001All right, good evening. Today is March 24th, 2026. Welcome to the San Marino Unified School District Board of Education meeting. Here's our board president, Francesca Gil. >> Hi, good evening everyone. Sorry we're getting started a little bit late. I promise we'll make up the 15. Um, though I'd like to open regular session at 7:15 and call to order. >> Mr. Chang, >> I. >> Mr. Sun, >> here. Miss Lamb >> here. >> Mrs. Ryan >> present. >> Mrs. Gil here and student board member Mr. Burke >> here. >> Thank you. Now I'd like to turn it over to Dr. Lena Richter to introduce our student leading us in the pledge of allegiance. >> Thank you, President Gil. This evening, it is our honor to welcome um Harper Littlefield, an outstanding fourth grader and fall student

002council vice president to lead the board in the salute to the flag and then share a little bit about herself. Um maybe introduce some guests that you have here to support you and share a little bit about your school. So, Harper, please come up to the podium. Good evening, Superintendent De Laour, distinguished board members, and everyone in attendance. My name is Harper Lilfield, and I'm a fourth grade pioneer at Carver Elementary. One of the reasons why I love coming to school every day is because of my teachers. Our teachers don't just teach us how to read, write, and do math, but they teach us how to believe in ourselves. They encourage us when things are hard, help us when things are hard, too, and they Yeah. So, they don't just teach us writing and everything,

003but they teach us how to believe in ourselves. >> It's great. >> They help us grow into better people. Because of the amazing teachers I've had in the past, I already have a dream for my own future. Someday, I hope to become a teacher, too. At Carver, our school community also makes learning fun through special and meaningful events. Our PTA works very hard to create opportunities that bring students, families, and teachers together. One of my favorite events was the Hulu Hoopathon. It's so fun to see everybody hooping, laughing, and supporting our school together. It reminds us that learning can also be joyful. My fourth grade danced to the hokeyp pokey. Another loved event is Donut Date, which was held this past February, which is sponsored by our student council. It's a simple event, but means

004a lot. Sharing donuts with family members before school helps us feel supported and connected. We enjoy helping raise funds for fifth grade activities. Our school also celebrates different cultures. Lunar New Year of the Horse sponsored by our PTA is a great example. It teaches kids about different cultures and helps us appreciate the diversity in our community. We especially enjoy tasting the kimchi. It was delicious. In early April, Carver Elementary plans to showcase all their hard work and projects at an at our annual open house. Children love showing their beloved family members all their hard work and projects. And don't forget, stop by our annual ice cream social to support student council. I can't wait to see you on Thursday, April 2nd. All of these things make school more than a place where we learn lessons

005from books, but a place where we build friendships, celebrate together, and learn about the world. Today, as I welcome you to the award-winning San Marina Unified School District, I would first like to pay respect to our country and flag. Please stand. Remove all hats and hoods. Face the flag. Place your right hand over your heart. Ready, begin. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you, >> Harper. Great job. Thank you so much. >> You sit down. I'd like you to just come stand right here front and center. We're going to take some photographs with you. Um and the board of education, your parents, and um I assume this is your

006wonderful teacher sitting back here. So, we're going to want her in the photograph as well. So, all of you can come on up. Harper, you are very articulate. Your public speaking skills are outstanding and express yourself and what a great job you have done for us this evening. We are so proud of you and you know we're going to bring speech and debate to the elementary school starting next year and I think that you would be a role model for that program. You're certainly representing your student council as well. We are exceedingly proud of you and thank you so much for sharing your experiences with us this evening. >> You're welcome. Here's your certificate and it says um this certificate is proudly presented to Harvard Littlefield in sincere appreciation for leading the board of education

007in the pledge of allegiance at the regularly scheduled meeting held on March 24th, 2026. Signed by me, the superintendent and board president Franchesca. Okay. >> Sure. Okay. Are we all ready? two. >> One more. So >> thank Let go first. Thank you so much, Harper. You're making Carver very proud. >> Yes, you are. >> Um, I'd like to move on to the approval of the agenda. Um, there has been a request to a amend the agenda. May I have a motion to approve the agenda with the addition of item 8K, transportation services plan to the consent section. >> Move to approve of the amendment. >> Second, please. >> Second. >> Thank you, Miss Lamb and Mrs. Ryan. Uh, roll call. Mr. Chang, >> I. >> Mr. Sun, >> hi. >> Miss Lamb, >> I. >>

