003or action where appropriate please limit your students to three minutes we will start with audience about in-person audience public comments if you have a public comment please fill out a blue slit in the back whether it's for non-agenda items or agenda items um and then we will move to zoom uh Kathy Brett yes foreign ER oh yes give me one moment foreign good evening trustees um I was talking to somebody the other day and she said a pretty common thing I am not going to make it to retirement she was heard what we said and said and she said forget about it to retirement I'm not going to make it just spring break Smita believes that safe schools make successful students the California education department defines school safety as school community and environment where physically

004emotionally and safe safe conducive there's wait a minute an environment which is physically emotionally and safe conducive to learning I'm going to save my actual school safety thoughts until after that agenda item but I'd like to express how school districts can ensure how school and Community environment can be physically and emotionally safe for staff first we feel safe and respected when our time is respected time is a valuable commodity any employee will give you a laundry list of tasks that they have to do and how there is very little time to do it all in our prep time is precious and encroaching on it makes it very difficult to do our job prepping before school gets settled for the day on most days it's our only prep time for that day the same thing is

005important to note that an elementary teacher's Wednesdays and a middle schools Wednesday Fridays are crucial prep and planning time and not a as a direct quote from a director time when you aren't doing anything else second we feel safe and respected when we know that what's in our contract is being upheld when teachers have to consistently check and micromanage and fight to get what they agreed on in time or money it's exhausting to have to track down time cards yeah to that have been stalled or check on notice uh check and notice things that haven't been paid according to what was agreed upon it's draining um when people have to continue to fight to get things that they've asked for and which leads me to my third point we feel safe and respected when we

006have open and QA communication uh it's really draining when people have to reach out to messages that go out into an empty void they only get answered when they CC certain people like the speed of president when we often tell students to if you see something say something but when teachers or staff members speak up a lot of times they fear some sort of retaliation or they might they might get themselves or other people in trouble in the real world we would all be able to have those existing communication with our administrators in other words we can have open two-way communication where we don't need to be have some fear of getting retaliated against or or us to just be able to have an open conversation by making sure that we have our time respected

007with respect for our contract and that open communication it can help a lot of us get through not just a spring break not just to the end of the school year but through all the way through to retirement thank you thank you hey if we could open up public comment on Zoom please yes just one moment good evening thank you president Watkins um I'll be calling on speakers during public comment in random order to our attendees if you would like to speak please use the race hand feature on the zoom meeting platform now attendees that have dialed in can uh uh have called and can dial Star 9 to raise their hand speakers will have three minutes to give the remarks and apologies in advance if I mispronounce your name first speaker is Pierce hi

008folks my name is Pierce um dear members of the board uh sorry um about it Middle School teacher dear members of the board superintendent Ochoa and all other stakeholders of the San Mateo Foster City School District I was Unearthed to see that uh the Youtube video posted of the last board meeting was incomplete the start of the meeting including the reports of our Union presidents and public comments related to non-agendized items were omitted from the posting I was not able to see anything to transparently indicate that the video omitted significant agenda items it is wonderful that our district post these materials for folks who are not not able to attend in real time but I find it concerning that it is not being made explicit to stakeholders who are watching after the fact that they

009are missing information I appreciate of course that we have someone new heading our IIT department and I have no desire to lay this at their feet I cannot begin to imagine how hard they must be working to try and get up to speed on the many things that are on their plate however I do hope that the district will work to create the bandwidth necessary to prevent these kinds of errors and create clear expectations which transparently call out omissions should they occur despite the district's best efforts in the future thank you for your consideration and have a good evening thank you so much um look for the next speaker Stephanie from any please go ahead oh I cannot hear Stephanie Stephanie could you try again please I think we lost her president Watkins uh would

010you like to wait for Stephanie to try and rejoin I don't see any other speakers at this point though we can take the comment later if she rejoins it and has one thank you okay great moving on to public statements related to agenda items uh persons will be called on at the appropriate time we are now moving on to Foundation and committee and PTA Council reports so if we want to bring in the ETA Council that would be great are there any foundation or committee reports from the board foreign I attended the sanctuary task force meeting on March 9th and um me as a committee we talked about this the goals for the year one being to have a parent education night in collaboration with the dlac group and also um there's an effort to

011create um basically a community Resource page website so the communication department is working on that and it was a nice meeting and that's the update for them Chelsea Brooks any committee updates Foundation updates um the quick thing I'll say is that the equity task force after the phase two resolution was passed there are is a call for applications to be a part of the equity task force goes up the application deadline is Super Nintendo showa 31st it's the 31st 31st so if you know folks that are interested or you are interested encourage all interested individuals to apply some really incredible work happening there um do we have the Ed Foundation PTA Council on oh is that Marissa McMurray yes okay and then Sanja or Annie maybe for the ad Foundation Marissa please go ahead hi

012thank you I wasn't sure if I should try to turn my video off apparently you guys can't see me but thank you for having us here and allowing us to appear remotely um not much since last meeting although most units are now doing their transition process in terms of electing officers for next year and looking at budget budgeting as well from last month's minute I wasn't sure how to get this feedback to you our donation if we will from last year was 50 000 hours rather than dollars um 50 000 volunteer hours donated among the 20 some units is the number for last time but otherwise we're really excited to be partnering with the district and the board and we also have our Dei committee meeting um coming up again this month thank you thank

013you Joe do you see anyone else with their hand raised that might be from the Ed Foundation um no I don't no no other hands are raised okay thanks um moving on to Smita csca and smscaa updates and the first meeting we have Lisa Fahey um Joe if you can if she's listed on analysts yes thank you please go ahead Vicky superintendent Ochoa school board and community members on behalf of the district's more than 500 teachers counselors social workers Librarians psychologists Specialists and nurses we would like to welcome trustee Trin to the San Mateo Foster City School Board we look forward to working with you Smita would also like to acknowledge our classified colleagues especially the custodial staff and maintenance and operations teams they have worked long hours ensuring our safety and making the necessary

014site repairs during our recent storms we want to thank them for all that they do our elementary teachers have just completed their second trimester report cards this can only mean one thing we are in the final 60 days of the 22-23 school year Smita looks forward to continuing to work with the district we want to provide more resources to our students to better serve their academic and emotional needs and work on creating schools that are safe from violence and environmental threats after all a safe School makes for successful students enjoy a well-deserved spring break thank you thank you is Alicia on I don't see anyone uh at least labeled Alicia thank you I guess she's not joining today and then who is live and in Stereo perfect I will be representing the San Mateo Foster

015City administrator Association all right good evening School Board trustee superintendent Ochoa and distinguished guests guests I've Chad's wife principal of lead Elementary School for the past four years as you likely saw in school district communication last week on school rankings lead has a two out of 10 on Great Schools and a c plus on niche I'm actually actually conducting a research project this semester on school online rankings and public perception total coincidence in my doctoral program at Vanderbilt University and I want to highlight the many things happening at lead that warrant a 10 out of 10. and an A-Plus and that honestly are poorly reflected by these websites that do not visit our schools and do not see what we are doing and how our students and their families really experience a complex and beautiful

016school like lead Elementary lead us beautiful and complex because of the tremendous amounts of dedication love and hard work that lead teachers and staff who are into every school day for each individual child preschool through fifth grade we walk the equity talk we teach our students how to be anti-racists and how to be advocates for justice and equity we provide our students and families with the tools and resources they need to be successful no matter their immigration status no matter their color of their skin no matter their gender identity and no matter their home situation we are serving many families who do not speak English at home and who are doing everything they can to provide for their family and as outrageously expensive Bay Area they trust us for their children every day and we

017are forever grateful for this partnership lead is beautiful and complex because of the warm greeting a new student receives from Miss Erica when she and her family walk into our main office for the first time after moving from Guatemala to San Mateo Mr Norris sets up her Chromebook in a Google account Miss Renee makes sure the family is connected to our resources and has a school uniform Miss duenius conducts a newcomer intake session to make sure she and her family are set up for Success her teacher welcomes her with a morning meeting Community Circle her teacher makes sure she gets extra support and path and small group instruction for our language our language and literacy specialists we do everything we can to provide the second grader with the academic intervention Arts enrichment and English language

018development skills needed to achieve in this American school system lead is beautiful and complex because the kind and loving students I have the great benefit of greeting every morning on Ocean View Avenue the side hubs from TK kiddos and the holiday presents from families students have started a rainbow club with teachers we saw over 40 students attend our first meeting last week students sent me this to me for breakfast club every morning because they needed extra time and food to get their brains and bodies ready for a full day of learning students that are becoming leaders as Junior Giants during PE and as junior coaches at recess through playworks students that laughed you should have seen it today and UD and odd when meeting two cows on campus today for a mobile Dairy assembly it

019pooped too students are rich with culture and speak Brazilian Portuguese gurujaki Vietnamese Tagalog Arabic and Spanish and are expected to perform at their highest level on annual tests not provided in their own language lead is beautiful and complex because the communal Partnerships we have with local churches to provide students and their families with Food hygiene products and clothing we bring guest authors of color to our school to read our students and Inspire the level of Storytelling our parents Rave about how warm and welcoming it feels to be on our campus and how happy they are they chose the laughter enjoy 75 kindergartners showed when Zero the Hero who may have looked a lot like their principal showed up on campus on the hundred day of school does not show up on Great Schools or nature

020lead is beautiful and complex because we United as a school community over the past four years to improve our overall student achievement and we managed to rise out a program Improvement this school year we've embraced every curriculum change every new initiative every new strategy and we continue to push through with our limited resources to give our students our very best and now we are preparing to become a community school with an abundance of resources that our community needs and deserves our students have a voice and we are amplifying it for all the Care lead us beautiful and complex because lead owls who with Excellence rankings do not show the dozens of parents who tell me that they chose leave because they looked past the online rankings and saw a school full of teachers that help

021their children become kind and thoughtful leaders in our community that is what matters to our families thank you so much we have two board announcements I'll announce that I went I attended the Burrell performance of jinx and I really enjoyed my time there and um just wanted to congratulate all the students that were part of that performance both in front of the stage and behind the stage just to give a little context on James Jinks was written by former students in our district who are now in college I think or right after post College um so it's pretty cool one more thing just add since you might not have been there but um I was there an opening night when they brought back the alumni from morale and they did a performance I think oh

022no I can't remember what it was from another performance that they were in and it was so um nice to see so many students come back and they're proud to be Burrell students and um I think they're all graduating from high school this year I remember correctly that's it announcements um moving on to superintendent report so many school visits over the last two weeks I want to highlight some of those thoughts and experiences um just this week being able to spend time at lead many kudos to the staff and to the administration at the school just a wonderful visit I think we all saw a real spark at that school this year I recalled in a classroom seeing kids reading together and in one particular instance the principal and I walked over near a couple

023of students who were able to use our new curriculum to be able to or our curriculum and resources the Chromebook to be able to access the book in their home language While others around them were using it in their primary language so that's why I think it's so important to embrace change and to embrace growth because those initiatives are very important to create Equity um and to establish a fairness for students that I think is it's really great to see in person and to feel that um and then being able to see the new preschool classroom at that school as we all know that lead is slated to have three full-time preschool classrooms which we think is going to have a very significant impact on the long-term academic growth of the school and I think

024when we analyze data we look very carefully at how students enter our system and students that don't have access to preschool struggle tremendously and students who struggle tremendously at schools including lead have not had that preschool and we're rectifying and it's really exciting to see the classroom taking shape and all of our staff come together to be able to give them that step in the right direction but we also got a chance to go see Burrell and um to saw some very powerful math instruction happening to see those teenagers you know it's a math class but they're doing so much talking and so much thinking and so much analysis um and then uh I did you all make it for the um for the uh the fair that was happening because there's a fair in

025there in their old gym and uh it was just beautiful all these displays is very multinational Multicultural display there at uh Burrell that just tells the story of the students that we serve and seeing all the beautiful the richness of the diversity of the kids so I wanted to to highlight that but we also got an opportunity to go and visit sunnybrae and um to be able to spend time with that principal and in those classrooms the the beauty of the artwork the beauty of the way that the teachers at sunnybrae and uh and the staff at Sunday brain is really it's dueling it's creating a whole environment for their students and I was really struck at the very end we went into a fifth grade teacher's classroom and this particular teacher has his classroom

026just filled with um huge posters really big posters of people who made a difference and represent multi-ethnic backgrounds and I you know as I left the room and I felt so positive I felt like the kids at that school going into that classroom and seeing beautiful black and brown and Asian Pacific Islander faces um it's very firming it was really powerful and the class was also doing some pretty awesome some pretty awesome instructions so my takeaway is just to be able to go with the school board and observe our students learning and our teachers teaching and to be so thankful to see all of our classified staff doing the essential work that they do with our kids and to see a real alignment across all of our campuses and to to really get that in-person

027sense of where our programs it's a it's a very very cool thing to see um uh moving on to tonight's proposed consent agenda are there any items that anyone on the board would like to book um anyone in the audience Joe can you check online yes I do not see anyone with the raised hand right now great okay I will then need a motion for consent agenda motion to approve the consent to China thank you trustee chin for the motion trustee Proctor for the second we'll call the procession yes trustee Rucker yes trustee chair yeah and trustee Brooks yes yes as well motion passes by a zero thank you everybody moving on two okay Patrick it's been a rough night tonight so thank you so much um this exciting news for the district for the

028first time about 50 years the state is going to provide in districts with Transportation funds so really exciting in order for us to receive those funds we have to submit a transportation services plan which is reflective of the services we provide to our community currently and we had to engage several folks within our community in order to submit this plan so I want to thank all those folks who helped participate in multiple sessions that we had labor Partners parents students Dr macabo Who helped facilitate some of those sessions by translator I'm so sorry I forget her name but she was wonderful she helped facilitate those conversations with lots of parents administrators who attend the session two we went over the current services that we provide in our district today additionally in order to submit this

029plan we had to engage with Representatives County office we had to engage with representatives from grounds from the Bay Area air quality management board as well too to understand what are opportunities for the district So the plan for you this evening is reflective of the service that we provide to our students currently and it's also reflective of the expenditures that we've incurred as most recent as last year and we spend close to four million dollars a year on transportation services and this funding source is going to enable us to and we share with the community as well too enable us to focus on our age Transportation Fleet the newest bus we have is about seven years old and some buses that are much older than that part of the discussion too with engaging with these

030enemies like the Bay Area Eric coin management board let's be able to have conversations about transition our Fleet to an electrified Fleet as opposed to Diesel and gas so we're excited about that opportunity as well too we spend will help us look at that additionally it's going to enable us to look at the infrastructure needs we have in our community to in order for us to migrate towards the electrification of this Fleet so the plan I share with you is the same plan we shared with the community as well too we'll go through on this plan the multiple components that are obligatory for us to answer which is inclusive of the services we provide today to the number of students we provide to today in addition to the transcripts we've applied to over a thousand

031students to our community we also provide bus passes for 1200 students to our community who we have several hundred students a data writing Sam transpluses so again what we're bringing for you for you tonight a plan that's been presented to the community to our constituents and asking for your approval for us to be able to submit this it's a very it's it's a very simplified form that needs to be submitted and so the plan has been condensed into this format that's been approved and shared with us by the county office thank you so much um any word clarifying questions um just that um does this Transportation plan differ from years past it differs um in a sense that we did have some requests for services for us to look at um from some of the

032parents who we engage with and so we're going to be incorporating that into the plan and costing that out Additionally the opportunity with these funds for us to revisit the fleet that we have currently is a substantial change for us and also looking at the infrastructure in order to support an electrified Fleet is something that we're able to do with these funds as well too great thank you so much thank you um you've stated it'd be a very beginning that this is the first time in 50 years that we've received funding for transportation services um in the plan and and I know it's called a plan but this is something we've been doing all along and we're just basically compiling the information and this is what we're spinning to the state for essentially reimbursement is

033that correct essentially yeah and so is this just for the year 2122 or is this like ongoing survey so it's interesting camera again the format it's a very simplistic format and the format in order for us to submit the plan we had to report out what the expenditures we incurred in terms so that's the obligatory comparing that we'll spend the close to four million dollars in that year so that's what's reflected before the given frame and it also reflects for you the amount based on that amount that we're eligible to receive based on our demographic our Ada so that's in there as well too oh I'm sorry I missed that what is the cap that we uh per our Ada that we can apply for so we're eligible to receive Ken about two million dollars

034okay oh and um I have to ask questions clarifying questions sir I know I gotta ask you about the your crystal ball here so I know that there were two bills that went through the state that went towards almost full funding bus services and I know the governor made a promise to fund Transportation a little bit and that's what we're seeing here do we expect to see this every year or you know that's it okay that's the plan right I understand at the at the threshold of two million dollars correct thank you any other board certified questions trustee Brooks just chime in if you have clarifying at any point okay I don't want to stop and ask you every single time but feel free to just sign me to put you about something thank you

035president Watkins no worries um okay we will open it up for public comment just I will not keep asking the audience um that's here but if you have public comment on any agenda item if you would just please fill out a blue slip and you can bring it to me um and that way I know to call you okay um and you can do it in advance if you already know that you're here to speak on a particular item it's actually super helpful and then I'll just know to call you uh Joe if you could open a public comment on Zoom please um to moment to see if anyone will raise their hand yes I see one speaker Paul give me one moment to reset the okay please go ahead oh Paul are you able

036to speak oh no not yet okay please try again all right can you hear me now yep yes please go ahead great sure so um I'm a parent I I have a young child in in the San Mateo school district and um I Heard uh discussion about electric vehicles there um I actually work in in the uh in the industry in my case in the trucking industry and have quite a bit of knowledge about um just the the feasibility of these vehicles and some of the risks and so I I don't know how the district handles this but um I wanted to kind of offer myself as a resource to help make sure that any funds that are used are used in in the smartest way um because this is such a new technology frankly

037there's a lot of pitfalls and I think that over time it'll get dialed in but the the early days are um challenging so anyway just wanted to put that out there thank you so much Paul um Joe is the chat feature available um so Paul you can um email assistant superintendent Gaffney um and he can follow up with you okay sounds great thank you opening up to closing public uh Joe is there anybody else comments sorry uh no I do not see anyone else with the right hand great uh closing public comment and turning it over to the board for discussion then a vote again we have my trusty books online um [Music] uh I'm super excited about the electric vehicle possibilities I know that um there is some debate I think uh public transportation

038agencies have like I think it's 2026 to convert or the start conversion of electric vehicles and then the Bay Area Quality Management District I think Set uh 2030 for the rest of the public but and I think we fall into that and I think there's some debate and so I'm excited that we're going to move in that direction uh and I'm also super happy that uh the state is going to start helping us fund Transportation so um I I know it's called a plan but it almost feels like like a reimbursement in some ways um but I'm if there's no other comments I'll have I'm happy to make a motion to approve this yeah second thank you trustee Chen for the motion trust you Proctor for the second roll call vote trustee chip yes trustee

039Proctor yes trustee Trin yes trustee Brooks yes I will vote Yes as well passes five zero moving on to five b foreign so 5B is our annual report by our citizens Bond oversight committee we want to thank our committee members for their their time over the last year the committee met three times they reviewed Financial reports at each of the meetings they also reviewed the independent annual audit report which is attached to this item the committee concluded that all expenditures met the bond language for both measure X and measure t great thank you any clarifying questions from the board Joe can you check on public comment please yes uh no speakers with raised hands at this time great any or discussion we'll just take the committee of the oversight committee for their dedication and service

