is open to all students on campus but it creates um but it also creates a safe space for Hispanic and Latino students um it's a safe and educational environment to discuss topics that affect their community and how to take action and raise awareness about it they also offer community service opportunities for all grades help with classes and they recently did game day they do potluck um they make sure to share food with everyone they meet um make friends and have fun events um our president who's in the middle also mentioned that at first everyone was a little shy but now everyone's very very comfortable in the safe space and they meet regularly so it is a very strong Community Abigail in the center is also on her

019Equity team and she's really amazing um as for some of our other events we recently had the BSU cookout last weekend um this was put on by the black student union and they made $240 at this cookout and five BSU across um high schools within like our region were also there the NAACP was there there's a food truck there were con stands and the step team from El Camino High School also performed and we actually for ASB we were there to set up for Spring Fling and we got to go to this after so it was very cool um diversity commission from ASB also put on um an event for international women's day and they handed out flowers and they allow students to write a note to a woman who's important to them on that

020day so that was a really fun one too um for Black History Month we also had a mural um and for Lunar New Year we also had a celebration making fans and LNS um for the mural we had students come up and add their handprints to the wall um but we also of course provided informational material to be able to allow students to recognize like the significance um of the months and the celebrations um we also recently had our ASB showcase many of you were there and we're very grateful for you all attending um our ASB showcase we're basically putting together our Gold Award for national student council and um we basically just just kind of um you know displayed all the things that we do as commissions and as an ASB whether it's pep

021rallies or whether it's those diversity events or those principal chats that you see um and one of our students Michaela Stoner um who you see on the bottom left picture she also presented as you can see to Mr Baker and um it was just a really great way for us to kind of encapsulate and celebrate ourselves for all the events that we've put together so far yeah this is our staff versus student pep rally these were also Quick videos but Dr Johnson was there I know it's really hard to be able to encapsulate kind of it's just a very very fun environment I'm sure he can speak to that as well but it's definitely I think that's my favorite day out of the whole year every single year because um our staff is competing against

022our students um to win the title of basketball champions for our pep rally um unfortunately our students won this time well I guess that's fortunate but um our students won this time and usually they don't so that was kind of cool um but it is a very very fun day where you have this whole school kind of uniting around your staff and getting excited to see your teachers playing so it's very fun other ASB events to note we had our January Club brush we had a Spring Fling last week for underclassman we're really focusing on making sure we were fostering that sense of connection belonging especially for our ninth and 10th graders um and that event last week um did have very good feedback we had our senior Gala February 3rd um and then just

023yesterday we held our Grizzly showcase and this morning was our eighth grade welcome but I will go into that at my next presentation um from the art Department a few things that are upcoming that we would love if you all could attend um our drama department has a show coming up at the end of April um the poster is here it was designed by Visual Arts student Theo Clemmens and is very professionall looking um all the info for the show is on the poster but um please reach out if you have any questions um also this Friday tomorrow at 700 p.m. in breadwood Hall Progressive steps um or our dance de arts program is putting on the event Progressive steps and it's really exciting opportunity to present their own work and collaborate with college dance

024programs and other dance companies also our Ender percussion Ensemble our drum line has had quite the season so far on February 10th our percussion students competed at linta High School in Westminster earning third place overall out of 19 students or 19 schools in our division our strongest start in in school history then on February 24th we competed in the Winter Guard International Regional event at Great Oak High School in Tula this is a prelim finals event where we Advanced the finals performance as top five in our division we ended up in fourth place finally we committed competed at tesol Canyon High School in Lake Elenor on March 10th earning third place out of 20 schools in our division um one more thing about the art department is that our Ceramics mud cave Club hosted 20

025adults for our first ever Ceramics workshop and we enjoyed seeing a lot of our adults on campus also come up um this is my last thing for you all but I just wanted to kind of talk about an example of portrait of a graduate in action on campus um in classes so for my first case scenario um I wanted to talk about one of the classes that I was able to take um in my high school experience um which was AP Bio um and Mr Butler who's our AP biology teacher he really facilitates these class discussions that allows us to kind of explore a lot of topics whether it's in like the biology realm or the ethics realm and a lot of the things that like um kind of come into play at these interdisciplines

026um and it was really a great opportunity for us as students to reflect on the content and formulate our own opinions so I mean of course critical thinking is like a clear trait that comes into play there um but just having class discussions like that in a safe space really goes a long way like that class really did make me think and I know a lot of students felt the same way um and for my next next time that I do present I do hope to bring in um CP classes where this also comes into play because we really do also have those portrait of graduate traits coming into play in CP classes as well but this was just a class that I wanted to highlight because um it was very important to me in

027my experience um really quick also El English language Learners Department their elcap elpac testing is currently underway they started Monday March 4th and have completed the following domains of the elpac Reading Writing and listening testing of the speaking domain will continue throughout this week Child Development um one of our CT programs went to an education Summit this past week um and they brought home a lot from that um to be able to kind of formulate their future plans and also robotics our robotics team came home with an imagery award um thanks to our team's cohesive representation at the robotics competition but thank you so much that's all I have for you today um and I really appreciate your time thank you okay hi everyone um sorry I'm a lot taller than Nikita um my name

028is Kaylin ultry and I am your student board representative from San Marcos High School and I'm here to update you on our month um so recently last week on Tuesday we had our link crew freshman event of the month which was our kns realm Festival which is something new we came up with this year and so all freshman attended they in their English class their Linker leaders came and took them down to by the area by our football field and our ASB class had the students were assigned to each come up with their own game so they all hand created some cool little game and they all came up with a message behind it too in the bottom right there's a poster so there was a large poster next to every um game with a

029little message behind it that matched up with one of our night Pride standards which stands for positive respectful involved determined and engaged so this one has to do with engaged and it is stay F stay focused and engaged on the Target in order to achieve your goals and so we really appreciated this event because it really allowed our freshmen to further connect with their link crew leaders and build those bonds um so they have at least some familiar faces around campus still and they also were able to bond with their freshman peers through some friendly competition okay we also have our bring change to mind club which is a club um as at our school a charter in association with the nonprofit um they support mental health and ending the stigma behind mental health and

030they recently hosted a mental health week the week of February 26 to March 1st and they had various events every single day at lunch so the first one was give some sweetness get some sweetness um the second was what fills your cup the third was slime making the fourth was blowoff some steam and they also had a gift card raffle on Friday we also are super excited about this so we just recently had a ceremony on February 21st and we had 20 of our emergent bilingual students earned their reclassification status which was super cool and we're really proud of all these students we I also wanted to highlight our Rising Star Yuri so Yuri was recognized um as our smhs rising star for the month of February by the San Marcos Chamber of Commerce she's

031one of the most dedicated students at San Marcos and has performed exceptionally well she has a cumulative 3.98 GPA and has met all University a through G requirements taken five honors in AP classes and she has also biliterate and earned the prestigious California state seal of biliteracy award um and she is the president of the Hispanic resource center and president of avid Club she's an excaliber Knight so she goes to our feeder middle schools and she's a member of the first gen Scholars Program and a Simon scholar she's also a part of Link crew and serves as a mentor to our freshman and this year she actually organized a field trip on her own where she took 40 students to a first generation college fair and we're really proud to share that she is a

032first generation College found student who has applied to universities pursuing a career in teaching or social work and she's currently learning skills for the education field by being part of our inaugural careers and education course and she's a true success story and we're really honored to recognize her as our rising star of this month I personally know her um because she is in my ASB class and she has been a light this year she has just excelled so much and expressed great leadership in that class so today we also had our eighth grade visits just like Mission Hills we had over 700 future nights attend and students were welcomed with bonding games and led by over 100 smhs student leaders throughout the day and we had panels of student seniors at our school who the

033eighth graders were able to ask questions about um our school and we had an elective and program fair so they could see those things that um they're excited to get involved with next year and our goats and sheep actually made an appearance too they brought him out from the farm to promote our FFA program which was super cool that got a lot of the kids really excited um and we had Camp uh oop sorry wrong part and we ended the day with a showcase assembly showcasing all the great programs we had we had dance performances cheer performances and highlighted all of our nights of the round table and Excalibur nights and all that good stuff so we also had another 8th grade event um last week on Wednesday it was called discover SM so it

034was a rainy night and we still had a packed gym as you can see on the right with future kns and their parents exploring Pathways programs clubs and athletic opportunities on campus and our ASB provided campus tours and we were super thrilled to meet so many of our future Knights and they were treated to a special performance by our ballet F folk lorico okay so we also had our RSVP Summit 3 um we've had two of those so so far so the first one as I have said in a previous meeting was about talking about issues that students are facing on our campus and kind of problems that they're seeing rising and what they want to see changed the second Summit was about Solutions and the third Summit the most recent one was about changes

035so every student in their third period class participated in this with it being student L by RSVP leaders and so some of the problems we came up with um were solved and those Solutions were we're adding compost bins because a lot of students this is kind of sad but they want to throw away their vegetable or fruit that they are required to take but they feel guilty doing that so they requested that we put in compost bins so we are doing that um and we are turning on the screens by the lunch lines so that they can see the menus because the lunch lines go really slow because you can't see the menu until you get up to the front so those were some of the big issues that our student body wanted to address

036us um we also had a lot of our students attend the north county conference athlete Summit we were represented by some of our spring athletes last week and we they met with other student athletes from all of the north county conference schools to discuss sportsmanship mental health competing and representing our schools positively in the athletic Arena and we had lla duek Maddie Mooney Preston Hines and Max Ferell in attendance as you can see in that top picture we also have actually this week The Little Mermaid it started yesterday um it's put on by our drama Department it's a fabulous show um we also actually Anna ruas is our star Ariel she actually gave all of our eighth graders a little sneak peek today and say um and it's just honestly there's so much talent booming

037out of this production and it's just it's so incredible to go and watch but it is going through Saturday night and yeah so we're super excited about that and we also I just wanted to highlight this program that we have that's kind of newly developed this year um so it's called nights United and every month our de de diversity equity and inclusion director of ASB which is a part of our uh executive team Khloe de Loa she comes up with a presentation and she teaches it to three ASB representative students from each ASB each of our eight ASB periods and they go back to their ASB period and give those presentations so some of the topics that we've covered are why representation is important um we talked about all the um like cultural events that

