is now open hi um i am calling in because it's my understanding that this is dr wilson's last school board meeting and i don't see anything on the agenda about that so i'm assuming this is the time for me to speak but i just wanted to take a moment as a former board member who worked with dr wilson for a year and a half i just want to express my gratitude for all that he has done for this district in his two short years and to express my well wishes on his next superintendency when the board first hired jeff he and the community were well aware of certain challenges that that were facing the district the most significant one being a budget deficit what we were not aware of was that an unprecedented pandemic would

soon hit the world and severely impact our lives in so ways so many ways including the delivery of public education i know that there was so much more that dr wilson and the district and the board would have liked to have addressed and implemented during the last year and three months but the pandemic took over and demanded the unanticipated expenditure of time and resources elsewhere but i think that dr wilson and his team just did a a great job with all of that so i wanted to recognize that um he also took on lots of other challenges those known those predicted and those unpredicted uh to name just a few during his short time here dr wilson in partnership with dr linda de la torre eliminated the budget deficit and if measure e passes next

week please vote yes the district will be in a much better financial position than when dr wilson arrived he engaged with many different stakeholders through the creation of various task forces and advisory groups he helped move the district forward with the use of new technologies and teaching and communication incorporated dual enrollment universal design for learning multi-tier systems of support there were lots of things that happened uh in these short two years and he did all of this and more with a smile with a positive indefatigable approach and attitude um i think i've always said as a leader you want to leave an organization in a better place than you found it and and jeff you were able to accomplish that thank you very much um so i am sad that you're leaving this district for

many reasons uh but especially now that this new board um has five members who fully support public education and this district they're willing to put in the time and effort necessary to understand how the district works so they can be the best stewards possible and they understand that their roles are not to micromanage and criticize the superintendent and school district but to work collaboratively and constructively with the superintendent and district employees it's too bad that you won't be able to work with this new board so that you all can reach your potential in providing an excellent education to the students you serve at any rate jeff i wish you the best thank you thank you mrs link much appreciated thank you mrs lane well stated any other comments from our board okay so i'd like

to add something um dr wilson i didn't get to complete the year with you and i'm choking up for other reasons allergies yes but i want to um on behalf of the board to thank you for your leadership for your dedication and really for your vision for our school district you you are leaving us in a better place i hope mr e passes as well you've built a fabulous team for us here as well as at each of the school sites and so i i can't thank you enough and i i hope that you will stay in touch and i i look forward to seeing great things from you and hearing uh from you in your new district so thank you mrs ryan so much thank you next dr choi communication from the audience regarding

matters that are on the consent agenda they are to be made at this time thank you president ryan we'll start the clock on one minute if you would like to make a request to speak on matters in the consent section please press the raise hand icon dial star 9 or submit a public comment card we have 30 seconds remaining if you would like to make a request to speak regarding matters in the consent section please press the raise hand icon dial star 9 or submit a public comment card so president ryan we have no request thank you dr choi next up i i would like um motion for the consent section 8a i move to approve the consent agenda consent section of the agenda 8a through 8i thank you mr strong second thank you mr

chang roll call vote for consent section mr chang aye and mrs ryan aye can i just say one thing i just wanted to particularly say thank you to the rotary club of san marino who made a generous donation for mini grants of twenty five thousand seven hundred and fifty dollars to assist with the special teacher projects coming up as we look to the opening and i we're very grateful for all of that support from the rotary club so thank you thank you so much mrs shaw and um did i do roll call yes right and this is okay yeah that's okay all right next up communication section communication from the board of education we'd like to start with our newest board member mr kalacki [Music] well thank you um i am very happy to be

a part of this board i want to i want to thank everybody that was involved in the process and and also thank all the other applicants for showing their interest in in being a part of our district and a part of the governance of of what i do consider to be the most important uh part of our community um and our purpose which is our our children's and our students future so um i appreciate the opportunity to be a part of it and i look forward to uh to the next year and a half so thank you thank you mr clarkey this is strong please just wanted to say thank you um to the community for their engagement in this process um not just for this one but for the last couple months as we've

endured a lot and have seen some unflagging support from the community despite it all your faith in the schools and the leadership is um humbling for us so thank you and i do want to congratulate mr colecky i know he knows me well enough to know that no harm no foul and moving forward we can be a good team together so i just want to thank also um mr president ryan for her leadership during this time because this has been quite tumultuous and i am very grateful for the uh guidance throughout this entire process um moving on from that i also just wanted to do a little bit of a shout out for all of the activities i've seen a lot of banquets taking place with the teams and those have been i think still

wrapping up and that's really thrilling and exciting grand night reunion is coming up next week light up july uh first 7 30 to 9 30 p.m the entire community is invited thankfully with the coveted restrictions being lifted um thank you dr choi for all of your work around that and dr wilson i am sorry that i will not have more time to work with you and good luck on your endeavors coming up thank you mrs john mr chang uh first of all i wanna appreciate dr choi you know we finished the second shot for the uh age 12 plus yeah and and also uh thank you for the opposition yeah pharmacies they give us a support uh i think still a big issue for the kobe 19 prevention yeah i hope everyone still need to

pay attention yeah secondly i want to congratulate the name check on return to the ball and also congratulate to the uh mikey rocky so for the the ball instead of julie chen she to me actually it's very difficult to make this decision you know i've been more used to people uh elect me i'm not appointed people i i tell you because i my character i'm not really good to judge the people a lot like they invite me to judge for miss china tank i already reached a couple of times because i don't think that's my position to do that but but you know the for last six months i i suddenly i realize it's very important we need to have a firepower member work as a team and continue to to serve for our kid

because i i fear that if we are not moving now we already own the the kid and and also student parents yeah so so i hope the with this team you know everyone give up forever you know really focus how we can improve for our school history yeah and and and in the meantime you know i want to say uh also say thank you to dr wilson well i believe the you know san gabriel valley is very small we will meet all the time in the public occasion yeah so i i i wish you you are successful yeah and also there's just like one uh the candidate said that a boundary yeah there's no boundary okay so we need your help and you also need our help okay and and with that besides we have

a new superintendent i think this three person power is the most important to serve for our school district so we need your continue to support yeah to to to to to guide give the guidance for our school school sign uh yeah the principal yeah so so thank you i i i after i come back from hawaii i i i recharge my energy i i'm ready to work with another for four members thank you thank you mr jane and mrs jack please thank you president ryan um is this on i'm sorry okay thank you president ryan i never thought in a million years that i would be returning uh to the school board uh but i guess it's like a james bond movie right the title never say never right so i guess it is never

say never for me i am excited i have to say uh under the circumstances where there are two vacancies right um so i thank uh this board uh for appointing me uh i am excited to be working with you again president ryan and with you board member mr chain um i'm excited to be working with miss chan who i have not uh but i have seen how well you have sat in your chair as a board member so i'm excited and then mr kalacki uh you are now i thought i would be the most junior member but i think you're going to be the most junior member so uh there you go but i'm excited to be working with you as well i'm excited to be returning with you dr deletori and with you dr

choi and um dr richter i'm excited to be working with you again well not again but to begin with i've also heard some wonderful things about you so i'm very excited about that to dr wilson i am very very sorry that we were not able to work in a board member superintendent process but what you've done for the district i think is exemplary outstanding and hopefully you will be exactly the same way to the new district that you go which is claremont so thank you president ryan for giving me this opportunity thank you mrs jack i want to just begin my communication section on just thanking the cabinet dr wilson and the various sites with our teachers our classified and certificated staff on all that they have done to kind of sustain the school district

and to keep us moving forward through your leadership through your commitment to our community we are really in pretty solid grounds thank you to the members of my board mrs chong miss mr chang for supporting me through these months and now we have two additional members that are going to add to our team and i'm very excited to be working with the two of you and i'm looking forward to your your passion but also your leadership and your um helping us to build team and move our district forward and so very excited i do want to kind of put a plug in um mr chang you have been so instrumental in making sure that our vaccines are provided for our staff member and our students and our community he has gone above and beyond what

is required instrumental in helping various communities now not just san reno but in other communities to receive the vaccine so thank you mr chang for your work in the community um it's made the difference it's made the difference and also a plug for july 4th we are back at lacey park and so the celebration is on and i'm looking forward to seeing the community come out so thank you very much oh no so we are fighting together we say truck right no not sure about that um we'll we'll check on that right okay um so next with communication uh do we have communication communication from the um uh superintendent thank you mrs ryan yes i am still here for another seven days so you have to sit through this yeah assistant superintendent oh well you

know what she can speak too but um yeah i have quite a bit to say and i apologize in advance for the length of my report but it is my last chance to speak to you as a board to the community so mrs jack welcome aboard mr kalacki welcome aboard i'm thrilled with the level of expertise and involvement that both of you have shown over the years here in this community and in the end it really is about the kids and sometimes we forget that and all those decisions that you make at the highest level have to be grounded in what's right for our students so welcome aboard mrs chan i too am very sad because i want to thank my presidents and i don't mean to exclude anybody by that but when you work