040to our district and to help me keep us honest here that that's just going to repeat the same thing I just want to also thank the oversight committee for all their hard work and making sure they're double checking that we are spending appropriately uh because it is uh public funds thank you I need your motion for this um this is not up for both okay thank you we'll move on to five see yes I'd like to ask Joe to bring our honor to Paul fam from Shalom Associates he'll speak to you about the audit report I just wanted to take this opportunity to thank the business team present an extraordinary amount of work to generate these types of documents for us and thank you Blanca and the rest of the team for all their hard

041work so thank you and Paul thank you for joining us tonight I appreciate as always your assistance all right uh thank you patch I appreciate that introduction and thank you board for inviting me out to share with you the results of the June 30th uh 2022 audit I have to report that we had a clean audit this year uh the district was able to clear the finding related to the capital assets from last year and uh so we issued uh unmodified uh opinions this year which is a good thing it uh when it comes to the financial statements the the financial statements were presented fairly in all material respects uh the internal controls our audit did not identify any deficiencies any different controls over financial reporting that we consider to be material weaknesses our tests

042disclosed no instances of non-compliance or other matters that were required to report it under government auditing standards and then when it comes to compliance the district complied and odd material respects with the compliance requirements estate programs so overall great job to uh Patrick and his team and the district overall because it definitely is a team effort with all the Departments to ensure clean audits so we appreciate all that help and congratulations recommendation for you to approve the thing about to the board for clarifying questions um can I ask were there any um or did you do a management letter were there any areas that we should know about where there were any concerns in terms of procedures and um yeah you know there were uh the the capital assets even though we cleared the finding

043that's always going to be one of those ongoing recommendations right because once you get to a nice clean Baseline uh it does uh take quite a bit of effort to uh continue to carry that on so we made recommendations uh you know to continue with that but uh no issues that really uh warrant uh any type of disclosure uh to the board thank you any other clarified questions if we can open it up to a public comment please yes at this moment I don't see anyone with uh they're hand raised great thank you any uh board comments and our our colleagues online he's he's actually he's wonderful online this is I think this is your your area when your company does these presentations it should be you every time but uh they literally take a

044shop here for a week and I'm talking about very very detailed analysis like bring me this file with this print out the board minutes for this connect it to this I want to see the actual you know like very very thorough these are not um Far Away review we're talking about actual going into documents because I think as a as a public school district we want to have that extra set of eyes that always comes in and helps us improve on any practice and so trustee Proctor I know to an extent this is kind of near baileyweight but um you know you want to have that confirmation that if there is something we can improve on what is that and let's talk about that um and you know Patrick is an expert in this field

045and his team especially I want to specifically called Blanca our director of facility Finance she's incredible and our um our team with Joanne with uh Anna and everybody on the team like very very strong work so I just wanted to commend you all on this big project yeah there should be a candle at somebody your team should be blowing out a candle right for sure yeah and and uh you know just if I could add to that uh the district does have a fairly complicated audit too because of all the components involved right you guys have an Enterprise plan with multiple you know uh programs running through that you guys have the bond programs going on you guys have the you know the Asus program so there's quite a bit involved that uh even some

046of the other districts never seen so great thank you so much for all the work that went into this this is up for a book submission to approve uh a second and second that motion but I just want to thank you to yeah I mean this is a great job um 160 million dollar budget or so and then 500 500 million almost of capital uh infrastructure improvements and I know you know the auditor talked about the Enterprise fund and Asus I mean there's there's a lot of stuff that's going on surprising actually consider we have such a you know the small Mighty team also our bond rating was just right upgraded to the highest level right so I mean we're looking really good financially I think that that I think I I just can't follow

047what superintendent Ochoa said that you start underselling it so I just want to thank you too absolutely seeing work yes incredible incredibly sure thank you trustee Proctor for the motion oh Chelsea Sharon for the motion I'm sorry chin for the second uh yes trusty Proctor trustee Trin yes and trustee Brooks yes how about yes as well motion passes five zero thank you this is just a quick uh update for our second interim where we're at and we'll go through a couple highlights for you here um we're at the cycle and again thanks to Blanca and Joanna and the team putting a lot of this information together for you it shows you where we're at the cycle before we get into the upcoming estimated actuals the adopted budget of closing the books also in case one

048of our children for the second interview in here we've captured some second interim highlights right from January announced Governor's budget some of the details in here about the else that have calculation the code we applied the full funding for elop funds for the learning recovery emergency Block band The Prop 28 arts and amusement schools funding guarantee passes funds to establish Parts music instruction which was discretionary block net and the proposal for ongoing recognition for middle and high schools maintained medication versus opioid right so in this next slide we price you just kind of quick recap of cola's Ada Health and Welfare rates initial approved management all of you here too on this slide what I wanted to just call out in this column in 2324 as we walk into next year the cola that's being

049applied to the elsewhere that you'll see is at 8.13 percentage but the property tax percentage we show as growth for our district here and this multi-year projection is 3.33 so I was saying the superintendent I think that would be a good exercise for us and for the community to go through kind of now let's get that calculator um recap we did that once before as a team I think good for review because um we are a community funded otherwise known as a basic Aid district and although the cola that's being applied at this point in time to the base fund amount for the lcf calculator as eight percent our property tax growth University we're going to see in the lcf have overall calculation our new number is about 4.6 from the assessment role track that

050just came out but it's a different number so I think it's good for us as a team to go through and exercise to understand how that punishments it's because we're in basically status already by several million dollars although the state is increasing that Cola it's just that our growth is being about four percent and um that the floor or less in the base gate sets because the state code is higher it's a little complicated when I showed that document I think will have the information for everybody and an upcoming meeting to walk through that with all of you I wanted to call that to your attention again other assumptions here these are pretty standards stepping column Health and Welfare what's up with our version stirs increases right and direct costs the second year of that

051glance shows you revenue and expenditures or any fund balance looks like on the other restricted and restricted side for the current year um a next snapshot again is against second interim general fund revenues of unrestricted and restricted in the totals so we're looking at total revenue is restricted and restricted of 198 billion in the general fund a second or general expenditures again we're showing it where deaths had spending this year we know that because we're spending some one-time dollars down from the prior year and one-time dollars received so this is not at all a concern because it's deliberate and we know that we're having the forecast let's send out that's one kind of dollars for for great reasons right so again this is the snapshot for the multi-year based on someone's assumptions some of the

052previous slides um you'll see that the the deficit is going down over the multiple view years again we're using some one type of dollars and then this shows you a snapshot two for the ending on the balance unrestricted General balance here uh and it shows you for the current year in the next two years as well too okay on a balance other funds is a snapshot for you if the other funds what revenues and expenditures look like what are estimated hand balances and again if we go into May we will close down the purchase orders throughout our schools in April and then the team will start to focus in on closing out the books for the current year so we bring forward to the June budget it's based on the estimated actuals for the current

053year from May that are going to be the basis to generate before the upcoming budget machines okay and this again just a checkpoint where you're at in the cycle and with the next checkpoint is going to be is the estimated actuals and the budget adoption issue okay so that's just a quick snapshot 40 of the second interval we're asking for your variable of the second report great thank you so much Patrick for the update um clarifying questions all right um you you made a statement about that we were below the basically floor so that you're going to come back to us and do sort of an outcome um or I'll see above um that's right are we am I misinterpreting what you said are we faltering to go back into lcf we're very far into

054business so what I'm going to show you and I'll show a community too can is when you look at that calculator it shows you how far basically that you are yeah and what happens is Although our project's going by four and the state number is going up by eight we're still very far to basic Essence it just means we're less than the basic gate status moving forward than we are currently but what we like is when the states at eight we want to be at 8.1 or more right you don't necessarily want to have a year where it's the state lcfs Cola increasing by eight and a half and then prior districts at four or anything less and um you know it's going to be something for us to keep an eye on just one

055that could come just to pay you back on that from that term as much but um we're continuing to work with the town the County Treasurer I had a meeting with Sandy or not uh earlier this week in this next time um but uh oftentimes at this point in time of year for this County those estimated growth numbers are conservative I know I've seen as a patterns that those numbers grow so I'm encourage them to continue to have those dialogues as we walk towards the adopted budget that would take the Pulse we have this live assessment World tractor that tells us kind of real time with the what the actual growth is but those numbers have been considerably School I've seen so I know the teams work hard in the new system in place and

056so maybe they'll be closer to um what the actual is but just another fact like student Ted was saying something for us to monitor are we closer to eight and four point six is is greater than 3.3 but it's still shiny and just to follow up that cola this is the largest Co-op we've seen in a while isn't that right so comment yes I see one speaker Marcela McCollum give me one moment set the timer okay Marcela please go ahead hi thank you um I just have two quick comments one very related and one slightly related in case there are new people coming into the online Zoom meetings I think it is still helpful to make the quick announcement letting people know how to make a comment so that they're comfortable with that and then

057regarding the budget I always appreciate Patrick's um uh guidance and information and two requests I have is as things move forward um it was a little hard for me to hear as a zoom participant especially because kind of towards the end of those sentences sometimes Patrick you drop off a little bit um so I wasn't able to follow all of it but connected to that there's a direct link from the taxes we pay or and and kind of our budgeting and also thinking about our sipsas and how we plan as participants as part of this community-based design for what our school district does and how we utilize our resources I will ask again I think it would be very helpful to have an opportunity to present the budget or to share the budget in a

058way where families could ask questions or where it's a little bit easier to understand some of these Concepts and the example I'll give is superintendent Ochoa just kind of stepping in and providing a little bit of a basis for comparison that's hopeful for people that don't fully have a good sense of of what's involved in all of that work that you do and that your team does but I do think it would be helpful and even from a timing perspective makes a lot of sense for Community to have some sort of exposure to the budgetary process outside of just these board meetings thank you thank you Marcella great opening it up to any board comments I will um thank you for you're working I didn't think you won the last one yet either I want

059to combine them for all your hard work for the team also um I agree with Marcela that we could do a little bit more Outreach with the community and share information I think one thing that's confusing is when you see you know 170 million dollars and then I'm trying to understand why we can't afford certain things or why different schools have different programs and people um I think that's all just helpful to lay out there um I was also reading the financial statements and when you compare year to year sometimes there's questions there about you know why does like one category why is it higher or lower than last year so I took all of that would just be helpful to share and boom um I think it is also helpful to understand um you

060know to that point comparing um you know if we do decide to do more Outreach and more education on how the budget Works um also understanding where the money comes from how do we compare to comparable school districts and just you know also kind of communicating that you know given um the amount of money that we do receive per student we're doing it sounds like a great job of stewarding those funds and doing the best that we can that we have sounds like uh budget Roadshow all right for like years for us to do a bunch of Roadshow yeah I would also just maybe do like a budget Roadshow like 2.0 considering our new communication style and our video project that's coming out um the idea of how we reach our community in different ways

061that also might be helpful too absolutely under the communication yeah I want to encourage the public our stakeholders as well one of the easiest websites to find out information that I think it'll really wow is called Ed data but on the internet you type in Ed Dash d-a-t-a if you just hit search the very first one that will come up is a website it's the easiest place to find it on the left hand side there's a drop down click the count San Mateo calendar in the middle there's a second one that lists all the school districts in San Mateo County we put let's just for argument's sake click on San Mateo Foster City down below when we scroll down not very far there's a tab financial data click on that Tab and it will show

062you going back five years how much money per pupil this district has received in the lcff federal state local and Lottery and with one click one toggle you can look up any other District so for comparison's sake you will find that there is addition because we're a basic a district or Community funded District our 2017 funding for pupil was somewhere around eleven thousand eight hundred dollars in 2021 it Rose to fifteen thousand dollars just about just above fifty thousand dollars in this same county another District was that 21 000 in 2017 is now at 27 000 per people okay eight same county right so I think we need to have that conference just think about that educate our community and and encourage them to access that information and think about it and reflect on what

063it means for how we how we work with each other in having thriving programs but also um support from our community because we have an extraordinarily generous Community who's already helped with multiple General obligation bonds and a personal tax which I think speaking on behalf of the administration we're tremendously grateful for grateful but also we're going to need them you know we need to continue like eventually we're gonna need more and so I think the more we can educate I also just wanted to we talk about this at another meeting um talking about the PTA funding as well so maybe that's something we can break that in that other District that you're talking about is Hillsboro and we can't in or or Woodside and we can't compete with their property taxes so I I would

064love for us to get to 27 000 per people I just think you know these are different animal sometimes I'm not gonna comment on the district but but there are multiple and they're not only those two and I want to encourage the public to look at it you know among superintendents we won't do that sorry but I just want to encourage us to look at it and just think about it just think about it okay this is a throw up on a motion to approve seconds I can trust your Proctor for the motion and just nutrient for the second trustee chin yes sure C Proctor yes trust you Trin yes trustee Brooks yes and I will go yes as well motion passes five zero moving on to five e yes they Survivor and thanks Amy

065for joining us too we're really pleased to share information tonight and ask for your support approval of the budget forums capital projects and um this list of that Amy didn't get to in a while I'm going to kind of preface it for her but when we get to the budget there are multiple sources that are referenced for these projects and we're really excited to add projects to that list because we have some dollars for those projects now that have been there's been a tremendous amount of work which has been a community engagement participation surveys discussions we partner with an architectural firm that you approved us to work with a short while ago to come up and quantify for us the next steps for North Central so we're really really excited to bring that for you

066to you this evening being able to walk through some of the dollars for you in a few moments but we wanted to share the two that the process was a very extensive process I know we had hundreds of parents participating numerous meetings and that was done postero his team from a programmatic perspective too which helped set the stage for the discussions that were held in this moment into that more essential component it's meeting the needs that a community has articulated in those extensive needs and outbreaks that were held we're also so you'll see in a few moments too we talked a short while about the transportation plan the funding for that Transportation plan so you'll see a simple rendering of discussions we had before for this plan as well too it's nice really about the

067budget approval for these projects to move forward and um and I was reflecting on how this board has had discussions about some of these alternate funding sources in the past as well too relative to measure X projects so when we talk about funds from front 40 our our funds for Capital outlay we talk about developer Fields those are reference as well too in this project and you have discussions in the past about coming those projects towards capital projects so now that we have some actual dollars we're able to earmark those toward it another source of funds which aren't on this the slides you've missed in a while but relative to our solar project which we have now before you've proven of that contract move forward with um it's it's um with NG which is move

068forward with and that's moving forward rapidly as well too we've not yet built into the dollars and cents here that 30 to 50 percent rebate Network elements receive so when aim against the dollars and sends the budget we're asking for your approval line just know that there's still uh 30 to 50 of that 13 million dollars in hard construction costs which we believe were eligible to receive as well too so this is a matter of us managing some cash flow as well too but we're really excited I want to share with you that coming into this budget we're asking it to approve of tonight there's been a tremendous amount of work with the community to move forward on this on this project that I know that a lot of you are involved that's gone back

069several years and the fund was passed uh some time ago so uh we're really excitable for you tonight so we kind of tune to him on your side so if you want to go ahead I'll let you I'm going to turn over the microphone there we go all right let me share my presentation um okay so good evening Board of Trustees and superintendent Ochoa um tonight I have our Capital project status update for measure XT and additional sources so projects that are currently are in that are in construction are on budget and on schedule we are in process of selling measure T bonds right now we'll be receiving the cash in April New School North Central design is in progress and we'll see some images of that in a few minutes the highlands and Lead

070MPR are currently out to bid and the bowditch gym and classroom buildings will be going out to bid shortly as the solar design project we executed that contract in January and design has started that's solar shade structures at 12 sites with NG five new preschool classrooms are in design and four of them are currently submitted to DSA and that's at San Mateo Park sunnybrae and Laurel here's our measure X and additional funding sources sheet Patrick touched on our additional sources so the table in the bottom right has grown from the last time I've presented about the project list we've added a project which is the EV bus parking and warehouse at Bayside I'll show that design our program document in a moment so in October that wasn't a project so there's no budget shown there

071but as of today we're proposing six million dollars and looking at the new school north central the previously stated budget was 23 million after going through more of a design process and really looking at the site and the program needs we're proposing 36 million so at the bottom in the Blue Table there's a total amount of funds at almost 182 million a new funding source that we hadn't shown here in a while was the state funding modernization eligibility so we're pretty conservative here at 5 million we really think we have a lot more eligibility there's some sites that we've never gone to the state for funding we have plenty of projects that we've already committed plus current projects in progress like our HVAC that's eligible and even our turf fields are eligible for funds so

072we're working with the consultant and I hope to bring you back more of a firm number of what our eligibility is and then give updates of where we're at for applying for those funds um projects that are already been in progress the George Hall Sonny Ray and bowditch those new buildings those budgets have stayed the same the Burrell shade structure we receive bids we're in budget there so right now with all of these projects shown and the funding table below we have 5.7 million dollars that are not committed or encumbered so even if [Music] um we look at these Transportation funds and our cash flow we have enough money here thinking that the transportation funds would be coming roughly 2 million dollars a year so we we have a buffer measure T quite a long

073list and a lot of it is in progress right now so to give you an update uh of what has changed from October to today a few projects have completed uh they've closed out so some of the money has been reduced to reflect that the biggest change is our turf phase two um we've we increased the budget from 13 million to 16.7 and we increase that budget to include Paving we're doing design build here and when we looked at the scope it really made sense to bundle the paving with the turf so we increase the budget there and then we down below here Paving and infrastructure I've reduced the budget slightly to reflect that scope being bundled up above the solar had increased a little bit from the time we presented this in October but

074this reflects the the contract that we presented to you in December so uh the last change here is fluorine we reduced that to the phase three down to 14.6 million we're doing this project all in-house with our our own staff for design so we don't have to hire any outside Consultants so we're really seeing the savings on on soft cost so that project was reduced uh so we're at 409 million uh with current budget and that is aligning uh with our our total Bond to our field so I wanted to give a summary of all the different field projects we're doing so you can see all the sites here uh the last two projects finishing up in 2025 is the bowditch project and New School North Central um about it so we have to finish

075building all the classroom buildings before we can tear down the existing campus to build the field and the College Park field will be done in conjunction with the new school North Central uh the multi-purpose room projects so lead Highlands Parkside those fields are done in conjunction with the new multi-purpose room the rest of the schools here um we're looking at this Turf phase two project and this photo here on the right is of autobahn's newly opened field um adding air conditioning to schools here's a summary of all the sites where there's 15 sites that we're doing over three years so we're in our phase two package for the schools will come online this summer the other four will be coming online in 2024 but we're doing work at eight sites for adding infrastructure and the

076legwork we need to do to be ready to install those units uh in the summer of 2024. here's a summary of where we're adding new buildings around the camp around the school district so we're adding the new multi-purpose rooms to George Hall Sunny raid lead Parkside and Highlands those new multi-purpose rooms have new kitchens with serveries they have um stages with AV packages and and Lighting the project about it we're currently building science and drama classrooms as well as a library and academic classrooms and a gym and north central building new classrooms and the gym as well um here's a rendering of the new school north central I've also now added to the slides in the in the bottom left um how they're funded just as a as a reminder of what funds we will

077be utilizing for these projects so we're at the point and why we mentioned we need approval of the budget we've gone through programming and it's time to really jump into design to move on to the next stage so here we're looking at building six classrooms two for each of the middle school grade levels we're also having a satellite admin area as well as some small counseling spaces restrooms we have a an oversized room that's a flex space that we're currently proposing stem stem and other science type use we looked at the art and drama and dance and music type space needs that the school has brought up and that would really go well in the existing multi-purpose room and Stage so we went back and looked at the flex room needs for new classroom space