038are coming up just really spreading awareness for def uh being aware of different cultures and ethnicities around us so we're not really stuck in a bubble and the hope with this is that it will soon spread Beyond ASB we're kind of piloting it in ASB but we're super super excited about this and it's had a lot of success and every time the kids present it in my class um there's always a lot of questions and it's it becomes a very engaging conversation which is super nice to see so um as Nikita talked about we launched our Middle School advisory the first one was on Wednesday yesterday at w Lin Park Middle School and so we had a really productive conversation and as Nikita said we wanted to find out kind of where we lost that

039communication um which is one of our pillars as I'm sure all of you know and so we asked them why how they feel connected at their school and where they feel disconnected and kind of what they were wishing to see at their school and just overall the Middle School experience and the things that they're going through on a day-to-day basis and so some of the things we heard are um one of the things that really drives them to go to school and this is no surprise is their friends um and all the connections that they've made through that school and they've said that the connections that they did make were through programs that they joined so all that involvement in basketball and football and clubs that where they made the bulk of their friends and

040some of them they did say were from classes but they said that they really appreciated being able to get involved and um make those friendships and for high school they're actually said they were most excited for the increased variety of courses and kind of freedom to choose more what they're able to participate in as well as extracurriculars and that they kind of wish they had more of those opportunities in middle school but ultimately they're really looking forward to that in high school because again that's kind of where they've met all those people and how they're feeling connected to their school um and then some of them feel that the reason some students are beginning to check out in this stage um is because they're being put under too much pressure and they feel that um

041teachers have given them a lot of homework and they feel a little bit overworked and it's all it's definitely a big change from elementary school but that's where the bulk of their um disconnect came from is what they were saying to us and they also said that sometimes there were a few instances where teachers kind of made them feel discouraged and that kind of like set them in a way of feeling like they weren't good enough to be a leader as Nikita was talking about we had two students especially talking about um how they had um an interaction with a teacher that just kind of made them feel really bad about themselves and so they really were highlighting the import of the teacher Connections in the classroom and how the teacher really makes or breaks

042the class for them and so those teachers that are keeping them on track and still like encouraging them to do their best but also giving them a little bit more freedom to kind of work in their own learning style and with in a group with the friends that they have made in that class those are the classes that they're excited to go to and that's what they want out of school so we're super excited to do more of these at more middle schools um and hopefully talk more about kind of where we can move from there and how we can kind of get them reconnected and break that disconnect we also one more thing that I wanted to say about this there was one student um who brought up the idea that because we had

043a little talk about high school at the end and are you guys scared are you guys excited and so one of them had brought up the idea that they were horrified to make a mistake and one of them even said that if they're scared they got a bad grade it would follow them and like colleges would see that and jobs would see that and they wouldn't be able to like make the path that they want for their life so I think that a big issue that we found was just that pressure again and just the fear of making mistakes was not good so we had a little chat about that and kind of but I don't know yeah so anyways okay so moving on Sports our boys basketball season ended on Saturday March 2nd at

044woodier College in the semi-final round of the regional state playoffs our boys baseball is off to a two to1 start with wins over Francis Parker and St Augustine our softball started off the season with a record of 4 and3 wins over carlbad Ramona Santa Anna and Granite Hills kayen Nan and Elizabeth Allen are leading the team in batting average early in this season which um everyone expected out of them because they're both uh committed to D1 college we're super excited kaen is actually committed to columia which is super cool um track and field we had Jordan Woods set our Freshman Class record in the 400 with a time of 52.4 s he's ranked number one in San Diego in the 400 and number six for freshman in the state Ava Dawson placed third in the

045triple jump at the mount carmell field in Distance Carnival jumping 34 feet and 4 in that distance is tied for fifth place over all time for our school and ranks her fifth in San Diego our boys volleyball started the season with a four and five record Boys Tennis has a brand new resurface newly painted court and they're really excited to start off their season our boys golf team is also getting ready to start up and our swim and dive is looking forward to another great year and this year they're welcoming a new head coach and they had their first meet yesterday boys lacrosse is practicing before and after school Rainer shine and are ready for a great season our girls lacrosse has started off with a record of 2-0 and girls beach volleyball has the

046girls at 2 and 0 with a good win over csad last week that's all I have for today thank you guys so much um it's always a pleasure to come and talk with you guys and go nights Nikita and Kayla thank you so much for your just wonderful very um you know update on what's happening on your campuses I'm really excited about the Middle School advisory and the work that you're doing the leadership that you guys have both taken on with that and you know that transition to high school scary and you're demystifying it and you're really you know your faces and you're letting them know what it's like the activities that happen when they come onto campus and I feel like this is going to help um Dr Johnson to really with the Middle

047School redesign because we the voices need to be heard the voices of middle schoolers need to be heard and and so thank you for really taking this on and owning it and um and making it a reality for us and who knows we may even have an elementary Advisory board right Dr Johnson in the future but your voices really do matter to us to the cabinet to the board and and to our community so just this is why we're here for you this is your education and and uh we can't educate students for our for our past or our like The Way We Were we got to we got to prepare you for your future so just know that we truly do value you so thank you so much we appreciate that thank you thanks

048thanks ladies you guys are always so impressive every time you come up and talk um I also have a question about the Middle School advisory and it might be more for you but we'll see um is there a change making mechanism in place when they talk about issues that when St when we hear students talking about issues that they have um so that they didn't just say and and and they were heard but there's actually movement and they can see that participation actually means that things change for them yeah absolutely I would say in the example of the the high school the RSVP program that you guys have actual tangible things do come out of that this is the very very first middle school meeting we just had yesterday uh Dr Campbell also runs uh

049input groups on bar a number of levels our lcap which I'm gonna talk about in a second was a really really great um opportunity for students to give their voice so yes I would say our students have their fingerprints on all of our plans as things progress um well I'll just say as uh we had these with San Marcos High School no uh yes San Marcos High School had a principal advisory in place for a while when we formed the superintendent advisory the students were talking about it and the Mission Hills kid remember that the Mission Hills kids said wait tell me more about that we didn't know about that they went and approached their principal and said we'd like a principal advisory so that started that's kind of how these things happen so now

050we've got the Middle School advisory started and we'll see where it goes I will just take this opportunity to say you saw I don't know if you saw me in the photo that was the only time they let me go near the kids they these kids planned this whole thing in the super superintendent advisory and they said Dr John you can come but you can't interact you're going to be scary these are middle schoolers so you got to sit in the back of the room so I did he sent his pictures and he really geeked out so just FYI he was really like okay you're a little too much but it was he was so excited the work do yes I will say and I didn't tell the girls this but um when I was

051sitting at in the library at Woodland Park yesterday watching these guys just walking into the room fully planned commanding that room I'm manad enough to tell you I had a little little little lump in the throat uh watching you guys and it was they were they were really really amazing so then then at the very end they said okay there's this guy back there okay come on now you can speak to that so it was really great wait also really quick adding on to that in terms of like translating into action like a lot of things that we hear in terms of like the transition to high school are things like we as an ASB can also adjust and like plan for as eighth graders come onto campus and I think like some of the

052things that we did in like eighth grade welcome and like GLE showcase and welcoming them like that's like a good step like first step to be able to like start to make those changes and we did like have some places that we wanted to like make sure that we're established like an environment that they feel comfortable walking on to and we were just talking about that earlier but like um that they feel more acquainted with before they come so they're all already like we already see some feedback and some Avenues of change in our asbs awesome thank you 5.0 communication session if you wish to address the board you may fill out a request form located in the alcco to the left of the double doors as you enter the boardroom please please complete a

055for middle school and high school now after tonight right yeah um so I just want to briefly highlight a couple things that are happen now it's springtime now uh and we are in full Full Speed Ahead uh uh planning for next year the board is aware that we are engaged in our um elcap the the rewrite of our three-year elcap Dr Campbell and her team have done a phenomenal job that was the one I was also geeking out and sending you guys lots of photos last week uh it was amazing to see and then the next week it was this room was full of tables and really good buzz and really good data and but my favorite part was the students um and we have our high school students are in here we have middle

056school students in here giving their input this is input that will end up in our instructional plans which I think is really amazing you've heard a little bit about Middle School redesign Dr Campbell will'll talk about that a little bit more this evening that's really really exciting and I'm also excited uh item 10.1 on the agenda this evening is the portrait of a future ready board member which I will discuss for just a moment um the board obviously is aware that two years ago we adopted our portrait of graduate which you see here in English and in Spanish on the on the on the wall which is driving our strategic plan which is driving all of our site plans it's driving everything uh it really is that Northstar uh uh vision for what we want

057all of our graduates to look like when we send them out there into the world I think it was very very commendable that our board came and said um well what about us how are we providing the lead leadership how are we modeling uh for our district so I'm not going to read all these things um but I do want to show the public that um our board uh spent two almost full day sessions developing a portrait of a future ready board member that mirrors our portrait of a graduate it is the same five competencies as they apply to the work of the governing board so there's adaptability critical thinking what does it look like for a board member to sit behind this dis and engage in critical thinking communication this is all going to

058be public so I me you'll see it I'm going through it quickly empathy I think that's very important I think it sends a a good very important message and strong message to our community uh and Leadership you guys are in leadership roles and I think this is really really amazing that uh the board will be adopting formally the portrait of a future ready board member this evening I will also tell you that when the board first had said you were interested in doing this I connected with some of the networks uh Nationwide networks that do this kind of work and I said board wants to do this this work do you have any models do you know of any models out there that we could you know give us a a Kickstart um they went

059back and did some re said they said let me give me a couple weeks uh they came back and told me Andy You're Sam Marcus is gonna be the first ones so I'm not I'm not um shy about saying I love being first so uh you are setting the the way again you're leading the way for other school districts so um Batel for kids who worked on our helped us support us on on this head as soon as it's done and adopted please send it to us because we want to make it a model and share it with other other school districts so you will be approving that tonight uh in the in the uh spirit of future ready I want to make sure that everybody knows uh that we're all kind of plugging into

