0012026 meeting of the Sanonteo County Board of Education will come to order. As is our practice, this meeting will be recorded. Uh the board provides remote access for members of the public and welcomes community members joining in person and remotely. Um before we begin, um we are starting without a board member. He will be coming in uh later as the meeting progresses. Um, so the board is following the requirements of Senate Bill SB707, which enables remote participation by board members only under specific circumstances. Would board member Alvaro like to speak at this time? >> Yes, thank you. Can you hear me? Okay. >> Yes. >> Good. Um, yeah. I did something terrible to my back the other day and I've been to the doctor a couple times and I'm starting to get better, but not
well enough to drive over there and sit in a meeting. So, uh, thank you for allowing me to to zoom in from remote. And there's nobody over the age of 18 anywhere in the building with me. >> Thank you so much. Is there a motion to approve board member Alvaro's remote attendance due to just cause this evening? >> So move. >> Is there a second? >> Second. >> Thank you. There's a motion to approve board member Alvaro's remote attendance due to just cause this evening by made by Trusty Gerard and a second by trustee Adas. Is there any further discussion? May I please have a roll call vote? >> Miss Alvaro, >> I. >> Miss Aras, >> I. >> Miss Benini, >> I. >> Miss Gerard, >> I. >> Miss Love, >> I. >> Mr.
Torres, >> I. Uh, the motion passes with a vote of 6 and the board has approved the board member Alvaro's remote attendance due to just cause this evening. Yes, we have Janice Palasari. Janice, >> good evening. >> Okay, I'm going to hope to stay in the three minutes, but you can't hook me this time, President Torres. Okay, good evening, President Dors, board of trustees and superintendent Chavez. That makes me smile. Okay, my comments tonight are going to be mainly presidential, but there's a couple of my own personal stuff in here. You guys could figure it out. Okay, I haven't been around for a moment, but I want you to know that SMCO student programs and the support you give them is in my in my mind every day. In June, um I will
be stepping down as SMCA president. Okay, hang on a second. this board has shown several times in the past several years um under Miss Bedinis, Miss Alvaros, Miss Geards, Mr. Torres miss love's support and unwavering faith that Gateway does have a place in our community and my belief it always will. Um I don't mean to leave any of the trustees out. I just have witnessed time and time again how these trustees that I named support this program. I received word by email that Dr. Her menis will have an office within corn community next year to support that program and being the director of all programs. That is a true blessing to corn community. I also with Mary as you all know my vice president that Sarah Notch will have her office at K22 in supporting
related services after call tonight um with one of my representatives. I can't be more thankful Sarah that you're taking over related services and we'll talk at a different time. Miss Alvaro, I remember being introduced to you at a board meeting by my mentor and union president, Tina R. That was over 30 years ago. >> It was. >> Yes. You have always supported and rallied and championed this population. I will be forever grateful for your support to this program and me. There are about six others I've not mentioned. I hope you will know. I will ever forever be grateful for the many lessons that I have learned from all of you in the last 3 years. You can teach an old dog new tricks. It's never too late. My fingers are crossed that after 35 years
of teaching and another three years in high school that I'll be able to retire in June. However, if I'm lucky enough to serve the COE for a little longer, I hope it will be in a place to benefit kids in the workforce and that experience. I just want to thank you guys for my time tonight to speak. Thank you, Janice. >> Are there any other um members who'd like to make a comment? >> I don't see any other raised hands. >> Thank you. Members of the public may also provide live comment in person. Uh Superintendent Chavez, are there any submitted cards for topics not in the approved agenda? >> No submitted cards. Thank you. A public comment addressing a specific agenda item will be heard after the board's discussion on the item. If members of
the public wish to speak to a specific agenda item, please use the raise hand feature when the item is announced or if in person, submit a card in advance of the item. Cards can be found on the table outside on the boardroom and given to a staff member when completed. For item 3A, is there a motion to approve the minutes of the February 18th, 2026 regular board meeting as presented? >> Second. >> Thank you. There's a motion to approve the minutes of the February 18th, 2026 regular board meeting made by Trusty Bonini and a second by Trustee Gerard. Is there any further discussion? May I please have a roll call vote? >> Miss Alvaro, >> I. >> Miss Aras, >> I. >> Miss Manini, >> I. >> Miss Gerard, >> I. >> Miss Love, >>
I. >> Mr. Torres, >> I. Uh the motion passes with a vote of 6 and the minutes of the February 18th, 2026 regular board meeting have been approved. For item 4A, Chris Sh, associate superintendent, educational services division will provide information on the college and career access pathways dual enrollment renewal agreement for the court and community schools. Associate Superintendent Chess >> Check. Good evening, President Torres, board of trustees. Uh before you tonight, um generally you may have seen this in a different area, but we think as uh folks have changed in uh their seats as well, it's important to bring back. So this is a CCAP agreement. It's required for us to be able to be in partnership with our community colleges. Um within our community college districts, we have CSM, Skyline, and Kinyatta. Um all
of those schools are available to be able to support our um Hillrest students as well as our gateway students within their college courses. Um the CCAP agreement in front of you is due to them as well. A couple of highlighted changes if you will from previous uh if you take a look at section four. So it's kind of looking at the college district responsibilities. One of the words that we did strike and I know you don't have a red line in front of you but to kind of indicate to you how this may have been different than the past. Uh there was the word all involved in this. So essentially it indicated that they were the only possibility for us to use within our settings. Um, and one of the things that we really decided
and were conscious of is when we look at programs and evaluate programs for our students and our courses, we don't want to be limited by just one agreement uh with the three the the three current community colleges that we have. So, while we have them doing all of our courses at this point, for the next three years, to make a commitment to say they'll do all of our courses and nobody else may have access to do programming or running courses for our kids um seemed like something that was going to lock us into um a position that we may not want in the future. So, they understood this. They're very much so agreeable to it. There's a lot of folks working within Hillrest as well um that are looking at also getting their credentials pieces
and making sure that they can meet what they call minimum qualifications for community colleges. Um and with that said, this at least allows us to be able to be more fluent versus only having one partner uh to supply services for our students. Uh you'll also see on the second page 4.6 just so that we kind of have clarity around how that works as well. Um the community college district does run this every quarter. So each quarter um a meeting is convened around an advisory committee. All of the present parties with probation, judges, public defenders, ourselves, uh youth law center, and the community college districts um talk about what programming is running, what is available. Um and we make some decisions at the table as to what may be advantageous to run for our students the
following semester. In regards to our responsibilities, uh, another line strike piece and it was just an additional all statement was in section five. It did indicate uh, all programming delivery. Uh, so again, we did strike the all from that in the wording. Uh, past that point, our lead representatives on 5.2 just to indicate who they have been currently. Um Sarah, Jonas, and Jesus have been attending that. Um you know, in the next coming year, that will be Jesus and Jonas to keep consistency um with what those lead representatives are. Couple of other pieces that are uh there's about three different areas in here that terminate. One can be for legal action. Um the loosest termination piece within this language is six. Uh not that it has ever been deployed. we don't perceive a problem. But
this does allow us to indicate as long as we're in writing by January 15th for the following semester of September 1st. And this really is just a safeguard that if we are not going to be running programming, then they're not investing in actually hiring a staff member um and putting a course on the books. So those are kind of the the main pieces to pull forward for you guys in terms of what that would look like. On eight, there is a sever severability clause as well that would allow us to get out of it if there was an issue. Um, but in regards to to where we're at this evening, staff is recommending approval so that we can keep continuity of services to the students in college courses. >> Are there any comments or questions
from the board? Trusty left. >> Thank you. I just wanted to follow up on that question about the all. Is this language making it consistent with our current practice that there are other providers coming in or is this like a whole new direction that we would be looking at additional partners and then what are examples of those partners? >> It's probably more consistent with where we're currently at. Um so you do have folks like NOVA, you have Job Train, you have others that are actually looking at um increasing their ability to be credentialed in these areas as well. So right now several of the programs may not be credential but their CEOs are very interested um including fortitude in the idea of making sure that their teachers are also either hitting minimum qualifications to offer
these courses or even within a K12 setting being able to get their credentials as well. So this has been a model where we have supplied other programming. Um, and if you take it back about two years ago when the legislation changed for graduates within our system, we don't have a responsibility to have to to meet the needs of our graduates other than informing them what their options are. But that's not good enough. And I think, you know, as this board has supported, um, and as we've moved forward, we've always maintained programming in this area. Um, I think one of these pieces that it'll allow us to do is continue to keep this open. Uh, versus making sure that there isn't a contingent upon only one factor having all courses that's kind of dictating what that
may look like for our kids. >> I just had another question. Um, in the past it's sometimes been an issue that students haven't been able to complete some of their college work because they've been denied access to computers. I don't know necessarily from our staff, but from probation or whatever the case is. Um, have those issues been addressed and is blank probation a good partner in all this? Yeah, so we did have um one issue uh earlier this year in relationship to that. Uh it was a probation decision based on a security issue that was going on. Um however, we did work with CSM. In this case, because they're the supplier of the course, we had to work with the instructor, talk to CSM in relationship to authorizing their final to be done a little
bit later. Um, so those pieces do work. We have found it to be collaborative between CSM staff as well as probation. But, uh, the only time that that restriction function is going to happen, and one of those things when I say we don't have to, but we do, that's one of the beauties. Um, so for us, a lot of the other county offices may actually keep their kids on units because they don't have to service this area. In our case, our graduates come to our school side every day. So, they do have access uh to the technology and the equipment. Our staff actually provides that. We do get a list from CSM and other providers to indicate what we need to unlock on the technology side. Um, but if there is an issue with access
