008of an lgbtq student in our district and I am the board member of our local P flag chapter in my P flag role I work with other volunteers helping families support the lgbtq children and advocating for their equality and safety our local chapter has been doing this for over 40 years and as a parent and volunteer I am certain that we all know how school policies directly impact the well-being and academic success of our children my child school has been a wonderfully supportive place and I'm grateful daily for the teachers and staff who have made my child feel welcome and safe because of them my child has thrived and grown even beyond my own high expectations however this growth and visibility now feels precarious with a sudden shift in our National Climate right now anti-lgbtq
009groups and our own federal government are making a powerful campaign to very literally erase the identities of transgender people through lives and false information they are planting the seeds for intolerance hate and dehumanization their statements are already being echoed in the hallways of our schools magnifying lgbtq students fear and uncertainty about their future in our schools and when we are quiet those spreading hate control the narrative while I appreciate the district's previous supportive comments our lgbtq students need more I know our lgbtq students are watching and waiting to see if the schools will stand up for them every day they do not hear from you is another day that they question their value and safety I have provided you with examples of strong supportive statements from the Santa Clara County Office of Education and the

011to be here today A little nervous as you can see but uh my name is Libby and I'm a student rep from Burling game high school and also on student board Council um a little bit about myself is that um at Burling game high school I'm the president of the students in action club which is a service Club um and right now we're actually doing a huge um Squad initiative to support the LA wildfires um and then I'm also interested in economics and computer science hi everyone nice to meet you I'm really excited to be here as well I'm a student rep from Aragon High School where I'm part of my student government I plan engaging events for students in my grade and particular as well as participating in the planning for other schoolwide events
012I'm also part of my school's robotics team so you've heard a little bit about us um what's going on at our and now we're going to transition into what's going on at our schools so for Burlingame we currently recently just had our winter formal at the Hiller Aviator Museum which was really fun for everyone uh right now we're in the middle of school Olympics which I participated in the soccer event um and we're going to get get the results probably in two weeks which is pretty exciting uh we have our drama play the something rotten um which will be really exciting for everyone to watch and then our wrestling team is going to CSS or CCs my bad Y and at Aragon high school right now we're in our underclassman versus upper classman Spirit Week
013today was barbecue dad versus soccer mom day hence and we're really excited to be hosting our Valentine's Day schoolwide rally tomorrow we're also really excited to have our winter formal on Thursday on Saturday excuse me and it'll be at Devil's Canyon Brewery and now so a little bit about student board council at our very last meeting we learned more about the history behind School boards we learned that in the past before school birds were a thing um education primarily catered to the wealthy and male population and thankfully after school boards were created they helped to increase diversity and reflect the many different views that make up our communities and then looking into the future both Emily and I will be participating in the AI task force as well as other fellow student board council members
014to provide feedback on how we're going going to integrate it into um education workfor for the district and then lastly we're looking forward to our next student board council meeting on February 19th which which is next Wednesday and we want to thank you for giving us the time to speak today so we're excited for this meeting okay thank you um trusty Lan I'm G to keep it really brief I'm still getting over a cold and I have a really bad sore throat so I don't want to talk too much um but um I'm just in the thick of it and I'm glad to be back I'm sorry I missed last meeting but I was um doing a talent show with my uh with with my students eighth grade girls we were all U mascots and

016okay trusty Jacobson thank you um first I wanted I have a few things to say and report on first on the Martin Luther King Jr day um I was involved in planning and participating in a multifaith day of service we had about 15 different service projects throughout the community some of which um benefited and were participated by volunteers from our district we had um teers working at the peace Pantry Garden at Hillsdale high school and um we had one of our own Hillsdale high school students leading a project to bake a thousand no I think it was 1,200 cookies for all of the hundreds of volunteers who were there that day as well as other nonprofit organizations and we had other students um volunteering and staff members and it was a great day um and
017in honor of Martin Luther King and because it is Black History Month um I just wanted to say a few words and read just a couple of quotes um the acclaimed African-American actor Morgan Freeman has said that American history is black history on Monday we will celebrate President's Day honoring George Washington and Abraham Lincoln all three of these leaders uh George Washington Abraham Lincoln and Martin Luther King played critical roles in establishing and reestablishing this nation as one conceived in liberty and dedicated to the proposition that all men are created equal and that quote is from the Gettysburg address by Abraham Lincoln um Abraham Lincoln um made several comments on the morality of slavery throughout his life and he said if slav is not wrong nothing is wrong and when he the day that he
018signed the Emancipation Proclamation he said that he had never done anything where he felt so right about that action um Martin Luther King has said let me just pull it up before the Pilgrims landed at Plymouth we were here before the pen Jefferson etched across the pages of History The Majestic words of the Declaration of Independence we were here if the inexpressible cruelties of slavery could not stop us the opposition we now face will surely fail we will win our freedom because the sacred Heritage of our nation and the Eternal will of God are embodied in our echoing demands that was given at the speech at the Lincoln Memorial in 1963 so I just wanted to pay tribute to those leaders and to um the founding principle of our nation that we are created equal
019um I also wanted to say that uh truste Andre uh andr Zuniga and I um both participated and um Miss Chalkley participated in a visit at Bayside Academy which is one of our feeder schools um we toured the school visited several classrooms had presentations by staff and it was a great um day of learning and uh interacting with our partner school um I also was able to attend a virtual information session about Middle College um and even after being on the board for two years I still learned a lot about that wonderful program that we have in this District I was really really impressed um with the presentation and with the program itself and I also was able to attend our district um our staff certificated staff uh professional development day at cappuccino high school
020and I was really grateful for the opportunity to interact with teachers and to hear their um perspectives and experiences and and anecdotes of what's happening on the ground and in the classroom and um some concerns that some specific concerns that they have and I know we'll be having a presentation on that later this month so I can speak more about it then but just wanted to report that I think that's it thank you thank you trusty Andra zga yes thank you very much um yes just like try Jacobson said we attended our partner District uh visitation it's always really nice to go back to the elementary in Middle District because it's like that's where it starts it's education Journey um it was adorable to see the kindergarteners learning their letters and the we in reading
021and all that it's really cute it is very different than you know than high school and so it was just nice to go back and see the fundamentals are um that's always great and our partner districts are amazing um that's where we get our kids from you know and we um all kind of learn from each other um there are things that we bring back here and that they can learn from us so we're all in this together so it's a it's a little chain so it's kind of nice um and it's nice to see people that we don't get to see all the time and spend some time um on uh or I attend Ed the black Educators um it's it was a celebration for Black History Month last week um there were a
022few uh folks from the different high schools that showed up and we um just broke bread together and just were in community with each other um it's really easy to go every single day with just going and going and going and not stopping to have a moment to talk with each other and connect and just have a good time and enjoy each other's company so that was really nice um the black parents Association had a parent meeting um a few weeks ago and we also talked about being present and showing up for our children and for our students and um uh Miss arbizu is there and it was really nice to just again be in community and to talk about some of like the similar ideas that we have and just similar struggles similar um
023experiences and just validate that um it was really nice to be in that Community um I attended the so the Horton Community Schools PTA had a luncheon for their Educators um I have not been able to go to that luncheon ever since I've been on the board and so it was really nice to be able to to attend that um it was nice to meet people that also receive and educate our children when they're up the Gateway and they're up at the ysc um it's important for us to know how they're being educated there how they're being treated um what the relationships are like with the folks that are um connecting with them because those are some of the students that need a lot a lot of support and so I was super pleased to
024to learn about everything they're doing and to meet everyone um there were other folks from other districts that also showed up um K du from sequa Union was there um Chelsea bonini from the uh Board of Education made these amazing macarons and so it was kind of nice to like collaborate together so that was cool um I am part of the ceto County Schoolboard Association and we are requesting nominations for officers um for our uh 25 26 school year um we also were looking for area representatives and so if uh if any of you are Schoolboard members that are part of the Association um and would like to either remain as area reps or want to participate as area reps or officers please get in touch with me um and then also uh trusty land
025is part of this too so uh for tres to support him and uh in continuing his delegation um that would be that would be great um there was also so I also attended the PD day at um capuccino um I was able to attend a couple of different uh workshops uh one of them talked about critical Consciousness and historical consciousness and um we were discussing some issues that have been being experienced by folks in our community lately um and how sometimes when we show up we show up with a lot of a lot of stuff that we're carrying and so being patient with each other and being uh just kind to each other um but also to acknowledge each other and in our struggles is really important because sometimes we don't get that validation um
026I I I want to recognize also um just a lot of the struggles that are happening um thank you for talking about our LGBT LGBT students um along with our LGBT students that need a lot of support and so do our students that are um dealing with IM migration issues right now um there are some cards out there there are red cards that will give you information on what your rights are and what the rights of the families are um during this time and the event that they are presented with a situation of being removed um from this country um also in terms of hate and being um supportive of each other and um standing up for each other if you you know see something that's not right say something about it um we have
