further discuss those proposals and its selection of a future buyer the selection of a preferred buyer at a future board meeting pledge of allegiance uh dr skelly could you lead us i pledge allegiance to the to the flag of the united states of america and to the republic one nation under god indivisible with justice thank you uh next item item h public or governing board comments should we do public governing board comments first didn't we do public first we can do it either yeah let's do public first we have four public commentators um and i know they're i think they're all gonna are they all here uh miss chocolate they're all here and um the order that i have them in is i'm not sure i apologize i'm not sure if it's zoe or zoe
steinberger soledad bradford cecilia lunapara and vivian scott is that uh is that the order ladies you would like to speak in i'll be going first whenever you guys are ready we're ready for you you have three minutes from when you see there's the clock there you have three minutes from the time you start okay thank you um hello my name is soledad bradford i'm a junior from mills high school um first of all i want to say thank you all for joining and listening today um i'm from a group of recent alumni and fellow students in the district and we work together to try to solve problems that are currently not getting enough attention we are deeply disappointed and disturbed by the lack of attention or rather yeah lack of action our reason for concern
stems from the district-wide crisis of destructive cyber bullying this is an issue that falls under the superintendent and board trustee's jurisdiction it is very important that we are providing support to students ensuring accountability and establishing equality as well as protecting the safety and well-being of students we i urge you to take responsibility and action towards getting what we need to get done passivity led to this passivity led to us as students needing to take this weight and we feel like the pressure has been put on us and as students that pressure should not be put on us this is not our job and this is not our responsibility the past six months everyone has been severely impacted by to various degrees by many things such as the pandemic economic instability the school closing um volatile
political climate and a statewide fires all over california while some parts of our nation have taken the first step to recognizing this problem of racism and bigotry we are far from the finish line and recent events have emphasized that dramatically thank you miss bradford miss steinberg or do you want to go next or do you want someone else too um vivian is going to go next but thank you okay so miss scott you can turn on your mic and if you like you can turn on your camera um i can't turn my camera on at this time i'm sorry that's okay you have three minutes from the time you start to speak okay hi everybody i'm vivian scott a junior from aragon high school and i'm going to be continuing soledad's message recently a multitude
of instagram accounts presumably ran by students in our district have surfaced dedicated to anonymously cyberbullying other smu hsd students although many of their posts violate instagram's policy and are rapidly deleted these accounts quickly post new ones from new accounts these online accounts are an outright very public form of cyber bullying and should be thoroughly investigated and addressed at a district-wide level especially due to this semester's unprecedented situation and the fact that our campuses are completely virtual it's a well-known fact that bullying and especially anonymous cyber bullying worsens adolescents mental health suicide is the second highest leading cause of death for adolescents aged 15 to 19 years old additionally lgbtq youth who have been a deliberate target of recent cyber bullying in the nation and specifically in our district seriously contemplate suicide at almost three times
the rate of cisgender and heterosexual youth in the 2017-2018 california healthy kids survey sixteen percent or around fifteen hundred of sm uhd students responded that they considered suicide in the past 12 months and we have seen a nationwide increase in these numbers especially among young people during the pandemic due to excessive isolation we also feel that it is essential to discuss the historical context surrounding our anxiety around this subject in addition to students mental health exposure to online extremism has often led to radicalization and the rapid extension of hateful ideologies for instance the 21-year-old shooter in el paso in 2019 was found to have a racist islamophobic and anti-immigrant manifesto online written before murdering 20 people more recently a few weeks ago in wisconsin blood spilled on our streets after a 17 year old a
high school senior was influenced online with rhetoric not unlike the instagram accounts that we brought your attention to in september 2019 burlingame high school was vandalized by an alumnus with language that mirrors what is spread online the anti-semitic racist and homophobic graffiti though covered by the janitorial staff before most of the school could see it severely affected students mental health instability for weeks to come this event while shocking to some who thought of burlingame as a tolerant place served to further reinforce to many marginalized community members that they really are not welcome here with all of this in mind these accounts themselves are a form of terrorism on our community we are all extremely distressed with the possibility of ideologies like the ones we have explained considering to spread on our campuses as a result
of these accounts and disturbed with the district's response particularly to the following situation thank you miss scott uh so it's who who's going next miss steinberg i'll be gone you're going yeah please speak thank you hello i'm zoe steinberger a junior from burlingame high school and i'll be continuing vivian's message two weeks ago an anonymous instagram account from aragon posted a nude image of an underage female student from the district distributing child pornography is punishable by jail time this act clearly indicated the increased severity regarding the instagram accounts we decided to email the district to address the issue and hopefully begin an investigation on october 27th i zoe steinberger emailed superintendent dr kevin skelly with specific mentions of cyber bullying and child pornography that was spreading across the campuses to which he replied quote let
me look into this not sure i have the power to take these down i can call mr zuckerberg unquote in the face of illegal and incredibly damaging disastrous occurrences taking place across his campus our district did not take concerns to students seriously and by joking in the reply demonstrated that this situation demonstrated what this situation means to the adults in our district according to the california assembly bill 2291 administrations are required to address cyber bullying in the same manner that they do in-person bullying by account of the california safe place to learn act the california safe place to learn act passed in 2016 requires that quote if school personnel witness an act of discrimination harassment intimidation or bullying they shall take immediate steps to intervene when safe to do so unquote and create quote a
timeline to investigate and resolve complaints of discrimination harassment intimidation or bullying that shall be followed by all schools under the jurisdiction of the school district unquote furthermore according to the california penal code 653.2 according anyone participating in virtual harassment can be held accountable specifically by the education system if those students are involved additionally cyber sexual bullying which was seen on one of the accounts in question is grants for suspension and expulsion from the school according to the california assembly bill 2536 with the expectation that those in power followed through on these policies with the severity of the situation in mind the response that we received was inadequate in relation to both laws at a statewide level and the district's own policies thank you miss luna pierre please unmute yourself you can turn on your camera
if you wish and you have three minutes hello i am cecilia luna para a burlingame high school alumnus and a freshman at uc berkeley and i will be continuing zoe's message so along with um the incident that zoe laid out some of these po the posts on these accounts have included body shaming false rumors about student-teacher relationships outing of lgbtq plus individuals shaming of perceived sexual activities and countless other hurtful and deeply personal comments the san mateo union high school district's policy on responding to and reporting hate motivated incidents and crimes states that that the district quote is committed to providing a safe learning and working environment that is free from discrimination and harassment unquote the immediate response should include quote intervening immediately to witness events responding quickly to reported incidents and taking action to
stop the hate motivated behavior unquote this district policy also states that faculty should quote assure all parties involved in hate-motivated behavior that the district takes hate-motivated behavior seriously has a strong policy against hate-motivated behavior and will not tolerate such behavior unquote from the definitions provided in the bulletin some of the posts spread on such accounts constitute hate motivated behavior and dr skelly's response did not even come close to meeting the standards laid out according to california healthy kids survey a majority of smu hsd students would tell a member of their administration if another student was bullying them but will anything be done when they do even two weeks after the initial report the widespread issue has not been addressed by the superintendent to zoe specifically let alone address district wide as it immediately should have
been we understand that these are overwhelming and tumultuous times all of us who have spoken have been severely impacted by the chaotic state of the world and we are sympathetic to those who are overworked and have too much on their plate however there is no excuse for the superintendent's disappointing response or a lack of call for change our hope in presenting all this information to you is to spread public awareness about the cyber cyberbullying occurring and its possible catastrophic effects and to highlight the incompetence of power at the district level especially given that aragon counselors were able to remove the account within minutes of us contacting them unfortunately this is only one of many issues that plague our campuses concerning student safety equity or belonging all of our lives adults around us have emphasized the
importance of doing the right thing and speaking out for what we believe in we are told to trust trust institutions report injustices and use our moral compasses for the better when doing just that we were failed remarkably we are coming of age in a time where we are constantly disappointed by those in position of power who argue tweet lie and damage our communities by presenting this information in a more public manner our goal is simply to help the district we have the confidence that in the end you will do the right thing thank you for your time thank you uh moving on to the next say one last thing really quickly 30 seconds um to any parents who might be listening to this mother's father's just think to yourself for a second please if you
knew that this was happening to your child and you saw the reaction how would you feel what would you do thank you i am now going next on the agenda item is comments by governing board members mr land you're first so i know that the policy is not to address um particular issues that are not on the agenda but i'm going to talk about this as a principle i've had to deal with cyber bullying in in many forms and i've had to involve police one of the things that i first i want to commend the speakers for talking and and bringing this to our attention i think it's important that they know that we want what they want to we want you to be heard and we think it's important that these issues be addressed
um i can't speak to what has gone on into the past but i really think it's important that if the police have not been involved i think the police need to get involved i've done that as a principal many times and i think this is one of those instances where that needs to happen again the rules in which cyber bullying takes place is whether it's on the campus or off the campus or it involves students obviously it involves multiple students and that needs to be addressed through the school district so we will take a part in this and i'm sure that our administration will need to address it and so i hope that we will hear about this in a future meeting at some point in time the rest of my announcements is i just
wanted to say thank you to all the teachers and staff who've been working so hard i've been talking to high school students in various schools and they've been telling me things are a lot different and they're very happy to hear what they're happy to share with me what was going on in their classrooms and i'm glad to hear that that's what's there's a big change from what happened in the spring to what's going on right now um it's nice to hear from high school students and hear what's going on and hear that they really noticed a change between what was going on in the beginning and what's happening now um i just want to say thank you for all the support of the teachers association i want to thank their legislative committee and for what
all the process that i went through recently um last but not least i want to bring up the uh california school boards association san mateo branch um we are going to reinstitute our covid kent awards in october and we have a nomination from our bridges program and i'm proud to say that that's going to be one part one of the awards for the kent awards as we go through the process it will be in the end of october it will be virtual and um if you're interested we still have a few site visits that need to happen so school board members if you're interested in um doing a virtual questionnaire just let me know i can hook you up okay all right that's my announcements thank you greg i volunteered there as i always do
good i'm gonna call you okay uh miss lee's dwyer okay um can you hear me yes okay i'm this is probably the strangest back to school we've ever had and it's a work in progress i think remote learning is a work in progress uh and flexibility is more important than ever so i guess i would you know to thank people i think everyone who's involved from all the students all the parents all the teachers all the aides everyone all the support people that it takes to run schools and to put education in place i everyone is so important and i hope that everyone is willing to share their ideas on how things can always be improved to be better because i think this is a time that we all need to do a lot of
listening because we can really learn and it may be just you don't know who is going to come up with an idea that's going to make a difference for a lot of people so i think listening is key um i have to agree with greg uh the cyber bullying comments that we heard tonight were very impactful and i there's just no room for bullying and here we are with this pandemic which has now created a new bullying platform and we have to address that because that's not right and we have to do the right thing and we have to model for the for our all of our our students and our young alumni that we're willing to do the right thing so i appreciate their comments and look forward to the work that we will
be doing in this area thank you uh mr hanley yes um yeah uh just briefly on the cyber bullying uh comments that we we heard uh clearly some of those uh actions were were potentially criminal action so if if the police were not notified the police need to be notified about those those actions in addition to the school district so i hope that i hope if that hasn't been done that needs to be done um but um getting getting back to some of my colleagues comments um it's uh anecdotal but but i have heard a lot of positive comments just from uh people that i've talked to families that that have approached me families that i that i run into uh that have compared you know what's happening now versus what happened in the spring
in in terms of instruction and and how their students are responding and and um the quality of uh the educational experiences is much higher um you know we still have we still have more work to do but um it's very clear that that we've done a lot of work and and there's been a lot of progress made and i i very much appreciate all of that all of that work and uh and so much of it was done over the summer um it was a it was a long hard a long hard summer for for all of us everybody involved getting prepared to open school uh this year and and i i can see that that work is paying off uh because we are getting uh getting some positive reviews we have uh we have
more to do but uh we have clearly made some progress so i thank everybody for that mr griffin okay good evening apologize to the phone from the phone in the background anyway i want to thank the speakers for their public comments and assure them there will be follow-up on on my part with the administration on a different topic i have an item and normally i would bring this up at the end of the meeting and the uh frequently the end of the meeting nobody is on and i'll we'll we'll uh and it won't get uh it won't get any attention i want to read what our mission statement is and i promise to read fast and not waste everybody's time and all of these teams and community members guided by our shared purpose of providing
an excellent education for a better future our shared purpose serves to keep each and every one of the district team members focused on why we exist to ensure that every student no matter where they are from what language they speak their level of abilities how much resources they have or even if they have a home are treated with dignity and respect and that each student receive equal treatment and an equal chance at receiving an excellent education for an opportunity to live a bright future the point here and the superintendent has his goals being presented tonight for discussion and a major platform there is equity and there is a big difference between equal and equitable and i want the mission statement to come back to the board and i want to discuss potentially whether we want
to provide an equitable chance which we talk a lot about equity or we want to provide an equal chance which is a whole different deal just like and maybe we want to consider whether we give them equal treatment or equity equitable treatment and i think this is important it's only two words in there but the the two you know that one single word there makes a world of difference when we're chasing equity acro you know trying to enforce equity as a vision and to incorporate it into our culture that's my comments thank you thank you and please remind me to bring that up as a future agenda item at the end of the meeting uh i just have a few well it's not a couple comments first i just want to let to those attendees
