008experience with the city of san bruno additionally the board based its decision on a board subcommittee's interviews of several of the entities who submitted proposals the subcommittee identified dr horton as well qualified to listen to the needs of the community and to propose a residential development that can be approved by the city of san bruno district staff its real property consultants and its legal consul will commence will commence negotiations of the terms of the purchase agreement which will be returned to the board at a future meeting for consideration and possible approval the terms of that agreement will be made publicly available okay next is the pledge of allegiance dr skelly will you please lead us i pledge allegiance to the flag of the united states of america and to the republic for which it stands

009one nation under god indivisible with liberty and justice for all next are public or governing or comments and we have three public we have three public comments that i'll take first anya have we promoted all these people anya uh uh oh yeah yes you're there you you have three minutes you can see it under the mhs vikings the clock will start when you begin to speak um all right hi everybody my name is anya ahuja i am an alumni from burlingame high school um and as you can probably tell i'm not white so i am actually here on behalf of diversifier narrative for which i am the chapter president um we are working towards mandating that every english class includes an author um includes a book written by an author of color this is incredibly

010important and as i said before this is a mandate it's not a suggestion or recommendation that you are to take it's an actual mandate um this campaign is functioning all over america has started in california but it's been spreading um and i i'll have to tell you how important it is because this school board is all white um which isn't great but it is how it is so i'll just say that um having representation in your english classes is incredibly important having representation in any school class is so important because i didn't have that there are no books about indians in my english class there's no um specific topic about how to deal with racial differences in the classrooms um and so in throughout my education in burlingame um i have definitely experienced some um

011passive racism um it's definitely been a little uh it was it was not i was not a little harmful it was a lot harmful to my body image um i had struggled so much with accepting who i am my culture um all because i lived in such a predominantly white neighborhood where i didn't see myself in other people and so with diversifier narrative our goal is to get books written by authors of color so that our students can get familiar with the struggles that students of color face and people of color face all over america um i i cannot tell you how much how important how significant this is especially in such a predominantly white neighborhood we may tout ourselves as a very liberal very left-wing sort of city but i mean i can tell

012you that there is still insidious racism all over the place and um the one of the first steps in reducing that in fighting that is to get representation in our high school curriculum um so i really urge you to take action um there's a petition you can sign um i'll i can drop that in the chat i will leave if you are interested in working on it and yeah awesome thank you guys and i really appreciate your time i'm sister friedman can i can i speak i know what you want to speak to okay go on um two of us uh i am african-american and i got an african-american family born here totally people that do not understand african-americans come in all hues and they speak all different types of languages so i just want

013to set the record straight i've been on the board 25 years people may not look at me and realize but most of the time when they talk to me they quickly realize i'm african-american i would also like that i definitely made a generalization there you know what and i think that's a very good point to make because just because my last name is english and white doesn't there there's another half of my heritage which is mexican in argentine and i am a latinx or a hispanic or latino and i speak spanish and i really need you to know that that's important in my life and it's important my culture is important to me so but i really respect what you have to say but again please be aware that what you're saying and you know

014and how it affects us because just what you said affected me just like you feel and you've talked about it so just i just want you to be aware of it because you had something very strong and important to say and i do appreciate i i do appreciate your comments and i just wanted to set the record straight i know it takes a lot of of guts to um come before a board and speak to a large number of people but i i couldn't let that pass so no yeah no you're totally in the right i definitely just made like a quick glance around the little zoom room and made an assumption but thank you so much for correcting me and i in no way man to invalidate you or your um so yeah sorry

015about that thank you okay thank you for your insightful comments we're going to move on we have two more public comments it's joy past mont huntery and celeste henry who wants to speak first i assume you're related i can go first oh is that joy who said that miss henry you have to finish from the time you start the clock will start when you start speaking thank you good evening board president friedman board of trustees superintendent skelly dr black smu hsd staff and community members my name is joy pasamonte henry i'm a resident of millbrae my two eldest daughters graduated from mills high school and my youngest is two years away from her high school experience beginning in 2015 i served as pto president for mills high school for a period of four years i

016am currently on the board of directors for the millbrae education foundation i'm providing this background to you so you are all well aware that every action i take is carefully thought out that my life outside of my professional career has been focused and dedicated on helping my community by uplifting our schools and districts however i can on july 4th this year i sent a letter via email to the district addressed specifically to superintendent skelly and dr black my letter was a complaint regarding a mills high school teacher and their actions within the classroom actions which left students feeling uncomfortable by this teacher's microaggressive and discriminatory behavior on september 11th i received a response back from from an smu hsd hr generalist i provided four screenshots and a personal experience from my eldest daughter emma the

017findings of the district were and i quote the concern that the teacher said or did something that could be interpreted as racist is not sustained i found no evidence or information to corroborate that the teacher made a racist statement or acted in a racist manner end quote including my own letter to the district there have been many complaints against this teacher all the way up until this very school year using a name like charlie or charles because they could not pronounce the student's given name is not okay calling someone out assuming their ancestors were slaves is not okay accountability isn't about putting anyone on the defensive or writing this issue off once a complaint has been addressed i implore the board of trustees to be accountable and to hold their teachers accountable we trust our

018students education and well-being to you for a great period of their youth students should never have to walk in a classroom and be uncomfortable because of the color of their skin how they look or because they have a name that is difficult to pronounce on behalf of the students and staff who share their experiences with me i humbly and firmly request the district to not stand behind procedures and lengthy documents which could dismiss similar claims since this has gone on for years this is not about one teacher at one school this is about change in the district which is necessary and overdue thank you for your time thank you now miss uh miss celeste henry you have three minutes from the time you begin speaking thank you good evening board of trustees dr scully and

019all district employees my name is celeste trinity henry and i'm a graduate okay just pause it for a second i'm that's okay can you can you speak now is okay yes let's start off let's start all over start the clock over please wait get it back to three minutes okay thanks go on thank you okay uh good evening board of trustees dr skelly and all district employees my name is celeste trinity henry and i'm a graduate of mills high school in 2019 as noted by the previous speaker my mother the comments shared with the district were deemed insufficient and because she purposely left off names in a meeting last friday dr skelly told us that the accused should have the right to face and address their accusers although the sixth amendment does state this clause

020this is not a court case and even the sixth amendment allows for limitation of confrontation again like i said this is not a court case this is a situation where students are being subjected to emotionally harmful acts of microaggressive and racist behavior in a classroom setting dr scalia informed me that the freedom of speech is allowed in the classroom however after reviewing several court court proceedings and civil rights references k-12 teachers are limited in what they can and should say within the classroom since they are representative of the of the district when i was at mills my classmates and friends had either experienced firsthand or heard stories of this teacher's microaggressive behavior one of my classmates shared this comment with us and my mom presented this in her letter quote the teacher said that slaves

021weren't treated that badly and oftentimes like their conditions end quote the teacher said most former slaves just stayed where they were and kept their jobs as and as a current college student who has studied american history in multiple classes i know this isn't in any of history texts i've read i'm a proud product of mills high school i have teachers and staff who have become my mentors and people i admire they taught me to stand up for what i believe in and to advocate for myself and advocate for people who cannot speak for themselves they taught me that accountability and action are important accountability isn't about district-wide training or posting complaint procedures in prominent places accountability is about addressing the issue head on when complaints span years and many students actions should be taken by

022the district but not in a blanket fix it should be specific thoughtful and incite positive permanent change classrooms should never be a place in which any person feels lesser than who they are it should never be a place where anyone says or insinuates any person was okay with being a slave if current procedures and laws make it difficult to address issues regarding microaggressions discrimination and harassment of any kind then something needs to change i speak on behalf of former and current students of the san mateo union high school district and we demand and should expect positive change from the people who literally hold our education in their hands thank you thank you so uh let me make sure we have no more public comments on non-agenda items we have plenty on agenda items and i

023will call on those who has to speak on an agenda item when we get to that agenda item but now we have public comments from members of the board mr land thank you mr friedman um i'm deeply moved by our speakers today and you know being being biracial and and having to go through this in many different circumstances it moves me to see that you know we have a lot to learn and about racism i i'm just i just go back to some of the meetings that we were just at when we talked about black lives matters it's about institutional racism it's about changing the system it's about making radical change change that needs to happen within our educational system i've always felt in being an educational system as a teacher as a principal administrator

024now a board member that we need to keep making changes that work towards the good for all of us and i really feel in these instances anya i really i'm sorry i had to correct you but i'm really proud that you brought up what you did and yes we definitely need to have a diversity of authors and books that are being read in our in our schools so i am behind that 100 i do believe that um when things like this come up it needs to be looked at carefully um in the instance that mr miss henry and miss ms henry and ms henry brought up and i think it's important to to really explore this and understand why i'm very proud of the work that we're trying to do as a district as a

025board we've had really promoted this idea of equity and numerous times said we need to keep pushing for this and changing things on on many matters whether it's ethnic studies whether it's um how we approach our resources and where our resources go um but we need to do more and and just from this experience i acknowledge that it still needs to keep going so i want to thank the speakers for what they did and what they said and what they brought to our attention um i think there's much more work to do and i'm here to keep doing that so thank you thank you miss lee's dwyers um don't know they actually um there's some great literature by people of indian ancestry by people of hispanic ancestry by people of all black ancestry there's great

026literature out there and i have bookcases filled with books written by so many people from so many different backgrounds because i am very interested in culture and where we all come from and how how we all fit and i think that as a public school we have to be set we need to realize everyone comes from their own culture on their their own religion their own where they are from where their history is and i think everyone should be encouraged to bring their history with them and to share it and i think the more diversity and the more focus we have on allowing people to share who they are and where they come from um is so important particularly in this time where we have so so much anger and unnecessary things come going on

027in our country um the murder of of young people uh for no reason any people for for no reason i'm just there's a whole lot of change that we need to make and then of course we have covet on top of that fires um these are very difficult times and i and if if any if we can all develop an appreciation for each other uh for every student every parent every teacher everyone who comes into our into our people if everyone is treated with respect and valued for who they are i think we can actually make a difference and i and i really see that as a responsibility of public education so thank you thank you mr hanley uh i want to uh take a few minutes uh tonight to uh really encourage everyone to

028uh to vote uh i know that um many people are already very motivated to vote and some may already have um the election uh period officially began on monday october 5th and i know ballots for everyone at least in san mateo county are are already in the mail if you haven't received one you'll receive one shortly um and this is a critical election uh i think it it's safe to say democracy is really on the ballot and in this election and uh uh i just really want to encourage everyone uh to to take the opportunity to vote i think voting early is is a very good idea there's lots of opportunities to do that through through mail you can also drop your ballot it um at um election boxes that are around the various places

029around the county and there's there are three vote centers that are open and you can vote in person right now in south san francisco up on tower road at the elections office and down in redwood city at county center 555 county center so [Music] so please take advantage of the opportunities to to vote and i think it's a very good idea to vote early thank you uh mr griffin okay well thank you um i think what i'm saying is a well i know what i'm saying is appropriate but uh given we have communications i want to talk about the hate at schools opportunities lost grand jury report uh these are my own comments the board has to respond as does the does the actual administration um i read the 26-page report i think it's a

030scathing indictment of hate hate acts hate speech and and other demonstrations that are actually in our schools there were 15 findings and five recommendations i think the the the topic is in itself important and i think there were some valid findings and some valid recommendations while i think that the report methodology maybe wasn't perfect the report does have value to everybody that resides in san mateo county um and for those that is anyone surprised who has read the report as to the findings about hate crimes and hate speech and hateful acts within our school districts um our schools are are represent a microcosm of our society and we're seeing our you know everything we see in school goes on out there in in the real world uh the attitudes and uh the views are not

031new they've been there for for a very long time uh what is new is the social media and the internet and perhaps some of some irresponsibility on on people's part our problem in the schools needs to be fixed but until we actually really improve and address the issue in society we're not go we're not going to get rid of it there's an interesting comment on page five of that report and i'll just read it quickly um the protest and they're talking about black lives matters the protests have forced many to recognize the systemic racism in the country systemic racism impacts life in san mateo county for residents and is of concern and possibly should be investigated by a future grand jury unfortunately it was beyond the scope of this report to proceed with a broader