because of a security piece, we've always been able to manage to either extend that piece for the students um or allow um them to kind of make up that work when we come back from potentially a spring break or something where we may not be in session, but the kids are still there wanting to work. >> Jesse Benini, >> um, thank you for going through the contract and actually for explaining the changes. Um, one of my questions is I think when you were talking about it, you and I think project change, we've talked about it being also um for gateway students and gateway is not mentioned in this agreement. So I'm wondering um why it you are correct. It's not mentioned in here. So the the one that they were and I have to go
back and look at the dates for CSM as well. Um the one that is due which is ca which came from the chancellor as well was the one for Hillrest. I'll go back and look. They're typically on a five-year so it is possible that we're off cycle with that one. >> Oh, so they're separate for each campus. Yes. >> Oh, that makes sense. More sense. Okay, thanks. And then um well just a comment I think um whether it's practice or not, I think like changing the language to be non-exclusive is um sounds beneficial. And there are so many other programming that um potential you know for that want to work with our students which is great. Um I think that's that's great. I do wonder um if there was any concern or if there was
a discussion like oh will we not have enough students to sustain the program or did they ask anything around that? >> Actually I think uh the the conversation was a healthy conversation which is that there are so many folks that do want to help in this space. >> Why do we need to choose? So, one of the conversations we had was how many classes um would our community colleges be willing to run and on what days. So, for instance, a lot of the the community colleges run on Monday and Wednesday or a Tuesday and Thursday class. Um so, there is an agreement to to be able to work out as we schedule that other folks that want to work in space with our kids too with programming um that they would be able to do
that. So, once the course catalog comes out and we're able to schedule the college courses um the kids won't have to choose. they'll be able to take their class on Monday and Wednesday and that even could be an AM so their afternoon is open. Um, but there's a lot of flexibility. Probation's been very open with the idea that our kids may be moving uh to different areas within the facility too to make sure that they're able to do both. Um, but at this point I I don't get the impression at all that anybody that's working in the collaborative is making it more challenging for any other person to support. >> Okay. And I just have one more question. Thank you. Um, uh, on 4.6 six, you pointed out the um the uh advisory committees that
are like our responsibility to assemble. I'm just curious how often those happen and like sort of what what's the purpose? Is it to re or to calibrate what's going on to just check in like what what what happens at those? >> It's it's all of the above. So this actually in this responsibility it's the community college that puts this piece together. It's about quarterly. Um, and within that that quarterly break, uh, everybody's at the table talking about did that one work? Did it hit home for the kids? Um, if they have a bridge program coming on. So, there's also a shared information space where they may get more information about our context. Um, probation may know that their numbers are going up or we're looking at releases. So, how many courses should we run so
that we don't have, you know, only one student in a course? Um, or things like that. So, um, it definitely is both. It's shared progress both directions so that we're making the right decisions, but also looking at really what was the outcome of the students experience? What was they passed the class? Did we need extra supports? Those pieces. >> Thank you so much, >> Chusty Adas. Thank you for the explanation and I think some of my answer uh my questions were already answered but uh I do have one and this is more like me being new to um the information about Hilker school. Um in four four in number four college district responsibilities he talks about um academic and postsecary instruction through courses um and he talks about juvenile justice involving formally involved youth in
Sato. My question is when you say formally involved, is this students who have moved out and is there a certain age that they're covered by thisou to take classes? >> This is actually a combination of part of the question that trustee loved asked as well. So to kind of extend the thought of what may happen in this case, they're referring to the formerly involved indicating that if we have a student that's in Hillrest and their release time is prior to the end of a semester. In most cases, that student has been allowed to finish the course, so they've worked with the instructor. CSM has kept their account open. Um they do have to switch emails and those student profile pieces, but um in most cases, all of our students that have left still have access
to be able to finish that course. So they're just indicating that the student is no longer within the facility, but they still are going to finish out those courses. >> So is there a certain age that the coverage of the ages? Does it have a age range? >> Sure. So in in this particular case, it would be the last semester that they were in. So whatever they were currently enrolled in, they'll have rights to be able to finish that. The extension to that part would be though within transition services we actually help them enroll with the community college so that once they finish that class and they've left they could continue to take classes with the co the kid the college as well >> and those classes will be free. >> Yes. Because they're falling
underneath project change and project lead pieces. So so long as they're in one of the programs the college actually takes that piece on. >> Okay. Um and then um will that also fall into 4.0? you know where it says including all like all the materials, equipment, supplies even if they have left. >> Yeah, they actually get a mentor through co uh project change and additional pieces. Um they have a specific counselor that also meets with them to make sure that their needs are met. But um they are very well funded. So, that's one of the areas where sometimes on the K12 side, uh, we end up not having the same kind of funding pieces, but Project Change actually has, um, significant dollars to be able to provide to make sure that those aren't barriers or
obstacles to kids completing courses. >> So, is Project Change 18 and above or college age? >> I don't know how far down they go. Um, I will say that they absolutely are in transition services. So, uh, for instance, anecdotally, I can tell you at least four of our students that exited around 22. >> So, they are there for quite some time, including kind of getting their two-year before they transfer into another program. Um, but I don't know their exact baseline of, >> you know, whe is more like is whether they were in the it might just exit the Okay. And then, um, where is how many? So in 5.1 it says enter into and maintain college and career access pathways agreements with the college district. And I think the question was kind of asked already.
Uh but my question is how many of these pathways are offer actual like right now presently and how many students will you need? What if what if you have three students and each one wants like a different pathways or how many pathways you offer different interests. >> So this is actually one of those things in education where the same term means something different. So when we talk about career technical education and the pathways that we've used to been talking about in this room or have been kind of in the immediate um proximity been talking about what our pathways are. So >> healthcare science, sports, med those pieces. In this case, uh they're not referring to the pathway as being a an industry sector. >> Um they're actually referring the pathway from high school and that
vertical alignment to the community college. So what they're saying is essentially in this agreement that we're providing a pathway or a bridge from the high school setting into the community college. >> So it's more kind of like the transition to support the transition from a high school kind of >> courses education to the community college. >> Yes. So those are the pathways. Okay. Okay. So then that would Okay. Um sorry lighted. Let me understand my notes. What are Yeah, it's same about the 5.7. It says develop a referral system for students who are released and on or probation to ensure an option to continue. So my question was what are the ages of students? Right. Like you're saying is as long as they're within the system, they're continue to be served until that semester or
that >> Yes. And even further than that. So if they choose to continue, they are able to continue under project change. So this really is um and we do meetings prior to them leaving as well, so they understand what the transition services. Um but we help them enroll. We make sure that their paperwork is ready to go for the community college before they leave as well. Um, but most are already enrolled with us in the community college before they even leave. So that number doesn't change. They're still enrolled as a a student. >> Okay, great. Thank you, Trusty Alvaro. >> Thank you. Thank you for this presentation. I'm always so excited about these agreements being renewed. Just a little story from when I was tutoring some of the kids up at Hillrest and there were
a couple of boys who were return visitors to Hillrest. They kept coming back and coming back and one of them got into some of the college courses. We had just begun our partnership with with CSM at the time which is it was just CSM but we had just begun our partnership. He had a couple college courses under his belt. He could see that he was going to go to that college when he got out and he went he went home on leave and when he came back some of his buddies had gotten into big trouble and he had not. And I asked him why why did you not go out with your buddies? And he said because I have something to lose now. And it was just to me it was so telling that all
the punishments or all the the interventions everything what what made the difference for this boy was that he had he saw something in front of him that he didn't want to lose access to and it was because of this partnership with the college district ex entirely because of that. So congratulations with continuing that and and thank you for continuing that. >> Thank you. And the con of going last is that I have to ask a question after that beautiful story. So um sorry if I missed it. I was trying to understand the abbreviations of my own notes. But for 4.6 um that advisory committee um would that be something that our subcommittee would be able to be a part of? I know it's listed as others and um I know we have um community college
school district something something subcommittee right um yes >> I'm happy to inquire it isn't necessarily our meeting so I'd feel uncomfortable going yes come over but I think uh just to check in with them and see if the community college has any issue or concern but um yeah I'm happy to do that and send word through uh superintendent Chavez >> right I'm not on that subcommittee so sorry if uh I signed you up for more work, but just an inquiry. Um any other comments or questions from the board? Are there any from the public? >> None from the public. >> Thank you. Is there a motion to approve the CCAP dual enrollment renewal agreement for the court and community schools? >> Is there a second? >> Second. Second. >> Thank you. Lots of seconds. Um,
there is a motion to approve the CCAP dual enrollment renewal agreement for the Court of Community Schools made by Trustee Love and a second by Trusty Gerard. Is there any further discussion? >> May I please have a roll call vote? >> Miss Alvaro, >> I. >> Miss Aras, >> I. >> Miss Benini, >> I. >> Miss Gerard, >> I. >> Miss Love, >> I. >> Mr. O'Neal, >> I >> Mr. Torres, >> I. The motion passes with a vote of 70 and the CC cap dual enrollment renewal agreement for the current community schools has been approved. >> Thank you. Um for item 5A, the board will move to close session for conference with legal counsel existing litigation government code 54956.9D1 name of case Omni Construction Services Inc. versus Sonteo County Office of Education. Before we
transition to close session, are there any comments from the public on this item? >> No comments from the public. >> Thank you. Upon conclusion of the close session item, the board will return to open session to report on any actions taken in close session. Welcome back. Um, for item 6A, the board has returned to open session to report on actions taken in close session. For item 5 A, conference with legal counsel, existing litigation, governance code 54956.9D1, name of case, Omni Construction Services, Inc. versus Sonteo County Office of Education. The board voted to um by a vote of 70, the Sonteo County Office of Education approved a settlement with Omni Construction Services in the amount of $485,000. Um, moving on to our next item. For item 7A, Superintendent Chavez will provide information on updated superintendent policies.