there i know we've gotten of her eye at least and i assume the rest of the board members have gotten a lot of emails on a variety of topics over the last week week and a half and i didn't respond to all them but i wanted to reassure everyone that i've read them all thoroughly and i'm fairly certain so have all my colleagues read them all thoroughly if they haven't responded and we i appreciate receiving emails i appreciate hearing from constituents and students because some of those emails came from students so i appreciate all that uh as i heard the uh stories on cyber bullying and and i agree with what my colleague said that it you know we must do more work and there that you know it should be reported to the police
and needs to be investigated more thoroughly what occurred to me is something and i heard my other colleagues speak about equity it occurred to me something that happened yesterday that i saw happen yesterday just reiterated how much white privilege there is even in our community yesterday afternoon i was riding my bicycle after the most of the orange glow and haze had removed i was riding my bicycle through hillsboro right by uh right by the burlingame country club some of the holes on the golf courses there's roads that meandered through it and up behind me and there were a few other people out walking up behind me comes a police car and turns on its lights i wonder what the hell did i do on my bicycle did i run a stop sign or something but
it zooms right past me and pulls up to this guy on the street this guy on the street happened to be very clearly he was latinx and the cop gets out and i pulled over and started watching the cop the policeman the hillsborough policeman gets out and asks him his name and the poor guy was very cooperative but he didn't he his his knowledge of english wasn't very good he's he's trying to get his name and he finally gets it gets him to write down his name and his birth date and the guy had a a very nice backpack was dressed you know in in a very fine manner and and he kept pushing him the policeman and then he finally took his backpack and searched his backpack the guy sort of you could argue
might have allowed him to do it but it was to me it was somewhat not legal he also searched his pockets and kept and the poor guy couldn't understand a lot of what the policeman was saying and then he told them then he let him go and told him he should go home and got back in his police car and as far as i could tell the only crime the guy committed was being latinx in hillsborough and that just reinforces to me some of the other things that we have in our community about working about equity in our community and things like that obviously if i was walking dressed like him with a nice bat a nice backpack like he had i wouldn't be pulled over by the police anyways that's what i have to
say um moving on uh next is the miss chalkley could you please introduce our two student board members and they can give their report i would be delighted to so we have had a real interest among our uasb in serving on the student in the student board position we have five student board reps who want to rotate in and out of the position so tonight we have two we have ellison yoon who is an 11th grader at burlingame and we have anush terunian who is a 12th grader at aragon so they're going to introduce themselves a little further and they'll give their report so i'll turn it over to youtube thanks so much if you could turn on at least your speakers if you have cameras that would be great too and if you can
leave them on because i'm not i'm going to leave you both of you in as you are board members you will be in the panel for the whole meeting okay so whoever wants to go first sounds good um i can go first so yeah my name is ellison um i am a junior bhs and i've been in our leadership class for three years about yeah hi i'm anus terunian i've been in aragon high school for three years i'm a senior and i've been in the leadership class for two i'm also involved in student journalism i'm an editor for our aragon outlook and do either you want to give a report about what is going on i know let me what is going on in usp what is it called in student government asb i know
you want to speak to items l1 i understood that too i was told as board members you will be recognized when board members speak about it mml one but if you would like to give a report before then about other items please feel free to do so um just to give a brief report on i guess like student uh feedback and about the schedule and such we feel that a lot of it we kind of want to transition a little bit more to an asynchronous schedule or maybe something of the sort and um just because we've heard from students that a lot of them feel uh we feel like zoom fatigue and after a really long day of zooms meetings a lot of us feel like headaches and just overall our physical health just isn't
the best so we wanted to see if we could address that at all and we'll come back to you for more on that as we talk about l1 return to school and what's going on to anush do you want to say anything else about what's going on or just to reiterate on elaine's point the students in the district including myself are just so burnt out with five days of a string nurse learning but just little to no interaction with peers and teachers i know we have breakout rooms but those rooms aren't consistent there's little bandwidth to make genuine connections with anyone the 30-minute office hours that aragon has twice a week are simply not sufficient in addressing the lack of engagement and the workload and the pacing has increased to the degree where it's just
incredibly overwhelming to keep up with the schoolwork so it's basically the headspace of most if not all students but um we would just like to just kind of give out some kudos to the teachers it's a widely held consensus that all of our teachers have an incredibly vested interest in us and that has really come to light through this pandemic so thank you and so again please stay on you are board members you can stay as long as you want and we'll come back to you to talk more about this when we get to item l1 next on the uh agenda is j consent agenda um does anyone want to pull anything on the consent agenda miss lee dwyer yes i do okay so what i'd like to pull if you look at j2 as
part of j2 we have two on legal contracts but if they're presented as legal fees and if you look at the amounts it's 180 000 and 154 those are not invoices those are not fees that have been incurred that's the budget so i would ask and the contracts that are listed with the contracts are actually one is a contract for legal services in the county and it's an it's a rolling contract so it's one that's in place the other is an expired contract from lozano smith with a letter saying that we really don't need another one but we do need another one so i would ask that we pull those two items because we don't need to approve the money because it's budge it's in the budget and that we that they come back to
us with the a new legal fee contract from lozano smith just going to have the same terms which is fine we can we do the consent agenda and then come back and talk about this yeah yeah yeah i'm sorry i just want to get this done and off so we can move on yeah because you you raise the question in my mind now okay well approve the consent did you want to pull something mr griffin yeah i want to discuss uh j9 j9 so can i have a motion to approve the consent agenda minus j2 and j9 second moved by miss lee dryer second by mr land mr land yes miss lee's dwyer yes mr griffin yes mr hanley yes i was out of order i'm sorry i vote yes the motion carries five nothing
j2 is miss lee's did you want to add anything else what you already said yeah i i just yes i wanted to just make the recommendation that we pull those two items the lonzon smith and the county council that lozano smith come back to us as a new contract and that the county council comes back to us so that we can approve it for this school year and we that's what i that's what i think we need to do because we're not approving any invoices for those amounts of money so they shouldn't be on that list yeah so my question i agree with you on lozano smith but the county council if it's a contract we're approving consulting agreements contracts invoices and purchase orders right but this is okay if you go down further in
the agenda we're approving a new a contract for another law firm so we approve the we're not we're approving the contract has the list of all the fees that we would pay for services over the course of the year there this is not a fee we're not approving any fees to be paid to now we're not approving 154 thousand dollars or 180 000 to be paid now there will be fees that will be incurred for legal services up to those budgeted amounts during the year so we need to approve the contract separately because we don't have any invoices okay well you know and it's a budget number it's not a fee number it's a budget number anyone you help me here dr skelly is that correct i ran that by liz to find out what
the numbers were you have to unmute yourself we'll bring it up actually we've had a meeting of the minds um because you know we've been we had a change in leadership recently in the superintendent's office and so bottom line is we've talked about you know contracts pos um and actuals and char and i are on the same page we you know had a group meeting and i think everything bring it back we'll bring them both so your motion is approved pat approve j2 less the two legal contracts yes are you making that motion yes do i hear a second yeah good motion by miss lee's drier second by mr griffin mr land how do you vote yes miss lee's dwyer yes mr hanley yes mr griffin yes and i vote yes motion carries five nuts
and item j9 you know it's it's a data sharing um arrangement and i don't think the con the mou had an effective you know a date that everything should sunset and not go into perpetuity it may not be necessary uh because i haven't had a chance to talk to my legal counsel aka linda lee's dwyer and the other thing i didn't see any independent clause uh on data handling or anything like that because um i don't know and it it's probably coming one way perhaps but i expected some basic basic uh uh contract language in there and i don't think anybody should put a a contract in there that just goes on so so so mr revenue we're okay to pull that and bring it back at the next meeting um and answer your questions
okay done is everyone okay with that uh yes mr land so if you're gonna bring it back if either in a weekly or in the actual bringing it back can you talk about kind of the purpose and and what what what will become of it no yes it can you tell us who drafted it i think it's from the county um uh and we're part of the this data data piece um ms kemke you may know a little bit more about this than i do i i just know that this is something that the county has been working on in order to gather more data um so that we can you know do more analytics on it so this is um something that brian um drafted i think in collaboration with the county but he's
text to me that is he's having some like zoom problems so we hear what you're saying we'll bring it back with some dates and making sure that we have some clauses um as you spoke to trustee griffin so thank you we'll bring it back might want to have county council look at it since we do have a contract with them no you didn't we don't have a contract yet uh yeah we'll do we'll we'll make sure we have a legal look at it as well it's a rolling it's a rolling contract actually okay miss chocolate catch mister session well yeah so uh next is report of the superintendent dr skelly um thank you um first i want to address uh um the the cyber bullying and the comments from the students and i i think
i uh owe zoe an apology um i uh she and i had about six or seven email exchanges you know when she would write to me i would respond right away and um as i looked at those in just a second ago i i was more flip about something that i should have been and for that i apologize but um for two reasons one is it wasn't a good email and second email is i think it left her with the impression that somehow we weren't taking this um seriously um we have uh talked to principals about this issue we've talked to a council about this uh issue we have talked to uh county council about this to gather information about what we can and what we can't do um on this topic our principals are
aware of this we have been told to uh um you know to to watch this but we're not ultimately um you know responsible for um um you know the the the language about sort of our our responsibility and ownership of these um stopping this is is um is uh you know something that is something we have to study more and look at miss chocolate has been in communication with folks and as has mr sketina and all of our principals are working on this thing i do have to say that it's a little bit like whack-a-mole that as soon as we um as instagram takes something down students post something else on there we do need help from students on this some of the forms that students can help us on are to use anonymous alert
to let us know when we can identify students and have conversations with them even if those aren't um disciplinary matters they're certainly areas where we have some influence over um knowing and repo and meeting with kids and discussing uh proper behavior we need more students to be upstanders um on this topic we have reported to instagram as was mentioned there and then um this week uh next week miss chocolate and i are drafting a note that would go home to families on this topic to students and to uh and to students and to families about the seriousness with which you take this this cyber bully so i do want to make mention of that the past three weeks we've been involved in many virtual meetings ptos latino parents other groups have been meeting regularly on
this on various topics perhaps you saw the daily journal article this week it was an op-ed piece that i wrote describing the first uh three weeks of school and so that's been out there in the community we are aware that even though learning is going well for many many of our students in the district um two other parts one is that uh it's not easy um this uh this it's a more emotionally difficult uh time to be a student and to be a teacher and to be involved in education at this point it's hard to believe we're only in the fourth week of school and even though everybody is doing everything that they possibly can to make it as successful as it can be for our structural challenges with distance learning and with the activities
that we're involved in that make it very difficult and hard on us mind body and soul so uh we'll keep working on that piece and we're uh we're eager to hear uh what students have to say on that at the next uh board meeting we will have the permanent status celebration where we recognize some of our our new teachers uh for being in the district and for continuing their work um we've never done that uh activity virtually but we do look forward to seeing those folks um who are now uh full permanent members of our our staff and recognizing them um we're trying to bring good news to every uh board meeting and tonight uh we have some really uh wonderful folks that we want to thank um who are here i just had a
question about your earlier your comment on uh the uh cyber bullying just wondered do you have any information some of it was as mr hanley mentioned was illegal did you get any information when this was brought to you or have you had any interaction with police departments on this i have it i haven't and i i need to go back through my emails about that point uh mr friedman um okay so can i go on yes i was just wondering if the police oh um we have a a group of uh folks here that are uh community members um who have been involved um this is a hard time both educationally but it's also a hard time for families in terms of of meals and supporting families just to make sure they have enough to
eat a recent report in the u.s news and world report indicates that food insecurity has surged since the pandemic this spring and it's the highest level since 2001 across the nation there's some 18 million children who could be considered food insecure in 2020 and we know that the the peninsula mirrors these national trends um and all over our district have been there's been activity focused on supporting families there and um this what we're doing tonight is we're recognizing the hillsdale high school peace pantry but that's only part of the activities that are taking place at each one of our schools to support our families there and so today we have um in attendance um mr jeff gilbert um who's the principal of hillsdale high school bill peterson bill peters excuse me from transfiguration church uh
jadin kawahara from menlo church maria cruz quiros from latinos unidos incristo and the mid peninsula hispanic outreach church minerva polida rancho market terry bosch from call primrose and bart uh charclo from samaritan house um those groups have been involved in supporting our our schools um uh mi rancho has helped uh provide um uh food at uh much reduced prices to uh the peace pantry um well these churches have been involved and they've been identifying sources of food and made generous donations to the peace pantry we're also really grateful to call primrose and second harvest for donations to the peace pantry and then also to other groups on campus and then generally to be helping with food insecurity throughout our community a samaritan house has also been involved the the san mateo high school staff have
donated their time uh their time and treasure to this activity and their talents the parents have uh been very involved in expanding the capacity of the peace pantries through donations our transportation department has been involved in uh supporting uh getting food from place a to place b uh we're also grateful for the cafeteria for providing uh space for um perishables to be uh stored and um i also want to say that um a lot of people have been involved and um one of those people is uh is brett peterson uh and sam two people samuel samuel shulman have been involved in this and whenever these issues come up um typically when uh miss chocolate has spoken to them they want to deflect attention to the contributions of others which suggests both their humility and their
um and the fact that this has been a team effort from a great many people here so we have a slide in front of you that uh outlines some of those folks we're just really deeply appreciative of their uh support of our students because if you're hungry it's awful hard to learn um so uh with that i'll give the folks here miss chuck i'm gonna turn it over to you and maybe there's folks who want to just say a few words here thank you dr skelly so if i could ask oh thank you thanks for taking that down so i know there are a few people who who want who would like to say a few words i believe one is jeff gilbert and then um mr bart charlo and if there are others if
you want to just physically raise your hand then we'll we'll call on you but maybe maybe jeff could go first it's really an honor to be here to represent the school and the community in this effort and you know the numbers are pretty staggering hundreds of families over 111 thousand dollars worth of food and supplies have been delivered out into our community and uh as superintendent skelly said i think samia and brett although they will not step forward on this deserve an enormous amount of credit for being the engine that's driven it but really it is absolutely a community effort and the sense that we are as a community responsible for everybody in our community i think schools have to own that and we have to become the center and the hub of of so