032investigation into such issues i sincerely hope they mean that and i really want the grand jury to take that topic up you know i i while they're looking at stuff they need to follow up on racism here in the county that's my comment thank you so i i was going to speak on something else and i will but i first want to touch on what bob and greg speak spoke to like because i think they are very much on on track like greg i was also moved by our speakers i know i know that there is like bob says hate racism and prejudice in our community and we can't deny that i think a couple of our future speakers uh on a future agenda item are going to speak about anti-semitism as a long-time burlingame

033resident being jewish i know there is anti-semitism in the community as i've experienced it that said i'm going to pivot i only have three to four more more meetings left on the board and i've decided to push one item in those meetings equity and the growing achievement gap there are so many issues our districts faces this is the item i've decided to champion for my last few meetings it is human nature to try to put a positive spin on our actions to that end we seem to be constantly hearing how effective our distance learning programs are while we must congratulate our teachers and administrations and staff for their herculean efforts to make distance learning as effective as possible we also must recognize that is it that it is an ineffective substitute for in-person learning in

034particular our at-risk students are being harmed the most by distance learning the equity gap in our district is growing by leaps and bounds as long as we maintain only in distance learning i can't leave this board and knowing that this district is following a direction that increases the equity gap and is not aggressively trying to reverse that direction our statistics and research have shown that at-risk students are not engaged with distance learning as more privileged students are we must respond we must get these at risk students in safe classrooms with teachers otherwise our in otherwise our achievement gap and equity gap will only grow with recent modifications with recent reductions in covet cases in our county region in the state this can be safely done we can use math social distancing covid testing and something

035very important came out in the last couple of days this county office of education has signed a contract that we can piggyback or that really is for us to provide free covet testing for teachers as often as we want that we administer administered on campus as well as covet testing for students at a very so we can have covet testing math social distancing reduced class sizes and cohorts and we can get these at-risk students in school in front of teachers and prevent the decline the the prevent further achievement gap and equity issues and equity becoming further apart science has shown that these actions will minimize the risk to teachers and staff while the risks will be a little greater than distance learning when we bring if we bring students back history has taught us that

036those who make social project progress such as what i'm calling for closing the achievement gap reducing inequities history has taught us that those who do that take risks teachers and administrators and staff have spoken often about equity and classroom achievement about closing the achievement about increasing equity and closing the achievement gap now is the time to take action and that's my comment oh so i move on um we're moving on to communications from the board of trustees letter from the san mateo office of education coven 19 operations written report and adopted buzz budget um does anyone want to comment on that from the board okay item j item i2 the grand jury report we're receiving it we have three people who would like to comment jessica rosenbaum elon rosenbaum and natalie de la hunt i'll

037let you uh speak in the order you wish who's going to speak first i can go first if nobody else okay mr rosenbaum you have three minutes you can see the clock under image mhs vikings um so my main reason for speaking tonight is because even after this report there still isn't a set of policies on the table to address the concerns um i know there will be at some point but i there are a few things that i want to make sure get on there because as somebody who's experienced this hate and my event was in that report i was interviewed for that report and that whole situation affected me quite a bit i want to make sure that doesn't happen to more kids and earlier it was stated that you know we can't

038solve racism in our community but i believe that not trying to and not instituting sweeping changes uh to our school system is incredibly unfair and hurtful to every single student even if we can't solve everything we need to try what i really want to see is a written policy that is at least as detailed as the tardy policy on hate speech and hate crimes because when i got hate crime there was no plan of action my pe teacher didn't even want me to take a picture of it for because he was worried he might get in trouble for letting me doing that everything that happened afterwards was a mess my mom wasn't even immediately informed i think she she found out for me um and i want to make sure that doesn't happen again because

039with the way things are going i don't think that these hate crimes are going to stop in order to stop them i also really want to see a third party organization brought in to try and change this culture at our schools and on top of that have professional development for the teachers so they know how to handle his situation because it's unfair to institute policies and just assume teachers know how to handle the situation not all of them are prepared for that and that's fair they weren't trained to deal with hate speech like a lot of teachers might let it go or might hear it and pretend not to hear because they don't really know how to deal with it and those are just the main things i wanted to say i want to make

040sure that when policies are brought up based on those recommendations that those four things are mentioned and get into the policy thank you for your time thank you uh miss rosa miss uh miss rosenbaum do you want to speak or you want miss delahunt to come in i'll follow my son i'm pretty impressed by that i gotta say okay you have three minutes from the time you start speaking so i'm elon's mom the one who got the call from the then 15 year old who arrived at pe only to find his locker had been broken into with a swastika and the word written across it thankfully elon wasn't physically harmed and his emotional resilience and physical strength meant he wasn't afraid but his friends were afraid and he was offended those sentiments motivated and empowered

041him to affect change we watched and supported him as he tried time and again for months to get a school-wide response from the administration he got stalling and insistence that it was an isolated event and no systemic response was appropriate the grand jury disagreed they found that the school leadership in our county has not taken adequate steps to keep students safe from hate crimes in our schools but the immediate responses to the report issued by dr skelly and principal belzer were inadequate their lack of ownership for their errors coupled with their choice not to name the hate and our earlier speakers spoke about this anti-semitism homophobia racism that's a failure in leadership without naming the hatred the student and staff can't be educated and they can't stop it our schools have put blinders on about

042these issues for years in 2018 the identity the fbi identified k-12 schools and colleges as the third most likely location for hate crimes to occur but our county high schools weren't paying attention our county is not immune from hate crimes our institutions just avoid acknowledging and reporting them the grand jury report revealed that an administrative staff member of bhs actually claimed that elon the one who just spoke may have defaced his own locker what kind of educator is that and how does the suggestion that suggestion reflect principal belzer's comment that the school community was quote far more empathetic and stronger in denouncing these acts at the time elon's teachers weren't even notified they were horrified when i notified them because they hadn't been able to provide the empathy compassion and support that they would have

043but they had no idea it was his locker that had been vandalized when elon couldn't affect change by collaborating with the administration at bhs he sought help from dr skelly dr skelly's insistence that each and every quote each and every staff member in our district shares the grand jury's sense of urgency doesn't comport with his refusal to support elon's request from for help from a third party an anti-hate curriculum implemented or as he just said at the very least a policy and consequences for hate speech that's comparable to the policies for tardies the county the county's parents and elected representatives should accept nothing short of full implementation of the grand jury recommendations it's crucial that this board the public and the courts monitor the implementation not measuring something doesn't mean it's not happening it's crucial

044that the level of hate please wrap up your comments who it is aimed toward be measured on each and every campus and that our administrators be held accountable hate crimes are never isolated incidents they occur in environments where they are tolerated and they impact broad groups of students and create an unsafe learning environment for all of them name the hate count the hate crimes and stop them thank you thank you for your comments mr ella hunt hi um my name is natalie and i'm a kindergarten first grade teacher in the burlingame school district um hi greg nice to see you so i am just so you know i've been working with the bsd school district on these issues i had a list of things i was going to talk about but i'm kind of switching

045gears here so first of all the grand jury report i would really like to see the district um come out with a statement sooner rather than later it's been 13 days you guys and ladies on the board and everything you guys should have put something out sooner you folks should have put something out already in writing to the community i got something from um dr skelly i got something from um paul belzer i also have a daughter at bhs by the way the board should be issuing a statement i know there's something come up on the 20th unity and community i'm looking forward to that i think the board is going to be involved but i'd like to see a strong statement put out from the board listing action steps i would like to know

046what is coming left next i'm going to talk quickly because i have a lot to say um the correlate program the english lit program that the district has in the english department i talked to this about with dr uh with mr belzer already you have a fantastic diverse core lit program in the district here's the problem it is not being enforced anya had mentioned this earlier a third of the books on that list are by bipac authors but the teachers are not teaching them my daughter who's in her junior year at bhs has not read enough diverse diverse books i was told she should be reading one by bipac author a year one is not enough we are the global majority we should be reading more than one a year it should be two a

047year if not more we are not the minority that is not the case anymore what is your your is not enough anya should feel represented representation matters that's my one of my points um when i heard what was going on at mills i wasn't going to talk about that i am horrified by that and everybody should be horrified i was cringing on the screen everybody should be cringing the fact that the teacher even used the word slaves is a huge red flag we don't say slaves anymore we say enslaved people there's language being said that people are completely unaware i'm sorry there are board members that said words that we don't say anymore we don't actually say at-risk youth anymore or privileged populations they're over-resourced and under-resourced communities these are words that teachers need training

048on admin needs training on everybody needs training on everybody needs anti-bias anti-racist education the teachers at bhs and quite frankly all through the district upper lower everybody everybody needs anti-bias anti-racist education training and they're not getting it the teachers who mr rosenbaum dealt with at bhs they did not know how to deal with the situation and it caused a series of runs it never should have gotten to that point he should have had it should have been dealt with in such a different way i mean that first of all the reason it happened is a community problem but then when it did happen and we found out who did it or how it resolved it should be met with action steps of how the child who committed the crime was punished but quite frankly it

049should have been met with please wrap up your comments yeah i'm going to take up space here i feel like i'm tired of being told no we have we have you can please wrap up your comments all right i have a lot of people who need to be heard it's a board meeting three minutes i'll just mark this down i'll be back next month with you you're welcome to come back and we'd like to hear greg if you know i'll be back you're you're welcome too thank you for your kind taking up space okay um next is mr nelson wanted to speak on this item three minutes from the time you start speaking you're muted there you go still muted it's your microphone not your uh nothing there you go there we go all right

050well it's nice there's other people who are leading off on this and i'm probably the last person that you want commenting on this but um the board you guys don't know where this is coming from you've known for a while and that's a problem there's a firewall of information between the administration and the board and the information is not going to the board it's blocked and i'm listening to a bunch of other parents tonight talking about these things it's been going on for a while that the earlier parent who got an investigation response which they were just basically displaced his standard operating procedure it's unfortunate but it's gone many of you know i've taught in the district for 30 years but i was a parent of a disabled student at burlingame high school who was

051targeted and harassed by his teachers to such an extent that he had to leave school the people sitting up there right now are well versed in what happened and so it took a grand jury report which if i recall when i was being involuntarily transferred out of burlingame because i took a stand for these things the fear was if the grand jury looks at this well now they are and so now it's in your hands everything i've heard tonight doesn't surprise me one bit not at all when i fought back and asked for information i was told it didn't happen doesn't exist okay on february in february 2019 i filed a uniform complaint a uniform complaint is what you file when there is a discrimination act this is after the united states office of civil

052rights was conducting investigations at burlingame high school into these events which were eventually made to go away but when i asked for the names of who had filed aggressions against me as a parent i was told we can't tell you we're not going to tell you i just heard a parent say the superintendent told them that that person that teacher has a right to face their accusers well what's it right now i ask for the same thing i argue then that the two people who came and made false reports to you were recipients of uniform complaints and that's retaliation and you buried it and the board voted to bury it i don't think i'm gonna have to do anything in this i think all the other parents are gonna begin to handle this you don't

053need to wait for the grand jury to do an investigation the board can do their own and i don't mean hiring some independent third party investigator that's not a third party you need to hire a private law firm exactly like palo alto did and you need to come in and you need to investigate what's going on that's what these parents are asking for that's what these kids are asking for and that's what the taxpayers are asking for it's not okay anymore thank you i paid the price please wrap up your account okay great thank you thank you mr nelson this is an agenda item so board members can respond if they want uh greg did you want to respond yes um first of all to the rose and bombs and to where did she go

054no oh you took natalie off put the rose and bombs off too mr nelson he's going away too but okay just no offense i just wanted no no i wanted to address what they had to say i think i think it's important that we as a board make a statement i think we've left it to the administration to do this and i think it's our time to to to play a part i think it's important i think this is an important report that came out and i think hate crime and all the things that were mentioned are something that needs to be addressed i know being in education for so long it's hard for us to come up with you know and i think elon brought it up professional development i know we've done that

055but we need to do more i think we need to do well beyond that i think there's some policies that we need to look at as well i also have some concerns about the statements that were made and i have some doubts about things that have been said to me and i'm starting to concern myself about that um also i believe that it goes beyond just the schools we have to make this a community effort we have to involve our partner districts we have to involve the communities and we need to address this because this is not just something that a high school district can address in one to year or two years this is this is institutional this is this the systemic and we need to make some alterations and the only way we're

