001good evening everyone and welcome to the Sano Foster City School District regular board meeting tonight's November 14th 2024 we're calling the meeting to order at 5:34 p.m. uh we will go to our flag salute so please stand and join me for the pledge to the flag of the United States of America and to theic for it stands one nation under God indivisible with liy and Justice thank you we'll do roll call trusty Kim here trusty Tren here trusty Brooks here and I'm here as well uh before moving on to the next item I just wanted to make a quick announcement um sad to announce that our newly elected School Board trustee Christina lasowski passed away on October 23rd we were all looking forward to working with her as she was set to begin her first

002term with us on the school board next month um the school board in our entire Community sends our condolences to her family and and loved ones and I just wanted to let you know that later tonight we will adjourn tonight's meeting in her memory um that happens after Clos session so we will do that later tonight uh we'll go on to item 2C which is approval of tonight's agenda motion to approve the agenda second thank you trusty Kim for the motion and trusty Brooks for the second we'll do roll call vote trusty Kim yes trusty Tren yes trusty Brooks I saw your mouse say yes but we didn't hear you yes can you hear me yes now okay and I I vote Yes as well um item 2D is approval of the minutes from the

003October 24th meeting so I can make a motion to approve the minutes I did want to note though that I did see a lot of typographical issues with it so I'll make the motion with the guidance to staff to please correct them for example I think trusty trin's name is misspelled in page three the word trustee and the word Jewish are misspelled in page n and there were some other issues I think that didn't fully capture sentiment I also don't know if the uh the notes on truste tr's statement at the end of the meeting were captured correctly so I would just note to clean up the document but otherwise no substantive errors I'll make a motion to pass we already have a is that a second I'm sorry a second okay thank you trusty

005will be called on at the appropriate time so we can go right into to item 3C which is foundation committee and PTA Council reports do we have anyone from the Ed Foundation or PDA Council um I can give the update for the Ed Foundation um we are excited to announce our new part-time executive director Karina Williams um she has been a Karina has been an smfcsd parent since 2012 and a proud advocate of public education and has spent the last decade volunteering on numerous boards including the fiesta Guardians International School and borell Middle School ptas um Karina believes strongly in equity and education helping all children develop a love of learning she is greatly inspired by the work smfcsd and the Ed Foundation are engaging and is thrilled to help champion this important work so

006thank you Karina and welcome to the team um she also wanted to let everyone know to save the date for the education foundation's 9th Annual readathon which is taking place January 24th to February 7th and planning is underway we would love your help to make the readathon the best one yet um we are organizing some materials on Sunday December 9th and there is a link I'm not totally sure how to distribute this um I guess I'll send it to Tati um but there's a sign up sheet that people can um can sign up to participate but it will be Sunday um December 8th from 9 to 11: here or 11 to 1 and um so hope you can make it thank [Music] you anyone from PTA Council or any committee updates um it's not an

007official committee but it was something that I attended so I um I think earlier this month I had a meeting with Foster City vice mayor Stacy Jimenez and some and a police officer from Foster City and a couple of PTA leaders in Foster City to talk about ebike safety and so um we're working together with Diego Perez to have an event coming up soon so stay tuned for more information that'll be in early December um I think it's Saturday at Beach Park Elementary it'll be fun and stay tuned for more details go and then I just want to report that the sanctuary Tas Force met earlier today I want to thank ala and her whole team for convening we talked about how to improve and monitor the implementation of our newcomer protocols but also discussed

008the impact of recent events and what that might mean for families in our district I'm going to withhold further comment on that until the board statements at the end of the meeting but did want to say that our next Sanctuary task force meeting will be on January 9th thank you for those dates um anything else no trusty Brooks anything yes um I want to uh apologize president Proctor I'm gonna have to leave my camera off because my Wi-Fi is really bad um but I do want to announce that um president excuse me superintendent oo and I attended the casby the um the um cold black turning a curve on black students outcome and success conference um really successful was able to get a lot of um great information for our students and um we're currently

009away at the AXA um conference and we presented a uh a really comprehensive um um excuse me really comprehensive um outline of the services and uh supports that we have implemented throughout our district um regarding our community school so we're really excited about sharing that information uh at the conference here today thank you trusty Brooks all right we can move on to item 3D which is SMA csca SMF CAA updates should we start like in age order from youngest oldest cute little ones here in the front yeah yeah they ready it's your turn remember what I'm doing you guys remember your order okay great H so good evening uh trustees super Ooa Community my name is Julie MacArthur and I'm the principal of Brewer Island Elementary School and it's my honor to give you an

010update on Brewer Island today I have with me oh goodness okay I have with me it's been a minute since I've done this um I have with me my student council and we have co-created a little presentation for you on what it's like to be a Brewer Island dolphin uh oh it's not moving Joseph Joe Joe we need youli on the right oh CL oh well we have we practiced with the arrows so hold on a second all right go ahead I'm going to help with the clicking remember to introduce yourself hello my name is Nisha I'm in third grade we read a land acknowledgement daily along with the pledge of Allegiance acknowledgement pledge pledge of allegiance let me see if I can move this for you and then it's out of the way this

011land acknowledgement was written by the Brewer Island student council we acknowledge that the aloney were good caretakers of this land before our school was built we promised to continue their tradition of taking care of the land by cleaning up after ourselves and helping others clean up too hi hello my name is Summer and I'm in third grade we have three rules at Brewer Island we are kind we are safe and we're responsible what our Dolphins say about being kind at R Island we share stuff help someone when they don't understand work as a community we make new friends every day if you see someone sitting alone you can ask them to sit with you we say compliments we really mean hi my name is Dylan and I'm in fourth grade it's a pleasure to be

012here what our Dolphins say about being safe at Brewer Island we stay out of Puddles we don't climb on the goal post we ask before we hug someone we follow the rules on the playground we protect those who can't protect themselves we go to Mr Nick our counselor when we need emotional safety I'll do it arrows hello I'm Ariana and I am in fifth grade what are dolphins say about using responsibility at Brewer Island we help others every morning I greet my teacher and I get my morning work right away if someone forgets to clean up their trash remind them return your homework on time always listen to people when they are talking and own up to your mistakes and apologize hi my name is Pedro greetings Weekly Splash awards every Friday we celebrate using

013life skills like caring problem solving and [Applause] organization yourself um my name is Chloe and I'm in fifth grade we also have amazing celebrations like our heritage celebration to learn about where our friends came from we started with passports no there it is okay it just takes a few minutes we we shared our favorite foods from our different countries we enjoy trying new foods we ate so much we wore our traditional clothing it was great to see everyone's fancy clothes uh can I read we learned we we we learned a lot about our different cultures and each other we believe that everyone at BR island is special and it's important to include others we believe in helping others and caring for one each other and that's what it's like to be a Brewer Island Dolphin