with a president of the board you have a very unique and special relationship and so to have mrs link as my first president who is just so articulate and knows what's happening and was really able to guide me into my first superintendency and that was just a really special relationship for me and then to have joseph as my second president who just has a world of knowledge and i and you know what struck me was joseph i believe knows every human in the la basin i i would be with this man and he'd see somebody and he'd say oh they're so and so he introduced me and everybody knows joseph and i think that's part of the magic of who joseph chang is um and and really in helping with things like you know the

donations of ppe and of course the vaccinations and just putting us in connection with people so joseph you are a connector and i appreciate what you taught me about that and then mrs ryan the educator um the wise one the one that i could go to on educational issues and we had a symbiosis there because we understood eduspeak and all those elements there but also i think mr jack you noted it uh mrs ryan you have been a leader during a very very very difficult time side by side with me and i appreciate the constant support and communication that we had this last year and and each of you is are going to play key roles in this future here so my congratulations are in and now my last thoughts as i address the board

my staff and the community for the final time there is much to be grateful for when i arrived in san marino on july 1st the district was in a financial free fall with minimum 3 percent in reserves and a growing and i mean daily growing 3.0 million dollar structural deficit i remember in a matter of a couple of weeks as a result of an article that appeared we got a whole slew of senior exemptions on on measure r which cost us another 250 000 and our structural deficit grew literally by the week trust had been eroded and the community was crying for at the word i've heard most often since i've been here transparency i'll never forget sitting in a board meeting uh prior to actually starting i came out here in june to sit

in the back row and i remember mr clack you were there i think i was sitting right behind you and was able to watch the board proceedings and and something that mr barbary noted which really struck me in that moment was his impassioned plea to not wait to begin addressing the structural deficit immediately and i couldn't agree more as i sat there and listened to corey's words and addressed the deficit we did with an immediate line by line budget review administrative cuts and i want to pause here for a second we've heard a lot about reducing administration in this district and i'm going to put it out there since i'm on the way out anyway we are in the in the the kind of districts that i compared us to statewide we are the lowest

administrated district i could find as a percentage of expense and that means we are doing a lot more with a lot less and i you know i will say it again later but i came from a district where i had 16 people doing the work of what dr richter does um i had eight or nine people doing the work that that dr de la torre does um and really that's not to cry foul but it's to tell you that these people sitting to my right right here carry a huge load and the size of your district oftentimes does not impact the amount of work that you have to produce the compliance is the same the lcap is the same and so these are people who are doing a lot with a very very little so

uh we went line by line we did administrative cuts before that first christmas we continued past that there was an early retirement incentive that was brought forward that was highly successful and will continue to be highly successful over the years uh we conducted the first of two reductions in forces that would really be the sort of the legacy of my two years here that's not a fun legacy to carry with you but we did have to do that in a process of aligning our staffing with our enrollment and in right-sizing departments that were wildly overstaffed none of that could have been done without the support of board members lisa link shelly ryan joseph chang corey barbery and chris norgaard and that is the board that had to live through that first year of significant downsizing

and cuts transparency also became a priority as i committed myself to present district budget information and answer questions from anywhere anyone would invite me to speak and i've made that clear you invite me you find a group of people and i'll come unfortunately you know i think we presented between linda and myself and julie on occasion i think we presented at least 50 presentations to the community during that first year on budget 101 information and defining and now you begin to hear even in the candidates today you begin to hear people are beginning to understand um exactly what some of those big issues are so we did a lot of that but we were sideswiped by the pandemic like everything else and had to do that in a different way wholesale changes in leadership were

made at the end of the 2019-20 school year resulting in three new principles at our four sites my advisors thought i was nuts uh for trying to do that in a singular year and also in reductions at the site and district levels but i think we would all agree that and i'll say it later a little bit differently but i think we made the right moves we have the right people leading in the right departments and leading at the right sites when all was said and done by year two we had trimmed the budget by over four million dollars with the prospect of renewing measure e in march the only cutbacks would have been that year if measure he had passed the only cutbacks would have been to finish the right sizing which was begun

in 2019 and 20. as will be presented later this evening not only has the 3.5 million structural deficit been eliminated in 2021 but we will show a positive budget variance for for the first time in nearly a decade of almost three million dollars when measure e passes which i know it will uh with continuing to stress that staffing must mirror changes in enrollment the prospect of continuing to build the reserves for economic uncertainties will become a reality and i want to leave you with that thought i'm not going to finish my presentation i'm not close to being done sorry but what i want to tell you is as you move ahead in the year we're going to have i believe wide variability in enrollment that's not a san marino problem that's a southern california problem

and that's a pandemic problem because we are going to have to redefine in the coming days what a k-12 education looks like the governor so far has said you need to offer a third rail of virtual learning but there's no guidance on how to do that he simply and his staff simply says you need to use independent study which is really not a possible rail because independent study is a different way to educate kids so there's going to have to be more guidance coming on that in the coming days uh but in the end um we have to be flexible and we have to have really smart people in place like these three right here who could make those adjustments on the fly but when measure e passes we're going to begin building for those

economic uncertainties again and that's exciting i'm going to be watching that from afar and i do want to charge the board with this i believe the economic uncertainties include measure r measure e and any volitional giving and so i do believe as the board looks at building reserves that they need to take into account those economic uncertainties of building that reserve amen right banji when i asked okay when i arrived i said that from the beginning if i were to leave a legacy it would not be about buildings it would be about people and relationships i have built and have come to love and admire an exceptional leadership team and teaching team and staff throughout the district our principals have led with distinction have worked together to build our schools to make them stronger i

just i go back to what has happened between valentine and carver and the cooperation now that exists between the principals the ptas and the staffs the middle school working with the high school on vertical articulation they have these principles have supported our students and families throughout the changes and throughout the pandemic and we hear often about the social emotional issues and the mental health issues and each of these individuals is working very hard to ensure that our students are safe and well we have the right leaders in our schools for this time and i want to encourage the board and community to support them fully the unsung heroes gil cardenas francesca gill carol thompson judy corenti abby cabrera vanjie lingett and the many others who have had to do more with less and these are

the folks the reason i kind of listed them this way when we had to face the prospect of reopening these are the people who made it happen in the background and so they are an amazing team sorry getting choked up and i've really come to love them so thank you guys i want to recognize and thank the district office staff who become more like more than colleagues more like friends uh liu jang drew jack rebecca gutierrez and as i like to call him the jennifers uh wheeler and deletori um you know each of each of them plays such a vital role i i've nev sorry to pick one out but i've never met somebody so effective with the public as lujan she just she just does it for the district and each of these people

are just amazing and jennifer delatore thank you i know we only spent part of the time together but i don't think people recognize how much the superintendent's assistant does off the clock just to get board meetings up and running to get information out to board meeting members to gather information um to keep the staff ready for the board meetings i mean jennifer delatorre you've done amazing work you've got a great future ahead of you um so that's our that's our district team that i just love so much and the executive team small in numbers but mighty in performance dr steven choi who leads the team in keeping our network up and safely running and that's a big deal with all the attacks out there i know my new district claremont got hit with an amazingly

large ransomware the steve even heard about it before i knew anything about it and steve and his team are on top of those things they are protecting our infrastructure and making sure that our students and our staff and our board has access to the very best of technology and the able to access information and if you think about you know we've iterated board meetings from in person to a free call or free conference call which which was the first iteration then to zoom and then to a combination of zoom in person and written and dr choi has done all that work working with kwok and his team to make sure that we're able to be successful so thank you stephen dr lena richter brilliant experienced innovative and a work ethic that helps her accomplish amazing

things with very little help and support she does it with a smile on her face she got stuck in her office for about a month straight 14 hours a day trying to write 3l caps elpacs state testing reporting and and yet people want innovative education which we all do but we have to face the reality that in the state of california the compliance requirements are so burdensome for education staff but she's done that she is a true educator that's why i hired her and she should be highly valued for the work she has done during her first year and for how she is charting a course towards a bright educational and innovative future in san marino thank you linda deletori what do you say about linda you know i i tell people when you talk

to anyone out there in the education world right now they know who linda is linda is a superstar a rock star in the world of human relationship or human resources and relationships and now in the business world you will hear the highest praise for dr deletori she has been the ultimate professional and valued colleague for me uh in this journey she has not only handled her past position with excellence but has taken on the responsibilities of business and finance and i want to pause her and say that again she took on an entire role of another assistant superintendent and has done it with distinction while completing a doctorate i don't know how she did it and while being a grandma a new grandma so linda all you know you did all of this without any