056going to do that is with a concerted effort so this is not something small that we can just brush away this is about racism homophobia anti-semitism these are things that we need to address and it's our job that's what education is supposed to be so i'm really wanting to see some change and i think we have made some efforts i'm not going to i'm not going to say that we haven't we've talked about bias we've talked about equity we've had even the board has been educated in professional development that i think is very effective that the county has put together but it's not enough we need to keep going thank you miss lee's dwyer okay um i feel like i don't know enough i feel like i need more information on the grand jury report

057because there are things that ms rosenbaum said that i had not seen in print yet so i would i would really like to know more details about who was interviewed what happened you know what what they were looking at um i i would really like more information on the report itself and i don't know if the district has more information on it i'd really like to have it because everyone who knows me i like the details i want to know everything um i i remember the story about young mr rosenbaum and what a horrific experience for a student and i think no student should have that experience and it's our job to work with administration to make sure that something like that doesn't happen to another person it's just purely wrong on the day of

058the giant hate crime at burlingame high school and i say giant because there were like 13 walls with giant hateful messages on them and this person hated everyone he didn't he wasn't it wasn't a one group it was you name it he hated it and he defaced the property and right before he did it during the night and of course kids were going to come into school and they were going to see that and they're going to see their school defaced with really horrible sayings things that were set on it that day i went with the superintendent to rabbi fader's feeder's office and met with him and talked about the situation and he was organizing pastors and people to come to a meeting at the school with with principal belzer and i tell you the

059story because i think probably almost everyone on this call except maybe the superintendent knows about it um so he's had a very good meeting with the rabbi and a representative from the anti-defamation league was there and talked to him and he gave us it more information i went straight to the church that i go to and wanted to find a pastor to say look you have to be involved in this we are a community and as a district we're a very large community but at burlingame on that day we had to be a community we couldn't we had to reach out and so that they could reach in because we needed everyone so um a meeting was held at the school and under the leadership of principal belzer and the anti-defamation gentleman came and gave

060an incredible talk to the teachers and staff the pastors the rabbi they were all there from the churches in the community because they wanted the teachers and the staff to realize that this is a community problem and they wanted to be part of helping us solve it um it was an incredible meeting the tenor the tone in the room the tenor of the speaker the feelings the discussion afterwards everyone wanted to do something it wasn't a rally by any means but it was an opportunity for people to learn and to realize that hate exists and it exists in our midst and we may go on about our little lives but we need to do something we can't let this happen um and i and you know it's kind of too bad it took a crime

061like that but at the same time it brought people together in a new way and i think they were really really ready to say what can i do as an individual to fight this on someone earlier said representation matters and we're all representatives and i think you know we are elected everyone on this call everyone in our district is a representative of of families as they go forward and we need to take a grand jury report incredibly serious we need to embrace it we need to understand it we need to move forward with it a couple years ago i went to a class on bias and it was given by an african-american gentleman and he did an amazing job and i it was the last session of um conference that i went to and usually

062on friday the last session people are checking out everyone who was in that room no one left and because it was we all i think i learned so much about myself and i learned about how others see people how i see people how they see me um so many so much came out of that i came back and i immediately called the superintendent we need buy we need bias training because class i went to it really caused me to think and to reassess who i am and what i do so we did have bias training for the board and other school boards joined us and we did that and i know there's been more bias training within the district since that time but training is training and living is living and i think we need

063to live and we need to live what we believe and what we want to have happen in our community and in our schools as part of the bigger communities and encourage everyone to get involved because i think it will take we need to do everything that we can do and encourage others to join us as we move forward i'm and i think i probably said too much but i i believe in this and and i want everything that we can do to be done and i want more information so thank you thank you mr hanley yeah i you know i i certainly um you know agree with the comments of my colleagues so far um and and i don't think we've we certainly have not ignored this this growing problem of of hate in in

064the community and um and have made efforts to to get uh bias training um you know some of some of you that that know me have known that that um i also work in in in oakland and and richmond in in the charter school community i've done that um you know since about 2005 um and you know i've spent a lot of time in in in those communities and and uh started charter schools over there in in the fruit vale and then the iron triangle and so so i see you know bias firsthand with a lot of the families and a lot of the students that i work with in in those communities and and you know i think it's i think doing that work also along with the work that that i do here

065on this board uh certainly has has educated me a lot over the years of what families face what what students face in in prejudice um it's very visible it's very visible and um and i'm certainly a better person for having done that work and i i think um much more sensitive myself in in the challenges that that uh students face um and uh biased hatred and so we need to you know it's an ongoing problem and unfortunately the the situation of the last uh recent years i think has has provoked the polarization in the society we've had we've had more hatred um emerge in in our society and i think in our in our community everywhere um so we're going to take a we're going to take a serious look at this grand jury report

066and um and we will be back with um with a response to it um but you know we we will take it very seriously mr griffin well i think i made all the comments i don't want to you know be labor the point because i was i was concerned about it initially so i've made my comments thank you and i just want i've made some comments too i just wanted to add that you know in the in in many of our communities at least in the part of our community that i live in there is no doubt that racism and different types of prejudice are institutional and systematic in our communities both and as a school we need to work with our populations to address this as well as with our communities and one example

067comes to mind um that many you might be aware of others might not about three or four years ago this is in the burlingame high school community is the burlingame country club it was suspended by the united states tennis association for two years for ongoing racist practices that took place in that country club and this country club has members has has has members whose families are students in our school in our schools this just demonstrates this is just one thing that demonstrates the systematic racism and prejudice that's in our community and we need to take the lead as a school district to work with our community to address this this isn't something in burlingame country club that happened 10 years ago this happened three or four years ago so we need to address this and

068even though as i understand from long-time residents of the community it's not something new at that country club so there's bias throughout our community and schools and i hope we as a school district can take the lead in addressing it thank you moving on the consent agenda i am uh we have to pull two items i we have to pull contracts and uh we uh a gentleman wanted to speak about item j7 okay and if anyone wants to pull any other items let me yes i think that um i'm not sure that the document that i wanted pulled is on contracts well it could be down under under the spreadsheet if it's under the contracts j8 is it j8 yeah so we're pulling j7 and j8 okay j eight thank you do i hear a

069motion to approve the rest or does anyone want to be moved second second so move by mislead july or second by mr land sorry mr hanley uh mr land how do you vote yes miss lee's dwyer yes mr hanley yes mr griffin yes and i vote yes motion carries five nothing item j7 is the request approval agreement between san mateo union high school district and comcast comcast cable to participate in the internet essentials partnership program uh is mr who mr kazan thank you for having me um my name is steve kazan i'm a parent or a former parent of a student who graduated from aragon moved on to a college now he's in his senior year at university of wisconsin i was asked to look at a problem a technical problem i'm a technologist i've

070worked in technology for 30 years probably and that problem was connectivity that problem was communication that problem was safety of your students it was finding a way to provide internet access which includes zoom access like we're on right now so the teachers would have a chance to speak face-to-face with their students that students would have a chance to speak face-to-face with their classmates and students could learn they could communicate and teachers would have the ability to see the students were okay now the vast majority of your students do have connectivity they do have access they are able to um you know participate class but for a subset that does not we are going to focus very specifically on individuals in each school and try to make sure that if they don't have access to connectivity

071we can get it for them the proposal is to form a relationship a partnership with comcast comcast has a special rate that's in the agenda a discounted rate for households that meet qualifications and the idea is we get support from comcast we get connectivity from comcast and then the students are able to participate in their classes you know mark friedman talked about bridging the digital divide this is one tool one method of doing that um does it replace in person class no but it will allow um face-to-face but also access to the assets provided by the internet the learning tools the khan academies the national geographics the smithsonian's all the the great deep rich sources of learning would then be available to your students so if there are any questions i'm happy to address them

072now but i'm working with a team of people within the district um laura and simon and the fec's samia to make sure that you know we do this properly and we're effective in connecting these students so with that i'll stop and see if there are any questions does any board member have any questions for mr kazan i also make a comment sure i think this is wonderful work and i'm really excited about it so thank you i'll just say that thank you thank you sir thank you and can i hear a motion i make a motion to pass uh j7 second motion by mr land second by miss lee dwyer mr land how do you vote yes miss lee dwyer yes mr hanley yes mr griffin yes and i vote yes the motion carries five

073nothing thank you mr kazan thank you i appreciate it thanks for the time i just before we move on to reports j8 oh day eight yes in j8 i just moved that we remove the one line item for six thousand dollars because that contract has not been approved yet okay so make you mo approve ja last that item is that your second okay uh any discussion see none motion by miss lee's dreyer second by mr land mr lane how do you vote yes ms lee's dwyer yes mr hanley yes mr griffin yes i vote yes motion carries five nothing and the little thing i was going to tell i have two speakers on my list for items m1 and m2 i actually won i think as a presenter an attorney the other speaker is donna

074kasper ritz we are going to pull items m1 and m2 isn't that correct miss chalkley so yes that's correct so miss kaeper it's if you're waiting to speak the item's not going to come up it will come back another time at which time you you were then very free to speak on the item i'm sorry i should have let you know that or sooner item k1 report of the superintendent thank you very much uh mr friedman um let's see i want to start with some of the details of activities coming up it was mentioned that we will have an event on october 20th at uh 6 30 um put on by the black parents association as well as the district office regarding a chance to listen and learn about ways that we can serve our

075african-american students and their families more effectively um those invitations have gone out and we're using thought exchange um to uh to run that event we um certainly encourage um folks to come to that event we are um meeting on a regular basis as the board knows we've been um we have a meeting almost uh every other week at least and sometimes every week um that's true coming up next week on the 15th at 5 30. we have uh our permanent status for teachers that celebration uh will happen uh next week and we look forward to that being the only item and a chance to celebrate those great teachers that we're bringing in um parents and teachers have been informed that we will have on october 14th and october 28th we will have days where some

076many of our teachers will be teaching asynchronously if you will other teachers will be having regular classes as as they normally do on a wednesday we're excited about this possibility to give at least a little bit of a break for students as they go forward but as we'll we'll hear later on tonight wednesday schedules um have been um well you know are well supported by many of our teachers and students there was a discussion um earlier about the literature curriculum that folks that we have in this district i think it is some of the more diverse [Music] english literature that uh you'll find in many many districts um but to miss de la hunt's uh comments it's only as effective as uh the teacher use of that material so that's a conversation that we'll continue

077to have um as the board approved the goals um social studies is another area that's working through um those pieces um two to create the kind of diverse agreement we did review our um english curriculum uh back i believe it was in 2017 or 18 thanks to the hard work of the english department uh in our district because they share the goals that that have been brought forward by many of our speakers i do want to make a few comments about some of the pieces here we have begun to look at the grand jury report there are pieces that are directives to all the districts in the county obviously the grand jury recognizes what the board recognizes and that is that these are community activities and we need to do more on them both as

078a district and as a county and we are dedicated um to that work um i um i have been in many districts uh such as the life of a a superintendent um and i have never been in a community as dedicated to the cause of social justice and anti-racism and those pieces um then i find um this district uh at this point in its history um we um we never do enough uh you may be doing more than other places but uh and we may be doing more but uh there's so much more to do and the times that we live in demand um even more work and yet we're hampered by the um the coronavirus and the challenges that it uh that it presents to bring people together in meaningful ways to address the

079way that we act as a community we have great staff here who are dedicated to that they want this training they're they're they care about it they want to provide students and um i think it's no uh it's it should be expected that people come to uh this board at this time to bring their concerns about where we are as a society um not just because those things are happening here but because they're happening all over the country and people see the four years the kids been in high school as some of the most formative and important years of the kid in kids lives where they're shaped by the activities that go there so we're always disappointed when these things happen um but that's why we do the work because they are present in our

080in our community and they're things that we have to get after so i know that you will uh expect us to come back on on these items and we uh we look forward to the opportunity to do so thank you next is item k2 reported the student board members which one of you wants to speak first have you worked it out mission miss turanian can speak first um first of all i'd like to thank the board members for the opportunity to speak i feel privileged to have this position um i'd like to comment on some of the remarks made earlier about hate crimes and overall toxic culture in within the school district and i can't speak for students at burlingame but for aragon personally um although it may not be as overt racism homophobia sexism