014thank you everybody thank you that was so good I want to be a Brewer Island Dolphin now okay I will be though yay awesome um who else would like to come up from this group nice I'm happy to report that I have nothing to report I hope you enjoy your week off thank you do we any are you are you gonna present for Abit okay yeah come on up thank you all right well I'm glad I didn't have to follow that act congratulations to Arthur thank you for riding a little interlude there uh good evening Board of Trustees superintendent choa distinguished guests uh thank you for this opportunity to share some of the exciting things happening at Abbott uh Middle School this year I'm Paul Belzer um and I'm excited to return for a second

015year at Abbott as principal and very grateful for the tremendous support from our district office and from our larger School Community we began this year with the theme of of uh quote building trust and joy we've been very intentional about community indicating that we are building a foundation for deeper more meaningful and authentic work and that this is a process built on positive relationships time and Collective effort in the service of our students and larger School Community to support these efforts we've we've prioritized both inclass and schoolwide activities although there are many individuals deserving of recognition I'm always fear of leaving anyone out I would like to specifically recognize Mrs Stephanie Marone our leadership teacher and our leadership students they've done a tremendous job building out um a trusting relationship and joy specifically in addition

016to today's Ruby Bridges walk where we had about 100 or so 150 students participate um from Hillsdale high school walking to Abbott our leadership class has organized a tremendously successful welcome back dance I think we had about 400 students attend Friday Night Lights and the Fall Festival where we celebrated Abbott's 70th Anniversary all these events have been free because of our partnership with the PTA and they they've sponsored all the activities so that way they can all be free for students in addition and in alignment with the district strategic plan focused on equity and wellness Abbott has put significant effort into building out our restorative practices this work has been evident in our schoolwide Assemblies of which I believe we've had uh two rallies and two different assemblies advisory lessons every Wednesday and Friday and

017with individual student uh student situations around making good choices and making understanding the impact of our choices closer to the classroom we continue to work with the support of our ed services department really closely with our instructional coaches in mathematics we have um relatively in our math department we've had um all new teachers with two coaches this year so it's been instrumental and really working with our inquiry based approach to mathematics we've also we were a title one school this year for the first year we've implemented um English learner teachers on special assignments where they have taken on uh co-planning with other teachers working to support our El Department of which only one returning member um from last year so we have three new members to that in addition we've implemented co- talk classes um

018two sections per grade level um with a uh special education teacher working alongside a academic Core Teacher to support differentiation in the classroom and support for our um our uh students with IEPs as well as our dual identified students who work in both El and special education um in close and although it has been a complete team effort I would specifically like to recognize the efforts of our classified staff specifically our office staff we have all new for the second year in a row all new office staff who've been instrumental and getting us off to a really positive start um and in the kind of to close in the immortal words of Vince Lombardi We will continue to pursue Perfection knowing nothing is perfect but in doing so we will capture excellence so we strive

019to continue to fulfill the vision of the district's strategic plan and we're very excited to build on the foundation we've built for the last couple of years thank you very [Applause] much thank you Mr Bowser do we have anyone from SMA here who wants to chat okay yeah yeah online oh she is oh there you are just staring at Lis Cathy if you want to go ahead Lisa all right I believe in you all right um my apologies for not being there in person tonight but I wanted to announce a few things that um we SMA has been or SMA members have been working very uh uh very strongly right now on Final uh report cards and conf a lot of people are involved in conferences right now as we round out the first trimester

020of uh the first 60 days of our school year so it's definitely a busy time of year a lot of our schools and students participated in the Ruby Bridges walk uh to school this week or today actually and where we were able to celebrate The Bravery of Ruby Bridges uh as she worked for integration in schools and I just wanted to uh express my thankfulness for being part uh working with a lot of hardworking and caring Educators U last week was not the most um e it was not the easiest week to be at education there's a lot of uncertainty about what's going to be happening in the next couple of years and what that means for our students of color our lgbtq plus students and staff and especially our our immigrant families and students

021but I do know that um you can trust that uh our members are going to offer that caring support that uh students are going to need in the coming years so I'm thankful to be a part of that group and I want to wish everybody a uh restful after after next week uh restful and um joyous than Thanksgiving break happy all right um we we can move on to item three announcements are there any announcements president oh president Proctor I would like to make an announcement of um the uh School board considering uh a possible option of um appointing a student trustee exploring that opportunity for one of our students to become a um a board trustee is this like a future agenda item or an announcement it wouldn't be considered an agenda it because

022at this point we don't necessarily know the details however I'm just kind of putting it out so that we can um in the future discuss it we have to um explore what that will entail and then we would have to agendize it maybe I think at a later date but we would have to get more information okay we will bring that back up at the end when we talk about future agenda items any other announcements um I think um you president Proctor alluded to this um earlier but just want to provide a few more details about the um bike smart ride safe bike safety event um that Diego Perez and is putting together with uh a number of our partners um this is Saturday December 7th at Beach Park Elementary from 11: to 1:30 um

023um and so just um there's going to be booths special announcements Raffles um stunt show BMX stunt show safety education and it's um going to be a great event and I encourage everyone to go um there we're just trying to do some more education around safe oh helmets will be available oh and locks Susie's gesturing um so thank you than you so much to Susie Riley as well for her work on the event and um yeah just hope to see you there it's it's going to be a great event and um it's a great place to you know get more comfortable with riding bikes so hope to see you thanks and as was mentioned previously um the Ruby Bridges walk to school day was a big hit so check out the social media from the

024school district for some pictures oh I have this Susie gave me the stick but yes um but anyway so um lots of pictures are being shared so we will make sure everybody can see what was happening but thank you for your participation okay um we'll go on to 3F which is the superintendent report thank you president Proctor I wanted to um direct my remarks uh this even to um the efforts of our of our um classified staff uh districtwide uh we had a meeting last night at Laurel Elementary School I see um uh one of our former administrators from Laurel in the audience there um and uh the number of classified employees at that school that facilitated and organized and made um this parent graduation happened last night at um Laurel Elementary School was just

025phenomenal um so to to give some context to um our community and to our employees Laurel and our four other community schools have um uh brought parents in in the evenings uh once a week for the last eight weeks um and the parents have undergone a program offered by the parent Institute for quality education or PK um and last night at Laurel was the culmination it was a parent graduation uh so we had classified staff members who just set up the room so beautifully made sure that um parents had safe and easy access to the room uh staff members that called families that made sure families uh could get there we had staff members providing child care for families we had staff members who set up food for families um and then the parent speeches