much beyond just the textbook so i want to offer my my deepest thanks to everybody in the community who supported us all the volunteer hours and just in case you um would like to you can go to our website there's a donor link and then go to our foundation website and click donate now you can find a little space you can support a family every month for only about a hundred dollars so uh invite everybody to do that mr charclaw well hi board members uh dr kelly and student members i'm delighted to see you guys you know this past year our food distribution jumped to a million seven hundred thousand meals with samaritan house and this year we are on track with the current level of demand to hit two and a half million meals
that's a lot of food going out there but i have to tell you the good news in our community is there is plenty of food don't let someone go hungry it's totally unnecessary they can sign up for hot meals pantry food at samaritan house and in many of the organizations that you're honoring tonight and at others so there's a lot of food we don't want anybody going hungry so i want to point out something else that i think is important to you and that's this students at aragon have been involved for many years in our christmas toy drug our holiday drive and they've also been more recently involved in setting up sumerian sundays to pick up food as well as this past year working with us over at burrell middle school with something that was
student-led which is project pantry students at sam san mateo high have for many years been doing their uh guinness book a world record food drive every holiday season as well as this past year also a coat drive for us to get the kids and students at burlingame high same thing with the coat drive so it's really on us to say thank you to all of you for what you do to make our work possible it's astonishing to me and always rewarding to see how many students as individuals or in groups in their clubs in their organizations and their families participate as volunteers in our programs every year so good on you for doing such good stuff for your community miss chocolate would anyone else like to speak it looks like um terry terry bosch has
her hand here's our hand up and then miss pulido terry you have to unmute yourself there you go thank you thank you um echo what bart has said we thank all of you for the participation um what we do is not easy but it's simple what all of you are doing is incredibly difficult and hats off to all educators everybody involved with the school system because many many moving parts and we are here to help nourish the kids and just to let all of you know also our summer lunch program which had an early start in march is going to continue as long as your students are being homeschooled so families can come and pick up those extra lunch supplies weekly while there's while they're helping to educate their kids at home and those free
and reduced lunches at school are a little bit more difficult to get to and again we thank all of you your students your organizations um the community is what makes call primrose um thrive and we're humbled to be able to help in this very very difficult time for everyone so thank you thank you uh miss miss pulido you would like to speak to yes briefly my name is minerva pulido i'm the owner of miranti market and i want to thank you for allowing us to be part of the peace pantry uh we are getting our bags together weekly taking them over to hillsdale high with along with other family members my children are part of the of the team and i am grateful to be able to help out and we're happy to be here
for you we've been here like i said 25 years and happy to be part of the community thank you thank you for what you do anyone else miss chocolate or i'll move on it seems that that that is it for for this item okay thank you all we really appreciate everything you're contributing and we're happy to uh acknowledge you uh item sorry i just wanted to say thank you to dr skelly for doing the good news because a lot of times and during this time it's always been a struggle about having to talk about negative things and always about debating about what's going to be new and how do we have to fix something there's something like this i'm very proud to be part of this so thank you so next on the agenda is
technically item k2 reported the student board member but i did that as part of report of the board members so we'll have to look at why there's a double listing k3 reported the district teachers association representative which is miss lauderdale you're there don't forget to unmute yourself before you start thank you so much i'm having a little bit of internet trouble so i'm hopefully this won't be spotty um hello president friedman board of trustees district leadership and community members thank you dr skelly for celebrating the incredibly hard work of hillsdale high school peace pantry and the contributions from the community partners for their ability and willingness to support our students and families i have the honor of working with brett stevenson samia showman and their team through their tireless efforts to support the peace pantry
program at hillsdale i am consistently inspired by brett's love and dedication for our students and he makes me proud to be a knight there are several very important pieces of information in the presentations this evening that i would like to touch on and i'll try to go through them quickly first is the financial reports as finances and spending get tighter do the repercussions of the global pandemic we urge the district to keep our most struggling students in mind between the funds from the learning loss mitigation funds from the state and the money we have in reserve we should be able to purchase technology that works for all students if that means purchasing new better devices for students who still struggle to access their education on the district provided devices then we should do it additionally
there's some disparity between the materials provided at school sites for lab-based classes like cte and science courses and the number of funds provided for these resources we urge the district to create equitable access to materials for these important courses across the district as i reported at the last board meeting teachers are exhausted by the heavy lifts it takes takes to successfully create a distance learning curriculum although there are many successes over the last few weeks teacher morale is low and we are extremely stressed we are still drinking from the fire hose of educational technology tools and zoom practices and we are still only scratching the surface the amount of time it takes to prep and restructure entire curriculums into a distance learning format exceeds the amount of prep time in our day it might not
be evident to leaders who are years out of the classroom but we are not only spending our seven and a half hours doing our job but dozens and dozens of hours at night and on the weekends to do the best for our students the 2021 district goals draft goal number four touches on a high quality and engaging professional learning to support our implementation of virtual teaching the goal is a great start to support our needs but we hope the district reaches out to all stakeholders to provide feedback on what support they need we are happy to see the district will provide some professional development in the few of the morning time slots across across the different weeks and that the district leadership is reconsidering the wednesday schedule but what teachers really need is a work
day we need a day where we're not learning something new but have a chance to catch our breath master something that is critical to the content area and have time to create and restructure curriculum the district plans to provide a back-to-school survey to get input on the wednesday schedule and we hope that they also include all stakeholders in this conversation teachers are a vital resource in the creation of a survey about how wednesdays are structured additionally the district should provide a plan for making sure that all students and families have access to the survey and understand how and where to fill it out technology language and space should not be a barrier to completing the survey and we should look closely at who has access to respond in the district district's report staff recommends that
we remain in distance learning or will recommend that we remain in distance learning for the remainder of the semester for all schools we're in complete support of this plan and have been since we went into shelter in place in march and or in order to go back into our classroom safely we must rely on public health conditions and the county's ability to support a state by quickly covet testing and reliable contract we strongly believe this recommendation which keeps the safety of our staff students and the community at the forefront should also extend having large groups of students on campus for psat and sat tests testing for a certain population of students should not be an exception to the safety guidelines in our community lastly i would like to remind you all of the statement i
made in july after the murder of george floyd i asked you all to consider taking specific and actionable steps towards anti-racism and how we can improve as a district after the brutal shooting of jacob blake and the protests that followed we're in the same exact place we were in july and have been so many times in the past i hope i'm sorry but your internet failed i'm wondering that we've created a black live matters task force i'm sorry uh we lost the last 30 seconds your internet failed okay sorry i'm empathetic to all of our students who have internet issues i'll start over that paragraph and this is my last paragraph um lastly i would like to remind you all of the statement i made in july after the murder of george floyd i asked
you to consider taking specific and actionable steps towards anti-racism and how we can improve as a district after the brutal shooting of jacob blake and the protests that followed were the in the exact same place we were in july and have been so many times did she freeze for all of you yes it's hard to report that okay let me try to get through this last part i'm so sorry um i'm honored to report that we have created a black lives matter task force that includes teachers staff students families and community members our mission is to create an actionable plan to dismantle racist policies and practices in our district we will work to create presentations on each actionable item to present to the board this year we will ask you to turn your inaction into
action and join us in our fight against the status quo of racism and white supremacy i look forward to the opportunity and i am proud to work alongside so many thank you so much and i apologize for my internet it's not your fault maybe at t or comcast or whoever next is report of the csea chapter 519 representative miss velez good evening president friedman members of the board dr skelly and everyone here tonight for those of you who don't know csea stands for classified school employees association csea represents over 23 000 classified school employees in california our chapter represents your mental health therapists accounting payroll technology admin assistance and more cse and the district have finalized a temporary reassignment mou we are very near to an agreement on our contract which would end impasse yay
fingers crossed and we are now reviewing our recently received response to our return to work mou at the last board meeting the teachers association as well as csea gave similar reports in regards to the needs of our students and the needs of staff to support their learning as part of their statement teachers ask for technology supplies needed to work from home within a week the district rolled out a process to purchase or reimburse their needs on the contrary we provided the district with our return to work mou in july which included similar technology requests yet we just recently received a response even though we've been in school nearly a month nonetheless classified employees are being offered sub-par technology and may have to use their personal computers to do their jobs remotely many are tasked to
make calls from their personal phones and use their home internet connections without any agreement or plan in place for compensation when can we expect appropriate equipment and reimbursements for personal phones and internet usage where's the equity members routinely ask us questions we don't have the answers to and not for a lack of trying we've mentioned before our members feel devalued we are put in ambiguous situations with constant change in our schedules and responsibilities and we need clear direction technology and communication to do our jobs effectively we still show up and provide vital support to keep the district running smoothly thankfully there are some managers and administrators who truly understand that we are all in this together no matter the classification [Music] as more employees and students return to work sites when will the district start
covid19 testing for all district employees how often will we be tested and how fast will will the results be available thank you stay safe and healthy good night thank you miss velaz next is the report of the san mateo adult school teachers association representative miss funk thank you good evening president friedman trustees district leadership and our student board members our adult school staff continue to do stellar work in providing students with education resources and pathways to success even with all the challenges we face this week the adult school started a new class in partnership with kenyatta college called accounting 100 students will learn how to record business transactions use accounting worksheets and create financial statements the course is the starting point towards earning short-term accounting career certificates through either kenyatta or college of san mateo
and it offers a pathway from education to employment for adult school students our census ambassadors a program started by union member stephanie kriebel continue to do phenomenal work ensuring full representation for our county in the 2020 census and finally the san mateo adult school green team led by union member cynthia eagleton has continued to meet online during the pandemic as we navigate through climate catastrophes of extreme heat and horrific fires and days like yesterday we see how important it is that all members of our community are engaged in sustainability the green team was actually modeled after san mateo high school's green team and it's quite unique in the adult school world the green team works with the county offices sustainability and this fall we'll have a visit from a scientist who specializes in disaster resiliency
the scientist was matched with our green team through a program called skype a scientist which has connected thousands of scientists with teachers classrooms groups and the public all over the globe and it's actually a perfect program for high schools so you can google skype a scientist to find out about it and it's an opportunity to get to know a real scientist and get answers straight from the source thank you for your time and attention thank you we're moving on to item l1 fall 2020 education reopen plan dr skelly dr skelly i know it's a long presentation we have one public comment would you like to wait till the end of the presentation or just take it first so um so i think we we had a discussion uh mr preetman that we would stop uh
i think um part of the way through um but whatever you would like sure what the public comment is but it could get i know you'll be talking how long will you be talking uh well i will see i won't be talking very much but we have staff members who will be uh giving part of this uh presentation i'll go as quickly as possible um and we'll go after you finish your presentation okay all right great that's good okay uh next slide oh yeah i've got this clicker here don't i um okay so this is the agenda for our uh presentation here um for those of you who are new to board meetings this is something that we've been doing um every uh every board meeting providing a variety of different uh topics uh many
of them are the result of when the meeting ends what the board members want to hear at the next meeting um so well uh we'll go through this uh fairly well um the first item is attendance process documentation and uh mr scatena is going to talk a little bit about that uh as i i've reported in uh past weeks uh attendance taking for teachers is quite a bit different uh you know the uh traditional ideas of being president absent is more reserved for in in person instruction and so we pivoted to uh follow the coe and cde guidelines for measuring engagement uh so the data that we are looking at closely is the distance learning not engaged statistics the data that we get on our students we are monitoring that attendance with teachers making first
contact with students who are missing a couple days in a week period there are evening auto calls home in in students primary language outlining that students have not been engaged for one or more periods in the day there is going to be messaging both in text message form and in and in phone calls and letter writing from a centralized area using everyday labs and if students are continually not engaged and we don't have communication with those families we will be doing home visits the school sites are creating their own systems of responses in a tiered system to make sure that as many students are engaged as possible uh here are some statistics from the first three weeks these are single period so students who have missed or not engaged for nine or more uh single
periods so it's any combination of a period that a student misses in a five six or seven period day this does include independent studies also for attendance on daily basis overall our not engaged percentage for nine or more periods is 7.6 for the first three weeks you can see the statistics for individual schools this is their overall statistics um i do want to point out that i think these are somewhat positive uh this is probably uh the worst it would possibly be uh students we uh we continue to resolve any issues around uh technology access and we are identifying families who uh maybe got a later start to the semester uh from enroll enrollment uh the number for peninsula high school is rather large but that's not very surprising considering that some students are are
attending there because of past issues with their academic achievement and or uh for attendance issues uh previously uh but this is not good unknown unnoticed uh by that school uh they are tracking this information daily and doing their own home visits uh the attendance engagement numbers are somewhat similar to what we would see to start the year uh overall but uh it is extremely high in very specific subgroups some of those subgroups are listed here on the right side of the slide with students with disabilities el students levels one through four and long term yells where they are about two or more times higher based on our percentage of our overall school population for those sites you can see the percentages here for eld students one through four at the various sites one area that
