speakers thank you susine 6.0 presentations 6.1 Governor's budget update we have a special guest Kevin Gordon good evening board president members of the board superintendent it's good to be with you all again and to give you a little bit of a sense of what's going on up at the state capital and at the state level and its implications for the district I I always say there's no bad time for me to come and give you information because it changed es so quickly so like I could come next week and it'll be a whole different speech but part of the reason is how and it's it's not a good thing it's that the sort of sand is Shifting under our feet constantly with regard to the fiscal condition of the State of California so we get

done with a year where the state invested you know the last two years where the state invested this crazy amount of money into public education in the state and we all had to be really really excited about them investing in a lot of different ways that are profoundly important to public education the universal meal program um what's going on with regard to expanded learning opportunity where we haven't had you know summer school but for kids who desperately need it not really offered broadly to kids in this state in a generation at least um and just a number of other really uh great things that were happening with regard to those Investments one of the things that I've helped try to point out in the past is that with those giant Investments were a lot of

strings attached and they weren't necessarily bad it was like we're going to give you a bag of money and it's going to be for this very specific thing and we would' be like well there's some issues that we have with the underlying fiscal stability of the district can you help us with that no this is a bag of money just for this thing so you guys have you know stepped up the plate and done implementations of a lot of those major investment areas but still we've worked on that other issue of what we call Base funding this District was probably the first district in the state to make a big noise about the fact that that's great you're doing these things but you got to focus on base funding too that that funding particularly in

this District where when you take a look at the amount of money that were given to a lot of other districts for specific kinds of needs there are ways that they could write the budget that would actually help this District and basically all districts with some of the fundamentals and one of the ways that would happen is that the legislature gives an amount of money for a cost of living adjustment every year Well if you give the amount of money just for the cost of living adjustment as you guys have heard me say I would like to repeat it so that our community can hear this too is that the cost of living adjustment is only enough to stand still it means it'll pay for everything you did last year but um we actually if

we going to compete with the rest of the country and what we spend per kid and we're going to actually have districts that are solvent fiscally and not have to be sort of underwater from a financial standpoint you actually have to give more money than just that Baseline cost of living increase as allowable funding and the other issues that so we can and you guys have been committed to this so we can actually do right by our employees and that's super important building blocks you guys started that conversation and I know you're still engaged with it ironically in a really horrible year this is a really bad year we're actually starting the conversation about money above that cost of living adjustment again they're actually hearing us so which is pretty amazing so I just want

to let you know we still talk about that issue it's really important it's very much alive and even in what will be probably the worst fiscal crisis I've seen in my career in terms of dollar amounts um they are going to be talking about giving us a cost of living adjustment that's above the Baseline that they would otherwise give and there's reasons for that and I'll get to it in a minute but what I wanted to talk about is sort of the broad brush so everybody understands what the state's facing the nonpartisan legislative analyst which isn't Republicans Or democrats they're an entity up in Sacramento that kind of keeps everybody honest they do a deep dive into numbers every year and they report publicly what they see as the landscape for what's going on with

the fiscal condition of the state they came out with a report in basically the very beginning of December that said the governor was going into this budget cycle with a$ 68 billion hole in the budget that's just a crazy number we've never seen ever anything like it so that was the number that he had we were real interested in what the governor was going to do with that report and then when the governor who has an obligation under the Constitution every governor on January 10th of every year has to introduce a balanced budget so Governor Newsome introduces his balanced budget and he goes I have a major bone to pick with the legislative analyst I don't agree with their numbers and I think the budget problem is 38 billion not 68 billion well you know

for regular folks that's still a big problem so even though there's a$ 30 billion difference $8 billion is a very serious problem and that whole theory of holes that when you're in one you should stop digging is that you're upside down to a really big dollar amount what will the governor do to solve the problem one of the reasons why the governor said he had a difference of opinion is because he said he had a different uh a different view more optimistic view about the future of the rest of this year and next year that's about5 billion dollar of the difference and then the rest of the difference is he he believes that there are some automatic provisions of the Constitution that give him some wiggle room and one of them has to be education

where he immediately gets to actually lower what he's investing in education because we have a constitutional provision that actually allows in bad years for you to reduce the guarantee by eight billion dollars so we're listening to the speech and thinking okay he has a smaller definition of the overall problem but it sounds like we're on the pointy end of his stick so we're asking him about how he intends to treat educ he goes oh just so you know I have that 8 billion in there it's only going to be on paper I'm not cutting schools at all he's not proposing any Cuts so you guys might remember that last year the governor with a problem a lot smaller proposed Cuts in the middle of the year now we defeated most of those cuts the legislature

did not go along with them but the idea that you have a problem that's a lot bigger and you're not going to do any Cuts in the middle of this year and no Cuts next year that's great news we like that but how do you pull that off where you're on paper reducing what you're giving us by billion and you're not cutting us the answer is he's GNA borrow from future years of money that he's expecting as the economy gets better of the general fund of the State of California to give to us to get us through this difficult time and then he will pay himself back in the general fund side of the budget not the cool part of the budget when the economy improves that's the answer that's what they're doing and there

are one little quarrel we have is whether or not he's right about that 8 billion dollar automatic adjustment because there's some constitutional differences and sort of our response to it has been look at if you're moving the numbers around and it's helping us we're with you if you're moving the numbers around and it's not good for us which we've had happen before we're not with you so we're gonna have to watch it very carefully to see how this proposal unfolds but the the problem that's happened that's emerged in the last three weeks since the governor did his budget proposal is that remember I told you that his numbers are a lot lower predicated on greater optimism about the rest of this year next year well things have just gotten a whole lot worse in the

year we're in the middle of is very rich people who make up a lot of the taxes that we give in the state of California they actually have to file quarterly taxes and one of the pl quarters was in early January right about the mid mid January well that number came in and it basically the news is the budget's 5.7 billion off of his optimistic number so never mind the the hole where we're already in it's now $5.7 billion dollar worse so and we just saw the governor the other night uh my partner many of you know Jack oconnell and I were at an event with him and I and and there wasn't hardly any body around so it gave me an opportunity to chat with him a little bit about this and and I

was telling him how grateful we are that he's trying to keep us flat funed and everything and I told him I realized that's a if you can keep it kind of thing we're gonna have to really Advocate and he goes you are going to have to Advocate a lot and one of the things that I was sort of observing is that as the budget situation may get worse there's a time and place where he revises that budget plan before it's adopted and that's in May the May revision and at that may revision we were basically saying what would you do if the problem gets a lot bigger and he's got a few options one of them is to Simply expand the deal that he's basing the no cut Budget on which is that he borrows

just a little more money from the state's general fund now I you know I know that you know Aaron would probably say you know what if if you got to solve a problem now you better solve the problem don't don't put us way out on this limb in the future and then we hear the sounds of saws breaking out is we don't want to get into too much trouble but we also don't want to have Cuts happen to public schools so that's the state situation what I'm telling you right now is and there the legislature has a little bit different view about this we had budget subcommittee hearings and in those budget subcommittee hearings the the leadership Senator John lard is the chair of the budget subcommittee of the Senate told me he was at

the same event was at the other night and he goes you guys need to not get too happy too soon because things are going to get a little tougher what that means for us as school people is that there could be reductions proposed and the nonpartisan legislative analyst when they thought the problem was $68 billion they said that we should cut5 billion dollar out of the school budget in the current year and cut about 1.3 1.4 billion out of next year that was their solution now I looked at that and thought well 6.5 6.6 billion when we're 40% of the budget actually sounds like a pretty good deal but no cut sounds a whole lot better so I'm for the no cut budget so I just wanted to let you know that there is that

unknown that's in the future and guess when you find out you don't find out you get really good hints in May but you really don't know till the budget gets adopted on June 15 in the meantime you have this thing called the March layoff notice period and you guys have had to Grapple with that in the past and it's like after these really great years it's so painful that we are even faced with that question again but the question is out there for two reasons you don't know what the state's going to do and if they passed a budget in June that cut you and were a people intense of business you would have no place to go you would have no options you have a fiduciary responsibility as a governing board to pass budgets

that are balanced so you got that challenge but the bigger challenge you have that I like to try to explain to folks is actually not the state budget it's all the costs that are adding up including declining enrollment that districts are facing and we get funded for every kid that shows up and when kids are not showing up either Ada issues or declining enrollment that impacts this district for sure and then there are other issues as well including the fact that the state has not put a penny into this budget proposal to offset the increased costs of the Retirement Systems that they've basically thrown at you and said oh we're we're supposed to pay for this but we're GNA have you pay for it instead those unfunded costs and it goes there's a long list

there's Insurance increases utility increases stuff that the audience can relate to because they're experiencing it as well at home all of those increased costs on top of the potential of budget cuts you guys just just have to be careful and that's really just my caution is that you need to be careful about this um if I was you know labor partners and you guys were talking about layoff notices I'd be telling you what part of a no cut budget do you not understand um because the governor wants to protect us and not do any cuts the only problem with that kind of response is it doesn't take into account those other fiscal issues that are underlying the budget that are not even at the state level they are unfunded mandates and other kinds of things

like declining enrollment but also that unanticipated what might they do to us in May and June it's great the governor is where he's at but we cannot Budget on a promise made on January 10th we have to budget mindful of what might happen coming toward the future so I just kind of wanted to lay that for you guys give you the update of that I know this board is going to be activist as you guys have been in the past I know you will be at the cap capital building you will be lobbying and we'll be working those issues together at the federal level I will see you again again you're one of the few boards that takes the time to understand the imperative of reaching out to both our state lawmakers as well as