026were just phenomenal um one of the parents actually memorized Her speech and it was about a five minute speech and so the pride that the parents had um the new and stronger relationship that our parents will have with Laurel Elementary School um is a Real Testament to the work that our classified staff do day in and day out um and I felt like really helped um pull together um what it means to have a team supporting um the work on behalf of our students and then probably the best part of the whole night was the kids that were in in the child care all came in at the end and the parents got their certificates and we took some just wonderful pictures and had dessert after um so we had you know we had 50

02760 families left last night that left uh Laurel Elementary School feeling really connected and feeling hopeful about how they could support their kids education and it was all um made possible by our uh School Employees so uh hats off to CCA staff members uh districtwide because I know that's happening at all of our schools in some way shape or form um and uh and congratulations to all our parent graduates thank you um before we move on to the next item I was just going to ask if or let the Brewer I Dolphins know that you don't have to stay all night you're welcome to stay but if you have like dinner or homework to do you can um you guys can go but you can also stay this is going to be a very interesting

028meeting I'm sure just wanted in case you needed to be let off the hook that's your thing okay we'll go on to item four which is the proposed consent agenda um all items on the consent agenda are considered by the board to be routine and will be enacted by the board in one Motion in the form listed below there will be no discussion on these items prior to the time the board votes on the motion unless members of the board staff or public request specific items be removed and discussed from the consent agenda the superintendent and staff recommend approval of all consent items movement of any recommended consent items is appropriate at this time there any board members that would like to remove an item from the or any items from the consent agenda okay

030district professional development days um so far this year we've been able to have our summer PD and then we've also had our first October 4th District PD day I'm going to talk a little bit about um our ed services professional development on academic focus and a little bit on our um Wellness focus on behalf of student services so I'm not sure if my is my screen showing I don't think it is no okay there we go okay sorry I'm not sure why it's not sharing oh Joe's coming into he saw sorry so the behind the scenes we're closea right now okay so right now they're talking about like teacher training and professional development so you know those days like I'm just giving uh the the wonderful Dolphins a minute to maybe they just want to

031get up right now they're just glued to the presentation okay well this is going to be very exciting for them because just like students learn every day our teachers and our staff go through learning a few times a year too so it's a very exciting presentation which I'm sure they're going to love um so what's really exciting about our professional development is we make sure it aligns with our strategic plan goals and we have the opportunity to not only do professional development for our certificated staff like our teachers but also um in October we were able to provide professional development also for a classified staff we do this for elementary schools we do it for middle schools and we do it for General and special education um so this summer one of the big things

032that we look at when we're providing PD is to see are the topics that we're providing do teachers want to attend them and is their High interest and so this summer um because we have a new assessment you can see um from the chart that our biggest attendee was our nwaa new assessment um this was us inviting all of our third through eighth grade teachers to get some initial training and we had a lot attend this summer we offered it in June and we also offered it in August um less numbers on path because most of our teachers had training so we're just really inviting some new teachers that haven't had the initial training we also offered training in elevation and um multilingual service strategies um we had induction and um specific training for new

033teachers around introduction to some of our new curriculum um we did that K8 we also this year were able to provide some of our teacher leaders training that a lot of that is Middle School where we have teachers that not only work in the classroom but also work in coach and support other teachers we had a new language arts adoption as you know and a ELD adoption so this summer we got to offer PD in all of those areas um for our Wellness Focus or underst student services we also offered and and these aren't they they kind of fall under restorative justice and responsive classrooms but they kind of have some specific names to them so um you can see we offered a lot Ka and then some specific elementary and middle school so embracing

034all famili was more of the elementary version supporting transgender and non non-binary students was the middle school version of this PD called welcoming classrooms um we also provided some training that went through Kinder through 8th grade like creating lgbtq plus inclusive schools and preventing bias-based bullying and so again you can see the number of teachers that said hey I know it's summer but I really want to do some learning and we're really proud of those numbers this is just an overview of the summer feedback that we get when we're when we're getting feedback we really are focusing on a few areas to help us know how to do additional planning for PD we always want to make sure that our teachers and Staff feel safe and welcome at their PD we want to make sure

035that they develop new ideas nobody wants to go to a training where they think oh I already learned this I don't need this training so we want to make sure they're developing new ideas one of the big things that we've heard feedback from teachers especially over the last couple of years is they want to be able to model and practice some of the things that um that they're learning about so if we see low numbers in that sometimes that might mean that maybe this was a professional development that maybe there was too much talk and less practice time so we really look to um we really look at that piece because we all know we learn by doing um and then teachers also really like to interact with each other uh especially on a you

036know on a day-to-day basis teachers and they're usually doing their job with their students and so PD is an opportunity to be with other adults and interact so this was some of the PD from our um some of the results from our summer training and how teachers felt about the PD um a lot of strongly and agree and agree but we see some areas that we can continue to work on um and I just pulled some feedback quote so we see people really um enjoyed being with their TOA team they like sharing resources some people were would prefer a little bit more planning time in the PD um I know um because I ran some of the PD for new teachers there's sometimes a feeling of trying to make sure they have as much as

037they need to start the year but we can think about ways where we're giving information then we have time to dig into it together um October 4th was our first districtwide PD and this was a day where um we provide professional development for certificated and classified staff together so it's a really big day for us um in Ed and student services and these were the many different offerings that we provided on this one single day um a lot of uh throughout the day some teachers had a morning session with maybe the wellness focus and maybe we had the afternoon session with the academic Focus or the flip-flop some of our schools spent a whole day um around um responsive classroom and restorative practices we also like to ensure our our monor schools have an opportunity

038to take the learning and make sure it fits into their curriculum so they get time um around that as well as our dual emerg in schools so these are lots of opportunities for PD also our special educ well our special education staff if they're RSP or uh mild to moderate they join the General Ed but some of the uh service providers they might have their own PD on this day um this the next few slides showcase the feedback that we received from these different areas from our um Tableau and so um I broke it down into um a couple of different areas one of the things in the academic Focus we did on October 4th that was different than the last couple of years is the K3 teachers um did PD on their own site

039so it was led by the principal and their literacy and multilingual tosas and you can see we got a really a lot of great feedback that teachers have been taking what we've been doing districtwide over the last couple years and they're ready in year three to do the implementation at their site and that means that they're saying you know we understand the big District message we have to think about what this looks like for our students and so we got um a lot of teachers that got to model got to practice we had teachers at different school that got to Showcase in their own classrooms with their staff what they're doing and so um we really we think that this is a good model that we want to continue this year uh fourth and fifth