was alarming to the group when we first got the data and started looking at it was our pacific islander student population that subgroup being almost three to five times uh our overall student population group so outreach will continue uh with that and all other groups but uh that those statistics did stand out the most um when we looked at the data and and looking at our latinx uh student population being two or three times greater than their overall student population in the area of independent studies we have about 550 students enrolled uh we continue uh to have many successes students are making great progress uh we did hit some bumps in the road and have had some struggles but we are ironing those issues out some of those struggles are more so related to doing
what we really wanted to do which is give every student as close as this get an independent study program that's as close to the course selections they wanted with that though came offering classes we historically have never offered in an independent study environment there were new requirements and materials that we needed to order so some students went almost the first two weeks without the books necessary uh but those books and materials have arrived except for one course and we will be resolving that shortly the advantage of independent study is students can progress in other aspects of the course and have to go back and use the textbook or materials in other areas uh so those have been dispensed for the few classes that we've had you know support for uh student assignment completion uh is
being uh coordinated and organized um sort of at the district office level uh for the full-time students the sites are con are taking care of the site level store students who are blending their coursework between independent study and synchronous distance learning i will say the teachers are working really hard in this area um kudos to matt mcdermott for his leadership in this area and the work that he's doing uh also we've had a lot of close connections with edgenuity our learning platform on uh things such as getting course graders and things of that nature that are necessary for uh course completion and that's it i have the next slide which is about the psat and s.a.t typically as the board knows in october we administer the psat to all juniors and sophomores this year given
the pandemic and the rate of infection and the fact that we're in the purple zone means that that's not possible for anything close to that size of a number so right now they're offering with the same conditions or same opportunities to gain scholarships and like that we offer the uh that we offered in january we may need to modify that plan of course but january is a long long ways away and it feels like at least then it would be possible and we're certainly hopeful that the conditions on the ground are not worse than they are now um and but they would be better and allow for for that uh opportunity for our students with regard to the sat and the act um as the board knows and everybody on this call that on this
on the zoo meeting s.a.t is not going to be considered by the uc and csu as an admissions criteria at all um they've made that uh very clear they're not accepting those results um the rest of the country um us colleges almost all of them with the exception of the what i understand at least the last time i checked um and things change uh daily that uh um all almost all the uni united states uh colleges and universities are making the test optional for students now what does the optional mean that means that they will accept student test results and they claim that not submitting that will not affect uh will not affect the students application we are not encouraging students to take um sat but we believe that given it's an option given its
optional nature that some students given the paucity of opportunities they have to show academic skills given that our students didn't have grades last semester and the chance to highlight many of the extracurricular activities that would allow them to round out their application that having a data point for the sat um is something that parents and families are are interested in and i know the board members have received many emails about this we know that some of the bay area schools and districts are offering the sat testing opportunities other districts are in conversation about this and have not made a decision but i'm very confident that many of the private schools in our area will find a way to um offer the sat if uh health conditions allow and uh while i am aware of the
concerns that some people have about this um we feel like this is an opera i feel like it's an opportunity that we should try to give our students um because we owe it to them to give them opportunities and we care deeply about them having a chance to uh to the extent that we can support them uh realize their dreams so uh if health conditions permit um we hope to uh to test uh to allow students to sit for the sat on wednesday october 14th during the school day right now we have a deadline of monday for uh to learn about those and presently we have about 260 students registered for that test the idea those numbers vary at schools it will be a lift to do this but we are certainly hopeful that we
can uh allow students to do that on october 14th um we're considering an act test um some for whatever reason some people will favor the act um for uh instead of the sat we might be able to offer a test there in december and we note that the act is currently making arrangements uh for testing at local hotels and other locations um we are um keenly aware that uh many students are really struggling um it was mentioned about the technology pieces um that's a challenge for folks as well as um opportunities at home to access a place where learning is possible we are anxious to have outdoor learning spaces for students with student 14 students with regular cova testing we do have the health band that comes and tests our students we will give priority
to students who lack quality learning spaces at home at this point won't be priority those are the only students that we really feel like we should do there our athletic directors have been hard at work trying to come up with a way to provide opportunities for students to get exercise athletic conditioning is a key part of overall health and uh we hope to open those on september 15th in a way similar to what we did this summer um we uh students will be invited in the coming days and uh in the personnel report you'll see that there's a relatively small amount here to compensate and train uh teachers um thanks to our utility workers we have been opening the tracks uh for the community and uh the tennis courts um we will have those uh
but we've had those open on since september 1st for students to play tennis and to walk around the track after school and we've been receiving some community appreciation for that and we hope to do that at mills and cappuccino as soon as their stadium fields are done which is still slated for early october now i'm going to turn this item over to uh dr kemke and several of our teachers to share uh what the board asked for was a little bit of more information about how uh teaching and learning was going so uh with that i'm going to turn it back over to mrs kemp good evening um i'm honored to be here with five teacher leaders and when the request around what academics looks like in this environment um came about we thought the
best folks to talk about this is our teachers so we worked with a group of our teacher leaders to come up with this part of the um presentation we're honored to have them here tonight and appreciate them giving up their evening after a full day of teaching to talk about this i will let each one of them introduce themselves as they go through um this part of the presentation they did want to make sure that we heard some of the voices of students so we have just a couple quotes from our students out there on how it's going for them we certainly are going to collect more data from our students in the coming weeks through a survey but started our slide um deck with this these two quotes but i'm going to start us
off and pass it to nina finchy who's going to speak to the first part of this good evening my name is nina fincy i'm an eld newcomer teacher at bridge program as well as the eld coordinator for the district as you know our teachers and students have faced many challenges with distance learning in the spring while distance learning this semester is not yet perfect nor comparable to in-person learning it's better than we thought our teachers are working hard collaborating and putting in long hours to create meaningful engaging and fun learning experiences for students in an anonymous survey sent last week to teachers of our most vulnerable learners peninsula teachers and teachers of eld students these are some of the common themes that emerged around positive surprises in distance learning teachers report a positive classroom climate
in which students are engaged supportive patient and kind with one another and with their teachers engagement and participation have been enhanced with some of the zoom features such as chat and break our rooms teachers are able to give immediate feedback and formatively assess students through some of the platforms that we are using and while teachers are spending enormous amounts of time preparing virtual lessons they are pleasantly surprised that distance learning can be engaging and fun next slide please our english learners particularly our newcomers have been some of the students who we anticipated struggling with distance learning the most not just with access to technology and managing that technology but also the need to work during school hours as well as living in multi-generational homes that make finding a quiet place to work a challenge to
that end to that end eld task force was created this summer and has met five times this year one group comprised of administrators and counselors and the other of teachers of eld students we will continue to meet to create guidelines and processes for this semester and potentially beyond to ensure the best possible academic experience for eld students while mitigating barriers our current situation presents some of the ways the teachers of eod students have been supported so far have been the collaboration meetings a week before school started sharing of resources in terms of virtual lessons and bilingual videos our students have been supported by in-person orientations for newcomers at san mateo hillsdale and bridge materials distributions at sites purchases of digital licenses and wrap around support for our students from all that interface with them as
well as access to chromebooks and hotspots although connectivity issues still persist we are hopeful that these will be resolved soon and now i passed it on to tim hi my name is tim whitehorn and i am one of the co-department chairs for special education at burlingame high school so our students with ieps in the district are continuing to receive individualized support in their specialized academic instruction courses their directed studies courses as well as flex time and office hours and in their general ed classes through targeted assistance from our instructional aides and co-teachers this year special education staff has been very purposeful and where we have placed instructional aids in the gen ed curriculum and where we have made co-teaching pairs to ensure that we can support the most students in the most impactful way possible
the vast majority of our students with ieps have been well engaged and are working with support staff using low and high tech tools to help facilitate engagement our special education and general education colleagues are constantly collaborating with each other so that we can make sure that all of our students have their accommodations that they are afforded in their ieps and so that they are able to access their curriculum and instruction using best practices uh with the goal of trying to help our students achieve their best possible academic outcomes uh next slide please thank you um and our staff has been identifying students who are not engaged can we go back one thank you um our staff has been helping to identify students who are not engaged and we are reaching out to families um to
parents to the students themselves uh to determine what impediments are keeping them from engaging in their classrooms and to help brainstorm potential solutions um one really awesome thing that we heard about happening at san mateo high school is some of our senior students with ieps have been reaching out to their 9th grade classmates to help them get acclimated to high school a lot of our students have really missed out on that community building that really happens best in person so it's really wonderful to hear that some of our you know our senior student leaders and seniors with ieps are reaching out and helping other students kind of get used to high school and um special educators across the district would like to share with families that if parents have any questions about their student with
an iep they should reach out to their students case manager for more support and i would like to pass to alejandra cheever hi i'm alejandra cheever i'm spanish and avid teacher at aragon high school and world language coordinator the summer pd and plc work provided opportunities for collaboration across the district many teachers created cross district plc's for their summer work plc's were email introduced with plc's in the same content area across sites to prompt early sharing and collaboration when plcs completed their work they were peer matched with a similar content area plc to receive and give feedback teachers across the district participated in the planning and preparation for reopening school in groups like the rts teach committee common canvas teacher expectations the vocal framework modules and the 75-minute lesson demonstration teachers also had many pd
opportunities available to them such as the stanford online high school webinars sessions offered through the county and community college district zoom summer academy and zoom live training and much more the feedback was positive about the professional development that was offered although it was intense and a great deal of information to absorb in a short amount of time teachers expressed that it was helpful and that they had many useful ideas to start the school year this collaboration continues to be a bright spot during this time as teachers are able to meet virtually and share ideas in new ways the common instruction schedule with built-in meeting time continues to support the collaboration among staff across the district thank you and i'm going to pass it to dan now hi my name is dan wesselgreen i teach math
at cappuccino and i'm the district math coordinator i want to give a quick glimpse into just one of the ways that we're using tech tools to do rigorous instruction math namely near pod and google slides nearpod makes it really easy for me to push exactly what i want onto all the students screen as well as to get real-time responses from them in a variety of forms the goal of this algebra 1 lesson here is to help students see structure and visual patterns using our contemplate then calculate instructional routine so in this case they start by seeing the visual pattern for just a few seconds on the screen at this point i would normally have them quickly turn and talk with their partner about what they saw but since getting in and out of breakout rooms
does take up time in this case i opted to use the nearpod collaborate board instead which you see there in yellow so that students can jot down what they notice anonymously and then easily see each other's ideas then they would spend a few minutes working independently on the problem using the near pod draw tools so what you see here is the teacher view uh where i can see all of their thinking happening in real time and i can select and push out any individual work that i want the class to discuss next slide please um okay so next students would move into breakout rooms and they work on the shared google slides deck slides has been a really fantastic way for students to collaborate i can see what all the groups are working on and
i can communicate with them by text boxes and graphics even when i'm not in their breakout rooms and students can also interact with other groups work so i would end this part of the lesson with a virtual gallery walk and ask the kids to comment on each other's work or an interactive class discussion where we all gather on a particular slide to talk about the work that we see there so i hope that gives you a glimpse into one way that we're doing math instruction thank you i'm going to pass it off to jessica valera now hello my name is jessica valera and i'm the district instructional technology coordinator i'm going to talk a little bit about this teacher and student experience with our learning management system canvas so the first question is how do
students access coursework in canvas this right here is the student's view of canvas the students courses can be accessed from the menu on the left hand side of the page and then their course agenda with modules with their embedded lessons instructions and assignments are in the center of the page and on the right hand side of the page students can access the activity stream which contains links to upcoming assignments recent feedback and grades next slide please how do students access and submit assignments in canvas assignments are all embedded within canvas assignment submissions can be done in a variety of formats using different formats or external tools like edpuzzle nearpod and flipgrid next slide please how do teachers provide feedback to students feedback takes many different forms in a distance learning classroom teachers may make comments
on student work in real time on google docs or slides or another collaborative application teachers can break assignments and projects into smaller tasks with built-in checkpoints to assess student understanding and give timely feedback next slide please teachers view student submissions through speedgrader where they can assess student work using a rubric and add text audio and video comments for the students to view and then the next step is on the next slide how do students access feedback students access recent feedback through their activity stream where they can also access their grades thank you thank you thank you teachers so just a couple um points that came up as we were talking about this presentation and i think we've heard this a little bit is we know from teachers perspective as well as some of the students
we've heard from that we need to make some efforts at reducing the amount of screen time that everybody is um facing so we're working on giving some guidance to staff around how to create some some sustainable zoom environments and i think we'll also talk about you know different moves that teachers can make on that we've actually presented a screencast to our staff about some ideas on what they can do to help decrease them on the screen time that everybody is um having right now and then i'm going to pass it off to simon that is and i think the rest of the slide is his thanks julia uh good evening president friedman member of the board dr scali uh first of all it's just uh you know kudos to lots of the teachers and all