additional compensation or benefits and you've done it with a smile and never complain there's nothing that dr deletori cannot do and i trust her as a teacher and a leader and a friend you know we are wondering about the reopening of schools in the fall and i just want to spend a moment on this the current order as of june 14th 2021 is that we will all fully reopen but with the caveat as i mentioned earlier providing a virtual environment for students and parents who remain virtual the problem is there's real no there's really no guidance on this or how to do it within the current constraints and it really is all about school funding the legislature is going to have to revise how they determine what school funding looks like it's always been associated

with physical bodies in the classroom but that that has been set aside during the pandemic to really just give us in a whole harmless way what we got previously but the state's going to have to take a look at how that's going to be in the future because the way independent study is constructed it's a single teacher has a large number of students that teacher provides that students work in the form of packets or projects and they check in with the student once every week or two weeks or three weeks that's independent study but what the governor is talking about is a more like what we had in the springtime where every student checks in every day with a teacher right now those two things just don't work together so there's going to have to

be additional guidance and i continue to check on a daily basis this is the latest order june 14th but we are committed to reopening our schools i want to say that loud and clear we have a resolution in the agenda to fully reopen schools and tonight's second reading of that resolution is meant to provide the community with our clear intentions of reopening in the truest sense of the word the provisional appointments i want to thank the board for appointing two highly qualified and committed provisional board members i want to pause and say thank you for saving the district between a hundred and two hundred thousand dollars i spoke with alex oliveira today the just the los angeles county registrar while he does not have exact figures he did give us some information that i did

not hear about until today one of which was that if somebody were to challenge these provisional appointments and move towards an election it wouldn't be held till april of 2022. okay so i want to make sure everybody understands that and what that means is we would be the only district or entity on a ballot which would make it the most expensive kind of an election that you can run but getting back to these provisional appointees each of these has faithfully served our community in a number of ways through the foundation of ptas and so many other things mrs jack i too am shocked that you were willing to do this i really am i never thought i'd see the day but i i am very sad that you and i won't have quite a bit

of time to work together we found we have a lot of similar thinking i think but she has served on the board for many years and is universally respected in this community and she stepped in to help ensure the passage of measure e and we really appreciate all you've done mr clackey while quite a bit younger has already served to support the kids of our district and has twice been runner-up for election as mr as i believe mrs link noted and he's faithfully served our foundation and that's a big deal these last couple years our great san marino schools foundation this person has personally taken on the responsibility of saving teaching positions and that really goes to the work of meeting our kids needs in the end it wasn't really about teachers it really was

about kids thankfully our teachers were brought back and thank you for your service but i do want to make sure that the community understands that a petition to challenge either or both of these appointments would set the district back from both a timing perspective as well as a financial one from a timing perspective as i said there would not be an election until april of 2022 that means our board of education would be forced to operate with only three or four members until may of 2022 when an election would be certified putting at risk decisions of the board for almost a year most recently a high desert school district went through this for over a year with only four board members and the chaos created and tore at the fabric of the district in the

community and i just heard recently that superintendent just retired the cost in april 2022 election would be the most expensive possible so i thank you for stepping up and i thank the board for confirming these two you know valued board members who have great history and you know and if and if you're interested and by the way i was so impressed with those candidates i mean every single one of them had such great things to say so we will have four positions up for election in a little over a year and i would encourage all to continue to move forward on that so final statements and i apologize again for the length of this but the state of the district with the passage of measure e the district will once again be in a strong

financial position moving forward the district should continue to monitor the budget for savings opportunities and i know under linda's direction they will they should carefully monitor staffing based on actual student enrollment ins and instructional support requirements and operational needs and then plan for proposed budget savings and reductions each and every year the district should examine the budget that carefully smusd should continue to question the effectiveness of programs and positions that may or may not be timely and or relevant you know too often i've said this school districts often add they school districts love adding programs and love adding things but they don't like reducing and so really keep in mind as we add new things new positions that we consider what's no longer relevant and have the courage to reduce that recognize that a heavy

reliance on local revenue sources will continue to be necessary to realize a balanced budget in the coming years the community must stand behind this board moving forward a board of education only truly has power in how it unites to make decisions together board members may disagree as individuals and may respectfully voice those disagreements within the context of a discussion but once those decisions are made they must stand together and the community should stand with them as i leave i'm calling on the community to stand with this board and reject the negativity of these past several years reject those whose only contributions are in the form of complaints legal maneuverings and records requests just don't give them audience when you have issues that need to be discussed just make an appointment with someone who can help

you and provide you that information i guarantee you this leadership team i put together is always willing to sit down with anyone and speak with them come make an appointment sit down let them know what's happening give them information there are wonderful amazing people in this community i constantly had to remind myself and others it's time for their voices to be the guiding lights for our students i would be remiss if i did not thank our ptas catherine oliveiras continues to lead the most helpful selfless and supportive group of people that i've had the privilege of working with they don't do it for anything but to help kids and that is the purest thing we can do in education great things are on the horizon for smusd if the good people of san marino stand

up together and let their voices be heard stand with your ptas stand with our great foundation stand with pfa the chinese booster club east meets west stand with our city the police and our fire department to grow in your community work with kelly ryan at the city club rotary pta affiliates and others who are working together to solve and to work on and talk about issues of diversity equity and inclusion and with that i just want to thank you for giving me the time to ex to say all those things thank you incredible dr wilson just incredible um thank you so much for the work and thank you for the um just the wonderful words for our staff and for our community thank you for your time all right so remember how you mocked me

earlier for the seventh inning stretch so now it seems real that we should maybe you know okay all right thank you so much dr wilson and um next uh dr choi communication from the audience regarding matters on the information agenda are to be made at this time from the audience thank you president ryan we are pausing for one minute to take requests to speak on information items on the agenda if you'd like to make a request to speak please press the raise hand icon star 9 or submit a public comment card there are 30 seconds remaining if you'd like to make a request to speak please press the raise hand icon star 9 or submit a public comment card president ryan we have no requests thank you dr choi under the information item section this

is a procedural item 11a is san reno unified school district 2021-22 end of the year report this is an informational item and dr linda deletori will be presenting on student enrollment thank you president ryan members of the board of education dr wilson and executive team this evening i'm going to be providing the board of education with an update on our enrollment i'm going to talk about enrollment for the 20 21 school year and i'm also going to talk about our projections for the 21 22 school year next slide and i'd like to take this opportunity just to pause for a brief moment and recognize that mrs liu jiang who is our community liaison is here this evening um if the board has any questions that i am for some reason unable to answer um she

is here willing and able to step up and do that and she has just done some incredible work with our new parents and students who come to the community she provides them with a comprehensive orientation uh mr chang helped me to actually select lujiang as our community liaison so thank you mr chang that has worked out quite well and she she does really provide support even at the school site level with translations during ieps sst meetings um and any other meetings that are necessary with parents that are not fluent in the english language so thank you for being here this evening lou okay so um we are definitely declining in enrollment in the state of california there's been lots of conversation about that and there are many reasons why um the district has been declining

in enrollment um some of those reasons have to do with just the cost of living in the state of california um a lot of people are relocating to states like arizona texas idaho and of course we all know tennessee right that's where mr barbary is relocating to and i keep hearing about more and more families deciding to pick up and move to tennessee um so i'm going to have to vacation there to find out what what the big deal is that's just so interesting to me um but more specifically we are declining in san marino and have been for quite some time as we look back um on our history um and and why is this important to us this is important to us because of course that is how this school district receives the

bulk of its funding through student enrollment um vangee and i worked really hard on coming up with the total amount that we are expecting to receive on average per student in the upcoming year and that is ten thousand eight hundred dollars and that includes uh special education funding it includes lottery um it includes uh supplemental grant money um so it's not just the base amount when we can when we say ten thousand eight hundred dollars so when we decline in enrollment those dollars add up very very quickly and create a budget challenge for us as we all know so we function best we know this with 200 students that is the optimal number for this district in order for us to have comprehensive master schedules at both the middle and the high school we need

to have an appropriate number of students to fill up those classes we are continually challenged with declining enrollment in terms of the number of staff members that we have at each school dr wilson mentioned this earlier we need to on a go forward basis have a staffing plan that is commensurate with our current enrollment at each of the schools next slide please districts are expected to be in declining enrollment according to the department of finance through this is a long-term issue that is not only going to affect the state of california but will definitely affect los angeles county and then again more specifically san marino schools one of the impacts to our community is that it is very expensive to live here and to purchase real estate we also have a lot of vacant homes

that are not on the market being leased or rented and so those home that's inventory right that could generate more enrollment for this school district that is just sitting there doing nothing so that's something that we're going to discuss with the city of san marino in terms of how we address that going forward we also know that the laws around issuing visas have changed and that for china as an example you can no longer take more than approximately 50 000 out of the country without declaring it and so what we have seen in san marino is that there has been a decline in the number of homes that have been purchased by foreign investors and that has really impacted our enrollment as well over the years next five please so what you see here up