Federal uh lawmakers not enough people make that trip when we go to DC every year and try to you know shake these people down in the Capitol building and hold them accountable for what they are doing you know if they're not doing right by education we want to make sure that they are and we're going to need to do that again this year and so we were we're going to be helping to coordinate that lobbying effort again in April so I know we we may see you again at that so I'm going to stop there and see if you guys have any questions he stunned silence yeah yeah well and I will tell you and and the superintendent knows that if at some point in the future you guys want me to come back and

provide provide another update and you know fingers crossed that things start to get better there are reasons for the governor to be optimistic they're just not bearing out yet the stock market went up by 20% in 2023 that helps the people that pay all of our taxes that brings in the money the problem is there's a lag where we're not seeing the money yet and we're hoping that maybe on April 15th when those taxes come in we're going to start to see some of the benefit of that but there's no question it's not going to be as bright and rosy as the governor wants it to be it's definitely going to be a different budget scenario he reminded us yeah I'm he said I'm totally committed to no cut still I'm gonna hang in there

he wants us to hang in there with him and I think we're committed to do that so anything else the main thing I heard you say was that we need to advocate for ourselves and so and we'll we'll do it with your help and then just so you know we are blessed in this County to have the brand new chairman of the budget subcommittee for schools is assembly member Alvarez from San Diego County oh so he's our assemblyman for you know this County he is in South County but we're gonna call him ours in the case of budget stuff this year and he's brand new he's the only new player in the education leadership sort of rack up in the legislature all the other people are people that have been chairs in the past but

but he's David Alvarez he's brand new to the chairmanship and he's going to be really important for San Diego area schools so we're going to definitely communicate with him you had mentioned uh John lard which committee is he on so John leard is the chairman he's the Senate counterpart to David Alvarez okay so he's the chairman of Santa Cruz right yeah s met him before and just the guy's amazing when we go to talk to him he almost beats us to our own speech he'll go down the Litany of the things that we need to do for schools and it's just Lins up with like the base funding issue know he's a real champion of that issue and that really has different effects in different parts of the state this District in particular needs to

have that and there the part I didn't cover is he raised it and David Alvarez raised it about the idea of trying to get the cola up to at least 2% the cola the cost of living adjustment is right now scheduled to be about 76% and it's a formula that's in law so when they give us more they they supplement it they just give us extra and they're talking about giving us extra in a year that's this bad that's good news and it really helps a district like our district here so so let me understand when you say they want to increase the cola that's not increasing the base funding that's just it here's why the cola I got to be careful how I say it okay the cola is a Formula driven thing that

you go back and look at this index and see what it's moving by and it's it's a market basket of goods and services purchased by state and local government and it's kept by the US Department of Commerce and you say what's happening with that number and they tell you what it's moving by and for many years most of my career when we would get a cost adjustment for schools it would be whatever was on that formula when you guys really aligned when you guys started lobbying for more base funding the legislator part started putting extra money into that adjustment it wasn't necessarily Cola it was moving the lcff up inflating it by an amount so it wouldn't necessarily be the cola it would be you get the 76 Cola and then they would adjust the

growth in your lcff so that it would be the 76 plus the difference that gets you to 2% got it why do they want to get to 2% because if it's below 2% if you're lcff does not grow by at least 2% there's another layoff opportunity in the summer so to avoid that potential for our labor Partners there's going to be a major effort made to try to get to at least 2% so that we wouldn't be talking about layoffs in the summertime whether you guys need it or not so yeah all right thank you so much thank you so much Kevin um please take this as a compliment um I feel like you have the pulse at the state and federal level and and so I don't I don't know if this is a

dad joke or a bad teacher joke but you're kind of like the the cessor Mayan to you know the as far as with the legislators on both sides of the aisle they listen to you you know and you thank you for planting those seeds with the governor and at the federal level and at the state level and we really appreciate your advocacy and and really bringing us the unfiltered message of where we're at today we don't know where we'll be at in March or June so thank you pleasure thank you so much appreciate it all right 6.2 reports by our student board Representatives hi my name is Giovani Perez but I go by Gio I'm a student at Twin Oaks High School I would like to start with a quote from the famous Samurai mamoto

Masashi there is nothing outside of yourself that can ever enable you to get better stronger richer quicker or smarter everything is within everything exists seek nothing outside of yourself the reason I wanted to start with that quote is because during my time in depression his quotes were relevant to my steps forward so here's my story I literally could not leave my house every day was nothing but pain I didn't want to exist but the dorm in me wanted more a better life small successes this did not make things easier on me I was stuck in the outside world seemed awful I'm sure you have heard this before but Co I couldn't get out from behind the vacation that sent us all home the scary part is that my depression was years in the making and

the physical health and emotional walls I created were impossible to get over under or around just to give you one example I'm 5'6 and I hit 400 lbs imagine this in elementary school I was swaave I was skinny I was a little man physical activity was fun now covid and leaving Middle School took those things from me and I allowed myself to lose these things so began the cycle hate myself gain weight hide lose things I love hate myself gain weight seek love in women hate myself gain more weight ignore my worth and so on again years in the making during my time of intense depression I never really did anything for for myself but at the same time I was very selfish every day I was an autopilot playing video games but I was

an empty shell when my grandmother passed away it hurt terribly because it made me realize that I was in trouble I had wasted time I was not making decisions that benefited me the only thing that made me feel was crying so I did that every single day I could tell you the stories of staff from San Marcos High School showing up at my house and making me feel worse I could tell you about Twin Oaks High School accepting me and then ignoring me on a day that was my darkest I could tell you how Twin Oaks High School supported the change of my life rather I want this to be a good story a story of vindication I longed for Redemption I hoped out of all the pain and suffering and the self-destructive Behavior something

would change I lied to myself every day that it wasn't me but the fact is I chose I chose to suffer and to make others suffer out a lack of respect for myself and the people who supported me I could say it was a positive talk The Smiling the laughing or the love I had remembered but that would be a lie I was the suffering I was the pain I was the lonely child that wanted a hug who made me who I am it sounds pessimistic but the biggest Comfort is knowing that no matter what hell you go through you are not a victim of it you are not a survivor of it but rather you are the light of it there is a fire that burns within all of us this this fire cannot

be put out by insult or injury whether physically or mentally I was happy that I suffered because I learned and that will mean more than anything I will ever own if I had one lesson that I could go back and teach myself if would be to love myself and as of now I've learned to do that I've learned how to love myself and how to live I learned every moment should be spent progressing myself in the people around me if I want to be fulfilled I cannot find it through the material around me but rather the spirit inside if I told myself I would have the life I always wanted I would have never believed myself but I can truly say I have everything I want the love and support that I need the mental

stability for me to get by and more than that I can truly say I'm the strong beautiful man that my grandmother always expected me to be my goals as a man are to continue progressing the way I have been and to bring myself forward but also the beautiful people around me I don't know everything and I don't think anyone will but I think like everyone else I have wisdom in me I can help others and I want to spread that to as many people as I can because every action we have causes a ripple and that Ripple can be the reason someone as beautiful as you can live another day please I challenge you take a moment and look at the beauty around you the trees the flowers and the dirt we walk on and

as you look up find that same Beauty in people we so often tend to ignore the beauty around us and are locked into ourselves or our devices I am not a famous Samurai but rather a humbled man that has goals aspirations and success by the graciousness of San maros Unified School District I have been allowed to come back for my fifth year at TS high school and graduate in the first quarter thank you for allowing me to share my growth and thoughts and with that go Tigers G okay what an act to follow that was incredible and very empowering but I'm here again to share all the awesome stuff Sam Marcos has been doing in the past I think I haven't seen you guys in like two or three months yeah but yeah so we

had our night of the Round Table they've finished all of their visit visits to our um feeder elementary schools and built a strong sense of community outreach for our future nights which was really exciting and we have our Excalibur team um gearing up to start their visits to the middle schools sharing their stories of their experiences making that transition from middle school to high school um in hopes of making the students feel a little more comfortable and um a little more connected to some of the students at our school when they make that transition um our FFA program I know I've talked about them a lot this year but they've been doing incredible things um they've been doing amazing we have three students earning their state FFA degrees this year which is an award for

Junior and senior students who have participated in over 500 hours on their work-based learning project or SAE project these students have showed excellence in the leadership component of Agriculture education and less than 2% of all FFA members in the county earned this award so we're super stoked that three of our students have earned it we're also really excited because our new Farm is filling up this fall our students started their cattle projects in the new Cattle barn and our Market pigs sheeps and goats will make their way to the farm in the next few weeks for the San Diego County Fair this summer and we're anxiously waiting for Iris the breeding goat to have her first set of babies born at the farm all right so we just had our ASB program last week host

an elective Rush a club rush and an AP Rush um with the goal of getting students more involved it really allowed students to connect with other students who are already in the program and have that experience and hopefully get them excited about next year and getting engaged and more involved in our community okay so as I'm sure you guys all know we had members from our adult and student teams attend attend the sdcoe equity conference and one of our ASP co-presidents Angela Rico um earned a lighthouse award for her work in advancing diversity equity and inclusion as well as leading meaningful and significant Equity initiatives in our school community and our team was ignited by the session and speakers and we are excited to develop our teams create goals and work towards seeing even more

equity in action across our campuses C okay so as for the vapa scholars section of this slide um we've had several of our students accepted and received scholarships to several prestigious art programs and colleges around the country including the lagona College of Art and Design Marmont Manhattan Otis College of Art and Design as well as Rhode Island School of Design and as for our Healthcare Essentials too on the right side um The Internship course has secured a partnership with Linda force and one with the new Kaiser San Marcos hospital and we have 29 student interns currently um getting a lot of experience um Hands-On in those um both nursing units and emergency departments which is super cool and our carpent carpentry section has officially been recognized as a pre-apprenticeship program okay so it is National

School counseling week we love our school counselors at San Marcos and we appreciate all the work they've been doing we have our 2425 school year registration process underway with counseling staff presenting in classes and meeting one-on-one with students to help aid them through that uh kind of rough course selection process and get them ready for next year it is also officially Black History Month and we've started it off strong with presentations in all of our ASB classes through a really awesome program that we've developed in the last two years called kns United um and it's a equity program where we have student representatives from each class go into a meeting learn about um important cultural things coming up uh like cultural holidays uh black history month and then they come into their ASB classes and

present it and we're hoping to expand this school wide soon but currently it's starting in the ASB program we also have black student union planning an event in partnership with the club at Mission Hills on the 9th of March and they're expecting a strong turnout and are excited to celebrate Black Heritage and culture and our black student union meets every Monday and they watch videos and discuss history and current events pertaining to the black community and I talked to the President Kennedy Gardner she's super awesome and she said she enjoys being a part of the black student union because quote it is a great space for students of color to come together as a community and have a safe place for discussion okay as for our future Center I've also talked a lot about some

of the workshops where been we've been doing but let me tell you firsthand experience they have been so so helpful and I'm so grateful for all the work our counselors have put in to um bringing these to our students I've taken advantage to all of them that I could and we have had 160 seniors participate in the pal Palomar College support session with Palomar counselors and we have also had counselors work hard to host a series of seven um application workshops as well as several financial aid and scholarship workshops and we had counselors come into all of our um senior government classes to talk about uh FASA and get students moving on that so hopefully we can uh win that award again on getting all of our students going on that okay as for sports

we had a 98% eligibility rate amongst our fall athletes and that actually improved to 99% in the winter which we're super excited about and we're really um excited because we credit this to our night Zone Program which is our after school tutoring and we're really grateful for all the work our teachers have been putting into that because it's definitely helped um get our student athletes up to that point but as for kind of how we're doing in sports our boys soccer is currently ranked ninth in division two and we have two weeks of regular season left before the playoffs and they have an overall record of 7 seven and2 and are 41 and one in League girls soccer has been really playing well at the end of the season they had their senior night last