078we think one will be able to house the programs that the school needs uh on the bottom right here we're showing a gym with um we have restrooms storage and then also a community room space that's adjacent to the gym as well as new turf fields hard courts um and then Outdoor Learning and quad space is a little bit more of a zoom in of of the classroom wing and also of the gym this is um the newest project with that EV bus charging and warehouse at Bayside so we've recently finished the field at Bayside so I want to show that this does not affect the field in any way we actually quite we have quite a bit of space as a buffer along uh between the field and the creek that runs along the

079school so we're proposing a warehouse in blue here that could help service our vehicles that we're currently Outsourcing um as this building here is the new gym so we would look at a one-way road that would bring the buses in along the gym and loop around the campus um coming down here down the existing fire lane this current design is showing our standard buses here um on the left hand side the top we have our smaller buses there's also room for Van parking this utilizes our existing fire lane the building here is the theater just to give you some context there's two playgrounds that have been installed for quite a time they're slightly outdated we'd be able to install new playgrounds and move those closer to the rest of the campus Bayside is one of

080our campuses that has the largest blacktop there's also the new solar project that's going on and that's the solar array here so we looked at buying property we've looked at all of our other sites and this actually we're able to create space for all the buses that are currently over at the College Park campus and were able to fit them here along the field construction so well um George Hall this multi-purpose room is almost complete will be um actually wrapping this up before the end of the school year and then moving in all of our new equipment so that the school can start using this for next fall so this is kind of been our prototype based on the beach park design and this is really what our um our other five schools will be

081getting so it's quite exciting about it science and drama here's a day where it wasn't raining we were able to take some pictures here but this is the drama room on the left upper right and then this is the science building there'll be hopefully pouring footings on Monday study Ray uh we'll be getting out there soon to do a groundbreaking as you can see from these pictures they're moving a lot of dirt around they're working on underground utilities but soon we'll start to see the structure come up and that concludes my presentation great thank you so much for the update um people move on to board clarifying questions um I actually want to start with one is I know that this is up for a vote tonight and I'm wondering if you can just clarify

082what part we're voting on is it funding sources specifically is it more than that the budget aggregate this is what the funded sources does that answer your question Chuck yes does that include design you're approving the budget if you so so let's check what's on the agenda you want to have a conversation about design you can engage in that but that's how much agendized but we can have that just so we're you know just for brown Act Right totally I just wanted to I just wanted to make sure that we were all clear as one direct like guiding our questions and Etc that we know like exactly what we're going on so that's really helpful there are other board clarifying questions sorry I I know I'm kind of new to this though so the questions

083about design should be when would we ask those questions or so I think um again following protocol I think in the comments that you have are finding comments when you ultimately act on what you're going to act on tonight if you want to have an agendized item specifically by Design just just I would share with you too I think comments reactions to what you've seen tonight is is appropriate but if you wanted to be immersed in a more tax level design conversation just historically the board hasn't necessarily gone into that in a board session but if you wanted to agenda is something more time I guess depends on what your comments are there's a lot of things you can consider as having an item for specifically that does that answer your question Megan I'm trying

084to let me just add a little bit more just about building off of that Patrick so I think just to summarize it what I'm hearing is tonight we're voting on funding sources budget for these projects anything that's on the slides and anything that's like in the realm of these projects is fair game for questions discussion Etc right these are all agendas um I think based on that you know we can follow like our typical protocol of requests for future agenda items if there's a desire to agendize anything else at the end of tonight so folks want to genderize something else related to this and that would be the appropriate time to do that just from a timing perspective from a design perspective depending where the comments are we certainly we have another meeting next month

085sorry I'm going back to the Architects but that's really interested in or a separate session whatever it is um but um I I just think from a timing perspective the superintendent like I've been pushing superintendent because we've got to move escalating cost construction too so I guess I'm just encouraging time effective to for the discussion let's have a sooner that's just a comment thank you other clarifying questions sorry oh I was just trying to say as a general um comment is that I was looking at the the north central New School um it was you know I know they're getting a new chair field all the schools are you know the schools that are listed that are getting neuter fields um one of the concerns that I have just generally is that turf fields especially

086in the summer get extremely hot um and Ms Ruffo mentioned that a Bayside player have a really large black top I would just generally love to see more spaces where there there's you know I know that we have we have some shade structures that are going up um at some of the schools and you know there are some shade structures already in place but in general what I have seen especially at the beginning of the year when it or at the end of the year when it is very warm is that the children are extremely lethargic they they're not active at all it's just too hot and having a big area of blacktop and having turf fields does not you know it increases the temperature at the ground level so um you know I just

087want to be very mindful of that moving forward um and just a reminder we'll just do clarifying questions right now and then public come in and then we'll return for board comments so if there's any other clarifying questions right now I'll just take more of those um I have um or I don't know if it's one but it's a lot in my mind right now but on the slide about measure X and additional funding sources I think I'm getting confused about what's actually measure X versus like other projects that we're just kind of adding on at the same time or whatnot and I I was trying to pull it up but I didn't pull it up fast enough like what exactly was committed in measure X and what are we adding as part of measure

088X versus not sure so um if we I think you might have reference so as you know Allison for measure X we've had two Bond issuances and there's still a remaining bond to sell or measure X we sold next week we're selling the second issuance of measure t from a time frame perspective we knew that we had one remaining item to self measure X so there's a portion of this overall project for North Central that's going to utilize 100 of that remaining issuance of measured X any out here of 28.8 million that's the remaining issuance of measuring X but the overall cost for the project is at 36 million dollars so that's going to necessitate some incremental funds and you might recall also too that in the past when the district at the early stages

089of measure X and measure l there was a discussion of word had that said if we need to utilize additional funds to complete these projects and let's earmark these phones and set these fund aside in fund Authority for That explicit purchase so now that we have this amount a good a pretty good rough estimate of what the cost could be for this project more Central we know that the costs are in excess of that Bond sale in the 2028 or 36 right so you have a different 36 and 28.8 right so that's seven point seven point two million dollars of additional funds 300. so you have six million dollars in developer fees and that's a portion of 7.2 so you need some other one forty dollars to pay for that also right does that help

090answer someone else I'm trying to do a bathroom yeah yeah no and then and then the buses is from the Transportation funds like I was just trying to like reconcile back to what was the originally um part of this so then what what is the plan for the Five Points that's not it's what do you call it not committed or incumbered and that's just throughout the course of the presentation regard the bond projects we have showed an amount that's available and not getting covered and I think the good news was that we were committed to these projects these projects right now uh aside from the new school and the EV parking those are pretty much locked in we know that the transportation funds and Kim was asking is that a guarantee we're planning is it

091is a guarantee and it's recurring and that's over three year period of time with that amount will equate what Amy said earlier today was what we talked about is that say that trash station funds disappeared six million dollars and you still have 5.7 in your pocket for lack of a better term that you can use we know we're going to get modernization funding but at the translation funding for whatever reason didn't materialize you still have some room in your overall budget to cover that I think that there's a high degree of string of it you will see those funds but we're not I guess I'll always say we're not over committed yeah I think I think my question is now assuming the funding the six million dollars doesn't come in and we have this 5.7

092is it are those funds allowed to be used for this was this part of measure X like does this bus project fit within what measure X was supposed to come so you would you really draw from okay the remaining project for the remaining issues of measure X in the ballot language itself explicitly called out a new school yeah okay and the remaining balance and I think early on I can sign things back tomorrow it wasn't an arbitrary amount but there's an amount that was I think we have gone back to the next steps committee report way back in 2015 that said we're going to set aside this dollar route for the new school in north central so that's that's when that dollar amount was and that was carried forward through all the bond okay so

093the 5.7 just started to just be very clear that's not I'll measure X funds that are just unused use this is money from all these sources that are not that you have we have left over and it's not like we're leaving measure X money on the table or anything like that okay it's all arbitrized yeah we're going to spend all the major X dollars I'm sorry I I've been following everything to this point I was under the impression that the 5.7 was measure X funds that we have not been covered yet if I think Amy's just doing she just did a simple comparison of 181 down the bottom right and subtracting 175 to get you a 5.7 all of those correct so we will use all of the measure X dollars can for that that

094last project and the other projects we have underway okay is that does that answer your question [Music] yeah I think what's what's confusing to me and just following up what um on trusty Proctors comment was um everything listed except for the EV Bus Parking Warehouse uh was called out a measure X well is measurements Project true and so you're going to be parking you had to throw in the additional funding source and that's what sort of confusing and so my initial thought was this was you know unencumbered measuring funds for over costs or overruns whatever else additional delays cost construction Rise um because when you look at it you have roughly you know absent the EV bus it's at like 73 million dollars so it gets roughly 6 million as an extra you know room

095for you know that that that's where I think sort of I I'm fine in terms of the confusion but um yeah are you okay now it's all good okay okay um I I have some questions please okay um can you so I have a bunch of questions relating to the eBay Bus Parking warehouse but and I know that you and I have had conversations about the history of our buses uh and I'm wondering if you can share the history of our bus scene with the rest of the board so let everyone measure sure so I don't know for how long but I know for a long time and let's let's just say 20 years for discussion today we um have some of our own Fleet of buses but we also partner with an organization called

096First Student that provides and transportation services for us so we have both our buses and we have what we pay per student for their services to essentially you know lease their buses for our usage you know a total of 42 buses and um in the not too distant past the district was I think current expense for parking those buses close by at another public institutions space so there's an annual cost for a current north of 250 000 to park a portion of those buses and today as part of our overall expense we spend nearly 500 000 a year on paying for the space to park these buses at another facility so um so part of the expense my look at the expense were going to incur to develop this the great news is that we

097have this funding source the state that's going materialize but also that cost from current there's the least space to house all these buses to the two to five hundred thousand dollars a year that's gonna be something we're not going to incur either so it could be yet another Revenue Source relative to this cost road to our interest of electric finer Fleet I appreciate Paul I got your if you're still on I've got your email to respond to you a little bit after I tend to stop talking so thank you for that um but um that's another potential Revenue source which can offset some of that cost so that's some of the history Kim about um about the district and the fleet and the expenses and um when we just another quick honor Point too of

098some of I know some even out there but the um the impact to the community where the buses are housed currently has had an impact on on the community where their house currently for the preschool drop-off that happens really zooming out there in the morning it'll be really beneficial for us to move those buses out of that space for a variety of reasons it's a very um there's a whole variety of reasons to be beneficial but there's a there is a quite a dance that happens every morning on that campus to drop off kids move kids transport a thousand kids out of the neighborhood all across the city and it's in a very condensed compressible effect to the operation that exists there currently which is about to be expanded upon with additional steps on that

099site a few things so just um in terms of location just for history say our buses used to be or we used to run buses that were basically across the street at San Jose Unified in their bus depot and then from there and then from there we relocate our buses to the site that we're going to talk about Central and then just recently last year or so we moved them off-site to with neighboring jurisdiction or city where we split split them so that there's been kids so we had a portion of buses that were parked on the high school campus which we have moved over onto the Turnbull College Park campus but the depot for first student has moved jurisdictions but they were at least in space of also okay they moved from to San

100Carlos from somewhere else and I don't remember where it was before they moved to Saint Cloud's and and just two clarifying questions or just to repeat we must assigned to a thousand kids out of North Central and then we also have been spending roughly 500 000 a year just to park our buses uh the questions related that I have on the budget question you're asking essentially for us to reallocate money in the budget for these projects uh and considering the timing of construction and how Architects sort of plan out projects they want to know how much you're working with and that is what you're saying of like we need to nail this down in terms of how much we're spending on this so that they can say this is what we can do is that

101right that's part of Kenya we would have that once you approve that contract of The Architects we started with an amount and as we have these sessions we've got input from the community we have worked with them and they've refined that number we also include the book test cleaning cost construction which we've certainly seen for multiple projects and and so my follow-up question relating to that is the timing issue um right now we're looking at sort of just renderings with some idea and everything can move in terms of you know whether it's the EV or the North Central School different things can move around in this Arrangement um but you're essentially asking us to set like the upper limit of the budget and and so then the question is just the timing of that does

102that have to be tonight or can we wait a month to figure out you know you know the conversation because it sounds like just from the initial uh comments from the board it sounds like there's some interest to talk about North Central Park um and I encourage the superintendent if you'd like to come as well too but I but I would just share with you that um we have discussed a goal with the Architects and and respectfully I've worked with this organization for I don't know I know it's quite two decades but I've been pushing it because we as community have talked about a goal and so they have they've stepped up and they've worked in this district and and they're ready there they have the team primed and ready to go and I've been

103pushing them so the the simple answer to the question can perspective to your colleagues at the Deus is that if you've wished to have further down another month I think that the team although it's pushing it relative the goal that we want to achieve um it just delays things but I but I think that a one-month delay is something we probably work with if you're beyond that then then you're looking at you know potentially a delay you know it's the front end and there's the delivery right yeah so when you look at an 18-month window from construction perspective preceded by 12 months of design and review good news of these structures too that this team that's on board is a veteran team and and I've been pushing so but I I encourage certain time if

104you want to add to that too I encourage the Student Center to comment as well okay if we were to approve everything else and pull let's say the new school and maybe parking that's possible right because we're just reallocating funds and we could always come back and vote on on the reallocational funds you're you're in contract proves that mostly projects yeah you're voting up so it's right budget is really about the new school and the beauty parking lot so if you want to pull those to next month uh yeah I mean because there's a whole bunch of other stuff that we're real looking funds for and so like you know I'll just make my initial comment I don't necessarily have an issue with those it's it's just more of I think there's ample discussion that

105we have about the uh new school and um the additional Edition so I'll just leave it I just said that's my comment um clarifying questions um treated I'll I'll save my other questions thank you thank you no please thank you can ask one more thing um comment for our questions um if we didn't move forward with the budget tonight like what were the next steps going to be in what like what are we um waiting another month but if we voted tonight then like what would happen next so I would I would you're already on the contract with architectural purpose okay and then go into we got the next step of design for North Central or for both any other board clarifying questions just comments like uh public comment I have no new slips or

106Their audience number so you bring it up hi uh I'm Dana and um I'm a parent at Fiesta Gardens I used to live in North Central I know what it's like to be in that neighborhood and the traffic there and what I'm hearing right now is that we don't have the time to sit down and talk about the actual campus and the site that we've just seen tonight as the public I know there were renderings and Maps earlier because we saw them at a public meeting in December so to come back now and say we don't have time to talk about it feels disappointed because I think we spent a lot of time making a lot of progress on the programs I think that's amazing and I think we're doing a great job there but

107I also think that a good school campus a good school program is like the program and the campus together you're not focusing on the campus you're only focusing on a portion of the new school and you only have one one chance to get this right and I think it's worth the time to talk to the community that this school is for um if we can have Community meet like this is not the place to talk about how a campus is going to affect the community even people aren't making it out to board meetings they're making it out to town halls or uh Community meetings so I guess what I'm saying here is if there's room in the budget you should use some of that money to uh pay for Community meetings to pay for traffic

108studies to at least discuss ways to make that campus the best possible campus it can be for that community that has already impacted by traffic uh by not safe conditions walking to school like what can we do to help that community thank you James Stephanie foreign I'm really excited uh to help my kids be able to attend school or community and to form deeper ties with our neighbors um and yeah I just want this to be done really thoughtfully I've been thankful to be a good able to be part of the the process of some Community meetings so far um the the um the facilities and design meetings have stalled a little bit and there's a little bit of ambiguity on whether or not those are continuing some schedule meeting something canceled and there's some

109coming on the schedule for March and April and we're not sure if those are still happening or if the Design's kind of been selected um and um so just a little bit more communication um but I think families would love to be able to give more but about the design something that as coming up again and again in these meetings is safety like Dana mentioned um and just thinking about how we can really design something that feels beautiful and safe and there's Green Space and um yeah that's just really strategic redempting in conjunction with the city is there a stoplight somewhere that's needed or um I I don't know what that would entail um I have a couple of thoughts about the design that's presented I don't know if now it's not appropriate um I

110I taught that in his Palo Alto for uh 13 years and our school became shifted from a K5 to a k-e and uh our our building design left a few things to be desired classrooms without sinks are really hard to have in our Middle School um if if you're going to try to teach art or science in any of those new rooms they need to have sinks um but also the cafeteria is very far from the middle school and I don't know that the K-8 schedule would allow everyone to fit in the cafeteria so just thinking about the vision for the schedule for um the the school-wide schedule and uh who would eat lunch and where there was a thought about warmers being rolled out but there's not a clear path that's covered or um

111to get food warmers out to that area and then the field in the area is I think it would be great for it to be a middle School field and for them to feel really special and like that's for them but it is also kind of a waste if it doesn't feel accessible for K5 students and from a supervision perspective um it would be really hard for K5 students to use that field at recess and just thinking about kind of scheduling um for for recess and PE and who uses what when and when is Art offered uh or science and where and thinking about how the design matches those needs I think will be wonderful thank you Joe if we could please open up public comment on zoom and for those of you on Zoom

112if you have a public comment on this item if you could go ahead and please raise your hand Joe if you want to explain that process yes um so to our attendees if you would like to speak please use the raise hand feature on the zoom meeting platform now attendees that have dialed in called in can dial Star 9 to raise their hand speakers will have free minutes to give their remarks at the moment I see Randy painter wanting to speak Randy please go ahead hi yes so uh just the other thing that I wanted to say about this is just a word about a process that I think it's it's really important that um the community have input into the design that the board members if there are questions if there's more intentionality that

113you think that that needs to be taken and considered in this that that you request that you have been elected or appointed to do this work and who's in charge who I mean if you're if you're bringing pressure to push this along I see this happen over and over and over again and our students and our community deserve for this to be intentional that's all thank you next speaker is Marcela McCullum please go ahead thank you and I want to thank Dana and Stephanie for coming to the board meeting to share their perspectives I think that um the process as it started was um was great we got so much feedback and participation in a lot of the discussion and design and as was mentioned it did feel like it stalled out kind of in

114this time period where um the beginnings of the design were shared out but I don't know that the community realized and I think that's some of the feedback that you're getting right now I don't know that the community realized that that was it that there wasn't additional time so um to Randy's point to Stephanie's point to Dana's point I think the community probably does want a little more intentionality as we're thinking about the physical design of the space and what that looks like and I appreciate as we were having this discussion I received the email from um the other Diego about the fact that those other other subcommittees are getting started and that's great but we did have this Gap in space and whenever there's a gap in information it's going to lead to concerns

115about the process and a feeling of being left out so I appreciate that the board is having this discussion and I appreciate that we have the opportunity to give this feedback to you thank you foreign Watkins I don't see any other public speakers great thank you so much closing public comment and opening up to boarding session I just wanted to clarify my comments earlier um I don't you know improving schools is an ongoing process and so I'm not I'm not necessarily tied to um the concerns that I raised earlier I'm not necessarily tied to those beings um you know holding up what's already in the process I just want to make sure that that some of those things are considered going forward as we continue to maintain and update our campuses [Music] would you mind

116talking a little bit about what they're in the Outreach process has looked like today definitely um I think it really goes back even to last school year and um a tremendous amount of work and meetings involving multiple schools if you recall it actually started um it was a very intense and numerous meetings with stakeholders from College Park Elementary School and ultimately with Fiesta Gardens International School and launching into a 2223 process where um we initiated a three-level process which was on any given day the first date was in November [Music] having a one to one and a half hour meeting with the staff of Fiesta Gardens and taking them through a full conversation and Analysis of Community Schools such as the four pillars of community schools and from that meeting creating a survey instrument that