Um, 1340, access to county office records, 5125, student records, and 5125.1, release of directory information. >> Thank you, President Torres. Yes. So, these three policies are coming before you. Um the uh board uh policy subcommittee reviewed these um back in February 5th on February 5th and they their current policies their current superintendent policies and the recommend and there's some updates to these and the recommendation from um from the subcommittee was to keep them as superintendent policies. So they're brought before you with um information. Thank you. Are there any comments or questions from the board? I am seeing none. Are there any from the public? I see none from the public. Um there is no action to take on this item. >> Um for item 7B, we have superintendent's comments. Uh Superintendent Chavez, do you have
any comments to share? >> I do. Um, I'll start off by um um that we want to express um sincerely um a sincereful gratitude for Mason Henriks. Um he's our coordinator for school safety and risk prevention. Um and we want to acknowledge that um his outstanding leadership in bringing together departments uh to organize and facilitate the safety um conference um that was held earlier this week um on Monday and Tuesday. So Mason's dedication was instrumental in ensuring that the um event was successful uh which um centered and amplified student voices in strengthening school safety. um we had about um 150 participants in attendance. Um and it was um I was privileged to attend the Monday morning's uh session where the focus was student voice and I saw a couple of board members there. Um and
it really created an engaging and inspiring atmosphere for for all that were uh participating. And so under Mason's guidance, everyone involved collaborated enthusiastically and contributed uh to two days of meaningful learning both for adults um and students. So we're grateful for Mason's leadership and uh and his commitment uh to making lasting impact on our community. Um, I also want to um acknowledge as I shared um in our uh previous meeting that SMCE was uh uh was um the co-host for the u the co-host county office of education for the um for this year's statewide CISK symposium that was held um February 18th and uh through the 20th in Monterey. Um, this special event brought nearly 1,000 u participants who engage in inspiring keynotes uh speaker sessions that were carefully selected by our team. Um, as
well as a variety of breakout sessions led by, uh, dedicated educators across the state. Um, uh, I'm incredibly proud of our team for, um, guided by the leadership of executive director Jared Prolo and supported by staff from multiple departments and divisions. So, uh, we're very grateful for the work of our team at the, um, state level. Um, and finally, I want to, um, uh, please join me in wishing a happy birthday to executive director Marshelle Moten, who will be, um, celebrating on March 7th, and board member Bonini, who will be celebrating on March 13th. So, thank you. >> Thank you so much. Um, for item 8A, the board will discuss and act on the prioritiz prioritization and timing of suggested topics for future board agendas. Superintendent Chavez. >> Yes, thank you. Um, so this is
the list um that was um developed from with feedback from our board members. Um so it's compiled in this uh memo. And so, as discussed at the previous board meeting, we're going to have a conversation on possibly prioritization of these items, maybe get clarity on um some of them so that we can provide the information. Um so, we'll open it up um for conversation. >> Yes. Um before I'm going to be selfish and go first just because I thought of an idea to plant and then we can think about it as we discuss. Um, but looking at the list, I see eight updates and three presentations. Um, so I think to prioritize maybe the presentations and then maybe getting memos for the updates to just maximize time and then still um get all the information
that we um we need. But that's just something that I thought of right now as I was looking at the list. So now I will pass it over to anyone else. Um, uh, Trusty Benini. Um well I just wanted to um before we start prioritizing um I wanted to note that in our conversations we um and in our retreat we a you know some what agreed that if a committee brought forth uh an agenda item then it would be on the list and so I wanted to again I've mentioned these twice um or three times or more but on um December 15th the gateway committee brought forward ed two items. One was regarding the contracts being available to the board and the second one was um the um monthly receipts and expenditures being posted in
the um uh in the consent agenda once a month um similar to how they are done for um a district. Um so those were requested by the gateway committee as a whole on December 15th. how you want to add them to our list. >> I will just note in the memo it did say um anything requested by subcommittees would be automatically um brought forward. Um so I think good to revisit that that that hasn't been done just so that way we can um make that a priority as well. Thank you. Would any other board members like to speak to any of the topics? Trust. >> Um I don't know if um several months ago I asked that we have an agenda item that the board just vote that we support the Constitution and the Bill
of Rights in the United States. And then all of a sudden civics's education emphasizing the Bill of Rights started appearing. So I just really wanted to see if you know given what's happening in this country that we would just vote that we again support the bill of rights. So I don't know if this is really an update or my request to have on the agenda >> like a resolution >> a resolution that we support the 10 the bill of rights of the United States which we all swore to sit here anyhow. >> Yes. So, but then why it it's been taking several months to get on the agenda, I don't know. An explanation for that would be good, too. >> One of them would be because we have a list of multiple um items coming
and I think also with it saying update, I think there was an impression of update and not resolution. But that's just me assuming. I don't know if you would like to speak to that. >> No, I I agree. The clarity the clarification really u helps. So, if it is a resolution and it's the um and I'm not sure if it came through the subcommittee or if it was is something that the board would agree to um then we could bring it as a resolution if that's the pleasure of the board. >> I don't think it would have to go to a subcommittee. I think if it's a resolution, it's something that the board could agree to. >> Uh yes. then uh you would have to draft that resolution. >> Yeah, we have this process now,
right, where we're bringing forward these agenda items where I think in the past if somebody wanted a resolution about something or it was like a day or it came up in agenda setting, right? It was a different process sort of. And when we've had resolutions in the past, um I'll give the one for like um dyslexia awareness month, you know, I I um participated in in drafting that. Um so that's sort of what our process has been. So I would say I'm sure that maybe someone might help, but um maybe that would be what it is. And it doesn't I guess it's an agenda item, but it also might be on consent, right? um it just gets done and we approve most of our resolutions on consent any >> so for that one I can
reach out and we can collaborate on that >> great is also why we have the list so we can get any clarification on any items um any other comments or questions from board members >> um again >> um when I mentioned Rollins Road I not necessarily an update but Actually, let's have a discussion on what do we want to do with the building because right now we have a multi-million dollar asset sitting there and unless things change, there's no nibbles. You have a vacancy rate of over 7% in this county for that zoning and over 24% for office space. So, I think we as a board need to have a discussion on what do we want to do with Rollins Road and that's that's more than an update. That's more let's have a discussion in
what we want to do in the future. >> Trusty L. >> I think the update terminology is a maybe not a a good um way to separate these like the cell phone policy update. I think that's an important topic. We should have a discussion here about what's going on. Um these are the ones that I had on my list. Um same with the student board member leazison process. I'd like to hear where we are with that. And it's kind of been a confusing thing over the last week or two. Um, so a memo is okay, but I think then that we need maybe a little bit more on that. Um, um, next one I had was strategic plan implementation, but it sounds like we might be covering that in the governance committee. So I would
in move that off my list right here. And then a United for youth update. The other one I had was the Juvenile Justice Delinquency Commission presentation. Not sure what that actually is about, what we're looking for on that. So, some of these it was really hard to have a thought on that. >> Okay. They did reach out um with potential dates to present and um they're just waiting for our approval for April >> for approve to present >> the JJDPC. >> We've had that in the past. Oh, yes. because that we had that they had that that's the group that had the conference but then the county office >> who does all the education wasn't even participating in that whole conference. So I'd love to have them come kind of explain that too. >> Yeah.