027to stand up for each other especially right now um some of us feel isolated and feel singled out um it's important it's really important to stay involved and be present for each other um same thing with our disabled Community with our students here in our district um there are there are situations happening in our federal government that are not supportive of our disabled students um which really concerned me I mean for the obvious reasons of being disabled and also because I am the executive director of a nonprofit that serves folks with disabilities and we have youth programs that are geared towards our youth with disabilities our our funding that we receive is extremely important for the transitions of our students into adulthood and into the opportunities that all students have um mostly from students that
028are not disabled um so it's very important for us to be aware and pay attention to some of those things um that are happening in our government and again stand up for um for those that that are not able to be involved or able to have those voices presented um it's again you know it's also a matter of of being there for each other so people don't feel so so isolated um and that's it I those are my comments thank you trusty Chavez thank you thank you for the for every comment uh that the trustees uh already made I I I think it's I second that um about a lot of what you guys have already mentioned I wanted to uh add I'll just make mine real brief um about two weeks ago I attended
029the citizens oversight committee and Mr Yancy Hawkins of course is there and I just wanted to give a shout out to all of our parent and community volunteers most of us on the board we're also um tagged to committees you know uh with a lot of parent participation a lot of commune members participate so we always appreciate that and all the all the meetings um are open to the public somehow folks don't really want to join the citizens oversight committee because we scrub through this is a great group of of people they scrub through the bond measures and they ask a lot of questions and they read through the audit thick packet they read through every page and they ask a lot of questions yany gives them uh Mr Yancy Hawkins gives them homework to
030make sure they read through every single page so when that audit report and whatever the report um the annual and report that comes to the board it's already been vetted out with the with the committee um so I want to give a shout out to all the um parents and Community Vol volunteers that sit on other um I'm not articulate myself very well that sit on that sit on other committees that we have because we have a lot of parent volunteers on all of our committee so I want to give a thank you to everybody the other thing I wanted to mention was we have another storm coming through right now and that just reminds me of the storms we've had in the past few weeks heavy rains heavy winds we've had power outages and
031I want to thank staff for always taking care of all of our students and our staff through the power outages through the heavy rains and the heavy winds and sometimes you feel like you're going to be blown away and and the staff is right there quick to help students and and staff and make sure our grounds are safe you know they go through all the grounds early in the morning before school starts to make sure that there's not a down tree not a branch in the way and just for safety and so I just wanted to tell give staff that shout out that I all of us really appreciate all the hard work especially through the storms keeping everybody safe thank you okay well I got a couple of comments and certainly it is Black
032History uh month and I try I tried to make that celebration which was a pizza party and um um I was stuck on the other side of the other side of the bay I did make the same meeting the black parrent association meeting that Saturday morning but I got when I was there I was like the second guy there but I had to go to a church meeting so I had to leave um we just missed each other yeah and just all met up met out so I want to talk a little bit about uh the the two Educators I mentioned earlier and one of them is Charles Douglas who had like and you know you you do research and you like to think it's the facts and then you get all these facts that
033don't quite align so don't don't blame me for the you know any inaccuracies but uh Charles Douglas had 58 years as an educator and he actually started this the year I graduated I think he started I got out in the spring of ' 67 I think he started in the fall of 67 and um he worked his way up and ended up as principal at samel and he was he's principal there for eight years and he got to be known as Papa Bearcat and it back when samel became mtio also so it was a lot of lot of stuff going on I um really think of Charles as a a person and I all the principles that are listening and all the principls and administrators in the room I wonder how you're able to know
034all the students names in that you know on your site but you know Charles was one of those people that knew all the names of all the students and he could talk and relate to a gang member and get the gang member on board with stuff you know he knew you know and he could he could relate to them get them going to class get them out of the hallway do what it took to motivate him but he could also talk to the valid dictorian about his future her future what was you know what their plans were and stuff and he totally related to everybody and he was a really committed educator I mean he he just embodied what it means to be you know the educator there so um and the other thing and
035this is a this is one of the where I get my advice and consul um sitting around at football games and I you know I would sit at a football game with somebody like Charles Douglas and I'd be chewing on an issue you know and i' just you know solicit what do you think you know and sometimes you get really good opinions really caned opinions from people in in an informal setting where people are comfortable and you know a lot of times he didn't have a vested interest in an issue and he would kind of you know the pros the cons and whatever and he was a really good sounding board for me so I uh really appreciated his his input his his advice and conso and he was a great guy also a tennis
036player and had a sporty little 356 Porsche so uh Buzz Williams was actually Ral Buzz Williams and I think he started at samil the same year I did which was 1963 and um he was actually my football coach and I I I don't know that I liked him as much as my football coach as I respected and loved the guy you know after I got out of school um he he actually put together some impressive records you know was like his football his football record was like 201 and 90 and5 and um he had a 29 game consecutive win streak which is like forever in you know in high school sports uh and he was also the golf coach and I think they went let see they went the golf team went undefeated for three
037straight years wow so I mean you know I I I wish I had known that you know because I was like focusing on swimming at football and now I'm focusing on golf I'm like jeez I should have been there trying to play golf in high school and I probably wouldn't be as bad as I am today so um but uh I always called him Coach right to the end you know he taught you know he taught character um he taught you how to face challenges push push to you know your limits um carry the lessons of life into the future and I think both of them really helped develop people's character and I think I really admired that in both of them so they're you know they'll be missed so uh anyway those are my
038comments so and I apologize I yeah you know this is like a stroll down memory lane and I'm the only person walking down memory lane because everybody else is like okay it's so interesting though I mean that's history you know what's going to happen um you know you lose the Legacy and you lose a lot of the history and you don't have to live in a history but certainly it helps you understand the background of the district as we move forward I don't want to stay back there right you know I don't want to go back and play Frost football again but I do want us to appreciate the people that have really made this this District great so I think we truly appreciate it and honor appreciate what you did and honor it okay
039okay item M Communications to the Board of Trustees are there any Communications this evening yes so we received uh or we sent a communication uh to Mr Ken mcgomery the executive director at Design Tech High School uh this had to do with the 2425 first interim financial report and we thought it was pertinent for the board that on the basis of our review and Analysis and this is Mr Hawkins and his team the first interim financial report uh presented and adopted on December 11th 2024 appears to adequately reflect the financial and budgetary status of Design Tech and it's consistent with state requirements the letter is long it's it's about five pages I'm not going to read all of it obviously but um it just shows that we reviewed DC's first interum and monitoring that so

041and a second um how does the board vote i i i how does student board members vote thank you okay those items passed we will move on to 025 approval of the contract with the Department of Rehabilitation yes um I didn't I I'm pulling it I I want to approve it but I just wanted to make some comments regarding how important the Department of Rehabilitation is for our school district and for students with disabilities um unfortunately currently it's uh in Jeopardy also of being unfunded because of the dismantling of the Department of Education ferally um that would be catastrophic for our students with disabilities um as well as just in general folks with disabilities all across California um the program the programs that we have here at our district one of them in specific um
042that helps our students uh gain employment um an experience uh through the programs that we have um and having a disability um they pay um at least minimum wage which goes along with our efforts in the dis dis in the disability Justice movement to remove the substandard wages that are um given to people with disabilities across the country there's still I think like 12 States or something like that that still pay people with disabilities substandard wages so so that's that's horrible and to and for our state to be able to um provide resources for that and in our district supporting that is is extremely crucial um the National Council on Independent Living has been fighting for um the removal of substandard wages for quite some time and there's actually actually some federal federal um legislation
043that have been put forth so please please pay attention to all of that it's extremely important for our students um um as I said um the dismantling of this of the Department of Education is also um really really destructive because it funds um special education um please contact your Congress people your state senators your legislators your um your US senators um to talk about the effects and to educate them on what it would do to our school district and to our students um if this um continues um it is also part of uh Dei the disability equity and inclusion which should also include access so um the a is missing so it's deia and um we are de deia um the disabled Community is one of the largest minority uh communities in the entire world
044we um Encompass every single culture every single ethnicity every single person in this world um so to say that we are going to remove deia is is removing is removing people with disabilities and it's erasing um who we are in society um and everything that we have fought for um so it's extremely important um to be able to support um support the efforts that our Department of Rehabilitation doeses and so um with that I wanted to U make a motion to approve um item 025 I'll second that okay we have a motion and second um are there any online comments there are none in person there are none okay thank you um there's no uh no further comments all in favor I I than you student board reps you guys are kind of harmonious when

047honor them uh with the golden apple and for January this month we awarded uh golden apples to deserving employees who go above and beyond uh we we awarded two uh golden apples to classified staff members uh Lori Durham is a health aid at Mills High School her principal of Pamela disisi said Lori is a compassionate and caring uh person who cares deeply about supporting students she is the number one trusted adult on campus for many students and she gives her time and her energy to our Latina Mentor program creating rich and Lasting mentorships for the members that truly connect them in a significant way to the Mills High School Community Lor's energy and positive attitude is admirable and so we're so fortunate to have Lori at Mills and she is so deserving of this honor