008Mrs. Ryan, >> I. >> Mrs. Gil, I and Mr. Hi. >> Thank you. See approval of minutes. Do I have a motion to approve the 31026 meeting minutes? I move to approve. >> Second. >> Thank you. Roll call. Mr. Chang. >> I. >> Mr. Sun. >> Hi. >> Miss Lamb. >> I. >> Mrs. Ryan. >> I. >> Mrs. Gil. I And Mr. Burke. >> Hi. >> Thank you. Section seven, public comment. 010if you would like to speak, it is your turn to speak. >> Please state your name and topic of uh discussion. >> Comment please. >> Hello Kevin. Are you there? Kevin, if you'd like to speak, you will need to unmute yourself. >> Looks like maybe it was a mistake. He's uh still muted. >> I was so excited for an actual Zoom comment. >> Maybe next time. Okay, number three. Um request to speak during the meeting in person via the public comment card. Do we have any submissions via the public comment card? >> We have no submissions this evening. >> Thank you so much. Uh section eight, consent section. Do I have a motion to approve the consent section 8A through 8K? >> So moved. >> Second. >> Thank you. Roll call. Mr. Chang. >> I.

011>> Mr. Sun. >> Hi. >> Miss Lamb. >> I. >> Mrs. Ryan. >> I. >> Mrs. Gill. I. And student board member Mr. Burke. Hi. >> Thank you. Nine, communication section. Um, a communications from the board of education. We ask that each board member take no more than three minutes to share their communications. Mr. Chang, would you like to start? >> Yes. March 12 uh Thursday, I attend the uh our day at the Lacy Park host by the Chinese Cup. March and uh the same night there's a fifth grade uh showcase by uh HMS and then the March uh 13 Friday uh there's a pi day uh for the foundation uh by the Sanino school foundation and then March 14 is a Valentine PDA uh party at the Santa Anita car racetrack and then the

012March 19 uh I attain uh golden April award at the Sanita race track again uh we honor for the Melissa Kerry and the March 20 uh middle school they have a music uh show is a music man. Thank you. >> Thank you Mr. Uh I I got a luxury to attend the HMS open house. It was a great success. I really enjoy that. And the it was the food is great too. The parents is excited and they they get a little over excited of which classes they can go and they kind of going around and the student body was really great on doing the fantastic job to guiding them and where the classes are and I get a chance to meet the few teachers and greet them as well. It was it was I think

013it was overall great success and I hear from the few parents and they said oh is it's great you know now they got more excited and the kids you know since my kids hips graders I see I get to talk to a lot of fifth grader parents and they seems to be very happy and they seems to be more confident that they can be ready for HMS so thank you so much for that that's all >> thank you miss lamb >> yes thank you um I uh on March 11th I attended uh all four schools and toured all four. Um it was it was so much fun and it was mainly because um getting to see the liveless and the action um that happens in a classroom. uh witnessing firsthand how engaged every student that

014we visited in the classroom is was um from high schoolers just uh learning independently on their own going into middle school, you know, seeing them become the young adults that they are. And then elementary school, just at Carver, kids just working independently outside in the classroom. I just I love that energy so much and it was just just such a reminder of why um I serve on the board. Um I also attended uh Huntington Middle School's production of Music Man Jr. on Sunday and I was so very much impressed. Um performance was absolutely wonderful, but what stood out to me the most was the tremendous amount of work it took to put that production together. um from painting crew, costume crew, uh obviously the cast itself, um tech crew, everyone, every student putting all of

015it, all of their energy into it in making it the successful production it was was such a joy to watch. I brought my daughter there and I loved it. I love that it affected her because she told me that she wants to try a theater thing and I I love that so much. So, um, it was a wonderful Sunday. Thank you. >> Thank you, Mrs. Ryan. >> Thank you, Mrs. Gil. Um, so we did a meet and greet with the Was Committee on the 16th. On the 17th, uh, we welcomed, uh, Francesca Gil to the city club, uh, the Golden Apple. um a great celebration of all of our volunteers um celebrating Marissa Kelly, but also just the strength of our community with all the support that we have from parents. Um uh on the

01623rd um yesterday, uh I was able to meet with on a a Zoom meeting with CSBA. CSBA went over with us a number of um initiatives that are coming down that may affect um school board members as we look at our um our school districts and how we uh push out policies, how we withstand. So, one of the things that was really interesting was in terms of um some of the litigations that were coming to various school districts and a lot of school districts talked about a number of um attorneys that seek out districts to pursue um litigation and so um it was a really interesting talk. She's uh the president of CSBA spoke for about an hour and got some good information and insight. Thank you. >> Thank you so much. Um, I kind

017of love going last because I can echo what all my fellow board members have said. I have attended pretty much everything um that people have mentioned already. Uh, I did also really enjoy the school site tours that uh Mrs. Miss Lamb and I did together. Um, it's so wonderful seeing the kids I mean in their natural in natural environment and um they they're just great. So, um, the Wasp committee, I attended the Paul Harris lunchon, uh, for the Rotary Club at the Huntington Library last week. I feel like we got a lot of meetings in the last, >> right? Um, the band performance, the Valentine parent party, the city club, which I'm so thrilled to be a part of. And, you know, the topic that night was basically about the history of San Marino. And