060this work our my my executive assistant um Susie Bon has been made has made I just asked you this morning two two three so far two so far two to casbo so far and another one coming up casbo is Aon what does casbo stand for California school business there's say it again California Association of school business officials I always get one of those uh and so Susie has been presenting on embracing artificial intelligence in your roles and she's been presenting to um ballrooms full of people and they're all asking for follow-ups and then she's getting on I walk through the office and she's on the on the phone with the president of grammarly uh getting free stuff and giving them suggestions on how they can improve their products and so uh I just wanted to

061give a shout out to my assistant Susie who is helping lead the way in Future Ready work of ad Min assistance uh not to leave anybody out um we recently were very pleased to receive awards for communications cpra is the California school public relations Association and last week week before last week I think it was last week um Amy and uh and Jennifer and some others went up to Sacramento to receive two Awards they we received an award for our our annual report from last year they actually give awards for these Publications right so we got an award for our uh annual report last year we got an award for our 2324 budget at a glance and Amy was surprised with the Rising Star Award uh for public information officials so congratulations to Amy very

062proud of you as well as you were recognized last year with this same organization that's that's that's ancient history at this point okay uh I'd love to cast a little Cloud on our on our nice meeting here um later on on the agenda Ain is going to present to the board our second interim it's March uh every March every year our second interim budget report comes last month you heard a report from um Kevin Gordon with Capital Advisors I just wanted to highlight that we are going into a tough fiscal year again um you've been looking at the headlines and you've been seeing school districts up and down the state engaging in massive budget cuts and layoffs um I've I Ed the image of a roller coaster in California with our budgets this this headline

063here called it a whiplash it really is an interesting very unique Time For Us in K12 education in the state um we have we 18 months ago when we were getting this big ra the the lcf base was raised and we were getting the biggest influxes we'd seen in a long time the messages were always yes there's a big wave coming but there's a trough right behind it okay now we're heading into that trough so I do want to commend the board and our fiscal Services team for um you will hear tonight they've been scouring our budgets our new fiscal director a has been turning over every Rock looking behind every Bush finding every quarter nickel and dime she can find um so we're in a pretty good position this year uh the estimates and

064the the numbers that are coming out of Sacramento right now are not good um but we because of the work that we've done and frankly because of the work that this board did a couple of years ago to get us right siiz coming out of covid we bought ourselves a little time we've got reserves that will help us to take some deep breaths and make some thoughtful decisions going forward watch and see what the numbers are looking like so this this month we have no no um we had a couple of layoffs last month based on some Grant funded positions that were running out but other than that nothing um so I'm I'm pleased to say that some of those headlines that were coming out that you're seeing right now um were not in them

065um but all school districts are going to be facing some tough times so we'll hear a report later on uh from Aaron on that and to conclude I want to share our latest superintendent Spotlight that we just put out let me see if this is going to work how does this work how does this work hi my name is Andy Johnson superintendent in San Marcos unified and it is time for another superintendent Spotlight today I am at Double peak in the special ed room with a very special person who I just met about 15 minutes ago and I'm sorry that we haven't met before so I'm very excited for this so tell us your name and what you do my name is Mrs Nat Doyle I go by Mrs Doyle um I'm a special ed

066classified employee here um I do take care of middle school students um I do work for middle school students but um I work for every single student on campus and you are not shy I'm not shy we're gonna find out right now because we just met a second ago and I heard that you were a little nervous to do this but oh man I I already I'm already learning that you are a you're a bundle energy so tell us how did you get to this this job how did you first of all I was a classroom mom sort of thing at the Discovery Elementary when my kids are little okay um how old are they now oh 30 years old oh okay so as a volunteer for eight years I enjoyed so much in the

067classroom setting so then after my kids started to go to middle school high school I said well maybe I will work so then I applied for a position where um special ed was at um that time that was at the elementary school so I started out from SE and then went to San middle then I came out here and so now you're here at Double Peak and special is a very very important position it's a very important group of students that we work with of very special needs obviously um what do you love most about the job I love how students react to to me how positively they enjoy me how um teachers are we collaborate very well together it work together you we see the results the students exit from our services students go

068on to high school and very successful that's amazing let me come back to that so how do you how do you get the students to react to you positively about I am very positive about everything I try not to say anything negative and I lower my eyes down to my students when I talk to them why is that important I don't want them to look at upab because they think I'm gonna they think I might be yelling at them I might be very strictly you know guiding them it's not fun I want to lower my level down to them so they they feel equal some point then they will probably open up with the conversation and then they will they then they know that I respect them so they respect me that's amazing that's very

069special I I'm very firm at the same time very friendly very nice to students fun to students let me ask you this what would you want our whole district and the whole Community to know about the value that you bring to the school ends of students here oh I'm with them 100% I'm with the special ed students 100% from the day come into school I mean the time when they come into school the time they leave the campus I'm on them 100% it's not just about academics it's about how they feel emotions troubles they have friendship um anything they I always help you can talk to me anything problems girls problem dramas you can share with me um I'd like everybody to know that we work really hard not just the academics and yes for

072have the privilege and opportunity to serve the Julian Community as their principal I would like to introduce some team members who came with me tonight I have Mr Joseph Funk our assistant principal I have Mrs Martha Vargas our school social worker and I have Mrs Shannon Yandel in the lobby um our Music Teacher she we're going to end the evening with a musical treat for you um they will be spotlighting how our students are engaged in the work in our school vision and the portrait of The Graduate we also have some amazing students in our audience tonight and in the lobby tonight who will share their perspectives and talents as well we adopted this is our school Vision um we believe that all of our students can achieve at high levels through perseverance critical thinking

073problem solving and a Lev of learning and all of our students will be empowered to lead with empathy as contributing members of their world um we adopted this Vision in the fall of 2019 in collaboration partnership with all of our stakeholder groups our vision along with the portrait of The Graduate um guide our work here at jolianne we are a title one school this is who we serve we have about 600 27 students um 72% of our students are Hispanic 16% are white we have 3 34% of our students are emergent bilinguals and of that 34 um we have about 30 students who are brand new to the country who do not have any language skills um we 19% of our students have disabilities um 68% of our students are socioeconomically disadvantaged and then we

074have about 7 .5% of our student population mckenny vinto which is our the homeless population so we have a very diverse community at jolian we have four main school goals um to increase the overall academic achievement of all of our students to create a safe welcoming inclusive School climate where all of our students feel connected and confident um we also are working on building the capacity of our instructional leadership team to strengthen teacher collaboration through the principles of the professional learning communities and our fourth um School goal is to implement research-based strategies to support student engagement our professional learning for the past two years has been centered around um culturally responsive teaching and the Brain by zoretta Hammond as you can see in the slide and thinking building classrooms in mathematics um re research shows

075that the achievement Gap is narrowed through through high expectations strong instruction deep engagement in rigorous learning experiences culturally responsive teaching highlights that students have to believe in themselves as Learners our students are supported by cultivating an academic mindset where students believe that they can succeed use mistakes as information and see themselves as belonging to the academic community in mathematics students are becoming being more adaptable by working in random groups on rigorous open-ended math tasks which also has increased student engagement in literacy our students are provided with structures that enhance their meaning making and conceptual thinking and I'm going to go a little bit off script here because I have a story to share last week was read Across America week and I had the opportunity to go into most classrooms to read so was in

076a Kindergarten class and um I had a fiction story and I said well what is fiction little kindergartener raises their hand it has a setting another one it has characters another one it's about feelings in another little Kinder it has a problem than one kindergartener says it has a climax I said well what is a climax and several students go like this and if you see at the chart our students have a structure for mapping their think explaining their thinking the inside is what's in the story the outside is their conceptual thinking and so they had the they knew the climax was the peak of the story and the teacher shared it's the most exciting part so even our youngest Learners are um engaged in critical thinking um our teachers work very collaboratively to create

077welcoming and rigorous learning environments for all of our students to lead with empathy has been our school theme for the past two years at this time I would like to thank our staff um both certificated and classified um for their dedication and commitment to supporting our students and their families they exemplify leading with empathy by always putting the needs of our students first all of our students are considered leaders and they lead with empathy by living the seven habits of happy kids and the Jaguar way our Jaguar way is to do the right thing even when no one is looking our students take the initiative to create their own clubs for example we have a helping Hearts Club a cleanup Club to ensure campus stays um beautiful a welcome club we have a group of

078fifth grade students that want to begin a club to welcome new students to come to the campus so they have that sense of belonging um we have our club and other various clubs that students have initiated um kindness is promoted on a daily basis students are challenged to brighten someone's day or commit an random act of kindness our older students support our younger students with their learning and on the playground um through our kindergarten first grade buddies program our um fourth graders and kindergarteners are partnered together at lunch and our fifth graders and first um graders are partnered so we do an E playay model so our fourth grade students go to the kindergarten yard and do some some conflict resolution and play and vice versa with our fifth graders as well our Jaguars know

080okay thanks um thank you so much all of you for coming my name is Miss Martha I'm the school social worker the very proud and grateful School social worker at jolian elementary Jolan um and I at Jolan we really truly believe in students leading with empathy we believe that they have the opportunity to do amazing things um and a great example of this is our helping Hearts Club I um have had the privilege of working with amazing students who really have in uh have shown exactly what the P of a graduate is this club really emphasizes leadership adaptability communication critical thinking absolutely everything and they're in elementary school so I I'm going to introduce um Brooklyn hi my name is I'm the president of the helping hearts club during Co I was in about second

081grade and I noticed many people living in on the street and in tents and I realized that I should like the next day um I went and I collected everyone's o unopened and unwanted food during lunch and then I donated it to people to our homeless people when we first started we were the homeless helpers but we decided that we wanted to help more people than just because because there's a lot of people who need help and so we changed our name to the helping hearts I'm thankful for Miss Martha because she has been here for like everything if this club wouldn't be what it is today without her she has been so awesome like we I went to miss Hinrich and I was like hey I want to start a club she says okay

