good evening it is February 28 2023 welcome to the San Marino Unified School District Board of Education meeting and here is your board president Shelly Ryan good evening everyone and welcome as I introduce our state of the San Reno Unified School District program I would like to make a few observations oh so sorry I haven't opened the meeting all right here all right thank you I would like to um Dr rectory usually calls him up all right so there is nothing to report and closed session we are starting our regular Open Session I'd like to call to order I'd like Ethan Chao from Huntington Middle School who will come up and lead the board in the Pledge of Allegiance foreign good evening everyone so my name is Ethan Chao and I have been at Huntington

middle school for three years now I am in eighth grade and this school is amazing so a school is defined as an institution for educating children but if that were really the case then Huntington Middle School wouldn't just be a school it would also be a Utopia of learning and everything now why is this because first of all there are many academic achievements and many great academic Ventures that you can go through in Huntington Middle School this is because the teachers are excellent teachers are willing to spend hours of their time after school which could have been their free time but instead they decide to tutor students one-on-one sometimes and help them so they can succeed in the classes and become who they want to be another reason why I really love Huntington Middle School

is because of their amazing speech and debate program now this is the program that I am have been a part of for three entire years my entire time at HMS or Huntington Middle School and it has been the most rewarding experience of my life without it I would not have the qualifications to stand up here and talk to all of you I would be nervous staring at my seat but because of speech and debate and all the meaningful lessons they have taught me about presentation about conveying my messages to the world and about how to think on my feet I have been able to walk up here today and give an honor of the Pledge of Allegiance so everyone please stand thank you put your right hand on your heart and ready begin I pledge

been a current resident in the San Bernardino Unified School District for the last 22 years they passed PTA volunteer parents are too successful San Marino graduates a current member of the csca San Marino chapter 120 executive board as the past president and a special education paraprofessional at Carver Elementary for the last 22 years this evening I would like to convey to you my observations as a paraprofessional and observation some other special education colleagues special education paraprofessionals and Sai case carers at all Sites have been varies have been stretched to the limits this year keep in mind IEP minutes change and decrease or increase throughout the school year due to changes and our students needs and behaviors and more students are continually being assessed sometimes our subs have are taken and placed in TK yes TK

paraprofessionals are mandated by law but so are IEPs iaps are considered a legal document Subs ensure full IEP minutes are met instead of endangering the district from being non-compliant Sai case carriers must continually gravel Scrabble to reorganize schedules due to one or more professionals being absent especially when there are limited or no subs instead of being able to prepare lesson plans test students for IEP triennials or Test new students precious time is used by Sai case carriers to secure coverage for all students sending some paraprofessionals out of the district to work does not help the home district with coverage or morale lack of Subs limits support to our current special education students forcing Sai case carriers or administrators to step in to cover students needs I respectfully urge the district to consider not only the

special education caseload numbers but include other factors such as the impact of the Student Success and carotenes push in minutes incoming qualified kindergartners a new students and new students throughout the school year before deciding to possibly lay off any special education paraprofessionals for the upcoming school year 2023 24. Also regarding case carriers voluntarily mentoring interns yes promoting teacher retention is important however this means case care is taking on more responsibilities and going to more meetings due to mentoring resident interns please consider the physical and mental health of your employees these intern residents will not replace a special education program Specialists who would complete the team remember any team needs to have a head coach communicating to its assistant coaches the game plan so they can communicate to the players down the field of course first

there needs to be enough players on the ground to fill fulfill the goals once again thank you for all your continued commitment to our students employees and community thank you are there any further cards we're on not on the agenda all right um next number eight is our consent section may I have a motion for the consent section I like to move to approval or content section thank you thank you Mr Chang my second thank you Mrs John any discussion all right Mr your chin all right Mr strong aye Mrs lamb aye Mrs Gill aye Mrs Ryan aye student board member yes thank you all right finally information item state of the district address this is my part thank you sorry I got a little excited all right welcome everyone welcome everyone and as I

working so so hard this year Abraham Lincoln once said upon the subject of Education I can only say that I view it as the most important subject which we as a people may be engaged in and I think that's what makes San Marino so special is everyone in this community really supports education and I think we all believe that education is what brings us together and what makes us stronger it is very very important and this community has a long-standing reputation of really valuing the quality of Education that we we provide in San Marino San Marino unified school districts board of education has developed a vision for our schools that provides a comprehensive and balanced world-class education to each and every student the district ranks among the top performing school districts in the state of