night and they have climbed into the third spot in division in division one with an overall record of 10 seven- one and 41- one in league boys basketball has also been playing very well currently they're ranked 14th in division one and they are second place in League with an overall record of 18-5 and a league record of 5- one girls basketball is sixth in the tough Palomar league with their overall record of 11 and 13 and currently they are ranked 17th in division one our girls water pole is also having a great season um they have an overall record of 18 and six and 4-0 in league and they're ranked third in division two with the playoffs right around the corner and it's been another great season for them um as for boys wrestling they've

had two official placers at the Holtville tournament last weekend which were Sam Pinto and Gabe d rozzo and the boys team took third place at the Sam dejon tournament in San Fernando and girls wrestling continues to have a success for the second year in a row our girls are North County Conference champions and since the conference started a girls Championship Stan Marcos has been the only Champion winning um team in 2023 and 2024 and our wrestling program has hosted the queen of the realm girls wrestling tournament and as a team we won that tournament and we had five finalists and three Champions being Kate wood Nirvana Tapia and Diana datat say we're our Champions and yeah I wanted to say thank you so much for listening to my presentation it's um always an honor to

come and present to you guys thank you all for all the work you've been doing for our school district and that's all I have so thank you and go nights thank you question for thank you quick question for you do you know out the fasta workshops that they're putting on how many are in Spanish or bilingual um I am not sure about that um know that I believe we have counselors who speak Spanish and I'm not sure if they're tending and translating that for our Spanish speaking students that's a great question I can ask and get back to you thanks um Gio it took me a minute to process everything that you said okay so um uh I just really wanted to thank you for being vulnerable and sharing your story um and congratulate you

on really on working through your pain and um and you should be really truly proud of everything that that you've uh gone through and and come out of and um good luck on your continuing Journey are are you so you said you graduated um no I'm gonna graduate next year in the first awesome all right well good luck and thank you for sharing say I Echo Stacy sentiment and thank you for sharing your story and and I wish you the best thank you all right we're going to hear 6.3 Knob Hill Elementary School um principal Amy sella hello and good evening um I'm Amy sella the proud principal at Knob Hill Elementary School and with me this evening is Ashlin Turman Ashlin is our Student Council secretary also joining us is Miss Amanda Miller our

Music Teacher um so a little bit about Knob Hill um Knob Hill is a school that really truly reflects the city that we live in with many cultures ethnicities and languages that um that are right here in our community so this is an overview of our student demographics for the students that we serve of note is that nov Hill is a title one school so um our work this year is preparing our future ready students with strategic promise goal number one and at our school we are implementing something called a master schedule we are actively working towards our future ready m Milestones to ensure that our third graders are proficient readers and that our fifth graders leave us to go to middle school as proficient readers writers and mathematicians so one of the things that

we have done is Implement a master schedule so that we ensure that all of our students can benefit from all of the tiers of intervention as well as extension at tier two so um with our master schedule we ensure that our students um have access access to tier one with the Core Curriculum so that when they are at intervention programs they're not missing out on that very important Core Curriculum um we ensure that students with IEPs as well as our emergent bilingual students aren't losing out on opportunities for targeted intervention at tier two and this schedule allows us to increase the resources that we have available for our students and our staff so that um they can Implement tier 2 in in intervention as well as extension within their classroom so we're excited about this

model and the growth that we've seen specifically in reading this year we have our gifted and talented education program that serves our fourth and fifth grade students this year we've had the Ruben H Fleet Center come out they will come out a total of three times um and our students meet every Thursday uh with their staff member and they work on uh really Discovery projects about things that they're interested in anything from science Discovery theater writing um in fact our students just put out a new addition of their Hawk happenings which is their newsletter and they talk about all the things going on around campus so they enjoy working on their student-driven projects as they're also working on their socialization skills Kinder Camp is a program that we offered this past August we do a

screening for our incoming kindergarten students and at that screening we identify students that could use a little bit of a boost so this past summer we invited um our Kinders on on campus our incoming Kinders but also their their parents and the first 30 minutes of each of those days we spent um modeling strategies for the for our families so that they could work with their kiddos at home on on learning their sounds um and and working on their letters and their numbers and providing them with materials to do those things H tutoring is our four School peer tutoring program fourth graders work with first grade buddies and fifth graders work with second grade buddies Tuesday through Thursday from 8:15 to 8:45 not only do students work on academics but they also work to develop

communication and cooperation skills many strong bonds are built from this program these tutors become leaders and role models to to our further buddies we're excited to offer all of our students access to our Hawk team lab where they engage where they engage in learning that uses science technology engineering the Arts and Mathematics to promote student inquiry dialogue and critical thinking we began the hawk steam La last year and thanks to the generosity of our PTO we were able to fund a part-time steam teacher in the steam lab students exercise their creative thinking as our students today will be the innovators and inventors of Tomorrow we also just had a fundraiser to help raise money for our steam love we raised almost around $30,000 from the help of many Knob Hill families hello uh our music

program program looks to encourage students to be Global Citizens as well as an important part of their local community throughout the year every grade level studies music games and dances from all over the world across the entire school we even learn to sing in as in as many as nine different languages for our Spring Festival our community work includes our involves our classroom Community First so building classroom community in the music room and in their classroom School community at our pep rally performances uh City Community is our third level at events like what's pictured here uh where we got to sing at a Mission Hills basketball game the kids were so excited and we had such a great time and then we're also doing some Community um Outreach countywide where our fifth graders will again

this year uh be able to sing at a Padres game and that has been super super motivating for our fifth graders to have something at the end of the year to to celebrate the end of their Elementary life uh yeah go ahead thank you our running club is next um our running club meets every Friday before school and the goal is to teach students to be physically active and to foster a love of running leading a healthy life and a half sorry healthy active lifestyle and we also have several staff members that run with the kids and and it's a lot of fun and the picture here is our Turkey Trot where we invited families to come and uh run with their kid too I am proud to serve as our Student Council secretary our

student council helped share students ideas interest and concerns with teachers and School principles some of our big projects this year have been a Knob Hill Food and toy drive that supported 10 of our knobhill families during the holidays we also had a sotober event that brought in over 3,100 socks an upcoming event we have planned this month is heart Awareness Week where we will be learning about the importance of being heart healthy we have a mentor program on campus as well this program serves 19 of our students and the the goal of this program is to ensure that our students have a sense of belonging so this is a picture of me with my mentee um who I see every morning at breakfast and he himself has become a mentor because in the morning he

comes in he helps all of our we have about 30 kiddos that come in from kindergarten he helps them with breakfast and then he assorts them to class so he himself is a mentor to our girlfriends as well we have started this year a student advisory team this is a team of students we have about 50 kids on the team from first through fifth grade and they meet periodically periodically with me to go over question questions that they might have concerns and they like to offer a lot of suggestions one of their most recent suggestions was increasing the the number of games that are available at recess especially during rainy day recess which we've had a lot of those days lately we have several after school programs at Knob Hill in addition to KOC we

also have two boys and girls club programs that run we have our kiddos that are bused to the main site right over here um off of Pico and then we also serve 84 of our students right at on campus and our students engage in activities like gardening steam projects um they do athletics a cooking class is actually coming up um very soon we also have our Champions program that's available for our TK and our Kinder students and this is um a program where our students can engage in play based learning which is very appropriate um for our TKS and our Kinders um in order to have our future ready students and provide Future Ready environments it's important that we as Educators also become future ready so one of the ways that we do that is

with our professional development this is a book that we are doing um this is an optional book study that several of our teachers are participating in called building thinking classrooms and it's all about increasing discourse in mathematics um so we are excited about this book study we're implementing these these strategies this is also a goal of District professional development so it's been really nice reading the book and you see the strategies that we're learning across all the different grade levels and um this is a picture of one of our teacher leaders who's a second grade teacher and she's actually doing a model lesson in one of our Kinder classrooms with um with the Kinder team um participating in that and learning together so we're really excited about the work that we're doing with mathematic um

discourse as well thank you for listening to all of the ways that our Hawks are soaring thank you for listening you 6. 6.4 Child Nutrition Services presented by Naomi Shadwell our executive director of CNS hi good evening members of the board and superintendent Johnson uh thank you so much for having me here um I'm really excited to share some of what we're doing in uh Child Nutrition services and uh so just okay so just a few things that I'm going to cover some information about our department um don't forget some cookies on your way out they were baking them at Mission Hills this morning morning uh our some of our regulations um some Farm to school that we're doing uh within our program uh scratch cooking um some information about projects we have going on

and uh and some of our next steps so Child Nutrition Services is um a self- sustaining Department we have all of our own expenses our own revenue and so I like to um say kind of like a restaurant in a school district um and uh our team is we have about 165 amazing employees uh I feel so lucky to be part of such a wonderful team and uh we serve about 15,000 meals a day so that includes breakfast I just have to interject you are the largest restaurant in San Marcos with 15,000 meals a day that is you are rest the yes we are and we are very proud of that and uh we really love uh serving our students and staff so we um start off with breakfast and um and we serve a

nutrition break at the high schools so midm morning um for those students that didn't join us before school they have the option to have breakfast and then we have lunch a supper and um during the summer we do have some sites that offer summer meals uh for some of the after school programs um we have a couple of different programs so we um offer snacks to uh elop programs and champions and uh and then for our sites that are eligible for the child and adult care at risk uh supper program we also um offer After School meals and uh and then this year we started working with the San Diego County Office of Ed and we're offering um and providing them with um breakfast and lunch as well so our funding structure is uh we

are federally funded and so uh for breakfast lunch and supper um we're funded we get reimbursement for every meal that a student takes and uh and for us Universal meals um was implemented uh last year and we've had a large success so we saw through the pandemic um a lot of uh students eating with us that hadn't um joined us for meals in the past and so it's been a great opportunity to really uh reduce the stigma of School meals we've seen a large increase in participation uh especially at our schools where maybe we had lower participation before and so it it's been a wonderful opportunity to um have more participation more reimbursement which has allowed us to um bring in more uh Farm to school um due to our higher reimbursement because our participation

is up uh also the state provided some one-time funding for kitchen infrastructure and training uh which has been really wonderful because our funds are restricted um and for the most part so that means that we have uh under our regulations allowable versus unallowable costs and the state recognized that some of our equipment was outdated or we needed um some support as as there's been a push for increase in scratch cooking and so this has been a wonderful opportunity for us to work with facilities and our maintenance and operations Department to focus on um our infrastructure in the kitchen so traditionally um we could buy an oven but maybe we couldn't pay for the plumbing or the electrical that was needed for that piece of equipment and the state has given us this one-time funding but