082go talk to Miss Martha and Miss Martha has been there ever since our first event we did a food drive for Hope op for Operation HOPE homeless shelter and most of the food that came from our Kinder and TK students so that was really cool to see and then the next year during our Winter concert and our Spring Concert we did a fundra we did bake sales um our first one we did we raised $356 for the Carl baty main society and for our Spring Concert we raised $352 for wal and Family Services when we went on a field trip to go visit the Carl's Bad Humane Society and we got to donate all of that money and then after we did our B sale foral in family services we don't um a lady came

083and she um to us F about their foundation and we were able to give the money to him so that was really fun um I will translate so um we in addition to them doing an amazing job reaching out to different organizations and these are all ideas by the by the students I solely Drive their bus they tell me which way we're going so Humane Society for pet for pets Walden Family Services is for foster youth this again came from them um saving the sea that came from them so everything is it it is them truly leading with empath empathy um what what Valeria was explaining look U was that um we we have done a scavenger hunt and during one of our events they they hosted that and they um fundraised so much money

084to clean the ocean um uh for $411 thank you they know they know more um in addition to that um the other event that we had it was uh ornament decoration and that um they decided to fundraise solely for fortisimo which you guys will have a treat about um and you want to give them the total um I don't remember the exact number but it was over $1,238 is our complete total this club has helped me realize that even kids can make a big difference in our community and that even kids can like pretty much change the world at even like as are now we're not even middle in middle school yet so not addition to that it has also taught me leadership skills last year I was elected as president and every other week

085I have to go up and speak in front of like 15 20 students and so that's really fun to do this club has taught me to lead with empathy it has also taught me to be confident cuz before I when I wasn't in this club I used to be really shy and now I'm confident to speak to many more people it has also taught me to be grateful for what I have because many people might not have what I have so thank you thank you so much for having us and while you guys are sitting at this H uh since the slides didn't work this evening I'm sorry about the technical glitch if the girls would like I'd love to come to school tomorrow and they can do their presentation for me if that's something

086they'd like to do ab okay great thank you and as you can see um during great kindness challenge week we attempted a whole school Heart photo so um it turned out really cute um at this time I'd like to introduce our assistant um principal Mr Joseph Funk he will share how our community is coming together well I certainly found myself on the right team what a uh it's it's just such a wonderful opportunity to see all of us show up for our kids and for um the events that are happening tonight and for our presentation thank you all um coming together as a community is a it's an important theme for any school and what I see at um jolianne is this enormous Outreach that happens all the time and one of the first things

087I remember that I just loved was the uh family Fridays and this is a day that uh we start the morning and somehow it's always a beautiful shiny day um even if it's just in our hearts but all uh a a huge number of our families just show up to school and they come in and they read with their kids for about half an hour and they're all over the campus and they're just sitting quietly reading books with their children um if a family can't make it that day because everyone has busy lives then our teachers are doing reading activities with the kids and it's just this beautiful quiet reading time and so that's that's one of the things that we do uh that I think is a real highlight for how we bring our

088community in and we're always looking for for opportunities for families to join us um and so this is a great model for anything we do like how do we reach out how do they you know make it a welcoming environment and we can kind of layer that into to so many different um activities that we have we also have a wonderful activity called Feelgood Fridays and our school counselor Miss uh Perez is now with us every Friday and she sets up activities for kids um and I believe believe there's a photo here of it and and I think it looks like Dr Johnson found his way into another uh picture there um and it's fun look they're playing I think that's Connect Four at at a yeah and you lost yeah welcome to the club

089um this is a wonderful chance for kids who maybe don't feel like running around on the playground that day or or maybe they're looking for some new friends or maybe the playground is just not great choice for them on that particular day but we want them to be engaged with each other we want them to be meeting new people and making friends and they flock to do Connect Four or maybe it's an art project it's something different every week and then we start to figure out like what do they really like you know that's always kind of the return um joyful activity but I just love stepping out of the office and kind of realizing there's 25 kids standing there just having a great time playing games with each other and of course tonight we

090are welcoming um fortisimo and I would like at this time to welcome our Fortis Mo and our music teacher Miss Shannon Yandel who has got a crew with her that's going to do some amazing things tonight and I don't want to step on on her Spotlight so I'm G to step aside and welcome her to the podium e thank you for having us this is fortisimo and we just wanted to thank you for your support we have some student speakers too tan and Luna if you would come up and they prepared little speeches for you it's very adorable um so I wanted to tell you a little bit about who we are um fortisimo is an elema program um that means no student pays for instruction they receive everything including the instruments um elsema is

091really it's music for social change and so that's that's our that's our goal and our students are amazing we have mentors Within we have five orchestras um right now we have Lily who is going to conduct today Lily was um she's a Julianne student long long ago she joined fortisimo in third grade she's now a high school senior and we have our little basist broke his arm so I'm going to play the bass for him tonight and he's going to play the gong and Lily is going to conduct for us so it's really it's really nice because we're creating leaders and mentors and when I knew I had to say something a week ago I was going to come up here and tell you how strings are the most expressive instrument after the human voice

092and I was going to tell you how our students are learning to find their voice and they are um it's helping them with Independence and self-discipline good citizenship but when I started interviewing them and asking them what they were going to say Really they taught me what we do is an overwhelming sense of belonging for them and every one of them said it and so I made this little video I was going to share today but I didn't know there was a cut off so I unfortunately didn't get to see that but um what I learned is that our students have found acceptance and fortisimo has helped with that and they told me they have a reason to come to school they told me that they are seeing Beauty in life which is um amazing

093the actual quote was makes me feel Life is Beautiful um and that they everyone said music makes me feel like my self and so you know I'm going to let them say they'll say it better than I can and they have prepared things for you my name is Natalie this is why I love Fortis first I like it because when I was in first grade my brother was in fortisimo and he played the the violin and when he practiced I always wanted to play violin second it makes me feel happy and want more time with Miss Yandle last I just love music and when I joined I felt like I'm good at it that is why I love I like for SM hi my name is tan I've been in for I'm in fourth grade

094and I've been in Fimo since I was in second grade my favorite part about Fimo is to playing with all these wonderful people and learning I've been playing violin Viola cello and I'm learning bass I want to thank Miss sandle for the opportunity for me to join Fimo it makes me feel like I could do anything I put my mind to Fimo has given me the chance to have something just for me I hope I can continue for t to middle school thank you hi my name is Luna what I like about fortisimo is that I like Miss Yandle and Miss charity are kind to all of us for and I play a bunch of instruments because of fortisimo and I wish that my school would pay Miss Yandle $3,000 because she does five things

095for her job every single day and I wish that everybody could have World Peace thank you we will be playing Kappa Festival I just have a quick question what pece will they be performing e [Music] for [Music] the e so thank you so much for TMO thank you Brooklyn thank you Valeria and as you can see you can see why I am very grateful to be able to serve this amazing um Community we were um we're part of a summer grant our school was awarded some money for summer Grant so um the violin an introduction to violin is going to be part of that program this summer for our students so thank you again I'm sorry Tiffany I took longer than 10 minutes but I I appreciate the opportunity thank you on the behalf of

098in foro and still plays violin to this day violin and base so thank you for TMO okay so we are going to move pretty quickly we are going to um continue to talk about building on our strategic promise um today our focus is on goal one Future Ready students lots of things that we have been doing this year our Focus today will be on TK pedagogy and practice and our future ready Middle School design um we are going to be looking at both of these practices through the idea of developmentally appropriate pedagogy and practice um you have heard it talked about tonight actually several times you've heard it from our students you heard it when talking about um when jolianne was speaking um so let's get into it so um transitional kindergarten PS I know

099there is a lot of text on the slide but I do it so that when audience reads it later on they know what I said okay so um transitional TK uh transitional kindergarten developmentally appropriate pedagogy and practice this is about our little of Littles that we serve um when you go into a TK classroom you may sometimes think wow they're playing all the time but actually it's not just about play in TK anymore um you may be aware that our state over the last few years has really been doing a push um for p through three initiatives so really focusing on early learning um within our public uh within our Public Schools so in smusd we have definitely um done a lot of work with Early Learning um I want to give a shout out

100to Amanda Carlson our early learning coordinator who's been doing a lot of work with our TK um with our TK students so um when we think about TK it is really about um giving students developmentally informed tiered supports and aligned practices for all of our early grade levels using udl developmentally appropriate I'm focusing you on the bolded Parts strength-based play-based approach um to joyful engaged learning TK is the first time our kids are on our campuses and we want them engaged we want them joyful it is our first chance for them to know that learning is amazing and fun um not only is it amazing and fun um but we do that by making sure that we are appealing to each and every student that means our pedagogy needs to be culturally linguistically and abil

101ability appropriate for each child um when you go into a a TK classroom you will notice that our learning spaces are designed to Foster lots of things vocabulary language acquisition literacy math science problem solving creativity socialization a kitchen is not just a kitchen they're doing a lot more with it than that we were in a TK classroom today um and we got a little lesson because they had a little teacher section the kids had all of the things and they were teaching us it was amazing um so this creative play is super important um visually stimulating environments for our students and also um allowing them that transition helping them as they transition to the later grades so they actually do have projects that connect with our Benchmark curriculum that starts in our K classrooms um

102so that they are familiar and ready um Even in our early grades um TK pedagogy and practice is an art and a science it is not separate from K through 12 it is TK through 12 so our TK teachers have additional um learning that they have to do they have 24 early education credits or Child Development units that they have to have and in future years per our per our state any newly hired teacher is going to need a p K through3 credential in order to teach Early Education so this is not just about I'm going to drop anyone in to a TK classroom but there is a specialization there um with our TK um teachers they also get 30 hours of training they've had 36 hours of training this year I'm not going to

103read the list but it's everything from toiletry to udl to handwriting to high quality lesson planning lots of things that we're doing with our TK folks um I would be remiss if I did not talk about an elephant in the room and in the nation and and in the world right now um on supporting developmentally appropriate behavior um this is a headline that is taken from um the national Center for education and statistics more than 80% of us Public Schools report that pandemic has negatively impacted student behavior and social emotional development we are feeling it our adults are feeling it our teachers are feeling it our classified staff is feeling it our students on campus are feeling it and likely our parents at home are feeling it as well um this is is a situation