048so I just want to say big congratulations to Lori Durham and then we also have Justin uh uh do doppy is a district-wide electrician uh our district uh excuse me our director of Maintenance operations and Facilities use Linda Carlton wrote Justin exemplifies excellence in his role as an electrician consistently demonstrating the qualities that make him a Cornerstone of our team Justin is a highly skilled professional whose expertise span every aspect of his trade whether addressing complex electrical issues or ensuring the seamless operations of our facilities he approaches every task with a level of competence and precision that sets him apart and Beyond his technical skills Justin is a dependable and invaluable team player he is always ready to collaborate share his knowledge and lend a hand whenever and wherever needed his ability to work seamlessly
049with colleagues and adapt to challenges make him an integral part of our operations Justin's exceptional work and his work ethic and his quiet dedication are truly uh inspiring and so big congratulations to Justin U for uh being awarded the golden apple and then lastly and certainly not leastly uh I would love to introduce and welcome Kevin Sanchez uh to the Podium Who was appointed by the board as our District's new general manager of facilities use uh he joined the district in January of 2022 and served as the facilities use manager before being promoted to this new role Uh Kevin has been integral in increasing the revenues to an all-time high of $2.7 million in the 2023 and 2024 school year this is especially impressive because coming out of the pandemic revenues were down to a
050whopping figure of zero uh please join me in welcoming Uh Kevin Sanchez and really Kevin congratulations uh on the appointment yeah thank you very much I I appreciate that very much yes it was uh certainly when you're starting at zero and working your way up you have nowhere to go but upward uh good evening uh numbers of the board um as mentioned my name is Kevin Sanchez and I'm honored uh to be serving as the new general manager of facilities use uh thank you for the opportunity to be here this evening and for allowing me to take on this new role for the Sano Union High School District having worked in for facilities use for the past three years I feel well prepared for the challenges ahead and I'm genu genuinely excited to serve both

053of uh stories it's not part of my regular report um when I I knew I met Char Charlie I call him Charlie um when he was a principal at San Mato but how I really got to know him was as a mentor uh when I started um officiating uh high school and college wrestling and um if you don't know it Charlie was is a member of the wrestling hall of fame um he uh is was the first African-American to officiate the NCAA double uh Division One National wrestling championship he officiated many division 2 championships and of course high school and college matches um all over the country um but when I met him and when I was starting uh as an official he was a a mentor for a lot of us young young guys
054uh trying to get into um you know supporting the sport for for high school kids um so much of what Bob said uh is just Rings true to me too you know he would have a a a great anecdote a great um comment and perspective on things um he truly uh respected University he could talk to anyone um if you've ever been to a wrestling tournament if if you if you don't if you've never experienced high school wrestling or college wrestling um the tournaments are long um uh tiring uh hard uh usually in dark wintry rainy uh weather in in gyms that are that get funky and uh it's a it's a very interesting and unique environment and Charlie was always a uh a welcome presence uh when you walked in and saw him uh
055as one of your uh one of your lead officials um just an exemplary guy and uh yeah um lots of candid opinions that I won't share here but just uh someone who always gave back to the community gave back to sel high school and the Sano Union High School District um as you probably know he was a substitute as well um both my my children in the district um had him as a substitute at one time or another um and you know whenever they would come home and they would say we had this guy today he was a said he was a former principal and and I said Oh you mean Charlie Douglas and they would always say it was a great time in class with the kids and uh yeah so we'll miss him
056and I just want to thank uh Bob for saying a few words and uh what a great guy um moving on um I want to Echo uh What uh trusty Andrade Zena said um and what trusty Jacobson referred to and really what the speaker tonight referred to as the sudden shift in our National Climate I think it's um it's beyond it's beyond compare the the changes and and sudden sudden doesn't quite put it strongly enough I think it's a shocking shift in our National Climate um yes our district needs to do more and we all need to do more to support our community and the and the families and the students in our community who are feeling um afraid and fearful um uh for the unusual and really unethical things that are that are beginning
057to happen in our country it's almost unbelievable to think about some of the things that are happening um to that end I do want to commend um despite the fact that we do need to do more I do want to commend the district and and superintendent Booker especially for um you know taking an initiative to provide um really important messages to the not only the the internal District Community but also the external District Community to talk about safety to talk about protocols um the district providing a uh a toolkit on the website to help uh families and students and really staff and employees to understand uh what their resources might be um in this time of need um I I really have appreciated my conversations with superintendent Booker in recent weeks um about some of
058the processes that are occurring but also some of the responses that we we might make and so I look forward to that further collaboration and just want to commend um the district for you know taking an initiative and taking this situation seriously um I also was it was uh I was regretful not to well regretful maybe is a strong word but uh was unfortunate I was not able to attend the last board meeting um but you know some of the I just I know there were some comments made and there were uh contentious discussions um and arguing I'm sorry opposing viewpoints um but one thing I do want to point out um is some of the language that was used by some of the speakers uh from not necessarily within our district but some folks
059who who spoke about some of the employees of our district and some of the actions that our district has taken in terms of um supporting students um I want to remind the board of policy 13313 the civility policy and I'll just quote a few you know uh highlighted points um the in the in the first paragraph the board believes that all people all people should feel safe and protected and treated with dignity and respect in their interactions with the school Community um it's the district's intent to not in I'm sorry it is not the district's intent to deprive any person of his or her First Amendment right to free speech or freedom of expression in fact the district encourages Public's cooperation and adher with an adherence to this policy the behavior and students of Staff
060members of the public that that is hate motivated discriminatory harassing intimidating bullying Andor violent Behavior or is any other way unlawful is prohibited and subject to discipline in accordance with law as spee as specified in this District policy and regulations it is the board's responsibility um that if someone from speaking a member of the district Community exhibits inappropriate behavior at a board meeting that the board president will calmly and politely ad admonish the speaker to communicate civil if corrective action is not taken by the abusing party the board president will direct the party to leave promptly the board president may also call for a recess and adjournment from the meeting some of the comments that I heard at that meeting from the recording that I watched because I again I was not in attendance um
061there is no question that some of them were clearly hate motivated and clearly discriminatory and clearly dispar maraging and clearly um harassing and intimidating um again this is an area where we can do better um we have a policy we should support that policy and we should act on that policy when those kinds of comments occur um shifting gears a bit uh I'm look I looked at the the board agenda earlier in the week and saw the the number of um retirees uh on the um the board agenda and I know there will be more um coming in the near future um but I just want to say you know I'll just list off the ones that are listed tonight Denise drer Steve Earl Cindy Skelton Michael Gibbons Chris baly and Sally sabot together represent
062over close to 185 years collectively of service to this District um I know all of them personally um I've worked with them in various capacities over years they are all Innovative impactful and dedicated to the success of their students and I'm proud to call them colleagues they'll all be missed um but the quality of their character and their efforts in this District um should not go unnoticed and I know that they there is a you know a little asterisk that says there there's a certificate of recognition but the if you just look at the years of their lives that they've dedicated to this districts and the students in this community it's it's overwhelming and impressive um uh second to last um we've I've had some conversations with uh superintendent Booker and Dr Black about um
063negotiations um we are we have surveyed our membership we're compiling the data we had a really good turnout for the survey which is always impressive it just means we have a an Engaged and active membership uh we're looking forward to negotiations this spring um and and we're hoping um that and I and I know that the district is is um anxious to um move forward in that process as well and we're hoping to to see you at the next board meeting uh with a sunshine proposal that's our Hope anyway does take time um and then finally despite this uh current weather um uh you know and I know spring is quite far off but it's something to look forward to but since I was a child uh it's always been the first couple of weeks

066difference thank you uh and just thrilled to see you um in positions um and ready to lead the way so the morning candidates were uh the president was uh Eva an nanina Maria azip and then uh the vice president was um I hope I say this correctly Calum medb jabali and maryo and uh Jose Luis Mendes and then the evening candidates quite a few people so uh the president was Quan toek and uh hien ho and uh the vice president uh candidates were um Henry manessis and uh samjana Sharma pudell so uh there's a new era we have a new era of uh student leadership and uh a wave of excitement and anticipation swept through the student body last week throughout the campus as we elected our new student council officers demonstrating True Tech savviness
067as the entire election process uh from the informative uh candidates Forum to the final vote was conducted online and making a significant step in embracing digital literacy so good things are happening adding to this celebratory atmosphere several of the Beloved smce alumni returned to the campus and uh to lend their support enthusiasm to the election process and we're all thrilled to announce the newly elected leaders who will represent the student body so the morning cohort is the president um is uh Maria AEP and vice president Calum medb jabal and uh the student liaison Eva anina and student liaison also um is Jose Luis Mendes evening cohort we have as president Quan TOA and vice president Henry manessis secretary hian ho and student Leon Sami Jan Sharma pudell and I forgive me if I mispronounce the
068names um I practiced uh this week marked the beginning of their leadership Journey as representatives from both our morning and evening cohorts convened for the first student council meetings and we're confident that uh these dedicated individuals will bring fresh ideas and a strong commitment to serving their fellow students and and you can really feel that um enthusiasm manifesting as as as as a fresh um pulse on campus adding to the excitement 12 students from their from the student council and student ambassador programs have have been selected to represent mace at uh the ccae bay section conference in Premont on February the 22nd and they'll play a vital role in the panel discussions uh focusing on the importance of immigrant student engagement in both school and Community this is a fantastic opportunity for our students to