it's been um it's allowed us to bring in Ovens that are have helped us expand our baking program and we're also bringing it into uh s maros High to help with our uh Kettle and and production of um like the Poole that you guys tried I think earlier this evening anyway the the other thing that um that really has been one of my um passions has been supporting our local farmers and with um federal and state funding for supply chain assistance and local um food for schools uh as well as our increased participation that's allowed us to look at um Farmers surrounding us here in Valley Center Fallbrook um in enenas even here in in San Marcos uh we are bringing in the um butterleaf lettuce from from go grain agriculture which I'm not sure

if anybody's driven past that on Twin Oaks um but we are working on a um chicken lettuce wrap for the secondaries uh and uh and then dossy Farms so this is where I am a self-proclaimed nutrition nerd so as a dietitian um but I I really really love um not only the variety that um and seasonality of local produce but it also helps us to support our partners to uh support our local economy to reduce our carbon footprint and um and these are families these are people who I get handwritten um thank you cards from because they're are are members of you know our community and uh and then students get to see that that produce is seasonal which I think is a really special thing you know sometimes we go to the grocery store

and we can get the same Apple all the time um so it helps them to see that we have P Simmons that grow in Valley Center and usually those come around in fall and then we have avocados that we get from multiple local farms um the Persian cucumbers are hydroponically um grown in encinas and um and so that's been a really cool addition because traditionally we had had cucumbers which um students love but to bring in the Persian cucumber and tricolor cherry tomatoes um it's just that pop of color on our salad bars uh which is really amazing recently I went to Dickinson uh Family Farms which is a farm in Fallbrook and they had dragon fruit which um you know is is not very common and so uh the other um thing that I've

been wanting to bring is exposure to produce that um families either can't afford at home or may just not even know about uh so with dragon fruit we wanted to show that it um is a little prickly on the outside um and that um it's beautiful on the inside so um we H this is a huge student uh favorite and then we had some passion fruit and um here in San Diego we have a lot of Citrus so instead of just a naval orange we're bringing in carak Cara oranges and blood oranges um and um other uh tangerines I could go on about this for a long time okay I I'll move on but um Shanley Farms if um if any of you have tried um finger limes they're really fun I hadn't tried them

until about a year ago and it's also known as as the citrus caviar but uh you know for the kids it's really fun to be able to pop that open and to um and and to try the Citrus flavor that comes in in little caviar uh type of of balls um avocados as well um you know we're able to make um guacamole for our our year way made to order brdo lines at the high schools and just serve them on the salad bars too at our elementary and K8 sites um and food for thought is another um food Hub that we work with as well and uh and he brings us produce within uh 48 Hours of harvest um so it's our students are are getting really fresh produce which is amazing uh salad bars

here are just a few examples of our salad bars the Persian cucumbers and the cherry tomatoes um for for me uh and for our team we truly believe that that we want to entice students to learn to eat from the rainbow so that a a plate of food can be beautiful and um and the other benefit of salad bars is one of the requirements for our meals is that students take a half of a cup of fruit or vegetable and so in an effort to minimize food waste um giving them options can be really helpful and so a student can go to the salad bar and take a quarter of Persian a/4 cup of Persian cucumbers and a/4 cup of uh watermelon if it's on the salad bar and so that equals a half of

a cup and really giving them Choice uh helps to to minimize food waste uh so our other process as we've expanded our scratch um products is through taste testing so we work with dietetic in internships um throughout the country and uh and so this is uh a picture of some of our um coordinator who's also a chef and some of our dietetic interns and so our process starts with bringing in product trying it and our site staff will also work on um maybe developing a recipe this year was our first time working with the CTE culinary program at Mission Hills and they um Chef Ramone and the students um had a contest and came up with the ble recipe uh that you had earlier and then Amanda Marcato a little shout out um to our

lead at San Marcus High she and the team took it and um and adjusted the recipe for bulk production um in our Kettle so um and then in our when looking at at what we want to bring to the menu um a student voice voice is really important and so we work with um schools to get feedback from students we have student workers at both of our high schools and so we'll ask them for their input we um will send out student surveys and get feedback on what their top choices would be and then we also follow current trends what what is out in fast casual um dining spots uh and in an effort to reflect what they're getting um just so you know the spicier the better at the secondary level is is really

what we're aiming for um and then when we look at at local too we're really looking Beyond produce now so we work uh with uh esparon Tortilleria and we get our corn tortillas for our street tacos which um we have our carnus Taco um at all levels and we're expanding into our a bidia so they've been working on that recipe um for our upcoming menus so here is um our baking team at Mission Hills uh we currently serve um a seasonal breakfast uh bread so um we have like our cinnamon crumble pumpkin bread in the fall um a our lemon blueberry is coming up and then of course we have our cocoa bread which I think most of you have tried before it's kind of a staple it's been here for a long time so

when we have parents that come through with their kids they tried it when they were students here and it's um it's something that's kind of a staple to our program and um and we're really proud to bring um breakfast breads that where we focus on reducing sugar we add um yogurt and applesauce to help with redu with lowering the oil um so lowering the fat and then lowering the sugar cont content that way and really um ingredient um Quality is something that we value and that we're focused on and committed to um not only for the nutrition aspect but also just for the freshness and flavor um the other thing that we are just rolling out too is our faka um Panini so um it's uh something that is coming to our secondary menus and

uh our Baker um makes the fuka um in at Mission Hills and they're making the pesto sauce now she went to culinary school in Italy and so because it's not nut-free sauce she's told me it's not allowed to be called pesto it has to be basil oil so you just because technically there there are no nuts in it but um but focused we are so focused on um providing quality U meals to the students so again at um at San Marcos High We U have our Kettle and um an entree production so I we're working on like I said the Bia we have the poule that we're rolling out uh we also roast turkeys off um and use that in the poule we uh use it for our barbecue turkey sandwiches and then student favorites

are always uh our homemade spaghetti sauce and tacos with the funding that we received uh for equipment and uh training were looking at how to be more efficient and safer in the kitchens so we were able to purchase a bowl lift because um the batch cooking can um those bowls can get very heavy uh and then also for our Kettle production we purchased a piece of equipment that helps with the pumping and the bagging so it's more automated additionally with the funding that we received we're looking at um we've been increasing the amount of training and and then ongoing we just have more projects that we worked on to help with um serving and uh and and improving our operations so our next steps um continue to be to add and expand our culturally diverse

menu options and um and with students we've had requests for vegetarian and plant forward on trays so we've added a a spaghetti option and a taco option that are clean label which is also really important that when we bring in these items that the the ingredient list is um as minimal as possible so this is based on a p protein uh and then we're adding in a an edamam chain and um our yourway lines which are made to order burrito lines at the high schools allow students to um to make their coaches I just want to say I was on that line and I was amazed that yeah the kids can come up and or just like a Chipotle but it's like hundreds of kids I want this and I want that and man it

was I was exhausted after about 15 minutes of doing it but Kudos yeah thank you yeah it's it's definitely a favorite and they can um easily just have beans and rice if they're vegan or they can add cheese if they're vegetarian and then we have our homemade taco meat on there as well with whatever toppings they want that are at least available there um so that is all I have thank you so much thank you um I just Naomi I've been asking for this presentation for three years and it's like tonight you fed us and the basil oil Panini was like I don't know if the kids have tried it yet but it was phenomenal and the pit like was a home run I'm just little suggestion for Susie like if we could we get

this chicken salad it's not horrible and it's actually really good but we have been having the same chicken salad for four years it's I would love to see us try other Foods just because like tonight wow okay we were so impressed because it is a I mean our our chicken salad is school service I mean I love it forward to it yeah we and we all look forward to it but like AF POA like it's hard to turn back now you know and everything that you showed us like try it out we can be your guinea pigs and you know you it's hard to please every kid you know kids school CNS tends to have a you know school lunch but there's a strong correlation between Student Success academic achievement and how well we feed

them so thank you than you for really being mindful of not nuking you know every meal because I mean that for a generation kids everything they had was a little you know a package rip it open and tonight what I saw it's we're we're shifting away from that and we now have the equipment to shift to to bake and and really feed our kids well and so thank you so much and I'm GNA let the rest of the board speak I just want to say thank you it was everything you have ever provided us has been delicious and I um I was introduced to finger lines as were my kids uh when you introduced us to them so that was great I do have a question with all these diff wonderful meals and options that

our children have on campus are all of those options covered under the free meals for the kids so they can get anything they want yeah so that's a that's a good question um some of the menu options are offered just the secondary level so like something that's really spicy probably wouldn't go over well at an elementary level but yes as long as the meal is reimbursable so it has to have like if they're taking the sandwich they would have to have a fruit or a vegetable to go with it in order for it to be reimbursable okay um but they are all covered under Universal free meals and that's for all students okay um regardless of um their income level okay fantastic and do our kids need to do anything to get that lunch or

is it like you know just their card they just come through the lunch line they just joined in the cafeteria fantastic okay as a student I'm so grateful for the variety we have um I remember when I was in elementary school in a different District I they were horrible but I really really enjoy getting lunch at the schools and um I'll grab breakfast too um and I'm also very grateful for the free program as well because there were days that I'd be like Oh I'm just going to not eat lunch today but now that we have have that program if I'm running late I don't have to worry about packing my own lunch I can always grab a really good lunch at school thank you thank you so much the poule was amazing all the

food that you guys gave us was amazing and so pass that on to your team thank you absolutely amazing thank you the question I do have is um have we seen I'm just curious when we tracked prior to any of this Universal free meals did we track the free reduced lunch do we still encourage families to apply for the free and reduced lunch for our inhouse numbers and if so have we seen a decrease in the those applications because of the free meals or is this something we need to advertise to our families our family Partners to say hey we still need you to continuously apply that way we keep the collective that a great question so um we uh the district was able to transition to um an alternate income survey for for district

funding like Title One um for Child Nutrition Services we did see a decrease in um in parents filling out the mail application but we were able to um operate under What's called the provision two and we have a community eligibility um provision for some of our sites that's bed based on um the number of directly certified students um for provision two sites which is the rest of this the school sites we were able to have a base year and build our free and reduced percentages that we use for claiming for this year and then two more years um so we we do have um more of our funding that's coming from the state um than in previous years uh but with universal free meals we receive um the highest level of funding I guess that