>> Thanks. >> Trusty Benini. >> Oh okay. Um so do you want us to give like in are you just trying to gather information on how we feel about the the priority itself or just because there were questions asked about different things. So I mean I can I feel like maybe we can address it. >> Um well I think we got clarification on some but I don't know if there are any other that um >> with other questions. >> Okay. So let me start with the JJ. >> Can I ask for Yeah. >> Yeah. Going back to Rollins Road uh for example. >> Yeah. So um if it's a presentation discussion um agenda item for the board to to dis discuss. Is that what we're looking for for this particular one or is it um
something where uh which it sounds what what what I hear you saying um that we want to share provide an update and then the board has a conversation and gives your your feedback on direction and then we have a conversation right >> yeah I mean basically you know per Kevin there's really been no nibbles and you know we have it's been over a year and it would send vacant for x amount of years. Is there future use that we can talk about? And if you know when I asked for this, we were having a facilities implementation plan and should this be part of the facilities infrastructure plan depending on the discussion and where we want to go. So I just wanted that building included in that in case the facilities plan move forward. But I
think we do need to reassess being there has been no interest in the pro. I guess I should talk here too. Um you know no interest in the property. I think you need to look at it and figure out what do we want to do and if maybe it is just stays the way it is too. >> Trusty Alvaro. >> Thank you. Um I'm glad that Mr. O'Neal explained about the bill of rights because I've had a question about that. I think having a resolution is a great idea and it's easy to do, but the way it had was has been presented on this list as an update confused me. So, thank you for clarifying that. on the Rollins Road. I I think an update is in order with some discussion and then we probably
have to have uh legal counsel talk to us about the process because we had to have you know a 7-Eleven committee which made decision as to whether it was surplus property, what we could do with it before we could rent it. We had a lot of discussion about whether we wanted to sell it. And at the time, Superintendent Campbell was really uh wanted to keep it for future use of a program that she had in mind that that didn't come to fruition. So, I think that having a discussion about it is a great idea. I want to make sure that we do have counsel involved in that discussion because there are some limitations that we have to work within because because of who we are. So, um and just I know with surplus property with
Lomar, we went through a whole thing too with the 7-Eleven committee. So, I just want to make sure that we have council talking to us about that because I think it's worth revisiting. What are we doing with it? It is just sitting there. Um, >> is it >> and we didn't we didn't sign a really long lease, >> which at the time there was that option. And the reason we didn't sign a re really long lease was again at the time Superintendent Campbell thought that we might have some program that she wanted to move into the building in the next couple of years. So, it is worth revisiting at this point because everything's changed. And then the only other thing I wanted to say is the um there's the last thing on the it on
this list which is uh a presentation from we haven't heard from the office of equity, social justice and inclusion for a few years. Um, and I think they're doing some interesting work and it would be good to have a presentation from them because we have it from, you know, because of the LCAP, we have presentations from those programs and we've had presentations. I think it just be healthy to to make sure we know what what that department's doing, too. >> Thank you, Trusty Lev. So, just to clarify, we're using this time to explain the items on the list so that later on we'll go through each one and then vote on them. But we're trying to clarify what we mean by that. >> I think both clarify and then decide which ones we want to
prioritize first. >> But right now, we're not prioritizing. We're just hearing like here's what Rollins Road could be. Oh, yes. And and here's what this one could be. But we're not actually making decisions. >> Yeah. I think after we hear everyone out, then we can >> head over to the priorities. Uh, Trusty Benini. >> Um, so I wanted to give some comments. So on Rollins Road, um, I agree we should agendaize it. Um, I agree that we should have council tell us if there's something to do with surplus surplus property designation. I don't know that at all. Um and then I also just note that some of these things are related to committees and so in development of the agenda items maybe that is a place where um you know a discussion can be had
if there's you know a smaller group um or hopefully it's an interested party to who's raised it. Um for instance with Rollins Road, we raised it um in some context under budget because it a budget committee because it does fall under budget in the past because it was an income producing um entity and then we have been talking about some other um already there talking about some other potential uses right that may may or may not be income producing. So um so I agree that on that one and I think that's just more context for it. So, that's my comment on that. Um, on the cell phone policy, we do not have a cell phone policy. It's not an update. It is uh maybe we have a protocol. Maybe we're doing something. That's that's something,
but it's not a policy. And we are actually required to have a policy in place by a certain date, which I believe is July or something. >> July 1st. >> Yes. So, um so that's um >> maybe not an update at all. Maybe that's just going to the policy committee to propose a policy and I have not seen a draft policy around that um from CSBA, but that doesn't mean it doesn't exist. Um so so that to me seems like it's it's you know committee based. Yeah, maybe. Um and so that might you know come back to Yeah, come back to us. It needs to um maybe with some other policies. Um the uh the student board member liaison process update that I've been requesting does not have to do with passing of the policy
because we already have a policy. We've approved it. the requests um and I think Trusty Love and I have both made some requests around it and both on the policy committee but um the requests are to understand one how we would um reach out uh or implement or facilitate getting a a student trustee from our programs. Um what does that look like? We that we asked that from the outset because we were concerned about it. raised a bunch of things uh issues around um how that could be accessible and not too scary and you know open um and so that's one thing. However, there are other uh potential uh liaison from the the youth commission and also potentially there is actually an opportunity within the policy for someone to apply who's not in our programs.
And so I think with all of those different options, we probably should just have some sort of resource that students can access so that they know what to do because we're reading it and going, "What do we do?" And if I'm a high schooler, I'm probably not understanding it as well. And we've gotten students reaching out. So I don't really think that's an update, but maybe it's I don't know what that is. I mean, I think it's maybe an update like have you can you help us find a resource or create a a pathway? >> Yeah. I can share with you it's just a communication. I don't think it's like a legal thing. I think it's just like a communication piece, >> right? And just to brief update on that that we finally were able
to connect with um the youth commission folks. Yes. So Ian and I had a conversation and so they're going to bring it back to their executive commissioners to decide whether it's best to bring somebody on this year for the remainder of this year. But they have a new cohort that potentially they want to include um that comes in in August. So, they're going to have that conversation with our programs. Um, again, Ian and Sarah Notch um have had conversations about developing the process uh on a document as well as flyer um that will be that I maybe those I can share with all of you and maybe provide via email and then provide feedback or we can we're ready to to bring it for a brief presentation if that's the direction we want. But there's
been some movement there and I uh it's it was a a bit challenging >> and honestly it needs to be a presentation if you can just if you're creating it and then you want to share it with us. that seems I mean for me I don't know everyone else but um okay and then um I would also say that the strategic plan implementation that's also coming up within the budget discussions um you know as to what portions of the budget which aligns with the LCAP where they align with strategic plan. So, I I don't know what that looks like and maybe um that's a question for staff like what is an update on that actually look like? Is it is it tied to budget? Is it piece of is it a piece of that or
will we maybe see that in April when we get when we have our study session? Is that we're going to have an interim meeting hopefully with the budget committee? I mean, so maybe it's tied in with that. I don't know if it's a separate item. >> Yeah, and those are those are great questions. Um um Deputy Superintendent Bultima has developed and his team have developed um templates where we can align department budgets to the uh to the strategic plan. So we're looking at those to see if that will provide the right kind of information to make decisions. The other piece is we're also capturing and highlighting in a in a matrix of sorts um on uh our website, not our public website, internal where we're capturing and monitoring the uh work that is being done
that's specifically uh connected to strategic actions. So if if that's the direction we want to go, we can bring that information forward. Or if we want to wait and uh and have that conversation at the budget um uh session uh study session, we can we can explore that further there. >> Well, maybe when we prioritize board can give their thoughts on that. Um uh sorry, I have a couple more. So on the CAC um recruitment and uh for for the SULPA what I would propose with that one is that's something that you know we've raised Edith and I are the leazison now to the SULPA and so um we I think if Edith agrees I think we should con we should look into what that looks like. There are already documents that are recruitment documents
that the SULPA has rec has created in the past. I think that for our own process, I think we could look at that and then we can convene maybe with um with you, Superintendent Chavez. >> Okay. >> And um come up with something that we might get get approved by the board that we might might want to propose. I don't know if that makes sense. >> Yes. >> So it's you know future future. It's not a immediate priority, but but I think we should we could work on that. Okay. And then um I think the only other one I will comment on is the JJDPC. um the JJDPC for those who don't know um it's not just about um a conference um which you know uh was was held and and definitely there were invites
that went out to um to people within the the county office. So if that was you know that there definitely were was representation. Um however that's not the issue. The issue is like the work that they do and how they're partners to us and how they do um uh um uh what do they call them? Sorry. Um inspections and how they have uh uh contact with fly and with other organizations that bring us in bring them information about what's happening within the realm of our schools. And I think that knowing what they're doing helps us with what we're doing. And it's a partnership. And so we need to be in my opinion working on growing that partnership. And um and so that's why um that's why the request was made. And we have had those
in the past that have been sort of a partner kind of presentation about I think what's going on in our schools, but I think this specifically would come from the JJDPC and sharing um what they're working on because they have a number of initiatives and a report on what they did to create that amazing conference and the future of that and what that looks like. So that's that's what I see it as and I think we don't have to do anything for that. they're going to come present to us. >> And as may I sorry, as President Torres has shared, we did receive an email from um a representative and offered some dates in April. So, we'll we'll work that. >> Okay, perfect. Um I don't have any more comments. >> Jesse Alvaro, >> thank
you. I just good clarification on some of these. So on that uh CAC recruitment for the SULPA, I'm not sure what that what that's about. So if some if a committee can kind of take that on is sort of like is it something we're going to do? Is it something we need to take action on? >> Yes, Susan. Um it is I've raised it in the past and the solution that Superintendent McGee came up with was to propose someone to appoint to us from staff. Um it is in the ed code that all school districts are required to um uh actually the boards select people to be on the CAC and they are um a body that's advisory to the SULPA and to the budget and to the plan that the SULPA creates. and it's
embedded in the ed code and it's supposed to be a a from around it's supposed to be all the districts in the county and so I will say that for at least 10 years I have been trying to get the CAC to be represent representative of all of the districts um um and also realizing that we are a school district as well for our court and community schools it includes us and we have that actually obligation to do it. Sure. That's Thank you for the clarification. So, what we're looking at is our board appointing somebody from our staff to the SULPA advisor. >> No, that it's defined in the ED code as to who you would um we can bring more information, but it's defined in the ED code as to who you might appoint
and it's a Siri. It's community members. It has that their body has to have a certain number of parents with uh students with disabilities. Um, in fact, um, Edith used to be a member of the CAC for >> 2011. >> In 2011, she came here as a parent for the Yeah. CAC. >> Yeah. For her district. And so, um, so we putting our heads together and, um, you know, our I guess our goal would be for us to do it. We also want to encourage other other districts to get on board. >> I'm sorry. I'm sorry to be gent, but it's >> it's okay. It's it's a little known thing. I mean, it's in the weeds, but it's required. >> What you if you worked if you worked with if you and and Edith were
able to work with Superintendent Chavis, what you would bring to us is a recommendation to appoint or reach out to some people or what is it we would be doing? >> So, we ultimately would be appointing one or more persons to serve in that capacity. In the meantime, we have to um identify a process by which we want to reach out. And we have an interesting um group of parents, right, and community partners. And so it's probably related to Gateway and Hillrest and other um and Canyon Oaks maybe. Um and so we have to uh come up with the process of how people might apply for that, similar, I guess, to a process of how students might apply to be a >> I got it, >> a board member. But we need to be able
to get reach out to those people to elicit this you know their their interest in serving the capacity. >> So that sounds to me then thank you because I really was confused. So that sounds to me then like something that should happen offline >> that for sure. >> Yeah. And then be brought back to the board and say here's the process here's our recommendation. board can discuss it and say, "Yeah, we like that process." And then it can begin to move forward. >> Yeah. My that's my preference. My preference is that we together agree on a good process and then we uh implement it and then we then agree on appointing and that annually. >> It sounds less like something that needs to be agendaized as an update and more like >> when it's ready.