California as a matter of fact according to the 2022 Niche School District rankings report San Marino is not only one of the highest regarded school districts in the state but in our nation as well the Board of Education Administration and support staff all work hard to strategically address assess and improve programs enhance course offerings for our students and provide safe and clean spaces for our students to learn grow and develop while aspiring to realize their dreams the district must anticipate the needs and we must meet the needs of students by providing opportunities that align with the skills the knowledge and the abilities that they will need to prepare them for their future careers based on the United States Bureau of Labor Statistics one of the fastest growing occupations between 2021 and 2031 is in the

health care industry nearly one-third of new jobs are projected to be in the health care and social assistance areas as an example nurse practitioner occupations are expected to grow by over 47.5 percent over this period of time it is with this in mind that the district is implementing a state-of-the-art Medical Arts pathway at San Marino High School in the fall principal kurtenbach will be telling you more about this exciting opportunity for our students as he presents this evening back in August of 2022 the Board of Education developed four main goals that my leadership team and I have been diligently working toward tonight you will hear from some of our closest Partners in education so you will also hear from every single one of our School site principals you will hear from my incredibly hard-working executive

team and you will hear from our wonderful Teacher of the Year Mr Matthew mizwahi and we'll be talking about again the current state of the district the future state of the district and what we're doing to support students in the San Marino Unified School District back to the board's goals because that's where it all begins the board created four broad-based goals as mentioned earlier and they are as follows to develop and Implement fiscal health and sustainability without that we can't do very much also the board found it to be exceedingly important that we create a culture of service internally and externally that we demonstrate a culture of value and appreciation to all of our San Marino Unified School District employees and that we produce and graduate high quality Global Citizens in all of our students

that go through our schools additionally in keeping with our commitment to educate the whole child as president Ryan mentioned earlier and to provide world-class learning opportunities in all four A's academics Arts Athletics and activities tonight our principles will be showcasing performances by students representing all four schools if you are new to our district you might ask so what makes San Marino Unified School District so special in addition to having highly trained student-centered professional Educators who work tirelessly in their classrooms to provide personalized learning opportunities for all of our students our school district has the absolute hardest working and most incredibly talented PTA board and Council anywhere in the state here tonight to talk about the current state of the ptas is our wonderful PTA council president Dr Jackie chuang Jackie good evening everyone I'm the

PT council president and I'm here with Nicolette first Jennifer King Aaron Clardy and Lena Wu standing in for Mike O'Mara we are proud to represent your San Marino PTA while there are obviously many factors that make our school special the contributions of our PTA are absolutely unique to San Marino this is a community of dedicated talented and generous volunteers who understand the time given to our children benefits us all in quantifiable terms last year our PTA raised over half a million dollars to support academics Athletics arts and activities at our schools the PTA has woven into the fabric of all of our campuses among many things at Carver we bring you the family picnic book fair science fair and Carver Carnival at Valentine we run the engineer Fair May Day Celebrations Veterans Day Celebrations and

Valentine Fair we are the safety team of the yellow vest your friendly room reps the busy planners and backstage Runners at assemblies and holiday programs we partner with the Chinese club for the Lunar New Year celebrations and partnership for awareness for Red Ribbon Week we are the jogathon dance-a-thon and parent party super volunteers who raise the much-needed funds for music library PE and stem programs at HMS PT is the driving force behind noontime fun sixth grade dances and career day our fundraising supports programs in vapa athletics and outdoor education overnight our volunteers will magically transform HMS into fox games and Huntington breakfast at the high school the PTA incorporates the s in letting our students shine as they should so the smhsps PTSA oversees ASV class fundraisers chaperones dances and organizes teacher appreciation activities we