we that we could receive for a meal yeah thank you Naomi thank you for your presentation thank you for not putting carrots on any of your slides I I I'm also I missed the uh vitamin Donuts we're not doing the no no see you see how much power I have you remember do you remember my slide from the vitamin Donuts from last year you guys want remember that I do remember something about donut they'll remember the staff remembers because I've checked that one out so many times maybe I'll make you a vitamin that would be great put that in the notes am me make sure the whole Community knows that I'm advocating for vitamin doues vitamin oh that was the poster you put I remember that all right 6.5 local local control accountability plan lcap

mid year um report and you know what Spencer you butchered my last name and I'm I don't want to butcher yours can you yeah it's wav wavra yes sir wavra okay I'm gonna I will learn it wavra thank you I have yours phonetically written on my paper so all right oh good good good wavra WRA well good evening U members of the board Dr Johnson member of the cabinets our wonderful uh student Representatives uh thank you for having me on behalf of the uh Educational Services Department I'll be presenting our midar report uh it's a midyear update of the lcap um as you are aware we do have a current lcap that is a three-year lcap we are in our final year of that uh version of the district local control accountability plan um this

is where our district identifies our goals based on need uh develops actions leverage our resources to meet those goals and really in the in essence improve student outcomes is what we're a what our aim is uh the lcff or local control funding formula calls for school districts to set both a districtwide and uh School level goals and spells out specific actions and steps that we need to take to improve student achievement uh particularly uh there are supports that must be aligned to our what we call contributing and you'll see that in the slides our our emergent byal students in the state known as English learners but we refer them uh refer to our students as emergent m uh much more positive terminology Foster youth children within our district as well as students from households that

are considered low income based on our household income survey so kind of back to Naomi's uh question earlier we do rely on that for a variety of reasons uh in particular for our our unduplicated students so in our plan we have four overarching goals and we have actions within each goal which in with under each uh goal there are a series of uh expenditures and budgets that align to those goals first one is to support our high quality teachers in their imple implementation of cohesive and aligned Equitable and articulated standards based instruction and again I won't uh you can read it there but our overall budget you can see on the right hand side at uh that we appr that you all approved back in June of 2023 is $12 million for uh 12,43 ,000

uh and out of that and that includes our lcff dollars our lcap supplemental as well as Title One title two title three uh and some of our uh expanded learning Opportunity Grant money that is still remained those budgets uh out of that $12 million 400,000 12, 133,000 are contributing goals those are actions that are or contributing actions I should say that are specific to our e bilinguals uh English learn English learner emergent bilinguals Foster Youth and low income uh our second goal is design and Implement uh systems and structures that provide Universal targeted and intensive academic and behavioral social emotional uh supports uh College and Career supports as well for our students three uh we're talking really about education Our Family Enrichment and engagement that's a pretty W wide uh component but as you can

see goal one really instructional goal two is supports goal three is our family and goal four is a welcoming and inclusive climate at all of our schools so you'll see that each of the actions within there reflect those four goals and for each of the budget you see your budget on the right and then what is contributing out of each of those goals so a little bit more in depth on each one of the goals goal one is our support for high quality uh teachers in their implementation of cohesive and on line Equitable standards uh so we broke it down under on the right hand ins slide you will see uh what are some of the things that are the actions that are included in there what are the expenditures that make up this goal

to improve student achievement uh under Personnel we do pay for our physical education teachers to the elementary sites as well as Elementary music teachers uh assistant principal at Law marada Academy and director of special programs myself uh and that's uh a portion of my salaries paid through that budget professional learning there's a variety of those lcap uh expended as well as title 2 uh which are you we do a lot of multi- Education uh multilingual education PD for our teachers secondary uh you could see that through glad strategies sadai and that's uh my colleague Miss Kel she is uh she and her colleagues run those with our teachers inflection leadership training for the Strategic promise uh eii as well as nissle for our new principles and assistant principles we have a variety of educational technology

included in then goal one including I ready which is our diagnostic tool uh as as well as Lex Lexia the Handover survey that we take to get feedback from our community members uh and then site supports for our Avid programs at the secondary level as well as our immersion supports through title 3 for Twin Oaks Elementary School out of that you can see there was $465,000 expended for non-personnel and uh $11 million for personnel those are encumbered as well they they're paid uh monthly and with a balance of $378,000 in change under goal two again we're talking about our systems of support throughout the district uh as you can see there is quite a few uh Personnel uh included under go two that includes our foster youth liaison that works spe specifically with our foster

youth students throughout the district um and that is one of our uncont uh contributing actions Future Ready tosas throughout our schools uh social workers throughout our schools secondary counselors director of student services uh emergent bilingual um uh posa which is an assistant principal on special assignment as well as Osa that supports that multilingual professional development our assistant our assistant principles throughout the district because really they lead the systems of supports social emotional behavioral and academic at our sites along with our toas uh supplemental curriculum this year we're proud to through title three purchase language power which is a supplemental curriculum for our level curriculum for our emergent bilinguals throughout the district and we we really tried that out over the summer it was very popular so we expanded that to all of our elementaries as

well second step our social emotional curriculum uh that is used districtwide as a social emotional component to support our kids Extended Learning supports through artre that's title four so really bringing the Arts to our elementary schools uh supplemental uh student supports such as supports for our homeless children um anything from clothing uh uh you know tennis shoes uh yearbooks uh school school swag uh School clo to make our students feel welcomed and part of the school culture um and allows them to access everything they need to at school lcap support support for our sites that is in the form of uh an allotment for their uh their UND duplicated students at their sites they'll get a proportionate amount of lcap funds and that will help with their site specific goals through their sipm there that's

their school plan uh Twin Oaks uh high school we provide transportation for their students make sure they get to and from school and then also Kinder future which is part of our uh uh another component of professional development for LGBT students and consultation support for our staff out of that budget we have uh nearly a million dollars of non-personnel and around $10 million of personnel that's incumber displine and then we have a balance of $520,000 for the remainder of this school year goal three is our parent uh supports and engagement um as you can see we have our again Second Step bullying prevention curriculum we have professional learning opportunities so there's a variety of things where uh we uh provide anything from uh trainings for parents on CER we recently had San dieo Workforce with

us we've had uh um parenting workshops that are currently going on online uh we provide a variety of things to our department uh PBIS training uh through brain highway to support uh positive behavior at schools um and uh you know making sure students are in seats and not out of in the office speaking to the assistant principal trauma informed care uh for all of our administrative staff uh and our teachers student and Family Support Services such as the uh California healthy kids survey which we provide through our fifth eth and I believe 10th graders I could be wrong I know Fifth and eth for sure um mckenny vento supports which I mentioned and then District translation services so when we have any kind of event we have our in-house staff as well as our site

styen Personnel that speak Spanish sorry and there is a balance of 131,000 based on the expenditures nearly 80 of non-personnel and $60,000 of personnel goal four is to provide safe and welcoming inclusive School climates uh District Personnel is the District Parent liaison uh Annie Das chavas and she works she's actually coordinated some trains last night and she goes to site she assists as well as uh districtwide programs assist the site level Community leaon when they host their individual programs cyber training as I said uh cyber protection for our parents uh many Pathways to success that's a San Diego Workforce where we uh talk to parents about how to help their kids get careers after school uh parent Square so that's a relatively new initiative that's uh quite big that we use to push out our

messaging and then virtual Parent Academy trainings that are ongoing throughout the year uh non-personnel 114,000 expenditures that are Personnel are the 93,000 and then we do have a uh we are over budget in this goal which we're under budget and others so we will'll make those adjustments and those journal entries as needed but really I think the the expansion of parents Square which is a new edition kind of uh threw that off a slight bit so for the for the end of this year we are on track uh you will see a a complete uh end of the year three-year uh completion so when we do our annual review that comes at the meeting in June so we have two meetings in June as you know that we do our public hearing uh at the

first meeting of June second meeting of June we will close out the three-year lcap as well as introduced the new lcap which we are in the process of developing now uh we have two upcoming parent Community meetings that Dr Campbell is coordinating one is in February 22nd one is in February 29th where we'll be working with Elementary in one group and ka8 and then secondary schools at another gathering more feedback from our communities to align our strategic promise and our lcap together for another three-year uh plan to go into place starting June 30th uh if the board so approves so I knew most of the KA pretty much all of them can you go back to slide two I just yes sir you went through really um I just I wasn't sure what goal two

excuse me goal two um professional learning Kinder um kind what is that um kinder features is through Dr Campbell do you want me uh it's part of our uh support for um our gender uh our support gender support for our students and our staff uh for students that are non-binary or that choose uh that need that support Dr Campbell you can probably yes so um kind of Futures is specifically for lgbtq plus support um in our you may remember from previous year's Panorama survey we had a very clear um indication that our lgbtq students were not feeling a sense of belonging or connection at our school sites um so every School site last year had training in support for lgbtq students um and this year that training continues School sites now have consultation with Kinder

future and can use um their staff as needed okay thank you is there any other question I have a question about um so this this is great um my question is actually about uh next year's uh elcap and how we are selecting parents and reaching out to parents to participate in um coming up with what these goals are going to be sure so there's a there's a variety of processes that we start usually we start in March for just an annual review um this year we we began back back in December you you probably saw the alcat survey went out early this year because we wanted those results back so we recently receive those and we're in the process going through them uh in addition to that we provide a series through Hanover um that

way it's it's it's very um nonb it's outside industy comes in and does focus groups so we did a focus group with our our Sala parents of parents of students with disabilities as well as M vento Foster uh youth liaison and that team that works with our students as well as our site based individuals um so we have the lcap survey we have the Panorama survey that we use speakup survey will be taking place I believe this month through technology that we do gather some data from there the elcap survey has I believe it's it's thousands of s I don't know it off the tep on my head I apologize um and then the for the selection of the actual committee we Outreach to the principles to coordinate that so there are we have we

encourage or we ask for a the elac representative from the site so we have a Spanish or non-english speaking parent um we ask for parent Representatives class supplied employee Representatives uh Association members uh we have a wide variety of individual counselors at the secondary level we bring believe 8 to 10 10 is the maximum of students but we ask each High School to bring upwards of 10 students so that we have a broad Studio voice in that meeting from there we do a root cause analysis where we look at data points to really identify where the areas of need are to help guide us the overarching um columns I I call them because we have them kind of situated that way are our our strategic promts and the Future Ready students Future Ready Educators environments

and systems and really that lays into how we develop our goals and action finally there are eight uh priorities for the state I don't know them top of my head but I have written down and like basic needs is one and implementation of Standards Etc we have to align our actions to those eight priorities so they have to fit within us and if we don't have that part of the layer of you know checks and balances is that we submit that to there's a pre meating before UC where they look at the make sure we follow all the steps and then after it's approved we actually make revisions of bre so it's a pretty ongoing long process but I think we do a relatively good job of including lots of voices in that thank you