081those are all underlying themes that we need to address as you guys are very conscious about also as a senior a lot of seniors are feeling lost and navigating the already very stressful and dynamic college application process and that kind of offset by the whole distance learning environment that's making it extra challenging to address those needs we also have a steep learning curve in distance learning which you guys are aware of but we feel as though the pacing of the classes flip flop it's it's it's not constant and that contributes to extra stress so teachers right now are trying to figure out how to pace their classes yeah so just running themes of difficulty and being productive while staring at the screen all day engagement with other students is low so those are all things

082that we're going to need to address during the duration of distance learning thank you miss john hello i'd also like to say thank you to all the district members here and all the board members um i'd like to agree with what anew said earlier about how our students are fine needing to find ways to stay motivated um and i also want to build upon what was said previously um about the racism in our school district so i am a student at burlingame high school and um although i haven't been there for all of the incidents that were mentioned in the daily journal report i have been there for a few of them or for some of them and um uh i would like to say as a student in our burlingame leadership program i know

083that our leadership program is working towards um building more community and inclusivity and diversity throughout our school but of course it hasn't been enough yet we are making strides and i know that um our school in addition to a lot of other schools in our district are um implementing new commissions and within their leadership and asb programs to uh that are specifically directed at diversity and inclusivity um and i would like to say that we are working to improve this and hopefully work with the district to um make it better obviously it won't be completely enough within uh in a short period of time but we will definitely make as make strides towards it and um i also want to report that a lot of our schools have been working to increase mental health and

084within our students and also have been working with our wellness counselors a lot of our schools have been having wellness weeks um just to boost student motivation and productivity see ya okay thank you you you two are free to stay for the whole meeting or if you have homework you're free to leave and when we get to the items like return to school report you're free to comment as board members at that time if you stay so we appreciate you being part of the board and when we get to the key discussion items if you're still here you're free to participate item k3 report of the district teachers association representative mr childress good evening president freeman members of the board district cabinet um first i just i as as many have i want to recognize

085the the the speakers that have that have uh come before um the passion and the the um importance and the emotion uh you know is is is evident and and clear um i do want to i do want to agree with many of the speakers and saying that um you know it's never it it's almost never enough and um and and it's hard it's hard to do it's hard to in many cases it's hard to face the the opportunity in a in a meaningful way without some guidance and i do i would would recognize that many of all of the sites are involved in ongoing implicit bias training um all the sites are are are using some of their pd time to talk about these things um also you've heard from the association vice president

086miss lauderdale about our black lives matter task force that is really focused on um promoting um you know a systematic address of you know concerns of bypoc students staff and community that that task force contains not only teachers but students and support from some site administrators as well so there's a lot of work to be done and we're trying to make strides i do want to acknowledge that you know we're moving in in the right direction but it's an ongoing effort and it's it's really not ever going to be enough but we need to keep doing the best that we can i also want to recognize uh piggyback on something dr skelly mentioned about the uh the flexibility of wednesday um uh asynchronous wednesdays um this was this was something that i think was a

087a small and and maybe unique um uh collaboration uh at the bargaining table recently we've we've hit sort of a roadblock on many other issues but but this was something uh both sides not only came to a good agreement on but had very similar perspectives on um i think the the idea of giving students and teachers a i wouldn't say a break or a pass but but a a a respite from the the frantic or frenetic um you know class after class after class online um routine on wednesdays uh i i think it's really important that both sides recognize that the teachers and students really uh had differing opinions on you know what they wanted from those wednesdays some inju some wanted to to wanted that break but some again teachers and students wanted some

088uh continued continue synchronous learning um and i think this probably falls falls along the side of um you know um curricular driven courses like ap versus um maybe not so regimented courses that could be delivered in an asynchronous way and i really do appreciate the the agreement that we reached in terms of flexibility for teachers um so that that there are options for folks um going forward um the the the next thing i want to address is is something mr friedman said and i i truly agree and i think uh ms terranian mentioned it as well or at least um referred to it is that distance learning is is certainly i think the words mr freeman used were not they're not an effective substitute or an ineffective substitute for in-person instruction and i really want

089to recognize that from from all points of view not only um from students and student learning but also teaching and the teaching profession um this is hard and teachers are working very very hard um you know it's not unusual to hear teachers talk about 12 and 16 hour days trying to as miss teranium put it um you know figure out how to do how to how to how to pace their courses or how to assess their lessons or how to how to move forward it's very very challenging um you know i've had conversations with dr skelly about you know just the the the goals of teaching and the goal and you know why we're in this why we do this work and how frustrating it is um to not have the ability to you know

090for lack of a better term get into your groove and and and really do what you're used to doing it's very challenging that said i don't believe the the answer is at this time you know forcing forcing normalcy or what we might think of normalcy um in into the system before it's safe it's just simply not safe um you know our i really do believe that our efforts should are better spent at this point um you know finding some flexibility finding resources that we can leverage to creatively focus on how we can address deficiencies in this environment there's really no way that we can just flip a switch and and bring people back in and be back in business as usual i think there's going to be a transition phase i mean i think there's

091going to be a time where we need to figure out a way that we can do what is best for students while pro while preserving the ability for teachers to provide the best learning environment for students um it's just simply we we need to be a little more creative than just you know going back to normal and saying we can flip a switch and do that um we we i i agree mr friedman also mentioned the the the contract that the county offices signed with a third party uh testing service um you know the the and i think that's a great step in the right direction you've heard me um demand um support from the county many times in in meetings and say that that we need the county to really support us that we're

092not testers we're not medical experts unfortunate and and i i i can see that's a it's a it's a step in the right direction however if you read the agreement it does not say that we have the ability to test as often as we want to it simply does not say that it says that the test will be periodically spaced based on capacity or based on what capacity permits um and i'm very concerned about relying on a third-party entity that is a for-profit institution that is has gonna have limited resources to to rely on that support to keep our schools open if their quote capacity runs out do we just close down again do we tell the parents that it's not safe i really have a hard time um thinking that we can as an

093institution deliver on a promise to the community that it's safe because we're doing x y and z when a third party and is a third party is in control of how often we can do x y and z so i think we need to be careful going forward i think it's a good start i think we need to look at how how we can leverage again those resources to find a creative solution and along those lines in terms of safety um you know i'm glad to see that the the district has proposed um looking at reopening plans i do want to recognize that in bargaining and dr black will will concur with this that that our our team has has proposed on at least three occasions to talk about a reopening plan or parameters for

094reopening how we can get students back on campus safely what what metrics what criteria we can we can we can address i just want to make sure that you know now that it's in a goal on the district reopening plan to develop a plan um i really want to make sure that we involve the teaching teachers association and that there are um working conditions uh teaching and learning um from the perspective of the teaching unit is considered as we go forward okay the topic the the the most immediate topic at hand is in terms of safety and ms lauderdale mentioned it i think in a previous board meeting is um you know the s.a.t test and uh i just want to be clear that there are this is not you you all know me well

095enough that i i sort of err on the side of caution and safety in this environment but i do want to um clearly state that this is not just my point of view this is i'm hearing this from my membership there's very significant concern about how and why we're administering this exam when the csus and the uc's are are going to be test silent in terms of the s.a.t it seems unduly risky to put kids in a situation that that may not be safe we certainly can't guarantee that they're safe and and as dr skelly has mentioned and i agree um we can never guarantee safety of everyone all the time however we're an institution that is responsible for um you know promoting safety and health and and the the education of our of our

096community and and anything that we do if there is a a risk involved we need to be very cautious and careful about that um i know that that the the numbers are low and the the um the guidelines are are i'm trying not to be too passive here the guidelines are being addressed uh that said you know from our own from from the recent experience and recent observations of even the things that have happened in our the nation's capital uh you know i just don't think putting kids indoors for four hours at a time regardless of whether they're distanced or whether there's masks or whether we can actually scientifically guarantee that the ventilation is adequate um i just want to go on record that the association is concerned about safety and and that we don't

097believe that it's it's a safe environment to put students and or proctors in those in those roles um all of the learning pods have had students test well i shouldn't say all sorry um many of the the learning pods have had issues where students have tested positive and we haven't caught kids haven't caught those cases coming into the buildings or coming into the in learning environments i think we just need to really be careful about um as an institution um suggesting that we're providing a safe environment when there's really no way that we know if that's true or not um finally i'll just uh i'll echo mr hanley and uh just remind everybody to vote um your ballots are there they're cut they're on the way um vote early and securely um it's extremely important

098this is probably the most consequential election of of of i think probably everyone in this call's lifetime i think it's it's extremely important that we have a high turnout and whatever your views are whatever your position is you exercise your civic duty because it's probably more important now than ever so thank you thank you uh next is the report of csea chapter 519 representative miss pelez there you are you have to unmute yourself there you go i'm sorry it's okay good evening president freeman members of the board dr skelly and everyone here tonight updates regarding our contract and two mousse we are working on with the district negotiations for our 2019-2022 contract that we went to in passover is in the hands of the district we are hopeful the remaining signatures needed will be completed

099within the next week once signed we still need final approval from all parties csea has brought the reassignment mou to our members for a vote that has just been completed we continue to negotiate our return to work agreement with the district and hope to come to a resolution tomorrow at our meeting before we close we would like to bring up concerns from many classified staff about staying safe while at work not just once but twice the same classified member has been exposed to has been exposed to covid while working in the learning pods and was constantly consequently sent home to quarantine this is a problem the district cannot control moving forward what measures is the district going to keep our staff healthy now i did hear president friedman say a comment about testing available from

100the county that's great we hope the testing will be for all staff and students so i'd like to thank you for your time and you guys have a great evening thank you and the last report is the report of the san mateo adult schools teachers association representative [Music] that's uh you got to find it on my list here miss watkins yes thank you very much to superintendent scully dr black and all of the board members and other esteemed people who are in the audience this evening uh first our student council report this week we had our virtual student council elections for the fall session so a lot of effort went into the planning for this so it included the recruitment of candidates uh campaigning and putting their speeches online and actual voting is being concluded

101uh this evening and the announcement will be made next week by director angela taylor report on our el civics and curriculum units for education and jobs our el civics has been an important aspect of our program for a number of years it provides an important funding source and the collection of data for reporting purposes so this particular term we are having two units on educational and study skills and work job interviews very practical skills for our students and career education starting this month career education is offering an exciting new program working in conjunction with the continuing education program at kanyada college we're offering a new dispensing opticians training program so this program provides students with the knowledge and skills they need to become board certified dispensing opticians and other cte programs we have include professional

102communications for business and beyond we have a pharmacy technician training program and a clinical medical assistant training program and additionally we have ongoing computer skills classes and support for both students and teachers we're continuing with the distribution of laptop and chromebooks for those of our students who have the need for those as they arise and finally we're going to be starting our classes online classes testing next week so our administrators have been working diligently in implementing the first phase of online classes testing starting with our more advanced level students and working downwards for the other levels so this particular testing identifies learning gaps as well as achievements and assists our students who are ready to prepare to continue with ged programs or college readiness so this concludes my report thank you for listening thank you

103very much miss watkins uh we're going to move on to item l1 i just want to give the board a little heads up we only have one special reporting appearance item and then after that we just have three short what i believe are three short items so this is the only lengthy thing we have left on the agenda trying to keep my our the board focused uh for those of you who are watching the board has been working since 4 45 in closed session and different on mainly real estate and teacher negotiations with different unions discussions about those so um we've been here for four hours already we understand what you students uh with with zoom fatigue have when you go four hours straight with that we're gonna we only have to do it every

104so often you have to do it every day with that i'm going to turn it over to dr skelly item l1 fall 2020 return to school report um thank you very much uh president friedman um we're back uh this is a regular feature of the board uh um meetings um i want to make sure you got the right you've got the wrong agenda you've got last the last report from uh at september 24th september 24th if you're comfortable uh moving the uh yeah you're gonna have to tell me when yeah i will i will i have to stop sharing uh yeah the viking yeah so how do i uh this one okay share do i have share i'm just looking do you have that now yeah i have it open i'm going to share my