on the screen and hopefully um you have a better view of that than i do is our 2021 projected enrollment and these figures are as of august 11th uh 2020. so the slide illustrates the projected enrollment for this year and the number that you see in the far bottom right hand corner so that's the last column last row is 2919. that is the number of students enrolled prior to the first day of the school year that just ended if that makes sense so that was the number of kiddos that we had enrolled as of august of last year prior to the starter school so now i'm going to take you to the next slide and this is the 2122 projected enrollment and this is as of june 21st 2021 so this is very very current

information so as you can see here projected enrollment is down by 238 students as of today so if you do the math and you take 10 800 and multiply that times 238 that is a substantial amount of money and that is again comparing that with last year's numbers what we do know is that these numbers will change and that it is early in the game and that we continue to have registration appointments um and people coming in to register their kids and this doesn't take into consideration any inter-district enrollment that we have taken on for the upcoming school year next slide this slide is really a detailed summary of our enrollment and so if you just take a look at the last column which says total enrollment um you can see from the year 2007-8

through the current year that we are in now that we have steadily declined over the years and the uh the last oh just over the last year we declined by 158 students total this amounts to a reduction in revenue of 1.7 million dollars if you look at it from that perspective so the district is going to continue to be funded for now due to the pandemic based on our 2019-20 ada until 2223 at which point we will hopefully not go off a funding cliff and what i mean by that is as long as we manage our budget as planned in terms of making sure that we have staffing commensurate with our enrollment we are going to be okay and you'll see that later on in the budget presentation um or over your overview so we're

just hoping that we can get some more students we're looking at doing whatever we can to get new families interested in having their children attend san marino schools as opposed to going to private schools again our community liaison does a great job of selling our school district our programs she's gone out to each of the schools so she's intimately familiar with all of our assets as a public school entity next slide so now i'm going to get to the heart of of where the issue really is um and we have taken a really hard look at a five-year enrollment comparison at the secondary next slide so you can see here up on the screen um we're looking at sixth seventh and eighth grade for huntington middle school specifically um from the 2016-17 school year through

the current school year and we started out with 777 students in 1617 and now we have 644 next slide and this is just a graphic representation of the declining enrollment at huntington middle school and it's not dramatic year to year but it is a steady decline so there's 133 fewer students from 1617 through the current period okay next time please so now we're going to take a look at san marino high school and this data is from 2016-17 to the current period of time and you can see it's it's a similar pattern from 1617 where we had 1110 students in the current school year we only have 937 students so you can see that san bernardino high school has been slowly declining year over year as well okay next line and again you see a

graphic representation of the declining enrollment and there are 173 fewer students from 1617 through the current period over the last five years next slide so dr de la terry i'm sorry to interrupt you go back to the previous slide um can you talk a little bit about how that's affected our programming at the high school um because as we look at losing the ada the attendance and the number of students um we're we're looking at how positions are funded and so how does that translate into the loss of programs help us to understand that well so far we've been very fortunate in that it hasn't been dramatic as dramatic that as it could be due to the ability of bringing in inner district enrollment we have now the legacy permits where grandparents living in the

community can have their grandchildren attend our schools under certain conditions we have the parent employment related transfer and the law states that if you work in the city of san marino you have the right to have your children attend school in the city in which you work as long as you're working there for more than 10 hours per week and so so do we receive funding for that when we're providing education for the city staff as well as parent transfers in her district legacy like how do we get the funding for those students we're funded based on our average daily attendance and so we do get funding for those students yes so that is funding we would not ordinarily receive if we didn't have those kids enrolled here and that has really helped us um

stave off the dramatic drop in um in district enrollment um i will say though in terms of programs that was your original question as an example i mean for many years we've had a full-time band teacher and that program we've seen the numbers steadily declining and so this year it's looking like we're going to have three sections of band and that's a big change for us we also are sharing a choir teacher between the middle and high school simply because there aren't enough students um to justify a full-time choir teacher at each of the schools so we're starting to see this consolidation um of programs between the middle and high school and and that could get even worse over time depending on the numbers and so we really do need to be cognizant of that

and manage and monitor that very closely yes thank you i had a question so as we see programs in decline because of losses lack of student interest are we seeing any other programs that might have more student interest growth over the last few years or is it that held steady um no i think it's just it's simply because we have fewer students um another example is our dance program we used to have a full-time dance person there were there was a section of art i believe but there were four periods of dance and now um you know we are seeing that position go down to um it's between two sections or three sections now so visual performing arts has definitely been affected and impacted um the number of electives that you offer also has an

impact it waters down the numbers um so we're seeing you know fewer sections of english needed in certain areas we're talking with our principals on a regular basis about the course requests and we're always watching that to see where we can right size or if we have teachers who can and are credentialed to teach other subjects sometimes they will take they will take on courses in other areas where they're needed another example is the japanese program the japanese program is um the numbers are declining in the intro to japanese and so if that continues we we won't have enough enrollment in the advanced classes for japanese to be able to sustain that program so there are lots of implications so it's not that we're necessarily seeing i'm just thinking of what dr wilson was saying

earlier in terms of as we're adding programs are we adding them but then not you know matching up but it's not that's not necessarily what's happening you know i think you've heard my bias on this before but um i think as the district gets very smart about developing pathways of learning for kids that's going to be a key part of this because i think when you look at transitional losses of students that's not unusual for san marino it happened to my old district arcadia as well people leave for different reasons but you can shore that up and you can draw new families in if you have well articulated pathways of learning so i think moving off into the future that's going to be a key is generating that interest in elementary school finding those courses

of interest and in middle school where kids can get it and get their feet wet and learn more about it and then begin to specialize more in high school i think that's going to be a key as you guys move forward right and that's one of the things that we intend to continue to study um what pathways would make sense for us one of the things that dr wilson um was talking about early on was developing a medical arts pathway and we still believe that that is really uh something that we should explore there are a couple of other districts that i know of that have very highly successful medical arts programs there would need to be some investment made in that but if we could get that up and running i think that would

really allow us to retain more of our resident students as opposed to them wanting to go to private schools so we need to be creative and think about ways that we can be better equipped to compete with private schools thank you okay do that answer okay so we can go to the next side so overall um in summary we're looking at huntington middle school during that span of time declining by just a little over 17 percent in san reno high school um almost uh you know over about 16 percent uh rounding up next slide so um this is just a timeline that we utilize at the district office that i wanted to make the board aware of we start accepting applications for incoming kinders on march 1st of the year we will accept applications we

don't necessarily approve them at this stage we start taking them on may 1st we engage in staffing meetings with our school site administrators typically right around june 15th where we start looking at the enrollment numbers to determine how many sections we need at each of the grade levels and then where we're going to need to add teachers or not at the secondary and those conversations and meetings continue on throughout the summer in july we try to firm up to the best of our ability what our staffing is going to be based on the enrollment numbers that we have at that time and that's when we kind of start to look at the inner district applications and decide whether or not there are spaces available in each of the grade levels and we always leave spaces

for resident students who may move in throughout the year so we're not filling those those classes to the brand with in our districts at all and then of course the first day of school this year is august 11th next slide this slide um i had lujian put this together it is very comprehensive but it it just summarizes the makeup and the um what what makes up our inner district population so um the first column is the actual school year the second column is the type of inner district so smusd related and then we have the third column over city of san marino fourth column over business owners fifth column over other employment related so if you work at starbucks or san marino toyo book you would be other employment related legacy permit those are the

grandparents in the community and then we have regular inner districts and oftentimes in the regular inner district what i have found in working with lou is some of these kiddos started out living here in san marino and something happened and they moved uh to either pasadena or alhambra or arcadia and they wanted to continue maybe they're at the high school they wanted to just finish out their time and so we have they were able to secure a release and we accepted them and they continued on um and then we have in the next column over the total inner district students and the percentage and then the total enrollment and the far right hand column shows you what the percentage of inner districts are district-wide and you can see looking you know 2014-15 through the current

period that that number has steadily increased as our enrollment has decreased so i just want to point that out next slide please so what are our next steps we're going to really focus on marketing and promoting our legacy permits we're hoping that that will also help us engage our senior population so that they're not so apt to file for an exemption maybe they'll feel more connected to the school district and want to pay those parcel taxes and that will really help us uh with the budget and then we're going to challenge more releases we're not just going to blindly sign off on releases to go to other school districts there really needs to be a compelling reason for us to do that and that's what we're seeing other districts do around us they're not just

releasing kids to come over to san marino they're really digging in their heels lou and i know because we've been to the county and we've had to deal with challenges to kids that we want to get released and bring back over here and then we're going to continue to meet regularly with our administrators and really try to tighten up our staffing as compared to enrollment we want to market our our transitional kinder program and we know that the the governor is going to be setting aside monies um to invest in in preschool and transitional kindergarten so we're very eager to see you know what that could mean to san marino and then we're going to continue to evaluate exit survey data and dr richter will be you know maintaining that information for the board of