thank you one question I have the question I have actually is regarding Workforce the partnership that we have with Workforce yes sir do they require our students to have a Social Security number I do not know the answer to that the workforce that uh I represent that we included was for parents um Workforce on campus there is a a process where not necessarily vetting but where the principal and the workforce committee work together there's two sites I believe right now that we have Workforce at and they're under the guise of our school sit we have anou with them so they have to follow those processes but we want to encourage kids to come in and and work with us and learn about careers early on as early as Middle School sure thank you I know

that document you presented a couple months ago how many pages 200 271 last St but we'll shorten it this I really appreciate how you were able to condense everything and you really just simplified and and and most everything is self-explanatory there's just a couple of them so that's why I just I wanted to ask but I appreciate the um the followup and and um it's seems like a very comprehensive LC cap that's going to take us you know to the end of the year and I'm sure we're going to see some overlap with many of the goals as we revisit it next year so thank you so much Spencer 7.0 report by our superintendent Dr Andy Johnson thank you final presentation of the evening I only have two slides so I just want to highlight

for the board very briefly you have already heard tonight the many many ways that we are moving our portrait and our strategic promise forward uh through our food service through our lcap through uh the presentation you heard from no Hill and I want to take a moment to introduce you have on the personel assignment order this evening uh new assistant principal Katie Zuber uh so welcome I wanted to highlight that you were here you know bright red sweater so she everybody could see her um but we I'll be at your school tomorrow we'll we'll chat we'll walk around um so yeah and then so on tonight's agenda in a little bit you're going to hear from Dr Campbell on some new High School courses I know the board has been looking at that in in

preparation for tonight's meeting super super super exciting I was on a podcast this morning I was interviewed on a podcast I got to highlight some of that stuff for the classroom for the Future Foundation uh and we really are leading the way um in that work the board is also aware of the work we're doing with middle school and I just want to highlight one thing that this earlier this week we had our superintendent student advisory it was a rainy day so we didn't have the entire group so this is what two two thirds of the group both of these marvelous students were there and I think I told the board that last um last spring I turned the group entirely over to the students and they're running it about a thousand times better than

I did um and the conversation they have been having is about Middle School about our portrait of a graduate and where are we missing connections with our kids and where can we focus and the group has uh proposed starting a middle school student advisory Council which we are going to do uh they said they said we don't want to call it the superintendent Council because that would be a little maybe intimidating for the middle schooler but we definitely want to get a council going for them so we got a meeting coming up pretty soon to start planning for that and get that off the ground so that's all due to our due to our kids as Dr Campell often says get out of their way leave soid and then with that um the final piece

tonight is our uh latest superintendent Spotlight which I would like to highlight for you if I do this there we go hi my name is Andy Johnson superintendent San Marcos unified and it is time for another superintendent Spotlight today I'm at Mission Hills High School to honor one of our amazing support staff classified team members so tell us your name and tell us what you do um my name is Melanie aperocho and I am one of the health aids here at Mission bills yeah cool so tell me like what we were talking just a minute ago like what is your average day I'm almost scared to ask but like what is your average day look like it's been busy this year but it's seeing students with illnesses students with injuries um sometimes students with um

you know emotional distress but we always make sure that we connect with the right team member that will help assist us in that yeah but we kind of are the eyes and ears for our school nurse we have a wonderful school nurse here yeah so we basically are doing all those things at once and also managing to make sure kids are in class yeah right that's thing yeah yeah yeah what do you love most about the job I love helping people um helping students sometimes they just need like a comp passionate person to listen to them yeah and um when they say thank you for you know that smile when I tell them to have a good day they smile back it just it's rewarding yeah you know what would you want everybody to know

about like what it is that you do in there that's so important to the overall experience of the kids and the running of school well it is keeping kids in class but also taking care of students who aren't feeling well and maybe they're they're trying to tough it out because they have a test or something like that but maybe they actually aren't well enough to be at school so we have to send them home that day or maybe there's something on campus bothering them and so I just have to listen sometimes kids just they just need somebody to listen to them and I can direct them into the right direction of where they need to be maybe they need to send them to the counselor it is a very fastpac environment I bet and sometimes

it can get very quick when I have to get called to different um portions of this very large school yeah ex you have to go out too yes yeah yeah oh yeah running across campus taking a golf cart down to the football field things like that wow yeah so let me go back what you just said because I wouldn't naturally I probably wouldn't think about that I would think you see the kid you give him the Band-Aid send them back but there's that whole emotional yeah part of it it is and we do we do get Band-Aid we are like that but but sometimes there's somebody that they just feel they maybe they're having an overwhelming day you know and they don't quite know how you know that like how do you know that I

just listen to them and I look at their demeanor and um sometimes it's that they're just nervous about a test yeah you know or a presentation yeah and then we talk about it yeah you know that's incredible yeah so they come down because like I feel I don't feel well yeah feel well but then we we dig a Little Deeper it might not just be I'm not feeling well it might be I'm nervous about a presentation I have to give to yeah and so you give a little coaching a little pep talk and if you have to get somebody involved if I need to call their counselor I will you know we just we're a team here what is the one thing you want to you want everybody to know about the value that you

bring Mission confence wow I never thought of that before personally I just want to be a safe place for students to go yeah and having compassion for everybody and just listening to each individual so that they know that somebody will listen to them yes that's that's the value I hope to bring I try to bring yeah that's awesome yeah well thank you for everything you do I mean it really is amazing because again you guys like I said to you before so so many of our support stuff you're tucked away in these little corners and people know you're there but they're busy with their own stuff whatever yeah but but just hearing from you and your experience and kind of how you approach the work and how you interact with the kids we're a village

we're a family here we're a team that's exactly it um when I think about it like we're not just one office you know it is a village and we're a whole team here from the front office staff to the counseling staff to the attendance campus supervisors keeping us safe and then Administration and then the teachers so it's not just one office that keeps it going we all have to work together yeah so yeah yeah well on behalf of the teachers here on the the admin the kids the parents families everybody the whole Mission Hills Family want to thank you for everything you do really amaz thanks for taking the time appr coming out it was great yeah for sure great well that's it for today so thanks again for joining me I'm Andy Johnson and

we'll see who is the next one up for our next superintendent Spotlight Andy you're getting yeah um I just wanted to say that having a middle schooler and being PR to all those conversations in carpool um thank you for having an advisory or an opportunity for them because they do have a lot to say and they do not feel heard and I think that that's um a really great great opportunity that you guys are going to give them so if they were all here behind me I'm sure they'd say thank you so I'll say it for them thank you yeah we do we do Equity groups with the with the middle schoolers and so we were just talking about making sure that the efforts don't overlap or whatever but I think the more student voice

there is no such thing as too much student voices or Dr Campbell uh so yeah we're really looking forward to that conversation yeah and being having been at the middle school for like nine years of my life and now being back at the elementary school which I've spent the majority of my career just you know planting the seeds you know maybe in a few years we can have an elementary group but I just I feel like having the high schoolers really take the lead and facilitating and and then you know giving some leadership to the Middle School to move down to Elementary because really we can't have enough voice it's that's why we're here they are we're we're there to serve every student and and J sometimes I have delayed response so I really appreciated

your vulnerability tonight and sharing your story and I know it meant a lot to me and the board hearing you and I I'm so happy to know that you are in a place um where you feel supported and feel safe and you're thriving so um I just had to say that I mean so like I said sometimes I have delayed response so and we're talking tonight about middle school and then hearing Dr uh Johnson Dr Campbell talk about how Middle School's voices need to be heard I I just feel like all kids voices need to be heard from high school to Elementary so but let's start with middle school thank you Dr Johnson 8.0 U report by board members does anyone have anything that they would like to report out all right thank you for

our special visitors and guests all right 9.0 action agenda review and accept uh the 2022 23 annual audit Aon would introduce this item yes the final audo report for the our prior fiscal year 2022 23 has been completed it is on the agenda tonight for the board's review and acceptance I'd like to introduce John White House he's a partner from our external audit firm of Christy white and invite him to present the results of the audit to the board good evening governing board my name is John White House I'm a partner with chrisy white we've been your Auditors for several years now um we've concluded our audit of the district's funds Capital assets long-term debt um and compliance with uh federal and state law um for the year ended June 30 2023 um our audit

is comprised of two phases um one one in the spring one in the fall um our audit includes documentation of um internal controls in areas such as purchasing cash dispersements payroll um we tested state compliance areas such as attendance reporting um instructional time and instructional materials um we conducted a single audit over the um of the district's uh Federal grant the district receives um and for the year we tested two of the uh major programs um for this year which were the education stabilization fund uh in discretionary grants um and Title One Part A and finally we tested all June 30 2023 balance sheet accounts um and before I move on I just want to provide some context um about the responsibilities in relation to the financial statements um the responsibilities of manage management um

of the financial statements um is for the preparation and the fair presentation of the financial statements in accordance uh with accounting principles generally accepted in the United States of America and for the design implementation um and maintenance of internal controls um while the auditor's responsibilities are to um obtain reasonable Assurance about whether the financial statements as a whole are free of material misstatement um and to um whether that's due to error or fraud um and issue an independent auditor report on the financial statements um the results of our audit um tests are reflected in the independent Auditor's reports and summary of auditor results um we opined on the financial statements um the uh report on state compliance and report on federal compliance um all which were given unmodified opinions for the fiscal year um and

uh they were all given yeah unmodified opinions so on page 89 is a good summary of the audit overall so it will provide all of those opinions and whether there was any findings or material weaknesses anything like that um and for the year uh for this year there were no find or there was one finding that was disclos disclosed in the report related to uh state complt but it didn't modify our opinion um so if you turn to page 92 of the report that is where the finding is disclosed and I'll just touch base briefly on it and for whatever reason that page is missing out of my report that I printed before we came um but I do remember what it was in relation to it was for instructional materials um and that one

is um that one was uh related to not um adhering to posting I think before um the required timeline um and so there's no question cost on the on the report um for the district it's just a state compliance kind of issue that we follow in the auto guide any questions about the report do I have a motion to approve the 20 22 23 annual audit I move to approve second move by member Chamberlin second by member Amad to approve the annual audit as presented student board Representatives please say your vote I all those in favor say I any oppose motion carries for action item 9.2 through 9.6 thank you the governing board will be acting as the legislative body of community facilities District number 14 of the San Diego I'm sorry San Marcos Unified