040grade teachers continued to do the mathematics work um so they gathered together at beach park elementary and they did some work specific in fourth and fifth grade around mathematics some of the things that the um math um team and I are talking about you can see some of the areas didn't score as high so we're talking about you know especially the one that says um develop new ideas around the work sometimes that indicates to us that you know we might have repeated some of the um professional development just to ensure that everyone has a clear understanding of it but maybe we need to do a little bit of differentiation there for returning teachers and new teachers um Middle School um around the academic Focus had breakout sessions and so this is led by my colleague

041um kinetta cook um what her and her team do is they've developed this amazing Cadre of teacher leaders which I mentioned before are teachers that teach in the class classroom but also might have a period or two where they're coaching and supporting others and some don't but they've raised themselves up as someone that says I would like to provide professional development to my colleagues and so in the Middle School academic breakout sessions the Middle School teachers got to choose what breakout session they wanted to go to Under the Umbrella of um building um uh sense and belonging in the middle schools and so again here we see teachers really appreciated it the choice and the opportunity to hear from colleagues um for the wellness part of the day on October 4th when the K3 teachers

042weren't at their School site they attended restorative practices training um this time it was a virtual training because we wanted to reach as many teachers as possible so our teachers are letting us know again I think similar to um one of the other ones that some of them had information about restorative practices that we were sharing again so this lets us know hey maybe for the next couple we need to do some differentiation um you know when it's virtual sometimes it's a little bit harder to model and practice we also as a district know that when we're launching something and you're launching it districtwide a lot of times it is information heavy in the beginning until schools start to say okay here's how we can implement it at my site like we did with the

043K3 work um fourth and fifth we had a separate restorative practice is feedback because of just kind of the way we got the survey data but here you can see again um uh the res sort of practice work and some of the information that the survey data is letting us know um and then Middle School um they had their restorative practices at a um at a different time in the day um opposite of when they had our academic focus and then we also received feedback from this day or from our classified employees um we worked with csca closely to find out what are the needs of our classified staff and so we're seeing here that a lot of them appreciated the the professional development day and time that we gave them on October 4th and

044then here again some feedback um seeing that some people are asking from some additional training people really appreciate collaborating with their team um wanting some more ready tog go resources we know when teachers are spending and staff are spending a day with us that the best thing we can give them is something they can bring back the next thing into the classroom so those are sort of the feedback um pieces that we're seeing that we want to bring back into our next two professional development days which will be on January 17th and um at one at the end of March that's it thank you are there any clarifying questions from the board um I had one question on the the slide that talks about the summer training like if you're a new teacher do you

045also have opportunities to do some of the other training or when would you learn about those things yeah so a lot of these R you can't see it in here but they were on different days so the um if you went to the new teacher training we separated them um out so they could have attended up to I think we had almost six different days of professional development so we didn't schedule them on the same days okay great all right um do we have any public comment on this item from the room here any public comment on Zoom checking no public comments on Zoom okay any further board comments um just wanted to say thank you for um running the PD and it's really important that our um our staff gets you know updated information

046so really appreciate everything you do yeah thank you for this um just looking at some of the feedback I you know there's definitely there's slides with more like gray and red and so you know I guess those ones aren't um I don't know I see mostly on there's like two questions where I see a lot of like the red is the ones about um I've developed new ideas and also um opportunities were provided to me for modeling and practice and so I'm just you know hoping that um we can take that feedback and continue to give people what they need so that these are very valuable to them but I appreciate all the work that's being done abely all right we can move on thank you trusty Brooks did you have anything on this one

047did that President proor thank you oh other than thank you for for the presentation and I appreciate the work you're doing thank you all right going on to item that was just informational right okay item 6A um ehf update number four thank you president Proctor members of the board um this is our fourth update to the Board of Trustees on a process that was initiated back in June U of this year this is a task force that has um a very broad uh base of representation um at each of our meetings we've had a variety of um presentations uh conversations um and reflection before and after those meetings I I am um going to ask for some participation from our CBO and Deputy superintendent as well as our executive director of facilities and construction um

048I'm going to pass the mic over um in just a second to those two folks uh but I want to frame it with um where we're at in the the housing task force process um as a group we have spent uh time analyzing the district's housing need according to um income levels for staff and according to HR data that um brings to the Forefront um the issue of housing as a major contributor to staff turnover uh and when I say staff I mean classified staff which includes all of our office technical support staff our custodial staff our par professionals our nutrition um staff and and really every staff classification therein as well as our teaching staff our counseling staff our school psychology staff um and the many different certificated staff members who um over the

049last 10 years more and more we see the staff members leaving the district after just a couple of years because of the Incredible cost of housing um and so uh we spent time uh going uh into a discussion about housing possibilities and housing considerations namely for two properties one is the nolles property as well as uh the chess Drive property where you all are physically located tonight um we've also had presentations uh from practitioners in the field last month we had a presentation from the Jefferson Union High School District um and we're able to ask a lot of great questions that was a really important event um and at the end of last month we actually put together a survey that we administered to um everybody who's on the task force and and we've gotten

050back some results that we'll we'll um discuss a little bit tonight but today we had two wonderful presentations one was from the Santa Cruz city school district and the other was from the Redwood City School District um and so uh we really feel like um we're getting closer and closer for our task force to be able to make some recommendations to the Board of Trustees we think December will be the month where we do that um but I want to hand it over to first to Patrick um to talk a little bit about his Reflections from today and and our presentation from Santa Cruz and then uh pass it over to Amy um for some remarks from Amy and and some of what she took away from today's meeting so with that Patrick I'll pass

051it to you thank you so much uh we had another great meeting today so thanks to everyone for participating in it I wanted to thank superintendent Chris Monroe um from Santa Cruz City schools and Dr John Baker from rywood City uh Elementary School District for taking the time out of their crazy busy schedules to join us today for for a topic that I know they're both passionate about uh both um both superintendents and today we had uh a trust from Redwood City Elementary and we had a couple of folks I work with in Santa Cruz for years um who spent time on this process but um they both spoke to the time involved for this project to go from Vision to reality and what it takes from the community to part uh contribute to that

052um and so we heard from both of them um their uh their Journey um they spoke to it as a journey um and the excitement and enthusiasm uh where they're both at in terms of this process but uh as a superintendent was saying uh AO was saying too um we have some very common challenges uh along the peninsula all the way down into Santa Cruz and in Santa Cruz slides today they mentioned how they've been recognized I think in US news world report um that in 2022 and 2023 that Santa Cruz is one of the most expensive places to live in the country and they had a statistic today too that 95% of people who left Santa Cruz City Schools left because of housing challenges and I was aware and I share some my colleagues