of our teachers who had uh you know created uh all this online virtual content and there's no doubt uh because of their hard work that uh um that we've seen you know seen the the results that we see now um so just a quick update on uh technology that uh the progress that we've made here since the last time i presented so as of this afternoon the remainder of the 400 hot spots have been provided to site technicians to be distributed to our students this brings the total to around 1600 hot spots that have been made available to our students all campuses including adult school now have been equipped with high-speed wi-fi to support our outdoor learning spaces as i mentioned a couple of weeks ago the district now has enough chromebooks to meet the
one-to-one requirement each site has been provided with these devices with the exception of hillsdale high school they only receive partial delivery as of this afternoon um so nearly one month into this virtual school year you know lots of hard work has been put in by our teachers and staff although lots of progress has been made we are beginning to see the strength and weaknesses of technology uh we're learning the limited capacity of our devices um as you all know you know we made the decision to purchase our chromebooks and it was intended that we use these devices to support google for education using applications such as google docs canvas and internet access for online research um i don't think any of us five months ago could have imagined you know that we're using this chromebooks
for um things such as graphic or video editing uh uh activities and advanced features in zooms such as multiple breakout rooms language interpretation screen sharing just to name a few all of these that i mentioned are very challenging in the chromebook environment there have been reports also that certain in certain areas or hot spots do not have the best signal for zoom sessions we are looking into options on on how to remedy those issues like i said earlier we are aware of this uh issues and although our option is somewhat limited at this time due to the limitation of chromebooks and the wi-fi coverage uh for our hotspots i am working with the curriculum department to find solutions to perhaps you know provide alternative devices for qualifying students or families that conclude my report so
um there have been some comments about the weekly schedule um we want to bring this back to you at a at a future board meeting um and uh we're probably probably looking at uh october one of the october board meetings to talk about that um ms kemke mentioned i think the pinch point that we hear most is around wednesdays uh ms kemke has prepared a slide deck on this and i've had some conversations with uh with uh dta leadership about this and i think that there are um pieces that we can look at here um to bring to to meet a lot of different needs there you know we've got teachers um that uh you know that want to use wednesday certain ways and then others who don't so we're going to have to figure
out a way that that that respects the the various interests and needs of different classroom settings and so we're working on that piece um distance learning for the remainder of the semester um if the board remembers um this summer we had a a lot of discussion about um the first six weeks and you know then we thought well maybe we'll be back in session um uh you know and and i think the direction for the board that we asked for from the board and received was that we would spend the first six weeks um and in 100 distance learning and then we would uh re-examine that issue um i um we're here tonight to recommend to you that we stay in distance learning for virtually all students for the remainder of the semester at the
comprehensive schools and then peninsula high school they are on a trimester system number one and number two they're in a new location effective november 11th right after november 11th um and so that is you know one can hope that perhaps there'd be some possibility of doing something different there um given the fact that uh distance learning is and attendance have been challenges for those students and that there's a possibility that the health conditions would um would um improve um in time for that um that may be wishful thinking but i think at this point given it's september 10th um and that's two months away um that makes sense to do um and we may be uh with peninsula in the same position uh making the same recommendation in a month uh that we're giving you
today about the comprehensive schools so why do we make this recommendation at this time a decision now creates certainty for the community teachers need to know and be confident that or and plan for um and continue to hone their skills around distance learning because we're in it for if now is uh is day uh 19 of of that that for the next roughly 60 days that that that's the work that needs to be done and they don't have to worry about being on campus um we think that uh we've found so far that bringing students on campus in any form is extremely difficult the virus is in our community we can expect that there will be staff members who who come down with with the virus we can expect that there are students who will
come down with the virus and um that um that makes it very difficult um to have to be in that situation we've also seen that uh depending on the on a variety of different uh conditions the virus uh waxes and wanes and so even if our data is a little bit better right now there's no guarantee with the with the coming of cold weather and more time indoors that the data doesn't uh become worse and so uh we don't we think it would be disastrous to change courses um during the semester and then uh come back and then have to go back into uh distance learning again um the the other thing is um that i think we need to recognize is um that i think goes into our calculus here is that um distance
learning is working well for um the vast majority of our students yes we have challenges around around some of our students who aren't as resourced as others but by and large we all have a feeling and students staff members the community we should take great pride in the work that we've done so far and it's gone it's gone well and students are learning and they're uh rising to the challenge teachers are working extremely hard and i know it's been um it's uh often felt like hard work with less with less with more meager results than uh than we would like but overall it's going well and so um changing um at this point um uh if if distance learning was an absolute disaster then we would we would perhaps want to look at this uh
differently but given the fact that it's going as well as it is also is another reason for us to stay the course um as we go forward um we need to start having conversations with various groups including the dta um to figure out how we could return um sometime but that sometime should be in january when we know a little bit more about health conditions a potential vaccine and other uh conditions that uh like that so that's a part of our recommendation and we're eager to hear what the board thinks about that so we can communicate that broadly to our our families um going forward so that concludes our uh our report for tonight um we're uh happy to answer any questions and we're interested in feedback and as uh mr friedman mentioned we do
have a public comment could you please turn off this screen share who's ever controlling it thank you so i'm going to go first to our public comment mr young are you still there yes you are yes i'm still here so first of all thank you for this is my first time joining the school board meeting in three minutes from whenever they said that's fine so i enjoy it and i want to say a few things i really like what i hear is about um the school district's missions and also goals right you guys mentioned about you know equality or equitability you know fairness and also opportunity so i like what i hear when i hear being patient here however you know the fact that the school district is cancelling the october psat basically violated all
this principle you stated above in here so let me tell you why that is the case you know you think of having growing up to be poor person i really value the opportunity and many parents value the opportunity for the children to be able to take a test enable them to demonstrate the ability to learn from school and also a chance to shine and prepare for college so i really don't understand why the school district decided to cancel the october psat many other schools in the area have been able to offer it and you look at it pretty much all the private school in our area are offering the pre-sct so why are we taking away the opportunity for some poor student the ability to take a test locally now i hear mark mentioned that
you were biking in hillsborough housing latinx person was being pulled over by the police and ass about what you know why they can choose from so why do we believe you know folks in houston cannot travel to somewhere else to take the test while the local person someone living say in san mateo another part of our county who cannot afford to travel to somewhere else to take the pre sat is it fair to those students who cannot afford to travel while seeing somebody classmate who live in hillsboro somewhere else could be able to take as they do or psat some white house is it fair so in addition in addition many many students have prepared a live for these tests in here we're talking about right now there's no guarantee that you the school will
offer the test in january right so why don't we do this simply offer the test plan for october if that does not work out we got january as a backup plan literally moments ago the superintendent mentioned that this teacher need to have some visibility what we want to do right whether we should do all district learning uh distance learning or not so why can't we offer the parents some certainty that we will try to offer the free 18 in october if that does not work out that would defer that to january because we are dealing with uncertainty we cannot right put a student at risk not being competitive especially for this student who does not option to travel somewhere else to take the test so i want to hear you know dr skelly to respond
to this question now actually thank you mr young i what we're going to do next what we're going to do is go around go around the table and let board members discuss the issues and in talking with dr skelly before i thought it would be a good idea that we break our discussion up into two pieces first we talk about the standardized test issue then we talk about what's going on in our schools because they're not really related and our discussion would be uh would get disjointed yeah um yes thank you mr yoon so is the rest of the board in agreement handling the discussion that way yes yes so uh we can go around the table but uh our would your student board member or we have miss young would you still would you
like to comment on this first sorry i've been having trouble on muting myself um i would like to give a short comment um but first i would like to thank all our teachers who have been and district members who have been working hard to adapt all these issues i kind of wanted to touch on what miss kemke was talking about regarding the technology we're trying to talk first about the standardized testing then we're going to come back to the other i'm sorry yeah okay if you don't have anything on standardized testing that's fine um no it's okay i don't have much do you want oh you so you want i'll come back to you when we go to the other okay thanks sorry i got confused mr land standardized testing i'm confused i'm not understanding
you means so in my your psap testing is the cap the casp test and that sort of thing okay i said well you know college testing okay okay so i i'm corrected i was wrong no no i just get confused um no but talking about i'm glad we are offering i think we are taking a safer bet for our students i know um having this come up in october is is is what everybody else is you know kind of talking about and we're concerned about but i think offering it is important i know there's still a controversy even about providing it but i'm glad we are um i'm seeing that and i was actually happy to see that so um i just want to give my my point of view and my perspective and and
i want to give accommodation to our district for doing that um i think in january is the appropriate time i think there's a lot of safety issues still in play and um i'd rather have us offer than not offer it and i'm glad that we are offering the psat the sat and the act i think it is important i think we have to do it in a safe way and i think that's what's going to be our top priority and i'm not worried uh miss lee's dryer your comments okay um this is a difficult one because historically we have offered the psat to all students and i really like that and i want that to happen i also recognize that we're not even a month into school actually and that the timing for the psat
in october is pretty cl is it's going to be here before we know it and as teachers and students adjust to distance learning and kind of the the new normal i'm i i would be concerned about the ability to prepare for it by the individual students and yeah between now and october um and and i you know i'd love to see them be able to take it earlier i would more love to be able to see them all take it so to me it's more a matter of how we can offer it to everyone as we have in the best way possible rather than rushing into it when maybe some of these students would not really be as prepared as they would during ordinary times because they've lost not only you know from march forward
they've lost a lot of focus and time because i think this whole pandemic and fires has been very distracting for everyone so i i think as much as i don't like to see things pushed out i think if we can use the time purposefully and maybe look at some psat prep zoom courses or something that would help students prepare i'd like to see us kind of look at that as we plan for it to take place for all students in january um as far as the s.a.t and act i'm yeah you know students need the opportunity to take these tests how we can do that i think is the big question and i know that uh having volunteer parents is more complicated now than it was before for monitoring it also kind of dark um
and and how we can do the logistics of it i think is very complicated right now and i'd like to see the district work through that in a very purposeful way too so that the testing experience is as best as it can be for the individual students so i i would say that's where i am on this thank you mr hanley your turn um you know i think i think our plan actually is it is probably the best that that we can put together right now i think the i think doing the sat in in october is is um you know the the right way to approach it the s.a.t for those that want to do it for um then still want to have it available for their college applications even though most colleges are
making it optional um is a priority over doing a psat in in october uh i don't uh i think it's a you know it's a bit of a lift even doing the sat in october given given the conditions of the pandemic but i think we have we have the space and the resources that we can we can manage that um uh i think trying to do both of them in october would be more than we can manage i think there's actually advantages to delaying the psat until january given the learning loss that that we certainly encountered with the emergency conditions in the spring and i think giving us giving um 10th and 11th graders time to to maybe even recover a bit of the the learning loss and prepare a bit more uh through the
fall to take the psat in january is actually a better plan so i i would i would support the way we're approaching it uh and i think doing the act uh assuming we can pull that off in in december if we can if we can make that happen uh is is is fine with me um so i'm i'm quite comfortable with the way we that we have it planned and i don't think i don't think 10th and 11th graders are disadvantaged at all by taking the psat in in january rather than october in fact i think they're they've probably gained some advantages by by having it delayed a few months given the the conditions that they faced since march uh mr who's next mr griffin sorry bob i'm not going to belabor the point i
think uh my fellow board members have all made good comments and i think the administration is probably doing uh they're they're they're trying to accommodate as many people as possible uh keeping you know the health and safety as a consideration and also the tremendous workload and logistics that we do i'd rather do it right i think the timing as peter discussed for the psat probably works out better in fact uh after the first of the year so so i have to say so i i want to start with i think it's i'll do it chronologically it's very important that we offer the sats in october you know while i've talked to a couple college admissions evaluators while they like to say it's optional they and schools are says a few schools it says is optional
before this year when they see a certain score that's the thing and there's a book that's a well-reviewed book that's coming out that's the thing that tells them they know a student will succeed at their school and so for you know why we would want to put any of our students at a disadvantage and not offer it is beyond me now that would be you know we we have to offer the sat not offering it put some students at a disadvantage and that's how i look at it and i have to correct what dr skelly said about uc uc was ordered by a judge not to a week ago they wanted it to be optional they were ordered not to take it they are looking at it not to evaluate at all or considerate they
are look they are keeping their options open as to appealing that decision and getting the right uh you know to getting the right to use it in the next two months now it's a shame that all this has to go through you know we can't work this out and all has to go through our legal system but that's how things work right now so we shouldn't you know just for anyone out there right now uc and csus cannot use these tests as part of the evaluation process but that could change in the next 60 days again depending on the legal system so i think it's very important and we should work really hard to make sure we can pull off the tests in october the sat the act after that again uh december could be
appropriate my thought on that is if there's plenty if the act figures out how to offer it on saturdays and hotels and so forth in november and our students can take advantage of that then december might be redundant and we might not have to do that if we know that our students have an opportunity to take the act in a hotel by the airport in december then i don't know why we in november then we might not have to do that and then finally the psat this is going to be the biggest lift i mean it sounds like the sat might get to three 350 students if you put 10 kids in a room you know for social distancing that's 30 rooms across all our schools we'd have to have find 30 proctors but it's