117was administered to over 700 respondents and um when that meeting was ending the Fiesta Gardens PTA just that group varied sometimes it could be as few as six or seven sometimes it could be spend it's ten um we would repeat the meeting with those very deeply involved stakeholders and right as that meeting was ending Diego and Tatiana and I would drive over to North Central San Mateo and actually hold the meeting in the multi at North Central San Mateo um Diego wouldn't know the exact number so hey you know I'm not the guy that gave you the exact number but we're talking about a very very packed house um far beyond any um and public engagement process that I could find in the last five years to really Elevate the voices of parents at that

118school but also residents in north central many of whom were in Spanish speaking taken into the same process the four pillars and the survey instrument coming back in December and going through the three levels again in December the meeting itself focused on the survey instrument asking what do you want to see in a school facility if you know that you have a passion for this bilingualism just by literacy and we have significant funding at the time the dollar amount I gave to the constituents was closer to about 25 million for the summer some of you that were in attendance tonight's recommendations to increase that to 36 million but to really try to gauge what you feel strongly about and as you can probably manage imagine they felt strongly about a lot of things so we

119got several hundred responses to this survey and had another huge turn there in North Central San Mateo and those meetings don't these are not 30 messages I'm talking about very long really highly engaged so just kind of actually beautiful to see um quite a bit of conversation able to show them some I what I told them was this is like when your child draws a picture of your house the actual house here is not going to look like this in the end but we need to just have something to give us an idea some picture in our mind of what could possibly go on this facility and I think I said that probably every time you know through that process and then return in January with a new version of the survey that said okay

120you identified a lot of things that you felt were important what do you feel absolutely most strongly about so we took that survey instrument to refined it even more and what we landed on is what you see on the proposal buddy which is a gym for these kids a big open field which they don't have at that school now classrooms for six through eighth graders a large community space offices for counselors social work Support Services and flexible space so the things that you see are the literal feedback from those stakeholders so the culmination of that was putting together that that thorough feedback and and being able to share it with our architects who I don't know what office they work out I know they have an office in Sacramento I don't know if the folks

121who are working with you or elsewhere but you know they they don't I mean this is their field their experts in this field um and they have a tremendous skill set behind them and so um we've entrust in them the responsibility to do the very deep multi-layered analysis of what the site is what's possible what is feasible um what the environmental concerns are with any given scenario and then we have um a February meeting that was canceled and after some coordinating here at the district office the culminating process was to establish six subcommittees that will go deeper into school design and those subcommittees are focused on parent empowerment academic supports Academic Program grades fans and a handful of others I've identified a different District director assistant superintendent or principal on assignment who's the lead person

122for that subcommittee our work hadn't had with them to develop the agendas to set up a series of meetings for them to go extremely deep into the details related to each of those fields over the next four months at the start of next school year we'll reconvene the whole group to be able to show the the combined what it looks like all when it's all one big picture and then from there go through another additional process I think you know Patrick Patrick's comment and what has been historically done here um I I see that Patrick um but I also think I also think for to to address the question of how we engage the public and engage families I would be obviously very interested and I'm excited to be able to host more meetings in

123North Central San Mateo um our last meeting was held at Fiesta Gardens at the request of Fiesta Gardens parents who attend some of the meetings and the site wasn't big enough there were too many parents in the room we had to actually count people because we thought we might exceed the maximum just to give you an idea of what kind of response we got and these are families who lived in north central but came all the way to Fiesta so I think that the interest is really high it was a great deal of Engagement and now we have supplements and that will start getting confirmation soon foreign Watkins Matt of course um I want to first thank you uh all for the hard work that you've put into um the designs that are that we

124are looking at this evening I do have a question regarding the EB bus charging and warehouse at Bayside um I would like to clarification about any space being lost um that the kids are currently um using for their blacktop or their you know Recreation Area I do see that there's a new uh playground replacement is at taking away space or is that just to replace um in terms of design so that it can be an effective area or safe area for the buses to travel in sure so yes the the two playgrounds are shifting so it is um we already have a fire lane on the site we are increasing that width so it is um encroaching slightly into the existing blacktop um but what we've seen here on this campus um those two playgrounds

125have are kind of tucked behind the theater which makes a line of sight a little difficult so actually by adding this parking we'll be squaring up the site um and as part of a measure T project we'll be redoing the paving which is currently um uh very old and so the amount of blacktop they have currently is not used to its full potential questions I'm not sure does that answer your question yes it does thank you thank you so um I wanted to talk something before I go to North Central there's just some other comments on me so because I think there's there's a lot here um and I'm just going to go down the slides uh so one concern I have is just in the reallocation of funds in the flooring phase three I

126I heard Amy I understand what you're saying about it's being designed sort of In-House and so there's soft costs that we don't have to you know we were saving there um five million dollars of soft costs that's I I I'm a little concerned about that in terms of the savings I you know we were doing side visits at a number of our schools there was a classroom that was definitely dated that was used I think for a science classroom and I think for all science classrooms they're trying to get rid of the carpet uh and I feel like I'm concerned that you know flooring was something really big for us and so I'm slightly concerned about that um I don't necessarily have a problem with approving reallocation of funds but I'm worried that you know

127we're sort of losing sort of issue so I'm I'm sure like money gets moved around all the time I just that's the concern that I have um the turf fields um one of the comments that I have is that I know that we we've been talking about bowditch specifically and the excitement around bowditch of having a full Middle School size field which is amazing there have been maybe popes I should say that it's a lighted field so therefore you know it could be used uh for longer periods of time that's another topic but my concern or comment is that on the turf fields when we go into Bayside well Bayside is a huge field so that's not a problem um I know that uh Abbott and Burrell are on here as well and I know

128that each of those have limited spaces but I would want to make sure that they are large enough as large we can to sort of accommodate in some ways like Middle School soccer or so because part of the issue that I have is that there's a lifespan to these to these fields you know just like in normal right in the fields there's a lifespan and there's maintenance costs and everything else um I would hope that we come back and look at our facility rental fees and make sure that we are charging enough that so that when we have to replace these fields that we aren't dipping into our general fund by huge amounts uh and so when we go ahead and and make sure that they're large enough in Middle School Fields then we have

129the option and lots of people are looking especially in the time like now spring season with all the weather that we're having all the cities MTL fields are closed I don't know about Foster cities as well but all of the sports teams are just scrambling for fields and I think that the issue is there's just not enough and so if the fields are large enough to accommodate then I think we could potentially recoup some of the costs um so I'll just make that that statement um new buildings okay so those are my promise generally about those I'll just say I love that I can't wait for George Hall to open and I can't wait for uh it to stop bringing this picture about it you can see the huge puddle that's there I mean obviously

130we're on landfill you can't really do a ton unless you know you button up the building but um and obviously Sunny Bray is you know this is probably a dry day and otherwise it'll just be a big mud hit um North Central so one of the conversations that we're having and I'll just share this with everybody else in the board is um I feel like the elephant in the room for me for this site has been on the buses um the fact that we actually pay half a million dollars a year out to rent space just to park buses where we have our own property is troubling to me the other thing is relocating the buses from generally this site which is right where we bust a thousand kids every day out to some place

131that's across the freeway that's impacted by traffic and concerns that's a little bit more of an operational efficiency issue for me um we have sorry May and and trustee Brooks you probably haven't you haven't received the text messages that we get about buses breaking down or an accident that happens when picking up kids or something that's being late and we get those from superintendo because he's very thoughtful and keeping us all informed and I thank them for that but I worry that as we move buses out of this neighborhood that just means that it's we're just less efficient in some ways now of course when you look at the Thousand kids that are being bust and that there's roughly 200 or so of them going to Fiesta Gardens so that'll drop a little bit and

132then maybe more neighbor kids will come to us about drop a little bit more I think maybe our bus demand may decrease but then the other competing factor which I mentioned earlier is the hopefully the full funding for transportation from the state and if that happens then our bus demand may increase and we may be able to provide buses actual school buses to transport a lot more of our middle schools and not rely on Sam trams so I I have I'm not completely sold on a brand new bus depot over at Bayside I I would prefer that they were here on the site but there's a lot of Demands on this site um but even if we actually split the buses in some way so that there were some here and when we knew them

133I feel more comfortable but to me the overarching sort of elephant in the room is not necessarily the design but more about the about what we're losing there um going on from that my comments uh is that I feel like the design has always been is just we're just designing the new school the new Middle School just on that portion that's under not used um in a previous design I had comments about how this is a huge site and sort of when you look at where the administration building is and compared to where the middle school kids are it's really far away and I feel like that well we should really be looking at if we call it the new school nurse centrals we should be looking at the entire Campus of North Central and

134thinking like well how would we really look at this site because when you look at the site plan it's really just adding stuff to the vacant portions um so I I would love for us to sort of come back and talk about sort of the entire site as a whole because it's it's a new school um and that does include the conversation conversation about transportation um and so I that's sort of my preference I don't have a problem with the rest of the measure X and measure t reallocations the additional funds for me uh we haven't had a community we haven't had conversations this is our very first conversation about um site planning you know we've had you know I think staff has been really good about updating us individually but as as as a

135board as one we've never had this conversation before and and I feel like you know for really truly building a new school it's worth the conversation um I remember what did I before I joined trustee Watkins president Watkins you guys had conversations about Beach Park Elementary and so much of the design when you're wearing cost guiding about almost too much of the minutia about paint and awnings and shade structures and stuff like that where well I'll say that maybe that I wouldn't have done that but I think that you actually had a conversation about beach park and the construction and stuff where we aren't necessarily having that um and so that's those are my general comments I mean I I personally would love for us to have an actual Community or maybe a study session

136Community where we can actually all talk about you know what we want for this school because I think it's really important but I know that there's been a lot of work that's been put into it um and I know there's a timeline but I would say that I would rather get it right and spend our money sort of wisely than sort of rush and just say hey we're trying to open these buildings by time we move to school and I I just that doesn't sit well with me and especially with the uh um I was gonna say well I wasn't that concerned about the bus thing because I I'm picturing it as if the bus is here that's less space for the school so um I didn't really think about it that way but I

137I'm just thinking about a couple of different um situations that I've been in and one being a parent about it we you know we had meetings where we talked about the color scheme and all you know really detailed stuff and um that like that's not my forte obviously like design is not my thing but um but knowing that my kids go to school there that it's in the the city where I live and um feeling part of the process and and and knowing that even though I'm not like an expert at picking colors that my I got to hear the thought process and stuff was important I'm also on the Foster City rec center rebuild task force and we just had a meeting last night with the design team and it was super detailed and

138really went through like everybody had different concerns because it was different community members from all different you know aspects of the community and again I'm not an expert in like parking lot design but we talked a lot about the parking lot and the flow and stuff and I learned a lot but also I felt like this is something that we are all in together building this Rec Center building a community together um a community resource together and so I I know that if you live in this neighborhood if your kids are going to go to this school if you just drive by you want to you want to know that um really everything's been thought through and I still I think that there's probably a pretty good chance that maybe it doesn't change so much

139but at least people will feel heard it feels like a transparent process there's trust built within like the community and our school districts um that we're all you know doing what's best for kids and doing what's best for the community so I would be open to having some Community another like a community meeting or some other conversations I do agree this is our first time talking about as a board um and even just in some of the conversations we've had like one-on-one with um superintendent and um Patrick and Amy the designs that what I saw originally has changed a little bit over time so I don't always know why or maybe um I know that I asked why it changed and you know someone was cost related or just functionality and things but having that

140conversation as a big group where we can all kind of ask our questions and hear why things are the way they are and why isn't accept this way I think would be important those are my thoughts um I obviously don't want to slow down the process and again I'm not an expert in school design so I trust the experts but I think just having that feeling that you're that we're all participating and understanding why um decisions are being made other board assignments um yeah I think I would Echo I guess I have a couple questions one is I know we have right now an anticipated date to move to the new school fall 25. one question I have is Our intention that year my assumption is that we would move the elementary portion with the

141intention of opening up sixth grade the following year so I guess my question then is like while I know ideal to have construction complete by that fall what we're really looking at for additional space would be fall of 26. is that accurate with the current timeline this would put opening fall 25 correct I'm just I'm like saying that out loud just to make sure that I'm clear because I think that it gives like more Flex to having these conversations around design um I had another question foreign oh I guess another question that I had was I'm trying to remember I mean like the number of meetings it's true uh trustee chin that we had around Beach Park was like I mean we spent a lot of time talking about facilities which is slightly problematic um

142but we did talk a lot about facilities um and it's good that we spend a lot more time talking about programs and student achievement though this is like a big project right and worth having some discussion about as well um I'm trying to just remember like process for some of the some of the facilities pieces around like you approve a design what leeway do you have after that when can things change until I know there's like all of these steps so maybe Patrick or Amy like can you just like high level like the elevator pitch version of process like board approves then you do this then you do this design changes can happen up until this stage of the process so very simplicity six months of design followed by six months of TSA followed by

14318 months of construction that's the best case in it so you just if you do the calendar that shows you right yeah so like two and a half years okay let's get caveat that none of us can predict what happens at the division of State architecture there are projects that go the best case scenario their projects that go and get approved in three months not six months and there are others that wait for a year and there's no way we can influence that you can't predict it but it's just you try to use a ballpark just to have an idea and sometimes you're surprised and you feel great and other times be disappointed I I want to add that in our in our conversation about um process that we continue to think about those families

144that we're intending to serve at this school and to me that's I feel very strongly about that about making sure that the audience that we're serving is going to be served by this school not ignoring foreign what has happened over the last 20 years in that community and to what extent this project is about writing that wrong thank you for this timeline and for more clarification when you say six months in design what does that mean does that mean clarifying the sign does that mean designers doing something like like getting a set of plans that you bring to efficiency architects detailed electrical structural infrastructure I mean all the blue ones you have exactly but it doesn't mean further discussion I'm just trying to get like crystal clear on like timeline and what can happen when

145because I can get that influences like that happens here right so I just want to make sure that I'm just by by adding let's say 60 days of community involvement our Architects will say we need six months because the complexity of the work that they do to be able to deliver to the division of the state architect solid firm passable you know very very high level architectural design plans is significant but what what I think you heard from Patrick earlier tonight was his recommendation is to obviously move forward this evening here in the mortuary Marx there's an interest in having more Community input and we could do that and that's something we already do and something we will do I'll ask to work with the board president to Define that process because I want to

146make sure that when we reconvene next month at this regular meeting that we're all talking about the same thing so if somebody were to Define community involvement as a room full of residence and and participants in that school and not see that as Community involvement I think we need to have a conversation about why that is so that we're really clear because the boards Direction on this well absolutely you mentioned the I know a part of this process from the very beginning which is why we brought in um well thank you um I was like Dr nogira I knew that and I was trying to remember yes you know was to really think about like how do we Center uplift the voices of individuals who's like so that it is their school it truly is

147a human school and so I guess my question is like I know that there were there were there have been a lot of there's been a lot of community engagement um like from the beginning when Pam started I mean for two years at this point right um maybe longer yeah um so I guess my question would be it sounds like in your remarks you strongly believe that the plans that are in front of us represent the perspective and viewpoints of the North Central Community members I just want to make sure that that's everything on the map is derived from very strong overwhelming feedback what I think is is fair game for us to do in terms of bringing this back at an additional meeting is to Define from the board's perspective what level of community

148participation and what specific activities the community participation turns into effective or um valid or transparent or significant engagement because bringing in our Architects to be able to engage with the public that's we can absolutely do that but I want to make sure the time we spend with them results in this board feeling yes we have gone through this community engagement and now now that we have done these things which may involve seeing a variety of plans or it may involve focusing on a community generated list of don't forget don't forget this don't forget this don't forget this or it may involve more actual visual design what do we want the physical buildings to look like I think you know obviously I'll have a preference for matching what's already on the campus for the reasons having

149to do it just you know you want it to be part of the community but um but also uh to trust the Chin's remarks about seeing the whole facility not just a portion that sort of it looks like an addendum but really having Clarity on my part to be able to deliver to the board the type of Engagement that will equate to feeling yes this process has happened because our facilities department and a business department these folks are checklists people they want right so and and that's what that's why we that's what they're there for right our role in engaging bringing coordinating facilitating it's important too and we'll find the balance but I just after this evening I would ask to consult with the board president to get a really clear picture to have very

150clear deliverables that we bring back in April and at the board's request may have necessary as well I think that's helpful um yeah I mean I think I'm just I'm like holding the I wasn't at the community meetings right and so I I don't know like exactly what that process looks like and you talked like a little bit about that it gave a summary of what that looks like now um tonight um and I you know to your point like I definitely don't want to sit up here and be the board that says like we engaged community members that whose school this is and we're saying like no your perspective experience like isn't valid we're making a different decision like that cannot be the process right and so I'm holding like that with um just

151trying to get like a better understanding of how like exactly that has shaped um the plans that we see and kind of like a realistic picture um and so I think you know it's sad we haven't voted yet so we don't know but it sounds like there's an interest in additional um Community engagement maybe I don't even know if that's the right word like I I don't know um something around like they're just a little like from my perspective it's almost like transparency around the process so let's actually talk about like what those sessions look like how they've been led to these designs what the conversation entails and like from my perspective and hearing my fellow members comments like if we have a sense of like this is what happened this is how we like

152adjusted plans and we have this meeting and we did X Y or Z and then we had this meeting we did X Y or Z and like there was like this holistic picture we thought about like all elements of the site and like that's how we landed here and this was driven by the community whose school this is like for me that means yes right I think that's the part that's just so it might not actually anymore maybe it does right but I think it at least means a little bit more information about how we kind of arrived here um and yeah so we can talk more about that absolutely I do want to encourage the community on the board to visit the district's website we have a web page dedicated to this process with

153a very thorough list of of documents all captured in the canva that have the agendas and the notes the very detailed notes from every meeting all the materials the public would receive as well as our we could say Reflections or our sort of summary of those of those meetings but also I wanna you know reinforce that our staff Amy and Patrick want to want to help us arrive at the right place so when they make a recommendation I don't perceive that as pressure these individuals are highly capable professionals I don't I don't receive it as pressure I also don't have a problem saying yes I heard you and we're going to have a few more meetings because I think we want to celebrate when we have that happen and that's to me the goal is

154to say yes look at this process and let's move forward with it so um that's that's what I that's what I would ask I think that sounds good so I think we will move forward with a funding implications yes and we can vote on that how we want to vote on that and it sounds like we will add to the agenda further discussion on facilities but we can see this vote not as a vote on approving a facilities plan it's about approving the current budget and funding sources for these projects okay so we'll move forward with that yes um I will make a motion to approve the current um budget and funding sources as outlined here and not the design of any facilities a huge recipe for the motion I'll second that President Watkins thank

155you trustee Brooks for the second question I guess so my my concern is whatever what you're saying is um wherever the communion like I would love for us to kind of go and hear what superintendent choa went through with the public in terms of the pan recommendation because he went to the community and everything to derive this um I feel like we haven't had that yet at all and so my concern is just blanket approving you know an increase from 20 from 23 million to 36 million dollars and an additional 6 million for Bus Parking without sort of the background of like how we got to there I started feeling uncomfortable about that um I have no problem approving everything else my concern is just that that's a big increase and um I don't have

156the background of it because this is the very first time that we've seen this and so you know the measure X money that was originally approved in the bond I think was maybe 18 or so or is it 20 28 28 that's whatever oh [Music] we went down to 23. it was shown as 23 again so that's what I recall I go back and confirm but we're gonna that's right I just I just that that's where I'm started at and so um yeah that's right if there's other discussion we can take it otherwise we do have a motion on the floor and so we can do a real problem if there's not their discussion well okay discussion real quick so when I look at this I I think that we have here if you look