053too I was aware of some teachers um and other employees too but teachers in particular who were couchs surfing in Santa Cruz because they couldn't find a place to live and they were responsible for going into our classrooms and developing lesson plans and you know making progress for our kids so um so really exciting their Journey um they have they talked about um Community participation and engaging the community making the community aware of it uh working with neighbors work with City Partners working with uh kanana club and um and uh rotary clubs and other organizations too to render support for this effort because it's uh it takes a lot of folks to make this Vision a reality but they they are an's Journey they have passed a bond measure and uh they're developing housing four

054story housing two blocks from West Cliff Drive so for those of you who know our West Cliff Drive is in Santa Cruz it's super exciting these are going to have ocean views for our Educators in Santa Cruz which is really really thrilling um and Redwood City also talked about their Journey too their Journey was a little different and they talk about every District's journey is a little unique um but they spoke about their Journey too and they spoke to uh some of the same sentiments in challenges we've talked about um and they also um spoke about their financing Arrangement and um we we all have benefited in in the valley here and the peninsula and um and I know I believe up to the city as well too but they have a partnership with a

055s foundation and so they had a private public partnership Arrangement and S has been a tremendous partner of theirs that has helped with some of the the um the steps you have to take take um some of this and I won't draw on too long but some of this um what they spoke about today too was how um this journey for them is unique um in working with the city because these projects don't go through the division State architect like a our uh School construction projects go through but this is um and Santa Cruz talked about as well that we're acting as a school dist we're acting as a developer as a postto school district so there are some unique challenges associated with that but they also talk about the opportunities that are available in

056the legisl which Santa Cruz has taken advantage of and Redwood City spoke to as well um but again tremendous enthusiasm we talked about Partnerships we talked about support um we talked about need and um and the opportunities we have they also spoke to exploring um multiple options which we've explored too as an organization and how they distill those uh options down into uh the best location they believe that um uh that that was going to work for them and we've done a lot of that exercise already with our team here too um and so that was some of the discussion too and and I think Amy I just want to confirm that she's online uh because if not I can chalk oh um but she said she can loog well how about if I just

057jump into um if oh she's on good now excellent you want to talk about some of the survey information sure I will so we sent out a survey at the end of last week just to gauge uh where our members were on the T task force with um hearing the information presented from other districts and also hearing about our own need and with uh the members that responded so far um overwhelming response that um they feel very well informed um that of course that there's a need for employee Workforce housing uh they also feel that um the district should explore to build the housing and that we need to start to focus our shift now onto crafting our language with our recommendation to the board and so at the end of the meeting we wrapped

058up that we would bring forward at our December task force meeting that's only in a few weeks because of our upcoming break that we would look at um bringing recommendations forward on next steps where we think we then need to start employing um Architects and other experts so we gave some points for the members to think about and we look forward of meeting in a few weeks and bringing that those recommendations forward to the [Music] board if I could I just want to mention two other names Trevor Miller and Jimmy monreal from Santa Cruz they both um did a tremendous amount of work so I just wanted to acknowledge their efforts today too so thank you so much thank you Patrick um the the school board also at our I believe it was our August

059school board meeting also assigned uh two of our uh trustees on a somewhat rotating basis um to attend the meetings and to um you know just experience the process so we did have um um both uh latisa and Maggie in attendance today um we wanted to give the three different perspectives um the survey perspective the the presentation from both school districts and then really the summary of our work up until this point um we think that we'll be ready in December as a task force to start crafting recommendations to the board uh specific recommendations that will um indicate what what recommended actions the board can take such as uh bringing on um a uh a demographer to do some survey work for us um bringing on um an Architecture Firm um to begin some work

060with us um doing some work to establish potentially um a housing task force working committee um at the board level um as well as as uh getting started on um some of the bond work uh that will absolutely have a role in whatever um action the the board Cho chooses to take down the road um so we feel we're getting closer um and uh and I want to be able to turn it over to the board for any questions and also um give both of our uh trustees who were in attendance today either during your remarks or or now it really is up to each of you um uh to be able to share any perspectives you had from that meeting so with that I'll pass it back over to president Proctor thank you um

061trusty Tren would you like to share your comments now sure okay go for it um yeah it was great to be here this morning talking about um educator housing and you know kind of some of the things that the other school districts had learned from their process um based on what we've talked about we I think we're pretty certain or you know pretty confident that we can um you know start the process and and finish it in a a little bit a shorter time frame than some of these other districts which um hopefully it'll be a little bit more streamlined um is Our Hope and you know I think everyone in the room um was very much you know like we should definitely do this and we should make this happen as soon as we

062can right because every um there definitely is a sense of urgency I think um and everyone is very aware of of housing being um there being a housing shortage and there being um and it affecting you know the way that we hire the way that we are able to retain employees and um have them be part of the community so we're you know as far as I'm concerned you know I think we should floor it so um yeah but but you know I think we also talked about the need to bring in um you know the neighbors who will be most affected by any buildings and construction that will be happening near them um and then you know just taking that input in and seeing if there's anything that um we can reasonably do to

063address those concerns for example there was one project in another District where um then the residents wanted to maintain a certain you know easement or right of access to a a nearby city park and that was you know they were able to accommodate that so you know I want to be um mindful of that and you know we want to be a good neighbor and um and do what we can but also our priority is you know our our Educators than thank you trusty Brooks do you want to share any comments at this time yes uh president Proctor I just would like to um speak about the valuable information that we have received the the um presentations that were giving given today and in the uh past meetings have allowed us to really understand how

064we can shape our future projects as it relates to um our teacher housing needs or excuse me our educator housing needs um I guess the important uh piece that I am really looking forward to learning and understanding is um being able to learn like I understand that we have the two sites that we are looking at but really understanding how to maximize what it is uh we are allowed to do so that we can um um be most effective in how we um develop and how we uh address the needs without it creating um future um negative impact um so I'm really excited about the project and I'm looking forward to U move into the next phases thank you trusty Brooks any clarifying questions from us uh thank you again to the housing task force

065and I just had a few questions to follow up on so I think I asked this question previously but just to clarify the proposal that may be presented to us in December will it be open-ended and exploratory talking about just next steps in the process will we be at a stage where we're talking about a specific site or a specific size what level of detail do we expect and again I want to flag the fact that if we do end up moving forward with a provisional appointment we will have a trustee on the Das that evening who is brand new to the issue and so I'm just curious to what extent The Proposal being put forth will say it be more amorphous and you know let's move on to the next stage or will it