104that we are chasing cognitively our children have changed our doctors our scientists have have said the brain is changing the tricks that we used to have don't quite work anymore um so it is part of what we are doing one one to go back to the research to go back to what our cognitive scientists are saying give us the strategies and then to help with our teachers help our teachers and our adults on staff to really um start to reach our students at a developmentally appropriate level of where they are now post pandemic so these are some of the things that are happening at our elementary schools every elementary school has had training in trauma informed care safe inclusive safe and inclusive of schools every Elementary School um use of Second Step curriculum which is

105our seal uh curriculum um I think you know about our Panorama survey but I don't know if you know that Panorama has a partner um Playbook and lesson plans and strategies to use so when you see the things that are coming up bubbling up in the Panorama survey there is actually a toolkit with strategies to use um to help our teach to help our teachers um our TK teachers have just gone through tools of mind this uh this week um this is on self-regulation and proactive behavioral strategies um they loved it um we were also able to add some Ed Specialists to this training as well in the TK classroom today she was rattling off the strategies she was talking about freeze dancing it was amazing I had no idea what freeze dancing had to

106do with developmentally appropriate behavior but she did so it was amazing um and then in April all of our K through three teachers will be going through behavior intervention training um we recognize that there is a lot happening and our children have changed and this is now the time to switch up our support um and to offer additional support to our to our staff um also every elementary school full-time School psychologists and a full-time counselor and social worker um this we added after the pandemic um and it will continue because we recognize um the need every elementary school has a team of uh has a team of Staff that's trained and certified and CPI Crisis Prevention and deescalation techniques every school um trained in and use of restorative restorative circles every student has access to

107small group counseling when needed individual counseling when needed and wellness team support despite the fact that we are reducing our Wellness teams they are still around um and will still be around next year and we are able to provide additional support for students and their families developmentally appropriate and let's talk about Middle School we talked about our Littles and they're super cute let's talk about my favorite grade level Middle School let's go Middle School yes so um we are right in the middle of our um Future Ready Middle School design again this idea of through the lens of developmentally appropriate pedagogy and practice Middle School is not ele school and middle school is not high school and if we try to treat them in either way um we're going to pay for it as the

108adults so right now we are in Phase One The Learning phase um we have done a lot of brain research um and talked about that brain research in terms of implications for learning we have all of our Middle School principles they have brought a team of site teachers as well um we have our elementary toses and we also have our Middle School toses we've gone through six days of future ready learning um and really focused on the science of Learning and Development because as we think about Future Ready Middle School design we don't want to make decisions based on feelings and make decisions based on our gut and make decisions based on I think it's going to be okay um but we really want to go to the research and the science um I've said

109it once and I'll say it a million times teaching is an art and a science our teachers are amazing practitioners and they are artists and they are scientists and the two have to come together so as we think about this Middle School design um this is the lens through which we are losing using um we are looking at the five key science principles and their implications for teaching and learning stages of brain development principles of how people learn and then um cognitive scientists and Educators have called upon four calls of action um as we think about the design of K12 schooling so I'm going to um focus on a couple of those pieces for you first off five key science principles um my favorite saying that I heard um is that the world has had

110a cognitive Revolution and education is still trying to catch up um the amount of of learning and knowledge that we have gained in the last 10 15 years because of science because of the ability to map the brain is astounding um and we have to catch up so these are five science principles based on cognitive research brain research first the brain malleable we've heard this before we've heard it growth mindset there is never a too late to develop skills and mindset when they map the brain and they look at the brain we are still making connections well into our 70s the brain is still making connections so it's not too late it's not too late context matters um we hear a lot about the first part of this idea of context matters trauma and chronic

111stress reduces the cognitive capacity to engage in learning please not it does does not reduce cognitive does not reduce what you can do with the brain it reduces our capacity to engage in learning because our brain is in fight ORF flight that is what that means however the second part of that is hugely hugely important a stable relationship with one committed adult can buffer the negative effects it is why we talk about connection and belonging it makes a major difference they see the brain lighting up when there is connection with one stable adult even the most negative and most chronic of stress that students have faced um one committed adult learning requires social emotional and cognitive skills it is not academics and social emotional they are layered they are layered um I had new learning

112new technology has debunked the myth that we are left brained or right brained it is a myth it is is amen the grain the brain is cross-wired and functionally interrelated all the time all the time so there is not I'm going to go into my class and I can sit and all I have to do is think about the academics what is happening in my life my relationship with my peers my relationship with my teacher all matters in my learning pathways are unique there is no average there is no average every child every adult every learner develops Pathways that through Pathways that are nonlinear and they are Jagged we do this in our learning we do this all the time I'm learning to paint and some days I feel really great and sometimes they feel

113terrible because we learn like this it is never a straight average line so variability in the learning is the norm not the exception and students as agents of their own learning when students see themselves as active participants in the process they make developmentally appropriate decisions about what and how they learn with the support of their teachers we heard that with our middle school students when they talk to our middle school kids they want voice and choice that's what this is so the calls to action when we are thinking about redesign this idea this is a high level a shift to developmental relationships not relationships for the sake of relationships because fist bumps and pats on the back don't help with learning it is developmental relationships for the sake of learning co-creating strong communities and a

114sense of safety and belonging focusing on whole Child Learning holistic knowledge we talk about this idea of authentic learning holistic knowledge skills and habits across all learning exper experiences and then individualizing supports so that we are being responsive and adaptive to the Learners that are sitting in front of us today not the ones we wish we had or the ones we had 10 years ago so where are we with our future ready Middle School design our next steps we've done this learning phase so um from now until the end of the year we have our schools doing short cycle goals for the team members who are in the room they're doing some practice and piloting some things out um our future middle school teams are meeting on April 30th and they get to bring a

115date so every staff member who is in the room is bringing another staff member from their School site um so that they can then engage in the future ready learning PD themselves um that same group is going to do some planning for the site rollout of the learning and then they will also talk about planning some pilot activities for 2425 and we will introduce our learning model that is currently in process but we'll be ready I Promise by April 30th um for middle school so our learning model is what we will look at what is the lens that we will look at as we redesign based on our portrait of a graduate our instructional Playbook and the Future Ready learning these will be the key components in our redesign and we are going full board

116into phase two um in the next few months so we'll have a Fu full roll out of our instructional playbook in our learning model in the fall we are convening a larger Middle School redesign team in the fall their job model School visits um there are not I will tell you there are not a lot of schools who are doing it the way we want to do it so Dr Johnson wants to be first I think we're going to be first again but that's okay we like being first um we'll be doing a stakeholder needs assessment so talking to our staff members our students our community members our parents um what are the things that our middle schools have to have um and then that group will be putting out some middle school mod some

117Middle School model design options and getting input on those uh getting some input on those options so that is for 2425 coming up um I do want to Spotlight um a couple of things because I've said that um they've gone back to do some work and see what they can do so I do want to shout out Miss Medina at SIMS um who has done some practice she said you know what what if I don't do a standard test to assess what kids do what if I do something else so she has put in a project to assess their understanding of area and perimeter the kids had to design their own city um she had some parameters but really they had to talk about they had to put everything in place this is area perimeter

118geometry in action it's what city planners do like yeah geometry you use it shout out Miss Medina great job I also want to shout out um Miss latch at Woodland Park Middle School who was engaging her students in language ELD 1 two 3 and four they were engaged in language research and coding using Micky Makey if you don't want know what Mickey miy is I put a picture on it for you um they have to do coding but they had to First research an important person in history then they had to um they had to uh use their Makey Makey to code a way to record their voices and then they recorded their voices um using the Makey Makey so you would press on one piece and it would talk about one part of their

119poster press on another piece and we would talk about another part of their poster it was amazing it was super cool um and this was our eld1 students who got to practice their language through our El for students it was amazing it was awesome so shout out to miss latch shout out to sarcos Middle School their school once again was named a 2024 schools to watch um because of the Innovative practices that they are doing I will note the Bold um our County Superintendent um these schools are shiny examples of best practices that can be models for other schools throughout the county and the state um particularly they were shouted out for their mentorship program that they do on their campus um so San die so s Marcus middle school shout out to the full

120staff of s Marcus middle school and with that I went fast thank you so I thank you so much Dr Campbell I'm um having spent almost a decade of my life on a middle school campus not as a student but as the teacher and um assistant principal and principal through various decades I won't say the decades but um I just for me this is long overdue you know we we we called it caught in the middle and we and and I'm definitely a fan of the middle school I'm definitely a fan of k6 I'm a fan of 678 and the tk8 model and I'm glad our families have choices so as we're moving towards you know the the different phases I'm hoping not necessarily here but in you know when we do our retreats to

121just allow us to delve into it so we can um there was a lot of research that was presented tonight and I think that's valuable research I feel like that the Board needs to fully understand so we can support you and also you know our our sites and teachers in this shift because it is a shift right and and um you know and and so we got to bring everyone along so we don't leave anyone behind No Child Left Behind no no staff member no board member left behind and um just because it's just important for us to be aware so we can um you know not only support it but understand the shifts and and really you know see how what what's what you know I want to say that was then this is

122now but like really I mean what how is it looking how how will it look how will the shifts look physically and what are the things we won't see or so just really make it explicit to us because um I I feel there's it's long overdue and you know like I said my heart my last administra I was a Priddle School principal and I love middle school but I I I I want and being first you know I feel like it's we need to be very clear so our staff move along with us we want we want everyone on board you know because if they're not it's it's it will slow it will it will only live as long as we're here you guys were here you know right and so and and as we

123know you know things go through Cycles so just thank you so much for the presentation I have a question um so uh I think we're we're all very committed Allin to the whole Middle School redesign we've talked about it for for a very long time um when you were giving kind of the timeline right I just want to make sure that I'm understanding it correctly that essentially we're we're having conversations currently for 2425 we're going to roll out pilot programs and also start doing more engagement with bigger with bringing in larger groups um but but doing but piloting and so the idea would be then that we would select like kind of commit to to an idea WS the end of 2425 and then roll it out6 25 26 okay yes I'm also curious about