157at the design of the school I think we have like we're we're almost there I mean I think we're just looking for some input from the community to like thumbs up yes this is what we really really want in our school I don't think that we in my opinion I don't think we're gonna go from what's on this paper here back to a 23 million dollar school because if we look at how much it's been costing to build mpr's the amount that founded just taking to just build half a school um I don't think 23 million is like on this piece of paper I don't think that's happening um so my thoughts are it's up to whatever amount is 36 whatever like it's up to 36 and hopefully it takes less fingers crossed um but

158that's in my opinion that's how I was thinking of it that there's if you're building 20 million nprs at other schools and we're building um you know 60 something million dollar or I guess it's even more about a 80 something million if you add those projects um I didn't see how that you could get back down to anything like close to 23. I'll just Echo that like I don't think we were ever gonna be at 23 with this and when you think about like prioritization like I know you've asked this question a lot of times like if there's overage if there's extra where does it go like I firmly believe this is where it goes and so and I mean yeah so I I personally don't have any issue um so I think with that

159unless there's other comments says I think that I completely agree with you guys that we will get there and I don't have a problem with us getting there I'm just not there yet and I just need more background so with this just to explain my vote I vote that trustee Patrick yes trustee yes trustee Brooks yes and I will vote Yes motion passes for okay we are gonna take a break we'll be back in five minutes [Music] thank you for being here [Music] we've talked about one thing dramatically yeah [Music] but we want like some good juicy stuff no maybe all right we are are we back are we live right back perfect welcome back everybody we are moving on to 6A good evening trustees superintendent Ochoa community members and everyone that's online with us

160tonight we bring to you this evening uh for approval the measure the recommendation from our Labor Management initiative group our LMI group and so since September uh from September to March our group got together once a month for a couple hours or so each each time and we went through a very thorough process to determine how we would recommend the usage of the measure fee fonts um and so through that process what we determined you know and the group was uh three Smita members two CSEA members we had uh this guy right here our CBM University attended on the group we had some representatives from HR as well as from our uh leadership as well and um everyone put their heads together and the process was absolutely amazing and very respectful and what was determined

161is that we would like to recommend to the board that every non-management employee in our district both classified and certificated will receive a 4 900 one time statement to be allocated to them in October of 2023 um the stipend would be for people that are currently employed in October of 2023 with the exception if we have some folks that retire before then we would we would still go ahead and give them the stipend as well the stipend would be prorated so if someone worked you know 0.5 they'd work half time they would get half of that statement um so that's the first part of what we'd like to recommend the second part of what we'd like to recommend would be for um positions for FTE of mental health Wellness staff and that would be ongoing

162okay that's not one time that would be ongoing over the next several years uh with that said we'd like to recommend the approval I'm going to conclude my comments and turn it back to the board in case you have some questions or anything that you'd like to comment on okay thank you so much welcome back to board questions this is the entire amount of the carryover or is it more than the care like you mentioned it mentions in here that it it uses the carryover amount that's been like accumulated is it more or less than that we'll defer to my colleague about that so the one-time amount else there's a one-time is it on yeah so the one timeout is not the total amount and but the combined having these four people on the team

163for the next several years combined with the one time expends that carryover and how many years are you uh is this but like sort of budgeted for CES for another five years this is your point yeah sorry five years do you see me counting my face yeah that's true any other comments or questions about comments let's open it up to public comment Joe please thank you president Watkins uh uh to our attendees if you would like to speak please use the race hand feature on the zoom meeting platform now attendees that have called in and dialed star nine to raise their hand and speakers will have three minutes to give their remarks I'll wait a moment to give folks a chance if they would like to speak at this time president Watkins I don't see

164anyone raising their hand great for comments and this is it for a vote um I am pleased that we are able to do this um I know that my journey was a big part of it was about attracting and retaining um our very high highly talented employees so I'm glad that we're able to do this what data so I'm super happy about it thank you yeah no I'm I'm really appreciative for the collaboration that went into this and I just think it it says a lot just about like the value that you place on all of our employees like regardless of how many years they have everyone kind of gets this this stipend so thank you all for um the work on this and collaboration so could not be more more deserved great um I'm

165really glad that we will our employees a statement that they can hopefully use too do things that they've been putting off and take care of themselves motion to move assessment for trust throughout the processities there but give us a second but yeah thank you just teaching for the motion trustee Proctor for the second roll call about trustee Chen yes trustee Proctor yes trustee Trin yes trustee Brooks I don't know if I'm allowed to say it double yes if vote only comes once but you can say okay all right yes as well motion passes five zero moving on to 7A District interim assassin data it's my pleasure to be able to share with you this evening for information and for your review and discussion um the results of our winter interim assessments so let me share

166my screen with you here and begin so just as a reminder um the interim assessments that we do in the fall and meteor or winter and then again in the spring are both English language arts and Mathematics assessments for the English language arts assessment there are a set of Assessments for kindergarten second grade that we call Path assessments because they're rooted in that supplementary curriculum for grades three to eight for English language arts we use the reading inventory and then in math we do what's called recombinant common formative assessments for cfas from K to eight and I just want to note that you know we're building a robust assessment system here and it really is uh it only stands on the collaboration of all of our stakeholders so first and foremost our teachers and their

167commitment to um you know understanding how our kids are doing administering the tests all the way up through the ptosis and others who support the assessments as well as you know our coordinator of assessment during college so um this is a growing uh system that we're we're very excited about uh let me start by talking about the literacy assessments again the cap assessments there's a specific kindergarten assessment which is the alphabet test and then in first and second there is this test of single word reading and then again third through eight there is the really inventory so you can see here the results of our kindergarten through second grade half assessments you will know we're excited about the fact that the percentage of students who are meeting or exceeding standards from the fall assessment which

168is important assessment which is the winner bar it has increased very dramatically and so the exciting thing about this is that when you when you think about multi-tiered systems of support or mtss systems you know our goal of course is we'd like to see a hundred percent of our students reaching uh reaching grade level but 80 percent is is what we talk about in mtss because that means that by far a large majority of our students are reaching grade level and then we have approximately 20 that we think about how how we can provide interventions for and you can begin to see we're starting to approach that threshold we've been kind of underwater and reversed in the other direction now for several years and so it's very encouraging to see that we're making this kind

169of progress you can see here the results by student groups to give you a minute to take a look at that one of the exciting things again by reaching the middle of the year we now have sort of where were we in the fall how are we doing in the winter um we've been using the data all the way along to Poland and provide intervention supports for students and now we kind of have that growth data that is going to begin to help us see well what's been the impact of those supports so footsteps to Brilliance for example we can see we can use the data to start to look at well our students who use footsteps to Brilliance at a high rate are we seeing a more accelerated growth in their performance or not

170so we don't have that that analysis yet but we're at that moment where we can begin to look at those the impacts of our our strategic plan actions and here's the results for our reading inventory and I want to remind you that the uh the band for grade level performance moves from the beginning of the year to the middle of the year to the end of the year so while you see that percentages have not necessarily gone up which of course we would like to see them too it doesn't mean that that learning is static right we have a higher bar mid-year for grade level performance than we do in the wall so we have students who are growing um and um of course we have lots of questions about how we can accelerate uh

171performance but also you see that that performance is also beginning to approach for many of the grade levels you know we're nearing that 80 percent marker that is important in our mtss systems here it is by student groups and one thing we're obviously very focused on you know what happened with our English learner students where we see a particular decline there so there's some investigating we you know we have to do that I would note that between the fall assessment and the winter assessment we reclassified about 140 students so missing from that second Administration and that El group were the students who were slightly higher performing in English language arts that may have contributed to uh the drop that we're seeing but you know we're we're looking at it more closely to understand what's going

172on there oh so that's uh you can see more specifically one of the things we're looking at when we talk about the English learner groups is is where is that performance happening uh you can see some drop there in third but some rise in force so this is just some additional data that begins to inform how we understand how our English Learners are doing across the district I would note that we have been from the Strategic plan when if you there's been heavy emphasis in fourth and fifth grade on on supporting teachers and providing professional learning for English learner students and that is one of the zones where we're seeing some of the higher performance so let me turn now to our math common format assessments and I do want to remind you here here

173we have a bit of a challenge we cannot look at the fall and then look at the winter and really make an argument about progress because you hear us use this the math common formative assessment each time assesses different standards so it's this dipstick that at any one moment about the particular standards tested how are students doing and so we asked the question of you know what's the percentage of students who are reaching grade level performance when we get to when we get to the math common form of assessments so you'll see here at K5 we have two parts to our assessments there is the so-called sort of CERN questions which are grounded in the CERN curriculum and you can see the performance there and I would make note of that 80 threshold which is

174an important mtss threshold that we are essentially reaching here in most of our grades it looks a little bit different when you talk about the individual student subgroups however it is important that you know we do this kind of by student analysis to make sure that we were thinking about you know when we talk about the language supports needed for English Learners in mathematics that kind of thing so again this data is really important to informing the interventions for map boost for example that that we're implementing and then we have a so-called performance task which is uh questions that are much much like what we have on the Casp assessment so we we call these out a little bit separately I want to look at them and you can see we've gotten uh some nice

175Improvement um you know again we're trying to understand you know what is the what is behind that Improvement um we're thinking that um you know as students become more familiar and comfortable with these kinds of tasks and teachers are are engaged in working with them around around that kind of task that we're seeing some nice Improvement just to call out you know kindergarten and first grade we didn't do a performance task um uh 4K and F1 so that's why the orange bar there is missing it's not a not a mistake and here again is the performance task information by student group um here we're seeing you know given the the earlier bars that you saw some very nice change again we're not talking about progress we're just talking about more students are showing greater success

176with these more complex kinds of math problems in the winter assessment than they did in the fall assessment all right then turning to 6th through eighth grade so you can see um the results there and here there's we don't break out um you know CERN versus the performance tasks the the test the performance tasks are integrated in with the overall um contents and you can see we've got you know some nice Improvement in overall performance and again kind of um especially in sixth and seventh starting to get closer to the uh that 80 threshold that we spoke about and here it is by student groups so let me stop there and turn it back to you for any clarifying questions or your discussion great thanks so much bring it over to the board for clarifying

177questions um what what happens when you know I understand um we have a lot of different campuses we have a lot of different classrooms at each campuses that might be you know let's say they're supposed to cover material that's uh a certain week or a certain month depending you know presumably there's some kind of curriculum that all the teachers are following that's sort of standardized right um but teachers have to be responsive to what's actually happening in the classroom right so if they have to review where they have to go back or they have to slow it down um that obviously is not going to be necessarily reflected so in terms of um assessing are we going to do another one at the end of the year to to see like by the end of

178the year have they all gotten to you know where they're supposed to get yeah in a few cases we're using the cast as the sort of final summative assessment for K2 or not because students are not taking that so between the assessments that can be administered in the cast we use those as as uh as that third point in the assessment system okay so um okay thank you sorry one more question for the you you mentioned that the cast just um I'm kind of I'm new to this is the cast but it's not only done once in the year that's once a year that happens yeah okay Okay so in this in in this data that you're presenting to us there is no cast data is that no this is all our internal District interim

179assessments okay um I had a question actually I might be stealing um a question from somebody else so in our board Community Workshop Randy had asked a question about how can parents find out how their students are doing on these assessments and how the communication gets back to to um just families in general about these um different assessments happen throughout the year yeah so I don't know if you got a chance to look into where they where we would find out this kind of information yeah um thank that appreciate that obviously there when we're at the ask that question yeah I mean I followed up with our math team I mean certainly families can come in and engage with teachers at conference nights and things like that so that's that's the point where they can

180get more detail on the students assessment I think she was also sort of probing on a particular point where um where we have said we're not going to send the actual assessments home and this is because these are assessments that we can use from year to year and so in that respect you know much like Casp or other kinds of Assessments we need to we need to keep those um you know basically private so they're not you know we can't distribute them literally to parents but certainly I you know at any point parents can go in and engage with their teachers and and learn more about how their students are doing on the particular standards I had a question around um oh trustee Brooks I didn't have any questions president you you popped up on

181our screen I wasn't sure if that's because you were off mute or not um I had a couple of questions one is um just curious and apologies if I missed it um when we're looking at at the numbers for how many students are we capturing like is this a hundred percent of students is this 80 like what does everybody take these how does That Vary yeah yeah um well we um we administer the assessments to um to all general education teach students and RSP students we're working on the assessments with our SDC classes particularly our model to moderate um essentially the tests are administered across um across the grade level and include all of our students in math one of the things that we're we're discovering again this kind of goes back to director Trin

182your question about what we call the scope and sequence like the what teachers are teaching when um we're still in the process with this curriculum of defining like how you know what's the length of time for a mission and what additional time do we need to provide in the scope and sequence teachers to re-teach and things like that and one of the things we found at the winter assessment is that we had we had a slightly lower percentage of students who were actually had covered the material at the time that we had scheduled the assessments and so we adjusted to that with teachers and said well you're free to administer either as a as a sort of pre-assessment but but what we're learning is that we're going to have to make some adjustments to the

183scope and sequence and to the assessment schedule to support uh you know all of our students being ready at the time that we designate so that's the first time that that's come up but that's part of the I think the learning and growing process is we're implementing this curriculum it with respect to the path and you know the ri there's you know that's essentially you know 100 of students so it's only in the area of math that we saw a slight drop in the numbers who had completed it after having an actual instruction just to clarify your the number of the students who took it as a pre-assessment are not represented here no David hears about the students who took it as a as after the full instruction yeah and what do you know about

184what percent that is um I don't think I don't have the exact percentage I you know I think kind of generally speaking it was maybe five percent lower than from the fall but you know it varied a little bit great by grade yeah it might be well this is more of a comment so I'll say that um uh my other question is I know that we talked a little bit about this at the study session um from kind of like those the plan for reading instruction um and maybe we talked about reading assessments we probably did um I feel like I can't remember like what happened an hour ago um so remind me when do when do we plan to begin assessing reading comprehension for K2 so I know like right now focus is on

185path and kind of the foundational skills um but I know we know that the reading apprehension pieces so I'm just curious like where does that fall in terms of is that something we're planning to start next year right well just to say that the path assessment especially first and second I mean single word reading is an important indicator of reading comprehension right so that's just I want to acknowledge that that's an aspect of reading comprehension but I think you're referring to like reading passages and answering comprehensive questions about those and um so each um each level in path has a proficiency assessment that um that teachers administer and we do not collect that centrally uh because that's a new that's a that's an assessment that varies level by level it doesn't give us the same

186ability to compare as as the test for single word reading and the alphabet test does so we are doing that assessment now we're not necessarily collecting it centrally um and then we do recognize however that um that there's additional assessments that we can put in place to support the kind of more General interurb do we understand the progress that students are making and really comprehension we're just beginning a process uh this spring where we'll be engaging uh leadership and teachers around what that assessment could be um you might think of this as you know sort of like uh Galileo like assessment which we used to have um that is the plan is in a year or so to have some kind of assessment similar to that that we can also add to um to the

187you know to the assessment system but we have to make a lot of decisions about which assessment and do we use that compared to the path assessment there's a lot of discussion we need to have with our teachers thank you any other board questions uh let's open up for public comments please thank you president Watkins uh to our attendees if you would like to speak please use the raise hand feature on the zoom meeting platform now attendees that have called in can dial Star nine to raise their hand speakers will have uh three minutes to give their remarks I see one speaker uh Randy painter in one moment okay please go ahead good evening so um thank you to trustee Proctor for um remembering the question I asked support Community Workshop um Mr chambliss is

188mistaken in the question that I had asked about the uh about the delivery of the scores to the parents and what time did I ask that the tests themselves be delivered to the parents I um asked as I did over a year ago to uh uh superintendent Ochoa whether the scores could be delivered and superintendent Ochoa said that yes that those scores could be delivered but I have yet to see any of those scores delivered however we get um a lot of information and contrast to what uh Chandler said tonight that oh well we see all this great growth compared with our cast cast scores are these a measure of improvement or are these a dipstick it's hard to say um one thing that I'd like to do if you if you all don't mind

189I can't refer to a page number because these aren't numbers but if you look at the last slide before the uh before the thank you slide so the second to the last slide in the stack I wonder um I wonder if the trustees are interested at all in how our Pacific Islander students are doing we know that this is a group of students that tend to um that that tend to struggle that this is a marginalized group um how are our black students doing why aren't they on here now how about are what about our students who are both Hispanic and white are they on here twice um what about our American Indian students and how about our Filipino students are they did they get collapsed in here with the Asian students or are we

190just forgetting about them I mean what we're we're leaving out a bunch of students here and we're saying they don't matter and we've done that on every single slide and um this this has impact to these students who our district is supposed to be serving and who um the trustees are supposed to be caring about so I hope that you'll ask about them thank you thank you Watkins the there are no other speakers great thank you so much opening it up to more discussion my understanding from from looking at some other data that I forgot if it was this uh this PowerPoint slide or a different one um but I know that they're they're where it shows like the percentages of the of the various categories um and I understand that some of the percentages

191of the different um groups of students is really low and so um I'm wondering if that has an impact on our ability to draw conclusions from just a smaller subset um it would I think it would be helpful to have that picture um more complete okay uh I have three comments um thank you I um one the comment about the reclassification I think is is pretty I don't know if you can say it's a causation but I mean I think it's it's worth noting as like a footnote because we reclassify more students than I think we have in years I think it was like 250 no 300 was it higher 500 was it this is something like that yeah yeah so if you all don't don't say the wrong thing yeah so yeah exactly yeah

192I I know it was in the hundreds and I think the issue was that we didn't necessarily do that in years past we did reclassify but not in the sheer amounts that we have done uh this year and I think that's great I think it's a testament to what we're doing as a district in terms of the reclassification I do think that there is a relationship there it may not be a causation there but it's almost worth putting like a footnote or having the number of Assessments or tester those students who tested right if it was 2 000 in the fall but only you know 1500 in the winter I mean that's you know I'm just saying just throwing out those numbers you know just yeah I think there's something to that um secondly following

193up on what trustee Proctor said and and Randy I I know that um it reminds me of conversations that superintendent Ochoa that you have had and that trusty crafty you and I have had about um in some ways like Middle School we we talk about the daily emails that we get with our report cards and there's like almost daily feedback and interaction of like how well my students are doing and the thought is and so we're telling NATO we've had this conversation about like how do we bring that back down to everybody including Elementary whether it's your own student dashboard where you can see where everything is there it feels like we're moving towards that direction and it feels like we need you know at some point we'll get to a point where we will

194be able to pull up my son or my daughter and be like oh look look at what happened on your recent test scores or oh look this is how you've progressed year to year it almost feels like we're going towards that path and I sort of can't wait for us to get there um and so that's that comment and then the third comment I have is something like I remember what president Watkins used to say all the time way back in the day about being that data informed District and I know uh David we've talked about Galileo we've talked about core data we talked about FMP we've had those different things but what I'm really happy and what I really appreciate is that we have now settled into this sort of like update where we're

195getting these regular updates beyond what the data sets and you know and the progress that's being made it's that we are looking at this data on a regular basis and we're making important decisions and I think and I I'm so happy about that because it just shows where we're moving as a district and yes this data is internal data and I'm very hopeful that it optimistic a very optimistic that that yes I know you waiting for me to say that that this translate into the Casp scores an increase um but that's just time will tell so but I'm I'm just very thankful for this data and what you guys have done um because I feel like you know back in the day it was it was rough so thank you um my initial thoughts when