the public regarding the financial Provisions a collective bargaining agreements between the San Marcos Unified School District and the California School employee Association chapter 413 CSA regarding the creation of new classifications and the revision of current classification for classified employees eron will you introduce this item yes on tonight's agenda the board will consider several umus with csda and the government code requires school districts to publicly disclose the provisions of any collective bargaining agreement including the costs that will be incurred um prior to considering its approval and allow for public comment we estimate that the six mlus um regarding C cre creation of new classifications and the revision of current classifications for various classified positions will will cost 363,000 in the current year as they are effective beginning March 1st and they will cost 1.2 million annually

thereafter to the general fund additionally costs will be incurred for the kids on campus program of approximately $73,000 annually which are accounted for outside of the general fund in the district's fund 63 or other Enterprise fund um it's very important to note that the majority of the general fund costs relate to um two of Theus that create new classifications that impact the maintenance and grounds Department employees although these agreements will cause salary and benefit expense expenses to increase we anticipate that the cost of service contracts will drop by a a similar amount therefore the net ongoing cost of these mlus will only be approximately 400,000 and not the $1.2 million salary increase this public hearing is now open Susie is there anyone who wishes to speak there are no speakers this public clearing is now

closed 9.6 9.8 disclosures of collective bargaining agreement with CSEA Erin will you introduce this item to comply with the government code documents have been prepared that disclose the costs of Theus being considered on tonight's agenda as required the superintendent and I have certified that we can afford the costs of these agreements in the budget and the disclosures were provided to the San Diego County Office of Education for their review they have indicated in a written response that they do not have any objections to the cost of these agreements do I have a motion to approve the disclosures of collective bargaining agreements with CA as presented I move to approve second approved by member Chamberlain second by a member Martin student board representative please say your vote all those in favor say I I any opposed

motion carries I apologize I can't hit the gavel and you know read my numbers correctly so I'm not number lexic or anything but it just Addy's saying you're hitting a little too hard but getting a little oxygen to your brain at this time of the night 9.9 memorandums of understanding with the California School Employees Association CSA regarding creation of classifications revision of current classifications individual reclassifications elimination of classifications and classified salary schedule Joel will introduce this item yes good evening board members uh the mou is included in this item represent a lot of good collaborative work between District staff and csca as our labor partner as Dr yo mentioned the mou's include creation of new positions updates to existing job descriptions elimination of some vacant positions and adjustments to the classified salary schedule these recommended

changes would allow us to operate more efficiently and help our recruitment efforts in certain programs thereby providing improved services to students and staff this is an action item with a recommendation to approve the uh as presented do I have a motion to approve the memorandum of understanding with cssea as presented I'll make a motion moved by member Martin second by member ammad all those in favor say I I any opposed motion carries 9.10 resolution number 28-23 24 elimination discontinuation of service and layoff of classified employees for the 2425 school year Joel will introduce this item board members staff is recommended the adoption of three resolutions this evening for the elimination of classified certificated and certain management uh positions certificate management positions excuse me as the board is aware uh for the current and previous uh

school year a grant from the city of San Marcos has been funding six Wellness teams in our school district a wellness team is comprised of a family and community engagement liaison which is a classified position and a school-based mental health specialist which is a certificated position unfortunately funding for these positions will be running out at the end of this school year uh we are able to absorb the costs of three Wellness teams uh using other funding sources however this means that uh there will be a need to eliminate some of these positions this item contains the resolution for the elimination of three family and Community engagement liaison positions again classified positions and two vacant campus supervisor positions it is important to note uh that it was a priority for executive cabinet team and I think

it's safe to say for the board that employees who may be impacted by these layoffs received the information from a member of our district leadership team over the course of the last few weeks I personally met with each employee who may be impacted by these uh reductions uh and the employees direct supervisor uh was also present for each of these meetings we also kept our labor Partners inform formed along the way as part of the media I expressed my Department's commitment to support our employees through this process C looking for whether that be looking for other employment options or guiding them through a bumping process and at the very least keeping them uh informed as to um any developments with resignations or attrition and the positions which would be favorable to to the impacted employees

while these types of conversations are not pleasant to be a part of the employees who are being impacted by these positions or may be impacted by these positions uh by these reductions excuse me Express their appreciation for the professional uh courtesy and advanced notice that we provided them board members this is an action item with a recommendation to adopt the resolution as presented just for clarification um I heard that we have three layoffs and then three that we were able to bring back in another capacity so uh currently there are six Wellness teams um we um are recommending a reduction of three of those positions and three others we're going to be absorbing through other funding sources so continuing those positions through and funding them through other sources okay so only half are being laid

off correct that's correct so what um what is do do they have any um opportunities to come back if other positions like what do they have like a 36-month window to be for the potential to be rehired yes absolutely and so actually one of the um employees who may be impacted by this um has bumping rights because she holds um you know previously she has previously held positions in the school district uh the other two certainly like you mentioned would have re-employment rights should a position become available and part of the conversation that we've also been having with them is you know encouraging them to apply for any other positions that we have between now and the end of the school year so that they wouldn't have a loss of employment right I I know

I'm very thankful and for that partnership with the city and we know it they were one-time funds and I'm grateful that we were able to absorb half and as opportunities were to rise we we could potentially bring them back so thank you do I have motion to adopt resolution number 28-23 24 as presented to approve I'll second move by member Amad second by member Carlson all those in favor say I I any oppos motion carries 9.1 resolution number 29- 2324 notices of release from administrative or supervised positions Joel will introduce this item did we skip uh 910 think we did we just did that oh I'm sorry those are flipped I apologize okay uh so nine 11 excuse me I have them out of order uh this resolution um includes a reduction of a certificated

management position uh specifically that of a special education coordinator uh this recommendation is stemming from a department re organization and a shift in the needs uh and supports offered to students uh the impacted employee uh the employee impacted by this reduction excuse me does have permanent rights to a certificate position with the district uh and would be reassigned to a certificate position for which uh they are credential do I have a motion to adopt resolution number 29-23 24 as presented so moved moved by member Martin second by member M Chamberlin all those in favor say I any opposed motion carries 9.12 resolution number 30-23 24 elimination discontinuation of services and layoff of certificate employees for the 2425 school year Joel will introduce this item board member similar to the previous item uh this action item

includes a resolution for the elimination of three certificated positions uh two of these positions are school-based mental health uh Specialists Again part of the wellness teams uh funded by the city of San Marcos and one counselor supporting uh homeless assistance that has been funded with covid uh covid funding that will be running out at the end of the school year uh please note that support for our students experiencing homelessness will continue through a separate homeless coordinator position um that's currently in place of the district uh again we met with the employees may be impacted by these reductions and we are committed to supporting them through uh this reduction process uh this say an action item with a recommendation to adopt the resolution as presented so just for clarification where there are three certificated positions are

do do any of those three certificated employees are they were they new to the district were they they came on board during just for the grant funding the the employees who are two two of the employees who are in this position um have bumping rights to go back into existing positions what that would result in though however is any less senior uh school counselor that may be bumped out by a more senior person okay thank you for clarifying that do I have a motion to adopt resolution number 30-23 24 as presented I'll move to move by member mod I'll second second by member Carlson all those in favor say I any oppos motion carries 9.13 propose new High School courses for 2425 and we're excited about this Dr Tiffany Campbell will introduce this item okay

hello everyone hello um I'm excited to present to you um our new course proposals for the 2024 25 school year um I'd just like to start by The Guiding principles that we have with our new course proposals um we started talking about this last year but really um we have dug into this idea that everything we do really is um grounded in the Strategic promise so when we are thinking about bringing new courses to the board for approval it really starts with this um it really starts with Goal one future students are the courses that we are bringing forward really going to give students the content and the experiences that they need to develop um the outcomes of our portrait of a graduate um the process just so that you are aware of how these

things come to you it's actually quite an um it's an it's more than just put something on a piece of paper I will say um so um courses can come from teachers students site administrators or District administrators this is the idea of hey I have an idea um once someone has an idea a course description and outline is prepared it goes to the content area curriculum Council for their review their stamp of approval from the content area curriculum Council it goes to our curriculum and instruction department for the first run through um that point it's looked at for UC a through G status is it align to our strategic promise goals what grade levels will it um will be affected by the course um from there it's then presented to our secondary curriculum Council um

whereas our content curriculum councils are made up of teachers certificated staff um our secondary curriculum council is made up of APs who run those um curriculum councils so they are presented to the curriculum councils they review for um their lens from an administrative lens um after that is reviewed it submitted to ed services in general um for approval um I review as well as um others in the department review for curriculum staff credentialing it's great if we want to present a course but if we don't have teachers who are able to teach the course it is problematic um so we review for viability um logistic viability um once it makes it through ed services we then look um to our site principles our High School principles for their viability do they have staff who is

available to teach it um will it fit within the master schedule then after all of those processes are through it comes to the board for um presentation we make our recommendation and um we ask you for review and approval just as a note um all of these courses even after approved by the governing board must meet minimum student enrollment in order for them actually to make it onto um the schedule for next year okay our first set of courses question is this only for high school yes only for high school and you gather numbers through course selection right now which is what you have presented ear yes exactly our four set of course first set of courses ethnic studies comes from ethnic studies so um I'm going to spend a little more time with ethnic

studies because as you know the state is undergoing transition with ethnic studies in 2021 AB 101 was signed into law um making ethnic studies a graduation requirement for all students um the class of 2030 which is our current sixth graders will be required to have one semester of ethnic studies to meet minimum California graduation requirements um by 2526 which is when that group becomes freshman um all high schools must offer an ethnic studies course the courses should incorporate the California ethnic studies model curriculum that was adopted by the state in March of 2021 so our word to ethnic studies um we begin with an ethnic studies test for that is still going strong um these are teachers selected from each high schools from a from each high school with a u various content area background

um that group has been in consultation with various groups um they've met with csusm ethnic studies professors they've met with graduate students from cssm they've talked to high school students from both samarco high and Mission Hills um they've talked with Community organizers Escondido Union High School District is a little further along so they were in consultation with them um also we are part of the ethnic studies collaborative with sdcoe which actually is a regional organization so there is consultation both with Educators and Community Partners from the region um we also have done model Course Review pawe has been um implementing ethnic studies for a couple of years now San Diego unified has their own big department um for ethnic studies so we have been looking at their courses as well as Consulting with them um

our task force from all of their consultation um created pillars and methodologies for our ethnic studies courses um what will be a little different from our courses than is the has been traditional we will not be limiting our ethnic studies course into into one content area area um often what you will hear is ethnic studies lives in the world of history social science um when we've talked with professors particularly graduate students um the impetus of ethnic studies way back in the day was not about history social studies it really was about knowing your community community organization and so um that is where our courses are going to live and I'll give you a little bit more um on that as we go through so for clarification it's more interdisciplinary yes exactly um work continues um