125and a couple more agenda items all right 8.3 assistant superintendent Human Resources Dr Joel Garcia yes uh good evening board members uh as we are reminded this evening there are a lot of great things happening uh districtwide tonight I wanted to highlight two areas that our HR team is supporting the first is on employment employee recruitment spring is a time of year when we turn our attention to certificated employee recruitment what helps in this area is our strong Partnerships with our local colleges and universities and to that end I've been asked uh by Cal State San Marcos uh to serve on an administrative uh panel next week the purpose of the panel is to provide new teachers and other credential students and potentially future teachers um with information on the school district our selection process

126uh ways that they can really strengthen and put together a strong application and how to perform well in interviews um and of course why they should join San margus Unified School District uh I also want to provide a brief update on our employee Wellness efforts districtwide in the last two months we've offered the following classes a work life balance series of classes healthier eating classes uh and some Physically Active classes as well uh including Dance Fitness at Double Peak yoga at Lacosta Meadows at Knob Hill and here at the district office uh strength training classes and also a sound healing class at Double Peak um and other sites uh throughout the district have classes scheduled between now and the end of the school year uh and to give you another example of San Marcus unified

127uh District uh leading the way uh today Ron uh tacket csca president and SMA president Dale penik and I met with our BBA representative um and they shared that they're using San Marcus UniFi School District District as an Exemplar with other school districts about ways that um different districts can um really Implement some Wellness efforts uh for different School sites so that was really a nice compliment to he and I thank Ron and and Dale for their leadership as well our most popular class thus far has been a healthy cooking demo class uh that took place two weeks ago uh here in this room we got rid reviews we got lots of actually emails from staff saying thank you so much for putting it on great food so we have a professional chef that comes

128in and uh leads the staff in in preparing food and then afterwards people get to partake in the food and partake some samples so I wanted to extend an invitation to the board we have another class scheduled for next Tuesday it's at 4:45 here in this room we'll provide the registration link and the details on that and a follow-up email to the board of education and with that this concludes my report thank you very much thank you welcome how many how how many staff are attending the classes so it varies depending on the class the the healthy cooking demo class was the most popular class so far and that one had 25 I'm not if I'm not mistaken uh Viva does ask that we have a minimum of five people per class they feel like

129if we get at least five people there to hear the information they feel like that's a successful class and we've met that threshold consistently for classes but it really varies depending on the class somewhere between about eight and 10 classes maybe 14 for for more the more popular ones but like I said the healthy demo class really has been the most popular one I think food really brings people in right yeah Joel what with along with Tiffany's presentation what would a future teacher portrait of a teacher look like if we were to ever have one because of the amount of redesign that we're putting into this I mean what an amazing District of innovation to to capture the bra brain based learning but yet we're getting all these grad grates who are in the marketplace

130in the workforce who may not have that same philosophy or may not have that same background as we're doing with our staff we actually have in our in our strategic plan one of the action items is creating a portrait of an ed a future ready educator uh and we've got it in our plans and our TS we'll engage this we'll engage teachers in that of course we actually had students from the student from The superintend Advisory who said they'd love to give some input on that so that's that's coming 9.0 reports by board members does anyone have anything they would like to report I do actually I I attended two elac meetings uh one at San Marcos High School and one at Woodland Park uh Middle School where they did use a Makey Makey that

131was so impressive it is the coolest thing ever I I even was looking up how much the kits cost because I took my six-year-old and he was he was impressed uh and then at uh the elac meeting at San maros High I happened to be uh witness to the academic team uh uh academic team against uh neighboring school and did fairly well but I was impressed that was really cool um and I also want to report that I did attend one of uh Julianne's um social work um workshops and that was really cool a couple parents were there and it was in Spanish and it was well done so thank you I had the opportunity to attend Lacosta Meadows um R Across America Family engagement night I was so blown away how they transformed the

132NPR into a 1950s Diner and um and I just I wanted to just kind of make my way not be seen um but I got was seated with parents and we started talking the menu um was like everything from appetizers to you know kids favorites to desserts and they were all books and um everyone was dressed in like 1950s and um San Marcos High School band was playing and um it was just such a fun night um I just want to give a shout out to principal self um for you know sponsoring this event it was there was like 500 families there um assistant principal Tracy um Barnhill and their librarian and um the parent who designed the menu it's on my desk in my classroom I I wanted to show it you guys but

133it was phenomenal when I'm feeling hungry I just look at the books you know um and that Stacy Brown designed it um and they had an award not not not just an award winning New York Times bestselling author who happens to be a parent um kren white she was doing U teaching the kids how to write you know she was giving workshops on writing so it was just such a fun night um so shout out to principal self for your leadership and your staff and your parent Community for for turning out to read Across America and that's my report we're I'm going to see Little Mermaid I think twice in the next few days 10.0 San Marcus Unified School District governance handbook do I have a motion to approve the governance handbook revisions this is

146this is our um home to school transportation Plan update um for this year um as a reminder this plan is a new requirement that started last year um under there's an ed code section that requires three things in this plan first we must describe how we are prioritizing transportation for TK through sixth grade students who are low income we have to describe how we provide transportation for our students with disabilities and homeless youth which we have always done um and we have to then describe how we're going to provide our unduplicated students or income students with access to free transportation again um when this new plan came about there was no mandate last year to provide additional transportation services but we made a decision because of the size of our operation that we thought we

147could expand transportation services to our gened um population um at minimal you know additional cost um because um of the economy of the scale that we're going to start to build for our Transportation program so this is just a fact sheet of all the numbers related to our transportation department we're showing on this slide three years of data so we have last year the current year and what's upcoming what our future plans are for 2425 so you will see um that we are moving towards adding more gen ad routes um we are at 12 this year and plan to be up to 15 next year um we also have Contra have increased our contracted routes but we provide to outside agencies and a couple other school districts so what that means is we're serving more

148students we we're serving currently about 880 gen ed students this year and hoping to put that number a little over a thousand next year um our special ed students that we serve are around 350 students daily and so our annual mileage is jumping up we have added additional buses to accommodate this growth um and we've also added new bus drivers important very important to point out as we made this expansion um the number of mechanics and administrative support staff um has remained the same so they are able to support these additional um staff members additional routes um with that same administrative staff so that's important because um what that means is to to add additional service it's really a really small marginal cost to add and be able to provide um more services to our

149students so just wanted to remind everyone the criteria that we use to determine which students are eligible we first look at the walkout criteria for so for our TK through fifth grade students we look at the uh one mile walkout zone for sixth through eighth graders we look at two miles and although we're not contemplating adding high school right now that um we have a three mile walkout zone for high schoolers um so the map um up here is a map of Korea and so the blue dots represent where students live that are outside that one mile walk zone so those would be the eligible writers and then we look at um how many of those students are low income and we make sure that we we give them bus passes they get bus passes

150for free um and then we offer paid bus passes to all the other eligible writers that are not not low income so this is our plan by school so just as a reminder we prioritize our low-income students therefore our low more low-income schools first when we started this plan um at the beginning of this school year so what we did is we looked at the number of eligible students and um what percentage of those were low income and we sorted it by the highest number to the lowest and so we started with those first four schools you see there in August of 2023 starting their gened transportation and then LA marada Academy also started it's at the bottom of the chart um in August um this program was very very successful we've had tremendous positive

151feedback from our families and so we looked at our routes and said hey we think we have the capacity to go ahead and start a few more schools in January so we did that we in January we started at Knob Hill Richland Discovery and double Peak so you can see that we only have three more elementary schools to go until we are serving all of our elementary schools with transportation and we um plan to start those final three schools next August at the beginning of next school year so this chart attempts to show kind of our big picture budget plan for transportation um as we embarked on this new plan to expand bus service um our goal has always been to maintain or reduce the district contributions while expanding those services so I have I

152had to add on the 2122 year to really um show that because our we remember we started getting the additional reimbursements from the state this last year so back back in 2122 the only amount that the state gave us was a little add-on to our lcff of about a half a million dollars that was really the only income we were getting to provide but we had we were serving all of our special ed students in 2122 so you can see at that in that year without that additional reimbursement from the state we were contributing about $6 Million last year when the state began giving us that 60% reimbursement for services um we you can see our expenses increase um and then we contributed 5.2 million in the current year these are estimates because we're not

153we're not done with the school year yet um our reimbursement um went went up a little bit and then what we also did um is because the these two get phone calls all the time from outside agencies like boys and girls club YMCA Charter Schools um neighboring districts to run their field trips um they have and everyone knows that and so they call them and say hey we need to do some trips and they create a contract so that they can provide those so we have Outside Agency contracts also this year we are providing um home to school transportation for Coronado unified and delmare Union School District that brings us $1.8 million then when we started the Jed and the the the writers that are eligible that um D pay we're bringing in it's about

154you know $770,000 I have it rounded up here to you know 0.1 million um so we' bring in a little bit of revenue from the bus pass fees as well um and our expenses went up I have a note because remember as we embarked on this change we needed to increase our infrastructure so there's about $2 million like onetime costs this year for to purchase buses that won't be ongoing and so this year that um contribution went up a little bit um but we won't don't expect that to continue so as we move into next year you can see what those those estimates are we're going to bring our contribution back down to 4.7 which is much lower than it was when back when we were just doing the special ed Transportation back in 2122

155so that's always been our goal we'll continue to to monitor that because we want to you know make sure that we're we are being responsible to the rest of the budget when we're providing these services okay so our next steps in the plan we are going to implement those final three elementary schools in August of 2024 Korea losta Meadows in sanjo elementary and then uh what's come up recently is a need for transportation at one of our U Middle Schools wood them Park so we are going to Pilot it and try it out uh we have already started signing kids up I believe and we plan to start April 1st which is the Monday after our Spring Break um and then we will explore expanding that to other middle schools in the future we will