not a big logistical issue in january if we offer it to 4 500 um 10th and 11th graders that's a much bigger logistics issue i think you know versus 300 kids on a wednesday and so i think we need till january to figure out how to do that we need to plan to do that we need we have four months so if we hear in december no no we can't do that that's a [ __ ] that means we've wasted three months of time so the administration you know it sounds like the whole board agrees it should be done in january and really for the administration there's no excuse not to have figured out the logistics and so forth the only thing that could possibly cause us to cancel it would be a significant rise in the
number of uh of uh cases but beyond that number of covet cases beyond that the administration needs to be working hard over the next few months to figure out how to give the test to 4 500 students in january so that's where i am i don't think it's any different than any of the other board members dr skelly do you feel you got consistent uh yeah i can't control this virus so and and four thousand kids is a lot of kids um and i get there's a lot of proctors uh well i i think i understand and i get the sentiments of the board and um we want to do it too but we want to do it safely and um yeah so we'll talk more about the psat that feels like a galaxy far
far away on september 10th well just yeah you know our who knows where the case count is in california it's down about 65 from three or four weeks ago go back up it could go down further okay let's move on to the next part of the uh discussion that we had uh the uh the uh the rest of the you know the the education in the schools and so forth and i'm going to start with miss yoon to comment on that part um so first we just i want to thank the teachers and all the staff members and district members who have been working hard to adapt to all of our concerns but um we still wanted to address a lot of the students feelings around the insane amount of screen time we um are
spending and um we would like to say that we understand that there's not going to be a perfect solution to this really inconvenient situation but um still many of us especially our underclassmen have zoom classes from like nine to three and we only have short breaks in between and after these uh after the school day we still spend really long hours um doing homework that is all assigned online so we spend from nine to three on just doing classes and then we spend up until like late nights and doing all of our homework and this has led to a lot of problems in both our mental health and physical health so there is we have been experiencing zoom fatigue where we have had a lack of motivation and just an overall fatigue um when as
we spend so much time online and this our lack of motivation has led to a fall in our mental health and also a whole day spent just staring at a screen has um created a lot of physical problems for us such as uh our like headaches and um eyesores and things like that and also just body aches from sitting all day so we would like to have a discussion with the district or just have some sort of um solution to this if we could just to reduce the amount of time we spend staring at a screen all day and maybe have some sort of uh compromise mr uh thank you miss you mr lam i definitely can relate with zoom fatigue because i'm experiencing it right now um my back hurts and i'm over 50
so it's a pain anyway um it's definitely something that i think the students mizune brought up i think is very valid um i think it's something we need to look at i mean what i love and what i've enjoyed about these meetings um on a positive note that's not killing me physically is the fact that we are listening and we've adjusted and and i can see that in what we've talked about today i want to really thank the teachers um the math example was exam it was exemplary i haven't heard about i know near pod and i'd just love to see it in action but all the different ways in which our teachers are using things to really engage our students to make it even better than just kind of a let's listen to me
here kind of lecture so i really know that they're working hard and we can work on this even further um i do think it's important that we consider consider screen time sharing and how long how much we do of that um i did appreciate the tech report as well um we still have work to do and and simon i appreciate your candor of where we need to go and i think that's important so um i again i think this is an excellent report i'm glad we're doing this and adjusting as we go with each report so it's not the same thing i know the sb98 attendance requirements so don i appreciate that what the work that was put in for that um and it's not easy um the only question i would have is actually
for don because isn't there a reporting component to the sb 98 attendance and for teachers like what they're covering is that something we have to worry about in the high school or is it merely an elementary issue i think it's an elementary issue we do have to give work samples uh in our asynchronous environment but we have edge annuities archived reports and that data uh but no for a synchronous environment uh the reporting uh we actually could use our canvas grades for uh the reports okay um i also want to uh thank the per the teacher who talked about canvas and gave me some details this is the first time i've seen all the elements of it and how it was done so i appreciate that as well so again great report i don't want
to belabor it too much so thank you miss lee's dwyer phone instead of the unmute okay talk about screen time i'm hitting the little microphone and wondering why it's not a muting i'm i agree totally with what everything greg said and and i share miss young's concern about screen time and how how we can how education can be delivered over time using this method we're using without burning out everyone teachers students just how much street screen time can people handle and i know you know it this is such a new phenomenon that there's probably no psychological studies on this yet um although there'll probably be a lot of dissertations written on the situation that we're in right now this would be a good subject but we have to really i think listen to the students
and watch the students listen to the teachers see what we can do to deliver education in a way that doesn't exhaust everyone and i and the screen time and then all the homework i mean you know we had a homework you know we put together a homework policy well that's kind of obsolete right now but i think the teachers probably between the teachers and the students we should get good feedback on what what next steps should look like and i think that's really important that we listen as they look at where they are and kind of tell us what they're experiencing and i really appreciate hearing from all of them on what they're experiencing the other thing that really kind of captured my attention during this presentation um was the kind of the missing students
the students that aren't participating the ones that we're still struggling to reach and and that's a huge effort to get them in but the more people we can throw at that the better and if we have any employees who whose jobs are not being done at this time i saw on the personnel list that you know a lot of the bus drivers and employees who are not doing their normal jobs have taken on new jobs and that is wonderful because they're trying new things and i think that's great and they're and they're continuing to work and support the district and so you know i'm hoping maybe we can find a few others that are out there that maybe aren't as engaged that could help us find students that are missing and get them engaged and
get them back in and encourage them and find out why they're not here because i think that's the most important thing what can we do to bring them in and to encourage them to participate um i appreciate everything technology is doing that what a huge challenge i mean you know just amazing so kudos to all of the people that are trying to keep the everything running and supporting it so i you know at this point that's really all i have to say thanks for listening mr hanley yes um yeah i i don't know the solution for screen time i i would i would say i'm spending seven you know i'd be surprised if i haven't i have many days that i'm under seven hours of uh screen time i'm probably seven to ten hours of
screen time um most days um and i don't know i don't know how i would function if i wasn't doing seven to ten hours of screen time given there's no alternative i can't you know i can't go to somebody's office these days i can't meet them you know i can't meet them in a restaurant i can't meet them in a coffee shop [Music] you know there's just there's no other alternative um so yeah i'm sympathetic and i and i feel many of the same things that that everybody else is describing uh but i i don't have a good solution for it either and and i don't know how to do the work without being on a screen uh these days so uh you know i'm open to solutions but i don't have one um the
the i thought it was a very good presentation also so i i i appreciate um uh all of the information that was uh that was provided this evening uh i would go back to um the attendance uh portion of it um and and although there's a lot of positives in in there you know i think we really and and we're going to talk about this in the in the in the goals section that's coming up but but i think you know even though we're not that we may not be that far off in what we traditionally experience i think the fact that that people aren't plugging in i mean if you look at even the district wide 7.6 missing you go 7.6 percent of 9 000 and you're and you're like 684 students and 684
students a lot of students um so you know i think in the environment that we're in right now we've got to we've got to really make a a special focus to to on how we re-engage uh uh students that that's maybe even more intense than than what we would do uh in a traditional environment because in a traditional environment you know i think there's more opportunities maybe um to re-engage them um and in this in this environment uh it may be even harder if we don't come up with a really focused effort uh in doing that um so so i think you know and particularly the subgroups that are that that have very high percentages of missing students and non-engaged students i think i think it's time for us to to really take a look
at um and focus some efforts there because that's um that's concerning um the i mean the other thing is i do support the administration's recommendation for uh staying in in distance learning uh the rest of the semester i don't see any real prospects uh that were uh we're moving out of uh the purple category uh anyway um uh listening to to our county executive mike halligan um i don't think he sees any any real um uh chance that we're we're moving in that direction anytime soon uh which would allow us to to reopen high schools uh to in-person learning and and i think uh trying to switch from distance learning to in-person learning in the middle of the semester is probably more disruptive than than it would be worth trying to do and i think
there's some advantages to just stabilizing the situation and and setting the pattern uh for the rest of the semester so i i support that recommendation right now mr griffin i'll see if i can get to my comments quickly here i i also support the distance learning for this investor i think consistency there will deliver overall a better educational experience and we'll lose less in the transition um a couple of things i feel like we just sprinted through the district it was a very good comprehensive presentation but it was a lot to digest uh you know and it's getting kind of late i appreciate miss yoon's concerns about screen time like everybody else and i can tell all you guys don't do a lot of talking because i do a lot of talking on zoom and
you get really hoarse and by the end of the day your throat hurts you have that raspy feeling and you just kind of it just goes with everything else so i don't know that there is an answer to how you control it um i am concerned also about the engagement issues particularly in the latinx and the api group subgroups and we got to do whatever we're doing we got to do some more we got to redouble our efforts there to uh either through community connections uh outreach some somehow to get to get full get better engagement those are my comments thanks so my comments are uh from looking at listening to the teachers and looking the statistics uh distance learning works for certain students it's probably a vast major a large majority of our students
you know it takes comfort with working with computers being good at being you know being regular having a structured environment knowing how to work canvas and being agile at that being agile at some of those math exercise sorts of programs we were shown but when we look at our we look at our attendance it's clearly not working for certain subgroups and we look at those attendance and this is what really concerns me um it's fine that was working for many in a majority of our of our of our population but the subgroups is not working for looking at the attendance and looking what it takes is the peninsula high school students 79 of our students didn't make the cut whatever that whatever the number was that is a grave concern for me we also had
high numbers with our eld students our pacific islander students into a somewhat lesser degree our latinx students what i would like to see in two weeks is a focused a focused presentation on those four groups pa peninsula high school and then the eld pacific islander latinx students what we're doing to reach those students those significant percentage of those subgroups or those whatever you want to call them subgroups in school where this where distance learning doesn't appear to be working what we're doing and how we might be need to do things different than we're doing for the majority of our students i think it's really important that we focus on that and i really appreciate you know all the efforts are our teachers and you know and how things are working really well for a lot
of students but there is clearly some as many even knowledge some percentage of our students and it's especially in those harder to teach harder to reach subgroups that it's that distance learning isn't working as effectively and so i would like to focus the next the presentation in two weeks on that i guess you've talked about coming back in october to deal with the schedule and zoom fatigue and uh my my just quick thoughts on that are that's that's appropriate uh and you know the the some of the suggestions on wednesday we have to stick with i we have to figure out what the laws are and how much instruction we have to give on a daily basis to allow that to occur so you know going to a whole asynchronous day might not be legal
but we we need to look into that okay and and there there are ways of you know just shortening the day because we're giving more hours on a monday tuesday thursday friday than we we have to so maybe we just offer we spread our our periods over more days and just have less days of you know less you know less days of instruction you know you period one instead of being on three days for whatever hour and a quarter and then whatever it is on wednesday we just do two days with an hour and a half for an hour and 40 minutes and that that might be one way to deal with it but i'll let you guys think about that you know and my and i think it needs to be addressed because zoom
fatigue if it if it becomes greater i think it could lead to greater attendance problems or whatever you called it um uh you know in instructional people signing coming into our class and then finally regarding you know the uh the uh what we should do going forward committing to uh distance learning for those who it's working for i'm fine with allowing distance learning to go through the end of the year but it's clear it's not working for everyone and to that extent i'd like you know when when schools are able to open if when and if i should say when and if we're able to have in-person instruction um you know as i said earlier uh case rates in california have come down by 65 over the last month it could come down another 65
it could go back up 65 over the next month or two we don't know none of us really know hopefully it goes down but when and if that happens i'd like to be able to explore alternatives to distance learning for those students who are not doing well in distance learning and i think just we have to keep that door open for those students and i know i appreciate that dr skelly kept it open for peninsula high school for november 11th or whatever the second trimester starts it's important to keep it open because if if the case rate allows in november and we have no idea what it's going to be in november or even in october to allow november none of us really know and we're not succeeding with certain students still in in october
and we can open classes for them and these are our students of a need we need to open classes for them that's all i'll say okay um are there other topics that the board would like to see um besides the one that mr friedman mentioned tonight on the next report on the 24th i appreciate that and we we do want to we we are dedicated to that we are working on that um it's a the the pandemic has laid bare the inequalities uh in this country and uh we are um experiencing that as a district um uh let's see um we um in terms of the uh screen fatigue i appreciate it i think all of you had uh um important comments to make on that we um we will continue to be articulate with
or try to be more articulate with our staff regarding expectations for the instructional schedule there are ways to provide instruction that meet the state requirements that don't require students to spend three hours um online and so we'll be uh we'll be working on that um i do want to thank the tech folks um uh boy talk about a bunch that's uh generally unseen and now are doing just uh so um such important work uh it's really inspiring and they're just besides doing great work they're a wonderful group of people so we're lucky to have them um i think maybe we'll go to the next item if that's okay okay you have all the so no one else wants everyone's happy to go to the next item it's only nice two and a half hours in
let's go to the next item i was watching it's more than two and a half hours and we started at 5 15 and closed well yeah we're two and a half hours into the public session exactly well dr scalia annual l2 annual goal district goals update so the reason we have long board members is so you can empathize with uh our students not really it just takes a lot of work to do to do things uh here i'm gonna go through this quickly um some of my comments with folks have been you know coming up with goals and a pandemic is is really tough but i do think that what you'll see here is that this is not going to be a lost year that we are going to make some progress on the work