with our task force there'll be meeting in February and March um with Dr aapon from Sean Hall he's pretty well known for um cogenerative dialogues and cogenerative planning which means um courses are built with teacher s facilitator in concert with the students so it is a course that is developed um communally so they are going to be learning that pedagogy and those strategies as the next um piece of their work with ethnic studies um the when I talked about the pillars and methodologies on the previous slide um our task force this is just a a snippet of what the task force um is talking about um with our courses they have core beliefs for ethnic studies courses create exposure to and celebrate different perspectives um creating a sense of belonging a sense of community becoming

a member of the saman Marcus Community both in the classroom and community at large um and understanding that we are coming from an established community so this is not about and we're com this is not about you assimilating to what my culture is and my community is but really taking your own diverse perspective um and US understanding that we need to facil facilitate and embrace different communities that are within our larger St Marcos Community um the pedagogy I talked a little bit about excuse me before facilitating a co-construction of the learning um developing literacy and critical thinking skills and then our overall outcomes I am going to read them to you because these are the most fundamental and important for our ethnic studies one is that students understand understand the what of the San Marcus

community and what their role is in it two accurate language for human differences um this is a weird way of saying it but it means that we are learning about how to respect each individual culture that our students and we bring to the table it is a conversation about respect and not about assimilation so it is a core and fundamental piece um portrait of a graduate and whole child focused alignment to that and then our students are becoming agents of change within their local community and that local community can be as small as my friend group my family to the larger s Marcos Community to the larger national International Community agents of change with that we are bringing two ethnic study course Pilots for 2425 um the first is an English N9 ethnic studies um

so they will be using the framework of English language arts the standards of English language arts along with integrated with um the ethnic studies model curriculum so this will become um a course that all students in ninth grade can choose to take as their English nine um it will not replace the other English nines that we have but will become an option for students another way that students will be able to earn in ethnic studies um graduation requirement is through ethnic studies theater The Art of Storytelling so here they are looking at theatrical works that focus on community and culture and particularly those different cultures that have traditionally been marginalized um and they will deepen their understandings and challenge accepted ideas with that um both of them are a through G um English nine is

a b which is an Ela um and ethnic studies is a vapa a through G any questions on ethnic studies hey our next set of I just want to say I'm super excited so just at nine o'clock you know this is without Starbucks I'm excited um our next set of courses integrated career education courses um we have two math courses that we are presenting geometry by Design and constructing algebra both are integrated math courses and CTE courses with our building and construction trades so students will learn geometry by learning how to build things students will learn algebra 2 by learning how to build things so again they will get their math credit and also will be part of a building and construction trades um pathway same for Algebra 2 again neither of these courses take

take the place of the traditional geometry or Algebra 2 but offer students an option for a different way to learn the core subject matter do they have to be on the CTE Pathway to take these classes or is it open to any it is open to any student um we have advanced interdisciplinary science for sustainable agriculture that's a mouthful um this is part of the egg pathway um again it is a core science course it is a lab D A through g science course course um but it also integrates um pieces of the agriculture CTE pathway so students in this path in this course will get some basic information on agricultural management issues and then it will allow them to move into different Pathways um or different courses in our a pathway food science AGR

science animal science plant science or natural resources the goal is this is the first of several courses that will come through um our act pathway is this a Capstone class with this is not a Capstone class this actually is more of an introductory course into secondary courses in these different Realms so those are prerequisite for this particular so you don't need agriculture biology or chemistry agroscience to go there okay you do not need to have those beforehand um and the last piece uh I think last one in this section yes um is our translation and interpretation 2 last year we introduced translation and interpretation one this is the second course um and it is considered a Capstone course for this uh for this pathway um and it is both a CTE and it is an

A through G English as uh an as World Language a through G course intr based courses are next um we we have when we think about interest based courses again our our goal is to give students more Choice um and also be able to meet their graduation requirements so we have a we have two English courses that we are bringing forth to you today the first is English n in the context of mental and Behavioral Health um we recognize that mental and Behavioral Health is one a need but also an interest of our students um and so this is a course that is going to combine our standards-based English curriculum along with text um various types of text that really focus on mental and behavioral behavioral health the goal is that this becomes a part

of mental health and Behavioral Health pathway these are courses that will be coming to you probably next year just a quick question on that one are these APA the students are they required to a write apaa style papers like college kids ninth grade probably not APA um MLA for sure there will be research based um a portion of the class yes um and the last one is the fourth um English course in our pathway in our game design pathway um so it is The Saga of the tournament event crafting through Esports and 12th grade English so there is actually three previous courses English courses that students can take in the game design pathway there is an English n 10 uh and 11 um and this is the final course that we are bringing so we

have students who have been taking game design since they were a freshman and so now they will have their next year they will have their last course again you could jump in as a 12th grader if you wanted to from the audience want to geek out about that one that's pretty cool it's kind of cool it's cool right um and then we have two courses from our film pathway and the a film making Academy so again we have courses already in ela in government um starting in ninth grade or in 10th Grade or students are looking at film and delving into film um we have an Ela course where they are exploring film as an artistic and literary medium they use the standards of ela and the content and curriculum are is film and so

they have to think critically about film and literature they're doing all types of things thinking deeply um using the using Ela standards and then gov 12 film it is the partner course for the ELA 12 course um it is a government course but again you are using film um to examine major themes and issues in American government um part of a pathway but you can jump in and next set CTE and electives so our electives honors Jazz Ensemble um it is an honors it's an honors course um you have to audition for to get into honors Jazz Ensemble but it is a vapa you can be in 9 through 12 um for this course dual enrollment support as you know we have dual enrollment through um in both of our high schools um this is

to help students um it's to guide their experiences first-time college students one of the things we have seen um in our last couple of years is that our kids need help with dual enrollment so this is a course that is specifically for that question for the honors Jazz I know so many of our kids are in our Band program and then I know we have a Latin J is this going to be offered during the day or after school okay so they would so they would have to choose right I mean that's my only concern it is a it is during the day but the way our um our music courses go in both of our high schools they are often like triple triple rosters so if you are a student who is in jazz

band I can actually use my daughter as an example so in that course you could be in honors Jazz Ensemble you can be in regular Jazz you can be because they're also coaches and directors that they split out the kids thank you um Tiffany I had a question about the dual enrollment support can that also support concurrent enrollment or just the dual enrollment yes okay thanks okay thank you but yes it can I will say it can okay thank you um and then our last piece is internship um we have been pushing and pushing and pushing and we finally have enough student students that we can actually fill um an internship course um we continue to grow our internships in various um subject areas with our CTE and so this is a course that will

allow us to actually kind of put it all in one Arena and have one person who is taking care of our internships and one person that our students are um connecting with um and lastly is link crew uh link crew um those of you who have been around schools for a while May typically think of Link crew as kind of this separate entity of kids get together and they help our n the seniors help our ninth graders transition in yes link crew does that but it actually is a leadership it is a leadership experience for students um and is a leadership class for students as well so it is a tw- semester yearlong course it supports leadership within our students and there are four pillars that they have to um that they really are focused

on they have to do research projects action projects that are related to the four pillars um that is and what's cool about it is that it is that leadership opportuni so that the kids have to choose and think about um what are the ways they are going to grow their leadership while helping others so it's pretty cool okay that's all of the course es any questions on any of the courses before I move to next steps just a quick question you list here that they're all a through G status does that mean they're first approved as a through G and they're submitted to the University of California office of president or do they go or do they have to be approved through us first and then move forward to a through G approval no we

go through the approval process with UC first and then present them to you because our goal um and has been for many years is that no course comes to you that does not have a UC that does not have that is not you perfect um for link crew is that so that's going to be a class so do they still need to go through the whole application process and everything or do they just register for the class I'm not sure yeah so we actually have this class at my school already um you do have to go through the application process but you're like you kind of check a box on the application process because you can still be in link crew and not be in the link crew class so but like if you check

the link I'm interested in the link crew class box you heavily increase your chances of getting into link crew I run the I run the program got it okay that's awesome automatic approval okay so um our next steps is that um we recommend that the governing board approve the presented courses for the 2425 school year um if they are approved the students will see these courses during course selection and then if the class is viable meaning there is sufficient enrollment there is a staff member to teach it there is room within the master schedule all of the stars align um they will be added to the 2425 schedule I'll make that motion second it all right well they were a little eager I didn't get to read my part do I have a motion to

approve the proposed new High School courses for the 24 25 school year move by I'll make that motion by member Martine and second by um member Ahmad student board representative please say your vote all those in favor say I I any opposed motion carries I just have to say that you guys really worked really hard these last few years to get these additional courses approved um we when the board talks about Innovation and really future ready but also providing opportunities tonight you shared so many new opportunities that all kids from all different backgrounds experiences can participate in right as part of their choices and options so thank you for all that hard work and working with our teachers and site leaders to be able to make that happen so thank you again thank you 10.0

consent agenda do I have a motion to approve the consent for discussion purposes move to approve second you guys have low voices member move by member Carlson yep and second by member Chamberlain to approve the consent agenda for discussion purposes is there any discussion nope nope no thank you thank you um we're going move by member Carlson second by member Chamberlain student board representative please say your vote board members in favor say I I any opposed motion carries 11.0 information agenda 11.1 revision to existing governing board policy uh 6158 independent stud physical education Dr Tiffany Campbell will introduce this item this is a correction to a clerical error um the district independent study PE contract requires a practice schedule with a minimum number of hours every two weeks um the board policy mistakenly reads every

week so we must fix that error this revision will correct that thank you 11.2 quarterly report of financial disclosures for the period ending December 31st 2013 assistant superintendent Aon Garcia will introduce this item the government code requires school districts to disclose its Investments quarterly to the governing board tonight's report is for the quarter ending December 31st 2023 when we had a total of $213 million invested in various accounts 545,000 was invested in various FDIC insured bank accounts we also had 9 million invested in accounts related to our various cfds that are to be used for facility and construction purposes only the majority of our funds on deposit over 203 million are invested with the San Diego County treasure schools investment pool as required it's there oh the investment pool earned annualized interest of 3.47% for

the second quarter it's very important to note that because short-term interest rates are higher than historical averages right now we are earning a significant amounts of interest in the general fund at a time when our budget buget really needs it um as we all know we're anticipating uh lower levels of State funding next year um this report also includes a statement by the San Diego County Treasurer that they have sufficient funds to meet the obligations needs of the investment Poll for at least the next six months thank you Aon 12.0 closing items 12.1 organizational matters the next regular board meeting will take place on Thursday March 14th 2024 at 6:30 p.m. in the media center of the North County Regional Education Center 255 Pico Avenue San Marcos California 92069 12.2 adjournment this meeting is adjourned