education so we know why families are leaving and where they're going and we'll try to have conversations with them about staying in san marino and why we believe that's their best option any questions yeah i have a question as you know the sacramento uh state of california their uh push about affordable unit so i think the city of the semanino start to figure out what's going on so i think in the meantime i i would like to recommend we also need to review our poor policy it was that they come in and what will impact or how we we we were able to uh adopt those kids during uh uh live in the affordable uni or even right now i think the city of san marino they already opened the permit for adu so so

mean uh there's may have a chance to increase the kit and besides that you know the the china policy they they already adjusted the policy from one child to two child right now to three child within five years they were no limit yeah oh wow yeah yeah so um they may not be the final but but i think this will be the factor you know in in the next five years you know the whether they can increase or decrease you know our enrollment yeah well that will be interesting and we will continue to watch that yeah so thank you for sharing that and besides that today i'm very surprised i i pick up my homemade and then the garvey scooty sweet they only penetrate to our community so they they have a mass marine they're

now in in norin for the uh infant uh total and the preschool school uh readiness service yeah and and so yeah dr richter um that's something that we have been talking about i i i i will make a copy for you thank you thank you this is from the garvey school district yeah yeah i i i tomorrow i will ask the agave school this is what they are doing so there you go we're competing for every student really all right thank you thank you so in the next section we have college admissions report and lcff local indicators update dr elena richter thank you thank you president to be able to hear thank you president ryan members of the board superintendent dr wilson an executive team tonight it's my pleasure to bring to you a brief

overview of the college admissions of our graduating class of 2021 we are extremely proud of each and every one of our graduates this year students of the class of 2021 have worked really hard throughout these past 13 years of their educational career particularly this last year and a half to really and truly prepare themselves for their next chapter in their lives san reno unified school district our teachers our staff and our parents and our entire community have been committed to our students success and have wholly supported their educational journey before i begin with the presentation and the overview i just wanted to share a brief caveat on the data um on the data that we'll be presenting in this powerpoint the data that's included in this powerpoint is um based on student self-reporting on the

naviance program so the data that we're sharing is only data that we have been able to retrieve from the naviance report program and the naviance reporting program really is a comprehensive k-12 college and career readiness web-based program that helps students navigate application process interests in college and career as they move towards their senior year in high school so therefore a lot of the data that you're going to see actually most of the data that you're going to see in this report is reflective of the data that students have entered so some students may not have completed entering the data some students may have not entered the data to this date so again i want to provide that caveat for you but with that said the data is largely representative of our class of 2021 next

slide please so the slide that we have here provides an overview of a few statistics of our 264 students in our class of 2021. based on this year's application submission data from naviance students submitted an average of 11 college applications each demonstrating a slight increase from last year's 10-year average so each student submitted approximately one and a half to be technical more applications this year than they did over the last 10-year average so despite a little over a year of distance learning our st our students still continue to focus on academic achievement as demonstrated by their overall gpa of 3.6 and a 1359 sat average score which is 23 points higher than last year's average so we're very proud of that we see that in the metrics highlighted on this slide our students are continuing

to outperform or sustain levels of growth comparable to their 10-year average of previous graduating classes however we also do recognize that there are opportunities for growth and improvement and as a district we will continue to focus on preparing our students academically as well as guiding and supporting them in the college application and selection process next slide please on this slide we see that 256 of our students out of the class of that's 97 of our students submitted nearly 3 000 applications to a little over 200 schools this year we also see an increase in the number of overall except acceptances from 2000 the class of 2020 to 2021. the class of 2020 indicated 587 acceptances and the class of 2021 indicates 683 acceptances based on these acceptances the total number of student applications and the

number of acceptances smusd showed an overall acceptance rate of 23 percent now it's important to keep in mind that the number of applications submitted by any one student ranged anywhere between 1 and 31 applications yes and that's impressive so again i want to just mention that not all the data has been entered but based on the data we really see that we have over almost 3 000 applications submitted by our graduating class this year out of the 202 schools which the students applied 64 schools demonstrated 100 acceptance rate that means that all smusd students who applied to those schools those 202 schools excuse me those 64 schools were accepted and that's impressive as well next slide please so this slide highlights applications and acceptances for a few schools uc schools csu csu schools private and

ivy league schools are the uc schools receive the highest number of applications 801 applications and csu has received 330 student applications although they may not have selected to attend these schools specifically it is impressive to see that of the 256 students who submitted applications 245 out of the 256 that's almost 96 percent received in acceptance to uc csu caltech stanford or mit additionally we see that application submissions as well as acceptance and attendance rates were higher if not the same when compared to last year and this is all given a year and a half of mitigating the challenges of distance learning and the code pandemic next slide please lastly this slide provides an overview of the 97 colleges and universities that are class of 2021 plan to attend in the fall and as you can

see many of the universities here are quite impressive and we have quite a few that all of our students are attending 64 of them next slide please perfect thank you and that concludes this brief overview of our college present uh college admission admissions presentation excuse me uh i i have a comment uh dr rita since you are new here so i i want to share this with you actually today you know the couple of parents they text to me they they are not satisfied about this performance yeah and i i want to share with you for for the last 30 years i think there's a group a high academic performance family and what what they are looking for only for ibd college so so so this year i think is the first time that there

are acceptance so to learn i think is the big hit so uh so i i can realize uh this uh also a little bit effective they they probably the more the kid to the private school yeah so i i want to tell the fact i i i know for this statistic report i think i have an improvement but what is the mentality you know the uh i i think especially the the family i deal with there in this group yeah so they i i've been you know every year you know i i'm impressed you're on the the because the sun is the second generation they are looking for their third the generation whether they can go to the east coast or or ibd yeah that does continue it is a a pressure to to the

samarino high school yeah this this the fact i think everyone need to understand yeah yeah right and thank you for sharing that yeah when comparing it to last year's day we also have the same number of application similar number of application acceptances to the ivy league schools as well so that is something that is on the high school administration team's radar and how we can best support our students number one to pursue their interests in career and college you know through the naviance program and through counseling services at the high school level and really see where the students are selecting to go to universities many of them may have gotten in to let's say uc schools but for some either personal reason or other reason they've selected not to attend that year well i i

was trying to educate them i said actually the the parent needs to understand you know we are the public school so we are not private school i think that we are great because we accept the any student from the you know the first grade and i and here to the the 12. and and each one is imagine you know because each one they have their own goal but unfortunately this community they they still have a a big group yeah they are not looking for the other the statistic immediately i think that this report is just a similar i i really how many yeah i said hey we we have uh the mit and this temple i don't know they just don't look these two and then they say you still don't have ibd and let's

understand so i i want to share with you when when you deal with them all the the the family yeah they probably will ask this question yeah okay well thank you for sharing that with me i i would like to share that when we were in arcadia we saw some diversity um one of the things naviance does brilliantly is connect students to maybe universities or colleges that they normally would not have found and so what we began to discover in arcadia was a broadening of the choices where students interest passion skills you know intellect was a was a different match than what tradition might have shown and so that over emphasis on a select group of colleges based simply on reputation began to diminish as well but um i think the key is and what

we need to move what you guys need to move towards with counseling is really help making sure our counselors have the professional development especially with a new team of counselors at the high school to really connect them um in a way with the universities and really helping our students find that right place for them and so um it you know i know mrs john you know with your own son finding rochester so it's it's just it's a little bit of a different world than it used to be and the scorecard looks a little different than it is i'm not the one you know because i i i know how how to help my kid to get to the graduate school but but just you know there's a group the parent they just believe the ivd

i wanted to speak a little bit to this as well um i sort of i pestered dr wilson and i said well did we look at this and did we look at that my initial reaction was like some of the parents that contacted mr chang i was like zero zero and i got a little bit not necessarily worried about the number like other parents may have been but i was curious i was curious what was going on there and it led me down a little bit of a rabbit hole this afternoon where i actually pulled up the report from last year and i realized that the report from last year had um data that i think we're kind of forgetting that covet happened um and so when the students were accepted last year so i

looked at a comparison of last year and there were 130 applications so similar number with eight acceptances and six percent acceptance rate um we did not have any uh uh stanford or mit we did have some going to caltech um but i thought that was interesting because it tells me number one if we look at everything that's been happening in the ivs and at the elite institutions in social justice you really see a huge shift in what they're looking for and a lot of our students who typically relied on those extracurricular activity bumps that especially bloomed in that junior senior year summer were wiped out and so a lot of students who really relied on those extracurriculars to really stand out and be those pointy students that those ivs and elites are looking for they