support the wellness center and offer our scholarship opportunities and of course we spearhead the biggest volunteer event in town our grad night each May which is the Beloved tradition that is uniquely San Marino in all the best ways so you may think of the PTA as the room rep who welcomed you in kindergarten or that wild parent party that you kind of remember or the Silly String that you couldn't remove after a crazy Carnival or creating a perfect hat for your graduating Valentine fifth grader PT is all of those things we're involved in so many facets of the San Reno School experience that sometimes it's hard to know exactly what it is that we really do and that is actually okay with us as long as we follow our mission which is to benefit the

lives of all children and families and in that regard I would like to leave you with a number of 99 967 which is the number of volunteer hours that we logged in last year almost 100 000 volunteer hours and behind each of those numbers are innumerably wonderful people thank you to all of our families teachers and students for being a part of our San Marino PTA and we look forward to learning more great things to come thank you so much Dr chuang that was amazing and a hundred thousand hours that is incredible to think about how many people it takes to actually donate that number of hours for our school district but I can tell you our school district would not be the same without their volunteerism without the efforts of our amazing ptas so

thank you so much for your incredible work we appreciate you so uh San Marino Unified School District remains a leader in K-12 education due to the strong partnership that we have with our families and our community these Partnerships are essential to providing our students with the high quality education support and services our families expect and our students deserve it is through much needed contributions to the San Marino schools Foundation that our district can continue to surprise our parents with amazing feats that our students produce every single year if you if you walked up the corridor and you saw the artwork um that was displayed that's Huntington middle school that's middle school students artwork it is fantastic programs like that are only possible here in San Marino through the generous support of our school's foundation and

our ptas so with San Marino schools foundations were contributions we're also able to maintain lower class sizes across the board we have some of the lowest class sizes of any public school district in the state of California and we are super proud of that and that is something that I know our community truly values we also continue to provide exceptional instructional programs support for our students social emotional well-being we have a Wellness Center here at Huntington middle school and a Wellness Center at San Marino High School that I'm sure both principals will be touching on later in their presentations other various programs that are designed to prepare our students to be highly successful inquisitive adaptable responsible collaborative and dynamic members of the global Community are supported by our wonderful schools Foundation I am eternally grateful

for the continued support for this organization and for the notable difference that their work makes in the lives of countless students year after year here to speak on behalf of our San Marino schools Foundation is their president Mrs Allison Moeller Allison you um I'm Allison Moller I'm president of the San Marino schools foundation and with me this evening I have Catherine oliveros who is our program director um the foundation exists to provide support to our school district which is one of the lowest publicly funded school districts in the state of California um and we exist to support their mission and the mission is to provide an excellent foundation for all of our graduates I know firsthand my 2021 graduate was wonderfully prepared for her future as I know my 2025 graduate will be as well

Catherine and I are both graduates of the high school and we can attest firsthand to the wonderful education we got here again this year the foundation is planning to support the district with another two million dollar rant this supports 20 teachers throughout the district five in each of our forcible sites and it allows the district as the superintendent mentioned to lower our class sizes at the elementary schools and offer broader educational classes at both the middle school and the high school we are supported in our Endeavor by very generous parents for the most part most of our donations come from our parents um 39 of our parents have contributed thus far to our campaign we expect that number to grow by the end of the year we would love to have 100 partition participation and

our message is always any amount to the foundation matters to us um we are 61 percent to our goal for the year and we expect fully to be able to make our two million dollar Grant to the district we are supported as I mentioned by parents by community members and by Community foundations and organizations having said that we have just recently received today a twenty thousand dollar Grant from the Chinese club and I'd like to introduce for which we are eternally grateful the Chinese Club over the course of 34 years has donated over eight hundred thousand dollars to the district through the foundation and Alan Chen the president of the Chinese Club is here to present um on behalf of the Chinese Club along with his members the check to the district thank you and

in closing I would just like to say to all of you thank you for your support of the foundation in the district wow thank you so so very much for your generosity and that wonderful donation that is just amazing and um you know just one example of how resourceful um our community is when it comes to supporting our kids and supporting our schools so um next up I'm going to talk a little bit about our wonderful elementary schools the California distinguished schools program recognizes schools for their excellent work in one of two categories closing the achievement Gap and achieving exceptional student performance to identify California distinguished schools the California Department of Education uses multiple measures to identify eligible schools based on their performance on the state indicators as specified on the California school's dashboard specifically