018this place has been very special for a long time and it just makes me really proud to be a part of it and to help uh continue making it special in in some small way. So, um that would be it. Thank you. And now I'd like to give it to Mr. Burke. >> Thank you. Uh at San High School, we had a couple big kind of events. Probably the biggest would be our WASK accreditation. I know some of our kids had to wake up early um and tour of them around and they met with our ASB class. I know they also met with a couple other students on campus and I'm sure that went well. Um, another big thing for Samo students that happened is Club Rush. Not I'm not sure if you guys are

019familiar with Club Rush. I'm sure our principal are but all of our clubs go out into our quad. They'll bring out folding table and they'll sell food for profit. have anything from In-N-Out, Chick-fil-A, boba, Wing Stop, and two days, 70 different um options. And it's a it's a bunch of fun and I know it's um it's very popular, very very popular at S campus. And lastly, our underassman wrapped up their course requests for the next year and juniors, as I'm sure our principles are aware, are starting their cash testing. Mr. Dr. Wolf making his rounds today, history classes. Sure, it'll be great. Thank you. Thank you, Dr. Droy. >> Yes, thank you so much, President Gil, members of the board of education. Um, I have had a very busy week, too. Um, this time of

020year, things start to amp up, and it's a really exciting time of year um because we get to see all of the performances of our wonderful students that are so accomplished um toward the end of the school year. And one of those events that uh I really thoroughly enjoyed was watching the Music Man Jr. production at Huntington Middle School on Friday. And I was just exceptionally impressed with the quality of the performance of middle school students and we had kiddos that were uh grades sixth through 8th on stage. Um, and it was just something that you typically would not see at a middle school. Um, in terms of the the vocals, the the dance, the choreography, um, remembering their lines, I was just really impressed with that and impressed with the set design and the

021kids that were working hard and diligently behind the scenes, um, you know, to set up the sets and take them down and, um, just, you know, how special this community really is. as the president was saying, um, in terms of coming together and doing the work that makes our kids have the best experience that they can at all levels of our school. In addition to that, um, I did have the honor and privilege of recognizing Marissa Kelly, um, one of our most stellar, dedicated volunteers in our school district. Um, she continues to serve, um, selflessly in a variety of positions. She's uh the current PTSA council president. Um and we are just so proud of the work that she does and um no one is more deserving in my opinion. Tomorrow night at 7 p.m.

022at Huntington Middle School, we will have the honorary service awards which is another opportunity to recognize outstanding volunteers who have supported our PTAs and our school district and the community in a variety of ways. um somebody that we know very well um sitting at the dis is going to receive an honor tomorrow night and we're so proud of that. Um C Joseph Chang um is going to be receiving the golden ela which is the highest um honor that you can receive from the PTA. So we're very proud of of you um Mr. Chang and the work that you continue to do for our school district. um your legacy speaks for itself and um we're just so proud of the work that you continue to do to support our schools and our students. Um in addition,

023I just want to say that the high school did an outstanding job. Um we did see our student board member bright and early um giving the WAS accreditation team a tour of the schools and they were so impressed with our students and just the um the ability for our students to really articulate what's special about San Marino High School. I know that Dr. Wolf and uh Mrs. Panalura worked really hard um that day to make sure that they were getting the WAS accreditation team everything that they needed. And um I have every bit of confidence that um we are going to get that six years. So knock on wood. Um great things are happening at our high school. Um we continue to expand our programs. Our students continue to thrive. Um we are really excited

024about um you know looking at CTE possibilities into the next year. Um, President Gil and I met with Christine Kuang, um, a trustee from PCC to talk about um, potential pathways that we can explore as opportunities um, for partnership in the future. And, um, we really do appreciate the relationship that we have with PCC um, and all of the things that they're doing. Dr. Richtor is looking at bringing a dual enrollment course to um 8th grade next year and uh that has been a big undertaking and we're so excited about the possibility of allowing our middle school students to begin taking classes that will earn college credit. Um super excited about our Mandarin dual language immersion program at Carver. Um we are going to be moving into third grade next year. >> believe it or

025not. Yes. And so that program is highly successful. I have a wait list for that. I have a wait list for the med arts program. Um and so that is how you know you're being successful when you have a wait list for a program. Um our board continues to do amazing things every day. I am amazed at how dedicated they are. Um and I always say they don't get paid to do this. It's a labor of love and they're all so passionate about education and they really care about the San Marino community and about the students that we serve. every decision is made with care and concern and a passion for what is best for our kids and I just really admire and respect that. So, um, thanks to our board members. I attended a