>> When when it's ready then we'll take it on. >> Exactly. >> Okay. Thank you. Thanks. Superintendent Chavez. >> Yes. Um, thank you for for the information and I I'm wondering um you shared that there are some processes um already that we could we don't have to reinvent the wheel. Um so having those conversations and then maybe connecting with um associate superintendent um Dr. Mary Young to to see what processes exist and then maybe we can work off of that. Yeah, we have a there's a packet so we can >> Great. Other comments or from the board. Um yes, Jesse Der. >> Um well, pretty much everything's all been covered. Um but I just want to put my two cents worth in. Um especially for the juvenile uh justice commission to come uh to present
to the board. and I know we're in the process with that. Um, and I'm very grateful for that because I think it's really important and um, they play such a huge part in what happens with our students. Uh, and so I'm thrilled with that. Um, and I'm also thrilled that we'll be talking about Rollins Road. Um, because I think that is also a priority. And um I I've I've been very frustrated this year with our youth representation on the board to say the least. Um but I'm glad at least we're going to move forward. I I think it's pretty much too late for this year, but I really want to hit the the uh pavement running for next year because I know when I was president that um that was part of my job and
I was doing it in August, in July and August um not now. So, um I and and I think it's such a valuable tool to have um for our board and the more I'm working with the state through ACCBE, part of our priorities with um ACCBE this year has been student repu rep representation on boards. And there are boards that have both. they have a representative from their uh community school and then they have a representative outside of that um however they choose that person. But I think that it's um uh also important and I'm also um very interested in seeing what we can come up with with cell phone policy. That's something else that um I've tal I've been on now twice at CSVA um in their discussion groups um on cell phone policies
in the different school districts. And granted, they're school districts, not county offices, but um some have very strict cell phone policies and some do not. Um, but I think it's something that's that is definitely uh a subject that we need to talk about. So, um, I'm kind of putting those in as, uh, my priority. We know we're going to have a workforce housing update anyway. So, um, I don't think that's something that I'm I'm putting in right now, but anyway, >> Superintendent Chavez, thank you. This is very very helpful and I I think the prioritization and that those conversations great. One question around um or maybe a suggestion for the court and community school family and student engagement presentation and I believe um um board member RSU brought it forward. Um we're wondering um if
we through the LCAP process if we can specifically highlight that there so that it's connected to the LCAP process as opposed to a standalone presentation. just a a suggestion unless you had a different um uh idea of in of information you'd like. I mean it sounds like yeah I definitely should be part of it but again like um I'm very interested in also actions like what's happening right uh sometimes I might read it that engagement and families are engaged and but I would like to really that's why maybe I said about a presentation because I I like to hear what is happening um what is in real life right uh not just a propose or we're planning I think last time I heard something about we're planning a gathering for families but then it's kind
like I don't know if it happened or not like I would like to hear those kind of a uh engagements that happening because um I think part of uh supporting the students is bringing the families to attend and engage in what's happening in school and getting to know the staff and and be part of it. But I don't know if that's happening at the corn community schools like gateway or >> that is my understanding and um that there's a variety of activities where the parents are engaged and the students are part of um the engagement. Um, so but it sounds like you want something like um when something does happen and that um that we're we inform the board or update use the could could that come in the form of maybe a memo or
like part of a I'm thinking of sending like a Friday updates to everybody or Sunday updates and then maybe something like that. Um or if it's a presentation we can can work on that. I mean as of now I think you know we're in March it's almost the end of the school year whichever which at the same time current community schools might have you know summer school and all of that but uh I think again I think in my perspective what and how I'm seeing this is that I would like to hear what's happening. So whatever is easier or or a way to to be able to let us know what happened and how the engagement was because to me it's very important that the families feel that sense of belonging right so that the
school campus is a place where they can come they can be you know sense that they're being supported that way the student is also feeling that support at the same time >> okay and >> but I don't know what's happening yeah >> that's usually done through ALAP because there's also a survey that they usually present with uh data results that includes all those questions that you just mentioned. Um ah so many hands. Uh Trusty Love, >> I was just going to say I feel like we've gotten a lot of really good presentations and sometimes like we're new so we don't really get that the data is coming at us but there's been a lot of I think presentations talking about like the different tools to reach out to translate to hold events and things. So,
I think if we could just keep that coming in the presentations and maybe beef it up a little bit and then if there are specific things through this a Friday update would be great. >> Yeah, I just I'm going to jump in even though he I didn't get called on. There you go. I did >> but the Friday updates we used to get those. We haven't had them for a couple years but um we used to get those and it would it's very very helpful. very helpful and uh so I know it's a lot of work um but if we could get those it it would be wonderful. >> Just Benini. Oh. Um, when we did our our budget meeting and this uh we talked about the study session that's on the calendar for budget
and last year it was budget and LCAP and it wasn't long enough. Um, I don't think and so I think the discussion I last heard was that we were going to have a separate one for LCAP, but I don't know when that is. >> Um, I don't know if we need to calendar that, if it's going to be a study session or if it's just going to be an agenda item. But anyway, thought that might be a time too and we could have more in-depth discussion about the things that um Trusty Aras is raising. >> We're thinking for the LCAP that would be an agenda item that would be brought just a regular >> regular. Yeah. um and more uh I think in the past we've had mainly that one the study session but uh
this year we had a couple already and we're thinking of bringing additional uh presentations so that you can provide feedback on the plan. >> Okay. Is there any opportunity to still request a study session for that? Because for the LCAT because I think that the engagement is well I think it it could take longer than a regular item. >> If that's >> just my thoughts >> the pleasure of the board. We can work on scheduling it. Trusty Adios. I just wanted to say so that Friday update is there anything that already goes to like staff or directors or so you don't have to like specifically create something for the board but you already I I don't know if there's internal >> updates somehow. >> Yeah, there are um but it's usually the different departments that
that create so but we can compile some of those highlights and then share those with you. Um, but it sounds what I'm hearing is that uh we want to be very mindful of our current community programs and actions there. We want to be mindful of um some of these items that are here uh that are outlined here. So, um that's what I was thinking. I yeah, try not to rec recreate the wheel, but I appreciate that. Yeah, >> trusty Alvaro. >> Thank you. Um, also on the court and community schools engagement piece, especially for the people who are newer, I think when when there's events, if the in if there's invitations come to the board, we can't always make it, but it helps us know this is what's happening and if I can make it,
I can make it and maybe one of us can show up. But it that I think helps us to know, oh, this is what's going on without going through a whole lot of extra work. just making sure that when there's something going on, invitations come to the board and we know about it. That's happened in the past and I think it's been really useful. So, President Torres, I was going to make a suggestion. I've been looking redlining some things on here because I think what we've >> Yeah, we've we've we've discussed a few things that can be pulled right off this list, which is >> Yeah. I was hoping that after we finish discussing that I just go through it one by one just to make sure that we all agree on what we discuss
just to make sure dot my eyes and cross my tees. >> Okay. So I won't say anything more if you're going to handle that because yeah I think there's a few things that we've said but this should go to a committee. Get >> but I just want to go through it one more time just to make sure that that's what we agreed upon. So no one yells at me later. >> Yes sir. >> No one yells here but you know what I mean. Um any Yes. I have one more comment. No one um mentioned the United for Youth update which Trusty Love, I think you requested that one, right? Did you want to speak to it or like for an update? But um I is it it I guess I'm just curious maybe it would
be helpful to know is it around the the grants um the focus like what um high-profile um thing happening in the county that the county office is one of the leaders of and everywhere I feel like I talk to people, they all want to know about what's going on and such. So, just having awareness of what's going on. I also think it's important for the board to really be a partner in that initiative, not just sort of its county office and then the board just gets an update that um if there's a role for the board or member of the board to play in that whole effort that we explore that as well. But at least knowing what's going on so that like when I was in Redwood City and they're talking about it and
I'm like I'm not really sure. Let me find out. >> Thank you for um talking about it more so that I can understand. >> So would you be okay with like a memo as just like a starting point and then based on what we get there like a presentation later down the line because >> that's fine. And but also like not just you know like a a reality thing like this is working well but this isn't working well like not just all fluff right. Yeah. >> Or like what's rolling out. >> Okay. Yes. Okay. So if there are no other comments um I just want to go down the list just to make sure that we're clear and I'll agree. Um so first is the workforce housing updates. Um I think that can be removed