069share their perspectives and contribute to this important dialogue uh so we're incredibly proud of their dedication and again we uh supportively um look forward to their contributions so our theme at uh at sm's gratitude via our collective bargaining agreement we're grateful for uh number one compensation the salary increase uh steps one to six of the salary schedule were negotiated December 2024 and increase by 4% retroactive to July 2024 and the Workshop rate uh will increase to $37 per hour effective January uh 2025 amendments effective July 1st 2025 uh master's degree stiped teachers with a master's degree will receive a 750 annual stipan uh pro-rated for part-time teachers working less than 30 hours per week uh salary placement for master degrees master M degree holders teachers with a masters and nine years of service will be
070placed on step five of the salary schedule teachers with a masters and 12 years of service will be eligible for placement on step six of the salary schedule good things are happening so um work year article 7 Amendment the academic calendar this mace must finalize the academic calendar by September the 1st of the preceding year and uh modifications are permissible after conferring with the Union if circumstances change and um we want to thank um and acknowledge our no negotiations team uh Kelly Underwood Rosas Jeanie Diamond Jesse Talia phoh and Lynette Garcia our Union Officers and members who work tirelessly to secure our added benefits and we also want to thank the Sano High School Union district for their participation in Fair and Equitable negotiations that made this possible so thank you for that thank you
071um upcoming events in honor of Black History Month uh the adult school will host its second annual uh staff celebration on February the 27th this year's event will explore the contributions of African-American inventors to American society and feature of celebration of africanamerican Cuisine you know we're also uh we had this set up last year uh and um we will again in the lobby have a uh the two glass display cases uh featuring some of our um some of the paintings from uh uh of our um students our African-American students um and uh they'll be there as well if you'd like to um uh discuss with them their process and and um we did that last year in fact we uh invited some of the advanced ESL students uh over to the reception and it was
072just it was wonderful the discourse and um um wonderful for the the students and the artists as well um to be recognized there there I I really urge you to stop by and take a look because their paintings are are beautiful and um inspiring and all the good things so as we move on forward here I wanted to just share with you something from the CFT uh president Jeff fedus it's uh paraphrased by SM Union VP Lynette Garcia and uh he mentioned that just on January 20th celebrated we celebrated Martin Luther King Jr's uh day and I was goingon to say unfortunately but on that day the new administ a new Administration was installed and in its first week the Administration has followed through on its campaign promises implementing a series of orders that has
073the ability to negatively impact uh working people and uh to include many of our students and families working people and we understand that the next four years will demand much of us as one person wrote we can and must gain strength from one another must gain strength from one another and remember that solidarity is in itself and Act of resistance it is more important than ever that our local unions are strong and that we recommit ourselves to Partnerships with friends families and our greater community and with Grace and we thank you that's it for me thank you yeah you're welcome we're going to move on to uh item Q uh special reports and appearances um superintendent Booker are there any special reports and appearances oh yeah that's we're getting into the heart of the meeting
074here um this is uh I'm introducing Valerie arbizu yansy Hawkins to talk enrollment uh recommendations uh which is a Cornerstone of how we develop our budget how we develop um section allocation at school sites all those things so with that I want to welcome Miss arbizu thank you yep there we go good evening everybody um happy February uh my name is Valerie arbizu I'm the interm director of student services and I worked closely with Mr Hawkins to put the enrollment figures together this evening um so we'll go ahead and click right through Wicked I like the technology um so we'll take a look first at the enrollment projections um that we took a look at um if you can take a look at 2024 that is our current year so coming into this year uh
075we did anticipate again like a slight reduction in um in our overall enrollment districtwide going into next year uh you'll start to see a bit of an increase for the next four years um going up about 1.6% 2.1% 2.5 and then we'll start to stabilize around the 2028 29 school year and then beginning in 2029 will start to decrease just a little bit um we're seeing that from our um our neighboring school districts as well many of them are in the decline phase we're kind of on a bubble right now that they kind of sent up to us so our enrollment recommendations are on this particular slide and before I get too deep into the the details here I did want to draw your attention to the darker Gold Elements there for Berling game and
076cappuccino um we took a moment to do a quick reset in how we were um counting all of the students who were attending our schools so um last year the enrollment capacity for Berling game high school was 1510 and that was for all of the students who were enrolled in grades 9 through 12 but it didn't include the students who were on campus for the adult transition program and the same thing for Cappuccino high school so cappuccino had an enrollment capacity um that was board adopted of a thousand but they have about 30 adult transition uh program participants so we wanted to make sure it would be a little easier for principales and administrators as they're opening up their student information system so when you open it up the first thing you see is your
077enrollment for the day um and kind of an enrollment encapsulated over the course of the last few weeks and you have to do some really quick math and go wait wait I don't have you know 1585 students do I really it feels like I have fewer than that but they really do have that many so that's what that enrollment adjustment is um it's not a change in dollars spent it's just including all of the students in that number so moving along in the columns here um that First Column were the board adopted capacities for the current school year that were in in and then that second column is just an adjustment to um include the adult transition students the third column was the present enrollment as of February 6th and that was um a live
078count for all students enrolled in all programs attached to those schools as their home site so for example um I'll use Aragon as an example because it's right at the top there um Aragon had 1662 students enrolled at that site that included all kids who were attached to Aragon including students in in um independent study if they were attached to Middle College if they were in E College uh Home Hospital programs all of the programs attached to Aragon is included there uh as of Monday we have 1,618 students enrolled for uh Aragon high school and the same thing with all of the other numbers going down some of the schools have higher enrollments uh right now because we do we're still waiting for uh parents to decide whether they're going to send their students to
079our schools or if they're going to go to a private school so there will be some Fallout from some of those numbers so when we look at the projected enrollment per power school that takes those um students who elect to go to private school into account the second to last column there is our projected enrollment per Power School removing the students from our special day classes so that would include the adult transition programs that would include Bay Academy just to get a general sense of who would be participating in the general programs or the mild moderate programs at each of those sites so our recommended um board adopted capacities including the adult transition programs are in that far column so we'd be going up from our current enrollment uh right now um from the adjustments
080of 8630 we'd be popping up to about 8735 so we're going up about 100 um to 110 students overall okay do you have any questions about the numbers no okay um our projected enrollment overall includ yes sorry can you go back I can I was processing while you were asking the question no problem um I'm trying to figure out so you said there's about 110 did you say additional students in the total yes and those are allocated it looks like there's additional students at cappuccino Hillsdale is this based what what are those numbers is that based on the feeder schools or people who have already registered I'm sorry I'm trying to we'll get you understand yeah thanks that's based on our enrollment projections uh as well as looking at our Priority One enrollments so um
081our enrollment projections include our current students it includes the cohort movement so taking into consideration every year how many freshmen become sophomore how many sophomores become Juniors Juniors become seniors um as well as we always look at that uh in relation to our Priority One enrollments and we uh we have some history around how many of our Priority One enrollment students end up going there so uh our projection is about 110 additional for this year okay and then my other question is what is the asterisk on the peninsula or the PHS Bridge row indicating what's the asterisk for the students who are included in the peninsula and Bridge numbers we don't know exactly who they're going to be yet so so we don't have good data coming from our power school projections to determine how
082many Bridge students we may be getting and then our Peninsula numbers have been undulating lately so we're waiting to see exactly how many students will be there on average we have about 220 students over the course of the Year spread between those two programs I see okay is there a reason why those are lumped together yes yeah they were uh lumped together uh because uh when the 2425 board adopted capacities were there uh Bridge did not have a CDS code so it was not a separate um we've now completely separated bridge and Peninsula um but for this report since we're comparing 2425 and 2526 we've put them together in future years they will be uh they will be split up okay that makes sense thank you you're welcome so on that what would be the
083break I mean it sounds like you know we started with 220 where the goal is 220 um what's the breakdown between bridge and Peninsula for this for the prediction for the future I I'd have to double check but I believe it is at 145 and 80 MH okay and current enrollment like as of today Peninsula has 142 and Bridge has 68 so we're right around those numbers that was on Monday got it well that's what I'm saying that was on Monday we had a meeting um and so we've moved a few more students into Peninsula um yeah so that was we don't have all of the bridge students so we removed all of the 12th graders so Peninsula is primarily it's all 11th and 12th graders with a handful of 10 graders so the 114
084is 11th graders who were moving up along with a few more students that we just identified to go in the fall and then we'll see how many join them yeah okay so our projected enrollment when we took a look at the power school um the projections showed us having an increase of about 140 students but when we took that into account with our actual P1 enrollment and projections that are trends that were seeing at our sites across the board that's where we came to the the number of 110 um again some of our local enrollment um in our partner school districts they are declining not all of our partner districts are declining um which is where we're seeing a little increase as we look at Berling game high school um the projected enrollments of our