026CBOC meeting last week, um, which is the citizens bond oversight committee that was, um, elected by the board of education. And I'm really impressed with the caliber of, uh, volunteers that serve on that committee as well. It was a great meeting. We walked over um to Valentine and we were able to um tour the space where the two-story building will be erected. So, our bond is in full swing. Um we had the architect there with us who was talking about the plans um and the space and and just the the nuances that um exist. We had lots of really great questions. Um, the CBOC is moving forward with care and continuity and it's being led by Jeannie Caldwell who does a great job for us. So, thanks to all of those volunteers um and thanks

027to Nolan Construction for um always leading the way and being here this evening to provide an update to the board of education. With that, I will turn it back over to you. >> Thank you. >> Yes, a lot of exciting things happening. Um, item number 10, which is information items. 10A is the measure M update. I'd like to turn it over to Dr. Steven Choy to update the board on the progress and current standing of Measure M. >> Thank you, President Gil, members of the board, Superintendent Delator, executive team, and the SMUSD community. Uh, we are very excited to share several updates tonight. Uh, but before I turn it over to Mr. Chris Nolan, I will briefly highlight some of the ongoing work that has been critical in moving Measure M forward. Uh, as Dr.

028Deleator mentioned, the Citizens Bond Oversight Committee did meet last week and we did visit Valentine Elementary School and we had an opportunity uh to take an uplose look at the site uh and answer questions as Dr. Tori described. Um the committee also reviewed the latest expenditure report and we have scheduled our next meeting for May 21st uh which we anticipate will also include a site visit at San Marino High School. Uh we will also continue to meet regularly with our bond board subcommittee. Uh it includes President Gil and board member Chang uh which really helps us guide the work. Um, in addition, our public information officer, u, Miss Roshelle Meyer, continues to keep our community informed. Um, another MeasureM memo newsletter is in the works and will be released soon. And as we plan for

029the summer, we anticipate a high level of activity across our sites. Uh we want to acknowledge and thank our community partners including PT affiliates, the Chinese school of San Marino right at school and other organizations that use our facilities for their ongoing coordination and flexibility as we make necessary adjustments especially over the summer. As you'll see tonight, we are making significant progress, especially since the early stages of these projects. While the design process can feel slow at times, it is intentional. It it allows us to be thoughtful, refine our plans, and engage with our faculty, our staff, as well as our our students to really achieve the best possible outcome. And this process is essential. It's essential to ensure that the facilities will meet our needs and establish a strong foundation before the construction begins.

030And with that, I'd like to now invite Mr. Nolan to come up and walk us through the design schedule and share some exciting details about our upcoming major projects. Good evening. Um, for those of you that don't know, CJ S uh stands for Chris Jr. So, I am Chris Senior. So, and I've got about 40 years more experience than CJ. So good hands still. Um so just to give you a brief update on uh some of the projects. Do you want to go to the next slide Dr. Shy? Um so right now um our focus is on two areas really. We're trying to get the early start projects which would be including the playgrounds. Um working on we finished the concession building. uh substantially at the high school and we uh did the fencing project

031at the high school and we're we're just trying to get a couple small little messy projects on the board to get us out there while we're planning for the bigger projects. Um as of right now, I'll I'll just start with uh I'll start with Valentine. Right now at Valentine, we have um come together and we have pretty much re uh located a footprint for the new building and we have a couple designs which um you'll be seeing uh more or less massing studies. It's not the exact design because you're going to look at this building and say it looks really modern. Um we have not detailed out the the actual design to fit in with the campus yet. So th those things are going to be ongoing. At the same time, we're uh uh researching

032the solar and doing some studies of the existing electrical on the campuses and we're also uh spotting out places for shade structures. Um the as uh uh Dr. Deleator told us we met at Valentine and kind of walked where the building's going to be and got buyin from everybody. So, we feel um pretty confident. I have we have also checked with the architects because my biggest concern up to now because I have been kind of in the background a little bit is making sure that our architects have established submittal dates for the plans. And what that means is the architect has gone to uh the state DSA and locked in some dates when they anticipate being able to turn in their initial plan check and get getting getting in line is key for all of

033these projects. So, we have um and for the the three major projects, the two-story building at uh Valentine, the TK kindergarten at uh Carver, and the uh the medical arts building at the high school. Um they will they have uh placeholders, I believe, in like early August to set to submit that. So, um, from that point, there's a a a few month waiting period for the state to review them, but we're we're anticipating getting the actual construction of the new buildings. It's going to be after the new year, probably towards the new year for the actual construction. So, we'll be doing we'll be do setting up the modular projects um which also require a permit and we have our placeholders for those so we can start those early in the summer and and get prepared