that we're doing um we uh we have received some feedback from from you and we will incorporate those in we know that there's a need to simplify consolidate and potentially reduce this uh originally it was four pages of goals uh it's now um yeah under two it's a a little bit under two pages uh without shrinking the font we do we do know that we have some el cap goals that are during work even even in a pandemic and even when they're not asking for l-cap goals around access to honors in ap classes dropout rates success in terms of grades making progress through graduation um we're not going to spend a lot of time on those because frankly some of those um are eliminated during this time um the next slide is something that the
board has seen uh this is typical with what we described in terms of our annual goals um so i'll go to uh skip two more slides forward the overarching goal here um next slide is um you know we have to just continue to provide a safe environment for students and deliver a distinctive education for each and every student during this campaign pandemic and each each and every means exactly what it says every student and each student so we're dedicated to that um we are um if you look at our next goal the the language here uh for the uh goal is the same some of the activities here are different i just like to highlight goal number two which is around social studies ms kempke and i were in a meeting today with the social
studies studies department and uh this is work that they've been engaged in but reporting back to the um to the board at this time feels like important work for us uh um for us to do um we want to continue our ntss work which is captured in part in number four and then uh item number five uh is also something that we just have to continue to provide um the kinds of materials that we that we need and we have some ideas on that going forward um on goal two this is our equity work um the comment was made earlier that the board hasn't uh perhaps not been has been inactive in this um i see things different i think i know that this is a high priority for you um we are um anxious
to do to continue this work it's uh important to the board it's important to each and every member of our community and uh this is work that we will do um i want to particularly call uh attention to goal four um this is uh something that um was cut short uh on the pandemic and i think that uh that there was uh some view uh at the board level that we didn't do this work as well as they would like we are we want to do this and we're looking at uh perhaps having a group within the equity uh task force that would be made up of teachers or other folks who perhaps can bring some more creative thinking to reimagining school um and uh look for volunteers uh in that group and you're seeing
um some percolating up of interest in this in doing things on this and uh perhaps uh there will be some wisdom uh here the mental health of students is gonna be a challenge this year um we can anticipate that uh all of our mental health is gonna be uh it's not going to be as happy a year or healthy a year mentally as other years may be that comes with grief and that comes with uh with tragedy and we're all experiencing that but we need to try to do as much as we can to address these uh these areas and uh really watch um and disengagement is often a sign of mental health and so that's can be a canary in the coal mine for us as we do this work um if you go
to um goal uh three i think i've touched on that if we go to goal four now um this is the professional learning activities our teachers have been hungry for this they are pushing themselves in some ways we're keep we're trying to keep up with teachers as well as meet the needs of a vast array of teachers here we're also continuing to work on the mtss work training around educational uh tools and uh you know canvas i have to say that uh once again our teachers and our staff have embraced uh new positions uh or new tasks here in ways that uh has just been utterly uh inspiring throughout um goal five attempts to talk a little bit about how we get out of this pandemic and back to something that learns from the experiences
that we've had as well as um response to the uh to the um the environment that we're in here that's important work as we go forward communication um this goal uh goal six uh transcends all the work we do here um i have to say that uh communication work uh has become more intense um this year um and yet we've been able to do some things that have engaged our community in ways that uh we didn't do before the pandemic um the the meetings the town halls community conversations um on virtual platforms have afforded people a chance to access the work of the district and and know more about what's going on um in ways that just we did not take advantage of um before the pandemic so uh we're we're looking at thought exchange
which is um a possibility of of really um being a conversation today with the leadership of the um black parents association we think we can engage um our african-american families and students through thought exchange and through other ways um that are really important um goal three um i think is uh indicative of some of the work that we're doing here around uh the voices of community members and that's possible in this environment in ways that weren't before and we are providing a much more simultaneous translation um at our meetings uh goal seven is uh fiscal uh stewardship these are incredibly economically uncertain times here um we are uh interested in increasing our reserve because that's what a smart thing to do when things are more uncertain um we have some exciting work around crestwood high
school and then um it was mentioned earlier um but uh we have resources in terms of human resources and uh in the uh in the uh um personnel report tonight uh as mentioned by uh trustee um dwyer um we are moving people into areas where they're using their uh previously unrecognized talents in ways that are inspiring and are really helping student learning so that's uh that's a success and we want to do more of that because we have some people whose tasks have been reduced during the pandemic and others that have grown so that's important um goal eight around uh peninsula high school i think speaks for itself goal nine is around um measure l we will the pandemic will end we will need uh facilities worthy of the promise and talents of our students
we have the resources to do that and uh we look forward to uh engaging in that you'll see the the timeline next this is typical of what we do every year in terms of those goals and uh so that i think concludes my report and now we're happy to take your information uh or your thoughts um we've received some feedback that we will be incorporating in uh but our goal is to get this approved at the september 24th meeting so i could start working with our principals on uh on how they'll tie their goals there members of council can how their how this uh this works in terms of their work uh as well so uh we're eager to hear your comments get your questions off the screen turn off the share please drop the
share please who's still here is miss yoon still here now some right she's gone she had homework she had 10 hours of zoom already mr land i've had 10 hours of zoom too but now i respect her um just i do like the goals i'll make it simple um i think the discussion that mark and peter brought up earlier about the attendance um that we're seeing on the virtual is going to be critical to one of the goal on equity and trying to solve that is going to be both resource oriented and you know unique in a solution and i think that that's going to be critical because if we don't solve that problem it's just going to get worse and um so i think that's important and that's ties also to the academic goals
and the academic goal of goal one um all the other goals i think are right spot on i think um i like them i think they're great i think you know i'm getting it's getting late for me already and [Music] putting them on paper sometimes i don't want to lose the energy involved in these goals i want them to be dynamic and i want them to be very um action oriented versus just written down and and i think that's a problem of many districts is is it looks good on paper but then what does it actually look like in implementation and i think when we talk about our families and the communication piece i think you hit it right dr scully i think you hit it right on that our communication has improved and it
we've had other ways and other means to do it but we're noticing the problems and working on on interpretations and making sure that we have it in spanish and that we have it in other languages um that we're outreaching more um i think all of those are the most critical components of of the goals that you put in so that's my comments miss lee's dwyer okay so i've actually got them up next to me um i think there's too many of them and i i i that that may sound really weird but i think we there's they're very ambitious um but there's so many of them and this is such a different time that i'm kind of struggling at how how much we really can achieve and then i you know some of them i
look at it and i say is this redundant do we have some redundancies in here um and i think there probably are um looking at the curriculum for bias and then we're looking at a more equitable organization it kind of that kind of flows together um i just think there's a lot of them and and i also kind of how are we going to measure them i mean i guess that would be my second thing just looking at deliver the finest learning instruction possible distance learning okay how do we measure that how do we know that we're achieving that goal what are the ways we're going to do that and i you know i think each one of these all these different bullet points happening almost you almost have to have like five things under
them that talk about the ways you're going to do it um they're very complicated they're honestly they're comprehensive but they're also very very ambitious for this year and and i appreciate that ambition i just kind of i'm concerned about how much we can really achieve um as a district and whether by having so many goals we would be losing the opportunity to achieve some of them really well so i i think it's a huge amount of work that's been done but i i just have some concerns thank you thanks mr hanley um so i i've provided um a fair amount of um specific feedback to the superintendent already uh but uh you know i agree with uh with linda on there's there's too many of them uh and they're not specific they're not specific enough
they're um they're they're too general um they need to they need to have metrics attached to them and they need to um they need to relate specifically to to our mission uh which is primarily academic you know achievement and and learning um so you know they need to be recast uh because you know some of them are are just uh so broad that that we they encourage they encourage wandering uh you know the the mental health and and and social emotional learning you know you can't wander around all over the place um you have to you know i think you know in some areas we talk about developing a tiered system and setting priorities i think we need to do that in in that area too um you know the the the first one where
we're talking about academic achievement with delivering the finest learning and instruction possible in distance learning well that's kind of an apple pie thing we certainly wouldn't want to do less than that you know but i think we need to try to define that as you know something long continuously evaluate effectiveness of distance learning instruction in achieving academic objectives something more along that that line that forces us to to develop metrics as to how do we know whether we're we're achieving a a really fine uh learning and instruction system um it's got to be you know it's got to be uh related to metrics and and and really brought down to it brought down to earth as to how do we know that we're achieving what we're trying to um we're trying to aim at um
so i i've provided a lot of feedback i won't go through it all it's 9 41. uh but you know i'm glad to share it with with anyone who wants to to see what i've shared with the superintendent but but that's my overall thing i think we can i think we can condense a lot of these goals down to a couple of sentences rather than these long narratives and i think we can eliminate a couple of them and and i think we need to really make them um uh metric oriented so that we know more about how to measure them okay mr hanley now that was mr griffin boy fatigue is set in there i guess i'm talking about too much screen time i will be quick as i can uh i too think there
are a lot of goals i mean they're all a lot of laudable but they're just a lot of them and i mean and they're not little little tiny goals i also think there's redundancy there in terms of the goals they could be compressed uh and you know any time and you know the and i really was not in favor if we could come get by without forming an equity design team because that adds i'm not sure that's really going to help the process if we've got a way to do address those equity issues without forming another committee or put something else out there i'd sure like to try it now i have some other comments but given the lateness of the hour that those are my key commas okay so my comments are really straight
uh really similar to the others there are a lot and they are somewhat redundant in fact they're more redundant than there are a lot when you really look at it and at first i'm okay with all so many goals and that there's somewhat redundancy it doesn't bother me because when you really just read through it there's just four basic goals goal one goal three go four and go five and goal five all relate to do a good job teaching this year and do the best job possible you know we're gonna concentrate on certain certain area a certain uh certain academic areas like we always do but one three four five do a good job teaching help the teachers teach well and so forth goals seven and nine are basically manage our resources manage our facilities
we always have something like that they could probably be combined goal 6 on communication i think that stands alone for itself and the fourth goal that we have there is goal two and goal eight are basically looking at things we have to do for uh for equity and for helping those students of ours who tend to fall behind and you know there we could they could be simplified and combined and so forth but i think we really just basically have four basic goals and we just have a lot of tactics listed on how we're going to accomplish these goals so that's what i read when i saw it and you know you might be able to take it from there or not i don't know what more you want so this is helpful and you
know i'll go ahead greg sorry so i i i missed one thing that i really wanted to talk about and i agree with everybody what everybody said so yes thank you linda thank you peter thank you bob um and mark overreaching goal it talks about delivering which is teaching rather than learning i think our organization needs to focus on learning so i think we missed that mark right there with the overarching goal we're talking about teaching when we really should be talking about learning okay all right so um we'll we'll bring this back to you next time it will not be perfect it will um i think what you're telling me is that directionally this is okay it needs some tightening up it needs some uh clarity it needs um some more metric driven but
it'll be our intention to give you a better product next time and we will hope to that you will drive toward uh allowing us to or approve them in some form if there's something you're violently opposed to that we're doing or there's some piece that's fi that's uh an obvious omission such as the one that mr land just pointed out please let me know in the next couple of days and then we we look forward to bringing this back to you um i will say that as the goals often sometimes become people's you know we've got people in different lanes obviously communication is important to miss chocolate you know the uh budget is uh liz's you know those kinds of things um miss dwyer i think he had your hand up yeah i just wanted
to say that it's it's great to want to do a lot i i mean that you know we we all want to do a lot and i think um you want to do a lot and and that's wonderful i think we just kind of need to step back and look at more at feasibility and and tightening it up so it's so we can do it well i i think that's probably i apprecia i appreciate the ambition in the document that's it okay are we ready to move on item l3 public hearing for learning continuity and attendance plan i don't have one but that opens the public hearing uh miss chocolate is anyone asked to comment okay i closed such public hearing item l4 learning continuity attendance plan dr kemke all right we do have a
presentation to go along with this and we promise to go quickly because this will come back to you on the 24th for approval um this is the learning continuity and attendance plan at first i thought that we didn't have the lcap but the actual acronym is the same if you think about it so they tricked us um so the purpose of us presenting this to you is that um we just want to give you an a brief outline what's included in the plan um talk about our stakeholder engagement process that we're in right now and then just talk a bit about the strategies that are in there um so i don't know if we can put the presentation up for this one you have this one do you want me to put it up from
my side i think i can too we'll have it here okay um i'm on slide three now so the purpose of the plan is to replace the the lcap the local control and accountability plan um for this year so there was a senate bill that replaced the l cap the usual cap and this just provides a more streamlined structure to gather stakeholder input on district strategies and goals um you know we heard a bit about attendance and that is addressed in here and so i think we'll pull some of the things that we talk about in this plan forward for the next board meeting and then it just articulates it's a moment for us to articulate our response to the pandemic so we speak a lot about the stakeholder engagement that happen in our return
to school and then we align this to the cares funding that we receive as a district i'm gonna pass it to brian to take this on home if you don't have the presentation i don't think it's a big deal at this point like i said we'll bring it back for approval at our next board meeting uh good evening so um yeah just quickly i'm on slide five if you're following along anywhere um and basically we've done a variety of different stakeholder engagements you have been a big piece of that as well as a very variety of return to school committees our dlac our el task force um and formal feedback from the parent president group we have some upcoming engagements with the equity advisory and some other groups uh to solicit feedback about kind of
the plan that we have in place but in many ways our current structure is as informed by the public i think as anything we've ever done um at least in my time here um and then lastly kind of the core strategies and practices and again this shouldn't be news to you because you've heard all about it for the last few months as we've evolved this plan but basically we have uh we've had we have a phased implementation of in-person learning as you know we have two core programmatic options online synchronous learning and uh a synchronous independent study uh we have a tiered re-engagement plan um with the traditional support classes our support periods uh we have an assessment plan to administer various assessments but specifically in language arts and math uh and then lastly we