085partner districts across the the County area um do indicate a continuing trend of declining enrollment um the 2019 through 2022 school years were the aex of enrollment in our recent history um and then as we're going into the next four years including this next year we'll see an increase of about 435 students districtwide it's about 1% per year on average and then we'll start to decline following the enrollment patterns of our partner districts mru could you provide us a maybe like some information on the different feeder districts and how they fluctuated it seems like it kind of changes over time so maybe um like a graph or some sort of like visual that would really help yeah I can help uh in that and also I just have some quick data uh in terms of
086from 20156 uh in terms of our feeder districts Berling game is the outlier since 1516 they are up 1% uh overall in their uh enrollment Hillsboro is down 16.6% Milbury is down 13.2% San Bruno Park is down 26.7% and Sano Foster City is down 17.2% um although I will note that a lot of that is uh in pandemic and post Pandemic those have uh sharply increased uh in almost all of those districts uh but I'll give uh I'll uh uh and miss arbizu and myself will team up and get some data to the board yeah because some of them were we did talk about during the co period of time um but some of them have changed so that's really interesting thank you yeah there's a change over time okay um we just finished our
087uh Priority One enrollment last week on Friday um and that also includes the window for requests to transfer from a resident school to a school of ch um as of Monday these are the numbers that we have um for transfer requests so the way this chart Works um if you look at the column on the far left those are the schools of residence so the school that a student um lives in or is initially assigned to and then the schools along the top are the schools that they are choosing or requesting to transfer to so I'm going to use Aragon and Burling game because they're right there at the beginning of the alphabet um there are 20 students students currently at Burlingame High School who are requesting to transfer to Aragon and then in a
088similar color there are um 11 students at Aragon High School who are requesting to transfer to Berling game so when we look at the transfers that the first thing that we do is per board policy is we move 25 students who are requesting a transfer um without any question and then we go into um potential um moving as many students as we can from these lists to capacity if we reach capacity then we'll start looking at one forone transfers um so some of the the schools where one forone transfers are more realistic are green and blue um so um our students who attend Hillsdale and would like to go to Aragon or the students who attend Aragon and would like to go to Hillsdale they're not that far off from each other so there's 52
089Hillsdale students 48 um Aragon students who are asking to make that swap but we do have some schools where um there's a much larger discrepancy between requests amongst the schools uh so Sano students who'd like to go to Aragon there's 118 and then that corresponding dark pink uh Square all the way in the opposing Corner um there are eight students at Aragon requesting to go to San Mato so if we get into the one1 transfers if we're not able to um meet all of the requests that's why we don't have as many students looking to swap if you will so um sorry yeah so what happens with so let's say samto and BHS if 43 compared to S so what happens with maybe the other 30 whatever you know what that want to transfer from
090Sano what what would happen well if Sano has room if we're able to fill it to capacity we'll fill to capacity how about Burling game that I meant from oh for no so Berling game is one of the schools that's that's pretty tight so when I was looking at the math um because this question has come up a couple of times um if you look just at the Burling game number if that's a School of Choice there are 95 students across the district who want to go to Burling game um we'll initially open it up for board policy so 25 of those kids will go in right away and then we'll take a look at um how many students how many seats we still have and if we can move more of those students in
091we will um if we can't do it right away we'll start looking at one: one transfers and we'll get as many of the onetoone transfers filled in as we can um and then over time as students like drop out if they've decid it I shouldn't say drop out as they drop U as they remove themselves from the enrollment process because they're going to like a private school instead um we will that seat will be open and we'll bring somebody else in so for Burling game we've been able to almost remove the weight list over the last few years um the weight list that tends to stay um is Aragon it's harder there's 197 students who want to go to Aragon there's 155 kids who'd like to go to Hillsdale um so with those large numbers
092it's sometimes hard to get everybody in but we continue working the process even into the school year so if there are seats that become available we'll contact families let them know that they have the option and they have 10 days to respond so if we have somebody who's moved out of the areaa and they haven't let us know and it's been 11 days we'll give up their seat and give that to the next person yes and is that by that's by Lottery right yes so tomorrow we'll do the lottery um and it assigns everybody it's very it's all done inside School mint so we press a button it assigns everybody a random number that's how the the numbers are created and we just go through that process so there's no it's very objective there's no
093subjectively moving somebody up you know in the ranks um at all but is the lottery only for eighth graders yes okay so we'll go in my next slide talks about how we work with all the other kids yeah um are there any other questions about this slide Wicked okay um so the recommendations overall um is to use the moderate model of enrollment projection that allows more enrollment capacity and Staffing check um and we'll keep looking at how many students we have at each school over the course of the next semester to make sure that we're um properly Staffing all of our schools um so right now we're recommending a overall Staffing capacity of 8735 we are not recommending decreasing Staffing at any of our sites um we're in pretty good shape um we are recommending
094that we increase Staffing at Burling game cappuccino and San Mato and that we maintain the Staffing capacities that are currently in place for Aragon Hillsdale and Mills um the lottery and the interdistrict transfers that's going to take place tomorrow morning um so we will go through first and do all of our sibling transfers so if there's a student who's already attending um one of the high schools and their like 10th 11th or 12th grader in good standing we'll be moving um the siblings over so that kids are going to school with their siblings and then we go through the lottery we'll transfer as many kids up to capacity and then we start looking at the upper classmen um so as we'll be taking a look at how many students had been in each of those

098going to be covering graduation rates the College and Career indicator access to college level coursework postsecondary matriculation and then um we'll also speak briefly about the lcap mid update that um will be on the agend and um the other thing I'll say about this is it's mostly looking at the data for our seniors of 2024 so um unfortunately this data comes out kind of late so it does feel like we're a little bit removed from graduation but um you know as part of the elcap process we always report out on these outcomes so you can move to the next slide um so as part RLC cap process we try to make these um uh reports a few times a year the the state requires us to make at least a midyear update you'll see that
099midyear update on the agenda um but we break it down into different pieces and then share all of the data within the l cap during different point points in the year so the first goal under safe and connected communities um this data is going to be coming out fairly shortly and we'll be talking about it later this spring humanizing education um is some of the data um we'll be talking about tonight is um in that area and then our third goal is around empowering staff and that's professional learning that you'll hear about later this month um so just taking a look at the way the goals are laid out and the what metrics we use for each one of those goals you can see that we're under the humanizing education so taking a look at
100the outcome data for our students so I'm going to pass it over to Mr Simmons who's going to go through the data itself and then we'll talk a little bit about um ways that we're going to continue to improve that data thank you Dr kimy uh good evening president Griffin board members good to see you all uh I'm going to briefly review some of the high level outcomes for the class of 2024 uh as Dr KY said uh the first and most important uh outcome we track is our graduation rate that's our prime directive as a superintendent regularly reminds us everyone graduates um as the slide indicates we saw a 1 three percentage Point Improvement in graduation rate year-over-year um to 92.4% uh we also saw an increase in the in the rates for Pacific
101Islander students um Filipino and two or more race students um while our ml students still have one of the lowest rates among our uh demographic groups they actually saw a significant increase from 68.5 in the class of 2023 uh and we felt pretty good about that this year U moving that that number up and and certainly look to to make continue to make improvements there we also saw an a small increase in Latino graduation rate but they're still they still Trail other racial and ethnic groups overall um the next area is the California College and Career indicator and I want to just kind of remind you and everybody that this is maybe the most sophist well certainly the most sophisticated measure the state's ever created um it tells us how well students are prepared for
102Life After High School it evaluates whether students are college ready career ready or both uh based on factors such as a tog course uh completion that's the UC CSU eligibility whether they complete dual enrollment classes whether they pass two or more AP or IB exams or if they they complete a pathway in CTE or if they are Workforce ready by having completed some internships um so a higher CCI score for the district means that more students are leaving our high schools uh equipped with the skills and qualifications needed for higher higher um opportunities in the workforce and and or and or higher education and um so this is sort of the you know the additional piece of what's really important to us is is you know are students really ready for the for their Futures
103in addition to just you know getting 220 credits and graduating um our goal is to ensure that all students especially those from historically underserved groups have Equitable access to College and Career Pathways and I will say that we really are I think we've gotten to a place now organizationally where Co career preparation is co-equal with college preparation we have work to do to make sure that happens and that kids have all the opportunities that they need to to be career ready but that's that's a critical element for us now that's that's really a shift um not just here but Statewide around kind of the the the reinvigoration of our uh Career Technical education programs uh and you'll be hearing a little bit more about that later on as well uh uh about one of the
104new classes that we're going to be offering up at Aragon um so overall the the percentage of students classified as prepared for college and cre Pathways increased uh to 65.9% a six a 4% increase from last year I will say just as a reminder in case you're paying attention to this stuff uh there was a there was a lag for a couple of years we didn't actually track this because there were one of the measures of whether or not you're on track is uh the Casp test and we did administer that for a couple of years um so brights we we see um African-American students made a major leap in Readiness Filipino and white students are excelling in their College and Career preparations um I think our challenges you know some of them are you
105know sort of some some of the same issues um multil Learners saw a decline um in their CCI preparation uh Pacific lers students saw a sharp decline I always give a caveat for some of our small cohorts like African-American and Pacific Islander students they are small groups of students students know more than 20 to 40 students in that class so they are they are subject to significant fluctuations in their outcomes for year to two or three students do better year-over-year you see a significant growth or decline um depending upon in in in those particular groups uh and homeless student Readiness dropped um to 18.2% this is a very small population of the district but one that both the state makes us a document but also is one that we care about making sure that we're