196I first uploaded this PowerPoint slide is congratulations to the students who've worked so hard over the throughout this year I mean you can see the Improvement and also to the teachers and and tosas and classified staff and everybody that's really working towards making sure our students are um growing and um and improving as much as possible um so I think that this is wonderful and when we go to our school site visits and we see this in action in the classroom it really it like ties the whole thing together right you see the data but then when you go to a classroom and you see that students are in small groups really focused on um whatever it is path or you know math or whatever whatever the whatever we're walking into um it's it's really

197nice to see it obviously data is important but seeing it in action is definitely makes it like the full picture here so just congratulations to everybody and thank you for the hard work that everybody's doing because this um it's amazing yeah can I chime in on something only because you you contextualize it to classrooms and to staff about three weeks ago I went to Baywood Elementary School I was just dropping by I walked into the principal's office and she's there with Peter lamada and Robin level to uh of our many but two very talented mastosis and they were going through a data analysis rubric process where our map tells us got together and said okay if we're going to Corral these principal people and have 30 minutes with them what do we need to talk

198to them about relative to this data but not in the big picture like very small only at Baywood picture so we're looking at this data together and we have a concern about fifth grade we're seeing some big gaps in how the fifth grade data looked at Baylor so we're having this conversation all around the table and I said here what what comes to your mind first he said I really want to see the test questions they really want to see some samples of student work in our system what David's referring to us this math performance test data it's on your power on your presentation it says math parentheses PT these are not multiple choice bubble here available though these are what we're doing is extremely high level it is in most districts would have not

199even tried to assess kids in this way and this one instance and again system one so we look at the assessment for those of you that have nightmares about fractions not you house and obviously but for those of you that do like me it's showing kids a recipe on how to make bread and it's saying if you have to make this recipe for 10 people how would you do it right now you're like oh I got that one the second question is if you if you thought you were going to make it for 10 people only nine and a half pounds of the flour was available how would you change everything so now you're like doing a version of the original calculus but actually it didn't have all those people showed up only a third

200of those people showed up so now you're doing two conversions in the same question this is a nine-year-old is doing a 10 year old is doing this so we look at let's say it just changed it just a little bit what does that look like and we started to pull the student samples and see their pink and how they arrive at the you can think about it as a mistake but what I pull from this is our assessments are not to judge and compare kids they're to think about how kids are learning and that is what is exciting to me how this will translate onto the the cast well I hope you folks give your kids something to eat and they didn't get in the fight with their brother and they weren't crying the night

201before and they didn't get their uh cab canceled the day before and right like let's acknowledge also that when they take that state test it's a highly variable to each kid and what they're going through but we want it to overall reflect what we're seeing in our classrooms and I think the data is going to be related but not predicted always related in some way because we're seeing it in our questions I've been doing some of these School visits I'm trying to catch up on the way the ones that I missed earlier in the year and um it's really interesting to see like to to superintendent I chose a point about teaching kids how to think about certain Concepts I've seen fractions being covered been you know multiple grades and so there is it's not

202just that one point that the kids are getting this this lesson they're they're really you know working on it from a variety of different angles and I think that that's really important in building that not Foundation yeah thank you guys so much for sharing um you know for our facilities conversation earlier like we spend a lot more time as a board digging into these pieces which I think is you know really important and something that we should be doing and so I appreciate it um and yeah it's great to continue to get like snapshots in time in terms of how our students are doing um you know I also think we all we all know and have acknowledged that you know that shifting to data driven instruction conversation like it's a lot right it's hard

203and it's the right thing for our kids it's the right thing for our districts um and so the thing like I continue to be left with in these conversations is just what are the creative ways we can think about um in terms of continuing to provide additional support additional collaboration additional opportunities to you know for our teachers and staff to like get together and look at student data and plan together like as you were talking a little bit about some of the challenges with CERN and the spoken sequence and you know I just think about like how important that time is and it's not enough for it to be like I don't even know how much that happens right now but whatever it is I'm sure it's not enough um and so I I'm really

204interested in thinking about like how we prioritize that and whether it's yeah what are the Creative Solutions around that um and so I I'm yeah really really hoping that's something that's like all right all of your Radars and that there's some like work and conversation happening around that because it's really important um so yeah I think that's just like the piece that I'm left with and just you know a lot of gratitude to like everyone at every level of the system um for um just like engaging in this work um and taking a deep look at what's working and what isn't and shifting and adjusting and shifting and adjusting again and sometimes sometimes the data is not what we want it to be even though we feel like we worked really hard and you know

205sometimes we see like a lot of progress that we should be proud about yeah so so thank you all right moving on to Student Services thank you I think Joe you're going to put out this slide for us please thank you so good evening we're trustees and superintendent of choa okay tonight the student services team which includes Dr Margaret Heredia Dr Ryan Haven and myself we will be sharing with you an update on student discipline and safety next slide please thank you so tonight data as we've talked about is really important we're going to share some data um from the California healthy kids survey the formation of the district safety and climate survey for our middle school students updates on threat assessments supports toupee mtss Anonymous alerts and our updated camera system next slide so

206the California healthy kids surveyor chicks as you think you've heard of the call is produced by the California Department of Ed and was administered this February to our third through eighth graders as well as to parents and teachers it is a man it is mandatory that we get this survey to our fifth and seventh graders but we widen the scope to get more data to our students or from our students beginning last year to students grades three through eight students in grades three through six need parent permission and seventh and 8th graders parents need to inform us that they do not want their students to take or participate in the survey it's Anonymous survey it focuses on five important areas student connectedness School Clinic culture school safety physical and mental well-being and social emotional learning

207and student supports including resilience we also administered two supplemental modules for third through eighth grade that was a social emotional health module and for fifth through eighth graders a tobacco youth prevention module middle school and Elementary reports are linked into this presentation for anyone I'd like to see the results as you know the data is very rich and full and robust it does help us guide the work we use with our staff and our teachers and our students including our school counselors social workers to support your toasters and now we'll have some more mental health clinicians on the way so that's awesome and that helps us to develop these goals further each site has been given their reports this week so admin teams have them and they're going to work with their Community to develop

208look at the data to segregate it and create you know areas of growth and determine goals that they need to to work on at their site as I said it's a very large report I was reading through it today actually and I wanted to just share a question that was asked by the survey and the third through fifth graders were asked the question do you feel good and happy so again the question is do you feel good and happy which someone who is a counselor feels that's really important 81 of our third graders on the survey said yes most of the time or all the time 79 of our fourth graders reported that same most of the time yes they do or all the time and then 75 of our fifth graders reported that they

209feel good enough as you can see there's a slight dip as the kids got older which was curious to you question I looked at that I could find that compared up to looking at do you feel good and happy for a middle school survey was the question I usually expect to have a good day which we want everyone to have a good day 58 of our sixth graders said very much true or pretty much true 54 of seventh graders and 46 of eighth graders it's really quite into crime um and very something we want to look at and think about but I just wanted to highlight that that this survey this is just one small little piece and this part comes from the social emotional mental health component of the chick survey but it's a

210it's a really excellent tool and we're going to go further with that we're looking at what we want to do for our young people so next slide please Dr Reagan thank you assistant superintendent Hills uh good evening superintendent Ochoa president Watkins trustee Chen trustee Brooks trustee Proctor trust each friend welcome um and our community I'm uh Dr Margarita I'm your director of student services so this was another survey that we did and again we were waiting um timing it's never exactly known when we're going to get the healthy kids survey and we wanted to have a secondary uh survey so this survey was um our I'm going to walk you through some of the highlights of our student safety uh and climate survey we did administer this with the focus of middle school and all

211we had 2 204 respondents of our middle school students and we have 3275 students so a takeaway for us was how safe do you feel at school uh very safe and safe 50 of our students share that um we really looked at that 5.5 percent of students who feel unsafe so that's something that obviously we're we're looking at and we're going to continue to look at next slide please uh here's another one when we're looking at as far as our Focus uh with counselors and we did a guaranteed Services as we've uh presented in the past and one big takeaway was that 73 of our respondents they strongly agree and agree that they know who their counselor is and they know how to connect with their counselor so that was really um great feedback to

212get and then as you know we launched the under pouches and so um take a moment to look at that I'm good yeah so if you're giggling and you know are we surprised I so again some of our students we have about 70 of them strongly disagree um and disagree with regard to Yonder pouch where we have a smaller percentage about um 12 of students who strongly agree agree to the using them next year so uh just just for us to know next slide another uh just for our Focus we've really been looking at how do we work with students to solve complex and so again the data supports the practice of using restorative practices and I'll just give you a moment to to look at the slides but basically we have around 43 of

213students who are telling us that it would be helpful and someone helpful um to resolve conflicts between one another you know having adult staff help them and then um talking about restorative circles again just the importance of us continuing to train and teach our students in that practice next slide Anonymous alerts is another new initiative that we've done this year and we've been really working to um create it as an additional tool right it's it's a tool that if students don't feel that they're safe that they can use and so we see here it's still an opportunity for us to continue to develop having students know that it is a tool uh because we do have about 41.7 percent of students who felt uh that they still don't really know how to use it so

214that's a great opportunity for us to come back and do some more teaching and then um believe on more lessons on how to be kind kindness is free so teaching students and doing more of that we're going to continue to do that and I think that the data does support that there's more capacity for us there next slide I hope I'm not going too fast the uh okay Vapes what so this was actually um I'm looking at the first uh you know pie graph and it's like about 55 of students responded that they don't know you know they don't know someone who Vapes on campus I was actually surprised because I thought it would be you know that they actually don't know someone so that's good and then we still have you know work to

215do on the other side where we have students about 29.8 who are sharing they they do and they strongly agree uh when we go to the use of um drugs such as marijuana on campus um again we have 74 percent of students who strongly disagree or or disagree that they don't know someone so this is this is positive um where about 16 say they do are strongly agree next slide here's a little bit more of a breakdown um how safe do you feel at school and I'll just give you a moment to to look at that and if you look at all of our students we have about 50 of them who feel very safe are safe at school and then um somewhat say 41 and then unsafe 5.5 but if we break down into

216our demographics and we look at black and our probably Polynesian Pacific Islanders you can see there's those are two subgroups that don't really mirror that General one and um our black students feel very unsafe at a higher percentage and that's an area for us to really look again at how we can address that um and continue to work on that and very unsafe so we have about 19.4 percent for our black students not feeling safe and what's interesting with our Polynesian Pacific Islanders they had the highest percentage of very safe and safe uh 57.6 so I thought that that was also interesting um next slide please thank you okay I believe more opportunities to build trust with other students I think this is um again there's Opera there's work for us and I'm I'm happy

217to see that we're making progress in this we have students 51 overall who feel that there's more opportunity and this is really uh great and that's pretty consistent with the subgroups um with the exception of our black students who feel that they're perhaps there's less uh belief or confidence in that next slide uh restorative practices I would again this is work that we're committed to and we're investing as a district to continue to develop restorative practices and this confirms that there is a need students we need to kind of demystify it and make it more user like student-friendly language next slide uh this is a question that we've tackled in the past um and so if you take a moment and look at about 61 and this is all students um do not feel at

218all or only when necessary that police should be on campus regularly and I think when we break it down with our subgroups it's important to look at there's two that stand out with more concern about having police on campus and that would be our black and our Polynesian Pacific Islander subgroups the other groups generally reflect the all Student Response next slide this is the elementary just kind of a five-year span on the assertive discipline and you can see that that has um in 2019 it went up and it went down covet and it's gone up a little bit and now it's gone down again and we do have it broken down by Latino Latina latinx black African-American Asian and white next slide and this is a similar but middle school focus and we can see

219some covet is consistent and then um data starts to go down again next slide okay so that was um again just by ethnicity okay and that also reflects you know the district population as well with the numbers next slide okay interventions um if we can move to the next slide so here's a little just a breakdown of the interventions and so we have this was part of the guaranteed Services is that we would start to document a lot of our interventions very intentionally and so we did have 3484 and it looks like uh until March 10th and so it just kind of breaks it down by what sort of an interventions are captured uh social emotional 633 so that's one for us to think about right on and how our counselors and our mental health

220clinicians and social workers are working and then behavioral attendance academic and then discipline interventions as well next slide um this kind of mirrors the last slide when you look at the social emotional where we have a lot of interventions but it's also the threat assessment and we talked about this at the our last study session which is that there's a trend in the county and actually it's not just the county it's you know all over uh the world but we'll stick with California in our County and so you can look at the the numbers with level two threat assessments and we're at 35 and this was as of March 1st um that number and I can tell you that it's going to be higher and then our district we're at four level two um as

221of March 1st next slide uh this has led us to our commitment to really focus on training so that folks know how to respond to a threat assessment when do they need to do it who should be at the table so that we're really capturing students and and providing those wraparound services but that we're also providing guidance and it's not an isolation that a counselor or principal have to make this that decision so we have committed and we've increased our training to about 94 so we've been like really serious about training folks and and empowering them with how to support our students next slide additional supports that we've put in place um Yours Truly I've been at sites um at least 25 hours a week um doing um direct support building uh teams and Leadership

222strategies and helping walk principals and teams through uh situations live and so that's been really that's been a change I think a big standout for us too is our implicit bias training we've been really committed to it and we've handed off to a soft handoff to all principals and admin teams and they're leading that and it's really to address some of the demographic data that we have right is to talk about what how do we see our students and their stories I'm going to hand off now to Dr Ryan Haven mtss principle and special assignment thank you to my colleagues assistant superintendent Hills and Dr Margaret Heredia good evening superintendent Ochoa is team board my name is Dr Ryan Haven principal on special assignment for mtss and it is my pleasure to finish up the

223last part of this presentation uh in response to all of the data that you see and that we receive on an ongoing basis we at student services help set up effective systems and practices for staff at every school and provide the necessary training coaching and consultation so that every staff member not only has high self-efficacy to respond to behavior incidents effectively but also the knowledge to prevent them from happening at the first place number one our student services team helps each site's leadership team develop their own site-specific mtss pyramids which detail the Key Programs practices and interventions we provide leadership support including professional learning and coaching for principals Wellness teams counselors APS and ptosis tier one which assistant superintendent um uh David chambliss spoke about which is the bottom green of the pyramid includes student

224services that reach and meet the needs of the vast majority or 80 percent of the school and includes guaranteed counselor services such as our second step lessons for social emotional learning bilingual supports ELD supports positive behavior intervention supports restorative practices as Dr eredia mentioned and attendant supports in terms of mtss tier 2 the next Tierra we at smfcsd provide clear protocols for ssts 504s Progressive discipline as well as the attendance sart and SAR process we also coordinate after school interventions including supervision of community services Specialists expansion of after school intervention intercession camps one that's about to happen next week summer school and preschool enrollment in addition we provide case management support and with meaningful conflicts consultation for high-level discipline cases 504s ssts or cases around mental health or attendance and for the highest level of

225supports or tier three despe depending on the specific case we collaborate with special education social workers or even the police department for cases that might involve threat assessments when all staff on each site knows what program exists at each tier and have been trained on how to execute each strategy what you see is not only a more positive School culture and fewer Behavior incidents but as well you'll see an increase in overall academic achievement next slide please no pay one example of a tier two intervention is our tobacco use prevention education program led by galit Khan and Julie nakano teachers on special assignment we've successfully utilized this Innovative curriculum to educate students struggling with tobacco use we've served 42 students this year next slide please and you can see that the percentages that toupee has

226been meeting next slide please in terms of professional development in student service we're focused on providing high quality training for all of our staff to create safe and welcoming schools this spring as you can see we're beginning our spring professional development series for Elementary staff with the human rights campaign's welcoming schools and it's the most comprehensive biospace bullying prevention program in the nation to provide lgbtq and gender inclusive professional development training lesson plans book lists and resources we're providing also as you can see training on drug prevention education responsive classroom as well as Equitable education for all Learners this summer next slide please for our Middle School offerings we're providing many of the same professional development opportunities as well as a series on belonging classroom and academic discourse where we'll use design thinking to better

227guide our Middle School teachers around the new block schedules next slide please as um director Heredia mentioned we have Anonymous alerts which we've launched this year which is an anti-bullying and safety app reporting system that helps combat bullying and other negative activity in schools by empowering students to speak up and as you can see we've had a hundred Anonymous alert reports made just this year next slide please additionally to bolster security we've installed many additional cameras at all of our middle schools and a number at our elementary schools and I talked to um director Mark Herrera who went through the whole process instead of really sophisticated and um top-notch process that it doesn't take away students privacy but it really keeps our our campuses safe next slide please furthermore we've made a concerted effort to

228empower staff and families by making our website a One-Stop Hub of resources and useful information that includes access for parents and students to report bullying Wellness Resources and contact information for a student's counselor next slide please and that concludes our presentation thank you very much questions okay thank you guys so much opening it up to the board for clarifying questions um I know this but the data towards the beginning of the presentation um some of these pie slices are not there's no like label for them so I just want to ensure that you know for example on flight yeah I just want to make sure that we're you know appropriately and accurately um capturing the data because I I think you know it's not adding up to 100 if you just add up the numbers

229on the outside so yeah thank you my question uh I know that you mentioned a couple questions that you mentioned this was Anonymous and I'm wondering um how do we follow up with the students that have considered suicide and the students that feel unsafe on campus um tricks to California kids survey will notify us of that survey information all right and then um hold on um oh um okay now I remember so this data um it's all you know Middle School in total are we seeing any outliers in any one middle school or other you know how does it look when you break it down by Middle School [Music] uh with the California the kids or those it's just in general like all of these questions and is there any schools um do they all

230fall in line with for the most part they do um I have a question about teaching social and emotional learning my experience you know previously some of the counselors who were on campus were responsible for it I understand that now like to be wrong but that the teachers at least at the elementary school level are are tasked with it um is that accurate can you tell me more about who provides the SEL for um who yeah who provides that material and I'll have Dr Ray you make comment as well because she's more eligible than that I I will happily jump in yeah so our second step curriculum is actually at the elementary teachers are doing um doing it with support So in partnership with our counselors and at the middle school it's happening in the

231classrooms through advisory and then um counselors come in as they need for certain sections of it so there's certain lessons that counselors make push in to a classroom but the advisory teachers are leading that uh okay so are the are the elements at the elementary school level then um are they are the teachers receiving separate SEL training or is are the counselors providing the training to the teachers how does that so the Second Step curriculum is very um there's been training for the teachers and there's um training for the teams so we've been expanding training for both groups and in some um elementary schools you have a partnership that is you may have more of a push-in model right but that there's been training for the teachers in elementary and at the middle school as

232well thank you you mentioned uh parent permission for uh third through six I believe uh do we know what the opt-out rate was I don't have it in front of me no problem I'm just wondering yeah Middle School it's sixth graders need permission seven days parents say no it was most clinical kids did the survey even the sixth graders Elementary it's really very by sight to be honest with you it's something I know that our team is going to look at and try to figure out why that is um sometimes it might be dependent upon principles imported the teachers but it varies from schools well that really does vary great thank you and I know that there was a parent portion of the the California healthy kids survey too sure did we we just don't

233um do we not have the results for that too or is that not uh yeah we do have the results okay that's fine thank you any other important clarified questions from I had another one um I had a question on the slide about restorative practices and wondering um do you think that the answers were it's strongly disagree and disagree the question was I know what restorative practice are do you think it's that they don't know that term or we're not doing it I think it's better okay well I think if you had asked us a month ago we would have said oh 90 of it says yeah but that's the value of a sort of asking these teenagers well you know and they they're telling us they don't know what it is so that's really