elementary schools that are being recognized for this year were selected by analyzing data reported through the 2022 dashboard including assessment results chronic absenteeism suspension rates and socioeconomic data both Carver and Valentine schools were among the mere six percent of elementary schools receiving the California distinguished School award in California that's in incredible among six percent that's a very very small number we're so proud here tonight to discuss the current state of our elementary schools our KL Carver principal Mr Caldwell and WL Valentine principal Mrs McAlpine foreign good evening board president Ms Ryan vice president Chang clerk Chung Board member Miss Gill and Ms Lamb superintendent De la Torre esteemed cabinet members and our incredible San Marino Community it was my honor and pleasure to provide a brief update on our progress at Carver toward achieving the

graduating class were accepted to UC Berkeley and 26 of those students are actually attending there this year San Marino High School also sent graduates to USC UCLA John Hopkins Texas A M Harvey Mudd Georgetown Columbia Cornell Princeton Brown and Caltech in a typical year this might be yeah that deserves an Applause in a typical year this might be anticipated however this was a class of students who missed an incredible amount of in-person instruction the accomplishments of the class of 2022 were extraordinary and reflect the resiliency of both students teachers counselors and administrators who worked tirelessly during the pandemic to provide students with the instruction guidance and support that they needed to be successful despite the numerous challenges that they faced here tonight to present the current and future state of the San Marino High School

is principal Jason kurtenbach thank you Dr delatorre thank you president Ryan members of the board executive team students and my fabulous students out there if you want to see how great this school district is watch those kids when Mr Jameson came in and started singing that song they all lit up because they've all been through that before and they all got excited and and that's what's really special about our school district I'm not going to spend too much time on the past because we have a lot of excellent items coming up in the future that we're really excited about but we have been doing a fantastic job at San Marino High School as a team of community students parents and staff by working with the foundation the PTSA the PT Affiliates we have made a

lot of strides in updating many of the excellent programs that we have on our campus Athletics we have improved some of our facilities by adding badminton to our Large Gym redoing our tennis courts for our CIF Champion went girls tennis team as well as a some of our new facilities are our newer facilities we're looking at our football stadium we're going to be updating a lot of our seats because we work together as a community and we make sure that we have what we need for our kids our culture of value and appreciation as well as our culture of cervix extends beyond our staff to our students last year our students completed themselves with their service requirement reduced due to covid over 40 000 hours of community service and that was with an expectation of

them only completing 25 we had students completing in excess of 400 and that just says a lot about our students it says a lot about our community and the heart that we build with our kids obviously we build high quality Global Citizens as Dr De la Torre said we sent kids around the nation into some of the top universities but what we're most proud of is we get our students into the universities that are the best fit for them we work tirelessly over many years many meetings with their counselors we help them prepare excellent transcripts but more than that excellent personal statements that give them a real eye and a real look into who they are as people and we provide that to our colleges and universities which is why our students are selected to

not just the top universities but every University that our students wish to get into some of the things we're most excited about and things that people are here to really hear about especially our parents are are switched to block schedule next year and our amazing Medical Arts Academy I'm going to talk first about block scheduling very briefly and then switch over to our Medical Arts Academy so uh we're moving to a block schedule for a multitude of reasons primarily it is a schedule that is utilized by 80 percent of the top 100 high schools in the nation and in California this is also mirroring a college-going environment which we feel is the best way to prepare our students for the ship that they're going to encounter as they matriculate from Seniors to freshmen in college

this gives us an opportunity when they're in class to go deeper with their learning it gives them an opportunity to experiment with new ways of learning it encourages our teachers and our staff to look at new ways to engage students project-based learning and a reduced need for some of your typical summative assessments and a focus on a more informative assessment um also this is going to enable us to have students uh participate in athletics and after school events uh without missing much more than five to ten minutes of class right now a lot of our students who go uh to after school events Miss sometimes an entire period uh but the way that we have structured our schedule uh which mirrors Huntington middle schools in terms of time allows us to both meet the requirements