106paying attention to so um even though it is a small cohort of students less than a fewer than 100 um we we are concerned about that number as well and again there's overlap among these groups right among our multilingual Learners our Pacific Islanders and our our homeless students there's an overlap and Latino students there's an overlap there in those demographic groups I have a question about your the homeless students uh so students that are in House how are they calculated how are you recording that information because it's sometimes very difficult to do that so I'm curious so once you're home once you're identified as homeless through whatever means whether it's in third grade or 10th grade you're you're ever homeless is the sort of phrase that gets used in the data paron so you're actually
107counted as homeless even if you're not actually unhoused currently and the idea is that it's it's just a way because once you've been unhoused it's probably that your life is fairly precarious so usually it's through the the homeless Liaisons that we have at the school sites that's the people that are the they're the intake if you will and then we document that in our in our student information system and how many students do you think are not being counted I think a fair number I think we're pretty clear I think Statewide that's true as well um that that it's pretty clear that the the number of students who because students don't always think they're unhoused if they have a place to stay they the official definition versus what they what they think of themselves so
108yeah yeah we've been in equity advisory right that's what it's like what the definitions are and how the students are um how are accepting that definition right and it's obviously doesn't always feel good to kids so they don't even necessarily want to you know kind of come out about that so can I just I just need clarifying so CU you were talking about Pacific Islanders and African-American students the smaller po populations are a little bit more volatile because they're not a cohort group it's not we're not tracking the same kids well so I'm trying to I'm trying to get the right answer corre they're different students different stud because they're different students you may have radical change in that's why it's such a volatile up drop and up and down that's correct okay but the
109group itself is actually fairly static you know some of that we she didn't give us the data on the demographics just a minute ago but in general our groups of African-American and Pacific Islander students are relatively stable as a group as a percentage as a percentage of the overall District yeah but those because the numbers are so small yeah one or two students can make a signant hug difference same is true with our homeless population as well if you're thinking about small cohorts okay um moving on um so um 59% of the Stu students in the class of 2024 took two or more so we've said as a district right we've sort of put three category of of courses into the same bucket that is advanced placement classes uh International balate classes at cappuccino and
110our dual enrollment offerings because they all ultimately yield for students college credit so we put them all together we used to only Lally look at AP and IB but dual en with the significant growth in dual enrollment in the district um we added and we actually find that in general dual enrollment and we've talked about this before but is is much more uh representative of the student population than our AP and our IB classes um overall you'll see there that that we have these positive gains around African-American student um participation doubling again that it's partly the small cohorts but but but good news nonetheless uh Filipino student participation Rose significantly um we continue to have sort of some of the same kinds of equity concerns um multilingual learner participation dropped um pretty significantly um our
111Latino student participation slightly declined uh down to 32.6% um and our Pacific Islander students you know continue to be underrepresented in in in these courses I mean it's it's really why um we come back later this spring to talk about CTE and dual enrollment it's one of the you know we're really putting a lot of energy into that and we have some new grants to help us invest in some of that which we'll be telling you about so then the last uh the last area of the data and again there's is like a 25 page document that you all had to look at the the Gory details of all the charts and whatnot so this is just trying to give you a high level summary um the bright spots in the class 2024 that they
112they showed a strong post-secondary enrollment overall that around 80 close to 80% % of our students um enrolled in a post-secondary institution um you know maintaining a pretty high level of college going among our students go postsecondary going um uh more students are choosing four-year colleges over two-year institutions which was interesting there sort of been some increase there because traditionally our students the majority of our students go to Community College After High School um uh and then white asan students maintain consistently High college enrollment rates um you know and clearly they're very prepared for college and they and they tend to persist as well when we look at the persistence data um and actually the the national student Clearing House from whom we get this data this this this data organization um they're going to
113be they've created some new um persistence reports we'll be we'll be bringing those to you in the next year um I'm actually meeting with somebody next week to learn more about these new reports that they've got that tell us more about what happens to students when they when they leave us because that's often sometimes been a bit of a black box um lastly um Latino student college enrollment remains below our other racial groups um you know so something we continue to need to work on both the cultural Capital but also obviously the the structural impediment to students being getting being ready for college um I I also want to just quickly call out one of the things that we do do in the summer that I think is really great in our district uh is
114we provide actually post High School support in the summer um we usually have about 1500 students there's this phenomenon called Summer melt where students basically graduate they're supposed to go to a community college or a college and they don't make it because they mess up some step of the process or they miss some detail or they just don't how to do it and so we have staff that we hire um they're basically on call we get a get a couple Google uh cell phone numbers uh give those to staff and they can call and communicate with students to get them through the Hoops the sort of last you know 10 feet of getting them into college and that's really I think we're going to see some improvements in our in our we've done that for
115the last three Summers since Co um to really support our you know students that are essentially not ours anymore but we want to help them get over the over the Finish Line um and then lastly I just wanted to say students with I are less likely to enroll in college and so we we know we need to continue to build out our our our transition programs and we do have good strong transition programs just making sure that all of our students take advantage of them question um with the IEP with the students with the IEPs um within the different community colleges at least um they do have the disability student programs and so how like are there any like sort of type of like ambassadors or somebody that can come to the district and provide
116that information that there his support so it's not certainly in my not in my wheelhouse I do know we have some relationships and we literally just had a meeting last week talking to the we actually had a meeting with the president at CSM and and others and trying to kind of in um in enlarge the program that we currently have I don't know if you want to add anything about that uh Mr Booker or anybody okay just to say it was I think the first time we've met with all of those different departments our cni departments um to coordinate uh face to face and talk about where we want to grow and kind of acknowledge with one another that dual enrollment and this is grow like this is where it's headed right and uh the
117I would say the president of CSM is really on board and I think it's going to be a great partner cool uh and then I want hand it back to Dr kmy to talk a little bit about what we're doing to to work on these issues so yeah in general we're pretty proud of um how students achieve but we do have areas of growth as Mr Simmons mentioned and some of the ways that we really try to support students as well as increase their chances of graduation and postsecondary successes um ensuring that we have consistent transcript reviews early interventions and planning so if it does look like a student starting to pull off track whether or not it is um not gaining enough credits for graduation or that they might be moving off the adg
118track towards College um we have excellent counseling teams at the schools that support students in kind of planning how do you get yourself back on track that includes during the students um enroll in the credit recovery options so Credit Recovery can include both the option for students to recruit a grade so if they got a D or an F most likely a d they can take um Credit Recovery in order to get a um Seer better so that they're actually eligible for college um and it's also the program that we provide to students to ensure that they're gathering enough credits to graduate so um also just preventative academic supports so this is our mtss system making sure that students first have the supports in the um tier one in the classroom itself what interventions and
119supports we can offer there and then moving through the tiers tier two um as the team sees a student start to struggle maybe they're starting to fall behind in a class there's a a team will come together and Identify some of the supports that they can bring in to um ensure the student starts to have um either counseling support um small group that they're encouraged to go to tutoring that their families are aware of um what's going on with them as well and then student monitoring intervention teams again thinking about tier two there's tier two teams at all the schools that take a look at student data and then make sure that they are being followed up with there's other systems in place like um chicao which if a student really does need some like
120one-on-one support um having an adult that they check in in it's check in check out is Chico so cic in case it's not an acronym you're familiar with um and then just in time Dro in drop out prevention strategies um so we have social workers as well as all of the supports at the school um the last strategy for improvement that we really want to talk about is we do have new master scheduling platform and this one particular is a strategy for us to identify students who are at promise meaning that we should be encouraging them to take more rigorous classes ensure that they're enrolling in an AP class they're enrolling in a dual enrollment um the software is a little bit more um Nimble than our Aries software so it allows our master schedulers
121and our counselors to begin to see you know maybe there's these 12 students that should be encouraged to enroll in a class that they wouldn't have thought of but their transcripts shows that they have promise for those classes so that one is kind of hitting on the um CCI so looking to make sure our students are College and Career um prepared having um you know up-to-date software to help out with that so we always have more work to do we're always trying to enhance the ways that we're supporting students ensuring that they're graduating as well as um really pushing themselves um so I think that's it questions I have a quick question it's kind of tangental the master scheduling program is that going to result in less overstaffing them um it definitely has um kind
122of the resource efficiency is a piece of it so it does allow you to balance the classes faster and see it's a much more visual tool than what areas provides right now um we just launched it so our hopes are high and we'll see how it goes okay thank you trusty land thanks you were you were a little I know I wasn't trying to be like ooo I didn't want a hor shacket so anyway now if anybody got that you're old welcome back all right welcome back all right so first of all thank you so much it was I really am impressed by the presentation I like really highlighting the bright spots and and going into some of the you know areas of growth I I'm going to stick with one thing on the last