066be a very specific up or down proposal that will be more flushed out you can expect uh trusty um uh C and to the rest of the board you can expect the recommendations to express to the board the level of support for moving into the next phase um and so that's going to require the district to bring on experts in the field um people who um can devote their time and energy to give us very detailed and very rigorous analyses um that might um lead this board down the line to pursue um housing decisions um but on the December meeting for our next meeting if the the task force is prepared um to give those recommendations and I believe there's there's a strong possibility that they will be um what the board can expect to

067receive our recommendations um for uh things like bringing on an expert uh to do the demographic work bringing on an expert to analyze uh the um the bonding capacity bringing on an expert uh to um engage in some very initial uh architectural work um and at this point in time the two facilities that we've talked about in particular are uh the chess Drive location um and uh the nolles Elementary School location and so those are the only two that to this point have been given you know significant uh airtime and um so I think it's you know sort of um logical and transparent to say those are the two sites that to this point in time have really been the focus of the group um and so at the same time bringing on experts in

068the field um and giving them um you know very discreet work is really uh it's going to take us to that next phase in this process where um we start to form um more uh likely more logical more actionable um steps that the board would take I would say it would it would definitely take several months for this work to take place um and then uh one of the other recommendations will be based on um what process the board use is um to guide this work because the experts can only produce what we ask in shape for them and what we request of them so something that was done in the Jefferson Union High School District uh was they established a basically a working committee that was comprised of two school board members um the

069union presidents of both of the employee unions um the CBO the director facility so it was a pretty tight small group but that group was authorized to work with these Consultants to really be that balance so that that the work of the Consultants could truly respond to um the areas of interest of our of our constituents um and then in our district we have an opportunity as a as a housing task force to make that recommendation to the board um and that will likely be one of the recommendations as well some some constitution of a of a housing committee or housing working group um that can that can uh work with these consultants and potentially give more uh specific dire and and help guide their work um so I think it's fair to say that

070at our at our December meeting the board certainly isn't going to be asked to vote to approve housing at one site versus another or to make any final decisions but rather to take the next step uh into phase two of the process which will be to bring on Experts um to help us um develop much more um specific um analyses of the the uh demography of the site of the bonding um and then ultimately the leadership aspect as well great and then I guess my followup question to that is our expectation that the unrestricted funds we have left under our current Bond measures would be enough to cover the expense of hiring those experts architecture firms um preparing for our next Bond measure yes and and uh I also want to give Patrick or Amy

071an opportunity to um to add in any color to that but but uh we certainly think we have um that um capacity to be able to to sign those contracts and bring on uh these consultants for that purpose so I'll just give a second for either Patrick or or um Amy who might want to chime in as well yeah thank you super CH oh Amy I I'm going take Ste your thunder here but I I I think Amy and I are both really thrilled about the results of the election last week on one front regarding proposition two because our school district is um in the cued and eligible to receive a significant amount of funding um which we have been discussing for some time and and we brought forward to you too but um in

072regards to this particular effort we've talked about two options one option is through the bond um but the other option is through a fund 40 which is um a capital fund we have which is uh currently it's I'll try to be really concise but that's just another fun we looked at to fund this effort so I could talk for a lot longer about that but we're talking about either of those two but we're really pleased about the results of the election and we're in the queue to receive a significant amount of funding um towards modernization efforts which would free up some other funds which we've currently committed to moderniza and and the the uh project we have uh that's going to be the the new campus the 638 campus in north central so that's a

073long answer to your simple question but yeah we we we're poised to and ready to do it don't know hit me and I guess my last comment was just on that with prop two if if it's a sary location measure T and other considerations just how we're going to factor those in but that's just more of comment for what comes up in December yeah great thank you all um I had a question um now I'm trying to think I lost it for a second oh so I think the original plan was for the recommendations to come to the board in March and now it's um coming it sounds like 3 months early is that right or I have do have my timeline wrong February March okay um is there anything we skipped or like we

074fast forwarded and was there a plan for those other meetings or or good just curious what we missed yeah I think you know to some extent we um just checking the temperature in the room on on the task force um until we actually got we really didn't know to what extent there would be um broad agreement that this was you know highly desired and and you know fundamentally supported by so many in the group so I think it's fair to say that the in the atmosphere in the meetings themselves this the broad support for us taking action on this has led us to say well you know because part of what our to to answer your question we had planned to continue to bring on more and more practitioners to tell us their story to

075share their perspective so at this point we have Jefferson Union Santa Cruz City Schools as well as um as well as now the Redwood uh City School District that have all presented to us and so our plan was to have more presentations in December and then potentially start crafting in January so we're we're about one month ahead um and then we had left it open sort of February March because we thought it might take more than one meeting to craft the recommendations but um just my own perspective is I think that in and of itself is also not going to take as long as we thought um but you know trusty um Tren was you know pretty emphatic in her remarks just a few minutes ago saying like uh you know but I don't think

076you're alone in that you know I think there there a lot of members on that task force who feel like we really understand the the you know the fundamentals of this work um and we want to give recommendations to this board and and that's just my perspective on on uh the atmosphere in the room and and that's what has accelerated um making these recommendations but we haven't withheld any presentations that have been pre-arranged in the past thank you and will the um report also go through some of the things that were considered but um not recommended just for those of us that weren't in the meetings and might have questions absolutely and and we'll have um we'll have you know detailed you know very detailed reports uh for the board um at our you know

077at our ongoing updates as well so the report itself um will be you know will be inclusive of all all the discussion and all the considerations and then um you know in our recommendations to the board at our next meeting uh you you all have you know even as a as a governing board you all still have the ability to say well that recommendation we we like it but we would like it to sort of be more emphatic in this way or take a little bit more time in this way or add some you know you all as a as a group will have the ability to say let's stretch this out or let's compress this let's add more emphasis to this um uh let's add more people to you know so you all will

078still have a lot of leeway to be able to shape all of your ultimate um you know actions that you would that you would take at our either December or potentially January meeting whenever those recommendations do come to you and you can also take the recommendation say hey let's let's sit with this for 30 days and let's talk about it next month um so as a board you all still retain um you know the the ability to make those decisions and and continue to shape the conversation thank you are there any other clarifying questions okay any public comment on this item from the room any public comment on Zoom check no public comments on Zoom okay we'll go back to board discussion just one comment I wanted to make actually one other outcome of last