really did not have that opportunity so it's a little unfair to say what did san marino high school do not do or not do in light of the fact that we're bumping up against kovid and wiping out opportunities for our students to really pursue their passions which is what these colleges are looking for as well as bumping up against a lot of social justice issues that are happening in these elite institutions um in addition to the fact that a lot of our students perform very well in standardized testing which helps to balance out their their gpas and their other activities and i think i asked you i asked the question of how many seniors took the test the sat and you came back to me with a number of 47. that's not a lot of

students and the truth be told when these institutions say test optional for our students it's not an option it's a very unfortunate double standard that exists um that puts a tremendous amount of pressure in fact i know so many parents who traveled out of state during the pandemic putting their families at risk because they felt like they really could not be test optional truly and that was kind of a painful thing to admit the other thing though when i look at this comparison of last year too is we took a hit in ucs and cal state admissions as well we saw lower numbers in acceptances and again speaking to the climate of california and the social justice that we see happening and again the issues as of test scores so i think looking at this

in context here's where i'm going ultimately with this i actually my first reaction when i saw this list is i counted it compared to last year and last year we sent our students to 81 different schools um that we published this year we sent them to 97. what that told me was were two things told me that we did a really good job of making sure our students had a college to go to because if they took these kind of hits at the ucs cal states and ivs then somebody counseled them really well to come up with other schools that were going to be really good fits for them that maybe we're not as selective but we're really going to welcome them and appreciate what they bring to the schools so i really do applaud

our counseling department in that regard for really helping our students and guide them to finding schools that were a good fit for them um i think the fact that we have 17 16 more schools means that like dr wilson was saying they really were looking at other schools so i did a little breakdown like i said i went down a bit of a rabbit hole today so i looked at a little breakdown and i compared the schools that they looked at and a quick and dirty comparison from you know quick google searches top of my head is i saw international when i looked at our comparison of our school profile we had last year none of our students i think one student actually ended up in an international university but we had five this year

and that spoke to the fact that they were finding different places that were really going to be interesting where they could pursue their passions what i also found was about 10 students going specifically to art schools art and design schools as a child as a child of immigrants the idea of going to into art for a career was absolutely frowned upon for anyone in my generation and i think it's amazing that our parents are encouraging their children to pursue their passions and pursue a career in art and design where honestly that is where the future lies because everything has to get designed for a whole new world and somebody has to know how to design it so i'm really encouraged by our students who took a risk and our parents who went there with them

who trusted their children to really find these new schools and opportunities and um and i noticed a lot of these schools were in the south too which truth be told were open during copen my son had the pleasure of going to a school in upstate new york all year while 60 percent of his classmates couldn't do anything but online including my son for most of the year so i think when these students were looking at where to apply to we didn't know what code was going to look like i think that considering what was open probably was a little bit of a factor as well as when they chose because we still didn't know what the fall was going to look like as well so all that to say i i understand where mr chang

and where he's coming from i would love to see how we can help those students who are really high achieving and will be successful in elite universities how we can help them achieve that goal but i also don't want to overlook the beauty of this really diverse list and the students who are really courageous and the parents who are really supportive in helping them pursue it because as we talk about changing who as we talk about supporting our students we really have to talk about what that means in a real way and it's not just telling them to apply to ivs in the ucs but really telling them to find a place that's the right fit i couldn't help but go to la canada and they had a little map of where their students were

going and it was very similar to ours in fact they have about maybe four ivs on there but no stanford and no mit and stan hailing from stanford myself i would say it is superior but you know subject to debate but um but what was interesting about la canada is they themselves even are saying um fit over fame that was their hashtag line under their list and i think that's a really great example and a really great message for us to continue to encourage our students if the fit for an elite institution is right then we support them to do it and if the fit is somewhere else then we support them to do that as well there is a trend you know the some of the students they give up the uc and then

they choose the the usc yeah this year yeah several years and they just they got a uc berkeley they would rather stay in yeah i actually looked at the comparison um like a really simple comparison of the percentage of students on our profile this year um which would have been my son's class and it was interesting because there's 21 percent chose uc schools versus out of state privates was 23 so people are choosing to go out of state they're not necessarily choosing the uc so it's interesting i think there's just different trends now that we're seeing and just to piggyback off what you said i read an article this past week about ivy league schools and they have seen a record low of the incoming class for the class of 2025 with applications into the

eight ivy league schools specifically harvard and princeton yeah and they they haven't you know come up with a a possible reason why but they have seen record lows this year you know i was oh i'm sorry guys i was going to say um and i don't know if we collect this data or not but but one type of data that i think would be important is to know not just where they go when they leave our schools but where do they go when they then leave those schools are are they going off to graduate schools where are the graduate schools that they're getting accepted to are they going off into other directions um obviously the goal is to create and and foster an environment where high school students are prepared not just for college but

but for the real world so um yes we're doing you know a certain performance when we're getting them into the colleges but once they get into that college are they then prepared do they have the proper building blocks and foundational building blocks to get them into graduate school law school medical school whatever type of next step and that may be something i don't know how much of a undertaking of data collection it is for that um if we have the ability to do that but i think it would be very helpful because it shows more of a long term right and every year we could look back and say oh okay well what did the class of 2017 what are they doing right now yeah and i'm not sure but we that is something we

can explore and see if that data is readily available um dr richter uh and i think you know i uh uh mr chang i totally understand right our community right and and wanting to go to ivy league schools but i also uh agree with uh mrs chan right it should be fit over fame which i think you know naviance really helps but so i um you know interview for um brown uh and i have to tell you you know in reality it's going to get tougher and tougher for our students right in terms of the makeup that we have in terms of other issues right our students don't necessarily fit the profile of what an ivy league school wants now right uh going forward so i think it's going to be harder and harder and

that's exacerbated by the fact that we talk about testing being optional but you know the admissions offices are now saying i don't care whether it's optional right you can send me the test scores but if you don't fit the profile it's you know may help you one percent but not enough so i think this difficulty in terms of getting into you know what we perceive to be right um uh right in elite school and ivy league school is going to get harder and harder for our students so the reason why i bring that up is i think from a counseling standpoint right i think that's something that needs to be talked to not only the students but the parents right to just show them perhaps what the profile of the incoming class is and then

also though to help them realize that you know testing in and of itself may not be the avenue to get into an ivy league school right it's going to be something else it might be our medical pathway right it might be something different but it's got to be something different i think sometimes our students feel like if it's a cookie cutter you know if i do everything under the sun i'm going to get into an elite school but you know that's not really the way they're doing it anymore right so i just want to make sure that and i'm sure they are well aware better than i am right um about um you know the the counseling aspect of it and one other thing i want to say right for example with brown right um

you know during the covet year they said no interviewing right what they did instead is they asked their student they asked the applicants to send in videos so you know that's part of the trend that's going right and so i think that's something that you know the counselors might you know be aware of and to help our students uh you know make that so all i'm saying is i think there's got to be different avenues for us to try and get them into these so you know quote-unquote elite institutions that's all but thank you very much for the report absolutely thank you dr richter that's uh wonderful and um what robust conversations we're having right now when we're hearing um from the parents perspective as well as and we have an interviewee here from a

private school to lend us some perspective on what we're doing so these are conversations that are wonderful for us to gather the data and inform how we do the pd how we prepare our counselors to prepare our students so we're not looking at always what's happened in the past now let's move forward and see where we need to address weaknesses or areas that we need to look at if the students not only need mock interview or preparation for helping them with the applications but the actual video taping of an interview then those are the things that we can look for and i'm sure dr choi can help us with some of that but um how wonderful to start looking at data to inform the decisions that we're going to make for our students and so

thank you for that um next i'm not trying to cut off the conversation but i need to move along our agenda lcff local indicators update dr richter thank you president ryan tonight i'm also going to be presenting a brief overview of the local control funding formula local indicators next slide please so the purpose of this presentation is to present an update on the lcff the local control funding formula local indicators that we find on the california school dashboard that address local control funding formula priority areas where data is not collected at the state level it is kind of collected at the local level um i believe we're in side three next slide perfect so the state board of education approves standards for the local indicators to support districts in measuring and reporting their progress within

these appropriate priority areas for the local indicators districts determine whether they have met the standard for each local indicator which addresses the lcff priority area again for where data is not collected at the state level it's collected at the local level districts excuse me district meeting standards will receive a met on the california school dashboard when it measures its progress using locally available data reports the results to the local governing board as we are here tonight at a regularly scheduled board meeting and then lastly uploads and publicly reports the results through the california school dashboard so if all of the excuse me sorry stephen so if all of these three areas are met that the school district will receive a met on the local indicators on the california school dashboard thank you this slide illustrates