of the state but also meet the requirements of our students who want to do things beyond the classroom so we're very excited about that this allows us to do something that we've never done at San Marino High School and that's offer Pasadena City College dual enrollment courses during the school day not just after the school when we started our dual enrollment program three years ago we started with two courses and we got about 20 kids per course we are seeing an increased uh wish to access these courses but because they're only after school that limits the amount of courses students can engage in by moving these into the school day students can now take these as an elective course while simultaneously meeting graduation requirements and building a transcript in college our Medical Arts Academy will

utilize Pasadena City College Medical Arts and medical courses they'll begin in the ninth grade with a exploration of all the different fields of medicine that they could end up being in as as adults they'll move into medical terminology and different Health Sciences and then go into Kinesiology and Anatomy simultaneously into a course called AP seminar which is really thinking about thinking and studying the philosophy of learning through the lens of their particular Medical Art be that as Dr De la Torre was saying nurse practitioner a doctor even somebody who invents different tools and and things for medical professionals to use their senior year they will engage in what's called AP research and that is where they do a deep dive into their particular field Guided by our staff with a a hope of connecting that

to an internship program and we have been working with Clay Wang at USC tech school of pharmacology to build a pathway for students to be able to do internships with their program we're really excited about this program because we feel like it gives our students access to the possibilities beyond our high school that no other High School can to that end we've worked very closely with PT Affiliates who has donated I believe three and animage tables um four thanks Stephanie or for an atomized tables which are these really cool devices for our kids to use they're basically a table sized iPad with an MRI created cadaver that you can manipulate in real time and thanks to San Marino rotary we're also purchasing a VR system with haptic feedback gloves and goggles that allow you to

do simulated surgical procedures in an environment that gives you actual feedback these are some of the systems that actually some of our people in our community use when they're practicing their surgeries before they go in and do their real surgery all of this is going to be available at San Marino High School this is such a huge deal not just because it sounds cool but when we reached out to Pasadena City College and and told them about our plan they were most excited because they too would have access to using these devices that they don't even have so we are really pushing the envelope of what a high school can do and we're able to do that not just because we have a strong staff a supportive board an amazing Community but we have kids

who I also start lighting up when I started talking about some of these things they're excited they're passionate um and because they have that we always want to do more um lastly what I'll say is thanks to the hard work that we've done over the past few years we're able to offer open access to all honors and AP courses beginning next year that means if a student wants to take a course at San Marino High School we want you to take that course we want you to challenge yourself we want you to go as far as you possibly think you can go I feel like we are turning the page on a really great chapter and opening up the book to something really new and special and we couldn't get there without the support of

the community the support of the board and the support of my staff my students and my parents thank you very much and right now now I'm going to call to the stage probably the most exciting part of the evening part of our cast from our Musical Chicago which opens next week at the naira theater Thursday Friday Saturday and Sunday come see it you're going to see an amazing performance by some amazing students right now and that's going to be followed by our fantastic drum line so get ready for some exciting times thank you very much it's all a circus kid a three ring thirds these trials the whole world all services but kids [Music] oh [Music] foreign [Music] [Applause] [Music] hello awesome [Music] foreign [Music] thank you foreign [Music] [Applause] foreign [Music] [Applause] [Music] and

now the San Marino High School drum line will perform okay thank you [Music] foreign [Music] thank you [Music] thank you [Applause] want to make sure to thank Mr Daniel Hernandez he is our musical director for Chicago [Music] and of course Mr Rob Folsom our band director at the High School drumline thank you [Music] thank you so much for that wonderful performance I can't wait to uh buy tickets to see Chicago at the high school so if we learned anything during the recent pandemic it's that technology in the 21st century is the lifeblood of learning we would have what we would we have done if it weren't for technology during the pandemic it was only through technology that we were able to Pivot to virtual classrooms district-wide instead of in-person learning which was necessary smusd did