105screen then okay thanks mom and then i'm going to go to where i have it okay yeah thank you um you know it's remarkable a few months ago if that would have happened this meeting would have ground to a halt and now look at us um okay next slide mark okay so um we are um going to talk a little bit about student survey results we have we used to use california healthy kids survey now we use something called panorama i've got some good results uh interesting survey results that were helpful for my understanding we're going to talk some more about outdoor learning pods we're going to talk about our efforts to continue to provide high quality opportunities for students we're going to mention a little bit about the current county tier status and then

106we're going to get your questions and feedback um as we prepare for the next meeting next slide so mr uh uh simmons is going to take us through these next slides so i'll turn it over to you uh brian thank can you hear me now yes all right good good evening board president friedman board superintendent skelly and cabinet i'm going to take a few minutes to review the results of this survey as dr skelly said a week that was conducted in mid-september um to get a window into student experience for these first five weeks um we'll review what's working for students issues that need to be addressed and how we plan to build on the things that are working and collectively address those issues that have come up next slide please oops don't worry so

107that's kind of an overview of the present yep there you go um so uh this slide is just a quick overview of the survey the survey is organized around the learning models we've enacted the academic needs students have as well as the ways that we are engaging and helping students feel connected as you can see here the survey was administered from september 14th to september 23rd so that was about the fifth and sixth week of school um and that about three quarters of our students completed it next slide please oh you don't have this slide that i was hoping you'd have there so let me just quickly quickly tell you that um i'll i'll share with the board after this the demographics of the um of the actual survey administration um so i'll say this

108these just for a couple of say a couple of words about it in general students replied to this survey we had we had as i said 75 percent of students reply or respond to the survey uh and about in general across all our racial subgroups as well as our special populations students replied at the rates in which they are actually represented in the district's demographics with the exception of latino students latinos they were either right on par with or within one percentage point of their of their representation latino students about 30 percent of latino students uh responded to the serve of the survey respondents 30 of them were latino and about 33 of the students in the district are latino so that was the one the one group that was a little under reporting in

109terms of the relative size now i can talk a little bit about some of the affirmative feedback that we got from students um so in general we received um the two pieces i'll pull out of this are the the core tools that the district has invested in uh and supported teachers in using canvas and zoom were reported to be being used by our by our by our teachers and that's great news because we've invested a lot of time energy and effort in the use of those common um resources that really are our schools these these days uh meanwhile 84 of students feel like they have they are getting the kinds of assistance that they need from staff i would pull that one out as well um the last piece there i would say that the

11050 of students appreciate the wednesday schedule was a little bit surprising to us because we've gotten a lot of feedback from staff and from some students that that wednesdays where we have every single class every uh during that day sort of 30 minute or 40 minute zoom classes every day but that was a lot for students there were a number of students that that that indicated that that actually was was a helpful schedule so that's why we've got kind of these mixed mixed results around the wind our understanding of of wednesday's and and this accommodation around it being a more flexible day uh next slide please uh and so this slide i'll just jump over it really quickly and just say it's a word cloud that of the words that came up in the most

111in a one of the qualitative questions where we asked a free response from students and these are the kinds of words that sort of popped up the most for students about what was going well i would call out a couple of things like breakout rooms flex time and cl include canvas and zoom next slide please this slide summarizes some of the key issues and concerns that we pulled out of the data there's there's more in that survey it's a pretty rich back-to-school survey about kind of a specific program that we're offering right now um but i will cert quickly summarize them i mean as we've indicated previously students are struggling with access and it is disproportionately our historically underserved groups of students meanwhile another area of concern is that students are not connecting with each

112other and now that may be self-evident since they're not in school together and they're and they are social creatures and and connecting them physically in space is really important um but it is something to note that only 15 of them say that they feel connected to other students in addition 40 of students overall indicated they have significant distractions at home um and and and that was across the board in terms of its and it was a little higher percentage for our higher needs students and then lastly you can see that students are not taking as advantage of our support periods as we would have hoped nor are they really enjoying online learning in this format uh next slide please and this is again another word cloud uh these are some of the key terms that

113students indicated with high frequency about what were some of the challenges that they are facing in online learning it should be noted uh that some of the same things that are going well are also things that are noted as being things that are that are that are hard about completing their work so sometimes this information can be a little bit confounding uh next slide please so these last couple of slides are really related to how we plan to use these results to take action site administrators have reviewed the results earlier this week and we are now using them with they will use them with their respective teams to plan for school-wide activities and professional learning to address the common issues that came up meanwhile there was also a question at the end of the survey

114where students could self-identify it's called raise your hand um as an in need of support you can see that the breakdown here for how those requests came in i will say that the college and career support needs were almost all seniors right requesting support for their senior applications and whatnot um the individual students uh have been shared with sites uh and the wellness school counseling and intervention teams at each of our school sites uh we'll follow up with these students individually in alignment with our other intervention uh protocols next slide please so again i've already referenced the professional learning that is part that was sort of prompted by this we also are going to be investigating a potential laptop purchase for some of the stu some of our students one of the issues that's come

115up is that our chromebooks are struggling with kind of the weight of the multitasking that we're asking them to do and so it's come up as one potential solution to that is to invest in some laptops on top of our chromebooks we're still investigating that and then lastly the second piece of that was also really promoting and supporting our students to get connected to the program you heard about earlier uh in the contracts part of the agenda around the internet essentials program with comcast um we also will be uh just to follow up on this we will have kind of a more traditional healthy kids-like survey that we'll be implementing uh toward the end of october early november um and we'll get a report to you all in november about kind of how students social

116emotional well-being is going more directly um and we plan to each of the the sites we've used some of our our cares act money that's the the the resources that have come from the federal government um we've apportioned grants to school sites to create student engagement um outreach and academic support plans kind of building out what are our traditional um after-school tutoring programs to with a much more robust set of resources to help sites uh kind of create site-based plans for addressing the needs of student engage student engagement needs as well as their academic support needs and i don't know dr kelly if you want to stop here and ask questions or if we want to keep moving ahead why don't you stop and then um we can ask if there are any questions and

117then if not i can go on to the next part it's hard for me to see any board members when we're on this is there i see greg's hand up craig i'll i'll go um there was an email from amy johnston about this and about some comments that she made and i just want to make sure that it's noted that um there were some concerns about how much she how how we outreached and that it was an opt-in kind of survey um i think it i think the survey has merit and i appreciate it i just think with all surveys and all things that we do we have to take everything with a grain of salt um and i think it's important some of the takeaways um i'm really impressed with the idea of coming

118up with a plan and using care monies to really work on engagement i think that's awesome um when you look at the issues and concerns it's very obvious that this is where our work needs to be talking about making sure that ongoing tech support is happening just handing them out the hot spots and um making sure that they have their chromebooks is not enough sometimes we're gonna have to rotate um i've had a lot of experience with this we've had two or three laptops change over and it's an investment that we have to make so i want to make sure that that i.t department does something with that at this ongoing situation when we deal with um not connecting with each other i think that is something that um i i think it's almost linear

119of how we think we start with let's make sure that the teachers the kids are engaged with the teacher in the in the class but then what about breakout rooms and working with each other and how do we connect what about how are clubs happening if there is clubs how can you know though with their you know everyone says they're you know high school students are social animals well we have to figure out a way to connect with them um i was we were talking earlier about um we were talking earlier about athletics and how the football team's connecting and wrestling teams connecting and that's awesome i just think we are there's there's more to be done in this area um how can other kids get connected in what they think is important um so

120again taking lessons from the issues that are concerning um 23 only enjoying online learning how can we change that i know that that's just a tough tough um statistic that has to be addressed at some point in time um i do appreciate the the work and the questions so it really is just kind of a a comment rather than any questions thank you i will just quickly say that we we did do to comment on your to respond to your to the ms johnstone's issues um all schools what one made it had it compulsory during a period when we plan on our goal is to have 85 percent of students doing it on our next round of surveys the sel surveys um and it was so it was compulsory uh one school didn't didn't do

121it that way and they will do it that way in the future does anyone else wish to comment speak up okay i'd like to comment if or sorry that's okay um the brian were you aware of the email from amy johnstone have you seen it i have seen it okay good because i think that you know she makes some good points and i and it's good that someone who is involved in developing surveys and working with them is able to address her concerns um the only other comment that i'll make is greg made a lot of good ones is that i'm really glad that the sites are getting funds to do things that they need to do um through the cares act because they they i you know it's i think it's hard uh for

122everything to be so district focused when each site does have individual individuals that have specific needs that they um can work to to help them so i'm really glad to see that funding go out thank you thank you thank you who wanted to comment mission or mrs torreira mr um i'd like to comment if possible um i'd like to address the data point about 50 percent of students appreciating the wednesday schedule i think to conflate appreciation for the wednesday schedule with the lack of need for asynchronous learning would be a misrepresentation of the data and here's why contentness is relative relative to a full day of learning shorter days do sound more appealing but the overarching issue isn't only the wednesday schedule itself and i think that's lost here it's the incredibly rapid pacing that

123leaves students confused and behind also mr hanley i know you mentioned last meeting that reducing instructional hours would put students at a disadvantage i think that the true disadvantage is that students simply do not have the bandwidth to stay on top of the information that's given to them what's the purpose of extra instructional hours if students aren't registering the information that's given to them during those hours um i'd like to commend the board for the two asynchronous days that have been proposed if it's if this pattern is continued throughout the duration of synchronous learning i think that would be a major win for students all across the district so that's my comment thanks do we hear mr hanley or mr griffin do you wish to comment yeah just quickly my colleagues commented on the survey

124we were talking earlier about in sending people with starbucks cards we ought to i think it's really important that we get maximum participation and maybe a starbucks card at the end of the survey you know some sort of access would get us better turnout i mean you know you know because it is it's a little deal but getting that you know getting as much of the population to give us feedback on this only helps us so i mean you know it could be the the piece we're trying to address is the you know is the responses from people who aren't actually responding so we can't gauge what's going on did you want to say something mr hanley do you and me still have to speak um no i i don't really have it i don't

125really have anything to much to add uh um no i don't really have anything more more to add right now and all i'll add is you know when i look at this data i see the same things we saw last week and we've been talking about which is there are students who we need to get some sort of face-to-face learning in session in a safe manner and it's very important that we we got to move safely slowly but just to rely a hundred percent on distance learning will fail many of our students and this and this uh this data shows that out okay are we ready to go on um yeah i gotta do that too don't i yes you do um okay so i'm going to talk a little bit about uh how do

126we bring students back and um i i want to um embrace two things one is that everybody wants to bring kids back onto campus and the second is is that this is damn hard um so we'll go through that and we'll describe a little bit and i i'm taking this on um for all the principles the data that that you have here is theirs um and i'm not gonna spend a whole bunch of time on on each slide um i do want to just go through some of them though the first is um is aragon and you'll see that they reached out to a small group you know group of students their numbers were smaller because they they're the you know the kids that fit into the categories here are um fairly low um i've

127been over and visited uh their learning pods um it's going well it's well supervised but there's not much interaction between students and each other it is not an opportunity for engagement per se between students in the interest of safety some of that is sacrificed um while the um supervisors are great people and care a lot about kids they're um you know because of the safety issues um they're being very careful here um san mateo outdoor learning pod i was there today they have started in the populations at hillsdale cappuccino and san mateo often when we test students for um to as part of the stanford van or in preparation for opening the pod we have found that there are students who um have coveted um when they uh are tested and uh there was a

128comment made about exposure um that is um as everybody knows if we think you know do we know that anybody has been exposed we haven't had any cases that we believe there's been any transmittal during our watch but people in our community have coveted and when they come to campus and they're tested and they um they turn up positive i can't tell you the shutter that it says through the organization um with respect to uh bringing students back uh in greater numbers or folks uh courageously stepping up and sacrificing to do that and i will say um that uh you know everybody's doing a great job um are struggling through this and when we ask people to take um to supervise a learning pod we are deeply appreciative um for their willingness to do that

129serving students who are at the um at the far farthest from educational equity and they're the ones who need our services um the most and they're the ones who are most likely to have the virus on the student those students so um i do want to make a shout out for that so i didn't mention um uh san mateo their numbers they said 9 out of 14 um those are students who showed up at all um and they continue to have some students that are sporadic attenders among those nine um mills is another place they've reached out to 27 students they've got five participating as of the um the sixth um i will mention some of the barriers to participation parent guardian concerns um there are the statistics that i've seen um show that the