and just be shared out during the subcommittee share out. Yes, I see nods. Um for the Bill of Rights, that would be a resolution that um Trust O'Neal will be working on. Um I did hear a lot of agreement for prioritizing the JJDPC presentation for April. Yay. Um so we can get back to them. Um, I'm also seeing a lot of agreements to discuss uh Roland's Road um potentially also April I think to give staff enough time to um put together some historical context for some of us and then yes perfect um that the cell phone policy will be taken on by the subcommittee policy subcommittee um since we I have traction with the student board member uh just to get an update on the communication and flyers that will be going out um for
the CAC and SULPA that our liaison will take that on and then come back when they're ready that the strategic plan would be part of also the subcom the budget subcommittee as a starting point >> possibly at the um I'll connect with our core cabinet it so that we can um because like I said, we we just developed the these budget templates and we're um they're not quite there yet. Um but yeah, if you I think the plan would be to bring it to the budget study session so we can connect it there. Um but um but I I think looping back with the budget subcommittee on that would be helpful. >> Yes. But it was also mentioned we I just saw a note from Ian about the governance subcommittee planning for that next meeting
and I think the topic was the strategic plan. >> Yes, I forgot to write that down. So >> I feel like we've got probably covered that too. >> Yes. >> Thank you. So that one will also go to the um governance subcommittee um for the United for youth. that would be an update or memo as a starting point um for our court and community schools uh for engagement that would be part of our LCAP presentation just a more a little more in-depth or information >> and um maybe u on the Friday updates or Sunday updates add some um invites and action I >> also forgot to write that down but yes Friday updates thank you. And then I know Trusty Alvaro um prioritized the Office of Equity, Social Justice, and Inclusion. I would also like
to prioritize that one given um conversations around um everything happening in our community. And then if we can get an update on the requests from the subcommittee that were made in December in regards to Oh, I wrote it down somewhere. Um Trusty Benini, can you help me remember >> the uh con what was referred to as like the contracts portal, but you know access to know what contracts are in place for the county office just for the board. >> Yes. and an update if the monthly expense report because I know we have a new system if that's feasible or >> if it's feasible and also you know um I think um it's a it would be like a practice I know and some people might say oh we need to put that in policy but
it might just be a practice that we engage in um and then I would also welcome feedback from staff as to the time it would take and the um pros and cons Yeah, >> it's just reporting type of thing. Just getting reports >> like something that this new system I I think we're assuming that it could like spew it out something quick for us to just kind of >> be ongoing. It would be a scent agenda item and a place you could go find things for facilities. >> no. What I understand is just contracts in general or or there specific >> for budget oversight issues. It's for transparency, >> but for budget oversight, >> right? But we probably should look and think about the policy to make sure that's something within that we should be
getting information about this. >> Well, it's a it would be at the I feel like it would be at the request of the board. That's why I wanted to brought for agenda item. They are public documents. There are um policies in place that say we have access to them and we just like the public could access any of them by request but it would be much easier and we would avoid certain oversightes that we've potentially could have and I'll just use the um well I won't make an example but um not knowing about something and then you know if we saw that it was there we might have a question about something that is there that might not have come onto the agenda and we might just ask it offline and then we would know,
right? And then we wouldn't have to raise it. >> And then I'm thinking about it in terms of our um budget study session that it should help make that easier if we're looking at a budget more on a more consistent basis. >> Yes. >> Okay. I guess I don't really fully understand it, but we don't need to decide that now. We can think about what we're decide if we're going to go down that route, but what that would look like. So I think just an update like if that's feasible for the new system to do and what that would look like just so to see if you know how that would work for us and then we can decide from there. Yes. Um that's all I have. Superintendent Chavez, did I miss anything? >> No,
I I I your notes match mine. >> Yay. Thank you. >> Okay. Um are there any comments from the public? I'm sorry. No comments from the public. Thank you. Um, is there a motion >> for for what? >> Yes. >> Is it an action? >> I don't I don't think it I think it was just discussion >> uh discussion and act. Um, if we're going to bring certain things forward or certain items forward um that we named on the list, we would need to >> Well, I think sometimes they put discuss and act. >> I think >> when we really don't have to act, it's almost like just an sort of an approval, not an official vote. I think >> I think a consensus. >> Yeah. >> Yes. If I recall correctly, we had a
conversation with uh deputy attorney Lisa Cho and she suggested discuss act so that in the event that you wanted to vote on it or vote on specific um items, you can do that or you can just leave it as a discussion and I I think when we meet um to uh organize the agendas, we we can work together on this off of this list. >> Oh, okay. Great. So, all good. Thumbs up. Any thumbs? That's my teacher in in Thank you. Um, we will be moving on. So, for item 8B, the board will engage in a second reading and take action on updated board policy 0450 comprehensive safety plan. Superintendent Chavez. >> Yes. Thank you for President Torres. So, in the packet you have um the recommendations. This is a new policy and this is
uh the recommendation from um from the policy subcommittee. Um and they um uh we included the the version with the edits and then we uh included a a clean copy. >> Thank you. Are there any comments or questions from the board? >> Trusty Benini. >> Um I have two. one is um just a typo. Uh it is under there isn't a very good reference but it's under the section titled safety plans access and reporting and it's the only edit there. So um it's just the word B is missing. So it would read, "However, those portions of the CSSP that include tactical responses to criminal incidents shall not" and then insert B publicly disclosed. >> Got it. >> It says B. >> It is looking at the red line. Yeah. >> Okay. Um and then um
Great. And then the second one is um uh there's a clause under I guess it's the first paragraph um and it says the second sentence says the county board is fully committed to maximizing school safety to create and to creating a positive learning environment that includes strategies for violence prevention. Oh, no. I don't know where the comma is. And high expectations for staff and student conduct, responsible behavior and respect for others. My initial comments on that when we reviewed it in policy, which we did independently to be honest, um was to remove the high expectations for staff and student conduct because I feel like that is very vague. I don't know what that means. I don't know what high expectations are in that um regard. I think responsible behavior covers that um potentially. But anyway,
I I don't like that clause personally, so I would like to remove it, but I of course defer to the rest of the board to say whether you want it. Any comments from other board members? I will add though that I I misspoke. It is an update. It's an update to an existing policy. It's not a new policy. >> Oh, yeah. Thank you for that. >> Thank you. Other comments or questions from the board. Are there any from the public? >> None from the public. >> Thank you. Um, is there a motion to approve updated board policy 0450, comprehensive safety plan? Um, I didn't hear any comments to my request. So, I'm going to make a motion with those with that change. And if nobody wants to approve it, that's fine. I move that we
approve the policy and take out the the clause and high expectations for staff and student conduct in the initial paragraph. >> Um, >> yes. >> Well, we have to have a second on it before. >> Um, is there a second? Um, I'll second it. But I have a question. Where are you? Because when I'm looking at the clean copy on the next page, I don't where high expectations >> positive learning environ. Oh, I see. Okay. I'm sorry. I missed that. All right. >> So, we can >> strategies for >> go back to discuss. If >> you have a second, you can discuss it further. Is there a second? >> I'd second it. >> Thank you. >> Um, there's a motion to approve the updated board policy 0450 comprehensive safety plan with an adjustment to remove
the high expectations um portion made by Trusty Benini and a second by trustee Alvaro. Is there any further discussion? I actually don't have a problem with setting high expectations for everyone and how they treat each other and and such and operate. Um, and I know the addition was staff. It had only set high expectations previously for students, but the CSBA version included staff and so subcommittee agreed that to keep that in there. Um, so I'm for leaving it as it is. And again, I'll Oh, sorry. >> Go ahead. >> I'll just re repeat. Um I don't know what it's referring to as high expectations for conduct. I in regard to safety, I can I can I I I'm agree. I'm a fan of high expectations for all um students, but I'm not this isn't regarding
academics. This is regarding behavior in the event of an emergency. Um, so I'm I I feel like responsible behavior and respect cover what I would care about for that. I just don't I don't I don't think it's um concrete enough. >> Would any other board member like to comment? >> Yeah. Can I have clarification? So, is it removing the words high and expectations or are we removing the whole and high expectations for staff and student conduct? >> The whole I've I've made the motion to remove that entire clause. >> It would read include strategies for violence prevention, responsible behavior, and respect for others. >> Correct. But we're not specifying for who the county board. >> I don't have it in front of me, but I'm wondering if the administrative regulation would provide some clarity to