the eight state priority areas that we've talked about in the development and overview of the lcap and these eight priorities must be included in the district's lcap as well as their related indicators local indicators highlighted here in blue align to priorities 1 2 3 6 and 7. next slide please so priority one is appropriately assigned to teachers access to curriculum aligned instructional materials and clean and safe functional school facilities so the standard for this local indicator is that the district will annually measure their progress in meeting the williams settlement requirements at all of their schools and so for this indicator our school district san reno unified has met this requirement met this local indicator with zero williams complaints received in the 2021 school year therefore the status of this indicator is being marked as met

we'll move on to priority two priority two is implementation of state academic standards and the standard for this local indicator is that the district will identify a locally selected measure or tool to track and summarize progress in implementing the california state academic standards the tool that we selected in our in san bernardino unified to measure implementation was a state approved state board approved reflection tool and for the following content areas of course english language arts cte eld health math physical science next generation science standards visual and performing arts history science and world languages for this indicator implementation of academic state standards for all areas were marked at full implementation or full implementation and sustainability as a result the standard of this indicator is also being marked as being met we're moving on to next slide

priority three parent engagement the standard for this local indicator is that the district will annually reflect and measure progress made in parent and guardian and family engagement in the areas of building relationships building partnerships with parents and guardians and seeking input for decision making for this indicator progress was determined through opportunities listed below a self-reflection parent guardian and california schools survey the survey reported perceptions of full implementation and full implementation and sustainability in the district's progress in building parent guardian relationships partnerships as well as opportunities for input in decision making next slide the 2021 calif excuse me the 2021 california schools parent survey that was administered this past year also showed favorable results for san marino unified school district's efforts in encouraging active partnerships seeking input in the decision-making process and feeling welcomed at school

similarly similarly excuse me my mouth is a little dry california school staff survey indicated favorable results in encouraging parent involvement partnerships and participation so based off the parent survey and the staff survey this status the status of this local indicator is also being marked as met priority six is school climate and the standard for this local indicator is that the district will administer a local climate survey at least every other year that provides a valid measure of perceptions of school safety and connectedness and that climate survey is our california school survey which is our california healthy kid survey and we don't administer it every other year we administer it annually for this standard our district administered as we said the cal school survey and the results are shown here below parent and staff data shows

favorable perceptions of school safety student connectedness student survey data shows us that although more than half of our students indicated favorable perceptions of school safety and connectedness there's still work that we need to do to focus on ways to increase and our proof improve our students perceptions in these areas we want those percentages to be equivalent to our staff and parent perceptions as well the status of this indicator is also being marked as met and then lastly priority seven this is access to a broad course of study and the standard for this local indicator is that the districts must annually measure progress in the extent to which all students have access to a broad course of study as specified in edcode for the standard the 2021 school year of san reno unified school students had

full access to a broad course of study as identified in california ed code all students including student groups such as english learners socioeconomically disadvantaged students homeless and foster youth students with disabilities etc continue to also have access to a broad course of study across all subject areas as a result the stat the status of this indicator is also being marked as met with that's with that said our next steps are listed on this last slide we will upload the local indicator data to the fall 2021 dashboard which is anticipated to be launched to the public in november of 2021 we'll analyze the dashboard data to identify identify areas of strength and areas of needed growth across all local priority areas as well as state priority areas once the dashboard is released we're going to continue

to support school sites in using this data to drive instruction promote positive school climate and increased parent guardian and family engagement and participation we're going to use the dashboard data to update lcap goals and actions collection and reflection on locally available information relevant to progress regarding local priorities will also support our district efforts in dashboard reporting local planning and improvement efforts strategic planning and ultimately contribute to the development of our 2124 lcap and the next slide this concludes the update of our lcff local indicators and i am happy to answer any questions that you may have and you did receive the narrative in the board pat in the ribbon as well as the board packet of the local indicator narratives that will be uploaded into the california school dashboard in august for the november launch

thank you so much for your work on this dr richter it's excellent thank you and now we move to 12 communication from the audience regarding matters on the action agenda are to be made at this time dr choi thank you president ryan will go ahead and pause for one minute to take requests to speak on matters in the action items part of the agenda if you would like to make a request to speak please press the raise hand icon dao star 9 or submit a public comment card we have 30 seconds remaining if you would like to make a request to speak regarding action items on the agenda please press the raise hand icon dial star 9 or submit a public comment card president ryan we have no requests thank you dr choi 13a certification

of signatures dr linda delatory this is an action item thank you president ryan members of the board of education superintendent wilson and executive team this evening we have before you a certification of signatures for the 21 22 school year this is just a procedural item and we are seeking the board's approval may i have a motion are there any changes to any previous certification of signatures yes we are removing um dr wilson since he is our outgoing superintendent he can no longer sign warrants for us sorry dr wilson um we will likely bring this back um to get mr collacky's name on but this will currently this will allow us to conduct business going forward until we can bring that back and then have mr kalacki added to the list and moved to approve the

certification of signatures thank you mrs trump [Laughter] jack aye and mrs ryan aye motion passes 13b approval of resolution number 21 to fully reopen schools in the fall of 2021. this is the second reading this is an action item it's recommended that the board of education approve resolution number 21 to fully reopen schools for the fall of 2021 dr linda delatory thank you president ryan members of the board of education superintendent wilson and executive team i have before you this evening the uh resolution um number 21 to fully reopen schools in the fall of 2021 this was read verbatim during our last meeting in open session so it is now currently recommended that the board of education approve the resolution number 21. thank you and it's on the screen if anyone has not read it

in its entirety uh may i have this motion please for 13b i move to a pool for on the 13b a pool of resolution number 21 to fully reopen school for 2021. thank you mr chang may i have a second one second thank you mrs chung and let's call roll call approval of resolution number 21 to fully reopen 13c approval of the 2021 to 22 local control accountability plan this is an action item and it's recommended that the board of education improve this local control accounting accountability plan for 2021-22 yes may i say something sure um first of all thank you president ryan members of the board superintendent dr wilson executive team so pursuant to california education code 52062 the district's proposed 2122 lcap was presented to the board during a public meeting public hearing

at the june 8 board of education meeting also pursuant to encode we are bringing back the lcap to the board with a recommendation at the board take um action to approve or adopt the 2172 lcap as proposed thank you so nicely stated all right may i have that motion please i move to approve this excellently prepared el cap thank you mrs may i have a second second thank you mr chang roll call mr chang aye mr kalaki i abstain mrs trump aye mrs jack hi this is ryan i the motionless approved for the local control accountability plan approval of the 2021-22 sm usd budget this is 13d dr delinda deletori this is an action item board members i'm reminding you it's recommended that the board of education approve the 2122 budget thank you president ryan

members of the board of education superintendent wilson executive team on june 8 2021 staff presented the 2021-22 proposed budget report and we put together a narrative which is included in your packet we're very pleased to report to the board of education that we have a very healthy carryover going into the 2122 fiscal year in addition uh in terms of the multi-year projections we do have a positive balance projected for 21 22 22 23. which is excellent news and so we are very very grateful to dr wilson for his leadership and his support in helping us to get our budget back on track now i will say that this budget does assume that measure e revenue is received so um i i give you that caveat um and we did clear that with the county office

of education who recommended that we do include the revenue that we typically receive from measure e this budget is is built on the may revision and so we are likely to be coming back to you if there are any legislative changes to the budget in august with a 45-day revision um or you will um or you won't hear from us if nothing changes between now and then but i assume it will so um we are very happy with the condition of the budget very happy with um the outgoing or the out ears and so and thank you very much uh director vanjie lingott for your hard work and support she spent many many hours crunching numbers um in her office and so we're very grateful to her for her her work with that may i

have a motion please uh i i have a question sure you will you look at the page three use of facility free so is that we already negotiate all the agreement continuously or or the agreement we haven't set with uh um going forward for 2122 um we will be negotiating use of facility fees um the district plans to bring back a revised fee schedule to the board for its consideration in addition to that we are looking at the possibility of outsourcing our use of facilities to a third party called facilitron who would manage that for the district and so we're going to be bringing more information back to you on that so the new agreement they may have a chance to increase yes the fee oh yes yes we're looking at that we want to

be more in line with what other districts are charging for their facilities and so we will be bringing that information back to the board for your consideration review um before we make the motion i just wanted to thank you dr delatorre um for all the work on this this is a very comprehensive um look at everything um i i felt it necessary to kind of mention though that there are really different assumptions here than what we looked at three years ago even i i spent a lot of tuesday nights going to board meetings and um and i think it's important for us to recognize that we're making some really tough decisions now that we did not have to make a few years back and they're painful but they must be made um there's obviously so

much concern in the community over whether or not we are spending our money wisely and i think this demonstrates that we are being as wise and as conservative as possible i wish we had unlimited amounts of money we don't um and and i also wanted to mention too i heard some disturbing comments about um people saying well all this money is coming from the state all this money is coming from the federal government and so i think i heard somebody claim a number of la los angeles students are now getting 21 per student more yeah maybe if you're la unified we're not seeing those kinds of numbers do you have off the top of your head even anything to even say per student uh you know there are different uh pots of money that are