234making us say you know let's not get too excited here and ignore our students are telling us I need to know more about this and and to connect it to the response about kids feeling that having better relationships with each other will make them feel more safe the percentage of black students who don't believe that having stronger relationship with their peers will have a positive impact on their experience at school we have to cross we have to address that and that's what I think is is so powerful about um asking these questions and reflecting on it in the way that we do um because it's going to push our thinking and um you know we have we're Limited in terms of How Deeply we can go into this but I want to remind the school

235board that we have um very deep conversations about student discipline and campus climate during our special study sessions where we go multiple hours in and you know this was our first year holding these meetings and I want maybe at a future meeting for the board to help orchestrate what next year's team study sessions can look on to find that right balance between learning from what we did this year and taking our work to the next level producers um a survey about safety is it there's parents there are students in there teach your student grades three through okay so did you get a part of the chicks California yeah it's part of the healthy kids survey and I just wanted to say I can just tell you I've been uh living Middle School life you know

236being at uh traveling through all the sites and it's interesting because I've had to help support some of the students with some conflicts and I do think that the language just um they might see a restorative Circle but making sure that they understand that language because it's like well oh we're working this out we're talking it out they don't necessarily think of it as this is a restorative Circle formality you know the the lingo piece is also um something that I see that they don't equate that they just think we're we're going to work this out so I think that formality of the language so they know what it is is also a need thank you um I mean I would definitely be interested in seeing if we you know if we can um you

237know I want to hear about how the staff is feeling about it and repair it data as well if we can have some kind of sent this um you know synthesis of that that would be helpful other board questions okay speeda believes that safe schools make successful students and we appreciate the time that it takes to collect and complete all that data from the healthy kids survey it definitely provides an interesting picture of how our students are experiencing school and the information on slide nine-ish whatever is especially interesting because it shows that 49 of our middle school students feel safe are very safe but 46 or a little bit more because there's does it add up of 200 only feel somewhat safe or unsafe I would encourage the district also to reach out to staff

238and provide to provide a picture of what many of our teachers and staff are experiencing each day the school this school years could be the president uh members throughout the district have expressed concerns about safety at their school sites these concerns come from middle schools and elementary schools Title One non-title One schools more than half of our governing council site reps who answered a poll about their sites top three concerns listed safety as one of those main concerns students and teachers on any given day witness things such as constant yelling out talking out verbal Defiance middle school students aimlessly Walking The Halls during instruction time destruction of school property students throwing things such as pencils books chairs other at other students physical contact kicking hitting fighting Etc when these students when these behaviors happen teachers

239sometimes get some support but often there's no follow-up next steps communication what steps were even taken so there's the appearance that nothing has happened communication follow through it's definitely the key then there are the times when people ask for help and no help comes students are sent back immediately to class or when people will reach out for help for these extreme behaviors they feel that nothing happens or it appears that nothing happens it starts to normalize the behavior for people who are witnessing these behaviors often that's when people feel unsafe Smita believes that state safe schools make successful students and when our students and teachers feel unsafe we're putting the success of our students at risk thank you Joe we can open up public comments yes thank you president Watkins um uh or to our

240attendees if you would like to speak please raise hand feature on the zoom meeting platform now attendees that have called in can dial Star 9 to raise their hand speakers will have three uh excuse me three minutes to give their remarks I see one speaker at the moment Rebecca Scott in one moment foreign I'll call on Stacy afterwards um Rebecca please go ahead let me unmute myself can you hear me now yes okay I like that commercial all right um so my name is Rebecca and I'm a teacher at Abbott Middle School and I just wanted to um confirm what our Earth media president just shared um we also believe that safe schools make successful students um safe schools also make teachers feel safe and respected and make them want to return uh and come

241back and teach the next year uh this year we've had a lot of incidents to our school that have led us to feel that our school is very unsafe students report uh regular bullying that goes unchecked um I had a student report that he saw students slammed against Locker every day at lockers in the hallways every day at lunch groups of students drove the hallways unchecked cooking slapping hitting fights are going on kids are getting jumped at the school on the bus we've had several fires um students are roaming the hallway when they should be in class and ducking into other teachers classrooms and essentially occupying and refusing to leave um referrals are lost by the office or they're not entered into Aries and we really don't hear back so we don't know what happens

242to them once they get sent up um students are sent to the office for a variety of Behavioral concerns and then sent right back to class without anything done um I could go on but just that hopefully gives you an idea of what we're dealing with at our school at Abbott um it really just it feels very very unsafe and I think that the board would be wise to consider putting a system in place not the behavior Matrix because it's not working but putting a system in place where students are actually held accountable for being behaving in a safe respectful responsible way so that teachers will want to stay we shouldn't have to have a statement to stay we should want to stay because we love to teach we love our schools we love our

243kids and we're able to actually teach and be safe so yes uh safe schools equal Student Success safe schools equal safe teachers who are successful at teaching students and helping them to grow in a healthy way thank you yeah thank you next speaker is Stacy hi uh I am hi I'm also a teacher at a 801 school and and I agree with our samita president um being that we hold meetings monthly to talk to our staff about um you know any thing that's going positive and any concerns that we have and it's always concerning um hearing but also seeing as a teacher um what is going on and I feel like not just our school especially talking to other teachers within our district it seems to be across many schools that their behaviors that are

244very concerning um hitting and kicking of other students and teachers scratch and scratching and students roaming hallways even at very young ages and like going in and out of different classrooms because you know our principals are working with the limited resources they have um and you know I know it's hard to find staffing right now but it just seems like there's a short amount of people there to support these extreme behaviors that seem to have um grown we've I feel like we've always seen them but they've grown more since the pandemic and it's just a reality and so you know sometimes it's not even you know one or two in a classroom anymore it can be multiple multiple students and it can be very overwhelming and really almost impossible to teach and so I worry

245about the trauma that's being inflicted on other students see this and this has become now the norm um and it again I feel like it's not just our school especially when I sit in you know our Smita board meeting or Smita meetings and you hear other schools it's the first thing that comes up a lot of times and I see it on my own school I see teachers that are veteran teachers that have been doing it for a long time I myself am in a bedroom teacher I think I've been teaching like 18 years and it is nothing like I've ever seen before and we need support and the truth is too we talk about these tears and we all want to believe in the system but it's very hard to move kids from one

246tier to the other because we're constantly told okay we'll try this and we'll give it another 60 days try this and we'll give it another 60 days to the point where nothing ever really gets um solved and our goal is to help every kid do the best that they can and that's really what we want for them and we I feel like there needs to be more support and I really want the board to know that like we are in it with the district we are trying but we need you we need your help we're at a loss thank you thank you next speaker is Pierce please go ahead hi folks um peers again here from bowditch um I had something prepared to this effect but I'm I'm struggling uh to temper myself a little

247bit after that presentation um my emotional response to what I just heard was that elements of that were profane I found it deeply disturbing um I'm gonna temper myself back though um a lot of this I appreciate is there's there's a lot of layers here and there's politics and there's a bunch of other things and it's probably not useful for me to just yell out that the emperor has no clothes but I am deeply disturbed by this um hello my name is Pierce and I'm an eighth grade science and Marine Bio teacher about itch middle school and I also hope that safe schools make successful students furthermore I hold that over my last nine years of teaching in this District I've seen our schools becoming less safe this trend has accelerated significantly in the wake

248of distance learning as we deal with the mental health challenges of students the many policy shifts that have been enacted throughout the district and the ever increasing demands placed on teachers even as they have to work harder to maintain safe schools I personally know multiple teachers across sites whose sense of safety has continued to decrease to say nothing of the students there's also a sense that there are fewer and fewer ways to hold students accountable for unsafe Behavior I completely support the ship to multi-tiered systems of supports and the idea is that these shifts strive for however there is a lot and I mean a lot of work to do if we want to implement it successfully and we do not have the tools right now this sort of sort of shift will of course

249require more boots on the ground and I appreciate that the district has appointed toastas to help out on this front it is insufficient more work needs to be done and I have very little confidence in the outcomes of any solution that has arrived at without providing teachers meaningful opportunities to provide meaningful input the kind of input I'm envisioning is work it's deep work it is hard work and it is iterative work and more than anything else it is necessary a meaningful opportunity to truly engage in this means that the participants must either have things taken off their plate or they need to be compensated for taking on it on above and beyond the demands already made of them one way that I can think of well you know what forget about it I'll just ask

250a few quick questions uh that the board might consider asking what exactly qualifies as a behavior intervention what exactly qualifies as a discipline intervention or suspensions from the classroom included we are four uh fourth 35th of the cases of threat Assessments in the county does that scale proportionally with the number of students we serve are we over or under my only experience with Anonymous alerts was sitting in on meetings as a union rep where parents were using them to ask about grading policies for in a specific teacher's classroom and I am not convinced that they're always being used effectively can we provide greater guidance around these for our community members to make them more meaningful thank you next speaker is Leslie Lee please go ahead hi everybody my name is Leslie Lee I'm also a

251teacher teaching eighth grade at bowditch I also teach seventh grade home Arts um as well so my concern is also about student safety of course especially in my home arts class because of course they're stoves there's knives but also just walking around campus um and I just wanted to ask a few questions about potentially adding more boots on the ground not necessarily putting police on campus because I'm one of those people that did grow up with police on campus and it was never um never in the books for me but what if we just had crossing guards in addition to teacher Supervision in the mornings and in the afternoons as well as adding security guards or having a person stationed at the school that is there every day building relationships with students but just acting

252as Hall Monitor and as security there are halfway steps that can still be productive without turning to the police or getting law enforcement involved which a lot of people seem to jump to um and I'd also like to question how the district places students who have management behaviors and were moved from one District school to another hoping that a change of of environment would help reset the student but I would also just want to ask um what are the potential other plans in case putting kids from school a to school B also fail because that at times also put the students safety at risk to and I with that being said I'd like to yield my time back to the floor please thank you next speaker is Randy painter please go ahead hi good evening

253I would like to um first of all just really really thanks thank and appreciate all of the Smita folks that have spoken on this topic tonight for uh for showing up and for speaking um so uh eloquently and forcefully on this topic um and I really appreciate the student voice that was represented in the presentation and for the Smita the teacher voice that is is represented in um the comments tonight and I think and I really hope that the board is and the administration is paying attention that these teachers are the ones that are in the classroom and experiencing these complex systems and they're giving you data they're giving you feedback that hey you know what you tried some really bold policies you implemented some changes and up to now to this state it it's

254it's not quite working yet and I was and I am only on board with um with uh you know taking police out of the schools personally and um they're the the change the the plan changes have not been sufficient or have not been sufficiently implemented yet what I've not heard until I've spoken now is any parent voice um about what the implications of the school's safety have been in in families and I can't even speak to it from from my own experience my kids aren't impacted but when I was running for a board seat I heard about it this was the talk issue that I heard about from the community was about uh safety in our schools parents and the community are very concerned about this that I I can't recommend enough to really take

255into account that what is implemented to date is not working yet thank you uh president Watkins I don't see any other speakers great thank you so much um I feel like school safety is not one of these ones where you can look at a pie chart and say well most people feel safe and like we're doing good I think um every single person in their safety matters and so even if just one person doesn't feel safe or a handful of people don't feel safe um that's an issue and I think um clearly we're not there yet where we have saved campuses if there are students and there are teachers that don't feel safe um I work in an office I can't imagine going to work every day and not feeling safe like that is not

256a thing for me and so um we've we heard about safety back when covid was happening we're asking our teachers and and classified staff to be on campus and we're hearing it again in in a different way but um this is my menu safety is not a new concern so this is like we've been hearing it for a while um I I support what we're doing in terms of um the direction we're going in terms of discipline and um being more restorative focused but it's it seems like we need more we need more horse care we need more um resources and more support and to me that's not police on campus it's just more humans that hear about kids and that can that aren't dealing with 25 kids at the same time as dealing with

257a couple of kids that maybe um having some trouble or making um choices that are not the best choices so um about this I I um I thought about it a lot about just safety in terms of like if we're in this room and one of us said we didn't feel safe we would all do something about it right away and you know we would say let's like let's fix this so that you feel safe and so I think that we need to use that same approach for every single student that doesn't feel safe every single teacher that doesn't feel safe I think the parents concerns about their kids safety is important um I send my kids to school every day and hope they're safe and you know of course I'm a mom and so

258it worries me about um everywhere they go my everyone's about to go to Washington DC tomorrow and I'm worried about that but um it's we're not there yet and so I I hear what everybody's saying and I know that we um have more work to do um of course I'm very concerned about the students that um have also thought about suicide I'm um I'm concerned about the fact that they're that um students maybe don't know about Anonymous alerts don't know how to use it properly don't know that they that there are ways to reach out that like I know what middle school pressure is like when you when somebody's doing something to you and you you don't want to be the one that tells on them and you don't want to look like a kid

259that's um like the tattletail or whatever but um just making sure that students know that there are people that care about them there are ways to reach out I know um that our counselors are doing a making a huge effort and you know really everyone on campus but our counselors are people that are students that our kids can really rely on and go to and it's not the teacher that they see every day it's not the teacher that they maybe it's a class that they just don't like that subject so they they're you know maybe they think that you know they're not the teacher doesn't care about them but maybe that's not the case but it's another adult and so we need I think we just need more people that kids know this person cares

260about me and if you look at the data and you look at the actual survey results there's a lot of kids that say there aren't adults that care about me on campus and I know that's not the truth that's not that's not true but that's how they feel and so I think to me we've got a lot of work to do um I'm here for it and I know that it's hard and however we can be supportive in this um while still sticking to our values and sticking to um what we believe is best for kids we just need to you know get there together and it's hard and I appreciate everything that everybody is doing still so hard there's hard days um there's a lot to unpack there I mean this is this topic

261that we could spend a whole meeting on the whole study session I think we actually have probably spent a study session on this there's a lot of data here um I think there's a lot of information well okay first let me start and say what I loved about began the presentation was about the happiness and the happiness server because I do believe that you know asking that question to our students you know it's not like what's the return Have You do you know what a restorative circle is or something like that you know do you know what whatever XYZ is it's sort of like are you fundamentally happy you know or are you going to be happy today I think that's that's really interesting and to hear how it declines as the kids get older

262in some ways or at least all their grades per level uh elementary and middle I think that's that's very interesting um and I'm literally pleased that we're surveying uh that question so I like how we started that um the the combination what I find interesting in terms of the everything that's presented is the chick survey of the California healthy kids survey um I know there's a ton of other questions that that we're not saying right and um one is about suicide um some other ones you know whether parent data or the staff data I think that that's all really important I'd love to sort of see additional data so I recognize that we're seeing data that's specific to sort of student safety and you talked about social emotional um questions so um in that mindset

263and what is presented to us I mean I do have some concerns one thing I'll just say you know Dr Hedy I heard us about I heard this laughing and it was about the questions about the Yonder pouches and um I'll just say that you know for my son we waited we're trying to wait till eighth grade but circumstances happen and he got a phone last week and so this Monday was the first time he used the under pouch and I didn't see him Monday and Tuesday I asked him had less than second day asked him how was it going he says oh we should never use these you know it's sort of like we don't like these and everything else of that it's like after two days right but of course he doesn't hear

264all the stuff that we hear or don't hear anymore which is there aren't those Tick Tock challenges of students vandalizing you know our property or getting into fights because they want the likes and everything else because things are videoed now I'm sure that maybe that's some of that stuff still happens because someone might bring you know burner phone or something else but um I do think that there's there's merits to that and so um just to be clear for the public I think that the board was sort of laughing when this topic came out and not about everything else um with that note I still support you on the couches um so I'll say that it is it's it's a tough topic I I am fully supportive of what we've done and what we continue

265to do and I've said before that you know it feels at the moment that um are outbreaks of defiance and maybe concern safety concerns rotate from middle school to Middle School to middle school and I'm waiting for everything that we've put into place to sort of break that cycle in some ways and I know that obviously last year at the end of the year it was Burrell the beginning of the year as addict I know about it should return as well and I feel like we're doing stuff we definitely go in I know when stuff happens we are all there I know superintendo cello when stuff happens I mean district office is there on sites I think it's great and I know we're doing additional supports additional counselors would do would just you know authorize

266for additional Mental Health Counselors uh we have our community services Specialists we have a whole bunch more stuff than we ever had before um so I I I'm happy that we are doing all that uh but it is concerning to hear our our teachers feel unsafe and so I I feel like you know we do need to do more um and we need to reach out and we need to support our teachers because they're the ones there that they're the main ones on the ground um they're the ones who are interacting with our students every single day um they're the ones that the individual ones who are in the classrooms and if something happens yeah it's it's they're the only ones so I do feel like you know um whether it's sort of we need

267more time to let it settle out we need Maybe not kicking the can down the road but you think about how covet happened and how some markets are still in distance snoring when they came to Middle School I don't think that's the answer or it's related or for me to throw more support at it I don't know exactly what it is but I definitely want to make sure that our our people are supported um and if they don't feel like it then then they should do something and to be honest it's sort of um one of the public commenters talked about you know the four out of five in terms of their level two and four out of 35 in San Antonio County and I actually think you know even though it shows 2021 is

268zero but that was covered in red distant learning um the fact that we are only four out of I actually think that's a positive thing considering with the largest school district in the county um but still having one or two or four you know still somewhat concerning right so how do we solve that I am supportive of everything that we're doing in the district and everything that that is happening I am just concerned about you know from the staff level and then also from the community level the parents I I think some of the stuff from the parents is still you know from covid in some ways but um that might have been the maybe excuse me last year and maybe the beginning of this year but I feel like um I'll turn around and

269we don't see the data that is that it's really happening and really positive then maybe we need to Pivot a little bit more and do something else so um I do want to follow with what trustee Proctor said and thank everybody I know that it's hard I know that we're doing stuff um it is tough when as a district of our size when there's just one incident from one student or one one incident in some ways that could cause quite a stir and so um I know that we're working really hard and I do want to appreciate everybody's hard work and if there's more than what we can do um I'm hoping that we can do more thank you report comments I would be interested to know I mean maybe this is a question or

270maybe we can Circle back to the uh you know can I come back to this but um I would be curious to know how what is the process for um assessing what is needed at each site in terms of stopping you know ptosis that sort of thing maybe superintendent Ocho I think walk us through that a little bit certainly we put together a staffing plan for each of our schools middle schools are unique in that take for instance we serve middle school students at North Shoreview Montessori but the numbers are pretty small so that Middle School staff is available very different Bayside academies and other where we have several hundred Elementary School Kids on Campus and the total number of middle school students at Bayside is in the 500 range so that's different than 925

271kids at bowditch so for that reason it can feel a little bit like almost on a case-by-case basis and I think we wanted to um we didn't discuss it tonight and um again I want to sort of listen and remember that this is a an update to the board this is not a board study session so um Administration is going to be shaping a presentation and leaving things out because of our time constraints but at the board's direction we can schedule and this trustee chin I believe it was pointed out we held a meeting to discuss this very topic recently but what we want to do during this time is we want to really spark a conversation by our community of by report because the very basis of giving an update to the Board of

272Trustees is to engage in the work of thinking about where we want to be so our our middle schools for next year's you approved this evening positions for teachers on special assignment for restorative practices in addition to that new approved through the parcel tax language or additional mental health clinician positions that are not necessarily going to be all the time at the middle school but they're going to spend a significant amount of time at middle schools those two positions partner with the tocifer student support that exists at every school and partner with the significantly increased counseling staff at all of our middle schools over prior years before the pandemic in addition to multiple middle schools additional administrative staff and at multiple middle schools additional social work yspa mentorship staff it's a good example the plan