to that clause. >> It's an introductory paragraph. Um, you know, it it uh it it doesn't say I mean it is fully committed to maximizing maximizing school safety and to creating a positive learning environment that includes stat strategies for violence prevention, responsible behavior and respect for others. But um I guess I I like the staff and student conduct because it says who we're talking about. >> But is that a strategy? >> Well, I think >> right. It's like it says strategies for violence prevention. >> No, it's comma and high expectations for these things. >> Excuse me. >> Violence prevention. It's a list >> strategies for violence prevention, >> high expectations for these things >> and high expectations for staff and student conduct, responsible behavior. It's I mean at the very least it's very awkward and
it's not that's what I wrote in my comment to Super at the time. I don't think it's it's I don't think it's grammatically correct if you're saying that it's referring to responsible behavior and respect. >> Could the staff and student be at the end to make it >> if you wanted to refer to staff and students? You could >> include strategy for violent prevention, responsible behavior and respect for others among students and staff and students. What if you took out just the high expectations and put strategies for violence prevention for student for staff and student conduct, responsible behavior and respect for others >> with that >> trust? >> I I have to agree that I don't think it flows very well. And what if we put something like positive learning environment that includes strategies for
violence preventions, appropriate re and responsible behavior and respect for others for staff and student conduct. Just kind of like >> I will just add that the motion included just to remove and not to add or >> we could make a motion if it was >> but I just wanted to remind folks, Superintendent Chavez. Yeah, as I'm reading it more carefully, it it just feels like it's missing something. I'm wondering if we we say >> and high expectations for staff and students connected to conduct or related to conduct, responsible behavior, and uh respect for others. >> No, that makes more sense. >> You say it again. um and high expectations for staff and students either connected to conduct, responsible behavior or related to conduct, responsible behavior and respect for others. So we just add the word
connected to or related to >> trusty love that that works because it's the high expectation is for those next three things. So your your gets at that as well. Okay. Any other comments? Um, may I please have a roll call vote? >> So, what are we waiting on? >> We didn't amend the motion. >> So, if we vote no, could we go back and and start over? >> Sure. I mean, at this point, I mean, I I I don't agree with that either, so I'm not going to vote for that. But, you know, I I think it needs some work um in terms of the way that it flows, and I don't I don't think it's, you know, something I want to die over, but it isn't it isn't phrased well. And I don't think
I agree I I agree that the I agree that the strategies um should be um the leadin for violence prevention and strategies for create you know for the behavior and respect and strategies to promote that um strategies or high expectations. I I think that they're I don't know why it needs to say high expectations there. >> Trusty Alvaro. >> Thank you. So, as I recall uh from discussions with our council, we have to approve this and get this on the books by a deadline, which is like next week. My suggestion is we approve it the way it is and then the subcommittee can go back and look at word smithing a sentence and bring that back to the board later on. But we approve it now the way it is so that it is on
the books that we made the deadline according to ED code. >> So that would be an entirely new motion. Is this your is this >> it would be >> I don't think this is the policy that had to be approved. It was a superintendent policy that already needed to be submitted by March 1st. >> Yes. Um super uh >> board member Alvaro. Um yes, the the one that we approved the superintendent policy that we approved at the last meeting was the one that needed to be uploaded by March 1st or approved by March 1st and we did this that this one doesn't have that timeline. Um, so we can also bring it back for a third reading. Um, >> why don't we just do that? Bring it back for a third meeting reading. In the
meantime, >> maybe the board policy subcommittee can meet and wordsmith a little bit or maybe a couple of you can s make some suggestions to superintendent Chavez and we can come back with a a sentence that works for everybody without having to try and do it live and in person. I withdraw my motion. >> Thank you. >> Do we have to >> I move that we um bring this item back for a third reading. >> Is there a second? >> Second. Yeah. >> Thank you. And there is a motion um to bring this back um for a third reading u made by Trusty Benini and a second by Trusty Gerard. Is there any further discussion? May I please have a roll call vote? >> Miss Alvaro, >> I. >> Miss Aras, I. >> Miss Benini,
>> I. >> Miss Gerard, >> I. >> Miss Love, >> Mr. O'Neal, >> Mr. Torres, >> I. Uh, the motion passes with a vote of 70 and the board policies 0450 comprehensive safety plan. Um, we'll go for a third reading and then come back to the board. For item 8 C, when an ad hoc subcommittee meets or a representative attends a meeting related to their given assignment, board members may choose to bring a report to the board at this time. Would any board members like to report out? Trusty Alvaro, >> just quickly, um, we are on for the next meeting, which is the 18th, uh, for the Y to present to us about the the new buildings up at the camp. They will be here. >> Thank you. Other report outs trust on um >>
the housing subcommittee um met at a building in San Mato and we're awaiting documents to do further um exploration and consideration for it. >> Thank you Trusty Beni. Um the gateway subcommittee met yesterday and um we addressed a few items some of which the board has already heard about and we have a follow on meeting to address the rest of our agenda. >> Great. Thank you. Other report outs. Are there any comments or questions from the board for the subcommittees that reported out? I'm seeing none. Are there any from the public? And none from the public. Thank you. There is no action to take on this item. Um, for item 8D, board members will comment. Uh, Trusty Alvaro, >> thank you. Um, just well, I wanted to wish Chelsea a happy birthday. Next week, we
won't be here, but happy birthday. And then just a quick comment about the Juvenile Justice and Delinquency Prevention Commission. Um, yes, it's important that we hear from them. They are partners. for about 16 years. We had a representative who sat on the commission. We were appointed. I did it for 13 years and then Rhonda Chicado did it after me and then she had to step back because of a conflict with a contract with her nonprofit and since then we've never had anybody. So, um, if anybody is interested in that, it's a very it's a very hands-on way to kind of see both sides of it. is not just going to their meetings, but it's being part of the inspection team. It's being part of all of the behind the-scenes stuff that has to happen. Um,
it's a dual appointment. The board of supervisors appoints to the I get this right. The board of supervisors appoints to the DPC and the court appoints to the JJC, but it's always been kind of come one makes the nomination like in my case, Ruben Morales who was on the board of supervisors. Reuben nominated me and then the judge was able to second that and and it so they worked together. So if anybody's interested, it is an interesting partnership to have in a very very close way. And that's that's really all I have right now. >> Thank you, Trusty Aas. >> Thank you. Uh, I just want to report that on February 20th, I visited South San Francisco Unifi School District office and I met with Superintendent uh, Dr. Moore and board president Pat Murray and
they um, Dr. Moore handed a a fivepage document that I left at home. So, I'd like to share next time uh because uh she really uh just explained how they're working on a strategic plan for supporting students and facilitating um new curriculum for for um for the schools and and training teachers. So, it was very interesting. Unfortunately, I left it at home, but I'll like to bring that next time. Uh then also March 3rd, yesterday I did the site visits for special services at PS Verdes and Dr. Himenez um actually spent an hour and 18 minutes with me. It was very interesting. I really felt at home and and belonging as a special education teacher and I really was amazed of um all the work that is being done there. But also was impressed about
seeing the transition program the 18 to22 how the teacher had three different um technology devices for them. one was to work, which was a Mac uh not a Mac uh laptop, it was a Chromebook uh for them to work and then they had another iPad that was used for communication and then another iPad that was used as an incentive for positive reinforcement. So, it was like the perfect thing when funding is available. So, you don't usually see that. Uh the other thing that I I liked was the uh the apartment. So, uh, it's any transition teacher's dream, you know, to have a place where you can practice, uh, folding clothes and have a kitchen and, um, you know, they had a a like a living room, too. Just, you know, real kind of a it
feels real experience, right? Um and uh one thing that I noticed and that we talk about is about the future and needs that the building has and also some of the when it's very sunny like in the outside there's not a lot of coverage. So that's something that is coming up um as a need. And one teacher, middle school teacher uh in the programming also brought up uh the workability piece time ago, some time ago, uh the students were able to be placed out in the community for workability. So they practice their uh job skills. And I think so I'm not sure this how it goes but the funding somewhere or somehow is no longer there. So they don't do that anymore. So just just uh a comment. I don't know how that really works
within the um the system or the county office but um that would be a really important uh need for them because as much as you can practice within the school campus that experience of being out of the campus is very very important. So that was one of the things and uh and then I went to Canyon Oaks. Thank you Sarah. It was uh it was very important to me to be there and see how how much you know the the individualized services that exist um when our students have different ways of learning and needs. Um so I really appreciated you taking the time to take me there and it was my first visit so I really appreciated that. Thank you Sarah. Um and after that I had my first uh meeting with the gateway subcommittee.