it faster and better than any public or private school in the county in December San Marino unified school districts received the California school boards Association Golden Bell award for Innovation and Times of Crisis that was directly related to our management of the covid pandemic here tonight to talk about the current state of Technology across the district is our amazing director of Technology Dr Steven Choi thank you Dr delatorre good evening I'm pleased to highlight a few of smusd's Technology initiatives and achievements this year first a District's Network infrastructure plays a significant role in our students success with technology a solid infrastructure provides us with with fast internet connectivity and robust access to Applications as you know technology used exploded during the pandemic and it's not going away this summer technology helped us and our district

utilized federal e-rate funds as well as one-time Esser funding to upgrade our Network equipment including Wi-Fi our District's technology infrastructure is well positioned to support us now and into the future next cyber security and safety are two priority areas where technology is caught upon to foster a safe learning environment unfortunately schools today are targets for cyber attacks this year smusd implemented multi-factor authentication and 24 7 cyber security monitoring for additional layers of protection technology also plays a role in supplementing physical safety for example smusd is actively working with law enforcement and security AI companies to enhance our surveillance systems to identify certain behaviors and weapons such as guns so that we can respond as fast as possible while all this technology is impressive professional development is needed to maximize the benefits we will continue to

provide cyber security education so our employees can remain safe and the district is also revisiting Tech Academy where Educators can engage in Virtual an in-person small group learning opportunities after school finally smusd is a district of innovators our district uses Adaptive Technologies and artificial intelligence to integrate instruction and assessment to personalized learning using virtual and augmented reality we can also engage in immersive learning experiences that are impossible with traditional methods next year the district's new Medical Arts pathway will feature state-of-the-art virtual Anatomy dissection typically found in professional medical programs in closing I am proud to say that smusd is one of the best school districts integrating technology our district is clearly Forward Thinking safe and Innovative thank you for the opportunity to share and now I will hand it over to Dr Lynn to share

with the four goals that the board has set for us our Focus primarily even though we are in the background of a lot of of all of the four goals our first our two that we have really been focusing on has been to create just kind of a culture of service and a culture of value and appreciation to our San Marino uh employees all of that starts with our daily interactions uh my team my small But Mighty team of Asha and Rebecca I know they're not here but I'm clapping for them they are amazing and what we try to do every day is treat every uh interaction from a human perspective and not necessarily from a transactional perspective active and so we hopefully that is showing in our relationships with our employees with our community

members with our parents and with our students we are also very proud and honored to have both uh two trilingual uh members of our staff to greet our parents and our family and our community members in the front office Wendy and Brenda so once again thank you to them that goes towards our goal of community or providing that customer service for our our families and our community um we also it helps bridge the gap with our parents uh like we've already mentioned tonight some of the other things that we do is we have been celebrating our staff and our schools by celebrating for our two distinguished elementary schools so congratulations once again to them uh the human resource department has also also joined in the community diversity equity and inclusion uh committee that meets regularly

so we have become a part of that we are regularly interacting with members of the school Foundation PTA PTSA up on the board we have a few things that we have implemented this year which is the monthly recognition of certificated and classified employees we kind of have our wall of fame now in the boardroom where every month we get to honor a classified and a certificated member for the hard work and the great work they do at our school sites uh I've like to think that we have built strong relationships with our bargaining units which led to uh what I thought was a very successful negotiations with both uh groups and we were able to come with a very competitive total compensation package and we look forward to continue to work with both bargaining units

as we move on forward in the year and last but not least our big one like I said interact our interactions have always been focused uh from a human level and that is because we are trying to focus on the well-being these last few years have been tough not only on our students and our parents and our families but they've also been tough on our staff and we need to recognize that and we try to recognize that so there are some things that we've done uh just once again not only in our daily interactions but also we have created a few things on our website uh for our for our our staff to access if they need it one being the ease documents which is the employee assistance service for education so it's things just

you never really understand a person Atticus says until you consider things from his point of view until you climb into his skin and walk around in it atticus's advice is simple but powerful it's about learning to understand others seeing things from their perspective and empathizing with them it's about building bridges of understanding across Gulfs of difference acting upon this advice means respecting and honoring diversity it means developing a sense of justice that considers the experiences of others and it is an essential attribute of the global citizen but before we step into the shoes of others as Atticus instructs we need to First understand ourselves in my mind this is step one to achieving global citizenship really it's what the formative years of high school are all about and it so happens that San Marino High