034for the new construction afterwards. um at uh at the same time we're doing roofing projects. Um and we've we've done a couple already, but basically we've done an evaluation of all the the buildings on on the site and we're going to be uh hitting several during the summer, mostly at the high school, but we're going to be jumping around to different sites based on the severity of the existing condition of the roofs. Um and then we are on board at the high school to uh start the demolition of the uh the track. Um we have the uh had a meeting today on the HVAC project. So they're planning on starting that over the summer. Um I we have told the architect we want it done by the end of the summer. Um, that's going to

035be a little bit dependent on uh DSA approving the plans, but uh we're at least pushing forward with it. And then uh basically does anyone have any questions? >> Talking about the HVAC, you mean the the gyms at the high school? >> Yeah, I'm sorry. I'm sorry. Yeah, that >> just want to make sure. >> Yeah. Um, so any anyways, the playgrounds are all set up to start um in the summer. We're getting ready to order the equipment and do the demolition um and the um basically that's going to be the bigger projects moving forward soon are going to be the track and the the playground equipment and the modular buildings. So, >> Chris, would you like to highlight some of the um uh Mr. Wong, if you don't mind, go back to the high

036school um site plan there? Um you like to give an update on the uh the layout of the high school building. >> Sure. >> I know it's evolved. >> It it's evolved a little bit and I I believe Dr. Wolf, you have seen this version and this is the the the current version that we are moving ahead with. through our suggest >> right where it started initial draws where it is now solved everything they ask >> right and we also have a few uh elevations for that which I don't think we're ready to share because they're just really preliminary but you'll be seeing those real soon so >> to summarize I think the most amazing thing about this project is the fact that it it evolved from initially a modernization project to a two-story building

037and then from that it evolved into not only just a two-story building but a two-story building that really catered to the program programming needs of this high school. So you can see that instead of a rectangular shape it sort of takes on like a L shape. You'll see that there's rooms uh designed specifically for programs like robotics and we've taken a lot of input and feedback in into consideration in designing the footprint of this building. And what one of the things we're going to need relatively soon would be a list of like the robotic equipment because right now we're doing the uh electrical studies and because that is such a an intensive building with the kind of machinery that's going to go in it. That that's going to be real critical to get that as

038soon as we can as well. Um the other thing on this one as well is we left originally we're going to take the building I guess that's to the north. Is that what we call that? >> Yeah. To the north of >> to the north of it. And that building will go away later. And right now we're considering um you know whether we can use that space to to work on the gymnasium or some athletic facilities at a future date. So >> I should also mention another exciting thing that we didn't expect at all. literally made an offand remark a year ago is the library career center. That's really exciting. You got to map out how that's going to look inside. It's a million. >> Yeah. >> So, the the library is going to be

039a complete gut. It's not really a modernization. It's going to be completely redone and it's it's uh going to have some very large open spaces and it it is going to be very nice. And then >> maybe we can move on to the next slide and take a look at >> just stop there for a second because we're looking at the Valentine building and you mentioned this briefly, but I just wanted to emphasize that the the picture that you see up on the screen has a more modern look to it. Um, and so the the sort of design of the building um is going to be like this, but the aesthetics will be more uh Spanish style, right? So that it fits in with the style of um >> Yeah. I I I think the

040architects for the most part are throwing out uh massing studies for the to find the footprint and get an idea of kind of what the elevations are going to look like. But whether we have sloped roofs or flat roofs, um, arches, all of that's going to be worked out as we kind of move forward. >> Can you sort of detail the the site plan for Valentine, the proposed site plan? >> Yeah. >> So, I think it's important to point out that this is one of the two options that the architects have presented >> uh as a potential design for the two-story building at Valentine. So, uh, this being option one, uh, is looking at the building, uh, going sort of horizontal from east to west on the south part of the black top. Uh, and

041then the image that you saw was a was a very rough rendering of what that building may look like from an elevation standpoint. Um, the the reason why this option is an opt is an option, this design is an option is because there are certain constraints with the location. One is fire lane access. Um there's very there's very limited access uh to this particular building, especially when we're looking at building an NPR and in the kitchen into the building. Um so really the only way to access this building for deliveries uh or even for for fire trucks, for example, would be to go through um the maintenance and operations yard on the right side. Um what we also want to show is an option two. um and which is the next slide. The option two