So thank you for that too. Uh I am hoping to learn a lot more about the um gateway and and the processes that happening there. And happy birthday March 13 to Trusty Bonini. Thank you. >> Thank you uh Trusty Benini. >> Thank you. Um, I want to uh wish or you know uh express um congratulations I should say to uh Sanonteo Foster City School District for um yet another amazing ribbon cutting for a new multi-purpose room which was um uh on the 24th of February at Parkside Monastery. um they've had a number of these through their amazing support for their bonds and it was it's beautiful beautiful room and um the speech one of the speeches that was given by one of the students without notes without it was amazing so um we could all
hope to be that amazing at public speaking for sure um that was on so that was on the 24th of February that same day um I was able to join um some staff members and also um Trusty Gerard um at the PTA founders day lunchon and that was really really nice to be able to go to. Um they were um um you know giving an award of course to Superintendent McGee and also to um former supervisor and and many other things um Dave Pine and it was pretty inspirational and it was um it was a pretty good turnout there. Um and then um I also on on that day was able to go to the JJDPC meeting. I do try to go as a liaison even though I'm not a member um of that commission.
Um and they had a presentation by um a organization which I don't have in front of me but it was a workshop essentially for spoken word art and it was a you were able to participate in it whether you were on Zoom like me or you were there. Um, and it was really a program they're trying to bring into many of the juvenile justice settings and it was amazing and I did participate and it was very impactful. Um, but uh, if you know hopefully they might share more about that when they come to do the presentation but I think it is something that if there's any way we could you know um, support doing something like that for the students that are are our students, it would really be life-changing for them. Um, what else?
Um, I had the I would say absolute pleasure of going to the safety conference here in the at the county office the last couple of days. Um, I wasn't able to go to every session scheduled, but I I came for both days. I saw both keynotes. Um, and it was truly inspirational and I thank you know Mason for that hard work as you already have. Um it was it was amazing. Um and also um uh Chris Sha for um the the student panel. It was an amaz and I were both there in that first day and it was um what did we we call it the living room student panel. So they weren't like up on a panel, right? They were at our tables and we were having these discussions and wow that's like it
was amazing. So um building on that and all the I learned a lot. I even went to um to Mason's um Big Five presentation and I learned a lot about the Big Five that I didn't didn't know that we've not seen in presentations and I just I feel so um proud of the work that's going on. So, it was really nice to see it. Um, and what I would say is I was also today um in a um uh planning meeting for the upcoming county board uh conference that will happen later in the fall, the one that CSBA does. I'm on that committee. Um, and I uh talked about it because we were working on the outline of the strands and what we want to see in the presentations that we will elit solicit. And
I added uh in some language regarding the the description of the holistic nature of safety, which was really the balance that I saw throughout the two days, which was yes, they talked about physical safety and um the responses, but also about psychological safety and all the other pieces. And so they added that language in. So, I think it's a really uh prime opportunity for us to maybe find some things that we want to submit for that conference because it says it right there. So, um yeah, that's I'll just I guess I'll just note that on Saturday, this coming Saturday from 9 to 2 here all throughout I think the building is the transition to independence fair which I used to chair when I was on the commission on disabilities and I know the SULPA is
taking the lead on that this year which is amazing and the commission uh will be here as well. So, if you can make it in anytime between 9 and 2, I know there'll be a lot of sessions going on. Um, some performances. I think the New Hope band, which they of who they often have, will be here. So, it should be really um a fun day. So, if you can make it, >> there's going to be Zumba, too. Would you >> Zumba? Yes. >> I'm already register. >> All right. >> Thank you, Trusty. Love. >> Uh, nothing today. Just happy birthday, Chelsea. Thank you, Trustio. >> Um, yeah, today I got to um, well, first I want to apologize for being late. When I was in the city council, we hired a city manager and
the city manager was retiring. So, he was having an event tonight and I left early to get here. But I also was able to meet with the guy in charge of the senior program there. And I asked him about the program where the high school district is now transporting the seniors to lunch. And he's actually going to be going to the council to see if the council would be willing to pay for the school district to do it almost on a permanent basis to keep it going because it's been a good sin energy for both school district and the seniors and everything else. So I just really have a big advocate that all these different areas of government don't operate as silos that you know there's stuff there's needs that some some one entity can
maybe help with the other with and stuff. So I want to apologize for being tardy. I did meet a board member from Santa Cruz there who is going to be going to the meeting next week. So, I'm going to solicit him for our task force um there. And today I got to do one of the fun things of being on a local school board that we don't get here is do read aloud. And you get to go to the library, pick a book, and I got third graders. Okay? And I happened to pick a book that talked about that, you know, that movie numbers where the black women were the were did all the numbers for John Glenn and all that stuff and everything and the questions third graders asked about space and astronauts and
they really brought back a moon rock and you know what they do with the moon rock, you know, and stuff. It really makes you realize why you want to work with kids and what you can do with them. So, I always enjoy that. Then, of course, I've signed up for the Oceanana senior evaluation and I might be bad, but I thought I sent it for to send to all the board members. And so, I don't know, maybe I'll resend it. I forgot. >> Oh, okay. >> Yeah, she she did it last year and she thoroughly enjoyed it. Actually, my boss, the supervisor, did it last year and he wants to do it again this year because he really you really get to see, you know, the good kids and Sarah's son is going to be
there and getting evaluated and and because he's graduating from Oceanana. So, I really would encourage any of our board members if you can do it. It's March 27th um to do it because it really is cool to see these kids that >> That's the training is March 27th. >> No, that's the event. The training there was one that was supposed to be today but it got rescheduled but then there's two training days that you can choose which one you want to go to. >> Yeah, I I'm signed up for one but now I don't know. Um >> yeah, but anyhow, March 27th is the date they're doing it. It goes from 9 to 3. But I would strongly encourage anybody that wants to that wants to go see good kids, you know, been working on
this for four years. Um, it's really kind of cool. >> Thank you, Trusty Gerard. >> I'm looking at finding out when I'm supposed to be in Oceanana. I'm sorry. Um, I am signed up for that, so I'm very excited and I highly recommend it. Um I think I did two last year. Uh I was think I think it was two not three. And uh I really really uh thoroughly enjoyed both of them. Very different students, very different presentation styles. Very interesting. Very very interesting. Um, I did go to the ACCBE conference in Modesto and um, it it really was very very informative. Um they had 35 people and we actually had 50 almost signed up. But uh we ran into uh weather and because it was in Modesto, we had a lot of mountain um
boards that were supposed to come and for one reason or another couldn't there. They had fallen trees and they were snowed in and no electricity and all kinds of things. But it was um a very very informative um conference and I highly recommend um the board attending either the one in Riverside or the one in Yukaya. All three of them are going to be different and they're all um there's a couple of things that are the same, but most of them are geared for the area where they're being held. And I think the one in Ukaya is really going to be interesting because um they're having some presentations on the Indians >> and the students. >> I'm going to that one. >> Yeah, >> I'm excited. >> And so I think I think that'll be
excellent. Um, I also went to the uh 17th district PTA lunchon and uh was so happy to be there um to be able to be there for the recognition of of Nancy McGee and also Dave Pine. And then the next day I went to the Chamber of Commerce 128th uh celebration or something, wasn't it? I brought the I brought it. Um yes 12 celebrating 128 years the chamber of commerce and um Nancy also received an award and uh she received uh the champion Tom Moore champion of education award and she was able to attend um both functions. So uh I'm so happy that she was able to be there. Um I also went to the safety symposium um on Monday. I was not able to go yesterday but um it was excellent and the presentation
with the students um that Chris Shast did on Monday morning um was so different than anything that I participated in where every table had a student sitting and then we had table discussions with our students. um questions were put up and asked and we we were able to get the students perspective um on a lot of the questions and you know you think you know it all and then you're talk to the students and guess what you don't um their perspective is very different than than what you thought. So um it was excellent. I really enjoyed it and then attended um two other presentations that were excellent as as well. Um, I also, um, am very excited to say that I get to read, uh, to students this week. On Friday, I'm going to be

And there's always delicious food and great performances. So, if you are able to attend, um I believe it's from 8:30 to 2. Um but again, the flyer will be sent to y'all soon and registration is free.