156continue to build our infrastructure um solar is going in soon I think they're putting up the fencing in April yeah starting um and we'll get the CH the electric bus Chargers in um over the summer and we continue to work on building uh the Staffing capacity they're training new drivers all the time attached to this agenda item was the full written plan which has a lot more detail in it than this presentation and so with that I do recommend that the board um approve the home to school transportation plan if we'll take any questions I have a question about um the the original plan that was presented last year um and what is what we're adding on with with this plan with this update essentially like what's what's being added on that was different hello

157hello um for next school year we're adding services for the rest of our elementary so that's sanjo Elementary ker elementary losta elementary okay yeah we had originally planned to just go this whole year with those first five elementary right but we because we weren't sure if we we're GNA have enough bus drivers right that was part of it right how many could we get on and train um so we were able to get enough and they had some extra you know capacity and we had in buses so we went ahead and started those other five earlier than really planned in January okay so so the new so what's new about this is moving forward essentially we'll have busing for all of the elementaries and Woodland Park and and double and L right our K we're

158including our K8 and the the element okay and they weren't part of the first one L was L was because we remember the the Crux of the priori the low-income students right so that that part of the plan is is not changing at all got it okay so um so I'm I'm struggling with the the budgeting piece of this where um we're spending less and that's that's mainly because of the reimbursement from the state yeah we're well we're spending more our expenses are definitely up we are outut well our contributions less yeah yes we absolutely spending more however it's being offset definitely because we're able to show the state that we're we're spending more for our operation so they they reimburse us 60% of whatever our our actual costs are that we report so that

159reimbursement is going up and those Outside Agency contracts are making a really big difference they're they're helping us as well yeah so so the state reimbursement is going up because our costs are going up um and then that reimbursement is that like and it's not like our building stuff right where hopefully we hope and pray that we'll get it someday right like it's fair an immediate reimbursement yes it comes every single month with our lcf funding it close to us and then that is um that's ongoing guaranteed funding it's not like some weird thing that they're doing and they're going to cut us off that we know of it is possible okay I think it is possible that it could be cut I haven't heard anything about it even when the the legislators knows that

160they're going to have to be cutting some more programs this one's never I've never seen on the list okay okay and then um I'm also curious about the idea that if we have more buses and we're we're using them more than we were that we wouldn't need more mechanics at least I mean admin even that is a little weird to me but so we've been really lucky with those Grant funded buses so we're starting to replace our our or renew our Fleet yeah and so when you have newer buses or buses are in warranty less breakdowns um remember we had a lot of buses we were doing field trips with and so now those are and field trips are generally when kids are in school 9:00 3 o'cl not really they weren't really used that

161much from 6:00 in the morning till 9 o'clock well now they're used for home school routes so you just capitalizing on your resources that you already have okay okay I can ask about those uh those new buses we have what five six more electric buses coming into onto Road or we we have uh seven electric buses on the ground one in service uh saf people which just here in expecting the rest of them this past week we have uh 21 awarded to us coming um and then we have six BW from the BW uh Grant mitigation those are coming so we have 34 electric buses in our Fleet by this time next year we should have all 34 in service which could save us money and fuel too right and so our mechanics will be

162trained obviously with so that'll change we sent them to tlsa Oklahoma to the IC Factory they got Factory training they saw buses were built from start to finish this summer we just signed them up this week to go to the advanced class it's a week long back in Oklahoma so and plus to go to Lake Tahoe too there's a Casto California Association of school transportation officials mechanics Workshop um we all the vendors go up there and do Hands-On training so we've been talking electric buses for the last five years we're just I kind of waited just make sure we gets their bugs out and now we're ready to go very cool thank you I this is just a comment because it's not yes we we have an expense right that is but what's not figured

163into this that the 88 you know we're now are historically I work at a title one school I have we have high absence rate and we don't get if a kid's absent we don't get the funding so we're we're assuring that kids will that that's you know not a barrier for getting to school we we were providing that Transportation so I I'm sure if we if we were to do an analysis like a year later to see you know just compare you know previous Ada even before covid right averages I'm sure we would see a a huge increase so that that would be some data to you know think about for future sharing just because yes it's an expense but it's I feel it's being recouped indirectly right yeah it's definitely possible I don't know

165wanted to spend a little bit of time explaining um tonight um how the bud kind of evolves over time throughout the fiscal year as we get further along um I want to go back to the first interim report in December the first interum report includes actuals through October 31st which is only four months of the FIS schal year so what what happens at first interim is we kind of we just closed the books we we roll in carryover ex expenses into the budget um but and we're kind of through in October we still you know everything hasn't totally settled out yet with you know hiring stack people are still moving and changing a little bit so we don't make a huge amount of um changes or adjustments in the first gener room except for what's

166we're bringing in from closing of the books for the prior year um however as we move into second interim second interim includes actuals through January 31st so that's seven months of real actual data of what has happened with our revenues and our expenses so second interim is really the opportunity to dig in and really scrub the budget and see if we can make some adjustments and changes based on what's actually happened um and then we can project the final five months um and especially we knew going into the second interim that our assumptions had um shifted us and so we really went in and we knew it was gonna we're facing a challenging budget for the next couple of years so we knew we had to go in and really look and analyze and um

167detail and try and bring down our deficit as much as we possibly could if it we didn't think it was really going to happen and expenditures have slowed um so I want to share with you tonight that we did that we've been working very very hard our brand new um um executive director of fiscal Services RSI Salazar um has just been scrubbing everything um I think it was good to have a fresh set of eyes she came in and she she met with directors face to face and asked a whole lot of questions are you gonna spend this what's really going to happen here and there so just want to share with you that that that's what we've done and so we are presenting what we thought was going to be um really tough budget

168we've made it look a little bit better I'll tell you the next two years are still going to be very very challenging but we've gotten this piece as accurate as we possibly can at this point in time we are projecting $ [Music] 322.34 232 uh million of funding from lcff and then our second largest source of funds comes from the state and then local funds and then finally um Federal sources um represent about $2.7 million so this next chart shows kind of the changes from first inter room to Second inter room for those different Revenue funding sources overall we are projecting to bring in another 10.8 million more than we were at first interim um I'll just go over the the big changes in state revenues we are projecting $4.8 million more that's because we

169are bringing in that Arts and Music in schools or the prop 28 funds that you saw a presentation on at the January board meeting we also are expecting more elop funds and more CTE Grant funds for local revenues we are expecting $5.7 million more we are recognizing additional donations that have come in as well as interest earning I shared last month for the quarterly interest report um as we all know rates are are are high for that so we're getting three 3.5% on our funds so we are recognizing more interest earnings as well we rolled in our home to school contracts that I just shared with you of about two million we're getting more money um from our Sela from special ed they redid the calculations we're getting picking up a little bit more there

170and various other local grants are coming in higher than we expected so for expenditures we were projecting to spend 3208.3 per of the budget because we're buying school buses and we also have some other maintenance and kitchen infrastructure related equipment our Capital outlay piece of The Bu budget is 2.7% so that's kind of taking way what would normally be from salaries those are kind of one-time things that we don't always have Capital outlay expenditures in in the general fund budget but this year we do so as we look at the expenditure changes we are projecting to spend $5.1 million more in expenditures I'll just highlight a few things so you can see we've gone through salaries in detail we are recognizing all vacant savings that we possibly can again as we have several thousand employees

171there's changes all the time when someone resigns they have to go through you know hiring process and it may be two or three months lack till a new person's hired so there's that vacancy timing um savings so we've looked at all of that and included that in the budget for benefits you can see that increase of almost $2 million um you might remember that the board approved that Arts and Music instructional materials walk Grant to send $2 million to our oped trust um and so that's basically what that is I'm sending that to that F account um to save for our future retire health benefit costs um for services and operating expenses there we're recognizing some increases in some specialed and maintenance service contracts and also we have some added some expenses there because we're

172spending down expiring funds from the El elop program this year and then Capital outlay has increased because we added $1.1 million for an HVAC project that is being paid by also expiring S3 funds and some C CTE equipment that's going to be purchased so this chart just kind of goes through those assumptions that I just shared with you additionally just want to point out that uh we negotiated a 4% salary increase of effective at the beginning of the year that's of course that's included here also we negotiated a higher District paid health benefits cap that was effective in January and that's also included in the budget so with that this is what our ending balances and reserves look like um as always we reflect this showing the unrestricted and the restricted portions of the budget

173separately under unrestricted we went look at the line that says Surplus and deficits and we are projecting now at this point in our unrestricted portion of the budget a 2.5 million doll Surplus for this current fiscal year back at first interim that was a $4 million deficit so that is the the Improvement that we have made there and so what happens is we move into the multi-year projections in just a minute um that higher deficit makes a difference in the next two years as we move that roll that budget forward so overall we're still deficit spinning because our restricted portion we're spending down lots of onetime funds that we received um and we are projecting a 99.98% reserve with these balances okay um as we transition into the multi-year projections I just wanted to review

174a little bit more our enrollment in Ada we we've done this before but it's very important so um this is our ada8 is the lifeblood of schools that's where we get our money from um so it makes a huge difference when um these are these numbers are changing so the solid blue column is enrollment the checkered blue column is Ada so we get funded on actual um Ada and then that yellow line running across is our Ada rate so as you know we are are declining in enrollment as most districts in state are and so this year we declined by 157 students and we are projecting that we will decline by 100 additional students in each of the next two years so what's important is as we came out of covid we are now being

175funded um on the prior three-year average of ADA and so I'm going to show you how that is impacting our budget here so as we um for the for the current year for 23 24 it looks back at these three prior years and what that average is is an ADA of 19,20 students really want you to look at that 2021 um High column there um so that's the year of covid where the state held us harmless and so we are still benefiting this year from that high adaa year of covid however it's going to drop off here as we move into next year so 2425 we drop out that super high year unfortunately and it will look back at those three years which gets us an ADA of 18,34 students so we're dropping by 700

176students that's very significant that's why when you see the numbers for next year they're not great AR I have a question are we're not funded on numbers we're funded on Ada of the right so I mean corre I'm hopeful that with busing we will see our 88 funding actually increase with especially for all our elementary schools and with free bus passes for our Title One schools you know it's it's we're providing access to that Transportation if it could be a potential barrier I certainly certainly hope so we're not seeing it by huge amount yet but maybe and then for 25 26 and again that 2122 year was a little bit higher it drops off and that NS us 18,35 Ada to be funded on for the 25 26 school year okay so before we look