042um has the same size building but it's a different footprint. And this option uh puts the building on the east side of campus. And what we're doing is working with the architects and also uh getting input and feedback. Uh very preliminarily with with input from the principal, we're already um hearing that there's a preference for this layout because of just supervision purposes. Um, if you look at the uh rendering on the left side, um, there's a preference for this because as as a as a school uh, supervisor, if you're looking out during, um, you know, even during recess or lunchtime, um, you would have a very open view of the black top surface. So um what's nice about this is that we initially thought this wasn't possible because there is an easement that runs on

043the east side of the rooftop and with the help of additional uh geotechnical and surveys we found that the easement was actually more uh alongside the fence of the M yard. So that frees up the possibilities where we can place a building um right beside there yet still maintain that fire access as well as access right >> and if we place it over there we'll we'll be uh saving some money on the portable buildings is well we'll be saving a couple hundred,000 by not having to relocate some of the buildings. Um and then the design for these two buildings. So, we basically had a a chance to kind of cut between the asphalt and the the field and that's why the one uh elevation kind of had a opening so you could kind of see

044through it modern. This this last one is going up against kind of that maintenance fence and doesn't have the opening because we already have the clear view to the field. So, this one is probably more functional and I I think that's where we're leaning um right now. So, um but but again, the building itself uh that's just more or less a massing study. It's not going to be the design. And this next slide is a preliminary site plan for Carver's TK and kindergarten classroom buildings. And what you'll see uh what's really nice about this I I I had the opportunity to sit in with the user group meetings was we got really good input from from the teachers on the layouts of each of these individual classrooms. Um you see in the building uh that

045there's also um really thoughtful design in terms of where to place um open space for play areas. Um there's also um as you can see there's a drive aisle that goes through right uh beside the building. And one of one of the areas of concern, one of the major challenges with this site um is the fact that it is it is very congested at at pickup and drop off. As as you can imagine, there's one ingress and one egress. This design incorporates a secondary uh an additional drop off and um there's still a lot of concern because the challenges are cars do back up along Huntington Drive and what we'd like to do is to continue to gather input, run some evaluations. Um I believe there's a meeting with the uh traffic safety crew over

046at Carver to get some additional input on this design as well. Um but this is one of the designs we're looking at for Carver. Currently, uh, the Carver kids are dropped off just north of or like at the admin building kind of right there. >> Correct. >> Is there a reason why they don't pull them all the way through so that it wouldn't back up traffic into the street as much? Why they wouldn't go in down by the other driveway because there's a gate there also? >> So, I I believe historically that that was possible. I think there was a there was a drop off and a pickup area. I believe there is actually pickup uh in in the Kinder area now. >> Uh but for drop offs, um >> I'm not sure if they're

047actually driving all the way through and dropping them off at the Kinder. I I don't >> No, they're not. So, at the Kinder Gate, it's like a separate situation, >> like legit situation because the it's San Gabriel Boulevard, so it's very congested. everyone's stopping at residential streets or parking there and walking their little kids or they're parked on the sidewalk which has very limited parking. So, it is a real situation. >> So, I think there needs to be more studies uh done on this particular site plan um specifically having to do with just traffic just the ingress and egress. That's really the challenge. But overall, like the building, the classroom layouts, we've made really good progress at Carver. >> Yeah. I just want to add that this whole drop off um if there's a good

048if this is a good solution and it becomes it would be really great because besides drop off and pickup, San Gabriel Boulevard itself is just very congested. So even on Fridays when there's walking school bus and more than half of the school isn't driving, it's still very much congested just because it's rush hour. So yeah, thank you. >> So, so at Carver, we're going to still be moving forward with the the playgrounds. Um, I I think we are not 100% on this site yet, right? On the low actual location, have we locked off on that >> for the building? No. Um um there's still a lot of discussion and studies in terms of the drive aisle, >> but the playground uh is the location. >> Yeah, the playground is where it's going to go and

049we're going to move forward. The the building we're still having some discussions as to where the location is, but at the same time, we're doing studies on the electrical, the fire alarm, the infrastructure that has to be done no matter where we locate it. So, there's a lot of work behind the scenes that's going to be happening. And to be honest, these reports every couple weeks for the next couple months are going to be very similar. These are very preliminary uh budget uh information in regards uh to each of these construction projects. Um I think the important thing to note is we are um in the middle of a lease lease back um evaluation. Uh what we've received at this point is we've received uh pre-qualifications from construction companies that are uh looking to participate

050in a lease lease back uh agreement with the district. Um we are anticipating um scheduling interviews um in April >> April April 16th. April 16th, uh we've received five uh firms that have expressed interest. >> We have five very good firms. Um so if we pick the worst, we get a good firm. So I' I've worked with all of these guys and they're all pretty standup people. So So we're very happy about that. So the the numbers if you look at the construction budget there we took those numbers pretty much out of the FMP and that is what we're asking the contractor and the architect to kind of design to. So we've got we've got the square footage of the building. We have the functions of it. Now it is up to primarily the architect