123just the strategy for improvement My Hope Is I'd like to dive even a little deeper and have our board kind of hear what happens at each site for certain things I think we're right now the transcript review Credit Recovery I'm feeling very confident with I know you guys have really talked about it a lot and it and it really has been a program that I think is we're excelling at but I'd like to learn more about the preventative academic supports the monitoring the check in check out I know we didn't know what chicao was so I'd like to hear about it more and not right now but maybe in a future meeting kind of what are what's going on it certain sites and highlight some some work that we're doing because really this is the
124hard work this is what's that you know this is the how are we going to get better how are we going to move that needle a little bit that's stuck you know that has been stuck in every school in every County and every District in California in the States and how are we going to do some change and if we're making if we're moving the needle even just a little bit I'd like to learn about those activities and how it really looks at a at a sight level and and and really Hands-On Type of Way absolutely okay yeah and our staff were excited to tell you about it too so I will say that that's why I'm cool I want to hear it yeah yeah does board have any more comments are there any comments
125online questions there are none we have one right here yes thank you I just want to Echo what trusty Lan said um thank you so much for the presentation and we would like to hear more you know sight level information granular level um I just had a question about um you mentioned that there was a lot of overlap in some of these groups like socioeconomic disadvantage multilingual learner Latino is there a way to visually you know stack that data together so that we can see that next time yeah we can do that yeah okay I I mean the state calls them unduplicated pupils right if you want to sort of group them all together so that they're not duplicated from a funding perspective but yes that's the idea is that's basically it's it's multilingual Learners
126socioeconomically disadvantaged homeless and Foster youth that's the group that's included in the unduplicated pupil count it's actually how our lcap supplemental funds are identified as the percentage of our District's population that has that is that is that group of students so yes we can do that okay but but also by like racial group too yeah sure with okay I understand what you're saying you're saying like when a student is low income and Latino and maybe even has an IEP right how many how many students are there like that for example have to think about what the typologies are but yeah it would still be interesting to seeing it like I I I'm interested in that and then also in separating it because it you know as it right as it relates and then how different
127is it yeah that would be really interesting yeah I'm saying as an add-on not and then um I just wanted to like express my my compliments and gratitude that you're focusing on the dual enrollment and the CTE as a strategy to help um with some of these students and um that may not be College Bound but we want to get them prepared um and I I yeah like when I was looking at the data it was confusing to me because we had 97.5% of Pacific Islanders graduating but only 22.5% are College and Career ready it sounds like it doesn't fit um but it made more sense when you explained that it was a small cohort and just a few students can well but I will say that the bar of college PR Readiness is higher
128than the bar of graduation right so that it sure and that's the that's the issue and I think it's and also honestly to be very clear like the CCI is not a requirement it is purely like an after Thea autopsy if you will of what happened to students when they were in high school and so in many ways if students I think if students were more in on kind of this these Pathways as options and we really counsel them on it something we've been talking about so it's we have more to come on this but I think it's something to to think about if we if we really valorize that those various paths we have to kind of make just like any other graduation requirement we sort of make students do stuff that we think

133resigned on um November 30th 2024 and he was with the district for 17 and a half years so those are the personal action addendum and he does a really good job at the enrollment projections too so I just want to say that I make a motion to approve the Personnel actions addendum I'll second it okay we have a motion and a second any discussion on board level uh any comments online there are none okay all in favor I I I okay uh item two item two is the classified reclassification recommendations each year the district and the CCA form a reclassification committee that looks at specific job groupings on a rotating basis this process uh has several steps the first part is to look at the job duties and uh ver verify them by the supervisor
134and then revise the job description to match the current duties and then the next step is to compare those job duties and their pay with similar jobs and pay at other neighboring districts and that then results in um an assessment of where our jobs sit in relation to similar jobs in neighboring districts this year the reclassification committee looked at three different uh job groupings and they were the mental health and wellness therapists the U maintenance operations and facility use and our technology department um the recommendations came for uh revisions to to jobs in both the maintenance operations and facility use department and the mental health and wellness Department our technology uh the jobs in our technology department were all consistent with high averages in with the comparative districts uh in terms of um so this
135classification this year involved many jobs and therefore the uh figure recommended is is higher than some of our previous years and therefore we agreed with the CSEA that we would go on a we would pause Rec classifications for this year so this recommendation is really in uh ensuing two years 2425 and 2526 I missed 23 24 and 2425 sorry and in terms of the fiscal preparation impact of the reclassification process and um especially with the numbers and the size CBO yany Hawkins will give a review thank you uh the total annual cost is approximately $680,000 uh in terms of that uh we will uh if the board approves uh we will add that to our multi-year projections uh moving forward I'm happy to answer any questions on the cost a majority of that cost is

146I think you can all be really proud of um my name is Dan Pini I am retired president and inside journeyman Wan for ibw local 617 in the county um also taught apprentices there currently I'm the director program director and Lead instructor for the trades introduction program in the county that serves the adult population at large to look at what the Trad is about as a viable option for themselves but I'm here to speak tonight as a member of The Building Trades Academy um that in the um North American Building Trades unions and trades future which um oversees the distribution of the MC3 multicraft Core Curriculum across the country I am an instructor with that program train the trainer seen a lot of high schools across the country adopt the program take the MC3 which
147is designed to treat um all the folks that the trades ignored for many years to get that viable option um exposed to them to explore it and see see if it's going to work for them um I am excited to say the least about the adoption that program at Aragon High School is the first school as you well know in this in this County to adopt that program um I'm here to just tell you simply one comment that was made um at the time that happened when Nicole Schwarz was still the director for my supervisor for the instruction of the MC3 back in Washington DC she has been involved in many many years years 10 to 12 years of trying to get this program into high schools across the country we train many programs still
148online via Zoom to get the program into their high schools she said Aragon high school was the best not one of the best but the best high school uh seamless effort to get the MC3 into that school the team there um Ain Queeny Shannon did a phenomenal job of represented had everything lined up we have seen other other districts in California fail at the effort after a while that they would get it started and would not last the semester of the year the team at Aragon did such a phenomenal job of getting that ready to go the support was needed to made it succeed um the folks in Washington DC were were just to say impressed as an understatement so that's something I think you all can be proud of thank you thank you thank

150here and listened to because I think for a long time I think the main narrative is that you know success after high school is going into college and and you know and other career paths that may have not you know been spoken like like say our path the apprentiship programs so but you know these are great paths don't get me wrong but they are not the only paths the building and construction trades have provided generations of hardworking individuals with stable careers Financial Security and deep sense of purpose and yet many students don't hear about these opportunities early enough that's why Aron High School doing this tonight adoped Construction And Trades class using MC3 curriculum is so important this isn't just about offering another elective it's about opening doors and creating Pathways for the students to
151explore careers that fulfilling that are fulfilling financially rewarding and essential to our communities because our work goes beyond building structures it builds communities the schools that we build and maintain and upkeep of course provide environments for Learning and growth like Health Care Facilities offer healing and support to those in need infrastructure projects enhance accessibility and mobility and most importantly we leave long lasting for future Generations I I it's it's good that we instilled this that we are more than just a career that we we we we bring these we make these things happen you know so a key part of this opportunity is safety um I was part of the to help this pilot program come along I taught the class of OSHA 10 right just to let them know that you know the dangers
152that they're expecting and whatever is necessary that's needed to keep them safe to recognize any of these hazards that are new to these students it was kind of interesting though uh I'm used to teaching apprentices and you know those that are adults that have uh life experiences but teaching students that are brand new don't know much about careers yet it was it was challenging but to see the Curiosity and how much they wanted to learn and how interested they were I mean it was very it felt good felt good um to the students who took the ocean 10 class and found themselves intrigued by the possibilities you now have a new choice and a real exciting one a career in the trades isn't just about earning a good paycheck is about building something meaningful and

154time and time again that you don't need a college education to have a successful life to raise a family to have a home to have health care and a pension to live the American dream now I certainly admit that that college is a Pursuit worth chasing for many students and as I have told my own kids nobody can ever take your education from you but we are acutely aware that college isn't for everyone and we are here to say that that's okay too and if College isn't for you then maybe we are aside from that there's a certain satisfaction in possessing the skills to perform Hands-On tasks and the confidence it's saying that I built that I fixed that I made that and that confidence is immeasurable for teens and learning about themselves and growing

156panoa I'm the business manager secretary treasurer of the building construction trade trades Council representing over 10,000 trades workers in Sano County I would like to thank you for your leadership and vision for all students of your District your approval of the construction And Trades course as mentioned in the course proposal will be groundbreaking wow I really stepped into that one groundbreaking is H one of our favorite terms right groundbreaking start of a new project groundbreaking to us is the opening is the opening of gates the gates of opportunity The Building Trades and the district have had a partnership in construction for several years through our project stabilization agreement many School District projects have utilized highly skilled workers who have trained many apprentices on the job coming full circle the district will reaffirm its priority for