130students um families who are most uh typically vulnerable to the virus are the ones who have the greatest concern and are less are typically less interested in bringing in exposing their students to the virus and so that's a big challenge um for us um we we continue to reach out to folks we continue to send emails visit their homes to see what we can do and uh we will continue to do that work um as we go forward uh many candidates prefer at home learning um if they're not gonna get if they're not gonna see the teachers if i can stay home i've got a bathroom close by that i know i know what the food is in the fridge um i know um you know just a whole variety of things being at home

131is is uh is a you know better environment for me to learn and rather than sitting outside on on mornings when it's cold and it's outside rather than being in the warmth of your own home and then also we have family obligations child care younger siblings we know that the families are larger with many of these students and parents of the students that we would like to have come into learning pods are the ones who are taking care of younger siblings and whose parents are having to work outside of the home to provide essential services for us so um i want us this is um just about the cruelest most difficult um equity challenge that you could possibly put on on a school district the next slide here talks a little bit about burlingame burlingame

132identified 50 students their initial cohort serving is five so ten percent of the students they believe would benefit from being um on campus or are taking them up um i will also say you you know the air air quality um also did us no favors right you know people starting and then the air is bad who wants to be outside it's just been the the most difficult thing i have i i've never seen an organization work as hard to make something happen and have as little success for reasons that that you know have nothing to do with their efforts um than we've had um with these learning pods and then finally um well i'll talk about cappuccino and then we don't have a slot on hillsdale but i'll talk a little bit about them um

133they begin on 9 23. eric there's bad they contact 150 people they invite they they focus in on the right kids they get a total of eight students who are interested and then when it comes time to show up they've got one to three students uh participating so um we um you know we we are trying um but this is just really uh really hard work um hillsdale has um has was all set to open up two pods they brought the kids in for testing three of the students tested positive they shut down the pods they're ready to get after it again next week um and uh they're dedicated to making that work as as well as it can um the next thing i'm going to do is turn over the next a couple of

134slides um to uh principle of peninsula ron capana who will come on next i believe thank you dr skelly uh board president friedman member of the of the board and district cabinet uh so we started uh this week and we had to postpone for a number of reasons uh obviously with air quality but the process to get the pods are a little bit different for us first off we identified kids who were not communicating at all with the school meaning that it wasn't just that they weren't attending classes we were doing outreach from our teachers to our support staff and the students were just basically there was no contact and so we created a list of 30 kids we personally hand delivered the letters which took time almost like a subpoena but not quite uh

135made sure that they're aware of why we're there uh we're able to get in touch with about 90 percent of the families and then out of those results uh which you know the first question we always ask is are you okay are you safe and for a lot of the families you can imagine what the answers are and we've heard some already but uh food and basic needs being met is a big concern out of the number we've been surprisingly had really good success and i think that's a commitment to the staff with our outreach as well as our personal delivery we've been using vans and going out in the community and so out of our total number we've had about 80 percent of these kids uh reconnect with the school so it puts us

136at about 24 out of the 30 kids and granted we're only you know the first week in uh but the numbers have held steady for the week and the other piece is you know not all the kids have come to the site we've had about 14 out of the 30. but the there was an eight additional and part of it was when we did the outreach was making sure you know what do they need and some of the kids similar to the other schools didn't want to come to the sites and we respect that i think it's again the flavor of it is how can you support the families first and then meet their academic needs and so we've had great response we do a lot of caravan out in the community as far as

137kind of potentially the geek swat if you want to call it we bring remote devices and wi-fi if needed uh food services uh sonia gonzalez who works in our food we provide food out in the community for a week's worth of food the kids on the campus uh we put them in pods alternating days uh that's been very successful as far as uh the kids being embracing it i would say out of all the kids that have been to the school not one of them has fought the idea of being there a lot of the similar reasons uh for the other you know hoping to see more staff but also being very much understanding of why they can't we did today we're going to do about once three times every two weeks testing so one

138of our pods got tested today as well as the staff we hope to increase that number of how often testing is the pods are created right now for two week periods and part of that is we have to be very deliberate in how we do this process i mentioned before our staff help identify the kids it takes time to get the letters out but we also have to organize with transportation and transportation has been great but when you're organizing specific spots for certain kids that takes a lot of planning uh and so this is our first group of pods it'll go through the 16th uh if the students do well as they seem to be right now uh they either have the choice to go back and work from home or continue attending from the

139pods and then we're going to be looking at the next group of kids but we basically took our bottom 25 and i can safely say as we approach friday the first week our average attendance prior to this was and now our average attendance as a school is 80 and so uh the numbers are really good and you know just the one piece going back to you go well how does it 80 when you saw that slide uh a couple weeks ago by period i think we need to understand that our school the kids the amount of classes they see in a week is 40 more uh than the comprehensive schools as far as just class meeting with teachers and so if a kid misses a class there's a higher rate that's going to go up

140that is pretty much uh the overall layout of how we did it uh did you dr scully do you want me to speak to this or did you want to come back no i'll go on i'll i'll take home thank you so um i just want to um just these takeaways are here um i do want to emphasize that we have no positive covert cases uh that we can point to that were a result of spread between students and staff staff to staff anything like that and so um you know to the point of safety i think that if anything our district has created a safe environment because we are testing students who would never have been tested before um and so um that i think then then the county shifts into gear and and

141uh you know goes to families and investigates and tries to tries to slow down the spread and i think that's something that we're continuing to do no matter what what goes on here so the next slide is our improvement activities um we uh go to the next slide there is nothing more frustrating in a learning environment than not having uh solid internet access if anybody gets on a call and zoom and is not effective or not heard it's discouraging for that person and it's discouraging for the family and you can imagine what it's like for for folks when they can't do that so we think internet essentials has a possibility to help us a lot it's not a silver bullet and it's going to be tough grinding work reaching out to each family to do

142this work the internet essentials is making it yeah comcast's making it easier but it's still going to be hard work for us to do that we got to continue to encourage families to to come on campus right even if you're not feeling safe we need to build confidence there and we've talked a lot about engagement here um you know i think the kids that are participating in athletics uh feel like they're getting water in the desert and they're just so hungry for any kind of engagement that we have and i know our activities directors are working really hard there but we have to continue to find ways to provide engagement opportunities for students and as much as those can be in person we should do that um because it's it's the way um we're gonna

143make it through this year um i'm gonna i think sarah devaney is here to do the next slide um if not i'm going to ask you to do that uh kirk i'm here i'm happy to tell you yeah no problem so as most of you know the county maintains a substantial red tier what does that mean for us as of october 6 that means after 14 days of being insubstantial we're allowed to begin in-person instruction however the county in coordination with san mateo county health has created a review of reopening plans so we're in the process of outlining and completing our plans that we will be submitting hopefully tomorrow to the county office and the health department which they will review and then approve which means we'll allow to have more in-person opportunities for students

144so our plans are really looking how can we gradually offer these opportunities to limited sets of students and cohorts in really engaging ways which would be outdoors preferred but we would also be able to provide some indoor opportunities we're really looking at those um those opportunities that are going to prioritize instruction if possible we have a few ideas from some of our unique courses like biotech that only has equipment in the lab that we can offer to those students we're looking at how we can support some of those one-on-one apps with potentially some of our special ed students we're looking at small groups like under five we would be cohorting following all the four pillars for all of these things our um reopening plans we have a max number of persons on campus at 150

145we know we're nowhere ready for that number but that's about 10 of each of our campuses at this point we know that's a goal um and that's something we're hoping that the county will approve and looking at how we might break that down that would be eight pods potentially not all at the same time but we could work up to that i think others have mentioned how important it is to get some of these kids back on campus however we're struggling a lot with figuring out the right way to do that and the kids that are able and willing to come on campus we've also highlighted a process for our principals to help prioritize the ask from staff on campus and then the health and hr team will approve and help outline some of those

146options making sure we're keeping everyone safe the other thing i want to highlight is we are really finally getting movement in our testing strategies we've really been relying on staff to use their primary care if something comes up we've been relying on the stanford health van relying on project baseline but now we've also as you guys have mentioned earlier we're looking into curative as well as vera with partnering with stanford and i'm really hopeful about some of these opportunities and the ability to test on campus with our students and staff more frequently so that's where we are thanks very much okay next slide so right now um as is typical we want your feedback and then as this goes we always have um a chance to talk about what you want to hear about next

147meeting um the thoughts that uh that we had on those were preliminary thinking on spring semester planning um we need to start looking at that and uh i don't know if i'll if october 22nd is the right day for that or we should wait till november boy that's going to be a hard conversation and lots of work there um athletics are coming up they're scheduled to uh resume uh in december um uh other thoughts about how we um frame these and then i as this meeting has gone on um i think one of the topics that i'd like to suggest that we bring back next time are thoughts about engagement strategies for students if we don't have um on-campus learning between now and the end of the end of the semester what are schools doing

148to provide engagement for students during the next two months so that concludes our report and we're happy to take any questions or answer anything you have well what you're gonna get is you're gonna get comments okay because that's what you asked for but before we actually have comments on the board we have one public speaker nicole robinson you have three minutes from the time you start hello and good evening i'd like to say that online learning was the correct way to move forward during this pandemic i'm saddened to hear that our teens will spend part of their school year alone in a two-dimensional world my daughter is a sophomore and only had little more than one semester of in-person instruction overall i think that mills did a good job switching to an online platform however

149the school district i think we need to change these kids are on a computer from nine to three with a single lunch break and two quick bathroom breaks after they have to upload notes they took in class do homework and study for any tests or quizzes they might have this can easily be a total of over nine hours a day on a computer i think that when it became clear that these kids were going to start school in an online world and not physically on campus the district told us not to worry that it'd be different than spring schools would take attendance assignments would be graded and cameras are on so that students are engaged but in our desire not to make the mistakes the past we have been making different mistakes today we need

150to plan for the future what if we are online for the rest of this year and the better part of the next few years i love to have my daughter be in campus for a full year before graduation but we need to realize that just because we want something badly doesn't mean it will happen as adults we need to make the hard decisions and plan for the next two to five years knowing that there might be a mix of in-person and online learning we need to create a focus group of teachers from all discipline wellness counselors and administrators we need to plan what will happen if they can no longer have hands-on classes like food and nutrition woodworking and others do we change graduation requirements having our kids look at a screen for nine hours

151a day for more than 45 hours a week is not sustainable in the long run before this pandemic i sat in countless meetings of parent groups that had sociologists educators and even psychologists telling me how i needed to limit my child's screen time how harmful it was to even have a tv in a kid's room i was told that even 30 minutes of a screen time a day can be far too much this generation of kids wears glasses more than any other due to nearsightedness the american academy of pediatrics recommends no more than one hour of screen time per day now because of the pandemic we're going to throw away and disregard all this data and our kids sit in front of a computer for more than nine times the recommended amount it is one

152thing to be on a computer in class to learn but is far another to have them spend all this additional time doing homework and busy work to prove that they were paying attention in class i'm glad that we're going to try something new on wednesdays in october hopefully this is the start of modifying our expectations so that our kids that have already lost so much hopefully it won't be their mental health as well thank you thank you okay now i'm going to take board comments and i'm going to start with our student board members if they wish to speak since uh miss yoon is still here miss terranian went home do you wish to speak miss yoon about the presentation i have a quick comment um i would also like to um say that i

153support the food changes in october wednesdays i feel like that will be a good way to gauge whether um it'll bring uh boost student motivation i feel like it will provide the students a good break throughout the week and i also believe that um it i also feel like it will for some of the classes that require more instructional hours i feel the teachers will utilize that and keep this this good the wednesday schedule for their class the same but i feel like for the classes that uh don't require as much um in class instruction hours it will give the students a lot of breaks so i feel like it's a good plan okay thank you your camera now it came back on it went off for a second mr land your your comments directions

154lots of comments so i'm just going to go i'm going to reference what mr friedman sent in his comments about trying to get people back to getting the students back to school i think it's critical i also want to comment on what mr childress said about having a plan and phasing in i think i'm going to repeat myself over and over again but we need to go slow to go fast but that doesn't mean stop um i think we keep having to alterate um and come up with certain plans and change them and adjust them i love what ms yoon said um and miss robinson where we're talking about making some changes and adjustments we need to know that it's not perfect we don't have the answers and we need to make adjustments as we