have uh we will have in-person learning pods uh getting going very soon uh and finally we will have we've had a robust professional learning plan for teachers some of which you heard about tonight from our teachers earlier and now we'll take questions does anyone want to ask any questions yeah could it could i clarify are we going to have an lcap in any form that we vote on in december for december and we don't we don't think so we don't know at this time now that had been that had been the plan but that is not the plan any longer okay any additional questions okay i'm going to move on the board is okay with that uh item let's see add one what excuse me do we need to vote on this no no that's
the next the next meeting you'll have to vote on it item n1 approval personnel actions dr black you there you need time to get yourself kirk dr black [Music] sorry sorry we yeah we have personal actions and addendum linda did uh i mean mr elizabeth did mention the bus drivers and the reassignments also on the personnel actions addendum there is the coaches um pay for the athletic conditioning that is due to start next week at 35 of practice per coach do i hear a motion for approval move approval second well i think linda seconded by raising her hand yeah but she didn't have her voice she didn't i mean you're probably right in case someone watching this motioned by mr hanley second by mr land mr land how do you vote yes and i was
teasing sorry linda i know that but you're right i think miss lee's dwyer you got to keep your mic on no one's in there turn it on i can't take your vote without it okay am i okay now yes just keep it look i will uh mr hanley yes mr griffin yes and i vote yes motion carries five nothing and two adoption of resolution for teachers assigned outside their authorized certification certificated field i couldn't do that yeah the attachment didn't work on my computer i just did and you had it made you have to uh check which which application you want to open with and i checked i picked adobe reader and it worked it's just uh we do it every year finally um this teacher who's a social studies english credentialed and intro to
social studies credential but needs um a waiver because she's teaching higher level social studies at burlingame move approval second motion by mr land second by mr hanley mr land yes miss lee stwyer yes mr hanley yes mr griffin yes i vote yes motion carries five nothing i demand three approval for waiver submission this is for uh one of our new assistant principals and a long time teacher uh and teacher leader at the district dominic begu uh unfortunately he took the test for the administrative credential over five years ago it expired therefore we need a waiver and then he'll take classes now this year um kind of redundant classes because he passed the test but it expired uh this gives us a waiver to utilize him in the role before he's taking the classes couldn't he
just take the test again because he could he could take the test good question we've gone over that with uh the next test isn't scheduled till february so there's some um where the classes are this for sure thing but yes he could take the test as an option to him uh either way motion i'm over approval second question by miss lee's drier second by mr land mr land how do you vote yes miss lee dwyer yes mr hanley yes mr griffin yes i vote yes motion carries five nothing item and four uh carrying for the san mateo union high school districts non-representative administrators and certificate manage then 2021 salaries sketch schedule i opened the public hearing miss chocolate did anyone ask to comment no i closed the public hearing item n5 approval of the san
mateo union high school district's non-represented administrator and classified management 2021 salary schedule yes you were so you approved the contracts a couple meetings ago uh and this is the salary schedule hasn't changed from last year there's been no increase question no increase no approval exactly so was that mr hanley who moved to yes mr hadley moved approval mr griffin second you were muted uh mr land greg i know yes how do you vote just stay on we're gonna be done in 15 minutes i hope mr land how do you vote i said yes no you were muted i'm not beautiful how do you vote me yes thank you mr hanley yes mr griffin yes martian carries five nothing got to kill president friedman did you vote was that an implied vote thank you i vote
yes motion carries five nothing i gotta do man item oh public hearing for the adoption of resolution foreign approval of certification textbooks and instructions i open said public miss chocolate does anyone wish to comment no no i close said public hearing item 02 adoption of resolution for an approval of certification textbooks and instructional materials second motion by mr lyon second by mr griffin mr land i don't know i'm thinking about it yes yes miss lee's dwyer yes mr hanley yes mr griffin yes mr friedman yes motion carries five nothing uh item q1 2019 20 unaudited actuals miss mcmanus here okay um there's a little presentation six slides we'll rip through it really fast next hey liz it better have a cartoon in it too yeah you sure better i want a cartoon well then you're
not going home um okay this is the agenda next one and um this is good for your reading glasses in this worksheet what i've done is i've compared the estimated actuals from 1920 that were in the adopted budget to actually how we um close the books and the unaudited actuals and mark you'll see there was only net net at the end of the day a two million dollar diff so i have a question on that but i'll wait because okay so the the big changes were in the revenues our federal revenue went down by 695 and that was because a special ed entitlement grant that was anticipated to come in at 1.6 came in at 1.1 um state the state revenue increased by 400 and again we had the stirs on behalf which in the
financial system what the county gave us to project was um 1.8 million dollars lower than it actually ended up being um there's questions there as to the system we also had deferred revenue and then in local revenue we see the reduction of 695 000 and that was because of we deferred the revenues expenditures you see increases in employee benefits really that was stirs and behalf because you have it in the revenue and then expenses books and supplies uh went down we went on covid so there was a lot of carryover there was a lot of deferred revenue associated with that as people were sheltering in place services and other operating expenses went down by 1.2 million our npa nps contracts were 1.7 less than the budget in addition the san mateo county mental health utilization
contract came in 624 thousand dollars higher so um you know you saw discrepancies there and so net net at the you know the bottom line is we contributed a million dollars less to special ed which is good for the um maintenance of effort and then we have um you know a higher ending balance by about two million dollars and and next slide okay um this one this slide basically shows what our unrestricted general fund any basic aid contingency is as we close the books this year i take out the carryover i take out the revolving cash and prepaid expenses we're at 13.4 which is above the 12 and um so i think that's good and we will continue to look toward that and then the next couple slides which we don't need to go into
detail but it basically talks about all the carryover that took place so does anyone have i have one question i don't know if anyone has any other questions you can turn it off so i'm trying to understand this gaspy retirement i'm just curious this is did was it act did we actually expend two million more or did we explain what happened there it's the state's contribution that they want to take credit for it so they want people to know the total um you know impact of our retirement programs so they gave us an additional they they up our inc they increase our state revenues by 8 million and then they increase our expenditures and stirs expense by eight million so net net net it's enough yeah exactly it's just it's i have no it's a
trans it's an it's a accounting thing that the state is taking credit for their contribution yeah i didn't so it's just an accounting thing and it has no impact no bottom line okay i couldn't understand it thank you miss lee's dwyer where what happened to our cartoon hey i you know i looked at when i was going on the agenda tonight you know the cartoon is we get to go home i'll find you one i'll send you all one this weekend how's that i don't need a cartoon okay i have a motion to approve i make a motion to approve the unaudited actual second mr land second by mr griffin mr land how do you vote you slow linda yes miss lee's dwyer yes mr hanley yes mr freedman mr griffin uh yes mr friedman
yes motion carries by a vote of five to nothing okay i wanna because this is mine um item r1 board members school committees and designation city represented assignments for 2021 so i will talk here if that's okay uh you know how this works i actually before i speak i actually read the uh board bylaws and what it says is the president may it's like a judgeship or something in the us thing in the u.s the president makes the assignments but then the board consents so i make a nomination and three of us have to vote yes just i'm going to say fyi i'm going to lister i'm reading the dictionary okay so when i everyone on cities got what they wanted you'll see there got to and that's fine hillsborough is not much on schools
everyone got what they wanted except greg did not get design tech and peter got it instead greg got the adult school i figured it was simpler they're on the same campus and then finally committees as we talked about everyone got one which only leaves one person on the property committee before we talk about that there's an open issue on san bruno two by two that i want to talk about before we come back to the property community so the two by two is typically uh the the person assigned to it and the president which means it's me and me or mark and mark okay so there's two options there we could drop to the vice president or i would like to suggest for the remainder of the uh three months since greg and i if
you guys are okay with this since greg and i have been doing it we continue to do it i think it should drop to the vice president because we're making a transition we're going to be making a transition and it'd be better to have it now later i i kind of like greg and the president going together you also like that too and the vice president that's what i was going to suggest what the vice president well that's in effect what i was going to do if it wasn't you but you know different logic it works the same way it's not the president and the vice president honestly i don't mind i think the only thing that i'm and i'll accept everything including the adult school and including i'm fine with that i think for
me missing out on the next property meeting i just wanted to go to this one last one before i turned it out okay also i do think i listening to what kevin said i agree i think it should be two people on the property committee yeah we'll get we'll get to that but this is actually over more than one meeting how are we going to who's going to join who should join me at the next two by two great i was gonna i was gonna take you off the two by two me greg and the vice president on the next two by two are you bobbing me yeah because mark is going to be gone so i mean i'm the i appointed myself as the city rap to sam bruno so even not being in
order to keep yourself on it oh that was the last one open okay okay we're gonna have a transition one way or the other right well one way to do the transition is to do uh bob and me and then when i go someone else does it you know i don't know or make a complete transition keep it greg and i and then make a complete transition in three months you know which which is what i was thinking was the best way to do it instead of a gradual trans transition but you know i'm look i'm waiting for any of you to say something i'm on to the next issue i think bob needs to be on the bac he didn't ask to be oh well i mean i just feel i was trying to
fill out what the need was i mean i'm you know i mean i want to get through the two by two who's i'm going okay i'm i go it's the president and as this and as the uh you know the person assigned to sam bruce what bob is going to be president soon well peter will be vice president he hasn't said one thing about this he said yes he did he said sudden greg he was the only one who said so please you know i really don't care what do you think what is linda said peter said said greg linda said send bob in all seriousness either you or i should stay on it for the at least the time being because i'm paying so i don't care who but one of us should stay
on it because for continuity bob how are your set friends it should be bob the as a second person so when the transition takes place bob's familiar with the group instead of doing one big transition we would do half transitions yeah well i know we got the coc has real meetings in his president what does everyone else do hey bob bob do you see i mean do you want to be part of the 2x2 and san bruno when you're president i mean there's no obligation that you have to you're first yeah i'm i'm you know i i'm not particularly uh uh i don't need to be you have the first call on it when you're president okay you can appoint greg i mean greg could continue to be part of that and somebody else could
join him i mean you know who's going to join him the way i set this up and it wasn't by design no i'm going to ever win i want to be on that one you didn't tell me that come on no i'll wait i'll wait until after you can i want you should finish it you i don't care i always wanted to be on it for now bob you can sort of pick bragging you greg because he really wants it yeah yeah give it to greg okay those were away from me dr scully's probably suffering through this i know yeah because you have to wake him up so we're not changing the two by two dr skelly okay so the next part i got to bring it up here i didn't print it uh where
is it so the next one are schools uh peter you asked for mills and design tech linda i gave you burlingame and middle college uh greg for san mateo you asked for design tech i gave you adult school if you would peter want to change i don't care uh you know i got cappuccino in peninsula uh that was what was left over after bob asked for aragon and hillsdale and i'm happy to take peninsula because as you've seen i've been very vocal anyone unhappy with that considering it's the big schools you all ask for i'm fine so i didn't ask for one so i'm fine yeah and i gave you a berlin game in middle college whatever you gave me is fine yeah okay thank you so then the committees um bob asked for coc
when i told him that no one had asked for coc and i gave myself coc because no one else had asked for coc uh peter asked for bac linda asks for property and greg has always asked for more than one uh bac and or property but property was first see anyway okay fine why don't we do this then i really don't care because i think we're gonna do property as a uh you know mainly at the board level we'll we'll keep it open and for the next meeting we'll assign greg to go and then after that the next meeting after that we might assign someone else in that open seat that's fine that's cool and i'm okay with that i'm okay with transitioning a little bit well i don't know that we necessarily will transition
it depends if we do interviews okay which which will depend upon you know if one bit says stands out and we decide why are we going to do interviews we have this one bid you know what i mean you know you know then we won't do interviews okay you know that that that we'll decide that in two weeks so i'm cool with that so so i'm i'm gonna as proposed there property is still open but greg is just appointed property for one meeting like that okay so i have a motion that's my recommendation you guys have to approve it the on the grid there is no changes right here approval second second so motion by miss lee zweiger second by mr land miss lee schweiner how do you vote yes mr land sorry mr griffin
yes mr hanley yes you know i'm not sure i should vote given that yes you do vote even though it's my because it's yes i vote it was already four four of us voted didn't really matter as long as three you voted it was done okay so those are the committees and uh we'll go from there uh the uh we have new board policy updates did anyone i mean they were sort of none i got a question on on policy 60 20 they actually referred to the lcap the old lcap uh and not the learning continuity attendance plan all right which is that just a one-time one-off thing so i i think i think the l-caps the real the real l cap is supposed to be there okay yeah i'm fine i was fine with
it i just wasn't sure what the reference was given the new acronym so anyone want to make any changes everyone comfortable moving it to a consent next meeting yeah okay requested board items mr griffin you had something but yeah the mission to review that mission statement that's posted on the website so we want to review the mission statement and i'd like to just put on there because we sort of said we would but to remind us our contract with the san mateo police we need to i mean yeah we i think we probably should um okay yeah you're just talking about putting it on the list right right yeah no it should it should be on there um that's fine we said we were gonna come back we need to put cyber bullying on there
yes we do too cyber bullying update or cyber building reform yeah and i would say yeah the contract with the city only needs to be done by the end of december because you know that's how long we paused our contract where cyber billing should be done much sooner yeah and somewhere in the middle for bob's comp thing skelly's joining yeah who did i prove who was appointed san mateo they should work on the police thing with whoever else wants to city if there's a san mateo two by two does anyone else want to go there it would be let me do it well i do i think mr griffin i'm gonna let mr griffin do it okay he's got the other two schools that's true okay and also the police issue is appropriate it's a
good idea okay um so that's a two by two you would set up with san mateo kevin with the police chief or whoever you need to unmute yourself i can't hear a word you're saying as you know i met with the police chief already so um yeah i do think it'd be valuable for us to have a meeting so it'd be mr land and mr griffin there and bob anything else anyone wants to add to the agenda i appreciate the humor tonight that was good yeah i could tell a joke um if you guys wanted about a superintendent sure we all it's only 10 20. but go ahead what did you always tell bob remember this is being killed on youtube just in case you know hey can you count to three hardly no i
won't tell the joke about we'd be counting the three if you told the joke i think we're down to 16 people watching and i can tell you i think we're done all it takes is one we were at 150 before when the meeting started so is there anything else anyone wants to add or whatever okay i thank you all for your five hours of service tonight wow see you back in two weeks okay yeah meeting adjourned yep all right night laura