079week's election is that we will have two new council members in Sano and one returning and two new council members in Foster City as well I don't believe any of them sworn in yet but to the extent that we can start to engage them and let them know about our effs and get them up to speed I think that'd be helpful as well um my comment would just be with having a new trustee I it would be I'm just thinking about next meeting and it being a busy one thinking about um maybe having the presentation and giving us another 30 days or something to talk you know we can talk about initially but also giving everybody a chance to like digest the information and then come back with some some recommendations at the January meeting

080if this is happening in like 30 days or something right after the holidays but that would be something to discuss I guess next time when we see it any other comments on this okay we'll go to 6B um and thank you for that update by the way very thorough um discussion and approval of requirements for filling trustee vacancy this is up for a vote this is up for a vote thank you uh president Proctor as you um mentioned earlier uh tonight in your um in your remarks we were very saddened um to find out that our um presumptive and and um new board trustee Christina lasowski did uh very sadly pass away um before she could um take her her seat um on our board um and uh and as a school board um there

081is a process that you all um will need to make some decisions about what to do um and tonight's presentation um gets into uh you know what the ramifications are of making a an appointment um versus holding an election um but also just some of the uh consider ations that the board will need to make in in making this decision um so um uh the position that the board is in is essentially there is now a vacancy on the school board um as you know it is a vacancy for a truste area um and so um the school board has um basically has the ability to um fill the vacancy um within 60 days of the date of the vacancy and in this case the date of the vacancy is election day um which was

082last week um or um order an election to make a provisional appointment um and so the challenge with an election is there's a very significant cost um that goes along um with holding um ction for an appointment um and so the School District administration recommends that the board engage in a very similar process to what um we have done um multiple times over the last few years um both um trustees Kim and Tren um and previously uh trustee chin um were appointed to the board um using a process that will recommend um that the board utilize again um and so uh what we would do is Administration would advertise the vacancy in local media um we would send out messaging to all of our um families via our email system we would place it prominently

083on our school district uh website um we would ultimately very broadly announce that a vacancy exists um and uh at tonight's meeting we would ask that the board establish a committee um of uh less than uh less than a quorum of the board um uh that would meet with me to ensure that all applicants are eligible for board membership meaning that they meet the criteria that are listed um um publicly for all uh potential board members uh and then as we did in in the case of trusty Kim and trusty Trin and previously trusty chin um we bring applicants on and uh we interview them in public and um the board goes through a deliberative process uh in front of the community and um ultimately the board selects somebody as a provisional appointment um and

084then we send that notice to the county office um and then uh the county office essentially holds on to that um once the 30 days if the 30 days pass it becomes an effective appointment um and and during that 30 days if somebody were to um petition calling for a special election then we would go down a different path um that didn't take place with trusty chin or Tren or Kim um and so um you know we we wouldn't have had that in any of those circumstances and in then in this circumstance uh we would do our our absolute best to really promote uh the vacancy and to have a fair and um and and uh effective process that we would bring forth uh to the community and then ultimately December Schoolboard meeting we would

085um have potentially a new um trustee a provisionally appointed trustee so that means at uh tonight's meeting um we would uh agree to solicit uh applications and to establish that subcommittee and then at the December board meeting um the School Board would ultimately interview uh candidates should we have more than one applicant and then um make the provisional appointment and so with that I'll pass it back over to the board for any questions we do have um the legal memo available um Joe if you want to pop that up on the screen you can do that or we can just anybody who wants to um Can can open that that document up and um and I'm available for any questions that the board may have so with that I'll pass it back to you president

086proor thank you um clarifying questions uh thank you superintendent choa and apologies advance for some very lury questions that I have about this process but I wanted to ask so based on the legal memo I'm seeing that even after we make the provisional appointment in theory voters could still request a special election to fill that rule if they gather signatures given that we just broke out into trustee areas does that mean that the typical formula we use to meet the required number of signatures will be specific to that trustee area and their turnout in the last election um I would defer the legal council on that uh trusty Kim my my understanding is that it would it would the calculus changes because the overall number of Voters changes um but we could probably get a

087very as you said lawyerly answer um in writing from our folks but my understanding is that when you are in those trusty areas it does change the calculus for the required number of signatures if that were to take place yeah we don't have to incur any costs unless we we'll cross that bridge when we get there but I was also curious on that point because if we do appoint a provisional appointment and that trustee were to say vote in favor of the housing task force recommendation and then a special election we called are the votes that that trustee takes in the December meeting considered valid they are um at the time of their appointment um even though it were um provisional their attendance at the meeting their votes um their engagement at that time are

088considered to be um uh you know votes of the board um if that were to change through um through the process I described earlier of having a challenge to the provisional appointment and and if a special election were called then you know at that point in time theoretically somebody else could be um you know could be appointed or or sorry elected to the board and then that person would take their seat I would need to check with legal council on the timing of if the provisional appointment were um were initiated let's just using you know broad dates here but let's say uh January 30th uh the provisional appointment were um challenged and and the county decided to hold a special election I would need legal clarification on what would happen between that date and the

089date of the special election so I I'll hold off on making any remarks about that um but um as I understand it the the member would continue on until and unless that election is held but again I would get clarification from Council on that got it and then my last question my understanding is that under the rules that we have this provisional appointment would only be until actually so I want to clarify would this be until 2026 or 2028 because I know our next election for the Foster City seats is 26 um this would be um this would be one second I think page two talks about the right person appointed hold the language the next regularly scheduled election members that would be 20 six that's correct so with the Foster City seats this seat

090would essentially be up again and because that's yes that's correct so it would uh this the the fact that we currently have two in Foster City and three I they're not necessarily all perfectly divided that way but if we think about them as two Foster City seats and three SEO seats um that wasn't you know that can change depending on on these sort of shifts on the board um so it would then be an election that would take place at um in the 26th round um during the November of 26 and then that would be a two-year term or would that shift our election cycle two-year term um I don't understand it to be a two-year term but again I would just ask legal counsel for what what that term would be in 2026 I

091think that one we would want an answer to because any applicant would want to know when they would be up and for how long I can I can get that uh that response and writing tomorrow morning and included in any um any documentation that we promote publicly so that prospective applicants know the ex the extent of their term and then what that next election might mean in terms of what if if that would be a considered a shortterm or a full term and I'll make sure that's included in our in our uh promotional materials thank you thank you um before public comment I just wanted to make it clarify that trusty Area 1 includes Los praos area in Sano and trusty area 2 includes the whole like east side of um 101 so that neither