155see fit and i think miss unit brings up a good point that you know maybe we need to slow down and give them time to be able to do their work independently and and do that um i i really have a hard time with um what happened with the pods um yes it's difficult no doubt but that's that's why we have to talk about equity these are our kids who are most vulnerable and because they're most vulnerable we've got to create a ways to make them engaged and and it really saddens me when i hear how the athletic department has a great bringing back on campus and kids feel great about it and that's awesome but then when we get to the pods it's almost like a ghost town and we have to find a

156way to reconcile that because we need to find a way to find incentives to get kids to be there to get excited to be there to help out um whatever it takes i think we need to think outside the box i was uh fresh i i was happy to hear what sarah was talking about at the end where you are are starting to come up with pods and and and what the school districts what the county said we can do with school districts and what we can come up with talking about the biotech labs getting that back in place we got to go slow to go fast let's start one class on campus two classes on campus whatever it takes but we need a plan i mean mr childress really brought up a good point

157of how do we phase this in coming up with ideas it's got to be a constant brainstorm i i sympathize with what dr skelly said about the pods and and the troubles that came up but that does shouldn't deter us we need to keep going and we need to try it in a safe way maybe it is inside maybe it's getting purifiers so that everybody has an extra purifier i'm going to be honest i as an elementary school teacher i mean a principal i'm starting monday with kindergarteners and first graders and um we had to spend like the last three weeks getting our school in order we have uh paint on the lines where it's like go this way and go that way keep separate i have videos that tell the kids as you know

158what to do and how to wear their mask and we have on site we have you know washing stations so that people can do that we have open air in in certain rooms we picked the rooms that we needed first to go on um and we're avoiding certain other rooms i've had to move teachers these are things we need to do and um and i think it's something that we have to start really considering about and it goes back to what again what mr childress says we've got to have a plan and we've got to keep going along so it's combining what mr friedman said with what mr childress said it's like taking it slow and steady thank you thank you miss lee dwyer unmute yourself please okay can you hear me yes yes um

159the sound was coming out of my computer so i took the ear earphones off so it's kind of nice um i just first i want to congratulate uh principal kampana for his work in reaching out to students and practically serving them subpoenas which i love that analogy but i i feel like that is with the population we're looking at all the schools maybe that's the approach that makes the most sense um because it's about as personal as you can get and i think we have to get personal we have to recognize we are we have to step back and recognize that some of these kids have obligations that they didn't have before this whole event uh our world changed and now they do have these obligations and how can we support them with the obligations

160that they have so i agree with mr land that we have to be creative and we have to go slow to go fast and keep going and going and going because if you i learned by doing a bunch of 10ks that you save the energy to the end you can actually run the fast mile the last mile the fastest um and i'm hoping with covid that we'll be able to run the last mile the fastest and to improve our time actually um as long as there's no hills but this is these are these it's an incredible challenge and i appreciate everyone who's working on it because i guess going back to greg said also we have to just change on a dime this didn't work okay let's try this how did oh you have an

161idea let's try that um you have to try everything that could work and that's hugely challenging but if we don't do it and we miss an opportunity than we've lost so um the sooner we can get everyone back where they belong which is in school the better the sooner teachers can return to the comfort of their own classrooms the better i'm i i look forward to normal and i appreciate everything that we're doing to try to get there thank you thanks uh mr hanley yeah i um yeah i i'm not sure what to say i i think you know trying to trying to make some uh movements back and build some confidence is the only way that we can we can make progress um i mean otherwise we're just looking at a catastrophic situation in

162terms of learning loss and and um academic achievement uh i think um we've got to we've got to figure out a way to um to make some progress here i think as as the situation continues to improve i mean there's nothing that's that's risk that's risk-free but i but i do think we can we can reduce risk to a to a sustainable level um and uh and we can do it through um through taking some small steps building some confidence um in those steps that we're taking um i don't know i i'm uh i'm less focused on on starting athletics than i am uh then i am on making progress academically um quite frankly um i i just think we've we're just looking at a really tragic situation here if we don't if we don't

163figure out some way to to um to reduce the learning loss that that we're experiencing um uh in terms of you know i don't know whether uh you know we can reduce uh screen time by you know doing more more of the assignments out of you know just traditional textbooks um and doing reading out of out of uh books rather than off of screens that's the uh you know that's the other option um if if more of the if more of the homework assignments and things are are done through through reading out of out of textbooks and novels and traditional traditional uh books that reduces screen time certainly and i don't know whether we can we can emphasize that to try to reduce reduce the amount of time that that's spent on screens um you

164know i i've also found personally that that that i've gotten more used to um being on a screen i mean as as i've been forced to be on a screen over the last seven or eight months but i don't know that might be just me personally it's still not still not the most fun thing to do but but um but it's it's happened as i've been forced to spend more and more time on a screen so it could be that that as time goes on uh you know you may adapt a little bit more um but i i there's clearly no no magic bullet to to this this is just a ex as uh as dr skelly was saying this is a incredibly difficult incredibly challenging time um and i wish i i wish i

165had more ideas but i'd right now i don't you know i think i think it's probably premature to to spend a lot of time thinking about spring semester right right now in october um i'd like to i'd like to postpone that discussion for a little bit okay thank you mr hanley um mr griffin where are you i'm here um i hear you once you're gone just quickly um a couple of things i i want to continue to hear about engagement with the current students um and how we're you know we've got to continue to try to reach them um if we got to go around serve subpoenas to hear every student um you know which is drastic and it's it's a that's a labor of love you know um we've got to do things like

166that to just try to really reach out the other thing we've got to continue to you know monitor the county health situation and have plans so that we're not flat-footed when you know when in fact you know the color code changes and we have no plan and we could be doing more than you know than what you know leaving it status quo so i don't want to i don't want to accept the status quo i know it's difficult and i think everybody wakes up tired every day and and is getting you know just just a little less resilient but i still want to look forward try to work through pods or work through some activities um on the campuses and we gotta you know while we're talking about engagement we can't engage students without them

167having good technology so we get this we get this comcast thing whatever it's called and get some better equipment or some options for better equipment so anyway we could go on all night on that but i'm losing my voice another benefit of zoom so a few things i have to say first i want to point out that miss yoon and miss terrarian uh really thank them for their comments and participations as board members in many ways i found what they said as more insightful i know than what i'm about to say and maybe more insightful than what some of my colleagues said but you know it's really it's really i think it really their participation in their comments i think my board member my fellow board members agree with me really demonstrate the importance of

168having student board members and their ability to add to the discussion in in this sort of situation and i thank you both for being here and hope hope to see you again in two weeks and thank you so to my comments the status quo i can't i wrote that down after miss bob or mr griffin said it he's a hundred percent correct we cannot rest with the status quo we've got to constantly have alternatives to upset that status quo because the status quo isn't good enough so what i think you need with dr skelly you need to provide us in two weeks plant new plants further plans to get more students engaged more students on campus or maybe not don't violate the 150 or whatever it is more students at different times on campus give

169us updates on how students are coming on campus for uh athletics give up you know uh and so forth uh we just need more students on campuses and different ways of doing it as we saw the pods aren't don't seem like necessarily the best solution and they won't work come november when it starts raining at least outdoor pots so how we're going to how we're going to transfer to indoor pods i really think students will come on campuses as you said if there is more direct instruction on campus and it you know and there's different you know you can say you're going to have a class but maybe it can just be like what did we used to call that where students came in on campus in the afternoon they could come in the afternoon

170and just get tutoring you know that sort of thing so we really have i think students will come on campus and be engaged when they have an activity more akin to their learning not just a place that takes the place of their home that's why students are coming for athletics because athletics isn't just like oh i could run in my backyard they're coming you know you can't get the same sort of experience you get that way so really share those plans with us in two weeks give us specific plans that each school is thinking of implement is going to implement hopefully with some instruction with some teachers like the biochem in san mateo give us those plans in two weeks let's see the list now you might have a long list and say we're only

171doing two or three of these at a particular school penn or san mateo but we need to see that list we need to see more specifics uh you know pen i think that's wonderful that what we did to you know to try to get some students there you mentioned the transportation issue i think that will solve itself well you have a different challenge in that crest is closing uh within the month at the end of the month early november so when you have the new building that will solve itself in the sense that the bus ride will be a lot shorter you might be able to even use vans and some people might get there on their own a lot easier plus you can also use it if you set up if you set up

172a uh you know whatever whatever these programs you set up in the new school you can say look we built a new 30 million dollar school for you come to us in november you know it it it really instead of going to the old beat up place up the hill we've got this brand even though that new old beat up place is is going to be sold we got this brand new place that the district sent for you come to it we can help you you know i think that really helps if we do that and when we you know when the next trimester starts in november i think that's a real good thing and we gotta we've got to sell the fact that you know putting small groups or you know whatever it is

173cohorts of whatever the number is that sarah tells us is the right number 10 people in our our thousand square foot classrooms distance with masks is safe you know we're not talking about having a rose garden party like they had a couple weeks ago in washington you know with a bunch of people without mass hugging each other and then 30 people get coveted you know we're not talking about doing that we're talking about you know bringing people together in a room socially distanced with mass safely that means that even if one of those people happens to test positive you know the the scientific odds because they got it elsewhere of them passing it on because they wore a mass because they were distant from from other people the odds that they gave it to anyone

174in that room is minimal according to all the the science and leaders i read so we can do that and we have to do that um so the only thing i have to say about the spring i can understand not wanting to do it but i also got to remind you we only have three board meetings scheduled to win or break you know so we're going to have to do it sometime and it's probably going to take one more one an extra board meeting maybe an extra one in november but you know i don't know that we need to talk about it in october dr scali you need to be thinking about it you and and your team uh need to be thinking about it uh and then the last thing so if you come

175to with us how you're going to change the status quo different plans to get instructions kids in class i mean if every kid could get in class for one hour a week you know that's like every kid you know they'll have that engagement that every that these football players we hear about or having the engagement every afternoon you know that's there so we want to hear about those engagement strategies with on campus class i also want to hear about athletic engagement strategies because those seem to be working and those kids seem to be happier and you know i'm getting positive feedback on those kids and so i want i want that but you know it it's not a good look if all we're giving is the athletes the football players the engagement they need and

176we're not giving the other kids the the at-risk kids i'm sorry if i don't know the right language and those other kids the uh the engagement they need we need we need to figure out how to give everyone the engagement they need and i hope that's what you'll report about in two weeks your plans however upsetting the status quo different plans to get kids on campus in classrooms hopefully with teachers or some sort of instruction you know and for all our schools the i keep i always uh ron i always push peninsula the reason i do is because if you saw miss devaney's report it said there's a 150 student limit you're the only one who doesn't have to worry about that limit i mean you do you don't need to do 150. but it's

177small so it's an easy starting point and that's the only reason i i mean that's one of the reasons obviously there's an engagement issue there too so hopefully that gives you direction dr skelly any questions or you want asking for further no i'm good thank you anyone else want to add to that before we move on okay we can finish quickly i hope so i need unanimous then i forgot to ask you to pull items m1 and m2 do i have unanimous consent to not cover those items yes yes yes yes so they'll come back in two weeks correct miss mcmanus okay uh item n1 uh wait was that oh was there anything else was there any other no item n1 approval personnel actions we have uh personal actions and addendum no special recognitions tonight

178yes miss lee dwyer no it's so nice not not to wear the earphones i i just think about these students and how difficult it is to be on zoom this long um i don't remember seeing an addendum and i looked at the agenda i gotta i thought a den addendum to the personal election it wasn't there or when did it go up oh did i download it you want me to put it up and share it with you yeah because i didn't see it today well somehow i download it it's the link it's linked on the agenda well it wasn't when i looked at the agenda earlier i'm having trouble minimizing my screen uh oh now i got real true i kept checking because i know addendums get get on that get with that report

179but it wasn't i can share it if you'd like mark yeah yeah you have to vote on it so i think you probably yeah please share it i'm having real i just screwed screwed up my screen okay okay let me let me know sorry mark let me know linda when when you want me to scroll down okay yeah i don't know if anybody else didn't see it but it was not there when i opened it yeah yeah i didn't see it either okay page two page three oh what happened here okay actually i can share it with you i got my screen back but it's good are you okay linda page four what you know i'm reading it as fast as i can because you know we have people taking leaves and we have people