051but the the lease lease uh back contractor is going to come early in the job early and they're going to you know make determinations whether could be you know building the walls out of steel versus wood. There's a a lot of value engineering that'll uh be involved and a lot of um a lot of design expertise in that you know the during this phase they can they can come up with plans to build some of the stuff offsite and and build it as a system and bring it on which is um uh will save you time. It also allows you to save money by having non-union uh workers build in in the shop. Um but uh basically the interviews are going to be on the the 16th. We're going to uh uh get a price

052from all the contractors. The process is going to be 100% transparent in that we're going to know uh what the contractor's profit and overhead is. We're going to know how much they pay their superintendent, how much they pay for their water, how much they pay for the trailer. Um we're going to know the cost or the price of all the subs. Um so it's going to be very transparent. Um, >> and that's a huge advantage for the district to be able to participate in a lease lease back agreement with the construction company. The point is that we bring in the construction company early on in the process so that we don't engage in surprises later on in the down the road. The earlier we bring in construction to connect and talk with architects and the

053designer and us as owners, better the outcome. A >> and when you bring the contractor in early, they're doing preconstruction services. They're part of the design now. So that means they can't go, "Oh, we didn't see this. We're going to ask for a change order or or this was wrong." They're part of the planning. So they they pretty much own the whole building. So any change orders or any contingency we put in the project is mostly going to be in case we the district decides to do an upgrade or make some sort of a change. The only kinds of uh change orders you would have on a project like this would be uh something that's completely unforeseen like horrible uh soil conditions or if like say an existing pipe that went into the the building

054needed to be repaired. But the actual building and the the bid scope is going to be a fixed price that we'll know exactly what we're paying for. Yep. Thank you. Thank you. >> Thank you so much. And give our best to CJ, please. >> Thank you. >> Um, Dr. Choy, does anyone have any questions for Dr. Choy before we move on? >> Okay. 10B. I'd like to turn it over to Mrs. Rocky Comar and Mrs. Sarah Penalora to present a first reading of board policy 6146.1 certificate of proficiency/h high school equivalency. >> Good evening President Gil, uh members of the board, Superintendent Delator and executive team. Um we are here to present board policy 6146.1 first read. Um and so basically this board policy um addresses high school uh high school graduation requirements and the

055policy itself is pretty standard. We pulled a lot of it from Gamut. But what really sort of um started the revision of this policy was the assembly bill that required all California school districts to add in the alternate diploma pathway um within their board policy. So that's what we did. We also added in a couple key areas that we want to bring to your attention. So the first one is the third paragraph um which reads any student suspended from school pursuant to education code where the suspension date or dates overlap with the graduation date may be precluded from participating in any graduation ceremony any graduation ceremony. So this was um added in based upon the advisement of our principal um Dr. Wolf and also is a pretty standard uh piece in most um board policies

056concerning high school graduation where parents can absolutely opt out of that if they would like too. Um, and so those are the kind of the main points. I don't know if you wanted to add in anything. >> Yes. So, we're excited about um presenting this to you tonight because it took a lot of work. Our um uh thank you to um Rocky Kamar for allowing our special education teachers to craft the way that we were going to design the curriculum for the alternate pathway. Um just letting you know the alternate pathway includes 130 credits whereas our general um education students are earning 230 credits and this is per the um the senate bill the assembly bill that turned into the senate bills that turn into ed code right or vice versa and um but we

057we worked hard to create the curriculum. Um I don't know if there's uh if you have any questions I'm sure I could answer anything that you um throw our way. questions. So, we'll bring this back for a second reading and then hope for your approval. >> Thank you so much. >> Thank you. >> 10C. I'd like to turn it over to Dr. Lana Richtor to present a first reading of board policy 5145.13 on immigration. >> Thank you, President Gil, members of the board, student board member Berg, Superintendent Dr. Delator, and executive cabinet. This evening, I'm pleased to present to you the first read for board policy 5145.13, response to immigration enforcement. To just to provide a little bit of background about this proposed board policy, California law requires that school districts adopt policies and procedures

058addressing immigration enforcement on school campuses, primarily stemming from Assembly Bill 699 and recent guidance from the California Attorney General. Um I just this is also taken from CSBA and gamut but I would like to highlight some of the salient points of this policy which recommended policy excuse me which states that the district must adopt board policy and administrative regulations outlining how staff responds to immigration enforcement requests including clear guidance distinguishing between the judicial and the administrative warrants that may be presented. Maintain student privacy protections aligned with state and federal law by prohibiting the collection or disclosure of student immigration status and restrict staff from assisting with immigration enforcement except as required by law. Limit access to campus campuses student records unless a judicial warrant or court order is presented. But even when it is presented,