273for next year will be to have eight individuals who work in a support position either counselors social workers doses or administrators for a school with 725 kids and I want to tell you that that is unprecedented and it's still our best thinking going into next year this year that number is six and we believed that we would make a lot of Headway and we were disappointed that we didn't make as much but our work our analysis is ongoing and it really sort of lines up with that thinking of how do I stay in the moment of managing and supporting what's happening today but also keep enough of a of a view down the line um that we get some of these issues headed off before they get worse I thank you for the presentation I

274feel like I want to go in like so many different directions right now um one thing that I keep just sitting with as we're having like as we continue to have these conversations around student safety is like we cannot have this conversation outside of the context of like the past three years right like there's like a collective trauma and that goes for like everyone um our students our teachers and staff right like everyone's threshold is like significantly decreased right like I remember being a middle school teacher in East Harlem and like not feeling safe and dealing with a lot but I also didn't live through a pandemic right and there so I just I I like can't actually imagine um what everyone's experience you know is being in the classroom now our students right it's

275a lot and being the middle like when I think about like the conversations or having about middle schoolers and the challenges that are having and I think about my own experiences like when I when I like went into education I was like there is no way I'm teaching Middle School because I remember what middle school was like for me and it was traumatic you know um so I just think like when I think about the context in which we're having this conversation I just think it's important because I don't know it's it's not just like your average year or your average time right there's just so much going on um and I think you know the other thing I think a lot about is like if these were like easy problems to solve like if

276it was just like we would live in a very different world right so I think there's like this balance of like what are the things we do now to address the challenges now what is like the long game and how do we set that up and like how do those things like intersect with one another in a way that like supports all of our stakeholders I'll say like one of the things that I feel like is slightly missing from the conversation is like we have a lot of survey data from students that we haven't really been talking about and like our comments which I think is really important right like we have a lot of stakeholders that are impacted by safety our students being like a really important part of that and how they do

277or don't feel safe of course our teachers and staff and families and you know other stakeholders that are impacted um but I just like I think about some of the like I know I've been asking for disaggregated data for a long time around who feel safe and who doesn't because I knew that it would look like this right like I knew that there are certain groups of students that would not like that would that would be different from the average um and that's like something we need to talk about right like that's real and so what is it like to be a student that walks into the school every day that [Music] um uh feels significantly less safe than the rest of the students that are in your class and what is it like to

278be like if we look at our disaggregated educator data I would bet we would see the same thing right what does it feel like to be like a black Pacific Islander like teacher in our district and how do you feel safe or not safe right so like um there's just so much here and it's not there isn't like a silver bullet right like we're doing the hard work we're having the conversations there's a ton more that we could do I think we all acknowledge that um and I know that there's been like updates around professional development I know that you know there's a lot of additional support that's pouring in um I think maybe somebody made a comment about um like I think for me as we think about what happens next like what it

279sounds like like what it sounds like is needed is for there to be like more conversation around this topic whether that's at the site level whether that's do we have a committee on this that's not another committee but um I don't I don't know it just sounds like there's a need for like a variety of different stakeholders at the channel site level I'm not sure to like have this conversation right like let's look at this data in the same way that we're looking at like reading data and other data and like talk about what safety means and talk about what that means we need to do and what are the supports in place and are they working and what's not working about them um yeah so I I don't I just feel like in the

280same way that like we're seeing like incremental progress in like certain areas of student data I feel like we're seeing incremental progress potentially or maybe lack of maybe it feels like lack of progress which is again I think exacerbated by the reality of what's happening in our country and World um I don't know just it's a lot so I agree I think everyone deserves to feel safe um with the caveat that I think what that means is different for everyone and like really significantly changes based on like your identity and I think like that's a really hard conversation to have as well um so yes superintendo chill one you you do a good job at talking about the topic and reminding us to think about where a person is situated and how they you know

281arrive at looking at this at this data and what it means to them and pointing out if you're a black educator of Polynesian if it's a founder or latinx um also excluding your child from school as a punishment might make others feel safe and we know that historically that has impacted black and latinx students and Asian Pacific Islanders or Pacific Islander Polynesian students more significantly in this District than that is a very important thing to continue to talk about when we have these very thorough um deep engagements with each other and I also think we want to to establish some great next steps for our elementary schools because those elementary schools really are different places but also bring that engagement in from our elementary school Educators but and also in middle schools give time and

282space for that group to really talk through this um and I think we're going to find some really good ideas that can as you pointed out trustee Proctor aligned with our values and how we want to see kids and how we want to work yeah just like one final Point as a build off to that is I think like this conversation can't have happen absent like talking about bias and talking about um again just like the Nuance of safety right because when people talk about feeling unsafe like that's loaded and what does that mean and who do you feel unsafe you know um and that applies to like our schools and our classrooms too like we all hold bias um and unless we're like having those real conversations like yeah so I just I think

283there's you know I agree there's still work to do I think it's important to support like our students or teachers and staff in this process and so I think it starts by like having these conversations by looking at these these this data by hearing from our kids by hearing from our teachers and staff and um it's a it's a it's a process handle Board of Commerce this is not this is just information so we're going to move on to our final agenda item Diego you're gonna keep it short and sweet right Communications updates hit us with your high level overview Texas you think this is bad people used to be waiting on Zuma until 1 30 in the morning to give us visiting and Patrick wasn't it because yeah and then they'd be like all

284right Diego we're ready for you can you guys hear me yeah perfect go ahead and start sharing my screen and let's get started so good evening Board of Trustees superintendent Ochoa and members of the public my name is Diego Perez and I am the coordinator of communications for the San Mateo Foster City School District so since our last update the communications department has been working to drive the Strategic plan forward through accessible and digestible communication to our stakeholders and families um in this year's communication campaigns we have strategized to highlight and emphasize the three goals of achievement equity and social emotional wellness and of course the department uses the first building block of family and Community engagement as a core structure to develop action goals like increasing parent and Community participation and to share a

285bit more this week I was at Abbott Middle School and I ran into a parent I've met in two other school district events that we have held through our layered communication strategy and the first time I met with this parent was at San Mateo Park and she joined our monthly Cafe Con Diego's after the meeting her and I spoke really briefly if she was inquiring about enrollment to get her her child into kindergarten and coincidentally we had the fiesta that same weekend so I handed her a flyer wrote my phone number on it and said meet me here this Saturday at College Park North Central San Mateo um and so we did she registered her student early and also was just asking more questions about the different programs that we have and to learn more

286so after speaking to her briefly at Avid I noticed that she did have a walkie and of course walkies aren't just giving around so I asked her um why she was holding Milwaukee and she told me that actually at Fiesta Del optiones he was able to meet with our human resources department and inquire about job opportunities and and now is a a bilingual parent at Abbott Middle School as a yard supervisor so I highlight um because she did tell me that she was looking for a job actively or to have weekends available to be with her daughter and her brother her brother that actually attends Abbott Middle School so I bring the story because it speaks to how much um one conversation in an opportunity in a space for families to engage with District Personnel

287School site Personnel um reinforces this first building block to cultivate a culture where parents School snap and Community Partners do work together to facilitate student growth before after and during the school day even if it means essentially working at that location but providing that opportunity to do so and I say this because it is vital to highlight the story behind the data you will all see in a moment because these stories do provide a a real world example of the plan's key strategies that do positively impact our communities that we are serving and um when we do connect with one another it reinforces the cross-collaboration that Communications Department does across with our students our parents our school sites District departments the board of course and the general community and none of the work that the

288Communications Department is doing would have been made possible if we weren't for that across collaboration so I just wanted to like highlight how grateful we are here to be able to do so so in today's agenda we will review some exciting um tools or some exciting data from our communication tools uh the communications committee work that will be coming in the months ahead and some communication projects to highlight so I wanted to start off with our website data because there has been a huge Spike of posts and highlight the post-pandemic versus pre-pandemic data and the reason because is um of course the pandemic did bring unprecedented changes to the way we live interact with one another and as a result websites have seen a spike in engagement and have become a vital Hub or resource

289for any organization to provide critical information to their corresponding audiences so when we look at our website data growth from the 2019 Academic School year to this 2022-2023 school year we can gain insights to how our website is uh adapting to meet the changing needs for our families other stakeholders and our numbers from this year compared to last year has seen an increase of 25 percent and of course of course this is with the new website change the new ga4 Google Analytics that allows us to kind of dig deeper as to how our community is is engaging on our online platforms but at the same time we have seen a spike in our social media usage we started to utilize a social media management tool called HootSuite that allows for us to schedule posts on

290social simultaneously and it does compile all of this data together so that when we are looking at the data which is of course a 169 posts since this beginning of the school year we do have a high social media results with 6 000 podcast downloads of course you can see that 73 of our families still utilize mobile devices and 898 YouTube live Town Hall views that are all valuable metrics for us to begin to re-strategize with the utilization or our layered Communications approach and by using Hoots we we are centralizing the data from our Facebook Twitter Instagram LinkedIn that allows us to look at some Trends on when to post preferred times uh certain hashtags and of course tagging corresponding members that are part of the community and when it comes to the communication strategy

291this layered approach has been continued since we've initiated this uh um this school year and I just want to reiterate how it works we do have an idea from the board study session then we have in-person engagements where families Community Partners community members can engage with us and at the same time be able to access this information in the digital um and this uh allows us to also re-evaluate the data and re-strategize efforts such as timing Graphics minimizing text on images so forth and so on and to highlight a layered Communications approach that I brought to the board last year in February was Fiesta develop students data and the data from the 2022 to 2023 did showcase firsthand when we do exhaust all efforts with a new website a new approach to the flyer uh

292campaigns that we utilize to then link back to the website um we do see an increase of Engagement across the board um a remarkable 68.8 percent increase in this past year attendance allowed us to have a successful event nearly doubling our early registration packets and receiving more Spanish forms this year than we did last year which is um Monumental when we're trying to tap into the communities in the North Central San Mateo area but of course we did start tallying up our in-person attendance for our Cafe Con Diego's uh board Community workshops and other additional parent workshops that we've held and um I wanted to provide a more sustenite value of the the way we are engaging with families in different levels and modes in the district but we are trying to learn how to

293um essentially ask and answer questions on how our corresponding families do feel connected so with an increase of attendance and events our social media spikes and the website data becoming increasingly um more notable and exciting the communications committee will embark on a journey to create a district-wide survey comprised of um of course our director the two coordinators the two principals one in each City two parents and three community service specialists to begin the conversation on how do we answer the question of how we've only still connected so we have to begin the conversation in our Communications committee meetings on how to relay the survey and also to Target specific groups so our d-lac groups are our specific elab groups PTA Council the cdac um as well as the San Mateo Boys and Girls Club so

294tapping into the different demographics that families have a community to ask them how they feel connected and provide an answer to the to the board and the district as to and so how can we navigate these um these connections and amplify them further to make sure that um we do um have an answer to how we feel connected the communication has been participating in various conferences and presentations uh We've attended the grants for schools conference to learn about grant writing strategies in collaboration with school leadership and um I also had the honor to present alongside my colleague director of curriculum instruction Pam bartfield on the Bay Area Bay Area Equity um Symposium and we spoke on the Equitable Communications approached by utilizing our community service specialists they're partnering with families to increase our usage in

295footsteps to Brilliance and of course we went to Casper conference which I would say would be the first time um in my knowledge that we've attended Cal spur which offered a lot of sessions connections with other communication professionals pios and the sessions included topics like media for training media training for leaders using data as a Communications tool and um being peoc being a pocpio and there were a lot more that were also highlighted but the goal is for the Department to be highlighting and submitting some of the work we have been doing this year to also broaden the reach of how the district can learn and get further strategies from other partners across California but with that we do have two big and fun communication projects coming up um in the previous years we did

296have a community report that came out twice during the year in fall and in the spring so this year to kind of bring back that practice we're going to be compiling a 2022-2023 annual report that will be accompanied by a district video highlighting the year one strategies that were implemented and ongoing in the district so in the past um we've never actually showcased I believe Allison um trustee Allison Proctor mentioned seeing the teaching and seeing the engagement of students is is powerful because it does add the story to the data we push out to our community so we want to really hone into the video storytelling as a powerful tool for communicating because it does have a a Nuance to provide a background as to when you read a document from the district but also

297when you're able to see that in action to provide that Nuance but also in this digital A's video has become more accessible and more prominent to be relating Communications so we want to make sure that we're also up to speed with the trends of making sure that we are also visually communicating aside from the infographics and the canva but to provide that interviews of teachers student engagements and and so forth and so on and the completion of these projects we're looking at the end of June into July and this will be a mark as a broader Communications campaign to the entire community and with that I thank you so much for providing me the opportunity to present a Communications Department update and I'm excited to continue the work thank you sorry I'm supposed to talk

298thank you so much for the presentation okay board clarifying questions we're going to make a quick people just kidding take all the time you want [Music] no clarifying questions second grade at George Hall school and to take nothing away from the end of year communication survey asking do parents feel connected I wonder if there will be a survey equivalent for employees and do employees feel connected connections are facilitated through communication and I'm going to speak to two specific missed opportunities for communication the first is on March 6th so very recently teachers received an invitation to join an assessment committee with the first meeting plan for March 14th quick turnaround and teachers who were not accepted to the committee um weren't notified and they didn't know unless they were talking to somebody who was notified after

299Word of Mouth after writing cell plans um while also completing report cards that were due by March 14th committee members by the way I'm not a Committee Member um learned on March 13th so the day before that the meeting was canceled due to a sub shortage well there's never going to be a good day there's always going to be a some shortage and this is a point of informational history we've had initiatives in the district that required a large number of subs and district office administrators stopped in classrooms in fact my kindergarten colleague at another site had the assistant superintendent of HR sorry one thing in the spirit of supporting the initiative uh the second missed opportunity teachers impacted by the HVAC work this past summer were given directions to clear for a four foot

300space around a specific work area and teachers did that we returned in August to find that armor our materials that were outside of that space outside of that zone had been boxed up with total disregard we also found that the contents of our classrooms were moved and stored outside overnight without our knowledge we didn't know that was going to be happening and as a result of this work items were damaged and items were still missing we've yet to receive any information or any follow-up from the appropriate Department to know how and when our materials will be replaced maybe we just have to get on the right checklist I don't know but this failure to communicate does nothing to inspire confidence or build connections thank you for your time thank you thanks can we open up

301a comment on Zoom please Joe yes thank you president Watkins uh to our attendees if you would like to speak please use the raised hand feature on the zoom meeting platform now attendees that have called in can dial start a hang to raise their hand speakers will have three minutes to give their remarks uh actually one speaker Marcella McCollum one moment okay please go ahead can you hear me yes yes okay sorry I thought I was speaking earlier um well I just wanted to um thank Diego for all of the work that he has done I've been able to be a part of the communications committee for the last several years and um the tone tenor and shift in how we communicate as a district has been absolutely incredible and I think a lot of

302that is due to his leadership and Direction so there are plenty of things that still need to be worked on I think there's lots to do but in general I think that uh coming into the district I didn't really feel like there was a place where I could um interact with the district in a meaningful way and I think that he has built that I think that's also part of superintendent Ochoa's work as well but because this is a Communications report I really do think that team has done a tremendous job and I just wanted to to applaud that thank you foreign president Watkins I did not see any other speakers turning it over to the board for comments just echoing the last speaker said I've over the last three years I've definitely noticed a

303big change for the better so great job oh I'll just quickly say that I also um I appreciate everything you're doing Diego I think in general our the like outward facing communication is better than ever in the school districts and so um I love that we have so many different opportunities for people to engage um so that's great um I also think with communication it's really easy to get wrong sometimes and it's really hard to always communicate um effectively and in the correct way and I think what it really boils down to is that people just want people want to know that they matter and that they're being heard and so um there like they're saying and um there's always room for improvement in communication so but thank you Diego for everything you're doing I

304I I'll just say um I think in a time where we want it's sort of the information age where we're just gathering information all the time where things happen and changes and things move so quickly I think Diego you do a great job of um keeping it all together and responding and getting information out there as quickly as possible and so I want to thank you for that I love the story at the beginning um I'm looking at HR hopefully I don't know if they give you a little Kickback in terms of making sure you're out there hiring other people because you're obviously hiring people for our staff and I think you're a good Ambassador for that um and then lastly I'll just say I know you presented at aska that csba is in San

305Francisco this year and I see the superintendent Ochoa I'm hoping that you know we have a strong presence there because I think we're doing a lot of work and including a lot of work that you are doing uh Diego thank you to um yeah for all I mean I know that when I joined the board five and a half years ago like we just had so much negative feedback on communication um there was like virtually none so I just think like the way that we have this like really strategic approach of how we're engaging community members by way of like a variety of different things and centered on particular topics and all of that is like awesome just boosting the um social media presence is great I've been asking for videos also for years so

306like super excited about the video project specifically thank you maybe like you went back and watched board meetings for three years ago or maybe not maybe like you can just say this is your idea but I will always claim it as mine um and yeah I mean I I one of the things as Christy was speaking I was wondering a little bit about is like I know that our this communication strategy at least for how it's presented and my understanding is a little bit more like external facing in terms of like how we're communicating with the community and parents and it sounds like maybe there's like the need for some sort of like approach or strategy around our internal communication and how we're communicating with our sites and staff and Educators and um so just

307to fly that as something that maybe seems like something that would be helpful for us to put some time and energy into in the same way that we're dealing with this um because this is working really well and so I think that that can be improved too right and with that we oh man we're not recessing your clothes board member statements and requests for future agenda items I'll just wish everyone a Happy Spring Break and hope everyone enjoys your time off and get some rest and relaxation and probably the weather signs foreign the consent agenda uh we uh added language to job descriptions for specific toastas and I just want to to say I think this is great I think you know in the past we just have these General ptosis just ptosis right teachers

308on special assignments but actually having additional job descriptions there for specific poses I think is is really great and I think it helps to find um in some ways what some of our teachers want to move to a dental association what they'd actually be doing and what they'd be applying for so I I think it's great I just want to applaud you know our HR staff and and our team and everybody who's been working on this um there's a lot of great things and um there's a lot of sort of unsung heroes and a lot of details where I think people would not focus on or hear about unless sometimes we mentioned so thank you very much have a great break everybody enjoy oh my goodness so deserved awesome anybody else future meeting dates on

309the agenda through and check those out public comment on closed session items so anyone still on what comment let me check into our attendees if you would like to speak on closed session items please use the raised hand feature on the zoom meeting platform now attendees that have called in can dial storm tank to raise their hand speakers will have three minutes to give their remarks I'll wait a moment to see if anyone raises their hand yeah being none president Watkins back to you all right we are now going to recess to closed session hope everybody has a good night it's been fun we're not done yet we're not done have a good night we will get ready for three hours of closed session do you save these to listen foreign you are you ready

310can you hear me hello you're back on perfect um sorry I should have gotten a little bit more ready first hopefully nobody's on okay we are reconvening to open session with one thing to report out of closed session the board took action in closed session to approve the terms of a settlement agreement with Jewel Labs um all five trustees voted in favor of approving the settlement agreement um so just as a brief comment to our community um this has been litigation that's been very impactful across the country and something that in San Mateo County our district was one of the first districts to sign on to um thank you it's 11 30 at night um great um I need a motion to adjourn this meeting please adjourn second thank you trustee Proctor for the motion

311trustee Trin for the second roll call vote trustee chin yes trustee Proctor trustee Trin yes trustee Brooks uh brought her back in okay and I will vote Yes so it passed adjournment passes four zero with trustee Brooks not being able to rejoin us thank you everybody have a lovely evening [Music]