180we've hired and i i do want to see i understand yeah i i i downloaded all of them for page five oh the athletic things well you know what they're getting better at it aren't they kirk yes yeah that looks pretty good very good it's amazing what a little accountability will do um let's go on to the next page okay yeah it looks like we've got just a few here okay next i'm just looking at who might be out doing something okay well she's reading that i i don't think it's really good practice to have everything delivered like at the last minute like this because i do miss stuff like this a lot i think linda linda is a great example of what we should be more like where you are looking at these things

181thoroughly and i'd like to get these in advance more yeah i can even say that that was the point i was going to make sort of because i downloaded as i to be able to share that presentation i think i downloaded around three three three page because of because of everything we were you know we had uh 4 45 closed session so i downloaded 330 and it turns out it wasn't even the latest version because you heard from brian you heard from brian that you know i was missing a page right that was 3 30 i think the deadline you know it's i try to i really if possible i like to review everything over the weekend because i have more time and i can sit and just do it because you know i work

182full-time um but at the very least by like tuesday evening i should be able to have everything i need to read because i want to be prepared and the last minute all the last minute stuff just unless it's really something you can't control um yeah i i would prefer to get as early as you can get it to us and let us know if you put something if the agenda changes we need to know because i can't going back to look at it we'll do better we'll do better on this well i will add i don't think it's pot i think i know you've been doing the back to school presentations and giving it to us about 24 hours in advance and i i understand that that you know given the dynamic you're showing the

183latest and greatest i guess yeah we want that you know it should be it can't be done a week in advance right yeah because because of the dynamic nature of that other things can be you know right these are stuff from business services contracts things like that uh i mean personality original personnel can be done i guess the addendum i always thought was sort of last minute that's why it was called an addendum but maybe there should be a 24-hour role in that yeah we'll we'll do that okay do i hear a motion i move approval second motion by ms lee's second by mr land mr land yes miss lee dwyer yes mr hanley yes mr griffin yes mark friedman by chess motion carries business services item q1 approval total compensation systems inc proposal please

184uh start over turn your computer on and start over we're bringing forth tonight a contract for an actuarial study to be done and this is to ensure that we're compliant and so um just needed you to approve it and it's eleven thousand dollars right yes and we'll probably be seeing these every year do i hear a motion a move second say it linda you have to say it because we're on zoom back in okay you were too slow linda mislead motioned by mr griffin second one mr lad mr land how do you vote yes miss lee's dwyer yes mr hanley yes mr griffin yes and i vote yes motion carries five nothing last item or second from item r1 board operations board policies anyone i've reviewed them and saw nothing but i'd be interested if

185anyone else heard it the sba yes anyone else can they go on to uh consent next time okay you've got that dr black yes okay so the the last item is uh requested board items you know the board operations yes mr land greg i would like to recommend that we either do a board study on what we talked about earlier with the grand jury report um it could be some of the specifics of it or in general i don't know i'm open to either but we need to have a study session on racism on homophobia on what we're doing i think it's important i agree so do i that gives you a majority i i mean i think that you get to have another meeting mark you know i get another meeting you realize i

186i have to go through december our december meeting now because the because of the because ballots can come into november 20th or something like that that the term was extended till the second through the second week of december but of course if we can't decide that you know school then you get rid of me and you can bring in a new board member to decide the next week when you have to push it in another week to open school in january you're stuck with us okay uh so uh if we do this i would i can we do this dr skelly and do it around include our our our answer to the grand jury the response yeah i think yeah that's the appropriate thing i always use the wrong words i'm so sorry okay how

187i mean what's what's the substance i mean the the the response to the grand jury is is a is a substantive thing to talk about but other than that what is the substance that that we're going to talk about in in that meeting i mean what are other than just throwing out opinions and look at the action steps what could be an action plan what right um what could we do what could what professional development could we propose but that doesn't that doesn't seem to require an entire meeting to me i mean that can be that can be part of the response to the grand jury that can be part of a of a of a regular meeting that doesn't seem to me to be requiring an entire special meeting we might be able to

188yes misleading i think that subject matter merits the time and that given the situation in the world today we have to take care of our community and we need to talk about that and plan for that and we can't just issue a response and go well there that goes we need to talk about what we're going to do what our policies are going to look like how they're going to be implemented what what are what our expectations are and i think we need to do that and we can't and cramming that into a regular meeting isn't fair to the whole rest of the just the district uh you know because when is the administration going to have time to to to pull that kind of a meeting together in the next six or eight weeks

189so again what am i my proposal was it could be in either or both i think bob was saying we could you know you're right there's a substance where you have to do we could just put on an agenda item where it's we're going to discuss the response and that could be an agenda item in a regular meeting i get that but if we're really going to try to tackle some of the issues within the grand jury you know caveats recommendations whatever and tie it to other things as well i mean the teachers union or teachers association uh brought up a few meetings ago about black lives matters and having action plan in a committee our goals have an equity committee all of this can be tied together because it's all of issue that we

190need to address so again i'm open to maybe this being later but it's definitely something we need to address and if it has to be two parts where it's one is the response and one is a more substantive study session then that's fine okay i got two so uh i think our close sessions will be a little shorter for the next for the next three meetings you know just because we got we've gotten through the real estate negotiations even though there is the union different union negotiations that could take up time but you know so we could start we could keep the same 445 but start at six on one you know start with this at six uh or we can just do you know if we wanna don't want our meetings to go work

191five hours but want to do a three-hour meeting and then an hour and a half meeting which is actually my preference we have two weeks you know we have weeks in november that we can do this and we only have one week in november scheduled so you know the issue is do we want to have a longer five six hour meeting or shorter meeting uh the second thing is the content you know i think uh you know i'd like to hear some ideas maybe from dr kempke because you i know you've been working on this you know and my thoughts were we could invite people to talk to us about what they think we should be we can start with with we they think we should be looking at from different perspective from different perspectives

192like the anti-defamation league if there is a representative i know it's a sort of a loose organization from black lives matter you know it's not as a formal organization as the adl you know in groups like that to come to us and say what we should be looking at what they would recommend we should be looking at when is the gen grand jury response to december 23rd okay so we're good i thought it was november so good well yeah but that's still not that's not much time given what what else you got on our plate and the administration you know has some other stuff and then there'll be a whatever that's that break is you know that happens so uh um so what is your thoughts dr kemke well we have started a student equity

193team which is made up of students from every single one of our schools that are interested in this topic and they've just started convening and one of their purposes is to provide a teach-in for administrators around this issue specifically so i i think that we should hear from the students themselves in some of their experiences and some of their recommendations the other thing that i think of is that we do have a contract with the national equity project who you know they're a nationwide organization based in oakland who has done this work for a very long time and they've been working with our administrators so if we want to hear um you know you know from an organization like that i think they would be good because they have been working with us for some

194time now and then we also have a equity advisory committee and i actually did just receive an email from some of the teachers that are organizing around the black lives matter to see if we can collaborate with our already formed equity advisory committee which is made up of parents um who have been talking about these issues for the last i think they've been together for about a year and a half now so i think hearing from some of these different organizations on their response and like if they look at the grand jury report what what would they say about it how would they like us to respond as an organization is kind of where i'm going i would um hope that we could give them a little time just because the student group just started

195up all right and um we are having another meeting i think next week with them and um so if we could do it sometime in yeah later like later in november i mean before the actual response is due um that would be preferable but i just think we need to hear it more closely and i know i would also think that we'd add a survey question on the student surveys that are going out to identify how you know ask a question on these topics to hear from a larger group of our students on you know what they're experiencing and we are brian and i were just actually you know communicating around this as to how to word that question appropriately so that we can hear from the students and start with that kind of data

196is what i would recommend that's a great those are great ideas yeah our board me yes i was going to actually try to get you to solidify when you went our board meeting in november is november 12th are you saying are you asking you think it would take and we probably whatever the december board meeting is december 10th is when we have to re approve the response are you saying like november 19th we come back and hear from all these groups or potentially i mean um i think we're planning to do the administrator teach-in on november 17th if i have the date right and so the students would have had probably enough time to gather some of the things that they're thinking about the student that is collaborating is actually being student-led i'm just listening

197in on it the student that is collaborating around this did a teacher kind of teaching already over the summer so she has some ideas around it so we probably november 19th probably would be um a potential date for it that would be the only thursday to be i mean i'm looking at a calendar over here because the next thursday happens to be a holiday the thursday after that is csba and the thursday after that is when we have our last meeting of the year when we'd have to approve the response so if we wanted to impact the response it would have to be november 19th unless or whatever unless we tried to put it in november 12th which i think would be a bad idea given one november meeting and we're going to be talking

198about 2021 you know i would prefer we do it after the students do this teach-in because that would give them a chance to i don't know have that interview only two days is that okay i mean the calendar is pushing us i know it i and and yeah i mean it would at least give them one round of um doing a public moment with it um the student that is leading this group is pretty amazing but i think we need to hear from the students like that is our i don't just i don't think anyone deeply agree with that yeah i'm just trying to yes linda what if we built some time for it in the november 12th meeting so we can um look at the other information sources that doctor kept his identified and

199then we would be able to devote more time than on the 19th the student input because we would he we would get the equity information other information ahead and look at that a week ahead okay so can i here here's what i think where we are at it sounds like we want to do something on november 19th yes three of us i don't know about mr griffin or mr hanley the three bob you're shaking your head yes and i i i have a feeling i know where mr hanley is but i won't put him on the spot so you know i i would suggest we use we asked miss kempke and we also have november 12th to do some pre-things short in time yeah is that a does that work for you dr kemke you

200know to bring in you know it's probably most of the meeting we might you know have some carryover from node number 12 that takes a half hour or whatever you know i'm thinking about going back to school issues but does that give you time to really put something together you want to comment on this dr skelly too i shouldn't be giving back i just think the november 12th meeting is going to be full of questions about coming back to school in the fall in the spring and uh i think if miss kemke can do the 19th that would be great because as as you mentioned mr friedman the thursday possibilities are winding down on us quickly unless the board wants to do it a different day and i'm not sure what that day would be

201i'm i'm good with the 19th are are you willing to sign up for that or to organize that dr kemke yes i mean it's sooner than i think we had planned so just keep that in mind um you know being driven by the you can tell them we're driven by the need to respond to the grand jury yeah so i think the students themselves do want to they wanna present something but i think if the turnarounds are gonna be a little faster than we had anticipated so i would just say that it's a rough it'll be a rough draft of maybe what you mean i would let them know once again you know we understand that and that it's driven by our our need and desire to have a thorough response to the grand jury

202and it is actually um meeting one of the recommendations of the grand jury is to listen to the students and um so i i don't remember what recommendation it is but it is there if there's preliminary information that we can have from other sources on the 12th i would like to have that because that will give us more time actually to think about it and it won't jumble it all into one meeting you know whatever if they have something that comes in that's they can share on the 12th i'd like to have that but if the teachers like the teachers or the other one of the other groups you talked about committees want to present on the 19th instead of the i mean it's it's not just one you understand you you you budget the

203time accordingly i would encourage you to keep it like six to eight or something like that you know what i mean two hours and does that work for everyone yes i i really appreciate that dr kim key stepping forward thank you uh anything else yeah there's one more thing i i thought we might make it to the official day um if we keep this up but i think we should stop now tomorrow is miss kempke's dr kemke's birthday um but i don't think we all want to stay we're going to sing no so happy birthday um or early without sitting around here for another hour and a half okay yeah before we go remember in front of us remind us of the plan for next week how that meeting's going to work at 5 30.

2045 30 principals will will share their thoughts about each one of the people um we'll have you know brief comments hopefully get you out of there certainly by 7. and we'll we'll make the final congratulations comments you can't shake hands sounds like fun and we get cake right virgil leather virtual cake that was a joke where's ron campana he'll deliver us all cake there you go cupcakes i like that okay anything else on board operations i gotta go to sleep let's go i gotta eat dinner meeting you prepare for a deposition tomorrow morning is adjourned lucky person okay i can kick you all out with one click but i'll like click away go for it good night for it good night good night hey bob hi everyone happy birthday julia happy birthday enjoy