coming from um either the federal or the state government they're one-time monies and they are to be used in very specific ways as an example in looking at the sr-3 monies those monies are to be used to improve the air quality in the classrooms and to upgrade our technology infrastructure and as the board will recall those of you who are veteran board members dr choi did a presentation recently on upgrading our switches and our technology infrastructure and so we are already starting to use those monies that are coming in that are one time for those types of expenditures the in-person grant monies that we received again that's one-time money we get far less than neighboring school districts simply because our unduplicated account number is so low and so um we are using that money for

very specific purposes there's a hundred and seventy seven thousand dollars that we will need to spend on paraprofessionals uh in the upcoming year so we plan to use that money to rehire some of the paraprofessionals that we needed to lay off um keeping in mind again that these are one-time monies they're not ongoing revenues that we will continue to receive in the out years so it is never wise to spend one-time money on things that eat and breathe because those are long-term expenditures and so school services will tell you that one-time money should be spent for one-time expenditures so there are times when you're going to use it on personnel um the aids are a good example of that um but we will tell them you know very upfront that this is you know a

one-year a temporary assignment and this is why because the funding will expire we're also going to be using some of that money for learning loss mitigation we are going to be looking at investing in some kind of a an assessment tool dr richter is working with a committee of educators to determine what is the best product to assess learning loss amongst our student population if there is learning loss and we do believe that there is and and how are we going to address that we're going to have to have intervention um you know targeted um programs that will help reduce and or eliminate or address any learning loss that has taken place and so the one-time monies that are coming in um have strings they you know we have to be accountable for that we

have to present to the board our plan for using that money we've already done that in some cases um with the uh hvac and um the technology infrastructure upgrades and those things so it is not the end-all be-all it's not going to save us does it help absolutely it helps but it helps on a temporary basis i think also the other thing i would just add and i know these numbers have been updated since but back in april roughly headsource put out a table most of us saw where la unified students on average are getting 11 133 dollars per student when you considered all those sources at that time san marino students were getting one thousand six hundred sixty three dollars meaning we got about fifteen percent per student of what la unified students got

and i imagine those percentages are relatively the same and i imagine that will really impact our ability to affect our salaries too right because it's not like we're looking at this permanent increase when i was looking at some of the out years i was concerned about some of the numbers i was seeing with having additional costs put upon us and then the lcff not necessarily growing commensurate with that and so we really um have to be conservative in what we're spending and i also want to say thank you for putting efforts into raising our reserve because i think one of the things that we heard very loud and clear when we lost measure e was why did you not have a backup plan and i think this is an attempt to rectify that and it's

going to mean that maybe people will say well you have money we don't really have money we're still looking to cut costs i know speaking with other organizations about ways we can share resources and all of that is on the table as well but ultimately making sure that we are responsible and planning for a rainy day um is something i really appreciate about this budget as well it's like the specter of corey barbary living on i can like hear him in my head you know kind of saying these things over the years so i just wanted to say thank you for those efforts as we ask the community to invest in our schools we want to be sure that the community realizes we are not wasting it and we're not wasting it on um just

anyone we're wasting it on our kids and our community um and that can't be overstated enough it can't be overstated enough that it cannot be overstated enough that all new sources of funds in the state of california will be proportional to what your supplementary and concentration grant monies are and so no matter what the distribution is you can always count on the fact that san marino's going to get a very very small piece of the pie and what's interesting about that is i'm seeing that as a statewide countrywide trend um even in new jersey which always had like the most amount of spending for dollars they've even gone to a weighted ada per people and they're hitting the same kinds of problems we're hitting where you're not necessarily getting the same kind of money in

different communities like you used to and so what dr pike has told linda and i from usc and he's one of the authors of the lcff um you know a very progressive man but he you know his conclusion after hearing our budget presentation was you guys can't make it on this and and he you know his his comment is you have to raise the base and i know when i was lobbying in sacramento for arcadia i'd always go up there that was always our message to the legislature was you have to raise the base and i think again there needs to be another effort from a lobbying standpoint putting pressure on the legislature to do that yeah there's a lot of people in the community they ask what can we say to the um to

this to the to our elected officials fully fund education if they fully fund education at the level they're supposed to we would have a lot more money across the board so thank you for this work thank you all right thank you one more question go ahead one more question for the the lunch we distribute at the high school and middle school how how we utilize the fund is that by reinvestment or what so um we are okay so first of all this year we have not been able to um fully fund food services independent from the school district because typically they're a self-supporting entity and they generate revenue that pays for their salaries and their benefits and their consumables and in this case we were uh told by the state that we had to provide

free lunches and so what our director carol thompson did is she applied to be able to serve not only lunch but breakfast so that we could generate reimbursement not just for the lunch but for breakfast and she was very creative in how she you know shared with me what she was going to do which was she's going to serve the breakfast it's grab and go right so she would serve the breakfast at this for the next day at the same time she's serving the lunch so it was very efficient in terms of how she used her staff her staff wasn't there in the morning and then again at lunch they came they prepared both meals and she distributed them at the same time so we were able to resolve at the end of the day

the food services budget and going into next year it's looking like we'll be able to manage it however we're not sure what the edict will be for next year are we going to be required to continue to provide free lunches for everyone so that still is is a question for us and um no matter what we do we're gonna we're gonna figure it out at the beginning of the year you may recall um we had to come to the board and say we need to transfer 485 thousand dollars out of the general fund to support food services and that was an expense that we did not predict um the state just said you're going to serve free lunches and you're not going to collect any money from anyone and so that was a big challenge

for us but carol was creative and she figured out a way um to resolve it so we'll let the board know when we know um what the plan for food services will be for next year but that that's still a question mark thank you you're welcome all right if there are no more questions or discussion may i have a motion for the approval this is an action item i move to approve the budget thank you mrs chelm thank you mr chang world call mr chang hi mr kalaki i abstain mrs hi mrs jack hi mrs ryan aye the motion has passed next 13e approval of the fiscal stabilization plan this is an action item dr linda deletori it's recommended that the board of education approve the fiscal stabilization plan thank you president ryan members of

the board of education superintendent wilson and executive team we are required by the county office of education whenever we receive contingency funds to provide a fiscal stabilization plan to the county along with our budget in the event that measure e should not pass on the 29th we would need to demonstrate to the county that we are able to balance our budget by making commensurate reductions and so we are we are bringing this fiscal stabilization plan before the board of education as we have done in years past um for your consideration and approval any comments questions um i wanted to comment on this as well because i saw people were talking about a couple lines in here um should measure e failed uh all positions funded with one-time pledges from the summary schools foundations and the

ptas will again be noticed um i think it's also important to note that this is what we've been doing for like 20 something years yeah this is how san marino has gotten to be who's what san marino does in terms of high quality education for our students we're not trying to burden the community with something new to fund something that is a new program that we've never asked for before and so this is simply a renewal of something we've done for decades now and a lot of people ask the question well you know why do you have to do it because we just do we just don't get it since since night since prop 13 we've just seen under funding and if we want to be able to have the kind of quality education to

provide our students this is what it takes so um i just want to dispel any concern that might be out there that we are somehow trying to over tax our community this is not a new tax this is simply a renewal of what we've always done which is what attracted people to san marino schools in the first place so um it's unfortunate that we need to do this official stabilization plan but hopefully we will not have to actually use it so i move to approve the fiscal stabilization plan thank you mrs trump second thank you mr chang roll call mr chang aye mr kalaki i abstain mrs chung aye mrs jack aye mrs ryan i the motion has passed one abstained and four dies 13f certification of the district's reserves for economic uncertainties disclosure report

1472021-22 this is an action item in accordance with education code section 42127 a 2b it is recommended that the board of education certify the district's reserves for economic uncertainties disclosure report dr linda deletori thank you president ryan members of the board of education superintendent wilson and executive team this is a procedural annual requirement of the county office of education that we disclose the reserve for economic uncertainties we are required to have a three percent reserve for that purpose we do have a three percent reserve budgeted and so we just need your approval i move for the certification of the district reserves for economic uncertainties disclosure report to be approved thank you mrs chung a second thank you mr chang roll call vote mr chang hi mr kalaki i abstain mrs chong aye mrs jack aye

mrs ryan aye the motion has passed for the certification of the district reserve for economic uncertainties disclosure report the board superintendent discussion items i am i have one thing okay uh so i would recommend the board of education uh based on the fact that mr barbary was vice president of the board of education that in your next regular uh meeting on august 10th 2021 that you have a engage in a reorganization of the board of education to fill the role of vice president and or reorganize thank you so much dr wilson yes we should have that on the agenda for the next meeting okay all right uh we are adjourned for the open session i want to remind the board members that we have closed session on legal conference with legal counsel that's a b