157Pathways to sustainable careers through construction apprenticeship the cat program will open the gates of opportunity to students who may be looking for options other than the traditional College route as we like to refer to our Apprenticeship Training programs as the other four-year degree so I began my journey in the trades at the age of 20 and I'm going to date myself here and that was in 1996 many of my fellow apprentices were similar age it's a little bit of information the average age of a new Apprentice in 2021 is 33 was 33 years old 33 years old is the average age this is a data point from the Department of industrial relations that's the dir many of these new applicants are on their second or third attempt to find a career and many of them
158have college experience or even a degree everyone that is and and I've met these fellow workers on the job as I was a journey person and they were new apprentices in every one of their stories they usually told me they regretted not knowing about the trade sooner um this program will help change that story The Building Trades are excited about this class and look forward to graduates finding what we found in the pride of earning a good living with the use of our hands and our minds in the ever evolving and Innovative Construction Industries I would like to thank the CTE uh team and staff for their diligence and effort in this program and I look forward to our continued work in the successful careers uh that may be found in the skilled trades of

168passes unanimously we're going to move on to the division of business services this is for Yancy Hawkins he's all yours well I'm I'm pretty sure I'm going to get just as many wonderful accolades for the Governor's budget as on the governor program no thank you guys for being here um tonight I'm gonna go over the governor's proposed 2526 budget um the governor released his proposed 2526 budget early in January um I want to just note as as always that we are fairly insulated um from the state and federal budget um but it does uh it does create uh some significant income to the um district and changes at the state level can impact us although not as much as our state funded uh neighbors it's a pretty vanilla budget at the state level in terms
169of school schools on the non 98 so non School side of the budget it's a little more exciting but on the school side um the governor recommends a 2.43% cola um and then the two things that impact us that he is proposing is a one-time block grant um so potentially some one-time funds that would be relatively unrestricted but not totally unrestricted uh and then some additional funds in the learning recovery block grant that that block grant was given a few years ago um and actually uh we're planning uh we're projecting to spend that out over the course of this year uh so those uh funds would be in addition to the funds allocated a few years ago in that uh those funds though do come with additional elap requirements uh for the 20 starting in
170the 25 26 uh fiscal year um as this is just a proposal uh we will not see these one-time funds uh in our second interim uh we'll wait until we see the revised Governor's projection in May to see which of those uh may continue and which of them may transition maybe into some other uh different forms uh of Revenue uh but uh just to note in our budget study session we did note that in looking at potentially some of our one-time commitments um we noted in the spring that we would look for potentially Revenue sources to maybe continue some of those Investments um and so as we get more color around these proposals uh that may be uh a potential use uh for some of those funds uh to continue some of the good work
171that's being done with those one-time commitments uh with that I'm happy to open it up to any questions any questions from the board just the block grant can you expand on it just a little bit what it is how much um possibilities uh yeah it's a $1.9 billion Statewide um I'd have to go back and double check but I think it's a little over $300 per Ada um so for us that would be approximately $2.4 million so about 1% of our budget okay um now depending on how who you ask um we it may be smaller than that it may be bigger than that okay um but there is likely some one-time uh funding available uh in a relatively unrestricted way the second one would be with considering all the federal issues that are going
172on and we were talking about the impact are we taking into consideration maybe how do I put this potentially not accepting uh funds or what happens if they're radically reduced have we are we anticipating anything like that I'm just kind of doing the what ifs not there's nothing dramatic I'm asking about but no I I I think it's an important question I think a lot of people are are concerned uh I will note that we are as I noted before we are relatively insulated um from the impact we get a little over $3 million so just you know one and a quarter percent one and a half percent of our annual budget in federal money um two-thirds of that is special education right um you know we obvious ly hope that the uh federal government
173continues at least their limited um support of special education um the other million plus about a million of it is in our title funds um about two-thirds of that is title one uh so for our socioeconomically disadvantaged students um and then title two being our professional development funds uh and our title three which is for our M multilingual Learners so uh we got about a million dollars um we have not heard any definite proposals uh from uh uh from the federal Administration right now so we're in a wait and see approach on that um and if there are strings added to any of that funding then we'll have to bring it back to the board uh in order to uh uh in order to make decisions on what this board would want to do uh
174one thing that I I I would note is this is an important reason that we keep a Strong Reserve yeah um so that we don't have to jump um every time there's a budget cut at the state level or strings being attached to federal funds ultimately we can wait um you know if a million dollars didn't come in this budget that would obviously be disappointing but um because of our strong financial position again we don't have to make decisions without all the information so um I know that's a long way of saying I don't know but actually I really appreciate what you said so thank you so um but yeah you know there was a a um you know almost every day you turn on the TV set there's a school district holding a public
175hear you holding a hearing on budgets and and considering you know the key dates you have for layoffs and stuff and I I I was trying to figure out cuz it uh School District held a meeting maybe last night or something and they were they put their decision off for some magic money that the Govern you know the legis the the particular elected official said well why don't you hold off because there's something there may be a you know a Hail Mary excuse you know or some magic thing is going to happen and I just don't see any major shifts in it and I don't know why unless they know something we don't well I I I I I just note three quick things number one making reductions is hard and putting it off is
176easy so it's the Easy Button um it's not the F it's not the fiscally responsible thing to do um but you know making reductions is is hard um in our uh in the capital advisor group uh January Governor's budget uh presentation they noted that two-thirds of school districts are making Cuts this year across the state of California again we're lucky uh due to our funding due to our great uh Community Support um we are in a you know pretty strong financial position um but I just talked to the Alam uh uh CBO of the Alam County schools and he noted that his four largest school districts in Alam County all were either a qualified or negative uh certification meaning they couldn't certify that they can meet their Financial Obligations for the current and two uh
177out years so that's uh it's it's it's tough out there uh especially for our state funded um districts which uh you know Milbury one of our partner districts is state funded so it's it's not just oh that's somewhere else it's it's right here okay well that was an informational item correct okay then we can go on to uh W2 yeah um you know I'm usually just the the not o overly exciting guy and don't necessarily get to always bring the the good news but I just really want to celebrate the fact that um very excited the culmination of over gosh probably 10 plus years of work uh uh by uh this board um by several superintendant um and uh and my predecessor as well um that on February 6th the sale of the crestmore property
178closed um total purchase price of 86 million 5 52,000 um which netted the district about $85 million that it can use uh for future capital projects which is just it's just really amazing so woohoo nicely yeah so with that I'm happy to answer any questions but really just a a celebration and allowing the public to know that this process has completed it you know that was a long road yes long road I I know we I mean and I'm glad I mean I'm actually smiling and it we had meetings we we just it was so many twist and turns and Personnel changes unforeseen circumstances um you know it was through board turnover new superintendent and uh and we had some you know like city planners City yeah the city you know soccer everything you know
179there was just there were a lot of moving parts to get that accomplished and you know there's not many of those types of transactions that can happen these days so I mean I'm glad to see it and I you know our Consultants you know I I am so glad the Consultants were solid yes you know and and they really gave us good advice so I'm I'm just glad glad that we got it done B is just smiling tickled yeah so okay good news can I I just want to make real quick comment about it um you know we're watching across the state lots of we talk about budget challenges and all that and lots of school districts are facing the the concept of closing schools and how challenging that is to to school districts how
180challenging is to communities it tears communities apart closing schools and it's it's pretty rare that a school district can go through closing a school and come out unscathed it's just rare and yet here we are as a district that I mean we know crestmore closed a long time ago that's nothing new um but the benefits that are coming that will come out of this sale for not only our students with and and Educators in our smooshed Community with the capital Improvement projects that we'll take on over the next several several several years with with this um but I think the benefit to the city of San Bruno uh housing uh the tax dollars that will generate the tax dollars that it will generate for the San Bruno School District um just so many and yeah
181so many benefits from this that are Beyond just our Capital Improvement um projects uh that we'll see I think it's just really um it was with a lot of foresight by the the board that that that started this process so I give lot of kudos to that board to this board to to your predecessor to all of us on the team uh to our Consultants you're right they've been phenomenal there were times when I think people wanted to kind of jump off the cliff uh and ring hands and worry and and I think all of us just kept calm cool heads and pushed forward and I think the city of San Bruno San Bruno school district and us as a school district are really going to benefit from the sale so big congratulations to everybody
182it only took 49 years from the time we closed the campus to well you know and when even talking about it from the very Inception it was an uphill battle this was not a slam dunk this is not everybody wanted to do this right yeah it was controversial for from the first moment we even thought of it and um I just remember that struggle it was my early time on this board maybe eight 10 years ago and just to see the evolution of it but the consistency and again all I want to Echo is your the teamwork that we had the you know the the perseverance that we had it was amazing and I really am proud of every part of every element of it and I've been through those meetings some of those meetings