177at our results of our multi-year projections it's important to um let you know what our assumptions are the multi-year projections are only as good as the assumptions that go into them and they have changed so right for the second interim we use the governor's January budget proposal for these assumptions so I highlighted the two items that are significant here so the cola the cost of living adjustment for lcff for next year is a very small 0.76% and then 25 26 2.7% at first NM you might recall that that um 2425 rate was 3.9% so you will see that that is hurting us very much in the revenues that we're projecting for next year and then I have those funded Ada numbers of that I just showed you in the the previous chart in terms of

178expenses just want to point out a couple things um while the stores uh rate has stabilized the pur rate continues to increase a little bit the all of the covid-19 related grants are expiring at the end of this year so Sesser 3 and our Wellness Grant have all been removed for next year because we have to spend every penny that we can um by June this year and then but we have some some new new funding right we have that Arts and Music and schools and our learning recovery block grant um we have now developed plans for those and so those expenses have been added for our plans for those two grants so these are what the projections come out to be with um all those assumptions that we just talked about you will notice

179uh if we look at the estimated revenues they're going to drop significantly next year right we're going to drop under 300 Mill and then they go back up a little bit in that third year um our expended expenses also going to go down a little bit next year which is great but by not nearly the same amount that our revenues are dropping by um so what that's doing is it's creating um kind of a growing larger deficit um in the budget so if we look at that Surplus deficit line thankfully this year we're projecting that $2.6 million surplus which um quickly shifts to a deficit of over 12 million and then a deficit of almost seven 17 million by that third year out um however we still technically have reserves in that third year above

180the state the state required minimum of 3% so um because of that um we are able to technically file a positive budget certification with this second interm report um so I just um however the those those deficit numbers that I'm showing here are very significant and um concerning um you probably know that many school districts across the state are facing these same very very large deficits as we've seen in the headlines even here in San Diego over the last couple of weeks um I just want to share that deficits this large cannot be solved by just a little clean up on the budget it's not not going to happen um when we start budget development which we're starting now now that we're done with this second inter report we're starting to really dig in and

181develop the budget for next year um we're going to closely analyze everything that can possibly be reduced things like we're going to have to limit travel expense costs we may need to tell departments that their supply allocations are going to drop a little bit um we may need to look at shifting whatever cost that we can to some of our restricted programs if if it's appropriate we can do some of that but we won't won't be able to do everything um so we luckily we do have some time to be thoughtful um and come up with a plan for the um large reductions that may might be needed um and so even though we're certifying positive tonight um I just want to share that the this fiscal situation that's going to be we're going to

182be faced with the next couple years is very serious um and so we intend to start working on it immediately so this next chart just shows graphically the ending balances and the reserve percentage um so you can see um our Reserve percentage projected for this year as at the 9.9% is pretty much identical to to last year holding steady dropped down to eight and then it drops quickly down to that 3% in that third year out also just want to share so a couple things are happening here we we've dropped that um cost of living adjustment but we've also talked a lot about this declining enrollment and declining Ada situation so just want to share a little bit about the interaction of the cola percentage with declining enrollment so in this year in 2324 we

183are benefiting from a pretty large Cola we we've got 8.22% this year does not mean that we we got 8.22% more money okay we don't get percents in schools we get dollars so what happens is the funding per student did go up by 8.22% but because we have that declining Ada when you apply that it's actually only 5.24% new money in dollars over what we received last year in lcff so what happens next year when the cola is less than 1% you apply that to our much lower number of students at that 18340 number we actually are getting $6 million less in lcf funding from the state next year than we have today um that that's why that deficit pops up so quickly in our in our budget and then in 25 26 if we

184get the 2.7 if that's what it ends up being um we that's really only $2.3 million or about 1% % over what we got that previous year okay so our next steps are to start developing our 2425 budget it has to align um with our brand new three-year lcap that ed services is writing right now the adopted budget will come to a public hearing at the board meeting on June 13th with final adoption on June 20th we will very closely uh monitor the governor's May revision you may have heard that the state budget has deteriorated since January so it's already bad news in January and it's getting worse every month um so that is definitely concerning and we're watching it um to see what the legislature does to to balance this budget for next year

185um they have a lot of options out there so we're um going to see what which ones eventually um stick right so with that um I do recommend approval of this 2324 second interim report and positive certification do you have so yeah what type of advocacy work are we doing here in s Marcos to meet with legislators to really um have them understand the the negative impact um the the funding formula I mean we've talked about this for lcff we we don't we don't get what our neighboring districts get and but you know we continue to have maintain services and and and there's just the funding formula is it's needs to be revamped I that's just it's it's outdated yeah we've it's like the middle school mod you know Junior High yeah I'll just say

186uh we continue to to advocate in the same ways we have I think the problem the challenge we've got now is that the receipts that the state is is is getting in their and their their revenue is just has ta has tanked pretty much um you have you have a Kevin Gordon was kind of talking about a little bit last month you have a a couple of issues um receipts are down stock market receipts and all those pie there's there's those three the three big uh the personal income tax the the three tell me what the three are she loves one I put on corporation tax sales tax that's right in sales thank you um those are down you also have people leaving this the the state like just for example love them or hate

187them when Tesla gets up and leaves I mean that's a major that's a big tax revenue out the door and now Texas is getting that money so you have so we will definitely continue to to Advocate um but I just don't know that that I think the legislature understands the gravity of what's going on it'll be very interesting to see what they do in June well the Tribune had a an article yesterday that San Diego County of San Diego had the highest amount of people leave since like the 80s or early 90s like um and so it's it it's still kind of hard for me to reconcile in my head the declining enrollment situation when I see all the new homes and the new housing being built um I mean clearly it's real we're seeing

188it in real time and I know you know we we get the the enrollment updates and everything um but it's just I think it's hard it's a hard thing to explain to people when that we're declining enrollment when we see all the new homes um so I guess one of my questions is um when we're looking at our projected enrollments are those numbers already factored in the the new new housing and they they're not technically factored in here but definitely doesn't really cost check this with our demographers projections that absolutely includes that okay so so yes kind of s yeah kind yeah and we really look at what's happened over the you know the previous like two years like it's still good fun even though like tonight we are forming a new cftd there's to

189be new town homes and absolutely there's going to be a few kids in those and we'll get them but it's just not enough to offset the other natural changes there okay um so yeah I was really really surprised that we're certifying as positive I just can't I just don't really know how that's happening given the numbers really hard yeah was it not easy but just we got a there it was important because I want to make sure that we're getting our number as low as possible I don't want to be surprised at the end of the year and we close the books and a whole bunch of money falls out want to sure we're accurately showing where we are today right no I I get that I I just feel like we're we're so close

190to that line it that it's it almost is providing a false sense of you know of where we are when we say we're positive when we're like so close to being qualified um because we're really we're like really really close um so we are really thinking that we're going to deficit spend by 12 ion next year so again those numbers you're seeing tonight are based on the assumptions that we have today right right and so I told you we're gonna dig in and start developing the budget when we do that we're gonna again ask lots of questions and we're gonna you know shrink things whenever we can so if if nothing else changed I would expect that we can make a little dent in that until million dollar number when we go to develop the

191budget and just do it um very carefully however the state budget's getting worse and I don't know where they're going to go with that if we're going to have more Cuts so even if like we we were able to shave off the million dollars what if they cut us by another billion dollars and we're back we're back at the 12 million again right right so um it's hard it's hard to say but I think we're going to go in and we're going to look at multiple scenarios because we don't know what's going to happen and um you know make as make as many adjustments and be be flexible and have a plan as best we can okay just real quick going back to revenues I think I don't have slide numbers on here but um

192your one about declining in declining Ada in in the multi-year projection I think I'm looking at this as like a triple whammy in a way you have the enrollment is declining that's a big one a very very small Cola now to apply to few numbers of students uh and Co money all we knew this was going to come we've made plans but still when the co money um expires all those three things happening at the same time is a challenge um we've talked before about how is a general rule of thumb opening the doors on July 1 in a New Year your expenses are going to go up about 4% so if the if the district if the state were to give us 4% Cola just in generally speaking right 4% Cola you can maintain

193everything you've done anything less than that you're you're already now starting to eat into your uh reserves or or looking at at some sort of reduction so a I've never seen a CO as low as 76 so yeah that's the one that that makes my liver quiver so to speak but but again kudos to to the fiscal team for doing everything you're doing to to find those savings thanks ER did a fabuloso job scrubbing for my Spanish speakers out there all right do I have a motion to approve the 203 24 second interim report and positive certification I move to approve I'll second move by members Carlson and second by member Martin to approve the second interim report as presented student board Representatives please say your vote I all those in favor say I I

194any opposed motion carries 10.9 Declaration of Need for fully qualified Educators Joel yes uh board members on an annual basis the board is required to approve a declaration of Need for fully qualified educators prior to staff submitting it to the commission on teacher credentialing doing so allows a district when absolutely necessary to hire teachers who require an interim credential while they complete additional credential requirements having this flexibility is important especially in our identified areas of high demand including special education math and science this is an action item with a recommendation to approve the Declaration of need as presented do I have a motion to approve the Declaration of Need for fully qualified Educators I'll make a motion for that second moveed by member Martine second by member Carlson to approve the de Declaration of Need

196language related to an alter alternative accountability system for high-risk student populations has been removed because the US Department of Education declined California's waiver request also this policy adds long-term English Learners as a numerically significant subgroup for accountability purposes and it updates terminology from homeless students to students experiencing homelessness BP 0520 intervention in underperforming schools is updated to reflect new law s sp114 which expands when districts can receive technical assistance from the state based on the performance of numerically significant subgroups on the California dashboard and lastly BP 61 62.5 student assessment is updated to include that state interim informative assessments may be used to communicate with students parents and Guardians and to identify professional development goals and the second piece of that is that the result of an individual student on the Casp may be released