092of them are Foster City seats yes no worries I just happen to live there and so does trusty and understand thank you we made those we divided the maps to be inclusive okay um any public comment from the room any public comment on Zoom checking no public comments on Zoom any additional board comments um I just wanted to comment for the public um and for the record I guess since you know all of us were probably following this a little more closely than than most um but that there was only one um person who filed for this seat to begin with and she filed on the very last day so up until that day there was no one else who had um indicated that they were um filing for the seat so I think um

093in you know in light of that I feel more comfortable with an appointment process um if we had had you know a number of other people apply or not but file um to run for the seat I think I would have more reservations but just want to put that on the record um just following on to that I since we only had I mean there's been we haven't had anybody run against anybody in a long time I don't think um but anyways um what I would recommend is that we like blast this out to the schools that are in these trusty areas and work with our Sano you know counterparts to make sure that this information is getting out to the area so that we can have a nice pool of candidates that come in

094um we seem to get more people applying um or for appointment rather than to be elected so just hope we can get a nice decent amount of people I I wanted to um support that comment um president Proctor you know when we have appointments we'll sometimes have like 12 13 applicants but for the elections it's as you pointed out it's far fewer um and so I think you know you know every situation is different but we're certainly um take to heart the recommendations about blasting it in those School communities and um and also working with our our city partners and our um our um you know our County Partners and other uh groups that we coordinate with and and ask them to help us find um some really good applicants that that can come forward

095to the board in December I have a quick question uh superintendent Ooa regarding um the truste area that we're looking to fill if for some reason there's not a candidate who um qualifies for being in that District does it automatically open up to all other districts District areas uh where someone can apply thank you for the question um trusty Brooks and and sorry vice president Brooks that the um the fact that we've made this shift to elections by trustey area does mean that the individual that represents uh this this trustee area has to reside in that um and there aren't any um alternatives to be able to select or to interview um in individuals who live outside of that area so the person does need to reside even if we were to go through this

096process and not get any uh applicants we would still um we would bring it back to the board for further consideration and and U possibly more um uh promotion and and a separate process but um we wouldn't be able to um appoint provisionally um or through an election anybody who doesn't live in that trustey area thank you and then a followup if we can um also explore um if we can consider a student trustee as well I I made that uh comment earlier but I would like to just bring it to your attention now we can also uh simultaneously um see if legal council can uh give us some input on how we can um possibly consider a student or um I don't know if it would be considered a previous student I don't know

097how the laws the labor laws um apply to um current students so if we can just get a little more information or details around that that will be very helpful I can definitely work with staff to gather some some information for the board thank you for that trusty Brooks thank you okay thank you is there anybody um interested in being on this appointment committee um I would be interested in being on the committee political I'd be interested as well okay trusty Brooks um both trusty Trin and Kim have indicated they would be on the committee are you also wanting to be on it or should we um no ma'am I think I have enough let's law okay so um do we need to vote on the committee or just on whether we're doing this appointment

098uh as a board uh similar to um yeah similar to um when we assign um board members to committees that's that's really just by president's appointment um so you don't necessarily need to agendize a vote for that but to uh to advertise the vacancy um we we will need a motion and a vote for that okay consider yourselves appointed thank you both of you and we can move forward with motions and such I'll make a motion to um authorize the superintendent to solicit applications for the board vacancy second thank you trusty Tren for the motion and trusty Kim for the second roll call vote is uh we'll start with trusty Kim yes trusty Tren yes trusty Brooks yes and I vote Yes as well thank you um moving on to item seven board member statements

099and requests for future agenda items um I have a few different comments I'd like to make just recapping some events that have happened since the last meeting that we had but first off as a college park parent I really wanted to thank the campus for for the panda Fest Festival happened trusty Tren and I both had a chance to attend um it was a really great event just tons of parents came together I especially wanted to recognized Steven woo Phil King Jimmy lie Jeff Fang Lloyd Lineo and Chris armiento as well as the sill Consolidated fire department all of our partners who came together it was a hugely successful event one that we look forward to doing again on the College Park campus I also wanted to Echo what the earlier comments about the Ruby

100Bridges event I had a chance to go to my daughter's school at College Park and walk with um several hundred of students there who walked all the way around campus wanted to again give a shout out to the Sano Police Department that provided assistance as we were crossing the streets and helped to close off some areas for us as the students who going around but all of for all of our sites that recognize uh Ruby Bridges today for all the teachers staff parents chaperon and students who participated I received multiple comments from parents as we were going around talking about how much they appreciated this especially in light of recent events and I think for our students to see the kind of Courage it takes to make progress in our country especially during challenging and

101difficult times was something that I heard from a lot of our fifth graders and others commenting on how much it meant to them as well and so it was just really great to see our community come together in this way on the 64th anniversary of Ruby Bridge's history-making walk I also want to acknowledge again we had our Sanctuary task force meeting earlier today and there is a very strong sentiment not just from our members but from the communities we serve that there is a tremendous amount of uncertainty moving forward for our community and what recent events will mean for our schools I don't think any of us can predict what will happen in the months to come but one sentiment that came out of that and actually I'm glad that Diego is here as well

102um is the need to really ramp up our Communications and our engagement we don't know what it will mean for students based on their sexual identity or orientation we don't know what it will mean for students who have undocumented family members in their households we don't know what it's going to mean for a lot of our students with disabilities or who require special education there's a tremendous amount of uncertainty and I think the way we've operated historically may be sufficient during a more routine time I do anticipate there will be a lot more need for a rapid and crisis response moving forward in my own experience I worked in LA county in the education system in 2017 and there was a tremendous amount of misinformation fear there were WhatsApp viral text messages saying I will

103be on campus on Monday no one should show up and we need to be in a position as a district to affirm all the policies that we've already established to make sure those are updated and dusted off to make sure they're easily accessible I think you know under normal circumstances an email sent at the beginning of the year is enough I don't think that we be sufficient moving forward and so regardless of what the coming months will bring I just want to reiterate to District leadership and I know these conversations are happening with the governor's office with the state with all of our neighboring districts and with the county but to the extent that all of us and all the leadership on the district can be involved in that process we just want to make

104sure that we're rting every day to our students our commitment to making sure that they're safe they're protected and I believe that you know I'm proud to be part of a district that does this already but I do think we're going to have to extremely ramp up our approach to make sure that we can be effective on this thank you for those comments anyone else trusty Brooks any comments uh board member statements and requests for future agenda items no president Proctor thank you okay um I will just make a quick statement I guess um just wanted to thank again the mea members that showed up to our meeting um it's nice to see some friendly faces from Foster City Elementary and from Brewer Island so thank you for being here and um just wanted to