059districts are requ uh recommended and requested to seek counsel. And then limit access to our campuses, our students, and our records. Once again, unless a judicial warrant or court order is presented. Again, seeking counsel. Notifying parents of their rights, including the right to a free and public education regardless of immigration status. And then training staff on how to respond if and when an immigration official requests access to school or sites. And then lastly, the superintendent reporting information and always keeping the board ab breast of any such requests of information or access to any of our school sites. Now, San Marina has been extremely fortunate and has not really experienced any such incidents or requests. However, adoption of board policy 5145.13 affirms the district's commitment to maintaining a safe, inclusive, and welcoming environment for all students,

060regardless of immigration status. So, this evening, board policy 5145.13 is being presented for a first read and for board review. The policy will be brought back at the next regularly scheduled board meeting with a recommendation for approval. >> Any questions? >> Okay. Thank you, Dr. Richtor. >> Thank you. >> Item 11, action items. >> I would like to turn it over to Mr. Clark Hong for a second reading of board policy 0441, artificial intelligence. Thank you board president Gil, members of the board, superintendent deatory and exe executive team. Tonight I would like to present a second reading of board policy 0441 artificial intelligence. As shared during the first reading, Sanrio Unified School District recognizes the transformative potential of artificial intelligence and its growing presence within our educational environment. This policy is designed to provide clear

061and responsible guidance for the use of AI in our schools with a focus on enhancing student learning, supporting staff, and ensuring ethical and secure practices. The policy continues to be grounded in the key frameworks previously presented. A student a student centered approach, staff support, ethical use and transparency, accountability, equity and access, data privacy, professional development, community engagement, and continuous improvement. These principles ensure that the AI is used thoughtfully and responsibly across the district. Additionally, this policy remains aligned with existing board policies, including board policy 0440, our district technology plan, and board policy 6154, our academic honesty plan. The first reading was presented at the January 27th, 2026 board meeting, and there were no requests for changes uh to the policy. It is recommended that the board of education approve board policy 0441 artificial intelligence as

062presented and I'm happy to answer any questions you may have. >> You have any questions? >> Thank you for your work on this. I know you guys have been at it for quite some time, so we appreciate it. Um, if there are no questions, uh, do I have a motion to approve the second reading of board policy 0441, artificial intelligence? >> So moved. >> Second. >> Thank you. Roll call. Mr. Sun, >> I. >> Mr. Chang, >> I. >> Miss Lamb, >> I. >> Mrs. Ryan, >> I. >> Mrs. Gil, I student board member Burke. Thank you. 11B. Now I would like to turn it over to Dr. Jason Rose for approval of the SMUSD sunshine proposals with SMTA and CEA. >> All right. Thank you. And good evening, President Gil, Board of Education, Superintendent

063Dr. Delator, executive cabinet, and student board member Burke. Uh, as the board recalls, last board meeting, we held a public hearing for the district's 20 26th 2027 district sunshine proposal for contract negotiations between the San Reno Unified School District, the San Reno Teachers Association, and the California School Employees Association, CSEA, Chapter 120. Copies of the District Sunshine proposal for contract negotiations between the San Reno Unified School District and the San Marino Teachers Association were made available to the public for review. As shared in the last board meeting, the proposal has been brought back to the board of education for approval at tonight's meeting. Uh it is re recommended that the board approve the district's 2026 2027 Sunshine proposal for contract negotiations between the San Rino Unified School District and the San Reno Teachers Association. In

064addition, the copies of the district sunshine proposal for contract negotiations between the San Marino Unified School District and California School Employees Association CSEA chapter 120 were made available to the public for review. Uh once again, as shared in the last board meeting, the proposal has been brought back to the board of education for approval at tonight's meeting. It is recommended that the board approve the district's 2026 2027 Sunshine proposal for contract negotiations between the California School Employees Association CSEA Chapter 120. >> That is it. >> Any questions? >> If not, do I have a motion to approve SMUSD sunshine proposals with SMTA and CSCA? >> So moved. >> Second. >> Thank you, Mrs. Lamb. Mrs. Ryan. Um, roll call. Mr. Chang, >> I. >> Mr. Sun, >> hi. >> Miss Lamb, >> I. >> Mrs.

065Ryan, >> I. >> Mrs. Gill, I and student board member Burke. >> Thank you. >> Motion carries. Um, item number 12, superintendent or discussion items? >> None. >> Thank you. And, um, I was remiss in saying earlier at the start of the meeting that we have nothing to report from close session. Um, at this time I'd like to adjourn at 8:16. Thank you.
